IMPHAL, JUN 17: In a big jolt to the three-year old N. Biren Singh-led BJP coalition government in Manipur, nine legislators withdrew support and reduced the BJP-led coalition to minority in a house with an effective strength of 49. The nine legislators– three BJP who joined Congress, four National People’s Party (NPP), an independent and Trinamool Congress expressed their desire to support a Congress-led government in the state.
Though the three BJP legislators- Subhashchandra Singh, TT Haokip and Samuel Jendai- had tendered their resignation, the speaker was yet to accept on the matter. The Congress in Manipur will meet Manipur Governor Najma Heptullah to demand convening of a special session of assembly for a trust vote. Review direct State gets `31.25 regularisation of cr RLB basic grant MOs, says NIDA Spl. Correspondent DIMAPUR, JUN 17 (NPN): Nagaland In-service Doctors’ Association (NIDA) has appealed to the state government to immediately review the direct regularisation of the Medical Officers (MOs) so as to quell the deep resentment amongst the fraternity and resolve the present imbroglio at the earliest. In a representation addressed to the commissioner & secretary H&FW, the NIDA president Dr. Ritu Thurr and secretary, Dr. Ahu Sekhose pointed out that the direct regularization of newly appointed MOs happened to be in contravention to Nagaland Health Service Rules (Amendment 2017). Meanwhile, NIDA has expressed gratitude to the state government for the “prompt consideration” of its representation dated June 3, 2020 in addressing the huge shortfall of manpower in the Department.

NEW DELHI, JUN 17 (NPN): Centre on Wednesday released Rs. 15,187.50 crore to the state governments as first instalment of rural local bodies (RLB) basic grant (united). Nagaland state has been granted Rs. 31.25 crore. The office of the union finance minister Nirmala Sitharaman said “Based on the recommendations of the 15th Finance Commission, @FinMinIndia today released Rs 15,187.50 crore to 28 States as the 1st instalment of Rural Local Bodies Basic (Untied) Grants for 2020-21.” It said that the amount would enable the rural local bodies to fight the pandemic and restart economic activities. The basic grants can be used by the local bodies for location-specific felt needs, except for salary or other establishment expenditure, the department added.

All of them tendered their resignations to the Governor Najma Heptulla announcing their formal withdrawal from the coalition government. Addressing media persons at the residence of a Congress leader in the evening, NPP legislator and former deputy CM, Y. Joykumar said: “From today, we withdraw our support to the government.” It may be recalled that after the 2017 assembly polls, Congress emerged the single largest party with 28 MLAs and the BJP second with 21 MLAs. The BJP however managed to form the government enlisting the support of all non-Congress MLAsBJP (21), Naga Peoples Front (4), National People’s Party (4), TMC (1), LJP (1) and 1 Independent. Later, Congress’ Shyamkumar Singh defected to BJP and seven more Congress MLAs joined the saffron party, taking the strength of the
BJP-led government to 40 members in the House. However, the situation changed dramatically after the Supreme Court’s verdict in the case of T Shyamkumar. Subsequently, on March 28, 2020, the Assembly Speaker disqualified him as an MLA taking the strength of house to 59. Later, the Manipur High Court had also directed the Speaker Yumnam Khemchand to “restrain” seven Congress MLAs, who had “defected” to the BJP, from entering the House until further orders. Te c h n i c a l l y, t h e strength of the 60-member house now stands reduced to 49 as seven Congress MLAs, who had supported the BJP led coalition government are facing disqualification cases, have been recently barred from entering the assembly while 3 BJP have resigned on Wednesday. COVID: India records highest-ever spike of 2003 deaths
NEW DELHI, JUN 17 (PTI): India recorded the highest ever spike of 2,003 coronavirus deaths after Maharashtra and Delhi added earlier fatalities not attributed to the disease. The COVID-19 death toll stood at 11,903 while the number of cases jumped by over 10,000 for the sixth day to cross another grim milestone of over 3.5 lakh cases, according to Union Health ministry data. The COVID-19 caseload climbed to 3,54,065 with 10,974 new infections being reported in the last 24 hours. According to a PTI tally based on reports from the states, the number of cases jumped by 15,082 to total 3,56,044 with 1,92,571 recoveries. The death toll stood at 12,183. Of the 2,003 new deaths, Maharashtra accounted for the highest 1,409 fatalities taking its COVID-19 death tally to 5,537, while the death toll in Delhi stood at 1,837 after 437 more people died of the disease, according to the data updated at 8 am. Maharashtra, Tamil Nadu and Delhi are the three worst affected states.
Peace first, but ready to reply: PM NEW DELHI, JUN 17 (AGENCIES): In his first remarks on the violent face-off between the troops of India and China in Ladakh’s Galwan Valley, Prime Minister Narendra Modi on Wednesday said India wants peace but is capable of giving befitting reply if instigated, and asserted that the sacrifice of “our Army men will not go in vain.” In his opening remarks on day two of the virtual conference with chief ministers on the coronavirus crisis, Modi said India would not “compromise with its integrity and sovereignty” and will firmly defend its self-respect and every inch of land. Modi’s remarks came two days after the fierce clash between the troops of India and China in which at least 20 Indian Army personnel were killed in the Galwan Valley in eastern Ladakh on Monday. “India is culturally a peaceloving country…We have always worked closely with our neighbours in a cooperative and friendly manner. We never provoke anyone, but we also do not compromise with the integrity and sovereignty of our country. Whenever the time has come, we have demonstrated our power, proving our

capabilities in protecting the integrity and sovereignty of the country,” he said. Expressing condolences to the families of those killed, Modi said the brave sons of the country have made the supreme sacrifice while protecting our motherland in Galwan Valley. “Today the whole country is with you. This sacrifice of our martyrs will not go in vain. Whatever be the situation, India will firmly defend the country’s self-respect, every inch of land,” he said. The Prime Minister also asked those participating the virtual interaction to observe two minute silence as a mark of respect for the slain soldiers. Modi noted that India has always tried not to allow differences to become disputes, but said,” India’s integrity and sovereignty is supreme for us, and no one can stop us from protecting it. Nobody should have any confusion or doubt about this.” The Prime Minister has also convened an all-party meet on June 19 to discuss the India-China border situation. PM’s call for meeting comes against the backdrop of demands by opposition parties that the government should come out with the details of violent face off.

NPF legislator Azo bats for delimitation DIMAPUR, JUN 17 (NPN): The proposed delimitation exercise continues to elicit mixed responses in the State. After 11 tribe bodies petitioned Prime Minister Narendra Modi against carrying out the delimitation in Nagaland prior to solution of Indo-Naga political issue, NPF legislator from 19 Phek Assembly constituency Kuzholuzo Azo Nienu has come out strongly in favour of the exercise. Earlier, Zeliang People’s Organisation (ZPO) Nagaland too welcomed the delimitation move and even recommended delimiting Peren district into three Assembly constituencies – Jalukie, Tening and Peren. In a statement, Nienu asserted that delimitation of constituencies was required to undo the injustice done to districts like Wokha, Phek, Peren and Longleng, besides Rengma areas by the 1971 delimita(Cont’d on p-8) tion.

Health workers fear congestion in hospitals by following SOP Correspondent
KOHIMA, JUN 17 (NPN): As the process of discharging recovered COVID-19 patients under the standard operating procedures (SOP) takes about a week, health workers at COVID hospitals fear that this could congest the hospitals, especially if the number of positive cases increased in the coming days. One health worker explained to Nagaland Post that to release a recovered patient, district hospitals have to send necessary documents for approval to the deputy commissioner (DC), who then send these to chief secretary (CS) and once the approval was received, the same cycle was repeated, all of which took at least four to five days, if not more. And during such time, if more COVID positive patients arrived, the recovered patients did not agree to stay along with the newly tested positive cases, he added. He said recovered patients frequently expressed their fears of getting infected by staying to-
gether with the new patients and demanded that they be released. Many health workers suggested that the State government should come up with a policy to segregate the recovered patients and fresh cases so that more space could be created for the new cases and accommodate them, while ensuring that the recovered patients did no face delay in discharge. According to an insider, district hospitals are following the June 7 addendum SOP where it has been mentioned that any returnee from institutional quarantine, who is to be released for home quarantine, will be first given clearances by the medical team at the quarantine centre as per protocol. Thereafter, the district task force lead by the DC will consider the case and then send recommendations to the CS for obtaining the latter’s concurrence. Only after receiving the CS’ concurrence, the DC will issue the approval letter for releasing the returnee for undergoing home quarantine.
13,483 returnees arrive Nagaland till date SSB should not have interview system: ACAUT Staff Reporter
D I M A P U R , J U N. 1 7 (NPN): Nagaland has received a total of 13,483 returnees till date, as per the data provided by the Empowered Group COVID-10 Dimapur. The data shows that Dimapur has so far received 6,800 residents of Nagaland from different parts of the country via special trains, 3,491 by normal trains, 904 by flights, 2,138 by buses and 510 by hired and paid vehicles. Addressing media persons at commissioner’s guest house here, the agriculture production commissioner (APC) Y Kikheto Sema, who is also overall in-charge for COVID-19 activities in Dimapur, Wednesday maintained that Nagaland should be considered as the best State in India in
tackling the pandemic. He said that Nagaland should be regarded as the best State in terms of management, logistics, arrangement of special trains, receiving of returnees, treatment of returnees at quarantine centres etc. Even though positive cases were on the rise, Sema said he was hopeful that they would soon recover.
Referring to public criticisms and complaints, Sema remarked “When there was no positive case in Nagaland, there were no complaints. And when positive cases started to emerge, complaints started to appear. And now when there were recovery cases, there are still complains. It’s not easy to serve the Nagas.” From the data analy-

DIMAPUR, JUN 17 (NPN): Following the announcement of setting up the Staff Selection Board (SSB) in the state within one month, the ACAUT Nagaland Wednesday suggested that SSB should have no interview system, but should only conduct written examination for the purpose of selection of candidates. In a press release, ACAUT chair man Tia Longchar and co-chairman Simon Kelio asserted that if SSB carried interview marks, it would “definitely go the NPSC way”, which they claimed continued to be plagued by allegations of favouritism and corruption. They maintained that “this radical step of having no interview” was in line with the decision of Prime Minister Modi government, which had done away with interview for Group D, C and Group B non-gazetted
posts in the central government since January 1, 2016. Asserting that it been “a long fought battle”, the signatories, however, said that “finally wisdom prevailed” and gave credit to Naga Students’ Federation (NSF) and the state chief minister Neiphiu Rio for clinching the SSB deal. They said that the “saga of this historic watershed” goes back to 2015 when ACAUT had first raised the issue with the TR Zeliang government. “It was during the height of the backdoor appointment agitation led by ACAUT that it was realised that unless there is a SSB to oversee the selection of all the non-gazetted posts in the state, Nagaland faced a herculean tasks to combat backdoor appointments,” the signatories said. They said that ACAUT on June 26, 2015 first submitted a memorandum to the then
chief secretary, Pankaj Kumar, for setting up of a SSB to conduct exams for those posts that fell below NPSC pay-band criteria. “Since then there has been no looking back,” they added. Along the way, the signatories said civil aspirant body under the name PSAN also took up the issue with the government in 2016. Thereafter, they said ACAUT and PSAN under the banner of PCC jointly staged a hunger strike in front of the Secretariat, Kohima, on three major issues—setting up of Lokayukta, SSB and the reduction of NPSC interview marks. traders initiate sanitation drive in Dimapur Staff Reporter
DIMAPUR, JUN 17 (NPN): Traders of New Market initiated sanitisation drive in collaboration with Dimapur Municipal Council (DMC), Dimapur on Wednesday. During the drive, DMC sanitary workers were engaged in disinfecting the area and also cleared the clogged drainages. The traders also cleaned up their shops which had been kept locked for DMC sanitary workers clearing clogged drainages more than 80 days. during the sanitation drive on Wednesday. LSU appeals government to expedite delimitation process
DIMAPUR: Lotha Students Union (LSU) has appealed to the government for immediately implementing the process of delimitation for Nagaland. A press release from LSU president Ashanthung Humtsoe and general secretary, Pithungo Shitio stated that, history has given a second chance, “to undo past mistakes with absolute fairness and equity which will allow people to look towards a new Nagaland”, where there will be
equitable distribution of resources and equal access to opportunity for every Naga. While citing that youths of Nagaland were restless and would do whatever was necessary to fight for creating a united, progressive, developed and prosperous state, the LSU also believe that such an exercise would empower younger generation to progress, prosper, work and contribute towards the greater interest of
Naga people and the state. LSU also stated that, this was not just for Lothas or the marginalized communities affected by irrational distribution of constituency seats but for all Nagas, particularly the upcoming generation. It therefore appealed the public and decision makers to stand in truth by considering the facts, logic and rationality to determine the outcome of the delimitation exercise.

Odd-even system for autorickshaws
DIMAPUR: As per the notice of the district administration and police, Dimapur District Autorickshaw Drivers’ Union (DDADU) has informed that autorickshaws will start playing in “Odd-Even system”. In a press release, DDADU, president, Tito Yepthomi has informed that the system will be effective from June 17, 2020. Autos with registration numbers ending with 1, 3, 5, 7, and 9 are to ply on Monday, Wednesday and Friday while registration
number with 2, 4, 6, 8, and 0 are to ply on Tuesday, Thursday and Saturday. DDADU has also issued the following guidelines: autos are to ply from 9 a.m. to 2 p.m.; only two passengers will be allowed per auto; sanitizers, face mask and a partition between the driver and the passengers and social distancing to be maintained. Further, DDADU has warned of strict action against defaulting drivers. It has asked all drivers to cooperate.

Preventive measures to combat COVID-19 pandemic stepped up
DIMAPUR: State government has been taking measures to ensure that COVID-19 pandemic does not spread out to community by stringently monitoring the returnees at quarantine centres. TrueNat machines are being installed in various districts which would help in getting samples tested easier and reducing cost of transporting samples elsewhere for testing. Churches and civil organisations have been manning the quarantine kitchens to provide food to returnees, frontline workers and caretakers of quarantine centres. Awareness to public about the seriousness of the virus is undertaken by various departments through sensitisation programmes. District administrations are segregating the returnees to various quarantine centres and monitoring the positive cases, mainly from Chennai and Gurugram returnees. Various organisations have also been augmenting the kitchen expenses of quarantine centres by providing organic vegetables for the inmates. Meanwhile, public have been advised to follow the essential preventive measures as per government guidelines for safety of all.

According to DIPR report, the launching programme was held in the presence of government officials, NGOs and civil societies led by the deputy commissioner, M. Shayung Phom, superintendent of Police Yanithung Ezung and president of Phom Peoples’ Council (PPC). Earlier, in his keynote address Dr. Lhouzovituo Belho MS District Hospital Longleng informed that TrueNat double channel machine was received along with 200 cartridges of test kits and said testing for quarantine centres would start after the launch programme. Dr. Belho asserted that launching of TrueNat machine has relieved the burden of the department and assured that the hospital was confident enough to combat with the virus. He also explained the provisions and advantage of the machines for other diseases besides coronavirus. Report on COVID-19 lockdown
The daily report on law and order and facilitation of essential goods and services informed that 3 violations of the lockdown were reported and as remedial steps, 3 persons were bound down as on June 17. According to DIPR report joint secretary, Hiazu Meru added that no law and order incident has been reported in the state. According to the report, shops for essential goods including milk remain opened in all the districts except Mokokchung. The report also maintained that no shortage of essential commodities have been reported in any part of the state. It added that no movement restriction was imposed for the distribution of essential commodities and on e-commerce agents. The report also informed that suitable arrangements have been made for providing food and shelter to migrant workers affected by the COVID-19 restrictions. In this regard, there is 1 (one) active relief/shelter camp and 1 (one) food camp.

Bethel Kitchen, the common kitchen set up by the District Task Force, Kohima at Nagaland Baptist Church Council (NBCC), convention hall has been providing meal to the inmates, officials and workers at quarantine centres in Kohima since June 3. According to DIPR report, the food committee, DTF, Kohima is overseeing the functioning of the kitchen and inspite of the criticisms being faced, the committee has been working tirelessly to ensure that quality food are being provided. Sumi Totimi Hoho delivered dignity packages for all the female internees housed at the cultural hall, quarantine centre, Zunheboto on June 17. According to DIPR report, STH president, Kheholi Assumi briefly spoke to the inmates while maintaining a safe distance, she gave some advice and shared good wishes for their health and well being from every Sumi mother. The package contained essential toiletries and a Bible. She asked them to think of the hamper as a small gift from their mother. The team prayed for the inmates before handing out the packages which carried a small message saying “We care and love you, stay safe!”.

Peren District Task Force holds review meeting Peren District COVID19 Task Force review meeting was held at customary court, ADC office Jalukie on June 17, under the chairmanship of ADC Jalukie, Dr.Tinojongshi Chang and was also attended by Joint Action Committee (JAC) on COVID-19 members. According to DIPR report, since 28 days institutional quarantine period for returnees from Chennai was about to be completed after a day or
two, the board members after a lengthy deliberation resolved to re-collect returnees samples selectively from quarantine centres and further run testing in TrueNat machine. The members also decided to direct village/ward councils to keep Chennai returnees in respective community quarantine for 14 days more after they were released from their institutional quarantine centres arranged by district
administration. During the meeting, discussion was also held in regard to 9 females & 5 male returnees who were considered as under exempted categories, wherein the DTF and JAC resolved to ascertain proper address before transporting them to their respective subdivision.

Eighteen persons arrived at Kiphire town by two NST buses early morning on June 17. According to DIPR report, the total number of persons were eighteen including 16 males and two females. DTF members led by deputy commissioner Kiphire Sarita Yadav recieved them. Returnees were also handed food packs. All the returnees at the arrival were thoroughly screened and conveyed to institutional quarantine established at Loyola Higher Secondary School Kiphire. At present, 201 (two hundred and one) persons are being accommodated in the government institutional quarantine under Kiphire district i.e. 199 persons in Kiphire town and 2 persons at Sitimi.

Peren district received a total of 99 Delhi returnees from Dimapur on June 16 at GHSS ground, Jalukie. According to DIPR report, out of 99 returnees, 56 were males and 43 were females. On arrival the returnees were screened by the medical team, afterwhich they were segregated and later sent off to their respective quarantine centres arranged by the district administration. Food packets and beddings were also provided by the district administration.

Amidst the increase of COVID-19 positive cases in Mon district with 21 cases as of June 17, the Mon District Task Force (DTF) has begun to work on new standard operating procedure (SPO). All the positive patients were of Chennai returnees who had first tested negative during their institutional quarantine in Dimapur. Upon their return to Mon headquarter they were kept in quarantine centres for another 14 days as per the district Standard Operation Procedure (SOP) and on the fifth day of their return, six persons tested COVID positive, out of seven samples tested. Since then, the number was on the increasing side and till today 111 samples have been tested, out of which 21 was tested positive. Another 31 has been tested through TrueNat machine and reports are awaited. Speaking to Nagaland Post, DC Mon Thaveseelan K informed that seven persons amongst Chennai returnees will be reaching Mon tomorrow and likewise they will be quarantined for seven days since they were returning after completing 26 days in institutional quarantine centre in Dimapur. He added that next week, the 210 returnees from Bangalore will be tested followed by 83 returnees from Gujarat and Maharashtra. DC informed that there were about 1200 persons in quarantine centres in Mon and around 250 returnees were released on completion of 28 days and after testing negative and currently they were under home quarantine. He said all the returnees will be released only after their samples were tested. State nodal officer Dr. Nyan informed that altogether there were 1274 Chennai returnees and all of them were under district/ community quarantine centres and some of them were under home quarantine under active surveillance. Shillong, June 17: Meghalaya government on Wednesday announced reopening of barber shops, beauty parlours, salons, restaurants, cafes, food outlets, barring those along national highways from June 22 next. Deputy Chief Minister Prestone Tynsong said the decision was taken in a review meeting chaired by chief minister Conrad Sangma held on Wednesday afternoon, adding that the Health and Family Welfare Department is working out protocols, and accordingly in a few days time, necessary guidelines and SOPs would be issued. However, operation of restaurants/cafes/food outlets located along the national highways are subject to compliance with the SOP issued by the Meghalaya Tourism Department.

Shillong, Jun 17: The Meghalaya Labour Department has issued Standard Operating Procedures (SOPs) for employers with the intent of engaging skilled and highly skilled labourers from outside the state, an official said on Wednesday. Principal Secretary, Labour Department, Donald Philips Wahlang, stated that the aim of the SOPs was to provide general guidance and information to employers in order to enable workers to return to work safely while keeping the risk of contamination as low as possible. “Employers will have to obtain permission from respective Deputy Commissioners prior to bringing in workers from outside the State and provide complete details of the workers including their permanent address, current location and contact details,” a notification issued “After permission is obtained, employers shall register such workers with the Deputy Labour Commissioner of the respective Districts providing complete details of the workers including their permanent address, current location, and contact details,” the notification read. “Upon arrival, all workers will be screened and
tested for COVID-19 and shall be transported by the employer to the paid quarantine facilities where they shall undergo quarantine till the test results are known. Payment for the quarantine facilities will be made by the employers. Anyone tested positive, shall follow the protocols issued by the Health and Family Welfare Department, Government of Meghalaya,” it said. “Persons who are tested negative may be transported
to the quarantine facility to be arranged by the employer and placed in quarantine for 14 days,” the notification further added. The Union Ministry of Environment, Forest and Climate Change (MoEF&CC) had accorded environmental clearance for extension drilling and testing of hydrocarbons at seven locations under Dibru-Saikhowa National Park, north west of Baghjan in Tinsukia district. An OIL gas well at Baghjan, which is abut-

The company would be able to accomplish this task of exploring hydrocarbon reserves under the DibruSaikhowa National Park by use of the Extended Reach Drilling (ERD) technology, it had added. “ERD techniques are extensively used to intersect hydrocarbon targets far from the surface or areas of the reservoir which otherwise are difficult to access. By using this technology, wells can be drilled up to a depth of approximately four km from the existing well plinth without entering the protected area. “Through ERD technology, OIL will reach the target depth of around 3.5 km beneath the surface of the National Park without carrying out any drilling activity inside the National Park,” the statement had said. OIL had asserted that no disturbance to the environment and DibruSaikhowa National Park is envisaged due to use of ERD technology.

The PIL no. 35/2020 was filed jointly by advocate Mrinmoy Khataniar and mountaineer Amar Jyoti Deka on Monday and it was registered on Tuesday, the E-Courts services of the Gauhati High Court mentioned. The petitioners have made 14 respondents in the case -- Government of India (GoI), Secretary to GoI, Assam government, Principal Secretary, Principal Chief Conservator of Forest and Head of Forest Force and Principal Chief Conservator of Forest (Wildlife). The Delhi government told the SC that it was committed to taking care of patients, managing of bodies and raising the number of Covid-19 tests. “Don’t shoot the messenger, don’t threaten doctors and health workers, support them,” the Supreme Court said. The court also had issued notice to LNJP hospital, the largest hospital run by the Delhi government, and one of the dedicated Covid-19 treatment facilities in the national capital. The bench was informed by the Delhi government counsel that after the recent visit of Union Home Minister Amit Shah to LNJP Hospital, things were being improved. In another hearing earlier in the day, the Supreme Court asked the Centre to issue directions to states for payment of salaries and providing necessary quarantine facilities to doctors and healthcare workers engaged in treating Covid19 patients. Coronavirus deaths in Delhi was up by 437, taking its toll to 1,837 on Wednesday with 44,688 cases, according to the Health Ministry data.

NEW DELHI, JUN 17 (PTI): Delhi Health Minister Satyendar Jain tested positive for COVID-19 on Wednesday, a day after he was admitted to a hospital here following high fever, a senior official said. The 55-year-old minister was brought to the Rajiv Gandhi Super Speciality Hospital (RGSSH) in the early hours of Tuesday and was administered a test for the novel coronavirus infection that morning, for which he tested negative. AAP MLA and national spokesperson Atishi has also tested positive for Covid-19, her party colleagues said on Wednesday. Delhi CM Arvind Kejriwal took to Twitter to wish her speedy recovery. She is presently under home quarantine.

wo of the world’s most populous Asian nations- China and India-who together make up 36% of the world’s population and 8.3 % of the world’s landmass are on the brink of war , if current tensions escalate further. Tensions between India and China are not new. The two countries—which share the world’s longest unmarked border—fought a full-fledged war in 1962 and have since engaged in several small skirmishes. Both India and China have been seen as trying to normalise relations after the 1962 Chinese aggression which was kept on a perpetual state of frostiness. However the ‘X’ factor in the Indo-China relationship has always been the border issues. China continues to claim large tracts of Indian territories stretching from Uttarakhand, Sikkim and Arunachal Pradesh. The two went to war over Aksai Chin. The area of Aksai Chin under Ladakh, was neglected for a long time due to barren, isolated and mostly uninhabitable region. In the 1950s the Chinese built a military road through this region in order to connect Tibet with Xinjiang and virtually grabbed Aksai Chin. India objected this new development which led to border clashes between the two countries in 1962. In the June 15 and 16 physical clashes, at least 20 Indian soldiers including a commanding officer of a battalion died in clashes between Indian and Chinese People’s Liberation Army troops along the disputed Himalayan border running along the Ladakh area of Kashmir. Indian army sources also claimed that around 40 PLA soldiers including a CO were also killed during the fight. It is the first fatal clash since 1975 and the most serious since 1967. Hundreds of troops from both sides were called in and fought with rocks and clubs. Several fell to their deaths. Beijing has refused to confirm any deaths on its side, but accused India of crossing the border twice and “provoking and attacking Chinese personnel”. Both sides have substantial—and growing—military deployments along a mostly disputed border. The People’s Liberation Army (PLA) has been testing India’s military readiness and political resolve along several strategic areas. Peace can no longer be taken for granted. Tensions have been escalating since late April, when China sent thousands of troops into the disputed territory along the Line of Actual Control (LAC), bringing artillery and vehicles. Analysts say the Chinese government, which has been more assertive in building infrastructure in the area, is bent on frustrating any effort by India to upgrade its own military installations. That itself, forms the main Chinese policy towards India. It talks of peace and friendship and economic cooperation but when it comes to its land grab interests, China will even push the Asian continent to brinkmanship. The Galwan valley clashes between Indian and PLA forces serve as reminder that China’s expansionism will brook no opposition. Majority of the Indian media, owned by profit corporate houses, have been creating a false macho image of the Modi government with regard to its neighbours. India cannot teach China a lesson, at least militarily so it must accept reality that it cannot change its neighbour. However, India can counter China with forging military alliances with the US and to some extent, cooperation with Russia in order to keep the red dragon in check without going to war.

The Holy Spirit is the only one in the proper position to criticize, and He alone is able to show what is wrong without hurting and wounding. It is impossible to enter into fellowship with God when you are in a critical mood. Criticism serves to make you harsh, vindictive, and cruel, and leaves you with the soothing and flattering idea that you are somehow superior to others. Jesus says that as His disciple you should cultivate a temperament that is never critical. This will not happen quickly but must be developed over a span of time. You must constantly beware of anything that causes you to think of yourself as a superior person. There is no escaping the penetrating search of my life by Jesus. If I see the little speck in your eye, it means that I have a plank of timber in my own (see Matthew 7:3-5). Every wrong thing that I see in you, God finds in me. Every time I judge, I condemn myself (see Romans 2:17-24). Stop having a measuring stick for other people. There is always at least one more fact, which we know nothing about, in every person’s situation. The first thing God does is to give us a thorough spiritual cleaning. After that, there is no possibility of pride remaining in us. I have never met a person I could despair of, or lose all hope for, after discerning what lies in me apart from the grace of God.

The delimitation exercise and its likely impact on the Nagas
T
he Covid-19 pandemic has exposed the true reality of the present state of affairs in Nagaland. Contrary to the claims of the government when faced with this challenge, the essential infrastructural inadequacies not only in health sector but also in other areas have been exposed with its unpreparedness coupled with mishandling of the situation, creating avoidable tensions, mistrust, and controversies, which still persists. The intolerant reaction and unforgiving attitude of the people had also magnified the problem. Added to this, is the disappointing exposure that, efforts made so far for the social and emotional assimilation of all the Nagas (tribes) as one people, one community has not borne the desired result so far. The feeling of divide in the line of tribes, districts and ultimately village remain intense in our conscious and sub-conscious mind which is sadly the main impediment against growth. In the midst of this chaotic atmosphere, another exercise having potentially more serious disuniting element is the order of the Election Commission for the Delimitation Exercise in Nagaland along with few other states where the earlier delimitation process
was postponed. Unless this is carefully and objectively handled the exercise will further accentuate the tribal-district divide and mental distancing among the Nagas, is a disturbing prospect. Since I was the Ex-officio member of the earlier Delimitation Commission (2003-07) representing Nagaland state then, I would like to share some of my experiences and observations for clearer understanding of certain aspect of the process for those who might be interested in. The present Delimitation Exercise was notified by the Election Commission in continuation of the earlier exercise as per the provision of Sec 3 of the DL Act 2002. The notification has come into effect from the 6th March 2020, which clearly states that the exercise will be based on 2001 Census figure and not on the latest census of 2011. The letter addressed to all the DCs in the State from the State Election Office (Vide –NO ELE/DELI2/2020) dated 4th June 2020 has clearly confirmed this directive of the Election Commission. The general formula for determining the size of the population and readjusting the territorial boundary of each constituency in each state is provided under Art 170 of the constitution. It specifies that the
division of territorial constituencies within each state will be in the manner that the ratio between the population of each constituency shall be uniform throughout the state so far as practicable on the basis of the last census. (2001census for the present purpose) Accordingly readjustment of territorial boundary of each constituency will be worked out. Prima facie, the formula appears to be simple and clear but for a tribal State like Nagaland, its application and interpretation of the directives become very difficult for many reasons, mainly due to narrow minded-selfish outlook and over indulgence in manipulative political upmanship at the cost of equity for all the fellow Nagas. And of course, for some genuine reasons as well. The earlier exercise for the entire country was carried out during 2003-07, except in J&K state, which was exempted due to Special Constitutional provision under Art.370 then, which is now withdrawn. The other 4(four) states from North Eastern Region, namely, Assam, Arunachal Pradesh, Manipur and Nagaland were stayed after the intensive exercise were completed. The present exercise is resumption of that postponed exercise. J&K is now added as 2 Union Territories under
the State reorganization Act. The Demand for keeping Nagaland out of the purview of the Delimitation Commission:The Delimitation Exercise was vehemently opposed by the State Government of Nagaland and the people then (2003-2007). The Exemption was demanded on the grounds:(a) The Nagaland State was created out of a political agreement and is being governed through a Special Constitutional provision under Article 371(A). Therefore, as a tribal state govern by tribal customs and law, thus, the state should be kept outside the purview of the Delimitation Act. (b) At this stage, the solution to the long standing Naga political settlement issue should take precedent over the delimitation exercise which will disturb and distract the mind of the people, the main stakeholders. If the Exemption was unacceptable, then any exercise for inter-district transfer of Assembly seats at this stage be prevented which has the potential for creating disharmony disturbing the inter-tribal equation. Other justifying reasons put forward for exemption/or maintaining the status quo of the existing seats in different districts were1. The inter-district bound-
aries were drawn up along the traditional tribal territorial boundaries as existed prior to the statehood and the demarcation of territorial Assembly constituencies has normally followed such traditional boundaries. Any lateral interdistrict transfer of assembly seat(s) will disturb the tribal harmony and peaceful atmosphere. The set tribal equation on the basis of the present constituency territorial arrangement need to be maintained which is socio-politically sensitive matters for the Nagas and is better to leave that undisturbed. 2. All the districts of Nagaland barring Dimapur (which is more cosmopolitan) are linguistic districts each inhabited by one or more tribes having a common dialect. Hence any inter-district readjustment of even one Assembly seat is a very sensitive issue and will create vitiating ill feeling of deprivation. It will upset the equilibrium in the society and may create serious law and order situations. Even within the tribes, there is still a strong sentimental feeling among different area which is not tenable (justifiable) in the eye of law but indispensible for maintenance of peace and understanding of their equation in the tribal society. Who failed: Government schools or their students?
T
he past High School Leaving Certificate (HSLC) exam resultsreveal a grave learning crisis in our state in the fact that not even half of the total number of government school students enrolled for HSLC exams manage to qualify every year. In the recent 2020 HSLC results, out of 5,144 students enrolled, only 2,140 qualified and 629 dropped out even before appearing. This means that the bulk of the students from our government schools fail to complete secondary education every year. Data also tells us that from 2013–2020, the contribution of government schools towards the total number of qualifying students in the HSLC exams have been marginal – a mere 12.5%. In absolute terms, only 14,718 out of 1,17,616 have managed to clear the HSLC exams from our government schools in eight long years. Another greatly disconcerting fact is that government schools seem unfazed drawing a blank in the HSLC exams. If we look at the data since 2015, we have had, on average, about 29 schools recording 0 pass percentage every year. This means that students spend year after year in these government schools learning next to nothing. A history of exhibiting persistently low pass percentages over the years have subsequently diminished the appeal of government school, pushing parents to private schools. Not surprisingly, enrolment in private schools is about three times that of government schools as per the 2020 HSLC results. The dismal outcomes are despite the introduction of ground-breaking interventions in the school education space such as the Right to Education (RTE) Act, enacted by the Parliament of India in 2009, to ensure free and compulsory schooling for all children aged 6–14 years and several other flagship schemes such as the Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Sarva Shiksha Abhiyan (SSA) aimed at improving accessibility, equity and quality of education. Given the low learning outcomes, it is ironical that the government school education system in Nagaland has one of the lowest pupil-
teacher ratios (PTR) in the country. As per 2018-19 Unified District Information System for Education (U-DISE) data, Nagaland has a total of 19,886 government school teachers (all categories) and 1,38,085 government school students. This roughly translates to about 1 teacher for every 6.9 students and yet, many schools report the shortage of teachers, which begs to question the manner in which resources are distributed across the state. Besides the teaching staff, we ought to take into account the State Directorate of School Education (DoSE), the District and Sub-divisional offices that function under it. After all, why do these institutions exist if not to improve the performance and quality of government school education? As per the latest available proactive RTI disclosure (under Section 4(1) (B) of the RTI Act, 2005) for FY 2017-18, there were about 24,690 employees including teaching staff that are deputed by the Government of India (GoI) under the Directorate of School Education, RMSA and SSA. To put things in perspective, the Government deputes about one official for every 5 students and yet, not a single student from government schools has made it to the top 20 HSLC achievers. Considering the above, the question is – how did we get to a point this low that we have lost faith in government schools? We can garner some of the answers to this question through the 2018 report of the Comptroller and Auditor General (CAG) on the Nagaland Government’s School Education Department. As we will see, a lot of it has to do with the lack of quality teachers, inequitable resource distribution, weak workforce management, improper planning, gaps in implementation of schemes and overall, poor governance. Despite the low pupilteacher ratio, quality of education imparted is bound to be compromised when teachers with questionable qualifications are hired. Bringing to light the callous attitude of authorities in charge, the 2018 CAG report revealed that out of the 812 teachers appointed by the DoSE during the period 2013–2018 for secondary school education against
vacancies under RMSA, 549 teachers did not possess the minimum qualification of graduation with B.Ed. The report also found that 175 unqualified teachers, after joining service, were allowed to proceed for B.Ed with full pay (amounting to ₹8.80 crore) in violation of the government guidelines which stipulates only graduates with B.Ed. to qualify as teachers and that the Government will not depute serving teachers for professional courses. This is a double whammy! The unqualified teachers go for acquiring the minimum required qualification at huge public expense, the proxy teachers of still poorer standards deprive the students of their right to quality education. The rampant proxy teacher arrangements also reflect poorly on the local authorities such as the Village Education Councils which are responsible for the management of elementary education under the Nagaland Communitisation of Public Institutions and Services Act, 2002. Quality of education also suffers when we fail to a create a safe and enabling environment where basic needs such as functional classrooms, hygienic and separate toilets for girls and boys, safe drinking water are taken care of and students have good access to learning resources. Even with the enactment of the RTE Act and introduction of RMSA and SSA to address the quality aspects, enrolment rates in Nagaland’s government schools remain terribly low and only 57% of the government schools have electricity connection, 23% have a library, 56% have drinking water facilities and 22% have functional computers as per UDISE 2018-19 data. Further, many of the government school buildings that we visited as a part of the Governor’s Young Fellowship Program across the state early this year were in shambles. These schemes have failed to create any lasting impact in our state due to improper planning, misuse of funds and non-adherence to government guidelines. For instance, the CAG report found that 168 schools were approved for upgradation/strengthening in the state with a total outlay of ₹102.61 crores under RMSA during the years
2009–2014. Out of the 168, only 137 were taken up for upgradation and 113 were reported to be completed. On inspection of 47 schools in 3 sample districts out of the 113 completed, all 47 were found to be incomplete. Further, it was found that 58 schools were upgraded to Secondary and Higher Secondary schools between2013–2018 without adhering to the RMSA norms. These schools were upgraded despite having a Secondary/Higher Secondary within a distance of 5 kilometers of the habitations. Out of the 58, 14 had zero enrolment in classes IX and X (2017-18) and 7 schools were downgraded due to zero enrolment in classes IX and X for three continuous years. Perhaps, this is one reason why we see overcrowding of government schools with negligible enrolment rates in some areas while depriving students in other areas without access to secondary and higher secondary schools. The CAG report also revealed that in some cases, government schools were occupied by private individuals and utilized asprivate hostels. These instances have emerged as a result of improper planning, lack of consultation with authorities at the school levels, misappropriation of funds, and absence of stringent
monitoring practices to check private profits using government resources. The CAG 2018 report also sheds light on some of the reasons why government schools do not have the facilities that are intended for them. Between 2006–2013, the GoI released ₹54.42 crore to the state under the scheme ‘ICT@Schools’to equip all government secondary and higher secondary schools with computer labs. However, the DoSE violated the norms by including 403 private schools out of 691 schools due to which the GoI stopped further release of funds under the scheme. Private schools benefitting from government funds does not appear to be the only reason why government schools are being deprived. In 98 schools that were inspected under the RMSA framework, the CAG report found that science labs and library rooms were not utilized for their intended purpose. In 36 schools, lab equipment were found stacked in the cupboards unused and library books not made accessible to students. Basic water, sanitation and hygiene (WASH) facilities such as clean, functional toilets were not available in 85 schools. It is no wonder then that in the absence of quality teachers, poor infrastructure, lack of basic amenities and access to learning resources,
our government schools are in perpetual decline. Investing crores of public funds, year after year, to improve the government school education system have clearly failed to reap adequate returns. Lack of concern for government school education and absence of accountability on the part of the concerned authorities have become apparent. As a result, students who are the intended beneficiaries bear the brunt as their future is compromised and they are unable to reach their full potential. As these students leave school with sub-standard education, they are met with fewer life prospects, higher risk of unemployment and lower earnings. They are less able to contribute positively and participate fully in the democratic aspects of modern societies. We need to be reminded that educational failure levies high costs on the society. It can limit our economy’s capacity to grow and innovate. Educational failure also harms social cohesion, which imposes added costs on public budgets to deal with the consequences. In the present context of the scenario in our State, the COVID- 19 pandemic hampered the developmental activities of the entire state economically, socially, mentally and psychologically and greatly affected the educational institutions of our state at the highest peak. I express my profound gratitude to the Government of Nagaland, Department of School Education for their tireless efforts amidst this pandemic situation by launching the online education system which resulted to be successful, beneficial and is very much essential for the students at this hour. The Department of School Education also achieved remarkable success by completing online evaluation which is first of its kind in the whole country. Secondly, the Department of School Education has launched the online admission process for the welfare of the students paving the way to ease transportation problems especially for the students residing in far flung areas and interior districts of our state. Thirdly, on 11th June 2020, the School Education Department has notified Uniform Fee Structure for all Govt. schools functioning within the state with immediate effect which will benefit each and every student in the state during this critical time of crisis. As all of us are aware of the fact that “Students are the backbone of a country” I appreciate the wisdom of the decision makers for formulating such guidelines and approach with a vision to promote and benefit the students at a very large scale. Make full use of testing capacity: PM
NEW DELHI, JUN 17 (PTI): Noting that the spread of COVID-19 is more in a few big states and cities, Prime Minister Narendra Modi on Wednesday asked chief ministers to make full use of their state’s existing testing capacity and also work to augment health infrastructure. Speaking to chief ministers and representatives of 14 states and the union territory of Jammu and Kashmir, Modi said big crowds, lack of physical-distancing, daily movement of large number of people and small houses in some cities have made the battle against the coronavirus “more challenging”. This was the second day of Modi’s sixth round of consultations with chief ministers on fighting COVID-19 pandemic. Saving lives should be the top priority, he said, and called for expanding health infrastructure, according to a statement. People’s discipline during the nationwide lockdown has stopped the virus’ exponential growth, the prime minister said, adding that India is now better placed than earlier vis-à-

vis treating patients, health infrastructure and trained manpower. Citing the details of the boost in capacity to deal with the virus, he asked states to continue to put emphasis on “health Infrastructure, information systems, emotional support and public participation”. Referring to the rise in number of infections, Modi underscored the need for testing, tracking, tracing and isolating COVID-19 patients to deal with the pandemic. There has been criticism that some states and cities, including Delhi, are not doing enough testing. The prime minister, however, stated that the number of recovered patients has also been rising, and added that it is a mat-
ter of relief that very few patients needed ICU and ventilator care. Praising efforts of states and local administration, he said the country now has more than 900 COVID-19 testing labs, lakhs of special beds, thousands of isolation and quarantine centres, adequate stocks of testing kits, with over one crore PPEs and almost same numbers of N-95 masks supplied to states. Despite a rise in coronavirus cases in a few places, people’s patience, administration’s work and dedication of corona warriors have ensured that things did not go out of control, he said. Stressing on the importance of providing timely information, the prime minister said it should be ensured that helplines are not “help-
less” but helpful for people. He called for building teams of senior doctors and young volunteers to guide patients through telemedicine and run helplines, respectively. Modi also called for fighting the stigma associated with the disease, saying people should be assured that there is no need to panic if somebody has been infected as the number of those cured is huge. He highlighted the need to keep reminding people of the benefits of sanitisation, wearing masks and social distancing to fight the virus. He asked states to share their best practices with each other. Continuing with his consultations with state governments on ways to check the spread of coronavirus during ‘unlock 1.0’, Modi held consultation with the CMs for the second consecutive day. Chief ministers of Maharashtra, Delhi, Karnataka, Gujarat, Uttar Pradesh and Bihar were among those who attended the meeting on Wednesday. It assumed importance as some of these states account for a majority of the cases in the country.

SC says Centre should direct states to pay salaries to doctors
NEW DELHI, JUN 17 (PTI): The Supreme Court on Wednesday asked the Centre to issue directions to states for payment of salaries and providing necessary quarantine facilities to doctors and healthcare workers engaged in treating COVID-19 patients. The government told the court it would issue the necessary directions. A bench of justices Ashok Bhushan, S K Kaul and M R Shah said that doctors and healthcare workers treating COVID-19 patients should not be denied quarantine facilities. The top court asked the Centre to file a compliance report within four weeks on payment of salaries and quarantine facilities to doctors and healthcare workers and warned that non-compliance would be viewed seriously. The bench was hearing a plea filed by a private doctor raising questions on the Centre’s May 15 decision that 14-day quarantine was not mandatory for doctors. Doctor Arushi Jain, in her petition filed through advocates Mithu Jain and
Arjun Syal, had alleged that front line healthcare workers engaged in the fight against COVID-19 are not being paid salaries or their wages are being cut or delayed. During the hearing, Solicitor General Tushar Mehta, appearing for the Centre said that government would issue the directions to states and union territories within 24 hours to ensure timely payment of salaries to doctors and health care workers. He said that the May 15 circular on Standard Operating Procedure (SOP) will also be modified and do away the clause for nonmandatory quarantine for healthcare workers engaged in COVID duty. Mehta also gave the assurance that a new order would be issued for providing suitable alternate accommodation for doctors and healthcare workers engaged in COVID duty to avoid risk to their family members. He said that Centre is also thinking to make nonpayment of salaries by hospitals to health care workers a criminal offence under the National Disaster Manage-
ment Act. The bench said that necessary directions be issued by union health secretary and chief secretaries of the State. On June 12, the top court had observed, “In war, you do not make soldiers unhappy. Travel extra mile and channel some extra money to address their grievances”. It had said that the courts should not be involved in the issue of nonpayment of salary to health care workers and government should settle the issue. Senior advocate K V Viswanathan, appearing for the petitioner, had said that if doctors on COVID duty are not provided accommodation near hospitals their family/friends are exposed to higher risk of infection. He had said that doctors and other healthcare workers, who are engaged in COVID duty, run a great risk of exposure of infection without proper PPE kits and without proper accommodation, their family members are also at higher risk of infection.

NEW DELHI, JUN 17 (PTI): The Railways has deployed 503 isolation coaches in Delhi at nine stations days after Union Home Minister Amit Shah made the announcement as part of measures to contain the novel coronavirus pandemic, officials said on Wednesday. The units are among the 960 converted coaches deployed in five states in an effort to augment medical care facilities for patients of the coronavirus disease (COVID-19). While Delhi’s Anand Vihar railway station has got the lion’s share with 267 such coaches deployed at its seven platforms, there are 50 each in Shakur Basti and Sarai Rohilla, officials told PTI. NEW DELHI, JUN 17 (PTI): Beijing-based Asian Infrastructure Investment Bank (AIIB) on Wednesday said it has approved a USD 750 million (around Rs 5,714 crore) loan to India to help the government strengthen its battle against the adverse impact of Covid-19 on poor and vulnerable households. “Cofinanced with the Asian Development Bank, the budgetary support will go toward bolstering economic aid for businesses, including for the informal sector, expanding social safety nets for the needy, and strengthening the country’s health care systems,” the multilateral agency said in a statement. India is extremely vulnerable to the pandemic given that around 270 million people continue to live below the national poverty line and around 81 million live in densely populated informal settlements with limited access to health
services, according to the World Bank, it added. Meanwhile, India registered the highest ever spike of 2,003 Covid-19 fatalities pushing the death toll to 11,903 on Wednesday, while the caseload rose to 3,54,065 with 10,974 new coronavirus infections, according to the Union Health Ministry data. “The disruption in economic activities threatens to impact poor households disproportionately, especially women, many of whom are employed in
the informal sector,” said AIIB. According to AIIB Vice President, Investment Operations, D J Pandian, “many of the world’s low and middle-income countries are still in the early stages of the health crisis but are already feeling the impact of the pandemic. This poses an enormous risk for millions across India who have only recently emerged from poverty”. The support to India also aims to ensure economic resilience to prevent
long-term damage to the productive capacity, including human capital, of the country’s economy, Pandian added. AIIB’s total sovereign loans to India that have already been approved amount to USD 3.06 billion, including a recent USD 500 million Covid-19 mergency response. The current loan will be the second for India under AIIB’s Covid-19 Crisis Recovery Facility (CRF). While AIIB does not have a regular instrument for policy-based financing, the Bank is extending such financing on an exceptional basis under the CRF to support its members through projects cofinanced with the World Bank or the Asian Development Bank. As per the statement, AIIB is currently reviewing projects from its members. AIIB began operations in January 2016 and has 102 approved members worldwide.

NEW DELHI, JUN 17 (PTI): Gold prices rose marginally by Rs 18 to Rs 48,220 per 10 gram in the national capital on Wednesday, according to HDFC Securities. In the previous trade, the yellow metal had closed at Rs 48,202 per 10 gram. “Spot gold for 24 carat gold in Delhi was trading marginally up by Rs 18 on steady international gold prices and geopolitical tensions between India and China,” HDFC Securities Senior Analyst (Commodities) Tapan Patel said. Silver prices also gained Rs 380 to Rs 49,250 per kg from Rs 48,870 per kg on Tuesday. In the international market, gold was trading flat at US dollar 1,725 per ounce and silver at US dollar 17.45 per ounce.
New Delhi, June17 (IANS): Yes Bank Ltd is exploring to raise around $1 billion through a public offer of shares to boost its capital, according to reports. The bank is expected to commence its capital raise soon, which could help Yes Bank raise its Tier-1 core capital ratio to around 10 per cent, from 6.3 per cent as of March, it said. The Yes Bank stock has rebounded by 73 per cent, since the Reserve Bank of India launched a rescue plan after putting it under smoratorium. Yes Bank, which received Rs 10,000 crore of capital infusion from eight banks including the SBI, can issue instruments including shares or convertible bonds. He said the process of delimitation needed to be given a logical conclusion as rest of the country had already completed the process in 2008 as per the recommendation of Election Commission of India

13,483 returnees arrive Nagaland till date
(Fromp-1) Of the 837 returnees quarantined for more than the required number of days, 300 of them are in quarantine for 16 days, 146 for 19 days, 169 for 23 days, 64 for 26 days and one person even completed 30 days of quarantine till Wednesday. When this was pointed out, the APC explained that the government decided to release the returnees from quarantine only after swap tests were performed on them. He appealed to all the returnees quarantined for more than the required number of days to cooperate with the government as it was for their own benefit only. Sema claimed that there were some States that did not even have the capacity to quarantine returnees for more than seven days. Currently, there are 3,443 returnees from different parts of the country at the quarantine centres, of which 518 are in paid quarantine. And Ganeshnagar quarantine centre here holds the highest number of 611 returnees.

NEW DELHI, JUN 17 (IANS): A day after the India Army said 20 of its officers and soldiers were killed in a violent face-off with the Chinese troops in Ladakh, the Swadeshi Jagran Manch on Wednesday demanded that Chinese companies be banned from participation in the tendering process in the country. The Manch -- an affiliate of Rashtriya Swayamsevak Sangh that deals with economic issues -- also demanded the cancellation of the lowest bid made by China’s Shanghai Tunnel Engineering Co Ltd for the construction of an underground stretch of the Delhi-Meerut Regional Rapid Transit System project. Appealing to the Indians to boycott Chinese products, the Manch demanded a ban on the import of Chinese goods and levy of cess on China-made products sold in India. Manch co-convener Ashwani Mahajan told IANS that he is appealing to the Indian actors, sportspersons and other celebrities not to promote Chinese products which, he said, would be a true tribute to the soldiers who made the ultimate sacrifice. Petrol, diesel prices hiked for 11th day DIMAPUR, JUN 17 (NPN): State-owned oil marketing companies (OMCs) Wednesday hiked petrol price by 55 paise per litre and diesel by 60 paise a litre, marking the 11th consecutive day of increase in rates. In 11 hikes, petrol price has gone up by Rs 6.02 per litre and diesel by Rs 6.4 a litre. After, today’s rate revision, petrol price in Dimapur rose to Rs.82.62 per litre while diesel price was increased to Rs.73.87 per litre. In the state capital Kohima, petrol price stood at Rs.83.47 per litre and diesel price was hiked to Rs.74.55 per litre. Rates have been increased across the country and vary from state to state depending on the incidence of local sales tax or VAT.
Rupee recovers 4 paise to close at 76.16 as border tension keeps investors on edge MUMBAI, JUN 17 (PTI): The rupee pared early losses to settle 4 paise higher at 76.16 against the US dollar on Wednesday tracking gains in domestic equities and a weakening US dollar. According to forex traders, border tension with China, foreign fund outflows and concerns over rising COVID-19 cases are weighing on investor sentiment. The rupee opened weak at 76.21 at the interbank forex market, but recouped losses and closed at 76.16 against US dollar, higher by 4 paise over its last close. It had settled at 76.20 against the US dollar on Tuesday. “The geopolitical tension between India and China has brought back the risk-off mood in investors. We don’t expect the dispute to escalate and both the sides will contain it, till then the market will remain skittish,” Rahul Gupta, Head of Research- Currency, Emkay Global Financial Services. Gupta further said that “any escalation or uncertainty will lead to a sharp bull-run in USD/INR spot. Until 76 level doesn’t break in USD/INR spot, it will continue to remain afloat. The immediate support lies around 75.75, and resistance around 76.50.” Domestic stocks closed lower after a see-saw session. The 30-share BSE Sensex closed down 97.30 points, or 0.29 per cent, at 33,507.92. The broader NSE Nifty settled 32.85 points, or 0.33 per cent, down at 9,881.15.

BEIJING, JUN 17 (PTI): C h i n a o n We d n e s d ay claimed that the sovereignty over the Galwan Valley area in Ladakh “always belonged to it” but underlined that Beijing does not wish to see “more clashes,” after the militaries of the two countries were engaged in the biggest confrontation in over five decades. India’s External Affairs Ministry on Tuesday said the violent confrontation between armies of India and China in eastern Ladakh was the result of an attempt by the Chinese side to unilaterally change the status quo in the region. The ministry said both sides suffered casualties that could have been avoided had the agreement arrived earlier at the higher level been scrupulously followed by the Chinese side. At a briefing at the Chinese Foreign Ministry, Spokesman Zhao Lijian said the “sovereignty of the Galwan Valley area has always belonged to China,” echoing a statement of the Chinese military on Tuesday, opening up another dispute. When asked since Galwan is regarded as settled border and why China is claiming sovereignty over the area now, Zhao said,

Responding to a question whether whether further clashes could be averted, the spokesman said, “from the Chinese side we do not wish to see more clashes.” “I belive you have noticed that China and India have both said that we are committed to resolve the differences through dialogue safeguarding peace and tranquillity in the border area. “As the world’s two biggest countries and emerging economies, the shared interest of China and India are far larger than the differences. “Both sides should earnestly follow important consensus reached by the leaders of the two countries and ensure that the bilateral relationship can move forward in the right direction and that serves our peoples interests and expectations. We hope India can work
with China to this end,” Zhao said. Twenty Indian Army personnel, including a Colonel, were killed in the clash with Chinese troops in the Galwan Valley on Monday night, the biggest military confrontation in over five decades that has significantly escalated the already volatile border standoff between the two countries. A large number of Indian and Chinese troops have been engaged in an eyeball-to-eyeball situation in Galwan Valley and certain other areas of eastern Ladakh for the last five weeks, including in Pangong Tso, Galwan Valley, Demchok and Daulat Beg Oldie in eastern Ladakh. Monday’s face-off was the biggest confrontation between the two militaries after their 1967 clashes in Nathu La when India lost around 80 soldiers while over 300 Chinese army personnel were killed in the face-off. The Indian Army has been fiercely objecting to the transgressions, and demanded their immediate withdrawal for restoration of peace and tranquillity in the area. Both sides held a series of talks in the last few days to resolve the row.

Kabul, Jun 17 (IANS): At least 17 soldiers were killed and 11 others wounded after Taliban militants attacked military camps in two Afghan northern provinces early Wednesday, sources said. In northern Kunduz province, five Afghan army soldiers were killed and six others wounded when clashes occurred in Talawka, a locality, 15 km north of the provincial capital Kunduz city along a road linking the city to bordering town of Shir Khan, Xinhua news agency reported. “The Taliban insurgents were forced back from the site after nearly two hours of fighting. Four militants were also killed,” Abdul Qadir from army’s 217 Pamir Corps told Xinhua. In northern Jawzjan province, 12 army soldiers and five militants were killed and five army personnel and 10 militants wounded after Taliban stormed an army camp in Bala Hisar, a strategic locality in Aqcha district, a provincial government spokesman confirmed. The latest clashes came as militancy and counter-militancy traditionally gets momentum in spring and summer commonly known as fighting season in Afghanistan.

Beijing on Monday reported 106 cases. Also on Tuesday, 11 new asymptomatic cases, including four from overseas, were reported on the mainland. Six cases were re-categorised as confirmed cases. The NHC said 106 asymptomatic cases, including 62 from overseas, were still under medical observation. No deaths related to the disease were reported on Tuesday, according to the commission. As of Tuesday, the overall confirmed cases in China had reached 83,265, including 252 patients who were still being treated, with seven in severe condition. Altogether, 78,379 people have been discharged after recovery and 4,634 people had died of the disease, the NHC said.

Beijing, Jun 17 (PTI): Beijing moved on a war footing on Wednesday, cancelling hundreds of domestic flights and trains while ramping up the mass testing of 90,000 people to stem the spread of the coronavirus, as the city reported 31 new COVID-19 cases, pushing the tally to 137. Two airports in Beijing have cancelled 1,255 domestic flights, nearly 70 per cent of the scheduled trips, the official media reported. Beijing currently does not operate international flights. The national railway operator will allow passengers, who had booked train tickets in and out of Beijing as of Tuesday, to refund tickets without any extra charges. Starting Wednesday, Beijing halts return to campus, and resumes online courses for middle and primary school students, as well as suspends college students’ return to campus, the reports said. Beijing has asked libraries, museums, parks to limit visitors up to 30 per cent of full flow and halted cross-province group tours, the reports said. The flight and train cancellations came after Beijing became a “no-gozone” on Tuesday as many provincial cities raised alerts on travel to the Chinese capital. The complaint was filed by Sudhir Kumar Ojha, an advocate based here, before the court of

Rajput’s father K K Singh and actress Kangana Ranaut, who came out with an angry statement after his death blaming his suicide on rampant nepotism and favouritism in the film industry, have been named as witnesses. Ojha, a serial litigant who remains in news for filing complaints against film personalities, politicians and foreign heads of state, few of which go beyond the admission stage, has invoked IPC sections 306, 109, 504 and 506. The death of Patna-born Rajput, at a young age of 34, has triggered a wave of sorrow across Bihar. Youngsters who found inspiration in Rajput’s brilliant academic career followed by success in TV and films, have also been shattered. A 17-year-old girl ended her life in Rajendra Nagar locality of Patna on Tuesday. According to SHO of Kadamkuan police station, Nishikant Nishi, the girl hung herself from the ceiling of her home. In her statement before the police, the bereaved mother has said that the deceased had been depressed after doing badly in her board exams and after hearing about Rajput, who was her favourite actor. Their statements were recorded on Tuesday before they flew to Delhi after performing last rites of the actor in Mumbai, the official said. In his statement, K K Singh told police that family members were unaware about the cause of the actor’s depression, the official said. “So far we have recorded statements of nine persons, including the actor’s cook, a caretaker and managers,” a senior officer said. Police are also looking into whether Sushant was depressed due to any professional rivalry. The 51-year-old former India striker, who scored 40 goals in 79 matches for India since making his debut in early 90s, was bestowed the Arjuna award in 2003. He was also awarded the Indian ‘Player of the Year’ in 1993, 1997 and 1999. “Yes, we have sent Vijayan’s name to the Ministry of Home Affairs for Padma Shri,” AIFF general secretary Kushal Das told PTI. legendary cricketer Kapil Dev and former India spinner Murali Kartik respectively, at the hallowed and renovated Delhi Golf Club (DGC) course over 18-holes, in an exhibition match on July 11. Chennai based industrialist and veteran golf administrator Dilip Thomas, is the lead donor and inspiration behind the effort, which is aiming to raise an amount of Rs 1 crore in aid of renowned charity Magic Bus’ ongoing Covid-19 relief efforts. The clash at the Galwan valley was the biggest Indo-China military confrontation in over five decades and escalated the volatile border standoff in the region. “Salute and deepest respect to the soldiers who sacrificed their lives to protect
our country in the Galwan Valley. NO one is more selfless and brave than a soldier. Sincere condolences to the families. I hope they find peace through our prayers at this difficult time,” Kohli wrote on his twitter page. His white ball deputy Rohit Sharma also mourned the death of the soldiers. “Salute to our REAL HEROES who laid their lives protecting and honouring our border. May god give their families utmost strength,” Rohit tweeted. Bhutia, who has also dabbled in politics, termed the attack a “planned one”.

He has been suspended from his position as the Team Doctor,” the statement read. “Chennai Super Kings regrets his tweet which was without the knowledge of the Management and in bad taste,” it added. Melbourne, Jun 17 (PTI): Cricket Australia on Wednesday said it will cut bonuses of its senior management, remove 40 more staffers and “pause” international tours for the country’s A teams in a cost reduction effort to deal with the financial fallout of the COVID-19 pandemic. Led by interim chief executive Nick Hockley, who replaced Kevin Roberts after his resignation on Tuesday, Cricket Australia came out with a program that it believes will ensure “long-term sustainability and growth of the game.” “The amended FY21 plan presented to staff today identifies cost reductions of approximately $40 million a year to partly mitigate the impact of COVID-19 on revenue and other factors such as biosecurity costs and match attendances,” the governing body said in a release on Wednesday. “Regrettably, the plan includes a reduction of 40 roles. The positive impact of the Job Keeper program and an increasingly improved outlook for the season ahead have been recent factors considered in arriving at this final number.

12 positive COVID19 cases at EFL clubs in past week BRENTFORD, JUN 17 (AGENCIES): Twelve individuals from English Football League clubs have tested positive for coronavirus in the past week. The EFL said eight cases came from six Championship clubs, with Brentford publicly confirming one case. The other four positive tests came at two League One clubs, from which only the four playoff entrants were involved in the testing process. There were no positive results from the tests at four League Two clubs. More than 2,600 players and staff from EFL clubs were tested during the past week, including 2,213 connected to Championship teams. Championship side Bristol City said on Tuesday that one person from their club had tested positive for coronavirus, while League One Oxford United confirmed on 12 June that two people had tested positive from their club. Those who returned positive results must self-isolate away from their respective clubs, as per EFL guidelines.

I am still in shock. We don’t know the reason for her death but she was perfectly fine till last season.
She was very promising,” Chanda told IANS from Agartala. “See we cannot say if she had any family issues or not. We had online classes too and we did not find anything wrong,” he added. Ayanti was the youngest of four siblings. For the past one year, she has been part of Tripura’s Under-19 team and also took part in
a T20 tournament for the state in U-23 age group. She hailed from the Reang tribe from Tainani village under Udaipur sub division, which is outside the state capital of Agartala. Recently Bollywood actor Sushant Singh Rajput passed away on June 14. He was found hanging at his residence in Mumbai. Rajput played the character of M.S. Dhoni in his biopic among his best roles on celluloid. Former Australia all-rounder Shane Watson recently took to Twitter to share how he was amazed by Rajput’s acting in the 2016 movie. US sprinter suspended for missing doping tests Düsseldorf (Germany), Jun 17 (AP): American sprinter Christian Coleman was suspended Wednesday by the Athletics Integrity Unit for missing doping tests. The AIU updated its list of athletes on provisional suspension to include the 100-meter world champion hours after he revealed details of the case. Coleman has been temporarily banned from competition until a final decision at a hearing conducted under World Athletics Anti-Doping rules or the Integrity Code of Conduct. Coleman had a previous whereabouts charge dropped last year ahead of the world championships and was a favorite for Olympic gold in the 100 meters ahead of the Tokyo Games. Those games have been postponed to next year because of the coronavirus pandemic. Coleman wrote on Twitter that drug testers were unable to find him Dec. 9 while he was shopping at a nearby mall for Christmas presents. That was his third infraction in a 12-month period. Coleman asked why

under World Anti-Doping Agency rules “proof that a telephone call was made is not a requisite element of a missed test and the lack of any telephone call does not give the athlete a defense to the assertion of a missed test.” Some of Coleman’s earlier missed tests were not with the AIU but with the U.S. Anti-Doping Agency, whose own handbook for athletes says phone calls are usually reserved only for the last five minutes of a time slot and “to confirm the unavailability of the athlete, not to locate an athlete for testing.” Athletes are required to list their whereabouts for an hour each day when they must be available to be tested. A violation means an athlete either did not fill out forms telling authorities where they could be found, or that they weren’t where they said they would be when testers arrived. Coleman said in his post he has been appealing the latest missed test for six months with the AIU, which runs the anti-doping program for World Athletics. He explained there was
no record of anyone coming to his home and that if he had been called he was only five minutes away. It’s the second time Coleman has faced a potential ban for a whereabouts violation.

ISL: Mandatory Asian footballer, developmental players Kolkata, Jun 17 (IANS): The Indian Super League (ISL) has made it mandatory for its participating clubs to have one Asian player in their squad from the upcoming 2020-21 season. As per the ISL player guidelines provided to all the clubs by organisers Football Sports Development Limited (FSDL), accessed by IANS, each club is also mandated to have two developmental players born in or after 2000 in the squad of 18 for each match. The ISL, which is now the country’s top league, will still have five foreigners on the pitch but from next season there will also be one Asian player in the squad. Further, each club will have a minimum squad of 25 and a maximum of 35 from next season. Till last term, the squad size was maximum of 25 players, but with an eye on helping more youngsters get an opportunity, it has been increased. A minimum of five and maximum of seven international players can be signed by a club including the Asian recruit. Each club can have a minimum of 18 and maximum of 30 domestic players. “It’s a very positive step to have
two developmental players in the squad of 18. Even though let’s assume they will be on the bench mostly, but being part of the match day sheet and a possibility of getting an opportunity as a substitute will be very promising for these youngsters. Another welcoming step I would say is an increase in the overall squad size to 35 and I would hope to see ISL clubs bring more domestic lads into the roster,” a top source privy to the development told IANS. The salary cap for each club is Rs 16.5 crore for the 2020-21 season. Player loans and transfer fee will not
be included in the salary cap. Like last season, the marquee player shall be considered one of the international recruits but his salary will not be included in the club salary cap. The technical committee of the All India Football Federation (AIFF) had recommended that the ISL and I-League should follow the Asian Football Confederation (AFC) guidelines and adhere to the 3+1 foreigner’s rule from the upcoming season. The decision was ratified by the AIFF executive committee, with I-League agreeing to implement the change from the upcoming season itself while ISL was given an exemption for the 2020-21 season. During the meeting, ISL organisers had principally agreed to the suggestion but sought time of about a month to discuss the issue internally before confirming. The ISL is expected to start in the third week of November, keeping in mind how the health situation is in the country following the coronavirus crisis. The final of the last season was played behind closed doors between ATK and Chennaiyin FC with the former winning the summit clash 3-1 to bag their record third ISL title.
