Sitharaman presents maiden budget

New Delhi,Jul 5 (AGENCIES): Finance Minister Nirmala Sitharaman on Friday hiked tax on petrol and diesel, raised import duty on gold, levied additional surcharge on super-rich and brought a tax on high value cash withdrawals as she sought to spur growth with reduction in corporate tax and sops to housing sector, startups and electric vehicles. Presenting the maiden budget of Modi 2.0 government in the Lok Sabha, Sitharaman, the first fulltime woman Finance Minister, proposed measures to ease liquidity crisis facing shadow banking sector (NBFCs) and providing Rs 70,000 crore capital to public sector banks while seeking to raise additional resources through privatisation of some PSUs. In relief to tax payers, she provided for an additional deduction of Rs 1.5 lakh on interest paid on loans borrowed up to March 31, 2020 on purchase of a house up to Rs 45 lakh. Corporate tax on companies with a turnover of up to Rs 400 crore has been slashed to 25 per cent from the current 30 per cent.

Sitharaman said the reduced tax rate would cover 99.3 per cent of corporates in the country. To boost use of electric vehicles, an additional income tax deduction of Rs 1.5 lakh on interest paid on loans taken to purchase EVs has been proposed. Also, the government has asked GST Council to reduce tax rate on EVs from 12 per cent to 5 per cent. Customs duty on certain parts of EVs has been reduced. Addressing the angel tax issue faced by startups, she said startups and investors who filed requisite declarations would not be

subjected to any kind of scrutiny in respect of valuation of share premium. A mechanism of everification will be put in place and with this the funds raised by startups will not require any tax scrutiny. Customs duty on gold and precious metals was raised from 10 per cent to 12.5 per cent to mobilise resources. Basic customs duty was raised on an array of products, including tiles, cashew kernels, vinyl flooring, auto parts, some synthetic rubber, digital and video recorder and CCTV camera.

‘Insipid and opaque’ budget with no relief for any section: Congress

NEW DELHI, JUL 5 (IANS): Congress on Friday dubbed the first Union Budget of the Modi 2.0 government as “insipid and opaque”, saying it had not revealed any financial data or allocations, had no relief for various sections of people, or mentioned measures to help farmers. Addressing a press conference at the party headquarters, former Finance Minister P. Chidamabaram said: “Budget 2019-20 is an insipid budget. DIMAPUR: Farewell programme for the outgoing Deputy Commissioner Kohima, Anoop Khinchi was held on July 5 at DC’s conference hall, Kohima. According to DIPR report, Anoop Khinchi in his farewell speech thanked his entire administrative staff for all the love and support they showed during his tenure without which it would have been impossible to smoothly carry out his duties especially during the Lok Sabha Elections 2019. DIMAPUR: Based on an input regarding presence of NSCN (K) cadre in general area, Suruhoto, Zunheboto, Assam Rifles on June 28, conducted operation and apprehended ‘maj’ Lukhato (service number 11958), (58 yrs), resident of Asukho village, Zunheboto, and recovered one point 32mm Pistol with magazine and three mobile phones from the individual. According to PRO HQ IGAR (N), Lukhato was an active member of the proscribed underground outfit NSCN (K) and has been involved in anti-national activities including tax collection and sheltering cadres and also known to be a close associate of wanted insurgents, Nikki Sumi and Akaho Jhimo. The individual along with recovered items was handed over to Zunheboto Police Station for further investigation.

Manipur CM mulls declaring Ukhrul CSOs refute KNO, UPF’s Kukiland claims drought if no rains by end of July

UKHRUL, JUL 5 (AGENCIES): Strongly refuting the KNO and UPF’s claims of Kuki ancestral lands in the media, the Civil Society Organizations (CSOs) of Ukhrul district have warned against creation of any socalled ‘Kuki Homeland’ in Naga territories in the state. In a strong-worded press statement issued Friday evening, Tangkhul Naga Long (TNL) General Secretary Vareinan Gachuiwoshi stated that the Tangkhul Naga CSOs have taken a serious note of the ‘baseless’ claims of Kuki ancestral land made by KNO & UPF spokespersons during a press interview on June 25. “Let it be known to the whole world that there is no ancestral land belonging to Kukis in all Naga districts of Manipur in general and in Tangkhul Naga Territory in particular. We stand by the fact that the only indigenous people in Manipur are Meities and Nagas,” he asserted. Calling the idea of creation of a separate ”Kuki

Homeland” or a ”Territorial Council for Kukis” in Manipur is as ‘something’ entirely based on concocted historical narratives replete with lies and false mythology, Gachuiwoshi said that creating a Kuki Homeland by carving out of Tangkhul Naga territory can never be allowed and will be dealt with resolutely in a manner ‘deemed fit by the people’. In a categorical reference to Kukis as ‘nomads and refugees’ is as clearly recorded in many historical accounts, the TNL leader reaffirmed with the following accounts: “Standing Order of President Manipur State Darbar (PMSD) issued by T A Sharp in his order reads: ‘Kukis in Naga Areas in Manipur are Aliens and Refugees” ( 9th Sept.1933). Standing order of PMSD No. 2 of 23rd July,1941 declared that: the Kukis shall obtain prior permission from the chief of Naga village for settlement and pay House tax to the Naga Chief. The Government of India agreed to grant relief fund or refugee fund

to the Kukis under Memo. P3/9/66 of Finance Ministry of Home Affairs GUI and payment made to the Kukis by the state Govt. of Manipur vide Memo No. 01/R/RFL.(lst payment 22/04/1957,2nd payment 07/07/1959, 3rd payment 28/02/1966), 4th payment on 18.07.1968.” The statement further mentioned that for the purpose of distributing refugee relief fund, a meeeting of all Kuki Chiefs was also convened on 15th May, 1968 and a five member committee was constituted in the name of “Kuki Refugees Relief Committee”. H.T. Pakang was the Chairman of the committee, while Thangkholu Haokip and Janghem Lunkim were the Vice Chaiman and General Secretary. Two others Haokholu Haokip and Hawlngam Haokip were its members. It then questioned the motive behind the KNO and UPF claiming that Kukis have their ancestral land in the Naga districts of Manipur and not refugees. “In the face of the hard facts, the claim for Kuki Home-

land is totally baseless, and bereft of historical factual records. They are nomads migrated from the then Burma. There are a number of books which have clearly recorded about the nomadic tribe of Kukis’ migration from the then Burma to Naga inhabited areas,” CSOs of Tangkhul community have, of late, obser ved that Kukis in Tangkhul areas are increasingly emboldened and started claiming ownership of land for various reasons best known to them. “For instance, as recent as 08/06/2019 the chief of Chassad Kuki village notified in the media that he is the custodian of land stretching from Khokai to Chassad village since time immemorial and hence sale and purchase of land in the said land without his concern will be considered as encroachment of private property and any ongoing project or any construction works should be stopped immediately. “We knew this was a baseless and unwarranted provocation aimed at dis-

turbing the peaceful coexistence of the two communities, which should never ever be allowed to repeat,” it reminded. It added that: “In the larger interest of maintaining peace and harmony between the two villages, the Sampui Village Authority had duly clarified that Sampui Tangkhul village is legally the rightful owner of the lands including Khoikai and Chassad Kuki village in Kamjong. In fact Chassad Kuki village is residing in the land under the ownership of Sampui Tangkhul Village. This has been proven not only by historical facts but by the Courts of law several times including High Courts order in connection with payment of land compensation in 2007 and 2010.” Time and again, Tangkhul Naga Zingsho Longphang (TNZL) had also admonished the Chassad Kuki Village Authority to maintain peace and harmony between the villagers and not to create unnecessary situations that could cause enmity between the two communities, it recalled.

Shillong, Jul 5: Meghalaya Chief Minister Conrad K. Sangma on Friday termed the Union Budget presented by Finance Minister Nirmala Sitharaman as “balanced” and “positive”. He said that increased budget allocation for DoNER to Rs. 3000 crore is a gesture that the central government is extending its continued support to ensure development and thrust to the Northeastern region. IMPHAL, Jul 5: Manipur chief minister N Biren Singh on Friday said that the state government was consulting experts of the Central government to declare the state hit by drought. The chief minister, addressing a function related with distribution of water pump sets to the farmers by the Manipur Minorities & Other Backward Classes Economic Development Society (MOBEDS), said that if there is no rainfall by the end of the current month (July), steps will be taken up to declare drought in Manipur. With the delayed in arrival of rains this year, farmers of the state are reeling from severe scarcity of water to cultivate their fields. Manipur and North East received 41% less rainfall than normal in the month of June. With no water in their fields, farmers were trying their luck by sowing rice seeds in their dry fields. To ease the woes of the farmers in the present

drought like situation, MOBEDS distributed pump-sets to the farmers today. The distribution of the irrigation pump-sets to the farmers was held at MOBEDS office in Imphal’s North AOC. Speaking on the occasion, the chief minister said that the distribution of water pump-sets was part of government’s steps to combat the drought like situation in the state. schemes. Some have already started functioning to provide water in the paddy fields, he added. He said that state minor irrigation department was working rigorously to provide irrigation facilities in various parts of the state. Another 100 pumpsets would be procured in next four or five days to deal the situation, he added.

IMPHAL, JUL 5 : Suspected militants triggered a powerful bomb at the residence of an MLA of the ruling BJP in Manipur on Thursday. No human casualty were reported . The bomb suspected to be IED, allegedly planted by militants went off at the back courtyard of MLA L Susindro at Khurai Sajor Leikai under Porompat police station of Imphal East district. The suspected IED went off around 4 pm while family members of the MLA were on the street next to the residence enjoying the Kang (Rathyatra) festival. The MLA himself was not at his residence at the time of the blast. Top officials of the state police rushed to the spot and took stoke of the situation. Chief minister N Biren Singh also visited the residence of the MLA late Thursday evening.

TNL notifies on bandhs, agitations

: Arunachal Pradesh Chief Minister Pema Khandu has stressed on streamlining the land allotment and land acquisition process in the state. He told officials of the Land Management department to increase revenue so that it could emerge as one of the leading revenue generating department of the state government, an official release said Thursday. The chief minister sought the detailed target and plans of the department while holding a review meeting with the officials of the Land Management department. “Arunachal Pradesh with its huge geographical area has enough potential to tap its land resources for revenue generation,” he said. The Land Management department has projected a target revenue of Rs 50 crore this year from Rs 12 crore generated last year. Mumbai, Jul 5 (IANS): An image of the purported suicide note, penned by a Mumbai woman medico before she hanged herself on May 22, has been recovered from her phone by forensic experts. It is expected to shed new light on the investigations in the case. When contacted by IANS, Special Public Prosecutor Raja Thakare declined to comment on the matter as the case was before the court. Gunratan Sadavarte, the lawyer for the victim Payal Tadvi’s family, said on Friday that the image of the suicide note has clearly named the three prime accused medicos who were her seniors - Hema Ahuja, Bhakti Mehere and Ankita Khandelwal - currently in custody for abetment of suicide and other charges. Tadvi, 23, was found hanging in her post-graduate students’ hostel room at the BYL Nair Hospital on the evening of May 22, triggering an outcry.

Delhi HC’s no to monitored probe in temple attack New Delhi, July 5 (IANS): The Delhi High Court on Friday turned down a plea seeking a court monitored probe in the vandalisation of a Hindu temple in old Delhi’s Hauz Qazi area. A division bench of Chief Justice D.N. Patel and C. Harishankar disposed off the plea filed by advocate Alakh Alok Srivastava. The court observed that the plea was premature after noting that the law and order machinery had been set in motion. “There is no reason to constitute a SIT,” the bench observed, adding that some breathing time ought to be given to the police. The plea wanted the court’s direction to formulate a Special Investigation Team (SIT) duly monitored by the court to investigate if there was a conspiracy behind the weekend attack on an old Durga temple at Lal Kuan.

New Delhi, July 5 (IANS): The Supreme Court on Friday restored a trial court order convicting 12 persons in the murder of former Gujarat Home Minister Haren Pandya in 2003. Pandya was shot dead in Ahmedabad on March 26, 2003. According to the CBI, Pandya was killed to avenge the 2002 communal riots in the state. A bench headed by Justice Arun Mishra upheld the Gujarat trial court verdict in the case, setting aside the 2011 Gujarat High Court order that acquitted the 12 accused of the murder charges. New Delhi, July 5 (IANS): Non-Resident Indians (NRIs) having Indian passports can now get Aadhaar card without waiting for 180 days, Finance Minister Nirmala Sitharaman said on Friday. As of now, the NRIs get Aadhaar card after staying in India for a minimum of 180 days. “I propose to consider issuing Aadhaar card for NRIs with Indian passports after their arrival in India without waiting for 180 days,” Sitharaman told Parliament while presenting the Budget 2019. According to the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016, an NRI who has resided in India for 182 days or more in 12 months and with an Indian address could apply for Aadhaar. However, as per the Aadhaar Act, NRIs are fully exempt from producing Aadhaar for any verification. The Minister said the

government also intended to provide better and more accessible public services to Indians abroad by opening embassies in more countries. Four embassies were proposed to open this year. Five embassies opened in Rwanda, Djibouti, Equatorial Guinea, Republic of Guinea and Burkina Faso last year. “To give further impetus to India’s growing influence and leadership in the international community, the government decided to open Indian Embassies and High Commissions abroad in countries where India does not have a Resident Diplomatic Mission as yet. In 2018, the government approved opening of 18 new Indian Diplomatic missions in Africa,” Sitharaman said. The government is developing 17 iconic tourism sites into world class tourist destinations and to serve as a model for other tourism sites.

On Thursday, Dilsher, 55, was reading the scriptures in his house when two youths, Zakir and Samir, entered his house and beat him. They broke his harmonium, took away the scriptures and warned him not to read Hindu books or else he would have to face dire consequences. Dilsher, who works as a security guard, said: “I returned from duty and after taking a bath, I was preparing to read ‘Ram Charitra Manas’ when these youths came and attacked me.” “Reading the scriptures gives me mental peace. However, I face protests from my own community from time to time,” he added. Dilsher has lodged a complaint at the Delhi Gate police station and a case has been registered against the youths after the intervention of the senior police officials.

Minister blames crabs for Tiware dam breach MUMBAI, JUL 5 (PTI): Maharashtra minister Tanaji Sawant has attributed the breach in Tiware dam in Ratnagiri district, which claimed the lives of 18 people, to the weakening of wall by crabs. Calling the dam breach incident a “natural calamity”, the newlyappointed Water Conservation Minister also said whatever is destined to happen, will happen. Talking to reporters, Sawant Thursday said officials and locals had informed him that a large number of crabs have weakened the wall of the dam. “The wall was weakened by a large number crabs and after it was pointed out to the government officials, some remedial measures were taken up,” he said. “The SIT appointed by Chief Minister Devendra Fadnavis will come up with its findings soon and we will come to know what exactly went wrong,” he said.

The dam, located in Chiplun tehsil, breached late Tuesday night following torrential rains in the coastal Konkan region. The minister also hinted that the incident could also be a fallout of torrential rains in the dam’s catchment area. “In just eight hours, 192 mm rainfall was recorded in the catchment area of the dam. As per my information, the water level of the dam increased by eight metres in eight hours. The villagers wonder whether it was due to a cloudburst,” he said. But it will eventually be discussed in the committee, the minister added. “It was a tragedy, but I think you cannot change your fate. Whatever is going to happen, will happen. It was a kind of natural calamity,” he said. When asked about whether the repair works of the dam was shoddy, he said, “We realised it only when water started accumulating in the dam.”

onsoon also heralds the onset of various diseases related with the environment. Monsoon does reduce the body immunity and makes it susceptible to many diseases commonly associated with the weather. There have been some severe cases of viral fever and malaria while health authorities are working on various ways to combat threat from these diseases. What is also a matter of concern is the report that around 46 people have died of Japanese Encephalitis in nearby Assam. According to reports most of upper Assam districts, including Jorhat, Golaghat, Dibrugarh, Lakhimpur, and the lower Assam district of Kamrup have been affected by the mosquito-borne disease. The health authorities in Assam have stepped up preventive measures by opening more diagnostic services for Japanese Encephalitis with Elisa kits. In all district hospitals and government medical college hospitals, awareness programmes intensified and fogging operations stepped up in areas from where Japanese Encephalitis cases have been reported. Japanese encephalitis is a mosquito-borne disease caused by the Japanese encephalitis virus and spread primarily by the Culex mosquito. Humans are considered accidental hosts of the virus, that is, the virus primarily infects animals, namely pigs and water birds (herons, egrets). The Culex mosquitoes prefer biting during the night. They prefer breeding in polluted water, ditches, paddy fields or in water with lots of vegetation. These species typically bite cattle, pigs, and birds, and may accidently bite humans if they are in the same environment or in close proximity to these animals - e.g. farmers or people living in rural areas where agricultural activities are common. The virus does not live in humans for very long and is usually present in very small quantities so a feeding mosquito can’t pick up the virus from an infected person and spread it to another person. Japanese encephalitis can be diagnosed by examining the cerebrospinal fluid (CSF) to detect the virus in patients complaining of neurological problems and living in endemic countries of Asia. In endemic areas, the highest age-specific attack rates occur in children of 3 to 6 years of age. JE is mostly a disease of children and young adults. Rates of infection in the 3 to 15 year age group are five to ten times higher than in older individuals, because of high background immunity in older individuals. Approximately one third of patients die, and half of the survivors suffer severe neuropsychiatric sequelae from the disease. In Asia, pigs are considered to be the most important amplifying host, providing a link to humans through their proximity to housing. Less than 1% of people infected with Japanese encephalitis (JE) virus develop clinical illness. In persons who develop symptoms, the incubation period (time from infection until illness) is typically 5-15 days. Initial symptoms often include fever, headache, and vomiting. Most cases of Japanese encephalitis do not show any symptoms. There is no specific treatment available for Japanese encephalitis; appropriate management of symptoms is crucial. This involves use of pain relievers, medication to reduce fever and plenty of fluids. Usually, patients showing neurological symptoms will be admitted to hospital for observation and supportive care. Stagnant water, drains etc are breeding places for mosquito and pigs as hosts. Therefore, health authorities have to gear up to combat the disease while public need to ensure a clean environment to deny outbreak.

God seems to have a delightful way of upsetting the plans we have made, when we have not taken Him into account. We get ourselves into circumstances that were not chosen by God, and suddenly we realize that we have been making our plans without Him— that we have not even considered Him to be a vital, living factor in the planning of our lives. And yet the only thing that will keep us from even the possibility of worrying is to bring God in as the greatest factor in all of our planning. In spiritual issues it is customary for us to put God first, but we tend to think that it is inappropriate and unnecessary to put Him first in the practical, everyday issues of our lives. If we have the idea that we have to put on our “spiritual face” before we can come near to God, then we will never come near to Him. We must come as we are. Don’t plan with a concern for evil in mind. Does God really mean for us to plan without taking the evil around us into account? “Love…thinks no evil” (1 Corinthians 13:4-5). Love is not ignorant of the existence of evil, but it does not take it into account as a factor in planning. When we were apart from God, we did take evil into account, doing all of our planning with it in mind, and we tried to reason out all of our work from its standpoint. Don’t plan with a rainy day in mind. You cannot hoard things for a rainy day if you are truly trusting Christ. Jesus said, “Let not your heart be troubled…” (John 14:1). God will not keep your heart from being troubled. It is a command— “Let not….” To do it, continually pick yourself up, even if you fall a hundred and one times a day, until you get into the habit of putting God first and planning with Him in mind.

“You have stayed at this mountain long enough. It is time to break camp and move on.” Deuteronomy 1: 6-7 watch the images flicker on the screen and I see a familiar face— that of my previous landlord and former pastor of Phek Town Baptist Church, the late Rev. D.N. Soho. A deep sense of loss fills me. In my early twenties, while teaching in a college in Phek, I was a tenant of the late Reverend. Twenty years later, he is no more and that I too am reaching the middle stages of my life. I see some more known faces on the screen, and they have aged visibly. Two things struck me immediately— time really does fly, and that keeping of memories or documentation of events is of utmost importance. These thoughts fill my mind as I attend a meeting called by the Forum for Naga Reconciliation (FNR) on 9th March, 2019 to interact with the members of the Naga civil society. As the meeting goes underway, and the members put their heads together to discuss various issues, different opinions are raised. The atmosphere is one of contemplation. Both the young and the old speak up and express their beliefs and experiences. The general feeling is that we seem to be stuck in an inbetween space, having started the Journey of Common Hope ten years back with enthusiasm and we are yet to reach the destination. And therein lies the paradox- reconciliation is seen as a goal to be achieved by the public but the FNR sees it as a process. And the expectations that the people have of the FNR is sometimes overwhelming. I can sense the heaviness of the burden and cannot help but empathise with this group of devoted men and women who have taken it upon themselves to carry this collec-

tive burden. Surely, like Moses, they must have encountered a ‘burning bush’ to render their services to what may, at times, feel like a thankless job. Because we Nagas, with our penchant for forming groups and associations, strangely also have a dislike or contempt for authority and thus, along with other institutions, FNR has also become a lightning rod for our collective frustration. I am also reminded of the Israelites’ journey from Egypt to Canaan. The book of Exodus shows that just as the Israelites’ deliverance was a process, a journey that could be completed only one step at a time, God almost always leads us step-by-step instead of moving us instantly from one situation to the next. And just as the Israelites’ murmuring and complaining slowed them down on their journey, the same spirit of belligerence will also slow us down. The culture of cynicism and ‘demands’ that has seeped into our society where we hold everyone else except ourselves responsible for the mess we are in coupled with what we read in Ezekiel 16: 49 as “pride, overabundance of food, prosperous ease and idleness” are some of the biggest hurdles facing us today. The Israelites’ pride, greed, idolatry, misuse of blessings, criticism of others, lack of faith, jealousy, and support of evildoers that is chronicled in the Bible should serve as a lesson for us. At one point of time the Israelites even got fed up of the daily manna they received from God and treated it contemptuously. Today, are we treating the reconciliation process and its accompanying peace with contempt? Just because we have not seen the FNR post daily updates on social media, it does not mean they are not doing their work. But I also reiterate the need for documentation, not only to serve as evi-

dence of work done but also to remind the younger generation of what it was like before the FNR was formed. And here I would like to quote Monalisa Changkija: “All tangible and non-tangible cultural activities are basically generational relays, not least literature and activities thereof… we are also inspired to write because at a very primal level there is this urge and the urgency to tell our stories and of those around us thereby we subconsciously continue the literary generational relay of not only story –telling but also of bringing to the cognizance of our generation and the ones that would follow about the many dimensions of the realities of our lives – thereby recording the several histories that happen simultaneously in any community, any society.” If the process of reconciliation is to continue without break, the youth should be brought on board. A young man stated in the meeting that 50 -60% youth are not aware nor convinced of the Naga Reconciliation process. “Youths”, he said, “do not talk about reconciliation but about settlement, agreement.” A young woman I spoke with in another conversation, told me about her frustration with the older generation, “30% of parents do not communicate with us, 30% have give already given up on us. We have very few mentors who can guide us. They brush away our queries saying that we will not understand such weighty matters. There are also some very traditional elders with whom you can never win an argument so we just pretend to agree with them and keep quiet.” Apart from opinions like these from youngsters trying to make sense of what is going on, we also notice that many have become apathetic to the issues in our society while they enjoy the latest tidbit of pop culture

voraciously. This disconnect between young people and the older generation should be bridged if the ‘generational relay’ of stories, histories and processes is to continue. In her latest book, Walking the Roadless Road, Easterine Kire emphasizes on the importance of listening. In the Prologue, she writes of how Niketu and Christine Iralu have turned their home Kerünyüki (or the Listening House) into a space where “groups in conflict with each other can come together to listen to one another, and find ways to coexist in peace.” Niketu, a member of FNR, is now in his eighties and he has devoted his life to making “individuals encounter truthfulness and peace and use them as tools in dealing with conflicts- both inner and outer- in their lives.” Kire calls him the “Naga bridge-builder.” Niketu is one of the humblest persons I have met and I think it requires humility to really listen to someone else’s opposing point of view. Elucidating on the title of her book in an interview, Kire further says that it is a phrase she has borrowed from Niketu who said that Nagas “are trying to walk the roadless road with hope for peace.” It is about carving out peace for future generations. It is making the choice to leave violence behind while valiantly trying to preserve our cultural values even when we are overtaken by modernity. It is also about the choices we make and the courage to walk out of choices whenever necessary. Today, I stand in the same place where my elders stood many years ago - trying to make sense of issues I deemed too political or too intellectual for me. I have nothing to reply when the younger generations demand answers. And if we are to resume the journey, I am certain that, I too should start by listening. A. Sentiyula

The brevity of life and its tremendous responsibilities

ecause life on earth is short and opportunities are countless, all human beings desire to live free and without restrain from anyone. It is fallen human nature that every child wants do as he or she wishes. Every teenager want to live without parental constrains, every spouse wants to live independent of the other spouse etc. But that is not the way God had designed humankind to live on earth. God had instead established an order in society where husbands are to love their wives, wives are to respect their husbands, parents are to teach their children, children are to obey their parents and all are to respect civil governments etc. In short, human beings are not free to do as they wish but are entrusted with tremendous responsibilities to implement God’s laws on earth. These laws are not just spiritual laws but also include all political, economic and social laws which govern human societies as well as the whole universe. Mankind therefore, are not autonomous but are entrusted with tremendous responsibilities to rule the earth as God’s representatives. All these responsibilities will also be brought to accounting on the judgement day. On this subject, the scripture says: “For we will all stand before God’s judgement seat. As it is written: ‘As surely as I live says the Lord, every knee shall bow before me; every tongue will confess to God.’ So then each of us will give an account of himself before God” (Rom.14:1012. See also Heb 1: 13; 1 Cor. 3: 10-15). Now, if there is no eternal God and there is no eternal life or eternal damnation, than we should all make the most of this short life on earth and enjoy ourselves to the maximum. But instead of such an opportunity, if we live against God’s laws, we don’t break God, but break ourselves. And on top of this, when we die we head for God’s judgement about which the word of God says: “But because of your stubbornness and your unrepentant heart, you are storing up wrath against yourselves for the day of God’s wrath, when his judgement will be revealed. God will give to each person according to what he has done.” (Rom 2:5-11). Those who break God’s laws think they can get away with it, but in reality, they get punished both in this life as well as in the next. In conclusion, as long as we do not die, we will go on living. And as long as we are living, none of us can escape from the tremendous responsibilities that God has put on our shoulders. Nagaland is today suffering terribly both in the spiritual and social dimensions. This is all because, for too long, we have been desperately trying to evade the responsibilities that God has entrusted us to carry out in both our personal lives as well as our social lives. Kaka D. Appeal to concerned department on poor NST bus service

Sir,

With the growing population of the state, the demands of transport and communication are increasing day by day. Since Dimapur and Kohima are the two important cities of the state, passengers from different walks of life are plying to and fro daily and to be precise in every few minutes especially during festive season. A man like me from a middle class would prefer travelling by Nagaland State Transport vehicle/bus. However it was a sad experience that I have had a few days ago while travelling Dimapur to Kohima by NST bus. Due to limited bus services, the Dimapur passengers have to wait for the incoming bus from Kohima for more than two to three hours and vice versa. If inquired for the delay in arrival, the staff would say, the bus is on the way or broke down midway or stuck in roadblocks. This made the passengers helpless and frustrated. Lack of uniformity and chaos at the ticket counter, and interestingly tickets are only for survival of the fittest. Feel sorry for those senior citizens and differently abled people. Passengers have to wait again for another hectic round if not booked in the first round. It was also interesting to sit without a handy man in an overcrowded bus ride. The concern department is yet to improve the service quality. Such problems while travelling by NST bus is not of a day issue but it has become a trend. At the end of the day the Aam Aadmis are the most suffering one. The authority should make the bus services hourly by increasing the number of bus instead of depending on the arrival bus. It will be a great boon to the state economy in transport and communication sector if more buses are introduced and service quality are improve throughout the state. Also a great help to tourism in Nagaland. Lastly, I urge the department concern to look into the matter and take necessary measures accordingly for the welfare of the citizens. Mumbai, Jul 5 (PTI): India’s foreign exchange reserves swelled by USD 1.262 billion to scale a fresh high of USD 427.678 billion in the week to June 28, boosted by higher foreign portfolio investments and a stable rupee, RBI data showed Friday. In the previous reporting week, the reserves had surged by USD 4.215 billion to USD 426.42 billion. During the week, foreign currency assets, which are a major component of the overall reserves, increased by USD 1.252 billion to USD 399.902 billion. The reserves nearing USD 428 billion can take care of imports for almost 10 months, according to market experts. Forex reserves are one of the key revenue earning sources for the central bank, which invests the money in foreign government bonds and also with the IMF and other secure investment classes. A portion of the forex kitty is also used to shore up the gold reserves, which the RBI had increased by over 8 tonnes last fiscal after decades.

To attain USD 5 trillion economy and more, India needs to continue undertaking many structural reforms, Sitharaman said in her first ever Budget presentation. New Delhi, Jul 5 (PTI): Dismissing apprehension over meeting fiscal deficit target of 3.3 per cent of the GDP, the finance ministry Friday said the lower target is realistic as the government is expecting net additional revenue of Rs 6,000 crore over the interim Budget estimates. The government in the interim Budget in February had projected a fiscal deficit of 3.4 per cent for the current fiscal. Several critics including some rating agencies have doubted prospects of meeting this ambitious fiscal deficit target. Finance Secretary Subhash Chandra Garg in a customary briefing post Budget said, “On the revenue side as compared to actual of 201819, direct taxes are expected to increase by 17.5 per cent, indirect taxes are going up by only 15 per cent. This is very realistic targets in our judgement. On non-tax side, there is also an increase as we are expecting better dividends.” On expenditure side, he said, it is more or less the interim Budget only with an increase of Rs 2,000 crore. “All these put together gives us a saving of Rs 6,000

New Delhi, Jul 5 (PTI): India is set to become USD 3 trillion economy in the current fiscal, and structural reforms are needed to reach USD 5 trillion in next few years, Finance Minister Nirmala Sitharaman said in the Union Budget 2019-20 Friday. Presenting the first Budget of the Modi gover nment in its second term, she said the Indian economy, which stood at USD 1.85 trillion five years back, has reached USD 2.7 trillion now, and is within capacity to reach USD 5 trillion in the next few years. “The Indian economy will grow to become a 3 trillion dollar economy in the current year. It is now the sixth largest in the world. Five years ago, it was at the 11th position. In Purchasing Power Parity terms, we are in fact, the 3rd largest economy already, only next to China and the United States of Maerica.”

Death toll in Libya migrant centre attack rises to 53 Tripoli, Jul 5 (IANS): The World Health Organization (WHO) said on Friday that the death toll in the attack on a migrant detention centre on the outskirts of the Libyan capital has increased to 53, with more than 130 people injured. "The casualties of this week's attack on a migrant centre in Tajoura are 53 dead and 130 injured, making the overall toll of the Tripoli conflict nearly 1,000 dead and more than 5,000 wounded," the WHO tweeted. The UN-recognized government of National Accord (GNA) in Tripoli blamed anti-government forces led by warlord Gen. Khalifa Haftar -- the leader of the opposition Libyan National Army (LNA) -- for the attack. On the other hand, Haftar's forces accused the government of bombarding the centre. Haftar declared himself as Libya's supreme leader and encircled Tripoli on April 4 with the apparent aim to send a message to the international community that his primary objective was to sabotage the current peace plan in place.

According to the African Union (AU), the two sides also pledged to form an independent technocratic government and to investigate the violence of recent weeks, the BBC reported. New Delhi, Jul 5 (PTI): Widening the scope of its flagship ‘Khelo India’ program, the Government on Friday announced the setting up of a National Sports Education Board (NSEB) in the first Budget of its second term but did not change the interim allocations set aside for sports. The allocations from the interim Budget presented by the then Finance Minister Piyush Goyal in February earlier this year were left untouched in the full budget presented by Nirmala Sitharaman here. “Khelo India Scheme, launched in October 2017, has created awareness for sports as an integral part of wellness throughout the

country,” she said in her budget speech. “The government is committed to expand Khelo India scheme and provide all necessary financial support. To popularise sports at all levels, a National Sports Education Board for development of sportspersons will be set up under Khelo India Scheme.” The Sports and Youth Affairs Ministry had got a substantial raise of Rs 214.2 crore in the interim budget presented in February. The allocation was raised from last year’s Rs 2002.72 to Rs 2216.92 crore. The allocation to the Sports Authority of India was increased by Rs 55

London, Jul 5 (Agencies): Former world number one Karolina Pliskova battled past Hsieh Su-Wei 6-3 2-6 6-4 on Friday in a clash of contrasting styles to reach the Wimbledon fourth round for the second time. Czech third seed Pliskova made full use of her mighty serve, firing 14 aces on Court One to counter Hsieh’s fast feet and soft hands and prevail in an hour and 46 minutes. Both players started the opening set strongly before an unusually untidy game by world number 16 Hsieh allowed Pliskova to claim a break for a 5-3 lead.

China’s Zhang Shuai made the Wimbledon fourth round for the first time on Friday, coming back from 0-4 down in the opening set to beat former world number one Caroline Wozniacki who failed to see eye-to-eye with the Hawk-Eye line call review system. Zhang is the first Chinese woman since Peng Shuai in 2015 to reach the second week at the All England Club thanks to her 6-4, 6-2 win over the 14th seeded Dane. On Friday, she fired 26 winners against just eight for Wozniacki and goes on to face either Viktorija Golubic of Switzerland or Ukraine’s Dayana Yastremska. Wozniacki, the 2018 Australian Open champion, has never made it past the fourth round at Wimbledon. London, Jul 5 (PTI): ‘Mission impossible’ remained unaccomplished for Pakistan, who expectedly missed the semifinal bus but wrapped up their World Cup campaign with a consolatory 94-run win over Bangladesh, here Friday. Aware that the situation demanded them to beat Bangladesh by 300-plus runs to make it to the knockout stage, Pakistan needed to put on board a total of no less than 450 to stand a chance. But all they could manage was 315 for nine after electing to bat, courtesy Imam-ul-Haq (100) and Babar Azam (96), who added 157 runs for the second wicket. They bowled out Bangladesh for 221 in 44.1 overs to record their fourth win. Friday’s result means that New Zealand have joined India, Australia and hosts England in the knockout stage. Marsh ruled out of World Cup

Manchester, Jul 5 (IANS): Left-handed Australia batsman Shaun Marsh has been ruled out from the ongoing World Cup with a fractured forearm. Wicketkeeper-batsman Peter Handscomb has been named as his replacement and it has also been approved by ICC’s technical committee and will join the Australian squad for the remainder of the tournament. Marsh suffered a fracture to his forearm which will require surgery after being struck while practicing in the nets at the Old Trafford. “This is obviously shattering news for Shaun and the squad,” cricket.com.au quoted coach Justin Langer as saying. “Throughout this tournament, his spirit, professionalism and the way he has competed has been typically outstanding.” “We are right behind Shaun in his recovery and rehabilitation,” he added.

Paid $2 mn bribe to host 2016 Olympics: ex-Rio governor RIO DE JANEIRO, Jul 5 (Agencies): The former governor of Rio de Janeiro state said in court testimony on Thursday that he paid $2 million to buy votes to ensure the sprawling Brazilian seaside city would be chosen to host the 2016 Olympic Games. Sergio Cabral told a judge the money went to Lamine Diack, the former president of the International Association of Athletics Federations (IAAF) and was used to buy as many as nine votes.
