Sukhalu clarifies on ANATG issue

DIMAPUR, JUN 29 (NPN): Advisor School Education, K.T. Sukhalu has deemed it necessary to inform public about the facts on current ongoing agitation by the All Nagaland Adhoc Teachers’ Group (ANATG-2015 Batch), while also making a final appeal on the members of ANATG, reports DIPR. He pointed out that many ad-hoc/contract graduate teachers, primary teachers, Hindi teachers, drawing teachers, language teachers, lab assistants and PETs were appointed by the department in the past. He said government decided to regularise the services of the teachers and for which a committee was constituted to conduct Suitability Test. As per the notification, the minimum qualifying year for eligibility was set at three (3) years of service as on December 31, 2015. He disclosed that ad hoc employees appointed between 2009 to 2015, including absentees and failed candidates in previous tests, were also allowed to sit for the Suitability Test as indicated by the P&AR

Three tribe hohos flay attack on AR DIMAPUR, JUN 29 (NPN): Three tribal hohos-United Sangtam Likhum Pümji (USLP), Yimchunger Tribal Council (YTC) and Eastern Sub-Sumi Hoho (ESSH)-- Friday strongly condemned the attack on Assam Rifles personnel on June 28, at Tükudeko nallah, 6km away from Ngoromih, Kiphire district, where one of the jawans was injured. In a joint statement, ESSH president, Vikato, YTC president, Shelimthong, and USLP vice president, K Tsilise Sangtam, appealed to all the Naga National Political Groups to restrain from any type of violence. department on October 21, 2016. Sukhalu said in response to the Writ Petition filed by ACAUT and Public Service Aspirants of Nagaland (PSAN), the Gauhati High Court passed an interim order in July 2017 against the impugned Office Memorandums restraining the government from “regularising any contract appointments.” In lieu of the court restraining order, he said the cabinet decided to defer regularisation in pursuance of the OM dated August 11, 2016. He said P&AR department on March 6, 2018 then notified that no proposals for regularisation of the above should be sent to the P&AR till the Writ Petition was resolved by the Court. However, he said that on receipt of representation from ANATG for regularisation, the matter was endorsed to P&AR on April 10, 2018 for further examination. He said P&AR then conveyed that as notified by a circular dated April 6,2018 “no proposal are to be initiated for regularising the service

ity Test but for the Court order. In such a situation, he said it was unfortunate, that ANATG have resorted to go on hunger strike in demanding regularisation of services through other available options. Sukhalu expressed deep regrets that ANATG are resorting to such agitations despite the government’s best efforts for regularisation. He said extremely poor results of government schools, where members of ANATG are teaching, was probably furthest from their minds. Sukhalu said citizens will agree that career of students cannot be compromised and warned that government will not hesitate to take action against those who agitate on nonissues. Prior to the ongoing hunger strike, ANATG had launched phase-wise agitation in the form of pen-down strike, mass casual leave, boycotting classes and sit-in demonstration at school education directorate to press demand for service regularisation of 1166 ad hoc teachers appointed till December 2012 in the state.

Phenshunyu VC wants BSNL tower dismantled

DIMAPUR: Phenshunyu Village Council (PVC) members in its executive meeting resolved that the BSNL tower which was constructed in the village should be dismantled, as it is not serving the purpose for which it is erected; rather it was creating problems for the villagers. A press release issued by PVC chairman, John Semy stated that the BSNL tower erected at Phenshu-

nyu village is of no use to the public, its utility is zero since its installation. PVC said that the backup generator set supplied is a defective one and the 25KVA transformer brought for power supply to the tower “is lying rotten”. No technician had visited the site to rectify the fault, it said. The council stated that the tower of such height upon the highest elevation at the heart of the village

causes a lot of problems, especially during thunder and lightning. It added that the tower had no lightning conductor installed, due to which the village transformer is destroyed every now and then whenever there was heavy lightning. The council lamented that the transformer was destroyed recently, and the villagers were in total blackout when the whole world was watching the World Cup.

Mass rally against Citizenship Bill

Guwahati, Jun 29 (PTI): The brewing discontent against the Citizenship (Amendment) Bill, 2016 surfaced yet again in Assam Friday as various organisations, including a students’ union, took to the streets here, urging the government to accord constitutional safeguards to the indigenous people. People from different walks of life joined the protest rally that was taken out from Latasil Field here and culminated at Assam Engineering Institute playground, a member of All Assam Students’ Union (AASU) said. The Bill is “unconstitutional and unacceptable”, it will put the identity of local people at stake, AASU Advisor Samujjal Bhattacharya said. “The only solution acceptable to us is the revocation of the Bill. We urge the opposition parties to push the government in that direction,” the AASU leader said at the protest meet, organised by 29 indigenous organisations.

Activists of All Assam Students Union take part in ‘Gana Satyagraha’ protest rally against the Citizenship Amendment Bill 2016, in Guwahati on Friday. (PTI)

The north-east region is not a “dumping ground” for illegal Bangladeshis, Bhattacharya said. “Assam Chief Minister Sarbananda Sonowal had been saying that people of the state should have faith in the government, but we are worried as the existence of tribal people here has come under

threat,” he stated. The bill, introduced in the Lok Sabha to amend the Citizenship Act 1955, proposes to make illegal migrants of six communities -- Hindus, Sikhs, Buddhists, Jains, Parsis and Christians -- eligible for Indian citizenship after six years of residence in the country.

The central government should initiate a bilateral dialogue with the Bangladeshi government to ensure deportation of Bangaldeshis, who have been putting up illegally in the region, he said. “It is high time the debate over the controversial Citizenship Bill is put to rest. The Centre should introduce constitutional safeguards to protect the identity of the people and this includes an inner line permit in north-east states, taking into consideration the local conditions,” Bhattacharya added. A Joint Parliamentary Committee (JPC) on the bill had visited Guwahati and Silchar in May to gather views of political and social organisations as well the general public on the proposed amendment. Opinions on the Bill, however, appeared divided in Assam, with people in Barak valley voicing support to it, while those in Brahmaputra valley opposing the amendment tooth and nail.

Aizawl, Jun 29 (PTI): The Mizoram Assembly on Thursday unanimously adopted a resolution opposing the Citizenship (Amendment) Bill, 2016. The Bill, introduced in the Lok Sabha to amend the Citizenship Act, 1955, proposes to make illegal migrants of six communities — Hindus, Sikhs, Buddhists, Jains, Parsis and Christians — eligible for Indian citizenship after six years of residence in the country. The resolution, moved by State Home Minister R. Lalzirliana, impressed upon the Centre that the Bill, if enacted, would be harmful to States like Mizoram where a large number of illegal Buddhist migrants from Bangladesh reside. He said the Bill, seeking to make illegal migrants eligible for Indian citizenship on the basis of religion, was against the principles of secularism and “amounted to patronage of some religions”.

IMPHAL, Jun 29: Teachers of Manipur University, who had joined the stir demanding removal of university’s incumbent vice chancellor prof. Adiya Prasad Pandey, resolved not to extend any cooperation till the issue is settled. The entire academic and administrative activities in the University remained paralyzed since May 30 after students resorted to indefinite strike under the aegis of the Manipur University Students’ Union. At an emergency executive committee meeting held Friday, MUTA unanimously adopted not to extend any kind of cooperation to the VC and other statutory officers of the university till the current impasse is solved. It also resolved not to accept in-charge- of vice chancellor and other administrative positions by any of the members of MUTA till the present crisis is settled. MUTA will also carry out a rally on Saturday in the university campus.

ITBP vehicle crushed by rocks in the landslide.

Itanagar, Jun 29 (PTI): Four ITBP personnel were crushed to death when a huge boulder, loosened by monsoon rains, rolled down a mountain and hit their vehicle on the Basar-Akajan road in Lower Siang district of Arunachal Pradesh today, police said. The incident occurred at around 2.30 pm about 5 km from Likabali, the district headquarters of Lower Siang, when they were on way to it from Basar in West Siang district, police said. The boulder rolled down the mountain slope and smashed the mini bus carrying 20 ITBP personnel.

Four ITBP personnel died on the spot. So far, three bodies have been retrieved by a joint rescue team of the ITBP and the state police, who are being assisted by locals, Lower Siang superintendent of police Singjatla Singpho said. This is the second landslide-related incident in the state within five days. The toll due to landslips this monsoon has risen to nine. He said the vehicle had to slow down as the condition of the road is very bad and was hit by the boulder. The SP said eight other personnel were injured, including two seriously.

The seriously injured have been shifted to the Army hospital at Likabali, while the personnel with minor wounds were treated at the local community health centre. “A rescue operation is difficult in the area due to stones rolling down from the mountain,” Singpho said, adding the identity of the dead ITBP personnel was yet to be confirmed. On June 24, five labourers were buried alive when a retaining wall of an under-construction RCC building collapsed on a labour barrack at Donyi Colony here.

Nagaland Post Vol. XXVIII NO. 203 Dimapur, SATURDAY, JUNE 30, 2018

T

Misdirected anger

here have been several people killed/lynched during the recent months merely on suspicion of being child lifters. The nearest was the June 8 fatal cold blooded beating of two youths from Guwahati Nilotpal Das, a 29-year-old sound engineer based in Goa, and his friend Abhijit Nath, 30, by a mob in Karbi Anglong. The alarm against child lifting and those involved is based on facts but there is no justification for all the hysteria. Even as cases of child lifting happen on a wide scale, various NGOs and other voluntary organizations continue to fight the crime. Eventually most kidnapped children are sold off to various people and very few end up in good homes. There is a huge demand for underage children especially for the growing sex industry at home and abroad. This makes child lifting and trafficking indeed not only a major crime but also a major concern. The growth of crime syndicates continue despite the much hyped measures and little successes met. The issue of child lifting and trafficking poses serious challenge on society people need to sit up, take notice and respond. Scores of children are trafficked each year from the north east. Several social organistions have made studies about the crime which threw up some startling. The facts reveal that many young boys and girls from the region disappeared under mysterious circumstances. Many children have been rescued from the clutches of child lifters operating under the cloak of charitable or religious organizations. Many children from the north east end up as orphans in south and western India. Approximately around 300 to 500 children from the north east are reported to be missing during the past two years. Within Nagaland, a majority were from Dimapur then followed by Kohima, Mokokchung, Wokha, Peren, Kiphire and Zunheboto. Not all children are kidnapped though a number are sold by poor parents and end up working as domestic hands or as unskilled labour. Nearly 60% of children who disappear or are kidnapped belong to the age group of 11 to 14 years, while less than 25% were below 10 years and 25% were in the age group of 1518 years. There were many children who have been reunited with parents after being kept in orphanages and not allowed to have any contact with parents nor allowed to go home. Of the nearly fifty thousand children reported missing each year throughout the country, hardly a dozen or so are found. In order to protect and safeguard the lives of the children, the parents, teachers and the institutions have to play a major role to ensure that they remain safe. It is also equally important that offenders who commit crimes against children should be awarded the severest of punishments besides quarantining them from society so that they are prevented from preying upon the lives of the innocent and helpless section of society. The difficulty faced by society in protecting the children becomes more when preventive measures are not taken and when offenders are not made accountable. Spreading awareness about child trafficking and the modus operandi is necessary especially in the rural areas where gullible parents and guardians are duped into believing that the kind benefactor is doing all for the love of God. It is time that such crimes prick the conscience of those who control the police administration across the country.

DailyDevotion The Strictest Discipline If your right hand causes you to sin, cut it off and cast it from you; for it is more profitable for you that one of your members perish, than for your whole body to be cast into hell. —Matthew 5:30 Jesus did not say that everyone must cut off his right hand, but that “if your right hand causes you to sin” in your walk with Him, then it is better to “cut it off.” There are many things that are perfectly legitimate, but if you are going to concentrate on God you cannot do them. Your right hand is one of the best things you have, but Jesus says that if it hinders you in following His precepts, then “cut it off.” The principle taught here is the strictest discipline or lesson that ever hit humankind. When God changes you through regeneration, giving you new life through spiritual rebirth, your life initially has the characteristic of being maimed. There are a hundred and one things that you dare not do— things that would be sin for you, and would be recognized as sin by those who really know you. But the unspiritual people around you will say, “What’s so wrong with doing that? How absurd you are!” There has never yet been a saint who has not lived a maimed life initially. Yet it is better to enter into life maimed but lovely in God’s sight than to appear lovely to man’s eyes but lame to God’s. At first, Jesus Christ through His Spirit has to restrain you from doing a great many things that may be perfectly right for everyone else but not right for you. Yet, see that you don’t use your restrictions to criticize someone else. The Christian life is a maimed life initially, but in Matthew 5:48 Jesus gave us the picture of a perfectly well-rounded life— “You shall be perfect, just as your Father in heaven is perfect.”

Post-mortem

Who is responsible for traffic jam In quest for Food Security and lack of sanitation in Kohima E

K

ohima the capital of Nagaland which serves as an umbrella for all the tribes of the state needs an urgent civic action. Two things which I believe should be at the top of priority list are “Traffic Jam and Sanitation.” For a decade or more, traffic jam has been a big obstacle that has always hindered the citizens to reach their offices or to accomplish itinerary on time. For instance, in a place where ambulances are limited, it has been one of the important reasons that have failed to meet the urgency of the patients to reach hospital on time. In a hilly topographical state like Nagaland, roadways are supposed to be the fastest means to reach one’s destination. But unfortunately the capital of Nagaland which is the heart and mirror of the state of Nagaland is as slow as a snail, slagging and sliding — hampering every progress possible to be called a progressive state. Roads and communications are the mother of all progress. To tackle the worsening situation of traffic which is deteriorating every year with the rise of vehicles and taking the difficult terrain into consideration, a solution is a must to ease and uplift the state. Besides many reasons and causes behind the heavy traffic jam and un-sanitized surroundings, I would like to highlight some of

N

the causes that need immediate measures to ease the problem challenging us. 1. The first and foremost problem, adding to heavy jam particularly in highways and neighbourhoods are — Building of roadside residence without any parking lot and thus making public road as their parking zone and parking of vehicles on both sides of the public road, making it four land road in spite of no road situation. 2. Secondly, selling of fruits and vegetables by vendors near the parking zone and occupying half of the entire footpath making it inconvenient for pedestrians to walk at the same time contributing to vulnerability of accidents, as experienced at the recent case of Fire Brigade vehicle colliding with the parked taxis and a gypsy parked in the roadside. The injury of the drivers and people involved are no doubt termed unfortunate, however the cause was congested road amongst all other reasons and failures of system and maintenance. In addition to it, footpaths and roads have become a litter zone. Eating of such fruits and vegetables will add no health benefits for the buyers as well. Awareness and promotion of hygienic food supplement needs to be given importance at the earliest. 3. The other reasons to be taken seriously are building of

enormous Complexes, Hospitals, and Churches without any parking lot. 4. Another serious cause is building of schools and colleges within town centre without parking zone. Except on Sundays, the schools are open for the rest of the week days. In other words, buses and vehicles engaged for school and college duties clog the road making it narrow and prone to accidents. 5. Unattended drainage system has become one of the authentic causes of serious health hazards. Adding to it is the opening of sceptic tanks through improper drainage channel, which must be immediately stopped and every citizens must opt to build either proper soak pit or use cesspool vehicles for better and clean livelihood. 6. The flow of electricity wire and water pipe which are tightly twined together and flying over the public roads and buildings at short distance is another concern that needs to be sort out at an earliest. Out of many inconvenient issues that a citizen faces, to sum up, let me in brief highlight some: Changes in a society start from an individual’s effort and one’s own family (or rather one’s home) that one comes across daily. It is high time that every citizens or authority concerned takes

the responsible to keep the surroundings clean and particularly KMC to make necessary arrangements at an earliest without delay. To be mindful to take up constructions which has parking zone will be of great help to the citizens for free flow of travels and access to work on time. One should be mindful even while blowing horn in the middle of traffic jam or while in a moving vehicle provided it is on a turning point, because everyone is as busy as the one who is blowing horn trying to head for one’s purpose- “In short, driving ethics he maintained.’’ Public and private property must be sincerely identified. Traffic jam and unclean surroundings has not only slowed down the development of Naga Society but it has also affected live species to sickness, hazardous health problems and death. Every citizen is to be blamed for the fall of a society or nation and likewise to be credited for the rise of it. Civic sense is the only means to bring advancement in the society as there is no substitute to it. Therefore, every citizen must make an effort today to keep the town “Green, Beautiful and Human Friendly” for — Today, Tomorrow and Always.” Hoshito Assumi, concerned senior citizen, Lower Chandmari colony, Kohima

arth scientists are of the opinion that our mother Earth can carry and sustain 2-3 billion people at a good standard of living over a long term. This is only the population of China and India combined as the world population at present is 7.6 billion. In such a placed situation, we cannot expect any produce, be it agricultural or industrial to be pure and fresh unless it is our own field grown or produce. So we are not only confronted with food insecurity but also with food adulteration and safety. Everything from rice to apple to banana to fish and meat is in one way or the other inorganically treated and adulterated. Today we are awaken to this fact through the detection of formalin in fish. But tomorrow we are likely to forget and forgo it and start eating as production is not in our hands. Therefore, our immediate concern is food adaptation with what is locally available with us. During drought and famines our ancestors they say survived on wild tubers, fruits and leaves. Having said this I want to press home one food security measure that will be locale and long term. Doyang Hydro Electric Project reservoir, Wokha is a vast and deep expanse of about 20-25 kms and is at a confluence of two big rivers- Doyang and Chubi which are both very good fish breeding grounds and home to the threatened Masher species. I am of the strong opinion that this sea like water surface can be used to augment our need for fish with the inputs from fishery experts, which otherwise is being kept untapped. Daily fish catch at the reservoir has drastically gone down to 200-300 kgs whereas some years back a single fish monger could collect 3000 kgs in a day. And so with technology intervention in breeding and harvesting this reservoir will tide over to some extend our demand for fish. There are some acute local problems that need to be addressed like use of dynamite, welfare measures, marketing etc . But this locality is also the home of the famed Amur Falcon preservation and protection campaign and with intervention by the government, these local problems will also be solved. Dr. N. Naga nationalism and Naga integration: An observation

ationalism is one of the most misunderstood terms. Perhaps, it is no wonder that the terms “Nation” and “Nationalism” are rampantly used and abused by scholars, politicians, journalists, armed groups, government, and the mass multitude in general. The purpose of this article, however, is not to rectifying the follies of such abuses. Rather, I’d want to highlight two indelible nuances that are especially relevant to the context of Naga Framework Agreement or Naga ‘Solution.’ It is essential to understand these nuances because without grasping such subtleties, one can only have an incomplete understanding of the political significance of nationalism. Most importantly, it will enable readers to better understand the realities of what we, ‘Nagas’ constituting in Nagaland, Manipur, Assam, Arunachal Pradesh and Myanmar, are demanding and expecting out of deals made with the Union Government of India. This is done primarily to clarify and differentiate between what is possible and what is not, which the prevailing narratives seem to, advertently or inadvertently, overlook. The first is that ‘nation’ and ‘nationalism’ are human inventions and constructions. They can be either invented or constructed. They are not something that already exists prior to human existence. Certainly, people do invoke religion, as well as customs and traditions since ‘time immemorial,’ etc., to justify the existence of a ‘unique nation’ with ‘unique history’ along with its ‘uniqueness.’ Yet, this does not change the fact that concepts such as nation and nationalism are inventions/constructions— see the case of Scotland, Hungary, Wales, Switzerland, German, Nigeria, and even India. If one is honest, one must admit that Naga ‘nation’ is itself an invention, since nowhere in the recorded Naga tribal history indicate that ‘tribes’ shared one identity and/ or were unified under that specified distinctiveness. To invoke (as is habitually done by Naga politicians, Naga Nationalist armed groups, tribal apex bodies, and by a majority of Nagas in general) religion, customs and traditions since ‘time immemorial,’ etc., is to be insincere and disingenuous to one’s own history and identity. Even the term ‘Naga’ (and its various derivatives) is

foreign, a derogatory term intended to generalize and stereotype the tribal people (i.e. ‘Nagas’) habiting in the hills, between the valleys of Assam and Myanmar. Thus, because ‘nations’ are inventions, one must also question the genuineness of those—such as a majority of Naga politicians, Naga nationalist armed groups, Naga activists, NGOs—who appeal to religion, traditions, customs, etc. as justifying factors for Naga nation and nationalism. No doubt, the inventions of traditions and customs for the purposes of nationalism are not new phenomena. Such inventions have served well for Hungary, Scotland, Germany, and so on. But, for some reason, we have managed to make a mess out of it. Instead of uniting, we have managed to invent a nation that is riddled with divisions; and instead of inventing a unified and all-encompassing identity, we have tribes where our first and foremost loyalty go toward our own tribes. It is, therefore, not surprising that the issue of ‘sovereign nation-state’ (which is the fundamental basis of Naga Nationalism) has been sidelined, i.e. a subtle way of saying it has been ‘given up,’ as one of the essential preconditions for the ongoing Framework Agreement. No doubt, those involved in the talks will be vague and duplicitous in their statements about ‘sovereign nation-state’ and would assert in public that the said matter is on the table. To openly declare that the issue of ‘sovereign nation-state’ has been ceded would mean the extinction of the copious Naga Nationalist armed groups whose existence is built on their demand for ‘Sovereign Naga Nation-state.’ So, why would they even bother to publically admit such inconvenient facts? The second, which is an extension of the first, relates to the issue of ‘Naga integration;’ that is, integrating all the Naga inhabited areas (Nagaland, Manipur, Assam, Arunachal, and Myanmar). With this regard, it is essential for us to admit that the creation of states from the then Assam state was a huge setback for Naga nationalism. What it did was to basically create artificial boundaries, thereby constructing new identities such as Nagaland, Manipur, Assam, Arunachal. These identities are intrinsically based on the Principle of Inclusion and Exclusion, the

principle of division, and on the perception of ‘us’/‘them.’ Hence, the ‘Naga,’ as a reality and identity, was robbed of its substance, its quality. Without such substance (that is, with the division of Naga population disbursed across several territories), the impetus and energy of Naga nationalism were subdued. This practically assured that Naga nationalist movement and its demand for an independent and sovereign nation-state, encompassing all the Naga inhabitant territories, will not come to pass. And it still has not. The creation of states and its arbitrary boundaries constructed a new psyche, framed on the basis of inclusion and exclusion in which people in each respective state perceive and identify themselves as citizens of Nagaland, Manipur, Assam, Arunachal, or Myanmar (and not as Nagas). Regardless of what we claimed before the bifurcation, the division established new identities. This fact needs to be grasped. What these divisions did was to create not just physical and geographical barriers, but also emotional and spiritual “distance.” Perhaps this is what is most damaging to the idea of Naga nation-state and Naga integration. The spiritual (not to be confused with religion) and emotional “nearness” (as opposed to “distance”), is an essential element of the fruition of nationalism. Without emotional and spiritual connectedness and closeness, the bond of fellowship and brotherhood required for the sustenance and culmination of any nationalist movement is not conceivable. And without a sense of brotherhood and fellowship, no nationalist movement can succeed. Such sense of separation, not just physical but also, most importantly, absence of emotional and spiritual nearness, created a sense of “otherness” and “distance” which was absorbed at the Subconscious level. The perception of distance and otherness is the manifestation of inclusion and exclusion, us/them, indigenous Naga/non-indigenous Naga, nationals/aliens. Once the notion of inclusion and exclusion, otherness, and distance is immersed into our subconscious, they become part and parcel of us as individuals and people. In other words, they become part of our nature. This is important to assert because our subconscious influences our “real” feelings and actions.

Our actions and feelings, in turn, are the manifestation of our nature. Such is substantiated by the fact that we now hear of ‘Nagas of Nagaland,’ ‘Nagas of Manipur,’ ‘Nagas of Arunachal,’ ‘Nagas of Assam,’ and ‘Nagas of Myanmar.’ What this means is that at sub-conscious level, for instance, the majority of ‘Nagas from Nagaland’ do not/will not identify or perceive ‘Nagas of Manipur, Arunachal, Assam, and Myanmar’ as Nagas; otherwise, what’s the point behind such categorizations or tones of ‘Naga-ness.’ In other words, sub-consciously, the separation has created shades of ‘Naga-ness,’ which is possible precisely due to the perceptions of inclusion and exclusion. This is validated by the fact that we still dispute over ‘Indigenous’ issues with regard to government quotas. These characteristical facets, according to my observation, signify a profound change in the consciousness of the ‘Nagas.’ The abstract, arbitrary boundaries instituted a spiritual and emotional distance among Nagas scattered across five territories. And in this sense, the histories and memories of the common roots of the creation of the ‘Naga’ myth and nation is forgotten. And as the boundaries solidify, it brings about a collective amnesia or Forgetfulness to the Naga identity and nation. Time hardens these distances and distinctions. With time, younger generations neither feel any sense of affinity nor share a sense of fellowship and brotherhood with its people scattered across the northeast and Myanmar. The younger generations are further emotionally and spiritually removed from the lived historical experiences of those, who shared a mutual sense of emotional and spiritual fellowship and brotherhood that remained resolute in the idea of a Naga Nation. Moreover, with the division of Naga population, vested material interests began to emerge especially within the ranks of those who were to administer the newly created states (by joining the state apparatus as politicians, bureaucrats, NGOs, activists) and those who allegedly claimed to be the legitimate representatives of the people (the Naga Nationalist Armed Groups). These vested interests have a stake in their own respective states. To integrate all the Naga inhabitant areas would mean sharing political

and socio-economic power and resources, which no tribe presently dominating in their respective states want. This is precisely because those who currently benefit from the fragmentation of the Naga population want power, in order to secure the future enjoyment of what they presently have. Noting the fact that in any tribal societies, large tribes always dominate the social-economic and political processes, does anyone honestly believe that the large tribes in Nagaland would want to give up their supremacy for the sake of ‘Naga Integration and Nation’? Or does anyone sincerely believe that Nagas settled in the Imphal valley or elsewhere will enthusiastically cede their properties for the sake of Naga Integration? The answer is quite obvious. We must also take note of the fact that when we talk of ‘Naga Integration,’ we’re naively assuming that the neighbouring states will enthusiastically relinquish part of their territories for the sake of Naga Integration. Holding such erroneous assumptions show how out of depth we are regarding the intricacies of the politics of Nationalism. Such is the

unpleasant truth. All these, in my observation, are the consequence of the division of Naga population that has more or less brought an end to the idea of Naga nation-state and Naga integration. Because inherent in the concept of boundaries is the Principle of Inclusion and Exclusion (‘us’/‘them’). And for these reasons, the idea of sovereign Naga nation is given up (this is the fact, whether one agrees with it or not) and the present talks on Naga integration will most probably come to not as well. I can’t help but be reminded of a poem by Rudyard Kipling that, for me, succinctly summarizes the present Naga conundrum: “East is East, and West is West, and never the twain shall meet.” Likewise, the borders that divide the ‘Nagas’ never shall be integrated. I’d qualify my analysis on the issue raised here with the hopes that I may be proven wrong, for this is not the sort that one wish to be right about. But then again, an honest observation about the present conditions leads me think otherwise. Dr. Salikyu Sangtam, St. Joseph University, Dimapur

Protection against animal diseases transmission in our family Sir,

Animal diseases may be transmitted to human being through aerosol, dust particles, urine, faeces, hair etc. Transmissions of disease from animal to man or vice versa are called zoonotic diseases such as rabies, ring worms, salmonellosis, leptospirosis, Q-fever etc. Some ways to protect your family from animal infection and diseases are:1. Protect yourself while cleaning animal shed and during feeding by wearing apron, disposable gloves, close shoes, face mask etc. 2. Avoid letting your animal and pet dog lick your face and hand or contact with any household eatables 3. Keep your animal always healthy by providing good nutritious diet, portable cold water, clean dry airy shed and bedding materials 4. Make sure your animal are protected against diseases by following proper vaccination schedules, regular de-worming and medication 5. Army operating with peoplefriendly rules in J-K: Rawat New Delhi/Srinagar, Jun 29 (PTI): Days after imposition of Governor’s rule in Jammu and Kashmir, Army chief General Bipin Rawat today said army was operating with “people-friendly” rules of engagement in the Valley. “Our basic purpose is to go after terrorists who create violence and disturbance in the Valley. Our aim is not to cause inconvenience to civilian population who are not indulging in arson or violence,” he said on the sidelines of an event here. Jammu and Kashmir was placed under Governor’s rule on June 20, the fourth time in the last one decade, after the BJP withdrew support to its alliance partner PDP forcing Mehbooba Mufti to resign as the chief minister of the state. “There is nothing like stepping up... Army continues to operate with the formulated rules of engagement,” Rawat said when asked whether security has been stepped up in the Valley after the fall of the

“absolutely above board”. The Army chief today interacted with a group of school students, including five girls, from Baramullah and other neighbouring regions of the Valley who visited him here at South Block as part of a national

integration tour. “The message we want these children to go back with, is that if terrorist activities and stone-pelting stops in Kashmir, it too can prosper like Delhi or other big cities, and perhaps even better,” he said.

government. The Army chief said in addition to the “stringent” rules of engagement, local formation commanders continuously give guidelines to soldiers as to how to operate. “Our rules of engagement are very people-friendly and we conduct operations in a very people-friendly manner. And, motivated reports that Indian Army is carrying out brutal operations in Kashmir is not true,” he said. Gen Rawat had earlier dismissed the recent UN report on alleged human rights violations in Kashmir as “motivated” and asserted that Indian Army’s record in this regard was

Three militants were today gunned down in Pulwama district of Jammu and Kashmir and a youth died in clashes between stone-pelters and security personnel near the encounter site, a police official said. Security forces launched a cordon and search operation in Thumna village after getting information about the presence of militants there, the official said. Three militants were holed up inside a house. The security personnel managed to pinpoint the location of the ultras but the operation had to be delayed due to the presence of civilians in the house, he said. A gunfight broke out between the security forces and the militants after all the civilians were evacuated. All the three ultras were killed, the official said. Meanwhile, a mob started hurling stones at the security forces involved in the anti-militancy operation. At least five people received pellet or bullet injuries in the security forces action against the protestors, the police official said. He said one of the injured, 16-year-old Faizaan Ahmad Khan, was declared dead by doctors at a hospital.

Haryana to build memorials to war heroes in villages Chandigarh, Jun 29 (IANS): The Haryana government has decided to build memorials in villages of the state as a tribute to those who sacrificed their lives for the motherland, a minister said on Friday. Crime Branch probe ordered into sexual abuse by priests

T h i ru va na n thapuram, Jun 29 (PTI): Days after allegations of sexual abuse of a woman by five priests in Kerala surfaced, a Crime Branch probe was today ordered into the case by state police chief Loknath Behara. Five priests of the Malankara Orthodox Syrian Church in Kerala have been accused of blackmailing and sexually abusing the woman.“A crime branch probe has been ordered into the allegations,” police sources told PTI. Veteran CPI(M) leader and chairman of the Kerala Administrative Reforms Commission V S Achuthanandan had written to Behara seeking to conduct a probe into the allegations raised by a man alleging sexual abuse of his wife by the priests. The letter has been forwarded to Additional Director General of Police Crime branch Shaik Darvesh Saheb to conduct investigations into the matter. “A preliminary enquiry will be first held into the allegations,” the sources said. Crime Branch Inspector General S Sreejith will be leading the probe. The National Wom-

en’s Commission (NCW) had also asked the DGP and state police chief to investigate the matter and apprise the commission about the detailed action. The issue came to light last week after an audio clip of a purported conversation of the complainant with a church official alleging sexual abuse of his wife by the priests was circulated in the social media. The Kottayam-based church had said it has ordered a “clear, impartial” probe into the allegations and if found guilty, action would be taken. “The accused would not be shielded and innocent will not be punished,” the church had said in a statement. No police complaint has been lodged in the case. The complainant had alleged that some priests allegedly used his wife’s secret confession to blackmail her. Although the man, who came to know about the alleged sexual abuse and blackmailing by priests after checking his wife’s email account, had levelled allegations against eight priests, he has named only five priests as the role of three others in the incident could not be established.

Hijab row: college says students bound to follow dress code Mangaluru, Jun 29 (PTI): Facing protests by a section of students for not allowing them to wear Hijab (head scarf) in a classroom, the St Agnes college management here today said that students are bound to follow the dress code prescribed. A group of students and Campus Front of India had protested outside the college on June 25 against the ‘denial of right’ to wear head scarfs. Speaking to reporters here, college principal Sr Jaswina denied reports that some students had been suspended after the protest. She said all the students who took part in the protest over wearing of the hijab had been attending college regularly since then. They had been asked to give an explanation in writing in the presence of their parents within three days, she added. As per the dress code, no attire other than the uniform prescribed by the college would be allowed in the college premises during working hours, she said. She said admissions of the students were made only on the basis of these regulations and other requirements to ensure discipline and “friendly atmosphere” in the campus.

Govt to oppose ‘nikah halala’ in SC Modi-Fadnavis dictators, noise against Emergency a farce: Sena New Delhi, Jun 29 (PTI): The government would oppose in the Supreme Court the practice of ‘nikah halala’, which allows a man to remarry his divorced wife, when the top court examines its legal validity in the coming days, a senior Law Ministry functionary said today. The government believes that the practice is against the principles of gender justice and had made its stand clear in the apex court on the issue, the functionary said. But the top court had then decided to only take up the issue of instant triple talaq and consider the issues of nikah halala and polygamy separately. In March, the Supreme Court had issued notice to the Centre on the

issue of nikah halala and polygamy. “The stand is the same ... the Union of India is opposed to the practice. It will be reflected in the Supreme Court,” the functionary said. The apex court had last year declared instant triple talaq as unconstitutional. The government had later brought a bill to make triple talaq a penal offence. The bill, passed by the Lok Sabha, is pending in the Rajya Sabha. It makes instant triple talaq illegal with up to three years in jail for the husband. The Muslim Women (Protection of Rights on Marriage) Bill would only be applicable on instant triple talaq or ‘talaq-e- biddat’. It gives power to the victim to approach a magistrate seeking “subsistence

CPI (M) leader Karat slams ‘AMMA’ for reinstating Dileep T h i ru va na n thapuram, June 29 (PTI): Senior CPI(M) leader Brinda Karat today demanded that the Association of Malayalam Movie Artistes (AMMA) immediately withdraw its decision to take back actor Dileep, an accused in a sexual assault case. “AMMA has passed a resolution by which they re-admitted an individual, who is an accused in a horiffic case of crime against a colleague in the same industry,” the Politbureau member said at a seminar at Wandoor in Malappuram district. She demanded that the association immediately withdraw its decision to take back the accused actor. “This kind of highly male chauvinist and patriarchal approaches in an association, which is supposed to represent the most progressive of cultures, I think it is totally unacceptable’, Karat said. Meanwhile, in a statement, the CPI(M) state K Y M C

secretariat described as ‘unfortunate’ the controversial decision of AMMA to take back the actor and said it should have been avoided. The association’s decision was not right, it said. A group of actresses had resigned from the forum in protest and the oganisation came in for severe criticism from society, it said and hoped that AMMA would understand the public sentiments. Some ‘vested interests’ were trying to weaken and divide the association in the name of women’s safety, it said, adding there was an attempt to ‘tarnish’ and ‘isolate’ the left MLAs--and an MP in the association. The stand taken by left MLAs-- Mukesh and K B Ganesh Kumar and Innocent, MP, had come in for criticism from various quarters with even state ministers coming out against them. The Left stand is that women should get decent and deserving position in every sector, the statement said.

Under the draft law, instant triple talaq in any form -- spoken, in writing or by electronic means such as email, SMS and WhatsApp -- would be illegal and void. The legal validity of nikah halala will now be examined by the Supreme Cour t. A Constitution Bench of the top court will hear four petitions challenging the legal validity of the practice. Under nikah halala, a man cannot remarry his former wife unless she marries another man, consummates the marriage, gets a divorce and observes a period of separation period called ‘iddat’.

Mumbai, Jun 29 (PTI): Slamming the central and the Maharashtra governments over the Nanar refinery project, the Shiv Sena today dubbed Prime Minister Narendra Modi and Chief Minister Devendra Fadnavis dictators and claimed that the noise made by them against the Emergency was a farce. In an editorial in party mouthpiece ‘Saamana’, the Sena also said that laying a brick for the USD 44 billion mega refinery project at Nanar in Ratnagiri district of Maharashtra would be akin to laying the foundation stone for a cancer hospital there. “Due to this poisonous project, people will suffer from cancer, tuberculosis and other chest-related ailments. If this project is

being thrust upon people despite their objection, it is akin to Emergency,” it alleged. “PM Modi should shut down the Environment Ministry at the Centre as well as those at the state level. While nature lovers are doing their best for the environment, the Centre is coming up with poisonous projects that will destroy it,” the editorial alleged. It added that the Nanar refinery project would harm the area’s ecosystem and destroy farm produce there. “Modi-Fadnavis are engaging in dictatorship. If they want to be dictators, the noise made by them against the Emergency, which happened 43 years ago, was a farce,” it alleged. Hitting out further, the

Uddhav Thackeray (file)

Saamana editorial alleged, “Like Hitler killed lakhs of Jews and caused mayhem, this Nanar project is a conspiracy to kill people in their homes and destroy their lands by trapping them in a gas chamber.” It said that Fadnavis had made a commitment that the project would not be thrust on the people of the area and people from

the panchayats there had already submitted their opposition to the Maharashtra CM. “If the will of the majority is not respected in a democracy, it is considered a dictatorship,” it said. “Petroleum minister Dharmendra Pradhan, sitting in Delhi, signs pacts and then comes to Mumbai expecting support. This is betrayal,” it added. Speaking about the reported threat to the life of Modi, the Sena said while strict guidelines were imposed on those wishing to visit him, the people of Nanar were being treated like insects. “In a democracy, it is fine if people die, however, the king should live. Our soldiers and farmers are dying. The slogan of ‘Jai

Jawan, Jai Kisan’ is dying,” the Sena claimed. It asked if the Army would be deployed to quell protests against the project and further claimed, envisaging a hypothetical situation, that the protesters would outnumber the bullets that would be showered on them. Instead of threatening to take the project out of Maharashtra, the Sena said it should be shifted to Vidarbha as suggested by people’s representatives. The editorial added that it was wrong to assume that the project would succeed only if it was built close to the seashore. People in the Konkan region do not need jobs since farming was their source of livelihood, the Saamana article noted.

No doubt about stability of Cong-JD(S) govt: Siddaramaiah Bengaluru, Jun 29 (PTI): Former chief minister Siddaramaiah said today he was not unhappy about the ruling CongressJD(S) coalition in Karnataka as was being projected, and there was no doubt about the stability of the government. Breaking his silence on the controversy over video leaks that purportedly showed his remarks on the fresh budget and longevity of the government, Siddaramaiah termed video-graphing of a casual talk and making it public as “unethical”. “What I have said, in what context I have said you do not know. Whoever it is, recording my casual talk with some one and making it public without knowing the context... Is it not unethical,” he questioned when asked about the videos. Speaking to reporters after meeting Congress representatives in the drafting committee of the common minimum programme and Deputy Chief Minister G

Siddaramaiah (file)

Parameshwara, he said: “You too don’t know in what context I have spoken, nobody knows. So I don’t have anything to do with it.” “We have formed a coalition government to keep away the communal BJP out of power. The coalition government will be stable; there is no doubt in that. It will be stable,” Siddaramaiah, who heads the co-ordination committee of the two parties, added. A video showing Siddaramaiah purportedly expressing doubts about the longevity of the JD(S)Congress government surfaced on Tuesday, adding to the strains of the coalition.

Another video surfaced on Sunday, purportedly showing him expressing his displeasure to Congress legislators over presentation of a fresh budget. “Who told you that I’m unhappy,” he said in response to a question about speculation he was unhappy with the coalition government. Siddaramaiah returned to Bengaluru last night after undergoing treatment for 12 days at a nature cure hospital in Dharmasthala. The videos were said to be recorded there without his knowledge. Divergent views have been aired in public by some Congress and JD(S) leaders on several issues, including presentation of the budget. Siddaramaiah, who had held the finance portfolio in the government, recently said there was no need for a fresh budget and insisted that a supplementary budget would do. Chief Minister H D Kumaraswamy, who holds the finance portfolio now, is scheduled to present the budget on July 5. K Y M C

NEW DELHI, Jun 29 (PTI): With deposits by Indians in Swiss banks surging, finance minister Piyush Goyal on Friday wondered how all of it can be assumed to be black money, but said strong action would be taken against anyone found guilty of wrongdoing. India would start getting details of bank accounts from Switzerland under a bilateral treaty, he said. Money parked by Indians in Swiss banks rose over 50 per cent to CHF (Swiss franc) 1.01 billion (Rs 7,000 crore) in 2017, reversing a three-year downward trend amid India’s clampdown

market, the home currency opened sharply higher at 68.70 against overnight close of 68.79 on fresh selling of the American currency by banks and exporters. Keeping the overall bullish trend, it touched a session high of 68.35 in late morning deals before concluding at 68.46, showing a steep rise of 33 paise, or 0.48 per cent. The RBI, meanwhile, fixed the reference rate for the dollar at 68.5753 and for the euro at 79.8491.

Mumbai, Jun 29 (PTI): After crashing to life-time lows Thursday, the rupee staged a spirited recovery to end higher by 33 paise at 68.46 against the US dollar Friday in line with a big relief rally in domestic equities. Propped up by heavy dollar selling intervention by the RBI, the Indian unit touched a fresh intra-day high of 68.35. This was the first gain posted by the rupee in the last four sessions. Overall forex sentiment, however, remained cautious due to rising crude prices and concerns over fiscal slippage. The rupee largely took cue from weak dollar overseas, despite month-end greenback demand from corporates and oil importers. The Indian currency had suffered its worst drubbing and crumbled to hit a fresh all-time low of 69.10 against the benchmark currency US dollar on Thursday before staging some recovery. The domestic unit had yesterday ended at a record closing low of 68.79, falling 18 paise against the US dollar due to multiple headwinds. The rupee’s previous all-time closing low was 68.73, touched on November 24, 2016. Friday, at the interbank foreign exchange (forex)

New Delhi, Jun 29 (PTI): Insurance regulator Irdai Friday permitted LIC to pick up to 51 per cent stake in the debt ridden IDBI Bank, sources said. The decision, they said was taken at a the meeting of the Board of Directors of Insurance Regulatory and Development Authority of India (Irdai) at Hyderabad this afternoon. LIC currently hold 11 per cent stake in the bank. Sources added that if deal goes through, the IDBI Bank will get capital support of Rs 10,000-Rs 13,000 crore. State-owned LIC has been looking to enter the banking space by acquiring majority stake in IDBI Bank as the deal is expected to provide business synergies despite the lender’s stressed balance sheet. “You will get to know whatever is the decision. You will get to know after the minutes of the Board meeting are approved. We will be posting it on our website,” Irdai Chairman Subhash Chandra Khuntia told reporters after the Board meeting in Hyderabad. However, according to sources the regulator has permitted the LIC to pick up to 51 per cent stake in IDBI Bank, thereby relaxing existing rules for investment.

7 EU vow tougher action on chemical weapons, spying

China defends Pak after it was put on FATF ‘grey list’

B RUSSE L S, J u n 2 9 (Agencies): EU leaders on Friday pledged to crack down harder on chemical weapons and step up efforts to combat spying, as Europe frets about threats from Russia, AFP reported. Three months after a nerve agent attack in the British city of Salisbury, blamed on Russia, united the EU in condemnation of Moscow, the bloc’s leaders said they wanted new measures to stop the spread of chemical weapons. A summit of EU leaders in Brussels called for “the adoption as soon as possible of a new EU regime of restrictive measures to address the use and proliferation of chemical weapons”. The call came a day after the international community voted to beef up the powers of the world chemical weapons watchdog, allowing it to name those responsible for toxic arms attacks in Syria. Leaders also urged EU countries to cooperate more closely and in consultation with NATO, to combat the threat from “hostile intelligence activities”.

Beijing, Jun 29 (IANS): China on Friday said that Pakistan must not be vilified and pressured on the front of terror, after a global watchdog put the country on “grey list” of countries that finance terrorism. China calls Pakistan its “best friend” and resolutely backs the country whenever it is slammed for funding and sheltering terrorists. The Chinese Foreign Ministry said it won’t comment on the Financial Action Task Force’s (FATF) decision to put Pakistan on the “grey list” and counselled the world to see the efforts made by Islamabad in an “objective” way. “We will not make comment on the decision of the task force. Pakistan has made enormous efforts for counterterrorism and made great sacrifice. The international community should view this in an objective, just way and should give more support and recognition to Pakistan,” ministry’s spokesperson Lu Kang said. “Pakistan efforts in the counter terrorism have not only won recognition from China but also from many countries around the

office said. A photograph released by the justice ministry showed a group of blindfolded and handcuffed men sitting on the floor waiting to be executed. Another showed several convicts being hanged at the prison in Nasiriyah. Abadi vowed to avenge the deaths of the eight civilians held captive by IS, a day after their bodies were found along a highway north of Baghdad. “Our security and military forces will take forceful revenge against these terrorist cells,” he told senior military officials and ministers. “We promise that we will kill or arrest those who committed this crime,” he added. Six of the abductees -- civilians working in the logistics department of the Hashed al-Shaabi paramilitary force that helped defeat the jihadists -- had appeared in an IS video released on Saturday with badly bruised faces. IS had threatened to execute their captives unless Baghdad released Sunni Muslim women held in its prisons. Iraq declared victory

over IS in December after expelling the jihadists from all major towns and cities in a vast offensive. But the Iraqi military has kept up operations targeting mostly remote desert areas from where jihadists have continued to carry out attacks. Iraq, which has repeatedly faced criticism over the high number of death sentences handed down by its anti-terrorist courts, hanged at least 111 convicts in 2017. Around 20,000 people were arrested in the threeyear battle by Iraqi forces to drive out IS, which had seized swathes of western and northern Iraq in 2014. Human Rights Watch last week urged Iraq’s judiciary to deal with foreign women and children affiliated with IS on a case-by-case basis instead of slapping them with “one size fits all” sentences. Since January, HRW said Iraq’s judiciary had “proceeded with rushed trials against foreigners on charges of illegal entry and membership in or assistance” to the jihadist group.

partnership after that. With only nine months to go before Britain leave the EU, it cannot come too soon for chief negotiator Michel Barnier. “We want a deal and (are) working for a deal. The time is short,” Barnier told reporters. “Now we are waiting for the UK white paper and I hope it will contain workable and realistic proposals. But let me mention once again that the time is very short.” The white paper will set out Britain’s vision for its future relationship with the EU, something that has hobbled attempts to settle a divorce agreement especially over pledges on both side to prevent a return to a hard border on the island of Ireland. The lack of a proposal on how to keep an all but invisible border between the British province of Northern Ireland and EU member Ireland has stalled Brexit talks, increasing frustration among the other leaders. “On Brexit we have made progress but huge

Geneva, Jun 29 (Agencies): Member states of the United Nations migration agency today rejected President Donald Trump’s nominee for director general, repudiating historic American control of the organisation. According to AFP, the International Organisation for Migration (IOM) had been led by an American throughout the agency’s 67-year history with one exception from 1961 to 1969. But Trump’s pick Ken Isaacs, an executive with the Christian charity Samaritan’s Purse who faced serious charges of antiMuslim bigotry, proved to be an untenable choice. Isaacs was eliminated after three rounds of voting, according to multiple sources with direct knowledge of the vote. Por tuguese politician and former commissioner EU Antonio Vitorino has emerged as the front-runner and will face off against and current IOM deputy chief Laura Thompson in the upcoming ballot.

A picture released by the Iraqi justice ministry on June 29, 2018 shows a group of convicted jihadists awaiting execution.

Bag h da d, J u n 2 9 (Agencies): Iraq on Friday executed 13 death row jihadists after Prime Minister Haider al-Abadi vowed a forceful retaliation to calm public anger over the Islamic State group’s murder of abducted civilians. While Iraqis have grown accustomed to the atrocities committed by IS, the killing of the eight civilians shocked the nation and doused hopes the jihadists had been defeated, AFP reported.

B RUSSE L S, J u n 2 9 (Agencies): The European Union’s chief negotiator urged Prime Minister Theresa May on Friday to come up with “workable” proposals for Brexit and overcome “huge and serious” differences to prevent Britain from crashing out of the bloc without a deal. According to NDTV, on the second day of a summit more focused on migration than Brexit, leaders of the other 27 EU countries discussed Britain’s departure without May, united in turning up the pressure on her to overcome rifts in the government and move forward. May has so far been reluctant to spell out detailed Brexit plans because of deep divisions in her ruling Conservative Party over the terms of Britain’s biggest foreign policy shift in almost half a century. But she has promised to thrash out an agreement with her top team of ministers at a meeting next week and intends to present a policy document, or white paper, setting out the government’s aims for a future

For the first time, the authorities released photographs of the hangings, which came after Abadi yesterday ordered the “immediate” executions of hundreds of convicted jihadists. The justice ministry said today that the 13 convicts put to death at a prison in southern Iraq “had participated in armed operations with terrorist groups, in kidnappings, bombings and murders of civilians”. Abadi’s office had earlier announced the execu-

tion of 12 convicts whose appeals were exhausted. More than 300 people, including around 100 foreign women, have been condemned to death in Iraq and hundreds of others to life imprisonment for membership of IS, a judicial source said in April. Abadi, who has faced charges of failing to respond in force to IS, ordered “the immediate punishment of terrorists condemned to death” whose appeals have been exhausted, his

and serious divergences remain in particular on Ireland and Northern Ireland,” Barnier told reporters in Brussels. The summit’s conclusions also underlined the leaders’ concerns “that no substantial progress has yet been achieved on agreeing a backstop solution for Ireland/Northern Ireland” but they again held out the possibility of flexibility if “the UK positions were to evolve”. After a marathon dinner to try to hammer out a deal on a crisis over migration, Malta’s prime minister, Joseph Muscat, summed up the agreement on Brexit with a tweet: “Almost 9 hours to approve MigrationEU conclusions, not even 1 minute to approve Brexit conclusions. EU can still work together.” May again said on Friday she was “ready to intensify and accelerate the pace of negotiations”, but only after warning EU leaders to consider Europe’s safety before cutting Britain adrift from its security architecture.

BEIRUT, Jun 29 (Agencies): The United Nations’ human rights chief warned Friday of a “catastrophe” in southern Syria where government forces are on the offensive against insurgents forcing more people to flee their homes and live in miserable conditions in open areas close to the border with Jordan. Syrian state TV said troops entered the main village of Ibtah in the southern province of Daraa after opposition gunmen handed over their weapons and asked to be included in an amnesty, AP reported. They aired live footage showing government troops entering the village. Syrian troops have been marching in the country’s south, one of the last rebelheld areas in the country, under the cover of airstrikes and intense shelling. The government-controlled Syrian Central Military Media said that besides Ibtah, rebels surrendered their weapons in the nearby villages of Tafas and Dael. Rebels in the villages of Umm al-Mayadeen, Naseeb, Saida and Tiba have also agreed to surrender, it said. Opposition activists

UN chief to visit Bangladesh, assess Rohingya situation UNI T ED NAT I O NS, Jun 29 (PTI): UN chief Antonio Guterres will travel to Bangladesh next week to take stock of the situation on the ground towards the safe, voluntary and dignified return of tens of thousands of Rohingya refugees to Myanmar. According to the UN estimates, nearly 600,000 minority Rohingya Muslims have fled to Bangladesh to escape violence in Myanmar’s Rakhine State since August 25 when the army launched a military crackdown, triggering one of the world’s worst refugee crises. The Secretary-General will travel on July 1 in a joint visit with World Bank President Jim Yong Kim, UN spokesperson Stephane Dujarric told reporters yesterday. He said the visit will highlight the generosity of Bangladesh in hosting the largest refugee influx of 2017 and the need of the international community to do more. The visit also aims to lay the groundwork for further dialogue with the Government of Bangladesh on

medium-term planning for the refugee situation and to reiterate the UN and the World Bank’s support for finding comprehensive solutions to the situation of the Rohingya people. In Dhaka, Mr Guterres and Mr Kim will have bilateral meetings with Bangladeshi authorities, including with Prime Minister Sheikh Hasina. They will travel to Cox’s Bazar on July 2 to visit Rohingya refugee communities and humanitarian workers and advocate for more donor support. They will be accompanied by High Commissioner for Refugees Filippo Grandi and Executive Director of the UN Population Fund Natalia Kanem. Meanwhile, UN rights expert on Myanmar is “strongly” recommending that the International Criminal Court investigate and prosecute those allegedly responsible for “decades of crimes” in the form a grave violations of international human rights and humanitarian law inside the country.

reported violence, even during a 12-hour truce that was reportedly brokered by Russia and Jordan and went into effect at midnight Thursday, saying more than 100,000 people have fled their homes since the government offensive began on June 19. The U.N. said earlier this week that some 50,000 people have been displaced, many of them heading toward the border with Jordan, which said it would keep its frontier closed to people fleeing. U.N. human rights chief Zeid Ra’ad Al Hussein called on all sides in the conflict to end the escalating violence in Daraa and avoid a repetition “of the bloodshed and suffering seen earlier this year” in eastern suburbs of the capital Damascus. Ze id , a Jo r d a nia n prince, said there is a grave risk that the intensified fight-

ing will see many civilians trapped, caught between government forces on the one hand and rebels and members of the Islamic State group on the other. Zeid said that his office received reports that civilians at some government checkpoints were only allowed through to Governmentheld areas for a fee. Lebanon-based AlMayadeen TV, which has a reporter embedded with Syrian troops in Daraa province, said the government opened three crossing points for civilians in rebel-held areas who want to come to the other side. The same method was used in the suburbs of Damascus earlier this year in which tens of thousands of civilians fled to the government side. In recent years, it has taken positive measures to enhance financial regulations to combat terrorism financing and made very important progress,” Lu said. “We hope all the relevant parties can view the efforts made by Pakistan on counter-terrorism in an objective way instead of accusing and pressuring it. China and Pakistan are all weather, strategic partners. China is willing to enhance counter terrorism cooperation with Pakistan.” The FATF on Thursday put Islamabad on “grey list” for failing to rein in terrorists and funding to outfits like Lashkar-e-Taiba, Jamaat-ud-Dawa and Jaishe-Mohammed. Paris-based FATF is an inter-governmental body established in 1989 to combat money laundering, terrorist financing and other related threats to the integrity of the international financial system. Chinese defence against its “all-weather” ally is not new. Beijing has invested over $50 billion in infrastructure projects in Pakistan, which are part of its ambitious Belt and Road programme.

man Rights, a war monitor, said five people have died over the past days near the border with Jordan, some from snake and scorpion bites. The Observatory said that since the government offensive began, 98 civilians, including 17 children, have been killed as well as 67 troops and pro-government gunmen and 54 insurgents. “Some people are sleeping under trees, others in their cars and some are setting up tents,” said Jalal al-Ahmad, an opposition activist based in southern Syria near the Israeli-occupied Golan Heights. Israel’s military said it delivered about 60 tons of humanitarian aid and medicine to thousands of displaced Syrians in the Golan Heights who flocked to the area, fleeing heavy bombardment by Syrian government forces.

Three women team up with DMC to clean colony drains

(L-R): Ronika Miachieo, Aloni Swu, the DMC sardar and Againa. DMC’s backhoe loads the stagnant sludge into a dumper truck. Staff Reporter

DIMAPUR, JUN 29 (NPN): Drains that were blocked by garbage, litter and weeds continued to be cleaned on Friday at Namgailong Colony in Dimapur with the help of Dimapur Municipal Council (DMC) and Dimapur Traffic Police. Seeing that there was an urgent need to clean up the main clogged drains in this locality, of which she is a resident, Ronika Miachieo, a missionary to Myanmar, along with

Againa and Aloni Swu (both housewives), decided to tackle the gargantuan task. Speaking to the media, Miachieo mentioned that a similar initiative was taken up in the year 2016 by a few housewives, which continued for two days. After this there were no other efforts to clean these drains, which had resulted in them becoming badly clogged. The deplorable condition of the drains prompted the ladies to approach the DMC to address this problem. According to Miachieo,

most of the low lying areas which acted as natural canals had been encroached upon and filled up. She appealed to the government to look into the matter of land encroachment to avoid these kinds of problems. The drains being cleaned at Namgailong forms a network connecting with other drains at Nagarjan road, SP Colony, Police Colony, Railway Colony, Bank Colony, all of which eventually flow into the Dhansari River. The lack of drainage and blocked drains are also

responsible, to a great extent, for the deterioration of roads, especially during the monsoons. Ro n i k a M i a c h i e o thanked DMC administrator Moa Sangtam, DMC sardar (Foreman), DMC labourers and the traffic personnel for extending their cooperation for their endeavour. This is the second day of the work which will continue on Saturday. How long it is likely to go on is still unclear because of the amount of garbage that has to be removed.

KSU resents ‘unending agitation’ by teachers DIMAPUR, JUN 29 (NPN): Expressing resentment over the frequent agitation carried out by teachers, the Konyak Students’ Union (KSU) has urged the department to resolve the issue at the earliest. In a press release, KSU education secretary, Abo Wangsu, lamented the system of education and questioned why has the agitation become a “daily routine”, which ultimately victimised the students. Stating that the students were tired of blame game, the union asked who was to be held responsible –the department or the teachers? KSU also queried what compelled the teaching community to attend the agitation rather than their normal duties. Asserting that education department should have been one of the most active departments, the union, however, expressed dismay that the education department “usually take wrong turn.” Further, KSU stated that agitation adversely affected the performance of schools especially in Mon district, which it said has the lowest literacy rate as compared to other districts. In the recently declared HSLC examinations result, the union said there were many schools from Mon district which that recorded zero percentage result. KSU said this was the outcome of non-stationary of teachers and regular participation of teachers in agitation. In the light of the above, the union has appealed to the department to resolve the issue at the earliest so as to allow teachers to return to their respective posting places.

burden of disease is the major cause of poverty. Apart from this, construction of super-specialty hospitals at 15 medical colleges across the country is underway,” he said. “New avenues for medical education are being introduced. leges in 58 districts. In this budget, the government announced setting up of 24 new medical colleges. CBI summons Air Asia India Director for questioning New Delhi, Jun 29 (PTI): The CBI has summoned Ramachandran Venkataramanan, the Director of AirAsia India, on July 3 for questioning in connection with alleged corruption in attempts to get international operations clearances from the government, sources said today. They said the agency has recently questioned Chief Financial Officer of the airline, Deepak Mahendra. It is said that accused promoters of the company and board of directors allegedly entered into criminal conspiracy with unidentified government officials through lobbyists to expedite the approval process for AirAsia India and change in aviation policies to suit the company. “It was further alleged that FIPB (Foreign Investment Promotion Board) and FDI norms were violated by said air group by giving effective management control to a foreign entity by making the said private airline (Air Asia India Ltd) a de-facto subsidiary indirectly rather than a joint

venture,” the CBI said. The agency has alleged that lobbyists were paid money which was utilised for paying bribe to unknown public servants and others for securing permit for operation of international scheduled air transport services. In its FIR, the CBI had said Air Asia (India) Ltd is a joint venture between Tata Sons Ltd and Malaysian carrier Air Asia Berhad, each holding 49 per cent shares with the rest 2 per cent divided between Chairman S Ramadorai (0.5 per cent) and Venkataramanan (1.5 per cent). The agency has alleged that Venkataramanan was part of the criminal conspiracy involving Tony Fernandes, Group CEO of Air Asia Group, Malaysia; Bo Lingam, Deputy Group

CEO, and lobbyists (all named in the FIR) to expedite approval process and change aviation policies. It is alleged hat the “real controller of Air Asia (India) Ltd” Tony Fernandes wanted the airline venture to be able to fly internationally from day one and their local Indian partner Tata Sons through their nominee R Venkataramanan would lobby to get all government approvals including the FIPB clearance and amendment of 5/20 rule of civil aviation, the CBI FIR states. The agency has alleged that Fernandes, Bo Lingam and Venkataramanan intentionally chose to beat the legal frameworks and policies of the aviation sector. “R Venkataramanan was involved in lobbying with stakeholders in the Government of India to secure mandatory approvals, some of them through non-transparent means, including the Foreign Investment Promotion Board (FIPB) clearance, NOC and the attempt for removal or modification of 5/20 rule,” the FIR alleged.

Jaitley warn Indians with illegal Swiss bank deposits

New Delhi, June 29 (PTI): Union Minister Arun Jaitley today warned that Indians having illegal deposits in Swiss banks would face harsh penal proceedings under the black money law after Switzerland starts real time sharing of details of accounts from January onwards. Latest data from the Swiss National Bank showed that money parked by Indians in Swiss banks rose over 50 per cent to CHF 1.01 billion (Rs 7,000 crore) in 2017, reversing a three-year downward trend amid India’s clampdown on suspected black money stashed by its citizens overseas. “A news item has appeared today indicating an increase of money by ‘Indians’ in the Swiss banking system. This has led to misinformed reaction in certain circles raising a query whether the government’s anti-black money steps have yielded results,” Jaitley said in a blog. Noting that Switzerland in financial disclosures was always a reluctant state, Jaitley said the Alpine nation has amended its domestic laws involving all disclosures and entered into a treaty even with India and real time flow of information with regard to Indians would be made. “The flow of information is starting in January, 2019. Any illegal depositor knows that it is a matter of months before his name

becomes public and he will be subjected to the harsh penal provisions of the black money law in India,” said the senior BJP leader and an eminent lawyer. Further, Jaitley said those who participate in a public discourse must understand these basic facts before expressing an opinion which may be ill-informed. “To assume that all the deposits are per se tax evaded money or that Switzerland in the matter of illegal deposits is what it was decades ago, is to start on a shaky presumption,” he added. According to Jaitley, past investigations by the tax department have shown that this includes funds held by persons of Indian origin who now hold foreign passport and monies belonging to Non-Resident Indians. There were also monies belonging to resident Indians who have made legitimate investments abroad, including transfer of money under the liberalised remittance scheme.

Rahul Gandhi: Congress president Rahul Gandhi today took a swipe at Narendra Modi over the rise in Indian money in Swiss banks, alleging that the prime minister says a 50-per cent jump in deposits by Indians is “white money” and that there is no “black money”. “2014, HE said: I will bring back all the “BLACK” money in Swiss Banks & put 15 Lakhs in each Indian bank A/C. 2016, HE said: Demonetisation will cure India of “BLACK” money. 2018, HE says: 50% jump in Swiss Bank deposits by Indians, is “WHITE” money. No “BLACK” in Swiss Banks!(sic)” Gandhi said on Twitter, tagging a media report on the matter. Money parked by Indians in Swiss banks rose over 50 per cent to CHF 1.01 billion (Rs 7,000 crore) in 2017, reversing a three-year downward trend amid India’s clampdown on suspected black money stashed there. The Congress also targeted the prime minister over his government’s claims of putting a clampdown on back money and said Swiss bank deposits during the UPA had fallen and the same has risen by 50 per cent under the Modi government.

“Swiss Bank deposits fell during Dr. Manmohan Singh’s time, only to rise to record levels under PM Modi. The current increase of 50.2 pc post demonetisation, is the maximum since 2004,” the party said on its Twitter handle. “What happened to Prime Minister Modi’s promise of eradicating corruption and bringing back black money?” asked Congress spokesperson RPN Singh. Mamata Banerjee: Amid reports of soaring deposits by Indians in the Swiss banks in the last year, West Bengal Chief Minister Mamata Banerjee on Friday taunted the Narendra Modi government over its demonetization move. She said money was “flying” to Swiss bank while India was “losing”. “Bravo! #DeMonetisation? Swiss Bank money flying. India losing,” Banerjee said in a tweet. According to media reports, after falling for three years in succession, money parked by Indians in Swiss banks rose 50 per cent to 1.02 billion Swiss francs in 2017 over the previous year. Interim Finance Minister Piyush Goyal on Friday said data of money deposited by Indians in Swiss banks will be available to the government under an

J&K’s Kupwara least improved: NITI Aayog New Delhi, Jun 29 (IANS): Among the 108 most backward districts across the country, Jammu and Kashmir’s Kupwara has shown the least improvement while Gujarat’s Dahod has shown the most, the NITI Aayog said on Friday. Releasing the first “delta ranking” of the most backward districts in the country -- which the NITI Aayog has dubbed as aspirational districts -the government’s premier think-tank said the purpose of the ranking is to spur a sense of competition among them. The 20 bottom ranked districts include nine districts from Bihar, five from Jharkhand and three from Odisha. Apart from Kupwara, Bihar’s Begusarai, and Jharkhand’s Ranchi and Simdega have fared the worst improvement being ranked at the bottom. NITI Aayog CEO Amitabh Kant had last year said that districts in a few eastern India states were holding India back and there was a need to “name and shame them”. He had then said there

was a need to create a baseline survey and monitor these states and districts on a regular basis and put it all in the public domain. “We need to name and shame these states and districts. We must bring it out that these are the states which are holding India back,” he had said. Districts which have fared well in the rankings include Gujarat’s Dahod, West Sikkim and Tamil Nadu’s Ramanathapuram ranked first, second and third respectively. “Asifabad district of Telangana, which was ranked 100 in baseline ranking released in March this year, has made significant improvements in the past two months and stood at 15 in delta ranking,”

Start doorstep delivery of ration to needy, Centre tells states

New Delhi, Jun 29 (IANS): Even as the Centre is yet to clear the Delhi gover nment’s proposal on doorstep delivery of subsidised foodgrain, it told the states on Friday to implement a similar programme to prevent starvation deaths. Union Minister Ram Vilas Paswan asked the states to deliver ration to the doorsteps of PDS beneficiaries unable to visit Fair Price Shops (FPS). Addressing a gathering of state Food and Civil Supplies Ministers, Paswan said: “We do not want any deaths due to starvation. Those who are incapable of going to FPS should get ration at their doorsteps. Assign your staff for delivery. “If you cannot carry out doorstep delivery, ask the beneficiaries to assign someone to receive the ration on their behalf.” An 11-year-old girl in Jharkhand’s Simdega dis-

trict had allegedly died of starvation last year as her family did not get foodgrain from the PDS shop as their ration card was not linked with the Aadhaar card. Pa swa n s a i d t h a t about 81 crore persons in the country were getting foodgrain at subsidised rates -- rice at Rs 3 per kg, wheat at Rs 2 per kg and coarse grains at Re 1 per kg -- which will remained unchanged till 2019. “ We h ave i s s u e d guidelines to the states. We have told them that there should not be any death due to starvation. The central government spends a huge sum of money to give up to 90 per cent subsidy on foodgrain,” he told reporters later. Paswan said that he welcomed the Delhi government’s plan to deliver ration at the doorstep of intended beneficiaries but expressed concern about the FPS dealers.

Kant said on Friday. “Dahod district of Gujarat improved 19.8 points to rank first in the delta ranking (it was ranked 17 in baseline ranking),” he said. West Sikkim district stood second with 18.9 points, a huge improvement from being in the 30th position in baseline ranking. “Bijapur district in Chhattisgarh also made significant strides by improving 14.7 points and ranked sixth in delta ranking from 45th position in baseline ranking,” Kant said. The ranking was based on self-reported data of districts in April and May across five developmental areas of health and nutrition, education, agriculture and water resources, financial inclusion and skill development, and basic infrastructure. The next ranking will take into account inputs from the NITI Aayog’s knowledge partners - Tata Trusts, and Bill and Melinda Gates Foundation (ID Insights). “Since these districts face many challenges in-

cluding legacy, unexploited or weak resource base, deficit of manpower at different levels due to difficult living conditions etc, the ranking is also a tool to identify sectors and indicator specific challenges so that Team India, which is driving this programme, can take immediate corrective measures,” Kant said. A NITI Aayog statement said that this delta ranking takes a step further and looks into specific aspects of Sustainable Development Goals (SDGs) and analyses how districts have performed in last two months across important sectors. “This grouping and positioning would aid the District Magistrates and Collectors to focus more on these sectors and improve their ranking in future,” it said. Launched by Prime Minister Narendra Modi in January this year, the ‘Transformation of Aspirational Districts’ programme aims to quickly and effectively transform some of the most underdeveloped districts of the country.

agreement signed with Switzerland for automatic exchange of information. Sitaram Yechury: Taking a dig at Prime Minister Narendra Modi, CPI(M) leader Sitaram Yechury today said while Indian money in Swiss banks rose by 50 per cent in 2017, the Centre wrote off the corporate world’s unpaid loans worth lakhs of crores and allowed them to flee after looting public money. The CPI(M) general secretary said the prime minister had no intention to honour the promises made by him in 2014. “Indian money in Swiss banks rises 50% to over Rs 7,000 crore in 2017: a fraction of Indian Black Money in Switzerland. Modi govt writes off lakhs of crores of unpaid loans of crony corporates, businessmen flee India after looting public money under his watch; this data is no surprise,” Yechury tweeted. From falsifying history to making new promises, ‘Jumlaman’ has no time or intention to remember the tall promises he made in 2014...from depositing Rs 15 lakh in each bank account to making rupee stronger to doubling farmers’ income, he has only insulted & humiliated us Indians #BlackDays, he said. The approval was given by a High Level Committee, chaired by Home Minister Rajnath Singh, convened to consider the additional central assistance to the states affected by floods, landslides and drought. Union Agriculture Minister Radha Mohan Singh, Union Finance Minister Piyush Goyal, Union Home Secretary Rajiv Gauba and senior officers of the Home, Finance and Agriculture Ministeries and NITI Aayog were present in the meeting. The committee approved the additional assistance from National Disaster Response Fund (NDRF) of Rs 179.91 crore for Andhra Pradesh including Rs 66.77 crore for floods and Rs 113.14 crore for drought (Rabi).

Cong, JDS leaders ready to join BJP, claims Yeddyurappa Bengaluru, Jun 29 (PTI): Amid discontent among some of the ruling coalition members in Karnataka, state BJP President B S Yeddyurappa today claimed that several leaders from both Congress and JD(S) were ready to join his party. Addressing the BJP state executive meet here, the leader of opposition in the assembly also termed the JD(S)-Congress partnership an “unholy coalition” and the budget scheduled to be presented by it on July 5 as a “minority budget”. He asked his partymen to work towards ensuring the BJP wins 25 of the state’s 28 Lok Sabha seats in the 2019 national elections. “Several Congress and JD(S) leaders are ready to join the BJP in the current political situation. I appeal to leaders to work towards strengthening the party by bringing in honest and capable people without thinking

that new inductees would affect their own chances,” he said. “Those who are ready to come to the BJP, we have to go to them personally, to their houses and talk to them and bring them to the party fold and strengthen the party for Lok Sabha polls,” he said. Earlier too, when there was widespread dissatisfaction in both Congress and JD(S) following the cabinet expansion, Yeddyurappa had claimed that several “disgruntled” leaders from the ruling coalition were eager to join his party. Yeddyurappa’s recent Ahmedabad trip to meet party national president Amit Shah had fuelled speculations that several dissatisfied Congress MLAs were in touch with him and ready to switch over, which might again try its hand to form a government in the state. However, he himself had sought to end the specu-

lation, saying he had gone to invite Shah for today’s state unit executive meeting. Yeddyurappa had resigned as chief minister without facing a vote of confidence in the assembly last month as the BJP lacked the numbers for a majority. The BJP today held its first state executive meeting after the assembly elections in the state in May this year. It was attended by party General Secretary Muralidhar Rao, Union Ministers Ananth Kumar, Ramesh Jigajinagi, and former Chief Minister Jagadish Shettar, among others. Explaining the circumstances under which he had to resign as Chief Minister, that led to the formation of Congress-JD(S) coalition government, Yeddyurappa said although legislators from different political parties were ready to join BJP, “because of paucity of time, we had to face the setback”.

sought an explanation from the Modi government on how such a rise of Indian money in the Swiss banks happened. “Modi had promised to get back the black money stashed in Swiss banks. He did not keep his promise. Now, there is a rise of Indian money in the Swiss banks. The Modi government should give an explanation on how it is happening,” he told PTI. Pinarayi Vijayan: Reacting to media reports that money parked by Indians in Swiss banks rose over 50 per cent last year, Kerala Chief Minister Pinarayi Vijayan today demanded an apology from the BJPled NDA government for all the “pain” caused due to demonetisation. “With the money stashed away by Indians in Swiss banks rising by 50% in 2017 compared with previous years, the demonetisation exercise by the Centre stands thoroughly exposed. There was no gain for all that pain. This govt owes people an apology,” Vijayan tweeted. Money deposited by Indians in Swiss banks rose over 50 per cent to CHF 1.01 billion (Rs 7,000 crore) in 2017, reversing a three-year downward trend amid India’s clampdown on suspected black money stashed there.

K’taka CM, 6 ministers face criminal cases: Poll watchdogs

Bengaluru, Jun 29 (IANS): Seven Karnataka Ministers, including Chief Minister H.D. Kumaraswamy, face criminal charges ranging from forgery to causing death by negligence, said two election watchdogs in a report here on Friday. The report by the Karnataka Election Watch and Delhi-based Association for Democratic Reforms (ADR) was based only analysis of the poll affidavits belonging to 26 of 27 cabinet ministers, save Women and Child Development Minister Jayamala, the lone woman minister, whose affidavit was not available, ADR said. It said that seven (27 per cent) of the 26 ministers, including Kumaraswamy have declared criminal cases against them, while four ministers, including him, face serious criminal charges. The other six ministers are Venkatrao Nadagouda (Animal Husbandry and Fisheries), B.Z. Zameer Ahmed Khan (Food and Civil Supplies), D.K. Shivakumar (Water Resources and Medical Education), D.C. Thammanna (Transport), N. Mahesh (Primary and Secondary Education) and Ramesh L. Jarkiholi (Municipalities and Local Bodies). Kumaraswamy faces serious criminal charges, including forgery for the

purpose of cheating, causing disappearance of evidence, and other charges relating to criminal breach of trust. Twenty five of the 26 ministers are crorepatis, as per the asset declarations in their poll affidavits, with Shivakumar being the richest with total assets worth Rs 840 crore. Kumaraswamy is also among the top five ministers with highest declared assets and income, with total assets worth over Rs 160 crore. Two of the ministers have only studied up to class 8 - with Higher Education Minister G.T. Deve Gowda being one of them. A dozen of the 26 ministers have declared their educational qualifications to be between class 8 and 12, and 14 are graduates and above. In a pre-poll survey by the election watchdogs, of the 2,654 candidates who were in fray for the state election, 883 were crorepatis and 645 had criminal cases against them.

Dissolve Mumbai civic body, suspend its chief: Congress M u mb a i , J u n 2 9 (IANS): Five days after a multi-storeyed building was at risk following a landslide, the Mumbai Congress on Friday demanded the dissolution of the Shiv Sena-ruled BrihanMumbai Municipal Corporation (BMC) and suspension of the Municipal Commissioner, alleging corruption. The party has also demanded a thorough investigation by a sitting judge into the rampant corruption in the civic body within a time frame of six months. In a letter to Chief Minister Devendra Fadnavis, Mumbai Congress President Sanjay Nirupam said “the nexus between the building proposals department, headed by Municipal Commissioner Ajoy Mehta, and the builders paves the way to illegal constructions in the city”. “The richest municipal corporation of Asia (budget this year, over Rs 25,140 crore) has become hollow due to rising corruption. The landslide at Lloyds Estate in Wadala has exposed the illegal excavation being

Farmers, workers to hold rally against Centre: AIKS New Delhi, Jun 29 (PTI): For the first time since Independence, lakhs of farmers and workers would hold a rally in Delhi in September against the “anti-people” policies of the NDA government at the Centre, the All India Kisan Sabha said today. The farmers’ organisation said farmers, workers and their families would join the rally, where the future course of their struggle would be declared. The rally would give a call to build the Left and democratic political alternatives at all-India level based on alternative policies for people’s development. “As part of the ongoing struggle against the neoliberal policies and misrule of the Modi government, a huge rally of 5 lakh people will be organised on September 5 in Delhi,” AIKS general-secretary Hannan Mollah told reporters in New Delhi.

carried out by Dosty Realty at the site,” Nirupam informed Fadnavis. Pointing out how the nearly 3,000-odd residents of the affected buildings in Lloyds Estate are scared for their lives, he said the BMC and the ruling party (Shiv Sena) are trying to shield the culprits. “This isn’t the only case of negligence by the BMC. Repeated fire incidents across the city have exposed the violation of fire norms by the BMC. Mumbai comes to a standstill within few hours of rains only because of lack of proper measures taken by the BMC. Crores spent on civic works literally go down the drain. They are

playing with the lives of citizens,” Nirupam said. Taking a dig at the ruling Bharatiya Janata Party government, he said recently Prime Minister Narendra Modi announced Mumbai as the cleanest capital city in India which is “yet another joke” by the government on the people of Mumbai. “How can the Prime Minister declare Mumbai as the cleanest city if it generates 9,000 metric tonnes of garbage every day out of which only 7,000 metric tonnes is disposed? “The city is stuck with 2,000 tonnes of garbage every day, heaps are strewn all over the city... The condition of the city is completely opposite to being the cleanest in the country,” Nirupam said. He called for the urgent need to appoint an administrator for the BMC to cleanse the rot in the system to prevent any fatal accidents in the city. “As Nodal Minister incharge of Mumbai you must initiate action in the matter rather than leave the citizens to die,” he said.

Amarnath pilgrimage suspended due to inclement weather

Srinagar, June 29 (PTI): Nearly 1,300 pilgrims paid obeisance at the holy cave shrine of Amarnath in south Kashmir Himalayas today, an official said. However, the pilgrimage had to be suspended from both Pahalgam and Baltal routes due to incessant rainfall in the valley. The yatra was suspended due to heavy rainfall along the entire route to the cave shrine, an official of the Shri Amar nath Shrine Board (SASB) said. He said 1,263 pilgrims had set off from the Nunwan base camp in the morning but were asked to halt at Sheshnag till the weather improved. “At the end of the second day of the Yatra, 1,287 pilgrims paid obeisance at holy cave,” he added. The total number of pilgrims who have performed darshan of the naturally formed ice-lingam

has now gone up to 2,294. Yesterday, 1007 pilgrims had paid obeisance at the cave shrine. Earlier in the day, the yatra was suspended from Baltal route due to multiple slides en- route caused by heavy rainfall in the valley over the past two days. A police official said the Kali Mata track was damaged due to slides at multiple places, which forced suspension of the yatra from Baltal route. The restoration work is going on but a slight drizzle is hampering the efforts, the official said. A BSF official, posted on yatra duty, died after complaining of chest pain last night at Betaab Valley in Pahalgam area. The annual yatra to the 3,880 metre high cave shrine in south Kashmir Himalayas began yesterday and will conclude on August 26 to coincide with Raksha Bandhan.

BBC apologises to ‘Sanju’: A heart-warming tale, brilliantly portrayed Bruce Lee may have died from Carrie Gracie over pay a heat stroke, new book claims W hat happened on the day martial arts expert and Hollywood star Bruce Lee died in 1973 at age 32? Matthew Polly may have an idea. Nearly 45 years after the film and fighting legend’s sudden demise, the American journalist has published an intensive biography titled “Bruce Lee: A Life.” Polly interviewed over 100 people associated with Lee, including friends, family, colleagues, as well as his widow Linda Lee Cadwell and their daughter Shannon Lee. While the official cause of Lee’s death was listed in his autopsy report as cerebral edema possibly caused by a sensitivity due to a painkiller called Equagesic, Polly suspects it was actually a heat stroke that may have taken down the kung fu idol. “The key to understanding Bruce Lee’s death is that he collapsed 10 weeks before and almost died of the very same thing,” Polly explained to Fox News about his theory. “On May 10, 1973 he walked into a small dubbing room on one of the hottest days of the month.

T They turned off the air conditioner to avoid ruining the soundtrack. He immediately overheated and got dizzy. “He left the room and still collapsed to the ground. He got back up and when he walked into the heated room, he collapsed again and started violently convulsing. They got him to the hospital and the doctors suspected his brain was swelling… And so the first collapse looked exactly like a case of heat stroke.” Cadwell herself told the Los Angeles Times in 1998 Lee’s death was caused by a brain swelling due to hypersensitivity caused by an ingredient found in Equagesic. However, Polly insisted Lee’s final moments during a fiery heat wave in Hong

‘American Idol’ finalist Jax defends White House performance

“A

merican Idol” finalist Jax said nothing is going to stop her from performing at the White House on Independence Day, calling the chance a once-in-a-lifetime opportunity. “I think it’s kinda a really unfortunate thing people can’t separate politics and patriotism,” the New Jersey singer told TMZ on Thursday, explaining that she comes from a strong military background. Jax said her younger brother is a U.S. Marine and her father was a first responder during the 9/11 terror attacks. She told the gossip website that her performance is about celebrating freedom and not about politics or President Trump. “I think it’s about honoring our troops and celebrating the birthday of our country,” she said. Singers Jonny Brenns and Sara Evans will join

Jax for the July 4 concert on the south lawn of the White House. Trump and first lady Melania are expected to be in attendance. “I’m delighted to welcome this new addition to the annual White House July 4th celebration. Americans will be able to tune in from their homes and be part of the festivities,” Melania Trump said in a statement. The concert will air on the Hallmark Channel on Wednesday. (FoxNews)

Kong mimicked more the symptoms he experienced before. “At the time there were dozens and dozens of rumors — that he was poisoned, that ninjas got to him, that someone put a death touch on him,” said Polly. “There’s no evidence of a cover-up. My conclusion is heat stroke… It’s a very common killer of young athletic men.” Polly claimed that a couple months before the first incident, Lee had the sweat glands in his armpits surgically removed. “He didn’t think they looked good on screen,” said Polly. “It was his job to look good on screen. [But] that would have made it harder for him to dissipate heat.” (FoxNews)

he BBC has apologised to news presenter Carrie Gracie for underpaying her and says it “has now put this right” by giving her back pay. She is donating the full, undisclosed amount to the Fawcett Society, a charity that campaigns for gender equality and women’s rights. Gracie resigned as BBC China editor in January in a dispute over equal pay. She said: “I am glad to have been able to resolve this. It shows that we can make progress.” The corporation said it had “reached an agreement to resolve their differences”. Timeline: How the BBC gender pay story has unfolded ‘Today I can say I am equal’ - Carrie Gracie’s statement: “This is a huge day for me. I love the BBC. It’s been my work family for more than 30 years and I want it to be the best. Sometimes

families feel the need to shout at each other, but it’s always a relief when you can stop shouting. “I’m grateful to the director general for helping me resolve this. I do feel he has led from the front today in acknowledging my value as the China editor. “The BBC has awarded me several years of backdated pay. But this was always about the principle and not the money so I’m giving it away to help women who need it more than I do. “And today I can say at the BBC I am equal. “I would like women at workplaces up and down the country to say the same. This has been an enormously long, hard road to get here. It has involved so much work and so many people. “Cultural change takes time to help people think things through and it’s an enormously difficult issue, not just for the BBC but for employers all over the world. This is a win for me and for the BBC. I’m proud of all of us.” Fellow broadcaster Clare Balding tweeted her appreciation for Gracie, saying: “To donate all of the agreed backpay confirms what we already knew - she is not fighting the fight for herself but for ALL.” (BBC)

ilm: “Sanju”; Director: Raj Kumar Hirani; Cast: Ranbir Kapoor, Vicky Kaushal, Paresh Rawal, Dia Mirza, Manisha Koirala, Anushka Sharma, Sonam Kapoor, Boman Irani, Anjan Shrivastav; Rating: **** Actor Sanjay Dutt’s life may have been an open book, yet Director Raj Kumar Hirani’s “Sanju” gives you a peek into Sanjay Dutt’s life with an honesty that instantly touches your heart. Sans any gimmicks, Hindi film tropes and unnecessary drama, Hirani lays bare the actor’s life, recounting each milestone of his turbulent and tumultuous life. The length of the film here - 161 minutes, is not a deterrent, as Hirani manages to keep you hooked, divulging details about Sanjay Dutt’s life, which one may have known, but are brought to life through the sincere and effortless portrayal by Ranbir Kapoor, who essays

the character of Sanju with panache. Whether it is his craving for drugs, breaking down upon learning about his mother’s illness or being denied giving a speech owing to his “terrorist’ connections, there is complete sincerity in his emotions which strike a chord with the audience. It is no denying that Raj Kumar Hirani is an auteur with a flair for storytelling, He effectively manages to keep the audience engrossed with the simple narrative, which is a journey of emotional upheavals, shocking revelations and tender moments. The dialogues by Hirani himself and Abhijat Joshi are straightforward, colloquial, yet laced with humour. The songs too mesh perfectly with the narrative and nothing seems out of place. Ranbir Kapoor shines all the way as Sanju and not only does his physical demeanour resemble that of Sanjay Dutt’s, but he slips

into his psyche too and becomes an extension of Dutt, making you see Dutt’s life on screen. Matching him in histrionics is Vicky Kaushal, an equally talented actor, who is effortlessly convincing as Sanjay’s friend Kamlesh Kanaiyalal Kapasi aka Kamli. He is endearing, as he steals your heart with his simplicity and unabashed affection for Sanju. Their on-screen bond is palpable. Manisha Koirala as Nargis Dutt is genuine, while Dia Mirza as Sanjay Dutt’s Wife Manyata, is restrained and charming. Anushka Sharma as the renowned author Winnie Diaz fails to leave an impact, but Paresh Rawal as Sunil Dutt renders a heartfelt performance except for his diction that gives him away. Sonam Kapoor, as his love interest Ruby is effective and Boman Irani, as the quintessential Parsi father, is a delight to watch. (IANS)

Indie music artistes find help via crowdfunding Human lifespan has no

azz singer Sanjeeta B h a t t a c h a r ya a n d electronica producer Tarana Marwah are among the six talents from across India who are getting a chance to make their mark in the independent music scene via crowdfunding. They say people are in a “sort of imaginary rat race” in the industry, where the scene is “overcast with Bollywood”. With visual media becoming one of the key elements audiences rely on to discover artistes, Rolling Stone India and crowdfunding website Wishberry have joined hands to help Indian indie musicians find their feet. Launched earlier this month, the collaborative project Watch Out gives indie musicians a running start towards building funds for a music video as well as spreading the word postrelease.

Wishberry founders Priyanka Agarwal (left) and Anshulika Dubey.

While the digital world may have opened a whole lot of possibilities and widened the reach for independent artistes, there’s another side to the story. Delhi-based Bhattacharya told IANS via email: “There are independent artistes all over the world who are struggling to get their music out there. The fact that we are in the digital age

is both a boon and a bane because there is too much information available and anyone and everyone can share what they want.” “Somehow the masses are usually drawn towards anything sensational -- either it has to be super trashy or super flashy. Now to make a flashy or top notch video, you need money and networking. It is hard to

get past the scene overcast with Bollywood,” added Bhattacharya, who started taking music lessons when she was 5 and started writing her own music when she was 21. Apart from Bhattacharya and Marwah, the project features acoustic harmony group The Manta Sidhu Ensemble, Mumbai indie folk quintet Aankh Micholi, country artiste Ratnang Singh and Malayali R&B artist Gowry Lekshmi. Marwah, who spearheads electronica outfit Komorebi, said the challenge lies in the demand to be more than just artistes. “We also have to handle our brand and PR, social media and curation. Basically what labels should do... used to do. It’s very easy to portray success on a screen but the truth is artistes should invest their time into creating their art. (IANS)

fixed limit, say scientists

T

here is no fixed limit to the human lifespan, says scientists who found that the chances to be a supercentenarian -- to live upto and above the age of 110 -- are high for people who survive the perilous 90s, and make it to 105. The findings showed that the chances of survival for the longevity warriors plateaued once they made it past 105, challenging previous research that claims the human lifespan has a final cut-off point. People between the ages of 105 and 109, known as semi-supercentenarians, had a 50/50 chance of dying within the year and an expected further life span of 1.5 years. That life expectancy rate was projected to be the same for 110-year-olds, or supercentenarians, hence the

plateau. “Our data tell us that there is no fixed limit to the human lifespan yet in sight,” said Kenneth Wachter, Professor at the University of California, Berkeley. “Not only do we see mortality rates that stop getting worse with age, we see them getting slightly better over time,” he added. To date, the oldest human on record, Jeanne Calment of France, died in 1997 at age 122 years and 164 days. According to researchers, those who survive do so because of demographic selection and/ or natural selection. Frail people tend to die earlier while robust people, or those who are genetically blessed, can live to extreme ages, they noted. (IANS)

Simply captioned, “Hello,” Roberts wore a sweatshirt emblazoned with the word “love” and smiled for a camera. With almost a half a million followers 24 hours later, the “Pretty Woman” actress posted another snap with a friend in matching outfits — and possibly starting a theme of graphic tees on her feed. The two sported shirts with the saying, “You can’t please everyone, you are not an avocado.” But surely Roberts can please everyone by posting a #TBT photo with Richard Gere or Dermot Mulroney from their respective romantic comedies. MADRID, Jun 29 (Agencies): Former Barcelona president Sandro Rosell will stand trial for alleged money laundering related to the sale of the Brazilian national football team’s television rights and a sponsorship deal with the Selecao, a court said Friday. Spain’s National Court, which deals with major corruption cases, added Rosell’s wife, an Andorran lawyer and three other people would also stand trial. The 54-year-old, who has been in custody since May 2017, is suspected of having siphoned off 15 million euros ($17.5 million) in illegal commissions from a TV rights deal for the national team of Brazil, where he had previously lived and worked. He is also suspected of having received some five million euros illicitly as part of Nike’s sponsorship deal with the Brazilian team. Rosell, his wife and the four others are accused of mounting a “criminal organisation”.

Belgium beat England to top group Japan coach defends ‘football truce’ Pickford there was delight in the Belgian camp. England rued a wasted opportunity by Marcus Rashford after 66 minutes, when he fired wide after finding himself one-on-one with Thibaut Courtois in the Belgian goal. Adnan Januzaj celebrates with team-mates after scoring a goal against England.

Kaliningrad, Jun 29 (Agencies): A superb second-half strike from Adnan Januzaj gave Belgium a 1-0 win over England on Thursday to see them top World Cup Group G with a perfect record and consign England to second place, with both sides already assured of going through to the last 16. Belgium now face Ja-

Morocco complains of refereeing ‘injustice’ Rabat, Jun 29 (IANS): The Moroccan Royal Football Federation (FRMF) has formally complained to world football’s governing body FIFA over “serious referee errors” during the 2018 World Cup in Russia. In a letter sent to FIFA and posted on the FRMF website on Thursday, federation president Fouzi Lekjaa said the errors led to his country’s early exit and that the video assistant referee (VAR) had been used or not used in order to serve the interests of their opponents. Morocco played in the World Cup in Group B along with Iran, Portugal and Spain. “We want to express our indignation at the injustice suffered by our

national team, following serious refereeing errors that led to (the team’s) premature exit from the first round of the 2018 World Cup,” Lekjaa said in the letter. “The severity of these refereeing errors is all the more evident in the fact that in these two matches (against Portugal and against Spain), the use of VAR served only to preserve the interests of our competitors,” it said. The Moroccan federation listed what it said were wrong decisions and attached their videos from Morocco’s defeat 1-0 against Por tugal and 2-2 draw against Spain. The north African side, who also lost their group opener to Iran, had strongly

criticized the referees’ performance following their loss to the Portuguese, their second group game, that had killed off their chances of advancing. “With what has happened we can only express our serious concern at the persistence of these injustices and the negative impact on the image of FIFA and the future of football,” the letter said. The Moroccan federation urged FIFA president Gianni Infantino to “take the necessary measures and make the necessary adjustments in order to repair these injustices and guarantee the conditions of a competition with equal opportunities for all teams”.

Akira Nishino with players during a training session.

Vo lg o g r a d, J u n 29 (IANS): Japan chief coach Akira Nishino admitted he had instructed his footballers to accept a 0-1 defeat to Poland in the closing minutes of their final Group H match on Thursday. Although Japan lost to a 59th-minute goal scored by Jan Bednarek and were ‘out’ of the tournament for around 16 minutes, news of Yerry Mina’s 74thminute goal for Colombia against Senegal which saw Japan into the last 16 on

fair play rules clearly filtered through. And the closing minutes saw both sides happy to pass the ball among themselves with no real efforts to win possession or to launch any attacks. “It was a tough decision to make as there was always a chance that Senegal would score, but I chose for us to stay put and to keep the status quo and make sure nothing happened on our pitch. I decided I’d rely on the result of the other game,” said

Nishino in his post-game press conference. “I’m not too happy about this, but I told my players to do what I said,” explained Nishino, adding that “these things happen in a World Cup. This kind of football does exist and it’s the first time I have felt this way. It was a massive decision to make to get us out of the group stage,” he continued. The Japanese coach said it had been a “very tough situation” but with qualification in the balance, he asked “what would have happened if we had conceded another goal?” “My message on the pitch was to ‘stay put’ and the players listened to me, they were going to keep things as they were. It was slightly regrettable, but at that point I didn’t have any other plans,” he admitted, before insisting Japan had “earned” the place in the next round.

Wahbi Khazri struck a second-half winner as Tunisia secured their first win in FIFA World Cup after 40 years by overcoming debutants Panama 2-1 on Thursday. Yassine Meriah gifted Panama the lead by turning the ball into his own net before Fakhreddine Ben Youssef equalized just after halftime. Khazri completed the turnaround just after the hour mark with his second goal of the tournament. The North African side’s last victory in football’s flagship event was a 3-1 defeat of Mexico in Argentina in 1978. Tunisia go home with three points while Panama were last in the group with three straight losses. Tunisia looked the better team early here but Naim Sliti and Ben Youssef both

spurned chances to put their team ahead. Panama scored against the run of play just after the half-hour mark when Jose Luis Rodriguez’s long-range shot deflected off Meriah, giving goalkeeper Aymen Mathlouthi no chance. Tunisia equalised six minutes after the restart when Sliti set up Khazri on the right before the Rennes forward pulled the ball back to Ben Youssef, who stabbed a shot into the left corner. Panama were under sustained attack and there was a sense of inevitability about the goal that put them behind in the 66th minute. Oussama Haddadi began the move with a slide-rule pass from the left and Khazri was perfectly positioned at the far post to fire in his 14th international goal.

No plans to change fair play rule, says FIFA

Rodriguez injury concern for Colombia

M OSCO W, J u n 2 9 (Agencies): FIFA said it has no plans to change its fair play criteria that allowed Japan to qualify for the last 16 at the expense of Senegal. “This is the first time (the fair play rule) has been used in a senior World Cup in this way. Obviously what we want to avoid is the drawing of lots,” Colin Smith, FIFA’s chief tournament officer. “We believe teams should go forward on their performance and what happens on the pitch, not what happens in a draw pool. This criteria was introduced to provide one more criteria before we would have to revert to the drawing of lots.”

M o s c ow, J u n 2 9 (Agencies): Colombia coach Jose Pekerman said he was “extremely concerned” for James Rodriguez after he limped off during their win over Senegal. Rodriguez, whose side face England in the last 16 on Tuesday, was substituted after 31 minutes of the 1-0 victory on Thursday afternoon. After the game, Pekerman told reporters he was worried about the condition of the 26-year-old while also attempting to play down the situation given Colombia’s qualification for the last 16. “I’m extremely concerned, it’s a very tough situation for

returns Jitu, Narang fail to make cut for Asian Games toStokes Eng ODI squad

Jitu Rai

NEW DELHI, Jun 29 (PTI): The seasoned Gagan Narang, Jitu Rai and young Mehuli Ghosh failed to make the Indian shooting squad for the upcoming Asian Games, even as a few unheralded faces were picked for the quadrennial extravaganza, starting August 18 in Indonesia. London Olympic silver medallist Vijay Kumar, plagued by injuries and poor form for a long time, makes his way back into the squad for the World Championships. The army man will be taking part in standard pistol and centre fire (nonOlympic events), though he had won the top prize of his career in rapid fire. The two member men’s air rifle team will comprise Ravi Kumar and Deepak Kumar while the 3-position team is made up of Sanjeev Rajput and Akhil Sheoran even as Narang, who

Gagan Narang

returned to action after an injury lay-off, missed out. The 35-year-old London Olympics bronze medallist Narang had won the silver in air rifle at the 2010 Asian Games. He has won a total of five medals in 2006 and 2010. Ravi Kumar and Apurvi Chandela will shoot in the air rifle mixed event, while the duo of Abhishek Verma and Manu Bhaker will take aim at the air pistol mixed competition. Another notable absentee is multiple international medallist Jitu, who opened India’s account in the 2014 Incheon edition with a gold on the first day of competition. Though Narang has been picked for the ISSF World Championships, were a country can field three shooters, which follows the Asian Games, Jitu has failed to get a slot for the first Tokyo Olympic quota event, too, where 60 quota

places are on offer. Abhishek Verma and Saurabh Chaudhary (air pistol men) and Shivam Shukla (rapid fire pistol) will look to establish themselves in the continental event. Rising star Anish Bhanwala

is the other shooter rapid fire pistol. The experienced Heena Sidhu and Manu Bhaker will represent India in the women’s air pistol, while Rahi Sarnobat and Bhaker will also take part in the sports pistol event. In the women’s air rifle squad, Apurvi Chandela and Junior World Cup gold medallist Elavenil Valarivan will compete while in 3-position the Indian team will comprise Anjum Moudgil and Gaayathri N. The likes of Ankur Mittal, Sheeraj Sheikh, Lakshay, Shreyashi Singh, Rashmi Rathore and Ganemat Shekhon will be aiming for podium finishes in the trap events, along with veteran Manavjit Singh Sandhu, who managed to qualify for the Games.

Mary Kom pulls out of squad

Five-time world champion M.C. Mary Kom has decided to opt out of the Indian boxing squad for the 2018 Asian Games. Instead of Mary, fellow Manipur star Sarjubala Devi will represent India in the women’s 51 kilogram category at the Asiad. When contacted by IANS, Mary stated that she is concentrating on winning gold in the 48kg division at the World Championships to be held here in November. “I opted out myself because there is no 48 kilogram category at the Asian Games. Right now I am focussed on winning gold at the World Championships in that weight category,” Mary told IANS. “Also, I have won medals at the Asian Games which include a gold and bronze in the 51kg event. Now I want to give a chance to the upcoming youngsters,” she added. Apart from Sarjubala, 2016 World Championship silver medalist Sonia Lather (57kg) and Pavitra (60kg) will represent India in the women’s events.

for India series

London, Jun 29 (Agencies): Ben Stokes has been named in England’s squad for the Royal London ODI series against India in July. The England all-rounder tore his hamstring ahead of the second Test against Pakistan earlier in June. He will make his return from injury in Durham’s Vitality Blast opener against Hampshire on Thursday. Stokes will also be available for England’s third T20 against India in Bristol on Sunday, July 8, if he comes through that match without any setbacks. The 27-year-old has not played for England’s one-day side since the winter tour of New Zealand, but was involved in training during the ODIs against Australia. Kent batsman Sam Billings and Surrey all-rounder Sam Curran are not included in the squad, while Chris Woakes may be added later in the series if he can prove his fitness. Woakes tore his right quad muscle at Headingley in the second Test against Pakistan but played down fears the injury was a flare-up of a “chronic” knee problem. He admitted having the same ongoing problem for eight or nine years, but said it felt like a “million dollars” just two weeks after its latest re-occurrence. Ja k e B a l l h a s b e e n named in the squad in place of Woakes.
