Indo-Myanmar ops on rebel camps

NEW DELHI, JUN 16 (AGENCIES): In a coordinated military operation conducted by the armies of India and Myanmar on their respective sides of the border, several camps of Northeast-based militant groups inside Myanmar territory were destroyed, and fleeing militants apprehended by Indian security forces. Called ‘Operation Sunshine-2’, the military action that took place between May 16 and June 8, is expected to give a debilitating jolt to insurgencies in the North Eastern states. The operation included blocks by two battalions of the Indian Army— along with Special Forces, Assam Rifles and infantry Ghataks— on the Indian side of the border while clearance action was taken by four brigades of the Myanmar Army. The military operation was coordinated between the Indian Army’s 3 Corps and the North West Army Command of the Myanmar Army. This was a follow-up to ‘Operation Sunshine-1’ from February 22 to 26, when the Indian Army had

NSCN (I-M) flays frisking near Hebron camp DIMAPUR, JUN 16 (NPN): NSCN (I-M) has accused Indian Army of going about and moving from village to village near the road that leads to Camp Hebron at the time of its choosing to frisk and question villagers. In a press release issued by its ministry of information & publicity, the organisation said the approach of Indian Army to look out for its members reminded it of the preceasefire days that it hated to look back NSCN (I-M) said such a conduct of the army was exasperating both for the villagers as well as the commuters. According to the press release, creating such an unpleasant situation where the Indian Army had become too judgemental towards NSCN (I-M) was not compatible with the present ceasefire arrangement between Government of India and the organisation. Reiterating its sincere desire for peace and not any kind of conflict, the organisation said it looked forward with hope towards building a peaceful and lasting political solution.

acted against suspected Arakanese rebel camps inside Indian territory, and fleeing Arakenese rebels were arrested by the Myanmar Army on their side. Calling the joint operation a success, a government official told The Sunday Express that the operation “was coordinated at a military level” and “possible due to trust generated between the two armies by Operation Sunshine-1”. The official added that “the valid grouse that Myanmar Army held after the 2015 cross-border strike of violating their sovereignty when we hit at a NSCN (K) camp has also been laid to rest with a coordinated ap-

proach.” Around 70-80 militants, who were apprehended by the Indian Army in Operation Sunshine-2, have all been handed over to local police forces. Sources said that at least seven to eight camps of the NSCN-K, NDFB, ULFA(I), KLO and NEFT in Myanmar’s Sagaing Region were destroyed by the Myanmar Army in mortar firing. Majority of these camps were in Hoyat, and were predominantly of the NSCN (K). Sources said the Myanmar Army had completed its debriefing of the operation and claimed that two militants were killed. Myanmar

Army has also decided to stay in these areas for another three months so that these groups get no opportunity to regroup and assemble during the monsoons. Sources said the Indian Army will provide logistics support to the Myanmar Army during this deployment as their infrastructure is stretched heavily during the monsoons. This support will include special rations and food supplies for the Myanmarese soldiers deployed in Sagaing Region. The two armies were careful to not cross over into each other’s territory but established close coordination by placing liaison officers with headquarters of the other army. Sources said the two armies took advantage of all the modern technological tools, including satellite imagery, Thuraya telephones, UAV sweeps and aerial surveillance through helicopters. Extensive joint aerial reconnaissance was also carried out by the two armies prior to the operation, which also included coordination visits by top Army officers of both sides, sources explained.

Rio renews demands at Niti Aayog meet DIMAPUR, JUN 16 (NPN): Nagaland chief minister Neiphiu Rio has urged the Centre to expedite various projects that have been pending for some time like the Greenfield Airport at Ciethu, Kohima, TransNagaland Highway (Foothill Road), Dimapur-Tizit railway line along the foothills, etc, so that the State could be well connected not only within but also with other parts of the country. Addressing the 5th Governing Council meeting of NITI Aayog chaired by Prime Minister Narendra Modi at Rashtrapati Bhavan in Delhi Saturday, Rio highlighted that the Ciethu airport was proposed in 2003, but regretted that even after feasibility surveys and studies by various Central government agencies and preparation of DPR, the project was still pending. He admitted out that the project might be a little costlier than other airports in

the country, but added that it was primarily due to terrain and amount of earth-cutting needed. He said villagers of the area were also prepared to give additional land, for which the government had consented to bear the cost. On the 400-km TransNagaland Highway, Rio stated that highway would connect Tizit in Mon to Khelma in Peren district bordering Assam via Dimapur town and across six districts of Nagaland along the foothills. It would connect the State with Arunachal Pradesh in the north and Assam in the south, he added. He stressed this road would improve connectivity and boost economic activity. He also urged the Centre for declaration of the alignment as national highway and give expeditious sanction to the project. Rio also highlighted the need to expand railways in the State and said the Dimapur-Zubza railway

line was underway while the Dimapur-Tizit railway line along the foothills needed to be expedited. Raising the long-pending demand for an economic development package for Eastern Nagaland districts, Rio said a meeting was held between Home ministry and state government last month after which a MultiDisciplinary Committee was constituted by the MHA on June 12 with directives to submit its report on or before August 31, 2019. The chief minister further thanked Government of India for converting all Centrally-sponsored schemes (CSS) of the North-eastern region into 90:10 funding pattern and for making the North East Road Sector Development Schemes 100% Centrally funded. He hoped the Centre would convert all existing CSS to 100 % Central funding for the North Eastern region and Himalayan States.

NEW DELHI, JUN 16 (AGENCIES): hairing an all-party meeting on the eve of the first session of the new Lok Sabha, Prime Minister Narendra Modi on Sunday invited heads of all parties to a meeting on June 19 to discuss the “one nation, one election” issue and other important matters. Noting that there are many new faces in this Lok Sabha, Modi said the first session of the Lower House of Parliament should begin with “fresh zeal and new thinking”. Addressing the media after the meeting, Parliamentary Affairs Minister Prahlad Joshi said the prime minister urged leaders of all parties to “introspect whether members of Parliament are able to fulfil people’s aspirations as their representatives and the manner in which last two years of the 16th Lok Sabha were wasted”. An all-party meeting is a customary procedure before the beginning of every session of Parliament to ensure its smooth functioning. Joshi said that government has requested all parties, especially the opposition,

for their cooperation for the smooth functioning of both Houses of Parliament. In order to build esprit de corps, Modi has invited presidents of all those parties who have an MP either in Lok Sabha or Rajya Sabha for a meeting on June 19. The meeting has been called to discuss “one nation, one election” issue, celebrations of 75 years of India’s Independence in 2022 and 150 years of Mahatma Gandhi’s birth anniversary this year, he said. It will be followed by a dinner meeting with all MPs of both Lok Sabha and Rajya Sabha on June 20 to freely interact and exchange views with the government, Joshi said, adding that these two novel initiatives would go a long way in building team spirit among all parliamentarians. At today’s meeting, the opposition demanded discussion on issues such as farmers distress, unemployment and drought should be debated upon in Parliament. After the meeting, Modi tweeted, “We had a fruitful all-party meeting today, the first one after the

election results and before the start of the Monsoon Session. Thankful to the leaders for their valuable suggestions. We all agreed on the smooth running of Parliament so that we can fulfil people’s aspirations.” Speaking to reporters after the meeting, Azad said that all those bills which are in the interest of the people “we are not opposed to them”. There should be a discussion on farmers distress, unemployment and drought, he said. He also called for early conduct of Assembly elections in Jammu and Kashmir, currently under President’s rule, asserting that if Lok Sabha polls can be held then why not state polls. It appears that the Centre wants to run the state through the Governor’s administration, he alleged. C o n g r e s s ’s A d h i r Ranjan Choudhary and K Suresh were also present at the meeting. TMC’s Derek O’Brien demanded that the Women’s Reservation Bill, which seeks to reserve onethird of all seats for women in Lok Sabha and state Assemblies, be brought immediately in the session.

IMA to go ahead with nationwide strike today NEW DELHI, JUN 16 (PTI): Indian Medical Association (IMA) on Sunday said it will go ahead with its strike on June 17 with withdrawal of non-essential health services across the country in the wake of the recent assault on doctors in West Bengal. The IMA said all non-essential services, including outdoor patient department (OPD) services, will be withdrawn for 24 hours from 6 a.m. on Monday to 6 a.m. Tuesday. Emergency and casualty services will continue to function, it said. The announcement came a day after Union Health minister Harsh Vardhan asked states to consider enacting specific legislation for protecting doctors and medical professionals from any form of violence. The apex medical body, however, demanded a comprehensive central law in dealing with violence on doctors and healthcare staff, and in hospitals. Security measures and the determinants leading to violence should also be addressed, it said in a statement. Exemplary punishment for perpetrators of violence should be a component of the central law and suitable amendments should be brought in the IPC and CrPC, IMA said.

It may be mentioned that the medical body had launched a four-day nationwide protest from Friday and wrote to Union Home Minister Amit Shah demanding enactment of a central law to check violence against healthcare workers. Nineteen states have already passed legislations in this regard and in 2016, an inter-ministerial committee’s recommendations document was signed by the IMA with the central government, the medical body said. Hospitals should be declared as “safe zones”. Structured safety measures, including a three-layer security, CCTV cameras and restriction of entry of visitors should be well defined and enforced uniformly across the country in all sectors, it said. “Healthcare violence has its origin in high expectations, lack of infrastructure and inadequate human resources. Issues of medical profession involving doctor-patient relationship, effective communication regarding the nature of illness and professional counselling play a part as well. “The IMA expects the government of India to provide for each of these components,” according to the statement.

State IMA branch, IDANSB to join strike DIMAPUR, JUN 16 (NPN): In view of the nation-wide protest called by the Indian Medical Association (IMA), the Nagaland branch IMA has informed that all non-essential medical services will remain suspended from 6 a.m. on June 17 to 6 a.m. on June 18. Meanwhile, Indian Dental Association, Nagaland State Branch (IDANSB) has strongly condemned the frequent act of violence on doctors and hospitals, and the recent incident at NRS medical College, Kolkata. While urging all its members to extend support to the Indian Medical Association (IMA) nationwide strike on June 17, IDANSB president, Dr. Nungotso Vero has requested all members also to suspend all OPD/clinical services, except emergency and admitted patients from June 17, 6 a.m. to June 18, 6 a.m. K Y M C
