Controversy over firing incident KO H I M A , J U N 2 1 (IANS): A gunfight broke between the Indian Army para commandos and militants in Nagaland’s Mon district bordering Myanmar in the early hours of Wednesday, a police official here said. The exchange of fire took place in Choknyu village near Tapi bridge, when suspected militants fired at the para commandos. “The gunfight lasted for an hour and suspected NSCN-K and ULFA-I militants retreated back to the jungles after intensive firing from the para commandos,” a Nagaland police official told IANS. Intelligence officials said that the militants had

sneaked into Nagaland from Myanmar to create terror. Mon Correspondent adds: There were conflicting reports about the incident. As per Mon police report, the firing incident took place in Choknyu village when one person, identified as Avihoto was on a hunting trip. Police said Avihoto, reportedly a worker at the ongoing bridge construction over Tapi River, had crossed over Tapi river towards Choknyu area for hunting with a 12 bore gun. On seeing a wild cat, he took his shot at the animal at around 8.30 p.m. However, police said he

suddenly heard shots being fired from Choknyu side. He was not aware that the AR patrolling party was in that area, police said. In this regard, the Assam Rifles personnel detained Avihoto for accidental firing on the patrolling party. Meanwhile, Konyak Union has expressed dismay for violation of its resolution. In this regard, KU has directed its Mon Unit to take appropriate action against Avihoto for violating the hunting restriction imposed by the KU, which is from March 1 to October 31. Further, KU has appealed to all to maintain peace within its jurisdiction.

DIMAPUR, JUN 21 (NPN): Nagaland Gover nor, PB Achar ya, on Wednesday urged the Myanmar Naga students, whom he invited for interaction at Raj Bhavan, Kohima, to be the “Game Changers” of their society. According to Raj Bhavan PRO, the governor said “Your empowerment of education should be for the development of your areas and you should give back to the society.” The governor also highlighted various scholarships that Colleges and Universities were offering to students through Indian National Fellowship Centre, Mumbai. Acharya advised the students to avail such opportunities and gain out of it. Further, he informed the student that talks were held with the Central Government to open educational institutes in border areas so students need not travel to far away towns and cities for education. He said some Universities were keen to enter into Public Private Partnership (PPP) for opening institutions in the border areas, which would be beneficial for them. During interaction, the governor expressed his concern for the Naga brothers and sisters from across the border, their social upliftment and empowerment. Focusing on social issues, the governor expressed the need to empower the students through education. He also appealed to the citizens to be local guardians of students who did not have family or relatives in the towns they study. “One should invite these students, interact with them and make them feel at home. This will strengthen the Naga bonding.” Acharya opined.

The decision was taken after a delegation of the pressure groups, who staged a sit-in demonstration here, met Home Minister H D R Lyngdoh to discuss on the issue. “We will be compelled to take up other course of action to pressurise the state government to comply with the demands put forth by us,” Federation of KhasiJaintia and Garo People (FKJGP) president Wellbirth Rani told reporters after the meeting. “We have also urged him (Lyngdoh) to speed up the process of dialogue at the earliest and to ensure that all pressure groups including the Khasi Students’ Union (KSU) are invited,” Rani said. T h e F K J G P, t h e Hynniewtre p National Youth Front (HNYF), t h e R i B h o i Yo u t h Federation (RBYF) and the Confederation of Ri Bhoi People (CoRP) demanded

the state government to put on hold the construction of the railway project in absence of effective mechanisms to check influx of outsiders. In their meeting with the Lyngdoh, Rani said the Home minister had only assured the delegation that he would convey the message to the chief minister to initiate dialogue with the anti-railway pressure groups. The leaders of the groups had maintained that they will not accept the railways into the Khasi Jaintia Hills region without proper mechanisms to check influx of outsiders in place. As of now there are no signs on the part of the government to speed up the setting up of entry/exit points and to implement the Meghalaya Residents Safety & Security Act, 2016, HNYF leader Sadon Blah said. The anti-railway groups will be meeting here tomorrow to further discuss on the outcome of their meeting with the Home Minister. The chief minister had recently maintained that the government will not invite any groups for talks until they refrain from criminal and unlawful activities while protesting railway projects.

Assam tribal woman files case against Adityanath

Yogi Adityanath

Guwahati, Jun 21 (Agencies): A tribal woman from Assam has filed a complaint against Uttar Pradesh Chief Minister Yogi Adityanath and Assam Lok Sabha MP Ram Prasad Sarma accusing them of posting her bare photograph on social media. The photo was taken during a stir in Guwahati ten years ago, reported the Outlook. Laxmi Orang filed the complaint in the court of sub- divisional judicial magistrate court under various sections of the Indian penal Code and the Information Technology Act. She filed the case against Adityanath for allegedly posting in his social media page on June 13 her bare picture, taken during an agitation by All Adivasi Students Association of As-

sam (AASAA) at Beltola in Guwahati on November 24, 2007 without blurring. The woman filed the case against Sarma for allegedly sharing the post in his social media page. Sub-divisional judicial magistrate A Sattar recorded Orang’s statement during the day and fixed the next date of hearing on June 22. Later, Orang told the media that she was not present at the rally on behalf of any political party as claimed by Adityanath in his post but to press for the demand for scheduled tribe status for the Adivasi community. “Yogi Adityanath, without knowing any fact, commented in the social media that the rally was on behalf of the BJP and

the Congress workers attacked it. “When Prime Minister Narendra Modi is campaigning for Beti Bachao, Beti Padhao at the same time his party Chief Minister (Adityanath) is doing this type of work. Is this democracy?” When contacted, Sarma said “it (the stripping) was a fact and a true incident during that time. I shared it so that people know that an unfortunate girl was a victim and no justice has been given to her till now. “I have not given any comment with the shared post,” Sarma said adding he had asked Assam Chief Minister Sarbananda Sonowal a few days ago to reopen her case so that she gets justice. “Now I am writing an official letter to the chief minister for the case to be reinvestigated as the culprits of the 2007 Beltola incident need to be punished.” Meanwhile, Additional Director General of Police (Special Branch) Pallab Bhattacharya said investigations have revealed that the Facebook account in which pictures of Orang, stripped of her clothes and being beaten during the Beltola violence, were posted was a fake one created in the name of the Uttar Pradesh Chief Minister Yogi Aditya Nath.

ous attempts are now being made to ensure synergy of the different role players to maintain cleanliness in the city and to attend to all the tasks related to it. However, it appears that there are still several aspects that need to be constantly monitored,” the court said. The court was also annoyed over lack of response from the KHADC as it had shown least respect to the requirements of the government appointed committee. The secretary of the KHADC had remained

absent in the meetings of the committee though he has been included as a member of the panel. “This approach on the part of the KHADC remains seriously questionable and calls for appropriate orders,” the court said. The court made the chief secretary representing the State Government, CEO of Shillong Municipal Board, secretary, MUDA, CEO, Shillong Cantonment Board and secretary of the KHADC as respondents.

Lone BJP member Neil Antonio War, who is also Executive Member in the ruling People’s Democratic Forum’s executive council supported the resolution moved by opposition Congress opposing the ban on sale of cattle for slaughter. Ve t e r a n C o n g r e s s council member and Leader of Opposition in KHADC, Manstudy Nongrem, said that the rules have far reaching and wide impact on the people. He also called upon the House to unanimously resolve to oppose the rules by urging the executive committee to write to the Central government conveying its strong opposition. “Since the resolution is now the property of the House, this House unanimously resolved to oppose the ban on sale and slaughter of cow,” KHADC chief Pynshngain N Syiem told the House. The resolution was passed unanimously by members of the House from both sides.

Guwahati, Jun 21 (PTI): Carcass of an adult female rhino with its horn missing was recovered today in flooded Kaziranga National Park by forest guards. The carcass of the rhino was noticed by the forest guards during routine patrolling in areas under Gendamari Camp of the Park’s Bagori Range, Divisional Forest Officer KNP, Ruhini Ballav Saikia told PTI. The DFO said the rhino had died due to natural causes and this was the first death of a rhino in the current first wave of floods in the state. This year two rhinos were killed by poachers in the Kaziranga National Park, a world Heri-

According to the Chief Minister, the programme is a mark of acknowledgement by the government for their hard work and all the hardship they have to undergo in lifting, handling and transporting the commodities to make them reach to the beneficiaries. Terming the National Food Security Mission as the biggest Food Security Programme in the world, the Chief Minister said it is a commitment of the Government designed for the needy which has been mandated by a law which is binding on the authorities to take care of the citizens.

Revamp needed

f there is any proof needed to understand the nadir that the Nagaland Police has reached, it is certainly the multi-crore Pillai Scam that has been exposed and laid bare by the Income Tax (Intelligence & Criminal Investigation)team in Kochi, Kerala. How the police department has become a hub of sorts for vested interests as manifested by theft of arms and ammunition, siphoning of huge amount in crores of rupees meant for the jawan and modernization, favouritism in transfer and posting and allegedly over two thousand backdoor appointees is simply baffling, shocking and insulting. The falling standard of police in Nagaland can be blamed on the quality of recruits and officers who have landed where they are because politicians and top officials only want their own selfish interests to be met. To ease the process so that politicians get contracts or jobs for their kith and kin and officials get whatever needed, middlemen come in very handy to process the demands. The factors that have led the downslide among policemen needs to be identified and remedial measures undertaken and which would need a “political will”. This may not be easily done since it affects the nature of political influence and ability for misuse of the police and which has been in evidence. It is time to revisit the concept of community policing in order to help the law become more effective in a place like Dimapur which has been billed as the crime capital of the state. Community policing is a partnership between police and community where the current atmosphere as prevalent in Nagaland does not exist-plethoria of gun toting elements of all hues and who have gained legitimacy due to the kind of symbiotic politics and the fear of public and authorities in effecting the rule of law since by compromises, many laws of many governments exist. Community policing was widely used in the late sixties and early seventies as an answer to demands to promote an interactive process by which both police and community members( or residents of colonies) are able to jointly address and seek solution to problems. What has driven the state government to seek some solutions to rising crimes in Dimapur appears to have been a feeling that there was lack of cooperation between police and the citizens, especially victims of kidnapping or extortions. The public are willing to cooperate but the police have to also exhibit its intent and purpose for cooperation. There is need to build up trust between the two-public and police- without which enforcement would be impeded. Community policing sounds good but as always, the taste of the pudding is in the eating. If public don’t trust police then it means the force has lost its direction and professionalism. Community policing cannot solve the problems of the police nor can it be a panacea to tackle crimes. However, it is not an option but a necessity. Police does not come from another planet and so it would make sense if enlightened citizens and NGOs attempt to hold a series of contact meetings. Perhaps that alone is one of the problem faced by the police- which has become the victim of its those above. And unfortunately, it is the public who suffer in the end.

DailyDevotion The Ministry of the Inner Life You are…a royal priesthood… —1 Peter 2:9 By what right have we become “a royal priesthood”? It is by the right of the atonement by the Cross of Christ that this has been accomplished. Are we prepared to purposely disregard ourselves and to launch out into the priestly work of prayer? The continual inner-searching we do in an effort to see if we are what we ought to be generates a self-centered, sickly type of Christianity, not the vigorous and simple life of a child of God. Until we get into this right and proper relationship with God, it is simply a case of our “hanging on by the skin of our teeth,” although we say, “What a wonderful victory I have!” Yet there is nothing at all in that which indicates the miracle of redemption. Launch out in reckless, unrestrained belief that the redemption is complete. Then don’t worry anymore about yourself, but begin to do as Jesus Christ has said, in essence, “Pray for the friend who comes to you at midnight, pray for the saints of God, and pray for all men.” Pray with the realization that you are perfect only in Christ Jesus, not on the basis of this argument: “Oh, Lord, I have done my best; please hear me now.” How long is it going to take God to free us from the unhealthy habit of thinking only about ourselves? We must get to the point of being sick to death of ourselves, until there is no longer any surprise at anything God might tell us about ourselves. We cannot reach and understand the depths of our own meagerness. There is only one place where we are right with God, and that is in Christ Jesus. Once we are there, we have to pour out our lives for all we are worth in this ministry of the inner life.

HE Bhartiya Janata Party (BJP) cannot hide its anti-Muslim fangs. Instead of building consensus behind the candidature of Hamid Ansari for presidentship, the party has appointed its top three leaders to find a candidate who commands the consent of most political parties. I cannot understand what is wrong with vicepresident Ansari. He has handled the Rajya Sabha extremely well and before that he made the Aligarh Muslim University a really thriving academic institution during his tenure as the vice-chancellor. His erudition is beyond doubt and his commitment to secularism is without any blemish. The non-BJP parties have come together to adopt vice-president Ansari who is acceptable to all parties. It would be embarrassing for him to be the opposition candidate when he is the country’s vice-president. Dr Abdul Kalam, former President, was the popular choice of several opposition parties for a second term but had to face a similar predicament before pulling out. So, all that he got was the re-naming of the Aurangzeb Road as Dr Abdul Kalam Road.

Criterion for Presidents

The BJP is ultimately going to tick the choice of the RSS. It has indicated that it would keep in mind the secular ethos of the county. But it is neither here nor there because when it comes to selecting a person for the top constitutional post, a Muslim candidate would be far from the thought of the RSS. It would ultimately depend on Prime Minister Narndra Modi to nudge the party to choose a person of his choice. And from the speeches made by the BJP president, Amit Shah, quite clearly indicated that the person thus chosen would be anybody but a Muslim. He has been touring the different parts of the country, including the southern states, and exhorting that the choice of a presidential candidate should be someone who is acceptable to the ruling party. The two houses of parliament and the state legislatures which comprise the Electoral College suggest that the BJP will have its way. The BJP’s appointment of a three-member committee—Rajnath Singh, Arun Jaitley and Venkaiah Naidu—who are part of Prime Minister Modi’s cabinet, makes it clear that

the party’s top leadership will ultimately decide who should go to Rashtrapati Bhavan. Speaker Sumitra Mahajan, who was initially, supported by the ruling party has been dropped. She is not being considered by either the DMK or the AIADMK. Understandably, the person has to be acceptable to the southern states like Andhra, Telangana, Karnataka, Tamil Nadu and Kerala. Even L.K. Advani looked like the candidate of the BJP. Kuldip Probably, the court verdict on Babri masjid demolition may have forced the party to look elsewhere as he has been charged as part of a conspiracy to destroy the masjid. Over the years, the rough ends in Advani had been rounded off and he is more like a person who went to Karachi and laid a wreath at the mausoleum of Qaid-e-Azam Mohammad Ali Jinnah. If one were to look back, controversies between the President and Prime Ministers have not been rare. Of the seven previous presidents, only Dr Zakir Hussain and Fakhruddin Ali Ahmed left office without

any public confrontation. Zakir Hussain, who died in harness, confined himself to scholarly pursuits while Ahmed was one of the most pliable heads of state India has ever had. It was during his tenure that the Emergency was declared and he signed the proclamation without verifying whether it had the Cabinet approval or not. Prime Minister Jawaharlal Nehru and Dr Rajendra Prasad had many constitutional run-ins. Dr S. Radhakrishnan had even succeeded in Nayar getting defence minister Krishna Menon sacked after India’s debacle at the hands of the Chinese in 1962. In 1967, Radhakrishnan embarrassed the ruling Congress by allowing the Swatantra Party to parade its MLAs in Rashtrapati Bhavan to prove their majority in the Rajasthan assembly. Even V.V. Giri, a prominent trade unionist who was elected with the help of Mrs Indira Gandhi then Congress President to the presidency, often expressed his reservations over antilabour legislation. Thus he objected when the Centre wanted to dismiss striking

Railway employees. He also registered his protest over the supersession of Supreme Court judges. Then acting president B.D. Jatti, who succeeded Giri temporarily, proved m o r e a s s e r t ive. W h e n requested by the Janata government to sign the ordinance dissolving nine assemblies in states ruled by the Congress, Jatti prevaricated, pleading that the Centre had no powers to prematurely dissolve dulyelected assemblies without proper reason. Then Prime Minister Morarji Desai was forced to hold out the threat of his resignation if Jatti delayed the ordinance and the Janata Party even organised angry demonstrations against the President. Matters hardly improved even after the Janata Party installed Sanjiva Reddy. Reddy and Desai could not get along and the latter prevented the President from going abroad even on ceremonial visits. Reddy, nursing a grouse against the Janata government, made constitutional history when he invited Charan Singh to form a government after Morarji Desai lost his majority in the Lok Sabha. Reddy set yet another precedent when he dissolved the

Lok Sabha on the advice of a prime minister who could not prove his majority. Even Zail Singh installed Rajiv Gandhi soon after Mrs Gandhi’s assassination even before he was elected to the parliamentary party. It is another matter that both Zail Singh and Rajiv Gandhi were at loggerheads more often than not. I wish Pranab Mukherjee had utilized his term to erase the decision which he took during the emergency. He was the right-hand man of Sanjay Gandhi, an extraconstitutional authority. Hence, his name will not go down well in the history. Like his predecessors, he too was mired in controversies particularly when he published the book while in office. He could have waited for his retirement to pen down experience at Rashtrapati Bhavan. Meanwhile, the present government at the centre must explain how secularism can survive when softHindutva is spreading in the country. By elevating Ansari as President the BJP would have assured the people that the country’s ethos cannot go astray and do things which do not fit into the idea of India: democratic and secular.

Post-mortem

Cherry picking: How the mighty have fallen

M

y attention is drawn to an article (NPCC responds to Kahuto Chishi Sumi; Nagaland Post:-21/6/17) written by one party called the Nagaland Pradesh Congress Committee in which it purports to address a number of issues I had raised in an earlier letter. Allow me to address each and every thing they allegedly seek to highlight. 1. I am surprised that the NPCC, after decades of breaking the law, while they were in power, realise that there such things as laws; and that the freedom of expression is one of them. I would like to remind them that the freedom of expression does not absolve any person of liability to prosecution on charges of defamation; so please feel free to charge me in a court of law instead of wasting precious newsprint on spewing your venom on me. 2. The origin of the term, “a loose cannon”, lies in the fact that in the early days of naval warfare; cannons, on ships, had to be tied down with ropes because the movement of the vessel would cause the cannon to fire in directions other than the target. I aimed for you and your response proves that I hit my mark. So, far from being a loose cannon, I have proven that I am, “a straight-shooter” 3. There is an ocean of a difference between an error and a lie; I may have made errors, but I have never deliberately lied in any of my letters to the Editors/ Editress of our daily newspapers. As to half-truths, I request you to kindly detail any or all that I have indulged in, instead of relying on the hope that, “A lie, repeated a hundred times, becomes a truth”; for I accuse you of being the ones spreading lies, half-truths and calumny in your vain attempt to seek relevance in the eyes of a society which has rejected you and your ilk. 4. During the recent ULB imbroglio, I downloaded the Nagaland Municipal Act 2001 from the internet, which consists of some 300+ pages of PDF files; I went through it and wrote my letter in a matter of a few hours. It did not register in my mind that the parts on women’s reservation was a later amendment to the original act, NOR did I realise, until it was pointed out to me by my friend, Mr. Shehoto Yesca, that you were in power in 2001, and therefore you were the real culprits. 5. You lie through your teeth and spread half-truths when you try to ascribe to the women’s reservation issue all the blame for the ULB unrest. I, along with the majority of Nagaland, would have you know that we were eitherlukewarm or undecided on the issue of reservation for women in our ULBs. It was the clauses on Property Taxes that saw All Nagas rising up in arms against the ULB Polls.

6. I made a mistake in blaming you for 2 deaths when in actual fact it was 3. If it was the issue of women’s reservation and not the Property Taxes that caused all the unrest; how do you explain away the fact that it was in Longleng, where there was no objection to the polls, that the first protest and death occurred? I reiterate the fact that you drafted the clauses on property taxes, so you, in the ultimate analysis, are responsible for their deaths. 7. I never absolved the State Government of any blame in the ULB mess, all I ever stated was they were guilty of attempting to harvest the dirty fruits of the evil seed that YOU had planted. 8. I admit, unreservedly, that I exposed the evil intention behind the insidious act that YOU drafted, but you lie when you say it was exaggerated, and you show your stupidity when you think that the people of Nagaland are still as gullible as we were in the past, when you were in power. 9. I prefer the spinelessness of the NPF led NDA government to your corkscrewed, twisted and bent spines; for a spineless thing can be moulded and formed into pleasing shapes, whereas a twisted form can only be broken and discarded. 10. I have levelled a good number of charges, not allegations, against you. Don’t make matters worse by cherry picking one in which I made an error and ignoring the others to which you have no answer. Ignore all or answer all. If my charges are baseless, absolve yourselves in a court of law or, failing that, at least in newsprint. 11. If you seek pity because you no longer occupy the seats of power, then remain quiet on the side lines, instead of jumping into the limelight, seeking attention. The limelight exposes your ugly face. 12. There may be method to my madness, which means there may be substance underlying my madness; but there is madness to your method, which means everything you do is insane. 13. Your political opponents do not accuse you of anything because you are the black pot and they, the black kettle, but you lie when you say my charges, not allegations, are baseless. You have pointed out that freedom of expression does not give one a licence to lie, I remind you that being in the opposition does not give you the right to shoot off your mouth and spew nonsense about amendments and discarding laws; thereby attempting to confuse and misguide the people of Nagaland. 14. Do not try to mislead people by saying that the past and present are different. Everything that happens today is because of or due to what happened in the past. If you weren’t here yesterday, how can you be here today? It is precisely because I have a stable

mind that I recognise that there is no harvest without seeding. 15. When did I abuse my Sumi tribesmen? And you must have access to one of our praying visionaries if you knew I did it merrily. My apology is for my tribesmen to accept or reject, but at least I apologised for a wellintentioned act of mine which was ill received. But I ask you to shave off your hair, cover yourselves in sackcloth and ashes, and beg forgiveness from, not only the Sumis, but God in Heaven and ALL Nagas for your evil intentions and wilful acts of robbery, deceit, hypocrisy and lies for a span of 20 years. Whether I damaged the reputation of the Sumi tribe in the eyes of the world is for the world to decide; not for a political party, and certainly not the NPCC, to do so. 16. I remind the NPCC that blaming the present NPF led DAN government for 15 years of corruption does not absolve you of your past crimes against Nagaland committed during a span of 20 years. It would behove you to listen to people like me, whose rusted minds recognise right from wrong, and who understand that the corruption and decay of today is built on the solid foundation of the corruption you started yesterday. And that you enjoying the fruits of your past corruption is precisely what encourages us to corruption today. Repent first, confess your crimes and atone for your sins, then you’ll see us repent and atone. Do not point at the filth of people while you lie wallowing in the mud of yesterday. There is one thing I agree with you on, inspite of everything else. I stooped low in putting forth my charges (not allegations, mind you) against you. I searched for the NPCC, I searched for them high and low, I found them low, buried under layers of lies, hypocrisy and theft; and when I stooped to hurl my charges against them, I had to stoop so low that I pulled my back. I am of the firm belief that every political party is comprised of a more than generous helping of sycophants, hypocrites and hacks, with a sprinkling of good people. It seems that the NPCC has been bereft of the few good men they had and is left with nothing but incompetents. Nagaland has more important and pressing matters to attend to than the dying gasps of a political party that Nagaland no longer seems to have a use for. If the NPCC wishes to further raise this issue, I will not waste precious newsprint answering them; readers may look up The Naga Mirror and other blogs on Facebook that I am a member of. Failing networks & struggling rural people

T

he Digital India campaign by the Govt. of India leads many States towards modernized work culture and many departments in our State Nagaland too make use of the technology for the betterment of the public. The National Scholarship Portal launched by the Govt. of India with the intention of ensuring the benefits of various scholarship schemes reaching each and every eligible student in the country is a milestone in this regard. Even though the users faced technical hardships at the beginning, subsequently the portal has incorporated user friendly measures and the exercise has become simple at the later stage. Many premier educational institutions of higher learning in our country has been accepting applications for admissions to various courses through online mode and most of the job recruitments in the public sector are done through online registration processes. The Nagaland Board of School Education has also introduced many online submission facilities for the easy and better management of the education system in our State. All the above online services expect net connectivity of reasonably good speed and here comes the real issues of Digital Rural Nagaland. Neither the Govt. operator BSNL nor the private operators care for providing quality services to the rural areas for reasons best known to them. I have been serving in Bhandari Sub Division of Wokha District for the past 5 years and I do not remember getting the BSNL Nagaland network for more than 3(three ) days during my entire service period. I had reported the matter to few high ranking officers of BSNL at Dimapur in the year 2012 and later gave up my hope as it appeared that the main objective of BSNL(NE Circle ) is providing better business prospects to the private mobile operators and not proving better connectivity to Rural India. Of course the private operator Airtel was initially offering satisfactory 2G services and for a short period of time they offered better 3G services as well. The same was with few other operators such as Vodafone. But now a days the mobile

services provided by all the private mobile operators have reached the worst stage and the internet services has almost vanished from Bhandari. I am a postpaid subscriber of Airtel and have taken up the matter with the Customer Care Services many times. Once in the year 2016 they deputed few Service Engineers from Dimapur to rectify the issues. But this year their standard reply is that there are some issues with network up-gradation and their engineers are working on it. No one knows how long they will keep on working on it. The process of submitting online scholarship applications have begun recently and the school authorities of rural areas will now have a tough time to deal with. They cannot simply inform the students to do the submission by themselves as majority of students and parents do not have access to internet services. They are expected to help the students in the submission processes and also required to complete the Online Institution Verification Process. The major problem one encounter with the National Scholarship Portal is that the page will not get loaded in low speed internet connections and at times one has to try repeatedly for hours together for submitting one application form. With the frequent power failures and the worst net connectivity at rural areas the School Heads are left with no option other than camping at towns having better connectivity and complete the online works. The connectivity issues are complicated and it is very difficult for common men to win over the powerful private operators. They make everyone depend on mobile services and switching over from one operator to another in rural areas has no use at all as all the operators are same in this matter. The only solution seems to me in this regard is the Govt. of India prescribing minimum net connectivity speed for rural areas before granting licenses to the mobile operators and ensuring proper implementation of the regulations. gal where the situation remained tense due to the indefinite bandh called by Gorkha Janmukti Morcha (GJM) demanding separate statehood. As of now, there is no need to intervene, official sources said today. They said there is interaction with the state government authorities on the day-to-day basis to know the latest situation. The bandh has crippled the normal life in Darjeeling which is frequented by a large number of tourists from across the country and also from abroad. The state government has already sent its report to the home ministry, in which, it had suggested forthcoming elections to Hill Council and involvement of militants from the northeast among the reasons responsible for the unrest in Darjeeling. The agitators, who are mainly from the GJM, are demanding a separate state of Gorkhaland. The report suggests that elections to Gorkhaland Territorial Administration (GTA), that includes Darjeeling and other neighbouring areas, could be a reason behind the ongoing violence. Bimal Gurung headed

GJM dominates the GTA. In 2012, the GJM secured all the 45 seats--22 in Darjeeling sub-division, 10 in Kurseong and 13 in Kalimpong--under the GTA. As many as 24 cases have been registered by police. A total of 49 security force personnel have been injured in the violence, the sources said. A total of 11 companies--about 1,375 personnel—are stationed in the region. Of them, one is an all-woman company. Darjeeling hills had seen a violent movement for a separate Gorkhaland in the mid 1980s under Subhash Ghisingh. The movement ended with the establishment of a semi- autonomous administrative body in 1988 called Darjeeling Gorkha Hill Council (DGHC), which was headed by Ghisingh. As Ghisingh’s influence waned over time, the GJM launched another movement for a separate state of Gorkhaland. In 2011, the GJM signed an agreement with the state and central governments and another semi-autonomous administrative unit GTA was born replacing the DGHC.

New Delhi, Jun 21 (Agencies): The Delhi Police has been placed on high alert after receiving an intelligence tip-off warning of a terror attack on crowded public spaces, a report said on Wednesday. Around six to seven terrorists are believed to have entered into the national capital with the intention of carrying out a Londonstyle attack. As per sources, terrorists are planning to launch an attack in Delhi anytime before Eid. “The Delhi Police Spec al cell has issued an advisory to all security agencies across the country to beef up the security measures at interstate bus terminals, railway stations, five-star hotels, malls and markets, religious places, embassies of western countries, metro stations, airports, stadiums, and tourist places or other sites visited by foreign nationals,” an officer had told news agency IANS on Monday. The advisory comes close on the heels of recent terror attacks in the UK and other European countries. The security agencies have also been directed to keep a tab on suspicious articles, if found, in vehicles and to conduct proper checking on interstate borders.

UNITED NATIONS, Jun 21 (PTI): India’s population could surpass that of China around 2024, two years later than previously estimated, and is projected to touch 1.5 billion in 2030, according to a UN forecast. The World Population Prospects: The 2017 Revision, published by the UN Department of Economic and Social Affairs, said that currently China with 1.41 billion inhabitants and India with 1.34 billion remain the two most populous countries, comprising 19 and 18 per cent of the total global population. “In roughly seven years, or around 2024, the population of India is expected to surpass that of China,” the report said. The 2017 Revision of World Population Prospects is the 25th round of official UN population estimates and projections. In its 24th round of estimates released in 2015, it was projected that the population of India will surpass that of China’s by 2022. The new estimates released here today said that in 2024, India and China are expected to have roughly a population of 1.44 billion each. After that, India’s population is projected to continue growing for several decades to around 1.5 billion in 2030 and approach-

to leave safely,” senior GJM leader Binay Tamang told reporters here. He said barring school buses, no other vehicle would be allowed to leave the hills during the 12-hour “window”. An indefinite bandh was called in the hills by GJM on June 15. With supplies running out and the vacations to start shortly, the renowned boarding schools of Darjeeling are facing a harrowing time due to the shutdown. Darjeeling is home to some of the oldest and renowned boarding schools in the country, but with the GJM-sponsored

ing 1.66 billion in 2050, while the population of China is projected to remain stable until the 2030s, after which it may begin a slow decline. India s population may eventually see a decline in the half century after 2050 to 1.51 billion by 2100 but it will still be the most populous country in the world. In India, life expectancy at birth will be 71 years in 2025-2030, growing to 74.2 years in 2045-2050. The under-five mortality rate will decline from 32.3 deaths under age five per 1,000 live births in 2025-2030 to 18.6 in 2045-2050. The report said the current world population of 7.6 billion is expected to reach 8.6 billion in 2030, 9.8 billion in 2050 and 11.2 billion in 2100. “With roughly 83 million people being added to the world s population every year, the upward trend in population size is expected to continue, even assuming that fertility levels will continue to decline, it said. Ten countries are expected to account collectively for more than half of the world s projected population increase over the period 2017-2050: India, Nigeria, Congo, Pakistan, Ethiopia, Tanzania, the United States, Uganda, Indonesia and Egypt.

indefinite shutdown over the demand of a separate Gorkhaland entering its seventh day today, the school authorities are at their wits’ end as regards how to send the students home once the vacation starts next week. “We are facing two problems presently. One is of the supply of food stock and another is of sending the students home,” Rabindra Subba, the principal of Himali boarding school, said.

Among the ten largest countries worldwide, Nigeria is growing the most rapidly. Consequently, the population of Nigeria, currently the world s 7th largest, is projected to surpass that of the US and become the third largest country in the world shortly before 2050. Further, large and persistent economic and demographic asymmetries between countries are likely to remain key drivers of international migration for the foreseeable future. Between 2015 and 2050, the top net receivers of international migrants (more than 100,000 annually) are projected to be the US, Germany, Canada, UK, Australia and Russia. The countries projected to be net senders of more than 100,000 migrants annually include India, Bangladesh, China, Pakistan and Indonesia. The report said that in 2010-2015, around 46 per cent of the world s population lived in intermediatefertility countries, where women have on average between 2.1 and 5 births over a lifetime. Intermediate-fertility countries are found in many regions, with the largest being India, Indonesia, Pakistan, Bangladesh, Mexico and the Philippines.

In 2045-2050, it is expected that slightly less than a third of the world s population will live in countries with fertility in this range. By that time, most of the world’s population will be living in countries with relatively low levels of fertility, where women bear fewer than 2.1 children on average. The report highlights that a reduction in the fertility level results not only in a slower pace of population growth but also in an older population. Compared to 2017, the number of persons aged 60 or above is expected to more than double by 2050 and to more than triple by 2100, rising from 962 million globally in 2017 to 2.1 billion in 2050 and 3.1 billion in 2100. “Population ageing is projected to have a profound effect on societies, underscoring the fiscal and political pressures that the health care, old-age pension and social protection systems of many countries are likely to face in the coming decades, it said. Substantial improvements in life expectancy have occurred in recent years. Globally, life expectancy at birth has risen from 65 years for men and 69 years for women in 20002005 to 69 years for men and 73 years for women in 2010-2015.

CHANDIGARH, Jun 21 (PTI): A Hindu can never be a terrorist and there cannot be any term like “Hindu terrorism”, senior Haryana minister Anil Vij said today, debunking that the 2007 Samjhauta Express train blast was the handiwork of a group having right-wing leanings. The outspoken Health Minister alleged that the former Congress-led central government had engineered a “political plot” in the blast case to show that “Hindu terror exists”.

Gold rebounds on global cues

Mumbai, Jun 21 (PTI): Gold prices rebounded at the bullion market here today, in line with a firming trend overseas and on scattered buying by local jewellers. However, silver eased further by Rs 155 to Rs 38,405 per kg. Standard gold (99.5 purity) rose by Rs 35 to close at Rs 28,585 per 10 grams from Tuesday’s closing level of Rs 28,550. Pure gold (99.9 purity) also moved up by a similar margin to conclude at Rs

28,735 per 10 grams from Rs 28,700. However, silver (.999 fineness) eased by Rs 155 to settle at Rs 38,405 per kg against Rs 38,560 earlier. Globally, gold rose from a five-week low in the previous session as a slump in oil prices pushed down stock markets and US bond yields, while the US dollar weakened, making bullion cheaper for holders of other currencies. Spot gold was up 0.3 per cent at USD 1,246.86 an ounce at early trade.

disruption. Instead, many FinTech innovations are being launched to sustain or improve existing products, making them attractive for both new entrants and existing banks. Therefore, as long as incumbent banks are incentivised to adopt these solutions, rather than ignore them, disruption could be less of a factor,” the study stated. “But this does not mean disruption is impossible, particularly if FinTech entrants are able to scale up from a foothold in an underserved market,” it added. Whether FinTech entrants or incumbent banks, individual organisations must make a careful assessment of the disruptive and sustaining potential of innovations in their respective industry, said report co-author Subhajit Das. “Doing this will enable them to stay ahead of their immediate competition and thrive in this period of change,” he added.

New Delhi, Jun 21 (IANS): Retail banking faces significant threat from entrants in Financial Technology (FinTech) space who are using simpler and less expensive services and depending on their scalability, could even prove disruptive for the traditional banks, a study said on Wednesday. Despite retail banking being a tech-intensive industry, FinTech providers - having few similarities to traditional banks - are attacking virtually every product category in banking, said the joint study by Tata Consultancy Services and Clayton Christensen Institute for Disruptive Innovation. New FinTech entrants use technology and innovative business models to provide less expensive, simpler and more accessible services, it said. “In each product category, new entrants pose a competitive threat to banks, but the conditions are not always ripe for

Officials said the deposits would be accepted in pursuance of an assurance given to the Supreme Court by the government that proper verification of each account would be done before any decision was taken. Such a verification was done between January and May this year and it was found that the accounts complied with the Know Your Customer (KYC) norms, the officials said.

about the recent round of farm loan waivers are the conditions attached. Most states require that loan should be waived only up to a specified threshold limit (mostly Rs 1 lakh), and any amount over that will have to be paid. Some southern states have come out with similar schemes in the past. “To that extent, we can expect that there may not be a significant worsening of credit culture and hence we can get back quickly to trend growth for the agri sector,” the report said. We, the income tax payers, are still alive. We will take the burden of non-taxpayer’s loan waiver scheme. These politicians will ruin our country. Last week, a research report by Kotak had warned against copy cat waivers by state governments. “Obviously, the structure of the schemes will vary across states. We estimate that around Rs 1.6 lakh crore of farm loans (0.9% of GDP) could come up for waiver.

The notification also allows banks and post offices which had collected demonetised currency prior to December 30, 2016 to deposit them with the RBI. The deposits can be made under Specified Bank Notes (Deposits by Banks, Post Offices and District Central Cooperative Banks) Rules, 2017. ment of farm loan waiver in the 2008-09 Budget speech by UPA, agri NPAs dipped in FY09, before rising for majority of the states. In fact, the NPAs kept on increasing on an average for four years before witnessing a decline. For the central and southern states, the problem persisted for five years,” said Soumya Kanti Ghosh, chief economist, SBI. Apart from increasing probability of future defaults, farm loan waiver will lead to worsening state finances. “The impact on Punjab will be maximum, with state fiscal deficit jumping by an additional 4.8% of gross state domestic product (GSDP). We thus believe that states will make provisions of farm loan waiver in their budgets in multiple years as this will not impact fiscal deficit in one single year. Even in that case, we will see some worsening of fiscal deficit for some states,” Ghosh said. But what is positive

MUMBAI, Jun 21 (Agencies): State Bank of India has said that the past farm loan waiver had resulted in worsening of repayments on future loans. The country’s largest bank also said in a research report that state finances are going to be adversely hit due to farm loan waivers, which come on the back of revenue losses due to prohibition in some states and financial pressure from restructuring of loans to state electricity boards under the Uday Scheme. The report states that the total cost of farm loan waivers to states that have announced them adds up to Rs 1.31 lakh crore. Of this, the largest (Rs 36,359) is by Uttar Pradesh followed by Maharashtra (Rs 30,500). Andhra Pradesh, Telangana and Punjab are the remaining three states (see graphic). Amid chants of ‘ModiModi’, the Prime Minister said yoga, which connects body with mind and intelligence, is today playing an important role in connecting the whole world. “Today yoga has become a part of common man’s life. Cong urges Amitabh Bachchan to withdraw from GST campaign

Amitabh Bachchan MUMBAI, Jun 21 (PTI): Senior Congress leader Sanjay Nirupam Wednesday urged Bollywood megastar Amitabh Bachchan to withdraw from the GST campaign to avoid getting targeted by traders later. The government has roped in Bachchan to promote the Goods and Services Tax (GST), ahead of the scheduled July 1 roll out of the sweeping tax reforms. The Central Board of Excise and Customs will be making the 74-year-old actor brand ambassador for the GST. A 40-second video featuring him has already been shot and is being circulated. “The GST was a brilliant idea thought of by the Congress. It is another story that the BJP opposed it all the while it was in the opposition. But after coming to power, it started diluting the basic concepts of the GST, and that was not acceptable to us,” Nirupam told reporters here. While the Congress sought GST as a single tax for the entire nation, the

BJP introduced four tax slabs and three different sub-types of GST, he said. “It has become very complicated now. Traders and service providers are required to fill three long forms every month. Thus, the basic purpose of the GST is defeated. This is unlike the way the GST has been implemented in other countries,” he said. “Some people are creating a confusion that we are opposing the same GST that we passed. But this is not true. We have always been for the GST but not in this format. “We tried for three years to get our reservations noticed by the government but they (the BJP) then started maligning us so we had to pass it,” Nirupam said. “That is why I am suggesting Amitabh Bachchan should not be a party to every foolishness of the BJP. Besides, acid victims, those with autism, intellectual disability, specific learning disability, mental illnesses and deaf-blindness (a combination of sight and hearing loss) will also be entitled to one per cent reservation. Intellectual disability is a condition characterised by significant limitations both in intellectual functioning (reasoning, learning, problem solving) and in adaptive behaviour which covers a range of everyday skills. In case of promotions, four per cent of the total number of vacancies in the cadre strength in each group of posts, i.e in Groups D and C, will be reserved for persons with benchmark disabilities, the guidelines said. Only those with such disabilities — with not less than 40 per cent of a specified disability — will be eligible for reservations in posts/services, the draft said. The provisions have been made to ensure that reservation for people with disabilities is not adjusted against the posts meant for those from Scheduled Caste and Other Backward Classes.

D I M A P U R , J UN 2 1 (NPN): In a rarest case, Yashoda Group of Hospitals Hyderabad has successfully carried out a “heartlung transplantation”- an operation where both the heart and the lungs are transplanted to another person from the same patient. The transplantation was done by a team of doctors led by Dr.P.V. Naresh Kumar senior cardiothoracic and transplant surgeon at Yashoda Hospital Secunderabad. The organs of a 27-year old housewife and mother of three children, who was pronounced brain dead because of an intracranial fluid bleeding were a match to Nitisha (13) of Nizamabad district. The school going girl was diagnosed with lifethreatening Primary Pulmonary Hypertension (PPH) a rare disease where both heart and lung get damaged. The doctors had pronounced that only the transplantation of heart and lungs would ensure her long-term survival. On March 25 night, the organs were harvested after a three-hour-long surgery where they were removed simultaneously. The organs were then transported from a local hospital in the city to Yashoda Hospital with the help of local police, who set up a green corridor and ensured there was no delay.

New Delhi, Jun 21 (IANS): Anti-hunger activist Ankit Kawatra, who has been committed to solving hunger and malnutrition in India, is all set to receive the prestigious Queen’s Young Leaders Award with 60 others from all 53 Commonwealth countries. Kawatra, 25, will be honoured by Queen Elizabeth II at a ceremony to be held in the Buckingham Palace on June 29. In 2014, Kawatra quit his corporate business job and founded a not for profit organisation Feeding India that works towards solving problems of hunger, malnutrition and food wastage, mainly by redistributing extra food from restaurants, canteens, households, corporates etc. to help people in need. He started working for the cause after witnessing massive amount of extra food being thrown away in a wedding and feels that his mission is to end hunger in his lifetime. “India wastes 67 million tones food every year which is more than the national output of Britain. If no one else was working on it, I had to take the first

Showcasing policy initiatives for defence production in India, Defence Minister Arun Jaitley today invited Russian firms to join hands with Indian companies in developing high-end military platforms and weapons systems. In an address at a leading forum for technological development, Jaitley said Russian defence majors which already have a long experience of working in India are well placed to take advantage of the policy changes effected to encourage tie-ups between Indian and foreign companies. Jaitley, here on a three-day visit beginning today, asked Russian companies to come forward with proposals for technology transfer to Indian companies and facilitate manufacturing of advanced military platforms. “We have initiated a series of policy and procedural changes to facilitate tie-ups, including joint ventures and technology partnerships between Indian and foreign companies. “Russian companies, which already have a long experience of working in India and working with India are well placed to take a leading role in this process,” he said. In a major step towards defence indigenisa-

ment last month unveiled a “strategic partnership” model under which select private firms will be engaged along with foreign entities to build military platforms like fighter jets, submarines and battle tanks. “In the days to come, we hope to fully harness the energies, entrepreneurial spirit and enterprise of the private sector in the area of defence manufacturing. “Here again, Russia as India’s largest, oldest and most trusted partner in defence hardware and equipment, would have a comparative advantage in partnering with Indian companies for realising ‘Make in India’ potential in defence production,” Jaitley said in his address at the plenary of TECHNOPROM 2017. The defence minister said Indian companies are already gearing up by developing capabilities for design and development of military systems. “I invite Russian companies to come forward with proposals for technology transfer to Indian companies and facilitate manufacturing of more advanced components/parts and subsystems. This can start with platforms of Russian origin where the requirement is in large numbers and is recurring in nature,” he said.

Ankit-kawatra step to channelise the excess food,” Kawatra said in a statement on Wednesday. Starting from a team of five, the NGO today works in 43 cities with 4,500 volunteers and has served more than 8.5 million meals to vulnerable individuals such as children, women, old age citizens, disabled people etc. “Getting the award is a great honour, something that I could not even dream of. I believe that this is a landmark for both countries, especially since UK and India have a shared history on so many fronts,” Kawatra said. Earlier this year, the best of British and Indian

culture was celebrated by the Queen at a glittering Buckingham Palace reception attended by the Duke and Duchess of Cambridge to launch the UKIndia Year of Culture 2017. According to Kawatra, an Indian’s presence at the Buckingham Palace today “symbolizes the long way the two countries have come, and proves once again, how we can do so much more if we work together peacefully”. Kawatra will also participate in a 10 day residential programme before receiving the award. He will stay at the University of Cambridge for the first few days as a part of different learning workshops and exercises and then travel to London to network with some of the world’s leading business heads and philanthropists at political events. “Through the residential week, I want to highlight the importance of solving hunger and encourage people to take action towards the 725 million people around the world who do not even have basic food and nutrition,” he said.

Recalling as to how the United Nations gave its nod for the International Day of Yoga, he said there might not be any country where yoga-related programmes are not held or attraction or awareness towards it has not grown. Along with Modi, Uttar Pradesh Governor Ram Naik and Chief Minister Yogi Adityanath and several dignitaries performed various yogic asanas. Stressing on the relevance of yoga in employment too, the prime minister said yoga institutes have

Speaking on the benefits of yoga, Modi said the importance of wellness is more than being healthy and yoga is an easy way to acquire this wellness. “There is no question mark on yoga anywhere in the world...yoga has been evolving with time and generations and it has been developing... on this important occasion, I urge people of the world to make yoga a part of their lives... whether we become masters of yoga or not, achievers or not, but we need to become its practitioners...,” Modi said. Nearly 5,000 yoga enthusiasts from the Muslim Rashtriya Manch - the Muslim wing of RSS - participated in yoga day activities throughout the state. “In Lucknow alone, around 2,000 office bearers and workers of the Muslim Rashtriya Manch (MRM) took part in yoga day activities at Ramabai Ambedkar Maidan,” Raees Khan, MRM’s UP and Uttarakhand in-charge said.

Karnan in Kolkata jail; fails to get SC reprieve

Kolkata/New Delhi, Jun 21 (PTI): Former Calcutta High Court judge C S Karnan was today lodged in a Kolkata jail even as he failed to get any lastminute reprieve from the Supreme Court after being on the run for six weeks. The 62-year-old Karnan, who was arrested in Tamil Nadu last evening, earned the dubious distinction of being the first sitting high court judge to be sent to jail. He has been evading arrest since May 9 when a seven-judge bench of the Supreme Court handed down a six-month prison term for contempt of court. Karnan, who retired as Calcutta High Court judge on June 12, was arrested by the West Bengal CID from a private resort at Malumichampatti, about six km near Coimbatore, where he was “hiding” for the past few days. The former judge was taken to Presidency correctional home (jail) straight from the airport in Kolkata after he was brought from Chennai by a team of West Bengal state CID officers by

an Air India flight, a senior police officer said. Dressed in a fullsleeved white shirt and pants, Karnan came out of the airport escorted by policemen in civil dress. He was whisked off by the police when reporters tried to approach him. “His medical tests were completed at the airport and the judge was taken straightaway to the jail,” he said. Tight security arrangements were made at the airport where senior police officers, including Kolkata Police

Commissioner Rajeev Kumar, were present. A senior official at the Presidency jail said that Karnan complained of chest pain soon after he was taken inside and a team of doctors from the jail hospital was examining him. “He is old and seems to be unwell too. We do not want to take any chance. An ECG was done on him,” he said. The official said Karnan might be moved to a state-run hospital if anything wrong was found in his medical report. Karnan, who in the past has said he was targeted for being a

dalit, was brought to Chennai from Coimbatore by a private airline past midnight yesterday and later accommodated in the retiring room in the airport complex amid tight security. Three police teams from Kolkata were camping in Coimbatore and traced Karnan on the basis of his mobile phone calls with the Tamil Nadu Police providing technical support to trace his whereabouts, a senior local police officer had said. Karnan failed to get any last-minute reprieve after the apex court refused to entertain his plea for interim bail and suspension of the six-month sentence. The apex court said it was duty-bound by the seven- judge bench’s order in the case and “cannot override it.” “The matter has been heard by a seven-judge bench and order has been passed. The order is binding on us. We in vacation cannot override it. It is nothing we can do,” a vacation bench of Justices D Y Chandrachud and S K Kaul said.

Chennai, Jun 21 (PTI): The government expects to connect 33 destinations on 128 routes by five airline operators under the UDAN scheme by September, Union Civil Aviation minister P Ashok Gajapathi Raju said Wednesday. With the Regional Connectivity Scheme (RCS), also called UDAN or “Ude Desh Ka Aam Nagrik”, the government aims to connect 45 unserved and under-served airports and make flying affordable by capping fares at Rs 2,500 per seat/hour. Five airlines were awarded 128 routes under the scheme in March after a bidding process. Prime Minister Narendra had on April 27 inaugurated the maiden ShimlaNew Delhi flight under the RCS. “By September, we are expecting that the 33 destinations will be connected,” he told reporters here. Noting that Salem airport in Tamil Nadu is inoperative, the minister said it is for the state government and airline operators to decide on providing regional connectivity. Under UDAN, the government has also extended subsidy in the form of viability gap funding to the operators flying on these routes.

Benami land deals: Misa Bharti quizzed by IT officials New Delhi, Jun 21 (IANS): Income Tax officials on Wednesday quizzed Rashtriya Janata Dal (RJD) chief Lalu Prasad’s daughter Misa Bharti for five hours in connection with an over Rs 1,000-crore benami (proxy) land deals case, an official said. After skipping the department’s summons twice earlier this month -- on June 6 and 12 -- Bharti appeared before the officials on Wednesday. Her husband, who also skipped the summons on June 7 and 12, accompanied her to the IT office here. Bharti’s appearance before the IT officials comes a day after the department attached over 12 properties of her relatives, including husband Shailesh Kumar, brothers Bihar Deputy Chief Minister Tejashwi Yadav and Health Minister Tej Pratap Yadav, and others under the Benami Transactions Act, 1988. The IT Department had on Tuesday attached two assets of Lalu Prasad’s kin in Delhi and several properties in Bihar after the department issued a provisional order under the 1988 act, which came into force on November 1 last year.

“She (Bhar ti) was asked about her company Mishail Packers and Printers Pvt Ltd, which is believed to be a shell company. She was also asked about the various loans she had taken, without any collateral security, to buy various companies,” the IT officials said. He, however, declined to share any further details. The department’s action came in the wake of the May 16 searches at 22 places in and around Delhi in connection with the alleged benami property deals involving RJD chief and his children Tejashwi Yadav, Tej Pratap Yadav and Misa Bharti. Besides Lalu Prasad’s residence, IT officials carried out searches at the residence of party MP P.C. Gupta as well as several businessmen and real estate agents in Delhi and Haryana’s Gurugram and Rewari. Allegations of corruption against Lalu Prasad’s wife former Chief Minister Rabri Devi and their children were raised by senior Bharatiya Janata Party (BJP) leader and former Bihar Deputy Chief Minister Sushil Kumar Modi.

VIJAYAWADA, Jun 21 (Agencies): BJP minority morcha national president, Abdul Rasheed Ansari observed that triple talaq is being misunderstood and the present usage of it by Muslims in the country is against the true spirit of Islam. “When misunderstandings crop up among a couple husband can seek separation. It will take at least three months from first talaq utterance to separation. After the first utterance one has to wait for next moon and then another moon before the second and third utterance. Meanwhile, both can go for reconciliation with religious heads and other

elders. But nowadays it is not being followed which is against the true spirit of Islam,” Rashid said in Vijayawada on Wednesday. Talking to reporters, Rashid explained that the BJP led NDA government has launched many innovative schemes to uplift minorities both socially and economically. He pointed that Muslim madrasas are being developed in a scientific manner by including subjects like science and mathematics so that the students will be industry-ready when they pass out of a madarsa. He reiterated that there was a wrong perception that minorities are not with BJP.

Soon after the BJP had announced Kovind’s candidature on Monday, Nitish Kumar had good words to say about the former Bihar Governor on whom, he also made a courtesy call. Nitish Kumar is known to take independent decision like his welcoming the demonetisation decision and surgical strikes last year and the JD-U voting for UPA candidate Pranab Mukherjee while sharing power with BJP in the state. The JD-U decision came as a shock for the 17-party front led by

Congress which is meeting in New Delhi on Thursday to decide on its strategy in the Presidential election, most probably putting up a candidate in what the Left parties called an “ideological battle”. It remains to be seen whether BSP, which has also said that it cannot oppose a Dalit candidate unless the opposition has a more popular Dalit nominee, attends the opposition meeting. For the record, the Congress said the question whether they would be putting up a candidate against

We have a meeting tomorrow. Let us see how many parties are going to attend,” he said. The names doing the rounds as possible opposition candidates include former Lok Sabha Speaker Meira Kumar and former Maharashtra Chief Minister Sushil Kumar Shinde, both of the Congress and both Dalits. The names of Meira Kumar and Shinde have been floated to counter the NDA so that parties like the BSP would have no problem going against the NDA Dalit candidate. The NDA, including Shiv Sena and the PDP of Jammu and Kashmir, which has extended support to Kovind, commands the support of 48.93 per cent in the electoral college made up of MPs and MLAs. With the backing of parties outside the alliance like TRS (2 per cent), AIADMK (5.39 per cent), YSR Congress (1.53 per cent) and BJD (2.99 per cent), the NDA’s support would cross the half way mark comfortably to reach nearly 63 per cent in the July 17 battle, with JD-U contributing 1.91 per cent.

Patna/New Delhi, Jun 21 (IANS): The opposition on Wednesday suffered a big blow with JD-U deciding to back the NDA candidate Ram Nath Kovind in the President’s election boosting the numbers for the ruling side while the rivals made it clear that they will put up a candidate. The setback for the opposition came at a meeting of JD-U legislators and MPs in which Chief Minister Nitish Kumar and several MLAs expressed their opinion that the NDA candidate and his credentials are good given that he hails from a Dalit community and has a humble background. With possible support of JD-U, the vote share of NDA in the electoral college go up to almost 63 per cent. “The party has decided to support Ram Nath Kovind. As the party has decided to support Kovind, there is no need for it to attend the meeting of opposition parties being held in New delhi,” said JD-U spokesperson Rajiv Ranjan. He also said his party’s decision has been conveyed to Congress President Sonia Gandhi and RJD chief Lalu Prasad. Earlier, JD-U Chief Whip Ratnesh Sada told reporters in Patna that the party has decided to support Kovind. Wednesday’s decision yet again confirms Nitish Kumar’s style of taking decisions on his own irrespective of his allies’ position and his political opposition

QE-II unveils govt agenda in scaled-down Parl opening

Britain’s Queen Elizabeth II and Prince Charles sit in the House of Lords at the official State Opening of Parliament in London, Wednesday, June 21, 2017. (AP/PTI) LONDON, JUN 21 (PTI): Queen Elizabeth II today unveiled the government’s agenda in her speech dominated by a host of proposed new laws designed to prepare the UK for a “smooth and orderly” divorce from the EU amidst the political uncertainity after Prime Minister Theresa May’s poll debacle. At a scaled-down State Opening of Parliament, the Queen’s Speech, which is prepared by the government of the day and read out by the monarch, laid out the legislative priorities for parliamentary proceedings. The scaled down version, minus the usual royal procession and pageantry, is a result of the rushed preparations following the

snap general election earlier this month. This year’s speech was dominated by Brexit and will cover a two-year period instead of one to give MPs time to deliberate on laws needed to leave the European Union (EU) – irrespective of the final deal agreed with Brussels. A host of proposed new laws designed to prepare the UK for a “smooth and orderly” departure from the EU have been announced. Of 24 bills, eight relate to Brexit and its implications for key industries. As well as a bill to convert EU rules into UK law, there are measures on trade, customs, immigration, fisheries, agriculture, nuclear and sanctions.

At the heart of this is the so-called Great Repeal Bill, which will repeal the 1972 European Communities Act and end the jurisdiction of the European Court of Justice. It will also copy existing EU legislation to the UK statute book, and Parliament will decide which bits to retain. As part of the dressdown version of the grand State Opening, the 91-yearold monarch arrived in a car instead of a carriage and wore a day dress instead of her traditional robes. She was accompanied by son and heir Prince Charles rather than husband Duke of Edinburgh, after he was admitted to hospital as a “precautionary measure” last night.

There was no mention of US President Donald Trump’s proposed state visit to the UK later this year, appearing to confirm suggestions it has been delayed. The main non-Brexit bills include a domestic violence and abuse bill and a data protection bill. Meanwhile, May led Conservatives are still trying to agree terms with the Democratic Unionist Party (DUP) to secure their support for a minority government after the snap general election failed to win a majority for the ruling party. “The election result was not the one I hoped for, but this government will respond with humility and resolve to the message the electorate sent. We will work hard every day to gain the trust and confidence of the British people, making their priorities our priorities,” May said in the lead up to the Queen’s Speech. Her ministers have said some parts of the Conservative party manifesto would have to be “pruned” following the election result. Opposition Labour party and the Liberal Democrats each plan to put forward alternative versions of the Queen’s Speech. “They have got the right to bring forward their own programme, but I don’t believe, actually, that they are legitimate in the sense that they have got a mandate that they asked for,” Labour’s shadow chancellor Jon McDonnell said.

Brussels attacker identified as Moroccan with nail bomb

Belgian Army soldiers patrol near Central Station in Brussels after a reported explosion on Tuesday, June 20, 2017. (AP/PTI) B RU S S E L S, J U N 2 1 (AFP): Belgium said today a Moroccan man carried out a foiled terrorist attack with a nail bomb at a busy Brussels train station, the latest in a wave of attacks to hit Europe. The 36-year-old man, identified only as O Z, shouted “Allahu Akbar” and tried to detonate a suitcase in a group of passengers at Brussels Central station before a soldier shot him dead yesterday. The suspect, from the largely immigrant Brussels neighbourhood of Molenbeek which has been linked to a number of previous attacks, was not known to police for terrorism offences. “It could have been much worse,” Belgian federal prosecutor’s spokesman Eric Van Der Sypt

told a news conference. “It is clear that he wanted to cause more damage than he did.” Belgian Prime Minister Charles Michel said a “terrorist attack has been prevented” in the city that hosts the EU and NATO headquarters. But he said that while security would be stepped up, the country’s terror alert level would be kept stable. “We are not allowing ourselves to be intimidated by terrorists,” he added. The blast came a day after a man mowed down Muslims near a mosque in London, and a suspected Islamist on a terror watchlist rammed a car laden with weapons into a police vehicle in Paris. Brussels has been on high alert since suicide

bombers struck Zavantem Airport and the Maalbeek metro station near the EU quarter in March 2016, killing 32 people and injuring hundreds more. The Islamic State group claimed the attacks, which were carried out by the same Brussels-based cell behind the November 2015 suicide bombings and shootings in Paris which left 130 people dead. In yesterday’s incident, the man failed to cause any casualties. He entered the station and twice approached a group of around 10 passengers, the second time standing in the middle of them, prosecutors said. “He grabbed his suitcase while shouting and causing a partial explosion. Fortunately nobody was hurt,” Van Der Sypt said.

Released by the Saudi Press Agency, SPA, Saudi King Salman, right, and Defense Minister and Deputy Crown Prince Mohammed bin Salman wave as they leave the hall after talks with the British prime minister, in Riyadh, Saudi Arabia.(AP/PTI) RIYADH, JUN 21 (IANS): Saudi Arabia’s King Salman bin Abdulaziz Al Saud on Wednesday dismissed his nephew Mohammed bin Naif as crown prince and replaced him with his son Mohammed bin Salman as first in line to the throne. According to Saudi TV news channel Al Arabiya, 31 out of 43 members of Saudi Arabia’s Allegiance Council voted in favour of Prince Mohammed bin Salman as the new crown prince. Mohammed bin Salman, 31, was also appointed as Deputy Prime Minister and will continue to hold his post of Defence Minister,

according a royal decree cited by the state media. The royal reordering removed Prince Nayef, 57, both from his place in the line of succession and from his post as Interior Minister. He has pledged allegiance to the new crown prince, news agency SPA reported. Prince Nayef was the kingdom’s security chief for many years and was known for his strong stance against Islamist militants. He was widely respected by Saudis and their foreign allies for dismantling Al Qaeda’s networks inside the kingdom. A young and relatively unknown prince, Abdulaziz

bin Saud bin Nayef, was named the new Interior Minister. King Salman, 81, acceded to the throne in January 2015 after the death of his half-brother Abdullah bin Abdul Aziz. He announced his first major cabinet reshuffle a few months later, appointing Prince Nayef as crown prince and Prince Salman as deputy crown prince, BBC reported. As Defence Minister and deputy crown prince, Prince Salman led Saudi Arabia’s war in Yemen and oversaw the kingdom’s energy policy. He also spearheaded the development of a wideranging plan for the country’s future, called Saudi Vision 2030, which seeks to decrease Saudi Arabia’s dependence on oil, diversify its economy and loosen some social restrictions inside the kingdom. Prince Salman visited the US in March, where he had lunch at the White House with US President Donald Trump. He praised the country’s relationship with the US, saying that without American influence “we would have ended up like North Korea”. Prince Salman also voiced support for “freedom of expression” and “human rights”.

after power row

BUCHAREST, JUN 21 (AFP): Romania’s government fell today after the ruling party took the unusual step of passing a no-confidence vote in its own prime minister following internal power struggles. The left-wing Social Democrat party (PSD) filed the motion against premier Sorin Grindeanu barely six months after winning an election. The PSD unexpectedly withdrew its support for Grindeanu on June 14, accusing him of “delays” in implementing reforms in the European Union’s secondpoorest country. Grindeanu however refused to resign and denounced powerful PSD boss Liviu Dragnea for seeking to “concentrate all the power in his hands”. The 54-year-old, who led his party to a thumping poll victory in December, is barred from running for office because of a voter fraud conviction. Nonetheless he continued to pull the government strings behind the scenes once Grindeanu became premier in January. At first Grindeanu complied but recently began asserting his independence, which reportedly led to the current crisis.

WASHINGTON, JUN 21 (AFP): Republican Karen Handel won a high-stakes, closely-watched special congressional election, salvaging a seat in traditional conservative Georgia where Democrats had hoped to strike a blow against Donald Trump’s presidency. Handel, an establishment Republican and former state secretary of state, defeated Democratic challenger and political novice Jon Ossoff by about five percentage points, multiple US networks projected, denying Democrats their first election victory of the year. Her win marked an impressive rebound from polling that showed her narrowly trailing her rival in the run up to the vote, and signalled that Republican disillusionment about Trump was not as deep as Democrats were counting on. The result no doubt comes as relief for Republicans who had grown concerned about whether their party, buffeted by the scandals that have plagued the Republican president, could hold the seat in Georgia’s sixth district that became the most expensive congressional race in US history. “Congratulations

A voter casts his ballot in Georgia’s 6th Congressional District special election at a polling site in Sandy Springs, Ga., Tuesday, June 20, 2017. (AP/PTI) to Karen Handel on her big win in Georgia 6th. Fantastic job, we are all very proud of you!” tweeted Trump, who had publicly implored Republicans to troop to the polls to back Handel. While the White House had played down the national importance of the Georgia race, Trump had gone all in on Handel, and the Republican Party no doubt sees the victory as a shot in the arm as it prepares to fight to preserve its control of Congress in next year’s mid-term elections. “Tonight, the people

of Georgia’s sixth district overwhelmingly voted not only for Karen, but also for President Trump’s agenda of replacing our broken health care system, reforming an outdated tax code, and prioritizing infrastructure investment,” Republican National Committee chairwoman Ronna McDaniel. Trump’s party also claimed victory in another congressional race Tuesday, in neighboring South Carolina. Both contests were held to replace lawmakers who vacated their

seats in order to join the Trump cabinet. Democratic candidates also lost earlier races in Republican-held districts in Kansas and Montana. The victories gave Trump a chance to gloat. “Well, the Special Elections are over and those that want to MAKE AMERICA GREAT AGAIN are 5 and O! All the Fake News, all the money spent = 0,” he tweeted. The opposition Democrats had painted each of the races as a referendum on Trump’s scandalplagued presidency. “We dodged a bullet tonight,” Georgia-based Republican strategist Chip Lake told AFP. “We’re still going to be on the defense in November of 2018,” with Trump a likely “liability,” he added. But while Republicans were facing a sobering reminder of their president’s poor approval ratings, Handel steadied the ship in a district that only narrowly backed Trump in last November’s vote. In conceding the race, Ossoff, a filmmaker and former political staffer, signalled Democrats could learn from these races and prepare for the larger battle for control of the US Congress in 2018.

MARAWI (PHILIPPINES), JUN 21 (AFP): Islamic militants occupied a primary school and took hostages in a southern Philippine village today, a few hours drive from a city where other jihadists were fighting a monthlong war, authorities said. Hundreds of gunmen initially attacked a lightly guarded military outpost at dawn, with about 30 then taking over the school and using civilians as human shields, the military said. “As of now they are in the school holding the civilians. They are using them as human shields,” Captain Arvin Encinas, spokesman for the army division with responsibility for the area, told AFP by phone. Encinas said the gunmen had planted improvised bombs around the school, a small building in a rural area, and that soldiers had surrounded it. There were about 20 hostages taken from houses nearby, but no students, Antonio Maganto, the region’s education spokesman, told AFP, although he said the exact numbers could not be confirmed. The unrest occurred in Pigkawayan, a farming town about 160 kilometres (100 miles) from Marawi city where fighters linked to the Islamic State (IS) group have been battling troops for a month in a conflict that has claimed hundreds of lives.

People of all age groups numbering over 7,000 gathered at the venue to witness some of the most happening, renowned and promising artistes in the state. Catering to the need of a host of taste for different genres, more than 25 artistes performed some of the most popular songs, pieces and instrumentals all on a single stage which

in itself was a great accomplishment taking into consideration the huge amount of resources, manpower, technical capability and artiste management put into action. The event will go down the annals as one of the most memorable moments for all the music lovers and artistes alike. Much to the organizers and the gathered music fans, the unpredictable monsoon weather paved a pleasant way for the show to be held interrupted as it stretched to over 3 and a half hours. Midway through the concert, chief guest for the event and Deputy Chairman, State Planning Board,

Kuzholuzo Nienu, MLA in a short speech greeted the gathered youth on the account of the global event. He also said he was representing the state government to be part of the worldwide event. The organizers, heaping a huge praise for the MLA, said he was one leader who had always been available especially to the youths. They also informed that Azo was the only politician willing to be part of the event when approached and came forward forgoing all his prior engagements and taking part in an activity which the youths were most interested in. d a m Yo u n g h a s done the math on the line “‘Cause I’d get a thousand hugs/ From 10,000 lightning bugs/ As they tried to teach me how to dance” Owl City has revealed the mathematical reasoning behind one of the confusing lyrics from his 2009 hit ‘Fireflies’. Owl City – aka Adam Young – shot to prominence nearly eight years ago with the single, which went six times platinum worldwide and spent three weeks at the top of the UK singles chart. Young has only now spoken out on one especially unclear lyric from ‘Fireflies’, where he sings: “Cause I’d get a thousand hugs / From 10,000 lightning bugs / As they tried to teach me how to dance.” Having bamboozled fans for years, Young has now clarified his take on the maths that the lyrics invoke

after being asked on Twitter to explain whether “each firefly hugs you 1,000 times, or do only 1/10th of the bugs give you a hug?” “I was the recipient of 1,000 hugs from 10,000 lightning bugs for a grand total of 10,000,000 hugs,” Young explained in reply. “As the lyrics of the song clearly state, the average layperson would not believe their eyes if 10,000,000 fireflies were to illuminate planet Earth, nor would the average person conclude by natural instinct that 10,000 lightning bugs, acting as a collective group, are capable of embracing a human being 1,000 times without difficulty.

The registrar, Christine Derrett, said there was a lack of credible evidence that his debt would be paid soon. She refused to adjourn the case for a further 28 days and announced a bankruptcy order.

Portugal beat Russia at Confed Cup First open volleyball tourney in Wokha

Cristiano Ronaldo celebrates after scoring a goal during the Confederations Cup, in Moscow, Wednesday. (AP/PTI)

M o s c o w, J u n 2 1 (Agencies): Cristiano Ronaldo set aside his legal troubles to score the winning goal for Portugal on Wednesday in a 1-0 victory over hosts Russia in the Confederations Cup. Ronaldo headed Portugal in front in the eighth minute at Moscow’s Spartak

Stadium. The European champions struggled to kill off the game despite several chances and could have conceded when Georgy Dzhikiya headed narrowly over in stoppage time. A day after Ronaldo was summoned to court in Spain over allegations relating to a complex tax

fraud, his goal was simple. He found space on the right flank and crept in behind defender Fyodor Kudryashov to head in Raphael Guerreiro’s lofted cross at the far post. It could have been 2-0 in the 50th if not for Russia goalkeeper Igor Akinfeev, playing his 100th

international game, and his acrobatic one-handed save to keep out Adrien Silva’s header. Guerreiro limped off injured in the 65th. Russia failed to register a shot on target, though Fyodor Smolov should have done better when he sliced a shot wide from a good position shortly before half-time.

On a chilly Moscow evening, Russia coach Stanislav Cherchesov set up his team defensively, putting rightback Roman Shishkin into a midfield role, but his plans were upended after just eight minutes when Ronaldo headed in Portugal’s opener. Portugal outplayed Russia comprehensively for the rest of the half but created no clear-cut chances, Ronaldo going closest. The Russians barely made it into the Portuguese half for long periods of the opening 45 minutes, and only came remotely close to scoring with Smolov’s mishit effort off Alexander Golovin’s cross. Besides the Silva header saved by Akinfeev, the Portuguese also threatened to score a second when Ronaldo headed wide in the 63rd and blasted a shot over the bar shortly after. The Russians made attacking substitutions and pushed forward, testing the Portuguese defense with balls over the top, but often left themselves open on the counter. Guerreiro had to be substituted in the 65th after limping off for medical treatment. Russia threw men forward in search of a late equalizer, but came no closer than Dzhikiya’s header over the bar.

DIMAPUR, JUN 21 (NPN): Fifteen teams including three women teams are competing in the open Volleyball tournament which got underway at local ground, Wokha on Wednesday. ing that peace was essential part for the society to progress, he urged the gathering to be a part of the peace process. He also touched on clean election and called upon every village, khel and colonies to come forward and support the cause, and be an agent of clean election. President Lotha Students’ Union Libemo Tsopoe in his brief speech said, to be a winner one should accept defeat. He also termed sports as the only medium to bring closer and unity in this technology era. Chairman Lotha Hoho Mhao Humtsoe termed sport as a game of discipline and urged the gathering to maintain discipline not only in sports but also in every sphere by

quoting that all cannot be “master of all trade”. The oath taking ceremony was led by games and sports secretary (EYL) Nzanthung Mozhui. Earlier, the opening ceremony chaired by Ayingbeni S. Jami began with an invocation by association pastor WTBC, Rev Yilow Lotha. Lobeno Tungoe (Winner of the voice of Wokha 2017) presented special song. Anil’s tickets were booked for Barbados. His wife was also supposed to join him but he knew it was over,” the official added. Asked if he could be more specific, the official said: “Let’s put it that Virat felt that Anil is entering an area which was his domain. For Anil, who has been a decorated player and an India captain, he has his own beliefs and ideas but the final call always stays with the captain,” he said. Captain Virat Kohli along with coach Anil Kumble during a practice session in Mumbai on Tuesday ahead of the 4th test match against England.Anil Kumble has stepped down as the coach of the Indian team. (PTI)

New Delhi, Jun 21 (PTI): The BCCI top brass had an inkling that all was not well but they were taken aback when they came to know that captain Virat Kohli and chief coach Anil Kumble were not in talking terms for the “last six months”. Another impor tant thing that has come out in the open was that the Chief Advisory Committee, comprising Sachin Tendulkar, Sourav Ganguly and VVS Laxman, also didn’t straightaway give the green light to Kumble’s extension. “There had been reports that the CAC had okayed Kumble’s extension. They had okayed his extension but with a rider. They had said that Kumble should be retained provided all pending issues

are resolved,” a senior BCCI official, who was present in London during the whole episode, told PTI. Post the ICC Champions Trophy final, there were three separate meetings at the Indian team’s hotel. The first was where Kumble met the BCCI top brass and members of CAC followed by Kohli meeting them. The last and the most “eventful” meeting was when Kohli and Kumble were made to sit across the table. The talks failed completely as there was no communication. “The two had stopped talking to each other since December when the England Test series got over. There were problems but it was like shocking that the two didn’t have any proper communication for the past

six months. On Sunday evening after the final, they were made to sit across table and they both agreed that it’s not working out.” When asked what was the problem, the source said: “When we spoke to Anil separately and specifically asked him if there’s any problem, he said he has ‘no problems with Virat’. He was also told about the specific areas where Kohli has reservations about his functioning, while Anil said these were non-issues.” The official sounded helpless. “Look, if one of the two protagonists feel that there are issues which seemed to be non-issue to the other one, only these two can then sort out. Once they sat across the table, both realised after coming out that it has gone beyond repair.

BCCI to invite more applications for coach’s post

The BCCI has decided to invite more applications for the post of Indian team’s coach to give Cricket Advisory Committee (CAC) a wide range of options for picking a suitable candidate. The cricket Board’s move came following Anil Kumble’s acrimonious exit from the job. Kumble on Monday refused extension of his contract till the West Indies tour, citing captain Virat Kohli’s reservation over his ‘style’ of functioning. A top BCCI official associated with the process told PTI that another 7-10 days may be given for fresh applications so that other interested candidates with suitable qualification and stature can apply for the top job. “Look, when we had invited applications last time, Anil was an automatic entry.

Prime Minister Nawaz Sharif has announced a cash reward of Rs 10 million ($95,378) for every Champions Trophy winning team member and Pakistan Cricket Board (PCB) chairman Shaharyar Khan has offered Rs 1 million ($9,537) to each member of the squad. In addition, a bonus of Rs 29 million ($2,76,598) will be divided and distributed among all members of the squad according to their ceilings in central contracts. The Sarfraz Ahmed-led side clinched their maiden Champions Trophy crown, defeating India by 180 runs at The Oval in London in Sunday’s final.
