PRO said that the accused had made serious allegations without basis and authentication, along with conspiracy theories, which were a threat to public peace and order. (Cont’d on p-8)

COVID spikes reveal community spread State’s COVID-19 tally rises to 127 Over 9000 cases reported daily for nearly a week New Delhi, Jun 9 (AGENCIES): Despite continuing spikes of COVID-19 cases in several metro cities across India which indicate that community transmission (Stage-3) has already taken place while the Centre has, so far, maintained that no community transmission has taken place. I n d i a ’s C OV I D - 1 9 count hit a new high Tuesday as 9,987 new cases were recorded in last 24 hours. The states have been recording over 9,000 cases daily for nearly a week. The total number of coronavirus patients in the country rose to 266,598. The World Health Organisation warned on Monday that the coronavirus pandemic situation is worsening around the globe. Lending credence to this belief, Delhi Health Minister Satyendar Jain Tuesday said the source of Covid-19 infection in 50 per cent of the cases in the national capital was unknown, adding that it was up to the Centre
to declare whether the city had entered the community transmission phase. Satyendar also indicated that the assessment of the local administration points towards the “third stage of spread”. “Director AIIMS Randeep Guleria has said (there has been community transmission) but Centre has not yet confirmed it,” Jain said. “There are many cases where sources are not known. But we can say that (community transmission) officially only if the Centre admits it. In epidemiology, community spread happens to be the third stage,” he added. Even Mumbai has witnessed spiralling of COVID19 cases in recent weeks. The first independent evidence of community transmission of COVID-19 from India has shown that the infectious disease had moved beyond local transmission stage in Mumbai, the worsthit city in the country in the pandemic, even before a nationwide lockdown was imposed in the country on March 25. “It is unrealistic to expect that COVID-19 pandemic can be eliminated at this stage given that commu-
nity transmission is already well-established across large sections or sub-populations in the country,” said a joint statement issued by Indian Public Health Association, Indian Association of Preventive and Social Medicine and Indian Association of Epidemiologists. “Nationwide lockdown from March 25, 2020 till May 30, 2020 has been one of the most stringent; and yet COVID cases have increased exponentially through this phase. The lockdown is presumably in response to a modeling exercise from an influential institution which was a ‘worst-case simulation,” the statement further read. Earlier, the Indian Council of Medical Research (ICMR) warned that introduction of a community transmission of Covid19 cases may take anywhere from a minimum of 20 days to a few months to be visible. In a mathematical modelling study in the Indian Journal of Medical Research, the ICMR has highlighted that the control of epidemic would be difficult in “pessimist” scenarios in metropolitan cities such as Delhi, Mumbai, Kol-
kata, Bengaluru, Chennai, Hyderabad and Kochi, if people who have a travel history to infected countries or contact with the infect don’t isolate themselves. Experts including those from ICMR have slammed the government for its handling of the COVID-19 crisis. The experts added that community transmission is already well-established across large sections or subpopulations in the country, and it was unrealistic of the government to expect that COVID-19 can be eliminated at this stage. The study results showed that symptomatic quarantine would identify and quarantine 50% of symptomatic individuals within three days of developing symptoms. In an optimistic scenario of the basic reproduction number (R0) being 1.5, and asymptomatic infections lacking any infectiousness, such measures would reduce the cumulative incidence by 62%, the study said. Reproduction number of an infection can be thought of as the expected number of cases directly generated by one case in a population where all individuals are susceptible to infection.

All the positive patients have been kept at designated COVID-19 hospitals for treatment. In a tweet, Health minister S. Pangnyu Phom said: “5 new cases of COVID-19 +ve have been reported out of 333 samples tested. 4 from Dmp QC & 1 from Khm QC.” 2nd test on 8 patients negative: Meanwhile, prin-
cipal director Health & Family Welfare, Dr. Vizolie Z Suokhrie informed that the second test conducted on eight persons who tested COVID-19 positive earlier had come negative. He said they would be discharged soon as they recover and complete the 14 days quarantine. Asymptomatic cases to COVID-19 cases see spike in NE region COVID-19 not a death sentence: PD H&FW be sent to home districts Staff Reporter
DIMAPUR, JUN 9 (NPN): Even as the organisations from Peren and Mon appealed to the government not to send returnees tested positive for COVID-19 to home districts citing lack of proper healthcare facilities and shortage of manpower, the Agriculture Production Commissioner (APC) Nagaland, Y Kikheto Sema, who is also in charge of COVID-19 related activities for Dimapur district, Tuesday said that as per the revised standard operating procedure (SOP) asymptomatic persons would have to be sent to their respective home districts. Addressing a press conference at the Commissioner Guest house, Dimapur here on Tuesday, Sema said as per the SOP, the patients should have been sent al-
ready, but keeping in mind the ground reality, they were being kept here so far. Stating that SOP, which keeps changing now and then, cannot be followed in letter and spirit, APC said that once the hospital beds were full they would ultimately have to be sent to their respective districts. Sema added that Nagaland was not the only state that revises SOP from time to time according to the situation. APC reiterated that to implement all the SOP guidelines was difficult without knowing the ground reality. He further maintained that once the capacity of Dimapur COVID-19 hospitals was full, the returnees from other districts would be sent to their respective districts. As per the revised SOP, Sema said even the asymptomatic person could sent to other districts. (Cont’d on p-8)
IMPHAL/ GUWAHATI/ SHILLONG/ AGARTALA/ ITANAGAR/ AIZAWL/GANGTOK, JUN 9 (NPN/PTI): With the country gradually reopening various sectors as part of Unlock 1, many states including North East region Tuesday saw a rise in COVID-19 cases. Number of confirmed COVID-19 cases surged to 304 in Manipur after 32 fresh cases were detected during the last 24 hours, officials of the state health department said on Tuesday. However, with the recovery of six patients, the total number of active cases stood at 243, the official added. Of the 32 fresh cases, 22 were females and the rest 10 males. In Assam, at least 33 fresh COVID-19 cases were reported taking the state’s tally to 2,868, Health minister Himanta Biswa Sarma said. A person also died due to COVID-19, tak-
ing the state’s death toll to five. The patient, who tested positive after returning from Chennai, died Monday at Diphu Medical College and Hospital, he said. There are 2,076 active cases in the state at present, 784 people have been discharged. In Meghalaya, a 70year-old man having no travel history and three returnees from other states tested positive for novel coronavirus on Tuesday, a health official said. At present, Meghalaya has registered 43 COVID19 positive cases, which include 29 active, one death and 13 recoveries so far. In Tripura, the Number of COVID-19 cases rose to 841 as 38 more people tested positive for the infection, officials on Tuesday. All 38 people, who recently returned from Chennai, are from Sipahijala district. In Arunachal Pradesh,
WC/NNPGs appeal for cooperation with govt DIMAPUR, JUN 9 (NPN): Taking the opportunity in the present COVID-19 pandemic, Working Committee(WC) of NNPGs has said the virus respected no race or color and appealed on all Nagas to first , act responsibly as citizens of the world. Media cell of WC/ NNPGs said whether political ideologies and philosophies leaned towards democracy, socialism, communism, fascism, monarchy or dictatorship and be it kings, presidents, prime ministers, generals, scientists or celebrities down to a daily wager; a piece of cloth in the form of a mask and a hand sanitizer gave more security and assurance of survival than all these political ideologies put together. WC said this was what the current pandemic has
taught the world. WC also said irrespective of whichever religion, the enemy in our midst was coronavirus. It also maintained that to Nagas and all believers in Jesus Christ, He is more relevant than our lives as He is a miracle worker and healer who is more relevant today than ever. WC also said ‘Life, Breath and Soul’ are creativity of God and not of human as these cannot be made by advanced technologies. WC urged upon Nagas the need to defeat the rampaging virus through a two-pronged strategyfirst, in the spiritual realm through unceasing prayer at home for families, for people and the land. Reiterating that Jesus Christ is the healer of diseases and who controls pestilences/pandemics and conquers death; WC said
Nagas under the theme ‘Nagaland For Christ’ must unashamedly reflect on their faith and secondly, to adhere to preventive measures advised by medical authorities. WC reiterated that obedience to government order during the pandemic was paramount and people cannot blame Heaven if they don’t observe rules on earth. WC also appealed to all that it was not time to accuse or point fingers at the government or authorities “ to score political points” but to appreciate the government of the day, the medical department, medical teams, tribe organisations, church association for their stupendous efforts. While acknowledging that there could be plenty of unprecedented mistakes when so much
had to be taken care of against the invisible lurking virus, people need to exhibit patience and understanding to allow the government to fight the pandemic with all available resources in a transparent manner and with people’s support. WC said pandemic and death were staring at Naga people and responsible NGOs and tribal bodies should not criminalise and tie up the government in knots as inadequacies have to be met with joint effort. WC said it felt that bickering will harm general interest and opined that in the post-pandemic stage, funds received and their utilisation should be made available on public domain and misappropriation by anyone from CM down to the clerk be made accountable.
six COVID-19 cases were reported in Arunachal Pradesh taking the state’s tally to 57, a senior health official said. Of the 57 cases, 56 are active and one person has recovered, he said. Mizoram on Tuesday reported its highest singleday spike in COVID-19 cases as 46 more people tested positive for the infection, taking the total in the state to 88. Of the 459 samples tested, 46 people, including 31 women, were found to be positive. There are 87 active cases in the state at present, while the first patient has recovered. Meanwhile, in Sikkim, six persons, including three women and a teenage girl, were found to be COVID-19 positive taking total cases to 13, a health official said on Tuesday. All six persons were returnees and were lodged at designated quarantine centres, he said.

KOHIMA, JUN 9 (NPN): Taking serious note of discrimination and stigmatisation faced by health workers and other frontline workers, Health & Family Welfare (H&FW) principal director (PD) Dr Vizolie Z Suokhrie has clarified that COVID-19 was not a death sentence. Speaking to newsmen at his office here on Tuesday, he admitted that misconceptions over the virus led to panic in the society, for which the frontline workers were being discriminated. . Dr. Suokhrie said it had come to the notice of H&FW department that colonies and villagers were not allowing the frontline workers to return to their respective homes. He cautioned that if they were discriminated, Nagaland would lose the battle against COVID-19.
He said the virus would stay for a long period of time and everyone would have to adapt and learn to live with it by avoiding confrontation and taking law into one’s hand. Stressing that social distancing was the key and acknowledging that lockdown had helped in slowing down the spread of infection, the PD however, said a wrong message had gone to the public and there was fear psychosis everywhere now. He appealed all to follow social distancing avoid physical contact, hand hygiene and proper use of mask in crowded places. N95 masks meant for health workers: Explaining that N95 masks were meant for health workers who were in direct contact with COVID-19 patients, PD appealed to citizens not to waste the masks by wearing (Cont’d on p-8) them.
ASTD asks inmates in Pol solution, not delimitation QCs to act responsibly in Nagaland, affirms NGBF
DIMAPUR, JUN 9 (NPN): Ao Senso Telongjem Dimapur (ASTD) has expressed gratitude to all agencies involved in the fight against COVID-19 which it termed as “people’s war” but at the same time, expressed regrets at the manner in which government functionaries had shown negligence in following the Standard Operating Procedures (SOP) issued by the government while sending returnees to quarantines and subsequently sending them to their respective districts. ASTD president L. Wati Jamir and general secretary K. Mar Lemtur in a statement also drew attention on voice messages and video clippings which have gone viral on social media. ASTD said in the voice messages and video clippings, the returnees were heard and seen complaining against the authorities for lack of proper facilities in the quarantines as well as the irresponsibility and negligence of quarantine authorities and of(Cont’d on p-8) ficials.
DIMAPUR, JUN 9 (NPN): Asserting that Naga people were eagerly awaiting conclusion of “Indo-Naga” political talks, the Nagaland Gaon Bura Federation (NGBF) has asserted that proposed delimitation exercise would not be a rational step at this juncture. In a representation addressed to the Governor of Nagaland and Government of India representative and Interlocutor for Naga peace talks, RN Ravi, the NGBF president Shahlem Konyak, general secretary Shikuto Zalipu and media secretary Akhu Naga said that the proposed delimitation exercise would pose “a serious question on the sincerity and commitment of the Government of India and your good office in particular.” Asserting COVID-19 pandemic has delayed the
“Indo-Naga” negotiations, which was on the verge of being concluded, the federation expressed belief that government and Naga political groups must restart the political talks and find a logical conclusion at the earliest. Further, NGBF expressed astonishment that the Government of India announced delimitation Committee members including the lone Lok Sabha MP from Nagaland. It said Naga people would “naturally feel betrayed” because the hope for an enduring peaceful coexistence, as agreed upon in the Framework Agreement on August 3, 2015 with NSCN (I-M) and in the Preamble or Agreed Position signed between government and NNPGs on November 17, 2017, raised the bar of expectation. fices as directed and notified by chief secretary of Nagaland. Tizit Area Students’ Union pointed out that because of the absence of departmental head in station during “a pandemic crisis”, people of Tizit were facing lot of problems with the shortage of government staff. Further, the union stated that, it would not be held responsible if any incident take place in this course of action.

Massive fire rages Assam oil well, Air Force on standby
T I N S U K I A / D I B RU G A R H / G U WA H AT I , JUN 9 (PTI): A massive fire on Tuesday engulfed the damaged Baghjan oil well which has been spewing gas uncontrollably for the last two weeks in Assam’s Tinsukia district, officials said. The blaze at the Oil India Ltd’s well is so massive that it can be seen from a distance of more than 30 kilometres with thick black smoke going up several metres high, endangering the local biodiversities which were already ravaged following the major blowout that happened on May 27. A firefighter of the state-owned Oil and Natural Gas Corporation (ONGC) suffered minor injuries during efforts to control the blaze, which Oil India said could take as long as four weeks to be put out. Assam Chief Minister Sarbananda Sonowal spoke to Union Home Minister Amit Shah, Defence Minister Rajnath Singh and Union Petroleum Minister Dharmendra Pradhan and urged them to take urgent steps to douse the fire that broke out when clearing operations were on at the
Smoke billows from a fire at Baghjan oil field, a week after a blowout, in Tinsukia district, Tuesday. (PTI) site.
Sonowal was assured of all kinds of central assistance and told even the Air Force was on standby to deal with the emerging situation. A massive explosion happened in the afternoon
at the oil well, next to the Dibru-Saikhowa National Park, and soon black smoke engulfed the area, eyewitnesses said. There were protests in the area as the fire broke out, threatening the lives and livelihood of the people
already facing the impact of the blowout for the last two weeks amid the COVID-19 crisis. Following the gas leak, thousands of people were moved out of the area and provided shelter at different camps where following coronavirus guidelines, such as maintaining social distancing, remain difficult. In a statement, Oil India said in view of the protests by people around the site, the chief Secretary and Tinsukia district administration were requested for maintaining law and order so that experts were allowed to enter the site and start the well control operations. The staff of Oil India and ONGC are being shifted from the nearby areas and once the situation is normal, experts from Singaporean firm Alert Disaster Control and the state-owned companies will move to the site, it said. The three experts from the Singaporean firm who started working at the site on Monday to stop the gas leak are confident that the situation can be controlled and the well can be capped safely, the statement said. The situation demands the arrangement of large
quantities of water, installation of high discharge pumps and removal of debris, it added. All the operations as per the Alert Disaster Control team will take about four weeks and efforts will be made to reduce this timeframe as much as possible, it said. The chief minister said all necessary steps have been taken by the state government to ensure the safety of the local people in Baghjan and instructions have been sent to district and police administrations about the same. He said the chief secretary and the Director General of Police have been directed to take active steps to control the situation while keeping the armed and paramilitary forces, fire brigades, NDRF and SDRF engaged to ensure the safety of the people. He also called on the people in the affected area not to panic as both the central and the state governments have been taking all measures to ensure their safety. S o n owa l s p o k e t o Home Minister Shah and apprised him of the situa-
tion, officials said, adding that state Industries and Commerce Minister Chandra Mohan Patowary was asked to immediately visit Baghjan and take stock of the situation. Following his telephonic conversation with the Petroleum Minister, the chief minister also held a video conference with Pradhan, officers of the Petroleum Ministry, and the foreign experts who came from Singapore and took stock of the ground situation. Pradhan told the chief minister of all the steps and technological interventions being made in a synergistic way by the stakeholders in putting the situation under control, officials said. Sonowal while expressing his apprehension on the impact of the fire on the environment and people living in the fringe areas, stressed the need for putting out the fire at the earliest to ensure a conducive living condition for the people. Environmental Impact Assessment is in progress and a team from the Assam Agricultural University in Jorhat has reached Duliajan, the Oil India said.
13 monkeys found dead in Assam water reservoir
During the post mortem of the monkeys, toxic substances (poison) were found. Silchar, Jun 9 (IANS): At least 13 monkeys have been found dead in a reservoir in southern Assams Cachar district. Officials said on Tuesday that the deaths were due to “consumption of poison”. Veterinary department official Rubel Das said the bodies of 13 monkeys were found floating in a reservoir of the Katirail water supply plant of the public health engineering department early on Monday. “During the post mortem of the monkeys, toxic substances (poison) were found. For further confirmation we will now send the samples of the dead monkeys to the veterinary department’s Disease Diagnostic Laboratory at Khana-
para (Guwahati),” Das told IANS. After photographs and videos of the dead monkeys went viral on social media, forest department officials immediately recovered the bodies and sent the samples to the veterinary department for testing. The incident created panic among the people as water was supplied from a nearby plant. An engineer of the public health engineering department said the water tank connected with the reservoir, where the bodies of the monkeys were found, had been abandoned long back. Forest officials suspected that miscreants might have poisoned the reservoir with an “ulterior motive”.

The state government had earlier drafted safety protocols, and said churches and other places of worship in the Christian-dominated state would be given permission to resume normal services from June 14, provided they abide by the guidelines. “We have withdrawn our previous order allowing places of worships to open, in view of the spike

Indo-China border row remains tense disengagements have started in few areas
The Chinese Army has been gradually ramping up its strategic reserves in its rear bases near the LAC.
New Delhi, Jun 9 (PTI): Chinese and Indian troops have begun “disengagement” in Galwan Valley and two other areas in eastern Ladakh reflecting their willingness to resolve the month-long standoff through talks, military sources said on Tuesday. However, there has been no change in their posturing in areas like Pangong Tso and Daulat Beg Oldie, they said. There is no official statement on disengagement of troops either from the defence ministry or the ministry of external affairs.
There was no word from the Chinese side as well on the development. Military sources said both Chinese and Indian armies withdrew some troops and removed temporary infrastructure from Galwan and Hot Springs and patrolling area PP-15. The two sides will hold Major-General level talks on Wednesday to further ease tensions in the areas, they said. Indian and Chinese troops were engaged in a month-long confrontation since May 5 following a violent clash in Pangong
Tso which is turning out to be biggest military standoff after the 2017 Doklam episode. In their first serious efforts to end the row, Lt General Harinder Singh, the general officer commanding of Leh-based 14 Corps, and Commander of the Tibet Military District Maj Gen Liu Lin held an extensive meeting on Saturday. However, it could not produce any tangible results. In a statement, the external affairs ministry on Sunday said the meeting took place in a “cordial and positive atmosphere” and
that both sides agreed that an “early resolution” of the issue would contribute to the further development of the relationship between the two countries. In its comments, the Chinese Foreign Ministry said both the countries have agreed to work to maintain peace along the Line of Actual Control and resolve the standoff through talks. Saturday’s talks also came a day after the two countries held diplomatic talks during which both sides agreed to handle their “differences” through peaceful discussions while respecting each other’s sensitivities and concerns. After the standoff began in early last month, Indian military leadership decided that Indian troops will adopt a firm approach in dealing with the aggressive posturing by the Chinese troops in all disputed areas of Pangong Tso, Galwan Valley, Demchok and Daulat Beg Oldie. The Chinese Army has been gradually ramping up its strategic reserves in its rear bases near the LAC by rushing in artillery guns, infantry combat vehicles and heavy military equipment, the sources said.
Kejriwal tests -ve for COVID-19 New Delhi, Jun 9 (PTI): Delhi Chief Minister Arvind Kejriwal has tested negative for COVID-19, an official said on Tuesday. The official said the 51-year-old AAP supremo underwent the test for coronavirus Tuesday morning. Kejriwal had gone into selfquarantine on Sunday after he developed a sore throat and fever. The fever has subsided and he is now feeling well, the official said.

Kashmiri Pandits condemn killing of sarpanch
New Delhi, Jun 9 (IANS): Kashmiri Pandit organisations have condemned the killing of Ajay Pandita, Sarpanch and a member of the minority community of Kashmiri Pandits in Kashmir, by terrorists. Sanjay Peshin, from Roots in Kashmir, said: “No conviction in 30 years of any Kashmiri Pandit killing by terrorists makes terrorists believe that they can kill Hindus in Kashmir without any fear of law. Till swift justice and severe punish-
ment is not delivered, the jihadis will continue to kill with impunity.” M a n y c o m mu n i t y leaders and organisations expressed their grief and anguish and held meetings at various states. Community members felt that government was unable to protect the Hindus working in Kashmir, said a statement. Vijay Kashkari, General Secretary, AIKS, said “Ajay Pandita was a brave son of India, who tried to revive the political process
in Kashmir, always working towards benefit of all, irrespective of faith or belief. This killing is intended to challenge the concept of India, its values and resolve of people to live peacefully.” “Cowardly act of killing an unarmed and innocent Kashmiri Pandit in Kashmir is a loss for the entire community. I request Prime Minister, Home Minister and Lt. Governor to ensure safety of minorities in Kashmir,” said Ajay Bharti former MLC
MUMBAI, JUN 9 (AGENCIES): The Bombay High Court on Tuesday, 9 June, directed Republic TV editorin-chief Arnab Goswami to appear before Mumbai Police on June 10 for questioning. Goswami had filed petitions in the high court, seeking quashing of FIRs against him in NM Joshi Marg police station and Pydhonie police station. The petition was heard via video conferencing during which Goswami’s request for exemption from appearing before the police for interrogation was denied, reported The Indian Express. The Mumbai police had summoned Goswami for questioning over an FIR filed against him for his remarks that allegedly gave a communal angle to the Bandra migrant gathering. The FIR in this case was registered against Goswami on 2 May. This comes over a

month after the police questioned him for over 12 hours over an FIR filed against him, for his comments in the Palghar mob lynching case and his comments against Congress president Sonia Gandhi. Goswami was accused of making “defamatory remarks” against Gandhi and promoting enmity between groups. The Supreme Court, on 19 May, had rejected a request by Goswami to transfer the investigations into the
cases against him from the Maharashtra Police to the CBI. The apex court held that the police have the right to investigate these cases, and that this case did not satisfy any of the grounds for ordering a transfer. The judgment stated, “The displeasure of an accused person about the manner in which the investigation proceeds or an unsubstantiated allegation (as in the present case) of a conflict of interest against the police conducting the investigation must not derail the legitimate course of law and warrant the invocation of the extraordinary power of this Court to transfer an investigation to the CBI.” Another point that senior advocate Harish Salve, who was representing Arnab Goswami, had made during the hearing was that one of the police officers who had interrogated Goswami had tested positive for COVID19.

Need to streamline
A
lot has been happening since the COVID-19 pandemic lockdown enforced throughout the country since March 24,2020 and in Nagaland too, there has been a series of headline news over the handling of the pandemic by the government in particular and responses of political parties and public. First of all, when the state government announced a series of preparatory measures to contain COVID-19, it projected a picture that it was on the right track. However, from earlier claims that the state was fully prepared to later admission that much needs to be done; the status appears to be swinging like a pendulum. This newspaper has been highlighting the urgent need for a scientific approach to contain COVID in which a cell or committee is constituted comprising of epidemiologists, virologists and medical scientists whose responsibility is to lay out a blueprint for the battle against COVID-19. On its part the bureaucracy and politicians have to ensure that the required medical equipments, medicines, COVID hospitals and deployment or required manpower are made available. Leaving aside the photo ops and daily headlines involving COVID issue, the state appears to be evolving as it moves along and this is what has raised concern. It can be translated into according wrong priorities. The management of the entire issue of stranded people has cost the state around Rs.28 crore. The point is whether there has been any strict monitoring over the process while providing financial assistance to those who wanted to return and those who chose to remain? There are also concerns regarding the handling of returnees at various quarantine centres among which was in putting all together and risking transmission. On the other hand, there are also reports of alleged misbehaviour among some of those quarantined and posing difficult problems for the doctors and those managing these facilities. The state lacks not only enough doctors and nurses as pointed out by the Nagaland In-service Doctors’ Association( NIDA) but also facilities in designated COVID hospitals. The issue of poor quality PPEs supplied to the frontline workers has been widely reported in the local media and subsequently landed up at the table of the Gauhati High Court Kohima Bench in the form of two Public Interest Litigation(PIL) filed separately. If there was any failing on the part of the government, it is that the pandemic has totally caught it unaware and shaken its foundations. Though the suggestion made by this newspaper earlier, for a separate scientific-driven and manned cell or committee may not have been formed, yet it appears that the recent decisions have veered slightly towards that direction. Belatedly and after over two months of the lockdown, the state government has woken up to the fact that there is urgent need of more doctors and nursing assistants which was aired by NIDA. The state government has disclosed that it will be appointing doctors and nurses to relieve those currently being overworked and overstressed. However, it is hoped that the government would also spell out the criteria through an open advertisement so that it would make the process transparent. The positive side is that the people are extending cooperation with the government in fighting COVID-19 and it would be in the fitness of things if the trust deficit if any, is bridged through transparent actions as the battle has only begun.
DailyDevotion Then What’s Next To Do?
Everyone who asks receives… —Luke 11:10 Ask if you have not received. There is nothing more difficult than asking. We will have yearnings and desires for certain things, and even suffer as a result of their going unfulfilled, but not until we are at the limit of desperation will we ask. It is the sense of not being spiritually real that causes us to ask. Have you ever asked out of the depths of your total insufficiency and poverty? “If any of you lacks wisdom, let him ask of God…” (James 1:5), but be sure that you do lack wisdom before you ask. You cannot bring yourself to the point of spiritual reality anytime you choose. The best thing to do, once you realize you are not spiritually real, is to ask God for the Holy Spirit, basing your request on the promise of Jesus Christ (see Luke 11:13). The Holy Spirit is the one who makes everything that Jesus did for you real in your life. “Everyone who asks receives….” This does not mean that you will not get if you do not ask, but it means that until you come to the point of asking, you will not receive from God (seeMatthew 5:45). To be able to receive means that you have to come into the relationship of a child of God, and then you comprehend and appreciate mentally, morally, and with spiritual understanding, that these things come from God. “If any of you lacks wisdom….” If you realize that you are lacking, it is because you have come in contact with spiritual reality— do not put the blinders of reason on again. The word ask actually means “beg.” Some people are poor enough to be interested in their poverty, and some of us are poor enough spiritually to show our interest. Yet we will never receive if we ask with a certain result in mind, because we are asking out of our lust, not out of our poverty. A pauper does not ask out of any reason other than the completely hopeless and painful condition of his poverty. He is not ashamed to beg— blessed are the paupers in spirit (see Matthew 5:3).

MGNREGA transfers power to the poorest
T
he Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), 2005 is a shining example of a radical and rational systemic change. It is radical because it transferred power to the poorest of the poor and enabled them to escape hunger and deprivation. It is rational because it puts money directly in the hands of those who need it most. It has proved its worth in the years it has been in existence, even enduring six years of a hostile government. A government that sought to denigrate it, undermine it has come to reluctantly rely on it. Along with the Public Distribution System put in place by an earlier Congress government, it is the mainstay for our poorest and most vulnerable citizens in preventing starvation and destitution wherever implemented in letter and spirit, especially in todays COVID-19 crisis. Let us not forget that the notification of MGNREGA in September 2005 as an Act of Parliament came about because of a people’s movement after years of struggle by civil society. The Congress party listened to their voices and to those of the people. It
I
became a commitment in our 2004 Manifesto and those of us who pressed hardest for it are proud that the UPA government implemented it as soon as feasible. The idea was simple: any citizen in rural India now had the legal right to demand work and guaranteed 100 days of work with minimum wages provided by the government. And it proved its worth very quickly, a grassroots, demand-driven, Right to Work programme, unprecedented in its scale and architecture, focused on poverty alleviation. Millions have been saved from hunger and worse in the 15 years since its inception. Mahatma Gandhi said, “When ridicule fails to kill a movement it begins to command respect”. In independent India there is no better example of this coming true than MGNREGA. On assuming office, Prime Minister Modi realised that shutting down the scheme was not practical. Instead he sought to deride it, attacking the Congress party in a caustic speech in which he called it “a living monument of your failure”. In the years since the Modi government tried its
t really is heart-wrenching to see where we have landed during the invasion of CoronaV. Civil Societies and individuals are shouting hoarse, accusing each other and the Government for everything under the sun. Mistakes have happened, but must we dwell on them all too frequently? Whatever has happened has happened, never to be reversed, ever again, no matter what. We have to live with it. We have gone one step further in our one-upmanship by bringing in the Tribal factor, which is the bane of Naga society. Our society is just too small and badly fragmented for us to continue this way. We have the Nagasscattered and disunited all over Nagaland, Manipur, Assam, Arunachal and Myanmar, which is a broken home in the true sense, becausewe just do not have it in us to forgive each other. We are also just too selfish to see each other’s worries and fears. At least in the other states there is some semblance of unity amongst the Nagas, but
A
best to throttle MGNREGA, hollowing it out and undermining it. But with the unrelenting pressure of activists, the courts and a vocal opposition in Parliament, the government was forced to step back. In a characteristic reversal of course, it sought instead to give it a new appearance, by integrating it with the Prime Minister’s pet programmes like Swacchh Bharat and Pradhan Mantri Awas Yojana. These were passed off as reforms but in reality they were no more than a barely disguised dressing up of Congress party initiatives. It is another matter that payments to workers were delayed interminably and work was denied frequently. The COVID-19 pandemic and the distress it has unleashed, has brought the Modi government around full circle. Faced with unprecedented hardship and an economy already in slowdown, the government was obliged to fall back on UPA’s flagship rural relief programme. Deeds are more important than words, and nothing speaks more eloquently than the Finance Minister’s recent and belated increase in the overall allocation of the programme to more than
rupees one lakh crore. In May 2020 alone 2.19 crore households demanded work through the Act, the highest for the month in eight years. The Modi government may still be looking for some twisted logic to reconcile its dislike of a Congress party programme withits wholesale adoption of it. But the country recognises how the world’s largest public works programme not only helped lift millions of Indians from extreme poverty but transformed Panchayati Raj, contributed to climate change mitigation and revived the rural economy. It heralded social change by ensuring equal pay to everyone, empowering women, Scheduled Castes, Scheduled Tribes and other vulnerable populations. It helped them organise and offered them a life of dignity and self-respect. Understanding these well-established facts will be crucial to empowering India in today’s crisis. Now, as dejected workers return from cities and towns to their villages in droves, deprived of employment, facing an insecure future, a humanitarian crisis on an unprecedented scale is unfolding before us. And the value of MGNREGA
has never been clearer and more evident. Relief efforts must be centred around rebuilding their faith. One immediate step must be to issue them job cards in the programme. The panchayats, who were empowered by Rajiv Gandhi’s path-breaking initiatives, must be brought centrestage as MGNREGA is not a centralised programme. The capacity of panchayats to manage public works projects must be strengthened and devolution of funds to panchayats must be prioritised. The nature of work must be left to gram sabhas. Local elected bodies understand the ground realities, the influx of workers and their needs. They know best where to spend their budgets, in tune with the needs of the village and the local economy. The skills of the workers must be used to build durable assets that improve farm productivity, increase rural income and conserve the environment. The government must put money directly in the hands of the people in this time of crisis by clearing arrears, ensuring unemployment allowance, and being flexible about modes of payment to the workers to cut delays. The Modi gov-
ernment has not paid heed to the demands to increase the number of workdays to 200 and to allow them to be registered at the worksites in every gram panchayat. MGNREGA must be ensured openended funding as it was meant to be. MGNREGA has proved its worth because it continuously improved and evolved during the UPA years. It was shaped by the people working together with the government through extensive social audits, transparency, openness to scrutiny by journalists and academics, and the appointment of an ombudsman. State governments played a crucial role by innovating best practices. It became known as a model of poverty alleviation throughout the world. The Modi gover nment has grudgingly come around to the significance of the programme. My plea to the government is, this is a time of national crisis, not a time to play politics. This is not a BJP versus Congress issue. You have a powerful mechanism at hand, please use it to help the people of India in their time of need. Sonia Gandhi (IANS)
Post-mortem Covid-19 and Naga Society here in Nagaland there are many more divisions, with tribalism the real killer. We are just too suspicious of each other, which borders on hatred. We profess to be Christians but acutely lack basic Christian principles. A very sad situation that has emerged recently is the open attack on the Angamis and the Kohima Villagers. Many unfortunate posts have demeaned them, though some have tried to humbly clarify the situation. Please remember, Kohima town and its environs is traditionally the home of the Angamis, but this township, by virtue of being the capital complex of Nagaland, is truly cosmopolitan in character. We thus have people from all the tribes of Nagaland and beyond, who have settled here permanently. In part, this is the generosity of this tribe that we have started abusing and using as a punching bag. It really is not fair to themor to everyone else from outside thathave made Kohima their home. The Government and Front-
line Workers, and those who so generously volunteered to look after the material comforts of the Returnees were just overwhelmed by the sheer numbers of our people returning home. Besides, thousands more desperately longing to return, were to soon come, so continuous planning and arrangements were required. Whatever it is, the return of so many thousands of Nagas from outside was the perfect recipe for a disaster of unimaginable scale andunknown for many decades. The few people involved in the process were being overwhelmed on a scale never seen before. It was probably in this scenario that the Kohima Village Council requested the Government to send home the returnees of the other districts. But please remember, they did not ask the Government to send back the people of other areas who are settled, temporarily or permanently, in Kohima. Mistakes have been committed in sending positive cases
to Tuensang, and now Peren. In the first case there probably was an acute communication gap, what with so many groups whose functions overlapped each other (?), or perhaps serious misunderstanding somewhere. Let’s take the second mistake from the human angle, of a group of overwhelmed workers who are physically, mentally and emotionally exhausted. They have given their best for everyone, and in their weariness, have erred. But, is this the end of the world? If we all work together, leaving politics out, at least till we bash upCoronaV, we can save those infected. Let’s get over the blame game and do our bit for society and Naga unity. This time we have seen another side of humanity. The Returnees have been through hell but have still managed to smile through their pain and show their gratitude to all the caregivers through the numerous videos and audios, which were really heart-warming. Most could not get the minimum
comforts, but they continued in quarantine, undaunted, but grateful.Of course, an extremely small section was very unhappy, perhaps expecting better. These are very trying times when manpower and resources have been stretched to the limit. It is worthwhile to remember that there are very few people working to keep the thousands of Returnees as comfortable as possible. Somewhere down the line things have not gone as planned, but they are still trying their best, through their frustration, and their sweat and tears. The least we can do in return is be grateful to them. Please, let’s forgive each other for the mistakes committed. Let’s unite and fight the common enemy, the deadly CoronaV, which has got humankind on its knees. We surely can adjust to all our frailties, at least this once, till the world has some breathing space after the virus. Prof. G.T. Thong Lower Agri Colony, Kohima

Another locust attack likely in a few weeks: Officials
JAIPUR, JUN 9 (PTI): Centre’s Locust Warning Organization will press into service 25 drones and buy 60 more vehicle-mounted insecticide spraying machines to counter the attack of locust swarms in the near future, an official said on Tuesday. Authorities are worried that millions of locusts may enter India along with monsoon winds from the Arabian Sea to destroy kharif crops. “The locust swarms may attack in late June and early July. There is every possibility that locust swarms will come towards India from African countries along with monsoon winds rising from the Arabian Sea,” K L Gurjar, Deputy Director of the Faridabadbased Locust Warning Organisation (LWO), told PTI. He said the summer and rainy weather is favourable for locusts and they move from one place to another during this time, travelling 150 km in a day. India faced a locust attack last month and the
swarms reached Jaipur for the first time. Swarms of locusts travelled through several areas of Rajasthan, Madhya Pradesh, Maharashtra and Uttar Pradesh amid their worst invasion in years. The swarms entered Rajasthan in April from Pakistan and then spread to areas across the western states, helped by strong winds. Gurjar said the LWO is making full preparations at its level. For the first time, a team of 25 drones is being prepared to fight the locust swarm, which will be ready in a day or two. It will be used for spraying insecticides. Apart from this, the organization will get 60 more vehicle-mounted sprayers by the end of this month. State Agriculture Commissioner Dr Omprakash told PTI that the Food and Agriculture Organization of the United Nations is predicting that grasshoppers will come so “we have made full preparations”. Around 800 tractormounted sprayers were al-
ready being used, and now the district collectors have been authorized to take into service more such vehicles as per the requirement. He said there is no dearth of resources to counter attack locust swarms. The state government has already given about Rs 6.5 crore to the districts. The department has asked for around Rs 4 crore additionally. The government has decided to purchase 100 fire fighting vehicles from the Disaster Relief Fund (SDRF), which can also be used for locust control. In a meeting with Chief Minister Ashok Gehlot recently, State Agriculture Minister Lalchand Kataria said a large number of locust swarms could come to Rajasthan in the coming days. He said swarms are breeding in African countries. A large number of these swarms are expected to reach Rajasthan. In such a situation, a district-wise strategy will have to be made to deal with them, Kataria said.

Send home migrants in 15 days, SC tells Centre, states NEW DELHI, JUN 9 (PTI): The Supreme Court on Tuesday ordered that all migrant workers willing to travel to their native places should be sent back within 15 days and Shramik Special trains should be arranged for them by the Railways within 24 of demand being made. A Bench headed by Justice Ashok Bhushan said all migrant workers have to be identified and registered for sending them back home. The Bench---which also included Justice SK Kaul and Justice MR Shah--asked states and union territories to submit schemes to give employment to migrant workers. “States need to establish (a) helpdesk which will help migrant labourers to avail of employment opportunities,” it said. The top court ordered setting up counselling centres to help migrant workers who have returned home find employment. If they wanted to travel back for employment, states should facilitate the process, it added. The court asked states to consider withdrawal of cases filed against migrant workers for violating the lockdown under NDMA, if any,
for violation of COVID-19 lockdown. Asking the Centre, states and union territories to file further affidavits, the top court posted the case for hearing on July 8. Directing states to collect village-wise and blockwise data, the top court said states should map out skills of migrant workers and help them to get reemployed. The Bench issued the directions after taking note of the submissions of the Centre, states and union territories on steps taken to mitigate misery of migrants stranded across the country due to COVID-19 lockdown. Last month, the top court had taken suo motu cognisance of migrant workers’ miseries and ordered states to provide them free food, shelter and travel. On the last date of hearing, the Centre had asserted that no migrant worker had died on Shramik Special trains due to lack of food, water or medication. Solicitor General Tushar Mehta had denied any negligence on part of the Railways and the GRP. All reported deaths had occurred due to pre-existing ailments, Mehta had claimed.

Kolkata, Jun 9 (PTI): Insisting that Union Home Minister Amit Shah’s speech at the BJP’s virtual rally for West Bengal was “devoid of substance”, the TMC on Tuesday said the saffron party was “hungry for votes” even when the state was battling the double whammy of COVID-19 and destruction caused by Cyclone Amphan. Addressing the rally earlier in the day, Shah criticised the TMC-led Bengal government for its alleged apathy towards migrant workers. He said these labourers would ensure Chief Minister Mamata Banerjee’s exit in the 2021 assembly polls as she had “insulted” them by terming Shramik Special trains run to ferry them home during lockdown “Corona Express”. The Union minister also attacked Mamata Banerjee over the alleged culture of

political violence in the state, saying the only industry that was flourishing in Bengal was that of “crude bombs and illegal weapons”. Senior Trinamool Congress (TMC) leader Abhishek Banerjee said Shah’s speech was full of rhetoric and asked why he had been silent on the IndiaChina standoff. “As usual, the speech of Amit Shah Ji was all rhetoric and no substance. Nonetheless, since he has talked about his dream of seeing ‘EXIT’ of TMC, I would like to ask him one more time - ‘When are the Chinese EXITING our territory’,” Banerjee tweeted with hashtag #BengalrejectsAmitShah. Indian and Chinese armies have been engaged in a standoff for a month now in several areas along the Line of Actual
Control (LAC) in Ladakh. Both countries are trying to defuse the crisis through diplomatic and military channels. Senior TMC leader and state education minister Partha Chatterjee also took to Twitter to attack Shah. “At a time when the state is battling a pandemic and a natural disaster, Amit Shah’s priorities are crystal clear. Bengal, remember the face of this man who is just hungry for your votes and nothing else,” he said. The official Twitter handle of the TMC said, “Amit Shah, someone who’s himself put the inclusivity of India in danger, talks about ‘restoring’ the culture of Bengal. Doesn’t he remember it was Mamata Banerjee who restored statue of Vidya Sagar, vandalised by his men in front of his own eyes.”

plunge by 7.2 per cent in 2020. Growth in East Asia and Pacific is projected to fall to 0.5 percent in 2020, the only region that could see growth this year, the report said. The Chinese economy is expected to grow by 1 percent this year. The outlook for global economy is “highly uncertain and downside risks are predominant,” including
the possibility of a more protracted pandemic, financial upheaval, and retreat from global trade and supply linkages, the report noted. A downside scenario could lead the global economy to shrink by as much as 8 per cent this year, followed by a sluggish recovery in 2021 of just over 1 percent, with output in EMDEs contracting by almost 5 per cent this year.
ASTD asks inmates in QCs to... Rupee trims (From p-1) ASTD has focussed on the personal behaviour of some returnees at various quarantine centres (QCs) who have been creating a situation by not following social distancing norms, socialising among themselves and also “complaining so much” as if they were entitled to everything under the Sun. ASTD reminded those unruly lot to realise that they were put up in quarantine in their own home( state) and given basic needs free everyday provided by the government, churches and NGOs. ASTD advised returnees to instead realise that they must behave well for 14 days as the fate of COVID19 in Nagaland was in their hands to defeat the virus together to create a new Nagaland for the future generation. It stressed on stringent measures at quarantines to
prevent untoward incidents between official and returnees. ASTD also cautioned that if any Ao individual made unwarranted allegations or issues defaming the union’s integrity, it shall deal with such individual in a way it deemed fit and proper. ASTD also informed that its frontline workers at Dimapur spearheaded by the convenor empowered committee has been working tirelessly to shoulder maximum burden in taking care of more than 70% of returnees to contain COVID-19. Therefore, ASTD appealed to public, especially the returnees to cooperate with frontline warriors such as doctors, nurses, task force and security personnel on COVID-19 duty. It also expressed need for more medical personnel in Dimapur by requisitioning required doctors from less burdened districts.

intra-day gains
Mumbai, Jun 9 (PTI): The Indian rupee on Tuesday gave up all its intra-day gains to close 6 paise lower at 75.61 against the US dollar in line with weaker sentiment in financial markets triggered by steeply rising coronavirus cases in the country. Besides, robust US dollar against its key rivals also had an impact on the domestic unit. The dollar index, which gauges the greenback’s strength against a basket of six currencies, rose 0.42 per cent to 97.02. The rupee opened at 75.53 against the US dollar, but pared the gains to settle at 75.61 against the US dollar, down 6 paise over its previous close. During the four-hour trading session, the domestic unit saw an intra-day high of 75.43 and a low of 75.61. On the equity front, the benchmark Sensex closed 413.89 points or 1.20 per cent lower at 33,956.69.
“The current episode has already seen by far the fastest and steepest downgrades in global growth forecasts on record,” said World Bank Prospects Group Director Ayhan Kose. In the previous Global Economic Prospects report released in January, the multilateral lender projected global economy to grow by 2.5 per cent this year. “If the past is any guide, there may be further growth downgrades in store, implying that policymakers may need to be ready to employ additional measures to support activity,” Kose said. In mid-April, the International Monetary Fund (IMF) projected in its World Economic Outlook that the global economy is on track to contract by 3 per cent in 2020 as a result of the pandemic, and has recently signaled it would likely further cut forecasts in the near future.
The World Bank’s semi-annual forecast for the global economy predicts a moderate recovery next year, with growth of 4.2 per cent under the baseline forecast, which assumes that the pandemic recedes sufficiently to allow the lifting of domestic mitigation measures by mid-year in advanced economies and a bit later in EMDEs, and that adverse global spill-overs ease during the second half of the year. Advanced economies are expected to grow 3.9 per cent next year and EMDEs could bounce back by 4.6 per cent, according to the report. “In many countries, deep recessions triggered by COVID-19 will likely weigh on potential output for years to come,” the report said. The report also noted that per capita incomes are expected to decline by 3.6 percent, which will tip millions of people into extreme poverty this year.
(From p-1) Instead, he insisted that these should be made available for health workers while the public can use surgical masks or threelayer masks. PD said that 85-90% patients recovered even without medication and even if thousands developed symptoms, they could be cured with medicines and only few people required critical care support. He said chances of recovery were very high if the patients did not have other ailments or were in 18-45 age-group. COVID Care Centre: Dr. Suokhrie said the H&FW department had started activating COVID Care Centre (CCC) now because if the current rate continued, hospital beds would have to be reserved
for severe cases, while asymptomatic and mild cases could be taken to CCC. Retur nees should give honest identity: H&FW deputy director Dr. Kikameren Longkumer, who was also present, urged the returnees to provide their correct names and other details, warning that providing false names could create more problems for the care givers. He admitted that lot of misconception led to poor implementation of policies and taking of wrong decisions, while appealing to the returnees to be truthful and assist the frontline workers to help them. TrueNat sent to districts: Dr. Longkumer said five TrueNat Quattro machines had reached the State till now and had been sent to Tuensang, Phek, Wokha, Zunheboto and Dimapur, while two TrueNat

NGBF added that such move would “eat away at the pillars of trust, understanding and commitment between government of India and Nagas that you worked so hard to restore.” NGBF also stated that if it was a deliberate policy by government of India, then the federation would exercise its right and explore, reassess its position and convey to Naga negotiators. It reiterated that all issues broadly agreed, in principle, concerning Nagas’ historical, political, social, cultural and economic matters, be finalized in the form of final draft for final Agreement.

Mentioning that training on installing and operating the machines were complete, Dr. Longkumer said two TrueNat Uno machines received from the Union H&FW ministry had been installed at Mokokchung and Mon. Asymptomatic cases to be sent to home districts
(From p-1) However, APC said that as far as possible they were trying to retain the returnees in Dimapur, which in one way, was a violation of SOP. Sema has, therefore, called upon the districts particularly Peren and Mon to cooperate and get mentally prepared to receive the returnees since Dimapur COVID-19 hospital was full. He added that they had no other choice, but to send some of the asymptomatic persons to their respective districts. APC also urged the people to jointly fight the coronavirus, saying it was not the time to shy away from responsibilities. Asserting that Team Dimapur had been trying their best and have been treating all districts fairly, Sema assured to continue delivering the best they could. Sema also thanked the private doctors who have been extending their cooperation. APC also acknowledged various schools and college institutions, which have been declared as quarantine centre, and requested them to continue their cooperation. Meanwhile, APC has cautioned colonies and villages that were refusing to accept returnees even after the completion of 14 days quarantine. He said that action would be taken if such cases were reported. Calling for joint effort to combat the pandemic, he said that until and unless everyone joined hands it would be difficult to fight the virus.

Nagaland police, through the PRO, has appealed to the citizens of Nagaland to be very cautious and discreet in soliciting comments on social media without verifying facts. Stating that the freedom of speech in a democracy also comes with reasonable legal restrictions, the police have asked the citizens to be mindful of it. Nagaland police also stated that any violation of law would be strongly dealt with as per the provisions of law.

As many parts of the world inundated by the COVID 19 pandemic, most of the governmental hospitals have been converted into COVID 19 hospitals. The Imkongliba Memorial District Hospital (IMDH) is also been designated as a COVID 19 hospital. As such, people with other sickness and ailments were unable to avail treatment like before. Kathmandu, Jun 9 (PTI): Nepal’s Parliament on Tuesday started discussions on a Constitution amendment bill to change the country’s political map showing Lipulekh, Kalapani and Limpiyadhura under its territory, amidst a border row with India. Minister for Law, Justice and Parliamentary Affairs Shivamaya Thumbhangphe tabled the amendment bill for discussions in Parliament in a bid to amend the Constitution to update the country’s map. The bill seeks to amend the political map of Nepal included in the schedule 3 of the Constitution. It requires a two-thirds majority vote in Parliament to bring an amendment to the Constitution. The NCP commands a two-thirds majority in the National Assembly, but it needs support from other parties to get the Constitution amendment proposal through the Lower House, as it falls short of around 10 seats. Nepal last month released the revised political and administrative map of the country laying claim over the strategically key areas of Lipulekh, Kalapani and Limpiyadhura.

According to the Ministry of National Health Services, 105 deaths were reported as the total number of fatalities reached 2,172 in the country. It also showed that at least 35,018 patients have fully recovered from the coronavirus. Another 4,646 new patents were diagnosed in the last 24 hours, taking the total tally of patients to 108,317. Referring to the decline in crime rates as shown in the latest statistics, Trump said that the Police has done a fantastic job. “We have among the best numbers we’ve ever had in terms of recorded history certainly, but this has been a very strong year for less crime-let’s put it that way-less crime; and there’s a reason for less crime, that’s because we have great law enforcement,” Trump said, as he rejected the demands being made by his political opponents and rights bodies. “I am very proud of them. There won’t be defunding, there won’t be dismantling of our police and there are not going to be in the disbanding of our police. Our police have been letting us live in peace and we want to make sure we don’t have any bad actors in there,” Trump said.
Geneva, Jun 9 (AP): The head of the World Health Organization warned that the coronavirus pandemic is worsening globally, even as the situation in Europe is improving. At a press briefing on Monday, Tedros Adhanom Ghebreyesus noted that about 75% of cases reported to the U.N. health agency on Sunday came from 10 countries in the Americas and South Asia. He noted that more than 100,000 cases have been reported on nine of the past 10 days — and that the 136,000 cases reported Sunday was the biggest number so far. Te d r o s s a i d m o s t countries in Africa are still seeing an increase in cases, including in new geographic areas even though most countries on the continent have fewer than 1,000 cases. “At the same time, we’re encouraged that several countries around the world are seeing positive signs,” Tedros said. “In these countries, the biggest threat now is complacency.”

Washington, Jun 9 (PTI): US President Donald Trump has ruled out defunding or dismantling the police departments in the American cities, saying members of the force risk their own lives to protect others. Trump’s remark came amidst the growing demand from a section of the Americans to defund the police in the aftermath of the custodial death of AfricanAmerican George Floyd in Minneapolis on May 25. “We won’t be defunding our police, we won’t be dismantling our police. We won’t be disbanding our police, we won’t be ending our police force in a city. I guess you might have some cities that want to try but it’s going to be a very sad situation if they did because people are going to be protected,” Trump said during a White House round table with the law enforcement officials from across the country. Lo n d o n, J u n 9 (Agencies): Adam Lallana has signed a shortterm contract extension with Liverpool until the
end of the current campaign. The 32-year-old midfielder’s contract was due to expire at the end of the
month and his representatives have already been approached by Leicester over a possible summer move. But Lallana has agreed to extend his stay with Liverpool for a further month and will see out the season with Jurgen Klopp’s side as they aim to secure their first league title in 30 years. “I am really pleased to have the chance to finish this season - it means a lot to me and my family,” Lallana told the club’s website. “Now isn’t the moment to review my time here because the focus needs to be on the remaining nine matches and the club finishing the season in the best manner possible. Of course, one of the big personal positives about committing to this shortterm extension is that I will now get to say goodbye to the people who mean so much to me in the right way.” “The gaffer has been different class and we’ve had an honest conversation about what my role will be in the remaining weeks. I want to contribute in the most positive way possible that helps him
and the team, not just for the remaining matches of this season - but also what they’ll need to consider for next.” “I’m totally at peace with what that looks and feels like, and I know the role I’ll be playing for this team will help in what’s going to be an extraordinary period - the likes of which none of us have ever experienced.” “I feel in my time at Liverpool I’ve always looked to do the right thing for the team, the manager and the club in every decision I’ve made. I think this one fits into that category as well, so I’m buzzing to be seeing out this campaign and hopefully get to celebrate something memorable with an amazing group of people.” Lallana signed for Liverpool from Southampton in 2014 under the management of Brendan Rodgers. He has since played 178 times, scoring 22 goals. The former England international has seen his playing time restricted this season and has only featured 15 times in the Premier League, scoring one goal.
Chelsea want to sign Havertz Lo n d o n, J u n 9 (Agencies): Chelsea want to sign Kai Havertz from Bayer Leverkusen this summer. Leverkusen have not received a formal offer for the 20-year old but it is believed Real Madrid and Bayern Munich have held talks with the club. Roman Abramovich is willing to give Frank Lampard significant backing in the transfer market this summer, with a deal for RB Leipzig striker Timo Werner agreed ‘in principle’. Leicester left-back Ben Chilwell remains Chelsea’s No 1 target this summer. Hakim Ziyech will join Chelsea from Ajax in July. Havertz, whose contract runs until June 2022 at Leverkusen, has attracted interest from a host of top European clubs. The Germany international has scored 15 goals and made eight assists across 38 games in all competitions so far in the 2019-20 campaign. The Leverkusen academy graduate also has seven caps and one goal for the German national team.
Won’t wait another 4 years if Tokyo Games is cancelled: Paes Mumbai, Jun 9 (Agencies): Indian tennis player Leander Paes has said that he will not wait for another four years to appear for his eighth Olympics if the Tokyo Games, which was postponed to 2021 amid the outbreak of the coronavirus, is cancelled. Paes is the only Indian to feature in seven Olympic Games between 1992 and 2016. “If the Tokyo Olympics is cancelled, then I have already played my last Olympics in Rio. I am not going to wait for the next Olympics,” Paes said during an Instagram Live session with fellow tennis player Purav Raja. Paes had announced last December that 2020 would be his farewell season as a pro-tennis player and was ready to hang up his boots. Leander Paes The veteran tennis star has won 18 grand slam he won in mixed doubles, most successful doubles doubles titles, 10 of which in his career. He is also the player in the history of Da-
vis Cup with 44 wins. The 46-year-old was targeting to be the only tennis player in the history of the sport to play eight consecutive Olympics. However, this dream had to take a backseat at the moment after the Tokyo Games were postponed to next year. The Inter national Olympic Committee has said that the event could be cancelled if doesn’t happen next year. During the Instagram chat, Paes talked about his former tennis partner Mahesh Bhupathi, with whom he won three grand slam titles and enjoyed a formidable partnership. In later years, Paes teamed up Rohan Bopanna to win several Davis Cup matches. “Mahesh had a killer backhand as an ad court player. It was world class but if I had to choose between two, I would definitely go for Rohan’s serve.

The retired 50-0 boxing legend famously stepped back through the ropes on New Year’s Eve 2018 in Japan, when he knocked out Tenshin Nasukawa in one round. In the early hours of Tuesday morning, Floyd joined former opponent Zab Judah on Instagram Live who asked him if he would be fighting again soon. Mario Balotelli
Milan, Jun 9 (Agencies): Days after reportedly being fired by Brescia, Mario Balotelli was turned away by the club when he arrived for training on Tuesday. Balotelli walked up to the gate of Brescia’s training ground and, following a brief conversation with a club employee, he turned around. As he walked away he said to media, “Now say that I don’t want to train.” Balotelli was reportedly fired by his hometown club last weekend for failing to report to training as the Italian soccer league prepares to resume three months after being stopped by the coronavirus. The former Italy striker said he had stomach problems. It was reported that Balotelli sent another doctor’s note on Monday night to the club saying he had recovered, but that it didn’t arrive in time to send to the relevant authority and so he wouldn’t have been insured if he had injured himself in training.
His serve is one of the best I have seen on tour and it’s a weapon,” he said. He also said that in the mixed doubles events, he enjoyed his partnerships with Switzerland’s Martina Hingis and Czechoslovakia’s Martina Navratilova. “Hingis complemented my style and I could play my natural game with her. She allowed me to be the leader and I could just take over the net. Navratilova, on the other hand, led me through and always guided me. She was the leader in my team,” Paes said.

the guarantees asked for by FIFA,” the CBF said in a statement on Monday. Brazil has hosted a string of inter national sporting competitions in recent years – including the World Cup in 2014, the Olympic Games in 2016 and the Copa America in 2019 - and the CBF also felt they were outsiders to host yet another major event.
Brazil will instead join the other South American nations and “support Colombia in the dispute to host” the tournament, the organisation said. Brazil’s withdrawal means Colombia, Japan and a joint bid from Australia and New Zealand are the remaining contenders to host the 32-team tournament.

ICC hopes to end T20 WC impasse Ronaldinho opens up on arrest
New Delhi, Jun 9 (PTI): The International Cricket Council (ICC) will be hoping to end the impasse surrounding the future of this year’s T20 World Cup in Australia and sort the nomination process for its next chairman when the board members meet virtually on Wednesday. The last International Cricket Council board meet was a damp squib with leaks of classified emails gaining precedence over the agenda. And the board members would expect some concrete decisions to end the logjam over this year’s T20 World Cup Down Under, which looks increasingly improbable due to the COVID-19 pandemic. So would the BCCI agree to push their edition (2021) to 2022 if Cricket Australia requests? “Let ICC first announce what they intend to do with this year’s World T20. There has been no formal announcement with regards to this year’s edition,” BCCI treasurer Arun Dhumal told PTI. “Either India hold their edition as per schedule in 2021 with Australia organising theirs in 2022 or vice versa. In any case, a decision needs to be taken
considering the members will need to plan their bilateral engagements,” a senior official privy to ICC board room politics said on conditions of anonymity. The other aspect will be broadcaster, Star India, which has invested heavily in both the IPL as well as ICC events. “Star is a stakeholder. Their opinion will also matter,” the official said. There is speculation that the October-November window for the T20 World cup would be taken up by the IPL if the ICC announces a postponement or cancellation.

India thrive on verbal clashes: Wade
Matthew Wade
MELBOURNE, Jun 9 (Agencies): Australia batsman Matthew Wade may decide to keep his lip zipped during the test series against India over the home summer as he says Kohli’s team thrive on verbal confrontations. The 32-year-old Tasmanian has dished out his fair share of “sledging” on the field and was never far away when aggression levels spiked during last year’s Ashes in England.
Yet Wade said chirping at India during the fourtest series, which starts in December, might backfire. “They’re a hard team, they use it to their advantage very well,” Wade told reporters in a video call on Tuesday. “Virat is very clever the way he uses his words or his body language. So they use it as an advantage now. To be honest, I don’t really want to engage too much into that.”
“I know that they thrive off that energy that comes between two players. They’re probably as good at doing that as anyone in the world at the moment, so it’s something I might stay away from this time.” Wade is itching to get back to cricket after the COVID-19 shutdown. The father of two, who had surgery on his knee in May, will return to training with Tasmania this week and is hoping to be named in Australia’s limited overs squads for a yet-to-be-confirmed tour of England slated for September. However, a recall for all-rounder Glenn Maxwell could see him miss out. “I’d love to be on that tour,” he said. “I’d say Glenn would come back into that team, he’s one of the best players in the world at T20 so he’ll come back in at some stage. I see myself as that spare player, the spare batter, the spare keeper ... so that’s what I’m probably striving to maintain.”
Milan, Jun 9 (Agencies): Italy’s football federation (FIGC) decided on Monday to use an algorithm to calculate final rankings in the top-flight Serie A soccer championship if a new surge in COVID-19 cases made it impossible to complete the season. Serie A, which was suspended on March 9 as part of a government lockdown to curb the novel coronavirus outbreak, is due to resume on June 20 and finish on August 2. Italy has gradually eased restrictions since early May, with new cases and deaths falling across the country. However, there is still a fear infections may pick up, stopping football again. In the case of a new suspension, the FIGC would aim to set final league positions through a playoff system, without rescheduling the 12 rounds of matches remaining, although the exact details have not yet been decided.

PL to support players who take a knee
Liverpool players take a knee during training as a show of solidarity for the Black Lives Matter movement.
L o nd o n , J u n 9 (Agencies): The Premier League will be supportive of players who take a knee as a public show of support for the Black Lives Matter movement when the season resumes next week. The Football Association assured players they would take a “common sense approach” to any displays of anti-racist or political gestures, as global protests continue following the death of George Floyd last month.
Liverpool and Chelsea were among the Premier League clubs to take a knee during training to show solidarity for the movement last week. T h e G e r m a n FA decided not take action against England international Jadon Sancho and other Bundesliga players who displayed anti-racism messages following the death of Floyd. Sancho revealed a ‘Justice for George Floyd’ message on his T-shirt after scoring for Borussia
Dortmund, while Marcus Thuram knelt after scoring for Borussia Monchenglad b a c h a n d S c h a l k e ’s Weston McKennie wore an armband with “justice for George” on it. FIFA president Gianni Infantino said earlier this month that Bundesliga players who protested over the death of Floyd on the pitch “deserve an applause and not a punishment”. A statement read, “FIFA fully understands the depth of sentiment and concerns expressed
by many footballers in light of the tragic circumstances of the George Floyd case.” Last week the Premier League said, “The Premier League stands alongside all those who are opposed to discrimination in any form. There is no room for racism, anywhere. #NoRoomForRacism.” The Premier League - suspended since March 13 - is provisionally due to resume behind closed doors on June 17, with 92 games remaining.

If this proved impossible because the government banned all matches, the FIGC general council agreed to use a highly contentious algorithm based
on teams’ home and away results. This would determine which teams qualify for Europe and which are relegated but it would not be
Thiago Silva set to leave PSG
Evans dismisses Djokovic’s US Open concerns over COVID-19 protocols
Paris, Jun 9 (Agencies): Paris Saint-Germain captain Thiago Silva will leave the French champion this summer after eight seasons with the club, according to local media reports. The 35-year-old Brazil international will not be offered an extension to his contract beyond the end of PSG’s Champions League campaign and is said to have been informed of the decision by sporting director Leonardo. PSG is looking to reduce its hefty wage bill with the club facing estimated losses of over 200 million euros ($226 million) after the Ligue 1 season was declared over in April due to the coronavirus pandemic. Silva, who joined PSG from AC Milan in 2012, could return to former club Fluminense in his homeland. He was pictured on Sunday holding a Fluminense member’s card and team shirt with his name printed on the back. Silva won Ligue 1 seven times with PSG in addition to four French Cups and five French League Cups.
London, Jun 9 (Agencies): Britain’s Dan Evans believes Novak Djokovic’s concerns about players having only one member of their support staff at the U.S. Open does not apply to the majority of the field and compromises should be made when action resumes. The U.S. Open organisers are assessing safety measures for the tournament scheduled to begin on Aug. 31 without spectators after the COVID-19 pandemic stalled the season in March. Djokovic said hosting the tournament would be impossible due to “extreme” COVID-19 protocols, but Evans said there has to be some “give and take” from the players. “I don’t think having one person of your team only allowed is such a big deal – the majority of the draw would only travel with one coach,” Evans told BBC 5 Live. “Not everyone’s travelling with physios and fitness trainers like Novak said, so I think his argument there is not really valid for the rest of the draw, apart from the real top guys.”
used to decide who wins Serie A. Instead the title would not be awarded this year. Juventus, chasing a ninth successive title, leads
the standings with 63 points from 26 games followed by Lazio (62), Inter Milan (54) and Atalanta (48). The three teams in the relegation zone are Lecce, SPAL and Brescia. The meeting did not address another question troubling clubs regarding what happens if any players test positive. As things stand, new cases within clubs will cause the whole squad to be quarantined for 14 days, severely disrupting the championship and raising the prospect it may not be completed. “If the trend of infections allows it, I hope the government’s experts can review the rules,” FIGC president Gabriele Gravina told newspaper La Verita on Monday. After the meeting, Gravina said clubs that do not comply with the government’s strict regulations to keep the virus in check will face sanctions and could be excluded from the league.

The U.S. Open will be the first Grand Slam to be played after the novel coronavirus outbreak, and will be followed by the French Open which was moved to September. Defending champion Rafa Nadal is also not keen on travelling to New York, one of the cities hardest hit by coronavirus, in present circumstances. But Evans has urged both Nadal and Djokovic to take part in the event in order to help lower-ranked professionals in financial crisis due to the shutdown. “This is the point where I think the players should
really come together and Novak and Rafa should really be looking to help those players with lower ranks so they get a good pay day,” Evans added.
