No place for complacency: PM Need to be more vigilant and follow guidelines NEW DELHI, MAY 31 (AGENCIES): In a note of caution on the last day of the fourth phase of nationwide lockdown, Prime Minister Narendra Modi on Sunday said that while the union government was taking steps to allow restart of most of the economic activity in the country, people have to ensure that they are not complacent and take more precaution against coronavirus pandemic. Speaking for the first time after union home ministry issued guidelines on Saturday to restart economic activity in a phased manner, Modi said that social distancing, use of mask and washing of hands is not just import for personal safety and hygiene but it also like a service to the country. “Covid-19 is very much there and we cannot be complacent. Keep fighting. Wear masks. Wash hands. Take all other precautions. Every life is precious,” PM

Modi said in his monthly radio programme ‘Mann Ki Baat’. The PM also emphasised that the road ahead against the fight on covid-19 is long because the country and world is fighting against a pandemic about which little was previously known and there was no cure of the disease. Modi said that every Indian has played a part in the battle against covid-19 because everyone has suffered the losses, and we are all sad about it but it is the collective will and strength of the people that has minimised the losses. Modi said India has managed to control the number of deaths due to covid-19. “When last time I spoke with you in Mann Ki Baat, passenger trains, buses, air services were closed but this
time curbs have been lifted. Shramik Special trains, other special trains and flights have resumed with adequate precautionary measures. A major part of economy is active now. There should be no laxity in maintaining six feet distance, wearing masks and staying indoors as much as possible. We need to be more vigilant now,” he added. Modi also said that the fight against coronavirus pandemic is driven by the people of the country and it is need of the hour to get support of everyone in the battle against covid-19, being fought by the nation. Talking about the plight of the financially weaker section and migrant labourers, Modi said that there was no section in the country which not suffering but the worst affected were poor and migrant labourers. “There is no section in our country that is unaffected by the difficulties caused by the disease. But the worst affected are the poor and the labourers. Their pain, their agony, and their ordeal can’t be expressed in words,” PM said. PM said the plight of migrant labourers which
was visible to everyone gives the country an opportunity to assess what has happened in the past and the steps needed to be taken for the future. Modi further said that the pain and sufferings of migrant labourers and poor was witnessed by the entire country and it was mainly the suffering of people in the eastern parts of the country. He said eastern India has the potential to be the growth engine of the country. “The progress of eastern parts of India is important not only for the region but also for a balanced economic development of the country. The union government has continuously worked to give priority to the region from the day I was given the opportunity by the people. We have accomplished a lot in this direction but after seeing the plight of migrant labourers, it is now even more important to take new steps for the region,” Modi said. PM also said that while there was natural calamity which was caused by cyclone in West Bengal and Odisha, there were several parts of the country that were under attack from locusts.

Big challenges ahead for Nagaland against COVID-19 Staff Reporter
D I M A P U R , M AY 3 1 (NPN): COVID-19 positive cases in Nagaland is rising each day as results of samples tested at the state’s first and presently only Bio Safety Laboratory-3 continue the herculean task of testing all of the 1463 returnees from Chennai who arrived Nagaland on May 22. On Sunday, test results of the swab samples, confirmed that seven were positive for COVID-19 and taking the total COVID-19 cases in Nagaland to 43. Informed sources believe that transmission of the virus could have taken place during the journey from Chennai on May 19 and the source(s) had high viral load. Viral load, relates to the number of viral particles being carried by an infected individual and shed into their environment. There was also no social distancing in the train that brought several thousand returnees belonging to Assam, Meghalaya, Manipur etc. To put matters in perspective on COVID-19
pandemic, that has arrived and will remain for as many years, NE8 (YouTube channel) interviewed Dr. Tina who is heading the BSL3 set up in NHAK. According to Dr. Tina, now that COVID-19 has made its presence, there was urgent need to prevent community transmission at all cost. If community spread takes place then it would be a catastrophe, particular in most far flung districts where the health care facilities were woefully inadequate to handle the virus. As a measure to contain the virus, she said institutional quarantine period should be for a total of 28 days- first 14 days during which testing is done and then second testing during the next 14 days. However, since the virus can survive for 37 days within the body, she felt that the total number of days can be for 40 days. It may be mentioned that Kerala, which has been successful in containing COVID-19 extended quarantine period to 28 days. It was done after it was found
that those returnees from abroad were asymptomatic for a long time and tested positive much after their quarantine period ended. According to a virologist, the most important lesson that should be learnt was that even asymptomatic people can spread the virus – beyond 14 days. Dr. Tina was candid to suggest that all decisions should be based on sound medical and scientific basis. Dr. Tina suggested short and long term strategies including counselling for the COVID-19 patients and their families. Expounding on the short term strategy, Dr. Tina suggested the following: 1. As necessary precaution, all returnees from Chennai be treated as COVID-19 positive as low viral load was not easily detected; 2. Ensure that all health workers and supporting staff at various quarantine centres and hospitals be given adequate support; 3. Strict social distancing should be enforced at all quarantine centres; 4. DIMAPUR, MAY 31 (NPN): COVID-19 positive cases in Nagaland Sunday jumped to 43 after seven fresh cases were detected-- 4 in Dimapur and 3 in Kohima. Informing this on twitter, Health & Family Welfare minister S Pangnyu Phom said out of 92 samples tested-- 4 females and 3 males, all Chennai returnees, tested positive. All the patients have been kept under medical observation at
the designated COVID-19 hospitals. As on May 31, out of 43-- 27 were asymptomatic, 16 symptomatic with mild symptoms, Health department stated. PTI Adds: India registered its highest single-day spike of COVID-19 cases on Sunday with 8,380 new infections reported in the last 24 hours, taking the country’s tally to 1,82,143, while the death toll rose to 5,164, according to the Union Health Ministry. According to the health ministry data updated in the morning, the highest number of confirmed cases in the country are from Maharashtra at 65,168, followed by Tamil Nadu at 21,184, Delhi at 18,549, Gujarat at 16,343, Rajasthan at 8,617, Madhya Pradesh at 7,891 and Uttar Pradesh at 7,445.

DIMAPUR, MAY 31 (NPN): Over 2000 stranded citizens are expected to arrive Nagaland in the next coming days. During the daily briefing Sunday, principal secretary home, Abhijit Sinha stated that a special train carrying around 1,600 stranded citizens was expected to arrive from Bengaluru on June 5, 2020. The train is scheduled to leave Bengaluru on June 2. He also informed that another special train which left Goa on May 28, 2020 carrying about 435 stranded persons of Nagaland along with persons from other North Eastern States was expected to reach Lumding, by June 1 early hours. The returnees will then be transported to Dimapur by another train. Further, 85 people were expected to arrive on June 1 around 1.30 a.m. from Delhi by train. According to a report of the empowered group Dimapur control room, 71 stranded persons arrived on May 31. They include-- 45 persons from Delhi by train, 17 from West Bengal by bus, 5 by private vehicle from Delhi, 3 by road from Guwahati and 1 by road from Guwahati (flew from Bengaluru).
D I M A P U R , M AY 3 1 (NPN): Eastern Nagaland College Students’ Union (ENCSU) has threatened to “disturb peace” if the State government failed to meet the demand of Eastern Nagaland People’s Organisation (ENPO) regarding the Tuensang fiasco. ENPO had demanded initiating of disciplinary action against those officials involved in the mismanagement that led to a COVID19 positive person being sent to Tuensang along with other passengers. In a release, ENCSU president M Longre Chang and general secretary Wangnei C Jessuhu also warned that if any untoward incident occurred, the State government would be held responsible, adding the union would never remain silent until its genuine rights were met. Strongly demanding
that the names of officials involved in sending a returnee to Eastern Nagaland without following any safety protocol should be made public, the duo accused the State government of violating the Disaster Management Act, safety protocols and standard operating procedure (SOP) of COVID-19. It termed the incident as a “cold blooded murder.” ENCSU asked the government not to delay making public the names of officials responsible for the incident or hide them, as this could lead to other problems. Terming the setting up of a judicial inquiry committee and giving it a 15-day timeline to complete the investigation as just a waste of time, ENCSU urged the government to reduce the timeline as the probe could be completed within a week. 1 held after trying to escape from QC D I M A P U R , M AY 3 1 (NPN): A 21 year old male who was admitted at K Badze quarantine centre, Kohima reportedly tried to escape on May 31 at around 1.30 p.m. but was caught by police. A letter by medical officer of K Badze Quarantine Centre, Dr Shasinlo Magh that went viral on social media, mentioned that the security personnel found out that inmate broke open the window grill and escaped through it. The inmate, who was to travel to Manipur from Uttar Pradesh, was admitted on May 24. Sources said that the inmate was caught by police.

Talking to AIR, CPRO of North East Frontier Railway S. Chanda informed that running of the Shramik Special trains will continue as per requirement of the State governments. He also said that 6 passenger trains will be run by the NFR from June 1. He said that 3 of them will run in Assam while 3 remaining trains will be operated in other States.
BAN appeals to landlords
D I M A P U R , M AY 3 1 (NPN): Business Association of Nagas (BAN) has appealed to landlords to either waive rents where possible or give 50% discounts on rents to Naga entrepreneurs, at least till the time the lockdown period is over. BAN in release stated that it was happy to learn that some generous landlords had waived off rent of their tenants, adding it also understood that some of them might even depend on rental income for their livelihoods. Pointing out that the landlords who had taken bank loans can avail moratorium till August 31 as announced by Reserve Bank of India, BAN observed that the economy has been badly hurt and businesses have suffered in the State with very little or no income in many cases ever since the lockdown started on March 25. Nonlinear Phenomena, outlines a solution to the ‘SIR’ epidemic model, which is commonly used to predict how many people are susceptible to, infected by, and recovered from viral epidemics. The method has been created by researchers from the Rochester Institute of Technology (RIT) in the US. They said that by using this solution to the model, epidemiologists can quickly forecast many different scenarios of how COVID-19 could spread, based on a variety of variables. Projections produced by mathematical models help public officials make policy decisions about when to impose and lift restrictions aimed at flattening the curve of infection rates. The applied mathematicians who developed
the method said they were excited to find a way to apply their skills to help combat the pandemic. “We saw a popular article out there about the ‘SIR’ model, saw that our method could speed the process up and we quickly wrote the paper,” said study author Nathaniel Barlow, Associate Professor in Rochester Institute of Technology. “Our goal was to get better tools to the experts who are fighting this disease,” Barlow added. The method was based on solutions they previously developed to very different problems in thermodynamics, fluid mechanics and predicting the trajectories of light around black holes. They have worked extensively with undergraduate students on those problems over the past six years and found that
the solution to the ‘SIR’ epidemic model had a very similar mathematical structure. Although the authors haven’t previously worked in the field of epidemiology, their previous work was translated seamlessly to this new field. “We serve an important function to provide algorithms to support scientific inquiry and prediction. The technique we have developed here is general to many different fields,” the study authors wrote. As of Sunday morning, the overall number of cases worldwide stood at 6,059,017, while the death toll increased to 369,106, according to the Johns Hopkins University. Currently, the US has 1,770,165 confirmed cases and 103,776 deaths, both tallies account for the highest in the world.

DIMAPUR, MAY 31 (NPN): Nagaland Pradesh Congress Committee (NPCC) has accused the State government of repeatedly committing serious blunders in the name of taking flexible approach to fight COVID-19. Alleging that frequent changes in quarantine rules were more due to administrative convenience than any medical reasons, the State Congress unit in a release averred that the ineptness of political leadership was creating more confusion among the government machinery. This was jeopardising the lives of both healthcare workers and other frontline workers, besides risking returnees and citizens, it added. According to NPCC, the only welcome devel-
opment was renovation of Ganeshnagar Industrial Estate on the outskirts of Dimapur town for converting it into institutional quarantine centre, as this sprawling 1000 acre estate was left almost abandoned for over 17 years. The party thanked chief minister Neiphiu Rio for finally remembering and visiting the industrial estate, which he had allegedly conveniently ignored all these years in his quest for narrow development approach that had only benefited his coteries and cronies. DIMAPUR, MAY 31 (NPN): An Indian Air Force (IAF) C130 J Super Hercules aircraft, with medical supplies and other items, landed at Dimapur airport Sunday evening. The aircraft transported critical medical supplies for the state. After offloading the consignment, the IAF aircraft flew back to its base. IAF has deployed its transport fleet to aid the efforts, emerging as the essential transport service for the government. According to reports, IAF transport aircraft have recently flown over hundreds of sorties ferrying several hundred tonnes of medicine, ration and other essential supplies to various parts of the country. DIMAPUR: Society for Prevention of Cruelty to Animals (SPCA) Tuensang in concurrence with the DC Tuensang order issued on May 23, has stated that shooting at sight of dogs/animals is illegal and in contravention to Prevention of Cruelty to Animals Act, 1960. A press release from DC and chairman of SPCA informed that shooting of dogs or killing of pets and animals amounted to cruelty to animals which is punishable under Section 428 and 429 of the Indian Penal Code. It is therefore impressed upon all concerned under Tuensang district that, any village authority/ward authority/individuals or groups not to resort to shoot at sight of dogs/animals. Further, at this time of COVID-19 pandemic, it has to be noted that there is no record of the COVID-19 being transmitted by pets or dogs to human beings.

DIMAPUR: NSCN (IM) has expressed shock at the demise of late Puni Modoli who passed away after undergoing treatment at Fortis Hospital, New Delhi.In a condolence message, NSCN (I-M) said that late Puni Modoli was in banking profession earlier but his inclination to serve Naga people in Manipur led to his resignation as general manager, SBI. NSCN (I-M) said that he became the president of United Naga Council (UNC) and that he was a Naga social activist who was zealous in offering his service to the Nagas. NSCN (I-M) said that Puni Modoli’s deep interest and contribution towards the Naga political movement was reflected in his philosophical thought and writings and Nagas had lost a patriotic leader who left his footprints for posterity. PIL filed to save Dehing Patkai
Guwahati, May 31 (PTI): A public interest litigation has been filed at the Gauhati High Court against the Centre’s preliminary approval to Coal India for mining inside Dehing Patkai forest, stating that it violates right to life guaranteed under Article 21 of the Constitution. The PIL was filed by Mrinmoy Khataniar and Amar Jyoti Deka on May 26, but it is yet to be listed for hearing, the E-Courts services of the Gauhati High Court said. The petitioners have made nine respondents in the case -- Government of India, Ministry of Environment, Forest and Climate Change, Assam government, the chief secretary, the principal chief conservator of forest and head of forest force, and the principal chief conservator of forest (wildlife). The National Board of Wildlife, the State Board of Wildlife, Coal India and its chief general manager have also been made parties in the case. The petition highlighted that the Dehing Patkai rainforest has a significant

Accordingly, the Assam Forest Department last month slapped a penalty of Rs 43.25 crore on the staterun mining behemoth for illegal mining activity inside the forest, which is termed as the ‘Amazon of East’, for 16 years since 2003.

G UWAHAT , M a y 31(AGENCIES): A college student in Assam was beaten to death by a mob of tea garden workers in front of his father and sister following an incident of a road mishap. Debashish Gogoi (22), a B.Sc final semester student, and Aditya Das (22) were brutally beaten up by a mob of hundreds of people leaving them grievously injured on Friday evening. While Gogoi succumbed to his injuries at the Jorhat Medical College and Hospital (JMCH) on Saturday evening, Das was admitted to a private hospital at the Upper Assam town and recuperating. The police arrested four of the assailants. The incident occurred at Gabharu Parbat area near Mariani in Jorhat district on Friday evening when the two friends from Nakachari, a small town located nearby, were returning home. Official sources said the duo had set out on their scooty for sightseeing at a
hill but a “chowkidar” at the tea estate did not allow them to pass through. This had led to an altercation but the garden manager intervened and settled the matter. “After being denied passage, we were riding back home but our two-wheeler skidded and hit two women in front of Gabharu Parbat tea garden factory. Soon, hundreds of garden workers swarmed to the site. What followed next was a brutal attack on us,” Das told journalists. On getting news of the assault, Gogoi’s father and elder sister had rushed to the site from their house, located 3 km away. They begged for mercy but the mob kept kicking the two men and raining blows on them. Later, the police arrived and rushed the duo to a local hospital which referred them to the JMCH. Meanwhile, the police confirmed the arrest of the four people. They said a case had been registered and their investigation was on.
Itanagar, May 31 (PTI): Residents of a remote village in Arunachal Pradesh’s East Siang district have built huts to quarantine locals returning to the settlement from other parts of the country. Fourteen bamboo huts, with piped water and electricity facilities, have been set up for the purpose by residents of Debing village in Ruksin circle, a village committee member said on Sunday. The ‘quarantine huts’ have been established a kilometre away from the village as a precautionary measure, he said. The village, home to around 150 households, shares border with Jonai sub-division of Dhemaji district in Assam, where one COVID-19 case was recently reported. The residents of the village have set up the huts under the supervision of the Debing Bane Kebang (village committee), its secretary Kaling Moyong said.

GUWAHATI/ITANAGAR/IMPHAL, MAY 31 (PTI/CORRESPONDENT): Assam’s COVID19 cases crossed the 1,200mark on Saturday with 159 people, including 20 air travellers, across districts testing positive for the disease, state Health and Family Welfare Minister Himanta Biswa Sarma said. With these cases, the total number of COVID19 patients has gone up to 1,216 in the state from 1,057 on Friday. OF the total cases, 1,046 are active, Sarma said in a tweet.
“Alert -- 31 new cases of COVID-19. 20 Air travellers, Morigaon 11,” the minister added. Earlier during the day, Sarma said samples of 128 persons from across the districts tested positive. Kokrajhar and Chirang reported 26 cases, 20 in Hailakandi, 13 each in Kamrup and Dibrugarh, nine in Jorhat, seven in Golaghat, five in Dhubri, three in Barpeta, two in Cachar and one in Bongaigaon, he said. The minister said 29 people have tested positive for coronavirus but
the districts to which they belong are yet to be ascertained. In a separate tweet, he said 38 patients have recovered from the disease and discharged from hospitals after their samples tested negative twice. Arunachal Pradesh reported its fourth COVID-19 case after a 12-year-old student, who recently returned to the state from Delhi in a bus, tested positive for the disease, a senior official said on Sunday. The boy had returned to the state on May 25 along with a group of students and was placed under institutional quarantine, he said.

Shillong, May 31: A constable of Meghalaya police, currently posted at New Delhi, has tested positive for Novel Coronavirus, a police official confirmed on Sunday. Meghalaya police spokesperson Gabriel Iangrai said the constable was tested positive for COVID19 on May 23, and thereafter was kept under isolation ward in Wazirabad by the unit doctor of the battalion. “ … since his health was not improving, he was referred to LNJP Hospital, New Delhi on May 28, and the Medical Officials after checking upon his health condition placed him under mandatory quarantine in the hospital,” the police official said. The family members of the ailing constable had on Saturday claimed that the constable was denied medical attention at the
hospital since the day he was admitted at LNJP Hospital. Iangrai said that as the personnel is under quarantine in the hospital, attendants could not be provided to him as the current protocols prohibits having attendants in the quarantine units. NEW DELHI, MAY 31 (PTI): Banking on developing herd immunity to fight coronavirus is “too large a risk” for any nation and only timely interventions can mitigate the spread of COVID19, Director General of the Council of Scientific and Industrial Research (CSIR) Shekhar Mande said. H e r d i m mu n i t y i s achieved when the majority of population becomes immune to an infectious disease, either because they have become infected and recovered, or through vaccination. When that happens, the disease is less likely to spread to people who aren’t immune, because there just aren’t enough carriers. Responding to a question on whether it is viable for India to achieve herd immunity, Mande said, “It is too large a risk for any nation.” “Herd immunity, typically works when 60-70 per cent population of a country has been affected and it’s too large a risk to take for any nation. What one would do is to take intervention before so that the infection does not spread,” he told PTI in an interview. Mande said several

Mande further said that the CSIR has adopted a five-pronged approach in the fight against COVID-19 focusing on, “surveillance, diagnostic, intervention through development of new therapies, hospital assistive devices and supply chain model.” On the vaccine development front, he said three different approaches are being adopted. “One is immune boosting vaccine that improves the host’s immunity -- that is under trial in three different locations in the country and the results are expected in the next 15 days.” “Another one is monoclonal antibody that CSIR has funded a collaborative programme between NCCS (National Centre For Cell Science) Pune, IIT Indore and Bharat Biotech. Third one is convalescent plasma therapy whose trials are going on in Kolkata,” he said. He further said that Indian companies are “very deeply involved” in the process of vaccine development.
LUCKNOW, MAY 31 (IANS): Thirteen persons have lost their lives in the thunderstorm and lightning that struck several parts of central Uttar Pradesh on Saturday night. Eight deaths were reported from Unnao and five from Kannauj districts. Large damage to property has also been reported from various districts. Uttar Pradesh Chief Minister Yogi Adityanath has expressed grief at the loss of life and has announced a compensation of Rs four lakh each for the kin of the deceased and proper treatment for the injured persons. Unnao Additional District Magistrate (ADM) Rakesh Singh said, “As many as eight people died in rain and thunderstorm in the district. A 14-year-old girl and a 45-year-old man died when they were struck by lightning in Japsara village. A 70-year-old woman also sustained serious injuries due to lightning and was rushed to Sumerpur primary health centre, where doctors declared her dead.” The ADM said a 38-
year-old resident of Harishchandrapur died after he was struck by lightning while a 26-year-old resident of Basti Kheda died when a tree fell on him. Two persons from Semrimau and Parshuram Purwa villages died when trees fell on them during the thunderstorm. In Kannauj, at least five people have died due to thunderstorm and lightning in various parts of the district. Additional District Magistrate (ADM) Gajendra Kumar said a 45-yearold driver of a pick-up vehicle died when the roof of a gas service warehouse collapsed in Chhatarpur village. Dinesh Pal of Sursa village died in a wall collapse while an 80-year-old a resident of Bhiknipurwa died in a wall collapse in his house. The fourth death was reported from Tijlapur village, when a trolley fell on an eight-year-old boy owing to high-speed wind. The fifth death was reported from Ramaipur where a youth died when a tree fell on him.
Lockdown 4.0 accounts for 200 spl trains to start operations nearly half of total COVID cases from June 1, says Indian Railways NEW DELHI, MAY 31 (PTI): The Railways, on Sunday, said it would begin operations of 200 special trains from June 1 and more than 1.45 lakh passengers would travel on the first day. It also said around 26 lakh passengers had booked for Advance Reservation
Period (ARP) from June 1 to June 30. These services will be in addition to Shramik Special trains and 30 Special AC trains being run since May 12. Passengers would have to reach the station at least 90 minutes before departure and only travellers with con-
firmed or RAC tickets would be allowed to enter railway station and board trains, the Railways said. According to the MHA guidelines, all travellers will be compulsorily screened and only asymptomatic passengers will be allowed to enter or board a train.
NEW DELHI, MAY 31 (PTI): Air India has made it mandatory for its pilots and cabin crew members to check and confirm that their pre-flight COVID-19 test results are negative before they operate an aircraft, according to an official communication issued hours after the Delhi-Moscow flight incident involving a pilot on Saturday. An Air India flight from Delhi to Moscow with no passenger on-board was asked to return midway on Saturday after its ground staff realised that one of the pilots of the plane had tested positive for coronavirus but was assigned the duty following an oversight by a team checking pre-flight medical reports of the crew. “The COVID-19 test is being conducted by the airline at a substantial cost, with considerable effort. As it is a recent procedure and there is a shortage of staff in office, there is a possibility of an oversight in this matter,” said Captain R S Sandhu, Executive Director (Operations), Air India in a circular, which has been accessed by PTI. “The test is primar-
ily designed to mitigate the risk of transmission among the crew. Every effort will be made by the personnel dealing with the testing and rostering of crew to ensure that the reports are checked before crew is being rostered for a flight,” he stated in the circular. However, it is imperative that the individual crew member also checks and reconfirms his or her test result, Sandhu said. “In case of any oversight in this matter, not only are there avoidable adverse operational issues, tarnishing the image of the airline, but also irresponsible exposure of a fellow crew member to this disease,” Sandhu mentioned. “Therefore, it is mandatory for every individual crew member to check and confirm a ‘negative’ report result, before undertaking a flight. Any laxity in this matter will be dealt with severity,” he added. About Saturday’s incident, two senior bureaucrats had said there was a “lapse” on the part of officials responsible to scrutinise the coronavirus test reports of
the crew members and that aviation regulator DGCA has already begun an investigation into the case based on a preliminary report by the airline. The Airbus A320 plane departed around 7.15 am on Saturday for Moscow to bring back a group of stranded Indians under the Vande Bharat evacuation mission and it was back in Delhi by 12.30 pm following orders from the authorities, the officials said. They said the airline officials tasked to examine medical reports of the crew did not look at the pilot’s test results properly before assigning him the duty. According to standard operating procedure, pilots and other crew members of any flight are required to undergo mandatory testing for coronavirus and are assigned duties if the laboratory results are negative. The plane with registration number VTEXR was in the airspace of Uzbekistan when it was told to return. All crew members including the Delhi-based pilot with coronavirus infection have been quarantined after they arrived in Delhi, the officials said.

India registered its highest single-day spike of COVID-19 cases on Sunday, with 8,380 new infections reported in the last 24 hours, taking the country’s tally to 1,82,143, while the death toll rose to 5,164, according to the Union Health Ministry. The number of active COVID-19 cases stood to 89,995, while 86,983 people have recovered and one patient has migrated, it said. “Thus, around 47.75 per cent patients have recovered so far,” a senior Health Ministry official said. With the fourth phase of lockdown ending on Sunday, the Home Ministry on Saturday said ‘Unlock-1’ will be initiated in the country from June 8 under which the nationwide lockdown will be relaxed to a great extent, including opening of shopping malls, restaurants and religious places, even as strict restrictions will remain in place till June 30 in the country’s worst-hit areas.

NEW DELHI, MAY 31 (PTI): The fourth phase of the coronavirus-triggered lockdown, which began on May 18, saw 85,974 COVID-19 cases till 8 am on Sunday, which is nearly half of the total cases reported in the country so far. Lockdown 4.0, which will end on May 31 midnight, has accounted for 47.20 per cent of the total coronavirus infection cases, number crunching from the Union Health Ministry data reveals. The lockdown, which was first clamped on March 25 and spanned for 21 days, had registered 10,877 cases, while the second phase of the curbs that began on April 15 and stretched for 19 days till May 3, saw 31,094 cases. The third phase of the lockdown that was in effect for 14 days ending on May 17, recorded 53,636 cases till 8 am of May 18. The country had registered 512 coronavirus infection cases till March 24. eyond the outrage over the sending away of returnees from Tuensang and Mokokchung districts who were quarantined at facilities in Kohima to their respective districts, while results of their tests for COVID-19 was still awaited; the issue has also exposed the ineptness that has highlighted the entire anti-COVID-19 measures. If the decision to send the returnees was made at some official level, and which seems most likely, then it means that officials along the line of decision making have not fully comprehended the demands that their new roles demand as part of the unified command to contain COVID-19 pandemic. Even as the number of confirmed COVID-19 positive cases keeps rising, the state government continues to grapple with making quarantine and health facilities in the state in a state of preparedness. Nearly 5000 stranded persons from Nagaland have arrived so far and nearly 12,000 are in line to return. As per the previous Standard Operating Procedure (SOP) all returnees would be quarantined for 14 days at institutional facilities. During the period, those showing symptoms would undergo testing and if confirmed for COVID-19, then they will be sent to COVID-19 hospitals. The challenge of undertaking such a challenge is huge considering that fact that never in history has the world been confronted by a virus as menacing and dangerous as Wuhan virus or coronavirus and now COVID-19. In order to stop the spread, India has also adopted the measure to quarantine all those who may have been exposed to the virus. The number of people who would be quarantined throughout big states in India is mind boggling where the numbers could be as much as one to two lakh in a state. This could be highlighted in the case of a tiny state as Nagaland, which presently faces accommodation problems with just around 3000 inmates. It is not a small matter to look after such a huge number not for a day or two but for 14 days. The quarantines should have proper rooms, beds, clothes, bathroom and dining facilities and not to forget, adequate number of doctors and medical staff including health workers etc. The preparations to fight COVID-19 pandemic, had to be rushed sometime since mid-March in identifying the probable quarantine centres. The challenge of identifying the possible quarantine facilities was not helped by the fact that except for Dimapur and to some extent Kohima, there weren’t enough facilities overall. This is because no one had ever imagined that this could ever happen. The recent issue has also shown that even less developed districts could have as many returnees as the so-called developed districts such as Dimapur and Kohima. The problem is that when it comes to many wanting a few, it has also led to shortage of magnanimity. The virus problem is not the problem of either the returnees or the infected. It is the problem of everybody and it is something that cannot be ignored. On its part, the state government has to review its strategy and think out of the box to reform its chain of command rather being seen as struggling to please-all and ultimately end up pleasing nobody.

Need for COVID War-Room 2.0 and SPV in eastern Nagaland
A
gainst the backdrop of what is clearly a blunder in the decision to send-off the Chennai returnees to Tuensang without first ascertaining the results of the Covid-19 tests and putting at risk many more people of contracting the pandemic, the Nagaland g ove r n m e n t h a s n ow constituted a 3-member Judicial Inquiry Committee (JIC). According to a notification from the Home Department, the JIC would probe and report within 15-days, on the ‘deliberate violation’ of standard operating procedures (SOP) as laid out by the government. The Chief Minister and the Chief Secretary have admitted of ‘lapses’ been committed in sending the Chennai returnees to Tuensang in their meeting with the ENPO and the ENLU. According to local dailies, both the CM and the CS “expressed regrets for the unauthorized sending-off ” (media report on 29 May which the government has not refuted so far). Most importantly, the admission of ‘lapses’ and ‘regrets’

gives credence to reports that even as the Cabinet was in the midst of deliberating on the matter of transporting the returnees to Tuensang, the buses were actually sent away. This raises the question: Why the highest decision-making body in the state, the Cabinet, weighed whether or not to send the returnees to Tuensang when the SOP is very clear that all returnees need to be quarantined in Dimapur and Kohima pending test report? There are also enough inputs to suggest that the same Cabinet meeting could have recalled the returnees while the buses were near Tseminyu, but it did not. Henc e, ta king a ll these factual positions into consideration, where is the justification for the government to set up a JIC, this too in the middle of a pandemic, wasting valuable time and resources? It is obvious that the state leadership does not want to take direct responsibility for the blame and the fiasco, but instead prefer to go for a long detour by appointing a JIC. The last time an

It is important, but after all, it’s just an examination. In your life, you will encounter many more and bigger exams. You’ll pass some and fail some, the difference is that in many of life’s exams, you will not get a second chance to succeed, whereas you can take another crack at academic exams. Try harder next time. I have a friend, Atovi Z, who passed his matriculation exam on his seventh attempt, now, he’s richer than me and most Nagas, and is as happy and content, if not more so, than many of us. And don’t be bothered by the fact that your friends have passed while you’ve failed. Life is a marathon, not a sprint; you still have years ahead of you to find your place in life. A very good friend of mine, Alem L, and I had just failed our Pre-University Science Final Examinations (Class XII Science is the present day equivalent). He, for the second time, I, for the fourth time; and were staying together when another friend, T Toshi, came to visit us. During our conversation, Toshi, out of the blue, said, “Alem, now I’m your senior.” I felt that was unwarranted, so I said, “Come on Toshi, it’s still too early to say who’s senior or junior.”I have, since, been proved right, for though both Alem and Toshi are doing well in life, I believe that Alem has had a more successful and certainly a happier life. When you consider the fact that we were holding 3 admit cards, 3 mark sheets, 3 forms and the photostat copies of all of them; we had quite a lot of paperwork in our hands. A friend of his saw him and asked him, “Akheho, how much did you get in Chemistry?” With a dead pan face, Akheho fanned the mark sheets and papers in his hand, flipped them, and asked, “Which year?” You have the choice of how you deal with failure. inquiry was constituted by the Nagaland government was to probe the January 31, 2017 violent incident in Dimapur. Even with extension after extension, no report has come out till date, at least in public domain. The third point of the terms of reference for the inquiry with regard to the setting up of the JIC is highly insensitive. While admitting “management gap” on the one hand, and saying: “Whether there was lack of co-ordination between the task forces of sending and receiving districts”, on the other hand, could be seen an attempt to steer the JIC to drag-in the District Task Force of Tuensang for the debacle at Kohima. Instead of showing remorse, the government seems to be directly playing with the sentiments of the eastern Nagaland people. It is indeed ironical that the JIC is already discredited before it could even have its first seating. Interestingly, even before the JIC could sit, the Chief Secretary has ordered the replacement of the Principal Secre-
tar y Health & Family Welfare. The government may explain why the sudden decision to ‘relieve’ the Administrative Head of the Department when the state is in the middle of a grave situation. Is it a routine reshuffle of top officials? If not, should the entire Cabinet and the COVID War-Room also not be held accountable? It also appears that the current set-up in the COVID War-Room with multiplicity of authorities could also be contributing confusion in the decisionmaking process. There is the Chief Minister’s Office, the Chief Secretary, the Empowered Committee, the District Task Force and State Control Room (under Health & Family Welfare Dept). A review of the COVID War-Room set up is in order. For the immediate, The Naga Rising would like to raise the following issues: 1. COVID War-Room 2.0: The government need to take the political initiative to support the emerging health situation in Tuensang district in particular (with 5 positive cases)
ex-officio members of the SPV. Likewise, community members could be drawn from the tribe hohos, NGOs, and representatives of the CSOs of the districts should be members of the SPV. The Naga Rising is of the opinion that legislators should not be inducted in the SPV. The basic idea is to empower the local community to allocate resources/make timely decision/procure materials, etc. without routing everything through the Secretariat/Directorate at Kohima, or essentially to cut the red tape. Also, by having the SPV, the grievances of disproportionate allocation of resources can be addressed as the government will have to distribute a specific amount for eastern Nagaland, thus ensuring transparency and accountability. These propeople measures will go a long way in instilling confidence and goodwill among the eastern Nagaland people. 3. Pursuing the already discredited JIC may only further bring disgrace to the government. The Naga Rising

he ‘Treacherous act of the present government’ despite our hard-fought defense against this pandemic, Nagaland is no more a ‘Green’ zone. In such a situation, every Naga citizen should be careful and be prayerful to our Lord and savior Jesus Christ. Recently, the Chief Minister and Chief Secretary themselves have admitted their regret for mishandling COVID-19 Situation (wrt. Nagaland Post May 29, 2020 Under the heading “CM CS Lapses in sending of returnees”). However, this is not a matter of regret. Instead, making a ‘Public apology’ by the defaulters followed by immediate proper steps, henceforth, is the need of the hour. The government of the day is mandated to ensure good governance, transparency and accountability. But the chain of events till date is only proving otherwise. Therefore, we are ascertained that it is the present Govern-
ment who has deceived the citizens of Nagaland irrespective of whatever justification it has made. It was clearly notified before the arrival of the returnees, that they will be quarantined at Kohima and Dimapur. But when it was time to put those words into actions, the present Government functionaries breached our trust and gave into making knee-jerk decisions just because of a selfish ultimatum issued by certain organizations. This triggered the State government to send back the returnees to their respective districts without the completion of their standard observation period (i.e.,14 days) or even before receiving the test results, which a treacherous act. On 27th May, a special train from Bangalore was postponed right at the nick of time for departure, by the State Govt, the reason being the fact that the capacity of the quarantine centers was

and the rest of eastern Nagaland. As part of the COVID War-Room 2.0, a permanent COVID-19 War-Room should be set up in Tuensang district immediately operationally manned by a senior official and the necessary members drawn from Disaster Management/Finance/ Medical Dept/Police/ Home departments, etc. t0 administer all decisions and support systems for eastern Nagaland districts with the Chief Secretary remaining as the overall in-charge. 2. Special Purpose Vehicle: Funding and expenditure should be earmarked for the four easter n Nagaland districts as in proportion to population. For this purpose, a SPV (Special Purpose Vehicle) could be created where the official in-charge of the COVID19 WAR ROOM in Tuensang could be the CEO of the SPV as well. The Finance Commissioner, stationed in the capital, Kohima, may be designated as the Chairperson of the SPV. All the Chief Medical Officers (CMOs) could be designated as
not enough. In contrary, it was claimed months back that we were “prepared” for the pandemic. But the sudden turn of events has proved that it was only verbal, not literal. Nevertheless, in midst of the Govt.’s unpreparedness, those stranded citizens have suffered without food while not being able to even go back to their apartments. This too, is an act of treachery. The present government seems to be indulging only in making tall claims for publicity. But the current crisis exposes how ill prepared the government is with response to the pandemic. According to a tweet by Morung Express, a decision by the Minister of Planning and coordination stated that even those with positive cases of COVID-19 will be sent to their respective District COVID-19 hospitals. This folly decision of transferring patients only increases the risks of spreading the virus. Is this not an act of treach-
ery too? Salute the frontline workers who are risking their lives each day while trying to protect us. The government should ensure that their immeasurable sacrifices do not go in vain. Therefore, I challenge all ‘Right-thinking citizens’ of Nagaland to open our minds and voices while being sensitive to the global war against COVID-19. This is the right time to voice out against such treacherous acts. If the security and welfare of each and every citizen still cannot be assured, then, as a concerned citizen I suggest that they should resign themselves on humanitarian ground for their negligence and deceitful governance at the stake of people’s lives. Here is some clarity on the connection between smoking and COVID-19. Smoking kills ‘cilia’the preventive shield of the airway: According to a Chinese study published in February 2020, out of 1,099 patients who were infected with COVID-19 and
were admitted into the ICU, 25.5% were smokers. The doctors and scientists believe that smokers were getting severe respiratory symptoms due to the absence of cilia in their airway. Cilia are tiny hairlike structures present in the airway lining. The cilia help keep the airway clean by removing the mucous and infectious agents before an infection acquires the lungs. The inhaled chemicals of cigarettes kill the cilia in due time. This makes them prone to new respiratory infections such as COVID19. The absence of cilia can also lead to inflammation in the airway. Smoking increases levels of COVID-19 receptors: The COVID-19 virus enters the human body by attaching itself to the ACE2 receptors which are present in high quantity on the surface of organs like the heart, lungs and even the entire gut lining. A group of scientists have concluded in their study that smoking can increase the levels of ACE2 receptors in the body. With the increase in the number of ACE2 receptors in the body and the absence of cilia, it can become easier for the virus to invade the body.
Nicotine may prevent COVID-19 infection: While every other doctor is warning the smokers about the illeffects of smoking tobacco, a French study was published by Pitié-Salpêtrière which stated that smokers may be less prone to suffer severely from COVID-19 infection due to the positive effects of nicotine in this situation. They have found in their clinical and epidemiological trials that COVID-19 infection is a nAChR (Nicotine acetylcholine receptor) disease, which means the virus has a receptor for nicotine. Thus, when the SARSCoV-2 (virus that causes COVID-19) enters the body, the nicotine in the body binds with it. This prevents the virus from binding with the ACE2 receptors in the body and thus deactivates it. The French scientists also suggested that nicotine patches, chewing gum and sniffing agents can be given to hospitalized patients and the general population to prevent them from getting the infection. However, scientists across the globe believe that the theory needs to go through several trials before even considering the use of nicotine as a therapeutic agent.

Kathmandu, May 31 (PTI): The Nepal government on Sunday tabled a Constitution amendment Bill in Parliament aimed at altering the country’s map amid a border dispute with India. It will be the second amendment to the Constitution. Nepal recently released the revised political and administrative map of the country, laying claim over the strategically key areas of Lipulekh, Kalapani and Limpiyadhura. India reacted angrily to the move saying such “artificial enlargement” of territorial claims will not be acceptable and asked the neighbouring country to refrain from such “unjustified cartographic assertion”. The Bill seeks to amend the political map of Nepal included in Schedule 3 of the Constitution. The new map will be used in all official documents, including the coat of arms, after the amendment Bill is endorsed through Parliament. Parliament will now deliberate on the proposal before endorsing the Bill. After its endorsement by both the Houses of Par-
liament, the President will order issuance of the Bill. The central committee of the main Opposition party Nepali Congress on Saturday decided to back the Bill. Last week, the proposed Bill was removed from the business schedule of Parliament at the last minute at the request of Minister K P Sharma Oli. The discussion on the Constitution amendment Bill was delayed as the Nepali Congress asked for more time to discuss the matter in its high-level body. Similarly, the Samajbadi Janata Party Nepal and the Rastriya Janata Party Nepal demanded that their long-standing calls for Constitution amendment also be incorporated. It requires a two-thirds majority to endorse the Constitution amendment Bill. During an all-party meeting on Tuesday, Prime Minister Oli urged the top leaders of all political parties

U n i t e d Nat i o n s, May 31 (PTI): The tobacco industry invests USD 9 billion every year to advertise its products targeting youngsters, with over 40 million children aged 13 to 15 years presently using nicotine items globally, the World Health Organization has warned. The UN agency is focusing on spreading awareness among teenagers to mark World No Tobacco Day on Sunday. “More than 40 million young people today aged 13-15, have already started to use tobacco,” the WHO said, as it launched a kit for school students aged 13-17 to alert them about the marketing tactics of THE tobacco industry “Every year the tobacco industry invests more than USD 9 billion to advertise its products. Increasingly, it is targeting young people with nicotine and tobacco products in a bid to replace the 8 million people that its products kill every year,” the agency said. Even during a global pandemic, the tobacco and nicotine industry is pushing its products, the WHO said, adding that these addictive substances limit people’s ability to fight coronavirus. “Educating the youth is vital because nearly nine out of 10 smokers start before 18 years. Anti-govt protests held across Mexico Mexico City, May 31 (IANS): Hundreds of people took to the streets across Mexico against the policies of President Andres Manuel Lopez Obrador’s government. The Frente Nacional Ciudadano (Citizens’ National Front) and the Congreso Nacional Ciudadano (Citizens’ National Congress), groups protested in 70 cities across Mexico in vehicle convoys, reports Efe news. The convoys, called “Lopez Vete Ya” (Lopez, quit already), were aimed at expressing indignation towards the president, who the protesters accused of jeopardizing the “sovereignty, integrity and independence” of Mexico amid the coronavirus crisis. The groups confirmed that convoys were organized in the capital and major cities including Puebla, Cuernavaca, Acapulco,
Monterrey, Guadalajara, Cancun, Merida and Veracruz as well as different places in the states of Queretaro and Chihuahua. As the vehicles passed through the main streets of the cities, the cars displayed posters with messages such as “AMLO (president’s initials), Out!” “AMLO, Resign. You Don’t Own Mexico”. In Mexico City, the protest began just before noon near the National Auditorium and moved across the central Paseo de Reforma Avenue to enter the Plaza de Constitution (Constitution Square), where they protested in front of the National Palace, the residence and office of the president. According to police officials cited by local media outlets, around 250 vehicles and 300 protesters participated in the protest in the capital.

The WHO has also launched a classroom activities kit that puts the students in the shoes of the tobacco industry to make them aware of how the manipulative tactics used by the industry.
Kathmandu, May 31 (PTI): The Nepal government on Sunday tabled a Constitution amendment Bill in Parliament aimed at altering the country’s map amid a border dispute with India. M i n i s t e r f o r L aw, Justice and Parliamentary Affairs Shivamaya Tumbahangphe, on behalf of the government of Nepal, tabled the Bill, a day after the main Opposition Nepali Congress also backed the legislation. It will be the second amendment to the Constitution. Nepal recently released the revised political and administrative map of the country, laying claim over the strategically key areas of Lipulekh, Kalapani and Limpiyadhura. India reacted angrily to the move saying such “artificial enlargement” of territorial claims will not be acceptable and asked the neighbouring country to refrain from such “unjustified cartographic assertion”. The Bill seeks to amend the political map of Nepal included in Schedule 3 of the Constitution. The new map will be used in all official documents, including the coat of arms, after the amendment Bill is endorsed through Parliament. Parliament will now deliberate on the proposal before endorsing the Bill. After its endorsement by both the Houses of Par-
liament, the President will order issuance of the Bill. The central committee of the main Opposition party Nepali Congress on Saturday decided to back the Bill. Last week, the proposed Bill was removed from the business schedule of Parliament at the last minute at the request of Minister K P Sharma Oli. The discussion on the Constitution amendment Bill was delayed as the Nepali Congress asked for more time to discuss the matter in its high-level body. Similarly, the Samajbadi Janata Party Nepal and the Rastriya Janata Party Nepal demanded that their long-standing calls for Constitution amendment also be incorporated. It requires a two-thirds majority to endorse the Constitution amendment Bill. During an all-party meeting on Tuesday, Prime Minister Oli urged the top leaders of all political parties
represented in parliament to unanimously endorse it. The ties between India and Nepal came under strain after Defence Minister Rajnath Singh inaugurated an 80-km long strategically crucial road connecting the Lipulekh pass with Dharchula in Uttarakhand on May 8. Nepal reacted sharply to the inauguration of the road claiming that it passed through Nepalese territory. India rejected the claim asserting that the road lies completely within its territory. U n i t e d Nat i o n s, May 31 (PTI): The tobacco industry invests USD 9 billion every year to advertise its products targeting youngsters, with over 40 million children aged 13 to 15 years presently using nicotine items globally, the World Health Organization has warned. The UN agency is focusing on spreading awareness among teenagers to mark World No Tobacco Day on Sunday. “More than 40 million young people today aged 13-15, have already started to use tobacco,” the WHO said, as it launched a kit for school students aged 13-17 to alert them about the marketing tactics of THE tobacco industry “Every year the tobacco industry invests more than USD 9 billion to advertise its products. Increasingly, it is targeting young people with nicotine and tobacco products in a bid to replace the 8 million people that its products kill every year,” the agency said. Even during a global pandemic, the tobacco and nicotine industry is pushing its products, the WHO said, adding that these addictive substances limit people’s ability to fight coronavirus. “Educating the youth is vital because nearly nine out of 10 smokers start before 18 years. Why you should avoid wearing gloves while shopping for grocery

wing to the growing number of coronavirus cases worldwide, it has been made mandatory to wear a face mask in all public places to keep oneself protected. Maintaining six feet distance and practising proper hand hygiene, especially after touching a contaminated surface are a few other things you can do to ensure your and your family’s safety. Considering the rampant spread of COVID19, it is obvious to wonder what else you can do to avoid coming in contact with the virus when visiting public places like local grocery shops or pharmacy. You might even come across people wearing gloves and wonder if that’s a good precautionary measure. While wearing a mask, face shield or sanitising your hands multiple times are fine, gloves are not an outright solution to reduce the risk of infection. Even the Centres for Disease Control and Prevention (CDC) has not made any such recommendation except in certain situations like before touching the buttons or handles of a gas pump, cleaning
and disinfecting surfaces, handling dirty laundry or trash from someone who has the virus. Even in these circumstance, gloves are only effective when they are discarded properly, followed by handwashing. But when it comes to grocery shopping, gloves are really not that effective. When you wear gloves and touch any contaminated surface, the virus gets transferred to your gloves as it would stick to your fingers. Moreover, gloves give a false sense of security and people go on touching everything like their face and mouth, which could lead to self-contamination. So, gloves do not provide any
protection. The most tricky part of wearing a pair of gloves is when you have to remove it. If you are not cautious, the germs may get transferred to your hands and other parts of your body. When you remove the gloves, they should be disposed of properly and then you must wash your hands with soap and water for 20 seconds. Gloves do not reduce the risk of coming in contact with the virus or save you from frequent hand washing. You are equally vulnerable to infection while wearing a pair of gloves as you are when working with naked hands. (Times of India)

The 41-year-old was flown to the national capital earlier this month to undergo radiation therapy and had returned to his home state Manipur after being diagnosed with jaundice once again. "He was negative when he left from Delhi but has tested positive on his return to Manipur," the source told PTI. The swashbuckling former bantamweight boxer won the Asian Games gold in the 1998 edition in Bangkok. He is an Arjuna and Padma Shri awardee.

The PCB had banned Akmal from all forms of cricket last month after its disciplinary panel found him guilty of not reporting

New Delhi, May 31 (PTI): The Sports Authority of India (SAI) is all set to launch Khelo India e-Pathshala in association with National Sports Federations (NSF) from June 1 with an aim to provide first-ever national-level open online coaching and education programme for grassroot-level athletes. Sports Minister Kiren Rijiju and Union Minister of Tribal Affairs and Archery Association of India president Arjun Munda will inaugurate the programme through a webinar on June 1 at 9 am, a session that will be attended by archers, archery coaches and experts of the discipline. With the tournament still on schedule, the United States Tennis Association, which oversees the annual event, said holding this year’s US Open with limited fans or without fans remains a possibility. “The USTA continues to model many different scenarios regarding the 2020 US Open,” said Chris Widmaier, the USTA’s head of communications, according to Xinhua news agency. “Our top goal is to conduct the US Open in New York in our scheduled dates. To that end, we are modeling many potential
scenarios which include both limited fans and potentially no fans on site for the event.” The Open is scheduled to run from August 24 to September 13 at the USTA Billie Jean King National Tennis Center, and Widmaier says there is a deadline of mid-June to make a decision on how to hold the event. No positive results in latest round of tests in PL L o n d o n, M ay 3 1 (IANS): In what could be a further boost to the Premier League’s ambitions to restart matches in June, the league announced that zero positive tests came back from the latest rounds of coronavirus tests conducted on players and staff. “The Premier League can today confirm that on Thursday 28 May and Friday 29 May, 1130 players and club staff were tested for COVID-19. Of these, zero have tested positive,” the league said in a statement on Saturday. The Premier League is providing this aggregated information for the purposes of competition integrity and transparency. No specific details as to clubs or individuals will be provided by the League and results will be made public after each round of testing.
