NPF in a communiqué also clarified that there was no question of souring of relationship between the governor and State government as it was already a foregone conclusion that Raj Bhavan did not trust the ruling PDA because there was no semblance of governance. NPF said even the general public has no hope and confidence whatsoever on the PDA government. NPF said that the PDA government, in its reply to the Governor, mostly mentioned about the August 3, 2015 Framework Agreement and conclusion of the political talk on October 31, 2019. NEW DELHI, JUL 6 (PTI): Home Ministry (MHA) Monday allowed universities and other academic institutions to conduct examinations during the ongoing ‘Unlock 2’ phase. In a statement, MHA said it has sent a letter to the Union Higher Education Secretary permitting universities and institutions to conduct examinations. “The final-term examinations are to be compulsorily conducted as per the UGC guidelines on examinations and academic calendar for the universities and as per the Standard Operating Procedure (SOP) approved by the Union Ministry of Health and Family Welfare,” the statement said.

DIMAPUR, JUL 6 (NPN): NPCC expressed astonishment at the statement made by the state government claiming that Article 371A(1)(b) was made redundant by state assembly resolution in 2013. NPCC working president Khriedi Theünuo pointed out that Art. 371A has four clauses from (a) to (d) under which (1)(b) provided special responsibility to the state governor on law and order. In this regard, NPCC said since the special responsibility was enshrined in the constitution, only the President of India, if he is satisfied, can direct the state governor to cease such a responsibility. Theünuo said that mere passing of resolution in the assembly on December 17, 2013 to do away with the special responsibility granted to the governor was “unjustified” since there has been no amendment or rectification over Article 371A(1)(b) by the parliament. Therefore, he asked the state government to put the record straight and follow procedures if the clause is to be effected.
DIMAPUR, JUL 6 (NPN): Joint Action Committee (JCA) COVID-19, Peren district has alleged that the inefficiency of the state government and its machineries at the district level has given rise to “ever increasing positive cases” and said the situation has been aggravated by blunder committed by the two doctors leading to fear and panic amongst the people of the district. In a press release, JAC secretary, Mathiuthai Gonmei, warned that should community transmission happened and the people become victim and casualty to the virus, the two doctors and the government would be held solely responsible for the “wilful negligence and inaction.” JAC said that the release of 96 Haryana returnees from quarantine centres to their respective villages by two doctors on June 23, 2020 without conducting second test to ascertain their COVID status has given ample room for community transmission and mass casualties amongst the villagers. In this regard, JAC has demanded that the
government immediately initiate action against the duo under the relevant section of the law and instill confidence in the minds of the public that the government would be impartial and cares for the well being of the public. It said that giving absolute immunity to irresponsible doctors, citing the excuse that the state was short of manpower, was only harming and inviting more disaster besides demeaning the selfless and hard work of the doctor community in the state. JAC has also appealed to the government to “take cognizance of this blunder” and take up immediate appropriate measures to help contain the spread of the virus in the district before it becomes uncontrollable and mass casualties happen. It said that the government “lackadaisical attitude” towards the people of Peren district was “on a tipping point” as demands of the people have fallen on deaf ears, adding that step-motherly treatment meted out to the Peren district was inexcusable. Nagaland Pradesh Congress Committee (NPCC) has issued its counter-rejoinder to the ruling NDPP’s defence of the PDA government over ‘Letter-Gate’ in which the state Governor R.N. India’s COVID-19 tally crosses 7 lakh
NEW DELHI, JUL 6 (PTI): With another big single-day jump in coronavirus cases, India’s COVID19 tally crossed the seven lakh-mark on Monday, just four days after the number of infections in the country had reached six lakh. The death toll due to the disease climbed to over 20,000, while the total number of tests for detection of COVID-19 also crossed the one-crore mark in India on Monday. According to Health ministry figures updated in the morning, a big single-day jump of 24,248 COVID-19 cases took India’s tally to 6,97,413. However, a PTI tally showed India’s COVID-19 caseload at 7,11,878 and the death toll at 20,139. The tally has been compiled as per information provided by respective states and UTs.

KOHIMA, JUL 6 (NPN): While the State’s overall COVID-19 infection rate was less than 3%, Peren registered a massive 13%, the highest among all the districts. Speaking to Nagaland Post after a meeting with Health & Family Welfare minister Pangnyu Phom and Higher Education and Tribal Affairs minister Temjen Imna Along at the secretariat here on Monday, High Powered Committee (HPC) spokesperson and advisor Mmhonlumo Kikon
remarked that the high rate of positive cases in Peren district indicated “not-sosatisfactory” adherence to quarantine norms and protocols by inmates at the quarantine centres. Mentioning that flouting of quarantine norms, indulging in unruly behaviour and disobeying instructions of frontline workers by a section of the returnees only aggravated the situation, he remarked that all the returnees should own some responsibility for the good of everyone. Mmhonlumo emphasised that adherence to quarantine norms by re-
turnees and observing preventive measures were the only weapons to break the chain of the transmission of the virus. He observed that apex community-based organisations (CBOs) could play a crucial role in maintenance of discipline at quarantine centres, while faith-based organisations (FBOs) and NGOs could organise spiritual counselling programmes for promoting gainful and meaningful activities among the inmates. He appealed to the CBOs, FBOs and NGOs to continue extending their help and support to frontline workers in management of the quarantine centres. Stating that frontline workers had been directed to strictly follow the standard operating procedures (SOP) issued by the State government, Mmhonlumo urged the community not to compel or insist the frontline workers to deviate from the (Cont’d on p-8) SOP.

Health care workers may need N95 masks that filter out even the smallest respiratory droplets as they care for coronavirus patients,” NYT report said. It said ventilation systems in schools, nursing homes, residences and businesses may need to minimise recirculating air and add powerful new filters. “Ultra-
violet lights may be needed to kill viral particles floating in tiny droplets indoors,” it said. WHO’s technical lead on infection control Dr Benedetta Allegranzi, however, said in the report that the evidence for the virus spreading by air was unconvincing. “Especially in the last couple of months, we have been stating several times that we consider airborne transmission as possible but certainly not supported by solid or even clear evidence. There is a strong debate on this,” she said. Interviews with nearly 20 scientists, including a dozen WHO consultants and several members of the committee that crafted the guidance, and internal emails “paint a picture of an organization that, despite good intentions, is out of step with science,” the report said. “Whether carried aloft

10 new COVID cases in Arunachal; tally rises to 269
Itanagar/ IMPHAL/ Shillong, Jul 6 (PTI): Ten more people have tested positive for COVID-19 in Arunachal Pradesh, taking the northeastern state’s tally to 269, a senior Health department official said on Monday. Of the 10, three are from the Capital Complex comprising Itanagar, Naharlagun, Nirjuli and Banderdewa, while two each are from Namsai, Changlang and Lower Subansiri districts and one from Upper Subansiri, the official said. Both Upper and Lower Subansiri districts remained Coronavirus-free until Saturday. All fresh cases were reported from isolation centres, where people are being placed under quarantine following their return from other states, State Surveillance Officer (SSO) L Jampa said. “All are asymptomatic and shifted to Covid Care Centers,” he said. The positive cases from Namsai were returnees from Tamil Nadu while the persons from Changlang have returned from Uttar Pradesh, the persons from Lower Subansiri have returned from Assam and Pune respectively, he said. The case from Upper Subansiri is a returnee from Delhi while the cases from Capital Complex were detected at quarantine centre at Lekhi, near here, Dr Jampa said. Police have detained 11 suspects for questioning, but no one has been arrested in the case, East Khasi Hills district Superintendent of Police Sylvester Nongtynger told PTI. The police are examining the complaint against Mukhim regarding the comments, he said. In the complaint, Lawsohtun headman Lurshai Shylla said her statement incited communal tension and might instigate communal conflict.
According to the complaint, some media houses in West Bengal had publicised the issue by giving communal colour because of her post mentioning the 1979 conflict between tribals and non-tribals. Therefore, it put all Khasis outside in extreme danger, the complaint stated. “We are examining it (the complaint). You will get to know,” the SP said. Reacting to the complaint, Mukhim said: “I will fight it out (in court).”

Guwahati, Jul 6 (PTI): The flood situation in Assam improved considerably on Monday even though one more person lost his life in the deluge, which has affected nearly four lakh people across 15 districts, officials said. According to the daily flood report of the Assam State Disaster Management Authority (ASDMA), one person was killed in the flood at Raha of Nagaon district. With this, the total number of people losing their lives in this year’s flooding and landslide has gone up to 62 across the state, of whom 38 persons were killed by flood and 24 died due to landslides.
ASDMA said more than 3.86 lakh persons are affected due to floods in Dhemaji, Sivasagar, Biswanath, Chirang, Nalbari, Barpeta, Kokrajhar, Dhubri, Goalpara, Kamrup, Morigaon, Nagaon, Golaghat, Jorhat and Tinsukia districts. Barpeta is the worsthit district with around 2.23 lakh people suffering, followed by Goalpara with more than 68,500 people and Dhubri with over 27,000 persons. NDRF, SDRF and district administrations have rescued 128 persons during the last 24 hours in two districts, the bulletin said. Till Sunday, more
than 6.8 lakh persons were suffering due to the deluge across 17 districts. At present, 647 villages are under water and 32,215.39 hectares of crop areas have been damaged, ASDMA said. It further said authorities are running 76 relief camps and distribution centres across six districts, where 4,226 people are taking shelter currently. Dehing Patkai Wildlife Sanctuary to be upgraded: CM G u wahat i , J u l 6 (PTI): Assam Chief Minister Sarbananda Sonowal on Monday announced that the state government has decided to upgrade the Dehing Patkai Wildlife Sanctuary into a national park. The Dehing Patkai Elephant Reserve, which surrounds the Dehing Patkai Wildlife Sanctuary, was in the middle of a major controversy recently after the government gave preliminary approval to Coal India to mine it despite the PSU carrying out illegal mining inside the forest for 16 years. “Our government has decided to upgrade the Dehing Patkai Wildlife Sanctuary in Assam, which is home to a vast variety of flora and fauna, to a national park,” Sonowal tweeted. “In a meeting with senior officials in Guwahati today, I have directed them to take necessary steps in this regard,” he added. The Dehing Patkai Wildlife Sanctuary is spread across 111.42 sq km, while the Dehing Patkai Elephant Reserve with 937 sq km of area surrounds the sanctuary in its periphery across Dibrugarh and Tinsukia districts. Though it was mining since 2003, Coal India Ltd (CIL) sought clearance in 2012 only, but it was rejected then. It applied again in 2019 for clearance of 98.59 hectares, out of which CIL was carrying out mining activities in 73 hectares.
In May, North Eastern Coalfields, a unit of CIL, had accepted that mining was going on since 2003 and claimed that it had applied for renewal of its lease in 2003, but the Assam government did not act upon this for a long time. The Centre gave stage I forest clearance to the public sector undertaking (PSU) for 57.20 hectares in December 2019 with 28 conditions, including fines and action against responsible officers violating the Forest Conservation Act. Accordingly, the Assam Forest Department in May slapped a penalty of Rs 43.24 crore on CIL for carrying out illegal mining activity inside the forest, which is termed as the Amazon of East, for 16 years since 2003. In its last meeting in April, the Standing Committee of the National Board of Wild Life (NBWL) under the Union Ministry of Environment, Forest and Climate Change recommended CIL’s proposal for legalising the illegal mining for approval provided it fulfils the 28 conditions. On June 4, the Gauhati High Court issued notices to the Centre, state, CIL and other stakeholders after filing a suo moto case against coal mining inside Dehing Patkai, the largest rainforest of Northeast. Two more PILs were filed by advocates and a mountaineer in the high court, which fixed July 20 for next hearing of the case.

Over 30,600 candidates had appeared for the examination held in 103 centres across the state in
March and June. The class-12 board examination had to be suspended midway due to the coronavirus outbreak. “The MBOSE will declare the HSSLC results on July 9. NEW DELHI, JUL 6 (PTI): In the first signs of tensions easing, the Chinese military on Monday began a limited pull-back from a number of friction points in eastern Ladakh, a day after NSA Ajit Doval and Chinese Foreign Minister Wang Yi agreed on completing the ongoing disengagement process along the LAC “expeditiously”, government sources and officials said. Doval and Wang, who are designated ‘Special Representatives’ on Sino-India boundary question, held a telephonic conversation on Sunday during which they had a “frank and in-depth exchange” of views and agreed that a “complete disengagement” of troops at the “earliest” was necessary for full restoration of peace in the border areas, the Ministry of External Affairs said on Monday. Government sources said Chinese troops removed tents and are pulling back by up to 1.5 km from the area around patrolling point 14 in the Galwan Valley besides starting rearward movement of vehicles and troops in Hot Springs and Gogra. NEW DELHI, JUL 6 (PTI): The Centre on Monday said the average number of samples being tested per day for COVID-19 has gone up in Delhi from 5,481 to 18,766 in about a month and in spite of increased testing, the positivity rate has declined from around 30 per cent to 10 per cent in the last three weeks. The government also said that the national positivity rate, percentage of samples testing coronavirus positive from the total number of samples, has also reduced and now stands at 6.73 per cent. The Union, state and union territory governments have made a joint and coordinated effort to effectively manage the COVID-19 pandemic in the country, the Union health ministry said in a statement. As part of the coordinated efforts, the Union government has emphasised on increasing testing, prompt contact tracing and timely clinical management of cases, the statement said. It has also helped states to significantly ramp up testing capacities, the ministry said. This has resulted in reduced positivity rate in the country and the national positivity rate stands at 6.73 per cent, it said. As on July 5, the states

The Congress also said that either the Prime Minister or the Defence Minister Rajnath Singh should brief the nation about the ground situation in Ladakh now. “Our brave Army has been trying to push the Chinese PLA back and we are very happy to see these reports that we have succeeded. Three more policemen suspended over Kanpur encounter KANPUR/LUCKNOW, JUL 6 (PTI): Uttar Pradesh police have suspended three more of their men, suspecting that they tipped off Vikas Dubey whose gang members killed eight policemen in an ambush at a village near Kanpur last week. Police on Monday also increased the reward for Dubey arrest to Rs 2.5 lakh, up from the Rs 1 lakh offered earlier. UP Director General of Police H C Awasthy said police are conducting raids to track down the gangster, based on information they get. Police had earlier suspended Vinay Tiwari, station officer at Chaubeypur station and were examining the possibility that he informed Dubey that a police team was heading to his Bikru village to arrest him. The gangster, who has faced about 60 criminal
cases over the years, then allegedly set up an ambush for the policemen, killing eight of them in the early hours of Friday. Kanpur’s Senior Superintendent of Police Dinesh Kumar P said more Chaubeypur policemen have now been suspended. “Three police personnel have been suspended for their suspected role in leakage of information,” he said. They are sub-inspectors Kunwarpal and Krishna Kumar Sharma and constable Rajiv. “A preliminary enquiry has been initiated against the three suspended policemen,” he said. Maharashtra hotels, lodges to open with limited guests
New Delhi, July 6 (IANS): A 37-year-old journalist, who jumped from the fourth floor of AIIMS’ trauma centre on Monday, has been declared dead by the hospital administration. He passed away at 3.35 p.m., nearly one-and-a-half hour after the incident. At around 2 p.m. on Monday, the journalist had jumped off the trauma centre building. He was rushed to the ICU immediately. The scribe was admitted to the Covid ward of the trauma centre on June 24 after he had tested positive for Covid-19. Hospital authorities told that he was making significant recovery from his Covid symptoms and they planned to shift him to the general ward on Monday. As per the official statement by issued by Aarti Viz, spokesperson of the hospital, the journalist ran from Ward No. 1 of the trauma centre to the fourth floor, broke the windowpane and jumped off the building. The administration told that the attendants tried to stop him but to no avail. “He was immediately moved to the trauma centre’s ICU where he was intubated, and resuscitation was tried, but unfortunately he succumbed to his injuries,” the statement read.
MUMBAI, JUL 6 (IANS): Nearly four months after the lockdown, the Maharashtra government on Monday permitted all hotels, lodges, guest-houses, resorts, and others providing accommodation services to welcome guests again from Wednesday, but operating at only 33% capacity. While malls have not been allowed to restart since some are being used partially (33%) as quarantine centres, the government has permitted the local authorities to utilise even the balance (67%) for isolation purposes if required. The development came a day after top representatives of the hotel industry called on Chief Minister Uddhav Thackeray and discussed ways and means to restart the crucial sector which contributed 10% to the national GDP and accounts for 12.50% of the employment in the country. #MissionBeginAgain Phase V will start from July 8 (Wednesday) outside specified Covid-19 containment zones all over the state, including all municipal jurisdictions of Mumbai Metropolitan Region, Pune Metropolitan Region, and Solapur, Aurangabad, Nashik, Malegaon, Dhule, Jalgaon, Akola, Amravati and Nagpur. Reception spaces must have a glass shield, sanitisers to be made freely available all over the hotel, the management must implement ‘contact-less’ procedures like QR codes, online forms, digital payments, etc for check-in/check-out, placing orders, etc. Air conditioning will have to be maintained at 24-30 degrees with 40-70% humidity range with adequate cross-ventilation and maximum fresh air intake. For all those asymptomatic guests permitted, wearing of face mask is compulsory always within the hotel premises, along with installation of Aarogya Setu app, full details of their travel history, medical condition, and minimise use of housekeeping services. While swimming pools, gyms, gaming arcades, children’s areas will remain closed, meeting halls with 33% capacity or maximum 15 persons shall be allowed.

t is not about raising a false alarm or exaggeration of fears that COVID-19 in Nagaland is likely to enter Stage-3(community transmission where there is no travel history of those infected) as stated by NPF Medical Cell in-charge Dr.Chumben Murry. First of all, it would have been helpful if the ruling PDA coalition had included a person like Dr.Murry in its High Powered Committee(HPC) since he has a medical background and could have represented the only opposition party in the panel. Be that as it may, Dr.Murry, in a statement, had maintained that the primary objective of the state government for containment of COVID-19 pandemic failed. He pointed out that the strategy for returnees was not well planned and neither was the concept of quarantine properly communicated or perceived. Owing to the consequent missteps, Dr Murry believed that, the primary objective of containment had failed. This, he noted, was the reason why some of the returnees were infected during quarantine period when protocols were ignored. He also noted with concern that two districts having very high number of COVID-19 cases such as Peren and Mon “are in grave situation” even as the state authorities were trying to contain similar spread to other districts. From reports, there is enough ground to be concerned about over the handling of mishandling of COVID-19 in Peren district. By and large, Dr.Murry said that so far, COVID-19 cases among returnees showed it has gone to Stage-II (local transmission from person to person and with travel history). However, he said unless the general populace take great care of health and hygiene, COVID-19 in Nagaland could go to Stage-III (when the disease is contracted from the community and the virus has spread so much that the source is untraceable). That itself is a dreadful scenario and which could turn catastrophic.On the other hand, the health and family welfare department maintained that all the positive cases were restricted within the various quarantine centres and among the returnees and so there was no need to worry about community transmission as of now. It may be mentioned that nearby Assam, especially Guwahati is already experiencing a community transmission although the Centre and state government appear to be disinclined to admit. Guwahati in particular, is experiencing spike in COVID-19 cases each day even as the entire city has been placed under total lockdown till July 12,2020. This has also rendered other north eastern states most vulnerable to COVID-19 spread because Guwahati is the centre for trade and commerce as well as the main transit point of the region. Even in Delhi, the COVID19 scenario is very grim but despite clear evidence of a community spread, the centre especially the Indian Council of Medical Research(ICMR) refuses to call a spade, a spade. Even on June 9, Delhi Health Minister Satyendar Jain had said the source of Covid-19 infection in 50 per cent of the cases in Delhi was unknown. However, he left it to the wisdom of the Centre to declare whether the city had entered the community transmission phase. India’s foremost epidemiologists, Dr. Jayaprakash Muliyil had also admitted that the stage of community transmission has already set in the country. Nagaland’s COVID-19 tally at 625 as of July 6 is telling indeed and the question is- whether it does warrant stricter enforcement of Lockdown?

While still in the light of the glory of the vision, we go right out to do things, but the vision is not yet real in us. God has to take us into the valley and put us through fires and floods to batter us into shape, until we get to the point where He can trust us with the reality of the vision. Ever since God gave us the vision, He has been at work. He is getting us into the shape of the goal He has for us, and yet over and over again we try to escape from the Sculptor’s hand in an effort to batter ourselves into the shape of our own goal. The vision that God gives is not some unattainable castle in the sky, but a vision of what God wants you to be down here. Allow the Potter to put you on His wheel and whirl you around as He desires. Then as surely as God is God, and you are you, you will turn out as an exact likeness of the vision. But don’t lose heart in the process. he recent government decision to ban commercial import and trading of dogs and dog market, including sale of dog meat, has caused many dog lovers in the state to heave a sigh of relief. The timing for this decision appears ideal against the backdrop of the latest barbaric shooting of a hapless dog which has been circulating all over social media. As we are all aware, this shooting was based on a ‘shoot on sight’ order by local bodies in the concerned village, which is a gross violation of the Prevention of Cruelty to Animals Act (PCA Act) 1960. This incident of shocking brutality towards dogs based on dubious ‘shoot on sight’ orders is the latest of what has been happening time and again in our state. Many dog owners in Nagaland, myself included, have experienced the pain of losing a beloved pet in the most traumatic, senseless and violent manner. Dogs are the most loyal, loving and amongst the most intelligent of animals. They form an emotional bond with us and become part of the family. In recent times, it is encouraging that local Animal Rights groups like Society for Prevention of Cruelty to Animals (SCPA) has taken initiatives in appealing the

concerned authorities to take action against such merciless ‘shoot on sight’ orders which are being carried out indiscriminately. It was last year that the State Animal Welfare Advisory Board of Nagaland under the A. H. & Veterinary Services took measures to address these same inhumane orders. To my knowledge, most district administrations, if not all, have issued orders against illegal ‘shoot on sight’ notices by local bodies. Despite these efforts however, it is extremely upsetting that certain vigilantes are still carrying out such malicious and senseless acts of violence against dogs whilst cloaking it as ‘public service’. Unfortunately, it appears that despite government orders in place, attitudes don’t change overnight and certainly not with a piece of paper. To be on the side of caution amidst the COVID 19 scare, the government has directed that dog owners should monitor their dogs and not allow them to roam freely to prevent dogs from going through trash and spread infected face masks, gloves etc. On our part, we dog owners should comply by being extra responsible in monitoring the activities of our pets during this COVID period. Nevertheless, shooting on sight, besides being
an extreme step, is barbaric, inhumane and shouldn’t be the first solution in any civilized society. We Nagas are a close knit community and we often choose to be the bigger person by denying ourselves legal recourse, which does not help in the grand scheme of things. But enough is enough. I am glad that a case has been filed in the latest dog shooting incident. It is high time we educate each other and realize that these heartless acts are punishable under the law. Conveniently espousing ‘customary practice/law’ is a specious argument and will not protect the offender. India has some of the finest provisions to safeguard animals. For example- To kill or maim any animal, including stray animals, is a punishable offence under IPC Section 428 and 429. There are animal protection laws in place under The Animal Welfare Board of India, Ministry of Environment, Forest and Climate Change. This Board has been formed under the provisions of Prevention of Cruelty to Animals Act 1960. Under these laws, legal action can be taken against any person guilty of cruelty to animals. There appears to be an uneasy, fraught understanding between dog owners
and enforcers of ‘shoot on sights’ that dogs must be chained at all times, the unspoken message being that unchained dogs, at any point of time, can be shot and consequently, the owner has only himself/herself to blame. In effect then, the owner has committed the violation of keeping his/ her dog unchained. This logic is faulty on so many levels and further exposes lack of knowledge in basic animal psychology. First of all, chaining of dogs at all times is a blatant form of cruelty against animals. A dog chained for years or even months, suffers psychological damage and will become dangerously aggressive. This is because chained dogs become lonely, frustrated and suffers from stress. Furthermore, studies have revealed that chaining increases dog biting incidents. This is just one of many reasons why dogs shouldn’t be chained. Dogs are social animals and thrive on social interaction. They need lots of exercise to stay healthy and happy. Despite frequent evidences pointing to the contrary, we Nagas like to pride ourselves in being civilized and progressive. So then, let us also strive to emulate humane, ethical practices of advanced nations. A broad example- twenty two
states and several hundred communities in the United States have laws banning or regulating chaining of dogs. How ludicrous that we on the other hand, have a ‘law’ enforcing chaining of dogs at all times! We must also consider the potential danger in allowing individuals to freely roam about in public with guns, especially at night, on the prowl for loose dogs. There is high risk of shooting a fellow human being instead. What happens then? Will the affiliated NGO take responsibility? It is not good to generalize and in no way do I mean to imply that all members of the concerned local bodies condone the shooting of dogs. It is therefore imperative that the mature and sensitized members make effort to keep check on the activities of a reckless few who give a bad name to the entire organization through their ignorance. Just because a practice is in place does not mean that it is right or that it must always be so. We humans create rules and it is we who can amend it, according to the changing times. My intention in writing this article is not to belittle anyone but with the hope that a change in mindset will come about and that we evolve as better human beings. Being a dog lover and
non dog meat enthusiast, I personally feel gratified with the latest cabinet decision banning the dog market, including sale of dog meat. But this is a dicey issue as I do believe that the majority shouldn’t be allowed to infringe upon minority culture which includes eating habits. It would be more realistic to propagate humane and ethical slaughter of all animals in slaughter houses. In this context, I must also stress that dogs are a breed superior and cannot be compared with other farm animals. Regardless, it is good that the government has taken proactive steps to protect dogs. We can only hope and appeal that the concerned authorities implement these orders in letter and spirit. In the meantime, there are enough dog lovers in Nagaland. It is high time we who care support each other, strengthen our local animal rights groups and make a united stand to ensure that laws in place for the protection of animals are enforced. Nagaland: Indian State or Colony? Honourable Governor Shri. R.N. Ravi effects!
(From previous issue...) iv) Taxes or extortions, depending on the individual’s perspective, by the NNPGs are ubiquitous it is true. But this is not new. Since the signing of ceasefire agreements between the GoI and the various NNPGs, at least the killings have stopped. To this extent, it could be said that the situation was comparatively better now. A settlement of the Naga Issue would remove the raison d’etre for the NNPGs to raise taxes/extortions (More below). Considering the above, would it be far-fetched to imagine that the GoI may be doubtful about the possible role of the Naga factions in the event of an outbreak of war with China, especially as the battle front may also move towards NE and Arunachal Pradesh? Could this be the real reason for wanting to invest the Law and Order power in the State with the Governor in preparation for any eventuality on the Chinese front? Although GoI may say it is routine, the Disturbed Areas Act has again been extended to Nagaland, something both the people and Government of Nagaland have been asking to be removed. It must be mentioned that where the activities of the NNPGs are concerned, the State Government has always been vulnerable regardless of whichever party happened to be ruling at any one time. This is because the vast majority of the Naga people sympathize with the Naga National Cause. The NNPGs have been taking undue advantage of this. They have often made the Naga people suffer in the name of the Naga Cause! With the proliferation of splinter groups the extortions/ taxes have also increased. As a result, the NNPGs have also lost the support of many Nagas. Fed up with their demands, the various Naga tribe/community bodies, as well as public, have been raising their voices against their exorbitant demands and stating that only one tax can be paid for one cause. The dilemma of the Naga people is that having supported and stood with the Naga National Cause for so many decades, they find themselves unable to “undefend” the Cause without a settlement to this Issue first. To do so would be like betrayal of their beliefs and themselves although sometimes they may be unhappy, even angry, with the NNPGs or their cadres. And as the
vast majority of the Nagas sympathize with the Naga Cause, all political parties in the State are likewise helpless. Because of this peculiar situation almost all Nagas suffer from dual personality! Such a situation not only creates conditions for much confusion and instability but also makes allowances for many wrongs. For example, for a long time, most Nagas even considered money coming from Delhi as “Indian Money” and not theirs. Naturally, accountability was not demanded and corruption was much easier. But the situation will change once the Naga Issue is settled and the dual personality/identity issue is settled. Already, many Nagas are beginning to be vociferous and demanding accountability. A settlement of the Naga Issue will also remove any justification/ excuse for taxes or extortions by any one or group! Systemic corruption too will begin to be tackled. We should also look at the legal provision which the Governor cited to assume the powers of the State Government. The Law and Order powers of the Governor have its roots in the Nagaland Security Regulation Act, 1962, made before Nagaland State came into existence. In turn, this law was made based largely on the practices used to fight Naga Insurgency in the 1950s and early 1960s. This is in addition to the other draconian legislations like the Armed Forces Special Powers Act, The Assam Disturbed Areas Act and the Assam Maintenance of Public Order Act, starting in 1953, following the disastrous visit of Jawaharlal Nehru with his Burmese counterpart, Thakin Nu or U Nu, to Kohima. Most Nagas seem less familiar with the Nagaland Security Regulation Act, 1962, although much of their sufferings could be traced back to this piece of legal crap. The infamous “Village Groupings” (concentration camps) were made possible or were justified under this Act. All the movements of people and even the routes and timings that Nagas had to take to go from one place to another were regulated under this Act. Under this Act, any item can be declared “essential” or “controlled” and any property can be interfered with in any way so that practically people have no right to private property. And, of course, the Law and order Powers reside with the Nagaland Governor and as such his powers are more that
of a Colonial Governor and not that of a State Governor within the federal structure of the Union of India. This author had in his book, “The Naga Imbroglio” (1999) and co-authored work, “The State Strikes Back : India and the Naga Insurgency” (Policy Studies 52, East-West Center, 2009), decried this legal provision and called for its removal. In today’s age and time, why should we keep some vestiges of colonial rule? When India started visioning its Look/ Act Policies, this author wrote newspaper articles wondering how much such policies would benefit the Nagas as their right to private property could be legally taken away because of an antiquated and draconian legislation, based on colonial values, still on the statute books! Sadly, while other draconian legislations like the Armed Forces Special Powers Act were denounced vociferously by many Nagas, the removal of the Nagaland Security Regulation Act did not find much resonance although this Act is more deeply imbedded and affects them much more in their daily lives. Perhaps, this law is less visible to the Nagas because the biggest practitioners of the Act, often called NSR, are the State Police and civil servants, and not the Indian Army. Meanwhile, the GoI of India must decide if it wants Nagaland as a full-fledged State within the federal structure of the union of India and Nagas as full citizens or it wants Nagaland only as a colony in this 21st century. Correspondingly, Nagas must begin to think about the kind of future they can expect as citizens of India. One thinks both sides have come a long way from the days of the Naga Memorandum to the Simon Commission when Nagas expressed their wish not to be part of India. At the time of independence, India’s leaders, who had fought British Colonialism as wrong apparently thought it was quite alright to lay complete claim to their legacy so long it benefitted them. Nehru’s own pride was much more important to him than showing respect to Naga aspirations and settling the Issue when it was much less complicated. Today, do we want to keep repeating history and living in the past? Or will we start to move forward into the future? (Concluded) Charles Chasie

Maybe the grandest reception program ever held in Nagaland history in honor of its Governors. If we refresh Governor reception speech, we can mutually conclude that he came to Nagaland with a huge ambitions, unlike his predecessors, he means to do more than discharge his official duties, build a new Nagaland as per Central Govt. version. Now, let’s take a quick glimpse of his reception speech for better understanding of the Governor moves and the effects likely to be felt in the days to come. Governor Ravi remarked, “that when the country moving at a fast pace, a never seen before pace for growth and development, the country is sending missions to the moon and mars and the inspirational youth are dreaming big because of congenial atmosphere, in the midst of all these it saddens me when our people in Nagaland are craving for basic necessities for a good motorable road, good education, access to proper health care, decent employment op-
portunities, it saddens me all the more because this land is richer in resources than many parts of the country and the youth is more talented than larger part of the country”. He further pointed out that the dark shadow of unresolved Naga political issue cast shadow on every aspect of Nagas life. This cloud must go because our people deserve sunshine. He also said of substantive issues being resolved including powers belong to the people and that people are the masters. On few symbolic issues options were offered and interlocutors were urged to explore. He also implored on the need to work out the best, dignified honorable solution. Besides the above points, Governor spoke on the Prime Minister expressed need for the peace process to be concluded within time frame of three months and status quo which means the Nagas have to bear the burden of multiple taxations, fear of gun, dreams of Naga youth being choked and suffocated and way out to all these darkness by concluding the peace talks. He lastly assured that Article 371A will not face the same fate of Article 370 as 371A is a solemn commitment and sacred to the people of Nagaland. To be concluded... Today as situation demands, we notice many real life heroes across the globe including Nagaland. How good it is for general public to stay home and save others live, while our doctors, nurses, police, officials, leaders and many other frontline workers are sacrificing their lives putting themselves in a precarious for others. It is disheartening to learn that some of our heroes are already infected by the in intrusive virus. But my dear heroes have faith in God for everything is possible with Him. The Churches and fellowships have also been doing laudable job in every possible ways they can which help balance mental and emotional challenges faced by the inmates and the heroes. We are hoping and praying that your tremendous service will continue even in the days to come as it is said service to mankind in service to God. Chargesheet against suspended J&k cop 5 others were also charged for spreading terror; names Pak High Commission
JAMMU, JUL 6 (PTI): The NIA on Monday filed a chargesheet against six people, including suspended Jammu and Kashmir police officer Devender Singh and a top Hizbul Mujahideen leader, for allegedly waging “war against India” with the help of Pakistan-based terrorists and members of the country’s high commission in Delhi, officials said. The 3,064-page chargesheet, filed in a Jammu court under the Unlawful Activities (Prevention) Act and various sections of the Indian Penal Code, names self-styled commander of the Hizbul Mujahideen terror group Syed Naveed Mushtaq alias Naveed Babu and his alleged network of aides. If all the charges are proved in the court, the accused can be punished with death or a life sentence. The others named are Naveed Babu’s brother Syed Irfan Ahmad as well as the group’s alleged overground worker Irfan Shafi Mir, alleged accomplice Rafi Ahmad Rather and businessman Tanveer Ahmad Wani, former president of the Line of Control Traders Association. According to the National Investigation Agency, the accused were part of
a deep-rooted conspiracy hatched by the Pakistanbased Hizbul Mujahideen and Pakistani state agencies “to commit violent acts and to wage war against the Union of India”. Detailing the conspiracy, the NIA alleged that Deputy Superintendent of Police Singh, who is in a jail here, was “in touch with certain officials of Pakistan High Commission in New Delhi through secure social media platforms. Investigation revealed that he was being groomed by Pakistani officials for obtaining sensitive information”. It said in the chargesheet that the probe in the case has brought “on record that the Pakistani establishment has been devising all possible ways and means to fund,
arm and sustain the terrorist activities of the banned terrorist organization Hizbul Mujahideen”. The “so-called leadership” of the banned terror group, including its chief Syed Salahuddin, his deputy Amir Khan, operational head Khursheed Mehmood and financial head Nazar Mehmood besides officials of the Pakistani establishment were extending support to Hizbul Mujahideen cadres based in Jammu and Kashmir, the chargesheet stated. It comprises 3,017 oral and documentary evidences, the officials said. Private train operators to share gross revenue with railways New Delhi, Jul 7 (PTI): Just like in airlines, passengers of private trains, once launched, could have to pay for preferred seats, baggage and onboard services, the earnings from which will be part of the gross revenue to be shared with the Railways, according to a document of the national transporter. The Railways recently floated a Request for Qualification (RFQ) inviting private entities to operate passenger trains on its network. The decision on whether to charge passengers for these services will rest with the private parties, officials said. In the document, it has said that bidders based on their financial capacity, will be required to offer share in the gross revenue at the request for proposal (RFP) stage for undertaking the project. While the Railways has given private players
the freedom to fix the fare to be charged from passengers, they will also have the freedom to explore fresh avenues to generate revenue, according to the RFQ. “The definition of gross revenue, which is under consideration is as below. Any amount accruing to the concessionaire (private entity) from passengers or any third party from the provision of following services to the passengers on account of running of trains under the concession agreement: amount printed on ticket- fare; amount from preferred seat options, baggage/ luggage, cargo/ parcel (if not included in the ticket fare),” the RFQ stated. “The amount from on board services such as – catering, bed roll, content on demand, wi-fi (if not included in the ticket fare). Any amount accruing to the concessionaire on account of advertising,
branding and naming rights pursuant to the concession agreement,” the document stated. The Railway Board chairman at a press conference had allayed fears that prices of tickets of private trains will be too expensive and said that they will be market driven and based on competitive pricing. In a first of its kind initiative, the Indian Railways has invited proposals from private companies to run 151 modern passenger trains on 109 pairs of routes across the country in a project that would entail private sector investment of about Rs 30,000 crore. The private entity shall be free to procure trains and locomotives from a source of its choice, provided such trains and locomotives are compatible with specification and standards specified in the concession agreement.
Containment zone under Ahthibung
DIMAPUR, JUL 6 (NPN): In view of the detection of COVID-19 positive cases in the Beisumpuikam community quarantine centre, the entire village of Beisumpuikam and its premises have been declared as containment area. In an order dated on July 5, SDO (C) Ahthibung, Ruopfukuotuo Noudi, stated that all movements in and out of the de-
marcated perimeter/boundary of the quarantine centre would be strictly prohibited except for medical/emergency services and all SOPs to be strictly followed by all. Further, SDO (C) directed the medical department to initiate immediate contact tracing as per the protocol and conduct retesting of the inmates if necessary at the earliest.

A search of the vehicle led to the recovery of an AK-47 rifle, three pistols and a cache of ammunition and explosives. The NIA took over the case on January 17. The investigation found that Singh, in an apparent bid to shield Naveed Babu, had shifted him along with the advocate to Jammu and arranged safe shelter for them in the city in February last year. Singh used his own vehicle for the movement of the Hizbul Mujahideen terrorists and also assured them help in procuring weapons, the NIA alleged. It said Naveed Babu, a former police constable who deserted the force along with weapons, was responsible for several killings, including an attack on labourers and truck drivers after the abrogation of Article 370 in the erstwhile state of Jammu and Kashmir. The chargesheet said Naveed Babu made efforts to recruit gullible youths to join the Hizb and was also receiving funds from “LoC traders”. It accused Wani of providing him funds with
the help of other traders based in Pakistan occupied Kashmir. Investigations revealed that the accused were obtaining weapons and ammunition from across the border with the help of arms smugglers and Singh. These weapons were later used for terrorist activities, it said. Highlighting the role of Mir, who is alleged to be a double agent, the NIA said he had met top leadership of the terror outfit as well as Umar Cheema, Ahshan Chaudhary, Sohail Abbas and others of Pakistan’s spy agency ISI. He was tasked with identifying and activating the new hawala channels for transferring money to sustain terrorist activities in Kashmir Valley, the chargesheet added. The NIA said Mir was in touch with certain Pakistan High Commission officials in New Delhi. They provided him funds to organise seminars in the erstwhile state to mobilise the masses against the Indian government. The advocate by profession also received instructions and money from the Pakistan High Commission and facilitated visa applications for a number of Kashmiris to enable them to visit Pakistan, it alleged.
CHANDIGARH, JUL 6 (IANS): In a major development in a five-year-old theft of the Sikh holy scriptures in Punjab, the Special Investigation Team (SIT) on Monday made controversial Dera Sacha Sauda sect chief Gurmeet Ram Rahim Singh, who is serving a 20year jail sentence for raping two of his disciples, an accused in the case. He was named as a conspirator in the crime, a senior police official told IANS. The SIT, led by Deputy Inspector General, Jalandhar Range, Ranbir Singh Khatra, had on Saturday arrested seven Dera Sacha Sauda followers from Faridkot district for stealing a ‘bir’ of the Guru Granth Sahib from Burj Jawahar Singh Wala village in June 2015. The case was registered at the Bajakhana police station in Faridkot. Among the arrested accused, five were sent to judicial custody by a Farid-
kot court on Monday. In 2015, two people were killed in police firing and several others injured in violent clashes during protests against incidents of sacrilege of the holy book at Behbal Kalan and Kotkapura towns. The protests after the incidents of sacrilege brought Punjab to a standstill in October 2015 with radical Sikhs and others blocking highways and roads for days together. The Shiromani Akali DalBJP government was in power (2007-2017) during that time. Reiterating his government’s resolve to ensuring justice, Chief Minister Amarinder Singh has said the SIT, entrusted with the probe after it was withdrawn from the CBI, would get to the bottom of the case. Another Special Investigation Team, led by Inspector General Kunwar Vijay Pratap, is probing the police firing incidents.
DC Dimapur orders sealing of QC mess
DIMAPUR, JUL 6 (NPN): To prevent the spread of COVID-19, the deputy commissioner & chairman DDMA Dimapur, Anoop Khinchi, has ordered sealing of B Mess Block Quarantine Centre at ARTC&S, Shokhuvi, Dimapur with immediate effect till further order. In an order, DC Dimapur, Anoop Khinchi, cautioned that any person violating containment measures would be liable to be proceeded as per the provisions of Section 51 to 60 of the Disaster Management Act, 2005, besides legal action under Section 188 of the IPC.
Aiming to launch an indigenous COVID-19 vaccine by August 15, the ICMR had written to select medical institutions and hospitals to fast-track clinical trial approvals for the vaccine candidate, COVAXIN. Experts have also cautioned against rushing the process for developing a COVID-19 vaccine and stressed that it is not in accordance with the globally accepted norms to fast-track vaccine development for diseases of pandemic potential. The IASc said trials for a vaccine involve evaluation of safety (Phase 1 trial), efficacy and side effects at different dose levels (Phase 2 trial), and confirmation of safety and efficacy in thousands of healthy people (Phase 3 trial) before its release for public use.
New Delhi, Jul 6 (PTI): The Delhi High Court Monday directed the UGC and Ministry of Human Resource Development (HRD) to clarify their stand as to whether they recommend cancellation of final year examinations in all the universities across the country due to COVID-19 pandemic situation. The high court said the stand should be made clear by Tuesday and directed that responsible officials from the Ministry of HRD and University Grants Commission (UGC) shall join the hearing on July 7. Justice Prathiba M Singh, who was conducting the hearing through video conferencing, also directed the UGC’s committee headed by professor R C Kuhad to submit its report on final guidelines to the authorities concerned by Tuesday and it shall be placed before the court. “The UGC, which is an overarching body for all the universities, ought to in fact take a decision and give its recommendations to all the Universities across the country. UGC is a party in the present petition and it is admittedly considering the issues relating to final year examinations. “Thus, there should be no further delay in the

The high court was hearing a petition by several students of the final year of Delhi University (DU) seeking quashing and withdrawal of the notifications of May 14, May 30 and June 27 in respect of conduction of online exams for undergraduate and postgraduate students, including students of the School of Open Learning and Non-Collegiate Women Education Board. A s a n a l t e r n a t ive prayer, it also sought to direct DU to evaluate the final year students based on the previous years’ or semesters’ results in the same manner as the university has planned to promote the first and second year students. An application for impleadment has also been moved by five students from Lady Shri Ram College, Delhi University. Out of these five students, one student is from Faridabad, two from Delhi, one from Nagaland and one from Rajasthan. The high court noted that several students may
have already obtained employment and may be compelled to report to their jobs and others may be scheduled to pursue post graduate studies in India and abroad. Justice Singh said administrative authorities who are in-charge of conducting examinations in universities, including the UGC and the Central Government, ought to also bear in mind that the COVID-19 pandemic has resulted in enormous mental distress and agony to students. “There are families which are suffering medical illnesses and giving of examinations is not just a technological issue but the state of mental preparedness of the students also needs to be assessed,” the judge said. The high court said the deadlines for submission of final year transcripts in all these universities would be in August-September 2020 and a large number of states, universities and institutions have cancelled final year examinations, including Maharashtra, Orissa, Haryana, MP, Punjab, NALSAR (Hyderabad), NUJS (Kolkata), IIT Kharagpur, IIT Bombay, Calcutta University, Lucknow University, Punjab University, Dr. APJ Abdul Kalam University.

NEW DELHI, JUL 6 (PTI): The Indian Academy of Sciences, a Bengalurubased body of scientists, has said the Indian Council for Medical Research’s (ICMR) target to launch a coronavirus vaccine by August 15 is “unfeasible” and “unrealistic”. The IASc said while there is an unquestioned urgent need, vaccine development for use in humans requires scientifically executed clinical trials in a phased manner. While administrative approvals can be expedited, the “scientific processes of experimentation and data collection have a natural time span that cannot be hastened without compromising standards of scientific rigour”, the IASc said in a statement. GDP likely to contract 4.5% in FY21
New Delhi, Jul 6 (Agencies): Finance Ministry in a report on Monday said that as predicted by the International Monetary Fund, India’s Gross Domestic Product (GDP) will contract 4.5 per cent in the current fiscal year due to the impact of coronavirus. The Finance Ministry’s economic report for June comes days after the government declared Unlock 2.0. “The uncertainty caused by the absence

virus claiming more than five lakh lives,” it said. The report also mentioned the domestic financial markets, and said that COVID-19’s impact on the economy is rapidly evolving, which is driving market volatility on a daily basis. “With huge uncertainty around the pandemic stemming from the unknown, and the inability to plan for or know what’s next, such uncertainty is expected to adversely affect business climate and make firm delay their investment plans,” it said. Canara Bank lowers interest rates New Delhi, Jul 6 (IANS): Canara Bank has reduced marginal cost of funds-based lending rate (MCLR) on loans and advances across all tenors with effect from July 7. The interest rate has come down by 10 basis points (bps). Accordingly, MCLRs of the bank shall vary between 7.20 per cent for overnight loans/advances and 7.55 per cent for oneyear loans/advances. The repo-linked lending rate continues to be 6.90 per cent. After the amalgamation of Syndicate Bank into Canara Bank on April 1, 2020, it has attained the position of 4th largest public sector bank with a business of Rs 15,53,792 crore. It said that the government instead of reprimanding the doctors for their irresponsible action has transferred them to the state capital, which it described as “akin to being rewarded for their action in spreading the virus to every village under Peren district.” JAC said that the “total lack of will” to initiate appropriate actions against “such audacious and brash behaviour of the Doctors” would only bolster the spirit and invite more inefficiency. Asserting that it had been “more than accommodating” and lending support to the District Task Force in every little way, JAC said even on the day it was not intimated about the issue and leant about it only on June 24 evening when irate youth tried to gherao ADC Jalukie office demanding immediate action against the duo. of June 25, JAC said it had in the presence of DC and CMO assured full safety and cooperation to the two doctors and the medical team and asked them to carry out the immediate action plan to contain the virus. However, JAC said that to its “utter dismay” it came to learn that the two doctors absconded and did not report to duty thereafter. JAC said that “such level of irresponsibility” should not be rewarded with posting in the State Capital but rather appropriate action should be taken upon them for the crime committed. Given the “unremorseful and impenitent behaviour” of the two doctors, JAC said “it is safe to assume that they intentionally released the 96 potential virus carriers to the respective villages so that community transmission would take place and the people of Peren district would have uncontrollable casualties to this virus.”

The overall digital transactions declined by 12 per cent in the last 101 days, compared to a 30 per cent drop in the first 30 days of lockdown, said the report titled “101 Days of Covid19 Era: Impact On Digital Payments”. “The digital payments industry couldn’t escape the pandemic crisis, we witnessed a dip of 30 per cent in online payments since the lockdown began, and now seeing a rebound of 23 per cent over the last 30 days is a sign of gradual revival of the digital economy,” Harshil Mathur, CEO and Co-founder, Razorpay, said in a statement. During the 101 days of lockdown, March 24-July 2, the online education sector grew by 23 per cent as extended lockdown has led to a rise in demand for online courses.

He said the returnees were initially quarantined at Dimapur and, after having tested negative through RTPCR, they were released, but only after having spent more than 14 days at the quarantine centres. He claimed Peren District Task Force had exercised abundant caution in quarantining them for additional 14 days at Jalukie quarantine centre. In these 28 days of quarantine period, he clarified that none of the returnees had showed any symptoms related/associated to COVID-19, because of which they were released. Though they were re-
leased, Kikon said the community took extra precaution by keeping them under community quarantine and barring a few exceptions all were accounted for and had been placed at quarantine centres. He asserted that authorities involved were following SOPs and that it would be unfair to put the blame on them. Mmhonlumo said there were some cases of returnees having given different names at the point of embarkation at Dima-
pur railway station and on reaching Peren. He assured that the government was on the job to investigate how this had happened, especially as in a few cases some returnees to Peren could neither speak Nagamese or English. He admitted that the spike in cases had necessitated the government to send more manpower to manage the situation in Peren district, hoping that this would help in containing the situation in the next few days.

My darling husband passed away this morning. He was surrounded in love by his family, singing and praying as he gently left this earth,” she posted. “I am in disbelief and hurting everywhere. My heart is broken as I cannot imagine our lives without him. Nick was such a bright light. He was everyone’s friend, loved to listen, help and especially talk. He was an incredible actor and musician. He loved his family and loved being a father and husband. Elvis and I will miss him in everything we do, everyday,” she added. In March, Cordero was hospitalised after testing positive for coronavirus. The Ireland squad will arrive in England and set up their base at the Ageas Bowl, Southampton on July 18, before facing world champions England in three ODIs at the same venue. The second and third ODIs between the two sides will be on Aug. 1 and Aug. 4 respectively. Ireland have only beaten England once in their 10 ODI encounters. New Delhi, Jul 6 (PTI): Indian women’s football team striker Bala Devi has insisted on regularly playing top teams in the run-up to the 2022 AFC Asian Cup if the country is to do well in the tournament it will be hosting. The 30-year-old Devi, who became India’s first woman footballer to play in top-flight European league when she signed with Scottish giants Rangers in January, termed the continental event a tough test for her team. “To be honest, we don’t know what level all the teams are at. We are improving but only when we play countries in the top 25 of the rankings will we know if there is any chance of us matching them,” Devi was quoted as saying in Asian Football Confederation’s website. “The Women’s Asian Cup will be a big test for us, and we hope we can prepare for that together.”

ISL likely from November to March K o lkat a , J u l 6 (IANS): The Indian Super League (ISL) is likely to be held behind closed doors with four neutral venues potentially hosting India’s premier club competition slated to start from November. In a meeting with ISL club CEOs and ISL organisers Football Sports Development Ltd. (FSDL) on Monday, holding the league behind closed doors was discussed keeping in mind the COVID-19 situation in the country. “We had a discussion on those lines. It will be closed doors in all probability. We will be assessing the health situation,” a club source told IANS on Monday. The four locations being looked into to host all the matches are North East, West Bengal, Kerala and Goa. “Matches will be around these areas and not the usual 10 venues of all teams. Like in West Bengal ISL will look into Kolkata and areas surrounding the city. North East has also been marked as a potential option and so is Kerala and Goa,” the source added. During the meeting, it was also decided that the teams will be staying inside biosecure bubbles to ensure
there is no breach of health protocols. The EnglandWest Indies three-match Test series will be an example where players of both teams have been staying inside biosecure bubbles. The window for the seventh edition of ISL will be from November to March although no date as to when it will start has been decided yet. The ISL, which is now the country’s top league, will still have five foreigners on the pitch but from next season there will also be one Asian player in the squad. Further, each club will have a minimum squad of 25 and a maximum of 35 from next season. Till last term, the squad size was maximum of 25 players, but with an eye on helping more youngsters get an opportunity, it has been increased. A minimum of five and maximum of seven international players can be signed by a club including the Asian recruit. Each club can have a minimum of 18 and maximum of 30 domestic players.

NZ offers to host IPL after UAE, SL
New Delhi, Jul 6 (Agencies): The future of season 13 of the Indian Premier League is still unclear. The BCCI is waiting for a decision to be taken regarding the status of the T20 World Cup in Australia before taking a call on the dates. It has been reported that the BCCI has already started planning for the 2020 season. As the cases of Covid-19 are mounting in India, it is possible that the BCCI could look to hold the tournament abroad. UAE and Sri Lanka have already offered to host the IPL and another contender has entered the fray. New Zealand have also offered to host the IPL in case the billion dollar league can’t be held in India due to rising cases of coronavirus. The postponement announcement of the T20 World Cup, to be held in October-November in Australia, is imminent, creating a window for the IPL. There is only a single active case of coronavirus in the country as several social distancing norms have eased in the land Down Under. The BCCI has already zeroed in on the end September-early November

The board’s first choice is staging the tournament at home but that is looking increasingly unlikely with India having the third largest case load of coronavirus cases behind Brazil and USA. “Staging the event in India has to be the first choice but in case it is not safe to have it, then we will look at the overseas options. After UAE and Sri Lanka, New Zealand has also offered to host the IPL,” a senior BCCI official told PTI on conditions of anonymity. “We will sit down with all stakeholders (broadcaster, teams, etc) and take a call. The safety of the players is paramount. There will be no compromise on that,” the official said. The IPL has been held overseas in the past. The entire 2009 edition was staged in South Africa due to the general election back home and partially in the
UAE in 2014 due to the same reason. However in 2019, despite elections, the BCCI managed to schedule the IPL in India avoiding clashing with poll dates in various states. The UAE again is the front-runner to host the tournament if it happens overseas. Sri Lanka is a cost-effective option while New Zealand, which has been largely free from COVID-19, faces feasibility issues. With New Zealand, India has a seven and half hour time difference and even if the game starts at 12:30 pm in the afternoon, maximum office-goers (even those who work from home) will miss the action. Apart from Hamilton and Auckland, which can be covered by road, places like Wellington, Christchurch, Napier or Dunedin will require air travel.
