Lockdown in Nagaland till July 15

Correspondent

KOHIMA, JUN 29 (NPN): After considering the spike in COVID-19 cases in Nagaland, the cabinet on Monday decided to extend lockdown in Nagaland till July 15. Nagaland chief minister Neiphiu Rio informed this to media persons after the cabinet meeting held at the civil secretariat here. He said the decision was made after officials of the health & family welfare (H&FW) and home departments briefed the cabinet about the prevailing situation in the state vis-à-vis COVID-19. Rio said the recommendations of the district task forces were also taken into account by the cabinet before deciding to extend the lockdown till July 15. He said this was done to maintain status quo on the current lockdown measures. Rio also said cabinet decided to send an appeal to ENPO over its five-day deadline earlier served on the State government to act on Judicial Inquiry Committee (JIC) report over the Tuensang fiasco. Also speaking to media, planning & coordination and parliamentary af-

NSCN(R) reacts to Governor’s letter

DIMAPUR, JUN 29 (NPN): NSCN(R) through its MIP has reacted to the contents in the Governor’s letter to the chief minister, describing it as “very unfortunate and simply a Malicious and Sinister move”. NSCN (R) said that history can never be changed or re-written no matter how hard one tries to. However, it claimed that the “very attempt to distort it by some respected personalities like Ravi is very unbecoming of a Interlocutor/Governor”. (Full text on p-6)

fairs minister Neiba Kronu, who is also High Powered Committee spokesperson on COVID-19 activities, said the appeal letter to “forgive and forget” on the lapses will be written by the cabinet secretary (chief secretary), besides another appeal letter to ENPO by the H&FW department. Asked about the Governor RN Ravi’s letter, the chief minister informed that he had explained the law and order situation in the State and other issues, at a meeting with the governor on June 19 in the presence of deputy chief minister Y Patton and ministers G Kaito Aye, Neiba Kronu, Temjen Imna Along and Jacob Zhimomi.

He said the government would submit a report on its findings to the governor since the latter had brought up issues of various departments. Compared with the 1960s till 1997 when ceasefire began, the chief minister claimed that the law and order situation in the State had “tremendously improved”. To buttress his claim, Rio reminded that Nagaland had received the “Best State” award for maintenance of law and order in the small States category for two consecutive years 2018-19 and 2019-2020. He added that the award spoke volumes and therefore there was no need to dwell in detail. Meanwhile, the cabi-

net also decided to take stringent measures to seal borders with Arunachal Pradesh, Assam and Manipur by deputing more police personnel at the interState check gates. M e a n w h i l e, c h i e f secretary Temjen Toy has informed that all existing guidelines with regard to lockdown, notified on May 4 and subsequent order on June 10 will remain in force. These include relaxations regarding opening of religious places/places of worship for public, and another order dated June 20 regarding plying of local taxis and auto rickshaws in the border sub divisions, shall continue to remain operative in Nagaland till July 15 2020.

plasma therapy

NEW DELHI, JUN 29 (PTI): Maharashtra, Delhi and Haryana are among the states making a big push for use of convalescent plasma therapy for treatment of critical coronavirus patients. Maharashtra chief minister Uddhav Thackeray launched a convalescent plasma therapy-cum-trial project with a state medical department official calling it the “largest” initiative of its kind in the world. In the Delhi, chief minister Arvind Kejriwal announced setting up of a ‘plasma bank’ while Haryana Health Minister Anil Vij said the state will soon start convalescent plasma therapy in all its medical colleges. Plasma therapy involves taking antibodies from the blood of a person who has recovered from COVID-19 and transfusing those into a coronavirus patient to help kickstart the immune system to fight the infection.

Mon district to start rapid antigen tests Correspondent

KOHIMA, JUN 29 (NPN): In order to ramp up testing in Mon district and ease the time taken for receiving confirmation from ICMRRegional Medical Research Centre Dibrugarh, Transport & Communication, Civil Aviation & Land Resources minister P Paiwang Konyak has ordered 625 rapid antigen and confirmatory test kits. The antigen-based testing kits, donated by Paiwang, have been purchased for Rs 4,50,000, all of which are expected to reach this week. Centre along with the Indian Council of Medical Research on Monday planned to use the rapid antigen-based COVID-19 method to push the more rigorous RT-PCR test for detection of the virus. “Antigen based test is a rapid point-of-care test that can be done on the spot without posing a biosafety

hazard as it doesn’t deal with analyzing a live virus,” a senior ICMR official said, adding it could help to determine an ongoing infection quickly. ICMR and All India Institute of Medical Sciences (AIIMS) have independently evaluated the efficiency of antigen testing kit in detecting COVID-19 coronavirus infection, after which ICMR approved and allowed all States to start using rapid antigen testing kits. According to reports, the antigen test kit developed by South Korean biotechnology firm SD Biosensor has been found to have a very high specificity with

moderate sensitivity that can show results within 30 minutes. Speaking to Nagaland Post, Paiwang said taking samples to ICMR Dibrugarh for confirmation of tests took many days even as the spike of COVID-19 cases in the district was alarming, because of which he said he felt the need to have more testing kits whereby tests could be done and confirmed in the district itself within a day. DC, SP and barber test negative: Confirming that Mon DC, SP and the barber who gave the duo haircuts had tested negative, Paiwang said a second test

would be conducted in the next few days. And only after the second tests confirm their negative status, the DC and SP would resume their duties, he added. All returnees to be tested: He said inmates of COVID Care Centre, Mon would be compulsorily tested, even as 248 returnees out of 1,397 from the district had been released as they had all tested negative. Considering the extended number of days in quarantine centre for Mon district, the huge number of returnees and the increase in COVID positive cases, including frontline workers, Paiwang opined that additional funds should be allocated. He also expressed concern for other districts having more positive cases and stated that additional funds should be given so that proper management and containment of the such cases could be efficiently carried out. India bans 59 apps including TikTok, UC Browser DAYO flays personalized attacks on Along NEW DELHI, JUN 29 (PTI): India on Monday banned 59 apps with Chinese links, including hugely popular TikTok and UC Browser, saying they were prejudicial to sovereignty, integrity and security of the country. The ban, which comes in the backdrop of current standoff along the Line of Actual control in Ladakh with Chinese troops, also includes WeChat and Bigo Live. The list of apps that have been banned also include Helo, Likee, Cam Scanner, Vigo Video, Mi Video Call – Xiaomi, Clash of Kings as well as e-commerce platforms Club Factory and Shein. This marks the largest sweep against the Chinese technology companies. The Information Technology Ministry in a statement said it has received many complaints from vari-

ous sources, including several reports about misuse of some mobile apps available on Android and iOS platforms for “stealing and surreptitiously transmitting users’ data in an unauthorised manner to servers which have locations outside India”. “The compilation of these data, its mining and profiling by elements hostile to national security and defence of India, which ultimately impinges upon the sovereignty and integrity of India, is a matter of very deep and immediate concern which requires emergency measures,” the statement said. The IT Ministry said it has invoked its power under section 69A of the IT Act and rules, and has decided to block 59 apps in view of information available that they are “engaged in activities which are prejudicial to

sovereignty and integrity of India, defence of India, security of state and public order”. The move will “safeguard the interests of crores of Indian mobile and internet users. This decision is a targeted move to ensure safety and sovereignty of Indian cyberspace”, it added. The list included prominent names like TikTok (which has over 200 million users in India), SHAREit, WeChat, UC Browser, Helo, Likee and Cam Scanner, among others. The Indian Cyber Crime Coordination Centre, under Home ministry, has also sent an exhaustive recommendation for blocking these malicious apps, the statement said, adding that there has been a strong chorus in the public space to take strict action against apps that harm India’s sovereignty as well as the privacy of citizens.

Likewise, there have been similar bipartisan concerns, flagged by various public representatives, both outside and inside Parliament. “On the basis of these and upon receiving recent credible inputs that such apps pose threat to sovereignty and integrity of India, the Government of India has decided to disallow the usage of certain apps, used in both mobile and nonmobile Internet enabled devices,” it added. Comments from these companies could not be immediately obtained. “There have been raging concerns on aspects relating to data security and safeguarding the privacy of 130 crore Indians. It has been noted recently that such concerns also pose a threat to sovereignty and security of our country,” the statement said.

DIMAPUR, JUNE 29 (NPN): Dimapur Ao Youth Organisation (DAYO) has taken strong exception to “personal attacks” on Higher Education and Tribal Affairs minister Temjen Imna Along following his letter to BJP central leaders urging for postponement of delimitation exercise in Nagaland. DAYO p r e s i d e n t , Aotemsu Aier and general secretary S. Pangertoshi in a release, mentioned that the letter from Along to the BJP central leaders had conveyed the March 2 collective decision of the cabinet, where chief minister was also present. The Ao youth organization said National People’s Party (NPP) member Hayithung Bill Lotha’s allegation, that Along’s letter to the central BJP leaders was his own, was “unac-

ceptable and a direct insult and challenge to the entire Ao community”. It also termed statements of Lotha Hoho and Lotha Students’ Union, as equally unfortunate and unacceptable. DAYO said it expected Lotha Hoho and Lotha Students’ Union to be more responsible and do thorough research before going to the press for this kind of sensitive matter. According to DAYO, Along as an elected member and a member of the cabinet, had every right to convey the cabinet decision. DAYO said condemning and pointing out a particular cabinet minister was nothing short of resorting to tribalism. Since the cabinet decision to delay the delimitation process was not made by Along alone, DAYO said it would “not allow any

Tom, Dick and Harry to condemn our leader under any circumstances.” Further , DAYO said it was very unbecoming of a member of a national party (NPP) like Hayithung Bill Lotha to indulge in tribal politics for his own personal agenda and interests by branding tribal leaders of 11 Naga tribes as “so-called self-styled leaders and megalomaniac fools”. DAYO also recalled that the state government had, in a letter to Registrar & Census Commissioner of India on August 22, 2005, officially rejected the 2001 census citing several inconsistencies, erroneous data, exaggerated and implausible population figures. Therefore, DAYO asserted that carrying out delimitation exercise on the basis of a rejected census was not jus(Cont’d on p-8) tified. K Y M C

Complete lockdown in Guwahati

Security personnel stop a commuter during a total lockdown imposed by the Assam Government to contain the spread of coronavirus, in Guwahati. (PTI) Guwahati, Jun 29 (Agencies): Alarmed by the spurt in the number of Covid-19 cases in Guwahati, the Assam government has enforced a 14-day “total lockdown” in the city since Sunday midnight. All government and private offices, commercial establishments, shops, industrial establishments, places of worship etc remained closed on Monday. Only pharmacies and hospitals were allowed to

operate. The roads wore a deserted look as the authorities banned the movement of all modes of vehicles except ambulances and those belonging to security personnel and journalists. The government said the situation would be reviewed after seven days and a decision would be made on whether or not to allow the shops and outlets, dealing in essential services, to reopen. The police said they

would use drones to keep an eye on activities in areas where a lot of cases were reported. They warned of actions against the lockdown violators. “ We w i l l b e ve r y tough this time around. The lockdown violators will face legal action under the Disaster Management Act, 2005 and Indian Penal Code,” Guwahati Police Commissioner Munna Prasad Gupta warned. However, Congress stalwart and three-time for-

Law and order has collapsed in Tripura: opposition parties Agartala, Jun 29 (PTI): Alleging that the BJP has let loose a reign of terror in Tripura, the opposition Left Front and the Congress said law and order has collapsed in the state, and workers of their parties have come under attack from the saffron camp activists on several occasions. The BJP, on its part, rebuffed the claims, and said opposition parties were levelling baseless allegations in their attempts to win back supporters. State Congress chief Pijush Biswas said his partymen have been stopped from distributing relief to people, who were finding it difficult to make ends meet amid the lockdown. “BJP activists are attacking our workers across the state -- from Ranir Bazar, Teliamura in West Tripura district to Nalua in South Tripura. Several Congress workers were assaulted when they tried distributing essential items among people. The saffron party has let loose a reign of terror in the state,” the Tripura Pradesh Congress Committee (TPCC) president told reporters here on Monday. He said that no police

action was taken, even after complaints were lodged. “In Nalua, our workers were attacked for organising a relief camp. The BJP activists, however, had to flee the scene, when local people protested. The police, instead of arresting the culprits involved in the attack, were busy retrieving the motorbikes which the attackers were forced to leave behind,” the state Congress chief alleged. He also claimed that none of the pre-poll promises made by the BJP in its ‘Vision Document’, ahead of the election, has been implemented in the state so far. “The state is currently under an undeclared emergency as people continue to be deprived of their legal, constitutional and human rights. The party is now managing to keep its flock together by unleashing terror, but this phase won’t last long and the BJP will pay a price,” he said. In a statement issued on Sunday, the Left Front said there have been at least seven cases of murder, 16 of unnatural death, seven rapes, four thefts, among other crimes, since the beginning of the month.

The claim by state Education Minister Ratan Lal Nath on June 26 that “law and order situation in the state has improved” is bereft of truth, it said. At least three attacks have been carried out on CPI(M) offices, and around 25 instances of assault on Left Front party workers have been recorded, besides multiple attacks on blood donation camps, and relief distribution programmes, the statement said. “Even during a ceremony to pay homage to martyred Indian soldiers, the anti-social elements of the ruling party attacked our workers. If these incidents do not prove that the law and order situation in Tripura is at stake, then what will?” the statement added. BJP spokesperson Nabendu Bhattacharya, when contacted, said the allegations made by the opposition parties are false and baseless. “All leaders and supporters of opposition camps have joined us, impressed by our good governance. Recently, the general secretary of the Congress, Sukhomoy Saha, has joined our party,” he said.

mer Chief Minister Tarun Gogoi was critical of the government’s step. “The state government is covering up its failures in tackling the pandemic by imposing the lockdown. This will only compound the miseries of the poor who have been already very badly affected,” Gogoi said. There was a mad rush of people on Sunday to buy essential commodities including vegetables. Taking advantage of the situation, the traders hiked the prices manifold. Potato was sold at Rs 50-100 a kg. Usually, it is Rs 25 a kg. Similarly, the prices of other vegetables rose from Rs 40-60 to Rs 80-200 a kg. According to the last official figures available, Assam recorded 7,492 cases including 11 deaths. Guwahati recorded 195 cases over the past 24 hours. Currently, there are 2,390 active cases in the state. Meanwhile, neighbouring Meghalaya decided to enforce lockdown in areas bordering Guwahati. In Manipur, the lockdown will be extended by 15 days from July 1.

M’laya Cong stages dharna against rise in fuel price S h i llo n g, J u n 2 9 (Agencies): The Meghalaya Congress on Monday staged dharna in the state as part of the party’s nationwide protest against the rise in petrol and diesel prices and excise duty. The protest was organised by the Meghalaya Pradesh Congress Committee (MPCC) in collaboration with the Shillong City Congress Committee and East Khasi Hills District Congress Committee at Congress Bhawan in Shillong. The protest was led by James S. Lyngdoh, the working president of Meghalaya PCC, Nongthymmai MLA Charles Pyngrope, who is also the president of Shillong City Congress Committee; Kennedy C Khyriem, president of East Khasi Hills DCC. The protest was participated by party functionaries from the Mahila, Youth, NSUI and Social Media committees of the Congress. In his address, MPCC working president Lyngdoh wondered while in the international market the price of ‘crude’ has been declining every day, why the BJP-led NDA government at the Centre has been steadily increasing the petrol and diesel prices.

Floods force a million from their homes in Assam

A village woman along with her livestock takes shelter on a road near floodhit Sildubi village in Morigaon district of Assam on Monday. (PTI) GUWAHATI, Jun 29 (Agencies): Heavy flooding triggered by monsoon rains has forced more than a million people to flee their homes in the northeast Indian state of Assam, authorities said on Monday, warning that the crisis was becoming more

critical by the hour. The Brahmaputra River, one of the largest rivers in the world which flows from Tibet into India and then into Bangladesh, burst its banks in Assam over the weekend, inundating more than 2,000 villages, and it was still raining on

Monday. “Two people have died in separate incidents of drowning in the past 24 hours and more than one million people have been affected, with the flood situation turning critical by the hour,” a state government flood bulletin said.

Torrential rain hit at least 23 of Assam’s 33 districts and the federal water resources body said water levels in the Brahmaputra were expected to rise, with more rain forecast over the next three days. “The flood situation remains extremely grave with several embankments breached,” Assam Water Resources Minister Keshab Mahanta told Reuters. Most of the Kaziranga National Park, home to the rare one-horned rhino, was under water, authorities said. Assam, famous for its tea plantations, is hit by seasonal flooding each year, forcing state and federal governments to spend millions of rupees on flood control. Paramilitary personnel were deployed across the state for rescue operations and to ensure people maintain social distance in makeshift shelter camps to prevent the spread of the coronavirus, authorities said. Assam has so far reported 7,492 coronavirus infections and 11 deaths.

A special train ferrying 1292 passengers including 5 children from Bangalore arrived at Jiribam railway station late Sunday. This was the first special train that arrived in the state after a gap of nearly a month. The train started from Bengaluru, Karnataka on June 26. Also 527 stranded reached Imphal by five different flights. All the returnees have been sent to institutional quarantine centres in Imphal from where they will be shifted to quarantine centres opened in their respective districts after their samples are collected for testing for the virus.

Shillong, Jun 29: The Meghalaya government has requested the Union Ministry of Home Affairs to keep on hold transfer of Central government employees including paramilitary forces in view of the rise of COVID-19 positive cases in the country. “We have decided to request the Union government to keep transfer and postings of Central Armed Police Forces, Banks and other Central government employees on hold as the

situation in the State was not conducive as far as COVID19 is concerned,” Deputy Chief Minister Prestone Tynsong told reporters on Monday. “We have asked the chief secretary to immediately send a letter to the secretary of Union ministry of home affairs for upholding the proposed transfer of such officials,” he said. Meghalaya so far recorded a total of 50 COVID19 positive cases and those infected by the virus were mostly people who returned from other states. Only five

cases are active. Meanwhile, Health and Family Welfare Minister Alexander Laloo Hek informed that 19,287 swab samples had been sent for test till date, 18,567 were reported as negative, while outcome of 580 tests were awaited. Hek informed that 3 BSF personnel who tested positive for COVID-19 had returned to Meghalaya Frontier Headquarters of the BSF here after leave. He added that contact tracing was being carried out by the BSF authorities besides the State Surveillance Teams.

M’laya to close shops in Ri-Bhoi district Correspondent Shillong, Jun 29: The Meghalaya government on Monday directed all shops in Ri-Bhoi district bordering Assam’s Kamrup district, be closed from June 30 in the wake of complete lockdown in the Assam capital and spike in cases of COVID-19 in the neighbouring State. “The government has decided that the locations in Meghalaya bordering Guwahati i.e. Byrnihat, Jorabat till Khanapara will be under lockdown due to the surge in COVID-19 cases in Assam. Inter-state movement continues to be restricted,” Chief Minister Conrad Sangma said.

Deputy Chief Minister Prestone Tynsong said instructions have been issued to the Deputy Commissioner of Ri Bhoi District, R.M. Kurbah for closure of shops from Byrnihat along the roadside which is inter connected with Assam. Tynsong informed that inter-state movement would not be allowed till July 15 adding that the restriction may be relaxed or extended depending on the situation. The State government has also decided to continue providing transportation on payment basis to returnees from other parts of the country up to July 15, he said, adding that 18823 persons returned to the State till Monday.

Keelback snake rediscovered after 129 yrs Itanagar, Jun 29 (Agencies): The Keelback snake species Herpetoreas pealii, also known as Assam Keelback, which was first seen in 1891, has been rediscovered in AssamArunachal Pradesh border after 129 years. The rare snake species was first seen in 1891 when a British tea-planter Samuel Edward Peal collected two male specimens from upper Assam’s Sivasagar district. While one of the two original specimens was kept in the Zoological Survey of India, Kolkata, the other was kept in the Natural History Museum, London. The species was rediscovered on the AssamArunachal Pradesh border in September 2018 when a team from Dehradun-based Wildlife Institute of India (WII) was retracing steps of the Abor Expedition, a military expedition by the British against Abors in 1911. The details of the rediscovery of the snake species were published in Vertebrate Zoology, an international journal published from Germany. “To commemorate the Abor Expedition, which besides being a military campaign had resulted in the

Keelback snake collection of a large number of animals and plants, we revisited the area to find out the changes that had occurred in a century,” a report quoted Abhijit Das, a scientist at WII, as saying. “Since the British started their expedition from Dibrugarh in Assam from a place near Poba reserve forest on the AssamArunachal Pradesh border, we also began there,” Das, who is an expert on snakes of Assam and Northeast India, added. “It was in a marshy wetland inside the forest, where I encountered this snake endemic to Assam

and not seen for the last 129 years. It was totally unexpected as people had thought it to be extinct,” he further said. The species was an adult female and bi-coloured — dark brown above and pale mid-ventrally. “To confirm the identity and evolutionary relationships of this rare finding, collaboration came from the Natural History Museum, London, where original the specimen was kept intact, unlike the one in the Zoological Survey of India, Kolkata,” said Das in an article. “Subsequently, we

identified this species as the Assam Keelback (Herpetoreas pealii), based on morphological and molecular comparisons,” he added. The scientist claims that Assam Keelback is the real ‘Khilongia of Upper Assam region’ as this species is not found anywhere else in the world. The discovery of the Assam Keelback from a slow-flowing stream inside a forest indicates the need to prioritize conservation of ‘special habitats’ to safeguard micro-habitat specialized species, the scientist further said.

puria Rural Hospital from where she could not be treated due to lack of antivenom drugs. She was then shifted to North Lakhimpur Civil Hospital and she succumbed to her injuries on the way. Sikhamoni was a BA II Semester student from Pub-Dikrong College in Bihpuria.

India likely to receive 6 Rafale jets by July end

NEW DELHI, JUN 29 (PTI): India is likely to receive by July 27 the first batch of six Rafale fighter jets which are expected to significantly boost the combat capability of the Indian Air Force, people familiar with the development said. The IAF has been on a high alert for the last two weeks in view of escalation in tension with China following clashes between troops of the two countries in Galwan Valley in eastern Ladakh in which 20 Indian Army personnel were killed. The two armies are locked in a bitter standoff in the region for seven weeks. On June 2, Defence Minister Rajnath Singh held a telephonic conversation with his French counterpart Florence Parly during which she conveyed that the Rafale jets will be delivered to India as scheduled notwithstanding the coronavirus pan-

demic in France. Military officials, on the condition of anonymity, said the arrival of the Rafale jets will significantly enhance the IAF’s overall combat capability and will send a clear message to India’s “adversaries”. When asked about the matter, the IAF did not comment. The first squadron of the aircraft will be stationed at Ambala air force station, considered one of the most strategically located bases of the IAF. India had signed an inter-governmental agreement with France in September 2016 for procurement of 36 Rafale fighter jets at a cost of around Rs 58,000 crore. The aircraft is capable of carrying a range of potent weapons. European missile maker MBDA’s Meteor beyond visual range air-toair missile and Scalp cruise missile will be the mainstay

of the weapons package of the Rafale jets. Meteor is the next generation of BVR air-to-air missile (BVRAAM) designed to revolutionise airto-air combat. The weapon has been developed by MBDA to combat common threats facing the UK, Germany, Italy, France, Spain and Sweden. Besides the missile systems, the Rafale jets will come with various India-specific modifications, including Israeli helmetmounted displays, radar warning receivers, low-band jammers, 10-hour flight data recording, infra-red search and tracking systems among others. The IAF has already completed preparations, including readying required infrastructure and training of pilots, to welcome the fighter aircraft. The second squadron of Rafale will be stationed at Hasimara base in West Bengal. The IAF spent around Rs 400 crore to develop infrastructure like shelters, hangars and maintenance facilities at the two bases. Out of the 36 Rafale jets, 30 will be fighter jets and six will be trainers. The trainer jets will be twinseater and they will have almost all the features of the fighter jets.

India increases surveillance to track Chinese activities NEW DELHI, JUN 29 (PTI): The Navy has increased its surveillance missions and beefed up operational deployment in the Indian Ocean region in the wake of India’s seven-week bitter border standoff with China in eastern Ladakh, people familiar with the development said. The Indian Navy is also ramping up its operational cooperation with various friendly naval forces like the US Navy and Japan Maritime Self Defense Force in view of the fast evolving regional security landscape, they said. On Saturday, the Indian Navy held a crucial exercise with Japanese Navy in the Indian Ocean region, an area where Chinese naval vessels and submarines are making frequent forays, they said. Indian Navy ships INS Rana and INS Kulish were part of the exercise while Japan Maritime Self Defense Forces deployed its two ships, JS Kashima and JS Shimayuki, for the exercise. The exercise assumed significance as it took place amid India’s border standoff with China in eastern Ladakh and Chinese Navy’s aggressive posturing in South China Sea as well as in the Indo-Pacific region. “The aim of the exercise was to enhance interop-

erability between the two navies,” said a source. Navies from the US, India, Australia, Japan and France have been deepening their mutual cooperation in the Indo-Pacific region in view of China’s growing attempts to expand military influence in the resourcerich region. Following an escalation in tension between India and China in eastern Ladakh after the killing of 20 Indian Army soldiers on June 15, the government put all the three forces on alert. The Indian Navy was asked to raise its alert level in the Indian Ocean Region where Chinese Navy has been making regular forays. The people cited above said Indian Navy has increased its surveillance missions and enhanced operational deployment in the Indian Ocean region in the last couple of weeks. “We are increasing surveillance to track Chinese activities in Indian Ocean region,” said a military expert. The Galwan Valley incident on June 15 was the biggest confrontation between the two militaries after their 1967 clashes in Nathu La when India lost around 80 soldiers while the death toll on the Chinese side was over 300.

Separatist leader Syed Ali Geelani quits Hurriyat Conference S R I NAG A R , J U N 2 9 (PTI): Syed Ali Shah Geelani, the lifetime chairman of the pro-Pakistan Hurriyat Conference, made a surprise announcement of completely dissociating himself from the 16-party amalgam on Monday, alleging lack of accountability and a brewing rebellion in the ranks. The 90-year-old Geelani, the most prominent of pro-Pakistan separatists in the Kashmir Valley, has been chairman of the conglomerate since its inception in 2003. He has been politically inactive of late, particularly since the abrogation of Article 370 in August last year which had far-reaching consequences for the erstwhile state of Jammu and Kashmir. Geelani accused separatist leaders based in Pakistan-occupied Kashmir of being opportunist and using the platform of Kashmir for their personal gains. He made these charges in a letter, titled “in view of the current state of the Hurriyat Conference”, to the constituents of the amalgam. Geelani, who was a founding member of the undivided Hurriyat Conference set up in 1993, broke away in 2003 after he had differences with other factions for adopting a moder-

ate approach. In a four-line letter and an audio message to the media, a spokesperson for the 90-year-old leader said, “Geelani has announced complete dissociation from Hurriyat Conference forum.” In his letter to all constituents of the amalgam, Geelani spoke about the reasons behind his decision to leave the Hurriyat Conference, of which he had been nominated as the lifetime chairman, he said. Geelani, who has been a three-time member of the Jammu and Kashmir Assembly, said the activities of Hurriyat Conference members currently in Pakistan-occupied Kashmir were being investigated by the amalgam for various allegations. “The activities of these representatives were limited now to seeking access to assemblies and ministries

for joining the government there (PoK). Some members were expelled while others started holding their own meetings. These activities were endorsed by you (constituents) by holding a meeting here to ratify their decisions,” he said in his letter. He referred to inaction by the Hurriyat members post the abrogation of the special status of Jammu and Kashmir, and the division of the erstwhile state into two Union territories. “I sent messages to you through various means so that the next course of action could be decided but all my efforts (to get in touch) went in vain. Now that the sword of accountability is hanging over your heads for the financial and other irregularities, you thought of calling the advisory committee meeting,” he alleged. Geelani said he was forced by the constituent parties in 2003 to take over the reins of the Hurriyat Conference and was made its lifetime chairman later. “The lack of discipline and other shortcomings were ignored and you did not allow a robust accountability system to be established over the years but today, you have crossed all limits and indulged in rebellion a gainst the leadership,” he added.

Behind massive build-up at LAC is the Plasma bank to be set up in Delhi for COVID treatment: Kejriwal IAF’s never-seen-before airlift capability be first of its kind for the treatment of COVID-19 patients. Perhaps, it will be the first plasma bank in the country,” he said. The need of setting up such bank was felt when people were running from pillar to post to get plasma, he said, adding that both government and private hospitals will be able to get plasma from the facility. Kejriwal, however, said that plasma therapy is not a “sanjeevani booti” (divine herb). “Usually, it is difficult to save lives of those patients who are in the last stage or with co-morbidities and on ventilator support. Those patients who are in moderate stage...this therapy is very helpful for them,” he said. In the plasma therapy, antibodies from blood of patients, who have recovered from coronavirus, are used to treat infected patients. It is aimed at assessing the effi-

little chance to save someone’s life and you (those recovered from COVID-19) have got this chance,” he said. Kejriwal said relatives of a COVID-19 person are free to give plasma to the patient and it is not necessary to only donate to the bank. He asserted that there is no shortage of beds in the national capital as several steps have been taken to effectively deal with the COVID-19 situation. “At present, we have 13,500 beds and of these, only 6,000 beds have been occupied so far,” he said. On Sunday, Delhi recorded 2,889 fresh coronavirus cases, taking the tally in the city over the 83,000mark, while the death toll from the disease mounted to 2,623. The number of containment zones in the city also jumped to 421 on Sunday from 280 after the remapping of such areas.

CHANDIGARH, JUN 29 (AGENCIES): Behind an unprecedented military build-up along the Line of Actual Control (LAC) in eastern Ladakh to confront a belligerent China is a neverbefore heavy lift capability acquired by the IAF. The induction of assets like the C-17 Globemaster, C-130 Super Hercules and CH-47 Chinook over the past few years has enormously enhanced the Air Force’s ability to ferry troops and equipment. As both sides dig in for a long haul, with no immediate signs of de-escalation, IAF sorties to the Himalayan frontier continue unabated, bringing in all types of military equipment and supplies. This includes flights by the older IL-76 and AN-32 that have been part of the IAF fleet since the 1980s. The most significant aspect of the air effort per-

haps is airlifting of India’s newest and most powerful tanks, the T-90, which now spearhead the Army’s strike formations, from the plains to Ladakh. Chinese deployment across the LAC, including concentrations in depth, reportedly includes a mix of light and heavy tanks, including new variants. Besides through air, heavy induction has also been taken through the Srinagar-Leh and Manali-Leh road axis. According to an IAF officer, airlifting the T-90 was possible due to the payload capacity of the C-17, which is about 77 tonnes. A T-90 weighs about 46 tonnes, which is more than the capacity of the IL-76, which can airlift about 45 tonnes. The operating environment of high-altitude airfields like Leh further restricts the load that can be carried.

No more demand for Shramik Special trains: Rlys

Rajnath launches web portal for issuing Amarinder asks PM to return donations from Chinese cos NOCs for projects in Indian waters

NEW DELHI, JUN 29 (PTI): There is no demand for Shramik Special trains from any state now, the Railways said Monday, but offered to run more if states request for them. At a press conference, railway spokespersons said no Shramik Special ran on Sunday and none is scheduled for Tuesday either. There was demand for just one train from Karnataka and that train is running today (Monday) from Bengaluru to Muzaffarpur. There is no demand for such trains tomorrow as well. We will run them if demand arises from states,” one of the spokespersons for the national transporter said. He also said that so far 4,596 Shramik trains have operated since May 1. Giving details, he said the demand for Shramik Special trains has been reducing significantly starting June. On May 31, the Railways operated only 69 Shramik trains while the next day it run just over 100. Shramik Special trains are being operated primarily on the request of the states which want to send migrant workers stranded due to the coronavirus lockdown to their native places.

The IAF has a squadron of IL-76 based in Chandigarh. In addition, another six IL-78 midair refuelling tankers based in Agra, which are same as IL-76, can also be used in the conventional transport role. The IAF’s work horses are 104 AN-32 medium lift aircraft. The Army had three regiments of the older T-72 tanks, which weigh around 40 tonnes, deployed in this sector. Many of these tanks, along with BMP-2 mechanised combat vehicles, have been airlifted to Ladakh by the IL-76 since the early 1990s. Given the weight and length of the tractor-trailer, it is not practical to negotiate the high mountain passes, hairpin bends and narrow stretches that lie on the road link from the mainland to Ladakh. Tank transporters can only be used on some road stretches within Ladakh.

NEW DELHI, JUN 29 (PTI): Delhi Chief Minister Arvind Kejriwal on Monday announced setting up of a ‘plasma bank’ for treatment of COVID-19 patients in the national capital, and said it will start operating in the next two days. Addressing an online media briefing, he said the bank will be set up at the Delhi government-run Institute of Liver and Biliary Sciences and doctors or hospitals will have to approach it for plasma if a COVID-19 patient needs the same. The chief minister said that the AAP government will encourage those who have recovered from COVID-19 to donate their plasma. A helpline will also be set up by for queries related to donation of plasma. He said that his government will make transportation arrangements for those willing to donate their plasma. “The plasma bank will

Rajnath Singh launches NOC portal for Research Survey Exploration and Exploitation (RSEE) activities in territorial waters of the country, in New Delhi, Monday. (PTI)

NEW DELHI, JUN 29 (PTI): Defence Minister Rajnath Singh on Monday launched a web portal for issuing no objection certificates (NOCs) to entities that are undertaking power projects and activities related to research, survey, exploration and exploitation in the Indian territorial waters and exclusive economic zones, according to an official statement. “The online system will establish an effective, speedy and transparent mechanism to process these proposals. The ministry has earlier launched a similar portal for grant of NOC for aerial sur-

vey,” the statement said. Singh, along with Minister of State for Defence Shripad Naik, launched the web portal in the presence of Army Chief General M M Naravane, Navy Chief Admiral Karambir Singh, and Air Chief Marshal R K S Bhadauria. According to rules of the United Nations, all areas extending up to 12 nautical miles from a country’s coastline are its territorial waters (TW). All areas extending up to 200 nautical miles from a country’s coastline are its exclusive economic zones (EEZ). The Defence Ministry

said it accords security clearances to various private sector companies, public sector entities and government organisations for power, wind or solar projects in “areas nearby defence installations and also RSEE (research, survey, exploration and exploitation) activities in the Indian TW and EEZ for applications” through various other ministries. It stated the ministries sending applications for these NOCs are the Ministry of New and Renewable Energy, Ministry of Power, Ministry of Petroleum and Natural Gas and the Ministry of Shipping.

CHANDIGARH, JUN 29 (PTI/AGENCIES): Punjab Chief Minister Capt Amarinder Singh on Monday called upon the Narendra Modi-led BJP government to return the donations received in PM Cares fund from Chinese companies or companies in which Chinese companies have stakes. Addressing a press conference here, the Chief Minister slammed receiving donations from Chinese companies at a time when the hostile neighbour is involved in aggression at the border. “Every single Chinese penny should be returned,” said Amarinder. The Chief Minister said China had been constantly troubling us on the order as it wanted to bridge the gap between Siachen and Aksai Chin to its advantage. “It is time the Centre took a tough stand on China,” he said with reference to the controversy over donations being received from Chinese companies. The Chief Minister quoted different Chinese companies that have contributed to the PM cares fund. China wanted to grab our territory, he said. ‘Will find China’s ‘involvement’ in Indian firm chosen to deliver smartphones’

cacy of convalescent plasma to limit complications in COVID patients. Kejriwal said that his government has so far conducted clinical trial of plasma therapy on 29 COVID19 patients and the result was “encouraging”. Delhi Health Minister Satyendar Jain, who had tested positive for COVID19, was administrated plasma therapy. He has now recovered.

The chief minister said that in the LNJP Hospital, plasma therapy was conducted on 35 COVID-19 patients and of them, 34 lives were saved and one patient died. Similarly, 49 patients were administrated therapy in private hospitals and 46 people recovered from the virus. Requesting people to come forward and donate their plasma, he said, “In the entire life, there is a very

ment would check on the “involvement” of China in an Indian firm selected to deliver smartphones to be given to youths as part of the Congress’ poll promise. The Chief Minister said the state government had given a contract to an Indian company for the delivery of smartphones. “We will check what is China’s involvement in this company and to what extent Amarinder Singh and then make a decision,” Capt said his govern- said Singh while replying to

a question. “What is the equity situation (in the company)? Is it Chinese equity or Indian ?” said Singh, elaborating the issues to be examined. He said the firm had said 50,000 smartphones were ready and that they wanted to deliver another 50,000 more phones in July. Before coming to power in 2017, the state Congress had promised to give free smartphones to youths in the state.

N

agaland’s COVID-19 tally at 451 as on June 29,2020 is a quantum leap from ‘zero’ on April 30,2020.The state officially recorded its first three COVID-19 cases on May 25 when three persons who recently returned to the state tested positive for the novel coronavirus. Earlier on April 13, the state did not accept a patient who was tested positive in the Guwahati Medical College Hospital(GMCH) after being referred from Dimapur. The spike in COVID-19 cases has been attributed mainly on around 1500 stranded persons who returned by the Special Shramik Train from Chennai, a Red Zone area. The number of cases confirmed as positive for COVID-19 since May 25 has been rising at an average of around 15 cases each day. The state’s testing facilities have recently been strengthened with the inauguration of the second laboratory (BSL-2) at Dimapur in addition to the BSL-3 at Kohima. Portable TrueNat machines have also been installed at various district headquarters. The government of Nagaland has been revising its Standard Operating Procedures(SOPs) in line with the ICMR’s advisory. The quarantine facilities in some areas, especially Dimapur is already overcrowded. Team Dimapur, tasked with the handling of COVID-19 related activities, has suggested that those who have been tested negative and completed their 14-day quarantine period should be released for home quarantine. According to the team, there were also several hundred returnees who had “overstayed the mandatory 14 days of institutional quarantine” ranging from 14 to 27 days without their swab samples being collected for testing. The issue over quarantine centres across Nagaland has occupied the attention mainly since all the COVID-19 cases have been overwhelmingly from returnees. Besides this, there have also been reports of quarantine inmates slipping in and out. This is a serious threat on the safety of the people outside when they are exposed to inmates who are COVID-19 positive. There are cases where returnees had stopped buses to shop by roadsides. Those who came into contact with the returnees have had to be quarantined for at least 14-days. As per the SOPs, those who have completed their mandatory 14-day quarantine period and who have recovered are released and advised home quarantine. However, according to virologists, the coronavirus or COVID-19 can remain alive inside the infected person for 37 days or safely, 40 days. Therefore, in order to ensure that nothing was left to chance, it has been suggested that the total period for further self quarantine should be another 26 days. The problem is that nobody is quite sure about coronavirus as more information as scientists continue to do research. It is also important that the government and NGOs also focus on the possibility of the virus already being out there in the streets and areas. Many who are not in quarantines have probably not disclosed their health status for fear of stigmatisation or unwillingness to undergo quarantine. Besides that, there could be some asymptomatic patients who could pass on the virus on others. Even WHO had to rewrite its previous conclusion that it is very rare for an asymptomatic patient to infect another. Asymptomatic describe people who haven’t started showing symptoms yet, when they are presymptomatic. Research has shown that people become infectious before they start feeling sick, during that presymptomatic period. Authorities need to accept that coronavirus is not restricted inside quarantines but is now rampaging in other states, in the form of community transmission.

DailyDevotion The Strictest Discipline

If your right hand causes you to sin, cut it off and cast it from you; for it is more profitable for you that one of your members perish, than for your whole body to be cast into hell. —Matthew 5:30 Jesus did not say that everyone must cut off his right hand, but that “if your right hand causes you to sin” in your walk with Him, then it is better to “cut it off.” There are many things that are perfectly legitimate, but if you are going to concentrate on God you cannot do them. Your right hand is one of the best things you have, but Jesus says that if it hinders you in following His precepts, then “cut it off.” The principle taught here is the strictest discipline or lesson that ever hit humankind. When God changes you through regeneration, giving you new life through spiritual rebirth, your life initially has the characteristic of being maimed. There are a hundred and one things that you dare not do— things that would be sin for you, and would be recognized as sin by those who really know you. But the unspiritual people around you will say, “What’s so wrong with doing that? How absurd you are!” There has never yet been a saint who has not lived a maimed life initially. Yet it is better to enter into life maimed but lovely in God’s sight than to appear lovely to man’s eyes but lame to God’s. At first, Jesus Christ through His Spirit has to restrain you from doing a great many things that may be perfectly right for everyone else but not right for you. Yet, see that you don’t use your restrictions to criticize someone else. The Christian life is a maimed life initially, but in Matthew 5:48 Jesus gave us the picture of a perfectly well-rounded life— “You shall be perfect, just as your Father in heaven is perfect.”

Nagaland Post, Dimapur TUESDAY, JUNE 30, 2020

F

ellow Nagas, just think how long the Naga political movement has lasted. Some may say since the Naga Club was formed in 1918, 102 years ago. Or perhaps since the Naga Club submitted a Memorandum to the Simon Commission in 1929, 91 years ago. In that Memorandum, I found a profound political expression signed by 20 Nagas from six tribes on behalf of all the Nagas in IndoMyanmar. I also found that one of the 20 signatories was a First World War Labor Corps returnee. My own father was also a Labor Corps returnee. I believe many Naga Labor Corps members from Manipur got acquainted with fellow Nagas of the then Naga Hills (now Nagaland State) in Europe for the first time, thereby enlarging their vision of future relationship together as fellow Nagas. If so, then the Naga political movement is 91 years old. Others will date it to 1946, when the Naga National Council (NNC) was formed, or the following year, when the NNC declared August 14 Naga Independence Day. If we accept this, then the Naga struggle is 74 years old. Still others may place the Naga struggle for political freedom in the 1950s when the first Indian Prime Minister, Jawaharlal Nehru, sent the Indian Army to Naga territory, forcing Naga freedom fighters into the jungles. If this is the case, then the Movement is 66 years old. Let me take 1946, the

Is Naga integration for sale?

year NCC was formed, as the genesis of the Naga struggle for political freedom. 74 years (let alone 91) is a long time. All those brave 20 Nagas who signed the Memorandum to the Simon Commission in 1929 are no more. I believe all those who formed the NCC are gone too. Under Angami Zapu Phizo’s leadership as President of NNC, the Naga political movement became internationalized. “Uncle” Phizo came to Ukhrul in 1948 during the Manipur Baptist Christian Golden Jubilee, partly to share his vision for the Naga independence movement. He came back to Ukhrul again in early 1950s to urge Tangkhul leaders to join the Naga political movement; he also visited other parts of Manipur for the same purpose. During his visit to the US in the early 1960s, Phizo told me that his vision for Naga freedom was inclusive of all the Naga tribes in the Indo-Burma Region. With that vision in focus, Phizo and his colleagues struggled to the end. From the very beginning, our Naga forefathers were of one mind concerning the absolute necessity of bringing together all the contiguous Naga areas in Indo-Myanmar to form one independent Naga nation. This was in evidence when they negotiated the NINE-POINT AGREEMENT {or NAGA-AKBAR HYDARI ACCORD} in 1947. Ten Naga tribes were represented at the signing. “Point 6. Boundaries

– That present administrative divisions should be modified so as . . .(2) to bring under one unified administrative unit as far as possible all Nagas. All the areas so included would be within the scope of the present proposed agreement.” The Naga People’s Convention also believed in integration, as evidenced by their 16-PointAgreement with the Government of India in1960: “13. Consolidation of Contiguous Naga Areas: . . . other Nagas inhabiting contiguous areas should be enabled to join the new state.” Since then, Nagaland State Assembly has passed six resolutions on the integration of contiguous Naga inhabited areas under one administrative umbrella, on December 12, 1964; August 28, 1970; September 16, 1994; December 18, 2003; July 27, 2015; and September 21, 2018. For over 70 years, Naga national leaders were of one mind on Naga sovereignty and integration of all the contiguous Naga territories in Indo-Burma (now Myanmar) as two non-negotiable ingredients of the Naga political movement. In the early 1960s, then Prime Minister Indira Gandhi was said to have told some Naga national leaders that she was willing to do anything for the Nagas short of full sovereignty. Phizo wanted nothing short of full sovereignty for all the Nagas. And he spent his life proclaiming openly before the world that Naga

sovereignty was their Godgiven right. In recent times, several Naga national leaders, over-ground politicians, and other public figures began to lose hope for Naga sovereignty. Some are now saying even integration of the contiguous Naga areas of Indo-Myanmar will have to wait for future solution. They still seem to be talking about a “piece-meal solution,” but ironically are now even demanding a quick and final solution based on whatever they had agreed to as of October 31, 2019. Or maybe a final solution based on whatever the Government of India had forced Naga leaders to agree to by October 31. But what kind of final solution are both the NSCN-IM and the WCNNPG talking about by excluding Naga territorial integration for the time being? Naga national leaders have always claimed that Naga-Land was never a part of India. That’s why the Naga Memorandum to the Simon Commission asked the British Government that upon their departure from India the Nagas must be left alone just as they were before. Have the Nagas suddenly become beggars, requesting the Modi Government to do something special for them? What happened to our inherent birthright to be free people, living together under one political umbrella by consolidating all contiguous Naga areas in Indo-Myanmar? It looks like we first sold our birthright “Naga Sovereignty,”

and now we are selling “physical integration of all contiguous Naga territories.” Now what is left worth fighting for? Nagas are now beginning to sound like Esau selling his birthright in exchange for a plate of food. On the issue of Naga integration, every Naga has the right to express his/ her mind. The possibility that following a painful, tearful, and bloody Naga political struggle our current Naga national leaders may just go ahead and sign the Accord with India for final Naga political solution without achieving even integration of all contiguous Naga areas, let alone Naga sovereignty, is frightening. It might as well be called “Unfinished Naga Political Accord,” forcibly imposed by the RSS-controlled BJP Government in Delhi. When Nagas talk about integration, they only mean reuniting the contiguous territories of all the Naga tribes in IndoMyanmar region which were unilaterally divided into five units by the dominant cultures (British, Burmese, and Indian) and placed within four Indian states and Myanmar. Apart from Eastern Naga territory now controlled by Myanmar, what is the rationale for the Indian Government’s refusal to let all the Nagas live together under one political umbrella? Article 2 of the Constitution of India empowers Parliament to admit into the Union, or establish, new States on such

terms and conditions as it thinks fit. Article 3 permits Parliament to form a new State from the territory of another State or by uniting two or more States, increasing or decreasing the area of any State, or altering the boundaries or the name of any State. Examples: 1) Chhattisgarh State was formed in 2000 by partitioning ten southeastern districts of Madhya Pradesh. 2) J h a r k h a n d S t a t e wa s formed in 2000 out of the southern portion of Bihar, following a long struggle by the Adivasis, or Scheduled Tribes. 3) Uttarakhand State was carved out of Uttar Pradesh. Existing Indian law thus permits the creation of a new Naga-Land state consisting of contiguous Naga home territories presently in Assam, Arunachal Pradesh, Manipur, and the existing state of Nagaland. Why shouldn’t our brothers and sisters in North East India be willing to part with territories belonging to and exclusively occupied by Nagas as their ancestral home? Yet there are Naga leaders today talking about Pan-Naga Hoho in lieu of physical integration. We can agree to disagree in a democracy, but to me, Pan-Naga Hoho sounds like integrating Nagas with a remote control. This is the last thing Nagas need. I am sure, for the vast majority of Nagas, “INTEGRATION”means nothing short of physical (geographical) integration. (To be concluded) Tuisem A. Shishak

NSCN (R) reaction to Governor’s statement Generosity of the people

T

he NSCN (R) is very much appalled by the recent statements issued by RN Ravi who equated 73 years of Naga National Movement (NNM), which is even older than Indian Independence to a mere ‘Law & Order’ and referring to NPGs as ‘Armed Gang’, is very unfortunate and simply a Malicious and Sinister move, that stirs the Jeez out of every Nagas. History can never be changed nor re-written, no matter how hard one tries to, however the very attempt to distort it by some respected personalities like Ravi is very unbecoming of a Interlocutor/Governor who may perhaps be referred to as a ‘Governator’ who instead of fulfilling his Constitutional obligation is acting more like a ‘Terminator of Naga History’. Such Interlocutor who says one thing in ‘New Delhi’ and does just the opposite, is very ironic, and makes one wonder how divisive and dangerous mindset such a person carries. The NNM is a History of Blood and Tears where every single Nagas has suffered at the hands of the more powerful Neighbour, who Tortured, Killed, Raped and Ravaged the Nagas for almost a century and the scars are still freshly etched in the minds of every Nagas and demeaning our History is like putting ‘Salt to Injury’. As if that was not enough, some few Naga writers and Political Parties (who couldn’t even retain a single seat, let alone having opposition quorum) coming out blindly in support of the Interlocutor is very outrageous and makes one wonder, how sick their

mentalities are, who can perhaps, even sell their rights for a bowl of rice or to score few Political points. But mind you, the Naga blood (including your own forefathers’ blood) shed on the very altar where we stand will continue to haunt and judge you. Nevertheless, the Governator and his blind hoards of supporter should remember this. “The Naga History is not your plaything for you to fiddle it around” and also keep this in your fickle mind that, just like the present generation Nagas are defending our homeland that was passed on to us by our forefathers and predecessors, our Children will carry on the fight of our Forefathers’ Legacy and keep the flame burning just as long as it does not come to its logical conclusion. The NSCN (R) is also outraged for the harassments and ordeals unleashed upon the NSCN members in and around Dimapur by the rampaging and unruly Assam Rifles. These callous acts of SF (Security Forces)/ AR (Assam Rifles) is very uncalled for and highly questionable. It is to be noted that the CFGR (Ceasefire Ground Rules) mentioned in Part 1(D), clearly states that no ‘Raids (especially of card holders) will be conducted by the SF. H o w e v e r, i f a n y breach of CFGR (by both SF or Naga Army) is/ are detected, then the report may be taken up to the CFSB/CFMC office who will intimate the CF Mechanism/Board and representatives/members of NSCN who will sit with the CFSB/CFMC, to sort out the issue in disciplining own respective erring

cadres. Hence if such is the case, then 1. Why are the SF conducting blatant raids after raids without any regard to CFGR and CF Office???? 2. If the SF/AR, by taking advantage of Ceasefire, continue their Sadistic bullying nature, then what is the meaning of Ceasefire??? This also makes the NSCN wonder as to whether the GoI is under the control of SF or vice-versa. Just wearing uniforms and holding guns does not qualify the SF to conducting unwarranted raids and terrorising people. Also it does not license you to randomly arresting cadres at will (including family members and civilians staying with the cadres), and if the SF continue to defy CFGR and continues to flex their muscles, then this is nothing short of ‘Military Terrorism’ and ‘Martial Law’ under the cover of Ceasefire and Indo-Naga Talks. Various breach of CFGR and traits of Harrassments perpetrated by AR Jawans can be noted as such. 1 . O n Ju n e 1 8 t h , around 02:30 am, 12/13 of AR boys raided the place of Major Toiho, at United Lucy Colony around Seithekema Area. 2. On Sunday, June 21st, when the World was observing ‘Fathers’ Day Celebration’, the 41 AR raided the rented house of some Cadres at Padumphukri and despite producing the CF Card by Kilonser Vikishe, took him, his guards and even some civilians. 3. On June 23rd, the 5th AR again raided the

S u c h u n p r ovo k e d and sinister actions, with random arrests of Cadres (despite showing CF Card), and causing Mental harrassments to the Victim’s family (including minor children) during such ‘Wee Hour’ is very uncalled for. In addition, when People Worldwide are under the Pandemic threat and maintaining ‘Social Distance’, the AR masquerading in such large groups and disrupting the peaceful atmosphere by creating chaos and fear psychosis in and around civilian populated areas and unleashing their ‘Military Reign of Terror’ is very outrageous and so unbecoming of the so called “FRIENDS OF THE HILL PEOPLE”, which proves to any sensible Nagas that the tag is simply a ‘SHAM’ and a ‘FARCE’ Whatsoever, these high handedness and misadventures of the infamous AR during such troubled times when people Globally, are all in the survival mode due to Pandemic outbreak should stop immediately. The NSCN (R) asks the competent Authorities to discipline and rein-in their rampaging AR boys, since the hard earned peace and decorum maintained between two entities (GoI and NSCN) is too dear a price to be derailed because of some few wayward, undisciplined and unethical AR boys. he beauty of Medziphema has enchanted me just as I imagine Switzerland would. The view of the town from the highway and the view once you get inside of it are world’s apart. And thank God, I finally know now. But what is more fascinating than the sceneries themselves is the generosity of the people. I guess that’s what makes the place all the more beautiful. Of the 25 days I stayed in Quarantine centre of NU Medziphema campus, the initial 12 days is what I call luxury living. The delicious food seasoned with empathy and love can only be equated with the abundance of blessings from the Lord. Ever yday we conversed in appreciation of your generosity through a wonderful platform called the Church. And I know

I would want to feel the same for a long time, so I kept a journal of what we were given every single day. That’s how I can still remember the day when we proudly said, “Pork bishi kha bi amoni lagey ho!”. That’s the best sentence any returnee could ever say. Besides from appreciation and wish that the Lord would reciprocate on our behalf, I, as an outsider (for now), would like to remind you that you all are living in a wonderful place. You may have gotten used to the blissfulness of it but it’s not non-existent. And I want you, the people of Medziphema, to keep loving it just as you love each other. lockdown extended Sonia targets govt over fuel price hikes tillMaharashtra July 31 without more relaxations BJP leader and Petroleum Minister Dharmendra Pradhan hit out at the Congress on Monday, saying the central government is using the tax revenue earned from the petrol and diesel sale to fund welfare programmes for the poor and not for any “son-in-law or Rajiv Gandhi Foundation”. Pradhan’s barb at the Congress came after the opposition party president, Sonia Gandhi, attacked the BJP-led government for raising fuel prices 22 times since the lockdown, accusing it of “extorting” people, and sought an immediate rollback of the hikes. Hitting back, Pradhan said Gandhi seems to have forgotten that states like Punjab, Rajasthan, Maharashtra and Jharkhand, where the Congress is in power on its own or with allies, have also hiked VAT on petrol and diesel and burdened people. Instead of doing politics over the issue, the Congress chief should get factual information from

S R I NAG A R , J U N 2 9 (AGENCIES): Three militants were killed in a gunfight in Anantnag district on Monday morning, police said. One of the slain militants has been identified as Hizbul Mujahideen commander Masood of Doda. “With his neutralisation, Doda district in Jammu Zone has become militancy free once again as Masood was the last-surviving terrorist of Doda district,” J-K Director General of Police Dilbah Sing said. Masood was operating in Kashmir after he joined Hizbul. “HM commander Masood of Doda district was involved in a rape case and was since absconding. He later joined Hizbul Mujahideen and shifted his area of operation to Kashmir,” the DGP said. The gunfight erupted at Chuhar area of Anantnag when joint teams of security forces launched a cordon and search operation in the area following an input about militants’ presence. “During the operation, a firefight ensued. Three militants were killed in the gunfight that followed,” a police official said. An AK rifle and two pistols were seized from the gunfight site.

on the Chinese side of the LAC. In the second round of talks on June 22, the two sides arrived at a “mutual consensus” to “disengage” from all the friction points in eastern Ladakh. On Tuesday, the two sides are expected to deliberate on the implementation of an agreement arrived at the first round of the Lt General talks on June 6, the sources said. The Indian delegation at the talks will be headed by 14 Corps Commander Lt Gen Harinder Singh while the Chinese side is likely to be led by the Commander of the Tibet Military District.

The tension between the two sides escalated after the Galwan Valley clashes on June 15 that left 20 Indian soldiers dead. The Chinese soldiers used stones, nail-studded sticks, iron rods and clubs in carrying out brutal attacks on Indian soldiers after they protested the erection of a surveillance post by China on the Indian side of the Line of Actual Control in Galwan. After the clashes, the two sides held at least three rounds of Major-General level talks to explore ways to bring down tension between the two sides.

these states, he said in a statement, adding that the Centre and states are using the money to meet challenges being posed by the COVID-19 pandemic. Pradhan said, “The tax earned from petrol and diesel is being spent on healthcare, generating employment and giving people financial security. The BJP government uses people’s money for the poor’s welfare through direct benefit transfer. It is not like the Congress, which would use the revenue for welfare of a son-in-law and the Rajiv Gandhi Foundation (RGF).” “Sonia Gandhi is saying so because the Congress has for generations used power to transfer money meant for government schemes to bank accounts of son-in-law and the RGF,” he alleged. The BJP has targeted Gandhi’s son-in-law Robert Vadra for alleged dubious land deals and has also been raising the issue of donations to the RGF to attack the Congress.

MUMBAI, JUN 29 (PTI): The Maharashtra government on Monday extended the coronavirus-triggered lockdown till July 31 without providing any further relaxations amid mounting cases of COVID-19 in the state. The current phase of the lockdown, which was first imposed in late March, ends on June 30 and it has been now extended for one more month. Announcing the extension, an order issued by Chief Secretary Ajoy Mehta said wearing face covers or masks, maintaining social distancing, restricted gatherings, and other measures shall continue to prevail. No new loosening of curbs have been announced and relaxations granted earlier under “Mission Begin Again” will continue for citizens. The order clearly prohibited inter-district movement of people as well as long-distance travelling without any emergency. The state government suggested that work from home should be followed as far as possible. Mehta’s order said private offices can operate with

NEW DELHI, JUN 29 (PTI): Several foreign inmates turned violent in Tihar Jail a few days ago injuring 25 people, including 10 staff who tried to control them, prison authorities told the Delhi High Court on Monday. The authorities filed a status report in response to the allegations made by a woman member of the Pinjra Tod group, who was arrested in a case related to the communal violence in north-east Delhi earlier this year. She claimed there was a “large scale violence” inside Tihar Jail here on June 16 and inmates were prohibited from getting in touch with anyone, including via video conferencing, outside the prison. The Tihar jail superintendent filed the report in the court of Justice C Hari Shankar before whom the lawyer, appearing for Pinjra Tod (Break the Cage) group member Natasha Narwal, had alleged that there was a violence and some inmates’ limbs were allegedly broken by the jail staff. The status re por t, which accepted that “an untoward incident” happened at Central Jail no. 6, Tihar, said: “On June 16 morning again 15-20 foreign inmates created problem in the jail. They forced their way out of the ward and also damaged the locks of gates of Ward

No. 9 and Chakkar. “Sensing trouble and having no other alternative, Alarm was sounded in the jail at around 08:30 am, reinforcements (were) called and these inmates were physically controlled by minimum use of force.” It added that in the process, 15 inmates and 10 jail staff have suffered minor injuries. They have been given treatment in the jail dispensary by the doctors and punishment will be given to the defaulting inmates as per the prison rules, said the report, filed through Delhi government standing counsel (criminal) Rahul Mehra and advocate Chaitanya Gosain. It said that on June 15, some of the foreign inmates came to the Deodhi of the jail in the morning on some pretext and refused to leave till late evening, despite repeated counselling/ persuasion by the jail officers. Since the jail has to be locked up in the evening, they had to be physically removed to different cells in the jail by the jail staff where they were locked, it said. The report said the foreign prisoners of Central Jail no. 6 in Tihar have been agitating for some time demanding that they should also be considered for grant of interim bail and jail authorities have been counselling and briefing them that

Regarding the plea of Narwal, a Jawaharlal Nehru University (JNU) student, seeking to provide books and reading material to complete her M.Phil, the jail superintendent said 13 books and 22 registers have been given to her. It also said she has availed the facility of calling her family members on telephone 8 times so far. During the Monday’s hearing, advocate Adit S Pujari, representing Narwal, said since multiple FIRs are lodged against her, he shall be granted either more time or more number of legal interviews with her per week. He sought for 30 minutes time twice a week for legal interviews. As per the jail manual, an undertrial is allowed 10 minutes of legal interview with his/ her counsel twice a week. However, as Mehra was busy in another court hearing, the matter was passed over and later it was posted for hearing on Tuesday. Legal interviews of inmates with their lawyers were suspended in Delhi prisons in view of the COVID-19 pandemic. It added that to curb down the movement of inmates and their gathering, the telephone facility of the prisoners was temporarily restricted for a few days between June 16 to 23, though it was allowed wherever found urgent. Regarding Narwal’s allegation of not allowing inmates from getting in touch with persons outside jail through video conferencing, the jail authorities said her counsel has conducted video conferencing successfully with her on June 24 morning and the next session will be conducted on Monday (June 29) evening. “The counsel of women prisoners shall be allowed video conferencing with their clients in central jail no. 6, Tihar, now onwards, on the basis of written requests of the counsel for prisoners to the jail superintendent on her official email,” the

COVID-19 a setback for education sector: UNESCO report NEW DELHI, JUN 29 (PTI): The COVID-19 pandemic will have a considerable setback on learning, according to the UNESCO’s Global Education Monitoring Report, which also urges governments to rebuild education systems that are better and accessible to all. The report said that assessing the effect of school closures on COVID-19 infection rates “has been filled with uncertainty, as conclusive evidence is yet to emerge, making the issue at times quite divisive”. “Some teachers who belong to vulnerable groups are concerned that their health is at risk. Only a minority of countries can enforce strict social distancing rules in schools,” the report said. It said that depending on the structure of academic year, school closures have affected their calendars, teacher training and licensing schedules, besides

NEW DELHI, JUN 29 (PTI): Indian and Chinese militaries will hold another round of Lt General-level talks on Tuesday in an attempt to de-escalate tension in eastern Ladakh and finalise modalities for disengagement of troops from the sensitive region, government sources said. It will be the third round of Lt General-level talks and it will take place in Chushul sector on the Indian side of Line of Actual Control. The meeting is scheduled to start at 10:30 AM, the sources said. The first two meetings had taken place at Moldo

ment to reduce fuel prices. “I, along with all Congressmen and others together, demand from the Modi government to immediately roll back the increase in prices of petrol and diesel raised during this crisis due to the corona pandemic,” Sonia Gandhi said in a video message. “I also urge them to roll back the rise in excise duty on petrol and diesel since March this year and give this benefit to the countrymen. This will be a big relief in this period of economic crisis,” she said. The Congress chief said this in its own was the living proof of taking the hard-earned incomes of the people and filling the government’s coffers. “The gover nment’s

duty is to support the countrymen in difficult times and not take advantage of their plight and profiteer. “The government has set a new example of extortion from people through this unjustified increase in petrol and diesel prices. This is not only unjust but also insensitive,” Gandhi said, noting that it directly hurts the country’s farmers, the poor, the working class, the middle class and the small businesses. She said the price of petrol in national capital Delhi and other big cities has crossed Rs 80 per litre. “After the March 25 lockdown, the Modi government, in the last three months, has raised the prices of petrol and diesel 22 times,” the Congress chief said, adding that the price of diesel has gone up by Rs 11 per litre and that of petrol by Rs 9.12 per litre. “The Modi government has made provision for collecting lakhs of crores by raising excise duty on petrol and diesel in the last three months. All this is happening at a time when the international crude oil prices are continuously falling,” she said.

NEW DELHI, JUN 29 (PTI): Congress president Sonia Gandhi on Monday attacked the BJP government at the Centre for raising fuel prices 22 times since the lockdown, accusing it of setting “a new example of extortion”, and sought an immediate rollback of the hikes. She charged the government with profiteering at the expense of the people, saying its duty was to help them in times of crisis and not make profits out of their hard-earned money. Participating in the Congress’ “Speak Up Against Fuel Hike” campaign across the country, she said on the one hand, the COVID-19 pandemic was wreaking havoc and on the other, the rise in petrol and diesel prices was making life very difficult for the people. The Congress launched the countrywide campaign on Monday to press the central government to roll back fuel prices as they were hurting the common people. Party leaders Rahul Gandhi and Priyanka Gandhi Vadra also joined the campaign on social media, and urged people to join them in pressing the govern-

COVID-19, livelihoods and enterprise security, credit delivery, and rural entrepreneurship crisis. The report also underlines the strategy failures regarding MSME development in the past, both at the national level and in the States. E n t r e p r e n e u r s h i p, both in policy and through government schemes, is considered as an employment issue, rather than as a vocation vital for wealth creation and sustainable development. It is more of a game of numbers, rather than a serious exercise in industrialization. Naturally, the MSMEs do not get the respect they deserve in the economy, and in the policy platforms. P.M. Mathew, director of ISED who edited the report said, hard decisions would be required for rebuilding the MSME system of the country. “The need of the hour

is for an alternative strategic approach focused on entrepreneurship, as a critical national resource besides setting up of a permanent ‘National Small Enterprise Commission’, mandated with vital roles such as inter-Ministerial coordination of knowledge, strategy development and policy co-ordination is required,” said Mathew. MSMER 2020 concludes that, the Keynesian model of solutions under a recessionary situation, as advocated by many, may be useful for the economy as a whole, but not much for the MSMEs. A selective strategy is more appropriate for them where its components are tailored according to the structure of the industrial system, consisting of various categories such as, vendor units, service enterprises, hard core manufacturing units, and tiny(bottom of the pyramid) enterprises.

India to allow export of 50L PPE suits per month

According to a notification by Directorate General of Foreign Trade, PPE medical coveralls for COVID-19 have been moved to the ‘restricted’ list for exports from the ‘prohibited’ list. domestic demand and avoid supply crunch in the country. Industry has been seeking the lifting of the ban in order to cater to the global demand. Urging the government to lift the ban on exports, the Apparel Export Promotion Council (AEPC) had recently said that several countries, like Bangladesh, Indonesia and Pakistan, have lifted ban on PPE exports and are receiving huge orders. “We are afraid to lose export markets to competing countries. The production of PPEs is more than sufficient to cater to the domestic needs and can be opened for exports,” said AEPC Chairman A. Sakthivel. The frontline workers wear the protective gears while working in a high-risk area, such as the emergency

department or those managing patients with severe acute respiratory infection. They should garb themselves in the full complement of PPE – N-95 mask, coverall, goggles, nitrile examination gloves and shoe cover, to save them from any exposure to the virus, according to health ministry. Meanwhile, on Sunday PM Modi had also touched upon his call for ‘Vocal for Local’ emphasising on the need of being self-reliant, in his monthly radio programme ‘Mann ki Baat’. He said, ‘People from all over India are writing, reiterating their support to the movement to make India self-reliant. Being vocal about local is a great service to the nation,” adding that “there is a new and strong opportunity for our generation and our start-ups.”

India plans incentives for auto companies to boost exports

Mumbai, Jun 29 (IANS): To pump up liquidity in the financial system, the Reserve Bank of India will conduct special ‘Open Market Operations (OMO) on July 2. The special OMO session will see simultaneous purchase and sale of government securities for Rs 10,000 crore. The operation is likened to the Federal Reserve’s ‘operational twist’ -- which involved swapping short-term treasury securities for long-term government debts conducted in 2011-12. The push, however, comes at a time when auto sales globally have been battered because of the coronavirus pandemic and demand may take a while to recover. Inputs on this have been sought from trade bodies such as the Society of Indian Automobile Manufacturers (SIAM) and Auto Components Association of India (ACMA), the sources said. DHAKA, JUN 29 (PTI): At least 32 people were drowned and many were missing on Monday when a ferry carrying over 100 passengers capsized in Buriganga river after it was hit by a bigger vessel in the Bangladeshi capital here, officials said. “It appeared to be an accident caused by negligence of the drivers,” an official of the Bangladesh Inland Water Transport Authority (BIWTA) told reporters. Rescuers feared several passengers were trapped inside the ferry which sank at around 9:30 am with nearly 100 passengers on board in the Buriganga river along the Shyambazar area of Old Dhaka. “Thirty two bodies have been retrieved so far. Search is on for the missing ones,” the BIWTA official said. According to news channels, the victims include five women and two children. The victims are yet to be identified. The ferry ‘Morning Bird’, which was coming to Dhaka from Munshiganj, capsized in the river after it was hit by another launch ‘Moyur-2’ near the Sadarghat launch terminal. Following the accident, the driver and other staff of Moyur-2, which was carrying some 1,000 passengers, immediately left the scene and went into hiding, police said. Navy and coast guard divers joined the fire service rescuers while a BIWTA sal-

and seven injured, including policemen, have been brought to Karachi’s Civil Hospital. The firing by militants caused panic among the people in the building. Some of the traders told television news channels that soon after the firing started, they huddled together in their offices and cabins as they were told to remain indoors. “We were scared about what would happen if these terrorists managed to enter the building…,” a trader said. Senior Police official Sharjeel Kharal said that the attackers were armed with automatic weapons and came with a mission to create a hostage situation. TEHRAN, JUN 29 (AP): Iran has issued an arrest warrant and asked Interpol for help in detaining President Donald Trump and dozens of others it believes carried out the drone strike that killed a top Iranian general in Baghdad, a local prosecutor reportedly said on Monday. While Trump faces no danger of arrest, the charges underscore the heightened tensions between Iran and the United States since Trump unilaterally withdrew America from Tehran’s nuclear deal with world powers. Tehran prosecutor Ali Alqasimehr said Trump and more than 30 others whom Iran accuses of involvement in the January 3 strike that killed Gen Qassem Soleimani in Baghdad face “murder and terrorism charges,” the semi-official ISNA news agency reported. Alqasimehr did not identify anyone else sought other than Trump, but stressed that Iran would continue to pursue his prosecution even after his presidency ends. Inter pol, based in Lyon, France, did not immediately respond to a request for comment. Alqasimehr also was quoted as saying that Iran requested a “red notice” be put out for Trump and the others, which represents the highest-level arrest request issued by Interpol. Local authorities end up making the arrests on behalf of the country that requests it. The notices can-

DSP Jamil said that none of the terrorists managed to enter the main trading hall or building and that trading did not stop even during the attack. PSX Managing Director Farrukh Khan said that the “number of people in the compound was lower than normal today as many people are still staying home due to the COVID-19”. Sindh’s InspectorGeneral of Police Mushtaq Mahar said that the bodies of the attackers have been taken into custody for investigation and forensics. “None of them managed to even get close to the main building. All four were killed at the entrance of the compound which leads to the PSX,” he said. Sindh Police surgeon Dr Qarar Ahmed Abbasi confirmed that seven bodies

“Explosives, hand grenades and even food supplies were recovered from the bodies of the gunmen, indicating that they had come with a plan for a long siege at the building,” the officer said. President Arif Alvi and Pime Minister Imran Khan condemned the terrorist attack and said that the country is determined to root out terrorism from its soil. The Balochistan Liberation Army (BLA) linked Majeed Brigade claimed responsibility for the attack. It was also behind Pearl Continental hotel attack in Gwadar last year in which eight people were killed. A senior official of the Counter-Terrorism Department said that one of the militants was identified as Salman, who hails from the restive Baluchistan province.

KABUL, JUN 29 (AP): A car bombing and mortar shells fired at a busy market in southern Afghanistan’s Helmand province on Monday killed 23 people, including children, a statement form a provincial governor’s office said. Both the Taliban and the Afghan military blame each other for the attack in Sangin district. Details of the reported attack could not be independently confirmed as the area, which is under Taliban control, is remote and inaccessible to reporters. The statement from the office of the governor, General Mohammad Yasin, did not provide further details and there was no claim of responsibility for the attack. A Taliban spokesman, Qari Yusouf Ahmadi, denied the insurgents were involved in the bombing. The Taliban claimed the military fired mortars into the market while the military said a car bomb and mortar shells fired by the insurgents targeted the civilians. The army also said there was no military activity in the area on Monday and that two Taliban fighters were also killed when the car bomb detonated at the marketplace. Livestock that the locals were selling on the market, sheep and goats, were also killed. A statement from the presidential palace said Afghan President Ashraf Ghani strongly condemned the “brutal and inhumane act,” and stressed that targeting civilians, especially children and adults, is against Islamic and human values.

with security guards and two of them were killed. The two others terrorists succeeded in entering the gate but were engaged in the compound of the building and were killed. The building and surrounding areas have been sealed and people were evacuated from the back door. According to some media reports, the attackers were reportedly wearing clothes usually worn by police officials while they are off-duty. President Arif Alvi and Pime Minister Imran Khan condemned the terrorist attack and said that the country is determined to root out terrorism from its soil. President Alvi, in a statement, said that terrorists will never succeed in their nefarious designs. Prime Minister Khan also condemned the attack and said that the entire nation is proud of the valiant personnel of the security agencies. Sindh Chief Minister Murad Ali Shah condemned the attack and said that it was “akin to an attack on national security and economy”. “Anti-state elements want to take advantage of the virus situation,” he said. Sindh province Governor Imran Ismail condemned the incident. “Strongly condemn the attack on PSX aimed at tarnishing our relentless war on terror. Have instructed the IG & security agencies to ensure that the perpetrators are caught alive & their handlers are accorded exemplary punishments. We shall protect Sindh at all costs,” he said on Twitter.

KARACHI, JUN 29 (PTI): Four heavily armed militants attacked the busy Pakistan Stock Exchange building here with guns and grenades on Monday morning, killing four security guards and a police officer before being shot dead in an exchange of fire, authorities said. The militants, who arrived in a car, opened indiscriminate fire and lobbed grenades at the main gate of the multi-storey building situated in the city’s highsecurity commercial hub as they tried to storm it. Armed with automatic machine guns, grenades and explosives, they tried to enter into the compound leading to the Pakistan Stock Exchange (PSX) building through a parking lot but security forces foiled their attack within the compound itself, Deputy superintendent of police (South), Jamil Ahmed said. “They lobbed hand grenades and opened fire initially at the compound entrance to force themselves into the compound but one of them was killed immediately and that pushed them back,” he said. The police and Rangers’ officials arrived at the scene and killed all the four terrorists near the entrance gates, Sindh Rangers said. Four security guards and a police sub-inspector were killed in the heavy exchange of fire at the PSX compound on Karachi’s I.I. Chundrigar Road, also known as Pakistan’s Wall Street, the police said. Two civilians were also killed in the attack.

ob Dylan‘s new album ‘Rough And Rowdy Ways’ has debuted at number two on the US Billboard charts, setting a new record in the process. Dylan now becomes the only artist to have achieved a Top 40 album in the US in every decade since the 1960s. As Billboard reports, ‘Rough And Rowdy Ways’ debuted with 53,000 equivalent units — his highest chart position for over a decade since 2009’s charttopping ‘Together Through Life’. It’s Dylan’s 23rd Top 10 album, and his 50th to get a Top 40 position. As the new record states, the legendary singer/songwriter now has Top 40 albums in the last seven decades – eight in the 1960s, 14 in the ’70s, seven in the ’80s, four in the ’90s, seven in the ’00s, nine in the 2010s, and now his first in the 2020s. In the UK, meanwhile, Dylan’s new album took the top spot, followed at No. 2 by Neil Young’s “lost” 1975 album ‘Homegrown’. Giving ‘Rough And Rowdy Ways’ a five-star review before its release, NME wrote: “The roots

of the erosion of US democracy plays out against a backdrop of counterculture revolution. Between flickering scenes from Dealey Plaza and Parkland hospital, Dylan widens the shot to take in the birth of rock’n’roll, The Beatles, Woodstock and Altamont, before unleashed a bombardment of musical, cinematic and social references stretching the entire 20th Century, like ‘We Didn’t Start The

Fire’ grew up and got a degree. “Bluesmen, silent movie clowns, soul queens, jazz greats, rockers, hippies and pin-ups – Dylan revels in a hundred years of creative progress as if in accusation of America’s immutable ideological savagery. JFK, he’s saying, was just the highest profile, on-camera bloodstain to be splashed across the stars and stripes.” (NME)

llie Goulding has announced details of a UK and Ireland tour for next spring. The singer will take her new album ‘Brightest

Blue’, which lands next month, on the road next April and May. The new album follows 2015’s ‘Delirium’, and is set to feature col-

he Indian Film Festival of Melbourne (IFFM) will take place between October 30 and November 7 this year, instead of August, due to the COVID-19 pandemic. IFFM 2020’s programme will be devised in line with public health guidance, with plans for a compact schedule taking place over a week. The festival will retain the Short Film Competition and the popular dance competition but the IFFM Awards Gala will be postponed till 2021. A new addition to the festival this year, in response to current challenges and opportunities, is the IFFM Film Club where fans of Indian films can enrol for a virtual masterclass with leading filmmakers discussing their works in detail. Functioning like a book club, the festival asks participants to watch a classic film, and they then have an opportunity to discuss the film at the virtual film

club with the filmmaker. Previously, the festival has hosted masterclasses with filmmakers including Rajkumar Hirani, Karan

Johar, Rima Das, Zoya Akhtar, Onir and Kabir Khan. “This is a unique intimate way for filmlovers to

stay engaged, entertained and educated while at home in these unprecedented times. We already have a strong line-up of

filmmakers from various parts of India,” said IFFM Festival Director Mitu Bhowmick Lange. (IANS)

The winners of this year’s awards will still be announced on that date, but a physical ceremony will no longer take place. Graham Davies, CEO, and Crispin Hunt, chair of The Ivors Academy, said: “As a community of music creators, The Ivors Academy has presented awards continuously for 64 years and 2020 will be no differ-

Organisers reportedly backed the move after extensive consultation with music bosses and broadcasters ITV. It was set to take place in February, but the coronavirus pandemic prompted them to push it back by almost three months. Confirming the move, BPI & Brit Awards Chief Executive Geoff Taylor said: “We want to make sure that The BRITs delivers the outstanding production levels, superstar performances and live excitement that make it the biggest night in music. “We believe that the best way to achieve this in 2021 is to move the show back a few months to May, and we are already at work planning a spectacular event that will remind us how important music has been in getting us all through these difficult times. Nominations for this year’s awards will still take place on Monday July 20, ahead of September’s event. Last year’s ceremony was dominated by the likes of The 1975, Mariah Carey, and Wiley, who were all awarded special ‘Gift Of The Academy’ awards. As well as handing out awards to those who were victorious in traditional categories such as Best Album and Best Contemporary Song, special prizes were given out in a handful of other categories. The 1975 were given the award for Songwriters Of The Year, with The Academy saying: “All at once daring, vulnerable and recklessly honest, The 1975’s songwriting on ‘A Brief Inquiry into Online Relationships’ stands out as a vivid picture of modernity. The top spot was taken by ‘Told You So’, taken from 2017’s ‘After Laughter’, and was followed by three other tracks from that album – ‘Hard Times’, ‘Pool’ and ‘Rose-Colored Boy’. Fifth place went to ‘I Caught Myself ’, which the band recorded for the 2008 ‘Twilight’ soundtrack. She was subsequently asked to reveal her top five tracks that didn’t feature on ‘After Laughter’ – with ‘Future’ (live), ‘Crazy Girls’, ‘Fast In My Car’, ‘Last Hope’ and ‘Ain’t It Fun’, all featured on the band’s 2013 self-titled album, securing the spots. Williams later added that she chose ‘I Caught Myself ’ because “the guys sound dreamy and i get to wail and flail to it”. In May, Williams released ‘Petals For Armor’, marking the Paramore front-

Inter Milan beat Parma 2-1 in Serie A Boxing camp to resume next month defence apart. Inter pushed Parma back after the break but the home defence, expertly marshalled by 38-year-old Bruno Alves, rarely looked like being breached except when Alexis Sanchez forced a rare save from Luigi Sepe. But six minutes from time, Lautaro Martinez headed a corner back into the area and De Vrij flicked it past Luigi Sepe to level. Pa r m a h a d Ju r a j Kucka sent off for dissent, lost concentration and left Bastoni unmarked to head in from a cross by fellow substitute Victor Moses three minutes later.

PARMA, Jun 29 (Agencies): Third-placed Inter Milan scored twice in the last six minutes through Stefan De Vrij and Alessandro Bastoni to snatch a 2-1 win at Parma in Serie A on Sunday despite a subdued display. The scarcely-deserved victory left Inter eight points behind leaders Juventus and four adrift of second-placed Lazio with 10 games each to play. Gervinho put Parma ahead with a solo goal in the 15th minute and, after a

subdued display, Inter suddenly burst into life when defender De Vrij headed an equaliser and substitute Bastoni grabbed the winner three minutes later. Inter had reserve goalkeeper Tommaso Berni shown the red card and ordered from the bench for dissent in the second half — his second dismissal of a season in which he has yet to make an appearance on the pitch. Inter coach Antonio Conte was suspended for accumulation of yellow

cards and his side, held to a 3-3 draw at home by Sassuolo on Wednesday, seemed to miss the ranting of their fiery manager on the touchline. They fell behind when Gervinho got to the byline, cut back inside to leave one defender on the ground then drove a low shot past Samir Handanovic. Andreas Cornelius, scorer of a hat-trick in Parma’s 4-1 midweek win at Genoa, missed two good chances to extend their lead as they pulled Inter’s

ICC to review World Test C’ship schedule New Delhi, Jun 29 (IANS): While everyone is waiting with bated breath for the ICC to announce the fate of the T20 World Cup in October-November, the international body is not just worried about the showpiece event in Australia. Another concern for them is the fate of the inaugural edition of the World Test Championship which is now set to undergo a re-scheduling with the coronavirus pandemic forcing postponement and cancellation of Test series. Speaking to IANS, an ICC official said the FTP (Future Tours Programme) will need to be worked on keeping in mind the current scenario which has made it almost impossible for countries to honour their bilateral commitments. But the same will be done only after understanding the overall impact the pandemic has on the FTP. “At this stage nothing has changed; whilst we understand how much cricket has been lost and when the T20 WC can be held. The disrupted FTP program would need to be collectively reviewed through to 2023 with a

view to rescheduling as much of the cricket that has been postponed due to COVID-19 as possible. “Discussions and decisions on the future of both the World Test Championship and the ICC Men’s Cricket World Cup Super League will be held at a later date when there is a greater understanding of the impact of the cricket that has been lost on the competitions,” the official said. An ICC board member confirmed that talks have been on regarding cancellation of Test matches due to the pandemic in the recent ICC meetings and the impact it will have ultimately on the Test championship.

But it will not be easy to rework the calendar and will take time. “Contrary to popular belief, discussions have also been had on other important things apart from the T20 World Cup. And as you are aware, the Test championship is something close to all members. The championship finally saw the light of day after being in the pipeline for quite a number of years. So, it holds an important place in the priority list of everyone as it is the format which needs attention. India currently lead the WTC table with 360 points, followed by Australia (296) and England (146).

Bologna push Sampdoria into deeper trouble

Bologna pushed relegation-threatened Sampdoria into more trouble in Serie A on Sunday by handing Claudio Ranieri’s side a third 2-1 defeat in eight days while Sassuolo were involved in another six-goal thriller, this time drawing 3-3 with Verona. Musa Barrow broke the deadlock for Bologna with a penalty in the 72nd minute and the Gambian set up the second for Riccardo Orsolini with a mazy run down the left three

Menon inducted in ICC Elite Panel

Dubai, Jun 29 (PTI): India’s Nitin Menon was on Monday included in the International Cricket Council’s Elite Panel of Umpires for the upcoming 2020-21 season, replacing England’s Nigel Llong. The 36-year-old, who has officiated in three Tests, 24 ODIs and 16 T20Is, is only the third from India to make it to the prestigious panel after former captain Srinivas Venkatraghavan and Sundaram Ravi, who got the axe last year. A selection panel comprising ICC General Manager (Cricket) Geoff Allardice (Chairman), former player and commentator Sanjay Manjrekar, and match referees Ranjan Madugalle and David Boon, picked Menon, who was earlier part of the Emirates ICC International Panel of Umpires. “It’s a great honour and matter of pride for me to be named in the Elite panel. To be officiating regularly along with the leading umpires and referees of the world is something that I always dreamt of and the feeling has yet to sink in,” Menon was quoted as saying in an ICC statement.

Kyrgios hits out at Zverev for partying

Nick Kyrgios

Melbourne, Jun 29 (Agencies): Australian Nick Kyrgios has hit out at Alexander Zverev after a video appeared to show the German dancing at a crowded club on Sunday despite the world No. 7 pledging last week he would be self-isolating. The video was posted on Instagram by German K Y M C

Alexander Zverev

designer Philipp Plein and later deleted. There was no indication when the video was taken. Zverev’s team have yet to respond to request for comment. Zverev, 23, took part in Novak Djokovic’s Adria Tour exhibition event in Serbia and Croatia where Djokovic, Grigor Dimitrov,

Borna Coric and Viktor Troicki all tested positive for the novel coronavirus last week. The German said he and his team had tested negative but would selfisolate and undergo regular testing. “So I wake up and I see more controversial things happening all over

the world,” Kyrgios said in an Instagram post. “But one thing that stuck out for me was seeing Sascha Zverev again man, again, again. How selfish can you be?” Kyrgios previously criticised the organisers of the tournament and hit out at governing bodies for their plans to restart professional tennis during the pandemic. D j o k o v i c ’s e ve n t saw crowds packed into stands for the opening leg in Belgrade, while players hugged and posed for pictures, attended news conferences together and played basketball during the Croatia event. Zverev was also pictured along with other players dancing at a club in Serbia during the event. “If you have the audacity to ... put out a tweet that you made your management write on your behalf saying you’re going to self-isolate for 14-days and apologising to ... general public for putting their health at risk, at least have the audacity to stay inside for 14 days,” Kyrgios said.

minutes later. Barrow then hit the post before Federico Bonazzoli headed one back for Sampdoria with two minutes left. Sampdoria, who lost by the same scoreline to Inter Milan and then AS Roma, dropped into 17th spot with 26 points, only one place and one point above the danger zone. Bologna are 11th. Sassuolo’s halftime substitute Jeremie Boga scored twice and Rogerio snatched an equaliser in the seventh minute of stoppage time as they fought back from 3-1 down to draw 3-3 at home to Verona, four days after holding Inter Milan by the same score. Darko Lazovic gave Verona a 51st minute lead in the mid-table clash, Boga levelled two minutes later but further goals from Mariusz Stepinski and Matteo Pessina put Verona in control. However, Boga curled another one in for Sassuolo in the 77th and Rogerio scored with a shot off the post deep into stoppage time to complete another dramatic fightback for the Neroverdi.

New Delhi, Jun 29 (PTI): The Boxing Federation of India’s plan to resume the national camp for Olympic-bound pugilists in Patiala is expected to materialise in the next couple of days as the “requisite permissions” are “finally coming through”. The BFI wanted to start the camp on June 10 originally but had been waiting to secure permissions from the state government and the Sports Authority of India (SAI). “The camp will be held in Patiala. Permissions are likely coming in the next couple of days and this time it seems, things will work out. By July 1, the boxers can start assembling, followed by quarantine and testing and then resumption of training,” a top federation official told PTI. “The paperwork is almost done, the logistics are a work in progress,” he added. T h e n i n e b oxe r s, who have qualified for the Tokyo Games are Amit Panghal (52kg), Manish Kaushik (63kg), Vikas Krishan (69kg), Ashish Kumar (75kg), Satish Kumar (+91kg), MC Mary Kom (51kg), Simranjit Kaur (60kg), Lovlina Bor-

Mary Kom

gohain (69kg), and Pooja Rani (75kg). The BFI will be conducting a joint camp for both the men and women, whose training base has been the national capital since 2017. All the boxers have been training at their respective homes ever since sporting activities came to a halt in mid-March owing to the COVID-19 outbreak, which has caused more than 16,000 deaths in India and wreaked havoc globally. As per the SAI’s safety protocols for training, boxers have been barred from doing human sparring, told not to access the ring and use their personal equipment for all forms of training to negate the threat of the virus. They will be offered cover for COVID-19 in

their medical insurance, as per the SOP made by the BFI. The boxers and the federation will also have to sign consent acknowledging the risk of resumption before being allowed back at the SAI centre. The federation remains optimistic about conducting its national events in the usual window of October-November and has also bagged the hosting rights of the Asian Championships, tentatively planned for December. In its SOP, the BFI has stated that boxing events in the country, as and when they resume, will be held without spectators at wellventilated instead of airconditioned venues where officials above 60 years of age won’t be allowed inside competition arena owing to the coronavirus threat.

Germany’s Gomez hangs up boots Stuttgart, Jun 29 (IANS): Former Germany striker Mario Gomez has called time on his illustrious career after helping club Stuttgart gain promotion back in the Bundesliga. Despite suffering a 1-3 defeat in their last league game against Darmstadt, Stuttgart finished second on the Bundesliga 2 table, thus securing promotion in the top-division. “I’m very grateful for the time I had at Stuttgart. It was always my biggest dream to give something back and to end my career, that I couldn’t have imagined, here,” Gomez was quoted as saying by Sky Sports. This was Gomez’s second stint with Stuttgart, having earlier represented the club between 20032009. He had also won the Bundesliga title with them in the 2006/07 season. Gomez went on to spend multiple trophy-laden years with Bayern Munich, for whom he played till 2013 after leaving Stuttgart in 2009. He won the league title twice, DFB-Pokal Cup two times and was also part

Gomes set to leave Man Utd

L o nd o n, J u n 2 9 (Agencies): Ole Gunnar Solskjaer has confirmed that highly-rated youngster Angel Gomes is yet to sign a contract extension and looks set to leave Manchester United. The highly-rated 19year-old came through United’s academy and made his debut aged 16 in May 2017, becoming the youngest player since Duncan Edwards to feature for the first team. However, contract talks between Gomes and the club reached a roadblock, with Solskjaer now expecting the United midfielder to leave when his contract expires on Tuesday. When asked if Gomes would be leaving the club, Solskjaer responded, “I’ve not heard from him last night or this morning so it seems like they haven’t managed to agree anything. The answer is probably short - yes.” Gomes has appeared twice off the bench in the Premier League this season, while starting three times in the Europa League.

Besiktas. The German journeyman then had a two-year stint with Wolfsburg before returning to Stuttgart. Gomez was also part of the German national team that finished third at the 2010 FIFA World Cup in South Africa. He,

however, missed out on playing the 2014 edition of the showpiece event due to injury, which Germany went on to win in Brazil. In total, he played 78 matches for the national team between 2007 to 2018, scoring 31 goals in the process.

Barca planning to sack Setien Barcelona, Jun 29 (Agencies): Barcelona are prepared to sack Quique Setien as manager unless results drastically improve and they win the Liga title or Champions League this season, Goal has learned. The veteran coach, who only took the Camp Nou job in January as replacement for Ernesto Valverde, has lost the confidence of the Barca dressing room, while the club’s board are also unhappy with recent performances. Unless Barca’s displays for the remainder of the 2019-20 campaign have a significant upswing, it is understood that it is inevitable Setien will leave his post in the summer. The former Real Betis manager was given a twoand-a-half-year contract in January, however as things stand he will not be able to see out more than a few months of this deal. Player power at Barcelona is strong - led by stars such as Lionel Messi and Gerard Pique - and the dressing room has turned

Quique Setien

against Setien due to confusion at his tactics and unhappiness at his comments in the press. They are also unhappy with Setien being too hands-on in training - similar to how Real Madrid’s stars turned against Rafael Benitez before he was sacked and replaced by Zinedine Zidane - while the assistant manager, Eder Sarabia, is also a very unpopular figure. Setien has also lost the confidence of the board, who hoped the coach would help smooth things over after Valverde’s departure - however poor results and negative football has en-

sured this has not been the case. What could save his job, however, is the fact that Barcelona could still end the season as La Liga and Champions League winners - they are only two points off league leaders Real Madrid, and have a round of 16 second-leg clash with Napoli to come in August, having drawn 1-1 in the first game before the cup was suspended due to the coronavirus pandemic. Setien was never the first choice after Valverde’s sacking, with Ronald Koeman and Xavi Hernandez both turning down the job before the 61-year-old was appointed. K Y M C

L o n d o n, J u n 2 9 (Agencies): Kevin de Bruyne’s first-half penalty and a superb strike by Raheem Sterling after the break earned holders Manchester City a comfortable 2-0 away win at Newcastle United in the weekend’s last FA Cup quarter-final on Sunday. City’s domination of the first half was absolute

and the only surprise was it took a penalty for them to lead at halftime, De Bruyne slotting home in the 37th minute. Newcastle did improve marginally after the break and substitute Dwight Gayle somehow missed a gaping goal. One minute later Sterling curled home a delightful effort to seal City’s prog-

Root set to miss 1st Test against WI Lewis Hamilton targets Schumacher’s record

Joe Root

London, Jun 29 (IANS): England captain Joe Root is set to miss the first Test against the West Indies next week as he will attend the birth of his second child, a BBC report said. Ben Stokes is set to captain England for the first time in Root’s absence. The three-Test series between the two teams will

mark the resumption of cricket after the sport was suspended in March due to the coronavirus pandemic. Root’s wife is expecting a baby around similar time as the first Test and if Root attends the birth of his second child then he will have to go under mandatory self-isolation before joining the team again. Veteran

England fast-bowler Stuart Broad batted for all-rounder Stokes to lead the side in the first Test against West Indies. Broad believes Stokes is well-equipped to captain the team in Root’s absence as he has a ‘good cricketing brain’ and there won’t be any pressure on him considering he will wear the armband for just one match. “Stokes will be fine. The toughest part of the job is off the field, lots of extra meetings and planning, which he won’t have to get involved in,” Broad told reporters in a virtual news conference. “He has a great cricket brain, he has grown and matured over the last few years so captaining one game will be easy. There won’t be much pressure as he’s not being judged over a long period of time. I have no doubts he will be brilliant.”

Spielberg, Jun 29 (IANS): Defending champion Lewis Hamilton will be targetting Michael Schumacher’s record when Formula One returns this week after the 2019-20 season was savaged due to coronavirus pandemic. Austria’s Red Bull Ring in Spielberg will play host to the first race of the season, which otherwise would have been the 11th race on the normal calendar. Six-time champion Hamilton, who is gunning to equal Schumacher’s alltime record of seven titles, stated everyone will have to follow changes put in place by the authorities for the sport to operate successfully in the wake of the pandemic. “We are preparing the best way we can for what is going to be the most difficult season that Formula 1 and all of us has expe-

rienced,” Hamilton told Mercedes earlier this week as per Sky Sports. “With the difficult times that we’re facing and the changes that we have to make in order to operate.” Several laws have been put in place for safety of everyone involved which

will see the F1 in a brand new avatar altogether. Four-time champion Sebastian Vettel, who had earlier announced that this will be his final year with Ferrari, expressed his happiness with the prospect of getting back on the circuit after the long enforced

break. “We’ve been waiting now for quite a long time - and it has started to feel like a long time,” Vettel told Ferrari as per Sky Sports. “Having a tease in Mugello was nice but getting back in the real car for the real thing is definitely what we are looking for-

ward to. Going racing, competing with the others “Austria is a place that I like and a circuit that I like so it’s good to know that we are finally allowed to get back,” he added. The 2020 season will kick off with the Austrian Grand Prix at the Red Bull Ring on July 5, followed a week later by a second race at the same track on July 12. The Hungarian Grand Prix will take place a week after that, before a break. Then there will be two back-to-back races at Silverstone (August 2 & August 9), followed by the Spanish Grand Prix at Barcelona (August 16). The Belgian Grand Prix will follow that on August 30, with the Italian Grand Prix at Monza a week later on September 6. All the races will be supported by Formula 2 and Formula 3.

Real Madrid’s Karim Benzema in action during their match against Espanyol.

M a d r i d, J u n 2 9 (Agencies): Real Madrid’s Karim Benzema produced an audacious backheeled assist for Casemiro to score as they beat Espanyol 1-0 away on Sunday to capitalise on Barcelona’s slip-up a day earlier and move two points clear at the top of La Liga. Brazilian midfielder Casemiro slid to the ground to guide the ball home on the stroke of halftime after being played in by a stroke of genius from Benzema, who dragged the ball through the legs of his marker Bernardo Espinosa

to find his team mate. Casemiro ran straight to Frenchman Benzema to thank him for the pass and dedicated the goal to him. “The goal belongs to Karim. We’re used to the quality he brings to his play and I had to celebrate it with him because it was all down to him,” Casemiro said. “We know how good he is and that’s why I called for the ball as I knew he would lay the ball off to me.” Coach Zinedine Zidane added: “I’m not surprised by what Karim did

at all, he is a player who keeps inventing things on the pitch and his control and backheel was super. It might be the best piece of play of the season.” Real’s players embraced each other when the final whistle arrived to signal a fifth consecutive victory which took them top on 71 points after 32 games. Barca, who were held to a 2-2 draw at Celta Vigo on Saturday, are second on 69. Espanyol, playing their first game under caretaker Francisco Rufete after he became their fourth

manager of a troubling campaign, remain rooted to the bottom on 24 points. Casemiro was Real’s most dangerous player and nearly opened the scoring early on with a wild shot from his own half which forced Espanyol goalkeeper Diego Lopez to scramble back towards his line and push the ball away. Casemiro then somehow missed the target with a header when he appeared unmarked from close range, but he soon made amends thanks to the quick-thinking of Benzema. “This is how I see football and I could see Casemiro arriving,” added Benzema. “It was a nice assist but the goal was more important, Casemiro did well and got us three important points after a very difficult game.” Real looked in control for most of the match but had to endure two nervy moments in the final stages. Espanyol’s Espinosa was inches away from connecting with a ball which flashed across the face of goal while Real defender Marcelo was forced to block a shot in added time which he almost deflected into his own net but the ball skidded wide.
