Economy to rebound in FY20

NEW DELHI, JUL 4 (PTI): India’s economic growth will rebound from a five-year low this year, but would need a huge boost in spending and reforms to accelerate higher rate of expansion to double the economy’s size to USD 5 trillion by 2024-25, the preBudget Economic Survey said Thursday. Stepping up private investments, exports and job creation will be key to achieving the target, the survey presented in Parliament by Finance Minister Nirmala Sitharaman said.

YAA reminds govt to deploy MO at CHC Shamator DIMAPUR, JUL 4 (NPN): Yimchungrü Akherü Arihako (YAA), the apex student body of Yimchungrü community, has expressed dismay at the “lackadaisical attitude” of the state government towards deployment of Medical Officer (MO) at Community Health Centre (CHC) Shamator. In a press release, YAA president S Yansomong Yimchunger and general secretary Achung Jangleh stated that several organisations including Shamator Town Public Forum (STPF) had made repeated appeals to the department to deploy MO at CHC Shamator considering the apathy of health care in the area. YAA said the department had also assured to deploy MO and a temporary arrangement was agreed upon in principle. However, the student body lamented that nothing materialised till date. Further, YAA pointed out the department through its order dated December 21, 2018 transferred a doctor and posted at CHC Shamator. However, it stated that the responsible officer was yet to report at his new place of posting.

The real GDP growth, which slowed to a five-year of 5.8 per cent in the first three months of 2019 -- well below China’s 6.4 per cent, is expected to rise to 7 per cent in the fiscal year 2019-20 that started in April, it said. GDP growth was 6.8 per cent in 2018-19, down from 7.2 per cent in 2017-18. Investment rate, which was declining since 2011-12, seems to have bottomed out and is expected to pick up in consumer demand and bank lending, the survey

said adding that economic slowdown impacting tax collections and rising state expenditure on farm sector may, however, put strains on the fiscal front. India is currently the sixth-largest economy in the world with a size of USD 2.7 trillion. The survey said investment (especially private), is the ‘key driver’ that boosts demand, creates capacity, increases labour productivity, introduces new technology, allows creative destruction and generates jobs.

The survey propagated the economics of “nudge” at the household level, judicial reforms to smoothen out enforcing of contracts, and investment reforms. While the survey has retained the fiscal deficit estimate for 2018-19 at 3.4 per cent, the general fiscal deficit -- Centre and states combined -- has been pegged at 5.8 per cent in 2018-19, down from 6.4 per cent in the previous fiscal. Former finance minister P Chidambaram, quickly latched on to the document to say that the government appears to be pessimistic about the economy as there are no sector-wise growth projections. “It appears to me that the government, speaking through the economic survey, is pessimistic about the economy,” he said in a statement. “The economic survey flags (1) slowing growth, (2) shortfall in revenue, (3) finding resources without compromising the fiscal deficit target, (4) impact of oil prices on the current account and (5) recommendations of the Fifteenth Finance Commission on central government finances.,” he said. GUWAHATI, JUL 4 (PTI): Forty-five people have died till July 3 since the outbreak of Japanese Encephalitis in Assam, the National Health Mission said Thursday. Most of upper Assam districts, including Jorhat, Golaghat, Dibrugarh, Lakhimpur, and the lower Assam district of Kamrup have been affected by the mosquito-borne disease. “Assam is undergoing the transmission season for Japanese Encephalitis cases. A total number of 45 Japanese Encephalitis deaths have been reported till July 3, 2019, in the state,” the National Health Mission (NHM) said in a statement. It, however, said the situation in the state is under close watch and all preventive measures are being taken to combat the situation. Diagnostic services for Japanese Encephalitis with Elisa kits have been made available in all district hospitals and government medical college hospitals, awareness programmes intensified and fogging operations stepped up in areas from where Japanese Encephalitis cases have been reported.

KOHIMA, JUL 4 (NPN): Even as the rainy season has just begun, massive subsidence was reported on NH-29 at the old KMC dumping site, about 5 km from here (TCP gate) on Thursday morning. Many vehicles were stranded and had to take the alternative route through Jotsoma bypass. Interacting with Nagaland Post at the sinking site, engineers from National Highway– Er Vikishe Yepthomi and Er Imkong Sungit– informed that the minor subsidence on Wednesday was restored the same day itself. However, heavy rainfall on Wednes-

day night worsened the situation and the area again sank by more than six feet by Thursday morning. The officials said that sufficient machineries were pressed into services and that more were expected to reach the site by Thursday evening. They however expressed apprehension that if the weather worsened, then it would take more time then expected to restore the affected portion. Road construction machineries were seen clearing the loose soil to be filled up with boulder stones. However, since the soil was loose and unstable, the officials told Nagaland Post that a permanent restoration

might not be immediately possible. N o r t h Tr a f f i c O C Mhathung Patton, who was also at the site, expressed confidence that at least light vehicles would be allowed to ply by Thursday evening. However, heavy vehicles would restricted only on a trial basis and in phases. Over 70 trucks were stranded till late afternoon, while light vehicles were diverted towards Jotsoma bypass. It was learnt that Peducha bypass was also not able for passage of heavy vehicle due to fresh cutting. Sources said the old bridge was too weak to bear the weight of heavy vehicles that weighed more than 10 tonnes.

Lok Sabha passes Aadhaar Amendment Bill NSCN/GPRN (K) disowns statement NEW DELHI, JUL 4 (PTI): The Lok Sabha Thursday passed a bill to allow voluntary use of Aadhaar as proof of identity for opening bank accounts and procuring mobile phone. The Aadhaar and Other Laws (Amendment) Bill, 2019, was passed by a voice vote after Information Technology Minister Ravi Shankar Prasad assured the House that Aadhaar is voluntary and informed consent of the biometric identity holder has to be obtained before it is used. “The amendments address the privacy and security concerns. It provides that no service or benefit of any scheme will be denied for lack of Aadhaar,” Prasad said.The amended bill also provides for a stiff Rs 1 crore penalty and a jail term for private entities for storing Aadhaar data. “As many as 123 crore people are currently using Aadhaar... All safeguards

are in place to prohibit misuse of Aadhaar biometrics. Iris and finger print data is stored in Indian machinery and it is safe and secure,” Prasad said. Displaying his personal Aadhaar card in the House, the Minister said the card only discloses his name, father’s name, date of birth, residential address and does not give out any information on medical records or details of caste, religion and community. He said Aadhaar data can only be shared when there is a threat to national security or there is Court order. “Even if I, as an, Information Technology Minister, seek Aadhaar data, I will be subject to 3 years of punishment,” Prasad said. He said the government has saved Rs 1.41 lakh crore due to Aadhaar and removed 4.23 crore and 2.98 crore bogus LPG connection and ration cards

respectively. The Minister further said the Government would soon bring a data protection legislation in the House as it believes that India’s data sovereignty has to be respected and the country should have a data analytics centre. The amendments provide for use of Aadhaar number for KYC authentication on voluntary basis under the Telegraph Act, 1885, and the Prevention of Money Laundering Act, 2002. Put simply, this means it will allow voluntary use of Aadhaar number for authentication and identity proof in opening bank accounts and procuring mobile phone connections. It also gives option to children to exit from the biometric ID programme on attaining 18 years of age, while stipulating stiff penalties for violation of norms set for the use of Aadhaar and violation of privacy.

Oppn criticizes govt

Opposition on Thursday criticised the government during the discussion on amendments to provide legal backing for voluntary seeding of biometric Aadhaar ID with mobile numbers and bank accounts. Opposing the bill, Adhir Ranjan Chowdhury, Leader of the Congress in the Lok Sabha, said the government used the ordinance route to bring in the legislation. He said the ordinance was issued by the last government (from 2014-19) and the current government has brought it as a legislation. The government is “resorting to the ordinance route without any rhyme and reason”. Chowdhury said it was the UPA government, which brought in the law, to which Law Minister Ravi Shankar Prasad said the NDA government gave legal status to Aadhaar.

confirmation of his membership had not been accorded yet. Moreover, as he was in no manner associated with MIP, NSCN/GPRN (K) said it disowned his statement in its entirety and called that it be expunged, adding it had no connection whatsoever with it.

DMC reminds on pork, beef rates DIMAPUR, JUL 4 (NPN): Dimapur Municipal Council (DMC) has authorised respective colony authorities under its jurisdiction to check and impose fine on butchers if found selling above the rate fixed by DMC– pork Rs.220 per kg, pork viscera Rs.180 per kg, beef Rs.1190 per kg and viscera Rs.150 per kg. DMC administrator Moa Sangtam also reminded about fines to be imposed on butchers who were not processing their livestock at the DMC modern abattoir. DMC has also directed butchers to put up rate charts in their respective shops. It has also authorised colony authorities to close down butcher shop running without DMC trade license. It stated that colony authorities could impose a fine of Rs.1000 on any defaulters of the mentioned directives. K Y M C
