DIMAPUR, JUN 14 (NPN): Alleging that no department has implemented the job reservation policy introduced 41 years ago for six backward tribes of Eastern Nagaland by the State government, Eastern Naga Students’ Federation (ENSF) has urged chief secretary Temjen Toy to ask department of underdeveloped areas (DUDA) to supervise implementation of the reservation quota. In a memorandum to the chief secretary, ENSF vice-president Hamnyei Angh and general secretary Imtichoba Chang explained that job reservation was introduced in 1977 by P&AR department (notification dated January 11, 1977) as per Article 16(4) of the Indian constitution to uplift employment status of the six tribes of Eastern Nagaland– Changs, Khiamnuingans, Konyaks, Sangtams, Phoms

However, ENSF leaders lamented that after a lapse of 41 years since the job reservation policy was introduced, not a single department could attain the reservation target. According to the memorandum, various departments have failed to provide employment to members of the educationally-backward tribes of Eastern Nagaland, which violated Article 16(4) of the constitution. ‘Rising Kashmir’ editor shot dead
SRINAGAR, JUN 14 (PTI): Veteran journalist and ‘Rising Kashmir’ editor Shujaat Bukhari and Shujaat his two personal security officers were shot dead by terrorists outside the newspaper’s office in the heart of Jammu and Kashmir’s summer capital today, police officials said. Bukhari, 53, who had worked as the state correspondent for national daily ‘The Hindu’ for several years, was shot dead soon after he boarded his car from his office located at Press Enclave in the heart of the city centre -- Lal Chowk. Giving details, police said in a statement that terrorists this evening fired upon Bukhari at Press Enclave and fled on a motorcycle.
NSDMA advisory on landslides, floods
DIMAPUR, JUN 14 (NPN): Not ruling out the possibilities of landslides and floods during the monsoon period, the Nagaland State Disaster Management (NSDMA) has requested all District Disaster Management Authority (DDMA) to take precautionary measures and check its preparedness level. In a press release, secretary to the government of Nagaland, Rovilatuo Mor, said that with the onset of the monsoon 2018 in
Nagaland along with the rest of the sates in the India, the monsoon in the Northeast region was predicted to be slightly below normal, and therefore a deficient rainfall. However, given the erratic and uneven nature of rainfall pattern prevalent in the region, NSDMA said there were possibilities of rainfall-triggered incidence like landslides and floods during the Monsoon period, which last from June-September.

Ex-gratia paid to June 10 rape victim MOKOKCHUNG, JUN 14 (NPN): Mokokchung district administration on Thursday paid an ex-gratia of Rs. 100000 as compensation to the June 10 rape victim. The compensation was handed over to the family of the victim by ADC Mokokchung. As per Nagaland Victim Compensation Scheme, 2012 Schedule-1, the compensation for rape of minor is fixed at Rs.1,00,000.
CMO denies media reports NPF questions Rio’s remark DIMAPUR, JUN 14 (NPN): Nagaland Chief Minister’s Office (CMO) has clarified that chief minister Neiphiu Rio had never stated that integration of Naga-inhabited areas was not possible. Reacting to news reports in sections of both national and local media on June 12 and 13 that quoted Rio, CMO explained that a delegation of elected members and officials of the State government led by the chief minister had called on Union Home Minister Rajnath Singh at his office in North Block, New Delhi on June 12 wherein a wide number of issues pertaining to the State were discussed. Among these, the Naga political issue and the ongoing peace process were also discussed, it added. A rejoinder issued by CMO’s media cell clarified that it was conveyed to the delegation during the meeting that since integration of contiguous Nagainhabited areas would involve the neighbouring States where Nagas are settled, such integra-
tion would not be possible unless mutually agreed to by the neighbouring States. This was the point of discussion between the Central minister and the delegation, it clarified. Stating that Rio only relayed to the media what had been discussed in the meeting, the rejoinder asserted that it cannot and should not be taken as an admission by Rio or the State government in any manner whatsoever since the State government is not a direct party to the talks nor privy to the ongoing negotiations between Government of India and Naga Political Groups. Pointing out that the peace process has been going on for the last 21 years, the chief minister only echoed the desire of Nagas for an “early, lasting, honourable and inclusive settlement”, the CMO explained. On its part, the State government is making all possible efforts for creating a conducive atmosphere in its role of being an active facilitator to the ongoing peace process, the rejoinder added.

KOHIMA, JUN 14 (NPN): Reacting sharply to chief minister Neiphiu Rio’s alleged statement that appeared in local dailies on the issue of Naga integration and Citizenship (Amendment) Bill 2016, NPF MLA Imkong L Imchen has questioned Rio whether he was under pressure from BJP to make such announcements. Addressing media persons at NPF’s central office here on Thursday evening, Imchen asked why the chief minister made the remark that integration of contiguous areas inhabited by Nagas was not possible at such a crucial time when peace talks were on. Imchen read out clause 8 of the 16-point Agreement that specifically mentions that “The Naga leaders expressed their view that other inhabiting contiguous areas should be enabled to join the new State. It was pointed out to them on behalf of the government of India that Article 3 and 4 of the constitution provided for increasing the area of any state, but it was possible for the government of India to make any commitment in this regard at this stage.” Imchen said though Centre did not mention it specifically in the agreement, yet it was agreed in principle and that the written document could not be denied.
