NPF faces 4th crisis

Staff Reporter

Dimapur, Jul 7 (NPN): It would seem that the game of throne in Nagaland’s political arena will continue to haunt the NPF on its third successive term, as reports indicate that ousted chief minister T.R. Zeliang has marshalled majority support of legislators to overthrow present incumbent Dr. Shürhozelie Liezietsu even before the latter could enter the house through a bye-election scheduled on July 29, 2017. It may be recalled that the NPF suffered dissidence in 2006 when then minister Z. Obed with 17 MLAs out of 31 attempted to oust Neiphiu Rio but it did not materialise. The second dissidence took place during first week of May 2014 when then chief minister Neiphiu Rio, who had won the Lok Sabha election from the state, was to hand over the baton. Rio had planned to hand over to the senior most elected regional leader Noke Wangnao but majority of legislators including the party president favoured T.R. Zeliang. The rivalry led to the first camping episode when

MALT serves ultimatum on PHED

DIMAPUR, JUL 7 (NPN): Mangkolemba Ao Lanur Telongjem (MALT) has served an ultimatum on the chief engineer, PHED, to replace SDO, PHE at Mangkolemba by a responsible and sincere officer on or before July 31. In a press note, MALT president, I. Tia Jamir, and general secretary, Sentimeren Imchen, stated that an ultimatum was served on the chief engineer, PHED, on August 24, 2016 through local dailies for replacement of incumbent SDO latest by September 30, 2016 for his alleged failure to attend office and “irresponsible and lackadaisical attitude” toward duty at Mangkolemba. However, the signatories said the failed to heed to their reasonable demand till date. MALT said that the continuous absence from duty by the present SDO has given rise to many grievances in the smooth functioning of the department at Mangkolemba and the sub division. Maintaining that MALT has patiently waited for nine months for positive action from the department, the signatories cautioned that failure to replace within the stipulated period would compel MALT to initiate “appropriate actions to release its objective.”

majority of MLAs went to Kaziranga to escape any attempt at poaching. However, T.R. Zeliang again faced another serious revolt in January 2015, when a majority of MLAs around 22 out of 38 demanded leadership change and camped at Niathu Resort/Sovima. Those with T.R. Zeliang and party president Dr. Shürhozelie Liezietsu remained within the confines of Hotel de Oriental Grand, Kohima. T.R. Zeliang managed to overcome the stiffest challenge of his innings with the help of eight independent legislators and the number stacked up in his favour by eight Congress legislators who ultimately merged with NPF on November 2015. The fourth crisis had its genesis in 2016 over the issue of holding elections to the Urban Local Bodies (ULBs). The handling of the crisis worsened the situation and public rose in mass protest especially violent incidents during JanuaryFebruary 2017. Ultimately, T.R. Zeliang had to step down, not due to the numbers in the game of thrones but pressure from public. It was largely expected

that former chief minister and Lok Sabha MP, Neiphiu Rio would take over from T.R. Zeliang but subsequent events in Kaziranga proved otherwise as Dr. Shürhozelie became the alternative and who was sworn in on February 22,2017. According to inside sources within NPF, the understanding was that Dr. Shürhozelie would hold the reins for two or three months after which T.R. Zeliang would reclaim the CM’s chair. However, when by election was proposed and the 10 Northern Angami-I constituency was vacated by sitting MLA Khriehu Liezietsü for his father Dr. Shürhozelie, the dynamics within the NPF changed. If sources are to be believed, both T.R. Zeliang and his arch rival and former leader Neiphiu Rio have decided to bury the hatchet in order to chalk out their moves. Whether related or not, intense speculations on “interim government” as a primary outcome of a solution and the three-day visit of Interlocutor R.N. Ravi to Nagaland appear to coincide with the sudden political development.

Meghalaya and Mizoram are ruled by Congress and the Left Front is in power in Tripura.

CBI raids Lalu Prasad and family NEW DELHI/PATNA, JUL 7 (PTI): RJD supremo Lalu Prasad Friday sank into deeper trouble with the CBI conducting raids across four cities in a corruption case in which his wife Rabri Devi and son Tejashwi are among the accused. The case relates to alleged manipulation in award of contract for maintenance of two hotels run by a subsidiary of the Indian Railways--IRCTC-- when the RJD chief was railway minister in the UPA government. The searches, which started at 7 am and included Rabri Devi’s Circular Road residence in Patna, were spread across 12 locations in Patna, Ranchi, Gurgaon and Bhubaneswar. The raids included the premises of the Yadav family as well as those of his confidante Prem Chand Gupta, a former Union minister, whose wife Sarla Gupta is listed as an accused in the FIR. The raids came at a time when there was visible strain in Bihar’s ruling grand alliance, comprising JD(U), RJD and the Congress, after chief minister Nitish Kumar declared support for NDA’s presidential nominee Ramnath Kovind. Solution should be inclusive: CNTC tells Ravi NPA cautions govt against NAI DIMAPUR, JUL 7 (NPN): Interlocutor for Naga peace talks, R.N. Ravi, who is on a three-day visit to the state, met Central Nagaland Tribes Council (CNTC) and United Naga tribes Association on Border Areas (UNTABA) in Dimapur Friday. In a press release, media cell said CNTC affirmed its stand “loud and clear” that any solution should be inclusive of all groups and all stakeholders taken into account. CNTC cautioned that “any quick-fix solution will bring only bigger problems like in the past which history has taught us very well.” Appreciating Ravi for making every effort in reaching out to hear the views and opinions of the Naga civil societies, the CNTC opined that it was “indeed a praiseworthy step”, saying this showed

that Government of India was sincere in resolving and bringing the decades old Naga imbroglio into a logical conclusion. It also pointed out that Naga people were now fed up of fratricidal killings among the Naga brothers and the yearning for peace was growing. Further, CNTC maintained its stand that for any permanent peace and settlement all factions/ groups should be taken into consideration without which it will be only a futile exercise as in the past. Ravi on Thursday told media persons in Kohima that he “had come to consult the civil societies, hear their views and suggestions and said he will take back the suggestions”.

Chumukedima on Friday, reminded on its demands put forwarded earlier to the Prime Minister’s Office through him on several occasions. In a press release, UNTABA joint secretary, Ruchuyhun Keppen, said the team reiterated the demand on the restoration of the traditional and historical Naga lands that were still under Assam administration. The team also explained to Ravi that the inordinate delay in transferring back those lands to its rightful owner has been the major cause of the Naga national movement in the late 40s and early 50s. The team, therefore, asserted that all those Naga lands should be brought to Nagaland at the UNTABA reminds back time of political settlement, Ravi of its demands adding that political settleUNTABA team mem- ment without boundary bers, who met RN Ravi at settlement on the historical

basis of erstwhile Ahom kingdom and Naga people would be meaningless. Further, the UNTABA also explained its opposition to the formation of any boundary commission if so initiated by the government of India in due course of time “owing to the fact of history that no boundary Commission had ever respected the traditional and historical facts of Naga people over its land and resources.” The team members included Ex. Minister Tiameren Aier (advisor), Dimapur District GBs Association president Tokuho Neho (advisor), executive member Isamteing Zeliang, executive member Silas Khongsai, UNTABA chairman Hukavi T Yeputhomi, general secretary Imsumongba Pongen, joint secretary Ruchuyhun Keppen, Sheyrhunlo Lorin and Aga Rengma.

DIMAPUR, JUL 7 (NPN): Nagaland Press Association (NPA) on Friday said it was surprised to learn about a memorandum submitted to Nagaland Governor, P.B. Acharya by “Newspapers Association of India” (NAI) led by one Monojit Singha, convener North East zonal committee and accompanied by Thungchamo Humtsoe claiming to be the state coordinator of NAI. NPA in a statement pointed out that the memorandum was personally received by the Governor himself on April 18, 2017 at Raj Bhavan, Kohima. NPA said it also learnt that the chief secretary’s office directed the concern department to look into the memorandum. N PA s a i d i t wa s shocked to see that the so called Newspapers Association of India had formed its Nagaland chapter and had met the head of state

without even bothering to inform and coordinate with the existing Newspapers published from Nagaland. “None of the functional newspapers in Nagaland are aware of this recent initiative of the NAI and it has been verified that the so called office bearers of its Nagaland Chapter are not affiliated to any of the local newspapers,” NPA stated. Though NAI may have good intentions, the NPA said it cannot simply accept the manner in which NAI had taken such a step to connect with the Nagaland government “through the backdoor and more disturbingly engaging with local youths who have no credibility or authority to represent the existing newspapers.” It said one youth by the name C. Atsaba Sangtam was the state president NAI while Chichamo Humtsoe as vice president and one Thungchamo Humtsoe as the

general secretary. Further, NPA said it was equally shocked that the office of the Governor, chief secretary and DIPR did not find it worthwhile to cross-check and verify with the Editors and Publishers of newspapers in Nagaland. “Instead showing utter neglect and ignorance, the government has gone to the extent of entertaining such organizations who come through the backdoor and whose representatives have no connection at all with the local media,” NPA stated. In this regard, NPA has urged upon the state government to carefully scrutinize the genuineness and credibility of any organization, like the one in question, before it entertains officially and clarify the matter in order to protect the image and credentials of the genuine media persons in Nagaland.

FIR against RD deptt

DIMAPUR, JUL 7 (NPN): Taking cognizance of the alleged deduction of MGNREGA fund under Chumukedima block, the ACAUT Nagaland has filed an FIR against the Rural Development department/BDO Chumukedima. ACAUT in its complaint, and also taking note of the CAGBA statement, alleged that 80% of MGNREGA funds were deducted as Convergence Fund by Rural Development department officials of Chumukedima Block. In the FIR, filed by ACAUT members Hukiye Yepthomi and Tia Longchar, alleged that “the modus operandi of the department was to first put the funds meant for works programme under MNREGA schemes into the account of each VDB, then the VDB secretaries are made to withdraw the money and hand over 80% of the total amount as convergence fund to the BDO’s office, Chumukedima, after signing the receipt of the money meant for MNREGA programmes.” Such illegal deduction of fund as convergence fund, when in fact the VDB secretaries were made to sign under ‘receipt of money for MNREGA works and programmes,’ is prima facie extortion, ACAUT alleged. Therefore, ACAUT alleged that such act of extortion from the helpless villagers and village council was a clear-cut case of corruption and that the police (Cont’d on p-8) have no option but to register the case. ADMISSION NOTICE FOR B.Ed. (2017–2019) Praveen Khandelwal New Delhi, Jul 7 (IANS): The Confederation of All India Traders (CAIT) on Friday urged the government to form a Goods and Services Tax (GST) Coordination Committee at the district level, comprising senior officials and representatives of trade to facilitate smaller traders. According to the traders’ association, trade leaders from 23 states arrived at a unanimous resolution to form the committee at the district level for better co-ordination with the Centre on matters related to GST. The CAIT said that despite continuous efforts of the government, small town traders are in a confused state due to lack of knowledge about the basic fundamentals of GST resulting in procedural lapses, particularly in charging taxes or raising invoices. “Down the line, precisely in smaller towns, traders are totally disturbed because they are not aware of the provisions of GST and what are their compliance obligations under GST. There are large number of disparities and contradictions,” Praveen Khandelwal, Secretary General of CAIT, told IANS. “We are talking about a co-ordination committee because we should work up to at least the district level for the success of GST on a larger scale, since the awareness level is very minimal among smaller traders,” he added. Lalu Prasad dubbed the CBI raids on his family residences as a political conspiracy by the BJP and said the probe agency has no proof against him. “This is a conspiracy against me and my family... Modi is going towards dictatorship. I am not scared... I have been dealing with the CBI all my life,” Lalu Prasad said. Rebuffing charges that he favoured Sujata Hotels through the IRCTC while he was the Railway Minister, Lalu said the allocation processes were done in a fair manner through bidding. Lalu claimed he had improved the condition of the IRCTC, which he said was formed and made autonomous during the previous BJP-led NDA government. The RJD leader said he has asked his family to cooperate with the CBI officials. “This is a political conspiracy of Narendra Modi, Amit Shah and RSS against us because we have initiated a political movement against them, and they will soon see a farewell...On August 27, we are holding rallies in Bihar to tell the people how myself and my family are being attacked due to political vendetta,” Lalu told the press here.

Tolerance to crimes

fter the multi-crore rupee scam in the Police Head Quarters was exposed in the national and local media on May 8,2017 and despite seizures of documents by the Income Tax sleuths from the premises of retired Addl.SP and Consultant to DGP Nagaland, M.K.R. Pillai, pointing to huge amount of cash investments from undeclared sources, it appears that the government of Nagaland is disinclined to rock the boat in taking suo moto appropriate action. The Nagaland Pradesh Congress Committee (NPCC) and its youth wing the NPYC, have made a strong plea for a CBI probe into the various scams under the Nagaland Police Head Quarters(PHQ). Besides the two, even ACAUT Nagaland had also demanded that a high level probe. Without going into the merits of the demands of the several organistions; what needs to be understood is that the alleged scams in the PHQ are of a very serious nature. They include Rs.18 crore scam supposed to be the fund for purchase of weapons and various items for modernisation of the force; the loss of arms and ammunition; alleged backdoor appointments of around 2000 during the past years and the present expose regarding huge cash transactions in the business firm reportedly owned by Pillai. It is a matter of deep shame for the people of the state that such monumental scams have not led to conclusive probes. The fact that scams continue despite some of them being exposed, clearly means that it is “business as usual” in the police department. That itself means that the entire set up has been functioning in the manner that suits every vested interest from officers to bureaucrats to politicians in power. The recent scam, according to media reports, indicated that the estimates of investment was to the tune of Rs.3000 crore by Pillai’s firm in various business activities. Even after the DGP had on May 14 assured media that Pillai’s services stood terminated with immediate effect; the irony is that till date no action has been forthcoming. Obviously if would be counter productive if putting one man in the dock, invites collateral effect on important functionaries of the department. As per media reports on May 12, the State Vigilance Commission(SVC) had taken suo moto notice on the appointment of M.R.K.Pillai as ‘Consultant’ and has since filed FIR. Well, it does not need rocket science to understand that the issue is not Pillai’s appointment but the seizures of unaccounted cash of around Rs.400 crore and other documents from the business premises pointed to more investments in other business activities. Even if the SVC has actually filed FIR, whether the accused was been placed under suspension and questioned? As per highly placed officials, so far, no file has been moved for termination of the services of Pillai. It is very baffling and shocking. Pillai is not the only villain but a manifestation of what has gone utterly wrong with the government system. People should no longer remain passive onlookers or offer passive resistance to crimes. They have to continue to raise their voices and also take up PILs in courts. Passive resistance to crimes in Nagaland has resulted in tolerance and the consequences will prove too costly in the future.

DailyDevotion All Efforts of Worth and Excellence Are Difficult

Enter by the narrow gate….Because narrow is the gate and difficult is the way which leads to life…. —Matthew 7:13-14 If we are going to live as disciples of Jesus, we have to remember that all efforts of worth and excellence are difficult. The Christian life is gloriously difficult, but its difficulty does not make us faint and cave in— it stirs us up to overcome. Do we appreciate the miraculous salvation of Jesus Christ enough to be our utmost for His highest— our best for His glory? God saves people by His sovereign grace through the atonement of Jesus, and “it is God who works in you both to will and to do for His good pleasure” (Philippians 2:13). But we have to “work out” that salvation in our everyday, practical living (Philippians 2:12). If we will only start on the basis of His redemption to do what He commands, then we will find that we can do it. If we fail, it is because we have not yet put into practice what God has placed within us. But a crisis will reveal whether or not we have been putting it into practice. If we will obey the Spirit of God and practice in our physical life what God has placed within us by His Spirit, then when a crisis does come we will find that our own nature, as well as the grace of God, will stand by us. Thank God that He does give us difficult things to do! His salvation is a joyous thing, but it is also something that requires bravery, courage, and holiness. It tests us for all we are worth. Jesus is “bringing many sons to glory” (Hebrews 2:10), and God will not shield us from the requirements of sonship. God’s grace produces men and women with a strong family likeness to Jesus Christ, not pampered, spoiled weaklings. It takes a tremendous amount of discipline to live the worthy and excellent life of a disciple of Jesus in the realities of life. And it is always necessary for us to make an effort to live a life of worth and excellence.

Post-mortem ‘The role of young Naga generation in nation building’

s the saying goes “Freedom is a costly price where few dare to sacrifice selflessly; it is through those who gave their best yesterday that we got our precious today”. Sacrifice is sacred and divine; it is also the fulfillment of one’s sheer dedication and commitment for the love of people, nation and almighty God. Indeed, the amount and quality of sacrifices determines the fate of the future. Without sacrifice, revolutionary concept would be meaningless because Civilizations continue to evolve upon the foundation of Sacrifices. The Naga national movement is a true revolutionary movement, fighting for the legitimate and inherited rights of its people, land and nation and NSCN continues to shoulder the duties and responsibilities assigned with undeniable distinction. It is through the sacrifices of the unnsung heroes and the people’s contributions that it continues to solidify the Naga history and its uniqueness. Despite an uneasy uphill task, many dedicated ones are still continuing the journey in the hope of our aspirations and dreams. Their guardians’ role model need to be appreciated and acknowledged.

Time for reasoning and Realization has come, No one is perfect and the same goes out to everything. The presence of vested, pseudo and uncommitted individual continues to pose great challenges everywhere and Naga political movement too is not spared. It is a fact that, one cannot straighten a grown up tree yet as long as moral and ethics runs in the society, it will refine and shape up in due process. Sharing one’s care and concern in promoting peace and harmony in the society is the beginning of any civilization. Yes, we have all seen it, Suppressive individuals are responsible for hindering the objectives and one need not be easily deceived or influenced by such elements wearing masks, for they are reluctant for positive outcome. We need to differentiate between the good and bad elements. Trailing behind those contributors and productive people is an effective way of grooming one’s commitment to serve. Not all initiative or pursual in our lives is rewarding but with the right attitude and conviction, investments won’t be a waste. I don’t think the government of India is going to offer solution or settlement to every organization or to each

and every one of us. Solution in real sense lies with us if we utilize the given opportunities to empower ourselves. The weeds of egotism are slowly infesting our nerves that, if we ignore this hideous development every effort of ours, would showcase paralystic syndrome, the current state of affairs is just the beginning. We need to root it out, and it starts from you and me. Unless, self- examination is done urgently to re-organize our state of mind and heart for transformation, we might end up regretting when an age licks our bones and skins. Let us all finish where we have failed to address our responsibilities and duties once and for all, in the interest of the future generations. Now at this transitional era, the Naga political settlement would soon come to its logical conclusion. This is where the lines would be drawn for opening the new chapter in Naga history, the youth of our generations especially the educated ones should start preparing for the great mission of Nation building. Six decades old conflict issue have Confiscated our surroundings into unproductive dependent condition. Reviving with spadework of your productive and construc-

tive ideologies will groom the road to civilization. Every one of you will be given the role and initiative yet the spirit of sacrifice would determine who you are. History shall witness and honor contributors. Remember that a good seed sown is worth harvesting and at the end of the road, the future of Naga nation rest on the present young generation. The shift of time is here and the Countdown has begun. Let us break down the barrier of our possessive and conservative attitudes like the great Berlin wall; meanwhile picturize and prioritize the rich legacy left behind by our ancestors and leaders. Let the spirit of sacrifice run in our blood to revolutionize our lives and march as committed people harnessing this golden time, space and energy. Soon the task and responsibility shall be shouldered upon you, and every one of you will be counted upon. It’s time to express and transform our dreams into action. Let the Millennial young Naga generation ignite the transformation process and take the role of building the Naga Nation. Kuknalim. Dr.Anthony Yanthan, Deputy kilonser, Health, NSCN/GPRN

hrough this column, we, the Kuki Tribal Union Nagaland, would like to remember our beloved leader Pu: S. S. Khaplang for his unquestionable qualities of leadership for the people of Nagaland in general and for the downtrodden and underprivileged section of the society in particular – especially the Kukis of Nagaland. For the Kukis of Nagaland Pu: Khaplang is champion among the champions, who shows his deep concerned for the downtrodden and minority Kuki community of Nagaland – who were desperate with a widespread pessimism as to – what to do and where to run, situations – following ethnic cleansing campaign perpetrated by some organisations with vested interest, during the early 90s. It was Pu: Khaplang who stepped forward to resist such an ethnically motivated, repressive campaign against the weaker section of the society, in the form of protecting and safeguarding the people and the land. Had it not been for Pu: Khaplang’s concerned for the downtrodden and underprivileged, one can imagine what would have been the position of the Kukis of Nagaland today. The memories of Pu: S. S. Khaplang will be cherished throughout the annals of Naga political history in general and the Kukis in particular as – a leader whose zeal and ideologies transcends the limit of egoism for the sake of justice, equality and unity. While conveying our heartfelt condolence to his bereaved family – we, too, deeply felt the void of his absence amongst us. May God grant his soul eter nal peace. Rest in Peace Kapu! Corrected story of Naga Club and Simon Commission petition

(From previous issue) (The Writer followed the names and the list from ‘REMINISCENCE’ by T. Aliba Imti, the First President of Naga National Council 1946-1948 for the reason that the spellings of the Angami Signatories are surprisingly correct –something of an unconscionable Mill Stone in the neck of every Ao, and hence taken as an authentic copy of the Original. Corrected name and Village in Italic under Bracket are by the Writer after extensive search under the whole sky from reliable sources) The Petition ran as follows: “To The Indian Statutory commission, Camp India. 10.1.1929 Sirs, We the undersigned Nagas of the Naga Cub at Kohima, who are the only persons at present who can voice for our people have heard with great regret that our hills were included within the Reformed Scheme of India without our knowledge, but as the Administration of our Hills continued to be in the hands of the British Officers, we did not consider it necessary to raise any protest in the past. Now, we learnt that you have come to India as Representatives to the British Government to enquire into the system of working of Government and the growth of education, and we beg to submit below our view with the prayer that our Hills may be withdrawn from the Reformed Scheme and placed it outside the Reforms but directly under the British Government. We never asked for any reforms and we do not wish for any reforms. Before the British Government conquered our country in 1879–1880, we were living in a state of intermittent warfare with the Assamese of the Assam Valley to North and West of our country and Manipuris to the South. They never conquered us, nor were we ever subjected to their rule. On the other hand we were always a terror to these people. Our country within the administered area consists of more than eight tribes, quite different from on another with quite different languages, which cannot be understood by

each other, and there are more tribes outside the administered area, which are not known at the present. We have no unity among us and it is only the British Government that is holding us together now. Our education at present is poor. The occupation of our country by the British Government being so recent as 1880, we had no chance or opportunity to improve in education and though we can boast of two or three graduates of an Indian University in our country, we have not got one yet who is able to represent all our different tribes or master our languages much less one to represent us in any council of a province. Moreover, our population of the plain numbering 102,000 is very small in comparison with the population of the plains districts in the province, and any representation that may be allotted to us in the Council will be negligible and will have no weight whatever. Our language is quite different from those of the plains and we have no social affinities with either Hindus or Muslims. We are being looked down upon by one for our ‘beef ’ and the other for our ‘pork’ and both for our want in education which is not due to any fault of ours. Our country is poor and it does not pay for its administration. Therefore, if it is continued to be placed under the reformed scheme, we are afraid that new and heavy taxes will have to be imposed on us and when we cannot pay them all our land will have to be sold and in the long run we shall have no share in the land of our birth and life will not be worth living then. Though our land at present is within the British territory, Government have always recognised our private rights in it, but if we are forced to enter the Council of the majority, unsymphathic council may extinguish all these rights, the majority of whose member is sure to belong to other districts. We also have much fear the introduction of foreign laws and customs to supersede our own customary laws to which we now enjoy. For the above reasons, we pray that the British Government will continue to safeguard our rights against all encroachment from other

people who are more advanced than us by withdrawing our country from the Reformed Scheme and placing it directly under its own protection. If the British Government however, want to throw us away, we pray that we should not be thrust to the mercy of the people who could never have conquered us themselves and to whom we are never subjected; but to leave us alone to determine for ourselves as in ancient times. We claim (Not only the members of the Naga Club) to represent all those tribes to which we belong: Angamis, Kacha Nagas, Semas, Lothas and Rengmas.” I I I . T H E NA G A CLUB BUILDING. The first Naga Club Building was in Chotobosti after the World War I (19141918). The building was destroyed during the Japanese war and Lhounyü, the Head GB of Tsütuonuomia Thinuo, the original Land Owners got the site for construction of their Chapru for a Resting place for unknown visitors from the interior Areas with nobody to host them at Kohima and who had come for Salt or other merchandise, so that they could cook, eat and sleep at night while in Kohima. Jasokie said the Naga Club building at Chotobosti was about 40ft by 20ft and double Storey and when he was very young his father Dr. Khosa use to hold his hand and take him there where his father spent the Evening reading paper and discussing things with his friends. According Mr. Ziekro-o Theünuo, in those days Rheichalie Peshkar in the DC Office looked after the Club from the inception to 1942 as President, Secretary and Treasurer on contribution of 4 Annas for Clerks and 2 Annas per Month of the Members. Then in ’42, Mr. Krusiehu Belho was President and Ziekro-o Treasurer in DC Office was also Treasurer of the Naga Club. After WWII, it was shifted to Kohima Town Committee Building sometime in 1944. Let me quote the Treasurer Ziekro-o: “The Naga Club building which houses the KTC office now used to be the Assam Rifles Canteen. During 1944 this building was purchased with Rs.10,000/-

taken from fine fund for the Naga Club. At that time I was treasurer in the D.C’s Office Naga Hills Kohima. Mr. CR Pausey D.C and Mr. Levi Head Clerk took the money from me and in my presence handed over the amount to the Commanding Officer of the Assam Rifles”. The NNC Body met there on 14th August 1947 at the Town Committee Building and Jasokie, then Jt Secretary Publicity went to the Post Office and sent Telegram to: i. Governor of Assam; (Sir Akbar Hydari) ii. Premier of Assam; (Gopinath Bordoloi) iii. Mr. Nehru; iv. The President of Constituent Assembly. The telegram said: ‘“Naga Hills cannot be considered part of the Indian Union until heads of proposed agreement between the Governor of Assam and the Naga National Council is accepted to the letter for execution, with No. 9 modified as ‘at the end of this period the Nagas will be free to decide their own future’”. In 1946 the present Naga Club Building was constructed free of charge by one Punjabi Contractor Jodhu Singh who built the DC Office after the World War II at the request of Philip Adams in 1946. The materials were given by a British Officer at Dimapur out of the dismantled and disused materials of the War, his wife presented the Screens for the Windows and Lt Mr. Kevichüsa, brought them to Kohima for the Naga Club Building. The Building was completed and used from 1946 to 1953 by NNC Leaders and Elders of the Town who used to read News Paper and spend their time discussing various things there, but remained underutilized. The Ao Woman Church at Kohima started from the Building. For a short period of 6 years from 1946 to 30 March 1953, the day Jawaharlal Nehru, Independent India First Prime Minister’s disastrous visit to Kohima accompanied by Prime Minister Unu of Burma, the building was mostly used by the NNC. The Naga en mass walked out of the Meeting. From that evening 30 March

1953, the Assam Rifles and the Police began to search and arrest the NNC Leader vanished underground. There was no positive practical result out of the July 29-31 of 1947 NNC discussion of the 9-Point Sir Akbar Hydari Agreement and the 14th August 1947 NNC Telegram. The NNC elected Mhondamo Lotha, Khelhoshe Sema and some others as Minister to run the NNC Government but the Government of Assam threatened them not to. Phizo was arrested in Shillong in 1947 but released in 1948 on humanitarian Reason of his wife’s serious vehicle accident. The NNC on 16 May 1951 conducted the advisability of Naga Plebiscite on the advice of some Muslims Leaders who expected to influence Nagaland to join East Pakistan. The Plebiscite was conducted from the Naga Club Building witnessed by Observer from India. The Plebiscite Papers were printed at Imphal in Manipur and not in Assam perhaps as a precaution against prevention by the Authorities of Assam who were not in favour of the Naga Movement. One Late Mr. Sovizo Iralu told the Writer he

(Sovizo) went to Imphal and brought the Papers to Kohima in his Vehicle. Regional Representatives took the Papers to the remote interior Naga Hills. The Plebiscite continued for months up to 7 months. After the Naga Walkedout en mass of Nehrus’ first public Meeting with the Naga in 30 March 1953; the same night, Armed Soldiers and Police began to search for the NNC Leaders who went ‘Underground’. Jasokie told this Writer, the NNC Leaders were hounded so much by the Police that for some time he slept in the middle of the Local Football Ground at night in sound sleep without any fear of anybody finding him. Since then Naga Club Building became highly stigmatized with the name NNC and people were hesitant to use it. The Army for some time camped there until a semblance of normalcy arrived to Nagaland becoming the 16th State of India on 1 December 1963. (To be concluded) Thepfulhouvi Solo. Reader’s Post

Sir,

‘Know God’ be the agenda of the world

Knowing the true God or unknowing God is a matter which is equally important to all men and women in the world. So it is to be the agenda to be meditated upon and discussed by all mankind in the world. It is the only step to resolve the problems of the world. In India cow slaughter or beef eating is one of the major problems in the country. It is a matter of extremism or Godlessness. It is a matter of majority out of arrogance against minority. The people have to love one another and to be humane to animals. But being intolerant of one another’s diet and for killing cows for the purpose of meat, if killing human life took place , it is a matter of excessive inhumanity. If those who are opposed to pork eaters rise up against pork eaters and killing pigs, the people will forget the larger and higher interest of the people and will ruin the country for nothing. Are they the people of patriots for domestic animals? If the people really know the true God, they will look up to God and worship Him instead of worshipping animals or creations and will have the love for the people. So let us seek to Know the true God and thereby have peaceful co-existence. While the spokesperson declined to confirm any specifics, a report in the New York Times said the overhauling of technology giant led by India-born Satya Nadella will cut 3,000 to 4,000 jobs, mostly outside the US. The report said the possible total of job cuts was described by a person familiar with Microsoft’s plans, who was not authorised to speak on the record about them. It added that Microsoft workers were notified yesterday if their current job was affected.

It is mandatory to print revised MRP on the inventory, else stringent action will be taken for violation of the Packaged Commodities Rules, he warned. Non-compliance of this will attract a fine of Rs 25,000 for first time offence, Rs 50,000 for second time and up to Rs 1 lakh penalty for third offence onwards and even imprisonment of up to one year, he told PTI separately. India moved to the Goods and Services Tax (GST) on July 1. A relaxation was given to manufacturers and importers to reprint the new maximum retail price (MRP) after GST on the inventory to be sold by September.

Kharagpur, Jul 7 (PTI): The government wants to revive small savings as it is currently not as robust as it should be, Minister of State for Commerce & Industry, Nirmala Sitharaman said here today. “ S m a l l s av i n g s i s backbone of the economy. Small savings is not as robust as it was always. We want to revive it,” Sitharaman said. She, however, did not elaborate on how the government was planning to revive the small savings scenario when interest rates are slipping gradually. Under the GST regime, he said some prices of goods have fallen and some have risen. “We have told companies to reprint revised rates on unsold goods. Trump had already said on Twitter that he was “looking forward” to his meetings with world leaders, “including my meeting with Vladimir Putin”. MOSCOW, JUL 7 (Agencies): Kremlin critic Alexei Navalny was released from a Moscow prison on Friday, his spokeswoman said, after completing a 25-day sentence for repeatedly violating the law on organizing public meetings. Navalny, who has organized two big anti-government street protests in recent months, says he wants to run for the presidency in March next year, but the Central Election Commission has said he is ineligible due to an embezzlement conviction which Navalny says was politically-motivated. “Today at 0900 Alexei Navalny was released from a detention center,” Kira Yarmysh, his spokeswoman, wrote on social media. The media and his de-

10 Egyptian soldiers killed in Sinai attack CAIRO, JUL 7 (AGENCIES): At least 10 Egyptian soldiers were killed and several injured when two suicide car bombers hit army checkpoints in northern Sinai on Friday, security sources said. The two cars exploded as they passed through two checkpoints close to each other on a road outside the border city of Rafah, the sources said. No group claimed responsibility for the attacks. The army said later on Friday the attacks had killed and injured a total of 26 soldiers, but did not provide a breakdown of the figure. It said security forces had killed 40 militants and destroyed six of their vehicles following the attack. “Law enforcement forces in northern Sinai succeeded in thwarting a terrorist attack on some checkpoints south of Rafah,” the army statement said. The army posted photos of five dead militants in blood-soaked fatigues lying in the sand, though it did not identify which militant group it believed the men belonged to.

tractors had expected him to be freed later and were waiting for him at a different location. Navalny has twice had a green antiseptic thrown in his face, causing him partial sight loss, something he is keen to avoid again. Navalny’s supporters are planning a series of campaign events for Saturday, including the distribution of the first edition of his preelection newspaper. Investigators raided Navalny’s Moscow election headquarters on Thursday and police entered a warehouse, where activists said they had confiscated preelection pamphlets. Leonid Volkov, a Navalny ally, said police raids on other election offices in other cities were taking place on Friday.

US warplanes fly over disputed SCS WASHINGTON, JUL 7 (AFP): US warplanes have flown over the disputed South China Sea (SCS), the US Air Force said today, a move aimed at asserting freedom of navigation rights in the hotly-contested area. The flights come as both US President Donald Trump and Chinese President Xi Jinping attend the G-20 meeting in Hamburg. A US B1-B bomber and two F-15 fighters with the Japan Air Self-Defense Force departed Guam’s Andersen Air Force Base and flew over the neighbouring East China Sea late on Thursday, the US Pacific Air Forces Public Affairs office said. This is “the first time US Pacific Command-directed B-1B Lancers have conducted combined training with JASDF fighters at night,” the statement read. When the bilateral operations concluded, “the B-1Bs proceeded to the South China Sea before returning to Andersen Air Force Base,” the statement read.

UNESCO puts Hebron on heritage list

WARSAW, JUL 7 (AFP): UNESCO today declared the Old City of Hebron an endangered world heritage site, sparking outrage from Israel in a new spat at the international body. Meeting in Poland, the UN’s cultural arm voted 12 to three -- with six abstentions -- to give heritage status to Hebron’s Old City in the occupied West Bank, which is home to more than 200,000 Palestinians and a few hundred Israeli settlers. “Just inscribed on @ UNESCO #WorldHeritage List & World Heritage in Danger List: Hebron/AlKhalil Old Town,” the organisation said on its official Twitter feed. Israeli Prime Minister Benjamin Netanyahu slammed declaration, calling it a “delusional decision”. “It is another delusional decision by UNESCO,” Netanyahu said in Hebrew, in a video posted online. “This time they ruled the Tomb of the Patriarchs is a Palestinian site, meaning not a Jewish site, and it is in danger.” Israeli foreign ministry spokesman Emmanuel Nahshon also immediately de-

nounced the decision as “a moral blot”, saying it denied Jewish history in the city. “This irrelevant organisation promotes FAKE HISTORY. Shame on @UNESCO,” he wrote on Twitter after the decision taken in a secret ballot by the World Heritage Committee as it met in Krakow. The Palestinian foreign ministry called the decision made by UNESCO despite US and Israeli opposition a “success” for Palestinian diplomacy. Hebron claims to be one of the oldest cities in the world, dating from the Chalcolithic period or more than 3,000 years BC, the

UNESCO resolution said. At various times it has been conquered by Romans, Jews, Crusaders and Mamluks. The city is home to the imposing Tomb of the Patriarchs, the resting place of key Biblical figures Abraham, Isaac and Jacob and one of the most important religious sites to Muslims and Jews alike. Hebron is also a stark example of the Israeli-Palestinian conflict. The few hundred Israelis live closed off in several small settlements most of the world considers illegal, with Palestinians largely banned from entering and using nearby streets.

Manchester bomber didn’t act alone: UK cops Gulf crisis: Saudi Arabia

LONDON, JUL 7 (PTI): The Libyan-origin suicide bomber, who carried out the terror attack in Manchester city killing 22 people, did not act alone, police said, indicating that more arrests are likely. The Greater Manchester police said that their investigation into the terror attack carried out by Salman Abedi, 22, at the end of a concert by American pop star Ariana Grande in May, is likely to lead to further arrests. Detective Chief SuRussian opposition leader Alexei Navalny speaks perintendent Russ Jackson, with journalists after he was released from a prison in head of counterterrorism in Moscow, July 7, 2017.

bombs and set fire to patrol cars near a police station in the city’s Altona district, federal police said on Twitter. In the west of the city, a “plume of black smoke” was rising, and cars in some areas had been set alight, the local Hamburg police said separately. Police said demonstrators had blocked several intersections and so-called transfer corridors – roads designated to help delegations move between meetings.

north-west England, said that Abedi had carried the explosive device through the streets of Manchester for “several hours” before blowing up at his intended target. “We are still working to understand the manner by which he became radicalised,” Jackson told reporters at Greater Manchester Police headquarters this week. Abedi’s family is from Libya but fled during the dictatorship of Muammar Gaddafi. Abedi travelled to Libya numerous times and

police are investigating how he learnt to make a bomb. Detectives are working with Libyan authorities to question Abedi’s brother, 20-year-old Hashem, who is being held in Tripoli. He was arrested along with their father Ramadan. “Salman Abedi travelled to Libya a number of times in his life. What we are looking at is the number of ways he learned the skills to build the device,” Jackson said. Officers are still searching for a blue suitcase in a landfill site, which has been described as a “key line in

the inquiry”. The police investigation into the attack is expected to continue for “many, many months to come” as police have 16,000 hours of CCTV footage and 755 statements to analyse. More than 250 people were hurt with injuries ranging from paralysis and loss of limbs to internal and facial injuries in the blast. The bomb had a “devastating” impact and gouged out a section of the concrete floor of Manchester Arena in the heart of the city.

and its allies slam Qatar

RIYADH, JUL 7 (AFP): Saudi Arabia and its allies today criticised Qatar’s refusal to accept conditions to end the Gulf ’s biggest diplomatic crisis in years as a threat to regional security. Saudi Arabia, Egypt, the United Arab Emirates and Bahrain said Qatar’s rejection of a list of demands they set to lift sanctions on Doha “reflects its intention to continue its policy, aimed at destabilising security in the region,” according to a statement on the official SPA news

agency. “All political, economic and legal measures will be taken in the manner and at the time deemed appropriate to preserve the four countries’ rights, security and stability,” the statement added, without elaborating on the potential measures. inemagoers in China are being obliged to watch propaganda videos featuring some of the country’s best-loved stars. Actors including Jackie Chan, Rogue One’s Donnie Yen and Transformers star Li Bingbing were filmed for the short clips, which launched this month. The four public-service ads promote President Xi Jinping’s vision of a new China and the “core socialist values” of the Chinese Communist Party. The films go under the title “The glory and the dream: our Chinese

dream.” The stars are shown standing in front of a plain backdrop, with their words appearing on the screen as music plays. Yen reads a Chairman Mao quote, while Li Bingbing - who appeared in Transformers: Age of Extinction - says: “No matter what you do, as long as you don’t disappoint our country, our society, our people and your family, then you are helping to realise the Chinese dream.” The idea came from the State Administration of Press, Publication, Radio, Film and Television, said the official Beijing Youth

ments. With equal amount of simplicity and spunk, Tom Holland as Peter Parker aka Spider-Man delivers a robust performance and is naturally lovable, even as the script does not help him in a big way.

Relationship builders post, respond to others’ posts and use additional Facebook features primarily in an attempt to fortify relationships that exist beyond their virtual world. “They use it as an extension of their real life, with their family and reallife friends,” Robinson said. Town criers, on the other hand, are unconcerned with sharing photos, stories or other information about themselves, they instead “want to inform everybody about what’s going on”. “They push out information,” Robinson noted. On an average, 1.28 billion people check Facebook daily, and according to a recent estimate, an average Facebook user spends 35 minutes a day on the platform. “What is it about this social-media platform that has taken over the world,” lead author Tom Robinson, Professor at the Brigham Young University, said in a statement. To answer this, the team compiled a list of 48 statements to identify potential reasons as to why people use Facebook. They found four categories of Facebook users: relationship builders, town criers, selfies and window shoppers.

his mentor -- Tony Stark aka Iron Man -- to accept him as part of the Avengers. Since Stark is not convinced of Peter’s abilities, Peter tries to impress him by taking on the Vulture, who is selling weapons made from alien tech on the black market. What follows is an adventure of redemption with a bit of romance angle which adds some spice to the otherwise action-packed drama. The plot is simple and the graph is occasionally exciting but often frustrating as there is plenty of room for judicious editing. There are a few sequences that are unwarranted as it momentarily jars you right out of the story -- like the central setpiece action sequence on the Staten Island ferry, which is pretty lacklustre. With this edition, the iconic character created by Stan Lee and Steve Ditko will now appeal more to tech-addicted teens as his costume has undergone some interesting embellish-

song count as one “sale” under current chart rules. Given that Tidal has, at best, 3 million subscribers, each of them would have needed to listen to the album 500 times to push sales over the one million mark - an impossibility in just five days. The album’s performance in the UK - where the album is only available on Tidal - is instructive here. On Monday afternoon, when the Official Charts Company publishes its midweek sales flash, 4:44 hadn’t been streamed enough times to make the Top 100. (In the US, the free-butpaid-for downloads aren’t chart eligible, so Jay-Z won’t make a huge impact on the Billboard countdown, either).

The narrative centres on young Peter Parker trying to balance his life as both a high school student and a superhero -- the unique dynamic structure that’s made this superhero stand out among the rest. It might also be summed up as Spider-Man trying to discover his purpose in a world of heroes. So, there is some sweet interaction with Iron Man and lots of Avengers references. A breezy, refreshing and lovable reboot, the film gets straight to the point, skipping the formalities of origin stories and building off what made Tom Holland’s Spider-Man a standout in last year’s “Captain America: Civil War”. The story takes off from there, after the airport fight. Peter tries to convince

But still - the RIAA rules state that the wholesale price of the album only needs to be $2 (£1.55) to register as a sale - so Sprint probably paid Jay-Z less than it would cost to air an advert during the Super Bowl (up to $3.8 million for 30 seconds). It’s almost certain that these downloads are what spurred Jay-Z’s album to platinum status. To do it on streaming alone, the album’s tracks would have had to be streamed 1.5 billion times, since 1,500 streams of a

ay-Z’s latest album, 4:44, has been certified platinum less than a week after it was released - reflecting sales of one million copies in the US. On the face of it, this is hugely impressive. In the space of just five days, Jay-Z has landed the sixth biggestselling album of the year. His first-week sales are now expected to double those of Kendrick Lamar’s Damn! - previously the year’s fastest-selling album - which shifted 603,000 copies back in April. The feat looks even more impressive because 4:44 is only available on Tidal, the streaming service Jay-Z owns. But then Variety magazine noticed something odd: The photograph of Jay-Z receiving his platinum award was taken before the album was released. How could the Recording Industry Association of America (RIAA) be so sure he’d pass the sales barrier? Well, it turns out that Jay-Z had done a deal with mobile company Sprint (a major shareholder in Tidal), who gave away copies of the album to their subscribers. Crucially, Sprint paid

K ing s ton, J u l 7 (IANS): Riding on skipper Virat Kohli’s unbeaten century, India defeated West Indies by eight wickets in the fifth and final One-Day International (ODI) at the Sabina Park Stadium here. Kohli (111 not out) and middle-order batsman Dinesh Karthik (50 not out) helped India on Thursday to outplay the hosts and clinched the five match ODI series 3-1. Chasing 206, India started on a poor note as opener Shikhar Dhawan (4) was sent back to the pavilion in the first over by pacer Alzarri Joseph. Incoming batsman Kohli and opener Ajinkya Rahane (39) then added 79 runs for the second wicket to stabilise the Indian innings. But, just when things seemed to be in control, Rahane was adjudged leg before wicket off Devendra

Bishoo in the 19th over. Unperturbed by the fall of Rahane’s wicket, Kohli displayed his class and waited for the bad balls. Soon, Kohli along with Karthik, started thrashing West Indies bowlers all around the park and chased down the total with 79 balls remaining. Kohli slammed 12 boundaries and two sixes in his 115 ball knock while Karthik’s 52-ball knock was comprised of five boundaries. For West Indies, Joseph and Bishoo chipped in with one wicket each. Earlier, Mohammed Shami bagged a four-wicket haul as India restricted West Indies to 205/9. Shai Hope was the most successful among the West Indies batsmen with 51 runs of 98 balls. Kyle and Shai joined forces and was building up what seemed to be a potentially promising partnership

before the former pulled a Yadav delivery into the hands of Shikhar Dhawan at midwicket. Yadav tasted success with his very next delivery when he trapped Roston Chase leg before. Following Mohammed’s dismissal, Jason Holder tried to up the ante with 36 runs off 34 deliveries before being sent back by Shami. Shai followed him back to the pavilion soon after. However, Rovman Powell seemed set to end the West Indies innings on a high note with a 32-ball 31. But he did not too much support at the other end as the Indians picked up wickets at regular intervals. Brief scores: India 206 for 2 (Kohli 111*, Karthik 50*) beat West Indies 205 for 9 (S Hope 51, K Hope 46, Shami 4-48, Umesh 3-53) by 8 wickets

Sachin settles for silver at Asian Youth Boxing BANGKOK, Jul 7 (PTI): World youth champion Sachin Siwach (49kg) had to be content with a silver medal after going down in the final of the Asian Youth Boxing Championship on Friday. India thus finished the tournament with a silver and five bronze medal, gold eluding the country for a second successive edition. Sachin was up against Uzbekistan’s Samandar Kholmurodov and lost the bout in a unanimous verdict of 5-0. Earlier, Ankit Kumar (60kg), Naveen Boora

(69kg), Harshpreet Sahrawat (+91kg), Mohammed Etash Khan (56kg) and Sachin (75kg) had lost in the semi-finals to settle for bronze medals. The 17-year-old Sachin had the height advantage against Kholmurodov but was taken aback by the lightening pace at which his rival came at him. Sachin did stage a recovery in the third round, connecting his jabs better but that could not tilt the overall verdict in his favour. The tournament featured 120 boxers from 23 countries.

Bhubaneswar, Jul 7 (IANS): The menace of doping has hit Indian athletics again with decathlete Jagtar Singh testing positive for a banned substance. Jagtar, who competes in men’s decathlon, was put under provisional suspension after his urine sample ‘A’, collected during the Federation Cup National Championships in Patiala last month by the National Anti Doping Agency (NADA), tested positive for meldonium. If Jagtar’s ‘B’ sample also tests positive, the Rajasthan athlete could be banned for a maximum period of four years for a first-time dope offence. Athletics Federation of India (AFI) Secretary C.K. Valson declined to comment on the issue when contacted by IANS. Jagtar, who was part of the Indian squad for the ongoing Asian Athletics Championships along with fellow decathlete Abhishek Shetty, has been forced to pull out of the event. Shetty was the only Indian representative in the event which started on Thursday. Meldonium helps to increase stamina by expanding the arteries which improves blood flow as well as the flow of oxygen throughout the body. It was added to the list of prohibited substances by the World Anti-Doping Agency (WADA) last year and was made famous after tennis star Maria Sharapova was suspended for using the drug.

An out-of-sorts Nishikori dug deep to fightback from two sets down to take the third and was a break up in the fourth. However, Bautista Agut rallied to reach the fourth round to equal his best run at the championships in 2015. Gilles Muller beat Great Britain’s Aljaz Bedene 7-6(4) 7-5 6-4 to progress to the fourth-round stage of Wimbledon. The win means that Muller, 34, has reached the last 16 of Wimbledon at the 10th time of asking. The 16th seed had too much shot variation for the 27-year-old as he hit 48 winners on his way to the win in just shy of two-anda-half-hours.

London, Jul 7 (Agencies): New mother Victoria Azarenka reached the last 16 of Wimbledon on Friday with a nerve-jangling 3-6 6-1 6-4 win over home favourite Heather Watson. Azarenka, the former world number one, who is returning to tennis after the birth of her son in December, was stung into action after Watson had ridden a patriotic wave to the first set. Despite throwing in three double-faults to Watson’s

one, she broke twice to win the second and set up a decider. Watson kicked off the third set serving, and pushed her nose in front. The Briton was finding it tough to hold, though, while Azarenka breezed through her service games. The Belarussian clinched a break in a 10minute seventh game, but Watson hit straight back to level it 4-4 and set off a roar within the arena. But it was only a temporary reprieve, as

Kohima, Jul 7 (NPN): G. Rio School edged out St. Mary’s Higher Secondary School 1-0 in a closely contested third quarter final match on Friday. The ongoing 1st Kohima District Inter-School Football tournament at Kohima local ground is being jointly organized by Royal Club Kohima and school education department. The soggy ground and the bad weather failed to deter St. Mary’s Higher Secondary School players as they began their match

in an attacking mode. They created opportunities and kept on attacking, however St. Mary HSS players failed to find the net. G. Rio players, on the other hand, made a cautious start and played a defensive game. Towards the end of first half, St.Mary’s HSS players slowed down on their attack which gave a couple of chance to G.Rio players. However, G.Rio players failed to capitalize on the opportunities to end the first half goaless. After the lemon break, taking advantage of the disarray in St. Mary’s play,

Angba of G. Rio School headed home the only and winning goal in the 79th minute of the match. The desperate attempts by St. Mary’s players to find an equalizer failed miserably with the blow of the final whistle. Kikhruvo of G.Rio was cautioned for foul play. G.
