Governor calls for combating plastic use DIMAPUR, JUN 4 (NPN): Nagaland Governor, PB Acharya, has called upon the citizens of the state to come together and combat one of the greatest environmental challenges – use of plastic. In his message on World Environment Day, Acharya appealed to all government departments and agencies, educational institutions, nature lovers, industrialists, corporate leaders, traders and NGOs to come forward and spread awareness about plastic pollution and its prevention.

World Environment Day is organized around a theme that focuses attention on a particularly pressing environmental concern and the theme for 2018 is “Beat Plastic Pollution.” “Environment might be one of the most important treasures we have and we must all play our role in preserving it,” said Acharya. He also called upon the people of the state to take care of the earth, to rededicate the commitment towards preservation and protection of pristine environment and to create a plastic free Nagaland.

NPF, NDPP slugfest on appointment of State Vigilance Commissioner

NPF legislature party leader T.R.Zeliang in a representation to the Governor of Nagaland, sought the recall of the appointment of the recently appointed NDPP candidate as Vigilance Commissioner (VC) by basing the demand on the Cabinet Resolution on April 9,1976 regarding the appointment to the post.

Among the clauses of the April 9, 1976 resolution was clause 4(a) which stipulated that the VC should be chosen from among retired judges of high court or senior/executive officers and equal to status and conditions applicable to Chairman of Nagaland Public Service Commission.

In the light of the 1976 resolution, T.R. Zeliang submitted that the appointment violated clause 4(a) and also prima facie suggests that the appointment was a political reward for loyalty to the ruling NDPP since the appointee contested the recent assembly election as NDPP candidate for 22 Arkakong A/C in Mokokchung (Cont’d on p-11) district.

Amid controversy surrounding the appointment of Mayang Lima as vigilance commissioner, NDPP has justified the appointment as being in conformation with all prescribed rules.

NDPP media & communication committee disclosed that Lima was selected on the basis of his unblemished track record and integrity as a legal luminary and also as former principal district & sessions judge which weighed in his favour as being the person best suited for the post.

NDPP hit out at NPF for being in the habit of creating controversies where none existed and that that the appointment issue was being blown out of proportion to gain cheap political mileage.

It also termed the NPF spokesperson’s attempt to cast aspersions upon Lima by trying to implicate him with the ongoing CBI inquiry into irregularities in the construction of new high court building at Meriema as “unfounded and unbecoming of a person who himself is from the legal profession”.

NEW DELHI, JUN 4 (NPN): Union Minister of State for Development of North Eastern Region (DoNER), Dr Jitendra Singh has mooted “Make in Northeast” initiative, as a follow-up to the “Make in India” initiative by Prime Minister Narendra Modi.

Dr. Singh also offered to collaborate with all the stakeholders to give each of the eight States of the region an exclusive identity of its own, based on the unique product identified with each of these States.

In this regard, Associated Chambers of Commerce of India (ASSOCHAM) Secretary General, Sh D.S. Rawat called on Dr Jitendra Singh Monday wherein the former offered to contribute by coordinating between the government and the various business houses and trade organizations for the success of this initiative.

During the meeting, Dr Singh conveyed that instead of the various NE states being casually referred as North Eastern states, each of the eight States, can be developed as an identity on its own, to be known by its own name.

For instance, he said Sikkim can be developed as the “Organic State of India”, Mizoram as the “Bamboo State of India”, Manipur as the “Textiles State of India” and so on.

Over the past four years, with the personal indulgence of Prime Minister, Dr Singh said, there has been a fast-track progress in providing the connectivity and transport infrastructure in the region.

DIMAPUR, JUN 4 (NPN): Nagaland Geoscientist Association (NGA) has asserted that the forest department has violated the Rules of Executive Business (REB), 2016 by issuing a notification dated April 17, 2018 for review of the Nagaland Minor Concession Rules (NMMCR) 2004.

In a press release, NGA president, S Manen, and secretary, Khikiya Kath, pointed out that in the REB, 2016 of the

government of Nagaland, all minerals including minor minerals, oils were allocated to geology and mining (G&M) department.

NGA reminded that G&M department was established in 1968 with one of its objective being to administer, regulate and control mineral resources of the state.

Three youths brutally killed in Dimapur DIMAPUR, JUN 4 (NPN): In a shocking incident, three persons were brutally hacked to death Monday at a housing complex in Dimapur’s Blue Hill area, Golaghat Road.

Talking to media persons, Commissioner of Police (CP), Limasunep Jamir said that the incident took place at around 2.30- 3 a.m. on June 4.

Soon after committing the murder, CP said that the assailants escaped through the bathroom window from the 6th floor by tying bedsheets.

DIMAPUR: Konyak Students Union Kohima (KSUK) has strongly condemned the “barbaric and horrific act” of one Rahul Sen of Dihbrugarh District, Assam, of raping a minor girl, on several occasions, in Mon District.

During the programme, resource person Susan Kulnu said that there were various types of toys of all ages that could entertain and educate children.

She pointed that playing with toys was an important tool in making a child understand the complex phenomena of the world around it.

Yet, she lamented that some toys that were available, unwittingly encourage factionalism and feud among children and teach them violence and eliminating one another.

According to her if we students unite and dream of a peaceful society and put efforts of changing oneself towards promoting peace then one day that dream will turn to a reality.

In his address Jamir lauded the Sar vahitey Foundation’s collaboration with NSLSA to contribute more than 500 law related books and other general subjects to the Kohima Law College library.

He maintained that a library was the brain of the future. He was confident that the books would go a long way in allowing students of the college to acquire knowledge on various subjects.

Jamir added that the Digitization of Legal Services Clinic was a project by the Nagaland Legal

Services Authority under the aegis of the National Legal Services Authority.

He said that with the tremendous steps that society was taking with computerisation and digitization, the digitization of the LSC would help with various activities of the modern student.

Jamir requested the

law college students to come forward and be a part of the Para Legal Volunteers under the Legal Services Authority and also urged the students to look into the difficulties in society, especially in the villages and report these to the Panel Lawyers, PLVs or the Legal Services Authority.

Speaking about the Sarvahitey Library Project, member secretary NSLSA, Mezivolu T. Therieh explained that the basic idea of the Sarvahitey Foundation was to give charitable books to rural areas, however, under special consideration, the foundation had given some books to the Kohima Law College Library.

DIMAPUR: Nagaland Tribes Council (NTC) has expressed serious concern over the distrust between Government of India (GoI) and NNPGs Working Committee (WC) following the raid by security forces at the residence of NNC (parent body) general secretary and NNPGs WC coconvenor, V. Nagi’s house at Jotsoma on June 2.

In a statement its media cell, the council also supported the Working Committee’s move to suspend the peace talks till GoI gave a clarification on the matter, stressing that negotiation has to be “wholesome and not double standard”.

Although NTC maintained stoic silence in the past on incidents of raids at homes of few leaders in the hope that better sense would prevail on the part of security forces for the sake of peace in Nagaland and beyond, the relentless provocations, including the recent raid has ultimately created its share of distrust between GoI and Working

Committee, the statement stressed.

NTC said it was perplexed how New Delhi applied the “carrot and stick policy” by provoking prominent leaders of NNPGs involved in peace talks through raids at their homes by security forces in the name of maintenance of law and order.

Asserting that everyone involved in the peace process deserved better treatment without doubting and undermining their positions, the council added that it did not understand how “bullying and provocative raids” could virtually pave way for sustainable peace in the region.

Further mentioning that NTC has been working all these while to see that nothing derails the peace process till the logical result is reached, the council urged GoI to come out with clear cut policy without any ambiguity whether it intends to fulfil its commitment to the negotiations and conclude them within a timeframe.

NTC also questioned the involvement of Nagaland Police in the raid, as reported in section of the local media. Knowing fully that such provocative action could hamper the process of negotiation, the participation of police is indeed dubious, the statement underlined.

Stating that all these years every successive State governments, including PDA, made repeated pledges to support the ongoing political negotiations between NNPGs and GoI, the council said Nagas deserved to know what was the stand of the State government vis-à-vis the raids.

the centre believes that LOs and ALOs who are the key stakeholders, directly or indirectly, will find the training to be helpful in enriching their working knowledge on this subject.

While, chief guest in his speech shared his opinion on endangered languages and how people should preserve and promote mother tongues least they become endangered languages.

Aizawl, Jun 4 (Agencies): Prism on Monday launched a signature campaign to oust the newly appointed Mizoram gover nor Kummanam Rajasekharan.

The launching of signature campaign was held near Vanapa Hall in Aizawl. Prism, a recently launched political party, accused the newly appointed governor Rajasekharan of masterminding atrocities against Christian communities of Kerala and violating secularism.

“The new governor of Mizoram has in the past stood for Hindu bigotry

IMPHAL, Jun 4: The boycott called by Manipur University Students Union (MUSU) demanding removal of vice chancellor (VC) of Manipur University, Professor Aditya Prasad, entered sixth day on Monday.

The students have been staging protest inside the university campus demanding removal of VC since May 30 last.

MUSU alleged that VC’s frequent and unjustified trips outside the state had completely muddled the academic calendar and degraded the academic atmosphere.

They claimed that Professor Aditya Prasad had failed to take up any positive welfare initiatives for the students and the university, since he assumed office as VC in October 2016.

The students continued their protest even as university authority appealed them to suspend their agitation and return to the class.

The VC who returned from his outside trip on Saturday allegedly after learning the prevailing volatile situation in the university convened a meeting of the faculty members.

Citizenship Bill: Congress asks for special session of Assam Assembly Guwahati, Jun 4 (PTI): Opposition Congress legislators Monday urged Assam Assembly Speaker H N Goswami to immediately convene a special session of the House to debate the Citizenship (Amendment) Bill, 2016.

A seven-member delegation of the Assam Congress Legislature Party (CLP), led by Leader of Opposition Debabrata Saikia, called on the speaker and also demanded the adoption of a resolution, if required, to safeguard

the provisions of the Assam Accord, 1985. Saikia told Goswami that he had been asking for a special session of the Assembly to discuss the issue, but to no avail.

Though the bill, introduced in the Lok Sabha on July 15, 2016, seeks to grant citizenship to nonMuslims who have fled persecution in Afghanistan, Bangladesh and Pakistan, indigenous groups in Assam view it as a move to legitimise the Hindus who have migrated from Bangladesh after 1971.

Saikia also handed over to the speaker a copy of a memorandum submitted to him jointly by the “Forum Against Citizenship Act Amendment Bill” and the “Left-Democratic Manch, Assam”, which requested the opposition leader to take the initiative to ensure that a special session of the House was held to discuss the important issue.

He claimed that the people of Assam were disillusioned and angry because they had realised that the Citizenship

(Amendment) Bill was a ploy by the government to nullify the Assam Accord.

“It is the speaker’s duty to appreciate the gravity of the issue and immediately convene a special session of the House so that the representatives of the people of Assam could protect the state’s interests,” Saikia said in a release.

The speaker assured the delegation that he would consider the matter, the Congress leader added.

Guwahati, Jun 4 (Agencies): The 24hour transport strike began on Monday, has affected normal life in city as public transport buses, taxis and auto-rickshaws were off the roads.

The strike has been called by the All-Assam Motor Transport Association seeking revision of fuel prices.

According to Northeast Now, commuters in Guwahati, who depend on city buses and other public transports, had tough time reaching their work places as the buses and share taxis did not operate.

Transport department officials said they are plying ASTC buses, adding that they are also trying to convince the employees to attend to duty and not to cause hindrance to public.

The strike is supported by various organisations.

The association said if the government does not respond to their demand, a 48-hour strike would be called on June 11.

IMPHAL, Jun 4: Union minister of state for finance Shiv Pratap Shukla has assured all possible assistance to Manipur government while implementing the recommendation of 7th Pay Commission to its employees.

Shukla’s assurance came at a time when employees of Manipur government were on indefinite cease-work strike demanding 7th Pay Commission since March 22 last.

The union minister who arrived at Imphal on a two-day visit justified the demand of the employees saying that they (employees) have the right to enjoy the latest revise pay structures.

TURA, Jun 4 (Agencies): In a major development similar to the agitation for creation of states like Telangana, supporters of the movement for creation of a Garoland state have decided to take their demand to the highest echelons of power in the country- New Delhi by staging a procession towards Parliament street on Wednesday.

According to TST, over a hundred volunteers from the Garo Hills Statehood Movement Committee (GHSMC), which is in the forefront of the demand for the creation of Garoland state out of the existing Garo dominated region of Meghalaya, have already left for New Delhi to participate in a first of its kind rally at the national capital.

“This demand for a separate state is not a new chapter in the political movement of the Garos.

It has been going on for decades through different organizations and political parties, but successive governments at both the centre and the state have

failed to pay attention to the peoples’ demand,” said GHSMC leader Nikman Ch Marak while speaking to The Shillong Times on Monday evening.

According to the GHSMC Chairman, dozens of supporters for a Garoland state will assemble at Ramlila grounds in New Delhi on June 6th during which leaders will raise the statehood demand. The supporters, who are expected to comprise mainly of Garo youth and elders will then proceed in a procession through Parliament street.

“I bought tomatoes for Rs 80. The usual price is Rs 20/kg. I bought cauliflower

from Laban market yesterday (on Friday) for Rs 80.

It could not have been more than Rs 40/kg,” he said.

A group of youth from other states, all students staying in Laitumkhrah, said they were surviving on packaged food and readyto-eat meals. “There is no letdown in violence and it is affecting people like us who have to manage with limited resources,” said a student from Nagaland.

NBAR celebrates 25th anniversary Dimapur, Jun 4 (NPN): Two-day Silver Jubilee celebration of Nocte Baptist Asatham Roapkhoan formerly known as NBCA (Nocte Baptist Church Association) came to an end on June 3 at Poakkoam, Tirap, Arunachal Pradesh.

According to a report, the programme started with the inauguration of NBAR community hall by the executive secretary, ABAM, Impur Rev. Dr. Mar Atsongchanger Along and hoisting of NBAR flag, followed by a mass service in the presence of advisor to chief minister Wanglin Lowangdong and MLA Tirong Aboh.

In his speech, Aboh acknowledged and appreciated the efforts of the Naga missionaries working selflessly for the benefits of the Nocte tribe while recalling the past life of the early Nocte life.

Aboh especially thanked the first Naga missionary in the land of Nocte belt, Rev. N.I Meren for his countless and selfless contributions in transforming the life of the locals starting from 1993 despite of many challenges he faced from the then ‘barbaric Noctes and from anti Christian elements”.

To mark the celebration, the NBAR Christians of the Nocte community committed themselves to further work harder for the people at large in the presence of their parental association ABAM. NBAR also felicitated the land donors and the contributors in cash and kind.

India at crossroads

t’s often being said that India is the world’s largest democracy with a diversity of caste, creed and religion being so humongous that it is a paradise of paradoxes. Ruling over such a great diversity of people and beliefs has never been easy. Nevertheless it does not mean there is no way forward. The issue of regionalism and communalism are still very hotly debated and even fought over even in the 21st century that the issue of pluralism becomes subjective. Whatever be the definition of pluralism, it is still a challenge that is becoming more complex with the advent of an ideology that has occupied centre stage in Indian polity. The country should not change and if that happens then India will lose the charm of being a nation of variety and diversity. The paradox in India is that the tone of nationalism and patriotism is being churned out by those very people who have been responsible for widening the social, economic and political divide. It is a critical balancing act that keeps the country together and ensures liberty and security as bulwarks against tyranny for its citizens. There is a concept and of which Indira Gandhi was the prime mover, for a “strong” centre that could keep the vast nation with so many diverse people together. The 2014 Lok Sabha election was the final fruition of decades of toil put in by L.K.Advani and A.B.Vajpayee in bringing up the BJP as an acceptable national alternative to the Congress. The BJP always carried its ‘Hindutva’ ideology along but it was also sensitive and responsive to the dictates of democratic freedom of choice. However, today the ‘Hindutva’ ideology has overtaken all concerns as the nation experiences that portent of things to come. This is mainly since the BJP has given up all pretence of being a political party. This is because the RSS has totally taken over the core of the party and Nagpur plays a very critical role in influencing the affairs of the party government. Incidents which were once deemed stray and didn’t incite much debate, are now gradually becoming so routine that they corner every major issue. This has obviously caused huge embarrassment to the central government, but it has chosen to maintain stoic silence on this rabidly growing violence and intolerance. These incidents can no longer be dismissed as small unconnected episodes of little consequences; they display an episodic pattern and design. The cultural nationalism as practiced and silently taking roots in the multicultural Indian society has potential to erode the very values India stands for. Muslims form the top rank of “unwanted”, the list goes further to include Dalits, Christians, liberals, LGBTs and so on.

The evolving political scenario is constricting its space further and also that of BJP. Hindutva has become the common political plank for all parties.

The RSS-BJP has lost its edge. Congress with its liberal look is more attractive to Hindus, Muslims and other minorities. The RSS and BJP whether they like or not are being dubbed as less democratic and not at all inclusive. If the RSS and BJP want to remain relevant, their Hindutva has to be more open and democratic. It has to have space for regional, cultural and religious diversities. Else even if they may win 2019; but that won’t make them acceptable.

The significance of environmental ethics

nvironmental ethics consider the moral relationship between humans and the environment.

It concerns not only the needs of each person today, but also those who will come after us. It also concern with the right of other living creatures that inhibit our earth. With environment ethics, you can ensure that you are doing your part to keep the environment and its resources safe and protected.

Today every individual needs to understand and realize the significance of environmental ethics. This should be a guiding principle for every individual to sustain for the future generation.

Can an individual justifiably use resources many times more lavishly than other individuals who have barely enough to survive? Can we use up all the resources of the world leaving nothing for our future generation? Within our world there are variety of living beings, species, the plants and animals that share our earth’s resources and living spaces with us. All these

variety of living beings have a right not only to live but a dignified life. The present generation does not own the world’s resources to do whatever we please with them. Just because we are in possession of all the natural resources does not mean that we can use those resources in any manner in which we choose without keeping anything for the future generations.

Today human being boast as being superior and the most intelligent species living on earth but what is the use of such great intelligence when environmental ethics are not followed. We only hold the world as trustee and it is our duty and responsibility to preserve species and natural undisturbed ecosystem for the future generation.

Perhaps the most important concern today for the trustee is to create an ethos that will support a sustainable life style in society. Every individual be it a rural or urban dweller be exposed to a pattern of environment education within their sphere of life expression. Every individual

be exposed not only to awareness of environmental issues, but also to bring about pro environmental action. Creating a love for nature brings about strong pro environmental action. And the best way to do is to make people appreciate the beauty of nature and valuing nature as resources.

A visit to a wilderness area, a forest, lakeside, waterfall or seashore where man’s hand has not made drastic change to the ecosystem perhaps can make one to begin to value its beauty. Yes, the problem is how much of the wilderness can we preserve in the presence of an ever-growing hunger and greed for land and resources for its utilization values. Yet, unless we begin to see the ecological values of wilderness, an ethic for its conservation cannot become part of our daily lives. And without the wilderness the earth will eventually become unlivable.

The harsh reality of plastic waste in Nagaland

he May 26 clean-ups conducted at two major places in Dimapur, at Northeast Frontier Railway (NFR) Station and Zoological Park as part of the “Himalayan Clean-up Campaign” organised by the Integrated Mountain Initiative (IMI).

Segregation and Brand Audit The segregation and audit for some zones started from 7: 30 am onwards. However, from 9:15 am onwards till 3:30 pm, the segregation and brand audit commenced. Altogether 155 sacks of waste weighing 1550 kgs were collected. Due to the variety of waste, the segregation and brand audit could only be done on 23 sacks, out of the total 155 sacks. The task was overwhelming as the numbers of brands were diverse. Also, most of the wastes were soiled, wet, faeces and earth with vegetation. However, the brand audit was a welcoming experience as it brought to light a number of brands unheard of and the sheer amount of certain brands. The top waste menace was as expected – plastic waste in all forms.

In the plastic waste category, the disposables dominated with a staggering 3970 pieces from only 23 sacks weighing 210 kgs. Multi-layered plastics and other non-branded plastics with 1820 and 569 pieces respectively were the second and third offenders.

I

ntroduction The Forum for Naga Reconciliation (FNR) was formed at a time when NagaLand was plagued by factional violence, suspicion and divisive political rhetoric. Formed on February 24, 2008, as one of the outcomes of the Naga Peace Convention organized by the Naga Shisha Hoho in Dimapur, the FNR was christened on March 25, 2008 at Kohima with the support of 39 Naga frontal organizations and churches.

FNR was born at a time when concerned Naga organizations and individuals decided our society could no longer bear the ever-increasing and rising costs of divisions and distrust made worse by the hard-hearted logic of mutual blaming to which all of us have stooped.

The willingness to be short sighted, reactive and to use violence to defend and justify positions threaten our diminishing chances to survive and continue our unique and distinct journey as a people.

While the compelling reasons that produced the divisions are understood and recognized, the Naga people are now concerned about the health and capacity of our young nation to develop in the 21st century. This is the issue our leaders and our people are concerned about at the deepest level.

The changing world forces the Nagas to wrestle with unfamiliar challenges that will make us grow as we learn from both the strengths and failures in our response to the challenges.

At this juncture Nagas need to strive for what challenges us by truthfully examining them in order to learn from past mistakes so that our inspiration becomes our common strength.

FNR remains firmly committed to Naga reconciliation and willing to do what needs to be done at this time in spite of obvious limitations.

The FNR imagines ‘Walking the Naga Day’ will create a robust Naga consciousness through the collectivity of women and men to find our oneness and offer everyone the opportunity to participate in affirming who we are as a people. ‘Walking the Naga Day’ nurtures our organic Nagahood even though politically barred by arbitrary and artificial borders. Nurturing Naga consciousness flourishes when belonging is lived in the hearts and minds of the Naga people.

As part of ‘Walking the Naga Day’ the FNR has initiated open public interactions under the theme “Reasoning Together.”

The first series consisted of at least 9 public interactions in Dimapur, Kohima and Delhi (April-May 2018). FNR members also visited and spoke in at

least 10 churches and fellowships in Delhi. During these public interactions FNR dialogued with a wide cross-section of Nagas including young people, scholars, students, church workers, professionals, retired bureaucrats and administrators, teaching community, politicians and concerned individuals.

FNR believes that the open public interactions gave and will continue to give expression to what has become the common undertaking and desire of all Nagas . . . Many more interactions will be held in the coming months in different areas of Naga-Land.

This reflection highlights a summation of concerns and issues perceived from FNR which were raised during the open public interactions. These concerns reflect the deep yearning and wishes of the public to progress in our state of affairs, especially on the political front.

Some Key Concerns and Issues Raised by the Public While the discussion focused on Naga Reconciliation, the public interactions gave voice to a diverse range of related issues confronting the Naga people that are summarized below:  Naga Reconciliation: Although skepticism, fear and doubt exist in the protracted Naga political conflict, FNR’s approach has reduced fratricidal killings, opened some safe spaces and brought some hope. While appreciating the cessation of hostilities, commentators called for renewed efforts towards understanding, which they said is yet to fully materialize. They urged that the process to be taken forward towards genuine reconciliation and understanding.

Several commentators reminded FNR of the theological and spiritual dimension of reconciliation: God’s way of reconciliation; God as the ultimate source of reconciliation; the need for prayer and spirituality. They pointed out that Nagas have forgotten God in the process of reconciliation.

In the interactions people voiced that, “After a lull, FNR has come back to life. Nagas are watching.” FNR was urged to take this with great concern and was asked: Why a bottom up process has not happened?

Where have we missed out on the organic process?

What does reconciliation mean when two groups are negotiating with GOI? What things are still needed to be reconciled?

What change can FNR bring in the next 5 years?

What benefit can we expect from FNR process?

FNR was advised not to be carried away by domestic gossip and rumors. While having

its own limitations, FNR, as a catalyst, needs to proceed with ‘critical openness,’ and engage with our youth and our neighbors. FNR was encouraged to reflect on its role in Naga society and to address its weaknesses in meaningful ways. It was suggested that FNR should reach out to the masses (public) and initiate a bottom-up approach to reconciliation. FNR was told to take reconciliation further to its “logical end” involving civil, religious, political parties and Naga political groups.

Eastern and Southern Nagas stated that the process of reconciliation and trust-building has to go beyond Nagaland State boundaries. FNR was also asked if it regards all ‘factions’ as equally important. The need to widen the base of trust-building was emphasized. FNR was reminded that the values and principles of justice were integral for the realization of Reconciliation to take place.

While recognizing that FNR is competent to contribute to the Naga response it was urged to play a positive role.

FNR should accept mistakes and correct themselves where required. “Do not cheat or give false hope to the people,” and provide a “realistic and truthful assessment of the situation” and the way forward.  I d e n t i t y Po l i t i c s : Questions of identity politics, language, borders, tribalism, factionalism and sectarianism were raised. Identity politics and conflicts of interests among Nagas are seen to be arising out of perceived and real differences which were formalized when Naga-Land was divided into different administrative states.

These divisions have fragmented Naga consciousness and Naga identity into territorial identities.

The creation of Nagaland State was intended and designed to divide the Nagas. It was pointed out that Nagaland statehood was not accepted by everyone except by the political elite and few educated individuals.

However, Nagas of Nagaland enjoy the paradox of statehood benefits. These imposed and boxed identities have generated suspicion, fear, mistrust that have caused further divisions, thereby leading to regional and sub-regional consciousness.

The need to rise above regionalism and sectarianism by building upon the Naga consciousness was emphasized.

It was pointed out that the Government of India has so far opted for trying to ‘manage and control’ the Naga people rather than trying to genuinely resolve the Naga political issue.

All in all, this campaign has done something that has been an almost impossible task – people coming together for a cause. However, it also brought to light the looming threat of plastic waste in Nagaland. From the segregation and brand audit, it is evident that only few plastic wastes have market value. The mutli-layered plastics are a nuisance that is good only for packaging and no one bothers with it. Also, single used plastics/disposables, the most sought due to its convenience, is adding more to the waste accumulation.

The plastics are the greatest threat to the environment. Cheap, capable of being made into any conceivable shape, strong and durable, plastic is something of a wonder material. It has proved so useful to humans ever since its discovery that it is the most used product. However, the victim of this success appears to be much of life on Earth. If we cannot come together now and take action, our Nagaland, in the next 10-20 years, will be known not for its greenery but for abundance of plastic waste.

The eco-system is affected by the ill practices of human kind. We must correct them all on time, so to let the environment breathe well for our own survival.

Major points to be acted upon:* Correct usage of Plastics: Vow to self to use plastics in limited numbers. Repeating the usage while recycling the recyclables. * Correct disposal of Plastics: The one time food packaging plastics especially, must be consciously disposed in allocated areas so as to ensure that they are buried in a designated low space area or inflamed in high combustion ensuring measures of safety. * Demanding low PPP plastics as a righteous consumer: remember, the thinner plastic result in less pollution and fast degradation.

Using Substitute to plastics: Showcase and be a proud citizen using alternative materials which are bio- degradable.

The cause of cancer: * Plastics block the sewage system - resulting in back flow of the worst combinations of dirt resulting in breeding areas of mosquitoes and other deadly organisms which then directly come in contact with the skin of human and other living. * Plastics dumped in water body- kills marine life. And disrupt the eco-system further. * Plastics reach the ocean liferesulting in death of marine life affecting the human existence in ways astonishing to human kind. * Plastics consumed by Animals- result in suffocation and ultimate death in ways unimaginable. * Plastics cause life threatening health problems as drinking water then has not contamination alone but plastics micro particles included resulting in deformations and other health cases. New born are being born with plastic micro particles due to the water consumed by mothers. We must stop using plastics. * Plastics make vegetative land infertile thus resulting in low area for vegetation. * Worlds 4 % of crude oil is used to make plastics which is definitely causing rise in price elsewhere making you pay high price in way or the other while causing you major health worries alongside.

Kerala govt to monitor Nipah outbreak: Vijayan

T h i ru va na n thapuram, Jun 4 (AGENCIES): Nipah infection has been contained but the government would continue to monitor the affected areas, Kerala chief minister Pinarayi Vijayan said on Monday.

The highly contagious virus that causes high fever, headache and coma in extreme cases killed 17 people in north Kerala, a majority of them in Kozhikode district, triggering panic.

“We will not lower the vigil. But at the same time people should not go by

Jammu, Jun 4 (AGENCIES): BSF and Pakistan Rangers held a sector-commander level flag meeting at Octroi post in Suchetgarh area of RS Pura sector Monday evening to restore sanity on the border after Pakistani firing killed two BSF men and injured 14 civilians on Sunday in Pargwal sector of Jammu district.

Punjab farmers to end strike after clashes with milk vendors

Chandigarh, Jun 4 (AGENCIES): Farmers’ organizations in Punjab on Monday decided to call off their four-day-old strike from June 6 after clashes between farmers and milk vendors were reported across the state.

The strike in Punjab and other states that started on June 1 was scheduled to end on June 10. The strike had caused a spike in vegetable prices in cities including

Mumbai, Delhi and Jaipur as supplies were disrupted.

“The government was trying to divide the farmers as it was shaken by the success of their protest programme.

Some anti-social elements infiltrated our protest and kept harassing the common man. The decision to call off the protest prematurely was taken on the request of Progressive Dairy Farmers Association,” said Balbir Singh Rajewal, state presi-

dent of the Bhartiya Kisan Union (Rajewal), at a news conference.

R a j ewa l s a i d t h a t though the unions had asked the farmers to stop the supply of vegetables and milk, they never appealed to anyone to resort to violence.

“We had held protests even in the past but had never seen such violence. Farmers and milk vendors have come to blows at different locations and we thought

it was better to call off the strike,” said Rajewal. On Saturday evening, a group of protesting farmers and dairy owners had a heated exchange after which shots were fired in the air.

As part of the protest, dairy farm owners were not allowed to sell their produce to government-run milk plants and other dairies for supply in cities. Some commercial dairy farmers had also said that with mounting

losses, they would have no other option but to withdraw from the protest and sell milk to plants. Others said they were considering setting up chabeels (giving milk out for free) on roads or donating it to orphanages and old age homes.

Rajewal said that the mounting pressure from the dairy farmers led to the decision to call off the strike.

“The government has learnt its lessons through our pro-

test. We only wanted that the middlemen who make all the moolah, should be checked and the farmers get their profit share. The middlemen buy veggies at cheap prices from the farmers and sell it at a price which is even five times more to the consumers.

We wanted to reverse it so that the consumers get the vegetables at cheaper prices and farmers should get some profit,” said Rajewal.

New Delhi, Jun 4 (PTI): Unilateral trade restrictive actions by some developed countries could derail the fragile global economic recovery which would have implications on job scenario, Commerce and Industry Minister Suresh Prabhu has said. Prabhu was speaking at an informal gathering of 28 member countries of the World Trade Organisation (WTO) in Paris on May 31, according to a release by the commerce ministry.

On the recent cycle of unilateral trade measures and proposed counter measures, Prabhu said “actions and counter actions such as this could stop the fragile global economic recovery in its tracks, with consequences for jobs, GDP growth and development that would harm everyone and could also irrevocably damage the rules-based multilateral system built up with hard work over many years”.

Instead of using such actions to deal with any inadequacy or unfairness in the WTO provisions, the best course of action would be deal with such issues within the multi-lateral framework, he said. The US has imposed high duties on

Mumbai, Jun 4 (IANS): Former IDBI Bank MD and Chief Executive M.K Jain was on Monday appointed a new Deputy Governor of the Reserve Bank of India (RBI) for a period of three years, an official statement said. The appointment was made by the Financial Sector Regulatory Appointment Search Committee, which includes the Reserve Bank of India (RBI) Governor, the Financial Services Secretary, besides other independent members.

The post of one of the Deputy Governors at the Central bank fell vacant after the retirement of S.S. Mundra on July 31, 2017. Jain has been at his current post at state-run IDBI Bank since April 2017 and has previously served as the Chief Executive of Indian Bank.

A career banker, he has also been a member of the Indian Banks’ Association Committee on risk management. The government had advertised for the post of RBI Deputy Governor in January this year and as many as 40 applications had been received in response, according to sources.

DAHEJ, Jun 4 (PTI): Oil Minister Dharmendra Pradhan on Monday ruled out a daily price review of petrol and diesel but said the government was concerned about pinching fuel prices and is working on a longterm solution.

He asked state governments to tax petrol and diesel within a “reasonable and responsible” band and not continue to reap bonanza from rising oil prices.

“There is no review of daily price mechanism,” he said after an event to mark receipt of first LNG cargo from Russia under a longterm contract.

Daily revision in petrol and diesel prices, which was introduced in mid-June last year, had come in for criticism after rates were hiked everyday last month in step with firming international oil rates. It was speculated that the long-term solution being worked out by the government to deal with the volatility may involve review of the daily price review mechanism.

London, Jun 4 (PTI): UK Home Secretary Sajid Javid Monday unveiled his new counter-terrorism strategy under which domestic security services will share information with other agencies on British citizens suspected of having terrorist sympathies.

In his first keynote speech on security since he became home secretary, Pakistani-origin Javid announced a range of steps aimed at strengthening the powers available to security agencies to prevent attacks from Islamist as well as extreme right-wing terror groups.

He said MI5 will be allowed to declassify and share information on UK citizens suspected of having terrorist sympathies with other government agencies, local authorities and businesses, the BBC reported.

Javid said there had been a “step change” in the threat to the UK, with 25 Islamist-linked plots foiled in the last five years and four extreme right plots stopped since March 2017.

He said there is a need for increased and faster

sharing of information between security services and the police as well as local authorities and other public agencies so that there is no “safe space” in the UK for terrorists to plan and carry out attacks.

The security services currently hold information on around 20,000 people labelled “closed subjects of

concern” who have previously been investigated and it is believed could pose a threat in the future, the BBC said. Intelligence on up to a hundred of these could initially be shared.

Examples of co-operation, he said, could lead to “faster alerts for suspicious purchases, improving security at crowded places across

the UK, and reducing the vulnerability of our critical infrastructure”.

Other proposals include increasing maximum sentences for some offences and enhancing the use of data to track terrorism suspects.

Javid’s speech comes a day after the one-year anniversary of the London Bridge attack. The attack involved three attackers led

by Pakistani-origin terror suspect Khuram Butt going on a rampage killing eight people and injuring 48 others before being shot by police.

The new counter-terrorism strategy came amid reports that UK police and security services are facing a surge in the number of convicted terrorists released from prison.

The Guardian newspaper reported that more than 40 per cent of the sentences for terrorism offences handed down over a 10-year period will have been served by the end of the year.

14 killed in suicide bombing on Afghan clerics’ meeting Kabul, Jun 4 (IANS): At least 14 people were killed in a suicide bombing on a gathering of Afghanistan’s top clerics here on Monday, police said.

The bomber detonate his explosives near the entrance of a compound where over 2,000 religious scholars were meeting in the tent of the Loya Jirga, the council of elders, close to the Kabul Polytechnic University immediately after the clerics issued a fatwa against suicide bombings, the Afghan media reported.

No one immediately claimed responsibility for the attack. Initially, four people were reported killed but according to latest updates, the death toll climbed to 14. At least 17 were injured in the attack, TOLO News reported.

It’s unclear why Kim would remove his top military brass eight days from the June 12 meeting in Singapore, but analysts told Reuters on Monday that the move will allow Kim to tighten control of the Korean People’s Army.

The financial prosecutor’s office said on Monday it was checking whether Alexis Kohler, 45, had breached civil service rules when he was handling issues relating to the Mediterranean Shipping Company (MSC), the BBC reported. Kohler, one of Macron’s closest aides, has denied wrongdoing. The Elysée Palace dismissed the allegations against him as “completely unfounded”.

Army ESM Interaction DIMAPUR: Assam Rifles battalions and the army have been organizing various activities across Nagaland to promote civil and military relations. Following are some reports of their activities conducted in the month of May. Phek Batallion: Phek Battalion of Assam Rifles organised an interaction programme with Army and Assam Rifles Ex-servicemen on May 15 at Meluri Town, Phek district. A press release by Assam Rifles stated that the village council committee, village secretary, ex- servicemen of Assam Rifle and army and other civil society organisation leaders attended the meeting. During the interaction issues related to facilities to ex-servicemen re-employment opportunity, government and private sector and various government schemes for ex-servicemen and their families were discussed.

In a separate programme, Phek Battalion of Assam Rifles conducted a lecture on “Opportunities to Join Army and Assam Rifles” on May 19 for the students of Government High School, Meluri village under Phek district.

A press release by Assam Rifles stated that the lecture included details on various entry schemes to join Army and Assam Rifles as officers, junior commissioned officers and other ranks.

The lecture culminated with a question answer session for the students and teachers of the school.

During the meeting issues related to development, health, employment, and wildlife conservation were discussed. All village GBs and Assam Rifles vowed to work together for the betterment and congenial environment.

They were also briefed about upcoming CAPF OORJA U-19 Talent Hunt Football Tournament 2018 Nagaland.

The Battalion also conducted an awareness programme with the theme of “Say No to Drugs and HIV/ AIDS” on May 18 at Government Middle School, Zeizou under Chiephobozou Sub-division.

A press release by Assam Rifles stated that during the programme, a lecture on ill effects of drugs on human body and its negative consequences for individuals and the society was delivered by the medical staff to generate awareness among

the school children and teachers.

The release states that 42 children and five teaching staff attended the lecture.

Chieswema Battalion further, conducted an interaction with village GBs on May 31.

A press release from Assam Rifles stated that the interaction was held with village GBs/council members of Chiephobozou, Chiechama and Model Village under Chiephobozou Sub Division.

The release reported that the issue of local concerns about health, sanitation, employment and skill development were also discussed during the meeting. A total of six representatives participated in the interaction.

Kohima Battalion: Kohima Battalion of Assam Rifles organised a poster making competition on the theme HIV & AIDS and Drug Free Nagaland on May 17 at Government High School, Tasazhu, Jotsoma.

A press release by Assam Rifles stated that 53 students participated in the competition and expressed their thoughts on the canvas beautifully.

Capt Aniket of Kohima Battalion also interacted with the children and encouraged them to spread the message of HIV & AIDS and drug free Nagaland and help in eradicating this disease from the state.

Wokha Battalion: Wokha Battalion of Assam Rifles organised a “lecture on opportunities to join Indian Army/Assam Rifles” on May 17 at Chukitong Baptist Mission School, Chukitong.

A release by Assam Rifles stated that the aim of the lecture was to create awareness amongst the students and youth in remotely located areas of the district regarding the illustrious career in Army, Assam Rifles and other security forces.

It stated that the students were also provided guidance on how to prepare for the competitive exam to Join Army and Assam Rifles. A total of fifty five students participated in the programme, informed the release.

In a separate programme, Wokha Battalion of Assam Rifles organised a free medical camp on May 17 at Mekukla and nearby villages.

A press release by Assam Rifles stated that assistance was also pro-

vided by district administration for smooth conduct of the camp.

Assam Rifles informed that free medicines were provided and people were also educated on timely vaccination, personal hygiene and sanitation and AIDS awareness through a small lecture cum workshop on health and hygiene. Altogether 68 people were examined during the medical camp.

Kiphire Battalion: Kiphire Battalion of Assam Rifles under the aegis of HQ IGAR (North) organised a Drawing Competition on the theme “HIV/ AIDS” at Agape High School, Kiphire on May 29.

According to a press release from Assam Rifles the aim of the compitition was to create awaraness about HIV/ AIDS. The competition was organised for students of the school wherein Capt. Vignesh V, RMO addressed the students and staff before the event. A total of 30 students participated in the competition which culminated with a prize distribution for the best

three drawings and then an informal interaction.

Army: As a mark of respect to all retired armed forces personnel and also as part of an outreach campaign of the Indian Army during the “Year of the Disabled Soldier in the Line of Duty: 2018” an ex-Servicemen interaction was organized at Prasidhan Hall, Mokokchung, for ex-serviceman of Mokokchung and Longleng districts of Nagaland on May 17.

According to a press release from PRO (Defence), around 168 ex-servicemen and their families attended the function. Sachin Jaiswal, Deputy Commissioner, Mokokchung, was the chief guest for the event. A number of senior officers of the Army, District Commissioner and Zila Sainik Welfare Officer (ZSWO) of Mokokchung were also present.

Veterans of all the three services of the armed forces were apprised about the various welfare schemes for veterans initiated by

the Central and State governments.

Various issues related to regularization of pension and resolution of pension anomalies were explained, and grievances addressed, by a team from Jorhat Sub Area. Latest provisions of Ex-Servicemen Contributory Health Scheme (ECHS) and issue of new ECHS Card were also explained. ZSWO Mokokchung was also extremely forthcoming in assisting ex-servicemen in resolution of their problems.

The focus of interaction with ex-servicemen (especially disabled veterans) was redressal of their grievances and resolution of pension anomalies. Some disabled Veterans and veer naris also attended the rally and were felicitated by the Army authorities.

Empowerment of veterans has always been the focus of the Army.

(From p-1) Section 17 of Nagaland Ownership and Transfer of Land and its Resources (NOTLAR) Acts, 1990. It stated that NMMCR, 2004 was laid in Nagaland Legislative Assembly and passed and published in Nagaland Gazette Extraordinary No.52 on March 1, 2005.

As per the NMMCR, 2004, the association said G&M department has been authorised to regulate, control and monitor mines, issue mining license, quarry license/permit and to collect royalty on minor minerals.

Further, NGA stated that following the issue of permit and royalty collection on minor minerals by Dhansiri Flood Control Board (DFCB), the state government called a consultative meeting with the related departments and DFCB. It said the joint meeting decided to set up a committee to review the implementation of NMMCR, 2004.

Accordingly, it said a review committee was set up by the government headed by additional chief secretary vide Notification No. GM-5/EXPL15/2001(Pt.) dated July 16, 2016.

NGA said the review committee at its meeting held on November 30, 2016 recommended G&M department to operationalise the NMMCR, 2004 with immediate effect.

However, it said the forest department continued collecting royalty on minor minerals resulting in double royalty payment to two departments, which led to the sand union seeking clarification from state government as to which department they should pay royalty.

Accordingly, NGA said the government called a high level joint meeting chaired by the chief minister with the chief secretary on October 28, 2017.

The forest department was represented by minister, principal secretary, PCCF, secretary while G&M department was represented by minister, additional secretary, director, under secretary and mining engineer.

It said the joint meeting decided that G&M department would operationalise NMMCR, 2004 and the forest department to amend their rules by deleting minerals, oils listed as forest produce in the Forest Act, 1927.

Based on the decision of the joint meeting, NGA said a government notification was issued on April 2, 2018 with the approval of the present chief minister where G&M department was authorised to implement the NMMCR, 2004.

In the light of the above, the NGA has demanded that the government Rules of Executive Business, 2016 be executed in letter and spirit.

MUMBAI, Jun 4 (AGENCIES): NCP chief Sharad Pawar on Monday said all opposition parties should come together to take on the BJP in next year’s Lok Sabha polls and offered to play the role of a unifier, as he sensed the 1977-like situation when Indira Gandhi was voted out of power by a coalition of parties.

Indian Army to cut down rifle order due to budget issue New Delhi, Jun 4 (AGENCIES): Indian Army will place an order for only 250,000 modern assault rifles -- just a third of its total requirement -- driven by budgetary constraints and the need to speed up deliveries, a person with knowledge of the matter said.

The 1.3 million-strong military pruned its original requirement for 800,000 rifles, which would have cost $2.5 billion, to prioritise spending and advance the purchase of more up-todate equipment, the person said, asking not to be identified as the information is not yet public.

The defence force has 450,000 infantry troopers, of whom only half go into ground battle and use the rifle as their primary weapon. The rest are support soldiers, the person said.

Farmers in Punjab decided to call off their stir on June 6 even as the protest would continue in other states.

In Madhya Pradesh’s Mandsaur, where six people were killed in police firing on June 6 last year, the impact was palpable as only 200 farmers reached the local ‘mandi’ to sell their produce today, said an official.

“On normal days, over 4,000 farmers arrive at the mandi. Today only 200 farmers came in with their produce,” said Mandsaur Krishi Upaj Mandi Inspector Balwant Singh Rathore.

London, Jun 4 (Agencies): Philippine President Rodrigo Duterte has drawn criticism for kissing an overseas Filipina worker on the lips during a live event.

Mr Duterte was speaking to a crowd in South Korea when he called the woman on stage then convinced her to kiss him.

According to BBC, the scene drew cheers from the crowd, mostly made of up other Philippine workers.

But it was described as “disgusting theatrics of a misogynist president” by Philippines rights group Gabriela.

The woman involved later said that there was “no malice” in the kiss.

It is not the first time Mr Duterte has been accused of inappropriate behaviour towards women.

According to BBC, the newspaper reported the social network had given at least 60 device-makers access to users’ friends’ data without obtaining explicit consent.

It added that in some cases the details were stored on the firms’ own servers.

But Facebook said that this was only done to help offer a mobile service.

And it has said the circumstances were “very different” from those involved in the Cambridge Analytica scandal, in which user data was used for different purposes.

Washington, Jun 4 (Agencies): Dozens were killed after a fiery volcanic eruption in southcentral Guatemala sent lava flowing into rural communities, blanketing homes and roads with ash that dogged rescue efforts.

According to AP, the death toll has risen to 38, Reuters reported Monday, citing Guatemala’s disaster agency. Two million people have been affected by the volcano, the agency said.

At least 20 people were injured, and authorities have said they feared the death toll could rise with an undetermined number of people unaccounted for.

Tunis, Jun 4 (Agencies): Tunisia’s navy scoured choppy waters Monday for survivors and victims of the Mediterranean’s worst shipwreck in months, with the UN migration agency warning more than 100 people may have been killed.

A total of 68 survivors were rescued yesterday off the coast of Sfax in southern Tunisia, while 48 bodies were recovered according to Tunisia’s defence ministry.

A survivor told AFP that more than 180 people were crammed onto the boat -- double its capacity -- when it started taking on water and sank.

“The search operation restarted at 4:00 GMT with the help of nine navy units, one helicopter and divers,” Mohammed Salah Sagaama, commander of Sfax’s naval base, told AFP. “Up until 10:00 GMT, no more bodies have been recovered,” he added, saying the search efforts were hampered by strong winds and limited visibility.

he makers of “Hamid”, a film which tells a story about a Kashmiri boy in search for his father, are planning to show the movie to the people in the Valley before its theatrical release.

The Yoodlee Films’ project is directed by Aijaz Khan.

“We feel this film has the power to touch lives in one way or the other.

We thought what better than show it to people in the valley first. The film is about healing and about hope,” Siddharth Anand Kumar, Head, Yoodlee Films said in a statement to IANS. “One of our lead actors is from Kashmir and we felt the journey of the film’s release should start from where the story is situated,” Anand added.

“Hamid” has been shot entirely in Kashmir.

Aijaz said the “idea for ‘Hamid’, came from a Kashmir acquaintance of mine who narrated a one liner -- a seven-yearold Kashmiri boy whose father has disappeared calls up 786 and speaks to Allah”.

NEW DELHI, Jun 4 (PTI): The iconic Leander Paes on Monday returned to the Indian team for the Asian Games while the country’s top player Yuki Bhambri was exempted as the AITA announced a 12member squad, including six women players, for the quadrennial extravaganza, beginning August 18 in Indonesia.

Since Yuki, ranked 94, is likely to make the cut for the US Open, the AITA selection committee exempted him. The tennis events in Palembang are scheduled for August 19-25 while the

Umtiti’s new Barca contract has $586 mn buyout clause

BARCELONA, Jun 4 (Agencies): The contract extension to 2023 that France defender Samuel Umtiti signed with Barcelona on Monday contains 500m euro ($586m) buyout clause, said club president Josep Maria Bartomeu.

“We think that with this clause, no one will dream of coming here” for him, Bartomeu said at a press conference at the Nou Camp immediately

after Umtiti signed.

“It’s great news for Barcelona fans,” said Bartomeu, who signed Umtiti for 25m from Lyon in 2016. “Without Samuel, this team would not be the same and we need him.”

Umtiti, who is 24 and has played 17 times for France, took a break from World Cup camp at Clairefontaine near Paris to travel to Barcelona.

“I’m a little nervous

because my dream here continues,” Umtiti said.

“From the first day here in Barcelona I felt at home and now I want to stay 15 years.”

Umititi’s previous deal had a 60m euro buyout, but that had begun to look low after Liverpool paid 84m euros for Virgil van Dijk in December and Manchester City paid 70m euros for Aymeric Laporte in January.
