As per the distribution of gender, there are 242 males and105 females. 12 army personnel test positive: Twelve Army personnel of 24 Punjab Regiment, at Jakhama military station tested positive for COVID-19 on Wednesday. Army sources at the garrison confirmed to Nagaland Post that the 12 personnel, who tested positive for COVID-19, had recently returned from leave. The sources also informed that the personnel had travelled by train and also quarantined at several
places (in transit) before being placed at the quarantine centre in the garrison. They were then subjected to COVID-19 tests which later were confirmed as positive. All 12 tested positive for COVID-19 have been shifted to 154 General Hospital, Jakhama military station for further treatment, sources informed. When contacted, an official of the Health & Family Welfare department confirmed to Nagaland Post about the cases. The official said that the department activated contact tracing but none of the personnel had any contact with the general populace. The official acknowledged the cooperation from the army and said it could take some time to get the facts about the travel and track the source of the infection. The official also said that the department was in touch with the army authorities at Jakhama. It was also informed that all the 12 patients were asymptomatic as of 3 p.m. on Wednesday. DIMAPUR, JUN 24 (NPN): Zeliang People’s Organisation Kohima (ZPOK) has clarified that it was not a signatory to the representation submitted to Prime Minister Narendra Modi by 11 tribes seeking deferment of the proposed delimitation exercise in Nagaland. Referring to media reports that the representation was submitted to Raj Bhavan secretariat following a resolution adopted in this regard at a meeting of 14 Naga tribes held at Kohima on June 16, ZPOK president Visa Meru and general secretary Joshua Newmai in a statement said they had attended the meeting, but clearly stated that Zeliang people supported delimitation as solution of Naga political issue and delimitation were totally of different subjects. The duo claimed they had even stated during the meeting that the agenda for stalling delimitation was not required to be deliberated or taken beyond the floor of the house.
NEW DELHI, JUN 24 (PTI): As India recorded the highest single-day jump of nearly 16,000 COVID19 cases, Delhi surpassed Mumbai on Wednesday while the lockdown in containment zones in West Bengal was extended till July 31 and a fresh ‘test, track and treat’ strategy put in place by the Centre to curb the spread of the infection. Use of combination of various tests and making testing widely available to all symptomatic individuals across the country were at the heart of the government’s revised strategy to fight the pandemic that has claimed over 14,000 lives. Delhi, which already is the second worst hit state in terms of coronavirus caseload and fatalities, overtook Mumbai after the number of cases soared by 3,788 to touch 70,390. Mumbai has so far recorded 69,625 cases, according to official figures. As daily testing of samples of blood and throat and nose swabs crossed two lakh for the first time since the outbreak of the pandemic, over 14,000 new coronavirus (Cont’d on p-8) cases were registered in the
DIMAPUR/KOHIMA, JUN 24 (NPN): Nagaland’s COVID-19 tally rose to 347 after 17 fresh cases were reported, including 12 army personnel from Jakhama military station on Wednesday. According to Health & Family Welfare minister S. Pangnyu Phom, the positive cases were detected from 448 samples that were tested. He said 15 patients were from Kohima quarantine centres and two from Zunheboto quarantine centre. All positive cases have been sent to the respective COVID-19 hospitals for treatment.
Further, Pangnyu informed that 7 more patients recovered from COVID-19. He said that 5 were from Dimapur and 2 from Kohima. The recovered patients have been shifted to the COVID care centre. With this, the state now has 199 active cases while 148 have recovered, taking the state’s total tally to 347. As per the severity of symptoms, all 199 active cases are asymptomatic. As per the distribution of the 347 cases by age, there are 4 cases between 0-17 years, 330 cases between 18-44 years, 11 cases

KOHIMA, JUN 24 (NPN): The inaugural of the much awaited Bio Safety Level-2 (BSL-2) laboratory in Dimapur has been preponed to June 27. Earlier, the inaugural programme was scheduled to be inaugurated on June 29, however, due to some official engagement, the date has been preponed to June 27, personal secretary to H&FW minister Pangnyu Phom informed Wednesday. It may be mentioned that the Indian Council of Medical Research (ICMR) has already approved the lab which will be functional with six research scientists and six laboratory technicians. NEW DELHI, JUN 24 (NPN): Nagaland was among the few states awarded for their performance under National TB elimination programme 2019. This was declared on Wednesday during the release of the annual TB Report 2020 by Union Health minister Dr. Harsh Vardhan. In the categories of larger states with more than 50 lakh population that won the award-- Gujarat, Andhra Pradesh and Himachal Pradesh were awarded as best performing States. In the categor y of smaller states with less than 50 lakh population, Tripura and Nagaland were awarded. In the category of Union Territory, Dadara and Nagar Haveli, and Daman & Diu were chosen as the best performers. Releasing the Annual TB Report via video
conferencing, Dr Vardhan commended the collective efforts of all who were involved in this task. “The Government under the dynamic leadership of Prime Minister Narendra Modi is committed to achieving the SDG goal of eliminating TB in the country by 2025, five years ahead of the Global Target. To align with the ambitious goal, the programme has been renamed from Revised National Tuberculosis Control Program to National Tuberculosis Elimination Program”, he stated. The minister also released a Joint Monitoring Mission (JMM) report, a manual on Direct Benefit Transfer (DBT) to TB patients under NIKSHAY system, a Training Module, and the quarterly newsletter NIKSHAY Patrika. The report highlighted the reduction in the number of
missing cases to 2.9 lakh cases as against more than 10 lakhs in 2017. Additionally, the TB notification in the private sector increased by 35 per cent with 6.78 lakh TB patients notified. Dr Vardhan, said that the government was committed to achieving the Sustainable Development Goals of eliminating TB in the country by 2025, five years ahead of the global Target. DIMAPUR, JUN 24 (NPN): In a crackdown on those flouting COVID-19 guidelines, the Dimapur district administration has imposed a fine of Rs.100 on anyone not wearing masks in public places. The amount collected during two days as fines totalled Rs. 13,500. According to DIPR, the deputy commissioner (DC) Dimapur, Anoop Kinchi, informed that the amount is to be deposited in the government treasury . The crackdown against violators of the COVID-19 guidelines comes after the district administration and IPR department had since April, undertaken mass awareness campaign through public address system to inform public to wear masks. It was reported that though more than 90% of the people wore masks, there were however, many such as the highly educated and shopkeepers who continued to flout the guidelines which pose threat to themselves as well as society at large. The DC Dimapur has cautioned that those who flout the guidelines would be fined Rs.100 and have their names and addresses recorded so that stern action can be initiated against them as per Disaster Management Act. Further, the DC reminded people to maintain social distancing and ensure proper hand hygiene.

The machines are part of the ‘Made in India’ ventilators that were issued to various state governments and union territories19. The central government has allocated Rs 2,000 crore for this from the PM-CARES fund. In a tweet, state Health minister, S. Pangnyu Phom thanked Health ministry (@MoHFW_INDIA) “for allotment of 45 new ventilators to combat the COVID19 pandemic.” “The facility will be distributed according to need basis, covering the entire districts of the State. DIMAPUR, JUN 24 (NPN): Northern Angami Youth Organisation (NAYO) has expressed shock and concern over the “anti-social activities” within its jurisdiction while condemning the “sudden, erratic and non sensible irrational judgmental attitude of anti-social individuals”. NAYO president Roko Angami and press secretary Neilie Zumu, warned that “anti-social activities” were not tolerable within its jurisdiction and warned that such activities would be dealt with severely. With partial relaxation of lockdown, NAYO said business community was trying hard “to earn their daily bread as well as cater to the daily essential needs of the people.” However, NAYO said the “peaceful aura” was shattered by actions of “some vested selfish individuals to extort and create more tension”. Khango-led NSCN (K) clarifies DIMAPUR, JUN 24 (NPN): Khango-led NSCN (K) has clarified that an individual gunned down by Kohima Police in an alleged extortion case and his arrested accomplice near Old MLA Hostel junction Kohima on Tuesday had at no point in time enrolled or involved with the group in any capacity. ACKNOWLEDGEMENT On 18 June, 2020, five boys had gone to their farm at Pimla Village for catching fish from the fishery pond. While returning back at around 7.30 p.m via Disagphu rivulet between Shuxovi and Pimla village, their vehicle (M. Gypsy) got stuck in the river and suddenly a flash flood occurred, which panicked the boys to jump out of the vehicle to save themselves. Two of the boys were able to reach the river bank near the incomplete Bridge, ARTC & S, Shoxuvi but the other three boys, two of them brothers were pulled downstream around one k.m away. They could somehow manage to come out and reach the river bank and called out for help as they did not know how to reach the main road. This alerted the Pimla villagers to come down near the river and help the boys to safety and handed them over to ARTC personnel. However, one of the boys could not be found and was washed away downstream. The next day i.e., 19/06/2020, all the neighbouring villages as well as friends and relatives along with the ARTC & S, Shoxuvi jointly tried their best to retrieve the dead body and finally on 20/06/2020 at around 2.30 p.m, a young non-local girl found the dead body just below her house near Razhaphe Village. Staff Reporter DIMAPUR, JUN. 24 (NPN): Project “Connect”, a project offering exclusive opportunity for students and teachers to avail customised desktops at affordable rates, disbursed its first batch on June 24, here at Tenyimi Complex, Dimapur. Briefing media persons at the programme, president, Tenyimi Students Union Dimapur (TSUD), Rukewezo Wet-
sah, said that the union in partnership with E Build, decided to help the students and teachers, who had to rely on e-learning. He informed that the project aims to reduce plight of students and teachers who were now solely dependent on e-learning due to the circumstances created by the ongoing pandemic. He maintained that the desktops were being sold only to teachers and students with valid ID cards, at the rate of Rs.
7000 per PC. He also mentioned that the PCs were available for all districts of the state, however, districts outside Diamapur would have to pay an additional amount as courier charges. Further, proprietor, E Build, Erewate Lasuh, in a brief introduction, stated that the customised desktop included branded 15.6 inch LCD/LED monitor, with CPU configuration of 2GB RAM/160HDD/ Intel/AMD processor,
mouse, keyboard and required cables, and with 1 year warranty. He also said that if there were issues related to the functioning of the PCs, the company would re-issue a new one if the old one was not repairable. It was later informed that as of now, they had received an order of 200 sets of PCs from all over the state. Wetsah however regretted that they might be able to distribute only about 1000 PCs.
NPCC accuses govt of diverting MGNREGA fund, indulging in corruption
DIMAPUR: Nagaland Pradesh Congress Committee (NPCC) has accused the state government of waiting for release of fund by the Centre to disburse, convert and divert MGNREGA fund and indulge in corruption. In a release, NPCC president K Therie alleged that instead of paying 100 days’ wages, the government paid only for a few days and sometimes even below 10 days in a year, while the remaining amount disappeared. He alleged that even the fund released by Union Tribal Affairs Ministry under Article 275(1) also mysteriously disappeared

DIMAPUR: One person was killed after the bike, which he was riding, collided with a truck on Wednesday near Chümoukedima area. The body of the youth was found few

The BJP national general secretary arrived in Imphal airport on Wednesday on his two-day visit in the state by a special flight around 11.15 am. Madhav, who accompanied adviser to Manipur chief minister Rajat Sethi, was received at the airport by state BJP leaders and MLAs led by chief minister N Biren Singh. On his arrival, Madhav told reporters that he came to celebrate BJP’s newly elected Rajya Sabha MP winning of the recently contested RS election, adding that it was a grand victory for the party and people of Manipur. “We are felicitating the new MP (Leishamba Sanajaoba) at Raj Bhavan today,” he said. IMPHAL, Jun 24: With the discharge of 70 COVID19 patients on Wednesday, the recovery rate of the pandemic in Manipur increased to 33.81 percent. An official source in the state health department said that a total of 70 patients – 32 from Bishnupur district hospital, 17 from UNNACO Covid care facility and 10 from JNIMS hospital were discharged on Wednesday after they were found COVID-19 negative on RT PCR test. On the other hand, 49 fresh cases were detected during the last 24 hours. Including the fresh cases, the COVID-19 tally rose to 970 with 642 active cases. The 49 fresh cases were detected out of 2,648 samples tested during the last 24 hours of June 24.
Imphal, Jun 24 (PTI): Former Manipur Chief Minister O Ibobi Singh, who was quizzed by the CBI over alleged financial irregularities in the Manipur Development Society (MDS) during his tenure as its chairman, said he held the post only for a year and did not have any power to authorise transactions. Speaking to reporters after being quizzed by the Central Bureau of Investigation (CBI) for nearly three hours at his residence at Babupara here, the Congress leader denied any wrongdoing. Singh said he was the chairman of the MDS from July 2013 to August 2014, and “during that short tenure” he only chaired one annual general body meeting, denying reports that he held the post for

Guwahati, Jun 24 (PTI): The flood situation in Assam remained grim on Wednesday, with the deluge killing one more person and affecting 38,000 people in five districts of the state. The fresh death was reported in Sivasagar district, taking the death toll in this year’s floods in the state to 12, as per the daily flood report issued by the Assam State Disaster Management Authority (ASDMA). Around 38,000 people have been affected due to the floods in Dhemaji, Jorhat, Majuli, Sivasagar and Dibrugarh districts, it said. Dhemaji has been the worst-hit with 15,000 affected people, followed by Dibrugarh with 11,000 and Sivasagar with 10,000 people suffering due to the deluge. The number of affected people was 37,000 in four districts on Tuesday. Majuli was added to the list of affected districts. The floods have inundated 102 villages
and damaged crops on 5,031 hectares, the ASDMA said. The administration is running 27 relief camps and distribution centres in two districts, where 1,081 people have taken shelter, it said. A total of 119.3 quintals of rice, pulses and salt have been distributed among the affected people, the report said. The Brahmaputra is flowing above the danger mark at Nimatighat in Jorhat and also in Dhubri town. Its tributaries are also flowing above the danger level -Dikhow at Sivasagar town, Disang at Nanglamuraghat in Sivasagar, Dhansiri at Numaligarh in Golaghat and Jia Bharali at NT Road Crossing in Sonitpur, the ASDMA said. Roads and several other infrastructures have been damaged at various places in Dhemaji district. Massive erosion has been witnessed in different places in Golaghat district, it added.

COVID-19 active cases down to 3 in Meghalaya Correspondent Shillong, Jun 23: The number of COVID-19 active positive cases in Meghalaya has steadily reduced with another patient recovering on Wednesday taking the recovered cases to 42 as of now. Health and Family Welfare Minister, A. L. Hek informed that with the latest recovery, the State now has three active cases. The State has so far recorded 46 positive cases, including the death of one person due to the virus on April 15 last. Hek informed that the person who recovered from viral infection on Wednesday was from West Garo Hills district. Of the three active cases, two are in the South West Garo Hills district and one is an Army man under treatment in the Military Hospital, Shillong. Director of Health Services, Dr Aman War said contact tracing of the person working in the State Bank of India, Khanapara Branch, who tested positive for the virus is being carried out by both the authorities in Assam and the Ri-Bhoi district administration. Though the bank is in Meghalaya, the person was found positive in Assam, hence it was not recorded in the list of cases in the State.

Agartala, Jun 24 (IANS): The opposition CPI-M on Wednesday demanded a judicial inquiry into the four custodial deaths in Tripura which happened over a period of the last eight months. Opposition leader and former Chief Minister Manik Sarkar in a letter to the Chief Minister Biplab Kumar Deb said that in violation of the basic human rights since October last year, two youths died in the police stations and another two in jails. Demanding judicial probe into the four deaths, Sarkar, requested the Chief Minister to provide government job to one family member of each victim and cautioned the police and jail authorities to prevent recurrence of such “unnatural deaths”. Sarkar, Chief Minister for 20 years (1998-2018), led a four-member delega-
tion of the CPI-M MLAs and visited residence of Sajaio Mog, who died in Amarpur jail (in southern Tripura) on June 17, at the Kamalachhari village in Gomati district. “Sajaio Mog’s mother while crying over her young son’s custodial death said that he (Sajaio) was the main bread earner of her family. Sikkim’s reports 4 new COVID cases Gangtok Jun 24 (PTI): Four more persons have tested positive for COVID-19 in Sikkim, taking the Himalayan state’s tally to 83, a top Health department official said on Wednesday. Director General (DG)-cum-Secretary, Health, Dr Pema T Bhutia said that four persons, all from South District, tested positive for COVID-19 on Tuesday night. Their contact tracing is being carried out, he said. Bhutia said that 29 patients have so far recovered from COVID-19 in Sikkim and 54 cases are active at present.

Army chief visits forward areas in Ladakh
NEW DELHI, JUN 24 (PTI): Army Chief Gen M M Naravane on Wednesday visited various forward areas in eastern Ladakh and awarded ‘Commendation Cards’ to a number of soldiers for displaying exemplary grit and courage in dealing with recent face-offs with Chinese army, official sources said. On the second day of his visit to Ladakh, Gen Naravane took stock of the Army’s combat preparedness in four forward areas and interacted with soldiers deployed there besides holding detailed deliberations with ground commanders. The Indian and Chinese armies were involved in a violent clash in Galwan Valley on June 15 in which 20 Indian soldiers were killed and around 76 others were injured. China has not yet revealed about casualties suffered by the People’s Liberation Army (PLA). The Army Chief ’s visit to the region came in the midst of China rapidly increasing number of troops and weaponry along the Line of Actual Control (LAC) in the eastern Ladakh region including in Pangong Tso, Galwan Valley and Gogra Hot Spring. The apex drug regulator said Remdesivir injectable formulations allowed for use in severe COVID-19 patients can’t be sold off chemist counters and will only be supplied for use directly to hospitals and institutions. The complaint seeking registration of an FIR on cheating, criminal conspiracy and other charges was filed in the court of Chief Judicial Magistrate Mukesh Kumar here on Tuesday by Tamanna Hashmi, who identifies himself as a social worker and is often in news for his numerous court complaints against politicians over various issues. The court posted the matter for hearing on June 30. The complainant has named Ramdev, the convenor of the Patanjali Research Institute, and his aide Balkrishna, the organisation’s chairman, as accused.

Chinese Structures, Soldiers Spotted In Galwan Valley In New Satellite Images NEW DELHI, JUN 24 (AGENCIES): A day after India and China agreed to start the process of disengagement along the Line of Actual Control (LAC) in Ladakh, high resolution satellite images appear to show the presence of Chinese structures on both sides of the Line of Actual Control in the Galwan river valley, reports NDTV. In clashes there on June 15, 20 Indian soldiers were killed in action. Senior officers in the Indian Army believe the Chinese suffered approximately 45 casualties, including a Colonel who was killed in the fighting. T h e i m a ge s h ow n here is near Patrol Point 14, where the clashes on June 15 are reported to have taken place. Earlier satellite images of May 22 showed the presence of a single tent at this spot. The new images, however, appear to show possible defensive Chinese positions at the site. State Ayurved department’s licence officer Y S Rawat said the notice is being issued to the firm to explain from where it got the permission to launch a “corona kit” as a cure
from the virus. “Patanjali Ayurveda Ltd had the licence only for manufacturing an immunity booster on cough and fever. There was nothing in their application related to the treatment of Covid,” he said. “We did receive an application from Patanjali on June 10. The application was approved after examination by a panel on June 12 but the firm had the permission for only 2-3 drugs and not for Covid”, he added.

Some things don’t change
I
t is now over a decade after the spate of hue and cry over the issue of forcible collection, illegal collection or simply extortion, which continues to plague Dimapur, especially the business community. The saying that some things never change ; perhaps holds true with regard to the illegal collection syndrome. Recently the Dimapur Chamber of Commerce and Industry (DCCI) had revealed that some NNPGs and elements, despite the lockdown due to COVID-19 pandemic were imposing rampant and forcible collection of ‘item-wise tax’ from the traders and business community. The statement evoked outrage expressed by the Public Action Committee (PAC) of the Naga Council Dimapur and the ACAUT Nagaland. Taxation on almost all items and on all and sundry has indeed made Dimapur, the commercial capital of Nagaland as the den of unauthorised or illegal taxation and which has practically destroyed the economy of the state. In the present situation, while the entire state machinery including churches and NGOs are currently engaged with efforts to contain the spread of COVID-19 and while business has been crippled due to the lockdown which has brought normal life and business activities to a grinding halt; the demand for unauthorised tax by some NNPGs and elements has compounded the woes of public. Imposition of amount as transport tax is not only arbitrary but unreasonable but worse, the amount is multiplied when it is to be paid to not less then half a dozen groups. In addition to imposition of item-wise tax at check gates, the traders are also made to pay godown tax and also compelled to pay hefty transportation charges to transporters. It should also be noted, that collection of tax are not the sole preserve of NNPGs or outlaw elements but where even some government departments themselves are involved. The ordinary public ultimately pays for these additional taxations. That is why prices of commodities have been skyrocketing. The market has also been fragmented into a mafia-type syndicate system with the objective of exerting total monopoly. This is not a new development as it may be recalled that the PAC had last year gone on week-long vigil at various check gates to prevent illegal collections. Earlier to that, in 2012-13 ACAUT organised a spate of public protests against unabated taxation. In response, the government took the route of constituting a three-member High Powered Committee headed by a retired Supreme Court judge. However even after the report was submitted to the government on June 10,2015 nothing has been heard about it. The government is probably still studying the matter very minutely and researching in depth, on every word in the report. The government’s lack of political will to tackle the tax menace has led the PAC to assume that if the government is not aware of these activities, then it reveals its incapability, complacency or complicity. The PAC also had castigated the central government and its agencies for insincerity in implementing the cease fire ground rules for which the Naga public are left to face situation at their own peril. PAC opined that an early solution to the Naga political issue was the only way to remove impediments faced by law enforcement in effectively dealing with the menace. However, the ball still remains in the state government’s court.

Always beware of any assessment of life which does not recognize the fact that there is sin. The pure man or woman is the one who is shielded from harm, not the innocent person. The so-called innocent man or woman is never safe. As reported in the papers, it appears that the number of registrations on the portal took a leap when the Government announced a one-time assistance of Rs 10,000 each to those stranded Nagas in other states if they choose not to return at the moment due to insufficient quarantine facilities and COVID-19 testing centres in the state (between 23rd-26th May, 2020). Many would have changed their minds toreturnconsidering the uncertainty prevailing over the emergent situation. I am sure they too will be returning home in the next few weeks or months. Back home, while the Government of Nagaland along with frontline COVID-19 warriors, local bodies and Churches etc are putting all out efforts to contain the spread of thevirus, an issue that is becoming very apparent is theincreasing numberof unemployed youths in Nagaland. Whereor what will they go and do after the institutional and home quarantine?While all of us wish, hope and

pray that normal times return soon, the point of concern is whether there are avenues and spaces enough to accommodate this huge unemployment? Imagine the plight of the state and communitythat has to now accommodate the thousands of unemployed youths…no job, noemployment, no source of earning and hence no productivity. This simply implies zero or non-utilization of available labour resources for economic development. In determining the productivity scale of our Naga economy, it is not sufficient to take into account only those who are already employed or selfemployedwhile leaving out the headcount of the many unemployed youths who cannot be engaged in any gainful employment. This as a huge productivity loss for the Naga economy. If normalcy does (not) return, what will they be doing over the next few days, weeksormonths? During the early part of nation lock down, we also saw on social media, someyouths camping in the jungles hunting wild life, catching fishes and plucking wild vegetables etc. Even in normal times we can speak about people cutting down timber, boulders, sand etc. There is nothing that money cannot buy these days. It appears that the easiest way to sustain a living is to pluck out the feathers of Mother Nature. However, nature’s gift of resources may not last very long for the Nagas if this rampant destruction for personal gain goes on unabated.
Among all the material resources, unquestionably, the greatest resource is LAND which we Nagas hold on to very dearly. In a book Topsoil and civilization by Dale and Vernom Gill Carter, 1955,I quote, “…Civilised man was nearly always able to become master of his environment temporarily. His chief troubles came from his delusions that his temporary mastership was permanent. He thought of himself as ‘master of the world’, while failing to understand fully the laws of nature. Man, whether civilized or savage, is a child of nature-he is not the master of nature. He must conform his actions to certain natural laws if he is to maintain his dominance over his environment. When he tries to circumvent the laws of nature, he usually destroys the natural environment that sustains him. And when his environment deteriorates rapidly, his civilization declines….”. In short, land carries the topsoil, and the topsoil carries an immense variety of living beings including man! We should not leave a desert in our footprints…” unquote This, to me is a disturbing factor which could be the symptomof a larger social crisis looming in the near future if not addressed with urgency - the ‘novel COVID-19 upheaval of Naga Society’. It has exposed and revealed to us where exactly we stand as individuals, family andas a society at large. Let us take this with a pinch of salt. In general, the returnees can
broadly becategorized into two groups. The first group can be the organized Naga community living outside Nagaland (students, academicians, service holders, patients, travelers and professionally employed etc.) for whom they are of less worry. However, the secondgroupof returnees comprising of the (rather) unorganized Naga community- employed in skilled, semi-skilled or unskilled job is a cause of concern. Many of them are engaged as waiters, salespersons, security etc. in city malls, beauty parlors, restaurants, hotels, factories etc. Until now, nobody really took notice of this huge number nor did they really matter because as long as they could earn a living in whatever way, it was good because they could lighten the burden of the prevailing largescale unemployment. However, COVID-19 pandemic has really opened our eyes. We now know them even through the watchful eyes of social media. This will make agood case study for anyone to research on ‘urban rural divide’ in Nagaland. Now after going through all the lockdown ordeal and hardship, I fear if anybody in his right sense will decide to go back to the metros and cities once the system normalizes.In such a scenario, how long can the Government keep on feeding so many lives without giving them any gainful employment? Let us realize that economic activities can only lead to economic development. In layman’s parlance, economic development
is primarily about getting more work done which comes if the following four essential conditions prevail: • First, there must be motivation i.e. self-drive to acquire skills and build capabilities in order to make a living and sustain his life. By the sweat of his brow and not dependent on others. • Second, there must be know-how i.e. acquiring and upgrading skills and knowledge for application. • Thirdly, there must be capital to work on such as equipment, plants, factories, industries whether micro, small, medium or large scale enterprises … of creating avenues for employment. • Fourth, there must be an outlet whereby finished products come out for the customers. Nagas are blessed to be Christians. In almost all cases, every single Nagabelongs to and is a member of a Church. I feel the Church can take more initiatives to develop skills and enhance capabilities of its members to be self-sufficient and responsible citizens. The Church can play a vital role in supporting the Government towards economic development (as is being demonstrated in the fight against the prevailing COVID-19 pandemic). Activities that lead to employment generation and self-employment etc. I feel this is an opportune time for the concerned authorities to frame up long term strategies to address the issue of unemployment in our al-
ready starved economy. It is high time we begin looking at economic activities that will engage local unemployed youths gainfully. Our independence will be the day when we are economically liberated from the bondage of unemployment. By and large, in the context of Nagaland, given its distinctive history and forms of social life; perhaps what will be most relevant for Nagaland is an ‘endogenous development strategy’ that can adapt to local conceptualizations of well-being. A strategy for development that acknowledges, empower and utilizes the indigenous skills, knowledge and resources which will also strengthen the valuation of our unique history, traditions and culture. The end result of such economic activity (in the form of indigenous products) can meet the requirements of largerindustries, companies and establishments in the region. This in turn can provide both direct and indirect employment and promote entrepreneurship. Such an endeavor will also fulfill the State’s obligation to its citizens as stated in Article (43) of the Directive Principles of State Policy. In conclusion, as we now step into a challenging ‘new normal’, let us take this opportunity to also blaze a trail towards acceleratingeconomic activities for development. Until then, stay safe. The people of Nagaland are not aware of the kind of arrangement made between the Government of India and Naga political parties. There is no much expectations from the dialogue for early political solutions since all Naga political parties are not united in the dialogue process. Let the dialogue take its own
time and settle the political turmoil of the state once and for all. If the settlement comes with new arrangements, better than the existing arrangement, it will be much welcomed and appreciated. However the new arrangement might come with its own problems. The political institution in the state is evolving in nature. The Naga Hills of Assam and the Tuensang division of NEFA merged together into one administrative unit called NHTA 1957. NEW DELHI, JUN 24 (PTI): Delhi Deputy Chief Minister Manish Sisodia on Wednesday said he has written to Union Home Minister Amit Shah to request him with “folded hands” to scrap the new system requiring every COVID-19 patient to visit a government-run centre for clinical assessment. Arguing that the new system puts pressure on the government’s facilities with the rising number of cases, Sisodia said there would be chaos in the city in the next few days if it was not scrapped. He told reporters there are two models in Delhi --- Shah’s model which requires every COVID-19 patient to visit a COVID care centre and Delhi Chief Minister Arvind Kejriwal’s model under which medical teams of district administrations go to the homes of infected persons to check on them. This is not a fight between Shah’s model and Kejriwal’s model, he said, adding that there should be a system in which people don’t face problems.
He said the Union home minister himself is overseeing measures being taken to deal with the COVID-19 situation. “I request the Union home minister with folded hands to scrap the new system as people have been facing a lot of problems,” Sisodia said at the online media briefing. Sisodia had written to Lt Governor Anil Baijal on Tuesday on the same issue but said the AAP government is yet to get a response. TUTICORIN (TN), JUN 24 (PTI): The death of a father-son duo allegedly in police custody in this district has caused a furore with the Madras High Court seeking a report on the matter. Shops in the district remained closed on Wednesday to protest the alleged custodial death of the two traders in Sathankulam police station, even as a judicial probe has been ordered into the matter. The Madurai bench of the High Court directed the police to submit a report on July 26 over the death of the duo. The relatives of P Jayaraj and his son J Fennix, alleged that the two, earlier picked up for questioning for keeping their mobile accessories shop open during the lockdown, were thrashed by the police personnel while
in custody. Fennix was bleeding when he was brought to the prison, jail authorities said. Tuticorin Collector Sandeep Nanduri said the duo had been earlier arrested and lodged in the Kovilpatti sub-jail. While Fennix fell ill and died at the Kovilpatti General Hospital on Monday, his father died on Tuesday morning, he said. “There were complaints that they were killed in police assault..a judicial probe has been ordered,” he said. The commission had said that the universities may decide whether to conduct exams online or offline keeping in view the support system available with them and ensuring a fair opportunity to all students. UGC had recommended that intermediate semester students may either be evaluated on the basis of internal assessment or in states where the COVID-19 situation has normalised, exams be conducted in July only. The commission had also said the new academic session for freshers may begin in universities from September and for already enrolled students in August while the admission process may begin in universities from August 1. However, due to spike in coronavirus cases, various states recommended cancellation of final year exams. Union HRD Minister Ramesh Pokhriyal ‘Nishank’ has asked the University Grants Commission (UGC) to revisit the guidelines issued earlier for intermediate and terminal semester examination, and the academic calendar. According to officials, a panel, set up by UGC and headed by Haryana University vice-chancellor R C Kuhad, has been asked to revisit the guidelines and come up with alternative options. Bhubaneswar, Jun 24 (IANS): The Bhubaneswar Municipal Corporation (BMC) sealed a private hospital, here on Wednesday, for violating Covid-19 guidelines. As on June 23, 27 positive cases have been detected from this hospital. “Blue Wheel Hospital, Mancheswar, has been sealed by the BMC authority today (Wednesday) because of violation of Covid19 guidelines of Govt. As on 23/6/2020, 27 positive cases has been detected from this hospital,” the BMC tweeted. The hospital had admitted a coronavirus patient, instead of shifting him to a dedicated Covid19 facility, in violation of Covid-19 guidelines, the official said. A show-cause notice has also been issued to the hospital.

DIMAPUR, JUN 24 (NPN): All Nagaland Fair Price Shop Association (ANFPSA) has vehemently condemned the harassment meted out to the assistant director, food & civil supplies (F&CS) department, Dimapur by “unscrupulous person” claiming to be “national worker.” ANFPSA through its information cell said that such “uncivilized behaviour” of targeting sincere and dedicated officer was uncalled for and had no place in a civilised society. The association pointed out that from the time of COVID-19 outbreak till
date, the F&CS department had been tirelessly working day in and day out serving the general populace. It said the department staff had also been risking their lives in distribution of food grains. The association has, however, express pain that “such cowardice activities” were committed by “national worker”. The association has, therefore, appealed to the state government and police department to apprehend those perpetrators and award befitting punishment as per the law. NEW DELHI, JUN 24 (PTI): The Competition Commission on Wednesday said it has cleared Facebook’s proposed acquisition of 9.99 per cent stake in Jio Platforms, the digital arm of Reliance Industries. The USD 5.7 billion (Rs 43,574 crore) deal -- the single largest FDI in the technology sector in India -- was announced in April. The US social-networking major had set up a separate entity -- Jaadhu Holdings LLC -- for making the investment. The Competition Commission of India (CCI) has approved “acquisition of 9.99 per cent stake in Jio Platforms by Jaadhu Holdings LLC”, according to a tweet.

MUMBAI, JUN 24 (PTI): The rupee pared its early gains to settle down by 6 paise at 75.72 against the US currency due to concerns over fresh trade tensions between the EU and the US and rising COVID-19 cases. Forex traders said factors like weak domestic equities and India-China border tension also weighed on investor sentiment. The rupee opened at 75.61 against the US dollar, but lost ground and closed at 75.72, registering a fall of 6 paise over its previous close. It had settled at 75.66 against the greenback on Tuesday. “Local equities fell during late trades and FII outflows led gains in dollar demand. Local stocks indices fell Wednesday tracking a weak opening in European shares and a correction in US index futures amid concerns over rising COVID-19 cases. Rupee is taking resistance near 75.60 and support near 76.00,” said Jateen Trivedi, Senior Research Analyst (Commodity & Currency) at LKP Securities.

NEW DELHI, JUN 24 (AGENCIES): The government on Wednesday said that all urban cooperative banks and multi-state cooperative banks will come under the supervision of the Reserve Bank of India, a development aimed at providing comfort to depositors and prevent repeat of PMC Bank like scams. The President of India will promulgate an ordinance to this effect, Information and Broadcasting Minister Prakash Javadekar told reporters after the meeting of the Union Cabinet. Terming it a landmark decision, the minister said 1,540 urban cooperative banks and multi-state cooperative banks will be brought under the RBI supervisory process as is applicable in case of scheduled commercial banks. “...depositors (of cooperative banks) will get protection and benefit from this decision,” Javadekar said.There are 1,482 urban cooperative banks and
NEW DELHI, JUN 24 (PTI): Gold prices rose by Rs 423 to Rs 49,352 per 10 gram in the national capital on Wednesday following rally in global prices and pause in rupee appreciation, according to HDFC Securities. On Tuesday, the yellow metal had closed at Rs 48,929 per 10 gram. The rupee on Wednesday erased its initial gains and provisionally settled 6 paise lower at 75.72 against the US dollar, tracking volatile domestic equities amid strong US dollar. Silver also gained Rs 174 to Rs 49,840 per kg from Rs 49,666 per kg in the previous trade. In the international market, gold was quoting with gains at US Dollar 1,770 per ounce, while silver was trading flat at US Dollar 17.87 per ounce. Gold prices continued the upside trend amid rising virus cases worldwide, HDFC Securities Senior Analyst (Commodities) Tapan Patel said.

Roadside bombing kills six civilians in northern Afghanistan Kabul, Jun 24 (AP): A roadside bombing killed at least six Afghan civilians travelling in a rickshaw in a northern province, an official said on Wednesday. No one immediately claimed responsibility for the attack. According to the interior ministry spokesman, Tariq Arian, the bombing in Jawzjan province took place the previous evening when the rickshaw struck the roadside bomb in Mardyan district. One civilian was also wounded in the explosion. Arian blamed Taliban insurgents for the attack. Afghanistan has seen a re-

Pyongyang, Jun 24 (IANS): A military meeting in North Korea has decided to suspend the military action plans against South Korea, the official Korean Central News Agency (KCNA) said on Wednesday. The KCNA reported that North Korean leader Kim Jong-un presided over the preliminary meeting for the fifth meeting of the Seventh Central Military Commission of the Workers’ Party of Korea (WPK) through a video conference on Tuesday and made the decision. “At the preliminary meeting, the WPK Central Military Commission took stock of the prevailing situation and suspended the military action plans against the sSouth brought for the fifth meeting of the Seventh Central Military Commission by the General Staff of the Korean People’s Army,” Xinhua reported citing the KCNA report. “The meeting examined agenda items of major military policy to be laid before the fifth meeting of the Seventh WPK Central Military Commission, and made a study of a report and decisions, which will be submitted to the fifth meeting, and some documents carrying the state measures for further bolstering the war deterrent of the country,” it said. ‘pilots were ‘discussing coronavirus’
ISLAMABAD, JUN 24 (PTI): The pilots of the Pakistan Inter national Airlines (PIA) plane that crashed last month were not focused and they were discussing coronavirus during the flight, the country’s aviation minister told Parliament on Wednesday as he pointed out their “overconfidence and lack of concentration” as some of the reasons for the tragedy that killed 97 people on board. The domestic flight from Lahore to Karachi crashed in a residential area near the Jinnah International Airport in Karachi on May 22. The Airbus A320 aircraft of the national carrier had 91 passengers and a crew of eight when it crashed into the Jinnah Garden area near Model Colony in Malir on Friday, minutes before its landing. One girl died on the ground after suffering burn injuries. Two passengers miraculously survived the crash. He said that these pilots had not given the exams themselves nor did they have the proper flying experience, he added. “Pilots are also appointed on a political basis, unfortunately,” he said. “Whilst appointing pilots, merit is ignored,” he added, disclosing that degrees of four PIA pilots had been found out to be fake. Sarwar said that the government will take action against PIA pilots who were found guilty of the above offenses. C h e nna i , J u n 2 4 (IANS): The newly formed Chess Players Forum (CPF) has urged the All India Chess Federation (AICF) to explore the possibility of holding the National Championships and rated tournaments online with players at their designated centres. In a letter to AICF President P.R. Venketrama Raja and Secretary Bharat Singh Chauhan, the CPF President and International Master (IM) Varugeese Koshy has requested the formation of a task force and chalking out a Standard Operating Procedure (SOP) for holding such tournaments. Koshy said the task force could comprise players, arbiters, organisers and officials from the AICF and the state chess bodies so that the National Championships and other chess activities could restart in India. The major problem
with conducting online chess tournaments is the possibility of cheating with unscrupulous players using chess engines to make their moves. “We will be happy to be a part of such a task force, if required, for the benefit of the players and all the stakeholders,” Koshy wrote. Koshy also cited a recent webinar where former World Champion and Grandmaster (GM) Viswanathan Anand advocated for online chess. “Grandmaster Emil Sutovsky, Director General, FIDE, suggested even the Chess Olympiad may be organised online with participants placed in designated centres in their own countries respectively in the presence of arbiters,” Koshy said. According to Koshy, it was also said at the webinar to explore the possibilities of organising the Nationals in the same fashion after
identifying such centers across the country. Pointing out the several examination centres where various tests are held, Chauhan said at the webinar that online state/national championships could be held with players coming to such test centres located in their cities to play where arbiters would be present to prevent cheating. Speaking to IANS, an Indian chess GM said preferring anonymity: “Pure online chess right now is playing from home without
any monitoring. Hence online chess is having the biggest problem, i.e., cheating and players getting logged off. That is why FIDE hasn’t allowed any rated online tournament.” He said if the players play under observation of an arbiter, which happens in traditional tournaments, then rated tournaments could be held even when Covid-19 pandemic is not there, resulting in cost savings for the organisers which may in turn increase the prize kitty.
The Covid-19 pandemic has put a stop to traditional/physical chess tournaments and paved way for online chess tournaments, but only in the blitz or speed chess category. “Physical tournaments may not be held for nearly one year owing to Covid19. And for holding rated online championships, lots of caution has to be taken like whether the designated centres have decent facilities and who should provide the laptops/desktops,” Koshy told IANS. Queried about addressing the letter to Raja as AICF President and Chauhan as AICF Secretary when there is a power struggle going on between them with each one not recognising the other, Koshy said: “As far as the players are concerned, they continue to hold office. The Central government continue to recognise them as the AICF President and Secretary. We do not take sides with anybody.”

Johnson had said that the cricket ball is a “natural vector of disease” and hence recreational cricket cannot be allowed to resume. “Hand sanitiser in every players pocket ... Use every time you touch the ball ... SIMPLE ... Recreational Cricket should just play from July 4th ... utter nonsense it’s not being allowed back,” Vaughan tweeted. Johnson’s comments on Tuesday came in response to a question from Member of Parliament Greg Clarke in the House of Commons, according to ESPNcricinfo. Clark, the Conservative MP for Tunbridge Wells, asked the PM to clarify whether “the ban on cricket has come to an end”. “Cricket is perhaps our most socially-distanced team sport,” he said. “We’ve lost half the summer but there is another half left to be enjoyed by players and

New Delhi, Jun 24 (PTI): Champion shooter Samaresh Jung’s fairly big house became his mini-hospital after he tested positive for COVID-19 along with five of his family members. Pistols and all other accessories related to shooting were tucked away in one corner and in came strips of paracetamol, an oxygen monitoring machine and concentrator (a device which is used to deliver oxygen to patients with breathing related disorders). And now, from sharing shooting tips, Jung has got down to spreading awareness about COVID-19, having beaten the dreaded disease with the same positive approach and determination that had helped him become a pistol ace and earned him the nickname ‘Goldfinger’. “Some dos and don’ts, you know, about whatever I know about the disease, and to whoever I know, I pass on my message,” Jung told PTI during an interview. A big house coupled with a good number of rooms and multiple toilets worked well for the champion shooter when he tested positive for COVID-19
along with five of his family members. They underwent selfisolation at home till the concerned authorities gave them the clearance certificate on June 22. The last few weeks have been tough for the 50year-old pistol ace, who won a whopping seven medals, including two gold, at the 2006 Melbourne Commonwealth Games, a feat that earned him the best athlete award of that edition. He is accustomed to facing challenges. “But this was very different,” Jung said. “I would say don’t panic to those diagnosed with COVID but, at the same time, we can’t take it lightly. The feeling that we will not get the infection should not be there at all. You have to be extremely careful,” he added. Jung, now a coach of the national pistol team, said his aim was to stay away from negativity after he was told that he tested positive for COVID-19 on June 5, two days after giving his samples. “So I decided to stay away from all these what-

Employed with the Central Industrial Security Force (CISF), the son of a retired army officer said his initial symptoms were fever and cough, but he was a bit surprised as he would rarely venture out of his north Delhi residence, which housed 13 members at the time. While four of the infected family members isolated themselves at home, two of them checked into a specific COVID facility. “We had quite a few rooms and toilets which we could be used individually, with couple of them being used by those members who were not down with the virus. “We were following the standard protocol and as part of it, there was also a COVID-19 poster pasted outside our house. IOA chief disappointed with members Says little response on resuming sports
New Delhi, Jun 24 (IANS): Indian Olympic Association President Narinder Batra has said that he has been left disappointed with the lack of feedback from the IOA members for safe resumption of sporting activities in the country amid the COVID-19 pandemic. On May 5, the IOA had invited suggestions from National Spor ts Federations (NSF), State Olympic Associations (SOA) and other stakeholders for the preparation of a white paper, detailing steps to resume sports in the country amid the pandemic which has so far claimed more than 15,000 lives in the country. The white paper titled “Safe Resumption of Sport in India” has now been prepared by IOA and its aim was to ask all stakeholders for their feedback for safely resuming sport. However, Batra has said that members of IOA, including National Sports Federations, did not give much contribution to the study. “I am disappointed

Instead, many National Sports Federations chose to not embrace the opportunity.” The Indian Olympic Association revealed that it received 450 responses, a major portion of which (178) was from the athletes. 145 responses were received from match officials and 74 from high performance support staff. NSFs/SS/SOA contributed with 79 responses while the rest came from media, fans and government representatives. During the meeting, Rijiju urged all federations to speak to league managers and propose a few events that can be organised in each sport, in the coming months.

Bhubaneswar, Jun 24 (IANS): Odisha FC on Wednesday announced the signings of Indian youngsters Isak Vanlalruatfela and Paul Ramfangzauva ahead of the seventh edition of the Indian Super League (ISL). Both Isak and Paul played for I-League side Aizawl FC in the previous season. 21-year-old midfielder Paul hails from Mizoram and played for Aizawl FC under 18 team before making it to the senior team in 2018-19 season. He has now signed with the Bhubaneshwar-based club for three years. Tokyo 2020 not planning to restart Olympic flame display Tokyo, Jun 24 (IANS): The organisers of the Tokyo Olympic Games have no plans to restart the Olympic flame display or other mass participation events. Tokyo 2020 spokesman Masa Takaya told a press conference on Wednesday, “We have no particular timing to start our events gathering a certain number of people,” reports Xinhua news agency. The Olympic flame has been kept in a secure location in Tokyo after the public display in Fukushima was suspended in March. According to a roadmap approved by the IOC two weeks ago, the postponed test events will be restarted in March 2021 and the Olympic torch relay held from March to July. Takaya said he was very much “encouraged” to see that Japan’s professional baseball league has started, and the country’s J-League football competitions will also resume this weekend. “We will have to carefully monitor the situation,” he said, adding that Tokyo 2020 does not have any “concrete” plans. Japan lifted its state of emergency on May 25 but Tokyo has still seen new cases every day since then. Japanese broadcaster NHK said that a total of 55 new cases were confirmed on Wednesday in the Japanese capital. It’s the first time since May 5 that the daily figure topped 50. The figure is also the largest since May 25.

World Karate Federation provisionally de-recognises KAI New Delhi, Jun 24 (PTI): The World Karate Federation (WKF) has provisionally de-recognised the Karate Association of India with immediate effect for infighting and violating the world body’s statutes during its elections last year. WKF said the decision was taken after an inquiry. “...further to the investigations and inquiry led by the commissioned members to review the status of the Karate Association of India (KAI), the WKF Executive Committee has decided to provisionally withdraw the recognition of KAI, of which you are the President, as of 22nd June with immediate effect in accordance with the WKF Statutes,” WKF chief Antonio Espinos wrote in a letter to KAI president Hariprasad Pattanayak.
WKF made it clear that it was unhappy with the infighting within the KAI, which resulted in a “flawed” election process in January last year. “The current management of KAI has lost its integrity and credibility. The current management is now paralysed with part of the management led by Mr Likha Tara claiming that the office-bearers are illegally elected, part of the management claiming control, and part of the management proposing to reinstate Mr Bharat Sharma, as Vice President. “As a consequence, it does not seem possible for KAI to resolve amicably the differences and issues in the foreseeable future. “Instead, the Commission is convinced that the internal struggle will
escalate, and the involvement of external bodies is imminent, with potential interferences in the autonomy of the National Federation,” the letter dated June 22 further stated. The WKF, however, said KAI has the option of appealing against the de-recognition within 21 days. “An appeal can be presented before the Disciplinary and Legal Commission within 21 days following the notification of the provisional affiliation or disaffiliation decision by the Executive Committee and/ or the final affiliation or disaffiliation decision by the Congress,” it said. The KAI’s provisional disaffiliation will be submitted for ratification before its Congress at its next meeting.
“On that occasion, the KAI will be granted the opportunity to express its view with regard to its disaffiliation of WKF, if it so wishes. “...your federation will, as of today, no longer be entitled to the rights reserved only to WKF members, including but not limited to participate in WKF events, use the WKF logo and name and represent the WKF in India,” the world body said. The Indian Olympic Association (IOA) disaffiliated KAI in January this year for violating its constitution and guidelines. The issue relates to the KAI elections in January 2019 that had no presence of an observer from the IOA and there have been allegations that the process was not valid.
