for many years. Therefore, in order to cleanse elections of malpractices, they signed an agreement under the leadership of NBCC/Clean Election Core Committee. The signatories affirmed the fact that NBCC and political parties should work together in addressing the evils of elections. Therefore, to realize the objectives of the CEC guidelines, the political parties in Nagaland along with NBCC agreed to follow and practice the following principles, signed before God on June 22, 2017 at NBCC headquarters, Kohima: 1. Shall not buy votes with money. 2. Shall not insist/force Clan, Khel, Village, and
family to declare support for a particular candidate. 3. Shall not bribe the voters with money or materials. 4. Shall not distribute party money or provide party-based development work during election time. 5. Shall not distribute alcohol, drugs, or other intoxicants to voters. 6. our people. 17. Shall participate in the Common Platforms organized by the Clean Election Committee. 18. The signatories also acknowledged that the CEC initiated by NBCC aims to inculcate Christian values and principles into the democratic processes of the State. CEC plays an important role in awakening the conscience of the Naga people and helps them to see election as a moral and spiritual issue. In order to eradicate corruption in a so called Christian dominated society, election malpractices is one major area that need to be cleaned, the signatories stated. Earlier, in his keynote address NBCC president and convener CEC, Rev. Dr. Mar Atsongchanger said that with the changing time, one’s right and freedom were also shrinking day by day and challenged the gathering whether “we are really serious about the rights and liberties of the people.”
Congress-led opposition names Meira Kumar as Prez nominee
NEW DELHI, JUN 22 (AGENCIES): On behalf of opposition parties, Congress president Sonia Gandhi on Thursday announced former Lok Sabha speaker Meira Kumar as their presidential candidate. Kumar, a fivetime Member of Parliament, was elected unopposed as the first woman Speaker of Lok Sabha and served from 2009 to 2014. She is a lawyer and a former diplomat. This decision was taken in a crucial meeting of opposition parties which was attended by leaders of 17 parties. Prominent among those who attended the meeting held in the Parliament House Library were Congress president Sonia Gandhi, former PM Manmohan Singh and senior party leaders Ghulam Nabi Azad, Mallikarjun Kharge and Ahmed Patel, besides NCP’s Sharad Pawar and RJD’s Lalu Prasad. Left leaders Sitaram Yechury and D Raja, DMK’s Kanimozhi and National Conference’s Omar Abdullah also attended the meeting. Though Trinamool Congress’ Mamata (Cont’d on p-7) Banerjee, BSP’s Mayawati

While Derek O’ Brien represented the Trinamool, the SP sent Ramgopal Yadav and the BSP Satish Mishra. Other parties represented at the meeting included JD-S, RSP, JMM, Kerala Congress, IUML and the AIUDF of Assam. In the light of the above, ACAUT media cell said that it was left with no option but to reiterate that “the NSCN-IM does not want Nagaland people to enjoy fruits of development”. Further, ACAUT affirmed that any disturbances upon the firms/contractors working on the four-lane construction for Asian Highway-1 by any entity would be considered as a direct challenge to all Nagas. It also cautioned the contractors/firms to understand that the Naga people are watching the ongoing works with “great trepidation”- that quality should not be compromised under any circumstances. DIMAPUR, JUN 22 (NPN): Nagaland Contractors’ & Suppliers’ Union (NCSU) on Thursday informed that the issue in connection with the 4-lane road project work with the NSCN (I-M) was resolved on June 21. A press note issued by NCSU vice president, K.L. Setuo Rutsa and secretary Hoshito Assumi said that the NSCN (I-M) home minister called the NCSU officials for a meeting on June 21. During the meeting, the issue was thoroughly deliberated “for communication gap and misunderstanding between the two parties and amicably settled among ourselves.” In this regard, NCSU has informed that the 4-lane project work has been resumed from June 22.

DIMAPUR, JUN 22 (NPN): In a startling revelation, the State Power department has come out with a list of 100 defaulting government departments and PSUs who have failed to pay the electricity bills to the tune of Rs. 95597416 crore. Most of the defaulting offices are located in Dimapur and Kohima.
DIMAPUR, JUN 22 (NPN): Reacting to the statement of NPF president and chief minister, Dr. Shürhozelie Liezietsu “to support the candidature of BJP-RSS candidate for the Presidential election”, NPCC through its media cell said it was “unfortunate” that the NPF had hurriedly decided to support the BJP nominee. By doing so, NPCC said the regional identity of NPF has been given a final burial and that it was now the “full fledged proxy party for BJPRSS” in Nagaland. “Our belief, culture and way of life have been greatly compromised in the name of garnering benefits of development and good governance which is still a farfetched dream,” NPCC stated. NPCC said the NPF- BJP alliance was without any principles but based solely on petty benefits. Despite BJP calling “NPF 200% corrupt” and in return NPF calling BJP “anti-Christian party”, NPCC said they both continued to sail together in a rotten boat. With regard to election for the next president of India, NPCC said it would clearly define as to which side of the divide a political party would stand-- on two competing ideas of India. NPCC said the first was the one “bequeathed to us by the found-
Exclusive pol arrangement not our principle: Kitovi DIMAPUR, JUN 22 (NPN): GPRN/NSCN ato kilonser and convenor of the NNPGs Working Group, N. Kitovi Zhimomi has categorically declared that “there is no place for exclusive political arrangement for Nagas in the present context.” He said many stalwarts of the Naga political movement, who survived merciless factional killings and brutality of occupational forces, had succumbed to the ravages of time. Despite their great love for the Naga Nation, he said the reality was that “only their footprints remain to all inspire the living.” In order to have an honourable and acceptable solution for the people of Nagaland, Zhimomi asserted saying: “Government of India must look at the issues through historical lens since the Naga issue is only a political issue which requires political solution.” He urged GoI “to discard the dangerous notion that a solution, sans integration, granted to one faction would be acceptable to the rest.” Such baseless assumptions and theories could easily push Nagaland

Meanwhile, MIP also informed that N. Kitovi Zhimomi recently
met the spiritual guru, Sri Sri Ravi Shankar, founder of the Art of Living (AoL) in New Delhi. In a press note, GPRN/NSCN MIP said Sri Sri Ravi Shankar, who is also the founder of institutions such as Geneva based International Association for Human Values and World Forum for Ethics in Business, was well versed with the Indo-Naga political issue. MIP said Sri Sri stressed that political problems exist because of erroneous perception of history, culture, forcing differences of opinions, ideologies and wrong approach towards resolving issues. MIP said Sri Sri was of the opinion that resolving the protracted Indo-Naga issue required sincerity from both Government of India and Nagas. He encouraged the Nagas to be practical and pragmatic in their approach and that unity of body, mind and spirit was important. GPRN/NSCN said since reconciliation and unity of the Naga people was prerequisite towards any political settlement, the coming together of six NNPGs and the formation of Working Group (WG)
ing fathers” and framers of the Constitution which led to the establishment of a free India based on liberal democracy, equality of all faiths and pluralism. However, NPCC said this established idea of India was being challenged by the BJP government. NPCC pointed out that , as the Prime Minister Modi himself called, “New India”, this meant that “this New India was nothing but another term for Hindutva”. NPCC pointed out that the core principle of the Hindutva ideology was “one nation, one race, one culture” which translates into a Hindu Rashtra, an idea of India that the RSS had been working even before Independence. Stating that the country was at a crossroads since the established idea of India was being challenged by the new idea of India labelled in Hindutva package, NPCC said every election, in this backdrop, would turn into a battlefield for these two competing ideas of India. Maintaining that the ongoing presidential poll was no exception, NPCC said NPF under Dr. Shurhozelie had readily embraced the new idea of India which had nothing to offer our people except infringing on our rights and curtailing our liberties with each passing day.
Gandhi at the same venue. The Cong ress has stepped up its efforts to keep the opposition united as its top brass held discussions with the leaders of a host of other parties after the JD-U’s decision. Cracks had appeared in the opposition camp after the JD(U)’s surprise decision yesterday, as its chief Nitish Kumar was the one who had initiated the process for a joint opposition strategy on the issue. Sources said a contest for the country’s top constitutional post is on the cards as the majority in the opposition sees it an “ideological battle” that has to fought. The JDU-RJD coalition has come under severe stress as Nitish Kumar had announced support to BJP nominee RN Kovind. With Congress choosing Meira Kumar, daughter of late Babu Jagjivan Ram a Dalit strongman of Bihar against Kovind, Bihar chief minister Nitish Kumar finds himself in a tight spot. If he backs Kovind, Nitish faces backlash of Dalits in Bihar and if he changes his mind he will be shutting doors to central assistance.

Centre introduces software to catch ‘corrupt’ officers NEW DELHI, Jun 22 (Agencies): Seeking to cut delays and introduce transparency in departmental proceedings against bureaucrats for alleged corruption, the government on Thursday introduced an online software that will record all processes online and use cloud-based technology to provide an interface among all stakeholders. Minister of State for Personnel Jitendra Singh said the new system will expedite the departmental proceedings, thus ensuring that corrupt officers are brought to justice without delay even as the honest ones are spared undue harrassment and intimidation. The portal will initially be adopted in respect of IAS officers posted at the Centre but subsequently be extended to all All India Services officers as
well as Group A employees serving in the Central government. A DoPT release said the system will also involve the state governments in the later phases by covering All India Services officers serving in the states. The online system envisages use of cloud-based technology and provides interface to different stakeholders like the administrative ministry initiating the departmental inquiry, the cadre controlling authority, charged officer, inquiry officer, etc through separate modules. All documents required for the conduct of the inquiry will be stored online and authenticated through digital signature/e-signature. Further, all communication between the different stakeholders will be through the system with provision for email and SMS alerts.
The software also provides status of all pending cases on real time basis along with alerts for adhering to the timeframes indicated in the rule. The government had recently amended the All India Services (Discipline & Appeal) Rules to fix time-frames for completion of departmental inquiry (six months), filing of reply by the charged officer to the chargesheet and advice of UPSC. MoS Singh on Thursday said the system will enable monitoring of the departmental cases more effectively to complete inquiries within stipulated timeframes and fix accountability at different stages. The online system for monitoring of disciplinary proceedings will make the whole system transparent and cut delay, he said adding that it K Y M C

Manipur home guard staging demonstration demanding hike in their salary in Imphal on Thursday. (NP) Correspondent
IMPHAL, Jun 22: Home Guard personnel in Manipur commenced their indefinite protest demanding hike in their salary as per order of the Supreme Court of Indian. The Supreme Court on March 11, 2015, directed the State governments to pay home guards duty allowance at rates equaling the minimum monthly pay that the police personnel were entitled to. This directive should
be implemented in the next three months, the judgment had said. The High Court of Manipur, in an order passed on January 12 this year, had also directed Manipur government to implement the order of the Supreme Court within three months. However, Manipur gover nment has failed to implement the orders of the courts, alleged the Home Guard personnel who commenced their indefinite cease work from
today under the aegis of the Manipur Home Guard Employees Welfare Association (MHGEWA). The home guard association has been pushing for the implementation of the SC order in the state since April 8, 2015. To m a r k t h e commencement of their cease-work strike, home guard personnel took out a protest rally on the streets in Imphal before staging a sit-in-demonstration in Imphal’s Keishampat Junction.

Mosquito repellent coils worth Conclave to discuss Rs 13 lakh destroyed in Manipur land rights from June 24 Correspondent
IMPHAL, Jun 22: Imphal division of Customs Thursday destroyed large amount of ‘Godzilla’ mosquito repellent coils worth Rs 13 lakh in Imphal. The Godzilla mosquito repellent coil imported from Myanmar is widely used in Manipur even after it was banned in the state following a circular from the office of the commissioner of customs (Preventive), Shillong
(Meghalaya). Toxic chemicals which are harmful to human beings have been found in the mosquito coil Godzilla. Traders have been bringing this mosquito repellent from Myanmar in huge quantities and it became a household name in the state. The company Godzilla, Anti-Mosquito Products manufacturing plant was established in 2001, under the license of Myanmar Pesticide Registration Board, Ministry
of Agriculture. According to experts, the most common active ingredients in coils are various pyrethroids, such as allethrin, d-allethrin, pynamin forte and ETOC. Octachlorodipropylether (S-2) is sometimes used as a synergist or active ingredient and as such use of such coils exposes humans to the levels of bis-chloromethyl ether (BCME), which is an extremely potent lung carcinogen.

India raises questions about source of terror funding at UN
Syed Akbaruddin on Afghanistan, questioned where are these anti-government elements were getting their weapons, explosives, training and funding from. “Where do they find safe havens and sanctuaries? How is it that these elements have stood up against one of the biggest collective military efforts in the world? How is it that these elements collaborate with the world’s most dreadful terrorists in killing and brutalising the
Afghans?,” he asked. Akbaruddin’s remarks appeared to be a veiled reference to Pakistan, which is accused by both India and Afghanistan of supporting, training and funding terrorist groups. He also asserted that the international community should not differentiate between good and bad terrorists, as he admonished attempts to play one group against the other. “The Taliban, Haqqani Network, Al-Qaeda, Daesh, Lashkar-e-Toiba, Jaish-eMohammad and others of their ilk are all terror organisations, many of them proscribed by the UN. They should be treated like terrorist organisations with no justifications offered for their activities,” he said. With Afghanistan reeling from terror attacks targeting hospitals, schools, funerals, international development agencies and
diplomatic missions in recent months, Akbaruddin said such attacks “seem to be aimed at sending a message to a nation trying to stand on its feet.” “Clearly, the international community is dealing in Afghanistan with an adversary who is not averse to flagrantly violating international humanitarian and human rights laws; an adversary flush with resources, weapons and operational support; an adversary that has access to sanctuaries outside the sovereignty of Afghanistan,” he said. Akbaruddin lamented that the recent multiple crises inflicted on the war-torn country have again made Afghan territory attractive for criminal and terrorist groups, which seem well connected to international terror and crime networks that prey themselves on the resources of Afghanistan.
Over 3,500 babus under CVC probe for alleged graft New Delhi, Jun 22 (PTI): Over 3,500 corrupt officials are under investigation of Central Vigilance Commission (CVC). These officials - all of them from Group A (or Class I) - are working in different central and state government departments, and public sector undertakings. “A total of 3,500 cases of disciplinary proceedings against Group A officers are with the Commission,” CVC Secretary Nilam Sawhney said. These cases are at different level of proceedings as of now, she said. Sawhney said the CVC is taking both preventive and punitive initiatives to check corruption. As per a latest study conducted by anti-corruption watchdog, it takes about three years for the government departments to complete probe in corruption cases, she said. “Earlier study has found out that departments were taking as long as eight years to complete such probe.
NATGRID to get PAN, taxpayer data access New Delhi, Jun 22 (PTI): The NATGRID, a network aimed at sharing information about terrorists among security agencies, will now be getting access to the Income Tax Department’s PAN records and individual taxpayers’ data. The ambitious project conceived by the then Home Minister P Chidambaram during UPA II rule will soon be getting new powers to access tax payers’ information after it signs a Memorandum of Understanding (MoU) with the Income Tax department. According to an order issued by the Central Board of Direct Taxes, the department will share ‘bulk information’, starting from the Permanent Account Number (PAN) to the taxpayer’s name and all the individual data that it captures like father’s name, gender, date of birth, photograph and signature or thumb impression. The department will also share with the National Intelligence Grid (NAT-
GRID) all information available in the department’s database regarding residential and office addresses, addresses for communication, email addresses and phone and mobile numbers of all the taxpayers. The MoU with the NATGRID that functions under the Union home ministry will also include confidentially clause so that transfer of personal data is safe. As per data, while there are over 25 crore PAN holders in the country, the actual number of taxpayers is about 5 crore. The NATGRID, which is still in nascent stage, in different phases, will connect data providing organisations and users besides developing a legal structure through which information can be accessed by the law enforcement agencies. In the first phase, 10 user agencies and 21 service providers will be connected. Later, about 1,950 additional organisations will be linked in the subsequent phases.

by the Gorkha Janmukti Morcha (GJM), spearheading the indefinite shutdown, or any political party in the hills. The Congress, the CPI(M) and the BJP also stayed away from it. The home secretary said three political parties, including the ruling Trinamool Congress (TMC), and two development boards of the hills participated in the meeting. The other parties were not named by him. Asked about the absence of major parties at the all-party meet, he said, “We had invited all the par-
ties without any condition. Had they given their advice on how to bring back peace and normalcy, it would have been better.” De said, “The process will be on. We hope that they will participate in the future. Everybody wants peace. But peace will not return if one adopts a confrontationist attitude.” On the statement of the GJM and other parties that the indefinite bandh will be carried on till the security forces are withdrawn, the home secretary said, “It will depend on our assessment of the situation there.”
Mumbai, Jun 22 (PTI): Union Urban Development Minister Venkaiah Naidu today said seeking loan waiver has become a “fashion” now but it is not the final solution and should be considered in extreme situations. Farmers in Maharashtra, Madhya Pradesh, Haryana, Rajasthan, Punjab, Uttar Pradesh and Odisha recently protested over various issues concerning them, including the demand for waiving off their loans.
“Seeking loan waiver has become a fashion these days. But waiving off loans is not the final solution and it should be considered in extreme situations,” said Naidu, who was in the city for an event. He said farmers need to get good remunerative price for their produce and care should also be taken of those in distress. “Most importantly we should create adequate infrastructure and facilities like godowns, cold storage,
refrigerator vans, among others. Also, we will have to ensure that affordable credit is available to these farmers,” Naidu said. So far states like Maharashtra, Karnataka, Uttar Pradesh, Madhya Pradesh and Punjab have announced loan waiver. On the Centre’s proposal to sell state-run carrier Air India, Naidu said the government’s role is more of a facilitator and an administrator which should focus on
creating infrastructure. Finance Minister Arun Jaitley had earlier pitched for Air India’s divestment, saying it has a market share of 14 per cent whereas its debt is Rs 50,000 crore, following which the the Civil Aviation Ministry said it was looking at all possible alternatives to make the airline viable.
Govt assessing feasibility of different time zones New Delhi, Jun 22 (PTI): The Department of Science and Technology (DST) is conducting a study to assess the feasibility of having different time zones in the country. The study is being conducted to give “scientific inputs” on the matter, DST secretary Ashutosh Sharma said. Recently, Pema Khandu, the chief minister of Arunachal Pradesh, had demanded a separate time zone for the northeast. “The DST has been conducting studies on this, looking at what is the potential of energy saving if you have two different time zones,” Sharma said. “One can actually save energy because the sunrise and sunset timings are different (in the country), but the office timings are one across the nation,” he added. The study is also expected to cover the overall impact, especially on the transportation system. Leaders from the northeast region argue that a separate time zone, a long pending demand, would increase daylight savings and efficiency. One of the arguments is that early sunrise means that by the time they start their day, almost half the day has passed. This means an early sunset which requires extra use of lights in both homes, offices and public places, hampering the productivity. Similar is the case with the archipelagos of the Andaman and Nicobar and the Lakshadweep where sunrise and sunset timings are different from the mainland.

United Nations, Jun 22 (PTI): In a veiled reference to Pakistan, India has asked the UN member states to find the source from where the “antigovernment elements” in Afghanistan were getting weapons, training and funds to fight one of the biggest collective military forces in the world. “We see a growing tendency of treating violence in Afghanistan as a routine occurrence. Brutalities by terrorist and criminal networks are ignored under the label of anti- government elements or a consequence of a civil and political conflict. In doing so, we appear to be failing in asking some crucial questions,” India’s Permanent Representative to the UN Ambassador Syed Akbaruddin said Wednesday. Yoga dealership
oga is is a group of physical, mental, and spiritual practices or disciplines which originated in ancient India and in Sanskrit, the word yoga comes from the root yuj which means “to add”, “to join”, “to unite”, or “to attach” in its most common senses. Yoga has been practised in India since the pre-vedic ages. Yoga also is practised in its varied forms by different religions such as Hinduism, Jainism and Buddhism. It is mentioned that Swami Vivekananda introduced Yoga to the West in a big way and since then it continues to grow as a meditative therapy for the mind and body. However after the BJP under Modi came to power, Yoga has come to symbolise more than just an Indian invention gifted to the world. The Modi government has made Yoga its international splash and also ensured that Yoga Day was its celebrated event. The occasion that made yoga day an international event was after Modi on September 27,2014 made the proposal at the United Nations General Assembly. Then on December 11,2014 the UN general assembly declared June 21 as International Yoga Day since the day is the longest day and also considered an important day in many parts of the world. Coincidentally, June 21 is also the death anniversary of Keshav Baliram Hedgewar, the founder of the Hindu right wing Rashtriya Swayamsevak Sangh (RSS). No one can object to Yoga being observed in anyway and so if the world celebrates it on a particular day, it is certainly a proud moment for India. However, according to independent observers, the imagery used by various government authorities suggests the contrary. They accuse the government of creating confusions, especially between myth and history. They say that the push on Yoga to one side does not hide the motive of promoting an agenda. Of course, there will always be those who see things the other way and to observance of Yoga Day does not escape criticism It is felt that the government has turned Yoga Day into a mega event management exercise instead of focussing on more specific health related issues such as children malnutrition and mortality, tropical and other prevalent diseases, poor sanitation, providing safe drinking water, female health issues, rural health and food adulteration etc. The other point of criticism has been that Yoga Day being held on Sunday, considered a religious holiday for Christians and also making participation compulsory for government officials and schools. Celebration of Yoga Day involves time and resources for a one or two hour-spectacle that is also bereft of long-term planning for investment in health and well being of the people. Ministers and party officials of the ruling coalition seem to have made Yoga Day as their day for advertising the ‘achievement’ of the new breed a growing number of yoga gurus. Taking advantage of the Modi government’s Yoga push, there are also allegations that it has resulted in rise in gurus who are selling meditation for money. All in all, Yoga should be seen and understood as a non-political and non-religious activity for the individual. There is no need to promote Yoga because it has promoted itself but politicians love to ride on that.
DailyDevotion The Unchanging Law of Judgment With what judgment you judge, you will be judged; and with the measure you use, it will be measured back to you. —Matthew 7:2 This statement is not some haphazard theory, but it is an eternal law of God. Whatever judgment you give will be the very way you are judged. There is a difference between retaliation and retribution. Jesus said that the basis of life is retribution— “with the measure you use, it will be measured back to you.” If you have been shrewd in finding out the shortcomings of others, remember that will be exactly how you will be measured. The way you pay is the way life will pay you back. This eternal law works from God’s throne down to us (see Psalm 18:25-26). Romans 2:1 applies it in even a more definite way by saying that the one who criticizes another is guilty of the very same thing. God looks not only at the act itself, but also at the possibility of committing it, which He sees by looking at our hearts. To begin with, we do not believe the statements of the Bible. For instance, do we really believe the statement that says we criticize in others the very things we are guilty of ourselves? The reason we see hypocrisy, deceit, and a lack of genuineness in others is that they are all in our own hearts. The greatest characteristic of a saint is humility, as evidenced by being able to say honestly and humbly, “Yes, all those, as well as other evils, would have been exhibited in me if it were not for the grace of God. Therefore, I have no right to judge.” Jesus said, “Judge not, that you be not judged” (Matthew 7:1). He went on to say, in effect, “If you do judge, you will be judged in exactly the same way.” Who of us would dare to stand before God and say, “My God, judge me as I have judged others”? We have judged others as sinners— if God should judge us in the same way, we would be condemned to hell. Yet God judges us on the basis of the miraculous atonement by the Cross of Christ.

ocated at the tri-junction of three great civilizations of the world i.e. Hindu India in the west, Communist China in the north and Buddhist Burma in the east is the post-second world war political frontier thinly populated by the tribal Nagas, whose stakes and its influence has determined the relationship between three big Asian countries – India, China and Myanmar and its foreign policy for the last seven decades. Described as “Asia’s most volatile frontier” by Swedish journalist Bertil Lintner in his book “Great Game East”, this frontier is also the birth place of a legendary Naga Christian revolutionary leader called Shangwang Shangnyu Khaplang whose name dominates the politics played out by the three neighbours in its effort to contain each other and to control the region. Baba, as he is popularly known among his followers, in his lifelong quest to establish free sovereign Naga nation by liberating his people from the control of India and Myanmar had a long list of achievements to his credit. Post-mortem Dilemmas for engineering aspirants: why NIT Nagaland?
ith the emergence of unauthentic educational institutions (including technical educational institutions) on one hand and well advertised institutions offering scholarships, discounts and other privileges, it is pertinent to consider few dilemmas. As anxious parents, guardians, well-wishers, and friends and as successful engineering aspirants in Joint Entrance Exam (JEE), teeming with excitement, confusion and a mixture of both, here are few dilemmas pertaining certain misconstrued ideas and avertable errors. Firstly, what is NIT Nagaland? National Institutes of Technology (NIT) Nagaland is one among 31 other centrally-funded government engineering institutes in India. Along with Indian Institute of Technology (IITs) – the top notch engineering institution in India, NITs are recognized as Institutes of National Importance, by the Government of India. Pertinent to discussion at hand are the following dilemmas: Private vs. government funded institution dilemma It is rather indisputable that private schools and colleges/institutions fare much better in terms of overall quality of education in India. By and large it is true for Nagaland. Privately owned institutions are well known for having better facilities in terms of learning and more professional teachers and efficient administration and academic policies. Hence, the overall performance result is there for us to verify. If at all government owned schools and colleges are favored, it is for reasons like; cheaper tuition fees and sometimes even for an easier escape route to have a degree for some wards. Now, it is in this mindset that one may find it difficult to understand that the scenario in technical institutions in India is almost completely opposite. Centrally-funded government engineering institutes in India

bears all the qualities of the above private schools/colleges and the vice-versa. Graduates of government funded institutions (e.g. IITs & NITs etc) stands better chance in terms of recruitment by both government and private employers. It is so, as a result of Government of India’s priority given to IITs, NITs etc in terms of quality, rigor both at the undergraduate, Post-graduate/research level. This is true, from the inception of the technical institutions in India and the privilege these institutions gets to be equipped infrastructural and equipment-wise etc. Hence, our impression on government owned technical institutions (such as IITs & NITs) should not be marred or conditioned by our knowledge about government schools and colleges as we see around. To start off with, stakeholders needs to differentiate between centrally funded technical institutions (such as IITs, NITs, IIITs, GFTIs), state government funded and private funded technical institutions in India today. This will save many from career jeopardy and unwanted lures. Home state vs. studying outside dilemma This is a persisting dilemma among youngsters whose choice of educational institution outside one’s home state is based on getting ‘exposure’ and sometimes out of peer pressure/ ignorance etc. Perhaps, this trend needs to be rather critically analyzing given today’s scenario where things have changed. Take for example, NIT Nagaland at present is a Mini-India in terms of the student’s admixture academically and culturally. It is so, since seat allocation at NITs happen at the national level called Central Seat Allocation Board (CSAB) where individual institutions has no control in terms of preference or policy of students selection. Hence, students from different parts of the country are mandatorily allocated seats in
different regions of the country. And this will only increase with the international student add-ons in the near future as policy laid down in NIT council. Therefore, choices to pick private institutions over government institution (like NIT) for the sake of ‘exposure’ outside one’s home state needs to be examined. This of course, in no way discourages students from studying in better NITs or IITs outside Nagaland. Home state quota vs. ST quota dilemma Home state quota is a form of quota given to respective states where NITs are established. For NIT Nagaland, it was introduced with its establishment in the year 2010. This also means quota for engineering students to other NITs sent through Government of Nagaland is stopped and in lieu of this, 50% reservation of the total seats in NIT Nagaland is been given to Nagaland students (students passing out 12th standard from Nagaland). This, in effect gives huge advantage to students from Nagaland to study in NIT Nagaland with comparable facilities to other NITs around the country. This Home state quota is over and above ST quota which an engineering aspirant student from Nagaland cannot avail besides NIT Nagaland. Conversely, home state quota for Nagaland is not eligible for Nagaland students who pass their 12th standard from outside Nagaland. Familiar intuitional name vs. NITs (NIT Nagaland) This dilemma perhaps is compounded especially for North Eastern States of India (besides Assam who has both IIT and NIT from recent past). However, in a typical south Indian home/school, children by their middle school are conscious of these technical institutions and are geared up for coaching and extra classes to get into IITs/ NITs through Join Entrance Exam (JEE). For example, in Nagaland,
Selective tirade by confused mind
NIIT is a household name whereas many parents and engineering aspirants alike are not aware of NIT Nagaland. Similarly, we see good numbers of private technical institutes and universities which have mushroomed over the years which are catering to Nagaland students – outside Nagaland. These institutions invariably does better marketing and adverting. Whereas, centrally owned government institutions (like NITs) do not consider advertising a prerogative. Therefore, rather than going by familiar institutional name and acquaintance thereof, it is pertinent to consider long term benefits and the value of the institution through proper consultation and verification. Few specifics With these dilemmas in mind, NIT Nagaland has opened (along with other 31 NITs all over India) an institutional Help center for all engineering and architecture aspirants for the year 2017. Registration and filling of choices for different NITs, IIITs, GFTIs is open from 15th June 2017 to 26th June 2017 17:00 IST. Hence, aspiring candidates are encouraged to avail the same assistance at NIT Nagaland. All eligible candidates with valid JEE rank needs to register on or before 26th June 2017 17:00 IST. Those intending candidates filling up choices from their respective home and other locations are requested to bear in mind that FILLING OF CHOICES is NOT ALTERABLE once it is locked. Therefore, outmost care ought to be taken in choosing and filling the entry in descending order of preference. Top-most being the most desirable option. It may also be mentioned that candidates can fill in as many choices but each and every choice should be well examined in line with the tidbits and dilemmas discussed here and more. The ‘great game east’ in post-Khaplang era
map of the world, unite his people with the mainstream Nagas, earned the trust and confidence of one of the most powerful ethnic group in Myanmar, the Kachins and provide refuge to many “insurgent” groups from Northeast India and making them his strong allies. The death of Khaplang on 9th June 2017 marks an end of an era as the curtain came down on his 52 years old eventful career as a revolutionaries changing the political history of his region as well as the whole of Northeast India and putting the Nagas on the path of liberation. His passing will have a great impact not just for Naga national movement but also for the future of the outfits from northeast India who would now have to look for a new leader for support. In post-Khaplang geo-political scenario, how India would engage with the new leadership of this Naga political group, and how China and Myanmar will respond to India’s new rule of engagement with the Nagas. Would China stop aiding North-eastern “rebels” including Nagas as being allege and would Myanmar finally agrees to India’s request to take action against the so called
Indian rebels taking shelter in the land. The longstanding allegation by mainstream Indian media and Indian authority that China are aiding North-eastern “rebels” in their fight against India cannot be a matter of surprise for anyone who know the politics of Indo-China relation vis-a-vis northeast India if it turn out to be true, for in doing so would help China to checkmate its neighbour for sheltering China’s political rival Dalai Lama and allowing the Tibetan spiritual leader to established governmentin-exile in India. The tragic irony is that while India always project itself as the champions of human right and freedom by using Dalia Lama on the other hand for the last seven decades religious minorities, ethnic groups and Dalits continue to suffer at the hand of the majority group, and they are using military means to suppress the political aspiration of the tribals of Northeast India. This is India’s double standard in diplomacy at its peak. This suppression had force ethnic groups of Northeast to pursue arm struggle against India by taking refuge in foreign country. As long as
India harbour Dalai Lama and provide him political space for campaigning Tibetan cause, it has no right whatsoever for complaining to China even if China has to aid Indian “insurgent groups” in its attempt to liberate (not secede) from India. Beijing is not expected to change its position of opposing India’s act of generosity of accommodating Dalai Lama which is viewed as interfering in China’s internal politics. The possibility of China’s using North-eastern outfits as a proxy to counter India in future cannot be ruled out. In all likelihood, it would also be in the strategic interest of Myanmar to remain docile to the activities of Naga organisation and its allies operating in their own territory. A unique peace process initiated by Naypyidaw in 2015 whereby government had decided to hold talks with all rebel ethnic groups together instead of engaging them separately. Accordingly a Nationwide Ceasefire Agreement (NCA) was signed in October 2015 with eight armed groups. However more powerful groups like Kachin Independent Organization (KIO),
Arakan National Council (ANC), and Karen National Union (KNU) opted out of the peace process. With Naypyidaw desperately trying hard to persuade these groups to join the peace process, any arm confrontation with Kachin allied Nagas and its allies will definitely upset their plan at this crucial political juncture. And Nagas too are in official ceasefire agreement with Myanmar and had even participated in the peace talk although they didn’t take part in NCA, and therefore in no way can Naypyidaw initiate action against the Nagas and its allies. New Delhi’s pressure on Myanmar may increase in the coming years, but taking action against Indian rebels operating in their backyard would never be among Myanmar’s priority. Rather extending its power to this Naga territory would suit their national interest because of the strategic importance this northern Sagiang region serves. And this can be achieved only through peaceful engagement and not by arm confrontation. Regardless of who assume the role of new leader of NSCN/GPRN, the chair left behind by SS Khaplang
Overcoming pride and negative attitude
here are certain times and situations when you’ve felt so “DIRTY and ICKY” that you couldn’t fathom how the Lord could still love you. It’s just a fact that we’re all “dirty & icky, all of us”. But God doesn’t look on our sin. He is perfect & He cannot accept sin. When He looks at us He sees Jesus, who as a mediator gets us through to God. And though we are dirty & sinful, we realize that we would not be too sinful for Jesus, nor would be overexcited. Jesus paid the price and took all our dirtiness & our imperfections, & our sins on Himself. The degree of our sinfulness doesn’t really matter
to the Lord; everybody’s dirty or icky. And if salvation and God’s blessings were dependent on our own righteousness, then we are all too dirty for God. But thanks to Jesus we don’t need to worry about it or feel that it keeps us from God. However, we can not base whether we are close to God or whether the Lord loves us on our filthiness...it doesn’t matter how awful we are. Leaving to the readers to exercise their grey-matter and glean knowledge and understanding ( if they find anything of value in today’s the on the afore-cited matter of “NEGATIVE THINKING”, allow me to switch on to another sub- topic, ie ‘Pride” which,
together with Negative attitude forms a deadly combination... and could harm or ruin family life, as well as personal life, and even cause ultimate/sudden demise of dear, near and far ones: *MANY OF us today have trouble taking correction although we all know that we need it and deserve it. *IF OUR spirit are submissive we can take correction a lot easier because we won’t fight against its will. *THE LORD uses chastisement & correction in order to make His children understand and strive harder to cope with the times. But, What’s it that keeps us from obeying...? What is it
that holds us from submitting ourselves to God? What is it that makes us rebellious, defiant, & resentful? What causes that refusal to surrender... I THINK WE can say if we prevent correction or don’t like it or are rebellious against it, that its usually BECAUSE OF PRIDE . Having overcome Negative attitude, Pride, and Selfrighteousness, any believer would himself in a much better and secure position against his adversary. As sinner as I am, I pray that God’s protective angels keep good watch over us @ Anytime, any day. A. Anato Swu, Satakha, Zunheboto

he continuing tirade against NPCC by person called Kahuto Chishi Sumi who identifies himself as Akukau (GB) of Hevishe Village is bereft of truth and exposes his hollowness arising out of know all attitude without an iota of common sense. Kahuto may call NPCC leaders incompetent or whatever he wishes, but facts cannot be distorted to suit his way of thinking. Our people and the society are in shambles because of people like Kahuto who keeps barking at the wrong tree. His preference for NPF government is his individual choice but that does not give him the leeway to behave like mouthpiece of the NPF. Further reminding Kahuto that Nagaland is not what he presumes by being the GB of Hevishe Village. The people who know him are well aware of his physical and mental capabilities. His mocking of ‘Gau Rakshaks’ promoted by BJPRSS through print media and days later declaring his preference for NPF-BJP government in the state is a manifestation of his confused state of mind. Since Kahuto has declared that he is moving on to the virtual world of social media like Naga Mirror rather than engage in further debate with Congress, we wish him all the best since it is learnt that he has been repeatedly shunted out from many social media groups on facebook and whatsapp due to his know all and venom spewing attitude. will remain a source of great political interest for the three great powers and this tri-junction frointer will continue to be among the main theatre where the contest for supremacy in Southeast Asian will take place and fight among these three nations in the coming decades. For the Nagas, however, its political aspiration will not be affected by the balance of power shape by these three competing Southeast Asian giants that is affecting the whole region. The followers of Khaplang, including the potential successor, are expected to remain intact as they belong to the same order that Khaplang represent. Hence no major change in its organisation and its policy is forthcoming for atleast next decade. Having friendly nations supporting the Naga cause in one thing, nevertheless, the legitimate right of the Nagas for a sovereign nation which is based on history will be earned. Nagas will continue to live the legacy that is left behind by many great legendary freedom fighters including SS Khaplang. Nsungbemo Ezung, Wokha Town, Nagaland
Reader’s Post Do something about the roads Sir,
Need we elaborate on the difficulties faced by the road condition in Dimapur. There are areas which are so difficult to ply and with the rain visitations now and then, there is no greater nightmare than tackling the pathetic roads on a daily basis. It is so frightening to think of school buses manoeuvring these potholed roads. Please do something about the roads. matters have to India, ASEAN working on beIndo-Pak resolved bilaterally: MEA regional security: Swaraj New Delhi, Jun 22 (PTI): India is working with ASEAN to evolve “regional security architecture” in the Asia Pacific with the aim of finding collaborative solutions to emerging and non-traditional challenges, External Affairs Minister Sushma Swaraj said Thursday. Discussing various aspects of India’s strategic partnership with the powerful bloc, Swaraj said ASEAN-India trade was back on track after two years of slow growth with an increase of 8 per cent in 2016-17. In her address on IndiaASEAN partnership at the Research and Information System, a think tank, the minister listed terror financing, arms smuggling, human trafficking, money laundering and cyber crime as major challenges facing the region. India and ASEAN, she added, had been working to combat them. “India has been working with ASEAN towards evolving regional security architecture in the Asia Pacific that hinges on emphasising the peaceful settlement of disputes, finding collaborative solutions to emerging and non-traditional challenges, and support for the centrality of ASEAN.” Enhancing maritime cooperation and security had been an area of focus for both ASEAN and India, she said. Discussing economic ties, she said the bloc had become India’s fourth largest trading partner, accounting for 10 per cent of total

trade. According to Swaraj, India was actively engaged in Regional Comprehensive Economic Partnership negotiations involving ASEAN and its six FTA partners, which, when finalized, would be the largest regional trading arrangement, accounting for about 40 per cent of world trade. “After almost two years of slow growth, ASEANIndia trade is now back on track with an increase of 8 per cent in 2016-17 and with India’s exports to ASEAN having increased by almost 20 per cent in 2016-17,” she said. Connectivity, the minister felt, was a “huge enabler” for stimulating trade and investment as well as to ensure peace and stability. “We recognise that the single most important ingredient that can make a qualitative shift in our economic engagement with ASEAN is a major boost towards infrastructure and connectivity, both within India and in the North East in particular, and with ASEAN.” The external affairs minister said efforts were
on to enhance connectivity by land, air and sea to transform the corridors of connectivity into corridors of economic cooperation. “For enhancing digital connectivity, specific proposals have been put forward, involving the setting up of a regional highcapacity fibre-optic network, supplemented by national rural broadband networks and digital villages in remote areas.” Highlighting India’s Act East policy, she said various communities of the North East share “ties of blood and history” with ASEAN countries. “The North East is a ‘natural partner’ in India’s Act East Policy.” Swaraj also talked about India’s cultural links as well as the influence of Hinduism in some ASEAN nations. “Thailand incorporates significant elements from Hinduism in its architecture, arts, sculpture dance, drama and literature. The Cham temple complex of My Son Wat in Vietnam is dedicated to Bhadreshvara, an incarnation of the Lord Shiva. “The magnificent Angkor Vat in Cambodia was originally built as a Hindu temple dedicated to the Lord Vishnu. “The Vat Phou temple in Lao PDR, Ananda temple in Bagan, Myanmar and the Borobudur Buddhist temple in Indonesia are examples of the influence of Hindu architectural principles,” she said.
New Delhi, Jun 22 (PTI): India today affirmed that bilateral issues between India and Pakistan will have to be decided “bilaterally”, reacting to suggestions by UN chief Antonio Guteress that he is engaged in bringing about a dialogue between the two neighbours. External Affairs Ministry spokesperson Gopal Bagley told reporters he was aware of the remarks made by Guteress that he has raised the issue during his meetings with Prime Minister Narendra Modi and his Pakistani counterpart Nawaz Sharif.
“I have seen the reply which has been reported in the media. Essentially the secretary general asked a question in response to a question... Bilateral issues have to be decided bilaterally and the UN secretary general has been made aware of that position,” Bagley said. Addressing reporters at his first press conference at the world body’s headquarters since assuming office in January, Guterres recently said that he is engaged in bringing about a dialogue between India and Pakistan to resolve the Kashmir issue.
Larger bench to hear plea of death row convicts: SC
New Delhi, Jun 22 (PTI): The Supreme Court Thursday said that a three-judge bench would decide whether death row convicts can approach it again challenging their proposed hanging even after exhausting all their legal remedies. A vacation bench comprising justices D Y Chandrachud and S K Kaul fixed after summer holidays the pleas of death row convict Babu alias Ketan and another seeking a stay on their hanging. Senior advocate Salman Khurshid sought urgent hearing on the plea saying that their mercy petitions have already been rejected by President Pranab Mukherjee on May 25 and death warrants could be issued anytime. The bench responded by saying that the moment such petitions are filed in the apex court by the condemned prisoners, the prison authorities are intimated by the registry about such filing, ruling out the possibility of execution. Dealing with legal aspects, the court said that in the past, three-judges bench has been hearing such matters which include the question as to whether such convicts can file fresh writ petitions against the capital punishment after the dismissal of their appeals, reviews and curative pleas by the apex court. Khurshid said that the convicts have challenged the Supreme Court rules which permit summary dismissal of appeals of convicts in death row cases.
7 18-pt agreement inked for clean polls
(From p-1) He said even though Nagaland was a 99% Christian state, families were disturbed, rights were taken away and that all these were signs that liberty being at stake. Dr. Atsongchanger said CEC should be a wakeup call for those who claimed to be more educated and dynamic than their forefathers. He recalled that since 1964 election, Nagas have made more enemies between friends, relatives, neighbours and within the village as well. He also highlighted that in the last election approximately Rs. 937 crores was spent by various candidates. If such was the case, he said how could anyone expect good roads or any other development in an educated society?. He also maintained that corruption would exist as long as politicians want to be in power but things would improve if politicians focus commitment on serving their people. He made a clarion call to “change ourselves” and appealed to all to apply the Christian principles into action. NBCC general secretary, Rev. Dr. Zelhou Keyho in his introductory note said there was need to put concerted efforts to find ways and means and develop the strategies and strengthen each other without becoming discouraged. He said in a democratic society, election was the process of electing one’s representatives to power to rule over the affairs of the government and the people. However, when the ideals of democratic electioneering process are abused, the result becomes devastating, he added. Rev. Keyho informed that for four decades, NBCC
took the responsibility to address the election system that had gone wrong, but the long term vision was now subdued and made to tremble with short term gratifications. For once, Rev. Keyho said people need to stop pointing fingers at each other and rather try to resolve the issue and to be positive. While not denying that the clean election campaign was an uphill task particularly for 2018 Election, Rev. Keyho however urged all to give 100% concerted effort. “If the Church fails we all fail and if politicians fail to abide by what is right to do Nagas will all be the loser,” he cautioned. Re presenting NPF, working president Apong Pongener extended support to the CEC movement, stating that election was the root of all corruption. He suggested working out modalities, forming a neutral party with the support of all the political parties to make CEC a success. BJP representative M. Chuba Ao opined that Aadhar must be linked with biometric and also insisted that there should be common platform organized by the Church in all villages so that the villagers could understand which candidate can be their asset. NPCC representative G.K Zhimomi said defective electoral roll was the mother of all corruption and said unless “we take moral
responsibility to purify the e-roll, it would be difficult to clean the system.” Nagaland Congress member Z. Lohe endorsed the view of cleansing the e-roll, to remove all foreign voters and also opined that any action plan of NBCC must be synchronized with the Election Commission. D P P m e m b e r D r. Chumben Murry while acknowledging the effort of NBCC also confessed that as candidate, he was compelled to resort various activities in order to get votes. This he said was all because of the system that was already in place. Dr. Murry also endorsed for purification of the e-roll and also urged CEC to reach out to every nook and corner of the state. JDU representative insisted that in order to make the CEC movement successful, tribal hohos and student bodies needed to join hands. He said proper guidance, information and direction should reach out to all church leaders in all the villages. AAP representative urged all to continuously lead the society for a better tomorrow and challenged the political party leaders to be role models for change. Meanwhile, Er. Mongkum spoke on “Why I Choose to Support CEC” which was followed by discussion and prayer for the political parties. The second session was held with denominational leaders.

The event was organized by Entrepreneurs Associates Kohima supported by Tata trust. Addressing hundreds of young entrepreneurs, social entrepreneur and CEO (coordinator) Entrepreneurs Associates Neichute Doulo said that there was an urgent need to redefine the branding of Manipur and Nagaland states from being labelled as land locked states. He therefore, challenged the upcoming entrepreneurs from both the states to create opportunities in our own land to prove the critics wrong.
He said Manipur and Nagaland are in-land trade routes for SAARC and ASEAN economies and that should benefit the people. He expressed hope that the meet would open a new beginning to move forward for better relationship and exchange of business. approval. A high-level committee headed by the Finance Secretary, Ashok Lavasa had on April 27 submitted its report to Finance Minister Arun Jaitley. The Empowered Committee of Secretaries has reportedly given its view in favour of AK Mathurled 7th Pay Commission recommendation, regarding decrease in house rent allowance (HRA) by 2-6 percent depending on type of cities. The 7th Pay Commission headed by AK Mathur had earlier proposed the rate of House Rent Allowance (HRA) at 24 percent, 16 percent and 8 percent of the Basic Pay for Class X, Y and Z cities respectively. The Commission had also recommended that the rate of HRA will be revised to 27 percent, 18 percent and 9 percent when DA crosses 50 percent, and further revised to 30 percent, 20 percent and 10 percent when DA crosses 100 percent.

New Delhi, Jun 22 (Agencies): The Narendra Modi Cabinet is likely to put an end to year-long wait of central government employees for allowances, including HRA (House Rent Allowance) by taking final call on the proposal in its next meeting on June 28. Earlier, the Union Cabinet was expected to give its nod to the proposal this week but it got delayed due to Finance Minister Arun Jaitley’s three-day visit to Moscow beginning June 21. He will back in the country by June 25. If the Cabinet takes final call on June 28 then the central government employees will get revised allowances from July month salary. As per sources, the Cabinet will take final decision on E-CoS’ proposal on June 28. world, in which complexities such as multiplicity of taxes and cesses, multiplicity of rates, multiple compliances, and cascading of taxation will be removed,” the release said. GST is a shining example of national integration and of fiscal federalism at its best, it added. “It is a testimony to the working of India’s federal democracy. It has been made possible because of close cooperation between the Central Government and all the State Governments as well as all political parties,” the government said.

RBI had set up an Internal Advisory Committee (IAC) for such cases that may be considered for reference for resolution under the IBC, under which the 12 accounts were identified with fund and non-fund based outstanding amount greater than Rs 5,000 crore as of March 31, 2016. These measures were announced by RBI following an ordinance giving it wide-ranging legislative powers to fight NPAs. The ordinance authorised RBI to issue directions to banks to initiate insolvency resolution process in the event of a default under the provisions of IBC. RBI has been equipped with powers to specify one or more authorities to advise banks for dealing with the problem of NPAs which, as per the Ordinance, “have reached unacceptably high levels and urgent measures are required for their resolution”.
New Delhi, Jun 22 (PTI): The Centre Thursday expressed gratitude to chief ministers for their cooperation in the introduction of “game-changing reform” GST, which is set to be rolled out from July 1. The new indirect tax regime will be rolled out on the midnight of June 30 and make India a single market for seamless movement of goods and services. “This game-changing reform will result in significant ease of doing business as well as reduction in the overall tax burden on the consumers and the common people,” said an official release after the Cabinet meeting chaired by Prime Minister Narendra Modi. The Cabinet passed a resolution expressing gratitude to chief ministers of states and others for their cooperation in introduction of the Goods and Services Tax, it said. “GST is the biggest tax reform in independent India. sible, the sources said. In cases where a viable resolution plan is not agreed upon within six months, banks would be asked to file insolvency proceedings against the defaulters under the IBC, sources added. The banking sector is saddled with NPAs of over Rs 8 lakh crore, of which Rs 6 lakh crore is with public sector banks (PSBs). The 12 identified cases account for 25 per cent or about Rs 2 lakh crore of NPAs. IBC has defined timeframe for the resolution and there is 14-day time period for admission or rejection of a case by National Company Law Tribunal. After a case is accepted by NCLT, the creditor would get 30 days to hire insolvency practitioners and then the entire process to be completed in 180 days which will look at various possibilities including revival of projects or liquidation.
Mumbai, Jun 22 (PTI): Gold rose for the second day by adding Rs 110 per ten grams at the bullion market here today in tandem with a firming global trend amid increased buying by traders and stockists. However, silver recovered by Rs 235 to settle at Rs 38,640 per kg on scattered buying support from industrial units. Standard gold (99.5 purity) rose by Rs 110 to close at Rs 28,695 per 10 grams from Wednesday’s closing level of Rs 28,585. Pure gold (99.9 purity) also moved up by a similar margin to conclude at Rs 28,845 per 10 grams from Rs 28,735. Silver (.999 fineness) shot-up Rs 235 to end at Rs 38,640 per kg as against Rs 38,405 yesterday. Globally, gold rose benefiting from risk aversion as weaker oil prices dented stocks while the dollar retreated.

New Delhi, Jun 22 (PTI): RBI has asked banks to resolve 55 high value cases of bad loans within 6 months or face the prospect of being directed to go in for the new insolvency resolution mechanism as part of the strategy to rein in unacceptable level of nonperforming assets (NPAs). Earlier this month, Reserve Bank of India identified 12 accounts for insolvency proceedings with each of them having over Rs 5,000 crore of outstanding loans, accounting for 25 per cent of total NPAs of banks. RBI has asked banks to find solution for 55 identified NPA accounts within 6 months otherwise the central bank would examine those cases and refer for resolution under the Insolvency and Bankruptcy Code (IBC), official sources said. RBI is of the view that banks should expedite the NPA resolution process for these cases as soon as pos-

Afghans carry an injured man after a suicide car bombing in Helmand province southern of Kabul, Afghanistan, Thursday. The bomb tore through a queue of civilians and government employees who had lined up outside the bank to collect their salaries ahead of the Eid holidays marking the end of Ramadan. “At least 34 people were killed and 58 others wounded in today’s bombing,” the provincial government said in a statement. Lashkar Gah (Afghanistan), Jun 22 (AFP): At least 34 people were killed today when a Taliban car bomb struck a bank in Afghanistan’s Lashkar Gah city as people were queueing to withdraw salaries, the latest bloody attack during the holy month of Ramadan. Dozens of wounded people were rushed to hospital on makeshift stretchers after the bombing at New Kabul Bank which upturned vehicles, left the area littered with charred debris, and sent a plume of smoke into the sky. The attack comes as the Taliban ramp up their

claiming their target was Afghan soldiers and police on their way to draw salaries. But the government said most of the victims were civilians, including women and children. For years Helmand province, of which Lashkar Gah is the capital, was the centrepiece of the Western military intervention in Afghanistan, but it has recently slipped deeper into a quagmire of instability. The Taliban effectively control or contest 10 of the 14 districts in Helmand, blighted by a huge opium harvest that helps fund the insurgency, and have repeatedly threatened to seize
Lashkar Gah. Intense fighting last year forced thousands of people to flee to Lashkar Gah from neighbouring districts. Since they launched their spring offensive in late April, the Taliban have been mounting lethal assaults on the Afghan army and police outposts in Helmand. Washington is soon expected to announce an increase in the US military deployment to bolster Afghan forces as they struggle to contain the insurgency. American military commanders in Afghanistan have requested thousands of extra boots on the ground. US troops in Afghanistan now number about 8,400, and there are another 5,000 from NATO allies, a far cry from the US presence of more than 100,000 six years ago. They mainly serve as trainers and advisers. Erdogan speaks to Saudi Arabia leaders on Qatar ANKARA , J u n 2 2 (Agencies): Turkish President Tayyip Erdogan spoke by telephone with Saudi Arabia’s King Salman and its new crown prince and they agreed to increase efforts to end tension related to Qatar, sources from Erdogan’s office said on Thursday. Turkey has offered strong support to Qatar after Saudi Arabia, Egypt and several other states proclaimed it a supporter of terrorism and cut off all economic and diplomatic ties. Erdogan spoke with the Saudi leaders on Wednesday evening and both sides stressed their determination to strengthen Turkish Saudi ties, while Erdogan also congratulated Mohammed bin Salman on his promotion to crown prince, the sources said. “A g r e e m e n t w a s reached on increasing efforts towards ending tension in the region related to Qatar,” the sources said in a statement. They said Erdogan and King Salman also agreed to hold face to face talks at the G20 meeting in Hamburg next month.
S. Africa court allows secret Zuma no-confidence vote
J o h a n n e s bu rg, Jun 22 (IANS): South Africa’s highest court on Thursday ruled that parliamentarians can cast secret ballots in a censure vote against President Jacob Zuma, who is facing mounting criticism within the ruling ANC. Chief Justice Mogoeng Mogoeng said the ruling party should allow its MPs to vote with their consciences in circumstances where the outcome might “advance our constitutional project of improving the lives of all citizens”, The Times newspaper reported. Ru l i n g i n a c a s e brought by the country’s opposition parties, Mogoeng said National Assembly Speaker Baleka Mbete had the authority to order a secret ballot. Mbete, a top African National Congress official and Zuma ally, had argued earlier that the rules of Parliament did not allow for a secret ballot, BBC reported. Zuma has faced calls for his resignation over issues ranging from corruption allegations to a controversial cabinet re-

shuffle that saw his widely-respected Finance Minister Pravin Gordhan fired. The Opposition parties, especially the Democratic Alliance (DA) and the Economic Freedom Fighters (EFF), said that many ANC members would come out against the President once the voting remained undisclosed. Opposition parties hailed the court ruling as the first step in removing Zuma, who has so far survived four no-confidence votes. Responding to the ruling, the ANC said it would defeat the motion to remove Zuma, which the DA said presented an oppor tunity to oust a “toxic” President.
6.8-magnitude quake hits Guatemala Guatemala City, Jun 22 (Agencies): A 6.8 magnitude earthquake hit near Guatemala`s coast Thursday, the US Geological Survey said, just eight days after another strong tremor killed five people in the Central American country. There were no immediate reports of casualties. The quake struck at 6:31 (1231 GMT). Its epicenter was in the Pacific Ocean about 23 kilometers (14 miles) southwest of Puerto San Jose, with a depth of 46.8 kilometers, according to USGS. Residents of El Salvador also felt the trembling, with many people coming out of their houses for fear of aftershocks, according to authorities in that country. On June 14, a magnitude 6.9 tremor hit Guatemala and southern Mexico, leaving five people dead, causing power outages and knocking down homes. Guatemala is in a risk zone for tremors, located where the Caribbean Cocos tectonic plates converge with North America`s tectonic plates. San Marcos was hit by earthquakes in 2012 and 2014 that left dozens dead.

Misfiring India crash out of HWL Semi-Final
London, Jun 22 (PTI): Fancied India crashed out of the Hockey World League Semi-Final after suffering a shocking 2-3 defeat at the hands of Malaysia in a quarterfinal match here today. It was hard-fought encounter as both the teams played with great intensity. The Indians only had themselves to blame as a below-par opening 20 minutes and some sloppy defending ruined their hopes. India conceded as many as seven penalty corners, three of which were converted by Malaysia through Razie Rahim Ramandeep Singh, right, celebrates scoring his side’s first goal of the (19th, 48th minutes) and Tengku Tajuddin. game against Malaysia on Thursday. ST. PETERSBURG, Jun 22 (Agencies): Cameroon and Australia drew 1-1 on Thursday in a physical game that left both teams facing early exits from the Confederations Cup. The result extends a winless run at FIFA tournaments for two teams that each lost their opening game in Russia and all three matches at the 2014 World Cup in Brazil. Cameroon took the lead in first-half stoppage time when Andre-Frank Zambo Anguissa deftly flicked the ball over advancing Australia goalkeeper Mat Ryan after running on to a lofted long pass. The goal was loudly cheered by Russian fans who led chants of Cam-ayroon in the second half trying to help lift the African champion to victory. Au s t r a l i a c a p t a i n Mark Milligan leveled the score from the penalty spot in the 60th minute. The decision to penalize a trip on wing-back Alex Gersbach was confirmed by a video review shown on the stadium screens. Cameroon forward Vincent Aboubakar spurned three clear chances in the second half. Cameroon faces Germany in the final group game on Sunday, while Australia plays Chile. The final match of the tournament will be played at the Krestovsky Stadium in Saint Petersburg, Russia, on July 2.
India’s goals came from the sticks of Ramandeep Singh (24th, 26th). By virtue of this win, Malaysia have qualified for next year’s World Cup to be held in India. For India, it is their second defeat against Malaysia in little less than two months. Roelant Oltmans’ men had earlier lost 0-1 to the same opponents in the Azlan Shah Cup last month. Malaysia will face reigning Olympic champions and world number one Argentina in Saturday’s semifinal. Argentina had earlier in the day defeated Pakistan in the first quarterfinal match.

In the women’s singles, fifth seed Sindhu defeated China’s Chen Xiaoxin 21-13 21-18 in 46 minutes. She will clash with World No. 1 and top seed Tai Tzu Ying of
Chinese Taipei. Sindhu has lost six times to Tai Tzu, while beating her thrice, which included a victory during the Rio Olympics. The World No. 16 Saina survived a scare from little-known Soniia Cheah of USA 21-15 20-22 21-14 to set up a clash with sixth seeded Chinese Sun Yu. The bankruptcy application was made by Arbuthnot Latham in connection with a debt owed to them for nearly two years. In a statement, Becker said he was “surprised and disappointed” that Arbuthnot Latham had chosen to bring the proceedings against him. “This order relates to one disputed loan which I was due to repay in full in one month’s time. It is disappointing that my request for today’s hearing to be postponed until this time was refused,” he said.
New Delhi, Jun 22 (PTI): The BCCI will be getting USD 405 million as per the International Cricket Council’s revenue sharing model, which was agreed during the apex body’s annual conference in London. Originally, the ICC had agreed to give USD 293 million but, after hectic negotiations, its chairman Shashank Manohar agreed to increase it by USD 100 million. Finally, it was decided that USD 112 million more will be given to BCCI from the previously agreed amount.
of Late Er. Puchiel Angami
India is getting USD 266 million more than England, which will take home USD 139 million. Australia, Pakistan, West Indies, New Zealand, Sri Lanka and Bangladesh are getting USD 128 million each. Zimbabwe will get USD 94 million. The revenue sharing model has been a bone of contention for BCCI as the world’s most influential cricket board had demanded USD 570 million, which was unacceptable to Manohar, himself a twotime former Board president. An Indian Cricket Board official told PTI
that “the BCCI has agreed to the terms and conditions”. The BCCI, in fact, lost 1-13 when it was brought to vote at an earlier meeting. However, BCCI is still getting 22.8 percent out of total revenue sharing of USD 1536 million. The ECB gets 7.8 percent while the other boards are getting 7.2 percent. Zimbabwe is getting 5.3 percent. While more than 86 percent is given to Full Members, the remaining is shared between the ICC’s Associate Members.

"Your ambition was to serve our Nation and you gave your life" On this 23rd day of June 2016 you left home far away in an unknown land. Your journey ended in the hands of enemies like a dream. None of us were near you, you were alone during struggle in the hands of your murderers. Many symphatizers and friends have joined hands to hunt them and are about to accomplish our mission. Spiritually we have separated but morally none can divide us. Loving family members DP-6490

Ko h i m a , J u n 2 2 (NPN): The 1st Kohima District Inter-School Football tournament jointly organized by Royal Club Kohima and school education department will be held from June 26 to July 15 at Khuochiezie Kohima (local ground). Addressing a press conference, Royal club Kohima president Er. Kevi Miachio said that promoting the game of football in Nagaland is a cherished objective of the club. He informed that the club has been involved with football since 1988 and Royal Gold Cup is affiliated to All India Football Federation and also the only all India open football tournament in Nagaland till the 22nd Royal Gold Cup in 2013. RCK members said that Royal Gold Cup has made possible for many Naga footballers to play against some of the most reputed teams in India like
Mohan Bagan, the Mohammadans and George Telegraph, Mahindra & Mahindra, Punjab police, Rashtriya Chemicals and many other teams. Neighbouring states like Manipur, Mizoram, Assam and others play in India league (I-League) and Indian Supper League (ISL) but there are no players from Nagaland, said RCK members. About 2025 % of the professional football players come from North East, a region that comprises hardly 8% of the country’s population, but, sadly, Nagaland football remains to bask in the glory of late Dr. T. Ao without doing much for the development of the game, lamented the club members. Expressing concern on the slow progress of football in Nagaland, Royal Club Kohima has now decided to focus on the development of football in Nagaland beginning with a grass root programme i.e. the first edition of Kohima Dis-
trict Inter-School Football tournament. While stating that there is abundance of skill and talent, the club members said that harnessing the budding talents and moulding them would once again facilitate players from Nagaland find the rightful place in the world of football. Meanwhile, the club has asked all the team manager and team coach to report at Kohima local ground on June 24 at 4pm for briefing. All together 24 teams including government schools are participating the tournament. The champion of the tournament will receive a cash prize of Rs. 70,000, 1st runner-up Rs 50,000 while the third and fourth and semi-finalists will pocket Rs 20,000 each. Participating schools will also receive Rs.1,000 per match, said the organisers. The entry would be free for all matches with first match at 1pm and second match at 2:40 pm.
