DIMAPUR, JUN 1 (NPN): With several committees at the state and district levels on COVID-19, these have added to administrative overreach and resultant confusion as the state attempts to strategise the fight against COVID-19 in Nagaland. In the latest development, a High Powered Committee chaired by the chief minister and chief secretary as member-secretary along with other ministers and advisers had been constituted to be overall incharge for COVID-19. Earlier at the suggestion of the Governor of Nagaland during the second week of April, an apex ‘COVID-19 War Room’ was constituted, headed by the chief secretary and comprising of other top officials. In addition there are various other committees such as the Advisory Committee on COVID-19 set up by the State Disaster Management Authority (SDMA) supposed to comprise of experts in medicine, socio-economy, supply chain, disaster management

Lockdown guidelines to remain: CS

DIMAPUR, JUN 1 (NPN): State chief secretary, Temjen Toy, has reiterated that all the existing guidelines with regard to the lockdown in all parts of the state would continue to remain operative till further orders. Revised SOP for returnees: Meanwhile, the state government on June 1 issued a revised Standard Operating Procedure (SOP) for returnees to Nagaland. As per the new SOP, those returnees from Chennai, who are still in Kohima and Dimapur quarantine centres, will continue to remain until the COVID-19 tests are carried out. However, those persons who test negative will be sent to their home district and those who test positive, but do not require hospitalization and are fit to travel, will be sent to their home districts to be kept at COVID-19 Hospitals for treatment. Returnees who have arrived from the Green Zones of the North East states before May 18, and have completed 14 days institutional quarantine and not exhibiting any symptoms will be immediately released for undergoing home quarantine for another 14 days without the mandatory testing. Even with regard to period of quarantine, virologists have said that since the coronavirus can survive inside the infected human body for at least 37 days, a safe period for quarantine should be for 40 days. This has been adopted in various states such as Kerala, Odisha etc. If a special panel of scientists or medical specialists specifically for COVID-

19 was formed , this advise would be in their menu to prevent community transmission especially in rural areas. There were reports that the special Shramik train which brought the stranded returnees from Chennai on May 22 may not have been sanitised before returning with hundreds of migrant labourers to Bihar on May 23. This is in the light of suspicions that two of the returnees from Chennai had very high viral load which is considered highly infectious to surroundings.

Over 3000 expected to arrive

Over 3000 stranded citizens of Nagaland were expected to arrive state in the coming days. This include around 600 from Maharashtra, 1600 from Bangalore, 1000 from Delhi- 1000 and 500 from Kerala. Almost all those stranded in other part of the North East and those in West Bengal, Rajasthan, Uttar Pradesh, Tamil Nadu and Gujarat have arrived Nagaland, officials informed Nagaland Post As on June 1, around

Meanwhile, according to a report from the control room ‘Empowered Group’ Dimapur, 649 stranded citizens arrived Nagaland on June 1-- 57 from Delhi, 437 from Goa, 4 from Jorhat, 41 from Guwahati by train and 109 from Kolkata by Air India. Further, 291 stranded citizens were expected to arrive on June 2 by train and bus from New Delhi, Dibrugarh, Guwahati and Dehradun.

CM to head new HPC on COVID-19 Correspondent

KOHIMA, JUN 1 (NPN): The cabinet constituted a High Powered Committee (HPC) with chief minister Neiphiu Rio as chairman/ convener, deputy CM, Y Patton as co-chairman and health & family welfare minister Pangnyu Phom as spokesperson. Informing this to a section of media persons here after a cabinet meeting at the civil secretariat Monday, Rio said the cabinet also decided to appoint planning & coordination minister Neiba Kronu and IT&C adviser Mmhonlumo Kikon as members of the committee and spokespersons of the state government. State chief secretary has been made as member secretary. HPC will look into policy matters relating to COVID19, including supervision of the State War Room. On arrival of huge number of returnees, Rio said the State government has decided to move out the returnees that are already in quarantine centre, tested negative and had come from green zone of North-eastern State so that fresh returnees could occupy the quarantine centres.

Govt relying on bureaucrats, not epidemiologists: Health experts NEW DELHI, JUN 1 (AGENCIES): The Narendra Modi government has come under heavy criticism from three major medical professional associations for its handling of the coronavirus pandemic, even as the country readies itself for ‘unlock phase 1‘. A joint statement issued by the Indian Public Health Association, Indian Association of Preventive and Social Medicine, and Indian Association of Epidemiologists on 25 May says that community transmission has already set-in. “It is unrealistic to expect that Covid-19 pandemic can be eliminated at this stage given that community transmission is already well-established across large sections or sub-populations in the country,” the health experts have said. This is in stark contrast to the Modi government’s claims that there is no community transmission in the country yet. On Sunday, the total Covid-19 cases in India crossed the 1.83 lakh-mark. Some of the notable signatories of the state-

ment include Dr Shashi Kant from the Centre for Community Medicine, All India Institute of Medical Sciences, and Dr D.C.S Reddy, former professor at Banaras Hindu University. While Reddy chairs the Indian Council of Medical Research’s group on epidemiology and surveillance for Covid-19 that was constituted in April, Kant is a member of it. Calling India’s lockdown “draconian”, the experts have also said that India has been adversely impacted by a “catastrophic double burden”. “The lockdown cannot be enforced indefinitely as the mortality attributable to the lockdown itself (primarily because of total shutdown of routine health services and livelihood disruption of nearly the entire bottom half of the Indian population) may overtake lives saved due to lockdown mediated slowing of Covid19 progression,” it adds. Reliance on bureaucrats, not epidemiologists: The health experts have claimed that the government is relying overwhelm-

ingly on “general administrative bureaucrats” and not experts in epidemiology or preventive medicine. “Had the Government of India consulted epidemiologists who had better grasp of disease transmission dynamics compared to modelers, it would have perhaps been better served,” the statement reads. It further says: “From the limited information available in the public domain, it seems that the government was primarily advised by clinicians and academic epidemiologists with limited field training and skills. “Policy makers apparently relied overwhelmingly on general administrative bureaucrats. The engagement with expert technocrats in the areas of epidemiology, public health, preventive medicine and social scientists was limited.” The experts have also said had the migrant workers been allowed to go home at the beginning of the epidemic, when the disease spread was slow, things would have been different (Cont’d on p-10) today.

NEW DELHI, JUN 1 (PTI): Nationwide tally of confirmed COVID-19 cases crossed 1.9 lakh on Monday after thousands more tested positive across states, but recoveries also rose further to nearly 95,000. The death toll rose to 5,394 after a record singleday spike of 230 fatalities in

the 24 hours since Sunday 8 AM, the Union Health Ministry said in its morning update. It showed the number of confirmed cases rising by 8,392 to 1,90,535. However, a PTI tally of figures announced by states and union territories, as of 9.35 PM, showed a higher death toll of 5,501.

DIMAPUR, JUN 1 (NPN): After 43 COVID-19 positive cases reported in the state till May 31, there was no report of any positive case till June 1. Meanwhile, out of 2782 cumulative COVID19 suspected samples sent for testing, results of 1656 samples were negative and 43 positive till date while, results for 1083 samples were awaited. Further, all 88 samples tested by TrueNat machine have turned out negative.

DIMAPUR, JUN 1 (NPN): Dimapur district administration has ordered that all retail shops in the district would be permitted to be open from 9am to 2pm with effect from June 2, 2020. In an order, DC Dimapur, Anoop Khinchi, however, stated that all shops in New Market, Hong Kong Market, Hazi Park, Millennium Market, Railway bazaar, vegetable market at Purana Bazar and all weekly bazaar would remain closed. All shops including shops in residential complex and market complexes except shops at multi brand and single brand malls, outside the limits of municipalities and town councils with 50% strength, would be permitted to open. Protests engulf US with nearly 40 cities under curfew

DIMAPUR, JUN 1 (NPN): Affirming solidarity with any group that strived to bring transparency in the functioning of the department, the Nagaland In-Service Doctors’ Association (NIDA) has, however, expressed its strong displeasure over the public interest litigation (PIL) filed against “selective department officials by name.” In a press release, NIDA president Dr. Ritu Thurr and secretary Dr. Ahu Sekhose said that such selective action adversely affected the moral and motivation of not only the concerned officials, but also the rank and file of the department. Nagaland In-Service Doctors’ Association said filing of RTI or PIL cannot be stopped, but maintained that compilation of detailed information was causing disruption in the functioning of the office when the entire department machinery was fully engaged in hectic preparation and combating COVID-19 pandemic with time being the most crucial factor. Therefore, the association has

appealed to all responsible parties “to take this critical situation into consideration.” Meanwhile, commenting on the issues pertaining to personal protective equipment (PPE), the association said that in the initial period there was shortage of PPE all over the world and there was widespread apprehension even of the availability of the products. In view of the urgency, NIDA said the department procured the PPE that was available in the market at that particular point in time. The association said other States have also procured the same kind of PPE and have been put to use effectively. It stated that due to timely procurement, coupled with rigorous training on PPE, the department was now in a better position to face the unfolding challenges of COVID-19 pandemic. Nagaland In-Service Doctors’ Association has expressed gratitude to the people of the state for extending cooperation in the fight against the pandemic.

Non-subsidised First flight brings 109 returnees LPG rate hiked NEW DELHI, JUN 1 (IANS): Oil marketing companies have hiked the prices of non-subsidised cooking gas and aviation turbine fuel with effect from Monday. The price of the 14.2 kilogram cylinder of nonsubsidised LPG gas in Delhi has been raised by Rs 11.50 from May to Rs 593 per cylinder. The government currently subsidises 12 cylinders of 14.2 kilograms each per household in a year. Additional purchases have to be made at the market price. In a statement on Sunday, Indian Oil Corp said that the retail selling price of LPG in Delhi market for the month of May 2020 was reduced from Rs 744 to Rs 581.50 per cylinder for all consumers in line with drop in International prices.

DIMAPUR: Bhandari Sub Division Block Task Force (SDBTF) held an emergency meeting on COVID19 at ADC conference hall Bhandari on May 30 and discussed on sealing of inter- state border and shop timing. According to DIPR report, all interstate entry

points of Assam shall remain sealed except for the movement of security forces and Medical emergency services. The supply of essentials commodities shall be routed either through Dimapur or Mokokchung district till further orders. The timing for opening shops from 7 a.m to 5 p.m

(Monday to Saturday). The shopkeepers and public have been directed to maintain social distance and hygiene. The movement of public and vehicles shall be restricted from 6 p.m to 6 a.m. Defaulters shall be penalized under Epidemic Disease Act 1897 (IPC section 188). Chairing the meeting the additional deputy commissioner Bhandari expressed gratitude to all BTF members and NGOs for giving the best efforts. Meeting was attended by BTF members, 7th NAP commandant, SDPO Bhandari, MO (CHC) Bhandari, OC Bhandari, company commander 12th IR Merapani, student leaders, president Lotha Hoho and Eloe Hoho, Hd GB, and church leaders.

Longleng DTF for COVID-19 holds meeting DIMAPUR: District Task Force (DTF) for COVID-19 Longleng held a meeting on May 29 at DC conference hall Longleng, chaired by deputy commissioner Longleng & chairmen COVID-19 (DTF) M. Shayung Phom. According to DIPR report, the meeting agreed to accept the representation of the Phom People’s Conference, Phomla Hoichem and Phom Students Conference with regard to extension of institutional quarantine period from 14 days to 21 days. After completion of the institutional quarantine period, inmates will be sent to their respective village/homes for home quarantine and thereafter to be under surveillance as per the SOP for 7 days. All expenses for the additional 7 days institutional quarantine period will be borne by the civil society organizations. Civil society organizations in the district led by the PPC

78 Bn CRPF celebrates 35th raising Day DIMAPUR: The 78 Bn CRPF celebrated 35th raising day on June 1, at unit head quarter located at Zubza, Kohima, with tree plantation and homage to the martyrs. A press release from 78 Bn CRPF stated that, wreaths were laid by officers and men at the Jai Jawan Memorial structure. Head of office, Ram Chandra hosted the CRPF flag and took the salute at unit quarter guard and briefed the jawans about the achievements and important role played by the battalion since its inception or establishment on June 1, 1985 at Group Centre CRPF Avadi (Tamil Nadu) under the leadership of commandant P. K Menon. DIMAPUR: In connection with celebration of “World No Tobacco Day” (WNTD) in Longleng, the Mahila Shakti Kendra (MSK)District Level Centre for Women (DLCW) in collaboration with the district administration, Longleng organised “postal designing competition” to mark the theme of the celebration 2020: “Protecting youth from Industry manipulation and preventing them from tobacco and nicotine use”. According to DIPR

report, altogether 47 students from classes 8 to 12 from different schools under Longleng participated in the competition. Henmoi class 10 of Shamakok Mission School Longleng and Shingmei T Phom class 12 of GHSS Longleng were placed in the 1st and 2nd positions respectively. Niamchai class 9 of St. Joseph School and N. Chunri Phom class 9 of Vision Vale School begged 2nd runners up. Certificate, cash prize and gift hampers were given to the best four and while

certificate and gift hampers were also given to all the participating students. Competition was held on May 31 and result was declared on June 1. AST condemns DIMAPUR: Reacting to the recent transportation of returnees to Tuensang district, the Akehta Sangtamlarü Thsingmüjang (AST) has expressed that it can no longer remain mute spectator to the actions of the government “that smacked sheer discrimination against our sons and daughters”. DIMAPUR: In supersession of the previous SOP of May 26, a revised SOP for transportation of essential commodities/other goods from Assam to Mon has been issued. According to DIPR report, the new SOP are: Vehicles transporting essential commodities/other goods coming from Assam should cross Nagaland gate, Tizit by 8 a.m and move to the designated parking space for disinfection and mandatorily halt for 4 (four) hours. Post this the vehicles will move out in a convoy for Mon town at 12 noon; Vehicles carrying essential commodities/other goods from Assam to various sub-divisions of Mon district will unload the goods onto a local vehicle either in Tizit or Mon town. Thereafter, the local vehicles will transport the same to various sub-divisions; District administration and Police shall identify the designated space for the vehicles carrying essential commodities/other goods for disinfection and halting for 4 (four) hours at Tizit; Not more than one person shall accompany the driver in a vehicle. It will be mandatory for the drivers to wear masks and maintain strict social distancing; Only the vehicles with movement permits issued by the deputy commissioner, Mon and with proper documents will be allowed to transport essential commodities/other goods; Vehicles carrying essential commodities/other goods will be allowed entry into Mon only on Monday, Wednesday, Friday and Saturday; Mon Chamber of Commerce & Industries (MCCI) will monitor the unloading of the essential commodities/other goods in Mon Town and the vehicles along with the drivers should leave the town latest by 8 p.m; Police, Dobashis, DTO & PTAM shall monitor the entry of vehicles to Mon town at the committee gate and shall ensure that all the vehicles for Mon town that entered the town have left the town after unloading the commodities by 8 p.m; Vehicles coming from Assam to carry tea leaves and boulders will be allowed on all days of the week except Sunday, SOPs are to be strictly followed. Any violators of the above SOP will face strict penal action and the order shall remain in force till further notice.

According to an official report of the Assam State Disaster Management Authority (ASDMA) the flood water still inundated the vast areas of 253 villages under Goalpara, Nagaon and Hojai districts. “During the past five days, nine people have died in different places of the three districts. Around two lakh people are still affected by the floods,” an official of the ASDMA said. The officials said that due to the pre-monsoon rain, heavy and incessant rain since early last week had initially flooded 321 villages in 11 of Assam’s 33 districts affecting around three lakh people.

Guwahati, Jun 1 (IANS): The state-owned Oil India Ltd (OIL) has contacted global experts to control the blowout in the gas well in eastern Assam’s Tinsukia district, an official release said on Monday. At least 650 families, comprising 2,500 people, have been shifted to three relief camps after an oil well, owned by OIL at Baghjan village in Tinsukia, around 450 km east of Guwahati, started releasing natural gas into the air after a leak for the past six days. “Oilfield of OIL had suddenly become very active while work-over operation was on. There is no incident of any fire, casualty, damage and injury,” the release clarified. Shillong, Jun 1: The Meghalaya government on Monday further relaxed the lockdown lifting restrictions on inter-district movements within the state and permitting more business establishments to open. “There will be no more restrictions of movement of people from one district to another. They are free to move within the state,” Deputy Chief Minister, Prestone Tynsong told reporters following a review meeting on COVID-19 pandemic in the State. However, he said interstate movement of persons will continue to be restricted. Tynsong informed that the government has also decided to allow 50 percent inter-district movement of public and private transport to operate on rotation basis which is to be decided by respective Deputy Commissioners. However, the Deputy Chief Minister cautioned that the lifting of restrictions come with strict guidelines that the health ministry has laid and that Standard Operating Procedures and protocols would have to be followed strictly by everyone. Meanwhile, the State government has turned down pleas from Iewduh traders, the main market in Meghalaya, to open shops within the market. “It was a collective decision taken not to allow the businesses within the market to open for the time being,” Tynsong said, adding that there was no decision taken on opening malls and places of worship. However, discussions would be held whether to open such places in the next review meeting, he added.

Itanagar, Jun 1 (PTI): Arunachal Pradesh Chief Minister Pema Khandu on Monday asserted there has been no report of any standoff between the Indian and Chinese troops in the state, which shares a 1,080-km border with China. Khandu’s comments come amid the ongoing border row with China in Ladakh and some other areas, and circulation of videos and pictures of clashes between personnel of the Indian Army and the People’s Liberation Army (PLA). The chief minister termed the Ladakh incident “unfortunate”, especially as it coincided with the COVID-19 pandemic. But, he said, there is no “warlike” situation between the two countries at the state border. “We are well-prepared to face any kind of situation. Quoting a report of a central expert team, Deb said the report submitted to the state government points at violation of social distancing and quarantine norms by the BSF that has led to the spread of the COVID-19 disease among the para-military personnel and their kins. Deb said, “We have sent the central team report to the union Home Ministry. I have learnt that the Commandant of the 138th BSF (Border Security Force) battalion was replaced after the outbreak of the disease. “As the BSF jawans and their family members came from different parts of the country, they should follow the COVID-19 guidelines

Tripura so far has tested 321 COVID-19 positive cases and 173 of them, including 162 BSF men and their kins, recovered from the disease. “COVID-19 community spread is not possible in Tripura as people are very conscious about the disease. Besides the BSF, the return of 14,000 stranded people to Tripura caused the tally to peak,” said Deb, who also holds the Health Department.

ed the period of said election under the provisions of section 153 of the Act. The list of contesting candidates already published for the said election by the respective Returning Officers, is to remain valid for the purpose of remaining activities as was prescribed under the said notification. “Now, Commission has reviewed the matter in detail. Considering all factors, including the guidelines issued on May 30, issued by Union Home Secretary and Chairman, national Executive Committee (NEC) under the National Disaster Management Act, 2005, and taking into account the inputs obtained from the Chief Electoral Officers concerned, the Commission

has decided to conduct the poll,” said the ECI. The polling will take place between 9 p.m to 4 p.m on June 19 and counting of votes will take place on the same day at 5 p.m. “By June 22 election shall be completed,” the EC said. The Commission has also said that the Chief Secretaries shall depute a senior officer from the State to ensure that the extant instructions regarding COVID-19 containment measures are complied with while making arrangements for conducting the elections. Further Commission has appointed Chief Electoral Officer concerned as Observer for the election in the respective State.

Aizawl, Jun 1 (IANS): Among the eight northeastern states, only Mizoram extended the ongoing lockdown for another month till June 30, officials said. An official release said that in view of the continued increase of Covid-19 cases in different states, especially its neighbouring northeastern states and the return of huge numbers of stranded residents of Mizoram from other states, it is necessary to further extend the lockdown till June 30 in a bid to prevent the spread of the disease in the state. It said that the state government

also issued new guidelines for the fifth phase of the lockdown with special emphasis on maintenance of social distancing and strict vigilance along the 318-km long Bangladesh and 510km-long Myanmar borders as well as the inter-state borders with Assam, Tripura and Manipur. Out of the eight northeastern states, only Mizoram is a green state and became Covid-19 free after its lone patient recovered from the disease and was discharged from the Zoram Medical College and Hospital on May 9.

esults of both the High School Leaving Certificate (HSLC) and Higher Secondary School Leaving Certificate(HSSLC) examination 2020 reconfirmed that female candidates performed better than male candidates. In the HSCL the overall pass percentage was 70.03% including repeaters and 86.28% excluding repeaters. In HSSLC exam results, the overall pass percentage was 75.47 and excluding repeaters was 86.31%. A total of 8470 female candidates and 7210 male candidates passed the HSCL exams. The figure showed that more female candidates passed the HSCL the male candidates. Again, among the Top 20 list, there were 55 candidates out of which 16 were males and 39 were females. In the HSLC examination 2020, a total of 34 schools drew a blank out of which there were 30 government and four private high schools. Government schools of seven districts- Dimapur, Kiphire, Peren, Mon, Wokha, Longleng and Zunheboto- drew a blank. Among government schools, Mokokchung district led with 8 out of 39 achieving 100 % pass, followed by Phek with 3 out of 35; Kohima with one out of 30 and Tuensang with one out of 24 achieving 100 % pass. In the HSLC examination results 2020, it was revealing that government schools in Dimapur and Kohima underperformed. Government high schools under Kohima district had only one school with 100% pass out of thirty while Dimapur had ‘nil’ results in all the 29 government high schools. It is a matter of concern that high schools in Dimapur and Kohima are not doing well. Government schools in Dimapur should seriously look into the flaws since it is regarded as among the developed districts. That government schools have been consistently under performing in HSLC examinations has become almost like a rule than the exception. In the HSSLC results, government HSS showed that female candidates did slightly better with 81.53 % pass as compared to 73.41% for male candidates. In private HSS, female candidates maintained their edge with 82.26% as compared with 74.55% for males. In commerce, under government HSS, male and female candidates were almost at par with 86.54% for female and 86.27% for male candidates. In private HSS, female candidates did better with 89.05% as compared to 78.35% among male candidates. In science stream under government HSS, females again performed better with 87.33% as against 75.33% for male candidates. In private HSS, female candidates did better with 91.88% as against 80.49% for male candidates. What the HSSLC examination results also reveal, is that government higher secondary schools were up to the mark. There is probably some thing that could be revealed in these results that comparatively suggest that in higher secondary school levels, private higher secondary schools do not enjoy much advantage as they did successive HSLC examinations. If various private educational institutions and candidates eagerly await declaration of HSLC examination results, probably the same positive expectation may be missing among government high schools and the state education department. The government spends a huge budget for the education department for over qualified teachers who unfortunately, haven’t been able to do justice to their qualifications etc. There is need to overhaul the entire system and it would be appropriate if the recommendations of the education commission to the government in 2000 be considered.

Public health experts of the Joint Task Force from the Indian Public Health Association (IPHA), Indian Association of Preventive and Social Medicine (IAPSM) and the Indian Association of Epidemiologists (IAE) have compiled a report, criticising the Modi government’s handling of the pandemic in its initial stage. The 16 signatories — advisors to the health ministry, present and former professors of the All India Institute for Medical Sciences (AIIMS), Benaras Hindu University and Jawaharlal Nehru University, among others — also listed out recommendations for the future in the report submitted it to the Prime Minister on May 25. ‘India paying heavy price’ According to the signatories, the Indian government failed to consult epidemiologists who had a better grasp of disease transmission dynam-

ics, and that the lockdown was based on modelling of infectious diseases by popular institutions. As a result, “India is paying a heavy price both in terms of humanitarian crisis and disease spread,” said the signatories, calling it a “draconian lockdown”. India’s nationwide lockdown from March 25 till May 31 has been one of the most “stringent” and yet COVID-19 cases have increased exponentially through this phase — 606 cases (March 25) to 138,845 (May 24) — said the Joint Task Force, which was constituted to help the Indian government to contain COVID-19 pandemic in the country. “This draconian lockdown is presumably in response to a modelling exercise from an influential institution which presented a ‘worst-case simulation’. The model had come up with an estimated 2.2 million deaths globally. Subsequent events have proved that the predictions of this model were way off the mark,” read the statement. “The incoherent and often rapidly shifting strategies and policies, especially at the national level, are more a reflection of an afterthought and catching up phenomenon on part of the policymakers rather than a well thought cogent strategy with an epi-

demiologic basis,” said the signatories. The experts also hinted at community transmission as a result of the returning of migrants across the country - “mostly to rural and peri-urban areas, in districts which had minimal cases and have relatively weak public health systems (including clinical care) - triggered by the lockdown. “It is unrealistic to expect that COVID-19 pandemic can be eliminated at this stage given that community transmission is already well-established across large sections or sub-populations in the country,” read the statement. The experts concurred that the benefits of the nationwide lockdown has been achieved, although after the fourth phase of the lockdown: “to spread out the disease over an extended period of time and effectively plan and manage so that the healthcare delivery system is not overwhelmed… The case fatality rate in India has been relatively on the lower side, and mostly limited to the high-risk groups (elderly population, those with pre-existing comorbidities etc)”. However, this lockdown cannot be enforced indefinitely, “as the mortality attributable to the lockdown

itself… may overtake lives saved due to lockdown mediated slowing of COVID-19 progression”. The experts also pointed out that the opaqueness in terms of data maintained by the Union and state governments so far “has been a serious impediment to independent research and appropriate response to the pandemic”. The 11-point action plan 1. Constitute a panel of interdisciplinary public health and preventive health experts and social scientists at central, state and district levels to address both public health and humanitarian crises. 2. Make all data, including test results, available on public domain for the research community, who can access, analyse and provide realtime context-specific solutions to control the pandemic. A Public Health Commission with task-specific Working Groups, too, maybe urgently constituted to provide realtime technical inputs to the governments. 3. Lift the ongoing lockdown and replace it with cluster specified restrictions, based on epidemiological assessment. 4. Resume all the routine health services (primary, secondary and tertiary) while ensuring the protection of health care workers, as “the

Yet, the cycle of life must continue with new guidelines and caution in all spheres of life, so also in the education sector at this crucial juncture. Now that NBSE has declared the HSLC/HSSLC results, it is advisable for both students and parents on one side and the schools/colleges’ management on the other, not to panic but ensure smooth conduct during issue of mark sheets and admission process (offline mode) by adhering strictly to the guidelines of social distancing, use of masks, sanitizers etc. The schools, colleges and concerned government authorities should come up with a practical and proper strategy for the re-opening of classes, so that teachers and students are not over burdened but effectively impart and receive education. It is human nature to think that the grass is always greener on the other side, but in the current situation, it will be sensible for those students who desires to study outside, to pursue further studies in our state. Compared to our neighboring states, we are second to none in terms of quality education, infrastructures, libraries, qualified and experienced faculties with good command over language etc, available in many of our private schools and colleges and some government institutions which we have surveyed. For all medical, engineering and other professional courses not available in our state, it will be better to wait till lockdown is lifted completely in order to check all possible areas of safety such as Covid-19 zones, availability of transportations, government rules, guidelines and educational policies etc. As hurried decisions in taking admission outside state may result in unnecessary confusions. For NEET/JEE aspirants are advised to prepare well for the exams as it is tentatively scheduled in the last week of July. According to UGC, fresh admissions will tentatively begin in August and opening of new academic session for colleges/universities in September 2020. However, students and parents have to check the latest news as changes may be made depending on the corona virus situation. During admission season, many professional colleges/ universities come to our state in the name of helping tribal students. like faculty, labs, libraries, affiliations and course recognitions; lack of students’ enrollment ,while some are on the verge of closure, some courses offered without classrooms etc .To attract students anyhow they even offer bogus free education schemes, fee concessions, scholarships exams .These colleges/ universities try to link with agencies ,some local people including some student bodies to get students for admission by offering commissions. Even our government technical department should discourage such private colleges and universities from outside state (some of which we have already inspected) to flout themselves in the department’s campus or education fairs in different venues or give empanelment and should not recommend it to students for personal gain as was done in the past. Some interested officers willing to go beyond their call of duty to help our tribal students, should work for increase of government quotas in medical seats and professional courses, or request for reservation of seat or roped in top central universities for admission to our students, for instance, in JNU, Hyderabad University, Bangalore University or Anna university etc instead of unreputed colleges. It is common knowledge that good and top private colleges/universities stands on their own reputation without marketing themselves. At this point, it is important to reason out why an institute with big infrastructures from outside our state, constructed with huge amount of money, will give so much concessions or try to help our tribal students only; or why do they need to market themselves in every nook and corner of our state if they are really good or reputed as they claimed to be. It is obvious that they do not meet the standard requirements of education, so the local students from their own state do not take admissions in such colleges/universities and hence the rush to get students through different means without the least concern for our students’ future career. Due to such fraudulent activities in our state, we all have witnessed many unfortunate admissions related cases outside the state in the past years. Our innocent tribal students have time and again been duped and victimized through such different activities. It is a humble request to Naga Students Federation (NSF) to check and stop those students’ bodies once and for all, from representing such colleges/universities as we are putting our own brothers and sisters’ career in jeopardy without having proper knowledge. To err is human, but it is time we learn from our past mistakes and save our family and loved ones. Recently before lockdown, a case of Naga students getting duped into taking admissions

in unaffiliated college for a professional course in Jorhat by some agencies from Dimapur. It is learnt that the classes are conducted by combining all the different professional courses in a single classroom, and the students failed to receive any affiliations for their course, or refunds even after a semester lapsed. This is just a tip of the iceberg scenario where students faces undue harassments and experiences mental stress, depression, loss of money, time and career. It is important for students to study in colleges that is more than 15 years old and has good track record of results, affiliations, course status, qualified faculty, labs, libraries, etc. Do not take admission in an institute just because it is in proximity to your home town as one is not going for holidays and travelling purpose but to gain knowledge. Make comparative assessment of quality education and fee structures, one may find that good quality with low fees are available in many old colleges in other parts of India; than in new colleges which are mushrooming up in Northeast region. Check for quality education as students have to face stiff competition to get employed, so securing degree alone without competence will be meaningless and unprofitable. Danger lurking likely for covid-19 community transmissions in Nagaland

ith pendulum of Covid-19 positive cases surging day by day in our state and with the announcement of lockdown 5.0 SOPs (Standard Operating Procedures) & guidelines with lots of relaxations, it is very concerning and alarming for poor state like Nagaland to cope with the magnitude of possible community transmissions. But though not undermining the possibilities, soothing and positive news is that since the entire populace of our state already spend two (2) months plus under lockdown though with meager tests, it is evident and with assurance indicates that by the grace of our Almighty the Great, still as of now apart from stranded returnees from outside our state, there is no covid-19 positive case among the insider within our state. With many quarantined returnees raising their concern over non-testing of their health status before leaving the quarantine centre, the circumstances of which is adding more panic and trauma in the midst of the situation. Hence, I just want to put forth some of my suggestions for Govt. perusal: 1) To curb this dreaded virus from further escalating, stringent Covid-19 protocol & new order has to be issued against all the quarantined returnees. Besides, fourteen(14) days of compulsory Institutional quarantine, regardless of their health status, they should be put on another additional 14 days of mandatory self home quarantine or community arranged quarantine centre under strict supervision and surveillance. So, that altogether 28 days of quarantine as per WHO (World Health Organisation) guidelines is achieved in order to completely annihilate any chances of virus from eruption and contamination through stranded outside returnees. 2) With inter-state movement SOP relaxed, it is obvious that inflow of thousands of non-locals/outsiders

especially from our bordering state of Assam and Manipur is going to take place profusely in a few days to come. Thus, it has become more apprehensive that community transmissions is imminent if unchecked with extra care and cautious from here on. Yet, to save our state from this likely scenario of ‘doomsday’, without delay the govt. and its machineries has to fully concentrate and spend more & more money and its resources at inter-state border entry & exit point, air/train/public & personal transport routes & strict vigilance, man power & reinforcement has to be deploy at by foot crossing/entering route at inter-state border and under any circumstances no one should be allowed to crossed/ entered and intrude in our state without proper verification and without providing Covid-19 free certification from the appropriate authority. With mounting pressure of Covid19 positive cases that is on rise day by day, our state already on the verge of reaching saturation point of accommodating & treating Covid-19 positive patients from among the outside returnees itself. It is therefore, before things get out of control, the govt. should focused more on point-2, compulsory testing of all the quarantine returnees & outside returnees and rigorous & uncompromising check on inflow of outsiders at entry point. Needless to mentioned, with shabby & substandard health care facilities that is available in our state, the need of the hour is more prayer and God wisdom, So that the govt. in power and all its stakeholders could execute work plan with precision and without lapses and regrets for the safety of all and most importantly the co-operation & tactfulness of the general public is needed the most. Nagas, I Love my people and their hospitality wherever I am. I have been outside the state of Nagaland and have experienced the joy of seeing my fellow brothers yet I’ve also seen that Nagas love meat. In fact any meat that isn’t poisonous, I cannot deny that desire amongst my closest. I respect that and I do admit that we are different and I have not failed to notice the consideration our blood possesses. We are also lovers of animals, some of us love them with our Life and some keep them for livelihood. I respect both! To those who love our animals we are different by blood, we don’t pretend, we are genuine and to imagine or experience our Best friend, our family to be shoot on sight is inexplicable. Most importantly, a dog has the IQ of a two year old child and most parents must know how much we can communicate with two years old kid. Nagaland, are we going to head hunt again? Let us come up with a better civilized plan than to snatch away somebody’s priceless treasure. Animals especially dogs remains man’s closest friend. Let us not forget that they have saved our sons and daughters from getting blast in the plane (explosives detection dogs), they’ve saved us from thieves, and they’ve been the best companion to the lonely. Are we human? Some may say God gave everything under our control yet let us remember that He even tells us not to steal and covet neighbour’s goods. Also some may say human life is more precious yet that dog they killed must have been a little gift of God to a life that belongs to a human. Let us not kill animals that don’t belong to us. ‘One Nation One Ration Card’ to cover all states by Mar 2021

NEW DELHI, JUN 1 (IANS): Prime Minister Narendra Modis flagship ‘One Nation One Ration Card’ scheme has been implemented across 20 states so far with the Central government targeting the entire country by March 31 next year. Union Consumer Affairs, Food and Public Distribution minister Ram Vilas Paswan on Monday said that after Odisha, Sikkim and Mizoram joining the ‘One Nation One Ration Card’ scheme, 20 states are now linked to IMPDS (Integrated Management

of Public Distribution System). The Union minister tweeted, “As I earlier announced, three more states -- Odisha, Sikkim and Mizoram -- have been added to the government’s ambitious ‘One Nation One Ration Card’ scheme today. With this 20 states have joined the IMPDS scheme.” In another tweet, Paswan said, “’One Nation One Ration Card’ Scheme is to be implemented across the country by March 31, 2021. In this regard, necessary steps are being taken to connect Uttarakhand,

Nagaland and Manipur by August 1, 2020.” After the implementation of the scheme across the country by March 31, 2021, any beneficiary of the Public Distribution System (PDS) under the National Food Security Act (NFSA) can avail of ration anywhere in the country. Under the NFSA, nearly 81 crore people in the country are provided foodgrains at a cheaper rate. They are provided wheat at Rs 2 a kg and rice at Rs 3 a kg. In the ongoing corona pandemic, the Central government gives five kg rice or wheat and one kg pulses per month free to every PDS beneficiary. This will continue for three months since its inception in April under the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY). Besides, the Central government is also giving five kg foodgrains and one kg grams free for two months to the migrant labourers who are not beneficiaries of any other grain distribution scheme.

The loans were sanctioned under the Emergency Credit Line Guarantee Scheme that provides emergency credit lines and working capital to businesses, ensuring that the current coronavirus outbreak does not result in liquidity crisis for businesses. “On a single day 1 June ‘20, #PSBs have sanctioned collateral-free loans worth Rs 3,200 crore through the Emergency Credit Line Guarantee Scheme,” said a tweet from the office of Sitharaman. New Delhi, Jun 1 (IANS): The Employees Provident Fund Organisation (EPFO) released Rs 868 crore pension along with Rs 105 crore arrear on account of restoration of commuted value of pension by the central government, the Ministry of Labour and Employment announced. Without the provision for commuted pension, pensioners continued to receive reduced pension lifelong. “This is a historical step for the benefit of pensioners under EPS-95,” the Ministry said. The Employee’s Pension Scheme (EPS 95) was rolled out in 1995. Initially, the ceiling was Rs 5,000, which was raised to Rs 6,500 in 2011 and then to Rs 15,000 in 2014. The EPFO caters to more than 65 lakh pensioners through its 135 regional offices. The EPFO employees processed May pension and ensured its credit in the pensioners’ bank accounts on schedule.

New Delhi, Jun 1 (PTI): The government on Monday hiked the minimum support price (MSP) of paddy marginally by Rs 53 per quintal to Rs 1,868 per quintal for the 2020-21 crop year, while the rates for oilseeds, pulses and cereals were also raised. The decision, taken by the Cabinet headed by Prime Minister Narendra Modi, will help farmers take a call on which kharif (summer) crop to grow as sowing picks up with the arrival of southwest monsoon. The Met Department has projected normal monsoon during the June-September period. “Based on the recommendation of the Commission for Agricultural Costs and Prices (CACP), the cabinet has approved MSP of 14 crops. Paddy (common) MSP has been increased to Rs 1,868 per quintal for this year,” Agriculture Minister Narendra Singh Tomar told media after the meeting.

New Delhi, Jun 1 (IANS): Amidst the nationwide lockdown, banks’ credit to non-banking finance companies (NBFC) increased by Rs 5,000 crore in April 2020, according to an SBI report. Among the services, credit to NBFCs, transport operators and retail traders increased in April. Credit to retail traders increased by Rs 6,900 crore and that to transport operators rose by Rs 4,300 crore, said the SBI Ecowrap report. “YoY credit growth to industry declined to 1.7 per cent (6.9 per cent last year), services to 11.2 per cent (16.8) but on YTD basis credit growth to industry has increased. Within services, there has been an increase in credit to NBFCs, transport operators, retail traders,” it said. Generally, agriculture sector credit demand in-

New Delhi, Jun 1 (PTI): The country’s manufacturing sector activity recorded another sharp deterioration in business conditions during May as new orders placed with producers continued to fall after April’s record contraction, leading firms to cut jobs at the quickest pace on record, a monthly survey said on Monday. The headline seasonally adjusted IHS Markit India Manufacturing Purchasing Managers’ Index (PMI) stood at 30.8 in May, up from 27.4 in April, pointing to another substantial decline in the health of the country’s manufacturing sector, albeit one that was slightly softer than recorded in April. In April, the index had slipped into contraction mode, after remaining in the growth territory for 32 consecutive months. In PMI parlance, a print above 50 means expansion, while a

Situation at border with India ‘stable’: China

Says both sides have “unimpeded” communication channels BEIJING, JUN 1 (PTI): China on Monday said that the overall situation at the border with India was “stable and controllable”, and both the countries have “unimpeded” communication channels to resolve the issues through dialogue and consultations. The comments by Foreign Ministry spokesman Zhao Lijian came in the backdrop of the continuing standoff between the militaries of India and China at the Line of Actual Control (LAC). The spokesman was responding to a question on Defence Minister Rajnath Singh’s remarks that India will not let its “pride be hurt” in its latest border flare-up with China but is determined to settle the dispute through talks between the giant neighbours. “I want to assure the country that we will not let India’s pride be hurt in any circumstances,” Singh said in an interview to a news channel on Sunday. “At times, situations arise with China. It has happened before,” Singh said while insisting that India

Both India and China have rejected US President Donald Trump’s offer to mediate to settle the current standoff between the militaries of the two countries. “The two sides have established mechanisms both at military and diplomatic levels to resolve situations which may arise in border areas peacefully through dialogue and continue to remain engaged through these channels,” he said. Troops of India and China were engaged in a major standoff for over three weeks in Pangong Tso, Galwan Valley, Demchok and Daulat Beg Oldie in eastern Ladakh, in what is turning out to be the biggest confrontation between the two countries after the Doklam episode in 2017.

Armenian PM, family test COVID19 positive Y e r e van, J une 1 (IANS): Armenia’s Prime Minister Nikol Pashinyan announced via Facebook on Monday that he and his family have tested positive for COVID-19. “I didn’t have any symptoms, I decided to take a test as I was planning to visit the frontline,” the BBC quoted Pashinyan as saying during a Facebook live video. “I will work from here as much as needed, but of course, under conditions of isolation,” he said. The Prime Minister again urged citizens to always wear face masks and regularly disinfect hands. Last week, Armenia saw its biggest daily spike in cases on Friday - 460 - but Pashinyan said his government was not thinking of a nationwide lockdown. He added that the government will continue to promote social distancing and other hygiene rules set out by health authorities. The number of COVID-19 cases in the country reached 9,282, with 3,396 recoveries and 131 deaths, according to the Armenian gover nment.

Pompeo accuses China of using ‘tactical situation’ WASHINGTON, JUN 1 (PTI): US Secretary of State Mike Pompeo has accused China of using a “tactical situation” on the ground to its advantage and threatening others, like the one that is happening on its border with India, for an awfully long time. Pompeo, responding to a question on the aggressive Chinese behaviour on the Sino-India border and the South China Sea during an interview with Fox News on Sunday, said that the threat posed by China is real. “The Chinese Communist Party has been on this effort, on this march, for an awfully long time. They’ll certainly use a tactical situation on the ground to their advantage. But each of the problems that you identified there are threats that they have been making for an awfully long time,” he said. ISLAMABAD, JUN 1 (PTI): A total of 75 bodies out of 97 people killed in the plane crash in Karachi last month have been identified so far through DNA tests, according to a media report. The Airbus A320 aircraft of the national carrier Pakistan International Airlines (PIA) had 91 passengers and a crew of eight when it crashed into the Jinnah Garden area near Model Colony in Malir on May 22, minutes before its landing. Ninety Seven passengers were killed. Eleven people on the ground were injured. Pakistani authorities have been conducting DNA tests to identify the severely charred bodies. The accident took place in a dense forest area in Banke district on Sunday when the van collided with a truck that was parked at the roadside. The van was carrying nearly over 30 migrant workers who were returning from India to their home district in Salyan via Nepalgunj, the District Police Office was quoted as saying by Myrepublica. Parl panel meeting on home affairs deferred

NEW DELHI, JUN 1 (PTI): A meeting of the Parliamentary Standing Committee on Home Affairs convened on June 3 to discuss the coronavirus-induced lockdown has been deferred after some members expressed their inability to attend it due to travel restrictions, sources said on Monday. Chairman of the committee and senior Congress leader Anand Sharma had convened the meeting and Union Home Secretary Ajay Kumar Bhalla was to brief its members on the coronavirus-induced lockdown and issues of coordination with states. Inability expressed by some members to attend the meeting of the committee due to travel constraints on account of mandatory quarantine in different states was the reason for deferring the

meeting, the sources said. No new date for the meeting has been fixed and the sources said it would be worked out soon in consultation with the panel’s members. The chairpersons of different parliamentary panels are empowered to convene regular meetings of the committees that are usually held in Parliament complex. Sharma had sought approval of the Rajya Sabha Chairman to allow members not able to attend the meeting of the committee to participate through video conferencing, but was denied permission, the sources said. This was to be the first meeting of the parliamentary committee since the nationwide lockdown was imposed to combat the novel coronavirus on March 25.

In supersession of the Standard Operating Procedure (SOP) issued regarding the returnees to Nagaland, and the subsequent modifying orders regarding the same, and in pursuance of the decisions taken in the meeting of the Cabinet held on the 1st of June 2020; the revised SOP for the returnees to Nagaland is as under: A. Chennai Special train returnees on 22nd of May 2020 1. The persons who returned to the State on 22/05/2020 by the Special Train from Chennai and are still in Kohima and Dimapur quarantine centres will continue to remain until the COVID-19 test are done on all such persons. 2. Those persons who test negative will be sent to their home district. 3. As regard to those who test positive but do not require hospitalization and are fit to travel, they will also be sent to their home districts to be kept at the COVID-19 Hospitals for treatment; under special transportation after following all the necessary health protocols. 4. Those persons tested positive and showing symptoms requiring hospitalization and not fit for travel will be shifted to the COVID Hospitals of Dimapur and Kohima as the case may be for treatment. B. Returnees from NE States before 18th of May 2020 1. All the returnees who have arrived in the State from the Green Zones of the North East states, before 18th of May 2020, and have completed 14 days institutional quarantine at a centre in Dimapur or Kohima or in any other District, and not exhibiting any symptoms will be immediately released for undergoing home quarantine for another 14 days without the mandatory testing. 2. Those returnees who are still in Kohima or Dimapur quarantine centres will be released to their respective district task force for undergoing 14 days in home quarantine. C. All returnees other than the above two categories 1. All the returnees reaching the State at Dimapur either by train / air / road will be segregated district-wise at the entry point/Agri Expo site, thermally screened and all found asymptomatic will be transferred to the Quarantine Centers in the respective districts. 2. As regard the persons entering the State through Khuzama, the District Task Force Kohima will make similar arrangements as mentioned in paragraph C 1. 3. All the returnees showing symptoms will be subjected to medical protocol at Dimapur and Kohima; and based on the fitness, will be retained or transported to the respective home districts. 4. In case the Quarantine Centers in any particular district gets fully filled up, and if the district is unable to take anymore returnees, then arrangements will be made to keep the returnees inbound for such districts in the quarantine centers at Dimapur or Kohima or vice versa wherever space is available at that point of time. 5. The sample of all the returnees will be taken in the respective districts and tested for COVID-19 in the BSL 3 Lab at Kohima or in the labs in Assam /Manipur or in the upcoming BSL 2 Lab at Dimapur, when functional, or in the TrueNat machines wherever available. 6. Those whose test is positive will be shifted to the respective district COVID Hospital. Positive cases will be managed within the respective district COVID hospital until the facilities are saturated, after which the cases will be shifted to the nearest available COVID Hospital. 7. After 14(fourteen) days institutional quarantine, the returnee, if tested negative and found asymptomatic will be released for undergoing another 14 (fourteen) days home quarantine. 8. In respect of persons above the age of 60 years, children below the age of 10 years and parents, and pregnant women and accompanying spouse, and patients, they shall be thoroughly screened and on the advice of the Medical Team at the Entry point/ Screening Centre will be sent for 28 (twenty eight) days Home Quarantine. D. It is clarified that the work division in the districts regarding quarantining and all other related matters will be as follows:1. All Logistical issues such as - Transportation of Passengers/ Identification of Quarantine Centres/ Provision of food to inmates/ Housekeeping Management of Quarantine Centres - Electricity, Water supply, repairs, sanitation/ Coordination with other districts etc will be the sole responsibility of the respective District Task Forces, including officers, agencies nominated by the Government or the DTF as the case may be. 2. All clinical protocol such as - Screening of passengers/ Sample collection/ Testing of samples/ attending to inmates in medical distress/ Safety protocol in QCs/ Issuing medical clearance for release from QC/ Despatch location as the case may be or any other location as the case may be will be the sole responsibility of the District Health Officials , Department of H&FW. 3. The returnees will be transported to their respective districts under police escorts. 4. The detailed work distribution of the various stakeholders and teams will be as in Annexure I. E. NEW DELHI, JUN 1 (PTI): The Delhi High Court Monday suspended for 12 weeks the life imprisonment sentence awarded to one of the convicts in a 1984 anti-Sikh riots case as he was suffering from chronic kidney ailment and was highly vulnerable to a contagious disease like COVID-19. A bench of Justices Manmohan and Sanjeev Narula, noted, while conducted the hearing through video conferencing, that Naresh Sehrawat was admitted to the medicine ward of the Central Jail Hospital, Tihar. “Since the petitioner (Sehrawat) is a chronic kidney disease, stage-IV patient and is admitted in the medicine ward of the Central Jail hospital and is highly vulnerable to a contagious disease like COVID-19, the sentence of the appellantconvict is suspended for

a period of twelve weeks from the date of release subject to his furnishing a personal bond and local/ close relative surety bond of Rs 20,000 each to the satisfaction of the trial court,” the bench said. The court passed the order on a plea by Sehrawat, who is serving life imprisonment in the riots case, seeking interim suspension of sentence for three months on the ground that he needs to undergo liver and kidney transplant simultaneously and at the earliest. The court had earlier directed the jail authorities to take him to Institute of Liver and Biliary Sciences (ILBS) Hospital for medical check up as he has to undergo liver and kidney transplant. KOHIMA, JUN 1 (NPN): After being activated as COVID-19 Hospital, the Naga Hospital Authority Kohima (NHAK) has stopped OPD services with effect from June 1, 2020 till further orders. It was informed that immunization service would continue to function from Potter Lane and Seikhazou Primary Health Centre (PHC). Obstetrics department and gynaecology department have also stopped admitting new patients. NHAK managing director Dr. Thorusie Katiry told Nagaland Post that though NHAK has 67 beds and 20 ICU beds ready, it would become a problem if many cases arise as there was no place to accommodate new patients. He said major challenge was that there was no alternative COVID hospital except at Chedema, which was also on the verge of reaching the capacity.

Returnees complain of letting wait: A day after botched escape attempt by an individual from K Badze quarantine centre in Kohima, another row erupted Monday after a few returnees from Goa posted on social media that they were made to wait for long before allowing entry. 194 Goa returnees were sent to K Badze on June 1, 2020. When contacted, an officer in charge told Nagaland Post that the returnees were made to wait

because formalities needed to be completed before they entered the centre. The officer said a team of 20 people were preparing to ensure that everything was good and safe for the returnees. He said the returnees were made to wait for around one-and-a-half hours because so many things were to be completed. NEW DELHI, JUN 1 (PTI): There has been a steady decline in India’s COVID-19 fatality rate which now stands at 2.83 per cent, much lower than in countries like the US, the UK, France and Italy, the Union Health Ministry said on Monday, even as India recorded 230 deaths and its biggest single-day spike of 8,392 cases in 24 hours. India is the seventh worst-hit nation by the COVID-19 pandemic in terms of the number of infections, after the US, Brazil, Russia, the UK, Spain and Italy. While the recovery rate in coronavirus infections is improving and has reached 48.19 per cent in India, there has been steady decline in the case fatality which is now 2.83 per cent, the health ministry said. The death toll in India due to COVID-19 rose to 5,394 and the cases climbed to 1,90,535 on Monday, according to the ministry’s morning update. The number of active COVID-19 cases stood at 93,322 while 91,818 people have recovered so far with 4,835 patients being cured in the last 24 hours. The recovery rate, now 48.19 per cent, has improved from 11.42 per cent on April 15 to 26.59 per cent on May 3 and to 38.29 per cent on May 18, the ministry said. Naidu, Birla discuss holding monsoon session favour e-Parliament as option in the long run

NEW DELHI, JUN 1 (PTI): Preparations for holding the monsoon session of Parliament with coronavirus-induced norms like social distancing and exploring ‘virtual Parliament’ as on option in the long run were discussed by Rajya Sabha Chairman M Venkaiah Naidu and Lok Sabha Speaker Om Birla during a meeting on Monday, sources said. Both the presiding officers underscored the need to adopt technology to enable Parliament sessions to tide over situations when regular meetings are not possible. However, they opined that it would be necessary to refer the issue of virtual meetings of parliamentary committees to the Rules Committees of both the Houses in view of the confidentiality aspect of the deliberations. The sources said several options are being considered including holding the meeting of Lok Sabha in the Central Hall, with the Rajya Sabha, which has less members than the lower house,

shifting to the chamber of Lok Sabha. Also the sittings of both the Houses can be held on alternate days. Taking note of reports suggesting that the fight against the coronavirus is likely to be a long haul, Naidu convened the meeting at his official residence which was also attended by the Secretary Generals of both the houses. The presiding officers directed the Secretary Generals to examine the feasibility of using the central hall of Parliament appropriately to ensure social distancing norms during the upcoming monsoon session. They noted that since there is no requirement of maintaining confidentiality of the proceedings of both the Houses, which are open to general public besides being telecast live, virtual Parliament is an option to be explored in the long run. The two officials were also directed to examine in detail various technical and other arrangements to be ensured to enable smooth functioning of both

the Houses. Parliament usually meets in July-August for the monsoon session. It was adjourned sine die on March 24, ahead of schedule, amid growing concerns over the COVID-19 outbreak. At the meeting on Monday, both the Secretary Generals briefed the Chairman and Speaker on issues connected with the proposed virtual meetings of various committees of Parliament, the sources said. These include providing a safe technological platform, complying with the rules of confidentiality of deliberations in such meetings and the difficulties in

ensuring the same in case of virtual meeting, they said. Infrastructure upgrade to be undertaken to enable virtual meetings and the time likely to be taken in this regard were also discussed. Taking cognizance of the long existing rules regarding confidentiality in respect of meetings of the committees and the implications of holding virtual meetings, Naidu and Birla opined that it would be necessary to refer the issue of virtual meetings to the Rules Committees of both the Houses, the sources said. Regarding the view expressed in some quarters that presiding officers can

suspend the Rules, officials have pointed out that such suspension requires a motion to be carried in the House and presiding officers cannot supersede rules by issuing directions. Both Naidu and Birla noted that the chairmen of various committees of Parliament including the department-related Standing Committees are empowered to convene regular meetings of respective committees on their own. However, in view of the feedback being received from some members of Parliament about their inability to travel on account of quarantine norms in various states, they felt that it may be better for the chairmen of various committees to convene meetings after ascertaining the likely attendance of Members. Officials informed that the average attendance in the meetings of the eight department-related Standing Committees of Rajya Sabha over the last three years has been about 45 per cent.

D E H R A D U N, J U N 1 (PTI): Uttarakhand Chief Minister Trivendra Singh Rawat and three cabinet colleagues were in self-quarantine Monday following a meeting last week with Tourism Minister Satpal Maharaj, who has tested positive for coronavirus. Satpal Maharaj, his wife and 21 other people – family members, staff and his followers staying in the same household – have tested positive, an official said. Swab samples of all ministers and officials who attended the cabinet meeting in which Satpal Maharaj participated were taken for testing on Monday, an official said. The state health department said there was no need for those who attended Friday’s meeting to isolate themselves, going by the Centre’s guidelines. “The ministers and officials fall into the category of low risk contacts as they were not in close contact with Satpal Maharaj. They can function in a normal way and there is no

need to quarantine them,” state Health Secretary Amit Negi said. But the CM and the three other ministers -Harak Singh Rawat, Madan Kaushik and Subodh Uniyal -- decided to remain in selfquarantine as a precautionary measure, an official at the Chief Minister’s Office said. “They will remain in self-quarantine at least for the next few days during which they will be tested for COVID-19,” he said. “Whether or not they resume normal day-to-day functions in a few days will depend on what their test reports say,” he said. Dehradun District Magistrate Ashish Shrivastava said swab samples of all ministers and officials who took part in the meeting have been taken. “We have received a list of all ministers, officials and employees who were directly or indirectly part of the meeting. Their samples have also been taken for testing,” he said. “People who came in contact with them are also being traced,” Shrivastava

Meanwhile, Minister of State for Higher Education Dhan Singh Rawat condemned a social media post describing him as the state’s “acting chief minister” and asked police to take stern action on this. “I have information that some anti-social elements are describing me as acting chief minister on social media, which is absolutely wrong and condemnable,” he said on Facebook. He said while in quarantine the chief minister is directing ministers, MLAs and officials through video conferencing. JAMMU, JUN 1 (PTI): Three heavily-armed Pakistani terrorists were killed as the Army scuttled a major infiltration bid along the Line of Control (LoC) in Nowshera sector of Jammu and Kashmir’s Rajouri district, officials said on Monday. The first such train left Mumbai’s Chhatrapati Shivaji Maharaj station for Varanasi at 12:10 am. The national transporter plans to run 200 such trains. Keep middle seats vacant: DGCA to airlines

NEW DELHI, JUN 1 (PTI): Aviation regulator DGCA on Monday asked airlines to keep middle seats vacant to the extent possible in the wake of the coronavirus outbreak. However, if a flyer has been allotted the middle seat due to a high passenger load “then additional protective equipment like wrap-around gown of the Ministry of Textile approved standards” must be provided to him or her in addition to a three-layered face mask and face shield, said the DGCA order, which has been accessed by PTI. While hearing a petition on whether to keep middle seats in flights vacant or not, the Supreme Court had on May 25 said that the Directorate General of Civil Aviation (DGCA) is free to alter its norms in the interest of public health and safety of passengers “rather than of commercial considerations”. Since an average narrow body plane in India has 180 seats in 3*3 configuration, it means it has 60 middle seats and as many window and aisle seats, indicating that up to 120 passengers can be seated while keeping middle seats vacant.

The Directorate General of Civil Aviation order said airlines must provide a safety kit to each passenger. It shall include a threelayered surgical mask, a face shield and adequate amount of sanitizer in either a sachet or a bottle. “The embarkation or disembarkation shall be sequential and passengers shall be advised by airlines to follow the instructions and not to rush to the entry or exit gate. The airline shall ensure orderly entry or exit of the passengers,” the Directorate General of Civil Aviation stated. Indian carriers operated a total of 3,370 flights till May 31 -- 428 on May 25, 445 on May 26, 460 on May 27, 494 on May 28, 513 on May 29 and 529 on May 30. International commercial passenger flights continue to remain suspended in the country. The novel coronavirus has infected more than 1.9 lakh people and killed around 5,300 people in India till now.

Singer-composer Wajid dies of COVID

inger-composer Wajid Khan of music director duo Sajid-Wajid, popular for their work on superstar Salman Khan’s films such as “Wanted”, “Dabangg” and “Ek Tha Tiger”, died in wee hours on Monday in a city hospital due to coronavirus. The 42-year-old singer had underlying kidney issues. “He died of a cardiac arrest,” Wajid’s brother Sajid told PTI while confirming that the musician had tested positive for COVID-19. Music composer Salim Merchant, who first confirmed the news of Wajid’s death, said the composer was hospitalised recently at Surana Hospital, Chembur where his condition deteriorated. “He had multiple issues. He had a kidney issue and had a transplant a while ago. But recently he got to know about kidney infection... He was on the ventilator for the last four days, after his situation started getting worse. Kidney infection was the beginning and then he got critical,” Salim told PTI. A source close to the family also confirmed the

coronavirus diagnosis. “He had coronavirus. When you already have heart and kidney issues, your immunity is low. His situation worsened in the last few days,” the source added. The music composer duo made their Bollywood debut with Salman’s 1998 movie “Pyaar Kiya Toh Darna Kya” and went on to work on actor’s various films including “Garv”, “Tere Naam”, “Tumko Na Bhool Payenge”, “Partner” and the popular “Dabangg” franchise. Wajid also did playback for Salman in chartbusters like “Mera He Jalwa”, “Fevicol Se” and for Akshay Kumar in “Chinta Ta Chita Chita” from the film “Rowdy Rathore”,

among others. He recently co-composed Salman’s songs “Pyaar Karona” and “Bhai Bhai”, which the actor released on his YouTube channel. he Maharashtra government on Sunday permitted resumption of shootings for films, teleserials, advertisements, OTT, etc with immediate effect. The makers of Abhishek Bachchan-starrer “The Big Bull” plan to resume shooting next month. “We are looking at July because a lot needs to be worked out. All precautions and arrangements need to be in place, as well as dates of the actors,” Anand Pandit, one of the producers of the film, told IANS. Last year, the team had shot a major schedule in Delhi. Asked if there are more outstation shoots pending, he said: “There is no outstation shoot pending, so we didn’t have to cancel any outstation shoots. We have to finish the last bits that we were planning to do within the state (Maharashtra).” A 16-page official directive comprising guiding principles was issued recently by the Maharashtra state government, for the restart of the media and entertainment industry. Most film and TV projects suspended filming earlier this year due to the coronavirus pandemic, with the likes of The Batman and Fantastic Beasts 3 affected. The British Film Commission has now published a new set of guidelines for high-end film and TV, in consultation with the British Film Institute, to follow. Among the social distancing measures it outlines are actors avoiding face-to-face scenes where possible and avoiding social crowd scenes. It also says people should work remotely where they can, including briefings and rehearsals with actors, and cast and crew must adhere to daily symptom checks and increased hygiene precautions. Cast members are also being encouraged

to do their own hair and make-up where possible to limit contact. The document has been signed-off by the Department for Culture, Media and Sport (DCMS), Public Health England and the Health and Safety Executive — though each production can restart at their own discretion. “We believe this to be the most comprehensive, extensively-consulted on COVID-19 recovery production guidance in the world,” said the chief executive of the British

Film Commission, Adrian Wootton. The UK government previously suggested that cinemas in the country could re-open from July 4. However, over 200 independent UK film venues have said that they would not be able to reopen with social distancing measures still in place. FIFA’s ethics committee then suspended the Swiss football administrator from football in October 2015. Blatter was first elected FIFA president in 1998. New Delhi, Jun 1 (PTI): World silver-medallist Amit Panghal and the seasoned Vikas Krishan were on Monday nominated for the Rajiv Gandhi Khel Ratna award by the Boxing Federation of India, which picked only Olympic-bound names as its nominees for the annual honours. The BFI has nominated world bronze-winning trio of Lovlina Borgohain (69kg), Simranjit Kaur (64kg) and Manish Kaushik (63kg) for the Arjuna awards. Of these, Borgohain has won the world bronze twice, the most recent being last year.

For the Dronacharya awards, the BFI has finalised the names of national women’s coach Mohammed Ali Qamar and assistant coach Chhote Lal Yadav. “The nominations of the athletes and coaches have been on the basis of their performance during the last four years,” the BFI said. Manchester, Jun 1 (Agencies): Manchester United have reached an agreement to extend Odion Ighalo’s loan from Shanghai Shenhua until January 31, 2021. Ighalo initially joined Manchester United in a Deadline Day move in January, and scored four times in eight appearances in all competitions prior to the suspension of the Premier League. Ighalo’s initial loan deal was due to expire on May 31 and United manager Ole Gunnar Solskjaer has thanked Shanghai Shenhua for allowing the 30-year-old to remain in Manchester longer than previously agreed. “They [Shanghai Greenland Shenhua] have been great towards us, allowing him to play for his dream club,” Solskjaer said. “It’s been a dream for him and hopefully he can finish what he started and win a trophy with us.” Ighalo’s current deal at Shenhua runs out in De-
