Office of profit: EC rejects AAP’s plea 21 AAP MLAs likely to face disqualification NEW DELHI, JUN 24 (AGENCIES): In a major blow to Delhi Chief Minister Arvind Kejriwal, the Election Commission of India on Saturday refused to drop the ‘office of profit case’ against 21 AAP MLAs. The Election Commission concluded that the 21 AAP legislators were appointed Parliamentary Secretaries, hence become accused in the “office of profit” case. The AAP MLAs are facing the threat of disqualification in the case. Since the AAP MLAs held de facto posts of Parliamentary Secretaries from March 13, 2015, to September 8, 2016, the proceedings on the question of their disqualification will continue, the EC said in its order on Friday. The Aam Aadmi Party (AAP) said it respected the EC order but hinted that the option of legal remedy was available to the ruling party. On the other hand, the opposition BJP and the

Show cause on some officials amicably settled, says ENPO

DIMAPUR, JUN 24 (NPN): Nearly a month after it issued show cause notice to some of its officials for their alleged active involvement in “partisan politics”, the Eastern Nagaland Peoples’ Organisation (ENPO) on Saturday said the matter has been amicably resolved “after clarifications and unconditional apology for the same by the erring officials.” In a press release, ENPO president, Khoiwang Konyak, and general secretary, Manlang Phom, said the matter was resolved through a joint consultative meeting with federating tribal units and frontal organizations held on June 20, 2017 at Tourist Lodge Dimapur. Further, the meet resolved to continue to “maintain the fair image of the organization by all concerned.” Meanwhile, ENPO has convened a joint coordination meeting with the 20 Eastern Nagaland Legislature Union (ENLU) members on June 29, 2017 at 11am at DUDA Guest House Kohima. ENPO has requested all ENLU members, president of six federating tribal bodies and president of all frontal organisations to attend the scheduled meeting.

Congress attacked AAP and sought the resignation of the MLAs involved. The 21 AAP legislators had approached the poll panel to drop the disqualification case as their appointments had already been set aside by the Delhi High Court on September 8, 2016. Out of these 21 legislators, Jarnail Singh had resigned from the Rajouri Garden seat in January to contest the Punjab assembly elections. The Election Commission, in its 23-page order, said it was not in dispute that the respondents (legislators) were appointed Parliamentary Secretaries in the Delhi government by an order of March 13, 2015. “Thus, it is evident that from the date of their appointment on March 13, 2015, till the date of setting aside of their appointment on September 8, 2016, the respondents were de facto holders of the office of Parliamentary Secretaries, albeit by way of an illegal appointment order and, hence, the present proceedings before the commission on the question of their disqualification is maintainable and shall continue,” the EC said.

The EC said: “... without prejudice to the merits of the case, the reference relating to the question of alleged disqualification of the respondents under Section 15 (4) of the Government of National Capital Territory of Delhi Act, 1991, for holding the said office survives and is maintainable in respect of all the said respondents, except Jarnail Singh, MLA of Rajouri Garden, who has resigned his office on January 17 and even byelection has been held on April 17 to fill that vacancy in the Delhi assembly.” AAP spokesperson Saurabh Bharadwaj on Saturday said: “The EC’s order should not be misinterpreted. The High Court had declared the very order of appointment of 21 Parliamentary Secretaries as null and void.” “Therefore there was no question of hearing a petition for the office which never existed,” Bharadwaj said. Welcoming the EC order, Delhi BJP President Manoj Tiwari said: “After the High Court, the EC has also found these AAP MLAs guilty of enjoying the office of profit as Parliamentary Secretaries.”

“These MLAs now have no moral or legal right to continue as legislators,” he said. Delhi Congress President Ajay Maken demanded the resignation of 20 AAP MLAs and dared them to face the electorate again. “The Congress demands the immediate resignation of the 20 MLAs currently facing the office of profit charge. We challenge them to face the Delhi electorate again,” Maken told the media here. In 2015, the AAP government passed an amendment to the Delhi Members of Legislative Assembly (Removal of Disqualification) Act, 1997, to exempt the Parliamentary Secretary’s post from the definition of office of profit with retrospective effect. President Pranab Mukherjee rejected the Delhi government’s bill to exclude the post of Parliamentary Secretary from the “Office of Profit” definition, leaving a sword of disqualification hanging on the heads of 21 AAP MLAs. The High Court declared their appointments illegal, saying the order had been passed “without concurrence/approval of the Lieutenant Governor.

NE investments on hold before Centre’s new industrial policy GUWAHATI, Jun 24 (Agencies): Prospective investors are keeping their fingers crossed over the Centre’s proposed new Northeast Industrial and Investment Promotion Policy (NEIIPP), saying that any ‘dilution’ of the incentives provided in the previously existing NEIIPP 2007 would be a setback to industrial growth in the region. Federation of Industry and Commerce of Northeastern Region (FINER) vice president Bajrang Lohia on Friday said the benefits under the old policy must be retained for industrialization and investment in the region. NEIIPP 2007 expired on March 31 this year, a n d va r i o u s i n d u s t r y bodies including the state gover nment have been demanding a new policy with incentives to attract investment in the industry sector of the region. With the expir y of NEIIPP 2007, industr y bodies are concerned that fresh investment in the state have virtually dried up after March 31. Former vice-chairman of FINER, Amit Kumar Jain, said investment to the tune of Rs 60,000-70,000 crore is in the pipeline but prospective

investors are keeping their fingers crossed as they do not know what the benefits will be under the new industrial policy. “The state government is proactively taking up our concerns with the Centre. The new policy is expected to come out in July. But we have no idea what new benefits are there in the new policy. Lot of industrial activities took place under the NEIIPP 2007. Our expectation is that the new policy should have benefits which can attract more investment to the region,” Jain said. FINER said it has submitted a memorandum highlighting its concerns on NEIIPP and GST to Union finance minister Ar un Jaitley, Union DoNER minister Jitendra Singh and Union minister of state for home, Kiren Rijiju, in New Delhi recently. FINER demanded a well-focused industrial policy and greater clarity on how the Central excise duty refund, currently eligible for industries set up pursuant to NEIIPP, would continue under the GST regime. Under the NEIIPP 2007, units that have come up in the northeast were promised 100% refund of excise duty, FINER said.

Union Minister Giriraj calls for population control law New Delhi, Jun 24 (IANS): Union Minister Giriraj Singh has called for a population control law without which “communal harmony would be disrupted” while blaming “appeasement politics” for the declining Hindu population. The minister, known for making controversial remarks, said appeasement politics has led to the Hindu population “declining from 90 per cent in 1947 to below 72 per cent at present”. “If population control law is not introduced in India, communal harmony would be disrupted. Wherever Hindu population has decreased in the country, communal harmony has been affected,” he told a regional Zee Group channel in an interview to be

Giriraj Singh aired on Saturday. However, according to 2011 census, Hindus comprise 79.8 per cent of the total population compared to 84.1 per cent as per 1951 census. The Minister added that there was also a need to “revisit the definition” of minorities. “I can do anything for this. I am a Hindu first and then a BJP man,” he said.

EC disqualifies MP minister for three yrs New Delhi, Jun 24 (IANS): The Election Commission has disqualified Madhya Pradesh Water and Irrigation Minister Narottam Mishra for not disclosing the expenditure he had incurred on the paid news that was carried in local media during State assembly elections in 2008. The Commission, which on Friday also said that Mishra would remain disqualified from contesting election for three years, said it was concerned about the “menace of paid news” which has been assuming “alarming proportions” in the electoral landscape. This phenomenon, a manifestation of the “pernicious effect of money in elections”, has been growing increasingly vicious and “spreading like cancer”, in recent time, it said. The Commission noted that Mishra had “not only

Narottam Mishra

knowingly submitted a false account of expenses, but also attempted to circumvent the legally prescribed limit on expenditure”. Disqualifying Mishra for three years, it said: “Such attempts need to be curbed with strong measures and visited with exemplary sanctions and restore the balance in the electoral playing field. “Therefore, the commission is of the considered view and hold that Mishra should be disqualified under Section 10(A) of the Rep-

resentation of the People Act, 1951.” Accordingly, the Election Commission hereby declares that Mishra stands disqualified, for three years from the date of this order, under section 10(A) read with section 77 and 78 of the Act “for failure to lodge his account of election expenses in the manner required by the law and for having no good reason or justification for such failure”, the order said. The order means Mishra will have to skip the 2018 state assembly polls. The complaint was filed in 2009 by Congress MLA Rajendra Bharti, who contested against Mishra from Datia constituency, alleging that the minister had not included expenses incurred by him on “paid news” while filing his expenditure statement before Commission after the 2008 election.

Media bodies seek reconsideration of sentencing of Kannada scribes Bengaluru, Jun 24 (PTI): Voicing “grave concern” over the sentencing of two editors of Kannada tabloids to one year in jail by the Karnataka Assembly, journalists today urged Chief Minister Siddaramaiah to reconsider the decision. Bangalore Press Club and Bangalore Reporters Guild said in a memorandum to Siddaramaiah that the development had the potential to jeopardise the cordial relationship prevailing between the legislature and the media for several decades.

“We respect the decision of the Assembly speaker,” the memorandum said, but added that it was causing great concern to the media fraternity. “The Karnataka legislature commands great respect and had rich legacy of its own. We request you to ensure that the decision is reconsidered and display your political sagacity by clearing the situation of uncertainty and anxiety among journalists,” it said. The memorandum was submitted by Bangalore Press Club president

Sadashiva Shenoy and office bearers of Bangalore Reporters Guild. In an unusual and drastic step on Wednesday, the Assembly had sentenced Ravi Belagere, editor of ‘Hai Bangalore’ and Anil Raju, editor of ‘Yelahanka Voice’-- for their alleged defamatory articles against state legislators. A resolution to punish the two journalists was adopted by the Assembly by a voice vote. Besides the jail term,

the Speaker had also imposed a fine of Rs 10,000 each on the media persons. If the journalists fail to pay the fine, the jail term would be extended to another six months, the Speaker had said announcing the decision. The Privileges Committee of the Assembly had recommended jail for Belagere and Raju for allegedly publishing articles against legislators, including Koliwad. The article against

Koliwad was published in the September 2014 issue of ‘Hi Bangalore.’ Former speaker Kagodu Thimmappa had referred the issue to the committee after Koliwad, when he was an MLA, had lodged a complaint against Belagere. Police have referred the reports with recommendations of the House to the state Advocate General for his advice as immediate arrests cannot be made with no warrants, official sources said.

They said the duo was arrested following a trap operation by the CBI, while they were receiving Rs 4 lakh as part payment of the total bribe amount. Singh belongs to the Central Excise and Customs service and was deputed in

the ED. He was handling certain cases of the NRHM scam. The ED is also mulling to register a money laundering case against him. The CBI had registered the case based on a complaint from one Surendra Chowdhary, who is facing the agency probe in one of the cases related to the scam. Chowdhary in his complaint to the CBI said Singh had called him in the office, accusing him of causing loss to the tune of Rs 21 crore to the exchequer. He apparently clarified that the loss was not of Rs 21 crore and was merely Rs two crore, and that he had deposited the same in a CBI court. Chowdhary also told the official (Singh) that even the Allahabad High Court had not pegged the loss to the exchequer at Rs 21 crore. Despite arguments put forth by Chowdhary, Singh called him in his office where alleged middleman Subhash was also present, and demanded Rs 50 lakh as bribe to not arrest Chowdhary and attach his assets, the complaint alleged.

lice that we are not going to spare these rascals,” he said, adding that investigation into the case was underway and everything would be clear once the report comes. “Let the investigation be completed. Only then can we say what happened,” he said. Asked whether moderate Hurriyat Conference chairman Mirwaiz Umar Farooq was present in the Jamia Masjid when the incident took place, Vaid said, “It is a matter of investigation.” Vaid has also ordered the transfer of a senior officer from the area where a mob lynched Pandith. The order late yesterday said SP (North Srinagar) Sajad Khaliq Bhat been transferred and asked to report to the J&K Police headquarters. Nowhatta, where the lynching took place, falls under the jurisdiction of the North Srinagar SP.

S r i nag a r , J u n 2 4 (PTI): Jammu and Kashmir Police today formed a Special Investigation Team (SIT) to probe the lynching of an officer outside Jamia Masjid here and said it has arrested five of the 12 persons identified in connection with the crime. “An SIT headed by an officer of the rank of superintendent of police has been formed for speedy investigation of the lynching incident in which Deputy Superintendent of Police Mohammad Ayub Pandith was killed on the night of June 22,” a police official said. He said the investigation was heading in the right direction as more arrests had been made in connection with the killing. Pandith was stripped and lynched by a mob outside the historic Jamia Masjid in Srinagar’s Nowhatta area, triggering outrage across Kashmir and drawing all-round condemnation.

Another challenge

n an attempt to respond to the “serious crisis” plaguing society in Nagaland, the Nagaland Baptist Church Council(NBCC) has made sincere attempts to address the problems with the best of ability and intention. All the issues that have been highlighted in the media, confront society and inability to deal or resolve or solve these have caused problems. In a sense, the factor that has contributed to many of the problems today stem from the loss of moral and spiritual authority of both the government and the church. However, since the Church involves all believers, the connection between the Christian faith with the state and society is well accepted. The oft repeated phrase “loss of moral and ethical values” is a clear reference and admission of decay. In this regard , if such a decline or nadir has been reached, it would only mean that the blame goes to the church, rightly or wrongly. Of course in true sense, the church does not mean a building and the leaders but the entire flock of believers. However since the church in Nagaland, in particular the NBCC has taken some well meaning initiatives other than in the past where it focussed primarily on conflict resolution, peace and solution; recent initiatives suggest a paradigm shift. The initiatives taken are absolutely right and needed. However one of the biggest challenge( after the failed prohibition imposed) is the challenge to conduct clean election. It deals with several issues including moral issues of society. In this sense, the Christian religion is highly noted as a religion with high moral teaching. This, in no way, suggests that the whole of Christian practice can be equated with morality. The religion teaches about emancipation from the bondage of sin and salvation through Christ. A part of Old Testament biblical teaching which forms a huge source of Christian morality is the Decalogue otherwise called “The Ten Commandments.” This Decalogue deals with man’s moral behaviours towards God and his fellow human beings. Interestingly, the growth, development and progress of western society has been largely due to the efforts of Christian missions and society. The fast-paced changes starting from the industrial revolution are largely attributed to the influence of Christianity through spread of education and enlightenment. Even as Christianity influenced the minds the latter also help spread of westerninfluenced education and religion. Today, that highly developed western culture has instead become the adversary of Christianity. The consequences of global economics has also spurred urbanisation and in the process, widening the chasm between the haves and haves not. The focus on politics is not exactly the panacea for all the evils; much as the belief that banning alcohol would result in a utopian society. Having made a covenant by invoking the name of the Almighty to bring about ‘clean election’, the church organisation(s) and political parties involved, need to look beyond the ‘dos and don’ts’. They have to enforce the pledge without fear or favour. Just because a candidate or party is not in the ruling, does not take away the burden of taking responsibility to do what is right even if it may seem like a political disadvantage. If this cannot be done then it will end up in the same way as the prohibition act.

DailyDevotion Reconciling Yourself to the Fact of Sin This is your hour, and the power of darkness. —Luke 22:53 Not being reconciled to the fact of sin— not recognizing it and refusing to deal with it— produces all the disasters in life. You may talk about the lofty virtues of human nature, but there is something in human nature that will mockingly laugh in the face of every principle you have. If you refuse to agree with the fact that there is wickedness and selfishness, something downright hateful and wrong, in human beings, when it attacks your life, instead of reconciling yourself to it, you will compromise with it and say that it is of no use to battle against it. Have you taken this “hour, and the power of darkness” into account, or do you have a view of yourself which includes no recognition of sin whatsoever? In your human relationships and friendships, have you reconciled yourself to the fact of sin? If not, just around the next corner you will find yourself trapped and you will compromise with it. But if you will reconcile yourself to the fact of sin, you will realize the danger immediately and say, “Yes, I see what this sin would mean.” The recognition of sin does not destroy the basis of friendship— it simply establishes a mutual respect for the fact that the basis of sinful life is disastrous. Always beware of any assessment of life which does not recognize the fact that there is sin. Jesus Christ never trusted human nature, yet He was never cynical nor suspicious, because He had absolute trust in what He could do for human nature. The pure man or woman is the one who is shielded from harm, not the innocent person. The so-called innocent man or woman is never safe. Men and women have no business trying to be innocent; God demands that they be pure and virtuous. Innocence is the characteristic of a child. Any person is deserving of blame if he is unwilling to reconcile himself to the fact of sin.

Post-mortem Yoga: The War for One Nation-One Culture

ne Nation-One Constitution. One Nation-One Tax. One Nation-One Fuel. One Nation-One Election. And the ultimate prize, One NationOne Culture. The Culture War has begun. And it’s a War Christian Naga parents are not prepared for. The conquest of Nagaland for Christ will take place not at the point of the sword but with ideologies and Worldviews. The Christian West has lost the War -despite DL Moody, despite Billy Graham, despite GK Chesterton, despite CS Lewis, and other stalwarts of Christianity over the ages. The doom of Christendom West began with an Idea, when Rene Descartes in the 17th Century unleashed his famous statement- I Think Therefore I Am. Thus, for the first time in consciousness, Man, not God, was considered the pivot around which everything else revolved. During the Enlightenment Period or the Age of Reason, Rousseau and other Enlightened thinkers believed in the ‘inherent goodness’ of man, contrary to biblical teachings of SIN and FALL. He postulated that man should be free to create his OWN choices and his OWN identity. Then Darwinian Naturalism arrived. In Darwin’s evolutionary theory, there was no DIVINE law or a transcendent moral order. Later on, Friedrich Nietzsche took Rousseau’s postulates further and declared the ‘death of God’. He denounced the prophets of the Old testament as shamans and rejected Christian morality as the morality of slaves and looked forward to creating

a race of superhumans with no weaknesses of Christians. In the 20th Century, there’s “No Absolute Truth” philosophy of Post Modernism brainwashed an entire generation and continues to do so.Naturalist scientists led by the late Carl Sagan chipped in with, “Nature is all that IS or ever WAS or ever WILL BE.” This is not an empirical scientific statement but a philosophy irrefutably refuting theJudeo- Christian God. An Idea sown 200 years back by Descartes came into full bloom in the later half of the 20th Century. By 1960’s Christian West was experimenting in OWN choices, OWN identity, and OWN truths. Within a generation the once cohesive society began to crumble. In Roe Vs Wade, 1973, the US Supreme Court declared that the foetus is NOT a human being and can be destroyed. By 1996, when the late Justice Antonin Scalia of US Supreme Court declared that he believed in the RESSURECTION of Jesus, America mocked and derided him- Senators to Talk Show hosts. Recently, Nickelodeon, the US based world’s famous children’s TV channel, for the first time, showed a homosexual couple as ‘normal parents’ in one of its series in US. Nickeleodon believes in the ‘truth’ that homosexuality is normal and any opposition to it is not only cruel, bigoted, and violation of human rights, but the channel has the right to dessiminate its OWN version of THE TRUTH to children all over the world. The Gospel has all but disappeared. Backed by the RSS and BJP, a similar Worldview is invading

our homes and minds in the guise of health benefit. It is entering our conciousness backdoor. But History has shown that Christians only grow stronger in faith when persecuted, and Nagas need not lose sleep over RSS or BJP converting us, like the way Christians convert peoples of other faith. But Nagas should be mindful of the fact that we are bang in the middle of a subtle Culture War, and the RSS is patient. The disappearance of the Gospel will take place when we allow apparently harmless, innocuous, inconsequential ideas but steeped in philosophy and Worldview to gain a toehold in our children’s mind; when we fail to realise that Yoga is a Special Purpose Vehicle to gain entry into our consciousness to mould or shape the Culture of the next generation Nagas according to RSS Worldview. It is little surprising that PM Modi has invested a large part of his Prime Ministership and his legacy upon Yoga. On International Yoga Day, 21st June, 2017, almost the whole country came to a standstill. Paramilitary, Army, School children, bureaucrats, politicians, teachers, corporate honchos, film stars, et al meditated in schools, parks, temples; in minus 25 degree celsius in the Himalayas, in Indian Missions abroad, in the UN, and even aboard aircraft carrier INS Vikramaditya in the Arabian Sea. Yoga is a philosophy that is already shaping the mind, firing the imagination, moving the hearts and finally shaping culture. It’s much beyond the simple Meditative exercise for one’s physical well-being as is argued. Yoga is

spiritual. The Hindu American Foundation (HAF) describes Yoga as “Hindu Thought in Practice.” In it’s website it says, “The essence of Yoga is to reach oneness with God.” Indeed, Yoga is a philosophy rooted deeply in Hinduism. The root word of Yoga itself is ‘Union or Yoking’, that is, of the self with the universe to achieve Moksha or liberation. In the West, Indian Yogis and self-styled godmen sold Yoga as physical fitness regime understanding the religious and cultural sensitivity. It’s a 9 billion dollar industry. Miffed, the HAF, went on offensive to present Yoga as it IS. According to it, the two most influential Yoga practitioners, BKS Iygenar and Pattabhi Jois, were clear that “Asana (Physical Yoga) are not meant for physical fitness but for conquering the elements, energy, and so on....” In other words, you cannot seperate the physical yoga from the spiritual yoga. According to Jois, “To practice Asana ...is to learn to control the body and the senses, so that the inner light can be experienced.” What is this inner light which is so different from the Christian experience? Indian democracy is too robust and the country too diverse for cow and beef politics to prevail. But an idea in the right hands is powerful. It was a sad day when the local papers reported that hundreds of young students, and government servants came out in droves to participate in International Day of Yoga in Dimapur, Kohima and elsewhere. The battle for the minds is going to be long and drawn out.

Modi’s government has quietly made Sanskrit compulsory in all the schools affiliated to Central boards. The BJP will come (and go), and come back, after all it’s a political party but not before a nation is shaped according to Hindutva Worldview. To realise the dream of One Nation- One Culture or a Hindu Rashtra, the RSS is working overtime to plant its Worldview inside classrooms and universities. RSS linked professors and intellectuals now man all the important universities and educational trusts. It is inevitable that Yoga will be made a seperate compulsory subject in all the CBSE, ICSE schools in the days to come. Already children as young as Grade -2 students learn yoga as part of the subject curriculum. Then the State Boards will be under pressure to accomodate the subject. Christian-majority states like Nagaland which are solely dependent on Central funding for survival can be arm-twisted. Rumour has it that one of the former CMs when he visited Modi during his Chief Ministership was even given Yoga lessons by the PM himself! It’s pure deception plain and simple when Naga Government servants and politicians say, “Yoga has nothing to do with religion.” Nothing could be more farther from the Truth. Both classrooms and living rooms are now battlefield grounds for our children. Train up a child in the way he should go, And when he is old he will not depart from it. The Culture War has begun. The first Naga Club Building was in Chotobosti after the World War I (19141918). The building was destroyed during the Japanese war and Lhounyü, the Head GB of Tsütuonuomia Thinuo, the original Land Owners got the site for construction of their Chapru for a Resting place for unknown visitors from the interior Areas with nobody to host them at Kohima and who had come for Salt or other merchandise, so that they could cook, eat and sleep at night while in Kohima. Jasokie said the Naga Club building at Chotobosti was about 40ft by 20ft and double Storey and when he was very young his father Dr. Khosa use to hold his hand and take him there where his father spent the Evening reading paper and discussing things with his friends. According Mr. Ziekro-o Theünuo, in those days Rheichalie Peshkar in the DC Office looked after the Club from the inception to 1942 as President, Secretary and Treasurer on contribution of 4 Annas for Clerks and 2 Annas per Month of the Members. Then in ’42, Mr. Krusiehu Belho was President and Ziekro-o Treasurer in DC Office was also Treasurer of the Naga Club. After WWII, it was shifted to Kohima Town Committee Building sometime in 1944. Let me quote the Treasurer Ziekro-o: “The Naga Club building wihch houses the KTC office now used to be the Assam Rifles Canteen. During 1944 this bulding was purchased with Rs.10,000/taken from fine fund for the Naga Club. At that time I was treasurer in the D.C’s Office Naga Hills Kohima. Mr. CR Pausey D.C and Mr. Levi Head Clerk took the money from me and in my presenced handed over the amount to the Commanding Officer of the Assam Rifles”. The NNC Body met there on 14th August 1947 and Jasokie, Jt Secretary Publicity went to the Post

Office and sent Telegram to: i. Governor of Assam; ii. Premier of Assam; iii. Mr. Nehru; iv. The President of Constituent Assembly. The telegram said: ‘“Naga Hills cannot be considered part of the Indian Union until heads of proposed agreement between the Governor of Assam and the Naga National Council is accepted to the letter for execution, with No. 9 modified as ‘at the end of this period the Nagas will be free to decide their own future’”. Then in 1946 the present Naga Club Building was constructed free of charge by one Punjabi Contractor Jodhu Singh who built the DC Office after the World War II at the request of Philip Adams in 1946. The materials were given by a British Officer at Dimapur out of the dismantled and disused materials of the War, his wife presented the Screens for the Windows and Lt Mr. Kevichüsa, brought them to Kohima for the Naga Club Building. The Building was completed and used from 1946 to 1952 by NNC Leaders and Elders of the Town who used to read News Paper and spend their time discussing various things there, but remained underutilized. The Ao Woman Church at Kohima started from the Building. For a short period of 6 years from 1946 to 31st March 1952, the day Jawaharlal Nehru, Independent India First Prime Minister’s disastrous visit to Kohima accompanied by Prime Minister Unu of Burma, the building was mostly used by the NNC. The Naga en mass walked out of the Meeting. From that evening 31 March 1952, the Assam Rifles and the Police began to search and arrest the NNC Leader vanished underground. There was no positive practical result of the July 29-31 of 1947 NNC discussion of the 9-Point Sir Akbar Hydari Agreement and the 14 August 1947 Telegram. Phizo was arrested in Shillong in 1947 but released in 1948 on humanitarian Reason of his wife’s serious vehicle accident, the NNC on 16 May 1951 conducted

the advisability of Naga Plebiscite on the advice of some Muslims Leaders who expected to influence Nagaland to join East Pakistan. The Plebiscite was conducted from the Naga Club Building. In the remote interior Naga Hills, the Plebiscite continued for months. After the Naga Walkedout en mass of Nehrus’ first public Meeting with the Naga in 1952; the same night, Armed Soldiers and Police began to search for the NNC Leaders who went ‘Underground’. Since then Naga Club Building became highly stigmatized with the name NNC and very hesitant to use it. Then 11 years after, in 1963, erstwhile Naga Hills and Tuensang-Mon part of NEFA now Arunachal, were carved out into the 16th State of India as NAGALAND. Then Naga Club Building was occupied for the New Office of the Director of Forests. Who gave the building on Rent was not a matter of any difficulty for the State Government of the time particularly when the Government of the Naga National Council was hiding in unknown places of the Jungle. The Forest Department of Nagaland used the Building from 1963 onwards to 16th April 1983. With the expansion the Department, it slowly cannibalized all available surrounding spaces around unethically “in Public Interest” and expanded their building themselves. During 1983 the Government decided to take over the Building for the establishment of the Education Directorate and pushed the Junglee Department towards the Puliebadze jungle where Agriculture Department have some of their Offices. As soon as the Department vacated the Buildings, the DC Kohima was to occupy the Building for the Education Department. This information was secreted into the ear of Peselie Suokhrie, an NNC veteran Released from Jail and Azhüto, another National Worker who got two Taxi loads of local Youths and an oversized Lock to lock up the entrance to the Building before the Police

arrived. Old grey haired Peselie and equally grey haired Azhüto did as was the news transported to them earlier. When the DC’s Police came, they found the Youths and an unconscionably disproportionate Lock barring entrance to the Building and left the site. The Naga Club finally returned to its long Dead Owners. Then in 1983 Nagaland Football Association under the Chairmanship of Mr. Mezhur whose son is the President today and Secretary Mr. Neilakuolie Belho, claimed ownership of the Naga Club but a rather big gathering of Naga Elders under the Chairmanship of Peselie Suokhrie met at Kohima Panchayat Building on 24 August 1983 and in no uncertain terms dismissed the claim of the Association. In April 1989, one of the greatest events in Nagaland happened with the demise of NNC President Mr. Zapuphizo in London. The NNC Secretary Tobu Periatsü Kevichüsa initiated an unprecedented Public Meeting at the Naga Club building. The Public formed a Funeral Organizing Body FOC and arranged in bringing the dead Body to Kohima in a chartered Airplane and buried the Late President in the hillock near Nagaland Secretariat, Kohima. Since 1952 the Naga Club Building was used often by the Army for camping the soldiers until a semblance of normalcy arrived

to Nagaland becoming the 16th State of India on 31 December 1963. In the year 1982 Mr. Peselie Suokhrie convened a meeting of some concerned Naga Elders at Kohima Village Panchayat to revive the Naga Club and elected: President. Azüto. Secretary. Vilavor, and some others as Office Bearers to Re-establish Naga Club. They called themselves Naga Club and carried its name. Thanks very much to them for their concern and carrying the Office burdens to date but perhaps it is most appropriate the Descendants of the Simon Commission Signatories are involved in the revival of the Club of their Parents. The Naga Club does not and did not belong to ANY Tribe or Religion in particularly; it belongs to all Native Communities in Nagaland. Yet Naga Club Members originally consisted only of GOVERNMENT EMPLOYEES. It would therefore be pertinent for the living descendants of the Original Signatories of the Naga Club to be involved in the Revival of the Club today and not others however concerned some may be. If not, it would be like Grafting Lemon Tree on a live Teak Stump! (Concluded) Thepfulhouvi Solo. IFS Retd (RR-68), Retd Principal Secretary,Nagaland, (ANGAMI_T@YAHOO. CO.IN)

Reader’s Post

Sir,

For the love of football

The news of the proposed Kohima Football League to be organised by the Kohima Town Club, comes as a breath of fresh air for the thousands of football lover in the state. In a football crazy state like Nagaland a football league was long overdue, so the Nagaland football association and the government should do well to extend all help and support in earnest, to further the league in other parts of the state too. Though our neihbouring states like Manipur, Mizoram and Meghalaya has leap frogged us way ahead in the developmental programme of football in their respective states, this initiative by the Kohima Town Club should not be taken as case of “too little too late”, but just the thrust that was required to propell our football to greater heights. Protest marches in Darjeeling as shutdown enters 10th day

People raise slogans as they participate in a mass rally to demand for separate state of ‘Gorkhaland’ in Darjeeling on Saturday. (PTI)

on June 26 and 27. Gurung, who surfaced i n p u b l i c y e s t e r d a y, addressed the media at the party’s stronghold at Patlebas and threatened to “fight till the end” for their one point agenda of Gorkhaland. Students stranded at several boarding schools were evacuated yesterday after the GJM gave a 12hour window till 6 pm to allow them to leave the hills safely. A case of murder, arson, assault on police personnel and conspiracy to incite violence was filed against Gurung and his wife Asha on June 17. The Calcutta High Court has directed that notice be served on Gurung by all means possible in view of a PIL challenging the indefinite bandh called by the party in Darjeeling. Gur ung said talks

It also sent a letter to Union Home Minister Rajnath Singh protesting Sikkim Chief Minister Pawan Kumar Chamling support of GJM’s demand for a separate Gorkhaland state and said it was “unconstitutional”.

Hills facing food crisis, says food minister

As the indefinite shutdown in the Darjeeling hills entered its 10th day today, West Bengal Food

and Supplies Minister Jyotipriyo Mallick said there is a “food crisis” as the GJM activists are not allowing trucks carrying food and vegetables to enter the hills. There is a shortage of food, vegetables and essential commodities in the Darjeeling hills as the GJM activists are not allowing trucks to enter the hills, he said. The whole public distribution system in the Darjeeling hills have “collapsed” as there is no supply of rice, wheat and other commodities and the GJM activists are also not allowing the PDS shops to open, the minister said after inaugurating a new Khadya Bhawan here in Nadia district. “There are some remote areas in Darjeeling hills where the poor people survive from the food items given in PDS shops. Due to the whimsical activities of a few people, the eight lakh inhabitants of the hills are in great distress,” Mallick said. There are 670 PDS shops in Dar jeeling, Kurseong and Kalimpong, he said. The minister said, “Bimal Gurung once had driven away Gorkha National Liberation Front (GNLF) chief Subhas Ghising from hills. Now the people will drive Gurung away from hills because of the food crisis.”

H1N1 claims 3 more lives in Mumbai; toll rises to 10 Mumbai, Jun 24 (PTI): Three more patients have succumbed to the H1N1 influenza virus in the city, taking the death toll to 10 this year, a senior civic official today. The three deaths caused by the air-borne disease occurred last week, the official said. The virus has now killed 10 people in Mumbai since January 1. With the monsoon beginning, the Brihanmumbai Municipal Corporation (BMC) is concentrating on preventing spread of the disease, he said. According to a BMC statement, there were 285 confirmed cases of swine flue this year in the metropolis. “Fluctuation in temperature and high moisture content in the air are conducive for the spread of H1N1 virus and therefore, people are advised to take preventive measures,” said the statement. Swine flu is a respiratory disease with symptoms that include fever, coughing, sore throat, runny or stuffy nose, body ache and fatigue. The financial capital has also reported scores of cases related to monsoonrelated diseases. Between June 16 and 22, Mumbai recorded 95 malaria cases, 201 of gastroenteritis, two of leptospirosis and one of dengue, said the statement issued by the Public Health Department of the civic body.

Farmers, whose crop loan has been restructured from 2012 to 2016 and who are still defaulters as on June 30, 2016, will get incentives up to 25 per cent of the crop loan or Rs 25,000, whichever is less,” he said. He added: “For 6 per cent farmers, the government will bring in an OTS (one time settlement) scheme, under which those who have debts of Rs 1.5 lakh, will get 25 per cent of the outstanding amount or Rs 1.5 lakh, whichever is less.” According to Fadnavis, although the decision would put a burden on the government, it take some tough decisions to tide over. “We are aware that a decision of this scale will have a bearing on the fiscal health of the state. To counter this, some tough decisions will have to be taken”.

He further said that all ministers, members of the state Legislature, Class-I officers, government employees, traders who are eligible to pay Value Added Tax (VAT), those people who are liable to file I-T returns from sources other than agriculture, have been exempted from the loan waiver decision.

Raipur, Jun 24 (PTI): Two security personnel were killed and five others injured, three of them critically, in two separate encounters with Naxalites in Chhattisgarh’s insurgencyhit Sukma district, police said. One naxal was also gunned down during the operation, they said. “While two district reserve guard (DRG) jawans were killed, five special task force (STF) personnel injured in two gun battles between a joint team of security forces and ultras under Chintagufa police station limits in the district,” Special DGP (antiMaoist operations) D M Awasthi told PTI. A composite squad of the STF, the DRG, the Central Reserve Police Force (CRPF) and its elite unit-CoBRA (Commando Battalion for Resolute Action) was out on the operation based on inputs about the location of Maoist hideouts in the interiors of Chintagufa, around 500-km away from here, since yesterday. He said although the agriculture loans per household in Maharashtra were almost half as compared to other states, the state government decided to announce the biggest loan waiver scheme. “The 7/12 land extracts of farmers having loans up to Rs 1.5 lakh will be cleared, thereby making around 40 lakh cultivators debt-free.

Ahmedabad, Jun 24 (PTI): It is important to learn the ‘Rashtra Bhasha’ (national language) Hindi as most people in the country speak this language, Union minister M Venkaiah Naidu said today. He also stressed on the promotion of ‘Matrubhasha’ (mother tongue) and lamented that too much importance was attached to English in the country. The minister was speaking at an event in Sabarmati Ashram here where he presented 100 volumes of collected works of Mahatma Gandhi in English to the Ashram. “Hindi as Rashtra Bhasha (national language) is very important, we cannot do without it...Most people in our country speak Hindi, so learning Hindi is also important...but we should be fluent in our mother language like Gujarati, Marathi, Bhojpuri...,” Naidu said.

New Delhi, Jun 24 (PTI): The government is likely to bring in an ordinance by next week to amend the SEZ Act to bring it in line with the Goods and Services Tax (GST), due on July 1. Silver also advanced by Rs 25 to Rs 39,075 per kg due to increased offtake by industrial units and coin makers. The new notices will also carry a five-point explanation about the new changes being made for the taxpayer with the ushering in of the Internet-based e-proceeding regime in the Income Tax Department. “As part of the e-governance initiative to facilitate conduct of assessment proceedings electronically, I-T department has launched e-proceeding facility. “It is a simple way of communication between the department and assessee, through electronic means, without the necessity to visit the income tax office for conduct of assessment proceedings. This taxpayer friendly measure would substantially reduce the compliance burden for the assessee,” the note says. However, the AO will have discretionary powers to call for additional documents and records and seek personal appearance of the taxpayer if there is a reason for him to delve deeper into the case and such a thing is not possible over the eproceeding communication link. The CBDT is also expected to soon implement the system of conducting the limited scrutiny cases via the ‘e-proceeding’ system through the official e-filing website.

network so that there is a seamless process of extending benefit to exporters. She was addressing exporters at an event organised by Federation of Indian Export Organisation (FIEO) in Mumbai. Exporters get duty/tax credit scrips under the incentive schemes. These are kind of certificates which can be used to pay duties including import taxes. Due to introduction of GST, “there will be low effect of duty on many items, reduction in cascading effects of multiple taxes despite the apprehensions felt by the EXIM (export- import) community, ultimately resulting in lowering the cost and making our exports more competitive,” FIEO said in a statement quoting Teaotia.

ments and testimonials to the assessing officer (AO) after his or her case is picked up for a threadbare examination after study of their tax returns. The department has said in the past that it only picks less than one per cent of the total I-T returns (ITRs) filed for examination under the long-drawn scrutiny process but this has still been a issue of grievance for many assessees. Each of the three, onepage notices, will bear the name of the assessing officer, their designation, telephone and fax number and now, their email id too. A taxpayer can use their account on the official e-filing website of the department (https:// incometaxindiaefiling.gov. in/, https:// incometaxindiaefiling.gov.in) or their personal email id to conduct their scrutiny assessment dealings with the AO. “The department wants itself to be seen as a facilitator for the honest tax paying public without him or her requiring to visit the tax office and conducting their dealing with the AO with ease of the click of a computer mouse. The e-proceeding is aimed to curb complaints of harassment and corruption in tax related issues,” a senior officer of the department said.

New Delhi, Jun 24 (PTI): Implementation of Goods and Services Tax (GST) from July 1 would help reduce cascading effects of multiple taxes, lower cost and make exports more competitive, a top government official said today. Commerce Secretary Rita Teaotia said the two main export promotion schemes - Merchandise Exports from India Scheme (MEIS) and Services Exports from India Scheme (SEIS) - will continue post GST implementation but would be aligned with the new indirect tax regime. The commerce ministry, she said, is reviewing the validity of the scrips and export obligation periods to make them more realistic and aligned with GST

New Delhi, Jun 24 (PTI): The CBDT has notified revised income tax scrutiny notices that will allow taxpayers to conduct their business with the taxman over the Internet without needing to visit the I-T office, hence reducing physical interface between them. The new format pertains to three types of notices that are issued by the taxman under section 143(2) of the Income Tax Act (scrutiny of tax return) and the Central Board of Direct Taxes, the policy-making body of the department, has told all field I-T offices in the country that “all scrutiny notices shall henceforth, be issued in these revised formats only”. “This has become necessary in view of board’s (CBDT) decision to utilise e-proceeding facility for electronic conduct of assessment proceedings in a widespread manner from this financial year,” the CBDT order, issued yesterday, said. town in Sichuan, said one of the officials in charge of rescue efforts. A family of three was pulled out alive from the rubble, the Mao County government said on its official Weibo page. The couple and their baby are being treated at the Mao County People’s Hospital, the post said. It did not provide further details on their identities. Chinese President Xi Jinping has ordered all-out efforts to save people buried in the landslide. Xi has ordered the State Council, China’s Cabinet, to send a work team to the site.

The provincial government has launched the highest level of disaster relief response and sent rescue teams to the site, state-run Xinhua news agency reported. More than 300 rescuers carrying excavation and lifedetection instruments were rushed to the site, said Tang Limin, spokesperson of Sichuan provincial government. Pictures posted by the People’s Daily newspaper showed bulldozers moving earth and large boulders as the rescue efforts continued. Local police told state broadcaster CCTV that the landslide had been triggered by

recent heavy rains in the region and that the situation was made worse by a lack of vegetation in the area. “There are several tonnes of rock,” police captain Chen Tiebo told the broadcaster, adding that, “It’s a seismic area here.” Roads in the county were closed to all traffic except emergency services. Landslides are a regular danger in mountainous regions of China, especially during heavy rains. In 2008, 87,000 people were killed when an earthquake struck Wenchuan county in Sichuan province.

London tower blocks evacuated as 27 buildings fail fire tests

but Grenfell changes everything,” Georgia Gould, Leader of Camden Council, said in a statement. “I don’t believe we can take any risks with our residents’ safety.” May said the local authority would be given all the means necessary to make sure people had somewhere to stay. Residents complained of first hearing about the evacuation from the media and getting very short notice to leave from city officials going door-to-door. Not all residents agreed to go, as they felt the evacuation was an over-reaction.

LO N D O N, J U N 2 4 (AGENCIES): British opposition leader Jeremy Corbyn has vowed to “try to force an early general election” after Prime Minster Theresa May lost her parliamentary majority, in an interview published Saturday. Corbyn’s Labour Party outperformed expectations in this month’s election, turning what was predicted to be a procession for May into a disaster, severely weakening her authority as Britain kicks off crucial Brexit talks. Corbyn told the leftwing newspaper the Daily Mirror that it was “ludicrous” to believe the Conservatives’ minority government could survive, and that his party “will challenge this government at every step and try to force an early general election.” A poll for the paper asking the public who would make the best prime minister has put Corbyn ahead for the first time, although other surveys have revealed little appetite for another vote after two tumultuous years for British voters. May’s party is currently in negotiations with Northern Ireland’s DUP to secure an informal parliamentary deal that would give it an effective majority. MPs will vote on May’s legislative agenda next week, and opposition parties have vowed to block her programme in what is traditionally seen as a test of confidence in the government.

The Dorney residential tower on the Chalcots Estate in north London is one of five towers where officials have promised to remove the cladding.

L O N D O N, J U N 2 4 (AGENCIES): Britain said 27 high-rise apartment blocks had failed fire safety checks carried out after the deadly Grenfell Tower blaze, including several in north London where residents were forced to evacuate amid chaotic scenes late on Friday. British officials have conducted tests on some 600 high-rise buildings across England after fire ravaged the Grenfell social tower block in west London on June 14, killing at least 79 people in the capital’s most deadly blaze since World War Two. The Department for Communities said 27 apartment blocks had failed tests, from London in the southeast to Manchester in the north and Plymouth on the southwest coast. Prime Minister Theresa May, who was forced to apologize for the govern-

ment’s initial slow response to the tragedy, said the authorities were now racing to establish what needed to be done. “In some cases it’s possible to take mitigating action,” she told Sky news. “In others it’s been necessary for people to move out on a temporary basis and that is what happened in Camden last night.” Some 4,000 residents of the Chalcots Estate in Camden, north London, were told to vacate their apartments on Friday after the Fire Brigade ruled that their tower blocks were unsafe. Emerging into the streets on a hot night, residents clutched children, pets and small amounts of clothing and food to try to find a bed in a local hotel or with family or friends. Many were directed to inflatable beds laid out on the floor of the local sports hall. “I know it’s difficult

Public anger

“It was farcical communication,” 21-year-old Daniel Tackaberry told Reuters outside a nearby sports center where the local council had laid out air beds. “You don’t get everyone to leave this quickly.” Several local councils said they were removing cladding from the facades of buildings that had failed the tests. In Camden, however, the London Fire Brigade found a number of faults, including concern about cladding, faulty fire doors and holes in compartment walls that could help a fire to spread. Gould, the Camden council’s leader, Gould, said it would take up to four weeks to repair the blocks that were evacuated. and that around 4,000 residents were affected.

DOHA, JUN 24 (AFP): Qatar said today that a 13point list of demands made by Saudi Arabia and its allies impinged on its sovereignty and failed to meet US expectations they be “reasonable”. The four Arab governments delivered the demands to Qatar through Kuwait on Thursday, more than two weeks after severing all ties with the emirate and imposing an embargo. The document has not been published but has been widely leaked and the demands are sweeping in their scope. They require Doha to join Riyadh and its allies in outlawing the Muslim Brotherhood, which it has long supported. They also require it to close Iran’s embassy and a base on its territory operated by its ally Turkey, as well as to shut Al-Jazeera television. Qatar is also required to end all contacts with opposition groups in the four countries -- Bahrain, Egypt, Saudi Arabia and the United Arab Emirates. In Qatar’s first response to the demands, government communications director Sheikh Saif bin Ahmed Al-Thani said on Saturday that they went far beyond the four governments’ stated aim of combating terrorism.

“They obeyed their evil and corrupt self-serving schemes managed from abroad whose aim is to destabilise the security and stability of this blessed country,” it said. The ministry did not name the group involved in the attack. The ultraconservative Sunni kingdom battled an al-Qaida insurgency for years and more recently has faced attacks from a local branch of the Islamic State group. Neither group immediately claimed involvement, though IS sympathisers online have urged more attacks as an offensive in Iraq slowly squeezes the extremists out of Mosul and their de facto capital of Raqqa in Syria comes under daily bombing from a US-led coalition. The disrupted attack comes at a sensitive time in Saudi Arabia. King Salman earlier this week shortcircuited the kingdom’s succession by making his son, Defense Minister Mohammed bin Salman, first in line to the throne. The newly appointed 31-year-old crown prince is the architect of Saudi Arabia’s stalemated war in Yemen against Shiite rebels. He has also offered aggressive comments about the kingdom confronting Shiite power Iran.

This Friday, June 23, 2017 photo released by Saudi Press Agency, SPA, shows the scene of a suicide bombing after a police raid in Mecca, Saudi Arabia.

RIYADH, JUN 24 (AP): A suicide bomber blew himself up near the Grand Mosque in Mecca as police disrupted a plot to target the holiest site in Islam just as the fasting month of Ramadan ends, Saudi security forces said today. The Interior Ministry said it launched a raid around Jiddah, as well as two areas in Mecca itself, including the Ajyad AlMasafi neighbourhood, located near the Grand Mosque. There, police said they engaged in a shootout at a three-story house with a suicide bomber, who blew himself up and caused the building to collapse. He was killed, while the blast wounded six foreigners and

five members of security forces, according to the Interior Ministry’s statement. Five others were arrested, including a woman, it said. Saudi state television aired footage after the raid yesterday near the Grand Mosque, showing police and rescue personnel running through the neighbourhood’s narrow streets. The blast demolished the building, its walls crushing a parked car. Nearby structures appeared to be peppered with shrapnel and bullet holes. The Interior Ministry said the thwarted “terrorist plan” would have violated “all sanctities by targeting the security of the Grand Mosque, the holiest place on Earth.”

Next IS leader likely to be Saddam-era officer BAG H DA D, J U N 2 4 (AGENCIES): If Islamic State leader Abu Bakr alBaghdadi is confirmed dead, he is likely to be succeeded by one of his top two lieutenants, both of whom were Iraqi army officers under late dictator Saddam Hussein. Experts on Islamist groups see no clear successor but regard Iyad al-Obaidi and Ayad al-Jumaili as the leading contenders, though neither would be likely to assume Baghdadi’s title of “caliph”, or overall commander of Muslims. Russia’s defense ministry said last week Baghdadi may have been killed in an air strike in Syria and Interfax news agency quoted a senior Russian parliamentarian on Friday as saying the likelihood that he had been killed was close to 100 percent. But armed groups fighting in the region and many regional officials are skeptical about the reports. “We don’t have any

Abu Bakr al-Baghdadi concrete evidence on whether or not he’s dead either,” U.S. Army Colonel Ryan Dillon, spokesman for the international coalition battling Islamic State, told a Pentagon briefing. Obaidi, who is in his 50s, has been serving as war minister. Jumaili, in his late 40s, is head of the group’s Amniya security agency. In April Iraqi state TV said Jumaili had been killed, but that was not confirmed. Both joined the Sunni Salafist insurgency in Iraq in 2003, following the U.S.-led invasion which Saddam and

empowered Iraq’s Shi’ite majority. They have been Baghdadi’s top aides since air strikes in 2016 killed his then deputy Abu Ali al-Anbari, his Chechen war minister Abu Omar al-Shishani and his Syrian chief propagandist, Abu Mohammad alAdnani. “Jumaili recognizes Obaidi as his senior but there is no clear successor and, depending on conditions, it can be either of the two (who succeeds Baghdadi),” said Hisham al-Hashimi, who advises several

Middle East governments on IS affairs. Baghdadi awarded himself the title of caliph the chief Muslim civil and religious ruler, regarded as the successor of the Prophet Mohammad - in 2014. Obaidi or Jumaili would be unlikely to become caliph because they lack religious standing and Islamic State has lost much of its territory. “They don’t belong to the Prophet Mohammad’s lineage. The group has no longer ‘a land to rule’ or ‘Ardh al-Tamkeen’. And none is well versed in Islamic theology,” said Fadhel Abu Ragheef, another Iraqi expert on the extremist group. “A caliph has to have an Ardh al-Tamkeen, which he rules in accordance with Islamic law. Failing that, the successor will just be recognized as the emir,” said Hashimi. Emir is Arabic for prince, and is a title that jihadists often use to describe their leaders.

Six killed, over 100 missing as landslide buries village in China

BEIJING, JUN 24 (PTI): At least six people were killed and over 100 others remained missing after a mountain village was today buried under tonnes of rocks following a massive landslide in southwest China’s Sichuan Province. The landslide from a high part of a mountain in Tibetan and Qiang Autonomous Prefecture of Aba hit Xinmo Village in Maoxian County at about 6 AM, blocking a 2 km section of a river and burying 1,600 metres of road. A side of a mountain collapsed following the landslide, triggered by heavy rains, burying 62 homes and a hotel under huge rocks. The Maoxian government said on its Weibo social media account that six bodies were pulled from the rubble while 112 people remained missing. State media had earlier reported that 141 people may have been buried but later the figure was revised. Nearly 2,000 rescuers, including soldiers, frantically scoured through the mud and rocks to find survivors. It is the biggest landslide in this area since the Wenchuan earthquake that killed 87,000 people in 2008 in a

Federer through to Halle Open final

Roger Federer returns a shot to Karen Khachanov during the semi final match.

HALLE, Jun 24 (Agencies): Top seed Roger Federer will challenge for a ninth Halle Open title after reaching the Wimbledon warm-up event final with a 6-4 7-6(5) victory over

rising Russian talent Karen Khachanov on Saturday. The 18-time grand slam champion, who captured the Australian Open, Indian Wells and Miami titles this year, skipped the

entire claycourt season to improve his chances of winning a record eighth title at the All England Club. Despite a shock exit from Stuttgart on his come-

back last week, Federer has improved in Halle and has not lost a set. The pair traded breaks in the first two games but Federer made amends by grabbing a second one to restore his advantage and clinch the first set on his second set point. The Swiss lured Khachanov to the net on several occasions, including at 4-4 in the second set and the Russian dumped a forehand volley into the net to give Federer two break points. But instead of serving out the set, the top seed was broken again and the Russian even held two set points at 6-5 before the world number five recovered and forced a tiebreak. He converted his first match point to reach an 11th Halle final.

Leeper breaks Pistorius record in 400 metres SACRAMENTO, Jun 24 (Agencies): Paralympic athlete Blake Leeper broke Oscar Pistorius’s record for the T43 400 metres at the US world championship trials on Friday. Leeper, a 27-year-old born without lower legs, competed in the men’s 400m semi-finals wearing carbon fiber prosthetic blades, finishing seventh in 45.25sec. Although the time was not good enough to advance him to Saturday’s final, it saw Leeper smash jailed South African ‘blade runner’ Pistorius’s mark of 45.39 set in Daegu, South Korea in August 2011. Leeper claimed a silver medal behind Pistorius in the T43 400m final at the 2012 Paralympic Games.

First ODI between India, WI abandoned Port of Spain, Jun 24 (IANS): The first OneDay International (ODI) match between India and West Indies here on Friday was called off due to incessant rain. Put in to bat, India were 199/3 in 39.2 overs before rain played the spoilsport. After the continuous rain, the match officials gave West Indies a revised target of 194 in 26 overs through Duckworth-lewis

method but after a long wait, umpires decided to call-off the match due to heavy downpour and wet outfield. Earlier, India got off to a solid start as opening batsmen Shikhar Dhawan (87) and Ajinkya Rahane (62) forged a 132-run partnership before the latter was sent back to the pavilion by pacer Alzarri Joseph in the 25th over. Skipper Virat Kohli scored 32 (not out).

Portugal enter Confed Cup semis Host knocked out by Mexico

Nani celebrates scoring his sides fourth goal with his Portugal team mates during the FIFA Confederations Cup Russia against New Zealand.

St. Petersburg, Jun 24 (Agencies): Portugal have progressed through to the semi-finals of the Confederations Cup with a 4-0 win over New Zealand. Cristiano Ronaldo, Bernando Silva, Andre Silva and Nani all got on the scoresheet as the Euro 2016 winners finished top of Group A ahead of Mexico, who claimed the runnersup spot after registering a 2-1 triumph over hosts Russia. Portugal went into the match knowing that victory would be enough to secure their place in the last four of the competition, while New Zealand were playing for pride after losing to both Mexico and Russia. However, it was the minnows who created the first clear-cut opportunity of the match with Leeds United forward Chris Wood forcing a decent save

out of Rui Patricio, who got down well to his left. Slowly but surely, Portugal began to gain control of the contest but it took until the 24th minute for Ronaldo to force a stop out of Stefan Marinovic with a header at the near post. With 12 minutes of the half remaining, however, Ronaldo gave Portugal the lead from the penalty spot after a foul by New Zealand’s Thomas Doyle gave him the chance to net from 12 yards. It did not take long for the European champions to double their advantage through Bernando Silva, who confidently found the back of the net after receiving a pass inside the penalty box. During the early stages of the second half, Portugal were dealt a blow when Pepe picked up a booking which will sideline him for the semi-finals, and they

were given a reminder that New Zealand were still active in the game when Wood saw a goalbound effort cleared off the line. However, as the encounter entered the final quarter, Portugal upped the tempo and Nani should have scored from close range, only to see Marinovic pull off a stunning save to divert the ball for a corner. Up the other end, Wood tested Patricio with a long-range drive but 10 minutes from time, Andre Silva scored Portugal’s third after he ended a lengthy run with a shot into the top corner of the net. It appeared that the scoring in Saint Petersburg had ended but in the first minute of added-on time, Nani found the bottom corner of the net from 16 yards to wrap up a convincing success.

British tennis player Evans tests positive for cocaine London, Jun 24 (IANS): British tennis player Dan Evans has said that he failed a drug test in April, testing positive for cocaine. T h e wo r l d N o 5 0 claimed on Friday that he had taken the recreational drug out-of-competition for reasons “completely unrelated to tennis”, the Independent reported. He called a press conference at a hotel close to Queen’s Club to announce that he had failed a drugs test. Earlier this week, he received a wildcard to play at the Aegon Championships but had to withdraw because of injury. The fact that his use of the drug was entirely recreational means

Dan Evans

he will likely escape the maximum sentence of fouryears for a positive test. In 2007, Martina Hingis served a two-year ban for testing positive for cocaine, while in 2009 Richard Gasquet was banned for a year. “This is a very difficult day for me and I wanted to come here in person to tell you guys face to face,”

Evans said. “I was notified a few days ago that I failed a drugs test in April where I tested positive for cocaine. It’s really important you know this was taken out-of-competition and the context was completely unrelated to tennis,” he said. “I made a mistake and I must face up to it. I do not condone for one second to anyone that this was acceptable behaviour,” Evans said. “I’ve let a lot of people down - my family, my coach, my team, sponsors, British tennis and my fans. I can only deeply apologise from the bottom of my heart. This has been an extremely sad and humbling experience.”

Russia have been eliminated from their home 2017 FIFA Confederations Cup at the group stage after a 2-1 defeat by Mexico in Kazan Arena. Goals from Nestor Araujo and Hirving Lozano either side of half time was enough to cancel out an Aleksandr Samedov opener for Russia. In a game of controversy, Russia were denied a first half penalty with the game still at 0-0 when Fedor Smolov seemed to be tripped in the box by Araujo. What was perhaps strange was Saudi Arabian referee Fahad Al Mirdasi pulled the game back a couple of minutes after the incident for it to be reviewed by the Video Assistant Referee (VAR). However, the official decided to stick by his original decision. Nevertheless it was Russia who drew first blood, Aleksandr Samedov finishing neatly to roll the ball left footed past Ochoa to open the scoring on 25 minutes. But the lead lasted just five minutes when on the half hour mark Araujo looped a header over Igor Akinfeev from a bizarre free kick awarded for hand ball. A Yuri Zhirkov red card when he picked up a second yellow for an apparent elbow didn’t help Russia’s cause and Mexico held on for the win. With the loss, Russia became the first Confed Cup hosts not to progress from the group stage of the competition’s current format.

Indian eves begin WC campaign with easy win

Derby, Jun 24 (PTI): India women’s cricket team launched their campaign at the ICC Women’s World Cup with a comfortable 35-run win over England, riding on superb batting display by the top-order, here Saturday. Put into bat, Smriti Mandhana struck a sizzling 90 off 72 balls in a dominating batting display

as India posted an imposing 281 for three after being asked to bat. Mandhana forged a 144-run opening wicket stand with Poonam Raut (86 off 134) before skipper Mithali Raj (71 not out) completed an unprecedented seventh consecutive half century in ODIs. India then returned to dismiss England for 246

with 15 balls to spare to make a resounding start to their World Cup campaign at the County Ground here. It is India’s first win over England in five years as they had all lost all six previous matches to the hosts. Chasing 282 to win, England failed to build partnership with middle-order

batswoman Fran Wilson (81 off 102) emerging as the highest scorer. Her run out proved turning point of the game since England looked crusing when she was at the crease. Off-spinner Deepti Sharma took three wickets for 47 runs. Tammy Beaumont (14) and Sarah Taylor (22) gave England a decent start adding 33 in 8 overs but Shikha Pandey removed the openers and Deepti Sharma dismissed Natalie Sciver (18) as England slipped to 67 for 3 in the 18th over. Heather Knight (46) and Wilson took the team across the 100-mark. But Knight was back into the hut in the 32nd over after being run out by Harmanpreet Kaur. Three overs later, Danielle Wyatt was caught and bowled by Sharma as England lost half their side. Wilson then in company of Katherine Brunt (24) tried to keep them in the hunt as the duo added 62 runs but both of them were run outs to dash England’s hopes.

India humble Pakistan 6-1 in World League Semifinals

India’s Ramandeep Singh celebrates scoring against Pakistan during the Men’s World Hockey League match at Lee Valley Hockey Centre, London on Saturday. (AP/PTI)

London, Jun 24 (PTI): India continued to torment Pakistan in the Hero Hockey World League Semifinals, hammering the arch-rivals 6-1 in a 5th-8th place classification match, here Saturday. Ramandee p Singh (8th, 28th) and Mandeep Singh (27th and 59th) struck a brace each while Harmanpreet (36th) sounded the board in the third quarter in India’s comprehensive victory in the match. Talwinder Singh (27th) was the other goalscorer for India. Pakistan pulled one back through Ajaz Ahmad (41st) in the third quarter. The win is India’s second in a row over Pakistan in the tournament after a 7-1 result in their first match. The Indians will

take on Canada in the 5th6th place match tomorrow. The first quarter belonged to India with play mostly restricted to the Pakistan half. Ramandeep put India ahead in the eighth minute when his reverse flick beat the Pakistan custodian. Akashdeep had a chance to double the lead four minutes later but it went abegging. He received a pass from Ramandeep, ran into the circle alone and had only the goalkeeper to beat but could not control the ball and ended up missing the goal. Talwinder though did not make the mistake in giving India their second goal as he deflected a rasping cross from Pardeep Mor from the right. India took the game

away from the arch-rivals in the second quarter with three strikes that handed India a 4-0 cushion at half time. Pakistan had hardly come to terms with the onslaught when Mandeep (27th) struck from the left flank as he lobbed the ball past the goalkeeper and the ball hit the bar before crossing the line. Leaving the Pakistani team in complete disarray, Ramandeep struck for a second time. SV Sunil sent a pass into the ‘D’ and a fully stretched Ramandeep just had to connect to send the ball into the goal. Harmanpreet converted a short corner to make it 5-0.
