ENSF proposed ultimatum on govt kept in abeyance DIMAPUR, JUN 14 (NPN): Eastern Naga Students’ Federation (ENSF) has decided to keep its proposed ultimatum to the State government in abeyance. This followed a cabinet meeting and an appraisal from the department concerned, besides receiving a letter from the government by the federation. According to ENSF vice-president Hamnyei Angh and assistant general secretary Kumcho Khiungpuh, the decision was taken at an emergency presidential meeting held along with its six federating units – Confederation of Chang Students’ Union, Khiamniungan Students’ Union, Konyak Students’ Union, Phom Students’ Conference, United Sangtam Students’ Conference and Yimchungru Akheru Arihako. The duo, however, warned that the ultimatum would be subject to the outcome of a meeting scheduled between the State government and ENSF and whether to go for further course of action. The federation hoped that the government and the department concerned would come out with a solution, so that no untoward situation arose.

the fight against terrorism. India stood for a terrorism-free society, he said. “During my visit to Sri Lanka last Sunday, I visited the St Anthony’s church, where I witnessed the ugly face of terrorism which claims the lives of innocents anywhere,” the Prime Minister said. To combat the menace of terrorism, countries will have to come out of their narrow purview to unite against it, Modi said in the presence of his Pakistani

counterpart Imran Khan. “Countries sponsoring, aiding and funding terrorism must be held accountable,” he said. Prime Minister Modi also called on the SCO member states to cooperate under the SCO Regional Anti-Terrorist Structure (RATS) against terrorism. He also urged the SCO leaders to organise a global conference on terrorism. “Literature and culture provide our societies a positive activity, specially they stop the spread of radicalisation among the youths in our society,” Modi said. PM Narendra Modi met Chinese President Xi Jinping, Afghanistan President Ashraf Ghani and Russian President Vladimir Putin on the sidelines of the SCO Summit to further strengthen the bilateral relations. However, no pleasantries were exchanged between PM Narendra Modi and Pakistan Prime Minister Imran Khan. This came after India clarified that there would be no bilateral meeting between the two leaders. Prime Minister Narendra Modi arrived in Bishkek, capital of Kyrgyzstan,

on Thursday. India in the past has blamed Pakistan for carrying out terrorist attacks in the country and asked it to stop supporting terror outfits operating from its soil. India has not been engaging with Pakistan since an attack on the Air Force base at Pathankot in January of 2016 by a Pakistanbased terror group, maintaining that talks and terror cannot go together. Early this year, tensions flared up between India and Pakistan after a suicide bomber of Pakistanbased Jaish-e-Muhammed (JeM) killed 40 CRPF personnel in Kashmir’s Pulwama district. Amid mounting outrage, the Indian Air Force (IAF) carried out a counterterror operation, hitting the biggest JeM training camp in Balakot in Pakistan on February 26. The next day, Pakistan Air Force retaliated and downed a MiG-21 in an aerial combat and captured an IAF pilot, who was later handed over to India. China played a role in easing tensions between New Delhi and Islamabad.

NLSF opposes Grade-III staff ‘No bloodshed to be allowed in Eastern Nagaland’ recruitment process under NJS DIMAPUR, JUN 14 (NPN): Nagaland Law Students’ Federation (NLSF) has taken strong exception to the alleged violation of rules and regulations governing direct recruitment to Grade-III posts under Nagaland Judicial Service (NJS), 2018 by the recruiting bodies. In a statement, NLSF president C Talimoa Chishi and general secretary Dieku Wetsah pointed out that Rule 8(1) of the Nagaland Judicial Rules, 2006 clearly states that appointment to the service will be subject to order regarding special representation for SC/ST issued by the State government from time to time. The NLSF leaders quoted government notification of October 29, 1983 that stated that, as per a July 7, 1973 government order that “100 p.c. vacancies for appointment of Gazetted and Technical grade posts under Government have been reserved for the Indigenous Scheduled Tribes of the state and the remaining 20 p.c. vacancies of Gazetted and Technical Posts for direct recruitment have been kept open for both local and non-local candidates against the 20 p.c.”, vacan-

cies should be determined from the top or anywhere in the merit list so long as the vacancies did not exceed 20% of the total number of posts in a single recruitment drive. Further, they pointed out that Rules 8(2) states that “if sufficient number of suitable candidates belonging to the reserved category are not available, the posts may be filled up from among other candidates and an equivalent number of additional vacancies shall be reserved and carried forward till the quota is filled up subject, however to the condition that in no calendar year shall the normal reserve vacancies taken together would exceed 50% of the total number of vacancies filled”. But the Gauhati High Court had totally ignored this issue as Nagaland candidates had appeared for the vacancies as per the eligibility criteria, they pointed out, adding if the candidates were not eligible for the exam, they should have been barred from taking it. Chishi and Wetsah alleged that 20% of general recruitment stated in the Nagaland (Cont’d on p-8)

tion or group for non-compliance in this regard. The CEC meeting also resolved to meet Central leaders immediately to pressurise the government to expedite the process of creation of a separate State (Frontier Nagaland), besides deciding to abstain from participation in the Indian Independence Day celebration, if Government of India failed

to respond to this demand on or before August 10, 2019. Besides CEC members of six tribes and frontal organisations, the session was attended by Eastern Nagaland elected members and representatives from different Naga political groups (NPGs) of Eastern Nagaland region. NPF hits back at NDPP’s ‘blatant child-like statement’ LOU alleges key issues omitted DIMAPUR, JUN 14 (NPN): Naga People’s Front (NPF) Friday hit back at the ruling Nationalist Democratic Progressive Party (NDPP), for its “blatant child-like statement” in attacking the oldest regional political party of the region. In a terse rejoinder through its Press Bureau, NPF reminded NDPP that it had no business or rights whatsoever to interfere in internal affairs of another party. Accusing NDPP of following its each and every move and utterances, NPF said this showed the insecurity and nervousness of NDPP even though it had somehow managed to stitch up a loose coalition to run the affairs of the State, the rejoinder added. However, NPF asserted that it would play a constructive role as an opposition and advised NDPP not

to interfere with its internal affairs, and be sincere in bringing development to the people while being at the helms of affair. The opposition party said since many leaders of the ruling party were its products, the latter should know how NPF functioned with transparency, adding party president Dr. Shürhozelie Liezietsu’s statement during the CEC meeting reflected its way of functioning and that it did not function unofficially but collectively took decisions as deemed fit in the interest of the people. Unlike NDPP, NPF said it believed and practised inner party democracy, while reminding the ruling that it was its prerogative to take any decision. The party further made its stand clear that during the last Parliamentary election, it supported Congress candidate

on the basis of a one-time arrangement, adding it was only a “political expediency”. Clarifying that it had no interest to interfere in the internal affairs of NDPP, NPF said public was the best judge, particularly on issues like the so-called leaked (fake) document addressed to Congress president Rahul Gandhi that endorsed the ruling party’s support in the event of Congress coming to power at the Centre. The general masses were bright enough see through as the issue was already in the public domain. On the Naga integration issue, NPF asserted that it had time again reiterated that it was the birthright of Naga people and that it would never compromise on the issue and continue to pursue the integration of Naga ancestral areas. However, it said the

Naga people were shocked in April last year when chief minister Neiphiu Rio told media at New Delhi that integration was not possible. Therefore, the attempt by NDPP to defend its leader by shifting the blame to then Union home minister Rajnath Singh would be a futile exercise, it added. Further, the opposition party advised NDPP to seriously ponder over the recent Parliamentary election result as it was for the first time in the history of Nagaland that a ruling party’s candidate won by a margin of just 16,000 votes. It was a clear message for NDPP that the general masses were not with them, the party added. Finally, NPF advised the NDPP-led PDA government to be committed to its promises and carry forward the welfare of the State so that it could progress.

in meeting minutes with DC Dmu

DIMAPUR, JUN 14 (NPN): Reacting to the official meeting minutes forwarded by Dimapur deputy commissioner (DC) pertaining to its meeting with the DC on June 10, Land Owners’ Union (LOU) NH-29 (Purana Bazaar to Chümoukedima) has alleged that the minutes had deliberately omitted key issues raised by it during the meeting. In a press release, LOU president K Vishepu Assumi and general secretary Vichosel Rhutso claimed that they had asked during the meeting whether right of way (ROW) was applied across Nagaland while considering compensation and whether ROW allowed the government to snatch away private land without considering compensation. The duo said they had questioned the government

whether it could issue land pattas and at the same time declare patta-holders as encroachers. Pointing out that the government’s claim of 13.5 m road reservation from the centre of the road, as notified by then Dimapur DC AS Bhatia on April 17, 2000, was set aside and quashed by Gauhati High Court (Kohima Bench), they said LOU leaders had expressed displeasure at how the government compensated other landowners but conveniently overlooked them. Further alleging that issues on Article 371 (A) raised by its leaders were nowhere to be seen or recorded in the official meeting minute, the LOU president and general secretary wondered whether the Article was still (Cont’d on p-8)

that the government is committed to ensuring their safety and urged them to ensure that essential services are not disrupted. Chief Justice TBN Radhakrishnan, during the hearing of a PIL, reminded the striking doctors of the ‘Hippocratic Oath’ they take to ensure the welfare of all patients. The bench fixed June 21 for further hearing of the petition.
