TYNA public forum oppose shifting of polytechnic Crackdown: 15 revenue officials dismissed on charges of graft

DIMAPUR, JUN 18 (NPN): Tamlu Yongnyah Namsang Area (TYNA) Public Forum of Longleng district has petitioned Higher & Technical Education (H&TE) minister Temjen Imna Along against shifting the alreadyinaugurated Government Polytechnic Institute from Yungho Yongnyah in Longleng district to Hukpang in the same district without any valid ground. In a memorandum to the minister, the forum said it had come to its notice that the government had on October 5, 2018 reapproved the decision of September 26, 2016 to relocate the institute by superseding the earlier administrative approval of June 17, 2016. The forum said it violated Phom People’s Council (PPC) resolution No.

3 of November 25, 2015 that stated that “any means of government projects, schemes and funds should not be diverted nor shifted from one place to another (District Hq./ Sub Division/ EAC Headquarters and villages) and vice versa and all developmental funds should be judiciously utilized”. Stating that people of Tamlu, Yongnyah, and Namsang area were totally dejected with the government’s irrational step and its indifferent attitude, the memorandum mentioned that people of the area held an emergency consultative meeting under the aegis of TYNA Public Forum at Tamlu headquarters on Tuesday. The meeting unanimously resolved to serve representation to the government to uphold the gov-

ernment order of June 17, 2016 in letter and spirit and extend non-cooperation to PPC until such time when the council gave a representation to the government reaffirming and upholding its November 25, 2015 resolution No. 3, the memorandum added. TYNA Public Forum pointed out that the government, with the knowledge of chief minister and H&TE minister, had earlier surveyed and approved Yungho Yongnyah as the site for setting up the polytechnic institute after considering all feasibilities. The forum claimed that there were ample justifications and was also legally justified to set up the proposed institute at the site where the government first surveyed and approved. Mentioning that this

was only “constitutional, democratic, symbolic and preliminary expression of public resentment” against the government’s alleged indifferent attitude towards the area, the memorandum warned that this would be followed by several successive large-scale agitation programmes, if the government did not accede to the genuine demand of the residents of TYNA. The public forum also cautioned that in any eventuality arising out of this, creating disunity among the Phom community in particular and ENPO area in general, the department concerned would be held fully responsible. The memorandum was signed by TYNA Public Forum president Büphei Phom and general secretary V Longba Phom and 24 VCCs.

powers conferred by clause (j) of rule 56 of the Fundamental Rules, the President of India has retired 15 Officers of Indian Revenue Service (C&CE) in public interest with immediate effect on completing 50 years of age,” a Finance Ministry tweet said. “All these 15 officers shall be paid a sum equivalent to the amount of pay and allowances for a period of 3 months calculated at the same rate at which they were supposed to be withdrawing them (pay & allowances) immediately before their retirement,” the tweet said. Rule 56(j) of the Fundamental Rules allows the appropriate authority to retire any government servant, in public interest, by giving notice of three months.

Among those dismissed include Principal Commissioner Anup Srivastava, who was serving as Principal ADG (Audit) in the Central Board of Indirect Taxes and Customs (CBIC) in Delhi, and Joint Commissioner Nalin Kumar, the order said.
