Cab asks ENLU to meet ENPO over JIC recommendation

KOHIMA, JUN 19 (NPN): Declining to take a decision on the findings and recommendations of the Judicial Inquiry Committee (JIC) constituted to probe the fiasco on May 26, when returnees that included a COVID-19 positive case were sent together in buses to Tuensang, the state cabinet has instead, entrusted the Eastern Nagaland Legislators Union (ENLU) to address the issue with the Eastern Nagaland People’s Organisation (ENPO). This was disclosed by chief minister Neiphiu Rio, while briefing media persons here today. Rio, while not divulging the contents of the JIC report, informed that after over three-hour long meeting, the cabinet decided to entrust ENLU to discuss the JIC report with the ENPO. ‘Odd-even system’ for vehicles in Kma KOHIMA, JUN 19 (NPN): Kohima police will implement the ‘Odd-Even’ dated system for all vehicles within Kohima municipality from June 22 till June 30 except on June 28 (Sunday). Kohima police informed that on Monday, Wednesday, Friday vehicles with number (0,2,4,6,8) will ply while on Tuesday, Thursday and Saturday vehicles with odd numbers (1,3,5,7,9)will ply. Sr. SP Kohima K. Sophie also informed that the restriction will not apply to following categories-emergency service vehicles (police, prison, administration, para military, medical, NST buses, govt. staff buses, fire services, NSDMA & SDRF), press and twowheelers, trucks carrying emergency medical equipment/commodities and LPG cylinders and Manipur bound inter-state trucks carrying essential commodities. All vehicles restricted to ply as per government notifications, shall remain enforced (e.g. Inter-district zonal Taxis, city bus etc.) Government employees were requested to use staff bus instead of private vehicles during this period to help minimize traffic congestion. Violators will be penalised under Sec. 177 & 179 of the MV Act 1988, it added.

on contingency which has attracted flak from various organisations, Rio said the cabinet has directed the Health & Family Welfare (H&FW) department to prepare a comprehensive report for the cabinet to take an informed decision. India’s COVID-19 tally crosses 3.80L NEW DELHI, JUN 19 (PTI): India saw another record spike of 13,586 new COVID-19 cases in a singleday, pushing the tally to 3,80,532, while the death toll rose to 12,573 with 336 new fatalities. The number of recoveries crossed two-lakh mark while there are 1,63,248 active cases, according to updated ministry data at 8am. One patient had migrated. With the confirmation of 10,386 patients having recovered from COVID-19 in the last 24 hours, the total recovery rate consequently rose to 53.79 per cent. The trend in daily numbers shows an increasing rate of recovery, and an increasing gap between active and recovered cases, the health ministry said. The increase in proportion of recovered cases is a demonstration of India’s strategy of timely management of COVID-19, it said. “Proactive measures like implementation of lockdown, sensitisation of general public to COVID19 appropriate behaviour by the government of India in coordination with states/ union territories, have significantly restricted the spread,” the ministry said.

DIMAPUR, JUN 19 (NPN): Nagaland on Thursday reported three new COVID-19 positive cases, taking the states tally from 195 to 198 on Friday. According to Health department data, 2 positive cases were reported from Kohima quarantine centre

and one from Dimapur quarantine centre. All positive cases were shifted to the respective COVID-19 hospitals. Further, with 16 persons having recovered from the infection on Thursday, the recovery rate of COVID19 patients in the state has

jumped to 63%. Out of 16 recoveries, Dimapur DH registered 6, AR Hospital Dimapur-3 and Kohima NHAK-9. All recovered patients have been shifted to the respective COVID care centres. With this the total tally as on June 19 stood at 198-73 active and 125 recovered cases. As per the severity of symptoms, all the 73 active cases are asymptomatic. As per the distribution of the 198 cases by age, 4 cases are between 0-17 years, 187 cases between 18-44 years, 5 cases between 45-64 years and 2 cases between 65-74 years. As per the distribution of gender, there are 126 males and 72 females. Results of 1185 awaited: Out of 8174 COVID19 suspected samples sent for testing till date, 6989 samples were received and results of 1185 samples were awaited.

CPO welcomes delimitation DIMAPUR, JUN 19 (NPN): Chakhroma Public Organisation (CPO) has thrown its weight behind the proposed delimitation exercise in the State and welcomed Chief Election Commission’s decision in this regard. In her introductory remarks, she said even at this stage they were in the dark about many crucial aspects of the crisis as she posed a set of questions to the government and sought specifics about when Chinese troops intruded into the Indian territory. “In the government’s considered view, was there a failure of intelligence,” she asked.

DC Dmu reiterates ban on import of pigs DIMAPUR, JUN 19 (NPN): Deputy Commissioner (DC) Dimapur, Anoop Khinchi, has reiterated that the ban on import of pigs from neighbouring states still stands. In an order, DC Dimapur warned that any person found violating the order would be liable to be punished as per Sec. 188 of IPC. The reiteration comes after taking note of pigs still being imported into the district despite ban of import of pigs owing to outbreak of “African Swine Fever” and high mortality rate of pigs in the neighbouring states.

Advertise posts of pharmacists: URPAN DIMAPUR, JUN 19 (NPN): Unemployed Registered Pharmacists’ Association Nagaland (URPAN) has urged the state government to advertise the posts of pharmacists. URPAN convener Savizo Kezieo and secretary M Metmei Phom stated that the state government in 2015 had abruptly cut down the existing 490 posts of pharmacists to 309 without proper analysis on ground of cadre review, which was precisely loss of 181 posts of pharmacists in the state. IMPHAL, Jun 19: Dealing a big blow to the plan of the newly formed Secular Progressive Front (SPF) of winning the lone Rajya Sabha seat, the BJP candidate and Manipur’s titular king RK Sanajaoba won seat in the poll held Friday even as and counting of votes was delayed beyond the scheduled 5 p.m. The BJP candidate Sanajaoba got 28 votes while his rival Congress candidate T Mangibabu got 24 votes out of the total 52 votes cast. Voting commenced at 9 am and ended at 4 p.m. under tight security at the Legislative Assembly complex against the backdrop of political turmoil when nine MLAs, including four cabinet ministers belonging to NPP, withdrew support to the BJP-led coalition government. The counting of votes was delayed after poll-

ing agents of NPP lodged a complaint with returning officer (RO) alleging violation of secrecy of voting by BJP Speaker Khemchand Singh and Ngamthang Haokip of Congress. However the RO dismissed the allegations as baseless. “I was present during the poll process and have reconfirmed the allegation through the video recording of the poll process. I’m convinced that there is no violation of the secrecy and that the complaint is baseless. The complaint is therefore disposed of,” the RO’s order stated and paved the way for counting of votes. The counting was held around 8 pm and results declared at around 8.30 pm. Sources said the complaint was disposed of with the knowledge of Election Commission of India (ECI), where the complaint was forwarded to.

Agencies: BJP and its allies grabbed the four Rajya Sabha seats in the four North Eastern states and increased its tally to eight out of a total of 13 seats in the region. Except for Manipur, where BJP had to fight off a fierce political battle against Congress before its ‘royal’ candidate, the titular king of Manipur, Leishemba Sanajaoba emerged victorious, its two partners had easy victories in each seat in Meghalaya and Mizoram where simultaneous elections were held on Friday. Unfair for Therie to make personal attacks on Rio: NDPP Over `3 crore worth ‘areca nut’ seized DIMAPUR, JUN 19 (NPN): Nationalist Democratic Progressive Party (NDPP) said it was unfair on the part of NPCC led by K Therie to make personal attacks on chief minister Neiphiu Rio when the State Congress chief ’s own record was far from satisfactory. In a statement, the ruling party recalled that Therie was dropped as a cabinet minister from the Congress ministry in 2002 for his non-performance and misappropriation of funds and later even expelled from Congress for “anti-party” activities. He then joined NPF and became finance minister under Rio. But history repeated itself when circumstances compelled Rio to drop him from the council of ministers for his non-performance and fund misappropriations.

NDPP stated that it was under Therie’s stewardship as finance minister when the Nagaland government was given a generous grant of Rs 365 crore to wipe out accumulated deficit carried over from the Congress ministry in 2003 by the then Union government under the Prime Ministership of Atal Bihari Vajpayee. However, his handling of the grant and management of the State’s finances were rejected outright by then opposition Congress, which had demanded a white paper on Rs 365 crore. “Therie’s tabling of white paper was rejected by Congress and till today his own party has refused to accept his explanation,” the statement added. Subsequently he was dropped from the Rio ministry and later pulled up for

anti-party activities. Now, he had come full circle with his return to Congress and his leadership landed this grand old party with no seat in Nagaland Legislative Assembly, the ruling party stated. Reminding the state Congress party that the members of COVID Working Committee were giving daily update on the status of pandemic in the State, NDPP said to accuse the chief minister of failing to “instil confidence in the people” was nothing but taking cheap pot shots at Rio, which was unbecoming of a political party of the stature of NPCC. It asked the Congress State unit to refrain from taking advantage of the current global pandemic by making personalised attacks on Rio and his government. The ruling party as-

serted that the State government should be commended for trying its best to provide “maximum with the minimum” it had at its disposal. As 70% of the State’s finances went into paying salaries and pensions and the State lacked any source of income to supplement the huge funds going to pay its employees, NDPP said any government would struggle to bring development with the remaining 30% of the funds available. “However, the NDPPled PDA government is doing to its best to provide the needs of the people. The vast improvement in roads and other infrastructure are testaments of the government’s commitment to work for the people under the banner ‘Development for all; Together with all’,” the statement claimed.

DIMAPUR, JUN 19 (NPN): Assam Rifles (AR) personnel have reportedly seized contraband amounting to Rs 3. crore at Oriental Colony in Dimapur on June 19, 2020. PRO IGAR (N) said AR troops and state police, based on specific information, searched a suspected godown, in which 1550 bags of Areca Nut amounting to Rs 3 crore was seized. One Lalan Kumar, resident of

Rajapakse, Vaishali village, Bihar was apprehended. The arrested individual along with the seized items was handed over to assistant commissioner of Custom, Dimapur for further investigation, PRO stated. In another incident, PRO said the AR troops seized contraband moving from Manipur to Dimapur amounting to Rs 45.3 lakh at Ghaspani on June 18, 2020. Based on specific informa-

tion, the troops established a mobile vehicle check post between Zubza and Lalmati on NH-29 on June 18, 2020. While conducting spot check of vehicles, two trucks were intercepted carrying 135 bags of Areca Nut amounting to Rs 45.3 lakh. DoSE issue measures to conduct board examinations

DIMAPUR: In reference to the directive issued by the Ministry of Human Resource Development, department of school education & literacy video, has issued instructions and measures for grant of exemption from the lockdown measures to conduct board examination for class X and XII in the state. Auctioning of coal in a week’s time: Sangma Correspondent Shillong, Jun 19: Meghalaya Chief Minister Conrad Sangma has said that the process for auctioning of coal in the State would start in about a week. “We already had a meeting with the MSTC Limited (Metal Scrap and Trade Corporation), and the entire procedures for auctioning have been finalized with MSTC and Coal India Limited,” Sangma said. “Now that MSTC has

cleared the entire process on how to be done, I hope we can initiate the actual auctioning process in about a week or 10 days time,” he informed. The National Green Tribunal (NGT) appointed committee had earlier approved auctioning of 2 lakh metric tons of extracted coal in Meghalaya out of 32,56,715 lakhs metric tons of extracted coal. In its order passed on July 3, 2019, the Supreme Court had directed that the entire extracted coal stocks already identified be handed over to the Coal India Limited for the purpose of disposal/auction as per the rules the CIL and mode and manner formulated by the NGT appointed committee. The NGT committee has approved auctioning of only 2 lakh metric tons on a pilot basis.

Mnp records 75 COVID-19 cases in a day Correspondent IMPHAL, Jun 19: Manipur reported the highest single-day spike of 75 fresh COVID-19 infections in the last 24 hours, official sources said on Friday. With the 75 fresh cases, the total of persons infected in the state stood at 681, including 218 recovered. The active case now stands at 463. A total of 1617 samples were tested during the last 24 hours (from 6.30 pm of June 18 till 6.30 pm of June 19), out of which the 75 samples tested positive for the virus. Including samples tested on Friday, a total of 32,093 individuals have been tested for the virus in the state. Of the total active cases, 64 are currently treating at the Covid care facility of RIMS hospital, 129 at JNIMs hospital, 33 at Bishnupur district hospital and 237 at the

As per status update report of the state health department, 19 more patients were discharged after recovering from the disease. Guwahati, Jun 18 (PTI): One more COVID19 fatality was reported in Assam on Thursday, taking the death toll to nine, while the total tally of cases rose to 4,904 with 209 people, including 25 from an Army camp, testing positive for the viral infection, Health Minister Himanta Biswa Sarma said. The fresh death was reported from Diphu Medical College and Hospital and this is the second COVID-19 fatality in Karbi Anglong district. Of the nine deaths reported so far, four were in the last week and three of them were cancer patients. Meanwhile, 194 patients have been cured of the disease and discharged from various civil, district and model hospitals on Thursday. The state’s recovery rate has improved to over 58 per cent as the total number of discharged patients reached 2,848, higher than the number of active cases, Sarma said. There are 2,044 active

cases in the state while three persons have migrated out, he said, adding over 11,000 tests were conducted on Thursday in 12 laboratories. So far, 2,46,590 swab samples have been tested in the state for COVID-19, the health minister said. “We are pursuing the strategy of active tracing and testing in our bid to contain any further spread of coronavirus,” he said. Meanwhile, the Assam Targeted Sur veillance Program (ATSP), aiming to conduct more than 50,000 random tests during a week, continued for the second day on Thursday. “We aim to conduct more than 50,000 random testings in a week’s time, targeting vulnerable areas,” he said. Under ATSP, swab samples of people working in locations such as truck parking areas, loading and unloading centres, godowns, weigh bridges, dhabas will be collected

Hyderabad, June 18 (PTI): The first visible eclipse of the decade, classified as the ‘Annular Solar Eclipse’ and popularly known as the ‘Ring of Fire’, will occur on June 21. The annular phase will be visible only in few places of northern India, while the rest of the country will observe this event partially, a press release from Planetary Society, India said on Friday. Across the world the eclipse in various phases will occur between 9.16 AM IST-3.04 PM IST. The greatest phase of the eclipse will be at 12.10 PM. “In India depending on the location of a person from the central path, the eclipse, mostly in the partial phase, will be visible between 9.56 AM to 2.29 PM,” it said.

Santosh Babu, who along with 19 soldiers, was killed in the clash with Chinese troops in Galwan Valley of Ladakh, was a resident of Suryapet town in Telangana. His last were performed with full military honours on Thursday. The Chief Minister announced that he will personally visit the Army officer’s house to declare assistance from the government. UP records highest single-day spike of 809 COVID-19 cases, tally rises to 16,594 LU C K N OW, J U N 1 9 (PTI): Uttar Pradesh on Friday recorded the highest single-day spike of 809 coronavirus cases, with the tally rising to 16,594 in the state, officials said. The death toll due to COVID-19 mounted to 507 after 19 fresh fatalities were reported from different districts of the state, they said. The previous highest single-day spike in cases was on Thursday when the state recorded 604 cases. “Of the total infected people, 9,995 have been discharged from hospitals after recovery. The number of active cases in the state stands at 6,092,” Additional Chief Secretary (Medical and Health) Amit Mohan Prasad said.

He said record 17,221 COVID-19 tests were conducted on Thursday. The official said the state health department has also started random sampling. “Of the 3,475 samples taken from urban slums in 75 districts, 65 were found positive in 17 districts,” he

said.

Manipur’s political odyssey

M

anipur is no stranger to political machinations which have, on many occasions, plunged the state into deep constitutional crisis and the same was replayed on June 17 when nine legislators that included a deputy chief minister of the National People’s Party(NPP) along with three colleagues, three BJP, one TMC and on independent legislators- pulled the rug from under the feet of the BJP-led coalition led by chief minister Biren Singh. This development came against the backdrop of the March 28 disqualification of minister Th.Shyamkumar who defected from Congress to BJP in 2017 and rewarded with a ministerial berth. Manipur speaker Y Khemchand Singh had to disqualify the Congress turncoat after the Supreme Court on March 18 intervened by barring Shyamkumar from entering the assembly and also continuing as minister. The apex court had taken serious note of the Speaker’s delaying tactics in not taking action on the disqualification petition filed by the Congress three years back. The Manipur High Court too, had severely reprimanded the Speaker for this inaction, even calling it shameful but left the matter of disqualification to the Speaker’s tribunal. However, three months later when it became apparent that speaker Khemchand had no intention of honouring the SC advice, the court dropped the March 18 bombshell, directing Shyamkumar be banned from entering the Assembly and to remove him from ministership under the extraordinary power given to the SC under Article 142 of the Constitution. The high court also took up another batch of disqualification petitions filed by the Congress in November 2018 against seven of its MLAs who had joined the BJP when the speaker did not act. The High Court had directed the speaker to dispose off the disqualification matter within June 22 and till then, the seven were restrained from entering the assembly. The court said the Speaker had failed to decide the petitions filed by the petitioners within a reasonable time and had not disposed of the petitions despite the petitions having been filed on November 8, 2018. The political churning in Manipur preceded the crucial election for the lone Rajya Sabha seat from the state. Going by arithmetic in a house with a reduced strength of 49, the opposition allianceSecular Progressive Front(SPF) with 26(Congress20,NPP-4,TMC-1 & Ind-1) have the edge over the BJP coalition(BJP-18,NPF-4 and LJP-1). The High Court had also pre-empted any move by the speaker to act against the seven on June 18 by which the arithmetic could change. The speaker can still act on any of the 26 SPF members and which would also change the number equation. Another hurdle which the SPF would certainly face would come from the governor Najma Heptullah. She had gone against conventions when the BJP, the second largest party with 21 members was invited to form the government instead of the single largest party, the Congress with 28 members after the 2017 elections threw up a hung house. However, the role of the speaker remains crucial on such matters. The Supreme Court had ruled that a speaker should decide on such petitions within three months. Further, the apex court had also asked parliament to amend the constitution so that a speaker does not enjoy unbridled power to decide whether a legislator should be or not be disqualified under the anti-defection law. Even governors have to be reminded of their roles as protectors and defenders of the constitution and avoid pitfalls of being partisan and involving in day to day politics.

In this verse, there is no argument and no pressure from Jesus to follow Him; He is simply saying, in effect, “If you want to be My disciple, you must be devoted solely to Me.” A person touched by the Spirit of God suddenly says, “Now I see who Jesus is!”— that is the source of devotion. Today we have substituted doctrinal belief for personal belief, and that is why so many people are devoted to causes and so few are devoted to Jesus Christ. People do not really want to be devoted to Jesus, but only to the cause He started. Jesus Christ is deeply offensive to the educated minds of today, to those who only want Him to be their Friend, and who are unwilling to accept Him in any other way. Our Lord’s primary obedience was to the will of His Father, not to the needs of people— the saving of people was the natural outcome of His obedience to the Father. If I am devoted solely to the cause of humanity, I will soon be exhausted and come to the point where my love will waver and stumble. But if I love Jesus Christ personally and passionately, I can serve humanity, even though people may treat me like a “doormat.” The secret of a disciple’s life is devotion to Jesus Christ, and the characteristic of that life is its seeming insignificance and its meekness. Yet it is like a grain of wheat that “falls into the ground and dies”— it will spring up and change the entire landscape (John 12:24).

Former UNC presidents’ response to Z. Lohe W e the undersigned had issued a Joint Statement on the article captioned “ Who convened Naga People Convention” by Thepfulhouvi Solo, published in Nagaland Post on 25th March, 2020. A rejoinder to our statement given by Z. Lohe offers yet another opportunity to clarify with sincere intent of correcting the fallacies and extraneous issues presented therein. It is accepted that blunders committed must be repented and must not be repeated. According to Z. Lohe a rejoinder had been made by him to Kharingyo Shimrah’s article published in dailies on 8.2.2017 purportedly attributing the formation of Naga Club to R. S. Raichumhao after his return from France as a member of the Labour Corp. There has been, we believe no counter rejoinder in this regard and therefore the matter should rest at that. The 21st Labour Corp was raised from the Naga Hills and the 22nd Labour Corp was raised from Manipur. It has been confirmed that R. S. Raichumhao was one of the few literate members and led the 66th Company of the 22nd Labour Corp. Mr Kharingyo’s views in his article does not have the endorsement of any Naga Organisation or forum in Manipur but it also does not take away historical facts. As such citing Kharingyo’s writing as an instance to debunk our joint statement to T. Solo’s article and as being unrepentant on this count is irrational.

The Joint Statement of 3 former Presidents of the UNC has been alleged as containing distortions of Naga political history and implications upon pioneers of the State of Nagaland. This is not only faulty but misleading as would have been Z. Lohe’s intentions. His rejoinder is hereby refuted in sequence. 1. In the plebiscite held on 16 May, 1951. Mr Kreni Dili of Chowainu village, Mr Hrili Mathibo(Akamu) of Song Song village and Adani Asosii of Punanamei village were the volunteers who submitted signatures/thumb impressions of the Mao-Maram Nagas (undivided Mao which included Poumai and undivided Maram which included Thangal and Upper Zeliang) at Kohima. The copies of the plebiscite document will prove the veracity of this clarification. Fur ther Mr Sanyi Johnny of Tungjoy village (Sepoumaramth), a member of the NNC delegation that met Mahatma Gandhi and a close associate of A. Z. Phizo was actively involved in the organsing of the plebiscite and contributed resources for the same. Though all the Nagas in Manipur could not physically participate in the plebiscite due to connectivity and transportation constraints of that time, they endorsed the plebiscite in favour of Naga independence. Z. Lohe must understand that number was never the issue when the plebiscite was held but it was the “political decision” of the leaders

logic, he infers the defeat as a referendum of the rejection of Naga integration by the Nagas of Manipur. Wrong again. Not being a registered political party, the NIC could not field candidates in its name and so NIC members contested as Independent candidates. Three NIC members namely, Rishang Keishing, K. Envey and Peter Pheiray were elected as Independents. It is a different matter that some members of the NIC subsequently merged with the All India Congress party on 4th August, 1972 under an agreement which stated that “the Congress Party does not oppose Naga Integration movement and does not consider Naga integration movement as anti-national, anti-state and unconstitutional activity”. However joining electoral politics diverted the aims and objectives of the NIC and resulted in weakening of the Naga Integration movement both in Manipur and Nagaland. Opposed to Z. Lohe’s inference of the NIC performance in the 1972 election, the return of only 4 NPF candidates out of possible 11 seats in the 2012 Manipur Legislative Assembly Election, where he was a star campaigner of the NPF should be accepted as a result of the total effect of many factors that come into play in electoral politics and not as a rejection of Naga integration. Z.Lohe as one who had contested election and also tasted defeats should best be able to understand this fact. 4. A difference in quality has been drawn by Mr Z.

Lohe on NNC cadres from Nagaland being mandated and being voluntary as he puts it in the case of South Naga cadres. He states that each of the NNC cadres from Nagaland were sponsored by 10 households as per the resolution of the NNC and therefore “mandated” while this resolution was not implemented in other Naga areas and hence “voluntary”. On this point, elders have confirmed that the same resolution of 10:1 ratio of sponsorship of NNC cadres was applicable to the Nagas in Manipur also. We would like to point out that Nagaland State was inaugurated only in 1963 whereas the armed movement of the NNC started in 1955 much before its creation. He also assumes that “voluntary” service in the Naga National movement was inferior than the mandated recruitment as was done in Nagaland. The separate labeling of service in the Naga movement as “mandated” and “voluntary” and ascribing the Nagas in Manipur to the latter category wholesale is abominable. We would also add here for Mr Lohe’s benefit that any revolutionary movement surely cannot do without the impassioned volunteers with a cause. 5. Under Point No 5, Mr Z. Lohe presents his core sentiments on which we would like to share our views as briefly as possible in the following paragraphs. Mr Z. Lohe in his rejoinder has made it look as if we blamed the pioneers for failure to invite the right Naga leaders in Manipur to the NPC of 1957 and

here are two kinds of politicians today, those who work behind the cover of CSOs (civil society organizations) and those who prefer to take on the issue/s head on, the more unpleasant the better. Instead of being leaders, the majority of our politicians have become event managers – presiding over festivals, weddings, concerts, and photo-op events distributing dal and roti where the optics is more important. So when the reality of politics, ranging from Naga issue to COVID-19 to delimitation hits us, these event managers push somebody else to the front to take decisions for them. There is no second guessing that the issue of delimitation is divisive. Both the ‘for’ and the ‘against’ parties have valid reasons to feel aggrieved. However, as MLA Azo put it, “Sooner or later we must find a solution to the problem….” In short there is no running away from it.

The 11 tribes of Nagaland who put a joint memorandum to the Prime minister of India on the 12 June opposing delimitation in the state cannot run away from it. The 11 tribes cited the on-going Naga peace talks as the reason for the GoI to defer the delimitation exercise. It fooled no one. Unfortunately, the tribe hohos may have played right into India’s hands. Reviving the delimitation issue in Nagaland was a strategic masterstroke for India. The central idea is to divide the Naga people along tribal lines, possibly weakening the larger Naga resolve to pursue contentious issues, and the fissure has happened as expected. Instead of countering India’s strategy with a counter-strategy of our own, the event managers got us duped. While

India weaponised the delimitation issue in a strategic manner to benefit India vis-à-vis the Nagas, petty politics got the better of us. The counter-strategy could have been along 2 lines – a united Naga stand and treading the middle path offered by MLA Azo, that the 2011 census and not the 2001 census should be the basis of the delimitation exercise by amending the relevant portions of the Delimitation Act of 2002. Whatever the motive of the GoI in reviving the delimitation process, the 11 tribes could have been more mature and circumspect in its reaction. The leaders of the 11 tribes should humbly accept their shortcomings – that we lack the strategic mind, and it is always wise to have wider consultations with different sections on any agenda. So paradoxically, by rejecting the delimitation exercise, the 11 tribes may have unwittingly invited the GoI to pursue

the delimitation exercise in Nagaland with added vigor and it’ll not be surprising if the exercise is carried to its logical conclusion. Not only have we failed to comprehend the issue with a strategic mind, we have also utterly failed to understand that 2020 – with Modi-Shah duo at the helm – is not 2002-2008 when event managers could mobilize Naga public opinion to scuttle the then delimitation exercise. The Vajpayee government and the Manmohan Singh government were fooled into believing that law and order in the state would collapse if delimitation exercise were carried out in the state. There’s no fooling Modi-Shah. Ergo, our in-house event managers have failed to understand that there’re master event managers seated in Delhi calling the shots. Joel Naga

Perspectives of Delimitation in Nagaland

he aspect of delimiting the state for the purpose of equitable development and administrative convenience of the state and of the nation should be viewed as upgrading the standard of civilization of the nation at large. Citizens of the state are expected to welcome its introduction with positive and visionary anticipation as civilized people. The formation of the state of Nagaland and its representative constituencies have anomalies and inequalities that has to be corrected and remedied for developing the state to higher and greater status. No among of justification or reasons to delay or defer the act of delimitation commission in the state of Nagaland would do good or right for the citizens. Regret has no medicine. Right decision has power to develop society and humanity of which no power can stop or hinder. Naga society is built up of many mistakes and wrong decisions that has delayed and destroyed the progress of the society.

Comparatively our Naga society is failing behind others in many respects. It is time for the Nagas to think thrice and learn to take right decision to grasp opportunities within reach. Big opportunity comes but once. It would be another huge blunder for the Nagas to defer or deny the implementation of delimitation commission of India for the state of Nagaland. It is high time for the Nagas to exercise fair game and honest deal before God and men. No corrupt or discriminative politics will last or do good to the Nagas. Naga leaders must be truthful, honest and magnanimous in taking and leading the Nagas forward to higher conscious living. It is unfortunate and wonder-striking to learn that some Naga leaders and tribal bodies are projecting their demand for deferring the delimitation in the state of Nagaland in the pretext of Naga solution to take place. The logic sounds good like a drum but hallow vacuum inside is felt.

The Naga people now must be realistic and pragmatic in deciding the fate and destiny of the society. The past lots of blunders must not be repeated or recycled to our present disadvantages. Nagas’ struggle is not for finding Naga solution from India. It is a quit Nagas’-land movement like quit India Movement. Many Nagas got stuck over this in confusion. India is developing Nagaland as Indian state. Naga political groups are shifting their national political ideologies from Nationhood to statehood in the pool of Indian political approach to Nagas. Now Many Nagas are mixing their politics with Indian political approaches and are trending towards finding Indian’s solution for the Nagas. It would be good and right for the Nagas to let India develop Nagaland detached from Nagas’ political issue. The delimitation commission in India is a high power and independent body whose orders have the force of law and cannot be called in question

or challenged in any court of law. It is the will of India to develop India at its best. The Delimitation commission or Boundary commission of India is an established Act by the GOI. The commission is to redraw the boundaries of representatives to state assembly and Lok Sabha constituencies based on a recent census. The number of seats will be changed to either increase or decrease in accordance with the census and population ratio proportion. The present delimitation of constituencies is made on the basis of 2001 census under the provisions of Delimitation Act, 2002. The Government of India under the chairpersonship of former Supreme Court judge Ranjana Prakash Desai has reconstituted the Delimitation Commission on 6 March 2020 for Assam, Arunachal Pradesh, Nagaland and Manipur as well as the union territory of Jammu and Kashmir. The commission stands valid till date. There are disparities

in distribution of constituency seats in the districts of Nagaland. Some of the districts have lesser seats than others in disproportionate ratio per population. This disparity should be made parity to make equal justice to all and for all citizens of the state. The Govt. of Nagaland may go ahead doing the right thing in the right time in the interest of all the people of the state accounted.

Therefore, taking the account into advantage, It is pertinent to state that the Govt. of Nagaland take up the opportunity to exercise justice and fair deal to all citizens. Voting was held for 19 seats spread across eight states amid all precautionary measures in view of the COVID-19 pandemic which led to two legislators in Madhya Pradesh and Rajasthan who were in quarantine turning up in PPE gear. BJP won three seats in Gujarat and the Congress emerged victorious in one

seat. In Madhya Pradesh, the BJP won two seats and the Congress bagged one seat while in Rajasthan, it was the other way around with the Congress emerging victories in two. Jharkhand Mukti Morcha (JMM) won one seat in Jharkhand so did the BJP while the candidates of the ruling alliances won in Manipur, Meghalaya and Mizoram. Social distancing was followed and entry of the legislators were allowed after thermal screening and wearing of masks. Hyderabad, June 19 (IANS): AIMIM chief Asaduddin Owaisi on Friday blamed Prime Minister Narendra Modi for the crisis on the border with China, leading to India losing its 20 security personnel. Owaisi, whose All India Majlis-e-Ittehadul Muslimeen (AIMIM) was not invited to the all-party meeting convened by the Prime Minister on Ladakh clash, wrote a letter to him. “The blame for this crisis lies solely with the political, strategic and military leadership headed by you. It is unfortunate that you failed in dealing with Chinese designs,” the Hyderabad MP wrote. Owaisi said the lives of those killed should not go in vain and the best way to avenge their lives must be recovering Chineseoccupied Indian territory in Galwan Valley and Pangong So Lake areas by any means necessary. He demanded that the government share with the country the facts about extent of Chinese incursions, extent of lapses in Indian decision-making and the consequent loss of

Indian territory to Chinese occupation. Owaisi also sought an independent review committee to look into the sequence of events leading up to the loss of Indian lives and territory. “The government must publish the committee’s findings in a white paper and make it accessible to the public,” reads the letter. The white paper should provide clarity on questions like how much Indian territory is under Chinese occupation since May 2014, how many security personnel lost their lives due to Chinese incursions or face-offs, how many rounds of talks were held with China, what is the status and scope of the negotiations, who is responsible for the loss of 20 Indian personnel in recent face-off, why Indian soldiers did not open fire when their commanding officer was killed by Chinese troops, what were the intelligence inputs about Chinese movements that were ignored by the government and has China communicated that India violated the bilateral agree-

New Delhi, Jun 19 (PTI): Delhi Health Minister Satyendar Jain, who is in hospital for COVID-19 treatment, has been diagnosed with pneumonia and is being shifted to an ICU as his condition has deteriorated, a senior official said on Friday. According to doctors treating him, the 55-year-old minister has now been kept full-time on oxygen support as his oxygen saturation level (Spo2) has dipped. “We have put him fully on oxygen support as his Spo2 level had fallen to 89 at one point, normal level is about 95. Also, he has been diagnosed with pneumonia, so we are shifting him to an ICU at the hospital,” a senior official of the hospital told PTI. “We are also exploring if he can be shifted to a bigger, private facility, just in case his condition doesn’t improve,” he said. Jain had tested positive for COVID-19 on Wednesday, a day after he was admitted to Rajiv Gandhi Super Speciality Hospital (RGSSH) here after running high-grade fever and suffering sudden drop in oxygen levels.

Kolkata, Jun 19 (PTI): Amid the rising COVID-19 cases in West Bengal, the number of containment zones in the state has also also increased from 1,907 to 2,428 in a week. Kolkata, which has reported the highest number of active cases in the state (2,173) so far, also has the maximum number of containment zones at 1,512, according to the state government website ‘Egiye Bangla’. The state capital is followed by its neighbouring North 24 Parganas district, which has 219 containment zones, it said. The number of containment zones in Bankura, which is witnessing a constant flow of returnees from other states, has increased to 140. The number was 88 a week ago. Howrah district now has 121 containment zones, an increase of 45 since June 12. The number has gone up to 114 from 106 in East Burdwan, it said. West Midnapore has 98 containment areas, Hooghly 71, South 24 Parganas 61, Nadia 35, Malda 20, Birbhum nine and North Dinajpur eight, according to the website. There are four containment zones each in Murshidabad, Kalimpong and East Midnapore districts, two each in Jalpaiguri and Darjeeling, and one each in South Dinajpur and Purulia districts, it said.

Admitting that a solution to the vexed Indo-Naga political issue was required, CPO however pointed out that readjustment of Assembly constituencies and the solution were two completely different subjects.

Clarifying that it would welcome if Assembly constituencies were increased after the solution was finalised, but the organisation explained that in this case too, readjustment of seats would be ensured. Up to that extend, there was no threat that any tribe would be denied of its due share. Therefore, the IndoNaga solution should not be a stumbling block to readjustment of Assembly seats, it added. CPO hoped Delimitation Commission would deliver justice to the people of Nagaland through the delimitation exercise, which was long due.

URPAN has, therefore, appealed the state government to peruse the matter on urgent basis and reinstate the existing number of 490 posts of pharmacists and lift the blanket ban in the interest of the society.

Fuel prices hiked for 13th day

NEW DELHI, JUN 19 (PTI): State-owned oil marketing companies (OMCs) increased fuel prices for the 13th consecutive day on Friday with petrol price being hiked by 56 paise per litre and diesel by 63 paise per litre. In 13 hikes, petrol price has gone up by Rs 7.11 per litre and diesel by Rs 7.67 a litre. After today’s rate revision, petrol price in Dimapur rose to Rs.83.67 per litre and diesel price increased to Rs. 75 per litre. In the state capital Kohima, petrol price was hiked to Rs.84.53 per litre and diesel was hiked to Rs.75.67 per litre. Rates have been increased across the country and vary from state to state depending on the incidence of local sales tax or VAT.

The government proposes to engage up to two pre-IPO transaction advisers, for assisting the Department of Investment and Public Asset Management (DIPAM) in the preparatory processes leading to the Initial Public Offer (IPO) of

Life Insurance Corporation of India (LICI), tipped to be the largest ever in the country. The government “proposes to engage up to two pre-IPO Transaction Adviser(s) from reputed professional consulting firms/investment bankers/ merchant bankers/financial institutions/banks, independently (not in the consortium) for facilitating/ assisting DIPAM in the preparatory processes leading to the IPO of LICI,” the Finance Ministry said in the Request For Proposal (RFP) for engaging pre-IPO

transaction advisors. The advisers can submit their bids beginning Friday, till July 13, 2020. The bids would be opened by DIPAM on July 14. The adviser would ensure preparatory aspects of the proposed IPO and would, advise and assist the government on modalities of IPO and the timing; structuring the transaction; organising non-deal roadshows, suggesting measures to fetch optimum value; positioning of the minority sale, among others, the RFP said.

ZSU, KSO disappointed over Govt’s indifferent attitude towards Peren district

Forex traders said factors like strengthening US dollar, rising coronavirus cases and border tension between India and China dragged down the local unit. Positive domestic equities and fresh foreign fund inflows, however, supported the rupee and restricted the decline to some extent. The rupee opened at 76.28 against the US dollar and rose to an intra-day high of 76.17. The rupee finally settled at 76.20 against the US dollar, down 6 paise over its previous close. It had settled at 76.14 against the greenback on Thursday. Meanwhile, the dollar index, which gauges the greenback’s strength against a basket of six currencies, rose 0.03 per cent to 97.44. The 30-share BSE benchmark Sensex closed 523.68 points, or 1.53 per cent, higher at 34,731.73. The broader NSE Nifty surged 152.75 points or 1.51 per cent to 10,244.40. Rathin Roy, director of National Institute of Public Finance and Policy, an autonomous research body, said declining consumption and investment is not matched by the increase in government spending. New Delhi, Jun 19 (PTI): Finance Minister Nirmala Sitharaman has assured that she will ensure banks pass on the rate cut benefits to consumers, so the interest burden on them eases, industry body PHDCCI said on Friday. Pink eye should be considered a symptom of possible COVID-19 infection, according to new research.

To ro n to, J u n 1 9 (PTI): While coughing, fever and difficulty in breathing are common symptoms of COVID-19, a new case study has found that pink eye is also a reason to be tested for the disease. The study, published in the Canadian Journal of Ophthalmology, determined that conjunctivitis and keratoconjunctivitis can also be primary symptoms of COVID-19. The researchers noted that in March, a 29-year-old woman arrived at the Royal Alexandra Hospital’s Eye Institute of Alberta with a severe case of conjunctivitis and minimal respiratory symptoms. After the patient had undergone several days of treatment with little improvement - and after it

had been determined that the woman had recently returned home from Asia - a resident ordered a COVID19 test. The test came back positive, according to the researchers. “What is interesting in this case, and perhaps very different to how it had been recognised at that specific time, was that the main presentation of the illness was not a respiratory symptom. It was the eye,” said Carlos Solarte, an assistant professor at the University of Alberta in Canada. “There was no fever and no cough, so we weren’t led to suspect COVID-19 at the beginning. We didn’t know it could present primarily with the eye and not with the lungs,” Solarte said. Academic studies at the outset of the pandemic

identified conjunctivitis as a secondary symptoms in about 10 to 15 per cent of COVID-19 cases, he said. Since then, scientists have gained greater knowledge of how the virus can transmit through and affect the body’s mucous membrane system, of which the conjunctiva - the clear, thin membrane that covers the front surface of the eye - is an extension. While the finding provides important new health information for the public, it also makes eye exams more complicated for ophthalmologists and staff, the researchers noted. “The patient in this case eventually recovered well without any issues. But several of the residents and staff who were in close contact with the patient had to be under quarantine,” said Solarte. “Fortunately, none who were involved in her care also tested positive,” he said. Patients coming into an eye clinic with conjunctivitis and keratoconjunctivitis are now treated as potential cases of COVID-19 and extra precautions are taken by staff, according to the researchers.

S.Korea on alert over second COVID-19 wave Seoul, Jun 19 (IANS): South Korea is on alert over another potential COVID19 wave in the summer, as a significant downturn in the virus appears unlikely, a media report said on Friday. The country’s COVID19 cases have been on a steady rise this month, according to the Yonhap News Agency report. The number of new infections reached 754 in the first 17 days of June, already surpassing 729 cases in total reported in May, according to the Korea Centers for Disease Control and Prevention (KCDC). The country reported 38 more additional cases on June 9 when the season’s first heat wave advisory was issued in Seoul. South Korea reported 49 new cases Friday, including 32 local infections, raising the total caseload to 12,306, according to the KCDC. South Korea has successfully flattened the virus curve, but the country has been grappling with a continued increase in cluster infections in the greater Seoul area since it relaxed social distancing in early May.

K a r ac h i , J u n 1 9 (PTI): Two Pakistani paramilitary soldiers were among four people killed in separate incidents of a roadside bomb explosion targeting a security vehicle and a hand grenade attack on a government office in Sindh province on Friday, police said. Two Pakistan Rangers personnel and a civilian were killed when a

roadside bomb targeting the vehicle of the security troops exploded near a railway station in Ghotki town in Sindh province. Three other persons, including a paramilitary official, were also injured in the blast. The remote-controlled blast took place near the vehicle of the paramilitary Pakistan Rangers which was parked at the main railway station in Ghotki,

police said. Two Pakistan Rangers troops and a civilian who were at a meat shop in a market near the railway station were killed in the explosion, they said. Hours later, a man was killed and eight others injured when unidentified assailants hurled a hand grenade at a government office in the congested Liaquatabad area of Karachi,

police said. According to police, people had lined up outside the Ehsaas programme office to collect cash being distributed by the government under the initiative to help poor people hit by the coronavirus pandemic. “Two people riding on a motorcycle came to the Ehsaas programme office. One of them hurled a hand grenade at the office which led to an explosion,” a police official said. Nine people were injured in the explosion. They were shifted to the nearby Abbasi Shaheed hospital where one of them succumbed to his injuries, the official said. No group has claimed responsibility for either attacks, which occurred at a time when the country is battling the coronavirus pandemic. Pakistan has been witnessing scores of militant attacks in recent times. Friday’s attacks came a week after a powerful bomb blast ripped through a crowded market in the garrison city of Rawalpindi on June 12, killing one person and injuring 12 others, including three children.

The ad with an upsidedown red triangle symbol was posted under accounts for Donald Trump, VP Mike Pence and the Trump Campaign, reports Axios. “Our policy prohibits using a banned hate group’s symbol to identify political prisoners without the context that condemns or discusses the symbol,” a Facebook spokesman was quoted as saying. This is the first action against Trump campaign by Facebook in recent times. Beijing says it values Indo-China ties

Beijing, Jun 19 (PTI): China on Friday reacted guardedly to calls for a boycott of Chinese products and investments in India following the brutal attack on Indian soldiers at the Galwan Valley, saying it values its relations with New Delhi and both countries are in talks to ease the situation. The boycott calls and the growing anti-India sentiment is causing a sense of disquiet in China especially among its telecom companies like Huawei, Xiaomi and Oppo etc which made a big dent in the Indian market, the second-largest in the world after China in mobile phones. The Lord Of The Rings actor passed away in hospital today (June 19), his agent confirmed. “It is with great sadness that the actor Sir Ian Holm CBE passed away this morning at the age of 88,” his agent told the Guardian. They added: “He died peacefully in hospital, with his family and carer,” adding that his illness was Parkinson’s related. They described him as “charming, kind and ferociously talented” and that they would “will miss him hugely.” Holm began his career on stage, becoming a star of the Royal Shakespeare Company before starring in the BBC adaptation of War Of The Roses in 1965. In 1967, he was awarded a Tony for playing Lenny in Harold Pinter’s The Homecoming, but quit the stage in the mid-70s after a severe case of stage fright, suffering ‘a sort of breakdown’ during a performance of The Iceman Cometh. Two years later, he played Sam Mussabini in Chariots of Fire, which

earned him an Academy Award nomination for best supporting actor, a Bafta win and a special award at Cannes Film Festival. Holm later starred in films including Time Bandits, Dreamchild and Brazil, and in 1997, he appeared as Vito Cornelius in The Fifth Element. Amongst younger fans he is most famously known for playing played Bilbo Baggins in 2001’s Lord Of The Rings: The Fellowship Of The Ring. New Delhi, Jun 19 (IANS): In a move to tap into the expertise of past sporting champions for grassroot-level training of athletes and also to ensure a sustained source of income for them in the sports ecosystem, the Sports Ministry has decided to establish 1000 Khelo India Centres (KIC) at the district level across the country. These centres will either be run by a past champion or have them as coaches. A shortlisting mechanism has been put in place to identify past champions who are eligible to either establish their own academy or work as a coach in a KIC. The first category of athletes who will be considered are those who have represented India at recognised international competitions under a recognised NSF or association. The second category is of medal winners in Senior National Championship conducted by a recognised NSF or a medal winner at the Khelo India Games. The third category of past champions are those who have won medals in the National All India University Games. The fourth category will include those who

have represented the state in a senior National Championship conducted by recognised NSFs or participated in Khelo India Games. An exception has been made in the case of Jammu and Kashmir, Andaman and Nicobar islands and Ladakh, where coaches trained with NIS certification will also be eligible to apply. Union Sports Minister Kiren Rijiju said, “This decision is a step in that direction. We want to ensure that anyone who has played sport at the national level has a life of dignity and financial stability.” Training will be imparted at the KICs in 14 Identified Sports for Excellence in Olympics (ISEO) including archery, athletics, boxing, badminton,

cycling, fencing, hockey, judo, rowing, shooting, swimming, table tennis, weightlifting, wrestling. Football and traditional sports have also been included. The grant to each KIC will be extended for remuneration of the past champion athlete as coach, support staff, purchase of equipments, sports kits, consumables, participation in competition and events. The process of identifying new KICs will be carried out by the sports department of the respective state and union territory in liaison with district collectors and the proposal will be forwarded to the SAI’s regional centre for further evaluation. During the current financial year, 100 KICs are planned to be established.

Both Srikanth and Prannoy had not played the semifinal of the Asian Team Championship at Manila in February. Instead, they left for Barcelona to play in another event. Sane heading for Man City exit Manchester, Jun 19 (Agencies): Leroy Sane appears to be on his way out of Manchester City after rejecting a new deal, manager Pep Guardiola said on Friday. Neymar ordered to pay Barca €6.7 million over bonus dispute

M a d r i d, J u n 1 9 (Agencies): Neymar has been ordered to repay €6.7 million (£6.1m/$7.5m) to former club Barcelona after a judge ruled in favour of the Liga side amid a bonus dispute between club and player. The Brazil international and former Barca player had claimed he was owed €43.6m (£39m/$49m) in bonuses by his old team, however this was dismissed and he must now repay money to his former club. A statement on the club website said: “FC Barcelona welcomes the judgment handed down today by the Social Court 15 of Barcelona, in connection with lawsuits between the club and the player Neymar Junior in claiming compensation for the bonus signed in his last contract renewal. “The judgment dismisses the player’s claim in its entirety, which demanded the payment of €43.6m, and estimates a large part

The PSG forward had filed the lawsuit in August 2017 after Barcelona declined to pay bonus included in his contract renewal signed in 2016, with Neymar completing his world-record transfer to the French club the following summer. Barcelona contended that the clause relating to the payment was rendered null and void when he left Camp Nou, while the foot-
