Instead it is protecting them by staying mute,” Surjewala said. The “Not In My Name” campaign began after a Facebook post by filmmaker Saba Dewan against the stabbing of Junaid. Dr. Shürhozelie Liezietsu with NPF party workers from Arunachal Pradesh and others.
DIMAPUR, JUN 28 (NPN): Nagaland chief minister and NPF president, Dr. Shürhozelie Liezietsu on Wednesday while admitting that the demand for integration of entire Nagainhabited areas in the region could be difficult at present, however, said that coming together under the umbrella of the NPF could be the first step to integrate the people emotionally and politically. CMO media cell in a press note said, Dr. Liezietsu, addressing over two hundred party workers from Arunachal Pradesh at a consultative meeting at NPF Central Hq, Kohima, maintained that NPF party should be introduced not only to all the Naga inhabited areas but to all tribal
areas in the region. Dr. Liezietsu said after NPF party was introduced in Manipur and Arunachal Pradesh, Nagas living in the two states could now feel a sense of belongingness as one Naga family. Advising the party leaders to work hard, the chief minister said NPF must participate in the next Arunachal Pradesh government so as to address the developmental issues faced by the Naga people in the State. He also urged Arunachal party leaders to be the torch bearers and spread the good news of the NPF party that “only through NPF the voice of the Naga people can be heard in the government.” Dr. Liezietsu reiterated that Naga People’s
Front (NPF) was “the natural ally of the BJP” and that it was the only political party which represents Nagas and could preserve their identity. Recalling the association of the party, which has been oldest in the North Eastern region with the BJP, Dr. Liezietsu said NPF has been aligned with the nonCongress national party as early as 1977. Citing the example of Manipur, he said NPF has sent four MLAs in the government and was now recognized in the Manipur Assembly. Therefore, Dr. Liezietsu called upon the Nagas of Arunachal to send their representative in the next formation of Arunachal government. (Cont’d on p-7)
NBCC appeals citizens to take Panel headed by retired judge part in special drive for e-rolls to look into golf club incident DIMAPUR, JUN 28 (NPN): Nagaland Baptist Church Council (NBCC) has appealed to all the citizens of Nagaland to actively participate in the nation-wide “special drive” that was being initiated by the Election Commission of India (ECI) from July 1-31, 2017. The purpose of the special drive was to enrol new voters who were between 18-19 years and to purify the existing e-roll. In a press statement, NBCC appreciated the work being carried out under the chief electoral officer (CEC) Nagaland and impressed upon all citizens to “seize this timely opportunity for coming up with a clean e-roll in the State.” According to NBCC, the first and foremost requirement in a democratic election process was to have
a clean e-roll. In this regard, NBCC has requested the CEO, electoral registration officers, district election officers and the booth level officers (BLOs) to conduct the special drive in the right manner, and with professionalism and utmost sincerity. The church particularly requested the BLOs to reach out to every section of people under their jurisdiction and initiate work by taking the confidence and support of community leaders. Further, NBCC requested individuals, families, and leaders (of village/ ward, institutions, NGOs, churches) to extend full cooperation to the election department and at the same time hold them accountable in coming out with a clean e-roll in their respective ar-
eas. NBCC particularly requested leaders of different bodies (student, women, hoho, church, educational institutions, civil society) to educate young people between 18-19 years for enrolling their names and call upon the people to remove the following: dead electors, multiple voter names, underage voters, and transferred out names. It also appealed to all communities to act on the special drive with integrity, without giving in to shortterm calculation and narrow self-interests. M e a n w h i l e, t h e Church asked all believers to pray for the state election officials and community leaders so they could execute their responsibilities by following the right procedure and without any obstacle.
NEW DELHI, JUN 28 (PTI): Justice (retired) Mukul Mudgal will head a committee to look into a Meghalaya woman’s charge that she had been turned out of the dining room of The Delhi Golf Club because her traditional Khasi attire looked like a “maid’s uniform” to the staffers. The three-member panel, set up by the club Wednesday, will include lawyer Renu Sehgal and journalist Sunayana Arora Singh, the CEO and founder of an NGO, Organ India. “Since there are conflicting versions of the incident, it is deemed appropriate to institute an inquiry by independent persons who are not members of the club,” the club said in a statement. Tailin Lyngdoh, who was wearing a ‘jainsem’, a traditional Khasi dress, told reporters she was asked
to leave a lunch hosted by a member of the club in the heart of the capital on June 25. Lyngdoh said the manager informed her that the outfit she wore was not allowed in the club. The club, an elite golfing establishment situated in acres of rolling greens said: “The club shall take further action in this regard after receiving the report of the inquiry committee,” it said. Union MoS for Home Kiren Rijiju Tuesday termed the incident a “case of racial discrimination” and asked Delhi police chief to take appropriate action on it. Urban Development ministry also sought a report from the club on the issue. Mudgal, retired Chief Justice of Punjab and Haryana High Court, had earlier headed a committee to probe into allegations of corruption in the IPL.
Aadhaar-PAN linking must from July 1: Govt Cab okays 7th PC recommendations with changes NEW DELHI, JUN 28 (PTI): Individuals having Permanent Account Number (PAN) will have to link it to their existing 12-digit biometric Aadhaar number from July 1, a government notification said. Aadhaar number or Aadhaar enrolment ID will also have to mandatorily quoted while applying for Permanent Account Number (PAN), which is a must for filing tax returns, opening of bank accounts and financial transactions beyond a threshold. Union Finance Minister Arun Jaitley through an amendment to tax proposals in the Finance Bill for 2017-18 had made Aadhaar mandatory for filing income tax returns and provided for linking of PAN with Aadhaar to check tax evasion through use of multiple PAN cards. The Supreme Court had earlier this month upheld the validity of an Income Tax Act provision making Aadhaar mandatory for allotment of PAN cards and ITR filing, but had put a partial stay on its implementation till a Constitu-
tion bench addressed the issue of right to privacy. Following the Supreme Court ruling, the revenue department has notified amendments to the income tax rules dealing in PAN application, which will come into effect from July 1, 2017. The department said “every person who has been allotted PAN as on July 1, 2017, and who in accordance with the provisions of sub-section (2) of section 139AA is required to intimate his Aadhaar number... to the principal director general of income tax (systems) or DGIT (systems)”. Besides, it entrusted principal DGIT (systems) or DGIT (systems) with specifying the format and standard along with procedure for verification of documents filed with PAN application or intimation of Aadhaar. As many as 2.07 crore taxpayers have already linked their Aadhaar with PAN. There are over 25 crore PAN card holders in the country while Aadhaar has been issued to 115 crore people.
Referring to the Supreme Court ruling, the Central Board of Direct Taxes (CBDT), the apex policy-making body for the I-T department, had then said the linking of Aadhaar and PAN will be a “must” for filing of income tax returns (ITR) and obtaining PAN from July 1. The apex court order had only given a “partial relief ” to those who do not have an Aadhaar or an Aadhaar enrolment ID, and the taxman, hence, “will not cancel” the PAN of such individuals, it had ruled. “Only a partial relief by the court has been given to those who do not have Aadhaar and who do not wish to obtain Aadhaar for the time being, that their PAN will not be cancelled so that other consequences under the I-T Act for failing to quote PAN may not arise,” the CBDT had said. While Aadhaar is a biometric authentication issued by the UIDAI, PAN is a 10-digit alphanumeric number alloted by the I-T department to individuals and entities.
N ew D elhi , J U N 2 8 (Agencies): The Union Cabinet on Wednesday approved the recommendations of the 7th Pay Commission on Allowances after making 34 modifications. The revised rates will take effect from July 1, 2017. The revised allowances will benefit at least 47 lakh employees. The increased allowance will impose an additional annual burden of Rs 30,748 crore on the exchequer. The modification, which is based on the recommendations of Committee on Allowances, will result in additional burden of Rs 1,448 crore over and above suggestions made by 7th Central Pay Commission. Among the recommendations made by the 7th Pay Commission, house rent allowance will be at the rate of 27 per cent, 18 per cent and 8 per cent when the dearness allowance crossed 50 per cent and further increased 30 per cent, 20 per cent and 10 per
cent when it crosses 100 per cent. Employee unions have demanded HRA at the rate of 30 per cent, 20 per cent and 10 per cent. The government has decided not to abolish 12 of the 53 allowances which were recommended to be abolished by the 7th Pay Commission. The decision to retain these allowances has been taken keeping in view the specific functional requirements of Railways, Posts and Scientific Departments such as Space and Atomic Energy. It has also been decided that 3 of the 37 allowances recommended to be subsumed by the 7th Pay Commission will continue as separate identities. This has been done on account of the unique nature of these allowances. The government had last year accepted the recommendation of Justice AK Mathurheaded Seventh Pay Commission in respect of the hike in basic pay and pension.
For allowances, the government had constituted a committee under Finance Secretary Ashok Lavasa to review the recommendations. This, following protests by government employees that the pay revision was not adequate. The panel submitted its report to the Department of Expenditure, which conducted the first round of review, following which it was presented before the Empowered Committee of Secretaries. The Committee then forwarded the report to the Cabinet. If the Cabinet does indeed take a decision today, government employees will see their July salary increase. Key among the demands made by central government employees is a revision in the House Rent Allowance or HRA. As of now, the existing rates of HRA for Class X, Y and Z cities and towns are 30 per cent, 20 per cent and 10 per cent of an employee’s basic pay. K Y M C

incident, Sonowal called up Rijiju and expressed his anguish, describing the incident as despicable and condemnable, a government release said. He said denying access to the club and subsequent misbehaviour by the club management “is not only disrespect to the traditional dress clad Khasi woman, it is a discriminatory attitude towards North Easterners”. The chief minister urged Rijiju to take exemplary step against the Club, which will act as a deterrent towards such discriminatory attitude in future. Dr Nibedita Borthakur also told Sonowal that she will take up the matter with the National Commission for Scheduled Tribe, to which Sonowal assured all assistance from the state government.

Opposition demands resignation of Tripura CM Manik Sarkar Agartala, Jun 28 (PTI): A day before CBI interrogates Tripura Social Welfare minister Bijita Nath in connection with the Rose Vally chit fund scam, the opposition parties here demanded resignation of Chief Minister Manik Sarkar. Nath received the CBI notice on Saturday in which it was said that a CBI official would interrogate her at her official residence on June 29. Trinamool Congress (TMC) leader and former leader of the opposition, Sudip Roy Burman demanded that Chief Minister Manik Sarkar should resign owning moral responsibility of chit fund scam in the state. “The Left Front gover nment, despite
opposition by the different political parties in the state had allowed the chit fund groups for their narrow political interests for long time and now when a minister of his cabinet had received a CBI notice, Sarkar cannot evade responsibility and should immediately resign,” Burman, an MLA told reporters. The BJP also demanded resignation of Sarkar alleging that the Non Banking Financial Companies (NBFCs) and the chit fund groups mushroomed in the state for more than a decade because of the “support” of Left leaders . “Lakhs of people had lost their deposits due to cheating by the chit fund groups and non action by the government
headed by Sarkar. So, he must resign taking the moral responsibility”, BJP vice president Subal Bhowmick said. The Congress had yesterday demanded resignation of Nath. Sikkim standoff: China says road construction ‘legitimate’
Beijing, Jun 28 (PTI): China today termed the construction of a road in the Sikkim sector as “legitimate”, asserting that it was being built on Chinese territor y that neither belongs to India nor Bhutan and no other country had the right to interfere. China also hinted that India was objecting to its efforts to build the road in Donglang area of the Sikkim sector on behalf of Bhutan which does not have any diplomatic ties with Beijing. “Donglang is part of China’s territory. This is indisputable. The Donglang area belonged to China since ancient times and it doesn’t belong to Bhutan,” Chinese Foreign Ministry spokesman Lu Kang told the media here. “India wants to raise an issue with this part. I should say it doesn’t belong to Bhutan, nor it belongs to India. So we have complete legal basis for this. Chinese construction of the road project is legitimate and normal action on its territory. No other country has the right to interfere,” he said while replying to a
question. Ta k i n g a d i g a t India, Lu said Bhutan is a universally recognised sovereign country. “Hope countries can respect the sovereignty of the country. The ChinaBhutan boundary is not delineated, no third par ty should interfere in this matter and make ir responsible remarks or actions,” he said. “If any third party, out of hidden agenda, interferes it is disrespect of the sovereignty of Bhutan. We don’t want to see this as Bhutan is a country entitled to sovereignty by the international community,” Lu said. Donglang is located in a tri-junction close to the strategic area called Chicken’s Neck. China says that the Sikkim part of the India-China boundary is settled and therefore India has no right to object over the road construction. Lu said China opened the Nathu La pass in the Sikkim sector in 2015 for Indian pilgrims to visit Kailash because of this. Chinese think tanks speculated that India has stopped the road construction on behalf of Bhutan.

placed before both houses of Parliament on this grave injustice against our tribal Khasi woman by the Delhi Golf Club,” Grand Council of Chiefs of Meghalaya Spokesman John F. Kharshiing said. In a letter to National Commission for Scheduled Tribes chairperson Nand Kumar Sai, Kharshiing pointed out that the nonfulfilment of the national commitment and failure to comply with the numerous directives from the commission to the Union Ministry of Home Affairs, regarding the implementation of the Instrument of Accession and Annexed Agreement, is the cause for “constitutional discrimination” against the Khasi Jaintia and Garo people by the majority of India. “We also draw the commission’s urgent intervention to bring about much required amendments to Article 338A so as to include a charter of tribal rights and to make submission of repor ts before Parliament time bound,” he said. The Meghalaya State Women’s Commission which held a meeting with prominent women’s organisations, has unanimously condemn the despicable act of discrimination and racism and lack of grace on the part of the management of the Delhi Golf Club. “The comments made by the management on the attire of Lyngdoh has gravely insulted and hurt the sentiments of the Kha-
sis, a tribal community in Meghalaya. Further, the comments made violate the social and cultural rights of Lyngdoh,” the commission chairperson, Theilin Phanbuh told IANS. In a Khasi society which is egalitarian, all Khasi women wear the Jainsem which is the traditional attire of the Khasis and the same is worn by the Khasis in India and abroad, she said. “It (Jainsem) represents the identity of a woman who wears it every day and it is the most modest, dignified, graceful, versatile and elegant attire. India is a land of unity in the midst of diversity and as such it is unfortunate that the management of the Delhi Golf Club cannot make a distinction between a traditional Indian attire and that of a neighboring country,” Phanbuh said. The Jainsem has been showcased in many fashion shows including the Lakme Fashion Week as well as the Fashion International London Fashion Week, World Intellectual Property Organisation, United Nation, Geneva including other shows. “It is unfortunate that the world is aware and appreciates the Jainsem whereas our Indian brethren are ignorant of the same,” Phanbuh said. On Tuesday, Chief Minister Mukul Sangma had urged the Union Home Ministry to file a case against the Delhi Golf Club for the racial abuse on Lyngdoh.
Guwahati, Jun 28 (Agencies): Normal life was paralysed in western Assam on Wednesday because of the 24-hour bandh called from the morning by various Koch Ranbongshi community organisations to press for the long-standing demand for a separate state. All Assam Koch Rajbongshi Students Union (AKRASU), All Assam Koch Rajbongshi Women’s Union and Chilarai Sena demand a separate Kamatapur state to be carved out of parts of western Assam and part of West Bengal. The community has sizeable population in western Assam districts and north Bengal area in West Bengal. Activists of the organisations calling bandh attacked vehicles and burnt rubber tyres on the National Highway 31 in western Assam to enforce the bandh by forcing the vehicular traffic off the road. All the education institutions and offices remained non-functional in western Assam areas particularly in parts of Kokrajhar district, Bongaigaon, Dhubri, Chirang, and Barpeta. Bandh supporters set a truck bearing a Maharashtra registration number ablaze in the early morning hours on the national highway at Gossaingaon in Kokrajhar district. Shillong, Jun 28: Traditional Chiefs in Meghalaya on Wednesday petitioned the National Commission for Scheduled Tribes urging for an investigation into the Delhi Golf Club issue for shunting out a woman for wearing a Jainsem, a dress worn by the indigenous Khasi women. The Meghalaya State Commission for Women and prominent women organisations also jointly wrote to Minister of State Kiren Rijju urging him that the erring management of the elitist club should be taken to task for the same. The Delhi Golf Club had apologized to the member whose guest from Meghalaya was asked to leave the club for wearing a Jainsem and that disciplinary action against the erring staff “is in process”. On Sunday, Tailin Lyngdoh, a governess, had gone to the Club along with her employer Nivedita Barthakur after they were invited for lunch by a club member. Some 15-20 minutes into the lunch, two Club officials asked Lyngdoh to leave the table and the Club saying her dress was a “maid’s uniform” and also allegedly hurled racial abuse. “We urge your urgent intervention to investigate, inquire, bring to justice and to report to the President of India, who shall cause the reports to be

Assam Police to become people-friendly, get infra boost New Delhi/Guwahati, Jun 28 (IANS): Women and child desks, counselling for youth turning to crime, online filing of FIRs, upgraded infrastructure and more patrol vehicles -- Assam police are aiming for a makeover and a people-friendly outreach as part of its project Moitryee. According to officials, 51 police stations across the northeastern state would be upgraded with modern buildings and facilities. Soft skill training centres would be set up to equip police to deal with distressed complainants and others who visit police stations to get their concerns addressed. “There has been a behavioral gap between the police and civilians, which leads to unnecessary complications. Under the modernisation project, in the coming five years we will see a complete makeover of 51 police stations. This will be a boon for the general public and help in tackling lots of problems,” Mukesh
Sahay, Director General of Assam Police, told IANS over phone. The police stations would also have facilities for counselling teens who turn to crime or youths who commit theft or other crimes for the first time. A woman and child desk to specifically deal with complaints regarding women and children, and a reception area to guide visitors are among the other new facilities that the police stations would boast of. Project Moitryee is aimed to do away with any infrastructure and behavioral shortcomings in the police department while dealing with civilians. Sahay, a 1984 batch IPS officer, said the names of districts where police stations would be modernised have already been finalised. New building designs are being finalised, he said adding that once ready, Assam Police would be one of the best in terms of infrastructure. Some of the highly
sensitive districts have found place in the first list such as Charaideo, Tinsukia, Udalguri, Baksa, Sonitpur and Biswanath. In the selected districts, more than one police station would be modernised. The police stations would be equipped with proper internet connectivity, which would help in online filing of FIRs. As per latest records of the state home department, the number of cyber crime cases in Assam, registered under the provisions of Information and Technology Act, 2000, jumped from 154 in 2013 to 379 in 2014, registering an increase of 146.1 per cent. The last one year has also seen a spurt in cases of militant attacks and other crimes, including recruitment of tribal youth in Assam by militant groups. According to Assam Police, project Moitryee has received fund approval of Rs 91.53 crore. Of this, Rs 20 crore has been sanctioned for the first phase of modernisation.

“It had reached our ears that the Dr Mukul led Congress Government in the State are trying to forcefully impose the administrator’s rule in the Council. He (Dr Mukul) has even brought the legal experts from Delhi to guide the State Government on the legalities for imposition of the administrator’s rule in the KHADC,” the former KHADC CEM said. He however pointed out that the State Government should understand that the KHADC is an autonomous body and is not a department under the control of the Government.

othing more could be more revealing about racialism in north India, than the June 26 incident at the Delhi Golf Club, when two of its office bearers- Manager Ajit Pal and another member Sumita Thakur- asked a Khasi woman to leave the premises because to them, she looked like a maid servant; was dressed differently (not in sari, salwar, kurta etc) and also appeared to look like a Nepalese. In a very strange way, the Club’s attempt at damage control in explaining the incident as an etiquette problem was rejected as unacceptable. However, nationwide, people who have better sense described it as case of racial prejudice. The Khasi woman, Tailin Lyngdoh was employed as a governess by Dr. Nivedita Barthakur Sondhi, an honorary advisor to the government of Assam. They had gone to the Club on invitation from P Thimmayya Goel, a long-time member of the club, for lunch. During the British era, natives were treated as second class citizens without any rights and dignity. They were barred from being seen( not to talk of entering) in restricted places which were meant for the whites only. Today, the elitist Delhi Golf Club is in free India and the white sahibs have left almost one hundred years back. The June 26 incident somehow indicates that though the white sahibs have left, they have also left behind their racial and cultural prejudices for their loyal apes or brown sahibs to carry on with. The incident has sparked off a furious row throughout the nation. It has shocked many that there could be still some slaves of colonial prejudices, who nurture hatred and prejudice against their own country men and women. The explanation and apology issued by the Delhi Golf Club management has only managed to spark more anger in the minds of people of the north east. Every club may have its dress codes, but no club has the right to insult or humiliate people just because they wear a different dress. Further, the Golf Club members reportedly told Tailin that she looked like a maidservant and also Nepali. Nothing could be more damning than that this statement purportedly made by duo from Delhi Golf Club. Delhi has been under attention for racial slurs and attacks on people from the north east in recent years. The government of India, especially the BJP-led NDA had taken a very serious view of racial attacks on the people of north east. Junior minister Kiren Rijiju is the voice of the people of north east in the Narendra Modi government. Rijiju has asked Delhi Police to take serious note of the incident and to bring those guilty to book. Since Delhi has been sensitised to racial attacks on people from the north east, it is strange that the Delhi Golf Club remained insensitive. This only shows that there is an inherent racist trait among north Indians even though they may deny it. Racism, prejudice and xenophobia are rampant and it’s a strange mixture of prejudice, ignorance and centuries-old discriminatory practices. Delhi Police should spare no effort to book those ‘elitist culprits’ and bring them to their senses that they don’t live in British India but free India where such acts are a serious crime and a blot on the nation.
DailyDevotion Held by the Grip of God I press on, that I may lay hold of that for which Christ Jesus has also laid hold of me. —Philippians 3:12 Never choose to be a worker for God, but once God has placed His call on you, woe be to you if you “turn aside to the right hand or to the left” (Deuteronomy 5:32). We are not here to work for God because we have chosen to do so, but because God has “laid hold of” us. And once He has done so, we never have this thought, “Well, I’m really not suited for this.” What you are to preach is also determined by God, not by your own natural leanings or desires. Keep your soul steadfastly related to God, and remember that you are called not simply to convey your testimony but also to preach the gospel. Every Christian must testify to the truth of God, but when it comes to the call to preach, there must be the agonizing grip of God’s hand on you— your life is in the grip of God for that very purpose. How many of us are held like that? Never water down the Word of God, but preach it in its undiluted sternness. There must be unflinching faithfulness to the Word of God, but when you come to personal dealings with others, remember who you are— you are not some special being created in heaven, but a sinner saved by grace. “Brethren, I do not count myself to have apprehended; but one thing I do…I press toward the goal for the prize of the upward call of God in Christ Jesus” (Philippians 3:13-14).

Between The Lines
Emergency should never be forgotten
Vol. XXVII NO. 203 Dimapur, thursday, June 29, 2017
‘Elitist’ natives
Nagaland Post, Dimapur
S
trange that in the process of selecting who should be the next President of India, the nation has forgotten the emergency imposed some forty two years ago. More than one lakh people were detained without trial. The media which could have reported the conditions prevailing was muzzled. Civil servants dutifully issued the orders, which came through Sanjay Gandhi, son of the then Prime Minister Mrs. Indira Gandhi, who was the extra constitutional authority that ruled the country in her name. The judiciary caved in and even upheld that Parliament could suspend the fundamental rights enshrined in the constitution. Even the imposition of the emergency was justified. Only one judge, Justice H.R. Khanna, gave the dissenting judgment but he was superseded. It is another matter that the country punished the then Prime Minister, Indira Gandhi, when she was ousted from power, lock, stock and barrel, after elections were held. Similar was the fate of her son,
Sanjay Gandhi. What disappoints me is that the Supreme Court never passed a resolution or done anything to register its criticism against the judgment which gave the judiciary a bad name. Even now it is not too late. The Supreme Court has liberal judges on the bench. They can still dilute the situation by passing a resolution that its predecessor bench was wrong in endorsing the emergency. At least the Prime Minister Narendra Modi cabinet, with a Law Minister Arun Jaitley, should say sorry on behalf of the government for the excesses committed by the earlier government during the emergency. The then Attorney General, Niren De, had argued in the court that even the right to live was forfeited during the dark days of the emergency. There was so much fear that practically all lawyers in Delhi dared not to speak. A lawyer like Soli Sorabjee from Mumbai and V.M. Tharkunde from Delhi argued the habeas corpus petitions filed by my wife on my detention.
Still I spent three months in jail. The two judges, Justice S. Rangarajan and Justice R.N. Aggarwal, who gave the judgment, were punished for Kuldip having given the verdict. The first was transferred to Guwahati where people still remember him for his impartiality. The second was demoted and sent back to the Sessions Court. But this did not deter them and they carried on their work independently. Probably, the pressure on the judges has lessened in recent years because of a vigilant media. But the worse is happening. Appointments to the benches are being made according to the wishes of rulers. It began with the Congress government and has continued even during the Bhartiya Janata Party government. The process was really started by Indira Gandhi. She superseded three judges— Justices J.M. Shelat, K.S. Hegde and A.N. Grover— to appoint Justice A.N. Ray as the Chief Justice. She was unseated from
parliament and disqualified for poll malpractices for six years. Instead of accepting the verdict, she imposed theemergency and Nayar amended the law itself. The excesses Indira Gandhi and Sanjay Gandhi committed during the emergencymay be a part of history they are recalled by not only those who suffered but also those who support democracy. It was the Janata Party which came to power after defeating Mrs Gandhi that changed the constitution to make the imposition of the emergency impossible. And Justice Khanna’s dissenting judgment that the basic structure of the constitution cannot be changed was accepted as the norm. This has ensured the parliamentary system of governance and has deterred every ruler since then not to tinker with the judiciary. Ultimately, the independence of the judiciary depends upon the quality of judges and this is where I have some doubts. In the US, the biggest democracy, the Supreme Court is divided between
the Republican judges and Democrats’. But since the tenure of the judges is for lifetime, the appointees of one party have risen above their old loyalties and become independent and impartial. In India, we had the best of judges when the gover nment appointed them. But now the party politics is creeping in and at least in High Courts it is seen that the party in power has not appointed the best of lawyers but those who had owed allegiance to it. Even in the Supreme Court, some appointments come under the shadow of doubt. Take the case of former Solicitor General Gopal Subramanium whose appointment to the Supreme Court was stalled by the Narendra Modi government. Blaming the government for blocking his appointment, Subramanium said his “independence as a lawyer is causing apprehensions that I will not toe the line of the government. This factor has been decisive in refusing to appoint me.” He subsequently withdrew from the race.
In fact, it was at his instance that the Gujarat police was forced to book a murder case in the Sohrabuddin fake encounter matter. When the prime witness, Tulsiram Prajapati, was liquidated under suspicious circumstances, Subramanium had recommended the transfer of the case to the CBI. Significantly, Subramanium also admitted that it was on his suggestion that the Supreme Court, while granting bail to accused Amit Shah, now the BJP president, had barred him from entering Gujarat. Most pathetic was the role of the media. I recall that when the emergency was imposed there was anger and more than a hundred journalists assembled at the Press Club at my bidding to condemn her act. But when I tried to pick up the thread after my detention, there was hardly anyone to support me. Mrs Gandhi had created so much of fear in the minds of journalists that they were more worried about their jobs than the freedom of the press, which they otherwise cherished.

Unprepared Wokha goverment civil hospital: The last ride
D
eath is inevitable yet, early death can be avoided. Of all the other symptoms of diseases, poor health care service within the town is one of the most fatal symptom before we die. Wokha district Government Civil hospital, Dr. Motsüo Memorial Hospital, is ill-equipped. Wokha people, is it not a suicide to keep ourselves mute not bargaining for better health service? It is not wise to shout at the hospital staffs only when we are in desperate need. Besides possessing stethoscope and sphygmomanometer (instrument to check blood pressure), Wokha need Blood Bank, Intensive Care Unit (ICU), Siren mounted plying 27x7 Ambulance, state-of-art Laboratory, physicians round-the-clock, etc. Why can’t we have these facilities? Deserted beds in the hospital are enough evident to say that Wokha patients mostly undergo medical tourism to Kohima or Dimapur owing to the ever unreliable existing district government hospital. How long will it persist? It is inhuman to compel a dying patient to undergo journey to avail health service outside the district. All patients cannot travel, some are poor, some too ill to travel, while some can’t afford. While lamenting on this, I appreciate the doctors and nurses who, despite poor medical infrastructure, works tirelessly. On the contrary, it is shameful to those doctors, if any, who are performing their
duties in the hospital once or twice in a week without any sense of ethical service. It was you who searched the job, the job didn’t search you. It is not an amusement to the public to receive ‘coincidental medical treatment’ only on your occasional visits. The concern Minister must underscore the persisting situation and prescribe the required dosage of remedial measures to improve the district hospital’s health. To provide these aforesaid facilities to Wokha people should not be considered as luxuries, but as necessities. Citizens of Wokha are not second class citizens in the State; therefore people in power must do away with the conventional mentality of classifying Wokha in third or fourth priority. It is an urgent need to invest in health infrastructure and open a Nursing institute to keep the hospital more active than before. Public must crusade against “fear and nepotism” and think rationally, to prevent ourselves from being thrown under the wheel of progress, while others ride on it. Our activeness can bring a change. For many poor people, Government hospitals are their last hope. Thus, if government awaits the poor patient with improper health infrastructure, after reaching the hospital, the patient will sadly realize that it was his/ her last ride. Who is next? Y. “N
Kindly withdraw from overseeing
SCN (I-M) clarifies on 4-lane project issue” (Saturday, June 24, 2017; Nagaland Post). [Quote]:- “The NSCN/GPRN have been overseeing all kinds of developmental Projects being undertaken within Nagalim to see that the works are executed according to the specifications and quality is maintained for the good of the Naga people and the ongoing constructions of 4-Lanes Road between Dimapur and Kohima is no exception”. [Unquote]. This opening statement of NSCN (IM) takes the cake...hands down...as the best joke of the year. One has to however admit that the first part of their statement contains 50% of confirmed truth. Without doubt NSCN (IM) have very efficiently been “overseeing all the developmental projects” within the State of Nagaland at an unsparing rate of 5%. NSCN (IM) definitely qualifies as a “5% Overseer”... being the rate of extortion from all developmental funds in Nagaland. NSCN (IM) was also a “24% Overseer” over every Government Servant’s salary across the board...which has now been reduced to 12% as officially declared by them in the local print media with a silent applause from the State Government. There is hardly any space left in Nagaland that the NSCN (IM) has not raped with their “Overseeing”. These are irrefutable facts. NSCN (IM)...including all the other Factions...”overseeing developmental projects” is in fact at the core of the damned problem of stagnation and poor workmanship in our State. It is also the core reason which discourages our younger generation from entering the world of entrepreneurship. NSCN (IM) must revisit the meaning of “for the good of the Naga people” because they have been able to accomplish just the opposite on the ground these past decades. Because of the fear induced
silence of the masses, NSCN (IM) has been emboldened to hypocritically speak half truths without any hesitation from every hole in their bodies and getting away with it for all these years. They have taken it for granted that the Nagas, especially those living within the State of Nagaland, have neither the guts nor the brains to see through their layers of lies. According to MIP (Most Ignorant People?) NSCN (IM) [Quote]: “found that the construction works was halted on 16 June, 2017. Therefore, NSCN/GPRN Officials enquired from the Engineers working in the fields as to why works were stopped and they responded that, as it rained heavily they suspended the work on the previous day”. [Unquote]. For the sake of “Nagaland for Christ” could NSCN (IM) not find a better excuse than this?! Was there no heavy rainfall before 15th June 2017 in Nagaland, yet the work had continued? Nagaland experienced the most unusual rainfall on 15th June 2017 afternoon that led to the contractors stopping the work. 5% ‘negotiable’ demand was heavily raining down induced by Lt. Col. Peter, Medziphima Town Command from NSCN (IM)’s fame, (not St. Peter from the Bible fame) which directly resulted in work closure the following day. ACAUT may be unrecognized and un-mandated by NSCN (IM) but it probably has more recognition and mandate in the eyes of the Naga masses than that of even NSCN (IM). When facts were unearthed ACAUT had a responsible sense to honestly share the same with the people just as much as it was expected for “the likes of KK Sema and Joel Rengma” to join the bandwagon. The same goes for the Governor of Nagaland as well. When direct initiative had been undertaken at the level of Ino Ayong, the Deputy Tsapili Kilonser, NSCN (IM), concerning the ‘negotiable’ 5% demand from every Contractor;
Conflict and religion, a personal thought
W
ith special reference to the Naga Society as per my humble opinion. ‘Conflict in society’ is just a tag line people use to make them feel better about themselves when conflict is actually in their hearts because without which, the fact is there will be no conflict in society at all. Since time immemorial the institution of religion have been been diluted with conflict in order to make the wrong deeds feel right and acceptable. People have been using religion as an escape to make conflict and war acceptable in the eyes of men and women, using the ‘Name of God in Vain’. Which I believe might be healthy for the body but not the soul. Since the early 90s we have
been proclaiming that ‘Nagas are peace loving mammals’ but the moment conflicts, internal disputes and killings arises we immediately turn our voices towards religion and our actions towards conflict. It is factual that we are under serious internal conflicts and social problems due to various reasons which in no way will settle immediately because of mixed interests and differed or diverted intentions. What we do might seem right but the blunder is using religion to gain false support which I believe is nothing less than ‘profane talks’ or ‘blasphemy’. Rather if we let religion use us, a more positive change might take place in this troubled society. Sure conflict is a part of society and is an undeniable
social reality but however it is a completely separate entity from religion and its components completely differ. Just as the fact that darkness and light cannot mixed together. And therefore the only reason one might use the name of religion in social conflict is because the act is wrong but however the person wants to make it feel right and pleasing ‘at least in the eyes of men’ which the Good Lord clearly defines as ‘hypocrites’. Therefore in conclusion it is either you choose Conflict or Religion to prevail in the society because as far as I know the so called ‘Holy War’ is yet to come. Mhathozho Khizho, St.Joseph’s College Jakhama
When Ino Hukavi, the Kilo Kilonser and Ino Daniel, Deputy Finance Secretary, NSCN (IM) were all well and truly aware of what was going on, what was the farce of pretending to carry out an enquiry “from the Engineers working in the fields” to extract a stupid excuse? These unfortunate Engineers are also human beings. They also have a very strong desire of wanting to continue living like everyone else and therefore they would be prepared to say that ‘an apple is an orange’ under threat. Rather than play the cat and mouse tournament, the Nagas within the State of Nagaland would dare NSCN (IM) to prove their sincerity by publicly declaring that they will stop demanding any percentage of money from the Contractors to eliminate all manner of misgivings...then the 15th/16th June 2017 kind of rain will not happen again to stop the work. Nagas will also be ecstatically grateful to NSCN (IM) if they completely stop “overseeing” this project. Their “Overseeing” is directly and equally responsible for all the poor quality work that we see around us today with an equal partnering help of the Political, bureaucratic and Contracting Overseers. Knowing the ground realities therefore, the Nagas would joyfully thank God and the NSCN (IM) if the latter stops “overseeing all kinds of developmental Projects” within the State of Nagaland even if they want to continue “overseeing the projects” within Nagalim in Manipur Hills, Arunachal Pradesh, Assam and elsewhere. Nagaland will be a far better place to live in if NSCN (IM) withdraws from their ‘Overseeing’ irresponsibility. So plleeaassee withdraw from “Overseeing” anything in Nagaland sector. Khekiye K. Sir,
On ‘Anti-drug measures’
This refers to your thought-provoking editorial “Anti-drug measures” (NP- June 28). Drug addiction is the scourge of humanity and drug trafficking is a heinous crime punishable by death killing someone or helping someone to kill himself is equal to a crime. The ones who are trafficking and helping such drugs reach each and every corner of the country are commiting a big crime. Most of the people fall a prey to the narcotics sellers due to their ignorance. The extent to which this problem has reached is heart rendering. Today kids in the age group of 10-12 have started taking drugs. Today, there is no part of the world that is free from the curse of drug trafficking and drug addiction. Millions of drug addicts, all over the world, are leading miserable lives, between life and death. The disintegration of the old joint family system, absence of parental love and care in modern families where both parents are working, decline of old religious and moral values etc lead to a rise in the number of drug addicts who take drugs to escape hard realities of life Vinod C. Meira Kumar files nomination for president
New Delhi, Jun 28 (PTI): Opposition presidential candidate Meira Kumar today filed her nomination in the presence of top Congress and opposition leaders and said it marked the beginning of her “fight for ideology”. Kumar, 72, who filed her papers with Congress chief Sonia Gandhi and former prime minister Manmohan Singh by her side, will launch her campaign from Sabarmati Ashram in Gujarat on June 30. Accompanying the former Lok Sabha speaker as she filed her nomination in Parliament House were a host of opposition leaders, including NCP’s Sharad Pawar and CPI-M general secretary Sitaram Yechury. Sonia Gandhi and other top Congress and
other opposition leaders were amongst those who proposed and seconded her nomination. “I have filed my nomination papers as the opposition candidate for the presidential election. Along with Sonia Gandhi, leaders of 16 opposition parties were also present as were members of the electoral college. “From today, our fight of ideology has started. This ideology is based on democratic values, inclusiveness in society, freedom of the press and individuals, end of poverty, transparency and destruction of caste structure,” she said after filing her papers. She also said she doesn’t merely believe in talking about about this ideology, but in implementing it. Kumar said she had already appealed to all
Sena pokes Modi on continued terror post surgical strikes India of standing by it to counter terrorism. Earlier Presidents Barack Obama and Bill Clinton too said the same thing. But how much did they actually help is a matter of investigation. “Also, due to Trump’s policies, lakhs of Indians are on the verge of losing their jobs in the US. There are hopes that the Modi-Trump meet leads to a solution on this,” it said. “Uptil now, Chinese troops used to enter Arunachal Pradesh and Leh. Now it has been learnt that they have entered Sikkim and destroyed two Indian bunkers. This is a shocking incident,” it said. The Sena expressed hope that the Modi-Trump meet would solve issues concerning Pakistan and China once and for all. The surgical strikes were launched on September 29 last year as a response to an attack by Pakistan-based terrorists on an Indian Army base in Kashmir’s Uri in which 19 Indian soldiers lost their lives.

Textile traders protest against the GST in Bikaner on Wednesday. (PTI)
Ahmedabad, Jun 28 (PTI): Textile merchants of Gujarat shut their shops for the second day today as part of a three-day strike against five per cent GST even as Prime Minister Narendra Modi prepares to visit the state to inaugurate a textile event on June 30. Cloth markets in major Gujarat cities, including Surat, Ahmedabad, Bhavnagar and Rajkot, remained shut in protest against five per cent GST on textiles. The merchants will decide on extending the stir after GST Council’s last meeting on June 30. “The three-day protest ends on June 29 before the GST Council meets for the last time on June 30. If the council does not decide on scrapping the five per cent GST on textiles, we will extend our protest,” said GST Sangharsh Samiti president Champalal Bodhra. Incidentally, on June 30, the prime minister will inaugurate ‘Textile India 2017’- a four-day mega fair at Mahatma Mandir in Gan-
dhinagar. The fair will attract around 1,500 exhibitors from the country and abroad. The strike is unlikely to affect the fair as some protesting merchants who bought stalls for the event over a month back will continue to participate, said Gaurang Bhagat, president of Maskati Kapad Mahajan, a body of cloth traders in Ahmedabad. “It is an international event and we do not want to send across any wrong message by boycotting the event. Some traders who have bought space for the fair will remain present there,” he said. “Textile sector was never levied any kind of tax, be it service tax, VAT or Excise, so GST makes no sense. Also, the traders have been given no training about GST and penalty and punishment for non-compliance is harsh and frightening for them,” Bhagat said. He said cloth merchants were not given enough time for GST compliance, and only a few traders have so far registered on GST network.
Mumbai, Jun 28 (PTI): A special CBI court today allowed Sheena Bora murder case accused Indrani Mukerjea to approach the police to lodge her complaint that she was beaten up and threatened of sexual assault by Byculla jail officials for joining a protest in the prison over the death of a convict. Indrani, who has been booked along with around 200 other inmates for rioting in the prison, was today produced in the court, a day after she moved an application alleging she was roughed up by jail officials when the inmates protested the death of 45-year-old woman prisoner Manju Govind Shette. Special CBI judge J C Jagdale said Indrani be first taken for a medical examination and later to the Nagpada police station in the city to file her complaint. The court, which is hearing the Sheena murder case, had yesterday directed prison authorities to produce Indrani before it. Notably, the court’s nod to Indrani to lodge a police complaint came close on the heels of the probe into the death of Manju being handed over to the Crime Branch. Indrani told the court that she was threatened and assaulted after she said that she would give a statement (in connection with the

case) to a magistrate under section 164 CRPC, which unlike a police statement is admissible in court. Indrani said she had witnessed the prisoner being allegedly assaulted and when inquired about Manju’s health she was told that she was fine but later learnt that she passed away. She said that after a case was registered in connection with Manju’s death, she came forward as as a witness and told the jail officials about that. Recalling the events on the day of the protest,
she alleged that the superintendent ordered a baton charge after turning the lights off in the jail. She alleged that the inmates were baton charged by even male officials in the jail. “I was hit on the hand and legs... I can barely walk,” Indrani alleged and added that the superintendent told her ‘tu witness banne ja rahi hai.... tereko bhi dekh lenge’. She said the superintendent threatened her, saying “We will do the same thing that we did to Manju”.
Dr. Liezietsu bats for political... Demand of Bharat Ratna for Narasimha Rao (From p-1) He also reminded the gathering that in the event of the NPF party succeeding to gain entry in three Assemblies, the party would be recognised as a national party. DAN chairman and advisor Finance, T.R. Zeliang, addressing the gathering said that the NPF party was the only platform which can speak and address the needs and aspirations of the Naga people. He said other Naga regional parties like the recently launched Democratic Progressive Party (DPP) was formed to confuse the Naga people. “It is only the NPF that recognized the whole of Naga-inhabited areas and work for the people,” Zeliang said. Expressing happiness that the meeting could be conducted in Nagamese, Zeliang stressed on the need to learn Nagamese language by fellow Nagas living outside Nagaland, saying this way
it would be a step towards integrating Naga people. He also urged upon the party leaders not to be afraid to reveal their identity as Nagas but to work tirelessly for the uplift of the party. “One day you will harvest the fruits, as the NPF is the party that will work for the Naga people,” Zeliang stated. Also speaking at the meeting, Education minister, Yitachu said reminded that NPF was formed for the uplift of regional aspirations of the Naga people, cutting across the present state boundary. He said “NPF is the heritage party for the Nagas and one of the priorities of the party is to work for the whole Naga inhabited areas.” Rural Development minister, CL John in his short speech called upon Arunachal party leaders to have the ownership spirit of the party and to elect its representative in the next formation of government in
Arunachal Pradesh. Advisor DUDA and ministerial in-charge of Arunachal Pradesh, N Thongwang who also spoke on the occasion said that though the Naga people live in separate states, NPF party was the only platform that can keep alive the identity of the Nagas. During the occasion, various leaders from the Arunachal Pradesh NPF state unit stated that they joined the party to work for the betterment and uplift of the Nagas living in Arunachal Pradesh. While assuring to work for the success of the party in their state, the leaders also asked the party functionaries from Nagaland to help and support in the coming days. The programme was chaired by NPF working president and advisor to CM, Apong Pongener while the invocation prayer delivered Tsumongo Ovung, NPF vice president.
Hyderabad, June 28 (PTI): Former chief minister of undivided Andhra Pradesh K Rosaiah, two Telangana ministers and the state BJP chief today said that the country’s highest civilian honour, Bharat Ratna, should be bestowed upon the former Prime Minister Narasimha Rao. The TRS government in Telangana had organised a program to mark the late leader’s 96th birth anniversary at his memorial, PV Gyan Bhoomi, at Hussain Sagar lake here today. Paying tributes to Rao, who was born in today’s Telangana, state home minister Nayani Narasimha Reddy and animal husbandry minister T Srinivas Yadav urged the Centre to confer the nation’s highest civilian honour on him. Both hailed Rao’s contribution to the country, especially the economic reforms which he initiated. Rao’s family members have long demanded

Bharat Ratna for him. As per a government press release, former AP chief minister K Rosaiah and Telangana BJP president K Laxman also said that Rao should be given the
Bharat Ratna. Several other leaders paid homage to the late leader on the occasion. Chief Minister K Chandrasekhar Rao, who is in Delhi, described the former PM as a “great administrator”. “It is a proud moment for Telangana that PV, (who was) from Telangana, (was) raised to the status of Prime Minister of the country and served the nation,” a statement from CM’s office quoted him as saying.

Mumbai, Jun 28 (PTI): The Shiv Sena today said the prime minister has been assertive about India’s stand on terrorism globally but the situation back home, especially in Kashmir has been worrisome, remarks that come against the backdrop of Narendra Modi’s statement in the US on surgical strikes. The party said that even as the prime minister tries to change the face of India globally, the condition of internal security is a cause for concern. “There was definitely a lot of weight in PM Modi’s statement on surgical strikes. However, even after the strikes, terrorist activities from the Pakistani side have continued and our soldiers are getting martyred,” the Sena said in an editorial in party mouthpiece ‘Saamana’. On the occasion of Eid, Pakistani flags were hoisted and pro-Pakistani slogans were raised in Kashmir, it claimed. “(US President) Donald Trump has assured

members of the electoral college that this was a very important time when the country stood at a crossroads. “There is one path which takes us towards narrow- mindedness and no concern for the poor and downtrodden, while the other path leads to upliftment of Dalits, poor, oppressed, downtrodden, women and labour and people of all religions. “I have urged everyone to hear the voice of their inner conscience and take the country forward.” She said she would reach Sabarmati, from where she draws strength and inspiration, tomorrow evening itself and would start her campaign the next day. From there, she would go to Mumbai and Bangalore and be in Bihar on July 6. She ends her campaign on July 15. The nomination papers will be scrutinised tomorrow. Kumar, who will contest against NDA’s Ram Nath Kovind in the July 17 presidential elections, had said yesterda y that it was a battle of ideologies and not a ‘Dalit versus Dalit’ fight as was being made out by some.

ICICI Prudential Life Insurance, in email messages to its customers, said premium payable on term policy and fund management charges on a Unit Linked Insurance Policy will attract 18 per cent GST post implementation of the new indirect tax regime. GST is touted as the single biggest tax reform since India’s independence in 1947 and is expected to add 2 per cent to India’s GDP (gross domestic product). It aims to subsume the various central and state taxes that are currently levied on goods and services, bringing India under a uniform tax regime. GST is set to be launched on the midnight of June 30 and July 1 by the President Pranab Mukherjee. Prime Minister Narendra Modi, Vice President Hamid Ansari, Lok Sabha speaker Sumitra Mahajan, members of Parliament and GST councils and chief ministers of all states have also been invited. Former Prime Ministers Manmohan Singh and H D Deve Gowda are also expected to grace the occasion.

So, currently for withdrawing Rs 10,000, you need to pay a sum of Rs 1,550 ( Rs 1,500 as service charge plus Rs 50). Under GST, this transaction will attract a service charge of Rs 1,850. Banks and insurance companies have already started to send out messages to its customers warning about the hike. SBI Card has sent SMS to its customers alerting about the higher incidence of tax. “Important: The Government of India proposes to implement the GST which is likely to be effective from July 1, 2017. NEW DELHI, Jun 28 (PTI): Reliance Industries boss Mukesh Ambani kept his annual salary capped at Rs 15 crore for the ninth year in a row and did not take any stock option even as the remuneration of most executive directors on the board rose. New Delhi, Jun 28 (Agencies): Ahead of the July 1 roll out of the Goods and Services Tax (GST), the government has repeatedly stated that the tax incidence on most goods and services will remain the same. That, if it does not come down. However, reports have emerged from various sectors that have raised concerns contrary to this claim. One such area is of the financial services offered by banks and insurance companies, which are expected to pinch your pockets more under GST. Financial service charges include service charges on ATM transactions and Credit and Debit Cards, insurance premiums, EMI (Easy Monthly Installment) etc. Under GST, financial services have been put under the 18 per cent slab, whereas currently customers pay 15 per cent service tax for them. Thus, a straight 3 per cent hike in your bills may be expected. For example, if your annual premium for a Rs 1 crore term plan works out to Rs 25,000, GST will result in a tax burden of Rs

New Delhi, Jun 28 (PTI): The CBI has filed a charge sheet against a former director of Postal Services and three other officials of the department for alleged fraudulent exchange of demonetised currency notes worth Rs 1.15 crore. The CBI has charged Director Manoj Kumar, an Indian Postal Service officer who was posted at the office of the chief post master general (CPMG) in Ahmedabad in Gujarat, along with three others -- a Senior Post Master, a Deputy Post Master and a Senior Superintendent of Post. “...demonetisation was announced on November 8, 2016 and November 9 was a non-financial day. During inspection of Navrangpura HO Post Office, it was revealed that an amount of Rs 6.59 lakh was found unauthorisedly exchanged on November 9, 2016,” CBI spokesperson R K Gaur said here today. He said it was also alleged that Kumar, the then Director of Postal Services, while posted in the office of the CPMG in Ahmedabad, got an amount of Rs 1.04 crore exchanged through various officials of the postal department and post offices. Of this, Rs 90 lakh was allegedly exchanged from Navrangpura Post Office, where the Senior Post Master and the Deputy Post Master were posted. “Similarly, the Senior Superintendent of Post, Navrangpura HO, Ahmedabad allegedly got Rs 11 lakh exchanged illegally from Navrangpura Post Office,” he said. The spokesperson said that after thorough investigation, the charge sheet was filed in the designated court in Ahmedabad.
come clear. Junaid (17) was stabbed when he along with his brothers was returning home to Khandawli village in Ballabgarh after shopping for Eid in Delhi on Thursday. Goel said that it had come to fore that the 50year-old man had entered into an altercation with Junaid and his brothers over seat sharing. “He then passed some remarks hurting the victims’ religious sentiments. Our investigations reveal that this 50-year-old man entered into an argument with the victim and his brothers from Okhla over seats. “However three youths who had boarded the train
at New Town Faridabad station also got involved in the quarrel with the 50-year-old man egging them on,” Goel said. Asked if the person who had stabbed Junaid had been nabbed, the SP said the “prime accused” was still at large. He, however, expressed confidence that “now, we have got crucial leads and he too will be in custody soon”. Earlier today, Haryana Chief Minister Manohar Lal Khattar condemned the incident. Speaking to reporters on the sidelines of an event, Khattar said the government would not allow anyone to take the law in their hands.
Rs 500 cr ponzi scam naming SRK, Nawaz under CBI lens NEW DELHI, JUN 28 (IANS): The CBI on Wednesday said it has registered a case on the alleged Rs 500 crore online ponzi scam involving the Ghaziabad-based Webwork Trade Links Pvt Ltd in Uttar Pradesh. A complaint has named Bollywood actors Shah Rukh Khan and Nawazuddin Siddiqui who endorsed Webwork Trade Link’s shadow company Addsbook Marketing in 2016. But the actors are not named as either accused or suspects in the Central Bureau of Investigation (CBI) FIR registered on Tuesday. The agency took over the case from the Uttar Prades Police, which had initiated the probe in the scam in 2016 and filed an FIR against the promoters of Webwork Trade Links, Anurag Garg and Sandesh Verma. Garg and Verma are accused of duping thousands of investors using the two Bollywood actors as brand ambassadors of Addsbook Marketing, the complaint alleged. As per the complaint, which is now part of the
FIR, Addsbook Marketing was launched on December 10, 2016 with brand ambassadors Nawazuddin Siddiqui and Shah Rukh Khan. “People have invested heavily as they were influenced by both celebrities. Addsbook is a shadow company of Webwork Trade Links Pvt Ltd. It is an eyewash to lure more people to join the company. After the endorsement of Addsbook Marketing, innocent people invested their hard earned money in the company, hence both the celebrities are equally responsible for the wrongdoings of the company,” the complaint alleged. Garg and Verma allegedly took money from people luring them with lucrative payments for every click on advertisements on their website, the complaint said. The Uttar Pradesh Police investigation revealed that Garg and Verma offered membership to more than four lakh people in four months for the click and allegedly collected over Rs 500 crore from around two lakh people.
New Delhi, Jun 28 (PTI) :China has removed an old bunker of the Indian Army located at the trijunction of India, China and Bhutan in Sikkim by using a bulldozer after the Indian side refused to accede to its request, according to official sources. said today. The forcible removal of the old bunker by using heavy machinery like a bulldozer came when the Indian side did not agree to a request by the Chinese authorities to dismantle it, the sources said. China is believed to have not taken kindly to India building many new bunkers and upgrading older ones along the border in Sikkim in the recent past to augment its defences against the People’s Liberation Army (PLA), the sources said. Of the 3,488-km-long
India-China border from Jammu and Kashmir to Arunachal Pradesh, a 220-km section falls in Sikkim. Beijing is also upset with New Delhi over the recent visit of the Dalai Lama to Arunachal Pradesh, the sources said, adding they were also trying to escalate tension in the forward areas, including in Sikkim, even though the border in the northeastern state is demarcated. The Sikkim government has also sent a report to the central government
giving details of the situation along the border following the stand-off in Doka La. The first batch of Kailash Mansarovar pilgrims comprising about 50 people returned from Nathu La border post as the standoff between India and China continues. The pilgrims returned to Gangtok on June 23 after staying in Nathu La for three days awaiting permis-
sion from the Chinese side to undertake the onward journey. The second batch of the pilgrims did not move from Gangtok while pilgrims were told to go home as the Kailash Mansarovar pilgrimage is unlikely to continue this year via Nathu La. The Sikkim route to Mansarovar, which is in Tibet, was thrown open to public in 2015.

The rights to trade, freedom of movement etc. All rights are being violated. “Article 25, which deals with right to practice religion, is also a fundamental right. Animals are sacrificed for religious purposes. So, mainly fundamental rights are under attack,” AIKS general secretary Hannan Mollah told reporters here. Mollah said the Centre has also violated the rights of states as well, given the fact that cattle and all related issues (cattle property and their maintenance) are state subjects under the Constitution. Only the states can make laws on state subjects and not the Centre, he said. “We have also submitted that this decision will impact the economic livelihood and farmers’ earnings. New Delhi, Jun 28 (PTI): The Centre’s notification banning sale and purchase of cattle from animal markets for slaughter violates fundamental rights of states and individuals, including the right to practice religion, a major Left farmers’ body has said. The All India Kisan Sabha (AIKS), which is backed by the CPI(M), has filed a public interest litigation (PIL) in the Supreme Court against the constitutional validity of the notification. The AIKS has contended that the notification allegedly violates several fundamental rights of individuals and states, including right to practice religion and free movement of goods. The notification would also hamper the economic interests and livelihood of farmers, dairy farmers, cattle traders and businessmen, the farmers’ body has argued. Referring to the recent spate of attacks on Dalits and minorities allegedly by cow protection vigilante outfits, the AIKS has said that the notification “strengthens” the hands of

tion leading to arrest of the accused in the case. One person who had been arrested earlier had been remanded to judicial custody by a court in Faridabad district. The accused person arrested earlier, while speaking to reporters, had alleged that he was in an inebriated state and had attacked the teenager after being instigated by fellow passengers. The incident was also condemned by Union Information and Broadcasting minister M Venkaiah Naidu today. The CPI(M) had also sent a delegation to meet the victim’s family. The delegation asked the police to ascertain the political affiliation of those involved in the “horrific mob lynching” and said the accused would not have dared to target the victim sans “political patronage” in the BJP-ruled state. Former Haryana Chief Minister Bhupinder Singh Hooda had also visited the victim’s family yesterday and condemned the incident. Junaid’s brothers had told reporters earlier that the attackers taunted and repeatedly called them “anti-nationals” and “beef eaters”.

“The action in the case is being taken as per ongoing investigations. Whatever action is deemed fit will be taken,” he said. Asked from where the four accused were arrested today, DSP Mohinder Singh said, “we have questioned several people during the past few days. On the basis of statements taken from some of the passengers in the train, we had summoned a few suspects at the office of the crime branch at Faridabad today. After the role of the four was established, we arrested them”. He said the accused belong to areas close to Hodal near Palwal in Faridabad. They are all believed to be regular commuters who used to take the EMU train to New Delhi from the Haryana town. Junaid was stabbed to death while his brothers - Hashim and Sakir - were injured by a mob which also allegedly hurled slurs against them onboard the Delhi-Mathura passenger train between Ballabgarh and Mathura stations on Thursday night. Junaid’s body was dumped close to Asaoti village in Faridabad district. Police had earlier announced a reward of Rs 1 lakh for credible informa-

in April last year reeled figures to disapprove critics claiming that prohibition resulted in drop in arrival of tourists into Bihar. “The fact is that arrival of domestic tourists into Bihar in 2016 increased by 68 per cent as compared to 2015 which was a hike of 9 per cent in case of foreign tourists,” Kumar said in support of his assertions. On apprehension expressed about substantial fall in revenue on account of loss to the state of Rs 5000 crore annually from Excise tax, Kumar said revenue collection was short by around Rs 1000 crore in 2016-17.
“Next time this will also end,” he said allaying fear of revenue loss on account of prohibition. The CM repeated that loss of revenue from liquor sale has been neutralised by increase in sale of sweets, milk, sewing machines among others from money saved from liquor. Kumar said success of complete liquor ban in Bihar has triggered similar demand in other states also. “Gujarat where prohibition was already existing has amended its law on pattern of Bihar against liquor to make it more stringent,” he said proudly.

Ko l k ata , J u n 2 8 (PTI): The three-day strike of textile traders in West Bengal was today extended by one day till June 30 against imposition of GST from July one after the all India traders body has called strike on that day. “Our textile strike was supposed to be till June
29, but after the Bhartiya Udyog Vypar Mandal supported our cause and has called a nationwide trade bandh on June 30. Thus, we’ll continue our strike till June 30,” the Chamber of Textile Trade & Industry (COTTI) President Arun Bhuwalka told PTI. Some five lakh textile
HSBC list: ED seizes Rs 1.59 crore funds of Chennai bizman Chennai, Jun 28 (PTI): The Enforcement Directorate (ED) has seized a citybased industrialist’s Rs 1.59 crore deposits, the amount equivalent to the value of alleged assets stashed abroad, in connection with its probe in the HSBC black money list. The central probe agency said it has carried out the action under the recently introduced section 37A(1) of the Foreign Exchange Management Act (FEMA) that empowers it to seize equivalent property in India, if there is a suspicion that any forex, foreign security or any immovable property located outside India is held in contravention of the Act. This is the first action under FEMA in the HSBC black money list. The agency said it has “seized movable properties of about Rs 1.59 crore of Pradip D Kothari, Chennai, under the provisions of FEMA, during investigations against the persons holding foreign assets without proper approvals”. Officials said the ED began probing a case against
Kothari in respect of credit of foreign exchange to the tune of USD 352,258 (about Rs 2.2 crore at present) that was “held” in the HSBC Bank, Geneva and was “suspected to be held outside India and thereby contravened the provisions of FEMA”. “During investigations, it was admitted that (this) amount was kept in the foreign accounts without proper permission from RBI and without declaring the same to tax authorities. Further, he (Kothari) could not produce any evidences to show that the said amount was repatriated to India,” the agency said in a statement. This instance, it said, is a violation of the FEMA. “Accordingly, ED has seized Rs 1.59 crore of Kothari, held in his demat account with Axis Bank Ltd, Mylapore branch, Chennai under the provisions of Section 37A of FEMA,” it said. The case pertains to 628 Indians, who figured on a list of account holders in HSBC’s Geneva branch that India had obtained from the French government in 2007.
and garment shops across the state are closed, he said. “It is a fight for our survival. On June 30, we’ll decide our next course of action after meeting with the government,” COTTI Vice-president Brij Mohan Mohta said. “The rationality of
imposition of GST on textile is not justified till the preparedness at the grassroot level is complete,” he said. Lack of clarity on GST on textile has made things complicated for the trading industry involving lakhs of micro-entrepreneurs and traditional industry practice of long credit and return of goods, the trade body officials said. Some traders said GST should be deferred for textile sector for at least for a year till everyone in the eco-system was prepared. The traders body is in touch with the state governmnent highlighting their plight. Yesterday, state Finance Minister Amit Mitra had said “small and medium-size traders in the country are not prepared for the GST. And we can foresee that we are heading towards a disastrous situation. We are again writing to the Centre to reconsider the roll-out from July one and postpone it until the nation is ready for it.”

300 stranded as Centre blocks Pakistani train Chandigarh, Jun 28 (IANS): Nearly 300 pilgrims, mostly SIkhs, from different parts of India were stranded at the Attari railway station near Amritsar on Wednesday after the Centre didn’t allow a special train from Pakistan that was to ferry them to that country to enter India. The pilgrims, who were going to Pakistan to observe the death anniversary of the Sikh empire’s founder Maharaja Ranjit Singh, were stranded at the Attari railway station amid heavy rain. They were to visit various Sikh shrines and places associated with the warrior king in Pakistan. The pilgrims had availed Pakistani visas for the trip. Officials said the central government did not allow the train, which was standing at Wagah in Pakistan, to enter India.

Venezuela crisis: Police helicopter hurled grenades at Supreme Court
C A R A C A S, J U N 2 8 (AFP): A Venezuelan police helicopter strafed the Supreme Court and a government ministry on Tuesday, escalating the OPEC nation’s political crisis in what President Nicolas Maduro called an attack by “terrorists” seeking a coup. The aircraft fired 15 shots at the Interior Ministry, where scores of people were at a social event, and dropped four grenades on the court, where judges were meeting, officials said. However, there were no reports of injuries. “Sooner rather than later, we are going to capture the helicopter and those behind this armed terrorist attack against the institutions of the country,” Maduro said. “They could have caused dozens of deaths,” he said. The 54-year-old socialist leader has faced three months of protests from opposition leaders who decry him as a dictator who has wrecked a once-prosperous economy. There has been growing dissent too from within government and the security forces. At least 75 people have died, and hundreds more been injured and arrested, in the anti-government un-

Perez said in the video he represented a coalition of military, police and civilian officials opposed to the “criminal” government, urged Maduro’s resignation and called for general elections. “This fight is ... against the vile government. Against tyranny,” he said. Local media also linked Perez to a 2015 action film, Suspended Death, which he co-produced and starred in as an intelligence agent rescuing a kidnapped businessman. On Tuesday, witnesses reported hearing several detonations in downtown Caracas, where the proMaduro Supreme Court, the presidential palace and other key government buildings are located. Opponents to Maduro view the Interior Ministry as a bastion of repression and also hate the Supreme Court for its string of rulings bolstering the president’s power and undermining the opposition-controlled legislature. Opposition leaders have long been calling on Venezuela’s security forces to stop obeying Maduro.

N Korea conducts rocket engine test SEOUL, JUN 28 (AFP): North Korea recently tested a small rocket engine, a monitoring group said today, after a US official had reportedly suggested the test could be a step to develop an intercontinental ballistic missile. The respected 38 North analysis group however said it was not clear whether the test, conducted at the North’s Sohae satellite launch site, involved an ICBM engine. Based on satellite imagery analysis, the Washington-based group said the nuclear-armed state appeared to have conducted a “small rocket engine test” on or around June 22. Previous satellite imagery of the site taken on June 10 showed no signs of test preparations, which showed North “possesses the technical and logistical capabilities to conduct such tests with little or no advance warning”, it added. An unnamed Washington official told Reuters last week that the North had tested an engine that “could be for the smallest stage of an ICBM rocket”. But 38 North, which is part of Johns Hopkins University, remained cautious, saying it was “not possible” to confirm whether the latest test was for an ICBM engine using satellite imagery alone.
Pro-democracy protest in Hong Kong H O N G KO N G, J U N 28 (AGENCIES): Hong Kong police on Wednesday arrested pro-democracy protesters, some of whom scrambled up a monument symbolizing the city’s handover from British to Chinese rule, a day before Chinese President Xi Jinping is due to arrive for the celebrations. Hong Kong marks the July 1, 1997, handover on Saturday, amid calls for democracy and fears of creeping influence of Communist Party leaders in Beijing undermining the “one country, two systems” formula under which it operates. The city is under lockdown, with a massive security presence expected for Xi’s arrival on Friday. About 30 protesters, including student protest leader Joshua Wong, gathered at the six-meter “Forever Blooming Golden Bauhinia” statue on the Wanchai waterside, a gift to Hong Kong from China, in front of the Chinese national flag and hundreds of perplexed Chinese tourists. The sweet-smelling bauhinia is the official Hong Kong emblem. They unfurled a black banner demanding full democracy for the city and the unconditional release of Nobel Peace Prize winning activist Liu Xiaobo, who was recently diagnosed with terminal liver cancer. “Democracy now. Police said the demonstrators, including Wong who helped lead the 2014 “Occupy” street protests that blocked key streets for 79 days, were arrested for causing a public nuisance. “We want to tell Xi Jinping that Hong Kong’s prosperity is just a facade,” Wong shouted into a microphone as he sat at the foot of the statue. “When democracy is not in sight, we need to take action to confront this system.”Before the visit of Xi Jinping, it is time to urge the Chinese president, a hardliner, to
release Liu Xiaobo.” Four policemen carried Wong by all four limbs into a police van as he shouted: “Hong Kong people, don’t give up. Protest on July 1!” Right next to the statue, staff were making preparations for the celebrations and lining up hundreds of chairs for guests to observe the flag-raising ceremony on Saturday.A couple of hundred Chinese tourists, gathered for the sunset flaglowering ceremony, looked confused as they took photos of the protest before the area was cordoned off by the police. Many asked each other, “Who is Liu Xiaobo?””It will be the 20th anniversary of the handover. Foreigners will be watching. This is not good for the image of Hong Kong,” said a 58-year-old tourist from the southern Hainan province who gave her surname as Fu.
China defends Pak; says it is fighting terror ‘Ransomware’ wave seemed aimed at old flaw and Ukraine
BEIJING, JUN 28 (IANS): C h i n a o n We d n e s d ay strongly defended Pakistan, after India and the US asked Islamabad to ensure that its territory was not used for cross-border terrorism. China also said Pakistan was “at the frontline” in the battle against terrorism and the international community should give due recognition to Islamabad “We are opposed to all form of terrorism. We have also clearly stated that we oppose linking terrorism with certain countries,” Foreign Ministry spokesman Lu Kang said. “We have to say that Pakistan stands at the frontline of counter-terrorism
fight and has been making efforts in this regard. “We think that international communication against terrorism should be enhanced and stepped up and the international community should give full recognition to Pakistan in its efforts in this regard,” Lu added. A joint statement released after a meeting between US President Donald Trump and Indian Prime Minister Narendra Modi on Monday urged Pakistan not to let its territory be used by terrorists for attacks on other countries. The statement also urged Islamabad to expeditiously bring to justice the perpetrators of the Mum-
bai, Pathankot and other cross-border terror attacks in India. Hours ahead of ModiTrump meet, the US declared Syed Salahuddin, the Pakistan-based chief of the Kashmiri militant outfit Hizbul Mujahideen, a Specially Designated Global Terrorist. China has defended its “all-weather ally” Pakistan earlier as well. It has repeatedly vetoed India’s proposal to declare Pakistan-based terrorist Masood Azhar a global terrorist. Last year when Modi called Pakistan “the mothership of terrorism”, China again came to Islamabad’s defence.
SAN FRANCISCO, JUN 28 (AFP): A global wave of cyberattacks have exploited an already patched vulnerability in Windows software and appeared to have Ukraine as a primary target, according to computer security specialists. The first reports of trouble came from Ukrainian banks, Kiev’s main airport and Rosneft, in a major incident reminiscent of the recent WannaCry virus. WannaCry was a version of ransomware that, once in a computer, locked away data from users who were then told to pay to have access returned to their own files. The bedeviling onslaught Tuesday was also
being referred to as ransomware by US software titan Microsoft and security specialists. “Our initial analysis found that the ransomware uses multiple techniques to spread, including one which was addressed by a security update previously provided for all platforms from Windows XP to Windows 10 (MS17-010),” a Microsoft spokesperson told AFP. After the WannaCry scourge in May, Microsoft called on people to protect machines with the MS17010 patch. The flaw -- and the means to exploit it -- had previously been disclosed in pirated documents about cyber weapons at the US
62% votes cast in Nepal’s NAGALAND PUBLIC SERVICE COMMISSION KOHIMA phase-II local elections implementation would take its course once the local government was established, and that the development works would move forward efficiently, rapidly and transparently. In a brief statement, Deuba said the elections were held so that the villages’ governments are established by the villagers themselves. Meanwhile, Nepal media reported that at least three persons died, apparently due to natural causes, while casting their votes. More than 6.4 million people are eligible voters in the 35 districts of Provinces 1, 5 and 7 that have gone to polls in the second phase of the local-level polls to elect more than 15,000 local representatives. Though the local polls were earlier scheduled for two phases, the second phase had to be postponed twice -- and a third phase had to be declared -- in a bid to accommodate the dissenting parties, including the Madhesis, that are yet to commit to the polls to be held in Province 2 on September 18. All the political parties including the Madhesi parties are taking part in the elections. The Nepal government had earlier this month postponed the date of local-level elections in the disputed Madhesi-stronghold Province 2 by nearly three months, adding a third phase in the polls that will take place in September.

KATHMANDU, JUN 28 (PTI): Millions of Nepalese people today voted in the second phase of the locallevel polls which are being held after a gap of two decades -- an election crucial for cementing democracy in the Himalayan nation. The Joint Election Operation Centre at the Election Commission announced that around 62 per cent votes have been cast as of 4.30 PM (local time). In the first round of polls held on May 14, voter turnout was recorded at 71 per cent. The first phase of the local polls was held on May 14 in Provinces 3, 4 and 6. The voting started peacefully at 7:00 AM for all the 334 positions. In ward number 9 of Rolpa Municipality of western Nepal, the voting was halted after a voter poured acid into a ballot box. According to police, the acid destroyed 10 ballot papers. Deputy Superintendent of Police Ram Prasad Gharti Magar said they are investigating the case. Prime Minister Sher Bahadur Deuba cast his vote at the Asigram Higher Secondary School, the polling station in Ruwakhola in Dadeldhura district of fareast Nepal. He said the local villagers were excited to participate as the second phase of local-level elections were held in peaceful, free and fair manner. Deuba assured that the Constitution’s full-fledged
National Security Agency. Microsoft said that its anti-virus software detects and removes the ransomware used in the latest attack. Microsoft is continuing to investigate the latest cyberattack and will take necessary steps to protect customers, the spokesperson
said. People were also urged to be wary of clicking on email attachments or shared links, since that is a common trick used to unleash malicious code on computers. “As ransomware also typically spreads via email, customers should exercise caution when opening un-
known files,” the Microsoft spokesperson said. Identification of the way the latest ransomware initially got into machines was proving challenging, and the use of email was not confirmed, according to a post by Cisco Talos threat intelligence.

Women’s World Cup: India favourites against West Indies
India skipper Mithali Raj in action against England. (File photo)
New Delhi, Jun 28 (IANS): Fresh after a 35run victory over strong title contenders England in their opening encounter of the ongoing Women’s Cricket World Cup, India have displayed a swagger and quick moves on the field that make them look ominous. The Indian eves are all prepared to take on the brilliant yet erratic West Indies on County Ground, Taunton, on Thursday. The West Indies are the injured tigresses on the prowl waiting for their first win after a humiliating eight-wicket drubbing by the Australian girls who are prone to middle-order collapse against big teams. In their first encounter
against the Aussies, the West Indies lost their last seven wickets for less than 60 runs. In the head to head records, India have a 5-0 advantage over the West Indies in World Cup ODIs over a stretch of two decades -- 1993 to 2013. The West Indies have set a brilliant record in scoring runs and are consistently improving their rankings in ODIs, but are prone to sudden batting collapses. Having finished as runners-up position in the last World Cup where India were seventh, the West Indies have already set a barometer against India, as they are seeking their first World Cup victory.
Players unhappy with ISL draft system: FPAI Ko lkata , J un 2 8 (IANS): Most of the Indian players do not want to be part of the Indian Super League (ISL) draft scheduled next month, but they have no choice, the Football Players’ Association of India (FPAI) has said. “The draft has two problems. One, they might be left poorer. Two, they don’t have the right to choose their own team or be part of any bargain,” FPAI General Manager Cyrus Confectioner told IANS on Wednesday. The ISL franchises will roughly have a budget of Rs 17-18 crore per team. At a meeting after the All India Football Federation (AIFF) awards night recently, AIFF President Praful Patel spoke against the draft system, Confectioner said. “But one week later, we get to hear that there will be a draft. If the president has no control over his statements, what can we say,” he rued. “Eighty-ninety percent of the players don’t want the draft. But it’s a Catch-22 situation. ISL clubs might anyway pay more than I-League clubs, barring East Bengal and Mohun Bagan maybe. And if the FSDL (Football Sports Development Limited, organisers of ISL) forces a draft on them, they have little option but to be part of it. They cannot forego a year’s pay.” India skipper Sunil Chhetri, former India and Mohun Bagan star Renedy Singh, and former India skipper and FPAI ex-President Bhaichung Bhutia are learnt to have opposed a draft system, and Reliance Sports CEO Sundar Raman responded that the matter would be looked into. But with the draft set to take place somewhere in the middle of July, that seems to be a foregone conclusion. The FPAI’s efforts in reducing the number of foreign players from six to five in the starting XI of an ISL team has borne fruit. This year, the ISL teams will be allowed to field a maximum of only five foreigners. K Y M C
Leading the attack is Diandra Dottin, the hardest hitter of the leather ball in the women’s game. Skipper Stafanie Taylor -- arguably the best all-rounder in the game -- former skipper Merissa Aguilleira, who is swift behind the wickets and Hayley Matthews’ experience could create problems for the Indians. The Indian bowlers will have to refrain from bowling anything in the arch and short deliveries which are likely to be dispatched towards, or over the boundary ropes with disdain. The Carribbeans are mercurial and place their strength in chasing. However, statistical favourites India need to put on the pressure while fielding and win this to maintain their top four position in the round robin format of the first round. India skipper Mithali Raj is in the most destructive form of her career and has scored consecutive seven half-centuries. She has been unbeaten in six of those innings. Openers Smriti Mandhana and Poonam Raut are expected to give India an explosive start. The concern for India is running between wickets and wicket-keeping by an inconsistent Sushma Verma who missed two chances that oscillated the
game towards England in the last match. Historically, Indian wins are dependent on caught-behinds and stumpings in which Anju Jain holds a record of 31 dismissals that includes 17 stumps and 14 catches. With a dominating 5-0 record against the West Indies across five World Cups, India remain at an advantageous position with 155 runs in the first face-off against the West Indies in 1993. In the year 1997, West Indies were unable to chase a target of 145 runs and managed just 83. In 2005, the West Indies set a handsome score of 135 that India chased successfully. In 2009, India took the winning track once again and easily chased the target of 85 runs. The year 2013 brought another opportunity where India scored 284 runs, marking its highest total in the history of the World Cup, with the West Indies folding up at 179 runs. Thirush Kamini and Punam Raut had produced a record breaking partnership of 175 runs. Top order batting and middle overs bowling along with conversion of half-chances into run-outs, are India’s strength and can easily rely on these two departments for their victory.

FIFA set to shift India’s U-17 World Cup games to Delhi NEW DELHI, Jun 28 (PTI): FIFA is set to shift India’s Under-17 World Cup matches from Mumbai to the national capital Delhi as the apex football body has taken the host government’s request “very seriously”. The All India Football Federation (AIFF) initially wanted Mumbai to host India’s home matches but later asked FIFA to shift them to Delhi due to pressure from the sports ministry as it felt it was appropriate that the capital hosts the home team’s games. Asked if they have finalised on shifting India’s round robin matches from Mumbai to Delhi, FIFA’s head of events Jaime Yarza told PTI, “We are working on the most beneficial decision for the tournament. We take the requests from the Indian Government very seriously, as it’s our main partner in the organisation of the FIFA U-17 World Cup.” As hosts, India would normally be placed in Group A and will be the number one team -- A1 -- in the four-team group. Navi Mumbai was originally scheduled to host Group A matches but the AIFF’s request means Delhi could now host those while Navi Mumbai will have to settle for Group B games. A source, in the know of the developments, said FIFA is “very close” to shift the matches.
India’s Ramkumar Ramanathan Shocks World No. 8 Dominic Thiem NEWD ELHI, J UN 28 (PTI): India’s top singles player Ramkumar Ramanathan on Tuesday recorded the biggest win of his nascent singles career - a stunning straight set 6-3, 6-2 victory over world No 8 Dominic Thiem in the pre-quarter finals of the Antalya Open. Ramkumar, ranked 222 in the world, brushed aside the Austrian challenge in only 59 minutes to make it to the last eight of the USD 439,000 prize-money tournament. This was his first-ever victory over a top-10 player in the ATP rankings. He will face veteran Cyprus star Marcos Baghdatis in the quarterfinal. “I worked really hard for this win,” Ramanathan said after the match. “I thank the crowd for coming out and cheering. I like the grass courts. Courts are fast. I took my chances and it worked out. I am having a great time here and thanks to the organisers,” he added. It was in the eighth game of the second set that the 22-year-old served an ace to finish the match. There was no celebration as he calmly touched the court and shook hands with this year’s French Open semifinalist Thiem. “What an exciting win for @ramkumar1994 .. beating a top 10 player should give him a lot of self belief on what he could be capable of,” India’s Davis Cup
Ramkumar Ramanathan
captain Mahesh Bhupathi tweeted after the sensational win. The tournament has seen a remarkable turn-
around from Ramkumar after an unimpressive start to the season that was dogged by poor form.

ISL gets AFC recognition from AFC NEW DELHI, Jun 28 (PTI): The cash-rich Indian Super League has been finally granted official recognition by the Asian Football Confederation (AFC), meaning there will be two national leagues in the country from 2017-18. The franchise-based league didn’t have AFC recognition in its first three editions, and has been trying for it for a while now. The AFC gave its consent to the All India Fo o t b a l l Fe d e r a t i o n’s proposal through a letter signed by general secretary Dato Windsor John, a top AIFF official told PTI on Wednesday. So, as of now, the winner of the I-league will participate in the AFC Champions League qualifiers, while the next ISL champion will be eligible for an AFC Cup qualifying slot. If the 2017-18 ILeague winners fail to qualify -- no Indian club has so far -- they will get an automatic berth in the AFC Cup, the continent’s second-tier tournament. The AFC however specified that the arrangement was a temporary one and required the stakeholders to come up with a longterm plan. The development comes as a good news for Bengaluru FC, who have so far been the only Indian club serious about the AFC Cup competition.

SL cricketers told to get fit or get out
The 13-man squad did not meet international fitness standards.
Colom b o, J un 2 8 (Agencies): The Sri Lankan government on Wednesday warned the national cricket team to get fit inside three months or get booted out. The warning came after the squad was found to be unfit for the upcoming five One-Day Internationals (ODIs) against Zimbabwe which commence on Friday. Sri Lanka Sports Minister Dayasiri Jayasekera, commenting on the issue, said that the level of fitness in the players was not satisfactory. Players are selected by an independent panel for the national team but the final approval comes from the Sports Minister. After the squad was chosen, Jayasekera said
no member of the 13-man squad met the required international fitness standards and noted that the high level of injuries was due to poor endurance. “No one has a satisfactory level of fitness, but I have made an exception this time,” Jayasekera said. Only two players -Dushmantha Chameera and Lahiru Madushanka scored high marks in the ‘yoyo’ endurance test which is mainly running against the clock, a source familiar with the process told AFP. Three other fitness tests were also carried out. Controversial fast bowler Lasith Malinga, who weighs 80 kilos, failed one test, the source said, and barely scraped through the
rest. He is officially under observation. “Malinga has suffered recurring injuries partly because of the poor fitness,” the source said on condition of anonymity. Malinga was slapped with a fine of 50 per cent of his match fee for Friday’s game and given a six-month suspended match-ban for comparing Jayasekera to a “monkey” and saying the minister knew nothing about cricket. The Sri Lankan board held an inquiry after Malinga publicly ridiculed Jayasekera who had said many players were too fat following their failure to reach the Champions Trophy semi-finals earlier this month.
Mallya paves way for F1 team Wimbledon: Serena, Sharapova New format of Pro Kabaddi League announced to be a force without India out; race for women’s title open
L on d on , J un 2 8 (Agencies): Vijay Mallya, who is being pursued by Indian authorities over unpaid loans tied to his defunct Kingfisher Airlines, has taken steps that could see India disappear from the name of his Formula One team. Listings at Companies House showed six businesses were registered to a London address on 31 May and 6 June using the Force One name. A hack of Mallya’s Twitter account last December revealed the same address, a terrace of mansions overlooking Regents Park, as his London residence. The only named official for the companies—Force One Grand Prix, Force One Racing, Force One Team, Force One Technology, Force One Hospitality and Force One Brand—was Force India director Thiruvannamalai Ventkatesan Lakshmi Kanthan. Kanthan is also sole director of Force One Consultancy, a company set up on 2 June. Mallya was quoted on 14 June as
saying he was considering changing the name of the Silverstone-based team to make it more attractive to potential sponsors and give it more of an “international flavour”. “There are some people who believe the current name Force India is restrictive psychologically,” he told Motorsport.com. “I’m considering along with the other shareholders what steps to take but it’s a major decision and one that is not going to be taken in a hurry without due consideration.” India has accused Mallya of fraud and is seeking the 61-year-old’s extradition after he fled to Britain in March last year. Banks are seeking to recover about $1.4 billion that the Indian authorities say Kingfisher owes. Mallya has repeatedly dismissed the charges against him. Mallya attended only one Formula One race last year—the British Grand Prix over the road from his team’s factory. He said this month that there were no plans to sell the team, however.
Serena Williams and Maria Sharapova
London, Jun 28 (PTI): With Serena Williams preparing for the birth of her first child and Maria Sharapova sidelined by a thigh injury, the race to be crowned Wimbledon champion is the most wide-open in a generation. Having stepped away from the court as she waits to become a mother in September, Williams, who won Wimbledon in 2015 and 2016, has created a power vacuum at the top that Sharapova was expected to fill when the Russian returned from her doping
suspension. Instead, Sharapova lasted just three tournaments before a muscle injury in Rome forced the five-time major winner to withdraw from the Wimbledon qualifying tournament. In the absence of American great Williams, who has 23 Grand Slam titles on her CV, and the headline-grabbing Sharapova, women`s tennis has an undeniable lack of star power heading into Wimbledon, which gets underway on Monday. But the flip-side is the opportunity for the sport`s
less heralded names to seize the spotlight, as Latvia`s Jelena Ostapenko showed with her unexpected breakthrough triumph at the French Open. “There are about 15 women who could win this year. It`s one of the most open ever,” said John Lloyd, a former British men`s number one now working as a BBC commentator. Ostapenko, 20, shot up to 13th in the world after coming from a set and 3-0 down to defeat Simona Halep in the Roland Garros final. Now she has to prove that stunning success was more than a flash in the pan. A junior Wimbledon champion in 2014, Ostapenko`s game is well suited for the low-bouncing lawns of the All England Club, now that she had learned to enjoy a surface she once thought was only “for soccer”. While Ostapenko arrives in London on a wave of post-Paris euphoria, world number two Halep is still struggling to come to terms with her failure to win her first Grand Slam.
Mumbai, Jun 28 (IANS): Ahead of the upcoming fifth season of the Pro Kabaddi League (PKL), starting July 28, the organisers on Wednesday revealed the new format of the tournament here. A 13-week long Kabaddi season will begin on July 28 in Hyderabad and will travel across 12 host cities, culminating in Chennai with the ultimate battle of Kabaddi supremacy taking place on
October 28. In the new format, 12 teams have been divided into two zones of six teams each, where each of them will play 15 intra-zone and seven inter-zone matches, prior to the play-offs. The play-offs stage will comprise three qualifiers and two eliminators, which are scheduled to take place in Mumbai and Chennai.
Novak Djokovic plays a return during his round of 16 match against Vasek Pospisil, Wednesday. (AP/PTI)
L on d on , J un 2 8 ( Ag e n c i e s ) : N ova k Djokovic beat Vasek Pospisil to reach the third round at Eastbourne. In his first competitive match on grass this year, the Serb, who received a bye in round one, registered a 6-4 6-3 win. It was Djokovic’s first match since his defeat in the French Open quarter-finals earlier in the month as he continues his preparations
for Wimbledon, which starts on 3 July. He will face either Donald Young or his fellow American Jarden Donaldson in the third round. The match was scheduled for Tuesday but only nine minutes of play was possible on Centre Court before rain led to play being cancelled for the day. Djokovic, playing in his first pre-Wimbledon grass-court tournament for seven years, said prior to
the match that this year had been his toughest in tennis. Although he was not as his best against Pospisil, the first seed found his rhythm as the match progressed, with his service game looking strong. He struggled for direction with his backhand but controlled play across the court, particularly through his powerful forehand. Pospisil played aggressively but failed to build on Djokovic’s second serve, eventually throwing his racquet away in annoyance as he failed to break Djokovic, who went on to serve out the match. The 12-time Grand Slam champion has now won 25 of his 32 matches this year. “Don’t underestimate, this is a beautiful Centre Court and I enjoyed every minute of it,” Djokovic told Eurosport. “I will keep going. Wimbledon is just around the corner but all my focus is now on this week”.
