PM Modi warns gau rakshaks
Narendra Modi (PTI)
A H M E DA BA D / N E W DELHI, JUN 29 (AGENCIES): In a tough message against cow vigilantism and mob lynching, Prime Minister Narendra Modi Thursday said killing people on pretext of protecting cows is not acceptable and warned that no one has the right to take law into his hands. Addressing a public meeting to mark the centenary of the Mahatma Gandhi’s Sabarmati ashram here, Modi said indulging in violence in the name of “gau bhakti” goes fully against the ideals of the Father of the Nation. Voicing his concern on the spate of incidents of lynching and violence over cows’ protection, the prime minister said nothing would be achieved from such acts.
Oppn parties to skip GST launch NEW DELHI, JUN 29 (PTI): The Congress today said it would skip the governments June 30 midnight session for the launch of the Goods and Services Tax (GST), prompting more and more opposition parties to jump on the boycott bandwagon. While the Congress, Trinamool Congress, RJD, Samajwadi Party and Left parties announced they would not attend the special celebrations announced by the government, the JD(U) said it would leave the decision to its MPs. The Congress, in an all-out attack on the GST meet, called it a “grand self-promoting tamasha (gimmick)” to gain publicity. It also accused the government of “insulting” Indias freedom struggle, as the previous three midnight functions held in the central hall of Parliament were related to the country’s independence. This was a reason why it had decided not to attend the session, leaders said. TMC was the first to announce its boycott. But the JD(U) walked a tightrope, and said it had left the decision to its MPs, even as its two allies in Bihar announced they were staying away from the GST celebrations.

“This is a countr y which has the tradition of giving food to ants, street dogs, fish, the country where Mahatma Gandhi taught us lessons of non-violence. What has happened to us?” Modi asked. “If a patient dies due to an unsuccessful operation, relatives burn down hospitals and beat up doctors. Accident is an accident. When people die or are injured in the accidents, a group of people come together and burn vehicles,” he said, pointing out the prevalent trend among the people of taking law into their hands, and the mob violence. “Nobody would have practised cow protection and cow worship more than Mahatma Gandhi and (his follower) Vinoba Bhave. They showed us the way how to protect cow. The country will have to adopt their way,” Modi said. “The Indian Constitution also teaches us about cow protection. But does this (cow protection) give us any right to kill a person. Is this gau bhakti (cow worship)? Is this cow protection?” Modi asked. “Killing people in the name of ‘gau bhakti’ is not
acceptable,” he asserted, saying “this is not something Mahatma Gandhi would have approved.” Modi said “no person in this nation has the right to take the law in his or her own hands.” On Wednesday, protests were held in several cities across India under the banner of “#NotInMyName” to denounce lynching of innocent people in the name of religion and protection of cows.
Modi’s words sound hollow, says opposition Opposition leaders on Thursday questioned the sincerity of Prime Minister Narendra Modis remarks against cow vigilantism, saying little has changed despite his earlier warnings. “The Prime Minister should ask himself as to who has created this atmosphere of lawlessness in the country. Pro forma condemnations are not enough. The Prime Minister must reaffirm that he believes in the founding values of the Indian state,” Congress spokesperson Manish Tewari told IANS. Mahatma Gandhi’s grandson Gopalkrishna Gandhi, in a sarcasm-laced remark, said the “presence

All the perpetrators have to be caught and prosecuted and the public’s confidence in (law and order) has to be revived,” Gandhi told IANS. JD (U) spokesman K.C. Tyagi said “Prime Minister has spoken on cow vigilantism earlier too but it has had little impact on the ground. In fact, every time he issues such advisory to gau rakshaks (cow vigilantes), the incidents of violence in the name of cow go up.” West Bengal chief minister Mamata Banerjee said the flurry of attacks on people accused of eating beef or slaughtering cows has to stop and “just words will not do”. AIMIM chief and Lok Sabha member Asaduddin Owaisi termed Modi’s comments as “lip service” and said “gau rakshaks” get direct and indirect support of the BJP and Sangh Parivar. Communist Party of India and RJD also said that the words of Modi sounded hollow.
Withdraw troops to avoid escalation, China warns India BEIJING, JUN 29 (IANS): China on Thursday warned India it will escalate the current border row if it did not withdraw troops from “Chinese territory” and said this was a “precondition” for a “meaningful dialogue” with New Delhi. Beijing said it had pictures of Indian troops “trespassing” the Chinese border. Talking to the media, Foreign Ministry spokesperson Lu Kang displayed the “photos” from the lectern for a few seconds. Lu said these will be put up on the Foreign Ministry website after the press briefing. “We again urge the Indian side to abide by historical boundary convention, respect Chinese territorial sovereignty and withdraw the troops to the Indian side of the boundary to avoid further escalation. “This is the precondition for the settlement of the incident and also the basis for us to conduct a meaningful dialogue.” By Chinese territory, Lu meant Donglong or Doklam, a disputed territory between China and Bhutan where troops from the PLA and Indian Army had scuffled.

On the issue of the upcoming Presidential poll, NPCC said “NPF resorting to attack on NPCC president K Therie through print media holds no substance.” Moreover, it said NPF claiming BJP-RSS as natural allies was worth pondering by all right thinking people of Nagaland. “NPF may feel that NPCC has no moral right to question their support for BJP-RSS Presidential candidate, but then the divisive threat of BJP-RSS is not confined to Congress alone as political opponents but to the Naga’s as whole. Recalling the history of NPF, NPCC said that the regional party was in complete tatters and that even Dr. Shürhozelie abandoned the broken regional ship to contest as Independent candidate for 1999 Lok Sabha elections. It was only due to the efforts of some breakaway
Congress leaders in 2002 who resurrected the dead symbol of Cock in the form of NPF, NPCC said. F u r t h e r, N P C C said the projection of Dr. Shürhozelie as “clean man without any baggage by his cronies” was an insult to the people of Nagaland. As the NPF president, NPCC alleged that misgovernance of NPF had taken place under his patronage for nearly 15 years. It further went on to point out that, Dr. Shürhozelie as Urban Development minister for two terms, was responsible for ULB mess that culminated into a full blown agitation recently. NPCC said, the CM revoking some decisions taken by his predecessor like the Rongmei issue does not absolve his participation as Cabinet minister in 2012 to eagerly grant recognition without considering the ramifications.

NPCC flays Khriehu’s appointment as advisor to CM CGBU concerned over ‘random DIMAPUR, JUN 29 (NPN): Nagaland Pradesh Congress Committee (NPCC) on Thursday said that it condemned the unprecedented action of Nagaland chief minister & NPF president, Dr. Shürhozelie Liezietsu in appointing his son Khriehu Liezietsu as advisor with cabinet status and retaining the earlier portfolio of Music Task Force. In a press note, NPCC media cell alleged out that the “unmandated father son duo has taken nepotism in the state to greater heights.” While stating that it had no issue of Dr. Liezietsu and Khriehu, running the affairs of the NPF party as their personal fiefdom, NPCC however maintained that “the affairs of the government cannot be allowed to be turned, twisted and manipulated to suit the interest of father-son combine.”
Vice President’s election on Aug 5
NPCC reminded Dr. Shürhozelie that “becoming chief minister by default does not give him the liberty to run the government like his personal fiefdom.” It said the NPF of today was in power due to the efforts of other leaders like Neiphiu Rio who now stands suspended from the party after his ambition got the better of him. NPCC said NPF under Dr. Shürhozelie and TR Zeliang was yet to face an acid test of achieving victory in electoral battle under their leadership. Sta ting tha t the ir achievements would only be known after 2018 assembly elections, NPCC therefore advised NPF “to tone down its arrogance and tunnelled vision of political discourse since the present lots who are occupying seats of power in different capacities were yet to prove their mettle.”

Even though four-lane highway project has been diverted to another route, the union said the programme for widening of the present highway was still in the pipeline. In this regard, the union cautioned the land owners that in the event of the widening of the highway, those structures that were within the earmarked area would be dismantled and there would be no compensation for the same. and took stock of various operational aspects. “ G e n R aw a t w a s briefed about the operational matters,” an official source said. The genesis of the flashpoint was China’s attempts to build a road at strategically key area of Donglong, the linking of which to the SikkimBhutan-Tibet tri-junction could give China a major military advantage over India. The Indian Army had blocked construction of the road by China in Donglong, a disputed territory between China and Bhutan. Of the 3,488-km-long India-China border from Jammu and Kashmir to Arunachal Pradesh, a 220km section falls in Sikkim. Official sources said China had removed an old bunker of the Indian Army in Donglong by using a bulldozer after the Indian side refused to accede to its request, which triggered the face-off. Refer ring to Gen. Rawat’s comments earlier this month that India is ready for a “two-and-a-half front war”, the Chinese military today rejected the remarks as “extremely irresponsible” asking him to “stop clamouring for war”.

Mudgal panel would serve no constructive purpose: Barthakur
Correspondent
Shillong, Jun 29: Nivedita Barthakur, the employer of the Meghalaya woman who was subjected to racial abuse at the Delhi Golf Club, on Thursday said that the three-member panel to probe constituted by the elitist club would “serve no constructive purpose. On Sunday, Tailin Lyngdoh, a governess, had gone to the Club along with her employer Barthakur after they were invited for lunch by a club member. Some 15-20 minutes into the lunch, two Club officials asked Lyngdoh to leave the table and the Club saying her dress, the Jainsem was a “maid’s uniform and also allegedly hurled racial abuse. The Jainsem is a dress worn by the indigenous Khasi women in Meghalaya On Wednesday, the Club had announced that it had constituted a three-
member panel headed by Justice (retired) Mukul Mudgal to probe into the alleged racial abuse and discrimination of the woman at the club. The club said that the panel also include - lawyer Renu Sehgal and journalist Sunayana Arora Singh, the chief executive officer and founder of an NGO, Organ India. It said that three persons are not members of the club. “With investigations ongoing and/or intended by governments at both the Centre and the state levels, and by quasi-judicial bodies, which will per force evince cooperation from us and the Delhi Golf Club, we believe that a non-official enquiry at this stage would serve no constructive purpose, Barthakur said. She said they have the highest regard for Justice Mudgal and the other eminent people whose names have been quoted in the media as being on the com-
mittee that will probe the extremely unfortunate incident involving Lyngdoh “However, as we are sure they will appreciate, we think that any such enquiry by a non-official committee would be counter-productive and disrespectful to the due process that has been or will be initiated by governmental and quasi-judicial bodies under law. “We would also respectfully highlight to the eminent people concerned that such constitution of a non-official committee at the behest of the Delhi Golf Club may not manifest itself in the public eye to be an independent and impartial process, the London-based doctor said. Moreover, she said that they have already sent a statement giving our account of the said events at the Delhi Golf Club to Minister pf State for Home Kiren Rijiju and others. At the state level, Barthakur said, Meghalaya

He assured that the new government will introduce various policies and programmes for the welfare of the poorest of the poor section of the society. He also appealed the labourers and workers to work with honesty and sincerity. Minister of labour and employment Th Radheshyam said that labourers, who are working in organised sector or formal sector, should be respected and given importance to bring an inclusive development and nation building. The minister said, “The easiest way to serve God is to serve the needy and downtrodden people with humanity.
Tripura minister quized in chit fund scam Agartala, Jun 29 (IANS): The Central Bureau of Investigation (CBI) officials on Thursday interrogated Tripura Social Welfare Minister Bijita Nath in connection with a case of the Rose Valley chit fund scam. CBI Inspector Bratin Ghoshal accompanied by his colleague and a woman official of the State Bank of India questioned the minister at her official chamber in the civil secretariat for about one-and-half hours. The CBI officials, who arrived here on Wednesday from Kolkata, refused to talk to the media about the questioning of the Minister. “What the CBI officials wanted to know from me, I have told them accordingly. What I have told the CBI officials and what they asked me, I would not disclose at the moment, an emotionally charged Minister later told the media. “I was politically victimised. I do not know from where it was spread about my reported involvement with Rose Valley chit organisation, said the 50-year-old Communist Party of IndiaMarxist (CPI-M) leader who also holds the Science and
Technology and Environment portfolios. “A false CBI notice involving my name and today’s meeting was also circulated among the media. The CBI officials told me that they did not divulge anything to the media about today’s (Thursday’s) questioning, the Minister said and urged the media to be more cautious while writing about a minister and a woman. Earlier, there were reports in a section of the media that Nath was indirectly involved with the Rose Valley chit fund organisation. However, she had denied the allegations several times. Tripura’s Law and Education Minister Tapan Chakraborty said that it was widely known that the CBI

Nitish’s Bihar gambit
A
s the day draws near for the election of the next president of India, the consequent political dimensions across the nation indicate realignment of forces and possibility of new coalitions emerging in the horizon by 2019. BJP candidate Ram Nath Kovind is certain to win the election by a comfortable margin over Meira Kumar, the Congress candidate who has the backing of the opposition(minus JDU,BJD,AIADMK, YSR Congress, TRS, TDP etc). The opposition unity has been the first casualty of the forthcoming presidential election. After YSR Congress chief Jagan Mohan Reddy met Modi, the party promised to back the NDA nominee. It was not surprising because of several factors. However what has riled the opposition was the decision of JDU supremo and Bihar chief minister Nitish Kumar to back Kovind. It may be noted that when the BJP announced the name of Kovind, the opposition, notably the Congress adopted a “you first” policy. Perhaps that has now backfired since the advantage of calling the shot has been lost. In the end, both sides chose Dalit candidates ; though it is not an issue. Kovind is present Governor of Bihar and Meira Kumar the daughter of late Babu Jagjivan Ram and also the daughter of Bihar. That may not break ice with Nitish since he has already gone ahead by backing Kovind come what may. In retrospect, what could come will be in the form of parting of company between Nitish and his friend-turned-foe-turned-friend and RJD supremo Lalu Prasad Yadav. Nitish has been studiously trying to mend fences with the BJP after ditching Modi in 2014. The extent of Nitish’s attempts to court the BJP may be understood by the invite given to Modi for the ‘Makar Sankranti’ feast earlier this year. It unnerved both the RJD and Congress since they perceived Nitish’s move as an attempt to wriggle free from the Bihar coalition of JDU,RJD and Congress. Nitish had also invited Modi for the birth anniversary of Guru Nanak where he and the PM shared the dias and Lalu made to seat with other invitees. Nitish also did not attend the opposition meeting convened by Sonia to choose the joint candidate for president but instead attended the PM’s official lunch hosted for a foreign dignitary. Over and above, the BJP has claimed that recent raids on residences of Lalu’s children by the ED were done so with documents leaked by some JDU leaders. These were not mere coincidences but intended to signal a possible break with the RJD and Congress. In the Bihar coalition, the RJD has the highest number with 80 MLAs and JDU has 71 while Congress has 27. The BJP has 53 MLAs in the Bihar assembly. Any party or coalition requires 121 MLAs for a simple majority to form a government. If JDU decides to part ways, it will have no problem if it joins hands with the BJP which has 53 seats to cross the required benchmark. Nitish clearly is not very comfortable with the RJD as an ally notably since Lalu practically dictates the coalition. Nitish could possibly end up with the BJP and he hopes to strike some deal with Modi. However, Modi is not keen on having any deal when his party BJP could on its own claim Bihar even by 2019.
DailyDevotion The Strictest Discipline If your right hand causes you to sin, cut it off and cast it from you; for it is more profitable for you that one of your members perish, than for your whole body to be cast into hell. —Matthew 5:30 Jesus did not say that everyone must cut off his right hand, but that “if your right hand causes you to sin” in your walk with Him, then it is better to “cut it off.” There are many things that are perfectly legitimate, but if you are going to concentrate on God you cannot do them. Your right hand is one of the best things you have, but Jesus says that if it hinders you in following His precepts, then “cut it off.” The principle taught here is the strictest discipline or lesson that ever hit humankind. When God changes you through regeneration, giving you new life through spiritual rebirth, your life initially has the characteristic of being maimed. There are a hundred and one things that you dare not do— things that would be sin for you, and would be recognized as sin by those who really know you. But the unspiritual people around you will say, “What’s so wrong with doing that? How absurd you are!” There has never yet been a saint who has not lived a maimed life initially. Yet it is better to enter into life maimed but lovely in God’s sight than to appear lovely to man’s eyes but lame to God’s. At first, Jesus Christ through His Spirit has to restrain you from doing a great many things that may be perfectly right for everyone else but not right for you. Yet, see that you don’t use your restrictions to criticize someone else. The Christian life is a maimed life initially, but in Matthew 5:48 Jesus gave us the picture of a perfectly well-rounded life— “You shall be perfect, just as your Father in heaven is perfect.”

Post-mortem Employment green pasture On crimes and punishments for others, not for the Nagas! T
I
s the backdoor appointments and non-availability for job opportunities the epicenter of the problem in Nagaland? Yes, there are backdoor appointments in many of the Departments or even appointment of three-four persons against a single vacancy. It is a sad thing to ponder about. But such practices may continue till the inmates change the attitude towards ‘Work’. In this connection, allow me to share my personal views as to why are all these happening. The desire and attitude to reap bountifully without sowing the seed is the root cause. Many of our youths loiter in and around Kohima in the Government offices. The question that puzzles me with the thought is,‘are there no jobs available in the state for them to do?’ When people say,‘There is no job’, I question myself, can that be true! The teaching of Frieda Mendelsohn on ‘Demand, Supply and Equilibrium’ says that where there is no demand, there won’t be supply either. If there is no work in Nagaland, how can there be a sea of people flowing to Nagaland from other states! The Home Department may be able to give a clearer data asto how many non-tourists job seekers are sneaking into Nagaland daily. Looking at the vegetable vendors, auto drivers, hair dressers, cobblers, vehicle repairers (workshops), masons (building constructors), workers in stone quarries, newspapers sellers, paddy cultivators etc., we hardly see any Nagas engage in it. This scene starts from the State’s Capital to
I
t is really an unfortunate phase we teachers go through every time during this part of the year after the HSLC results come out, the series of criticisms and blames are showered on us by some certain section people in various platforms which often do look like a sort of an ulterior motive at times. Though many always say teaching is the one of the noblest profession yet it is also again a thankless job. Teaching is also one the most stressed and a demanding job where a teacher has to give their all. A teacher’s job involves not only teaching the student about some book knowledge but also about grooming a good character and overall discipline of the pupil besides molding them to grow up into some responsible citizens. In a year, as prescribed by the norms of our curriculum, we have to maintain a minimum of certain number of working days out of 365. Out of 24 hours in a day/night cycle, normal schooling hours conducted by us is 6-7hours of which the remaining 2/3rd of the time share in the 24 hours period are left under the care of their parents/ guardians which they manage by themselves like domestic work, eat, sleep, recreation and study etc. for the student. In all these, the role of parents and guardians are the most important to utilize and make use of those precious moment. We teachers understand the way and the method of their bringing up in most of the govt. schools students over the state. We also try to our level best and put a maximum effort in trying to let them shine like polishing a diamond from out from a coal. While teachers do every possible ways to make them successful, the rest of the effort lies in the pupil’s own sincerity, hardwork and responsibility needless to mention I/Q level of the students too. The parents and the guardians’ share of responsibility is also very important in all this different stages throughout his life. In remote areas around
farthest corner of the state. That makes me wonder with a thought, are all these worksnot employment? Those who earn through the so called “Menial jobs” call us Sir/Madam/ Malik/Uncle/Aunty/ Baba, etc., with a lot of respect but their regular daily earnings and monthly wages are fatter than our earning of once in full moon or our unpaidhandsomeGovernment’s Salaries. Even in the banks sector or teachers in the private schools, we see more faces from other states. The question that comes to my mind looking at these dramas is, if they can earn their living and have surplus by doing these works, why not we? Many Educational Institutions, Tuition Centers and101% Sure Success Coaching Centers are run in the name of some Nagas but they tap the inflow of money and we take the glorious name. In all these, the rubber-stump partnerships of ours, pave the easy four-lane roads for them to suck and suck our brother’s and sister’s money. In this way, we use our Christian charity to steal our own people’s treasury to fill other people’s pockets. And yet our only chorus is ‘there is no job opportunities in our state’. How many shops are run by the non-Nagas in Nagaland? If we ask the shop keepers, the general reply is, ‘there is no profit due to this and that’. The question is, are all the shop keepers doing missionary works and running some charitable institutions here in Nagaland! If there is no profit, have they madly fallen in love with our ‘dry-season-dusty-roads’ and ‘rainy-season-muddy-roads’,
the state many of the students and their parents also have to take the responsibility of their own results. Most of them come during only in the later part of February or mid- March for admission even after repeated reminders in Nov-Dec about the admission date. Parents come with several excuses such as no money for admission as they spent whatever they had during Christmas for clothes and for various other needs etc. With the RTE Act in force, whoever comes for admission the teachers have no option but to admit them whatever type of student is in govt. schools. In urban areas, classrooms are overcrowded with nearly triple of the prescribed teacherstudent ratio due to shortage of high schools. While in rural areas, most of the schools and classrooms are in depilated conditions. During the harvesting season too many parents take their children along with them and attendance becomes thin. They justify by saying that education is important but to gather the food to eat throughout the year is also important for their survival. The parents often stressed that they need their childrens’ help during cutting and harvesting etc .No amount of convincing to send their children regularly to school them does not work. Also in the rural areas many other activities like hunting, trapping and community fishing keep them occupied more than with books and many parents doesn’t bother whether their wards are attending the classes or not. I as a teacher would like to say this on behalf of that all my peers even after the lower classes got their exams over, we continued coaching classes of my HSLC students till mid-December and again started right after the New Year. It is very disheartening that some writers who are never in this profession but engaged other occupations should ask themselves what if they leave their present professions and be in the our government teachers’ shoes. Though there are so many
that enabled them to leave their comfort zones and home towns to stay with us?The bakeries are another place where we get all our favorites items with no bargaining power. The products of their kitchen with the label written in bold, made somewhere outside Nagaland, is tastier even if it is costlier. But we hardly see any Nagas running such fat milking bakeries and shops. Few of the areas where our people need to urgently learn and re-learn to change the mindset about work according to me are: First, the government jobs are not the only works known as employment. The oxford dictionary describes the meaning of the word ‘employment’ as any work done to earn money for livelihood. Second, there is no shame to do any job, if that can earn one’s livelihood. Third, the willingness to work hard and the spirit of perseverance need to be nurtured and cultivatedin our society. Here, the parents have a bigrole to play. The children can be helped with different works such as cut firewood, carry firewood, do gardening and field works, everyone to washone’s own plates and cups, sweep one’sown rooms, arrange the beds, do the laundry etc. By engaging in such activities, the children will learn to be independent and self-sufficient in future. Besides, doing some of such physical activities, the suppressed stresses can be vented out and thus one can feel lighter, study better and be physically healthier too. Rev. Fr. George Rino, Assumption University, Bangkok
here are numerous types of crimes in the world, and every nation and society has a corresponding punishment to these crimes. A punishment for a certain crime may seem too harsh or too mild to others; for instance, the vast majority of the world views with horror the practice of cutting off the hands of a thief, in societies which practice a strict interpretation of the Islamic Laws of Sharia. But they, in turn, would look askance at the moderately mild jail sentence of Bernie Madoff, who swindled thousands of Americans of billions of dollars, reducing many of them to poverty. But I am of the opinion that there is a crime for which the punishment issurprising mild, if not a joke. This crime occurs in every society in the world, no matter how advanced or how primitive, across all races and across all religious denominations. The crime is rape. And what may seem strange is that the punishment for rape, across societies, races and religions is shockingly mild; when you consider the gravity of the crime. But this should come as no surprise to anyone. For who commits rape? Men. And who writes the law? Men. Murder is considered to be the ultimate crime, for it ends the life of the victim; something which cannot be restored. It leaves the loved ones of the victim heart-broken, and creates a void which can never be filled. But, for the victim, the ordeal is over; and for those he/she leaves behind, the burden of the loss decreases with the passage of time. But rape is in a class by itself. The victim goes through almost every physical and mental trauma imaginable without the sweet release of death. She is left with the memory of the physical AND mental trauma. Unless her brain can find some way to block the memory of the horrific crime, she relives the crime over and over again, for every moment of her life, till the end of her life. As to her near and dear ones, her very presence is a constant reminder of the crime and a never ending source of pain and misery. And we, the ever hypocritical members of society, what do we do? We look down at the victim of rape as dirtied and marked. And
A teacher’s reply
schools and teachers who encourages private tuitions charging enormous amount, we the govt. teachers understanding the pupils’ plight sacrifices all they can give extra classes and coaching session all free of cost till the commencement of the final exams. Despite of nonpayment of our salaries for even upto 8-9 months by the government, we still show our patience and meekness as a teacher and go on with our work. We start to protest when we don’t have anything to cook in our kitchens. Most of the time the govt. assures us to pay our pending salaries but it is always not more than 2-3 months at a time. We also have need money for our basic necessities and survival like paying our children schools fee, auto fares or put fuel in our cars to go to our work place, house rents, phone bills and electricity bills, buy essential commodities, tithes, acknowledge friends during our relatives’ and friends’ weddings and sickness to countless indescribable needs here but year round we are left high and dry without even our basic regular salaries. We wonder where you people are in such times. If you want to criticize us do stand for us in our hard and struggling times too. Only then you have the right to pinpoint and criticize us. Also about the School Management Committees, they differ from district to district, region to region, community to community; therefore one should take up the issue with them instead of wallowing hurling accusations or imaginary charges. Though some SMC members neglect students’ and teachers plight in districts like Mokokchung, Kohima and urban schools of Dimapur have very strong management committees where teachers and them co-ordinate and even have regular Parent Teacher Meetings. These schools have a very good record of high academic performance and HSLC results which one can go and check for themselves instead of generalizing each and every
teacher because of some others fault. Disciplining high school students who come from very different style of brought-up and methods is another very demanding and a hard times for every teacher yet we try their best. Many misfits and indiscipline youths fill up the govt. schools and teachers have to go through real hard times teaching and disciplining them. Many a time teachers are threatened and even assaulted when we try to correct them or discipline them. Many children who are not at all interested in studies are forcibly sent to school by parents and no matter how much teacher tries to let them develop interest in studies, they could not. There is a saying you can bring a horse to water but can never make it drink. Just getting a student admitted into a school never guarantees that they will be a hardworking and studious and everyone will pass their exams in flying colours. With the introduction of the Comprehensive Continuous Evaluation (CCE) many students who passed class 8 and come to class 9 have a hard time in adjusting the environment of pass/ fail system and high school teachers have to go through tough times making the student get used to a complete new method of curriculum. People have to understand all these before pointing their fingers at us teachers without knowing all the pros and cons teachers have to face in their work situation. Like the saying goes ‘there is always a light at the end of the tunnel’ though the HSLC results still are poor comparatively to private schools results are getting better year after year in many govt. schools. Many students’ secured good ranks and distinction marks in many govt. schools around the state. It is all due to the teachers’ tireless efforts and sacrifice. Let us look at the brighter side too and be optimistic. Some govt. schools evens secured cent per cent in the HSLC results. I am proud teacher as most of my students passed in
instead of understanding that she is a victim who deserves every support possible, we point at her, behind her back, whispering with gleeful joy, “She was the one who got raped.”Revelling in the fact that it happened to her, not to us, or some member of our family. A woman may have had consensual sexual relations with a thousand men and walk about in society with her head held high. But woe to a victim of rape, we point fingers at her and expect her to hang her head in shame and withdraw from society. So, which crime do you think is more heinous? And what do you say about Child Rapists? What words can you use to describe “men” who are lower than animals? They are nothing less than monsters walking amidst us. With adult women, there is the possibility of consent, given by her, but denied when the act is discovered. But a Child? What does a child know? How does a child deserve to have her innocence stripped away in such a monstrous manner? Penalties for crimes serve a dual purpose. The first purpose is to punish the perpetrator of the crime; but the second, and more important, in my humble opinion, is to serve as a deterrent for all those who would contemplate committing crimes. The laws are already there for the punishment of rapists. But I do not subscribe to them. The gravity of the crime should be reflected in the weight of the punishment. I pray that God grants all men the wisdom to understand and acknowledge that rape needs a more befitting punishment. If it were down to me, I would suggest castration for cases of proven rape of adults; and summary castration for Child Rapists. Let them also live with the shame of their deeds and with the knowledge that they can never ever commit the same monstrous deed again. Jailing rapists is a joke, for they walk out free in a few short years, and death is too good a punishment for them. God bless and protect our women and children Kahuto Chishi Sumi Akukau (G.B.) flying colours with distinctions. We cannot build a good and a strong society by always being negative and pessimistic. I pray that such criticisms do not rise again the next again when HSLC results which do look like they have something against us govt. teachers for some obvious reasons. On the backdoor /political appointments, what can we say as is this is the world we have created ourselves. Though Nagaland has a huge number of these kinds of appointees, some writers start jumping on the issue of backdoor appointments whenever any issue of about teachers is raised. Why are teachers the only targeted group every time? What about many other departments like PWD, PHE, Medical, Police, Rural Development, Social Welfare etc. to name just a few? Are these departments free of backdoor/ political appointments? On a lighter note as said by young writer lately, “If Nagaland do away with all the backdoor appointments then Nagaland will be overcrowded with unemployed youths and there will be alarming increase in criminal activities. What we have at present is more than enough. Even govt. jobs will land in the hand of immigrants and outsiders”. This may sound a bit off the track but it sure does hold a truth in it. We do not have
the requisite infrastructures and opportunities in private sectors and thus maybe the govt. jobs remain the last and the only option. With the system upside down, maybe many deserving candidates went through the backdoor/ political appointment and maybe many deserving ones too did not get. Let us all try to build a better Nagaland by teaching the young generation the values of life instead or trying to victimize or slander the teaching community by the mistake of some few. The way we talk, act and what and how we write shows more than what people perceive us or more than the degrees or qualification we possess. Whatever and whoever we are, it is shown by those negatives and pessimistic attitude inside of us when we loose them outside. A true teacher corrects by an example rather than always throwing criticism, making sarcastic remarks and negative opinions. Criticizing is very easy and has become the latest trend of all Nagas where sadly many of our educated Nagas, despite their status and profession belittle themselves by their one-sided and biased writings. It will be much good to know both sides of the story before we always start gunning others at every possible chance. Wapang Longkumer
Reader’s Post
Sir,
Let there be a change
I take this opportunity in sincerely appreciating the NBCC for taking up the initiative for clean election campaign and also to the seven political parties of Nagaland coming forward and agreed to follow and practice the principles of 18 points agreement signed before God. As someone has to come forward to eradicate corruption from the state, in this crucial stage now in Nagaland regarding corruption. And thanks to the NBCC for taking such kind of steps to end the corruption. Being a Christian state such word ‘ corruption ‘ is not suitable to our state. Let this step taken by NBCC be a turning point in the war against corruption and let’s all take part to shun corruption. Henveih. E. Phom, Longleng town

No fear or insecurity among minorities: Naqvi
NEW DELHI, Jun 29 (PTI): Amid reports of alleged lynching attacks targeting minorities, Union minister Mukhtar Abbas Naqvi Thursday said there was no atmosphere of fear or insecurity prevailing among the community. Suspecting the role of some “hostile forces” behind such incidents, the Minister of State for Minority Affairs said such “tactics” will not be allowed to succeed. He, however, stressed that the incidents cannot be justified and pitched for tough action against the perpetrators. Naqvi reiterated the Modi government’s commitment for inclusive growth and creating an atmosphere of trust among the communities. He said safety of every section of the society was “equally important for” for the Centre. “I do not think there is fear or insecurity among minorities. But whatever incidents are taking place, be it small or big, be it a criminal conspiracy, in no way it is justified. Action should be taken as per law against them,” Naqvi said after attending the 76th meeting of Central Waqf Council here. On asked which forces were behind such incidents,
Kovind, Meira, nominations accepted New Delhi, Jun 29 (PTI): The nominations of all presidential candidates, barring those of NDA nominee Ram Nath Kovind and Opposition-backed Meira Kumar, were rejected Thursday. About 95 persons had filed their nominations, including Kumar and Kovind. Except the two main contenders, the nominations of the rest were rejected as none of them were proposed and backed by the required number of members of the electoral college, according to sources in the Lok Sabha secretariat. The nominations were rejected in the scrutiny process initiated today, they added. According to the rules, a presidential candidate’s nomination should be signed by at least 50 members of an electoral college as proposers and endorsed by as many.
Mukhtar Abbas Naqvi
Naqvi did not name any. He, however, added that be it political organisations or individuals, the state governments (given law and order is a state subject) concerned were taking “immediate and effective” action against the people involved. “The governments of Rajasthan, Haryana and Jharkhand have without wasting any time taken action against such people. I myself had spoken to the chief ministers and officials of these states,” he said. Speaking during the meeting, the Union minister said his ministry had been working towards socio-economic-educational empowerment of all the notified minorities -- Muslim, Christian, Buddhist, Sikh, Parsi and Jain -- effectively as a “mission and commitment”. The minister said the measures the Centre had taken during the last three
years of its rule were a reflection of its “empowerment without appeasement” policy, which he added, has created an “atmosphere of development and trust”. Naqvi said his ministry had been successful in enabling the poor, backward and weaker sections of the minorities to get their share of mainstream development through “3Es: education, employment and empowerment.” He also listed a range of schemes the government had been implementing for the welfare of the minorities. Earlier this month, 17year-old Junaid Khan was stabbed to death onboard a train between Delhi and Mathura. The group of attackers had allegedly hurled communal slurs and attacked the victim after an altercation over seats. A few days ago, over a 100-strong mob attacked a Muslim man on the suspicion of slaughtering a cow after finding the carcass of a bovine near his house in Giridih district of Jharkhand. In April, 55-year-old Pehlu Khan was killed allegedly by cow vigilantes in Rajasthan’s Alwar while he was transporting cows for his small dairy farm.

COMMIT: New training prog for state govt officials launched
Minister dilutes clean India message; Lalu Yadav’s party blows whistle
Spl. Correspondent
NEW DELHI, JUN 29 (NPN): Union Minister of State for Development of North Eastern Region (I/C), Prime Minister’s Office, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh on Thursday launched a new training programme Comprehensive Online Modified Modules on Induction Training (COMMIT) for State government officials in Delhi. The objective of this training programme is to improve the public service delivery mechanism and provide citizen centric administration through capacity building of officials who interact with the citizens on day-to-day basis. Speaking on the occasion, Dr. Singh said that the new training programme would supplement the earlier training programme. He said the advantage of COMMIT is that it is cost effective and has the potential to cover about 3.3 lakh officials annually, compared to 10,000 officials under existing 12Day Induction Training Programme (ITP). The minister said that “citizens can be easily accessible when we go digi-
tal.” In order to achieve maximum Governance, he said it was necessary to equip the officials with the best possible tools to perform best to their ability. Meanwhile, DoPT secretary, B P Sharma said that COMMIT would be launched in six states-Assam, Haryana, Maharashtra, Tamil Nadu, Telangana and West Bengal initially on pilot basis during the current financial year 2017-18 followed by other states. He said that COMMIT had been designed in such a way that it allows to translate the content in local/regional languages. The COMMIT programme, developed by DoPT in collaboration with United Nations Development Programme (UNDP), will supplement the existing 12-Day ITP launched in 2014-15 for newly recruited state government officials to develop in them Generic & Domain specific competencies. UNDP in India, Ms. Marina Walter also attended the programme. The programme will cover approximately 74,000 state government officials in the financial year 2017-18. The programme will be implemented through State Administrative Training Institutes (ATIs).
Union Minister Radha Mohan Singh was caught on camera urinating in public. The photo was widely circulated after Lalu Yadav’s party tweeted it.
NEW DELHI, JUN 29 (AGENCIES): Prime Minister Narendra Modi’s Clean India campaign has received an enthusiastic response from the people. But one of his own ministers has been caught on camera letting him down. A couple of snapshots of Union minister Radha Mohan Singh urinating in public, flanked by securitymen, have been tweeted by Lalu Yadav’s Rashtriya Janata Dal. The undated snapshots have been accompanied by a post in Hindi, which read, “Surrounded by heavy security, Union minister for agriculture inaugurating the irrigation scheme. He also gave a boost to the Swachh Bharat
mission”. The minister, who is from Bihar, had been on a visit to his constituency Motihari, for Eid. He returned to Delhi on Monday. According to reports, he said he had been forced to urinate on the roadside as there were no toilets in the area. Bihar is one of the states that are lagging in the implementation of the Clean India campaign. Not only the number of houses having toilets is extremely low, it fares the worst -along with Uttar Pradesh and Odisha -- regarding public toilet facilities. On October 2, 2014, PM Modi had launched the Clean India campaign from Deli’s India Gate. Since then, lakhs of com-
mon people had joined in. Brides have refused to marry till grooms built toilets in their homes, villages have paid for public toilets from their own pockets, Mumbai residents have cleaned up a beach through their own efforts, and in Delhi, a man had been beaten to death for trying to stop two men from urinating in public. On Twitter, many took a jibe at the minister. Other opposition parties, too, criticised the minister. “The minister is exposing the hollowness of swachata abhiyan launched by the PM from the ramparts of Red Fort,” news agency Press Trust of India quoted JD(U) national spokesperson KC Tyagi as saying.

Deputy CEO, Rokuovituo Khezhie, said EVM machines would be accompanied by Voters Verifiable Paper Audit Trail (VVPAT) to ensure smooth conduct of election with immediate effect. He said more webcams and CCTV cameras would be installed in almost all polling stations. Deputy CEO (SVEEP), Vekho Vero, and other officials were also present at the press conference. Till date, the final e-roll stood at 11,38,215 out of 190000 lakh total population in the state.

(From p-1) After discharging the case by pointing out several flaws in the reports of the IO and other material evidences, the CJM also ruled that as per the one year limitation U/S 468 Cr.P.C. the case would have been over on March 19, 2015 or one year from the date of commission of the alleged offence on March 20, 2014. However, the learned Judge pointed out that FIR was lodged on February 2, 2016 and so was barred by limitation under Section 468(2)(b) or Cr.P.C.

NEW DELHI, Jun 29 (Agencies): Senior BJP leader Ramesh Arora staged a demonstration in Jammu on Thursday protesting the sale of ‘momos’, a popular street food, ANI reported. Arora, a member of the BJP’s Jammu and Kashmir legislative council, said
earlier this month that ‘momos’ are “more dangerous than alcohol and psychotropic drugs”. “Ajinomoto (monosodium glutamate) used in momos’ recipe is harmful to health and can even cause cancer. They have been found to be the root cause
of several life-threatening diseases,” Arora said. Arora also claimed that teenagers were getting “addicted to momos like drugs” and that needed to stop. The Jammu and Kashmir legislator had also met state’s health minister Bali Bhagat to discuss the issue.

Therefore, it has requested the public within jurisdiction of Dimapur-Chumukedima to remove such materials at the earliest after unloading on the road side. Chakhroma GBs’ Union said keeping in mind the welfare of everyone it was making this appeal to all concerned hoping for co-operation from all. Indefinite stir to continue; Mamata says no bifurcation
West Bengal Chief Minister Mamata Banerjee during an administrative meeting in Burdwan, West Bengal on Thursday. (PTI) Darjeeling (WB), Jun 29 (PTI): The GJM and other political outfits in Darjeeling hills Thursday decided to carry on with the indefinite shutdown even as Chief Minister Mamata Banerjee ruled out any bifurcation of West Bengal. The hills remained tense, but incident-free on the 15th day of the shutdown with the police and the security forces patrolling the streets and keeping a close vigil on the entry and exit routes. “We have decided to carry on with the indefinite bandh in the hills,” Gorkha Janmukti Morcha (GJM) leaders said after a six-hourlong meeting of the political outfits in Kalimpong. This was the second such meeting in 15 days,
with the last having been held on June 20. “The overwhelming response during the meeting was that the shutdown should carry on. We had a debate on it. But ultimately, it was decided that shutdown will go on in the hills,” the GJM leader said. “We will decide on the next course of action on July 6,” they said. At a public meeting in Purba Burdwan, Banerjee said, “Bengal cannot be divided. I will not allow it.” Internet services remained suspended in the hills. Except medicine outlets, all shops, schools and colleges were closed, and transport was off the road. Munish Tamang, the national working president
of the Bharatiya Gorkha Parisangh, who attended the meeting, told PTI, “A Gorkhaland Movement Coordination Committee (GMCC), with 30 members has been formed with representatives from all the political parties to decide on the next course of action.” Meanwhile, the West Bengal State Commission for Protection of Child Rights issued a show cause notice to the GJM for using children in their protest rallies. “We have issued a show cause notice to the GJM for using children in their political rallies. This is a complete violation of child rights,” the panel’s chairman Ananya Chakraborti said.

national ED issues notice to Geelani in foreign cash seizure New Delhi, Jun 29 (IANS): The Enforcement Directorate (ED) on Friday issued a show cause notice to Hurriyat leader Syed Ali Shah Geelani in connection with a case of alleged seizure of foreign currency worth $10,000 from his residence. The agency’s investigation pertains to the alleged seizure of the foreign currency from Geelani’s Srinagar’s Hyderpora residence by the Income Tax Department in 2002. “Geelani has been asked to show cause to the adjudicating officer under FEMA (Foreign Exchange Management Act) within 30 days to prove why the recovered currency should not be confiscated and penalty imposed on him,” an ED official said. The agency had issued a similar notice to Geelani in March following inputs from the Income Tax department but he did not respond. His counsel submitted a written reply and denied the recovery of foreign currency from his residence and the seizure. Following further summons, Geelani’s chartered accountant submitted the appeal documents confirming the recovery and seizure of foreign currency, an ED statement said, adding however the separatist leader failed to furnish legitimate source for its acquisition and possession, thus making himself liable for action under FEMA.
Man accused of carrying beef killed in J’khand R A N C HI , J u n 2 9 (Agencies): A man has been beaten to death in Jharkhand by a group of people who accused him of carrying beef in his car, which they set on fire. Three days ago a dairy owner was attacked by a 1,000-strong mob in the state and his home was set on fire after the carcass of a cow was found near the house. Today’s attack came hours after Prime Minister Narendra Modi said that the killing of people by cow vigilantes is unacceptable. “Killing people in the name of Gau Bhakti is not acceptable,” said the PM, adding, “No person in this nation has the right to take the law in his or her own hands in this country.” The Prime Minister said protecting cows, sacred for Hindus, is needed, “No one spoke about protecting cows more than Mahatma Gandhi and Acharya Vinoba Bhave...this (violence) is not something Mahatma Gandhi would approve of.” Alimuddin, also known as Asgar Ansari, was driving his Maruti van when he was stopped and brutally attacked by a group of people near Bajartand village in Ramgarh district. A senior officer said the police “swung into action” as soon as they heard about the attack and rescued Mr Ansari, but he died in hospital. The officer, RK Malik,
Members of a community torch a vehicle during a protest against lynching of a man by another community, in Ramgarh district of Jharkhand on Thursday. (PTI) has called it “premeditated murder”. He said the attackers seemed to have been lying in wait for Mr Ansari, who was “involved in some trading or business of meat.” The killers he said have been identified and are suspected to be people who had business dealings with Mr Ansari. He said he could not confirm whether Mr Ansari was carrying beef. On Monday, a massive mob attacked Usman Ansari, a dairy owner in Bariabad village in Jharkhand’s Giridih district. The police said they reached in time to rescue the 55-year-old Us-
man Ansari, but they were blocked by the mob and had to use lathis and fire in the air to dispserse them. About 50 policemen were injured in stone throwing by the mob. Mr Ansari and his family were evacuated and the dairy owner was taken to hospital in critical condition, but is stable now. People across the country protested on Wednesday against the rising incidents of mob attacks and cow vigilantism across the country. Last week, a group of people on a train killed 16year-old Junaid Khan, who was travelling home to his
village in Haryana with his brother and two cousins after a shopping excursion to Delhi ahead of Eid. The attackers, about 20 men, accused the teen and his companions of carrying beef and yelled religious slurs at them before they beat Junaid Khan and stabbed him to death. He was thrown off the train. Union Law Minister Ravi Shankar Prasad said earlier this week that the death of Junaid Khan was “extremely shameful and painful” and that such attacks would not be tolerated.
NCP ask Men do not commit suicide, Indo-US relation stands on merits, not Cong, govt to clarify to contain China: Top US Commander stand on Land Bill says Maneka on Facebook New Delhi, Jun 29 (PTI): Opposition Congress and NCP Thursday asked the government to clarify its stand on the proposed amendments to the contentious Land Acquisition bill in view of Prime Minister Narendra Modi’s promise to withdraw the changes. At a meeting of the Joint Committee of Parliament here, the members of the Congress and the NCP also staged a walkout, saying there was no point in continuing with the proceedings unless there is clarity on withdrawal of amendments to the bill, according to committee member and Congress leader K V Thomas. The Opposition members said Modi had in his ‘Mann Ki Baat” radio programme of August 30, 2015 categorically stated that the amendments would be withdrawn.
NEW DELHI, Jun 29 (PTI): Union Minister Maneka Gandhi believes men do not commit suicide and even says she hasn’t heard of a single such case. Her answer to a query, during a Facebook Live session, about the government’s initiative to reduce suicide rates among men has left people upset. “Which men have committed suicide? America’s goal, he said, remains to convince China that its best future comes from peaceful cooperation, meaningful participation in the current rules-based international order, and honouring its inter national commitments. “I have also been loud and clear that we won’t allow the shared domains to be closed down unilaterally. So we will co-operate where we can, but remain ready to confront where we must. “Ultimately, the US seeks a constructive and result oriented relationship with China. This will benefit America, our allies - especially Australia - and our partners, while pressing China to abide by international rules and norms,” Admiral Harris added.

WASHINGTON, Jun 29 (PTI): The Indo-US relationship stands on its own merits, according to a top American commander who said that China is using its military and economic power to “erode” the rules-based international order. “There are those who question the motives for the increasingly cooperative relationship between the US and India. Some have said that it is to contain China. That is simply not true,” Commander of the US Pacific Command Admiral Harry Harris said in his address to the Australian Strategic Policy Institute in Brisbane yesterday. “The US-India relationship stands on its own merits. That is why I made enhancing our relationship with India a major line of effort when I took command of Pacific Command,” Admiral Harris said, a day after the Chinese media raised questions on the increasing relationship between India and the United States. “The growing US-India relationship has also inspired my thinking about

Iraq declares end of caliphate
Iraqi forces take landmark mosque blown up by IS MOSUL, JUN 29 (AGENCIES): After eight months of grinding urban warfare, Iraqi government troops on Thursday captured the ruined mosque in Mosul from where Islamic State proclaimed its self-styled caliphate three years ago, the Iraqi military said. Iraqi authorities expect the long battle for Mosul to end in the coming days as the remaining Islamic State fighters are now bottled up in just a handful of neighborhoods of the Old City. The seizure of the 850-year-old Grand alNuri Mosque is a huge symbolic victory for the Iraqi forces fighting to recapture Mosul, which had served as Islamic State’s de facto capital in Iraq. “Their fictitious state has fallen,” an Iraqi military spokesman, Brigadier General Yahya Rasool, told state TV. The insurgents blew up the medieval mosque and its famed leaning minaret a week ago as U.S.backed Iraqi forces started a push in its direction. Their black flag had been

flying from al-Hadba (The Hunchback) minaret since June 2014. Prime Minister Haider al-Abadi “issued instructions to bring the battle to its conclusion,” his office said. The fall of Mosul would in effect mark the end of the Iraqi half of the IS caliphate even though the hardline group would still control territory west and south of the city. Its capital in Syria, Raqqa, is also besieged by a U.S.backed Kurdish-led coalition. The cost of the battle has been enormous, however. In addition to military casualties, thousands of civilians are estimated to have been killed. About 900,000 people, nearly half the pre-war population of the northern city, have fled the battle,
mostly taking refuge in camps or with relatives and friends, according to aid groups. Those trapped in the city suffered hunger and deprivation as well as death or injury, and many buildings have been ruined.
Arduous task
Counter Terrorism Service (CTS) troops captured the al-Nuri Mosque’s ground in a “lightning operation” on Thursday, a commander of the U.S.trained elite units told state TV. Civilians living nearby were evacuated in the past days through corridors, he added. CTS units are now in control of the mosque area and the al-Hadba and Sirjkhana neighborhoods and they are still advancing, a military statement said.
A U.S.-led international coalition is providing air and ground support to the Iraqi forces fighting through the Old City’s maze of narrow alleyways. But the advance remains an arduous task as the insurgents are dug in the middle of civilians, using mortar fire, snipers, booby traps and suicide bombers to defend their last redoubt. The military estimated up to 350 militants were still in the Old City last week but many have been killed since. They are besieged in one sq km (0.4 square mile) making up less than 40 percent of the Old City and less than one percent of the total area of Mosul, the largest urban center over which they held sway in both Iraq and Syria. Those residents who have escaped the Old City say many of the civilians trapped behind IS lines -- put last week at 50,000 by the Iraqi military -- are in a desperate situation with little food, water or medicines. Baghdadi proclaimed himself “caliph,” or ruler of all Muslims, from the Grand al-Nuri Mosque’s pulpit on July 4, 2014, after the insurgents overran vast swathes of Iraq and Syria.

May meets Merkel ahead of G20 summit
B E R L I N / LO N D O N, JUN 29 (IANS/PTI): German Chancellor Angela Merkel on Thursday received British Prime Minister Theresa May here for a short bilateral meeting ahead of the arrival of other European leaders for the G20 summit in July. Merkel greeted May at the Federal Chancellery in the German capital and the two leaders held a meeting in which Brexit featured prominently on the agenda, Efe news reported. The two leaders met ahead of the arrival of French President Emmanuel Macron, Spanish Prime Minister Mariano Rajoy and the Presidents of the European Commission, Jean-Claude Juncker, and the European Council, Donald Tusk, for the G20 meet on July 7-8. Italian Prime Minister Paolo Gentiloni, the Netherlands leader Mark Rutte and Norway’s Prime Minister Erna Solberg were also headed to Berlin or the summit. With regards to Britain’s withdrawal from the EU, Merkel told German lawmakers in Parliament earlier in the day that the EU’s priority was its own future. “The EU was prepared and united to take on Brexit negotiations with the UK,” Merkel said.

May faces first major test in Parl Theresa May will face her first major test as the prime minister of a minority government in the UK today as lawmakers vote in the House of Commons on her parliamentary agenda set out in the Queen’s Speech. May, 60, is expected to sail through with the support of the Democratic Unionist Party (DUP) voting with the Conservatives as part of a “confidence and supply” arrangement after the Tories lost their overall majority in the June 8 snap general election. Votes on the Queen’s Speech establish whether a government commands the confidence of the House of Commons. If the Conservatives were to lose, it could trigger another general election and therefore
the DUP support will be crucial to ensure the vote goes through. Under the deal with the DUP, May has a working majority of 13, which also helped her win her first vote in the Commons on Wednesday - 323 votes to 309 - on Opposition Labour’s proposal to scrap a cap imposed on public sector pay. Today, Labour leader Jeremy Corbyn is hoping to highlight apparent divisions within the Conservative ranks over whether to put jobs and the economy first in Brexit talks. It plans to table an amendment criticising what it says is the absence of measures to “reverse falling living standards” such as action on energy bills and wages.
Syria rejects US chemical attack claims DAMASCUS, JUN 29 (IANS): The Syrian government on Thursday condemned the US allegations that Damascus is preparing for a chemical attack and accused Washington of planning to launch a new assault on Syrian territory. The Syrian Foreign Ministry said in a statement that US allegations are “misleading”, “false” and “baseless”, Efe news agency reported. “Syria confirms that the US allegations aim to justify a new aggression on Syria under false pretexts as happened in al-Shairat Airport and to cover the US-led international illegal coalition’s strikes,” the ministry said. O n M o n d a y, t h e White House warned of “potential preparations” by the Syrian government to carry out a new chemical weapons attack, noting that Syrian President Bashar alAssad and the armed forces will pay “a heavy price” if an attack is launched. The ministry added that any US aggression on the Syrian Army and people will serve “terrorist” organisations and contradict the “principles and purposes of the UN Charter and Security Council resolutions on combating terrorism”.

Meanwhile, Congresswoman Betty McCollum urged her Congressional colleagues and the US President to stand with the people of Tibet to promote human rights, religious freedom, and a meaningful political dialogue. “China is a powerful country. But, the United States is a free and powerful country. The United States must never abandon our commitment to freedom, justice, and human rights around the world. And, we must never abandon the people of Tibet,” she said in her remarks to welcome the Dalai Lama to Minnesota on Saturday (June 24).

M O S C O W, J U N 2 9 (AGENCIES): The Russian government wants to extend counter sanctions on the European Union until the end of 2018, Prime Minister Dmitry Medvedev said on Thursday. Medvedev was speaking a day after the EU formally extended its economic sanctions on Russia, imposed in July 2014 following Moscow’s annexation of Ukraine’s Crimea region and Moscow’s support for separatists in eastern Ukraine. Moscow denies direct involvement in the conflict despite NATO’s assertions its troops are supporting the rebels. Russia banned wholesale imports of fresh
food products from many Western countries in 2014 in retaliation for the EU sanctions. Moscow says the counter-sanctions are helping spur the development of Russian agriculture. EU leaders on June 22 last extended sanctions against Russia for another six months, amid concerns that the so-called Minsk peace process between Moscow and Kiev, which France and Germany helped to broker, is currently deadlocked. French president Emmanuel Macron and German chancellor Angela Merkel briefed their colleagues during June 22 summit in Brussels.

gives $100,000 to UN Tax Fund; India must move forward as whole: Pranab India becomes first country to contribute
Ko l k ata , J u n 2 9 (PTI): President Pranab Mukherjee on Thursday highlighted India’s rich diversity, saying the country must move forward as a whole and not by caste or community. His assertion comes in the backdrop of recent incidents of violence against some members of a minority community in the country. Addressing a function here, Mukherjee said India is diverse with 130 crore people who follow seven religions, speak 200 languages and 1,800 dialects. Three major ethnic groups live under one flag, one Constitution and one administrative process. “This is the ethos of India. Yes, we must have change. We must have improvement. We must move forward. (But) Not in isolation, not in groups, not in individual, not in caste or community but for the entire land mass of India,” the President said. “We are not indulging in the flow of blood, rolling of heads to achieve?our objective,” he said. Mukherjee referred to the end of colonial rule during which, he said, people did not part with ha tred but with smiles.

President Pranab Mukherjee lights the lamps at the inaugural session of global summit on ‘Academics & Economic Reforms – Role of Cost & Management Accountants’ in Kolkata on Thursday. (PTI) Mukherjee also referred to the major reforms brought by the Narendra Modi-led government including the presentation of budget in February 1 instead of Febr uar y 28, among others. He appreciated the Goods and Services Tax (GST), slated to be rolled out from July 1. The President said there have been a series of central and state taxes including excise, service tax and Value Added Tax. “From tomorrow midnight when the PM pushes the button, 130 crore people living in such a vast area
will come under one taxation system. One nation, one taxation - GST,” he said to a huge round of applause. The President was speaking during the inaugural session of a global summit on “Academics and economic reforms role of cost and management accountants”. The event was organised by the Institute of Cost Accountants of India (ICAI) and attended by West Bengal Governor Keshari Nath Tripathi, among others. Mukher jee said he had introduced in 2011 a

Police produce the four men, accused in Junaid Khan lynching case, in the District Court in Faridabad on Thursday. (PTI) NEW DELHI, JUN 29 (AGENCIES): Haryana police on Wednesday arrested four persons in connection with the Ballabgarh lynching in which one Muslim youth, Junaid Khan, was killed and four others were injured in a Mathurabound moving train. The arrests come six days after the incident that took place on Thursday evening. According to Hindustan Times, among the four men arrested, three are in their 20s and work in private sector while one is in his 50s and works with the Delhi Jal Board. They are all residents of Khambi village near Palwal. Police claimed that the men were responsible for instigating others. The police have not yet identified the person who stabbed Jun-
aid and his brothers Hashim and Sakir. All men have been booked for murder, attempt to murder, wrongful confinement and deliberate and malicious acts, intended to outrage religious feelings or any class by insulting its religion or religious beliefs. The police refused to reveal the names of the four as they are yet to undergo a test identification parade. Following the TIP, they will be sent to judicial custody. “We have made the arrest but we cannot reveal their names at this stage. Further investigation is on,” SP, GRP, Kamaldeep Goyal said. During questioning, the 50-year-old DJB employee told the police that the man, who stabbed the
brothers, was not in their group but was one of the passengers. He told the police that he boarded the train from Okhla and saw Junaid and his brothers playing Ludo on the seat. He said they had spread the board out on the seat and so he asked them to shift. He told the police that though they let him sit, the three others who boarded the train from Bata town were refused a seat by the brothers. “He said that Junaid and his brothers refused to move the Ludo board and the fight for the seat began. He confessed that the men had a scuffle and Junaid and his brothers were thrashed. He, however, said that the man who stabbed them was unknown to them,” a police officer said. The breakthrough came after the police scanned the CCTV footage accessed from areas near Asaoti village. It was only on Tuesday that the police raided the village where Junaid and his brothers were thrown off the train. They suspect that the accused belong to this village. The police are now looking for men who stabbed Junaid and his brothers.
Constitution amendment bill to facilitate the GST but it could not win the majority. He said India has delayed the process of bringing changes with consent of the people so that views of a majority of people can be accommodated for which the country, the largest functioning democracy in the world, is being praised. The President emphasised on providing quality education and skills to young population of the country which can act as the biggest workforce provider to the world.
PM’s statement mere lip service, says Owaisi Hyderabad, Jun 29 (IANS): AIMIM chief Asaduddin Owaisi on Thursday termed as mere lip service Prime Minister Narendra Modi’s condemnation of killing people in the name of cow protection. Reacting to Modi’s remarks in Ahmedabad, the Hyderabad MP told reporters that cow vigilantes were getting help from the BJP and the Sangh Parivar. “It is mere lip service. Attacks have only increased,” Owaisi said, referring to incidents of lynching in different parts of the country. He said it was strange that right to life was being bestowed on an animal but human beings were being lynched. Earlier, in a series of tweets, Owaisi said the Prime Minister’s statements were not having the desired effect on ground. “Two time PM has spoken but didn’t have desired affect (because) Gau Rakshak get direct indirect support of BJP/Sangh. Nothing will change on ground,” he tweeted.
For President Pranab Mukherjee, this was perhaps a special visit to the City of Joy. “This may be my last visit to Kolkata in my capacity as the president of the Republic of India,” he said. The president completes his term next month. Mukherjee, who has lived here and also made several visits to the city as the president, as a minister and an MP, was here to inaugurate celebrations of the 125th birth anniversary of P C Mahalanobis at the Indian Statistical Institute here. He expressed happiness at having received an opportunity to address “mighty minds” in the form of teachers, researchers and students during the function at a time when he was nearing completion of his tenure. Mukherjee said “dogmatism and rigidity” of mind were the most obstructive forces for progress and development and one should accept ideas with an open mind and then analyse them to find solutions to problems. He talked about the reforms undertaken by the previous Congress government in 1991 and specifically referred to the working of the public sector undertakings, some of which are still earning profits.
New Delhi, Jun 29 (PTI): The CBI Thursday announced a reward of Rs 10 lakh for anyone giving whereabouts of Jawaharlal Nehru University (JNU) student Najeeb Ahmed, who is missing for over eight months now. The committee also provides a framework for dialogues with a view to enhancing and promoting international tax cooperation among national tax authorities, while making recommendations on capacitybuilding and the provision of technical assistance to developing counties and countries with economies in transition. The Addis Agenda provides a global framework to ensure the effective mobilisation of resources at the national and international level for sustainable development.

Shette died at the government-run J J Hospital on June 23 after allegedly being beaten up by a woman official of the jail. The next day, enraged women inmates rose in protest, some of them went up to the prison’s roof, while others made a bonfire of newspapers and documents inside the premises to express their anger, a police official said. In her plea to the court, Indrani had alleged that she was beaten up and threatened of sexual assault by the jail officials for joining a protest in the prison. Defoe signs three-year deal at Bournemouth London, Jun 29 (Agencies): Bournemouth have completed the signing of Jermain Defoe from Sunderland on a three-year deal. The 34-year-old agreed terms with Bournemouth last month, according to reports, with his Sunderland deal including a clause that allowed him to leave for free after they were relegated. The Cherries have now finalised his transfer, with Defoe set to earn £65,000-aweek to stay in the top flight with Eddie Howe’s side. “It’s great to be back and I’m really looking forward to this challenge,” said Defoe. “When the opportunity came about to return to AFC Bournemouth I just knew it was the right one. It was an easy decision, joining a top team with a top manager. It’s a great place to be.” “The Bournemouth fans know that every time I pull the shirt on I will give 100 per cent, and the one thing I can guarantee is goals.” Howe added, “This a huge moment for the football club and another step in the right direction. We want to bring players here who can have a big impact on our continued rise and we believe Jermain fits that as a natural, proven goal scorer.”

for their respective disciplines earlier this year. Goel redefined the role of those eminent sportspersons, who were appointed by the Ministry as national observers for the first time for the development of sports. “All these national observers have been performing their duties as per the guidelines and role assigned to them by the Ministry,” Goel stated in a release. The Minister also pointed out that as per the responsibilities assigned to the national observers, their job is to observe selection of national teams and to suggest measures for fur-
ther strengthening free and transparent selection. “Assessing the existing sports infrastructure/ equipment, quality of scientific backup and medical facilities at the venues of the national coaching camps and report the critical gaps. “To observe, analyse, review and report on the performance of Indian and foreign coaches and the progress of performances of the campers,” the Ministry said. Besides, the national observers are also supposed to maintain a database on the performance profile of individual athletes as well as coaches.
Vettel may face FIA punishment over collision
Sebastian Vettel
L o nd o n , J u n 2 9 (Agencies): Sebastian Vettel faces an FIA investigation into his collision with Lewis Hamilton during Sunday’s Azerbaijan Grand Prix. Vettel accelerated into the back of Hamilton’s Mercedes on lap 19 following the second deployment of the safety car in Baku, then seemed to veer his Ferrari into the side of the Briton’s car. A furious Hamilton challenged Vettel to a “faceto-face” following the race, which was won by Red Bull’s Daniel Ricciardo. T h e G e r m a n wa s

given a 10-second stop-go penalty at the time, but the sport’s governing body, the FIA, will probe the matter further and could impose a grid drop or a race ban if their disciplinary panel judge that the four-time world champion’s actions were deliberate. “Following the recent incident at the Azerbaijan Grand Prix in which Car 5 [Sebastian Vettel] was involved in a collision with Car 44 [Lewis Hamilton], on Monday 3 July, the FIA will further examine the causes on the incident in order to evaluate whether further action is necessary,”
an FIA statement read. The 29-year-old is on his last warning with the FIA after he was caught on camera directing foul language at the race director Charlie Whiting in Mexico last year. Vettel has nine penalty points on his licence and will receive a one-race ban for any more transgressions in the next race in Austria, regardless of the current FIA investigation. Mercedes’ boss Niki Lauda is in no doubt that Vettel’s actions were deliberate, and says Hamilton would have been well within his rights to punch his title rival. “When you hit somebody up the a*** it is your fault,” he said. “No question. But then to drive next to him and hit him on purpose, I have never seen anything like this. To do that I don’t understand. Vettel is a decent guy normally. This I don’t understand. He is crazy. Lewis will hit him one day. Not with the car but with his fist.” Vettel leads Hamilton in the drivers’ championship by 14 points with 12 races to go.

Chile beat portugal; enter Confed final
Chile’s Claudio Bravo celebrates with team mates after winning the penalty shootout
Kazan, Jun 29 (IANS): Goalkeeper Claudio Bravo emerged the hero for Chile, making three consecutive stops in the penalty shootout to allow his side beat Portugal 3-0 in the battle for a spot in the Confederations Cup football final here. Cristiano Ronaldo, the four-time Ballon d’Or winner who leads the Portuguese attack, had a frustrating day, spending much of Wednesday’s match complaining to the referee, reports Efe. Portugal made the better start, though the first real chance went to Chile,
with Eduardo Vargas on the verge of scoring in the sixth minute only to fire the ball straight at Portuguese keeper Rui Patricio. The reigning European champions immediately went into counter-attack and a great ball by Ronaldo found Andre Silva alone in front of the far post, but Bravo made the first of a series of crucial saves. Vargas threatened again in the 57th minute, and again Patricio was equal to the task. Seconds later, Bravo punched away a shot from Ronaldo. The 90 minutes plus
stoppage time ended with the score knotted at zero and the contest went to extra time. The only serious scoring opportunity of the first overtime was an Alexis Sanchez header that brushed the right post. In the second overtime, referee Alireza Faghani declined to award a penalty after Portugal’s Jose Fonte brought down Chilean sub Francisco Silva in the area. Arturo Vidal could have won it for Chile in the waning moments of extra time, but his shot bounced
Djokovic battles into Eastbourne semi-final
Novak Djokovic returns a shot to Donald Young.
EASTBOURNE, Jun 29 (Agencies): Novak Djokovic overcame a spirited challenge from Donald Young, beating the American 6-2, 7-6 (11/9) on Thursday to claim the first of the semi-final places at the Eastbourne pre-
Wimbledon event. The Serb top seed, competing during the week before Wimbledon for the first time in seven years, saved a pair of set points in the second set before finally putting Young away after a lengthy tie-break.
The for mer world number one is rebuilding for Wimbledon after a poor past year by his world-class standards and is pointing toward the grass-court major as an immediate goal. Djokovic, who took a wild card into the tournament on the English south coast, is the second-highestranked men’s player ever to compete at Eastbourne behind then-number two Marcelo Rios in 1998. With the rest of the field a round behind after two days of rain interruptions, organisers were playing catch up and praying for better weather. Fourth seed and titleholder Steve Johnson finished off his contest with Italian qualifier Thomas Fabbiano, advancing 6-3, 5-7, 6-4. Second seed Gael Monfils dispatched Briton Cameron Norrie 6-3, 6-2 while number three John Isner staged a comeback to defeat Dusan Lajovic 3-6, 7-6 (7/2), 7-6 (7/4). Australian Bernard Tomic surprised sixth seed Mischa Zverev 6-3, 6-2 as Richard Gasquet, seeded seventh, beat Kevin Anderson 6-4, 6-4.
off the post and Martin Rodriguez’s effort on the rebound hit the crossbar. After more than 120 minutes of near-misses, Chilean shooters Vidal, Charles Aranguiz, and Alexis displayed deadly accuracy in the shootout. Bravo, meanwhile, coolly stopped Quaresma, Moutinho, and Nani to dispatch the Portuguese. Sunday’s final will pit Chile against the winner of the other semi-final between Mexico and Germany, while the loser of that match will face Portugal in the third-place game.

Super Smriti guides India to easy win over WI Taunton, Jun 29 (PTI): Opener Smriti Mandhana made amends for missing out on a hundred against England with a scintillating unbeaten 106 guiding India to a comfortable seven -wicket victory against West Indies in the ICC Women’s World Cup, here Thursday. Chasing a modest target of 184, Indian eves won with as many as 45 balls to spare, courtesy another superlative performance from the left-handed opener Mandhana. Along with the everdependable skipper Mithali Raj (46), Mandhana added 108 runs for the third wicket virtually shutting the World T20 champions out of contest. Mithali was unlucky not to score her eighth consecutive half-century in ODIs missing by a mere four runs. She would rue the chance as a loopy full toss from off-break bowler Hayley Mathews was hit straight to Afy Fletcher at mid-off. But young Mandhana did not let the second chance go abegging, hitting some delightful strokes allround the park. India could have been

in a spot of bother at 33 for 2 but with a seasoned campaigner like Mithali at the other end, Mandhana went for her shots without much pressure. The century - her 2nd in ODIs, came when she charged down the track to loft Stafanie Taylor inside out. The hundred off only 105 balls. Fittingly, she finished the match with her 13th boundary to get a deserving second ‘Player of the
Match’ award. Earlier, India’s spin troika of left-arm spinners Poonam Yadav and Deepti Sharma, and off-spinner Harmanpreet Kaur restricted the West Indies to a lowly 183 for 8 in 50 overs. Deepti (2/27 in 10 overs), Poonam (2/19 in 10 overs) and Harmanpreet (2/42 in 10 overs) shared bulk of the spoils with opener Hayley Mathews being the top-scorer with 43.
Shanel Daley (33) and Afy Fletcher (36) showed some defiance down the order taking the score to plus 180, which at one point in time was looking improbable. Brief scores India: 186/3 in 42.3 overs (Smriti Mandhana 106 not out, Mithali Raj 46) vs West Indies: 183/8 in 50 overs (Hayley Matthews 43; Poonam Yadav 2/19, Deepti Sharma 2/27, Harmanpret Kaur 2/42)

Lo n d o n, J u n 2 9 (Agencies): Arsenal have had bids for Lyon striker Alexandre Lacazette and Monaco winger Thomas Lemar turned down. The Gunners hoped to complete a £44m deal for 26-year-old Lacazette this week, but Lyon president Jean-Michel Aulas says the striker may not be sold this summer. And, in a further blow for Gunners’ boss Arsene Wenger, Monaco have turned down Arsenal’s £31m bid for France winger Lemar. Lacazette was expected to move to Atletico Madrid this summer, but Diego Simeone’s side have been punished by a sixmonth ban on transfers for breaching Fifa rules over the signing of young players. Aulas, who is looking for a transfer fee of £57m for Lacazette, suggests that the La Liga club could revisit the deal in January. “I do not think that Alexandre Lacazette will

And when asked whether Lacazette might join Atletico in January, Aulas added: “It’s possible.” Lyon are still keen on signing Gunners’ forward Olivier Giroud, who was expected to a makeweight in a Lacazette transfer. H o w e v e r, G i r o u d would cost Lyon £20m and the 30-year-old would expect wages of around £120,000a-week. “I do not have anything to say about Olivier Giroud. We’re interested. Things haven’t advanced.” 21-year-old winger
Lemar helped Monaco to the Ligue 1 title and the semi-finals of the Champions League last season, and is understood to be keen on working under Wenger. H oweve r, M o n a c o vice-president Vadim Vasilyev has told Arsenal that Lemar is not for sale at any price. Arsenal still hope to complete world-record deal to sign Monaco’s 18-yearold forward Kylian Mbappe, ahead of Real Madrid, Paris Saint Germain, Liverpool, Chelsea and Manchester City.
