Pakistan must take action against terror, Modi tells Chinese President BISHKEK, JUN 13 (IANS): Prime Minister Narendra Modi on Thursday said Pakistan must take concrete action against terrorism affecting India to create an atmosphere for peaceful bilateral relations, as the issue came up during his meeting with Chinese President Xi Jinping here. The Prime Minister said India had made efforts to build cordial relations with Pakistan but those were “derailed”, Foreign Secretary Vijay Gokhale told media persons after the meeting between Modi and Xi on the sidelines of the Shanghai Cooperation Organisation (SCO) Summit. “There was a brief discussion,” Gokhale said when asked whether Pakistan and terrorism emanating from there figured in the talks between Modi and Xi. The Prime Minister stated that India’s position has been consistent that it wants peaceful relations with Pakistan, the Foreign Secretary said. Modi underlined to Xi that Pakistan “needs to create an atmosphere free

of terror, but as of now we don’t see it happening.” The clear message given by Modi to Xi assumes significance against the backdrop of the consistent efforts made by China, which considers itself as “all-weather friend” of Pakistan, to stall an international attempt to proscribe chief of Pakistanbased terror outfit Jaish-eMohammad Masood Azhar by the UN Security Council till recently. China, one of the five permanent members of the UN Security Council,

finally relented to allow the world body to sanction Azhar on May 1. Meanwhile, Chinese president Xi Jinping has accepted Prime Minister Narendra Modi’s invitation to visit India later this year for an informal summit, the foreign ministry said. “PM Modi invited Xi (to India) for the next informal summit. Xi confirmed his readiness to visit India this year and that both sides should begin preparations,” said foreign secretary Vijay Keshav Gokhale.

NDPP terms Dr. Shürho’s statement as self-defeat DIMAPUR, JUN 13 (NPN): Nationalist Democratic Progressive Party (NDPP) has termed Naga People’s Front (NPF) president Dr Shürhozelie Liezietsu’s statement that being in the opposition was not everyone’s cup of tea and his nod to party legislators to work out strategies to bring about a change in the government as nothing short of “self-defeat”. Mentioning that the statement reflecting the frustration and desperation within NPF had come as no surprise, NDPP in a communiqué asserted that it was an insult not only to party’s own rank and file but also to the electorate who had reposed their trust on the party’s legislators. Recalling that it had cautioned Congress and its president to be wary of the “alliance of convenience” that the party had entered into with NPF during the just-concluded Lok Sabha

election, the ruling party explained that it had come as no surprise that Shürhozelie today was attributing the defeat of Congress candidate KL Chishi to the “negative approach” of Congress leaders. Referring to NPF president’s remarks that the alliance was a “bad bargain” and his other similar comments, NDPP said Shürhozelie’s very act of throwing away all principles of the regional party by aligning with Congress, so as to try and garner some brownie points with Congress leaders at the Centre in the eventuality of the latter forming the government, could only be taken as treachery and a betrayal of the trust that was reposed on his party by the Congress leadership. “Today, just because Congress was unable to get the numbers in Lok Sabha, does the president of NPF have any moral authority whatsoever to denounce the Congress and its leadership

in the State?” the ruling party asked. Admitting that Congress and NPF were both its political rivals, NDPP however said that as a “mature responsible” party, it condemned the statement of NPF and its president as it had taken politics to such a point that it should have no moral authority in calling itself a political party. NDPP also expressed shock that despite numerous clarifications in the past, leader of opposition (LoP) TR Zeliang had once again referred to media reports of April 2018 that quoted chief minister Neiphiu Rio as saying that integration of Naga-inhabited areas was not possible. Stating that it had been clarified several times both by chief minister’s office and NDPP that Rio had only said what was conveyed to him and his delegation when they met then Union home minister Rajnath Singh and that this was

not his statement, the ruling party said it was unfathomable as to why Zeliang found it so difficult to understand this. “Perhaps his lack of understanding has to do with his false degree,” the ruling party remarked mockingly. The communiqué reiterated NDPP-led PDA government’s support for integration of all Nagainhabited areas. Asserting that the ruling coalition fully supported the Assembly resolutions adopted in this regard, the communiqué added that its stand was made very clear in public time and again and it would not compromise its stand. The ruling party assured the people of Nagaland that with the installation of the new government at New Delhi under the leadership of Narendra Modi, it would continue to tirelessly pursue for a final settlement of the Naga issue at the earliest. He cited the recent incident in West Bengal where Dr Paribha Mukherjee, a young doctor, was brutally attacked by a violent mob at NRS Medical College, Kolkata. He is currently critical and fighting for his life. IMA announced that the entire medical fraternity was in solidarity with the seriously injured doctor. He said the association was ready for an agitation to press for a strong legislation

and strict action against hospital violence perpetrators. Meanwhile, demanding a national law against hospital violence, the association declared a “zerotolerance” policy against violence on doctors and healthcare establishments. Keditsu said World Medical Association had also passed a resolution against violence on healthcare establishments and called for bringing stronger legislation

against this menace. The IMA State president demanded a national law against violence in hospitals urgently. He said the law should provide a minimum of seven years of imprisonment for hospital violence. To ensure that cases were registered, culprits arrested and conviction ensured, he said appropriate mandatory provisions as provided in POCSO Act should be instituted. Hospitals should be declared as special zones and provision of appropriate security should be the responsibility of the State, he added. Warning that increase in violence would adversely affect public health at large, Keditsu said not only patients undergoing treatment at the institution facing violence would be directly affected, but there could be a lot of indirect consequences too.

orders cadres to strike back: Intel reports

NEW DELHI, JNE 13 (AGENCIES): After facing heavy losses following coordinated operations by the Myanmar and Indian armies forcing the Naga rebel group NSCN (K) to shut camps in Taga, Myanmar, the faction is regrouping again to take control of the lost ground, intelligence reports indicate. According to India Today report, security forces are taking inputs about the top leadership of NSCN (K) giving orders for reopening of the base area and council headquarters at Taga seriously. The reports are being shared with Myanmarese counterparts, sources in the security establishment said. According to reports, orders given are to retaliate if the Myanmar Army initiates any new action.

Joint operations against Augn Yung led NSCN (K) were launched in early February this year, after Indian agencies provided specific information and all aid to their Myanmar Army as part of a joint crackdown to destroy their camps in Taga that led to many of their leaders being taken in custody by the Myanmar Army. There were several camps in Taga, Myanmar belonging to various North Eastern groups, majority belonging to NSCN (K). After the action earlier this year, NSCN (K) faced heavy losses and was forced to lie low. In a recent statement, NSCN (K) said that the Myanmar Army has created a war like situation referring to the continuous operations against them.

Last year, the Centre told security forces to be watchful while conducting operations against Naga insurgent groups, and to bear in mind that any adverse act can jeopardise peace talks. The advisory came amid the recent split in the NSCN(K), the group that is currently not part of the ceasefire, having abrogated it in 2015. The ouster of Khango Konyak, who formed a splinter group triggered hope that the group would join peace talks for a permanent solution to the Naga political problem. But the faction could not attract a large number of cadres which could have an impact to influence the negotiations. Last month, NSCN (K) killed two soldiers of Assam Rifles and left four wounded in an attack. K Y M C
