2141 COVID-19 positive cases in NE
AGARTALA/AIZAWL/ G U W A H A T I / SHILLONG/IMPHAL, JUN 2 (PTI/NPN): Number of confirmed COVID19 positive cases in the North East region continued to increase on Tuesday. Tally of confirmed cases rose to 423 in Tripura with 102 people testing positive for coronavirus, officials said on Tuesday. They said 173 people have recovered from COVID-19 and have been discharged from hospital. Assam: The number of coronavirus cases in Assam reached 1,513 on Tuesday after 28 more people tested positive for COVID-19, Health Minister Himanta Biswa Sarma said. Of the 28 new cases, five returned to the state by air, 12 are from Nagaon, 10 from Golaghat and one from Jorhat district, the minister said. Forty people have been discharged from hospitals after recovering from the disease, he said. Eighteen patients have been released from Silchar Medical College Hospital, 12 from Golaghat District hospital, nine from Ma-
India approves emergency use of remdesivir
NEW DELHI, JUN 2 (PTI): Anti-viral drug remdesivir has been approved for “restricted emergency use” on severe COVID-19 patients in view of the crisis posed by the pandemic, health ministry said on Tuesday. Joint Secretary in the ministry Lav Agarwal said the permission for remdesivir was given following due process based on the available evidence. On Monday, India’s drug regulator granted US pharma giant Gilead Sciences the marketing authorisation for its drug remdesivir for “restricted emergency use” on hospitalised COVID-19 patients, sources said. Distts can frame certain guidelines
KOHIMA, JUN 2 (NPN): Even as the state government has informed that the May 4 lockdown guidelines will continue across the state, government spokesperson and minister Neiba Kronu Tuesday said that the deputy commissioners could frame “certain guidelines” according to the situation. Since problems differ from district to district, the state government has authorized all DCs to frame certain guidelines, Kronu said while addressing the media here on Tuesday.

Meghalaya: In Meghalaya, two persons who recently returned from Uttar Pradesh tested positive for COVID-19 on Tuesday taking the total number of cases in the state to 30, Chief Minister Conrad K Sangma said. There are 17 active cases in the state at present, he said. Both the new patients were in quarantine in Chibinang in West Garo Hills district, the chief minister tweeted.
All 17 patients who are at present undergoing treatment have returned from other states. They are admitted at the COVID hospital in Shillong and at the corona care centres in North Garo Hills and West Garo Hills districts. Arunachal Pradesh: In Arunachal Pradesh, six people tested positive for COVID-19 on Tuesday, taking the number of active cases to 27, a senior government official here said. KOHIMA, JUN 2 (NPN): COVID-19 positive cases in Nagaland climbed to 49 Tuesday as six more people lodged at Dimapur quarantine centres tested positive for the infection. According to state Health minister, S. Pangnyu Phom, out of 90 COVID-19 suspected samples (all Chennai returnees) that were tested, 6 were positive-- 5 male and 1 female. He further informed that 3157 cumulative COVID-19 suspected samples were sent for testing, out of which the report of 1789 were received with 1740 negative and 49 positive cases. The results of 1368 were awaited, he said. He also informed that the
newly formed High Powered Committee (HPC) headed by the chief minister, held a videoconferencing with all DCs, SPs, CMOs and District Task Force officials, where the CM was briefed on the preparedness level to combat the COVID-19 pandemic. While admitting the lapses for the Tuensang incident, Kronu said the government had formed the HPC, headed by the chief minister so that such incidents do not occur in the future. Adviser Mmhonlumo Kikon informed the media that the government will be compiling the new guidelines to be enforced across the state. HPC is headed by chief minister Neiphiu Rio, co-chaired by deputy CM Y. Patton with ministers-Pangnyu Phom and Neiba Kronu and adviser Mmhonlumo Kikon as members and chief secretary Temjen Toy as member secretary.

Earlier on Monday, five cases were reported in Manipur, taking the total number of COVID-19 positive cases to 83. India’s COVID19 tally crosses 2-lakh mark NEW DELHI, JUN 2 (PTI): Nationwide tally of confirmed COVID-19 cases crossed the 2-lakh mark on Tuesday with almost one lakh people testing positive for the dreaded virus infection in the last 15 days. In its morning update, the Health Ministry said the death toll had risen to 5,598 with 204 more fatalities in 24 hours since Monday 8 a.m., while 8,171 new cases were detected during this period to take the overall tally to 1,98,706. However, a PTI tally of figures announced by different states and union territories as of 10.05 PM showed the cumulative count of confirmed COVID-19 cases having risen to 2,00,321 and the death toll of 5,739. It also showed a higher count of recoveries at 99,613, leaving nearly 95,000 active cases across the country.

India will definitely get back its economic growth: Modi NEW DELHI, JUN 2 (PTI): A day after Moody’s downgraded India’s credit rating to a notch above junk status on growth concerns, Prime Minister Narendra Modi on Tuesday asserted that the country will definitely get back its economic growth and said reforms undertaken during the lockdown will help the economy in the long-run. Pledging to undertake more structural reforms that will change the course of the country, he explained the concept of Atma-nirbhar Bharat or Self-reliant India – one where products are Made in India for the world and a nation that is not dependent on others in strategic sectors. Speaking at CII’s Annual Session, he called on India Inc to rise to the occasion and partner rural India in these testing times. “On the one hand we have taken tough steps to fight the virus and on the other, we have taken care of the economy,” he said. “We have to save the lives of citizens while also stabilise the economy and speed up growth,” he added.

KOHIMA, JUN 2 (NPN): Even as Eastern Nagaland People’s Organisation (ENPO) sought governor RN Ravi’s intervention after the expiry of its three-day ultimatum on the State government seeking disciplinary action against erring officials involved in Tuensang fiasco, Health & Family Welfare (H&FW) minister S. Pangnyu Phom admitted the lapses and termed the incident unfortunate. Interacting with media persons here on Tuesday, Phom pointed out that the State government had constituted Judicial Inquiry Committee (JIC), which was already on the job. He also clarified that H&FW principal secretary Menukhol John was removed recently as he was holding additional charge, adding a new commissioner secretary had been appointed.

On the State government and department concerned not owning responsibility for the Tuensang incident, Phom explained that it was joint responsibility because the responsibility of receiving and sending returnees to their respective district did not lie on the department alone. He said he did not want to comment further on the matter until JIC gave its report. The minister claimed
that the decision to set up BSL-2 laboratory at Tuensang was taken prior to the fiasco, clarifying that it had nothing to do with the incident. He also pointed out to newsmen that chief minister Neiphiu Rio and chief secretary Temjen Toy had admitted to the lapses and stated that all efforts were on to ensure that such incident did not take place in future. To queries, Phom said there were certain protocols for doing re-test of the current COVID patients, adding he had spoken to the patients and they were stable as per their medical reports. Mentioning that the State government has decided to procure 20 TrueNat machines immediately, he said five of these machines would reach the State on June 5 and that these would be distributed to the districts on priority basis.

DIMAPUR, JUN 2 (NPN): Traders of New Market and Hazi Park have appealed to the state government to allow them to reopen their shops that remained closed as part of government’s preventive measures to contain the spread of COVID-19. On Tuesday, a few hundred traders gathered at New Market Dimapur to appeal the state government and the district administration for reopening shops and resumption of businesses. Speaking to the media persons, New Market Ward19 GB, Khekishe Aye, highlighted the grievances faced by traders and said that it has been almost 72 days that the shops at New Market have remained closed. GB said that perishable and nonperishable goods have been badly affected due to prolonged closure of shops.

With the businesses shut, Aye said the shopkeepers have been undergoing financial problems although they had received assistance from the government twice. “Unfortunately, this lockdown has come at the time of the peak months for them and they have already given up the hope to make extra income during the peak season. These poor individu-
als and their families are now facing certain poverty and survival challenges,” Aye said. Since the traders have to pay salaries to their employees, GB said it has to be business as usual or they would starve. According to GB, a petition has been submitted to DC Dimapur and Dimapur Municipal Council (DMC) to innerve and address the matter, but there has been no
positive response till date. The traders expressed concern that most of the goods that have been left unattended have either expired or gnawed by rats. The traders also claimed that more than eight shops have been robbed. Questioning the opening of shops at GS road, NL road and Super Market besides footpath stalls, they said there was no difference between them. “Shops selling essential commodities are allowed to operate during the lockdown, but why shops that dealt with similar goods be deprived to earn their livelihood,” some traders questioned. The traders assured that once the shops were allowed to open they would ensure maintaining social distancing and strictly follow all the guidelines issued by the state government.

On the specified date and time of evaluation, students will have to login into the portal and give response to 20 numbers of objective type multiple choice questions by clicking against the correct options within the given time limit. The page will be made active only during the specified time and will become inactive after the scheduled time. This online evaluation portal can be used by any student studying in Nagaland voluntarily and marks secured in this online evaluation will not be used for any formal purpose of school evaluation. The result analysis of the online tests will be made available to all stake holders so that they could employ appropriate remedial measures. Best performing students and schools will be rewarded so that it will serve as a motivation for all others.

A press release by JDU state unit, information and publicity wing, has asked the state government to come out with planned road-map on easing the lockdown restrictions as “lockdown was more of temporary preventive mechanism which cannot be imposed permanently.” While easing of lockdown restrictions would bring back normalcy of lives and resumption of economic activi-
ties, the JDU state unit further stated that government must come out with a strategy to mitigate the problems already created in the economic sectors due to the ongoing pandemic. It also urged the government “to come out with special economic package to help restore and restart the devastated economy, especially, for the small-time business community, who are the worst affected.” While appealing the Naga public to stop stigmatization of COVID-19 patients or returnees, the JDU state unit also expressed gratitude to all frontline workers for their tireless service during such trying times. It also appealed public to cooperate with the guidelines of the implementing agencies.

DIMAPUR: Chakhesang Youth Front (CYF) has expressed dismay at the “insensitive attitude and irresponsibility” of chief minister, Neiphiu Rio towards the appeal and demand made by the CYF over the plight of COVID-19 pandemic in the state. A press release by CYF president Lhuvesayi Lohe and general secretary, Nyitso Therie stated that, the front had only demanded for equipping the district with basic health care facilities such as BSL-3, additional ventilators, etc but instead, a new Standard Operating Procedure (SOP) came into place “for sending all returnees to their respective districts, including those tested positive that does not require hospitalization and are fit to travel.” While asserting that it was not averse to taking back “our own people to our district”, the CYF expressed concern that all returnees entering Nagaland should “be properly tested and segregated if found positive (COVID-19) and treated at the COVID hospitals with better facilities.” CYF therefore stated that it would not remain blind to any more “negligence and lapses due to the short-sightedness, lack of concern or consultation with the stakeholders in our district” and that the state’s highest office and related concerned authorities are “to be held responsible and accountable for any untoward spreading and eventualities that may arise in the near future.”

DIMAPUR: National Students’ Union of India (NSUI), Nagaland unit has requested vice chancellor, Nagaland University, Lumami, to end uncertainty around exams and to promote students without exams. In an appeal to VC, NU, Lumami, the NSUI president, X Chophika Sumi and general secretary Khrieketoulie Metha stated that the academic year has been disrupted due to the unprecedented nationwide lockdown and stressed that with delayed academic calendar and the possibility of online examination without course work being complete, there was great trepidation among students. While maintaining that online exams were likely “to be discriminatory to underprivileged students given the highly uneven access to infrastructure and connectivity”, NSUI stated that it was also inadvisable to conduct exams without completion of course work in a physical class. In light of this, NSUI put forth the following demands, where all students in final year 1 and 2 should be promoted without an exam. It asked that extra classes for course work missed should be conducted after universities/colleges re-open, while students in final year be promoted based on past performances with 10% extra marks since it is observed that students improve their performance in the final year. NSUI also stated that universities may seek additional funds from PM Cares fund where teachers and university staff contributed. While expressing that students were the future of this country and their future “shouldn’t be uncertain and dark” during the unprecedented crisis, the NSUI also was optimistic that the VC would take into consideration the demand of students.

According to DIPR report, the house discussed on the preparedness of the district for the returnees, check the price fluctuations of essential commodities, transfer and movement of security forces from the outside of the state, involvement and coordination of churches in the dissemination of information to the public. Civil societies voiced out their concern regarding the transfer of security

NPCC reacts to NDPP’s ‘wild allegations’
DIMAPUR: A day after Nationalist Democratic Progressive Party (NDPP) asked the Congress party to first realise their “failures in addressing the needs of the people when they had been at the helm of affairs in the State”, the Nagaland Pradesh Congress Committee (NPCC) Tuesday said that NDPP while levelling “wild allegations” against Congress government of the past for the present state of poor infrastructure had “conveniently” forgotten that all major infrastructures were only created during Congress time. NPCC through its communication department stated that 17 plus years was “more than enough for regional parties to develop the state but they have miserably failed.” Reminding that NDPP leader and chief minister Neiphiu Rio was part of three Congress governments holding crucial portfolios of PWD and Home, the Congress party said NDPP allegations against Congress government of the past was, therefore, “being laid
at the doorstep of Rio himself.” On ta c kling pa n demic situation, NPCC said the state government established COVID War Room only after Lockdown 1.0 got over and now after the end of Lockdown 4.0, a high powered committee (HPC) was constituted replacing numerous committees that “were all pulling in different directions.” “This shows the total failure of PDA government,” NPCC said and advised the NDPP to concentrate on course correction of their government rather than level “baseless allegations” against Congress or some individual who showed them the mirror. Further, Congress said that chief minister’s announcement of setting up ‘strategy group’ to build the state economy may sound good. However, it alleged that “having seen massive misgovernance for much of the past 17 years under his leadership, the only cheerleaders will be his coterie and cronies anticipating
another golden opportunity out of disaster.” NPCC expressed hope that the strategy group was not composed of the “same people who have been colluding with Rio to make a mockery of governance in all spheres.” A l s o, C o n g r e s s warned that a grave socioeconomic problem was emerging in the form of thousands of returnees coming from different cities of India after suffering tremendously during lockdown period. “Ironically, the same government used to tr umpet about its achievement on sending thousands of our young people outside the state to earn livelihood,” NPCC said. It alleged that the state government, in connivance with some outside training institutes and placement agencies, had signed numerous MoUs and dispatched people of the state without bothering to check the antecedents of those agencies or progress of people. “The
government has totally failed on this front,” it stated. Nagaland Pradesh Congress Committee further alleged that some “homegrown HR/Placement agencies” under the patronage of state government have been functioning without any accountability so far. It claimed that many of those agencies in addition to government’s largesse have been profiteering by even taking certain amount of percentage cut from monthly salary of those workers sent through them. It expressed shock that many HR/Placement agencies and recruiting agents, who were responsible for sending people outside, went incognito and left poor workers to fend for themselves when lockdown happened. It underlined that time has come for strong action against those who profiteered while “jeopardizing the lives of our people.”

Imphal, June 2 (PTI): The BJP on Tuesday appointed its spokesperson Saikhom Tikendra Singh as the new president of the party’s Manipur unit. He replaces Kshetrimayum Bhabananda Singh. The appointment comes into immediate effect, said a letter by BJP’s national general secretary Arun Singh. Born in 1952 in a political family in Bishnupur, Singh completed his MA in Philosophy from the Banaras Hindu University in 1973. He was associated with Jay Prakash Narayan movement during his university days. He was the Associate Professor in Maharaja Bodhachandra College in Imphal but took voluntary retirement from college in 1994 to join the BJP. He was the general secretary (administration) of the state BJP from 2006 to 2009. Besides being the chief spokesperson of the party’s Manipur unit, he was in his latest role the chairman of the BJP’s state disciplinary action committee. Party insiders know him as a good orator who was a dedicated swayam sevak and maintains close contact with Nagpur, the headquarters of RSS.

Itanagar, Jun 2 (PTI): The Election Commission on Tuesday issued notification for holding election to the lone Rajya Sabha seat in Arunachal Pradesh on June 19. The seat will fall vacant on June 23. The notification by the state Joint Chief Electoral Officer D J Bhattacharjee said the last date of filing nominations has been fixed on June 9 and their scrutiny will be held on June 10. The last date of withdrawal of nominations has been fixed on June 12, the notification said. The election process will be completed by June 22, the notification said adding, polling will be held in the state legislative assembly from 9 AM to 4 PM if required. Assembly secretary K Habung has been appointed the returning officer by the EC while Assembly joint secretary Agaab Mossang has been appointed the assistant returning officer, the notification said. Mukut Mithi of the Congress is the incumbent Rajya Sabha MP from the northeastern state. New Delhi, Jun 2 (IANS): Thirty-four National Disaster Response Force (NDRF) teams have been deployed as the cyclone Nisarga brewing in the Arabian Sea is likely to hit coastal districts of Maharashtra and Gujarat on Wednesday. Of the 34 teams, 16 have been deployed in Gujarat, 15 in Maharashtra, two in Daman and Diu, and one in Dadar and Nagar Haveli, NDRF Director-General S.N. Pradhan said, here on Tuesday.
Most of the teams had been deployed in coastal districts facing the Arabian Sea, he added. “We have stationed 34 NDRF teams at required tasked areas for timely evacuation and coordination with state agencies. Awareness drive has begun,” Pradhan told IANS. On request of Gujarat and Maharashtra, Pradhan said, additional NDRF teams had been airl-ifted and they were expected to reach these states by afternoon or evening. One

Days after the country’s eastern coast was battered by Amphan, cyclone Nisarga started brewing over the Arabian Sea on the western coast. At present, Nisarga lies as a depression 490 km from Mumbai, 280 km from
Goa capital Panaji and 710 km from Surat district in Gujarat. The India Meteorological Department (IMD) said the depression intensified into a deep depression at 5.30 a.m. on Tuesday. It may turn into a cyclonic storm in the next 12 hours and then into a severe cyclonic storm in the subsequent 12 hours. The cyclone is likely to cross north Maharashtra and south Gujarat coasts between Harihareshwar town in the Raigad district and Daman as a severe cyclonic storm on Wednesday. IMD Director General Mrutyunjay Mohapatra said the severe cyclonic storm would have a wind speed of 90-105 kmph when it crosses the coast on June 3. A f t e r M ay 1 9 6 1 , Nisarga will be the first cyclone to hit Maharashtra coast in June. The cyclonic storm will affect Mumbai and other coastal districts of Maharashtra, Gujarat and neighbouring states. As per predictions, Maharashtra coastal districts, like Sindhudurg, Ratnagiri, Thane, Raigad, Mumbai and Palgarh will also be affected.

Delhi Police files two charge sheets in Delhi riots case
New Delhi, Jun 2 (IANS): The Delhi Police on Tuesday filed two charge sheets in connection with the violence in the national capital’s northeast area in February, which had left at least 53 people dead and 200 injured. The charge sheets have been filed in the Karkardooma court by the Crime Branch. Both mention the name of former JNU student Umar Khalid. Three special investigation teams were constituted to investigate the cases registered during the riots. First charge sheet has been filed against suspended AAP councillor Tahir Hussain under the Prevention of Damage to Public Property Act, the Indian Penal Code and the Arms Act. Fifteen persons, including Hussain, were arrested in this case. Investigation has revealed that there was a “deep rooted conspiracy” to cause riots in northeast Delhi. “Tahir Hussain, a politician of Aam Aadmi Party and sitting councilor in EDMC, Delhi, played a pivotal role in the incident,” the police said in an official statement. Another charge sheet has been filed against two ‘Pinjra Tod’ activists Natasha Narwal and Devangana Kalita in connection with the Jafrabad riot case. “This case
was registered for murder and riot that took place on February 22. One man died due to the gunshot injury during the riot,” the police said. The police said that both Natasha and Devangana were actively involved in hatching the conspiracy to cause riots near Jafrabad Metro Station in Delhi. “They were also part of a larger conspiracy and were found to be connected to the ‘India Against Hate’ group and Umar Khalid. The message, found in the phone of an accused, on Whatsapp chat, reveals the conspiracy and the extent of preparation for causing riots,” the statement by the police added.

Multi-pronged committees
A
saying “too many cooks spoil the broth”, may be appropriate to describe the number of COVID-19 pandemic committees set up by the state government since COVID-19 was belatedly declared as pandemic by the WHO. The State Disaster Management Authority(SDMA) set up the Advisory Committee on COVID-19 under the chairmanship of the chief minister. In addition there were district task force for COVID-19 under the respective Deputy Commissioners. Then the state government assigned ministers and advisers to be in-charge of districts to monitor the implementation of effective measures for containing COVID-19 pandemic in the state. The presence of several committees had only caused confusion due to overlapping in the chain of command. The measures against COVID-19 practically turned out to the daily photo ops by VVIPs visiting hospitals or proposed quarantine centres and assuring with confidence that Nagaland was ready to face the challenge. However subsequent reports in the media only indicated that the confidence was actually propelled by ad-hocism . Some hospitals were still struggling to present a facade of preparedness that was highlighted by lack of material and equipment while in various districts, there were shortage of doctors and assisting staff and also acute shortage of masks, surgical gloves, PPEs etc. Later after the ‘lighting’ purchases were made by the government, some doctors and health workers were incensed by the poor quality of the PPEs that exposed them to inherent threat from the dangerous virus. Probably sensing that things needed to be tightened a bit, the Governor of Nagaland summoned the top bureaucratic officials and emulating the response in states like Kerala which was largely successful in containing the virus; suggested forming a War Room on COVID-19. The War Room is headed by the chief secretary and comprised of senior civil and police officers. The War Room was to be fully engaged in day to day management and control of efforts to contain COVID-19 as well as travel plans, reception and accommodation of thousands of stranded persons returning back to Nagaland. As envisaged, the War Room was the apex command headquarter of the state on COVID-19 matters. The War Room has now been eclipsed by a super apex body formed on Monday by a decision of the state cabinet. The new super apex body – High Powered Committee- is headed by the chief minister and includes several ministers and advisers with the chief secretary as the member-secretary. As named such a high powered committee ordinarily pursues the objective of examining or sorting out an issue by members who are experts in the field or are well experienced. The point is whether the HPC has experts or those experienced in tackling COVID-19? It is not understood as to whether Nagaland needs another committee of bureaucrats and politicians on COVID-19 or does it deserve to have a body comprising of eminent scientists, epidemiologists and medical specialists whose valuable advice can help in tackling the spread of COVID-19? Be that as it may, the present situation also demands a proper understanding about COVID-19 which can survive for 37 days inside the body of an infected person. Only an expert body can advise the state on what should be the duration of quarantine and on monitoring of the virus. Having too many committees is a reflection of lack of prioritisation when what is needed is clarity and direction.

A child’s awareness is so absorbed in his mother that although he is not consciously thinking of her, when a problem arises, the abiding relationship is that with the mother. In that same way, we are to “live and move and have our being” in God (Acts 17:28), looking at everything in relation to Him, because our abiding awareness of Him continually pushes itself to the forefront of our lives. If we are obsessed by God, nothing else can get into our lives— not concerns, nor tribulation, nor worries. And now we understand why our Lord so emphasized the sin of worrying. How can we dare to be so absolutely unbelieving when God totally surrounds us? To be obsessed by God is to have an effective barricade against all the assaults of the enemy. “He himself shall dwell in prosperity…” (Psalm 25:13). God will cause us to “dwell in prosperity,” keeping us at ease, even in the midst of tribulation, misunderstanding, and slander, if our “life is hidden with Christ in God” (Colossians 3:3). We rob ourselves of the miraculous, revealed truth of this abiding companionship with God. “God is our refuge…” (Psalm 46:1). Nothing can break through His shelter of protection.

Covid unravels economic dimensions of security
T
he Corona pandemic caused by a new contagion -- yet another virus in the form of a ‘non-living’ free-floating protein molecule -- hit the entire world, including both developed and developing countries, affecting humans regardless of whether they were from the east or west, young or old and rich or the poor. The virus did not ‘attack’ anybody by ‘intention’ -the best people could do, therefore, was to avoid coming in its way while in travel or at the workplace by maintaining social distancing and not touching a suspect surface. It was not as simple, though, and the pandemic took a huge toll globally -- India just about managing to moderate the loss of human life by enforcing a prolonged lockdown. The world economy, already on a weak wicket before the Corona crisis, took a beating -- India being no exception. The big challenge everywhere is to set off the process of economic recovery in a situation of utter uncertainty about the resurrection of the global supply chain. Societies scared into becoming inward-looking and locally dependent entities, have brought down the ‘demand’ on which all business rests. The lasting impact on such vast segments as travel, tourism, hospitality, entertainment and food has produced a crippling effect on national economies and, because of the huge layoffs, given rise to unprecedented human distress that even drew a parallel to the Great De-
pression. Further, the global economic downturn has run into the ‘geo-politics of the pandemic’ because of the origin of Coronavirus in Wuhan in China and an emerging consensus in the world on the point that President Xi’s regime had deliberately suppressed the facts about the spread of the contagion for its own reasons. President Donald Trump, who was already in a messy tug of war on trade issues with China, has blamed the unprecedented troubles of the US created by the pandemic on that country and even raised the question of desirability of an international probe to ascertain if the research work in Wuhan laboratories led to a ‘man made’ calamity. In this context, the present Secretary General of the WHO has also been denounced by President Trump as an accomplice of China -- in no uncertain terms. A distinct fallout of the Corona pandemic is a perceptible shift of the global scene towards a new ‘Cold War’ between the US and China in which the economic rather than the military contest is in the front. Although Prime Minister Modi’s foreign policy favoured bilateral relations with all countries -- including the US and China -- keeping the national interests above everything else, it is becoming clear that the convergence between the US and India on global matters touched a peak in the Modi regime and that the two countries were on the same side of
the fence on the issues of criticality of Chinese role in the saga of Corona pandemic and the present state of US-China trade relations. There is little doubt that the People’s Republic of China (PRC) had taken important lessons from the demise of the USSR and opted for combining a controlled opening up of the Chinese economy with a harsher version of Democratic Centralism or one party rule. It had noted that the Soviet Union was strong militarily but was having chinks in its economic armour. The Chinese leadership evidently tried to take the economic route to becoming a superpower against the US and succeeded a great deal in this strategy -- securing knowledge transfer from the West, particularly the US universities over the years. Having made China the second largest economy of the world -- on the strength of its hold on the global supply chain -- President Xi has been working on military consolidation to establish China as the second superpower. The BRI initiative planned by Xi Jinping was a well thought out strategy of expanding the Chinese area of influence and giving China an increasing number of strategic alliances based on economic assistance and collaboration in development projects -- not only in Asia but in other continents as well. China was following the new recipe of ‘economic security being inseparable
from national security’ and it is now to be seen how it is able to negotiate with the significant economic isolation that the Corona pandemic and American hostility may land it in, during the days ahead. In the current geopolitical scene where the US and China hold pivotal positions -- Russia is now just a major power much like the leading countries of Europe besides Japan -- the Indo-US ‘strategic partnership’ and the SinoPak ‘military alliance’ have in recent months emerged as counter balancing factors in South Asia. The fallout of Corona pandemic has accentuated Sino-Indian contradictions that had been aggregating for some time notwithstanding the two summits held at Ahmedabad and Wuhan between Prime Minister Modi and President Xi in 2014 and 2018 respectively. A process of well established global companies shifting their operations from China to places outside of that country, has begun in the wake of the Corona crisis and India has made it clear -- at the policy making levels -that it would welcome the enterprises that wanted to move into this country. At the same time, India also took a decision to centrally scrutinise all portfolio investors from China before giving them clearance to do business here. It may be mentioned, however, that business houses are attuned to taking major decisions only on a rigorous evaluation of the ease of doing busi-
ness in a country and much will depend, therefore, on the ability of the Indian government to provide the right environ and framework of support to the potential investors. The adverse economic impact of Corona is quite unsettling for China and since that country had taken the Indian market for granted, it would not take kindly to India gaining from this change of business scene at the global level. In the months following the abolition of Art 370 of the Constitution by India, Pak ISI had stepped up cross-border infiltration of terrorists in J&K. Pakistan has also made troop movements in the Gilgit Baltistan area. The current attempts of China -- the all weather friend of Pakistan -- to flex its muscles on LAC in Ladakh, Sikkim and Arunachal could be aimed at disturbing the atmosphere of peace for India. China’s implicit message for India is that economic gains alone would not add to India’s security. It may be recalled that after the Doklam standoff in 2017, President Xi had given charge of border management directly to the PLA. The Chinese had taken note of the firm resolve of India not to tolerate any highhandedness of the opponent at the border. The response of India to recent acts of hostility by Chinese patrols has to be demonstratively firm so that the memory of Doklam remains in place. China’s brazenness is India-specific but President Xi also knows that
he cannot afford to create an escalation or military conflict anywhere in the present times. The response of President Trump in taking cognisance of the Sino-Indian border situation in Ladakh will not go unnoticed by Xi Jinping. India has done the right thing in moving closer to the QUAD for ensuring maritime security of the Indo-Pacific region. China would not miss the point that the Modi regime would not accept any highhandedness of China in the Indian Ocean, much less on the land border. C h i n a a p p a r e n t ly wants India to let Pakistan get away with the illicit award of territory in POK to China for CPEC -- India must stick to its opposition to the act and keep up the work of upgradation of the border infrastructure on our own territory, particularly in Ladakh. Our defence forces have, in their strategic planning, covered the contingency of a coordinated mischief by the Sino-Pak axis on our periphery. India’s success against China lies in making a fast recovery from the economic damage that the Corona pandemic had already caused at home and, in particular, becoming a part of the global supply chain in every field of production and service. India should bring out the best in internal governance in the post- lockdown period- taking lessons from the administrative flaws that showed up earlier on that front. D.C. Pathak (IANS)
Divine intervention in times of crises In the name of backwardness
I
n moment like this where Nagaland has also been affected with the Corona pandemic crisis, let us fix our eyes on Jesus and his infallible words which assures us with endless hopes. As the scripture says, “He who dwells in the secret place of the Most High shall abide under the shadow of the Almighty”, simply means whoever prays to God will be protected from dangers. “No evil shall befall you nor shall any plague come near your dwelling” (Psalms 91:1-10) Let us reflect back at some remarkable incidents that took place in the Bible when the Jews in the Kingdom of Shushan had encountered with the most tragic incident due to their enemy, Haman’s conspiracy to kill them. Who came forward to save them in such a time as this? It was none other but a Queen, Esther who proclaimed three days dry fasting and prayer (Esther 4:16). As a result they were saved miraculously with the divine intervention. In Nineveh city, when the people were exceedingly wicked, God sent Jonah to preach that God will destroy the city within forty days because of their sin. (Jonah 3:4) Eventually the people of Nineveh believed God at once from the Greatest to the Least of them. Even the Heathen King
was converted suddenly, covered himself with sackcloth and sat in ashes. It is to be noted in this case too that the King proclaimed dry fasting. As a result, “Then God saw their works, that they turned from their evil way; and God relented from the disaster that he had said he would bring upon them, and He did not do it” (Jonah 3:10). It was Moses who played the most significant role to deliver the Children of Israel. When God’s anger was highly aroused to kill them all because of their sins, Moses had fasted for forty days on their behalf (Deuteronomy 9:18). “So the Lord relented from the harm which he said he would do to his people” (Exodus 32:14) Moreover when God’s wrath came upon Saul for persecuting Christians, he was struck with blindness on his way to Damascus. His eyes were opened only after he fasted for three days. (Acts 9:1-9) Through all these biblical incidents, we learn that fasting and prayer are powerful weapon that brings overwhelming consequences. It moves the Heart of God and takes away his wrath. No Catastrophe takes place on Earth accidentally. The ongoing Pandemic is truly the wrath of God because of sin. Despite every preventive measures what-
soever to prevent this plague, it has been alarmingly increasing. Even the super power country like America cannot get rid of it as it goes, their gold and silver cannot save them. (Zephaniah 1:18) . he formation of the Naga Hills Tuensang Area in 1957, as an independent administrative unit separate from Assam was the one single reason that enabled the creation of Nagaland state. But even after 63 years, the tag of has remained with Eastern Nagaland. Naga politicians irrespective of parties have clearly failed the people of Eastern Nagaland. Political parties talk about the upliftment of Eastern Nagaland but it only boils down to appease of the few and hardship for the rest. The disparity in development fund allocations is just too wide. This is not what the “Naga Hills Tuensang Area Act 1957” had envisaged. Instead of giving Eastern Nagaland its due share, the state government manipulated funds through its unwritten policy of denying Eastern Nagaland because it is still backward. For that matter, even as Kohima district always gobbles up much more than its fair share of development funds as the Capital district, the rest of the districts have to make do with what is left. To the government of Na-
galand, its policy seems to revolving on letting Eastern Nagaland remain backward so as to avail funds from the centre in the name of backwardness. The discrimination that the eastern Naga people faced was very visible even during this time of health emergency due to the Covid pandemic. It was seen that stranded eastern Naga people coming back home were treated as second class citizens. Having faced heavy criticism, the government has now committed to setting up a BSL virology laboratory in Tuensang. Setting up a lab, however, is not going to save lives. What the eastern Naga people require is a complete overhaul of the health infrastructure and its functioning. New Delhi, Jun 2 (IANS): Jessica Lal’s murderer Manu Sharma walked out of the Tihar Jail on Tuesday, a decade after he was send to serve his life sentence. This came after Delhi Lieutenant Governor Anil Baijal approved his premature release late last month. Manu Sharma, son of former Union Minister Venod Sharma, was sentenced to life for killing Jessica Lal in 1999 in a sensational murder case. The trial court had acquitted him, but the High Court reversed the verdict and convicted him while the Supreme Court upheld the life sentence in April 2010. Lal, a model, was shot dead by Manu Sharma after she had refused to serve him liquor at the Tamarind Court restaurant owned by socialite Bina Ramani at Qutub Colonnade in south Delhi’s Mehrauli area on

Nagpur, Jun 2 (PTI): The Centre on Tuesday opposed and sought dismissal of a petition seeking declaration of funds received by the Prime Ministers Citizens Assistance and Relief in Emergency Situation (PM CARES), a public charitable trust created by the government amid the COVID-19 pandemic. Additional Solicitor General Anil Singh told the Nagpur bench of Bombay High Court that the petition, filed by advocate Arvind Waghmare, should be dismissed. A similar petition against setting up of the PM CARES fund was dismissed by the Supreme Court in April, he informed a division bench of Justices S B Shukre and A S Kilor. The bench, however,
noted that the petition before it was seeking different reliefs, and directed the Union government to file an affidavit in response to the plea within two weeks. “File an affidavit stating whatever is your (Union government’s) stand, the court said. Waghmare in his petition sought a direction to the government to declare funds received and expenditure of the same on the governments website periodically. As per the plea, the PM CARES trust, with Prime Minister Narendra Modi as its chairperson and ministers from departments of Defence, Home and Finance as its members, was created with the prime objective of dealing with the emergency or distress
caused by the coronavirus. The trust was created in order to have financial assistance from people in the country and also from overseas to provide relief and assistance to those affected by COVID-19 pandemic, it said. As per the guidelines of thePMCARESFund, apart from the chairperson and three other trustees, the chairperson had to appoint or nominate three more trustees. However, from the formation of the trust on March 28, 2020 till date no appointment has been made, the petition claimed. The petition has sought a direction to the government and the trust to appoint or nominate at least two members from opposition parties to have proper check and transparency.

New Delhi, Jun 2 (PTI): Chief Minister Arvind Kejriwal on Tuesday launched an app named ‘’Delhi Corona’’ that will give information to patients about the availability of beds in private and government hospitals. Kejriwal said the app would fill the information gap that exists regarding availability of facilities for novel coronavirus patients. “There are many places where coronavirus has spread in a big way. There were shortage of beds, ventilators and ICU, leading to a large number of deaths,” he said in an online briefing. “In Delhi, cases are increasing, but we have made sufficient arrangements,” the chief minister said. According to Kejriwal, 6,731 beds are available in private and government hospitals, out of which 4,100 are vacant. “People are not aware about it,” he said. “We are launching an app today and it has details of all the beds available at private and government hospitals.” It will be updated updated twice during the day at 10 am and 6 pm, he added. Kejriwal said if the app showed that a bed was available at a hospital but the facility refuses admission, the patient could call the government helpline number 1031 and register a complaint. The Health Department special secretary will ensure that a person gets a bed, Kejriwal said. “Only 2,600 people needed to be admitted at hospital out of more than 20,000 patients,” he said. “If the hospital tells you that can be treated at home, please listen to them.”

The drug has been allowed for restricted emergency use for a maximum five-day period for the treatment of suspected or laboratory-confirmed cases of COVID-19 in adults and children hospitalised with severe symptoms, subject to several safeguards, the source said. “The drug, which is administered in the form of an injection, has been approved to be sold by retail on the prescription of specialists for use in a hospital or institutional set-up only. It has been approved for use for a maximum
of five days as against 10 days. Extended use does not seem to have any beneficial effects, based on the evidence submitted at the time of approval. “The approval process for remdesivir was accelerated by invoking special provisions under the New Drug and Clinical Trial Rules, 2019, which provide for a waiver of clinical trials in special circumstances,” the source told PTI. Gilead Sciences had, on May 29, applied for the marketing authorisation for remdesivir in India. The drug is being touted as a potential treatment method for COVID-19. The approval was given following consultation with the subject expert committee of the Central Drugs Standard Control Organisation (CDSCO). “The drug is given in the form of an injection

Mumbai, Jun 2 (IANS): Moody’s Investor Services has downgraded the longterm local and foreign currency deposit ratings of State Bank of India, HDFC Bank to Baa3 from Baa2, maintaining their outlook as negative. It has also downgraded IndusInd’s long-term local and foreign currency deposit ratings to Ba1 from Baa3 and its BCA to ba2 from ba1 and the rating outlook is negative. The downgrade comes a day after the rating agency downgraded India’s sovereign rating. Moody’s has primarily attributed the downgrade to the economic disruption caused by the coronavirus

New Delhi, Jun 2 (Agencies): India’s unemployment rate remained high at 23.5% in May 2020, same as April, reflecting the impact of COVID-19 pandemic, according to weekly data released by the Centre for Monitoring Indian Economy (CMIE). However, owing to better and improved market conditions in May, 21 million people got jobs in the said month, the data added. The report added that the labour participation rate “improved from 35.6 per cent to 38.2 per cent and the employment rate improved from 27.2 per cent to 29.2 per cent.” It further stated that the main labour market metrics “indicate an improvement in May when compared to April however, the labour market conditions continue to remain much weaker than they were before the coronavirus-induced lockdown over two months ago. “Compared to the 404 million people employed, on

Will use military to halt unrest: Trump Washington, Jun 2 (IANS): US President Donald Trump has vowed to deploy “thousands and thousands of heavily armed soldiers” to stop the unrest in the capital and other cities if local administrations refuse to take the action against demonstrators who were protesting over the death of African-American man, George Floyd. Speaking to the media at the White House, Trump said, “I am your President of law and order and an ally of all peaceful protests”, but was “taking immediate presidential action to stop the violence and restore security and safety in America” because the country needed “cooperation not contempt, security not anarchy, healing not hatred, justice not chaos”, reports Efe news. “I am mobilizing all available, federal resources, civilian and military, to stop the rioting and looting to end the destruction and arson and to protect the rights of law-abiding Americans,” he said. According to the presidential spokesman Sediq Sediqqi, in the video conference on Monday Ghani and Pompeo also discussed the next steps towards peace, including the release of prisoners, the analysis and location of negotiations, and other peace-related measures, reports TOLO News. Both sides emphasized the need for joint cooperation on reporting during the peace negotiations, Sediqqi said. Pompeo and Ghani agreed to work on the details of the peace process in the coming days, with the Afghan government in particular emphasizing the undeclared ceasefire mechanism that sets out the rules of the game, he added.
‘No evidence of COVID losing potency’
LONDON, Jun 2 (Agencies): World Health Organization experts and a range of other scientists said there was no evidence to support an assertion by a high profile Italian doctor that the coronavirus causing the COVID19 pandemic has been losing potency. Professor Alberto Zangrillo, head of intensive care at Italy’s San Raffaele Hospital in Lombardy, which bore the brunt of Italy’s COVID19 epidemic, on Sunday told state television that the new coronavirus “clinically no longer exists”. But WHO epidemiologist Maria Van Kerkhove, as well as several other experts on viruses and infectious diseases, said Zangrillo’s comments were not supported by scientific evidence.
There is no data to show the new coronavirus is changing significantly, either in its form of transmission or in the severity of the disease it causes, they said. “In terms of transmissibility, that has not changed, in terms of severity, that has not changed,” Van Kerkhove told reporters. It is not unusual for viruses to mutate and adapt as they spread, and the debate on Monday highlights how scientists are monitoring and tracking the new virus. The COVID-19 pandemic has so far killed more than 370,000 people and infected more than 6 million. Martin Hibberd, a professor of emerging infectious disease at the London School of Hygiene & Tropical Medicine, said major
studies looking at genetic changes in the SARS-CoV-2 virus that causes COVID-19 did not support the idea that it was becoming less potent, or weakening in any way. “With data from more than 35,000 whole virus genomes, there is currently no evidence that there is any significant difference relating to severity,” he said in an emailed comment. Zangrillo, well known in Italy as the personal doctor of former Prime Minister Silvio Berlusconi, said his comments were backed up by a study conducted by a fellow scientist, Massimo Clementi, which Zangrillo said would be published next week. Zangrillo said, “We have never said that the virus has changed, we said that the interaction between the virus and the host has definitely changed.” Oscar MacLean, an expert at the University of Glasgow’s Centre for Virus Research, said suggestions that the virus was weakening were “not supported by anything in the scientific literature and also seem fairly implausible on genetic grounds.”
Putin sets July 1 for vote to extend rule UN Security Council elections to be held on June 17 after his current term ends in 2024. Putin argued that Russia will have 30 days before the vote to take additional efforts to control contagion and make the plebiscite fully safe. The vote was postponed from April 22 due to the pandemic. Officials reported to Putin that voters will have a chance to cast ballots in the six days before July 1 to reduce crowds and increase safety amid the pandemic. They said that at some polling stations voting could be held outdoors to help make it safer.
The constitutional plebiscite has been a focal point on Putin’s political agenda since he initiated the changes in January. Under the current law, Putin wouldn’t be able to run for president again in 2024 because of term limits. A new measure would reset his term count, allowing him to run for two more six-year terms if he chooses. The 67-year-old Vladimir Putin has been in power since 2000, longer than any other ruler in the country since Soviet dictator Josef Stalin.

t’s been five months since the death of Neil Peart, and Rush guitarist Alex Lifeson says that he has yet to find comfort in music. “It’s been difficult,” he told sports journalist Ann Liguori on her show Talkin’ Golf. “After Neil passed in January, I’ve played very little guitar. I just don’t feel inspired and motivated.” Rush fans have speculated that Lifeson and Rush frontman Geddy Lee might find a way to carry on the band’s legacy after Peart’s death, but the guitarist says they aren’t at that point yet. “I don’t know if the motivation is there for us to really do anything now,” he said. “We’re certainly proud of our track record, and we still love music. But it’s different now.” The band last toured in 2015 as a celebration of the band’s 40th anni-

New Delhi, Jun 2 (PTI): Expressing solidarity with the ‘Black Lives Matter’ campaign, star West Indies batsman Chris Gayle has alleged that he faced racist remarks during his career and cricket is not free of the menace. Gayle did not elaborate when he faced racial remarks but hinted it might have been during his stints at

Weak of men to complain about equal pay: Pliskova Prague, Jun 2 (Agencies): Karolina Pliskova has called male tennis players who complain about women claiming equal prize money “super weak”. There is currently equal pay at the four Grand Slams, but a big disparity in tournaments the rest of the year. The Czech player insists she does not crave equal pay but is not happy about men who speak out against it. In order to help the government of Nagaland during such challenging times, the Tibetan Bhutia Buddhist Welfare Association (TBBWA), Hong Kong Market is playing its part by extending support to the CM relief fund, distributing rations to various orphanages, daily wage earners, Auto Drivers Union. We even donated some essential food items to various Quarantine Centres in Dimapur through DC office. Two decades ago, our Association (TBBWA) had around one hundred and twenty families but now we have only about sixty families which seem to be decreasing slowly. But this has not stopped us from helping the poor and needy ones in town. Every year, we have visited various orphanages and the civil hospital and have always provided them with essential food items. We have always been ready to help during hard times caused by natural calamities. “Our intention has always been to help the needy and not to expect anything in return keeping in mind the dignity and privacy of those we serve through our association and we intend to do so always. This is the least we can do as a token of our appreciation for all the love and warmth the people of Nagaland has given us. But as of recently it is unfortunate that our ethics and belief in giving without seeking anything in return seems to have eluded some living in this age of instant gratification and social media.
