SIT identifies Lankesh killer and outfit spread over 5 states Bengaluru, Jun 15 (PTI): Parashuram Waghmare, the last of the six suspects arrested in connection with the killing of journalistactvist Gauri Lankesh, was her assassin, the SIT probing the sensational case said on Friday.

A senior official in the Special Investigation Team also said the same weapon was used to shoot Lankesh, and rationalists Govind Pansare and M.M. Kalburgi.

“Waghmare shot Lankesh and the forensic report has confirmed that (rationalists) Govind Pansare, M M Kalburgi and Lankesh were murdered with the same weapon,” a senior officer in the SIT told PTI wishing not to be named.

Forensic examination can lead to such a conclusion when the hammer of a gun has left identical marks at the rear of a bullet even if the weapon itself has not been found. ANATG phase-IV stir from Jun 18 DIMAPUR, JUN 15 (NPN): All Nagaland Ad hoc Teachers Group (ANATG) 2015 batch has decided to begin phase-IV agitation for an indefinite period starting from June 18, 2018 at 8am at the directorate of school education, Kohima.

In a press release, ANATG 2015 batch president, Rüguotsolie, and general secretary, Tosoyol Sothu, said the decision was taken by the group’s agitation core committee at a meeting held on June 14, 2018 and attended by all committee members.

At the meeting, ANATG said the house also resolved that phase-IV agitation would continue till further notice and until the government fulfilled their demand. ANATG 2015 batch is demanding service regularisation claiming that they have fulfilled all the criteria laid down by the department. In this regard, the ANATG central team and the core committee have appealed to all its members from across the state to be prepared and actively participate in the upcoming agitation. The group further informed that during the agitation no leave would be entertained and warned that stern action would be initiated against the absentees.

NDPP ridicules NPF for ‘nitpicking’

DIMAPUR, JUN 15 (NPN): While ridiculing the opposition NPF, whom it accused of “jumping the gun” at every perceived opportunity without basis but merely for publicity, ruling NDPP has responded to NPF attacks over Citizenship(Amendment) Bill 2016; controversy created by media regarding Rio’s statement on Naga integration issue ; negative campaigns and controversy over T.R.Zeliang’s B.A.degree.

NDPP media & communications committee in a statement, clarified that the cabinet at the June 5 meeting discussed several issues such as the Citizenship(Amendment) Bill 2016. It said cabinet maintained that as Nagaland is fully protected under Article 371(A) of the constitution and as Inner Line Permit(ILP) is fully operational, the state will oppose the Bill, without hesitation, if went against the interests of Nagas. Further, NDPP said until such an instance takes place, the cabinet decided not to interfere in the policies of the Centre as widely published in the media on June 7.

Enterprises run by non-locals in locals’ names no longer tax exempt DIMAPUR, JUN 15 (NPN): Working Committee (WC) of Naga National Political Groups (NNPGs) has clarified that established business houses operating for years in local entrepreneurs’ names will no longer be exempted from taxation.

In a statement issued by its media cell, WC said keeping in mind the importance of supporting and encouraging young indigenous Naga entrepreneurs in their initial years, local entrepreneurs were exempted from the purview of taxation. This was an important step to-

ward building a strong base for economic self-reliance through inculcating work culture in “our youth”, it added.

Stating that the good intention has unfortunately been misunderstood, WC clarified that established business houses operating for years are no longer exempt from taxation. It alleged that a large numbers of “non-local entrepreneurs” continue to operate in the name of indigenous Nagas, which has adversely affected the prospects of genuine Naga youths from succeeding.

On recent controversy raised in the media over chief minister Neiphiu Rio’s statement on integration issue, NDPP said a clarification was issued and published in all local dailies on June 15. It maintained that the stand of the chief minister and PDA delegation remained the same, that right of Nagas to live together under one administrative umbrella, will never be given up.

At the same time, NDPP however reiterated that Nagas need to also live in peaceful coexistence with its neighbours. It also reminded that the last resolution on integration was adopted under the leadership of present chief minister on December 18,2003.

NDPP asked whether the NPF president and opposition leader who served as chief ministers of NPF-led DAN governments, had ever passed a similar resolution?

NDPP said the PDA government remained committed to resolution of the “Indo-Naga” political conflict as a facilitator and would leave no stone unturned for an honourable and inclusive solution. The PDA will also never com-

promise with the rights and honour of Nagas and was ready to make any sacrifice for the people who elected the government.

NDPP reopened a past controversy, when it accused NPF of having “forfeited all moral authority to even speak” of the controversial booklet “Bedrock of Naga Society” as they have fully endorsed it by teaming up with the authors-Dr.S.C.Jamir, his brother S.I.Jamir. It said even Dr.Jamir’s son Apok Jamir is a full fledged member of NPF and was a candidate for the Lok Sabha byelection as well as the assembly election. NDPP said on both elections, he lost the elections and should realise the defeats were rejection of the booklet by the Naga people.

NDPP said since NPF have endorsed the booklet it by their action of aligning with Congress, its “misleading statements” are selfcontradictory for which they ought to be ashamed of. NDPP said it remained opposed to the booklet( Bedrock of Naga Society) as it was “a sell out of Nagas’ rights”. NDPP said “unless the authors apologise and reject the booklet”, it cannot

be erased since it has already caused damage to the Naga cause.

NDPP also accused NPF of carrying out negative campaign during election campaign by violating the Model Code of Conduct when its president appealed for votes on religious and communal grounds and also declared that T.R.Zeliang was the party’s chief minister-in-waiting. This showed the poor quality of NPF ideology and intellectual inadequacy which was rejected by the people, said NDPP. It attacked NPF by saying that so long Zeliang remained its chief ministerin-waiting, the party will have no moral authority to speak on any issue after Zeliang lied to citizens of the state, repeatedly claiming to have graduated from Kohima Arts College under NEHU in his earlier affidavits but in 2018 declaring that he is “BA appeared”.

Taking these into account, NDPP said NPF was suffering from “advanced form of tunnel vision” by refusing to acknowledge its own mistakes while trying to smear the image of other parties and their leaders.

DIMAPUR, JUNE 15 (NPN): Intensifying its attack on chief minister Neiphiu Rio over his purported statement to media that integration of contiguous Naga-inhabited areas was not possible, opposition NPF has accused him of “selling out” Nagas’ destiny by taking the side of Government of India (GoI) openly.

In a rejoinder, NPF Legislature Party spokesperson Imkong Imchen said by saying so, Rio has made his mind known to GoI and the Naga people without any reservation.

He said NPF is objecting to his statement as he is the chief minister, adding by making such open declaration in the media in the national capital, he has betrayed the Naga cause with clarity.

Imchen also likened Rio’s statement to Governor Pilate handing over Jesus Christ to a Jewish crowd and washing his hands in front of them, knowing full well that the crowd would crucify Him in a cruel manner.

MOKOKCHUNG, JUN 15 (Npn): In the wake of the recent rape of a minor girl at Mokokchung town and other social evils plaguing the society, a public meeting was held here at police point here on Friday to deliberate on crimes against women and social evils.

The public meeting was jointly organised by various Mokokchung Town Aoer Telongjem (MTAT), All Ward Union Mokokchung (AWUM), Mokokchung Town Lanur Telongjem (MTLT), Ao Senden, Watsu Mungdang and Ao Kaketshir Mungdang (AKM).

Shops in and around the town downed their shutters and normal activity in the town came to a grinding halt during the meeting that lasted for about two hours.

Referring to the controversial “Bedrock of Naga Society” over which Rio had resigned from the Congress ministry in 2002, Imchen regretted that same person was now championing controversial Bill “to please his masters in Delhi”.

He said NPF is of the firm opinion that Inner Line Permit (ILP) derived from the Bengal Frontier Regulation Act, 1873 should be uniformly imposed all over Nagaland, including Dimapur.

Imchen added that NPF has no objection to the decision of keeping Dimapur-I constituency “open” and the rest 59 constituencies reserved for the Nagas. But Dimapur should be included under ILP henceforth, he stressed.

NPRAAF to withdraw plea from CIC DIMAPUR, JUN 15 (NPN): Following RTI reply from the cabinet secretariat on the appointment of 13 PDA constituent party leaders in the ranks of cabinet ministers and ministers of state, the Nagaland Public Rights Awareness and Action Forum (NPRAAF) Friday said it has decided to withdraw the appeal filed before the Central Information Commission (CIC) on June 11, 2018.

NPRAAF through its information and publicity cell said public information officer (PIO) of the chief secretary office forwarded the RTI reply of cabinet secretariat (Cabinet Cell)

dated June 5, 2018. However, NPRAAF said it was not satisfied with the reply, which reportedly stated that advisors (MLAs) were appointed as per Rule 5 & 23 of Nagaland Executive Business 2016.

Contending that the appointed advisers/parliamentary secretaries were to be administered oath of secrecy by the chief minister as per Nagaland Rules of Executive 5 (4), the forum said the appointment of advisers, therefore, clearly violated the Nagaland Rules of Executive 2016 since the they were not administered oath of secrecy by the chief minister.

NLSF backs Rupin Sharma DIMAPUR, JUN 15 (NPN): Nagaland Law Students’ Federation (NLSF) has appealed to the state government to reconsider its decision of transferring of DGP Nagaland Rupin Sharma.

A press note by NLSF president Imliben Lemtur, general secretary, Medochutuo Kiewhuo and info & pub secy. Roland, claimed that “the government decision to transfer, is clashing with the public feelings, its faith and inspired by his impeccable track records...”

It said the issue was turning into a tense loggerhead and may lead to a backlash.

While highlighting the measure taken by Rupin to revamp the department, NLSF said that the public want a people’s DGP and he fits the category significantly and vividly. NLSF criticized the government for branding and tagging Rupin as inexperienced, saying it was a flimsy ground and bears mala fide intention.

While not denying that the state had appointed Rupin as DGP by flouting the laid down procedures-which requires 28 years of service for the state under special category status, NLSF said that the incoming officer, a year senior to him, also did not fulfil the criteria. NLSF further said it was a direct violation of Supreme Court order, where a DG’s tenure is clearly fixed for two years to avoid political pressure and so as to discharge the responsibility in a professional manner.

Kohima Police arrest Kidnappers

The two individuals arrested on Kidnapping charges.

Dimapur: On receiving information of a case of kidnapping and ransom, Kohima Police arrested a “sgt maj.” of GPRN/ NSCN identified as Vilhou Kengurusie (29) and his ac-

complice, Sinilo Bukh (38) on June 14.

A press release from Kohima Police, Addl. Superintendent of Police & PRO, said the victim, a resident of PWD colony, Ko-

hima was kidnapped from his home the same day and was kept confined at an unknown location after which demand of ransom was made to the father for the release of the victim. The victim’s father then negotiated the ransom amount to Rs. 40,000 which was paid to secure the release of the victim. Police investigating the case swung into action and raided a house during which one of the accused, Sinilo Bukh, was arrested.

Interrogation of the arrested led to the arrest of the GPRN/NSCN functionary from his residence at High School area. A case of kidnapping and ransom was registered at South PS and the accused have been remanded to police custody for further investigation.

Earlier, the advisor released the booklets ‘Important Schemes for Welfare Of Citizens’ which was translated by language translators of DIPR. The resource person of the photography workshop was Suchamayang Kichu assisted by Moro Longchar. The training focused on concept of photography interspersed with mostly practical sessions.

Training certificates were given to all the participants by the advisor.

DIMAPUR: Office of the Principal Accountant General (PAG) (A&E) Kohima has informed all the GPF subscribers of the state government that a list of unposted items, due to wrong GPF account numbers and names forwarded erroneously by various departments, have been compiled and handed over to the Sr. Treasury Officers for further distribution to DDOs. A press release by the office has informed all DDOs to submit the corrected list directly to the GPF branch of the PGS’s office or through the concerned Treasury Officer for restoration. All GPF subscribers have been requested to submit collateral evidence for restoration of their missing credits. Further, the PAG said that 20l7-18 GPF accounts were about to be closed for which all the GPF subscribers have been requested to submit their documents to GPF Branch of the office latest by June 29.

DIMAPUR: Narcotic Excise duty party at Khuzama inter-state excise check gate seized a total of 2600 bottles of Codeine cough syrup (Elayik) from a truck (RJ-14 GE 5402) on June 14.

According to deputy commissioner of excise (NC), Kevisetuo Angami, the accused driver of the vehicle was identified as Athokpam Kiren Kumar Singh (34). He has been forwarded to judicial cus-

tody and booked under relevant sections of the NDPS Act 1985.

According to the deputy commissioner, the contraband was concealed below a seat in the driver’s cabin.

A press release by additional superintendent of Police & PRO, Kohima stated that the vehicle fled when it was signalled to stop for checking. The duty personnel gave chase and after a hot pursuit, the vehicle was found abandoned near Piphema village and the occupants had escaped under the cover of darkness. In this connection a case has been registered under the NDPS Act for investigation.

KO H I M A , J U N 1 5 (NPN): Advisor for Animal Husbandry & Veterinary Services and Women Resource Development, R Khing, today inaugurated a women resource centre at Thosuzho, Runguzu Nasa under Chozuba subdivision in Phek district.

This is the first Women Resource Centre to be inaugurated out of the six centres which are under construction in Mokokchung, Phek, Wokha, Peren and Zunheboto. The land was donated free of cost by Runguzu Nasa.

He expressed hope that the centre would be a centre of excellence which will ultimately result in furthering the concept of “Made in Nagaland”.

Khing also challenged the women folks and administrators of the centre to be an example for the rest of the state so that other sister departments would wilfully come forward to extend support. Earlier, the advisor also unveiled the inauguration plaque.

Delivering the keynote address, director of Women Resource Development, R. Khrienuo Tachü said that the objective of the department since its inception has been empowerment of Naga women with all round skill development. She expressed the hope that the centre would help enhance the skill of rural women towards improving their livelihood and enhance their economy.

towards providing different trainings on weaving, tailoring, toy making, food processing etc. She also said that the department would also find market for the completed products in such centres.

At landslide at Bakshi Mini stadium in Dungrei of Ukhrul district damaged a house-cum- restaurant and destroyed properties worth around Rs 10 lakh.

However, no casualty was reported. In Tamenglong district, massive landslides along the stretch of the highway blocked the Imphal-Jiribam section of NH-37.

Over 40,000 in relief camps in Tripura

The flood situation in Tripura deteriorated today with the rain-fed Khowai river inundating fresh areas rendering thousands homeless and damaging roads and crops, officials said.

While two lives were lost on Wednesday, a 50year-oldfarmer was washed away by the Khowai river and his body was recovered from Sonalata area yesterday, they said.

Around 2,000 flood affected people took shelter in freshly opened relief camps this morning as water level of the Khowai has been swelling following continuous rain since last night, Additional District Magistrate (ADM) Uttam Mandal said.

Currently, 6,000 people are marooned in Khowai district, he said, adding it has caused extensive damage to road connectivity as well as crops.

Vehicular movement has been disrupted in different places of the district as some wooden bridges collapsed due to gushing water.

Around 40,000 floodhit people have already taken shelter in 173 relief camps and the number may increase due to fresh flood in Khowai district, said an official of State Emergency Operation Centre (SEOP).

It was the fourth academic honour in the past 14 years for the Sikkim chief minister. Chamling was given the same honour by the SRM University late last year.

Earlier, the Sikkim Manipal University had honoured him with Ph.D degree in 2003 and Sikkim University with Doctorate of Philosophy degree in July last year.

Speaking on the occasion, Chamling said: “It is a great honour for me to receive Doctor of Literature from ICFAI University in recognition of my dedication and service to the people of Sikkim.

GUWAHATI, Jun 15 (Agencies): Assam chief minister Sarbananda Sonowal has announced that Assam government is setting up set up a fasttrack court in Dokmoka in Karbi Anglong hill district to conduct trial of accused in June 8 mob lynching at Panjuri area in Dokmoka in which two promising youths from Guwahati – Nilotpol Das and Abhijit Nath were killed.

Meanwhile, Assam Human Rights Commission (AHRC) has ordered a magisterial inquiry into the mob lynching incident at Dokmoka in Karbi Anglong district of the state.

In this regard, Manipur governor Dr Najma Heptulla Friday said that Raj Bhavan will not be celebrating Id-ul-Fitr festival on Saturday and announced to donate her one day salary to the flood relief fund.

The flood situation in Assam deteriorated drastically Friday with nearly four lakh people affected across seven districts of the state.

According to the Assam State Disaster Management Authority (ASDMA), 3.87 lakh people have been affected in Hojai, Karbi Anglong East, Karbi Anglong West, Golaghat, Karimganj, Hailakandi and Cachar districts in the first wave of floods to have hit the state this year.

Till yesterday, the number of flood-hit people stood at 1.67 lakh in seven districts.

So far, three persons have lost their lives in landslides and flood-related incidents in different parts of the state.

According to the report issued today, Hailakandi has been the worst-hit with nearly 2.06 lakh people af-

cognizance on the issue that has triggered mass protests in the state, the state rights panel has directed the district magistrate of Karbi Anglong for a thorough probe into the situation leading to the gruesome killing of the two youths from Guwahati.

The AHRC had sent a team to Karbi Anglong to make on the spot inquiry about the incident. The magisterial probe has been ordered by the AHRC as per the AHRC Case No. 2317/8/18-19 and another case AHRC 2318/8/18-19 that has been filed before the rights panel by All Assam Unemployed Association.

Meanwhile, representatives of 28 ethnic students groups including Karbi Students’ Association under the aegis of All Assam Students’ Union (AASU) have met the parents of

Tripura to give monthly pension of Rs 10,000 to journalists Agartala, Jun 15 (IANS): The Tripura government has enhanced the journalist’s pension from Rs 1,000 to Rs 10,000, a Minister here said.

“The cabinet increased the journalists’ monthly pension from Rs 1,000 to Rs 10,000. The monthly pension of Rs 10,000 is second highest in India after Tamil Nadu,” Law and Education Minister Ratan Lal Nath told the media on Thursday night.

The cabinet meeting was chaired by Chief Minister Biplab Kumar Deb. “The government accredited working journalists would get the monthly pension after the age of 60 years,” the Minister said.

The previous Left Front government in 2012 introduced the Rs 1,000 pension.

Yesterday, Assam Chief Minister Sarbananda Sonowal assured that the accused in the case would be tried in a fast-track court as per the demands of the people. A team from Assam Human Rights Commission visited the site of the lynching and enquired about the incident.

Missing ULFA peace negotiator: Centre to respond in two weeks

New Delhi, Jun 15 (PTI): The Supreme Court Friday granted two weeks time to the Centre to respond to a plea filed by the son of a person, who was mediating between the government and rebel group United Liberation Front of Assam (ULFA) since 1991 and allegedly went missing two months ago.

Rebati Phukan’s son claimed in the top court that his father went missing on April 22 and quoted ULFA (Independent) chief Paresh Baruah as saying that he may be in custody of the Intelligence Bureau (IB), the Research and Analysis Wing (R&AW), Military Intelligence or the National Investigation Agency (NIA) as they “have a rivalry amongst them”.

Phukan was working as a peace negotiator between the Centre and ULFA since 1991 to facilitate a dialogue and the plea filed by his son sought a direction to the authorities, including Assam government, to produce him before the court.

He was appointed as a member of the erstwhile People’s Consultative Group (PCG) formed by the ULFA in 2005 to mediate between the rebel group and the Centre.

The petitioner has also urged the top court that the case be transferred to the CBI or any other independent agency or a special investigating team as there was “a loss of faith in the local police” due to its alleged lethargic conduct.

“The petitioner’s father has also been working directly with the Prime Minister’s Office since 1991 for various peace missions between the Centre and ULFA to bring peace in Assam,” the plea has said, adding that Phukan had also “worked in association and cooperated” with the IB till 2016 on various missions in India, Myanmar, Bangla-

desh and China.

The petitioner claimed that they have come to know that on April 20, Phukan had attended a “secret meeting” with a retired bureaucrat and a lawyer practising in the Assam High Court, during which a “proposal memorandum to negotiate with Paresh Baruah was being discussed and the same was to be presented before Prime Minister Narendra Modi soon”.

The petitioner said that his father went for morning walk on April 22 but did not return to his rented house, after which a complaint was filed at a police station in Guwahati.

He also claimed that on May 4, a CRPF doctor had sent a message to a journalist that Phukan was treated by him at a camp of the paramilitary force in Shillong and he was safe and sound.

It referred to recent media reports in which Paresh Baruah had said that Phukan was negotiating a “fresh proposal for Baruah’s faction with the Centre with help from the interlocutor with the Naga rebel group National Socialist Council of Nagaland (Isak-Muivah), R N Ravi”.

Major projects to protect Majuli from flood Guwahati, Jun 15 (PTI): The Brahmaputra Board has taken up major projects in the world’s largest river island Majuli to protect it from flood and erosion, a top official has said.

“We are taking up major projects in Majuli. Huge flood protection and erosion protection work,” Brahmaputra Board chairman Sanjay Kundu said yesterday at the 60th standing committee meeting of the board here.

According to an official release, Kundu said that there are drainage development schemes that are nearly complete and a plan for raised platforms as Northeast is flood-prone and will be very effective.

“Major initiatives are being taken up by the Ministry of the Water Resources and Central Water Commission in the form of flood forecasting. The flood forecasting mechanisms are very robust,” he said. The authorities are able to give 72 hours prewarning at present and there is a huge network of flood forecasting sites in the North East, the chairman added.

“The National Disaster Management Authority is also able to pre-position NDRF battalions and the state is also able to pre-position their assets for flood prevention,” Kundu said.

‘Arunachal CM dashboard’ launched Itanagar, Jun 15 (Agencies): Chief Minister Pema Khandu on Thursday launched the ‘Arunachal Pradesh CM Dashboard’ that will help the state government to monitor the execution and implementation of various development projects and schemes of the Centre and the State Government, The Northeast Today reported.

“The web-based realtime monitoring system will help us in assessing the performances of each districts and the departments and in ensuring effective delivery of services and faster decision making,” Khandu said during the inaugural session. “This project was one of the few initiatives I had undertaken after taking over as Chief Minister with the objective to curtail corruption and to bring in efficiency by shifting to digital mode,” said the CM. He said “old system of paperwork incurs huge

costs and delays that cuts down the efficiency of the government” and appealed the govt officers to make the dashboard the ultimate repository point to access all informations and datas related to government departments. The Chief Minister said initially only three departments – education, health and agriculture have their database integrated with the CM dashboard and urged all the other departments to follow suit.

He urged the departments to be proactive and responsive in providing timely and updated datas as and when required in the dashboard to make the project serve its intended purpose.

The CM suggested on having reliable and appropriate key performances indicator (KPI) to assess performances across the state that can have different performances level in different sectors due to vary-

ing nature in population, topography, availability of cultivable lands etc.

Khandu also suggested that the information in the dashboard should be made available to the public too without restricting it for the authority alone. “This will help the public to directly monitor the performances of each departments and overall of the government,” said the CM. Deputy Chief Minister Chowna Mein and Chief Secretary Satya Gopal also spoke. IT Special Secretary Prince Dhawan presented a powerpoint on working manual of the CM dashboard. The CM dashboard project commenced on 10th Nov 2017 and the Arunachal Pradesh State Council for IT & E-Governance (SCITeG) and department of IT & communications were entrusted to develop and maintain the automated centralised web based dashboard.

NE only region to get Regional Road Corporation: Jitendra Guwahati, Jun 15 (Agencies): The northeast is the only region in India for which the Centre has formulated a Regional Road Corporation to boost development, Union Minister Jitendra Singh said.

According to Northeast Today, the minister on Thursday convened a meeting of the Consultative Committee for the Ministry of Development of North Eastern Region (DoNER) in the winter capital of Jammu and Kashmir.

The main focus of the meeting revolved around issues related to the North Eastern Handicrafts and Handloom Development Corporation (NEHHDC) and livelihood schemes being implemented by the ministry. One of the purposes of holding such consultative meetings on the northeast at different locations is to enable members of the committee to tell the rest of India about the path-breaking initiatives undertaken by the Centre in the northeastern region, Singh said.

The Modi government has taken several initiatives for the development of the northeast in just four years, he said.

“Northeast is the only region in the country for which the Centre has formulated the first-ever Regional Road Corporation in the

form of North-East Road Development Scheme” to boost development, Singh said. Such meetings enable members of the committee to acquaint themselves with the developmental activities of the host state, in this case Jammu and Kashmir, the minister said.

The pace of developmental activity in the northeastern region today could serve as a cue and motivation for the other states, Singh said.

Prime Minister Narendra Modi, soon after taking office had declared that he wanted to bring peripheral states on par with the developed states, he said, adding that this declaration stands adequately vindicated.

“The most important motivating factor for this is the prime minister’s personal outreach who has, in just four years, visited the eight northeast states as many as 30 times, just as he has visited Jammu and Kashmir about a dozen times in the same period,” Singh said.

The eight states of the northeast, following a decision of the Union Cabinet, will, in the future, receive 100 per cent funding for central schemes and developmental projects instead of the 90:10 funding pattern which was available earlier, he said.

Call for ‘generational change’ to tackle superstitions in Assam

Guwahati, Jun 15 (PTI): Superstitious beliefs and rumour-mongering were central to the barbaric lynching of two men in Assam recently, but the people want the state government to play a more decisive role in assessing and redressing the existing anomalies at the grassroots level of the society.

Following the incident of lynching in Karbi Anglong district last week, Chief Minister Sarbananda Sonowal had announced that the government would introduce a programme called “Sanskar” in all the development blocks and panchayats to deal with situations triggered by ignorance and superstitions.

Director General of Police (DGP) Kuladhar Saikia told PTI that as part of the programme, awareness campaigns will cover the entire state, including the remote corners, in a bid to create a scientific temperament.

“The primary aim will be to ensure that those still in the grip of such beliefs are made aware that such things do not exist and that they do not get swayed by certain vested interests,”

he said.

Events such as streetplays, film screenings and discussions will be held to raise awareness, the DGP added.

Padma Shri awardee and former president of the Asam Sahitya Sabha Rong Bong Terong said superstitions about witches and child-lifters existed in both the hills and valleys of the state since time immemorial.

“Illiteracy, poverty, lack of proper infrastructure facilities, coupled with decades of violence, are the primary reasons for people still believing in such superstitions,” he added.

The government must take measures to ensure that those living in the remote areas were provided with basic amenities of living and that education was the top priority, Terong said.

The two victims of the lynching incident -- Nilotpal Das (29) and Abhijeet Nath (30) -- were suspected to be “hopadharas”, which loosely translates to child-lifters, but the word in Assamese has a mythical or superstitious connotation.

“Assamese folk literature is replete with ‘hopad-

haras’ (child-lifters) and ‘dainis’ (witches), but the fact that people still believe in them is absolutely unacceptable,” playwright-director and former principal of Cotton College Sitanath Lahkar said.

Lahkar, who has directed an Assamese film on witch-hunting, “Aei Matite”, said the whole idea of “hopadharas” was imaginary and a superstitious belief, which had often led to inhuman acts.

He called for a concerted fight against such beliefs, but doubted if the present government had the right “mindset” to deal with such issues as “they themselves were in the grip of deep superstitions and indulged in practices that defied logic and reasoning”.

Social activist, author and actress Akashitora Saikia also pointed out that currently the entire country was in the grip of superstitions and the need of the hour was to involve all sections of the society to eradicate such beliefs, which must be a continuous process.

“The Assam government has initiated the ‘Sanskar’ programme, but first

of all, they must prepare a list of all the superstitions prevailing in the country, conduct field studies, involve people who have access to the masses and take all possible measures to eradicate such evil practices, which have led to such inhuman killings,” Saikia said.

Child rights activist Miguel Das Queah pointed out that the lynching incident reflected the state of the marginalised communities of Assam and how lack of education “enhances reliance on traditional harmful practices”.

He called for community-based interventions in the marginalised areas like the hill districts, slums, “chars” or riverine areas and conflict-ridden places, among others, and said, “Schools can play a vital role in creating a scientific temper and initiating a generational change.”

The Assam government had formulated the Witch Hunting (Prohibition, Prevention and Protection) Bill, 2015 to deal with superstitions, but it is yet to be notified and is currently reported to be with the president for his approval.

According to The Shillong Times, Chief Electoral Officer Frederick Kharkongor said on Thursday that a Member of Parliament can still continue in office and contest the Assembly polls but ultimately he will have to quit one post.

GUWAHATI, JUN 15 (IANS): In a shocking incident, a man on Friday killed his wife in the premises of the District and Sessions Court in Dibrugarh in Assam. Police said the incident took place around 10.30 a.m. when Purna Nahar Deka attacked his wife Rita Nahar Deka outside the room of the Districts and Sessions Judge of Dibrugarh. The husband and wife had gone to the court in connection with a case of assault on their daughter.

“The wife had filed a FIR about nine months ago accusing her husband of raping their daughter. The two arrived in the court for hearing of the case. Both were seated on a bench outside the court room,” Inspector Sidheswar Borah said. Suddenly, the man started hitting her with sharp weapons. “We rushed her to the Assam Medical College in Dibrugarh but the doctors declared her brought dead.

We have arrested the man,” Borah said. The man told the media that he killed his wife as she had filed a false case against him.

“I am innocent... She filed a false case against me involving my daughter.

She did not even allow me to come home after I was released on bail. So I killed her today,” said Deka after his arrest.

The rule says a person has to become a member of the Assembly within six months from his date of election as the chief minister.

In the case of Conrad, he was sworn in as the chief minister on March 6, which means he will have to be elected as MLA before September 6.

The MPs who became chief ministers include Nitish Kumar (2005, Bihar), Shivraj Singh Chouhan (2005, MP), Mayawati (2007, UP), Mamata Banerjee (2011, West Bengal), Akhilesh Yadav (2012, UP) and Manohar Parrikar (2017, Goa).

The animosity within can spill over to murder and this is what happened in Srinagar when a well-known journalist who worked to bring stability and peace to the mountainous, war-afflicted region, was shot to death on Thursday. The journalist, Shujaat Bukhari, was leaving his office in Srinagar, the capital of Jammu & Kashmir, when three assailants riding on a motorcycle shot him and two of his bodyguards, the police said. The well known journalist-editor was a moderate voice in a state where ideologies are so polarised. Shujaat Bukhari, 50, was admired, but also loathed by many for his moderate voice in an increasingly polarised region.

His was an extremely difficult job. The killing of the well known and respected journalist was the first time in nearly a decade that a journalist has been murdered in Kashmir, a region that has long been a battle ground between security forces and Pakistan-trained militants. The deceased is survived by a wife and two children. He had been attacked in the past, including in an abduction attempt nearly a decade ago because he was seen as a centrist and a strong voice for peace. Apart from running three daily newspapers, including the English language daily Rising Kashmir, Bukhari lobbied aggressively for peace by organising conferences and summits in the US, UK and other parts of the world. Leave alone writing the truth in states where militant extremism holds society ransom to fear; even trying to be “moderate” is a risk. Free and democratic ideologies including media are under attack, not only in J&K or north east but also in mainland India. What is happening in some places in the country where the media has come under attack is very disturbing especially as it is also a direct attack on the freedom of expression whether one like it or not. There are perfectly legitimate ways of getting one’s views across and refute the facts or interpretation presented in the media. It is a relatively routine and easy exercise for all and sundry-whether political parties or government functionaries etc to contradict the content. The right of expression also comes with objectivity and those who do not appreciate the duty and responsibility of the media ought to take lessons in how to live in a civilized world. In such situations, the government of the day in any particular state, has the bounden duty to uphold the rule of the constitutional law.

When legally constituted governments fail to rein in unlawful elements, it only lends credence to their offences as well as seriously erode the rule of law where everyone is held accountable. Unless the appreciation in the form of tolerance to criticisms etc are absent, the fourth estate would fall into the hands of vested interests and the biggest losers will be the people and democratic institutions. With public being more informed and aware of things, the media is being called upon to play a bigger role not only in reporting but also in fighting against those who are against independent and free media. Any attack on the media is a very dangerous and brings consequences on society.

Don’t always expect God to give you His thrilling moments, but learn to live in those common times of the drudgery of life by the power of God. It is difficult for us to do the “adding” that Peter mentioned here. We say we do not expect God to take us to heaven on flowery beds of ease, and yet we act as if we do! I must realize that my obedience even in the smallest detail of life has all of the omnipotent power of the grace of God behind it. If I will do my duty, not for duty’s sake but because I believe God is engineering my circumstances, then at the very point of my obedience all of the magnificent grace of God is mine through the glorious atonement by the Cross of Christ.

nderstanding domestic work In order to understand Domestic worker let me explain what ILO C No.189 says about Domestic work?

Convention No. 189 defines domestic work as “work performed in or for a household or households”.

This work may include tasks such as cleaning the house, cooking, washing and ironing clothes, taking care of children, or elderly or sick members of a family, gardening, guarding the house, driving for the family, even taking care of household pets.

Who is a domestic worker?

Under the Convention, a domestic worker is “any person engaged in domestic work within an employment relationship”.

A domestic worker may work on full time or part basis; may be employed by a single household or by multiple employers; by residing in the household of the employer (live-in worker) or may be living in his or her own residence (Live –out).

A domestic worker may be working in a country of which she/he is not a national.

At present, domestic work stands as a readilyavailable livelihood option for many women. Increasing demand of domestic workers in the northeast has played a major role in migration of women from village areas as well as from other states.

In Nagaland like Dimapur district, majority of the migrants belong to Bengali, Bihari, Muslim, Nepali and Adivasi community and also from Eastern Naga tribes.

They are brought down in the name of education and better life but they end up in domestic work. Most of the families migrate in search of work and better opportunities, others are trafficked, brought, bought and sold and they end up as domestic workers, which is modern day slavery. Their work is undervalued, underpaid and poorly regulated. Since they are uneducated and illiterate, domestic work is the only

work easily available. While a large number of women are engaged in this sector, it is important to look at the working conditions that exist in this sector. Like • Fixing minimum wages, • Providing weekly days off • Paid annual leaves, • Protecting from physical and sexual abuse • Ensuring social security, These are the key issues that need to be addressed by the government nationally, and across India’s states.

Problems faced by domestic workers • Domestic workers contribution for the economy is not recognised because they are not recognised s workers.

• Domestic workers are not provided just wages and humane working conditions.

• The wages paid to them are below the minimum wages for unskilled or semi-skilled workers.

• Most of them are made to work for a minimum of 15 hours a day and 7 days in a week specially live in domestic workers.

• In average, their working hours range between 8 to over 18 hours a day. Their wages and rest time are at the employer’s mercy and also they become the victims of suspicion.

• Moreover they are often accused of thefts and are subjected to physical violence, sexual abuse, police interrogation, conviction, and even dismissal.

• No proper place to sleep, to rest and to keep their belongings.

• Indifference State protection for domestic workers Regulation of domestic work through legislation can be the only way out to address the abuses faced by the domestic workers. Some of the State Governments have come up with several measures to improve the working conditions of domestic workers as well as to provide access to social security schemes, by introducing minimum wages and also constituting Welfare Boards for domestic workers. But here in Nagaland domestic workers are not included in

the schedule of employment and so the minimum wages are not fixed moreover they are not included in social security schemes and welfare boards. But when we look around almost every household has a domestic worker but till date the Government has not even registered Domestic Workers under Trade Union Act. Our demands Domestic workers, who stare at an uncertain future when they grow weak with age and are thrown from employment, are paid just the bare minimum required for survival. And asking for a raise becomes a joke for the employer .Consequently, domestic workers are afraid to ask even for minimal raises.

Demands from the State Government Some of the specific demands of domestic workers are: 1. Recognition of domestic workers as workers and thereby include domestic workers in schedule of employment and thus entitled to minimum wage because only workers are entitled to get minimum wage.

2. Register Domestic worker as a trade union.

Demands from the employer 1 . Tr e a t d o m e s t i c Workers with respect and recognize their work as you expect from your employer at the workplace.

2. Pay decent wage 3. Guarantee sufficient rest for example like working hours, sleeping hours and a time leisure.

7. Call them by name.

Demands from the general public 1. Attitudinal changes to recognise Domestic workers as workers, domestic work as work.

2. Recognise employers home as a working place for a domestic worker.

At present in Nagaland

State domestic workers are not recognised as worker that’s why they are not entitled to minimum wages.

The state Government still has not registered Nagaland Domestic workers union as a trade union. It is still pending in the finance department, Kohima. Registration of union is still suspended.

Conclusion: The vulnerability of this category of worker comes first of all from the relationship of submission and their isolation. The tasks performed, as adjective “Domestic” denotes, are carried out within the sphere of the home, in employer’s residence or on his /her premises. This feature is cornerstone of domestic work and this factor and its implications are a key to understanding these working relationship. Their isolated working conditions place them among the most vulnerable to exploitation and abuse.

AS of now, domestic work remains as a readilyavailable livelihood option for many of our women.

With the involvement of large number of women, it becomes important to look into the working conditions of these domestic workers.

The rights and equality issues of domestic workers including safety, working conditions, wages, social protection, employer’s expectations and employer-employee relationships needs to be made available to the domestic workers. If we consider the domestic work is part of the equation of a good work and life balance, it is in everyone’s interest to participate in improving the current situation.

The government has to address the key issues like entering domestic worker as a worker in the schedule of employment and fix minimum wages.

To justify the status of domestic workers as real workers entails legislative protection and regulation of the condition of employment. Most of the labour laws treat only establishment, factories etc. as work place. The private homes are treated as private sphere beyond the reach of these laws. In Nagaland domestic work being regarded as informal employment; there is no law governing payment of wages.

It is relatively easy to legislate laws regarding domestic workers. But it’s not that easy to change attitudes.

Laws are necessary but those relating to domestic workers can only be effective if there is a change of attitude in the people who employ them.

Do employers of domestics even know what the minimum wage is? Do they care?

How will they be penalised if they refuse to pay? Can Domestic workers ever be strong enough to refuse to work in a labour surplus market like pours? Every day, changes in the economy and developmental policies are pushing more people in to domestic work. With extended families being replaced by nuclear families, there is increasing demand for domestic workers. These ought to push up wages.

Shift from “maids” and “helps” to labour or workers are note worthy. Also important is the recognition of the household as not only a site of consumption but also a site of production.

The training on ‘Logistics and Supply Chain Management’ underway in Tuensang.

DIMAPUR: A one-day training on logistics and supply chain management was organised by Nagaland Health Mission (NHP) under Directorate of Health & Family Welfare Nagaland on June 14 at the conference hall of Chief Medical Officer (CMO), Tuensang.

cinators and Nurses, incharge of stock under 56 Health Units of Department of Health & Family Welfare Tuensang District.

The team was headed by joint director & project director (NHP), Dr. Atoshe Sema, deputy director CMS DHS, Dr. Longai Phom and consultant NHP, Manen. Resource persons, Dr. Atoshe Sema and Manen highlighted the challenges and gaps in the

present management system in Nagaland and also trained the participants on procurement, distribution, maintenance and stock management.

DIMAPUR: NPF president, Dr. Shürhozelie Liezietsu has expressed grief and pain over the demise of Kevimedo Rutsa, who passed away in Kohima on June 15.

In a condolence message, the NPF president said late Kevimedo, who hailed from P Khel Kohima village, was a man of principles who always stood for the truth and worked for the welfare of his fellow men.

Liezietsu recalled that since youth, he tirelessly worked for the welfare of the people and he was also a staunch regionalist in politics. “He was a well-known fatherly figure and many particularly the Tenyimi look upon him as a mentor,” Liezietsu said.

In his demise, Dr. Shürho said, Kohima village, Tenyimi and the Nagas had lost a great leader.

Conveying heartfelt condolences to all his children and loved ones, Liezietsu also conveyed prayers for their solace and comfort and for the departed soul to rest in eternal peace.

NEW DELHI, JUN 15 (PTI): States are likely to gain an additional Rs 37,426 crore in revenue in the current fiscal on the back of surge in oil prices and better tax collection due to the GST, says a report.

According to SBI Research, the impact of GST on tax revenue is minimal except in a few states.

As many as 16 of the 24 states, have seen their revenue increasing over and above the 14 percent baseline/ mutually accepted

sufficient to neutralize the Rs 34,627 crore of revenue forgone if the states impose VAT only on base the price of crude.

Post-GST implementation in July last year, the tax revenue of the states has gone up in FY18 due to increased tax compliance and broader tax base.

While Gujarat, Haryana, Maharashtra, Chhattisgarh, Jharkhand and Punjab have gained the maximum from GST, Karnataka, Bengal, UP, MP and Assam have reported a decline in tax collection post-GST. These states were impacted due to the changes in the nature of taxation as GST has subsumed indirect taxes such as service tax, VAT, excise duty, entry tax, entertainment tax into one, including the taxes under the Centre and the states which contribute to an aggregate of over 55 per cent of tax revenue of these states.

Higher oil prices, GST may boost states revenue by Rs 37,400 crore in FY19

NEW DELHI, Jun 15 (PTI): Centre and the ‘concerned state’ will equally share the amount deposited by erring businesses in the consumer welfare fund set up as part of the GST antiprofiteering rules, as per a Finance Ministry notification.

Following the rollout of GST in July last year, the government set up a national anti-profiteering authority to penalise businesses for failure to pass on tax benefits to consumers.

In case the customer is not identifiable, the money has to be deposited in the consumer welfare fund.

NEW DELHI, Jun 15 (PTI): Public sector banks have written off bad loans worth a whopping Rs 1.20 lakh crore, an amount that is nearly one-and-a-half times more than their total losses posted in 2017-18, according to official data.

This is a double whammy for the struggling PSBs as they had massive writeoffs as well as huge losses in the last financial year.

This is for the first time in a decade that banks have made huge write-offs of bad loans along with booking of hefty losses. Till 2016-17, 21 state-owned banks made combined profit while in 2017-18, they posted a staggering loss of Rs 85,370 crore, as per the data.

During 2016-17, PSU banks wrote off non-performing assets (NPAs) worth Rs 81,683 crore as against combined net profit of Rs 473.72 crore. SBI alone has written off bad loans of Rs 40,196 crore, nearly 25 per cent of the total write-offs

Mumbai, Jun 15 (PTI): India’s foreign exchange reserves increased by USD 879.5 million to USD 413.109 billion in the week to June 8, helped by rise in foreign currency assets, the Reserve Bank data showed Friday. In the previous week, the reserves had declined by USD 593.7 million to USD 412.230 billion.

NEW DELHI, Jun 15 (Agencies): India’s oil imports from Iran will be hit from the end of August as the State Bank of India (SBI) has informed refiners it will not handle payments for crude from the Middle Eastern nation from November, the finance head of Indian Oil Corp (IOC) said on Friday.

Such a move from the Indian state-controlled bank would come after US President Donald Trump pulled out of an international nuclear deal with Iran on May 8 and said he would reimpose sanctions within 180 days. “(Oil) loading will be affected from end-August under the current mechanism unless a new payment route is established,” IOC’s A K Sharma told Reuters.

PakistanTaliban chief killed in US drone strike

Wa s h i n g t o n / I s l a m a ba d, J u n 1 5 (PTI): Maulana Fazlullah, the dreaded chief of Pakistani Taliban, has been killed in a US drone strike in Afghanistan’s eastern Kunar province, an Afghan defence ministry official confirmed Friday.

Fazlullah, who has been designated as a global terrorist by the US and carried a bounty of USD 5 million, had been on the run since his loyalists were routed in a major military operation in Pakistan’s Swat district in KhyberPakhtunkhwa province in 2009.

The US military said yesterday it carried out a strike targeting a senior militant leader in Afghanistan. It, however, did not identify the militant.

“US forces conducted a counterterrorism strike, June 13, in Kunar province, close to the border between Afghanistan and Pakistan, which targeted a senior leader of a designated terrorist organization,” Lieutenant Colonel Martin O’Donnell said in a statement.

Afghan Ministry of Defense spokesman Mohammad Radmanish confirmed to CNN that Fazlullah, who is believed to be in his forties, was killed in the strike on Wednesday.

The Express Tribune, citing sources, also said the drone strike that took place in the Nur Gul Kalay village of Dangam district killed Fazlullah and four other Tehreek-e-Taliban (TTP) commanders.

Fazlullah, also known by the alias Radio Mullah or Maulana Radio due to his long sermons on a private radio channel, and his commanders were having an Iftar party at a compound when a remotely piloted US aircraft targeted

Fazlullah had directed numerous high-profile attacks against the US and Pakistani targets since he was appointed the group’s leader in 2013, including the December 2014 attack on the Army Public School in Peshawar that killed 151 people, including more than 130 children.

These giant planets have orbits within the habitable zones of their stars, meaning it’s neither too hot nor too cold for liquid water -- and potentially life -- to exist. At more than three times the radii of the Earth, these gaseous planets are less common than terrestrial (rocky) planets, but each is expected to host several large moons.

“There are currently 175 known moons orbiting the eight planets in our solar system. While most of these moons orbit Saturn and Jupiter, which are outside the Sun’s habitable zone, that may not be the case in other solar systems,” said Stephen Kane, Associate Professor at the University of California, Riverside (UCR), in the US. “Including rocky exomoons in our search for life in space will greatly expand the places we can look.”Scientists have also speculated that exomoons -- rocky moons that orbit an exoplanet -- might provide a favourable environment for life, perhaps even better than Earth.

Known as a time of forgiveness and rebirth, Eid comes with the sighting of the new moon and can last three days, depending on the country.

It is a significant Muslim festival and a public holiday involving activities including prayers, asking for forgiveness and pledging solidarity, social gatherings and family reunions as well as giving to charity.

She said the labour department has to check what security was being provided to employees by the employer and also urged the employees to be aware of their rights.

Commissioner, Department of Labour, L. Nungshiyangei Aier, also stated that government of India has directed that all districts in India be covered under ESIS. According to him, cooperation between employers and employees was vital for the implementation of the scheme.

Panaji, Jun 15 (PTI): Goa Chief Minister Manohar Parrikar today resumed work at his office in the state secretariat, a day after returning from the US, where he underwent treatment for a pancreatic ailment for three months.

The chief minister started his day with a visit to the Devki Krishna temple at Khandola village in North Goa, 15 kms away from Panaji, to seek blessings of the deity, the Chief Minister’s Office (CMO) said. Devki Krishna is the family deity of Parrikar.

New Delhi, Jun 15 (IANS): The Department of Commerce will soon open 10 offices in Indian missions abroad to boost export promotion activities, Commerce Minister Suresh Prabhu said on Friday.

Making this announcement at a review here of the sectoral export promotion plans prepared by various ministries, he said a conference of heads of Indian missions abroad has been scheduled in end-June to discuss trade promotion measures, according to a Commerce Ministry release.

The Minister stressed on branding of Indian products and export credit as important focus areas for export promotion, it said.

He also emphasised that efforts should be made for getting priority sector lending status for export credit and directed the ministry’s Logistics Division to work upon measures like bulk cargo transportation to reduce freight costs.

SRINAGAR: The Jammu and Kashmir government on Friday ordered the release of 115 prisoners on the eve of Eid-ul-Fitr which will be celebrated in the state tomorrow.

“In view of the Eidul-Fitr, the government has ordered the release of 115 prisoners, with least involvement, from various jails of the state,” an official spokesman said.

Chief minister Mehbooba Mufti had directed officials to release all those prisoners found not involved in serious crimes so that they can celebrate Eid with their families, he said.

“The agencies concerned, after undertaking the exercise, decided to take lenient view and effect their release,” he added.

On Wednesday, AIIMS Director Randeep Guleria said he was responding to the treatment well and his blood pressure, heart rate and breathing were all normal.

“His infection is under control. We are very hopeful that he should make a full recovery over the next few days,” he had said.

The International Press Institute (IPI) on Friday vehemently condemned the killing of editor Syed Shujaat Bukhari by unidentified gunmen in Kashmir. Bukhari, editor-in-chief of the daily ‘Rising Kashmir’, was shot dead outside his office in Srinagar on Thursday. IPI Head of Advocacy Ravi R Prasad denounced Bukhari’s murder, saying “The killing of Mr Bukhari, an upright and bold journalist, is an act of cowardice by elements of society who are unable to tolerate criticism”. “Without swift state action, his murder will silence the many brave journalists in Kashmir.

The government of India must thoroughly investigate this assassination and bring the killers to justice,” he said.

Journalists in Mumbai today strongly condemned the killing of `Rising Kashmir’ editor Shujaat Bukhari and demanded immediate arrest of the culprits. Nobody can touch me till LS polls, says Kumaraswamy

BENGALURU, JUN 15 (AGENCIES): As questions over the longevity of the Congress-JD(S) coalition government in Karnataka lingered, chief minister H D Kumaraswamy on Friday said no one can ‘touch’ him at least till the 2019 Lok Sabha polls are over.

“This coalition government will function with stability. I know, no one can touch me for one year. I will be there at least for one year, until the Lok Sabha election is over. Until then, no one can do anything to me,” he said.

Addressing an event here, Kumaraswamy said he would not remain silent during the period that he has got and would focus on taking decisions for the benefit of the state.

The chief minister

said he would not waste his time and immerse himself in work as it was important that the state progresses in all spheres.

“So in the opportunity that I have got, rather than going into what others have done, what I have done will be my message. in doing this, the environment is also in my favour (with good rains),” he added.

Kumaraswamy’s comments come even as his government is facing the birth pangs of coalition politics, following the disquiet among newly elected Congress lawmakers who were left out during the Cabinet expansion.

As the May 12 assembly polls in the state threw up a hung assembly, Congress and JD(S) who had bitterly fought each other, joined hands to form a post-

poll alliance to keep out the BJP, which had emerged as the single largest party.

The chief minister also reiterated that he was committed to waiving farm loans + and would announce it shortly.

“Dear farmers, Let there be no confusion on farm loan waiver. I am fully committed to the loan waiver. I want to ensure it is done scientifically benefiting maximum number of farmers. I am working on the the modalities and will announce it shortly,” Kumaraswamy said in a tweet on his official twitter handle @CMofKarnataka.

Rubbishing reports that questioned his commitment on farm loan waiver, Kumaraswamy while speaking at the event, said he would “not escape” from his commitment.

US warns of North Korea cyber campaign Washington, Jun 15 (IANS): The US Department of Homeland Security (DHS) said that it has identified malicious cyber activity by the North Korean government, according to a new report.

DHS and FBI analysts working with US government partners highlighted the use of what are known as Trojan malware variants -- software used by the North Korean government that is intended to damage or disable computers and computer systems, CNN quoted the report as saying on Thursday.

“This malware variant is known as TYPEFRAME,” according to the report by the DHS Computer Emergency Readiness Team, noting that “the US Government refers to malicious cyber activity by the North Korean government as HIDDEN COBRA”.

“The intent of sharing this information is to enable network defenders to identify and reduce exposure to North Korean government cyber activity,” the report added. This is not the first time the US government has called out North Korean hackers that have targeted major international corporations and infected thousands of computers around the world in

recent years.

“Since June 2017, DHS and the FBI have publicly released 11 national cyber awareness products associated with North Korean government malicious cyber activity; four joint Technical Alerts (TA) and seven joint Malware Analysis Reports (MAR),” a DHS spokesperson told CNN. “DHS pursues a model of ‘collective defence’ in cybersecurity, meaning government and industry take collaborative, tangible actions together to mitigate threats and reduce the most serious, enduring and collective strategic cyber risks to the United States and to our international partners,” the spokesperson said.

The US has long been aware of North Korea’s prowess in cyberspace.

North Korean hackers are believed to have been behind or to have played a part in major debilitating cyberattacks including the WannaCry ransomware attack, which infected hundreds of thousands of computers in 2017, as well as the hack of Sony Pictures Entertainment in 2014.

And in February, a report indicated that a group of North Korean hackers known as Reaper was targeting major international companies.

T e h r a n, J u n 1 5 (IANS): Iran’s Supreme Leader Ayatollah Ali Khamenei said on Friday that the US plans in the Middle East had failed and that Washington fears his country’s influence in the region.

Khamenei spoke at the sermon of Eid-ul-Fitr, which marks the end of the Islamic holy month of Ramadan.

“The Great Satan (the US), with all its efforts and temptations, has not achieved its goal in this region... the US is on its knees,” he was quoted as saying by Efe news.

Khamenei pointed out that “Satanic powers” wanted Iranians to lose hope by imposing “economic pressures”. He stressed that “despite the propaganda of the enemies, Muslim nations have come closer to Iran.

Dhaka, Jun 15 (IANS): A leader of the country’s ruling Awami League party was shot dead on Friday by unidentified men while he was heading home after offering prayers in a mosque in Dhaka.

Farhad Hossain, 52, General Secretary of the Awami League’s Badda Union wing, was sprayed with bullets as he came out of Baitus Salam Jame Mosque after offering Jumma prayers, bdnews24.com reported. He sustained bullet wounds in his head and chest. Badda area is known for gangland violence and turf wars.

“Farhad Hossain was shot dead on the spot when he was leaving the mosque after Jumma prayers,” said Police Inspector Abul Kalam Azad. The police did not immediately confirm the motive for the killing.

Police said two men opened fire on Hossain from their motorbike and sped away. Another report said that criminals opened fire on police at Gudaraghat checkpost on Badda-Gulshan Link Road while passing the area in a CNG-run auto-rickshaw after the murder.

Migrant row threaten Merkel’s coalition

Lo n d o n, J u n 1 5 (Agencies): A major rift has opened up between German Chancellor Angela Merkel and her interior minister over migrant policy, threatening her coalition government.

The minister, Horst Seehofer of the Christian Social Union (CSU), wants police to have the power to turn away undocumented migrants at the border.

Mrs Merkel has held emergency talks with her

Christian Democrat (CDU) MPs. She wants a new deal at EU level over migrants.

She was widely criticised for letting in about one million in 2015.

Mr Seehofer has been a long-standing critic of that open-door policy, which was summed up at the time by Mrs Merkel’s phrase “we can manage”. He says German border police should turn back all asylum seekers who lack IDs and those already registered in another

EU country. Mrs Merkel sees that as a “go-it-alone” policy which would further hurt Italy and Greece, countries whose capacity to house migrants is stretched to breaking point. Among them are many refugees from the Syria war and other conflict zones.

While Mrs Merkel’s CDU MPs gave her their support on Thursday, their Bavarian colleagues from the CSU decisively backed their leader, Mr Seehofer.

According to BBC, inspector General Michael Horowitz said Mr Comey had broken “dramatically from FBI and department norms” in handling an inquiry into Hillary Clinton’s emails.

Washington, Jun 15 (IANS): President Donald Trump on Friday slapped 25 per cent tariffs on $50 billion worth of Chinese goods that are imported into the US, threatening to escalate what had primarily been a war of words between the worlds two largest economies into a full-blown trade war.

The US accused Beijing of intellectual copyright theft and said it will impose further tariffs if China retaliates, the New York Times reported.

The tariffs affect more than 800 types of products and are due to come into effect on July 6.

In a statement, Trump said the US would levy the tariffs on goods that contain “industrially significant technologies”, including those that relate to the country’s “Made in China” 2025 plan for dominating high-tech industries.

British Rock legends Roger Glover and Ian Paice from Deep Purple read the citation prior to Metallica’s accepting the award.

Glover said: “In the early 80s, we were riding high ding a big festival in England…I heard this band backstage, they were on stage…I’d heard the name, didn’t know anything about them. I went on the side of the stage to have a look and thought, yes, there’s something happening here.” “…The audience was singing every word they sang. And that’s what impressed me, when you touch that many people with your music there is something special going on….what a band.” The citation from Deep Purple received a standing ovation.

Accepting the award, drummer and co-founder of Metallica Ulrich said:

“Who would have thought, when Metallica started this musical journey 37 years ago, that one day we would be standing in front of both musical royalty and actual royalty, accepting one of the most prestigious prizes that can be bestowed upon musicians?”

The event is initiated by the Symphony Academy of Music and presented by the Musicians Guild, powered by SAN Production, where 15 artistes from Kohima, Mokokchung and Dimapur will be performing.

Addressing media persons on Friday at Symphony Café, Kohima, members of the Musicians Guild said that this will be the third World Music Day celebrated in Kohima, which began 2016.

Ronaldo to pay £16.5m fine in tax fraud case

M a d r id, J u n 1 5 (Agencies): Cristiano Ronaldo has reportedly been handed a two-year suspended prison sentence and fined £16.5million for failing to pay tax.

The Real Madrid and Portugal star was accused by Spanish prosecutors in June last year of defrauding tax authorities of £12.9million (€14.8million).

He initially denied allegations that from 2011 to 2014 he defrauded the Spanish treasury when he appeared in court last year.

Ronaldo allegedly concealed income from image rights sales through an opaque financial structure which involved diverting money into a tax haven.

Since then, lawyers and agents representing Ronaldo are understood to have been negotiating with the treasury about a settlement.

But the former Manchester United ace has now reportedly pleaded guilty to four charges of fraud in exchange for a lesser penalty.

He accepted a two-

year suspended prison sentence and a fine worth £16.5million (€18.8million), according to Spanish newspaper El Mundo.

Ronaldo will not face any time behind bars. Under Spanish law, a sentence of two years or under can be served on probation providing the offender has no prior convictions.

During a court hearing in July last year, Ronaldo’s lawyers said he “didn’t break any laws, all he did was follow criteria that the tax inspectors don’t like”.

But anti-corruption judges accused him of using shell companies to hide his wealth in the British Virgin Islands, a tax haven.

His initial offer of £12.1million (€14million) and guilty pleas for four tax fraud offences was rejected and a counter proposal was issued by the Spanish State Bar, the paper said.

An increased fine of £16.5million (€18.8million) and a two-year suspended prison sentence was accepted by Ronaldo.

San Jose, Jun 15 (IANS): Costa Rica defender Ronald Matarrita will not play in the 2018 World Cup due to a right hamstring injury, and has been replaced by Kenner Gutierrez, the Costa Rican Football Federation said.

According to the official medical report, the New York City FC player

has suffered a “grade-one injury” to his right hamstring, the same area where he has a history of a previous injury, the federation explained in a press release on Thursday, reports Efe. The recovery period is estimated to be at least two weeks, prompting coach Oscar Ramirez to replace him with another

player, Kenner Gutierrez, currently a defender of Costa Rica’s football club Alajuelense, who is set to travel to Russia for the 2018 World Cup within the coming hours.

According to the Federation, Gutierrez will join the Costa Rican national team on June 16 in the Russian city of Samara ahead of his World Cup debut on June 17 in a match against Serbia. Matarrita is the first player that the team has lost due to injury since the coach revealed the final squad list.

by Bryan Oviedo of Sunderland AFC, for which Matarrita was considered an appropriate substitute and even more advanced player when it comes to an offensive game plan.

Lo n d o n, J u n 1 5 (Agencies): Former world tennis No 1 Boris Becker has claimed diplomatic immunity from bankruptcy proceedings in the UK - citing his role as a sports attache to the Central African Republic.

Becker, who is a threetime Wimbledon champion, was appointed to the role in April and lawyers for the 50-year-old German lodged a claim asserting immunity in the High Court on Thursday.

His position as attache to the European Union on sporting, cultural and humanitarian affairs is covered by the 1961 Vienna Convention on Diplomatic Relations. This means Becker cannot be subjected to any legal proceedings without the consent of Foreign Secretary Boris Johnson and his counterpart in Bangui, lawyers Sylvester Amiel

I have now asserted diplomatic immunity as I am in fact bound to do, in order to bring this farce to an end, so that I can start to rebuild my life.”

M a d r id, J u n 1 5 (IANS): French forward Antoine Griezmann, who took a page out of LeBron James’ book and made a decision on his future team into a TV special, said at the end of the video broadcast that he had rejected an offer from FC Barcelona and would be staying at Atletico Madrid.

“I’ve decided to stay,” Griezmann said in the more than half-hour broadcast titled “The Decision” and aired on Spanish network Movistar on Thursday, reports Efe. In it, he talked about the doubts he has experienced since April.

St Petersburg, Jun 15 (Agencies): Iran beat Morocco 1-0 in their opening Group B game in Saint Petersburg on Friday, as Aziz Bouhaddouz headed into his own net in stoppage time.

Playing in their first World Cup game since 1998, Morocco started well but that early promise petered out as Iran dug deep, defended well and had chances on the break and they sealed their first World Cup win since 1998 thanks to a free kick from the left which Bouhaddouz headed into his own net in the 95th minute.

Saudi footballers to be penalised for rout by Russia Moscow, Jun 15 (IANS): Members of Saudi Arabias national football team will face a disciplinary penalty for their crushing defeat by Russia in the 2018 FIFA World Cup opener. “We are very disappointed by the defeat,” Saudi Football Federation chief Adel Ezzat was quoted as saying by the AlYoum Assabaa newspaper, reports Tass news agency.

“This result is totally unsatisfactory because it does not reflect the true level of our preparedness. Several players will face a penalty - goalkeeper Abdullah Al-Mayouf, striker Mohammad Al-Sahlawi and defender Omar Hawsawi,” he added.

The Chairman of the General Sport Authority, Turki bin Abdulmohsen Al-Sheikh, described the game as a “total fiasco” in a video address, posted on his Twitter page.

M OSCOW, J u n 1 5 (Agencies): FIFA is investigating why Egypt and Uruguay were playing in front of thousands of empty seats at their match in Yekaterinburg. There were rows of empty orange seats at the freshly rebuilt arena.

FIFA said nearly all the available tickets had been sold and it was investigating why there were so many no-shows. “We can confirm that 32,278 tickets have been allocated for the match. The stadium capacity is 33,061,” a FIFA told AFP. “The fact that the actual attendance doesn’t reflect the amount of allocated tickets can be due to different factors, which FIFA is currently investigating.” FIFA has allocated about 2.5 million tickets to the month-long showpiece, with Russian organisers saying that nearly all the tickets have already been sold.
