issues 3-day ultimatum on Race to Raisina: no consensus candidate ACAUT NSCN (I-M) to respond to queries

NEW DELHI, JUN 18 (AGENCIES): Political parties may be in hectic huddles to forge a consensus for the upcoming presidential poll, but history shows that all presidential polls -- barring one -- in India have seen a contest, some keen, most a walkover. Going by precedence, the 15th presidential election scheduled to be held on July 17 this year will see a contest, notwithstanding the frenetic political confabulations for a consensus candidate. Of the 14 presidential elections held in the country so far, the only one which saw a candidate getting elected without a contest was the seventh poll, which Neelam Sanjiva Reddy won unopposed.

The election, caused by the sudden death of serving President Fakhruddin Ali Ahmed, saw 37 candidates filing their nominations, of whom 36 were disqualified. This led to Reddy’s unopposed victory on July 21, 1977.

BJP lines up ministers, allies to propose nominee The BJP has lined up its Union ministers and senior leaders of its allies as proposers and seconders for filing the nomination papers of the presidential candidate whose name will be announced soon. The party has also called a meeting of its MPs on 19 June and 20 June to brief them about the process of polling for the presiden-

MPs, MLAs to have different ballot papers It will be green-coloured ballot papers for members of Parliament and pink for MLAs who vote in the presidential election on July 17. In case the NDA and the opposition field their own candidates and none withdraws till July 1 evening, the Election Commission will initiate the process of “final printing” of ballot papers as a contest would then become imminent. The value of an MLA’s vote depends on the population of the state he or she represents. But the value of the vote of an MP does not vary -- it is 708. The ballot boxes will be brought to Delhi for counting on July 20.

Now, cow protection on lines of Project Tiger: Minister MUMBAI, JUN 18 (IANS): Amid the controversy over the central notification that effectively bans sale of cattle for slaughter, Union Minister Hansraj G. Ahir on Sunday said the Centre was considering to set up ‘cow sanctuaries’ and initiate ‘Project Cow’ on the lines of Project Tiger. “It is difficult to maintain cows which are not selfsustaining animals. We need to protect them by setting up cow sanctuaries on the lines of those for tigers,” Minister of State for Home Ahir said at a national conference on “BOS INDICUS - The Glorious Indian Cow” at the Bombay Stock Exchange Building here. Addressing the gathering, BJP’s Rajya Sabha member Subramanian Swamy said ban on cow slaughter has been guaranteed by the Constitution.

tial election on 14 July, BJP sources said on Sunday. The proposers and seconders, who will also include MLAs, are likely to carry out the formalities on 20 June. A party leader said the BJP-led presidential candidate’s name can be announced around 20-21 June and the nomination papers filed by 23 June. The party has prepared four sets each comprising 60 proposers and an equal number of seconders. Besides names of cabinet ministers and other leaders of the NDA, the names of independent MPs are also in the list of proposers and seconders who have extended their support to the BJP for the presidential election.

‘Oppn should announce candidate by June 21’

A day after the Centre’s talks with Opposition over the presidential candidate failed to yield a consensus, CPI(M) general secretary Sitaram Yechury said the Opposition should announce its candidate by June 21. “...The meeting with the government on Saturday was not fruitful as they had no names to offer,” Yechury said. The Opposition leaders claimed the government outreach was more of a Public Relations (PR) exercise to give the Opposition less time to field an appropriate candidate against the government’s nominee in the event of a contest.

In a set of directions issued to the states, the ECI has said that while “the ballot papers for use by elected members of both houses of Parliament shall be printed on green coloured paper, those for use by elected members of legislative assemblies shall be printed on pink coloured paper.” Ballot papers for Arunachal Pradesh, Bihar, Chhattisgarh, Haryana, Himachal Pradesh, Jharkhand, Madhya Pradesh, Meghalaya, Mizoram, Nagaland, Rajasthan, Uttarakhand, Uttar Pradesh and NCT of Delhi, which are to be printed in English and Hindi, will be printed here by the poll panel itself, while the states which are required to be printed in languages other than Hindi (and/or) English, will be printed in the respective states.

Development should be without favoritism: CNTC DIMAPUR, JUN 18 (NPN): Central Nagaland Tribes Council (CNTC) has appealed to the state government to develop the state in all uniformity and consistency without any favoritism or prejudice. CNTC media cell said the executive council body held a meeting with its three federating units, the newly elected teams of the Ao Senden and Sumi Hoho with the Lotha Hoho at Tourist Lodge Dimapur on June 17 wherein several issues concerning the state and the three districts in particular viz. Mokokchung, Wokha and Zunheboto, formerly known as the Mokokchung Elakha were discussed. It also reminded the legislators from CNTC tribes to recall the 2016 meeting at Tourist Lodge where they had assured to bring out some solution at the earliest on numerous issues beleaguering the three districts

such as Khelhoshe Polytechnic Asukhuto, Nagaland University Lumami campus, the abandoned Foothill Road and the cessation of work of the Doyang bridge at Liphayan Governor’s camp, BokajanMerapani highway taken up the NHIDC and the defunct Tuli Paper Mill. In this regard, CNTC has fervently appealed to its legislators to address the grievances with all promptness and sincerity and to keep their word. The meeting also resolved to form “fact- finding teams” of the tribal hohos and to bring out a report on the matters cited, and approach the government to find out a solution at the earliest for the betterment of the three districts, which had been plagued by infrastructural problems, mismanagement, financial crunch and lackadaisical attitude of the government.

JP veterans LK Advani and MM Joshi refused to suggest any names for the NDA presidential candidate when senior ministers M Venkaiah Naidu and Rajnath Singh approached them for advice on Thursday. Sources close to the veterans told Hindustan Times they did not propose any name to the ministers and left it to the BJP leadership to take the call. Singh and Naidu had a closed door meeting, separately, with the two seniors on Friday. Prime Minister Narendra Modi is keeping BJP leaders and others guessing about his choice for the top post and he is likely to reveal it to key party leaders over the next couple of days. Advani (89) and Joshi (83) missed ministerial berths in 2014 when Narendra Modi decided not to induct any 75-plus leader in the union council of ministers. The two were seen as contenders for the post of the President and the Vice President, but not favourite of the current BJP leadership. The post of vice president falls vacant in August.

DIMAPUR, JUN 18 (NPN): ACAUT Nagaland held the view that NSCN (I-M) was responsible for newspaper reports that it was involved in halting works on the 4-lane road by threatening to “burn down all machineries belonging to the contractors.” “However, in all fair ness” ACAUT said it has decided to give a three-day ultimatum on NSCN( I-M) to respond to the following: (1) whether the NSCN (I-M) demanded tax from the contractors engaged in four –lane construction of the Asian Highway-1? If it was affirmative, then ACAUT asked whether it was the policy of the NSCN (I-M)” to stop all developmental works in Nagaland, pending final settlement of its peace talks with the GoI? (2) ACAUT asked NSCN (I-M) if its elements were involved in stopping the four-lane works? If it is in the affirmative, ACAUT asked what action NSCN (I-M) contemplated “against such rogue IM cadres?” ACAUT also asked whether NSCN (I-M) would expose “all these rogue elements with their complete identity and designations, so that people of Nagaland know who these antipeople are?” ACAUT has demanded that NSCN (I-M) give appropriate reply within three days and in case NSCN (I-M) failed to do so, then the automatic conclusion will be that NSCN (I-M) “does not want

GJM protest intensifies; Rajnath appeals for calm DARJEELING, JUN 18 (AGENCIES): A day after police and Gorkha Janmukti Morcha (GJM) workers fought pitched battle across the Darjeeling Hills and three GJM workers were killed in firing, thousands of protesters poured into the streets to observe ‘Black day’ to mourn the deaths and demand a separate state of Gorkhaland. Bodies of two of the three individuals killed on Saturday were brought to Chowkbazar in mortuary vans. From Delhi, Home Minister Rajnath Singh appealed for calm and peace in Darjeeling. “Nobody should resort to violence… Every issue can be resolved through mutual dialogue,” he tweeted. “In democracy like India resorting to violence would never help in finding

a solution. Every issue can be resolved through mutual dialogue,” Rajnath further said. GJM Sunday slammed the Modi government for ignoring the Gorkhaland crisis. They said they were disappointed with Centre’s role and questioned Darjeeling’s BJP MP SS Ahluwalia’s absence. The BJP MP has not visited the city once since the crisis broke out. Earlier in the day, thousands of GJM protesters today took out huge rallies to observe ‘black day’ in Darjeeling to protest the death of three its activists in police firing. The GJM activists marched with the coffins of the three activists who were allegedly shot dead in the police firing in Darjeeling’s Singmari on Saturday. In view of the protest

Nagaland people to enjoy fruits of development”. Further it said in case the problem persisted then ACAUT would be forced to appeal to appropriate authorities, with unpleasant consequences. ACAUT also requested both Maytas-Gayatri and NSCU not to stop their works under any circumstances but ensure that the life road for Nagas was not jeopardised. ACAUT also reminded the contractors that workmanship and quality should not be compromised at any cost. In addition, it has urged upon the state government not to “remain a mute spectator” and at the least, assure Naga public through a press release to the effect that works will not be affected. ACAUT reaffirmed a previous resolution with the Western Angami Public Organisation (WAPO) that no entity shall be allowed to disturb the four-lane construction for Asian Highway-I under any circumstances. ACAUT further called upon every citizen of Nagaland to safeguard and ensure that there would be no hindrance towards swift completion of the four-lane road. ACAUT also urged upon the Working Group of the 6 NNPGs to give a public undertaking to the people of Nagaland, that the four-lane work under AH-I Nagaland sector will not be disturbed by taxation demands under any circumstances.

march, the administration had deployed heavy security forces across the city and there were no reports of fresh clashes. In a fresh statement, GJM chief Bimal Gurung said that if police try to stop their movement, it will create trouble. “We will continue our movement, if police tries to stop us, it will create trouble,” Bimal Gurung said. The GJM announced an indefinite general strike from Monday in the hills encompassing Darjeeling and Kalimpong districts and the Dooars (foothills of the Himalayas covering stretches of Jalpaiguri and Alipurduar district) to oppose the government’s purported decision to make study of Bengali language compulsory in state-run schools and to press for a separate state of Gorkhaland.

Umiam, Jun 18: The deaths in devastating landslides triggered by heavy rains in Meghalaya rose to seven, an official said on Sunday. Torrential rains a couple of days back triggered huge landslides in several parts of the state and damaged public properties. “The deaths toll has rose to seven following the recovery of the body of the missing woman from the debris on Sunday morning in Tharia area under Ri-Bhoi district,” State Disaster Response Force (SDRF) official Merinpole Sangma said On Saturday, SDRF personnel recovered five dead bodies and nine others were injured at

Tharia in the Umiam Industrial Unit after they were washed away by a massive landslide. The victims were mostly labourers of the Veneer Product Private Limited. ed to be ready early next month, the government said Sunday amid a parliamentarian being barred by do-

mestic airlines for allegedly creating ruckus. A revised Civil Aviation Requirement (CAR) is being finalised after receiving comments from the stakeholders. The civil aviation ministry has already come out with draft rules for a ‘national no-fly list’ of unruly passengers for all domestic carriers, under which the flying ban could extend from at least three months to an indefinite period. The CAR related to the no-fly list is expected to be notified in the first week of July, Civil Aviation Secretary R N Choubey told PTI. Lok Sabha member from TDP J C Diwakar Reddy is barred by major airlines from taking their flights following allegedly creating the ruckus at Vizag airport last week as he was denied boarding by IndiGo. Reddy belongs to the same party as that of Civil Aviation Minister Ashok Gajap-

athi Raju. This is the second incident involving a Lok Sabha member after Shiv Sena’s Ravindra Gaikwad was banned by carriers for some time after he had assaulted an Air India staffer a few months ago. As per the draft norms, the national no-fly list will include names of passengers identified as unruly after an inquiry by a committee constituted by a particular airline. A person identified as a threat by security agencies would also be included in this list. While the list is characterised as ‘national’ and would have data on disruptive passengers from all airlines, the ban recommended by the committee is not mandatory for all airlines to follow. The government had recommended three levels of unruly behaviours, each with a corresponding duration of flying ban.

No departure cards for passengers flying abroad Here is some good news for Indians flying abroad: A notification issued by the ministry of external affairs on June 14 seeks to discontinue the departure cards for Indian passengers at all international airports across the country. However, filling of departure cards will continue at rail, seaport and land immigration checkposts. A copy of the notification has been accessed by The Times of India. The move is aimed at making the immigration process a breeze-through experience for Indian passengers at the airports. Since a passenger’s credentials and travel details are now available in the system from other sources, there is no need for duplication,” sources in the immigration department told TOI.

Mnp observes ‘Great June Uprising, Unity Day’ peace talk with NSCN(IM) remained inconclusive because of firm stand of the people of the state not to compromise its territorial boundary at any cost. The signing of framework agreement was a clear instant of India government was siding with one community, he added. AMUCO president Ph Devan who is also the chairman of the observance committee said that “There is no policy of India government to protect the territorial boundary of Manipur” Despite repeated reminder, India government and politicians at the Centre were attempting to distort Manipur, he alleged. “The uprising of the June 2001 was not against any particular community and the Great June Uprising, Unity Day is not against any community or any ethnic group but it is indeed a message to the Central Government not to mess around with the integrity of Manipur,” he said. “The June 18 observation is to prepare ourselves on what should be our next step as the Indo- Naga Peace talk is coming to an end this December,” he stated. He demanded that any solution to the protracted old Indo- Naga political

dialogue should be made public and it should not hurt the sentiments of Manipuri people. It may be mentioned here that in the aftermath of extension of ceasefire “beyond territorial limits” between government of India and NSCN (IM) in June 2001, Manipur people strongly opposed the move. Protestors burnt down Manipur Legislative Assembly building, offices of all political parties and residences of the chief minister and MLAs. Eighteen (18) people including a woman died in CRPF firing in different places in Imphal city. With the protest continued unabated for weeks, the then BJP-led NDA government revoked the agreement. The NSCN(IM), under ceasefire with the government of India, has been demanding bringing all Naga inhabited areas of Northeast region under one administrative unit. The demand is strongly being opposed by Manipur, Assam and Arunachal Pradesh. The Manipur Assembly had resolved several times to protect the territorial integrity of Manipur and the Central government had time and again announced that it would not extend the ceasefire beyond Nagaland.

They have alleged violation of environmental norms. The police were last week directed by the Ernakulam district administration to provide protection to the site. Besides, the Kerala High Court had recently ordered that the terminal, functioning in the Special Economic Zone in Puthuvype, should be provided police protection. Vijayan had earlier held a meeting with the protesters and appealed to them not to prevent the ongoing works at the terminal. The district administration has said the LPG terminal and storage facilities had received all clearances from various agencies, including the Environment Ministry.

Boiling point

ill district of Darjeeling and has been on the boil for several days after the long-pending demand for ‘Gorkhaland’ state was reignited following the directive issued by the TMC government for making Bengali mandatory in schools from Classes I-X throughout the state including the hill districts of Darjeeling and Kalimpong and the Doars towards the foothills. However, the TMC government has strongly refuted the claim by saying that Bengali was not made mandatory but optional. However the spark was already lit and whether the Gorkha Janmukti Morcha(GJM) had used the language issue to revive the Gorkhaland demand irrespective of whether the TMC government modified the order only after the howls of protest. The origin of the fear – which seems misplaced now – lies in the May 16 announcement by Bengal education minister Partha Chatterjee that Bengali should be a compulsory subject from Class 1 to 10 in the state. The statement was enough to provoke GJM, which rules the semi-autonomous Gorkhaland Territorial Administration (GTA), that interpreted it as an imposition. Gorkhaland demand is as old as history going back 110 years during the reign of the British colonial government but the name ‘Gorkhaland’ was adopted by Subhash Ghishing only in 1980. The movement turned very violent in the 1980s during which, approximately 1200 people lost their lives. Nepali is the official language in the hills of Bengal, recognised as an official language of Bengal in 1961. In 1992, Nepali was recognised as one of the official languages of India. The state government ignored the initial reactions of the GJM and chief minister Mamata Banerjee said the morcha leaders were making “an issue out of a non-issue”. The proposed Gorkhaland comprises the hills of Darjeeling, areas of Dooars and Siliguri terai regions in West Bengal. Present autonomous GTA covers three hill subdivisions of Darjeeling, Kurseong and Mirik, and some areas of Siliguri subdivision and the whole of Kalimpong district. The claim for a separate Gorkhaland lies in the history and perceived distinct identity of Nepali speaking people living in the area. In 2005, the Centre and West Bengal government agreed to place the Gorkhaland region in the Schedule VI of the Constitution giving it some form of autonomy and special status. But, the GJM opposed the move and launched the agitation afresh. The GJM is part of the NDA, which is ruling at the Centre. In fact the GJM has been supporting BJP candidates to the Lok Sabha in 2009 and 2014 on the assurance that if BJP came to power, Gorkhaland bill would be introduced for passage in parliament. It is also alarmed at the growing popularity of the Trinamool Congress of Mamata Banerjee in the hills. Recently, the TMC won the Mirik municipality and opened accounts in the civic bodies in Darjeeling, Kurseong and Kalimpong - a first of its kind for any political party from the plains in many years. A rising TMC in hills may have been the real reason for GJM intensifying its agitation for Gorkhaland. The factors responsible for the current upswing of violence is political turf battle between GJM and TMC. The TMC has cried ‘conspiracy’ for the resurgence of GJM agitation but there is little doubt that the BJP will ensure it gets maximum dividend from the crisis.

DailyDevotion Keep Recognizing Jesus …Peter…walked on the water to go to Jesus. But when he saw that the wind was boisterous, he was afraid… —Matthew 14:29-30 The wind really was boisterous and the waves really were high, but Peter didn’t see them at first. He didn’t consider them at all; he simply recognized his Lord, stepped out in recognition of Him, and “walked on the water.” Then he began to take those things around him into account, and instantly, down he went. Why couldn’t our Lord have enabled him to walk at the bottom of the waves, as well as on top of them? He could have, yet neither could be done without Peter’s continuing recognition of the Lord Jesus. We step right out with recognition of God in some things, then self-consideration enters our lives and down we go. If you are truly recognizing your Lord, you have no business being concerned about how and where He engineers your circumstances. The things surrounding you are real, but when you look at them you are immediately overwhelmed, and even unable to recognize Jesus. Then comes His rebuke, “…why did you doubt?” (Matthew 14:31). Let your actual circumstances be what they may, but keep recognizing Jesus, maintaining complete reliance upon Him. If you debate for even one second when God has spoken, it is all over for you. Never start to say, “Well, I wonder if He really did speak to me?” Be reckless immediately— totally unrestrained and willing to risk everything— by casting your all upon Him. You do not know when His voice will come to you, but whenever the realization of God comes, even in the faintest way imaginable, be determined to recklessly abandon yourself, surrendering everything to Him. It is only through abandonment of yourself and your circumstances that you will recognize Him. You will only recognize His voice more clearly through recklessness— being willing to risk your all.

The pot and the kettle: The Congress (I) and its deeds “F

write against those in power, not because I have any grudge against them, but because they do nothing to address the innumerable ills that beset Nagaland. The reason why I have never directly written anything against the Congress(I) in Nagaland is because it no longer occupies the seat of power. But there are limits to everything, the N.P.C.C.’s criticism of the State Government’s decision to “re-write” The Nagaland Municipal Act 2001, stating that the act could be “amended” but not “discarded”, is one of the most stupid things I’ve ever heard in a life filled with hearing stupidity from innumerable quarters. The Congress (I) should keep in mind that their selective amnenia on all controversial issues plaguing Nagaland does not affect the People of Nagaland. Allow me to correct you and refresh your memory on a few things. 1 . T h e w o r d ,” Re write” is not an antonym of the word, “Amend”. That means that “ re-write” is not the opposite of “amend”. Anything amended can be considered as re-written. Similarly, the word,” Rewrite” is not a synonym of the word,”Discard”; which is to say that to re-write anything does not mean that the original has been discarded. So please try to stop confusing the people of Nagaland by trying to create issues where none exist. 2. Has it slipped your mind that you were in power in 2001. That the Nagaland Municipal Act 2001 was drafted by you. That means that you are responsible for ALL the trouble caused by this insidious act. The government, headed by Mr. T. R. Zeliang, can be blamed for trying to reap the fruits of this evil act, but you were the ones who planted the seed

sak Chishi Swu- dead. SS Khaplang - dead. The procession of dead leaders is beginning to pile up rather uncomfortably under the careful watch of the GoI. Nagas will respectfully offer the routine and customary rich tributes at the funerals, and for some, candlelight vigils will suffice where time, space, and distance are issues. After 19 years of peace-talks, the GoI cannot help but silently ridicule our foolishness and gullibility, pandering to our egos with high-sounding words like ‘Unique Naga History’, ‘Shared Sovereignty’ and so on. In reality, there’s nothing. The Naga movement is finished, dead, and zipped like a body bag, ready to be thrown into the Arabian sea- or the Tizu river. With time on its side, India simply awaits for adaptable Nagas to bury the last of their leaders. Then, maybe, with the right national political climate, a little push of the hounds to hunt down the last of the rabbits- the intransigent bastards, the Naga problem will be solved in India’s favour. Unless.... In the meantime, the selfglorification, the zipping around with Z+ security but with nothing to show even after 19 years of talks is the futility. Talk of unity and reconciliation has never evoked the kind of fatigue as is witnessed among Nagas today. Atleast late Khaplang before his death understood that 15 years of cease-fire without accompanying talks is humiliating, and talks without settlement meaningless. On the flip side, before the NTC brought the other groups together through the formation of a Working Group (WG), none of the 6 organisations had the stature nor the vision to concretise

in the hopes of harvesting it yourself. You proposed, but God disposed. So you are responsible for:(a) Raising the hopes of the women of Nagaland and disappointing them because, in your hurry to profit yourselves, you did not think things through properly. (b) Not being satisfied with taking the money belonging to the Naga People, you sought to seize and auction off our lands. (c) And, most importantly, you are responsible for the deaths of two young men and tarnishing the image of Nagaland in the eyes of all the world. 3. You are the fountainhead of every evil that besets Nagaland. Let me name a few of those evils:(a) You started the practice of “Back-door Appointments” (b) You were the ones who created the monster “Pillai Sir” and propelled him on his path to corrupt power and riches. (c) You were the first patrons of Tinku and Nirmal Sharma. (c) You started the false pension scheme and swindled the public exchequer of thousands of crores of rupees. (d) You were the ones who first diverted the rice meant for the Mid-Day Meals for schoolchildren into your stomachs. (e) Only you know what happened to the investigation into the Nagaland Lottery Scandal. (If memory serves me right, it amounted to thirty six thousand crores rupees). (f) You stopped the practice of investigating government servants who owned assets disproportionate to their known sources of income, thus giving the green signal to all government servants to indulge in corruption to their heart’s

content. (g) You were the ones who first combined the Finance Ministry and Supply Ministry with that of the office of the Chief Minister. Which means that whatever the subsequent Chief Ministers from the N.P.F. Party did, they were only following your lead. (h) You were the ones who first ordered the Nagaland Police to fire upon and kill protesting Nagas. The list is endless. Suffice to say, you are the pot calling the kettle black. You started the fire that caused the smoke that blackened you. The State Government led by the N.P.F. Party has blackened itself on the smoke caused by the same fire. Now that the State Government is attempting to right a wrong started by you; where do you get the audacity to shove your oar in and create unwanted and unnecessary problems? I urge the State Government to ignore the crackling of thorns under the pot and stay the course. Call the Women’s Organisation and the Tribal Bodies to solve the issue of Women’s Reservation and ensure that women have a just and fair representation in the Urban Municipal Bodies. Examine every clause on tolls, octroi and taxes to ensure that the common man may not be overburdened. For you have the power to re-write, amend or discard any piece of legislation that goes against the good of the common man. For all laws are written by men and are, therefore, subject to change by men; The Ten Commandments alone stand immutable. GOD SAVE OUR NAGALAND Kahuto Chishi Sumi Akukau (G.B.) Where do we stand?

OUR-LANE PROJECT ENCOUNTERS ROAD-BLOCK OVER ‘TAX’ DEMAND”: . Every sensible person in Nagaland conducting a commercial trip or a routine one has anxiously been looking forward for the completion of the four-lane highway between Dimapur and Kohima. To now be informed that this project has contracted the NSCN (IM)’s HIV ‘tax’ virus is the bitter icing on the ‘opposition-less’ corrupted DAN cake indifferently being tolerated by the Nagas of Nagaland. It deserves condemnation in the strongest terms... both verbally and physically. How long do the Nagas of Nagaland want to silently observe ourselves being slowly strangled by NSCN (IM)...squeezing the very life out of the masses and retarding the growth of our younger generation with their ‘insane sovereignty tax extortion’... for the past several decades with no tangible result to really show? Like the fanatical Christian freaks prophesising the precise date and time of the second coming of Christ... NSCN (IM) has recurrently been creating a make-believe scenario that the end of the political solution is at hand... for the past decade plus. Secrecy is the watchword of NSCN (IM), as exemplified by the so-called “Framework Agreement”...the arrogance of singlehandedly deciding the fate of the entire stakeholders without the knowledge or consent of the stakeholders! We are over-patiently suffering an uncompromising Dictator from South of our border commanding his spineless flock with an iron fist...unprepared to humble himself in acknowledgement of his personal history... that he joined the Naga National Movement way after the sacrificial storm was truly borne by the Nagas of Nagaland for Naga sovereignty. Now his flock has begun to declare him as the so-called ‘Anointed One’ who hides behind self-serving excuses of “National Principle” with adamant inability to accept the originators of the Naga National Movement that he had joined much later, on a simple humane principle of equality. The ‘Anointed One’ verbally proclaims “Nagaland for Christ” without Christ and delivers Nagaland to Lucifer with his actions. The people may like to exercise their intellectual prowess and make an educated guess as to which of the Two Entities may have nominated General Secretary NSCN (IM) as the “Anointed One”. He exercises a very exceptional philosophy beyond the Christian values by asking for the forgiveness of other NNPGs even as he forgives them...with an autocratic rider that all must join him as his subordinates. He must remain the ‘Boss-man’ to the end. That aptly describes his exclusive kind of Christian forgiveness beyond the tenets of the Holy Scripture... based on his delusionary definition of

“National Principles” sans the spirit of Christianity. By all account, the ‘anointed one’ is deliriously cocooned in his old age fantasy as the ‘Father of a Nation’ while chocking the very life out of his harassed subjects in the name of “sovereignty” and “integration” that he is unlikely to bring home. What kind of “Father of a Nation” despises progress being attempted within the State of Nagaland and goes out of his way to cripple the lifeline development meant for his people? The four-lane highway has a tremendous potential of ushering in a new dawn of conveniences that will lighten the burden of everyone without exception...rich or poor. For their immediate purpose, it would even reduce a considerable travelling time of NSCN (IM) to the hills of Manipur which continues to remain their concentrated focus. NSCN (IM) should instead be sparing a small percentage of their gigantic extorted funds from Nagaland State, to replenish the shortfall if any, and encourage the contractors to complete this vital project before the scheduled timeframe rather than be the source of destabilisation with their cockeyed tax demand. It vividly portrays the indifferent disdain of NSCN (IM) towards much needed crucial development within the State of Nagaland. Their inherent greed must come first above all else. They ought to know that for the people of Nagaland, it is of utmost importance that this four-lane highway is completed at any cost...now that it has begun. The Political Party in power is more likely to be busy suckering up to NSCN (IM) to gain their favour in the forthcoming election and so there is no point in expecting the Government to do anything about this persistently reckless menace. Since reliance on the State Government seem fictional at best, the people should now stand together and ensure that the contractors are allowed to carry on with their already difficult task without an added tax demand threat from NSCN (IM) or any other NNPGs. Should not the overpopulated Naga NGOs of Nagaland say “Enough is Enough” with active finality for a change? Is it not time for the overpopulated NGOs of Nagaland to make a concerted stand together and launch a State-wide awareness campaign with the slogan “No contents declaration of Framework Agreement...No tax” unless of course we the Nagas of Nagaland are content with our destiny being decided by just one man without our knowledge or consent. Or...are we still determined to tuck our tails between our legs in fear and SAY NOTHING...DO NOTHING?! Where do we stand?! Khekiye K. Solution Not Election: 1998 Revisited

their manpower and influence (if any) in a direction acceptable to Nagas as a whole. These groups were wholly satisfied playing the victim card. There’s this joke that Pakistan exists only because India exists. Though stuck in a muck, the IM caravan is still active. Now, with the possibility that the GoI too may kickstart the WG’s dormant engine as well, it’s important to carry the momentum. If Nagas to a man and a boy agree that after 70 years of political struggle we do deserve a final political settlementspearheaded by IM and the WG both, it’s essential that we do start a movement- a resolve not to participate in the 2018 elections pending settlement to the Naga issue through adoption of the same cry “Solution Not Election” as raised in 1998. For too long, running with the hare and hunting with the hounds had been the poisoned chalice for Nagas. We’ve to admit that Nagas lack a coherent NATIONAL STRATEGY. The Kashmiris have ONE. During the 2017 LS bye-election in Srinagar Constituency, Kashmir, where Farooq Abdullah was elected, the voter turnout was hardly 7%. It was indeed a shocking result, with its tremors felt from Delhi to Brussels, HQ of the European Union. This was right after J&K had polled a high of 65% voter turnout in 2014 Assembly elections. But Kashmiris by and large since 1989 has refused to recognise Indian elections. For the last 25 years of so, the polling percentage in Jammu & Kashmir elections has been low, with 1989 scoring the lowest voter turnout at 10% overall, and 2002 with only

26% turnout in the valley. In the 2002 elections, 6 constituencies polled less than 5%. In Amirakadal constituency with 74, 442 registered voters, only 2,280 voted. Since 2002, the voter turnout in 26 constituencies in Kashmir valley (total 46) has been less than 20% till date. In the LS elections held in 1999, Kashmir valley elected 3 MPs (J&K=6 MPs) with voter turnout of 4.81%, 6. 89% and 11% respectively. It was a farce result but not surprising since the call of Azaadi or independence is shrillest in the Valley. Against such consistent low turnouts, when the 2014 elections returned high voter turnout figure of 65%, the European Union (EU) was compelled to release a statement saying “The high voter turnout proves that democracy is firmly rooted in India.” It was a victory day for India but then came the 7% turnout shocker in 2017. Call them thugs, stone pelters, terrorists, Paki supporters, yet, the grassroot Kashmiris have consistently defied the temptation to indulge in Indian elections save for a few ocassions. It is the grassroot abhorence for Indian elections firm in the belief that such indulgences would destroy their dream of Azaadi that keeps the Kashmiri issue alive, Pakistan or no Pakistan. Needless to say, low turnouts puts the Ministry of External Affairs (MEA) in extremely uncomfortable positions vis-a-vis Pakistani propaganda. The 7% voter turnout in 2017 bye-poll set the Indian media and the political establishment ablaze. Apart from the stone-pelting, it raised the spectre that the ordinary Kashmiris have truly seceded, atleast emotionally,

from the Indian Union. On the other hand, the Naga approach to Indian elections is buffoonish and in total contrast to the Kashmiri situation. There’s no doubt that the average voter turnout in the Naga elections cannot be not less than 90%. Though our high turnout is motivated by clan/village/range and tribe politics or money factor, and less to do with love for mother India, such high turnouts in favour of Constitutionally mandated elections generally spurs establishment people like Kiren Rijiju, the Minister of State for Home, to chip in that the NSCN-K, or the IM, U, R for that matter, are ‘misguided elements’ and therefore the appeal to them ‘to return to mainstream’ with promises to ‘rehabilitate’ them with ‘economic packages’. It’s always a propaganda coup for the Indian establishment when Nagaland, Manipur, and Punjab return high voter turnouts, giving ample fodder for its PR exercise that the masses have rejected ‘extremists’ in favour of ‘development and progress.’ Therefore, the NPGs do not realise how much they themselves have dampened the very Cause by actively participating in State elections, propping up their ‘own governments’ or their own relatives into the Legislative Assembly. When the forerunner of the present NPF, the NPC, in 1998 mooted Solution Not Election, the Congress went ahead and filed nominations. Having learnt a lesson from that debacle, the NPF leadership can’t even imagine undertaking such an exercise again. However, the party is reminded that it has been championing the Naga cause for a long

time, even to the extend of declaring in 2003 that it will solve the Naga issue in 3 months. Recently, the newly formed DPP has once again averred that its objective is to support and expedite Naga political settlement. After decades of rhetoric, bluff, and lip service, perhaps it’s time for all the political parties to seriously ponder at the ramifications of continued and protracted armed struggle. We’re at a cross-road. Armed faction(s), no matter how powerful and cerebrally endowed will achieve nothing on their own. Since the NTC has managed the impossible on two counts: one, bring all the 6 factions together and two, managed to convey the message that the GoI should negotiate with the 6 factions, perhaps, this may be the last opportunity for Nagas to rally behind the Naga National Workers, and convey the hard-hitting message to the GoI that as citizens of a democratic country, we as any other citizens have the fundamental right to live

our lives in peace, prosperity, and in dignity. Dignity means a settled Naga issue resolved once and for all. Thus, the GoI has a bounden duty to settle the Naga issue. However, to translate this message into reality, we need to adopt hard and practical measures, which is, to initiate a movement comprising of political parties, civil society orgnisations, students, grassroot level organisations, and the Church campaigning for non-participation in the 2018 elections pending solution to the 70 year old IndoNaga political problem. However, this is where we differ from the Kashmiris. Our refusal to participate in Indian Constitutional elections does not make Nagas anti-India, instead, it should be viewed as a last ditched effort to force the hand of India to sincerely settle the Naga issue through nonviolent, Gandhian means. After all, almost every Naga now subscribe themselves to the Indian Constitution, including the NPGs. Joel Naga

Airtel a loss for Peren customers

Sir,

Since inception of introducing airtel in Peren district, customers have complained of poor network connectivity and has requested concerned officials to look into the matter at the earliest. Airtel a reputed company in the country has miserably failed to serve the need of people particularly of Peren district. I am a physically challenged person who depends entirely on phones and internet for living. The network comes and goes leaving all important official works incommunicable and pending. Officials of concerned department are requested to look into the matter with utmost seriousness and solve public grievances at the earliest possible. Keringau Putlang

internal advisory committee (IAC) had sent the list of 12 accounts to bankers for immediate reference under the Insolvency and Bankruptcy Code (IBC). These 12 accounts are led by SBI (six of them), PNB, ICICI Bank, Union Bank, IDBI Bank and Corporation Bank, according to bankers. “Beginning Monday, banks are meeting to discuss six of the 12 accounts named by the RBI before referring accounts to the National Company Law Tribunal (NCLT) by the end of this month,” a banker told PTI. Since these are large accounts and involve multiple banks, the lenders will try to take a common view on all administrative requirements before referring these accounts to the NCLT. Another banker said “they will also decide on appointment of insolvency professional (IP) who will later decide on the resolution plan and submit it to the lenders for their consideration”. While ABG Shipyard, Amtek Auto, Alok Industries, Bhushan Steel, Bhushan Power and Steel, Electrosteel Steels, Jaypee Infratech, Jyoti Structures and Monnet Ispat and Energy did not respond higher provisions, restriction to e-mails sent to them, on management compensa- Era Infra and Lanco Infra could not be contacted. tion and director’s fees. for comment, Essar Steel spokesperson said, “We are not aware of any such development.” These 12 accounts referred by the RBI have an exposure of more than Rs 5,000 crore each, with 60 per cent or more classified as bad loans by banks as of March 2016. Once a case is referred to the NCLT, there is a time line of 180 days to decide on a resolution plan. An additional 90 days can also be given. If a plan is not decided, then the company will go into liquidation. Total NPAs of the banking system stand at over Rs 8 trillion of which Rs 6 trillion are with public sector banks. Last month, the government had cleared an ordinance to amend the Banking Regulation Act, giving the RBI more powers to direct banks to resolve bad loans. Bankers, however, are worried about the haircut they may have to take if the accounts go into liquidation. “It needs to be seen that what kind of haircut we will have to take. In case of liquidation, there will be a large haircut we will have to suffer,” said an executive director of a state-owned bank. The internal advisory committee of the RBI had identified these 12 accounts after studying top 500 ones of the banking system.

New Delhi, Jun 18 (PTI): The GST Council on Sunday relaxed return filing rules for businesses for the first two months of the rollout of the new indirect tax regime even as it stuck to the July 1 launch date. The industry has been pushing for deferment of the tax implementation. According to the revised return filing timeline decided by the Council, for July, the sale returns will have to be filed by September 5 instead of August 10. Companies will have to file sale invoice for August with the GST Network by September 20 instead of September 10 earlier. “To obviate any lack of preparedness, a slight relaxation of time for two months — July-August — has been given. From September, strict adherence to time will go on,” Finance Minister Arun Jaitley told reporters here today. In relief for AC hotels, the Council decided to raise the threshold for the 28 per cent tax to RS 7,500 from Rs 5,000 at present. This would mean that an 18 per cent GST will be levied on bills of Rs 2,500-7,500.

insurance companies,” Assocham’s insurance council chairman and GM of National Insurance KB Vijay Srinivas told PTI. “Our new set of reference rates for fire will be applicable from July 1 but these are not compulsory on insurance companies,” Insurance Information Bureau’s CEO Kunnel Prem said. As the industry loss ratios increased from around 30 per cent before de-tariff regime to 60-75 per cent for fire due to deep discounting on premium to gain market share, the insurance regulator was trying to curb unsustainable premium rate war. The idea is that burning cost should be proportion to premium so that a company does not make losses.

The development follows the April 13, 2017, revision of the PCA guidelines by the RBI. In April, the RBI said that capital, asset quality and profitability would be the basis for the PCA framework on which the banks would be monitored and has defined three kinds of risk thresholds. In a notification issued then, the RBI said mandatory action to be taken when a bank breaches the risk threshold includes restriction on dividend payment, remittance of profits, restriction on branch expansion,

Ko lk ata , J u n 1 8 (PTI): Come July 1, fire insurance premium may go up since the insurance regulator is trying to check the insurance players from deep discounting in premium to gain market share. A new set of burning cost ‘referral’ rates from the Insurance Information Bureau is going to be applicable from July 1 and that could see premium going up substantially in several ‘occupancies’. “With the new IIB reference data on burning cost for fire insurance from July 1, several occupancies could see substantial rise in premium and leaving many untouched. But the changes being introduced could impact differently on each occupancies on

Mumbai, Jun 18 (IANS): The Reserve Bank of India (RBI) has initiated “prompt corrective action” (PCA) on state-run lender Bank of Maharashtra in the view of its high non-performing assets (NPAs). “The RBI vide its letter dated June 15 has initiated PCA for Bank of Maharashtra in view of high net NPA,” the bank said in a regulatory filing to the BSE on Saturday. “This action will not have any material impact on the performance of the bank and will contribute to improve the internal controls of the bank and improvement in its asset quality, profitability and efficiency.” Earlier, the RBI had initiated a PCA on Central Bank of India, IDBI Bank, Indian Overseas Bank, UCO Bank and Dena Bank.

Mumbai, Jun 18 (PTI): Bankers are meeting from Monday to finalise their next course of action on six of the 12 bad loan accounts for immediate referral to NCLT after the RBI named the largest defaulters to face bankruptcy proceedings. The first set of six troubled accounts are Bhushan Steel (Rs 44,478 crore), Essar Steel (Rs 37,284 crore), Bhusan Powe r a n d S t e e l ( R s 37,248 crore), Alok Industries (Rs 22,075 crore), Amtek Auto (Rs 14,074 crore) and Monnet Ispat (Rs 12,115 crore), a banker said. According to RBI, these 12 accounts owe Rs 2.5 trillion to the system, which constitute around 25 per cent of gross bad loans. The other accounts named for bankruptcy action, according to bankers, include Lanco Infra (Rs 44,364.6 crore), Electrosteel Steels (Rs 10,273.6 crore), Era Infra (Rs 10,065.4 crore) Jypaee Infratech (Rs 9,635 crore) ABG Shipyard (Rs 6,953 crore) and Jyoti Structures with a defaulted loan of Rs 5,165 crore. Switzerland government and leading groupings of Swiss banks told PTI that data protection and a level playing field need to be ensured by India and other jurisdictions with whom the AEOI regime would be implemented. The Association of Swiss Private Banks said the main concerns with respect to AEOI relate to data protection and level playing field. “We would like to ensure that bank data that will be transmitted in 2019 is used for tax verification purposes only... if data received from another country has been misused in a jurisdiction, Switzerland is unlikely to send data to that jurisdiction,” the grouping’s manager Jan Langlo told PTI from Geneva. The Geneva-based association has nine member banks employing around 7,500 people worldwide, as per its website. On whether there are any particular concerns related to India with respect to privacy and protection of data, Lango replied in the negative.

study the implementation by other global financial centres and the adherence to confidentiality and data protection requirements by India and other recipients. They also clarified this exercise would be followed not just for India, but all countries with which Switzerland will share banking information under the automatic route. Switzerland competes with Singapore, Dubai, Hong Kong, London and New York among the major global financial hubs. Black money issue has been a political hot potato for long and the Indian government has stepped up its efforts in recent years to clamp down on this menace. These efforts have included hectic parleys with the Swiss authorities. With its long-standing banking secrecy walls crumbling under global pressure, Switzerland has finally agreed to share tax information on automatic basis with several countries including India, but wants adherence to strict data protection and privacy requirements. NEW DELHI, Jun 18 (PTI): Indians have “few deposits” in Swiss banks compared to other global financial hubs like Singapore and Hong Kong, says a grouping of private bankers in Switzerland amid stepped-up efforts to check the black money menace. Money held by Indians in Swiss banks declined to a record low of 1.2 billion franc (about Rs 8,392 crore) at the end of 2015, as per the latest available official data. However, no official data is available for money in other global hubs. Committing itself to the global framework for automatic exchange of tax information, Switzerland last week ratified the decision to implement this regime with India and 40 other jurisdictions. The framework for automatic exchange of information requires strict adherence to data confidentiality, but the Geneva-based Association of Swiss Private Banks said it has no particular concern over India, where the rule of law seems to be properly upheld. “There are also rather few deposits of Indian residents in Switzerland, as opposed to Singapore or Hong Kong for instance,” the association’s manager Jan Langlo told PTI from Geneva.

NEW DELHI, Jun 18 (PTI): India will have to ensure strict confidentiality of information about its citizens’ Swiss bank accounts received through the new automatic exchange window, failing which the Alpine nation will stop sharing the data. Switzerland and its banks will also keep a close watch on the data protection measures taken by India regarding the details received from other jurisdictions and want all other global financial centres to implement the global framework for automatic exchange of information (AEOI) on financial matters. On Friday, the Swiss Federal Council ratified the AEOI with India+ and 40 other jurisdictions to facilitate immediate sharing of details+ about suspected black money. The pact with India would not be subject to referendum and is planned for implementation in 2018, with the first set of data to be exchanged in 2019. Forest fires kill 62 in Portugal

Penela, Jun 18 (Agencies): Raging forest fires in Portugal have killed at least 62 people, most of whom burnt to death in their cars, the government said today, in one of the worst such disasters in recent history. The fire broke out yesterday in the municipality of Pedrogao Grande in central Portugal, before spreading fast across several fronts. Today, nearly 900 firefighters and 300 vehicles were still battling the blaze as scenes of devastation could be seen around the town. “Unfortunately, this seems to be the greatest tragedy we have seen in recent years in terms of forest fires,” said a visibly moved Prime Minister Antonio Costa, who declared three days of mourning starting today. The flowing expanse of hills situated between Pedrogao Grande, Figueiro do Vinhos to the west and Castanheira de Pera to the north, which 24 hours before had glowed bright green with eucalyptus plants and pine trees, were completely gutted by the flames. A thick layer of white smoke hovered over either side of a national motor-

Firefighters of the Portuguese National Republican Guard work to stop a forest fire from reaching the village of Avelar, central Portugal, at sunrise Sunday, June 18.

“It is difficult to say if they were fleeing the flames or were taken by surprise,” he said. More than 50 people were injured, five critically, including one child and four firefighters. “The number of fatalities could still rise,” Costa said. “The priority now is to save those people who could still be in danger.” The European Union said it would provide firefighting planes following a request from Lisbon. “France has offered three planes through the

EU Civil Protection Mechanism and they will be quickly sent to assist the local emergency efforts,” EU Commissioner for Humanitarian Aid and Crisis Management Christos Stylianides said. Portugal was sweltering under a severe heatwave over the weekend, with temperatures topping 40 degrees Celsius in several regions. About 60 forest fires broke out across the country during the night, with around 1,700 firefighters battling to put them out.

25 civilians killed in Saudi-led airstrike in Yemen

“The one who’s not in prison (among the group’s members) is in (the presidential palace) Planalto. That group is very dangerous. You can’t argue with them,” Batista said in the interview. He said Temer called him every time he needed campaign donations for his Brazilian Democratic Movement Party (PMDB) and its political allies or money for personal reasons. “Temer is very direct in (asking for money). He’s not a person who’s careful with that,” Batista said. Batista said the payments were necessary because the group had control over offices that were crucial to JBS’ operations, including agencies linked to the Agriculture Ministry.

Sanaa, Jun 18 (IANS): At least 25 people were killed in a Saudi-led coalition airstrike which saw a warplane bomb a popular market in Yemen’s northern province of Saada, media reported on Sunday. The airstrike happened on Saturday evening and targeted al-Mashnak popular market at the centre of Shada district in Saada, Xinhua quoted a Saba news agency report -- which cited an official -- as saying. The official said the victims were customers and owners of commercial shops. A number of others were critically injured. The agency gave no further details, but said it will publish pictures of the scene later on Sunday.

Too early to respond to new US sanctions: Putin

Vladimir Purin

M o s c o w, J u n 1 8 (IANS): The president of Russian President Vladimir Purin said that it was too early to respond to the newest round of sanctions recently imposed on the country by the US. In an interview broadcast on Saturday, Putin told Rossiya 1 television channel that Russia first needed to see how the new restrictions would be implemented, Efe news reported. “We should look how it will happen, that is why it is too early to speak about our reciprocal measures,” Putin said. “It will, of course, complicate Russian-US relations,” Putin added. “I think that it is harmful.” The US Senate on Thursday had voted, by a 98-2 margin, to impose new sanctions on Russia for its alleged interference in the 2016 presidential elections, its 2014 annexation of the Crimea region of Ukraine and its support for the regime of Bashar al-Assad in the ongoing civil war ravaging Syria.

Michel Temer group’s leaders included Temer and Eduardo Cunha, a former lower-house speaker and one of the highestprofile politicians to be sentenced to prison in the sprawling Car Wash investigation into a $2 billion bribes-for-inflated contracts scheme centred on state oil company Petrobras.

LONDON , J u n 1 8 (Agencies): London police said Saturday that the death toll from the inferno at the Grenfell Tower in west London had risen to 58. The announcement by Cmdr Stuart Cundy, who said the toll was still expected to rise, came as Queen Elizabeth II made note of the country’s recent struggles. “It is difficult to escape a very sombre national mood,” the queen said in a statement to mark her official birthday -- an occasion that typically does not result in any public comments from the monarch. “In recent months, the country has witnessed a succession of terrible tragedies.” The fire at the 24-storey public housing project broke out early Wednesday -- after Britons had been hit with three terrorist attacks in less than three months, in London and Manchester. The deadly blaze has mushroomed into a political crisis, testing the fragile government of Prime Minister Theresa May. Her political future -- already in doubt after her Conservative Party lost its governing majority in snap elections she called -has been further questioned because of her response to the fire. Some have even referred to it as her Hurricane Katrina moment.

climate change, biodiversity and ecological changes, Yao Tandong, an academician with the CAS, was quoted as saying by the report. “Great changes have taken place in the plateau’s resources and environment since the first scientific expedition,” said Yao, director of the CAS Institute of Qinghai-Tibet Plateau Research. “We need further research to find out ways to cope with these changes.” China’s first comprehensive scientific expedition to the Tibet plateau began in the 1970s and covered more than 50 disciplines including geologic structure, prehistoric life, geophysics, climate, zoology and botany. “The scientists reported major discoveries and filled many gaps in plateau research,” Yao said. The new round of research, he said, will focus on changes. Zhu Liping, a CAS researcher leading the lake observation team, said the surface of Serling Tso Lake, for example, had expanded 40 per cent between 1976 and 2009. Since 1990, water in the plateau’s 1,000 lakes has increased by 100 billion cubic meters. “The volume is equal to three times the water in Three Gorges Dam,” Zhu said. The study will measure the impact on the ecology and its potential link to flooding and drought in the low-lying eastern monsoon region.

L o n d o n, J u n 1 8 (Agencies): British Brexit minister David Davis heads to Brussels on Monday to open divorce talks with the EU with a message that there should be “no doubt — we are leaving the European Union”. Days after a suggestion from French President Emmanuel Macron that Britain could still choose to remain, Davis said there would be no backtracking from Prime Minister Theresa May`s plan to deliver on Brexit, for which Britons voted in a referendum almost a year ago. “As I head to Brussels to open official talks to leave the EU, there should be no doubt — we are leaving the European Union, and delivering on that historic referendum result,” Davis said in a statement. “Leaving gives us the opportunity to forge a bright new future for the UK — one where we are free to control our borders, pass our own laws and do what independent sovereign countries do.” May, under pressure after losing her ruling Conservatives` majority in a botched snap election and over her response to a devastating fire that killed at least 58 in a London apart-

David Davis ment block, says she wants a clean break with the EU - a strategy some in her party have challenged as risking economic growth. Davis, a prominent `Leave` campaigner in the referendum, said he was approaching the talks in a “constructive way”, knowing they will be “difficult at points”. “We are not turning our backs on Europe,” he said in the statement. “It’s vital that the deal we strike allows both the UK and the EU to thrive, as part of the new deep and special partnership we want with our closest allies and friends.”

Queen’s Speech for 2018 cancelled to deal with Brexit

In a rare move, the UK government Sunday announced the cancellation of the Queen’s Speech

for 2018 to give Parliament more time to push through controversial Brexit laws after Prime Minister Theresa May’s election debacle. The speech, which is prepared by the government and read out by 91year-old Queen Elizabeth II, marks the official start of parliamentary proceedings every year and sets the agenda that is to be passed by both houses during the course of the year. Leader of the House of Commons Andrea Leadsom said the next parliamentary session was being doubled in length to two years. Announcing the scrapping of the 2018 event, Leadsom said the European Union exit legislation would begin with the “Great Repeal Bill”. She said, “We will build the broadest possible consensus for our Brexit plans, and that means giving Parliament the maximum amount of time to scrutinise these bills by holding a two-year session of Parliament.” “It will mean we can work together to deliver a successful Brexit deal and a strong social legislative programme that delivers justice and opportunity to everyone.”

Pope, Merkel discuss multilateral relations

Vatican City, Jun 18 (IANS): The Pope and the Chancellor of Germany met at the Vatican to discuss issues such as multilateral relations, the importance of Africa and the Paris climate accord. Pope Francis I and Angela Merkel on Saturday held a 38-minute talk in which they discussed the need for a multilateral world without walls and the importance of the African continent due to its proximity to Europe, Efe news reported. According to Merkel, they also broached subjects such as the protection of the environment and the Paris Agreement, while lamenting US President Donald Trump’s decision to withdraw from the pact. China includes CPEC in scientific expedition to Tibet BEIJING, Jun 18 (PTI): China has included the controversial $50 billion China Pakistan Economic Corridor in its second scientific expedition to the 4,000-metre-high Qinghai-Tibet plateau to study changes in climate, biodiversity and environment over the past decades in the region. The expedition will also take scientists to a pass linking to south Asia, staterun Xinhua news agency reported. The CPEC passes through Pakistan-occupied Kashmir (PoK), over which India has conveyed its protests to China. The area covers Karakoram mountain ranges, including the Siachen glacier. The last expedition of similar scale in Qinghai-Tibet plateau, regarded as roof of the world, was conducted in the 1970s. This time, the expedition will last five to 10 years and the first stop will be Serling Tso, a 2,391-squarekm lake that was confirmed to have replaced the Buddhist holy lake Namtso as Tibet’s largest in 2014. In the coming months, the Chinese Academy of Sciences (CAS) will take more than 100 scientists to the lake area and the origin of the Yangtze, China’s longest river. They will be divided into four groups and make a comprehensive survey of the plateau glaciers,

Nise and Alobo dedicate their show to fathers

N

ise Mer uno and Alobo Naga while performing at de Oriental Grand, Kohima on Sunday night, dedicated their show to fathers as it coincided with Fathers’ Day celebrated worldwide. They dedicated some of their touching songs to dads and also especially to all those who had no father to celebrate the day. Music lovers who witnessed the show said it was “enthralling and special” as they interpreted songs of different genres into very personal and entertaining ones through their vocals and piano accompaniment. Their renditions

were “awesome” and we really had a good time, we want to attend more of such shows, one attendee said. Another audience by the name Puloto said, “It was a classy concert and more than we could wish for, to see two legends sharing a stage and the best part of it was seeing the other side of them.”Post the show, Alobo in a word described the show as “perfect”. He added that he felt good to have been able to perform Beyonce’s ‘Listen’, which he said was one of the toughest songs for him to rendition. The show was attended by a couple of hundreds from in and around Kohima. (Staff Reporter)

Ward finishes Kovalev in eighth round in rematch

Las Vegas, Jun 18 (Agencies): Andre Ward retained his world lightheavyweight titles after a controversial stoppage victory over Sergey Kovalev in their rematch in Las Vegas. The American hurt Kovalev with a big right hand in the eighth round, but the Russian complained that a few of the final blows were below the belt line after referee Tony Weeks hastily waved off the fight. Ward had received a hotly disputed points victory in their first fight and there will be fresh debate after he retained his WBA ‘super’, IBF and WBO belts. The bitter rivals had produced another evenly contested fight, with Ward sending out an early warning to Kovalev by landing his crisp right hand in the closing seconds of the opening round. But Kovalev enjoyed success with his own clubbing right fist in the second round, despite receiving a low blow, and a string of

stinging jabs seemed to be troubling Ward in the third. Neither fighter was allowing their opponent to gain a foothold as Ward landed a lightning left hand in the fourth round, while Kovalev was caught with a crisp left hook in the fifth. ‘Krusher’ tried to drain Ward’s desire for battle with body shots in the sixth, but the American displayed his reflexes with clever counter punches in the seventh and would deliver a stunning punch in the next round. Complaints by Kovalev about another low blow were ignored by referee Weeks and Ward seized upon his pained opponent, uncorking a huge right that left him on unsteady legs. As Kovalev lurched around the ring, Ward trapped him in the corner and rammed in a succession of shots around the belt line and the shaken fighter was sagging on the ropes as Weeks swiftly signalled the finish.

no venue was decided. The primary reason is there are too many bilateral series happening between member nations. It was not possible to schedule the tournament in 2018,” an influential ICC source told PTI about the development. However, in all likelihood the tournament will be returning in 2020. “Yes, the tournament will return in 2020. It could be South Africa or Australia. The other reason apart from the bilateral series was that with too many ICC events on the anvil, the member nations were also of the view that it needed to be spaced out,” the source said. The previous ICC World T20s have been held in South Africa (2007), England (2009), West Indies (2010), Sri Lanka (2012), Bangladesh (2014), India (2016). It was also clear that with almost all the member boards having their own franchise-based T20 leagues, the World T20 despite its popularity, won’t lose out on anything. The other reason is bilateral series being a money spinner for all nations with major riches coming through broadcast deals.

Especially, if India tours any nation, the host member board earns millions of dollars through TV broadcast rights. Would it not be a setback for ICC if World T20 is not held? The source said: “Not at all. There are enough T20 leagues and the fans will have a lot to look forward to.” The Indian team is set to be on the road for the better part of next year starting with South Africa tour, followed by away series against England and Australia respectively. As of now, the next Champions Trophy scheduled in 2021 in India is still on. The main focus for the upcoming ICC Annual Conference starting here from tomorrow will be getting the long-standing proposal for the World Test Championship. ICC has long planned at least one world event across all formats. It is also learnt that BCCI may request an increase in their share from the now proposed USD 390 million but member boards are unlikely to give in to their demands if they consider them unreasonable.

Kontaveit wins first WTA title

Dani Alves to join Man City

Amsterdam, Jun 18 (Agencies): Estonia’s Anett Kontaveit, one of the rising talents of the women’s game, won her first tour title in the Wimbledon warm-up tournament at Den Bosch in the Netherlands on Sunday, beating Russian Natalia Vikhlyantseva 6-2 6-3. The 21-year-old Kontaveit overcame a dip in concentration at the start of the second set to earn victory in just under an hour and a quarter. The 20-year-old Vikhlyantseva, another promising talent, was outplayed in the opening set but after breaking to take a 3-1 lead in the second, Kontaveit moved into overdrive to halt the comeback swiftly and win the next five games.

L o n d o n, J u n 1 8 ( Ag e n c i e s ) : M a n chester City are believed to be on the verge of signing Dani Alves from Juventus for a fee of £5m. City boss Pep Guardiola is looking for a rightback after releasing both Pablo Zabaleta and Bacary Sagna this month and has identified his former player at Barcelona as the man to fill the role. The Manchester club were long-linked with the signing of Kyle Walker but that appears less likely as Tottenham Hotspur are holding out for a fee approaching £40m. Alves only moved to Italy last summer after a hugely successful spell in Spain with Barca and he proved at 34-years-old he

Pak thrash India to win Champions Trophy Srikanth clinches Indonesia Open title

Pakistan players celebrate during the award ceremony for the ICC Champions Trophy at The Oval. (AP/ PTI)

Lo n d o n, J u n 1 8 (Agencies): Pakistan completed a stunning turnaround by thrashing archrivals India by 180 runs to claim their maiden ICC Champions Trophy title at the Oval. Sarfraz Ahmed’s side suffered a shambolic 124run loss to India on DLS in their first match a fortnight ago but closed the campaign a team transformed with their fourth win in a row. Opener Fakhar Zaman (114) - brought into the side after that opening defeat laid the platform in the final by striking his maiden ODI century in a total of 338-4. Mohammad Amir

(3-16), who sat out the semifinal win over England with a back spasm, then dismissed Virat Kohli for five as India’s top order folded to 54-5. By the time the defending champions were skittled for 158 in 30.3 overs, Hardik Pandya top-scoring with a brutal 76 off 43 balls, Pakistan looked anything but the eighth and bottom-ranked team in the competition. Fakhar cashed in on a major let-off when he was caught behind off a Jasprit Bumrah front-foot no-ball with just three to his name, the opener punishing India by hitting three sixes and 12 fours off 106 balls.

Together with Azhar Ali (59), he put on 128 for the first wicket - Pakistan’s highest opening stand against India in an ICC tournament - and it took a run out to separate them as Fakhar was guilty of ballwatching. The left-hander failed to let the horror mix-up deter him - striking Ravindra Jadeja for six over long on and following up with a brace of boundaries as Pakistan raced up to 150 in the 26th over. He reached his century off 92 balls by sweeping Ravichandran Ashwin for four and launched the spinner for six in his next over

before aiming a huge blow off Hardik Pandya to leg only to top-edge into the offside - ending a 72-run stand with Babar Azam. Fakhar left to a standing ovation and handed the baton to Babar, who saw Shoaib Malik hole out off the economical Bhuvneshwar Kumar before failing to clear the rope himself, caught off Kedar Jadhav at long off. The momentum remained with Pakistan as Mohammad Hafeez pummelled three sixes and four fours, putting on an unbroken 71 with Imad Wasim (25no) who enjoyed a remarkable slice of luck when

Confederations Cup: Portugal held by Mexico

Cedric Soares celebrates with teammates after scoring their second goal.

St. Petersburg, Jun 18 (Agencies): A dramatic injury-time equaliser by Hector Moreno earned Mexico a point against Portugal in a controversial match at the Confederations Cup. All eyes were on Cristiano Ronaldo after the Real Madrid superstar reportedly told the club he was ready to quit after being accused of tax evasion.

Once the match got underway, Mexico dominated possession without really troubling Portugal keeper Rui Patricio. The game’s first controversial moment came in the 20th minute when a free-kick by Ronaldo hit the wall and when the rebound came back to him, his left footed volley beat Guillermo Ochoa in the Mexico goal but struck the

Mayweather relishing McGregor bout

Floyd Mayweather

Los Angeles, Jun 18 (Agencies): Floyd Mayweather says he has given the public what they want by agreeing to come out of retirement to face Conor McGregor on August 26. Mayweather retired from boxing in September 2015 after equalling Rocky Marciano’s unbeaten record of 49-0 and has since been involved in an ongoing war of words with UFC champion McGregor on social media. The fight will take place in Las Vegas under normal boxing rules, despite McGregor having never

boxed on the professional circuit, and will be contested at 154lbs. “McGregor is a tough competitor. People all around the world demanded this fight so I had to give them what they wanted to see,” Mayweather, 40, told Robert Littal of BlackSportsOnline.com. “They asked for this fight. I was in retirement, but they wanted me back and I’m back.” When asked about the financial details of the fight, Mayweather said: “Both parties are very happy. He’s very happy, I’m very happy and I can’t wait.”

crossbar. The ball was then lifted back into the box and eventually found defender Pepe, who’s strike crept in at the far post. But referee Nestor Pitana reviewed Portugal’s goal and the video assistant referee (VAR) ruled it out for offside. Ochoa was then forced to make a smart stop to prevent Carlos Salcedo scoring an own goal.

However Portugal finally went in front in the 33rd minute when Ronaldo broke down the left and then squared the ball to Ricardo Quaresma, who rounded Ochoa and slotted the ball into an empty net. But Mexico hit back just before half time when Portugal left-back Raphael Guerreiro failed to clear at the back post and Carlos Vela’s ball into the box was met by a diving header from Javier Hernandez. In the second half, both teams struggled to create clear cut chances. But the game came alive in the final five minutes when Southampton right-back Cedric put Portugal back in front when he shot, which was going well wide, was deflected past the helpless Ochoa. However the Euro 2016 champions was denied all three points in stoppage time when a corner from Jonathan dos Santos was met by Hector Moreno, who got above Jose Fonte, and powered a header in off the far post.

a delivery from Bumrah bounced forcefully off his wicket without dislodging a bail. Given that the highest successful run-chase in an ODI at the Oval was the 322-3 scored by Sri Lanka against India 10 days ago, Kohli’s side needed a strong start to defy history. Instead Amir wreaked havoc at the start of the reply, trapping Rohit Sharma LBW with his third ball and then inducing a leading edge from Kohli one ball after the skipper had been put down at slip by Azhar. E ve n G o l d e n B a t winner Shikhar Dhawan couldn’t resist Amir’s persistent accuracy, edging through outside off-stump, and when teenage spinner Shadab Khan successfully convinced Sarfraz Ahmed to review a ‘not out’ LBW decision against Yuvraj Singh, India’s hopes were fading fast at 54-4. Wickets continued to fall cheaply - MS Dhoni falling into a leg-side trap on the pull and Kedar Jadhav top-edging an attempted pull off Shadab before Pandya struck three sixes in a row off the spinner to post a 32-ball fifty, the fastest in a world ODI final. Any thought of the unlikeliest of victories was snuffed out when Pandya was run out by the length of the pitch after a mix-up with Jadeja.

Murray handed Bedene opener L o n d o n, J u n 1 8 ( Ag e n c i e s ) : A n d y Murray has been handed a first-round match-up with British No 4 Aljaz Bedene as he begins the defence of his Aegon Championship title at Queen's. The world number one claimed a record-extending fifth title in the event last year, beating Milos Raonic in the final and Murray will hope the omens are good again as he beat Bedene in the second round in 2016 in their only previous career meeting. Another Brit could feature for the Scot in the second round with 21-yearold Cameron Norrie facing 2010 champion Sam Querrey in the first round but Murray's initial focus will be Slovakia-born Bedene. The 27-year-old has enjoyed an impressive year so far winning three Challenger titles and reaching an ATP 250 final but is more at home on clay and has limited success on grass throughout his career.

J a k a rta , J u n 1 8 (PTI): Indian shuttler Kidambi Srikanth clinched his third Super Series title, lifting the Indonesia Open men’s singles trophy with a straight-game victory over Japanese qualifier Kazumasa Sakai in the finals here today. World No.22 Srikanth, who had reached the finals at Singapore Open in April, outclassed Sakai, ranked 47th, 21-11 21-19 in just 37 minutes to take home a cheque of USD 75,000. “He was playing well, especially in the second game and I think for me coming back from 6-11 down and make it 13-13 was the turning point,” said Srikanth, who had clinched the 2014 China Super Series Premier and 2015 India Super Series. “My coach will have a special place in my heart as after he came, I reached the finals at Singapore and to win this tournament, which is considered the biggest tournament. I want to thank all the fans who have been rooting for me all this week,” he added. Srikanth played a patient game and didn’t allow his opponent to engage in any fast-paced rally. He dictated the pace with his precise angled returns and unleashed his smashes at perfect intervals to down his rival.

Srikanth Kidambi shows his medal during a victory ceremony in Jakarta, Indonesia. (AP/PTI)

P l ay i n g i n t r i c k y windy conditions, Srikanth took time to gauge the conditions as his initial returns went wide and out. But his rival also suffered because of similar unforced errors and the Indian led 6-4 early on. He consolidated his lead to reach 11-8 at the break. After the interval, Srikanth continued to dominate the proceedings. His net dribbles were better than Sakai and with Sakai struggling with precision, the Indian zoomed to a 19-11 lead and sealed it with two lucky net chord points. After the change of sides, Sakai was more ag-

gressive in his approach and produced an improved net game to dominate the rallies. Soon, the Japanese was leading 7-3 as he entered the break with an 11-6 lead with the help of a backhand return near the net. After the interval, Srikanth’s aggressive game gave him the desired results. He turned the tables and caught up with the Japanese at 13-13 with an on-rushing smash at the net. The duo moved neck and neck after that till 19-19 before Srikanth produced two fantastic smashes to seal the issue and punch the air in celebration.

Pouille bounces back to win Stuttgart title

STUTTGART, Jun 18 (Agencies): Frenchman Lucas Pouille came from a set down and needed a second set tie-break to beat Spain’s Feliciano Lopez 4-6, 7-6 (7/5), 6-4, to claim the grass-court title at Stuttgart on Sunday. “That’s my first title on grass,” said the 23-yearold, who has now won three ATP Tour titles and sits 16th in the world rankings. “I had a tight match in the first round and from there I took it one match at a time,” he added, looking

Lucas Pouille

back to his win over JanLennard Struff in which he saved a match point. Pouille suffered from the power of Lopez’s serve early on but gradually got the measure of the 35-year-

old, who faded towards the end of the third set. It was his third final of the season after a defeat to Jo-Wilfried Tsonga at Marseille and a victory over Aljaz Bedene in Budapest.

India rout Pak 7-1 in HWL Semi-Finals

L o n d o n, J u n 1 8 (Agencies): With a dominating performance, India beat Pakistan 7-1 to register their third straight win in the Hockey World League Semi-Final on Sunday. India were on the offensive right from the world go and buoyed by Talwinder Singh, Harmanpreet Singh and Akashdeep Singh’s double strikes, India went on to top the table in Pool B. India got their first goal in the first quarter when skipper Harmanpreet converted a penalty corner. After Pardeep Mor won his team a second Penalty Corner, the dragflicker Harmanpreet fired in a grounded stroke after a successful injection from Ramandeep to get India the lead. The team went on to double the lead in the second quarter with Talwinder finding the net. After another forward push, SV Sunil took the hit and Talwinder gently pushed

the ball inside the goalpost to give India a 2-0 lead in the 21st minute. Talwinder went on to double his tally with another field goal in the 24th minute after the forward deflected a high ball into the cage. Pakistan, who made repeated incursions into the Indian half, failed to find a goal while India pounced on most of their opportunities. In the third quarter,

India won another PC and Harmanpreet found the net once again to put India 4-0 ahead. Pakistan continued to push forward and then earned two back-to-back PCs, but Indian custodian Vikas Dahiya, who too had a stellar game, denied the opposition. India did not relent and made it 5-0, with forward Akashdeep getting himself on the scorer’s list courtesy a sublime pass from Sardar Singh. He

fired right from the top of the Pakistan D and hit the mark in the final quarter. Mor then helped himself to goal with a fantastic strike. Pakistan pulled one back late in the match with a 57th minute strike from Muhammad Umar Bhutta. But India completed the rout with Akashdeep Singh finding the net in the 59th minute. India will next play Netherlands on Tuesday.
