After talks fail, NEAN to continue cease work
DIMAPUR, JUN 15 (NPN): As talks between the NHM employees and the state government failed to break the deadlock, the NHM Employees Association of Nagaland (NEAN) Monday announced that since there was no positive outcome, it has decided to continue with the ongoing “total cease work”. In a press release, NEAN said the members had a meeting with the head of department of H&FW and officials on June 15, 2020. However, NEAN termed it as “very unfortunate” that no concrete decision/commitment/assurance could be provided by the principal director and the mission director to its demands. NEAN has appealed to all responsible to extend support and understand the hardships and step-motherly treatment meted out to NHM employees. NEAN said its members have been dedicating their service to society for so many years especially sacrificing their life during this COVID-19 pandemic and with meagre remuneration. NEAN expressed deep regret for the inconveniences

verbally to redress our grievance without any positive outcome.” NEAN also accused the department of continuing with “illegal action” and treating NHM employees as second class citizens and that its members were “expected to be always the yes men.” Asserting there was a limit to hardship and tolerance, NEAN said the employees assure they would continue to serve the people, but not
before their grievances are redressed. NEAN also appealed to the public to understand and support their movement. It expressed confidence that the people will support it “because we have tried our best to serve the people even with meagre fixed salary and step-motherly treatment by the government” till it was faced with the extreme illegal action of the government.
NJDA demands fresh Advt; revocation of cabinet decision

agaland Junior Doctors’ Association (NJDA) has demanded revocation of the “unethical” regularisation of 27 posts of medical officers (MOs) in the department of health & family welfare(DoHFW)recently, and issuance of fresh advertisements for open and fair recruitment. NJDA through its media cell, has also demanded withholding of 36 MO posts advertised on contingency basis, till a consensus was arrived at. It also demanded immediate creation of no less than 100 general duty medical officer (GDMO) posts within the current
financial year to overcome the acute shortage of doctors in the State. NJDA also insisted that the State government ensure that all Foreign Medical Graduates (FMGs) clear their Medical Council of India (MCI) exam in order to enable them to practise Nagaland, as without it, their credentials would be highly questionable. NJDA expressed shock at what it described as “insensitive response and his total lack of compassion” on the part of principal director(DoHFW) Dr Vizolie Z Suokhrie after several memorandums were submitted to the directorate and
meetings held between with him and its office-bearers. NJDA said Suokhrie’s remark “there is no question of fair or unfair....in a situation where nobody wants to apply...some have come and that is one thing” was rhetorical and lacking in logic with no substantial explanation on how government took policies. “When the principal director is supposed to look after the welfare and grievances of its juniors, such ignorant and stepmotherly treatment towards the doctors’ fraternity has completely demoralised its members,” NJDA noted. Nagaland chief minister Neiphiu Rio Monday said that the decision to recruit doctors recently was based on the open advertisement. Informing this during the press conference at the secretariat conference hall, Rio pointed outthat though some doctors had applied, their papers were not complete while a few of them were already recruited. He assured that the Health & Family Welfare (H&FW) department was on the job to resolve the matter. Rio also clarified that service cadre of National Health Mission doctors was different as they were working under a mission funded by the Centre while the State government had to follow service rules and guidelines. He explained that owing to acute shortage of doctors and nurses, the cabinet decided to recruit 53 doctors and 143 nurses to help manage the pandemic, adding the salary expenditure on account of these new posts was estimated at Rs 11.07 crore annually.

KOHIMA, JUN 15 (NPN): Nagaland chief minister Neiphiu Rio on Monday informed that the state government has spent Rs 127.11 crore so far in fighting COVID-19 pandemic. Highlighting the expenditure on COVID-19, Rio, who also heads the High Powered Committee, informed media persons here at the secretariat conference that out of Rs 127.11 crore, Rs 24.75 crore was received from the Central government while Rs 99.42 crore was spent from the State’s own resources and Rs 2.95 crore was spent from CM’s Relief Fund. He claimed that his government had been providing financial assistance to Nagas stranded in different parts of the country, bearing the cost of bringing them and keeping them in quarantine centres, all at the cost of the State exchequer. He said preparation of quarantine centres by repairing and furnishing them, setting up BSL labs, procuring TrueNat testing machines, ventilators, medicines and personal protection equipment for

KOHIMA, JUN 15 (NPN): The State government is all set to set up the much-awaited Staff Selection Board (SSB) within one month. This follows a meeting of chief minister Neiphiu Rio and his council of ministers/legislators with Naga Students’ Federation representatives here on Monday. Later addressing media persons here, NSF president Ninoto Awomi said the federation’s long-pending demand to set up SSB was finally heeded by the State government as the chief minister informed the meet-
ing that his government had in principle approved setting up of SSB, adding that upon NSF’s insistence Rio assured to set it up within one month. He exuded confidence that the government would upheld its assurance and set up the board within the given timeframe. Awomi said the NSF team also took up the issue of NHM Employees Association Nagaland (NEAN) grievances during the meeting to which Rio said he was ready to discuss the issue with the aggrieved party. Acknowledging the grievances of NHM employees, he said the federa-
tion however felt that Naga people should not be at the receiving end in the tussle between the State government and NEAN in view of the COVID-19 pandemic. Extending solidarity to NEAN, he said the current issue was about serving the community and here therefore appealed to NHF employees to give up their indefinite stir and resume work. Awomi said NSF representatives also discussed the measures being taken up for giving employment opportunities to thousands of Nagas who were working outside but had returned to Nagaland (Cont’d on p-4) now.
DIMAPUR, JUN 15 (NPN): Nagaland on Monday registered nine new COVID-19 positive cases while four infected returnees have also recovered from the virus, taking the state’s tally to 177 cases-- 85 active and 92 recovered. In a tweet, Health minister S. Pangnyu Phom said that the 9 new cases of COVID-19 +ve were reported out of 418 samples tested. 5 were from Dimapur QC & 4 from Peren QC, he said. All positive cases have been shifted to the respective district COVID-19 hospitals for treatment while those who had recovered, were shifted to the COVID care centre. According to state Health department data, the four persons who had tested negative were from Dimapur COVID hospital. KOHIMA, JUN 15 (NPN): State chief minister Neiphiu Rio on Monday told newsmen Rs 0.24 crore was collected from COVID-19 cess in April and Rs 3.36 crore in May, while the total collection in 2020-21 was estimated at Rs 37.25 crore. “The collections so far are a fraction of what we have already spent without budgetary support,” he added. He said his government took a considered decision to levy COVID-19 cess following a preliminary assessment of the levels of expenditure that would have to be incurred to fight the pandemic, especially considering the need to build health infrastructure and for procurement of machinery and equipments, including protective items and medicines. He mentioned that the coming months would continue to see significant expenditure in transportation of returnees, food, purchase of medicines and equipments, completion of BSL labs and purchase of equipments and consumables for the labs and investments that would be required in the district hospitals to facilitate them in dealing with increasing number of COVID-19 positive (Cont’d on p-8) cases.

NPFLF appeal to H&FW, NEAN to end deadlock DTF charts re-opening plan DIMAPUR, JUN 15 (NPN): Naga People‘s Front Legislature Party (NPFLP) has called upon the state government and National Health Mission Employees Association (NEAN) to come to the negotiating table and hammer out a solution without further delay, saying common men would ultimately suffer the most if the deadlock continued. NPFLP through its information and publicity wing said that NEAN’s grievances were “genuine”, which deserved all out support. However, the party asserted that call for ‘cease work’ and the subsequent absence of medical personnel from duties would have adverse effect on the general public. Po i n t i n g o u t t h a t COVID-19 pandemic was not going away anytime soon, the NPFLP said that with shortage of medical professionals working on the ground, the day-to-day functioning of
hospitals and health centres including quarantine centres would be immensely affected. As such, NPFLP said it was essential for NEAN to weigh the pros and cons thoroughly as the welfare and wellbeing of the mass was most important. Meanwhile, the party termed as “haphazard and unsystematic” the state cabinet decision to regularise the post of 27 GDMOs appointed on contractual basis on May 27, 2020 for a period of 12 months on the excuse that there was shortage of manpower to contain COVID-19 pandemic. NPFLP said the state government failing to address the grievances of NEAN, but deciding on regularisation of contract appointees has given birth to the present crisis. NPFLP has, therefore, asserted that the state government must own complete responsibility.
Opposition NPF has urged the state government to address the grievances of NHM employees and break the deadlock so various health centres across the state start functioning normally again. NPF through its press bureau said that lives of people must not be imperilled because of ‘blatant and atrocious nepotism’ of the government. NPF has, therefore, demanded that the state government immediately break the deadlock and work out the modalities. Expressing deep concern over the imbroglio in the state health and family welfare (H&FW) department, the NPF said that the decision of commissioning public servants without following the laid down procedures was “a blatant and atrocious disregard for the law governing the land and can only be termed as an act of Nepotism.”

an ambitious project undertaken by Renbemo Murry, a young entrepreneur. Renbemo, while interacting with Nagaland Post maintained that the area of the farm covered 40 acres of fertile and potential soil. He also mentioned that the orchards will be irrigated under drip irrigation system. Furthermore, Murry also plans to invest more resources on the orchard development in the coming days. Renbemo puts in self labour at the farm and hopes to encourage more youngsters to take up farming on a large scale.
During the visit, the department highlighted on the various aspects of cultivation and even pointed out some tips on how best to manage the various crops. The farm inspection of the advisor along with department head has certainly given the much needed boost and motivation to the young budding entrepreneur. It may be mentioned that the department has been assisting the farm in terms of planting materials, irrigation, fertilizers and information on planting techniques, management and post harvest guidance.

Government steps up preventive measures to combat COVID-19
DIMAPUR: State government has intensified preventive measures even as more returnees arrive from other parts of the country. The district administrations continues to remind people about social distancing and using all the essential preventives for their own safety and for others. More TrueNat laboratories are being set up in various districts to meet the requirements of the situation. Various churches continue to look out for the returnees in quarantine centres not only for their physical comforts but for spiritual needs as well. Social organisations along with concerned departments are contributing fresh organic vegetable to the quarantine centres. Meanwhile, keeping in view the harmful effects on tobacco consumption, some responsible social groups are keeping a check on sale of such products.

Deputy commissioner Dimapur, Anoop Khinchi convened a meeting of Dimapur DTF members on June 15 and deliberated on issues pertaining to COVID-19. According to DIPR report, the meeting decided for intensifying awareness campaign to educate the people on the importance of social distancing, wearing masks and maintaining hand hygiene as COVID-19 was bound to stay for a long time. DC Dimapur informed that latest test carried out for 350 persons only 5 positive cases were detected and was optimistic that the number of positive cases would continue to dwindle down in the near future. Commissioner police Dimapur, Rothihu Tetseo reminded the members not to give too much importance on the negative circulation of fake news in different social media platforms.
Self Help Groups (SHGs) and Village Level Organisations (VLOs) under Nagaland State Rural Livelihood Mission (NSRLM), Dimapur, distributed a truckload of fresh vegetables and rice bags to different quarantine centres in Dimapur, namely Agri Expo 4th mile, Government College Dimapur and Livingstone Foundation Hr. Sec. School on June 13. A press release from NSRLM stated that, the fresh vegetables and rice bags were contributed by different SHGs and VLOs under Chumukedima block, Niuland and Kuhuboto blocks of Dimapur district. SHGs from Manglamukh village, Dhansiripar block also donated fresh vegetables to the Ganeshnagar quarantine centre. Programme manager livelihoods (PM Lds) Atenjen Lemtur and the livelihood staff of NSRLM, under Dimapur district collected the vegetables from the different villages and distributed to the different centres.

(PTI) Guwahati/ IMPHAL, Jun 15 (PTI): With 40 more people testing positive for coronavirus on Monday, Assam’s COVID19 count reached 4,158, state Health and Family Welfare Minister Himanta Biswa Sarma said.
The fresh cases were reported from six districts. “A l e r t ~ 4 0 n e w #COVID19+ cases reported. 31 Jorhat, 3 Dhemaji, 2 Biswanath, 2 Dhubri, 1 Lakhimpur, 1 Dibrugarh,” the minister said in
a tweet. The state now has 2,187 active coronavirus cases. So far, eight patients have died due to the disease in Assam, while 1,960 have been cured and discharged from hospitals,
Sarma said. Besides, three more patients have migrated to other states. In a separate tweet, Sarma said Assam is conducting around 10,000 COVID-19 tests daily and has so far tested 2,17,088 samples in 11 laboratories and some outsourced centres. “Pleased to share that pursuing our policy of proactive & aggressive testing for #COVID19, Assam Govt has completed 2.17 lakh tests. We’ve been carrying out approx 10,000 tests per day after having ramped up our capacities. My compliments to our doctors & staff,” he said. After inter-state movement through road, rail and air was allowed, Assam saw a huge spike in the number of COVID-19 cases. To screen all the people coming from outside the state, the government has imposed a mandatory institutional quarantine policy for everyone, barring some exceptions.

NPF said it should been the extension of contracts till such time the government needed their services. The opposition party said that another “unpleasant” fall-out of cabinet “arbitrary” decision would be the burden on the state exchequer. It said that salary/emoluments of those contractual workers recruited due to COVID-19 pandemic could have been borne out of COVID-19 fund. However, NPF said their regularisation would place an additional burden over a few crore rupees every year on the state budget, which the government was “struggling” even to meet the salaries of the existing state government employees. The opposition party demanded that the cabinet decision be put on hold regarding regularisation of the contractual and contingency medical staff. It alleged that the “authoritarian attitude” of the PDA government would set a very dangerous precedent for the post-pandemic governments and the future Naga generations.

Imphal, Jun 15 (IANS): Two mortar shells of the Wo r l d Wa r I I p e r i o d were disposed of through controlled detonation in Manipur’s Churachandpur district, police said on Monday. C h u r a c h a n d p u r ’s Superintendent of Police Amrita Sinha said that the unexploded shells were disposed of on Sunday at an isolated location. Tollen villagers had found one of the 50mm shells while digging a grave and another during cleaning a nearby riverbank around three months ago. The villagers did not inform police or other authorities and instead kept the shells in a residential compound, the police officer said. After a social activist tipped off police about the two shells, police took along a bomb disposal unit and seized them.
Assam gas well fire: tremors continue to jolt nearby areas Guwahati, Jun 15 ( Ag e n c i e s ) : A s s a m government on Monday asked a group of scientists to conduct a study on the tremors being felt at Baghjan in Tinsukia district, where a natural gas well of Oil India Limited (OIL) caught fire on June 9, two weeks after it started releasing gas and oil condensate following a blow-out. Chief Minister Sarbananda Sonowal met scientists of Indian Institute of Technology-Guwahati (IIT-G) and CSIR-North East Institute of Science and Technology (CSIR-NEIST) and asked them to conduct the study on emergency basis and submit a report so that the government can take appropriate steps.
During a visit to the site along with union petroleum minister Dharmendra Pradhan on Sunday, Sonowal had promised that a study would be done to probe the reasons for the tremors. Since June 9 when the well caught fire, residents of Baghjan and Natun Rongagora villages which are close to the site, have been complaining of repeated tremors. Some houses have also developed cracks due to the tremors. “We started experiencing tremors from Wednesday, a day after the well caught fire. That night the tremors lasted for nearly 1012 hours and walls of several houses got cracked,” said Hiren Senapati, president of eco-development committee
of Natun Rongagora. “The tremors have been happening intermittently now. Nearly 80% of our villagers are staying in relief camps, the rest who were in their homes are scared to live there because of the tremors, which could be around 5 on the Richter scale,” he added. Meghalaya to allow marriages in churches COVID-19 cases near Correspondent 500 mark in Manipur
Manipur on Monday recorded the highest number of recovery from COVID-19 as 60 patients were discharged after recovering from the deadly disease. However, with 32 more returnees testing positive in the last 24 hours, the COVID-19 case has increased to 490 on Monday. Of these 490 cases, 339 were active. The official figure showed that 22 patients were discharged from Covid care facility of RIMS hospital while 38 patients were discharged from Covid care facility of JNIMs hospital. Meanwhile, out of 1232 samples tested for the virus in the two state level VRDLs at RIMS and JNIMS, 32 were found positive for the virus, taking the total of COVID-19 infections in the state to 490. Shillong, Jun 15: The Meghalaya government on Monday decided to allow marriage ceremonies in places of worship under strict safety protocols. “During a review meeting chaired by chief minister Conrad Sangma, we discussed this issue and decided that marriages would be allowed to be solemnised in places of worship,” said deputy chief minister Prestone Tynsong. “Those parties wanting to get permission should submit their application to the concerned deputy commissioner to acquire permission in this regard. But strict protocols should be followed,” he added. Tynsong said the government has received several petitions from various religious organisations to allow marriages to be solemnised in religious places. The government, which had initially decided to re-open places of worship from June 14, later kept it on hold in the wake of rise in COVID cases.
Karbi Anglong sand quarry owners oppose strike Correspondent DIPHU, JUN 15: Sand Mahaldar & Supplier’s Association (SMSA) Karbi Anglong has opposed the Karbi Anglong Sand Supplier Association (KASSA) imposing indefinite ban on the supply of sand to Dimapur since Saturday last. In a press release, SMSA president Kangjang Terang said that the KASSA does not usually do business/buy sand from the government allotted sand mahals under Karbi Anglong Autonomous Council. SMSA, therefore, asserted that it did not support the indefinite bandh on sand supply, adding that it had nothing to do with Karbi Anglong Sand Supplier Association. The association said it was improper to give bandh call, adding that strict legal actions against the Karbi Anglong Sand Supplier Association and its members should be initiated by the district administration

Arms, ammo recovered from Chirang forest KO K R A J HA R , J u n 15 (Agencies): The Chirang-based Army unit in a joint operation with Assam Police, 210 Cobra Battalion, and 6 Bn SSB unearthed a huge cache of arms, ammunition, and explosives in Chirang district. The arms, ammunition, and explosives were recovered from inside Chirang Reserve Forest. On a tip-off regarding the presence of illegal arms and ammunition in the forest area of Lal Pathar in Chirang, a joint operation was carried out. A massive search with metal detectors continued for 12 days in the forest and a suspected spot was located. After digging by the Army and police personnel, a hidden cache of arms and ammunition was found. The cache includes a
huge amount of firearms, ammunition, grenades, and RPGs. The police, after the recovery, stated that efforts are on to maintain peace and tranquility in the region. It is suspected that the arms, ammunition, and explosives cache could be used to create unrest and tensions in the Bodoland region of Assam, where peace has returned as all the NDFB factions have come overground and dissolved their outfits. IMPHAL, Jun 15: Board of Secondary Education Manipur (BOSEM) on Monday announced the Class 10 exam results with pass percentage of 65.34%. Even though the top position was secured by girls, boys outperformed girls with a pass percentage of 70.88. A total of 70 students secured the top 25 positions. The pass percentage of Imphal West district was 62.39 per cent while that of Imphal East was 57.70 per cent. NEW DELHI, JUN 15 (PTI): Political parties should forget their differences and join hands in the battle against the COVID-19 pandemic in Delhi, Union Home Minister Amit Shah said on Monday after chairing an all-party meet. Leaders of the BJP, the Aam Aadmi Party (AAP), the Congress and the BSP attended the meeting with the Home Minister, who had on Sunday announced a slew of measures, including ramping up of testing facilities, after holding discussions with the Delhi government and the civic bodies on the coronavirus crisis. Pitching for political unity to inspire confidence among the people, Shah appealed to the representatives of the four parties to urge their workers to ensure implementation of the Delhi government’s coronavirus guidelines on the ground. These steps will enhance public trust and the COVID-19 situation in Delhi will improve soon, Shah said. of the BJP-led central government. “Shah called on the parties to mobilise their party workers to help implement the decisions taken by the central government for the welfare of the people of Delhi,” the spokesperson said. “He appealed all the parties to rise above political differences in the interest of the people. Political unity will create confidence among the public and lead to improvement in the pandemic situation in the capital,” he said. Shah said, “We all have to stand united under the
leadership of Prime Minister Narendra Modi in this fight against the pandemic.” The home minister said COVID-19 testing in Delhi has to be increased by adopting new techniques. The meetings have been held in the wake of a spurt in novel coronavirus cases in the national capital. After the Sunday meeting, Shah had announced that COVID-19 tests would be started at every polling station in the containment zones and a comprehensive house-to-house health survey would be conducted in the hotspots for contact tracing. He had said testing for coronavirus will be doubled in Delhi over the next two days and subsequently tripled. In view of a shortage of beds for coronavirus patients in Delhi, the Modi government has decided to immediately provide 500 railway coaches, which will be equipped with all facilities, Shah had said. The pandemic has infected over 41,000 in the national capital so far and claimed more than 1,300 lives.

PA T I A L A , J U N 1 5 (AGENCIES): The Patiala Media Club on Monday filed a complaint against controversial singer Shubhdeep Singh Sidhu Moosewala for allegedly threatening the media for writing against him and also for using highly rude language against the journalist fraternity. The complaint was handed over to Patiala SSP Mandeep Singh Sidhu, who has assured of a thorough investigation into the case. “The singer has even asked his supporters to thrash mediapersons. In a live video, viral on social media, he took names of some media organisations and said that he is least bothered about writings and news against him. He has used highly offensive language against the fraternity and said that they should be cautious in future if they write or air any news against him. He said that if done so, they will face the consequences,” said the club president Gurpreet Singh Chatha who along with senior members of the club met the SSP at his office.
NEW DELHI/ISLAMABAD, JUN 15 (PTI): Pakistani authorities on Monday detained two officials of the Indian high commission in Islamabad in a case of alleged “hit and run” and released them after over 10 hours following India’s strong demarche and a blunt message to Islamabad that the duo must be freed immediately. The Pakistani action is seen as a retaliation for the expulsion of two Pakistani High Commission officials by India on charges of espionage two weeks back. Pakistani media reported that the two Indian staffers were arrested by Pakistani agencies for their alleged involvement in a “hit and run” case, but there was no official word on it from Islamabad. The non-diplomat staffers were back in the high commission after they were released by Pakistani authorities, government sources said, adding they left the mission in a vehicle at around 8 AM (Pakistan time) but did not reach their destination.
In the morning, the two staffers in Islamabad went missing following which India took up the matter with the Pakistan Foreign Office, sources said. Within hours of the development, India summoned the Pakistan charge d’affaires Syed Haider Shah to the Ministry of External Affairs in New Delhi and served him a demarche, lodging its strong protest over the reported arrest of the two officials. In the demarche, it was made clear to Shah that there should be no interrogation or harassment of the Indian officials and the responsibility for their safety and security was squarely on the Pakistani authorities, sources said. Pakistan was also asked to return the two officials along with the official car of the high commission immediately. The two staffers are believed to be CISF personnel and working as drivers at the mission. According to Pakistani media, they were charged with rash driving, hitting a pedestrian and for carrying
fake currency. The two were arrested after a BMW car hit a pedestrian who was walking on the city’s Embassy Road at around 8am, Geo News reported, quoting some eyewitnesses. Police later discovered that the two persons were from the Indian high commission. The incident comes two weeks after India expelled two Pakistan High Commission officials here on charges of espionage. India had declared Abid Hussain and Muhammad Tahir as ‘persona non grata’ after they were found obtaining sensitive documents relating to movement of Indian Army troops from an Indian national, according to authorities here. Following their expulsion, Pakistani agencies started harassing a number of mission officials in Islamabad including charge d’affaires Gaurav Ahluwalia. Ahluwalia’s car was aggressively tailed by Pakistani agencies on at least two occasions following which India lodged a strong protest with the Pakistan Foreign Office.

All these rules are to do with certain administrative procedures. The petition argued that the notification could be misused by unscrupulous sections to conduct sex determination tests freely.
Complete lockdown in Chennai from June 19 C H E N NA I , J U N 1 5 (AGENCIES): Just days after claiming that the state government had no plans to announce another lockdown in the state, the Tamil Nadu government has declared that Chennai and parts of Chengalpattu, Kancheepuram and Thiruvallur districts will go under complete lockdown from June 19 to June 30. Grocery shops, vegetable shops, petrol bunks, and mobile markets can remain open between 6.00 am and 2.00 pm. People driving to the market in their private vehicles will be allowed to travel only within 2 kms from their house. The blanket ban will mean that only essential services and travel for medical emergencies will be permitted in the four districts. Under the National Disaster Management Act of 2005, starting from the midnight of June 19, the lockdown will continue for 12 days until the end of this month. This decision comes after Chief Minister Edappadi Palaniswami consulted a panel of medical experts regarding the current situation in Chennai and its neighbouring districts which has seen a growing number of COVID-19 cases deaths over the last month. In Chengalpattu district, Chengalpattu and Maraimalai Nagar towns, Nandivaram, Guduvancheri and Kattankulathur areas will be locked down. In Kancheepuram, only the areas that fall under the limits of the Greater Chennai City police will fall under the new lockdown norms. Speaking to the media the expert panel stated that they had told the state government that further restrictions were required to control the spread of the virus. E-passes will be provided for those people requesting to travel out of Chennai only for events like weddings, deaths and medical emergencies. For those coming to these four districts from outside the state through air, trains and ships, the present norms will be applicable.

FIR against Cong leader Digvijaya for tweeting ‘edited’ video of CM Shivraj BHOPAL, JUN 15 (AGENCIES): Madhya Pradesh Police registered an FIR against Congress veteran Digvijaya Singh and 11 others on Monday in a case of circulation of an alleged “edited” video of Chief Minister Shivraj Singh Chouhan’s old statement on the liquor policy of the previous Kamal Nath government. Singh said he had no objection to the FIR against him, but the police should also investigate the source of the video and who “edited” it. On Sunday night, leaders of the ruling BJP submitted a complaint to the police, demanding that an FIR be lodged against Singh for tweeting the alleged “edited” video. In the video, Chouhan is purportedly seen commenting on the liquor policy of the previous Kamal Nath government. “On the basis of the complaint, a case has been registered against 12 people, including Digivijaya Singh and Avinash Kadbe (MP Congress’ social media coordinator),” Additional Superintendent of Police Nishchal Jharia told PTI. They have been charged under Indian Penal Code Sections 500 (defamation), 501 (printing or engraving matter known to be de-
famatory), 505 (2) (public mischief) and 465 (forgery), the official said. Jharia said the FIR was registered after the complaint received from BJP leaders was found to be “right” in preliminary investigation. “Further action would be taken after the investigation, he said. Reacting to the development, Digvijaya Singh said the BJP is upset as he raised an issue of cheating in Chief Minister Chouhan’s constituency. “The BJP has been fuming and is perturbed since I wrote to Chouhan that tribals in his constituency Budhni were duped of Rs 450 crore by his agents. No action was taken during Chouhans (previous) tenure. I wrote to him that if no action would be taken, I will be forced to sit on a dharna at the CM’s residence, Singh told reporters. He also demanded an FIR against those who duped the tribals in Chouhan’s constituency. “I don’t have any objection to the FIR (against him), but it should be investigated what is the source (of video) and who edited this? The BJP and Modi-Shah bhakts edited Rahul Gandhis video and circulated it and are running fake news. “Action should also
be taken against them,” he said. State Congress president and former chief minister Kamal Nath criticised the action against Digvijaya Singh. “The BJP government is continuously showing its malicious thinking by taking oppressive action against Congress leaders in the state, Nath said. He said the BJP government is setting a “wrong tradition” in the state. People associated with the BJP are constantly doing dirty politics against Congress leaders and trying to spoil their image, they have made false complaints against Digvijaya Singh over a viral video, he said, adding that action should be taken against those who created the video. On Sunday night, a BJP delegation, headed by former minister Umashankar Gupta, submitted a memorandum to the crime branch of Bhopal police. In their complaint, the BJP leaders said Chouhan had given a statement against the liquor policy of the then Kamal Nath government on January 12 this year. This 2.19-minute video was edited and a ninesecond cropped part of it was shared on Twitter by Singh to malign the image of the Chief Minister, they alleged.

NEW DELHI, JUN 15 (IANS): The Supreme Court on Monday declined to stay the Department of Health and Family Welfare’s April 4 notification whereby certain rules under the Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act were temporarily suspended. A bench headed by Justice U.U. Lalit issued notice on the plea challenging the notification, but refused to stay it. “See the kind of difficult situation the country is in... lot of medical professionals, doctors, required for all this work... we are in a national emergency and the relaxation is also only till June 30,” the bench observed, referring to the ongoing coronavirus pandemic. The apex court, however, allowed petitioner Sabu Mathew George, appearing through senior advocate Sanjay Parikh, to raise the issue, if it was renewed beyond June 30. Ju s t i c e L a l i t t o l d
NEW DELHI, JUN 15 (PTI): The average temperature over India is projected to rise by 4.4 degrees Celsius, while the intensity of heat waves is likely to increase by 3-4 times by the end of the century, according to a government report on the impact of climate change on the country. India’s average temperature has risen by around 0.7 degree Celsius during 1901–2018, largely on account of Green House Gases-induced warming, states the report by the Ministry of Earth Sciences. It is likely to be published by Science and Technology Minister Harsh Vardhan on Tuesday. The report has been prepared by the Centre for Climate Change Research, a cell under MoES’ Indian Institute of Tropical Meteorology, Pune. “By the end of the twenty-first century, average temperature over India is projected to rise by approximately 4.4 degrees Celsius,” the report states. t is most unfortunate, the Department of Health & Family Welfare(DoHFW) has got its tangled in a series of controversies that speak poorly of how the crucial department is being run. Even as Nagaland is faced with huge crisis posed by the COVID-19 pandemic, over 1000 employees under National Health Mission(NHM) administered by the DoHFW have resorted to ‘indefinite cease work’ from June 14(Sunday). The NHM employees under the banner of National Health Mission Employee Association Nagaland(NEAN), are on contract service since 2005. A majority of them have been in continuous service for at least ten years or more. The preparations for COVID-19 were smooth, much hyped but hugely untested. However, there remained shortage of doctors, nurses and health assistants and therefore, containing COVID-19 would be nothing short of herculean especially when thousands of returnees have been placed at various quarantine and hospitalisation of rising number of COVID-19 cases at various district hospitals. The shortage of doctors, nurses etc was highlighted earlier by the Nagaland Inservice Doctors’ Association(NIDA), which disclosed that there were only 51 specialists or only 23% of norms as prescribed by the Indian Public Health Standards(IPHS) in all 11 district hospitals. Also there were only 63 NonSpecialist doctors or 52% of IPHS norms and 200 staff nurses or 28% of IPHS norms in all the 11 district hospitals. NIDA maintained that as per IPHS norms, the state requires 207 specialists, 119 Non-Specialists and 645 staff nurses for all the 11 district hospitals. With COVID-19 cases rising and testing facilities still inadequate to dispense with over 5000 returnees in quarantine centres, the need for more medical doctors and health workers to manage the emergency situation has been warranted. While appointing doctors to mitigate the shortage under the plea of current pandemic, the DoHFW only managed to shoot itself on the foot when it regularised the services of 19 doctors on contract. This was followed by another order wherein 27 doctors who had been appointed purely on contingency basis on May 27,2020 had their services regularised on June 13,2020. Even under normal circumstances, it takes a few years for a regular employee to get regularised. Another group of doctors- Nagaland Junior Doctors Association- have expressed outrage at the blatant act of regularising services of contingency appointees. NJDA said the DoHFW flouted its own criteria in its advertisement that no appointee(s) will have the right to claim for regularisation. Further NJDA questioned the P&AR department as to, under what service rule could a Class-I gazetted post be advertised purely on contingency for one year and then appointment for six months, then converted as regular post even before the candidates submitted their joining report(s)?If established rules and procedures can be subverted then they are fit to be consigned to the dust bin. ACAUT reminded that the High Court Kohima Bench had directed the government to not regularise contract employees who have completed three years of continuous service. The state appealed against this order but it was rejected in 2017. The DoHFW had used a flimsy pretext of “one time relaxation of laid down rules and procedures” to make these appointments and earlier, it made huge purchases through questionable means under the plea of COVID-19 pandemic and got dragged to the court through two PILs. These are symptoms that the DoHFW is suffering from the khushi-khushi syndrome.

The routine of life is actually God’s way of saving us between our times of great inspiration which come from Him. Don’t always expect God to give you His thrilling moments, but learn to live in those common times of the drudgery of life by the power of God. It is difficult for us to do the “adding” that Peter mentioned here. We say we do not expect God to take us to heaven on flowery beds of ease, and yet we act as if we do! I must realize that my obedience even in the smallest detail of life has all of the omnipotent power of the grace of God behind it. If I will do my duty, not for duty’s sake but because I believe God is engineering my circumstances, then at the very point of my obedience all of the magnificent grace of God is mine through the glorious atonement by the Cross of Christ.

All of them agree that the forest floor should be burnt annually “to prevent further burning”. The ones in Kerala and Tamil Nadu see nothing wrong in a Schedule One animal like the elephant being beaten to death by the temples. The teachers in the so-called forest and wildlife institutes are chosen from these worthies and so they teach what they know – nothing. The number of animals killed by this service would probably be equal to the damage that poachers do. Unfortunately, since most of
the forest ministers are joyously self-proclaimed illiterates in this field, they bring nothing to the table except more misery – simply rubber stamping the diversion of huge tracts of forest for unnecessary and outdated technologies like dams. I have yet to meet a minister who even understands what an elephant corridor is. In fact, the “most loyal” politician is usually made the forest minister – because he puts up no resistance to any “development” project, like a cement factory or a five star hotel, in the heart of the forest. To all of them, a natural forest can easily be replaced by mono cultural plantation, and the animals in the forest can be replaced by a zoo. The day the rain controls us – in either its fury, as in Kolkata, or in stopping totally, is the day we will realize that we needed a specialist service. But by then it will be too late. The favourite targets of these politicians, bureaucrats and forest service “timepassers” are wild boar, nilgai and rhesus monkeys. So, let me tell you what will happen if you remove all three. The single most important animal to the forest is the wild boar. He is a major seed and fungi spreader and, through his constant rooting, he increases the forest and provides biodiversity. He reduces insect pests and carrion. He is the only species that eats the large fern, called bracken, which otherwise would not allow seeds to come up. Dear Nagas this situation is upon us and in our land and we have to step in to help. I think that every Naga can help in food production in Nagaland. All of us cannot be farmers but farming is a part of life and also an important part of our culture and at one point of time or the other, we all do it in a large way or in a small way. For the farmers who practice terrace cultivation, Jhum cultivation, waterlogging agriculture, subsistence farming, mix farming, crop rotation, commercial farming, animal husbandry, plantations, horticulture etc, it requires a huge plot of lands and resources, which every Naga don’t have it. But the rest of the Nagas who live in towns and cities in Nagaland, can also grow food in one way or the other and in some quantity. The best way to increase the production of the farmers is to increase the demand and consumption of locally grown organic food by the Nagas. I am not trying to say that Nagas are not doing it or have never done it before, but now it’s a call and request to all the Nagas to do more and to put these into practice and actions and achieve results. There are Nagas who have their own land and house in towns. For them, they can grow vegetables, herbs and spices, grow animals like Pig, Dog, Hen, Duck, Rabbit, Cow, Goat, Fish, rear honeybees, and plant fruits trees

Empty forest syndrome that the species has very high ecological importance and significantly contributes to the characteristics, as well as development, of terrestrial and aquatic ecosystems. He is a major food source for large carnivores. All these benefits are overlooked, and the wild boar is treated as a pest species for no reason except that farmers want to kill and eat wild pork. When all the wild boars have been hunted down, the forest and all the large cats in it will disappear. It is time for someone sensible in the forest hierarchy to objectively evaluate the importance of this animal. Nilgai is the largest Asian antelope, found all the way from the Himalayas to the state of Karnataka in the south. Nilgai eats grass, leaves, flowers and fruits, surviving long periods without water. They are mixed feeders, even eating the woody plants in the dry tropical forests of India. The nilgai can tolerate interference by livestock, and degradation of vegetation in its habitat, better than deer possibly because they can reach high branches and do not depend on surface vegetation. When a species becomes threatened or extinct, this removes a check and balance in
the food chain. If Nilgais are removed, the area of grassland, on which they graze, will increase hugely. A 1994 study drew attention to the ecological value provided by the Nilgai in ravines lining the Yamuna River. In summer, the faeces of the antelope contains nearly 1.6 percent nitrogen, enhancing the quality of the soil to a depth of 30 centimetres. Seeds in their droppings germinate easily and assist in afforestation. States like Himachal Pradesh are extremely brutal in their treatment of monkeys and have, in fact, killed thousands in the last ten years. Monkeys are prey, predator, and mutualist species in food webs, and influence ecosystem structure, function, and resilience. Their evolution, feeding ecology, and geographic distribution are closely linked to the diversification of flowering plants, herbaceous plants, shrubs, grasses, and most trees, a principal source of food for many animals and humans. Monkeys are highly frugivorous, and their relatively large size enables them to disperse small and large seeds over long distances, enhancing forest regeneration. In the absence of their seed dispersal, plant populations and their genetic
heterozygosity will decrease. For example, Madagascar lemur’s gradual extinction is causing certain Malagasy tree species to disappear. The population collapse in the heavily hunted forests of Amazonia has severely degraded forest dynamics and the sustainability of many hardwood tree species, with implications for their carbon-storing potential. Similarly, the hunting of gibbons in northern Thailand has had a negative effect on the demography of the lapsi tree which depends on them to disperse its seeds. The loss of primate seed dispersers has demonstrable impacts on human populations. For example, 48% of the plants whose seeds are dispersed by primates in the western regions of Côte d’Ivoire and 42% in Uganda have economic utility to local human inhabitants. In southern Nigeria, rural people rely on gathering primate-dispersed fruit and seed species. In a study published in February in the journal Oryx researchers found that many tree and plant species in the Congo rely exclusively on monkeys for seed dispersal. In the LuiKotale forest, where the study was conducted, 18 plant species were completely unable to reproduce if their seeds did not first travel through a monkey’s guts. According to the paper, if the monkey disappeared the plants would also likely go extinct. The research, by biologist David Beaune of the Max Planck Institute for Evolutionary Anthropology, found that monkeys eat for about 3.5 hours every

While for those Nagas who live in towns but don’t have their own land and house and live on rented houses, they can also grow vegetables, herbs and spices, on flower pots, buckets, old utensils, boxes, thermocols boxes, on the terrace, wall hangings, etc, and can keep at least one or two animals for consumption if the landowners allows to keep animals. We should also encourage one another and can even share pictures of our gardens and it’s harvest to our friends and other family members. Thus, when the Naga farmers, land owners, tenants or Nagas as a whole start to contribute according to their capacity and grow food crops and animals, then Nagaland will be self sufficient and self reliant in food production, storage, supply, and consumption within 7 years (just like the story in the BIBLE). This is possible and we can do it even without the intervention of the government. However, the intervention and assistance of the government to the Naga farmers is encouraged. It’s not only the duty of government or our leaders to make Nagaland great, self sufficient and self reliant, it’s the duty of every Naga. Is KVC wisdom questionable?

Likewise KVC cannot just waste its time at this crucial period countering irrelevant statements who acquire knowledge only from the classroom. However, I have been observing relentless attacks on Kohima Village Council by some unsurplus tribal apex body/individuals intentionally misinterpreting KVC press statement, ever since their representation submitted to the hon’ble Chief Minister on the 25th May 2020. The Kohima Village Council has maintained a stoic silence maintaining their stance up till today. As a citizen of Kohima village, I believe that no wrong has been committed by the council in their demand and therefore I have been compelled to put my observation in public domain for better understanding amongst the brothers and sisters living together in this cosmopolitan town. 1. KVC is fully aware that all the returnees are not residents of the state capital. Consequently, the concern raise by KVC on the implication of increased risk of spread of the virus to residents of Kohima, clearly indicates and includes all irrespective of tribe or community. It is to be understood that out of the total population of Kohima, Kohima village comprises of hardly 10%. Is this for the safety for our people alone? 2. Today many with tribal tone are up against KVC but the worst is yet to come. Very soon our frontline worker will be over burden not knowing whether to attend returnees quarantine centre or to treat COVID-
19 patients in the hospital. Under this prevailing situation, a time may come that a doctor may take a decision for whom to live and who to die. 3. Be it Medical College, Kohima or any other hospital a patient is not admitted on the basis of colour, tribe or community. Therefore, let us not make a non issue into an issue. Unlike any other state capital, Kohima is also more developed and advanced than any other district headquarters. So also Delhi the capital of the country is more developed than the rest of the state capitals. Therefore, it’s a blunder to equate state capital with the district headquarter in terms of development. 4. Kohima became the state capital of Nagaland neither by demand nor by choice of Kohima village but by virtue of being the British headquarter. To shift or not to shift is not our concern for we live by land and not by state capital. 5. Branding us as landlord of the state capital but in fact there are many more landlord than us from other district. Literally speaking there is not even an inch of land which is no-man’s land. Therefore, wherever the state capital maybe, landlords and landowner are bound to exist. 6. Do other states in India also quarantine the returnees’/migrant only in their state capital? If so, Kohima cannot be an exception. If at all quarantine is solely to be conducted in Kohima only why setup quarantine centre at each district headquarter. 7. KVC is not as narrow and fragile as you opine. Its main concept is that all citizens of the state capital live under a peaceful atmosphere. It is to be noted that ever since from the time of British rule till date it

he economic impact of the 2020 Covid-19 pandemic in India has been largely disruptive. India is fighting two wars in a way one is against the Corona Pandemic and the other is the economic crisis. India’s growth in the fourth quarter of the fiscal year2020 went down to 3.1% according to the Ministry of Statistics. Notably India had also been witnessing pre-pandemic slowdown and according to the World Bank, the current pandemic has “magnified pre-existing risks to India’s economic outlook”. The World Bank and rating agencies had initially revised India’s growth for fiscal year2021 with the lowest figures India has seen in three decades since India’s economic Liberalization in the 1990s.However after the announcement of the economic package in

Not only will the trees disappear, but so will many of the other species that rely on the trees for food or shelter. It’s a condition known as “empty forest syndrome”—the forest itself may still exist, but its biodiversity levels will crash, leaving it a pale shadow of its former self. There are so many forests like that in India – Brindavan, for example, in which the monkeys have disappeared and so has all other life. To minimize the effect in the economy caused by the Pandemic Outbreak, the central government thus announced much-needed relief measures in areas of Income Tax, Insolvency & Bankruptcy Code, Fisheries, Banking Sector& Commerce etc. Therefore, we must create an environment for investment and growth sectors that distress today, such as Agriculture, construction and power which can become engines of growth. Therefore, it will be good on the part of all those writers to approach the government particularly the district administration and enquire whether KVC and KVYO render any help to the government at this hour of distress or not in terms of physical, material, financial, etc. 9. It is imperative to know that not even one quarantine centre falls within urban area. All quarantine centres are in rural areas which is well within the jurisdiction of the village. Thus endangering the lives of people tending their fields. 10. Keeping in mind the interest and welfare of the citizena of Kohima. If any lapses on the part of the government, Kohima village will not hesitate to raise its voice come what may. 11. Over the years many Naga youngsters are of the view that Kohima village is manipulative and hostile towards the Naga people. In this regard it will be most appropriate to retrospect how your educated pioneers and missionaries were treated by the village 100 years ago when hotels and rental house were not in existence. However, this stigma will not prevent us from spelling out the truth which has been handed over to us by our forefathers. Lastly as a human being we have our own limit of patience. It has claimed the lives of lakhs of people across the country and Sushant Singh Rajput’s death has made many understand that mental health is a serious issue. Depression is often a silent killer yet many people who suffer from mental health disorder never seek help during their entire lives. A lot of people conceal their depression as they mask their symptoms and put on a “happy face” for others. No power can break Indo-Nepal ties: Rajnath
NEW DELHI, JUN 15 (PTI): Rejecting Nepal’s territorial claim, Defence Minister Rajnath Singh asserted on Monday that the Lipulekh-Dharchula road falls very much in India and conveyed the Modi government’s willingness to sort out the “misunderstanding” with the neighbouring country through dialogue. Singh stressed on the centuries-old ties between the two counties, noting that they were not only social, geographical, historical and cultural but also spiritual. India can never forget this reality and Indians can never have any bitterness towards Nepal, the defence minister added. “Our relations are not only of this world, but also of the ‘other world’ and they cannot be changed even if someone wishes so,” he said at a BJP’s virtual rally for Uttarakhand, the state in whose border region the road has been built. “These are no ordinary ties and we are bound

India rejected the claim asserting that the road lies completely within its territory. Nepal had last month released the revised political and administrative map of the country laying claim over the strategically key areas, more than six months after India published a new map in November. At pains to highlight the deep ties between the two countries, the defence minister spoke about the valour of the Gorkha regiment, whose soldiers are mostly drawn from Nepal, and noted that its battle cry is “Maha Kali, Aayo Gorkhali” (Goddess Kali, Gorkhas are here). “How can the IndiaNepal relations be broken?” he asked. “No matter how much fencing one does across Dharchula, these
ties cannot be ended,” he said. In his address, Singh also highlighted the work done by the Modi government and said it had delivered on a host of promises like abrogation of Article 370 and prohibiting instant triple talaq. Gap between politicians’ promises and their work had caused a “crisis of credibility”, but the Modi government has triumphed over it by delivering on the party’s manifesto, Singh said. The government has also been working to reduce India’s dependence on imports in the defence sector by boosting domestic manufacturing and exports of defence equipment. It has set an export target of USD 5 billion by 2024, he said. According to Singh, India has progressed a lot under the six years of Prime Minister Narendra Modiled NDA government and its economy had become fifth largest in the world from the ninth earlier.

In this regard, the DC informed that this is a violation of the prevention of Cruelty to Animal Act 1960 and the Acts and Rules under Animal Welfare Board of India. DC order that legal proceedings shall be initiated under Sections 428 and 429 of the Indian Penal Code and the Prevention of Cruelty to Animals Acts 1960 against any village authorities/ward authorities/ individuals/ groups acting in contravention to the Prevention of Cruelty to Animals Act 1960 and the Acts and Rules under Animal Welfare Board of India. DC further directed all pet owners to prevent their pets from straying outside respective home premises. Action shall be initiated under relevant section of the Disaster Management Act 2005 and Section 289 of the Indian Penal Code against the owner whose pets are found loitering/littering in the town/villages or causing danger to human life. All pet owners are to ensure and take all measures not to violate this order. All village authorities/ward authorities are to report any such cases to the undersigned for further necessary action.
DIMAPUR: NSCN (I-M) has paid tribute to late ‘lance corporal (posthumous) Hamyei Ngonyen, Naga Army No. 44529/17 of the Alee Command, Naga Army from Yongshie village under Phom region who gave his precious life while in the line of duty on June 14, 2019. A tribute message from NSCN (I-M) through its MIP stated that, late Hemyei born to Vange Ngonyen and had joined the Naga national service in February 2017. GPRN conveyed deep condolences to the bereaved family members and friends of late Hamyei Ngonyen. While conveying condolences and that God continue to comfort them and give them strength, the MIP also pray the Almighty God to grant the departed soul eternal peace and rest.

DIMAPUR: A 11-year-old boy and a 12-year-old boy drowned in a pond in Chumoukedima area. Dimapur police informed that it was a case of suspected accidental drowning. Both the bodies were retrieved by nearby residents from the pond. After completing all formalities, the bodies were handed over to the respective families, police said.
NEW DELHI, JUN 15 (IANS): Two mild-intensity earthquakes hit Rajkot district of Gujarat on Monday afternoon, a day after a 5.3 magnitude earthquake shook the region. According to the National Centre for Seismology, an earthquake measuring 3.5 on the Richter scale hit 132 km north by northwest of Rajkot at 3.56 p.m, while another measuring 4.1 struck 118 km north by northwest of it at 12.57 p.m. No casualties or damage to properties have been reported so far.A On Sunday night at 8.13 p.m, an earthquake of magnitude 5.3 on Richter Scale struck the same district. Several parts of the state, including Ahmedabad, had also felt the tremors. Since then, five earthquakes of above 3.0 on the Richter Scale have hit Katra in Jammu and Kashmir. The recent one of 3.9 magnitude was recorded at 6.31 a.m. on Monday.

NEW DELHI, JUN 15 (IANS): The Election Commission of India (ECI) on Monday announced biennial elections to nine of the 17 vacant legislative council seats in Bihar to be held on July 6. These 17 seats, more than 20 per cent of the total, are among the 75member Bihar legislative council that expired on May 6. Of these 17 members whose six years term ended on May 6, nine were elected from the Vidhan Sabha constituency, four from graduates’ constituency while another four from teachers’ constituency in 2014. NEW DELHI, JUN 15 (PTI): The Indian School Certificate Examination (ISCE) board on Monday told the Bombay High Court it would give its Class X and XII students the option to either take the pending examinations in July or have their final results determined based on internal assessment. The ISCE board had planned to conduct its pending Class X and XII board examinations in July after it got cancelled in March due to the COVID19 pandemic. The Maharashtra government had, however, opined that holding examinations given the current scenario was not viable. The board on Monday submitted a note to HC stating that it has decided to offer all students (in India and abroad) whose examinations are pending with an option to either take the pending exams in July or have their final results, in those subjects where exams have not been

Wholesale prices fall to 4.5 yrs low
New Delhi, Jun 15 (PTI): Prices in the wholesale market fell to a 4.5-year low level in May, recording a deflation of 3.21 per cent, due to sharp decline in fuel and power items even as food articles turned expensive. The Wholesale Price Index (WPI) has hit its lowest level since November 2015, when deflation was 3.7 per cent. “The annual rate of inflation, based on monthly WPI, stood at (-3.21 per cent) (provisional) for the month of May, 2020 as compared to 2.79 per cent during the corresponding month of the previous year,” the Commerce and Industry Ministry said in a statement on Monday. However, inflation in food articles during May stood at 1.13 per cent, as against 2.55 per cent in April. WPI inflation in pulses continued to remain in double digits at 11.91 per cent, against 12.31 per cent in April. In potato, inflation was 52.25 per cent, even as vegetables witnessed a deflation of 12.48 per cent in May. Inflation in protein-rich items like egg, meat and fish
was 1.94 per cent in May. Data collected by the government at the retail level, which was released last week, showed a year-onyear rise in food inflation at 9.28 per cent in May, led by pulses, meat and fish, and oils and fats. In fuel and power basket, deflation stood at 19.83 per cent in May, as against 10.12 per cent in the previous month. Manufactured products too witnessed deflation of 0.42 per cent during the month. Due to the nationwide lockdown imposed on March 25, the ministry had released truncated WPI inflation data for the month of April, with figures of food, primary articles and
fuel and power. However, it has advised its field offices to collect price data through electronic means and the final index for the month would be released next month. “Price data is collected from selected institutional sources and industrial establishments spread across the country online through web based portal maintained by the National Informatics Centre (NIC),” the Ministry said. The final print of March WPI inflation stood at 0.42 per cent as compared to its provisional levels of 1 per cent reported on April 14, 2020, the ministry said. ICRA Principal Economist Aditi Nayar said, while the rise in prices of some
may arrest the fall in the WPI going ahead, easing food price pressure portend a welcome moderation in retail food inflation. The minutes of the Monetary Policy Committee’s (MPC) last meeting revealed a considerable degree of alarm from some of its members, she said. “Accordingly, we expect the MPC to continue to prioritise alleviating the pain caused by the fall in economic activity, over management of inflation that will almost certainly turn out to be moderate in the near term. “Therefore, we expect another 25 bps cut in the repo rate, whenever the MPC chooses to meet next,” Nayar said. The Reserve Bank last month cut policy rates by 0.40 per cent, taking the key repo rate to its lowest ever 4 per cent. As per the minutes of the meeting of monetary policy committee, RBI Governor Shaktikanta Das underlined the need to ease financing conditions for reviving consumption and revitalising investment once the coronavirus-induced lockdown is lifted.

Rio further informed that the State government had provided an assistance of Rs 2,000 each (direct transfer to bank accounts) to 19,046 construction workers through the labour department from the cess fund to protect them from the impact of economic disruption due to the lockdown, which cost the state exchequer Rs 3.80 crore.
FM meets private banks, NBFCs India’s COVID-19 tally crosses 3.3 lakh to ensure liquidity to MSMEs New Delhi, Jun 15 (IANS): The government is going all out to ensure that liquidity concerns of the MSME sector are addressed on priority under its Emergency Credit Line Guarantee Scheme (ECLGS). As part of this, Finance Minister Nirmala Sitharaman on Monday chaired a meeting with private banks and NBFC to take stock of their preparedness to provide liquidity to the sector. Public sector banks are at the forefront of providing credit to MSMEs. In fact, 12 PSBs have disbursed
Rs 14,690.84 crore worth of loans under the scheme upto June 9. But private sector’s performance has been rather slow. “FM Smt. @nsitharaman chairing a meeting through VC with Major Pvt Banks & NBFC to ensure effective roll out of ECLGS and uninterrupted/smooth liquidity to Indian MSMEs in this difficult time,” the Finance Ministry tweeted on Monday. NEW DELHI, JUN 15 (PTI): India’s COVID-19 tally rose further on Monday to cross 3.3 lakh and the death toll surpassed 9,500 even as the central and state governments stepped up their focus on ramping up testing capabilities and availability of beds for treating those infected with the dreaded virus infection. In its morning update, the Union Health Ministry said the number of confirmed cases across the country has risen to 3,32,424 after 11,502 new cases were recorded in 24 hours since Sunday 8 AM, while the death toll rose by 325 in this
period to 9,520. These include nearly 1.53 active cases, as close to 1.7 lakh have recovered already to give a recovery rate of over 51 per cent, the ministry said. However, a PTI tally of figures announced by different states and UTs showed the nationwide death toll having risen further to 9,733 as of 9.45 PM, while it also showed the total number of confirmed cases having risen to close to 3.33 lakh. Several other states also announced plans for ramping their testing infrastructure and the number of beds for COVID-19 patients.

`127.11 cr spent on COVID measures (From p-1) JIC on Tuensang incident: Rio said the Judicial Inquiry Committee (JIC) did not seek time extension and therefore its report was expected by Monday evening or Tuesday. Meanwhile, Rio informed that 4,600 migrant labourers had left Nagaland, while 13,236 returnees had arrived. Over delimitation, the chief minister said the Joint Legislators’ Forum would hold a meeting and until the meeting was held, resolution could not be passed on this issue. Revenue gap grant: Rio said the 15th Finance Commission has recommended Revenue Deficit Grant of Rs 326.42 crore each month to Nagaland for 2020-21. He said this was a fixed amount and did not change, adding that since it was meant to meet the shortfall in expenditure relating to salaries, pensions, debt servicing, etc, there was no scope to divert this grant for other purposes as is being misunderstood by some. He admitted that this grant did not fully cover the shortfall in revenue expenditure and so a deficit in resources still remained. Share of Central tax & duties: On State’s share of Central taxes and duties, Rio said while the Union Budget 2020-21 had projected an amount of Rs 4493.37 crore for Nagaland to be released
in 14 equal instalments, actual receipt was much less at Rs 263.80 crore and which was being received in 14 equal instalments. He said this was given to each State based on the formula worked out by the commission that included parameters like geographical location, forest cover, population and income distance. He maintained that since the State’s budget was prepared based on the figures reflected by the Central government’s budget, this would leave the State with a shortfall of Rs 800.17 crore by the end of the year at current levels of receipt. Rio feared that receipts under this head could further reduce since it was based on actual tax collections of the Centre and with tax collections deeply affected by the COV1D-19 pandemic it was possible that reduced tax collections in the current -financial year could result in further reduction of receipts under this head. As in the case of Revenue Deficit Grant, he said receipts under this head went to meet revenue expenditure on salaries, pensions and debt servicing, etc, and therefore the scope of utilising this receipt for other purposes did not arise. State’s revenue collection: Due to the lockdown and its negative impact on all economic activities, Rio said revenue collection of the State was deeply af-
fected. In April this year, he said the State was able to collect Rs 21.28 crore only as against an average monthly receipt of Rs 109 crore in 2019-20. Following partial relaxations in May, he said tax collection in June rose to Rs 09.65 crore though the amount was still far below last year’s levels and would have a negative impact on State’s resource position in the current financial year. Austerity measures: Knowing the levels of expenditure that would be required to handle the current crisis, Rio said his government decided to reduce government expenditure through various decisions like freezing of fresh appointments, 15% cut in selected items of expenditure such as travelling entitlements, office expenses, motor vehicles and maintenance, freezing of dearness allowances and dearness relief in 2020-21 and pro-rata cut of 15% in State’s own developmental expenditure. To provide support and handholding in locating job opportunities and meet training/skilling requirements of returnees and keep track of the State’s people going out of the State for employment, he said the government had decided to set up a special cell in the labour & employment department, adding this would be of great help to working professionals returning and going out for work.

Further NJDA pointed out that Manipur Public Service Commission had advertised 1,326 MO posts (allopathic) between 2014 and 2018, besides again issuing fresh advertisements recently for 300 regular MO posts to cater to demands of COVID-19 pandemic. Similarly, it said Arunachal Pradesh Service Commission advertised 100 MO posts last year along with recent announcement of 69 MO posts creation amid this pandemic by chief minister Pema Khandu. NJDA however regretted that in Nagaland only 80 MO (allopathic) posts were advertised for open recruitment by Nagaland Public Service Commissioner between 2011 and 2019 with no post creation at all.

DIMAPUR, JUN 15 (NPN): State-owned oil marketing companies (OMCs) hiked price of petrol and diesel for the ninth consecutive day on Monday with petrol price going up by Rs 5 per litre and diesel by Rs 4.87 a litre in nine hikes. Petrol price was increased by 48 paise per litre and diesel by 23 paise per litre on Monday. After today’s rate revision, petrol price in Dimapur rose to Rs.81.63 while price of diesel increased to Rs.72.84. LONDON, JUN 15 (PTI): India enriched its nuclear arsenal by adding 10 more weapons to the stockpile over the last year, but the country possesses a fewer number of warheads than China and Pakistan, according to a report released by a leading Swedish think-tank on Monday. The Stockholm International Peace Research Institute (SIPRI) states in its report that both India and China increased their nuclear arsenals in 2019. While China has a total of 320 warheads in its arsenal, Pakistan and India are estimated to have 160 and 150 weapons, respectively. “China is in the middle of a significant modernisation of its nuclear arsenal. It is developing a so-called nuclear triad for the first time, made up of new landand sea-based missiles and nuclear-capable aircraft,” the report warned. “India and Pakistan are slowly increasing the size and diversity of their nuclear forces, while North Korea continues to prioritise its military nuclear programme as a central element of its
national security strategy,” it said. In its 2019 report, SIPRI had said that China’s nuclear arsenal contained 290 warheads while India’s had 130-140. Pakistan’s nuclear arsenal was calculated at 150-160, a number which remains the same in this year’s assessment. According to the report, Russia tops the table with 6,375 warheads, followed by the US with 5,800, and the UK with 215 warheads. The figures have been updated till January 2020. The nuclear arsenals of the other nuclear-armed states are considerably smaller but all these states are either developing or deploying new weapon systems or have

Over 400 players apply to FIFA for financial help Zurich, Jun 15 (Agencies): More than 400 players, the bulk of them based in Europe, have applied for financial assistance under a scheme set up by FIFA. There have been 441 applications so far to the FIFA Fund for Football Players (FFP), claiming unpaid wages from clubs. Eighty-nine per cent of those who applied were with clubs in Europe, with the remaining 11 per cent in other parts of the world. Players can apply until the end of June via world players’ union, FIFPRO. FIFA president Gianni Infantino has set aside £12.3m to help players who go unpaid between 20202022. A further £3.8m has been set aside for players who went unpaid between 2015-2020. The funds are designed to help players whose clubs go out of business to avoid paying wages and are then quickly reformed, giving previous employees no chance to reclaim what they are owed.

Lahore, Jun 15 (IANS): Tainted Pakistan spinner Danish Kaneria has appealed to the Pakistan Cricket Board (PCB) to remove the life ban and has sought permission to play domestic cricket. Kaneria, who has played 61 Tests for Pakistan claiming 261 wickets, was banned for life from any cricket under the jurisdiction of the England and Wales cricket Board (ECB) after being found guilty of corruption by a disciplinary panel in relation to a spot-fixing case.
