KOHIMA/MON, JUL 3 (NPN): Two persons from Mon district have tested positive for COVID-19 again even after they had recovered from the contagion and were discharged from District Hospital Dimapur. The duo were sent to Mon on June 23 along with 18 other recovered patients after their re-test results turned negative in Dimapur, minister Transport, Civil Aviation, Railways, and Land Resources, P. Paiwang Konyak informed Nagaland Post. The recovered returnees were however segregated and kept at a separate quarantine block. DCCI reminds district admin to reopen markets DIMAPUR, JUL 3 (NPN): Dimapur Chamber of Commerce and Industry (DCCI) Friday reminded the district administration to take immediate steps for reopening of Hong Kong Market, New Market, Millennium Building Market and Hazi Park Market. In a press release, DCCI president Akashe K Zhimomi and public grievances cell convenor Omega Yepthomi said the traders sanitized and disinfected the markets after District Task Force during its last meeting mutually agreed to open the four major markets. Stating that traders of those markets were undergoing untold sufferings and immense economic hardships, the DCCI has urged the district administration to look into the genuine plight of those traders and issue notice for reopening markets immediately. It also appealed to the administration to extend relief measures and assistance to mitigate the suffering of the affected business community. Further, DCCI urged both DMC and private building owners to exempt or waive off rent of commercial buildings and rooms on humanitarian grounds.

They are released only after their results turn negative-- under the ‘Negative Test Policy’ of the district, where returnees have to further undergo two test and confirm that they are free from the virus. Based on this policy, the two returnees were again tested on the 10th day (July 3) and their results turned out positive, Paiwang stated. The first test by TrueNat showed positive thereafter a second test was conducted using the confirmatory kit,
which also turned out to be positive, Paiwang informed. Even after recovery, he said both the patients still carried the viral load.
Lockdown extended
Following report of three more frontline workers (police personnel) testing positive for COVID-19 on Friday, Mon district administration has extend the total lockdown in the district till July 12. This was conveyed at a joint meeting attended by minister Paiwang Konyak, district administration and police officials at DC’s conference hall, Mon. The objective of extending the lockdown was to carry out effective contact tracing. The frontline workers had tested negative
in their first test, but in the second test the results were positive. Earlier, nine frontline workers in Mon district had tested positive for COVID. With this the tally rose to 12 frontline workers alone in Mon district being infected. Mon DC and SP test negative: With the second consecutive test turning out to be negative, Mon deputy commissioner (DC) and superintendent of police (SP) resumed office on Friday. Confirming this to Nagaland Post, deputy commissioner Mon, Thavaseelan K said on receiving the negative test report on Friday morning, he and the SP attended the meeting convened by transport and civil aviation and land resources minister P Paiwang Konyak. He said currently there were 41 active COVID-19 cases at Mon COVID Care Centre out of which 12 were frontline workers. He said the first batch of 23 persons’ samples was sent to ICMR, Dibrugarh as per protocol. Meanwhile, the Mon DC has also issued a series of orders notifying mandatory use of face masks, maintaining social distance
and spitting in public places and warned that violators would be imposed a fine of Rs 200 per offence. Households and business establishments were also directed to collect their used personal protective equipment (PPE) and incinerate them at a convenient place within their compound or at a designated place in their wards identified by the respective ward authorities. In another order, the DIC directed that with a view to contain possible transmission and spread of the virus, all persons engaged in wet markets/ slaughter houses within the jurisdiction of Mon town should collect all waste fluids at a designated place and sanitise the same. He warned that violators would be penalised with a fine of Rs 500 per offence. Further, the DC asked the teachers conducting tuition for students at their private residences during the lockdown period to immediately stop the practice as it was in total contravention of the lockdown rules and regulations, and warned that anyone found violating the order would be punished as per the provision of law.

NPF medical cell predicts ‘grim COVID-19 situation’ in Nagaland DIMAPUR, JUL 3 (NPN): NPF Medical Cell in-charge Dr. Chumben Murry MLA in a communiqué has predicted that Nagaland was headed for a “grim COVID19 situation” unless glaring missteps in containing coronavirus was not corrected. Dr. Murry listed out some of the missteps which could lead to the grim scenario such as—erroneous judgement and actions” of state machineries; lack of adherence to SOPs by “high risk groups” especially returnees and general public and how some of the returnees were infected during quarantine period when protocols were ignored. In particular, Dr. Murry said Peren and Mon districts “are in grave situation” even as the state authorities were trying to contain a similar spread to other districts. NPF Medical Cell said so far, COVID-19 cases among returnees showed it has gone to Stage-II (local transmission from person to person and with travel history). However, he said unless people take care of health and hygiene, COVID-19
in Nagaland could go to Stage-III (when the disease is contracted from the community and the virus has spread so much that the source is untraceable). Dr. Murry said the NPF was deeply concerned about the crisis since the party including its legislature and as part of district legislators’ teams on COVID-19 have been giving their opinions about their observations which also included constructive write-ups of the leader of the party legislature. He said in spite of initial “grave erroneous judgment”, the frontline workers have sacrificed and done their job. Dr. Murry also said the role of the frontline workers was very important when the virus was at Stage-I (appearance of the disease through people with a travel history, with everyone contained, their sources traced, and no local spread from those affected). Dr. Murry maintained that strategy for returnees was not well planned neither was the concept of quarantine properly communicated or perceived,
as a result of which, the primary objective of containment failed. A s N a g a l a n d wa s headed towards the “grim scenario”, Dr. Murry said the need of the hour was for the general public to become frontline workers, as a civic duty, to protect themselves and others. In this regard, Dr. Murry listed eight points for those involved with COVID-19 including the general public as means to widen the anti-COVID strategy: 1. Those involved with COVID-19 should spread more awareness through IEC materials on mission mode to properly sensitize lower rank of frontline workers; 2. General public must impose further lockdown at least for the next 28 days with strict adherence to social distancing, wearing of masks and hand sanitisation;3.properly dispose of wrappings on commodities handled; wash hands and change clothes after returning from outside and before mingling with family members; (Cont’d on p-8)

State ready to test 1200 samples a day With BSL-2 in Dimapur now functional, along with the operationalisation of BSL-3 lab at Kohima and availability of TrueNat machines in all districts, Kikon declared that Nagaland could now conduct 1,200 sample tests per day. He said the newly-inaugurated BSL-2 had the capacity to carry out 150 sample tests per day. He also clarified that there was no community transmission in the State so far. Admitting that there could have been certain
hiccups, he appealed to the citizens not to panic and claimed that the government had been persistent and proactive in contact tracing, adding that the surveillance teams were doing an excellent job even as areas where positive cases had been found had been declared as containment zones. Kikon also informed that 3,42,000 people had been screened till date at all entry points of road, airways and railways in the State, adding screening was going on vigorously at all check gates and would be continued. KOHIMA, JUL 3 (NPN): In a significant move that would bring much joy to dog lovers but dismay from dog meat lovers; the state cabinet Friday banned commercial import and trading of dogs, dog markets and sale of dogs in the State. Informing this to Nagaland Post, High Powered Committee (HPC) spokesperson and adviser Mmhonlumo Kikon said the decision was taken in response to a letter written months back by Maneka Gandhi BJP MP and former union minister. He said the decision was kept pending due to the current pandemic. State chief secretary Temjen Toy, in a tweet, also announced the ban on commercial import and trading of dogs, dog markets and also the sale of dog meat, both cooked and uncooked. Mokokchung police file case: Meanwhile, Mokokchung police has filed a suo-moto case at Mangkolemba police station over reports about a shootat-sight incident of a dog that reportedly took place at Changki village. In a press note, SP Mokokchung Vishal said police arrested those involved in the alleged shooting incident. SP said it was a clear violation of the DC’s order that warned of legal action against any village authorities, wards, individuals/group acting in contravention to Prevention of Cruelty to Animal Act. DIMAPUR, JUL 3 (NPN): Nagaland on Friday registered four fresh COVID-19 positive cases while 31 more recovered from the virus, taking the state’s total tally to 539 cases-311 active and 228 recovered. In a tweet, Health minister S. Pangnyu Phom said that the positive cases were detected from among the 259 samples. He said that 3 cases were from Mon quarantine centre and 1 from Kohima QC. DTAH serve notice on NCD office bearers to quit CSOs, CAKU ask NCD to uphold constitution Dimapur, Jul 3 (NPN): Dimapur Tribal Apex Hoho (DTAH) representing fourteen (14) tribe presidents, has reacted to the vehement criticisms made by the Naga Council Dimapur (NCD) against it, as published in the local dailies on July 3. The outgoing NCD team has come under attack from the constituent units under the DTAH who have expressed total objection to the manner in which the transition of the new NCD team was being delayed by the outgoing NCD team of office bearers. While reminding that NCD had tendered an apology at the joint meeting held on March 10,2020, DTAH said its 14 tribe presidents have rejected the statement of NCD published on July 3,2020 as “unfounded, unconstitutional , hence devoid of any merit in its entirety.” Dimapur Tribal Apex Hoho reminded that the tenure of the
present Naga Council Dimapur office bearers had ended on March 6, 2020 but two months prior to expiry of term, the present NCD had asked all constituent units (tribal hohos) to nominate two members as councillors for the succeeding tenure vide letter dated January 27, 2020. Subsequently, DTAH said on submission of the names of new members as councillors by all tribal hohos, it was presumed that the new executive of NCD was constituted to carry on its activities. However, DTAH said on February 11,2020 the present NCD held a meeting and allegedly extended its tenure by another three months till May 30,2020 without any prior consultation with the constituent units of tribal hohos. As a consequence of the present NCD’s “unconstitutional extension” for three more months,
DTAH said all its constituent units submitted a representation dated February 21,2020 in opposing the impugned extension which did not have the mandate of Dimapurbased tribal hohos. Further DTAH said it further urged upon NCD to revoke its resolution made on February 11,2020. Then on March 10,2020 DTAH said NCD convened a joint meeting of all tribal hohos (DTAH) wherein it accepted its omission of NCD constitutional mandate and sincerely apologized to DTAH for resolving to extend the tenure till May 30, 2020 done without intimation or consent of DTAH. At the March 10 meeting, DTAH said the house after prolonged deliberation and after considering logistic inconveniences on the part of NCD, resolved to extend its tenure till March 31,2020 and requested the present incumbent NCD to (Cont’d on p-8)
With regard to the election/ selection of Naga Council Dimapur (NCD) office bearers for the tenure 2020-2025, the Dimapurbased civil society organisations (CSOs)—Naga Women Hoho Dimapur, Dimapur Naga Students’ Union, Dimapur Urban Chairman Councils Federation and GB Dimapur Sardar— have suggested that selection/nomination/election should be under the purview of NCD constitution for setting up of the office bearers “without any biased favouritism or nepotism.” In a joint statement, GB Dimapur Sardar president MY Ngullie, DUCCF president Tsenthungo Nyamo and NWHD president Sungsabeni Jamio and DNSU president Sedevilie Angami said they have resolved to uphold the integrity of the constitution and would not accept any unconstitutional induction of office bearers for any post.
CSOs also affirmed to uphold the integrity of NCD constitution in any given situation as NCD was the only organization that maintained the unity of the Nagas even before the formation of any other civil society organisations. CAKU: Chakhro Angami Kuda Union (CAKU) has affirmed that any unconstitutional induction of office bearers for any post would not be accepted at any cost. In a letter to the NCD president, the CAKU general secretary Thejangulie Angami stated that the union held a meeting on June 27, 2020 and thoroughly deliberated over the “present selection/ nomination/election” for the new NCD office bearers. CAKU has, however, suggested that selection/nomination/ election of office bearers should be done as per the prevailing constitution of NCD “without any bias, favoritism or nepotism” in order to avoid any constitutional crisis.

State Police arrest Richard Humtsoe DIMAPUR, JUL 3 (NPN): State police on Friday night arrested the “chairman of Indian Human Rights Council” Nagaland unit, S. Richard Humtsoe near Peducha (Lalmati police post) on Friday night in connection with a cybercrime case. He was earlier issued a summon in connection with a cybercrime case following complaints of his activities on social media. Later, a separate case was filed against him with regard another post on social media and his bail plea was rejected, police said. Upon receiving information of his whereabouts, a police team was dispatched to nab him. However, after a long pursuit, he was arrested from Lalmati police post, police sources added. DIMAPUR: Chief Medical Officer (CMO) Mokokchung held its first quarterly district review meeting on Friday at the Conference Hall of CMO Mokokchung office. DIMAPUR: Apropos the article “First consultative meet of the ZNNW & ZCOs” published on June 28, the central office of the NNC Parent Body is constrained to issue a rejoinder in the context of the delimitation issue. In a press release, NNC Parent Body through its media cell stated that at no point of time, the central office of the NNC Parent body had a discussion on the delimitation issue or had entrusted any individual or organization to work on it on behalf of the NNC (PB). It has condemned the article in this issue by some vested interests trying to sabotage the smooth functioning of the NNPGs. DIMAPUR: National Vector Borne Disease Control Programme (NVBDCP) Peren district observed antimalaria month (AMM) under the theme “Zero malaria starts with me” in the month of June 2020. A press release by CMO office Peren district media officer, Celine Secii stated that, various activities were carried out in the selected 15 villages which are known hotspot areas and hard to reach in the district. Activities were carried out under the supervision of district vector borne officer (DVBO) Dr. Kevihulie Meyase and district consultant Vimekhrie-u Metsieo along with the village community leaders, ASHAs, malaria technical supervisors (MTS) from the 4 blocks under Peren district and surveillance workers (SW) of NVBDCP. GCZ ‘Students First’ project concludes
DIMAPUR: Green Club Zunheboto (GCZ) under its project “Students first” has been reaching out to 142 marginalised students, whose parents were labourers and daily wage earners. The project concluded on July 2 at Zunheboto town, wherein the marginalised students were from 16 private schools. A press release from GCZ stated that, in less than 3 weeks, the club raised Rs. 2,12,656 with contributions pouring in even from far off places like Goa and Delhi. The project received tremendous response from likeminded people within and outside the state who generously contributed towards the project. Officials from Green Club Zunheboto also said that every contribution was counted and the amount was distributed according to the details submitted by the different school heads to the club. For this, Duncan Urban PHC and Burma Camp Urban PHC will function as normal OPD for the public till such time the District Hospital is opened for public. It was decided that arrested/accused persons requiring medical aid may be sent to Duncan Urban PHC while Medziphema CHC has been identified for seriously ill under trial prisoners to be admitted, till such time DHD is utilized as COVID-19 hospital. A press release from its public relations assistant stated that the panel speaker while opining that consumer protection was an element that affects us all, called on the need to analyze consumer protection in modern day and gave three parameters of consumer protection disparities found in the consumer-supplier relationship including bargaining power, knowledge and resources. NSF urges govt to ensure quality internet
DIMAPUR: While the Department of School Education (DoSE) has introduced online learning programme, the Naga Students Federation (NSF) has expressed concern over the plight of students’ community due to poor network coverage and slow internet connectivity in the state. In a press release, NSF vice president Dievi Yano and secretary education Kegwayhun Tep appreciated the efforts by DoSE in launching online learning programme. They, however, said the federation has taken
note of numerous complaints received by its grievances cell from distraught students, aggrieved parents and concerned citizens. NSF said complaints included poor network connectivity, students being unable to log in to the department’s website and registration failure in the webpage among others. NSF appealed to the state government to immediately take measures on the issues and to direct the telecom providers to provide quality network coverage and uninterrupted internet
connectivity in all their areas of operation within the state. The federation stated that timely intervention of the state government would benefit student community and rebuild the education sector which had been the most affected during the pandemic. Welcoming the “noble initiative” of DoSE, the NSF said students should not be at the receiving end due to the lack of access to technology and other disparities, which could hamper their academic performances and the department.

Assam gas well fire: NGT defers deposit of Rs 25 crore fine by OIL

N E W D EL H I, J U L 3 (IANS): The National Green Tribunal has deferred its direction for deposition of Rs 25 crore interim fine by the Oil India Ltd, following the gas well leakage and fire in Assam, till the actual amount and its disbursement plans are worked out. The incident happened in Baghjan in Assam’s Tinsukia district. Enormous volume of inflammable natural gas which was leaking from the Baghjan-5 oil well of the company since May 27 caught fire on June 9, claiming lives of two firefighters. On June 25, the tribunal had imposed a heavy fine of Rs 25 crore on OIL for causing damage to the environment, human and wildlife and over its failure to stop the oil well fire. An eight-member committee was also constituted to look into the matter. On July 2, the tribunal deferred the direction after senior advocate Mukul Rohatgi, appearing for OIL, assured that the company has itself taken several measures for rehabilitation of the dis-

The plea filed by activist Bonani Kakkar had pointed at the failure of the OIL authorities in preventing the blowout, resulting in a massive fire causing irreparable loss to the entire biodiversity of the region and loss of lives and property. “Due to the negligence and lack of concrete effort to control the spread of the oil and gas leak, enormous fire broke-out in the area which continues to rage causing displacement of more than 1600 families,” Kakkar said. The matter will now come up for further consideration on July 29, the NGT said.
AIZAWL, JUL 3 (IANS): Northeastern state of Mizoram on Friday recorded another moderate earthquake, measuring 4.6 on the Richter scale, though there were no reports of damage or casualty, officials said. The mountainous state had recorded successive quakes last week, which damaged many buildings and structures. The tremor at 2.35 pm had its epicentre 25 km deep in eastern Mizoram’s Champhai district bordering Myanmar, an India Meteorological Department official said. Tremors were also felt in neighbouring areas of Myanmar and northeastern region. Of the six earthquakes recorded last week, a moderate one measuring 5.5 on the Richter scale shook the same Champhai areas and other adjoining northeastern states bordering Myanmar on June 22, damaging 31 structures, including roads, buildings and important installations.

He also apprised the PM about the dedicated health facilities being developed in the state to deal with coronavirus cases. Assam has reported a total of 9,434 confirmed cases till Friday, of whom 14 have died and 6,106 patients have been cured of the disease. The rest are under treatment. The chief minister had left Imphal for New Delhi, the COVID-19 hotspot region of the country on June 30 last by a charter flight amid the COVID-19 lockdown. A charter flight with Singh on board that landed at Imphal airport 4.55 pm remained stranded at the arrival lounge for medical check- up which is mandatory for any person entering the state as per COVID-19 protocol. Meanwhile, unhappy with returnees throwing wastes on the road while travelling on buses, residents of Dibong Khunou locality in Manipur’s Jiribam district have banned movement of buses ferrying the returnees on the road passing through the locality. Angered over dumping of face masks, hand gloves, water bottles and other protective kits on the road, they blocked the road. The road connecting the Jiribam railway station with the NH-37 is being used for onward transportation returnees to the state by special trains. A group
of residents, mostly women and youths today came out on the road and announced ban on movement of the buses with effect from today. They alleged that despite repeated requests, returnees threw their wastes on the road while passing through the locality. Banning movement of buses on the road in their locality, the residents urged the authority to use the other road constructed by the railway. A woman protestor said they had earlier submitted a memorandum to the Jiribam DC regarding the matter and the ban of movement of buses used to ferry returnees. Mention may be made here that Jiribam railway station is being used as terminating point people of returnees transported by special trains. After suspension of around a month, the operation of the special train commenced a few days ago. Today, a train from Mumbai with 105 people on board arrived at the Jiribam railway station in the afternoon.

LEH/NEW DELHI, JUL 3 (PTI): In a clear message to China, Prime Minister Narendra Modi on Friday said the era of expansionism is over and that India’s enemies have seen the “fire and fury” of its armed forces as he made an unannounced visit to Ladakh, signalling India’s firmness in dealing with the border row with the neighbouring country. In an address to troops, Modi paid glowing tributes to the 20 Indian soldiers killed in the Galwan Valley clashes, and said tales of the bravery and valour of the armed forces are echoing in every part of the country. “Bharat Mata’s enemies have seen your fire and fury,” Modi said in an apparent reference to the military clashes between the Indian and Chinese troops, and asserted that bravery is a prerequisite for peace and that the weak can never accomplish it. Modi’s visit to Ladakh is seen as a strong message against China’s aggressive posturing along the Line of Actual Control (LAC) in the region. “We are the same people who pray to the fluteplaying Lord Krishna, but we are also those who idolise and pray to the same Lord

Govt revises dosage of remdesivir to be given to COVID-19 patients NEW DELHI, JUL 3 (PTI): The Union health ministry on Friday revised the dosage of anti-viral drug remdesivir to be administered to coronavirus patients in the moderate stage of illness from the earlier six days to five days as it issued an updated ‘Clinical Management Protocols for COVID-19’. The drug, administered in the form of injection, should be given at a dose of 200 mg on day one followed by 100 mg daily for four days (total five days), the new treatment protocols stated. The Health Ministry on June 13 had allowed the use of remdesivir for restricted emergency use in moderate cases under “investigational therapies”.
“Under emergency use authorisation, remdesivir may be considered for patients in moderate stage requiring oxygen support,” the document stated. It is not recommended for those with severe renal impairment and high level of liver enzymes, pregnant and lactating women, and those below 12 years, it said. The ministry also okayed off-label application of tocilizumab, a drug that modifies the immune system or its functioning, and convalescent plasma for treating COVID-19 patients in the moderate stage of illness as “investigational therapies”. It also recommended hydroxychloroquine for patients during the early course of the disease and not for
critically-ill patients. On June 27, the ministry had included an inexpensive, widely used steroid dexamethasone in treatment protocols for COVID-19 patients in the moderate to severe stages of their illness among other therapeutic measures. The ministry advised use of dexamethasone, which is already used in a wide range of conditions for its anti-inflammatory and immunosuppressant effects, as an alternative choice to methylprednisolone for managing moderate to severe cases of coronavirus infection. Lightning kills 8 in Bihar PATNA, JUL 3 (PTI): At least eight people were killed after being struck by lightning across Bihar on Friday, officials said. The eight fatalities were reported from five districts, with Samastipur accounting for the highest number of three deaths, the Disaster Management Department said. Two deaths were reported from Lakhisarai and one death each was reported from Gaya, Banka and Jamui districts, it said. The casualties came a day after 26 people were killed in lightning strikes in eight districts of the state. More than 100 people
have died due to lightning strikes in the state in the last one week. Chief Minister Nitish Kumar expressed grief over the death of eight persons in the lightning incidents during the day, an official release said. Kumar announced an ex-gratia of Rs 4 lakh to next of the kin of each deceased, it said. The CM appealed to the people to remain alert and stay indoors as far as possible during the bad weather. He also asked people to follow advisories issued by the Disaster Management Department in this regard.

NEET postponed to September 13 NEW DELHI, JUL 3 (PTI): HRD Ministry Friday postponed medical and engineering entrance exams NEET and JEE to September in view of COVID-19. “Keeping in mind the safety of students and to ensure quality education we have decided to postpone JEE and NEET examinations. JEE-Main examination will be held between September 1-6, while JEE-advanced exam will be held on September 27. NEET examination will be held on September 13,” said Union HRD Minister Ramesh Pokhriyal ‘Nihank’.
NEW DELHI, JUL 3 (PTI): The Council for the Indian School Certificate Examinations (CISCE) on Friday announced a reduction of up to 25 per cent in syllabus for classes 10 and 12 board exams in 2021 taking into account the learning disruption due to closure of schools during the coronavirus-induced lockdown. “...Schools across the country have been shut for the past three months due to the lockdown. While a number of CISCE-affiliated schools have tried to adapt to this changed scenario and have tried to keep alive the teaching learning process through online classes, there has been a significant shortening of the academic year and loss of the instructional hours,” CICSE Chief Executive and Secretary Gerry Arathoon said. “To make up for the loss in instructional hours during the current session, the CISCE has worked with its subject experts, to reduce the syllabus for all major subjects at the ICSE (Class 10) and ISC (Class 12) levels. Syllabus reduction has been done, keeping in mind the linear progression across classes while ensuring that the core concepts related to the subject are retained,” he added. Arathoon said at pres-
ent the syllabi has been reduced by up to 25 per cent, but that is subject to further review of the prevailing conditions and the council may have to reduce it further in case the prevailing conditions don’t turn conducive. “Given the academic loss till July, which is around 45 days we have reduced the syllabus for the students appearing for Class 10 and 12 Boards up to 25 pc. However, that is subject to further review as from July first week our schools are only able to resume online classes. This could have further adverse effects. We may even have to reduce the syllabi further and may even have to go up to 50 pc reduction,” he said. The board has directed its schools to ensure that the subject teachers concerned at the ICSE and ISC levels transact the syllabus strictly according to the sequence of topics given in the syllabus, so as to facilitate further reduction in syllabus, if required, depending on the situation of the pandemic in the country. The Central Board of Secondary Education (CBSE) is also in the process of reducing the syllabus and has sought suggestions from various stakeholders. However, the final syllabus has not been notified yet.

COVID-19 time bomb ticking
T
here has been some disturbing events with regard to management of stranded persons of Nagaland who arrived from various states particularly with regard to testing for COVID-19. Earlier it was the May 26 Tuensang fiasco when 169 returnees were sent to Tuensang by bus before COVID-19 test results were out. It later turned out that one of the returnees travelling in one of the buses, was confirmed positive for COVID-19. Another fiasco took place on June 4 when some of returnees of Peren district were released from Dimapur quarantine centres after completing the mandatory 14-day period and as none had shown symptoms of COVID-19. The returnees were then sent to Peren and kept in quarantine centres for 14 days and were eventually released when none of them showed any symptoms. Former chief minister and leader of opposition T.R.Zeliang said the returnees on arrival at Peren were taken to community quarantine centres and second testing was not done. On the other hand, health authorities had confirmed that 31 of the returnees were tested positive for COVID-19 and the remaining who were tested negative were kept at quarantine centres for 14 days and subsequently released. On the other hand, sources from the Joint Action Committee (JAC) which has been demanding better medical facilities including a BSL-(Level 2) set up in the district and which held a protest over management of quarantine centres, said the returnees were sent to their respective villages without conducting the second test and that some of the returnees had already gone to their villages and homes for home quarantine. This was the crucial point of concern- that those who had gone home etc may have been exposed to the virus while being placed under the same batch with those who were later tested positive. The point is that if the second testing was not done, then transmission cannot be ruled out. The entire issue of testing has come under scanner owing to such apprehensions. However, such apprehensions may not be based on scientific thinking but more on hunch since most are ignorant of COVID-19. On the other hand, there are medical reports stating that some people who may not symptoms of COVID- 19 had mild symptoms or had a false-negative test, or could not get tested for any reason. Serologic tests will provide a more accurate picture on whether a person has developed antibodies against COVID-19 and of how many people have been infected with, and recovered from COVID-19 as well as the true fatality rate. The reputed Food and Drug Administration(FDA) in the US has cautioned that negative results do not rule out infection from COVID19 . Serological tests are done to detect SARS-CoV-2 antibodies in serum or plasma components of blood. The fight against COVID-19 is not going to end when all returnees are released from various quarantine centres across Nagaland. The virus has already made its presence beyond the quarantine centres when several persons across Nagaland were infected with the virus even if they had not been to the quarantines nor had contact with known COVID-19 patients. What former chief minister T.R.Zeliang had feared was that due to large number of confirmed COVID-19 cases under the district, community transmission was more likely. Containment to such is a knee jerk reaction since what is needed is immediate tracing and tracking.

Our conviction is focused on our specific sin, and we realize, as Isaiah did, what we really are. This is always the sign that a person is in the presence of God. There is never any vague sense of sin, but a focusing on the concentration of sin in some specific, personal area of life. God begins by convicting us of the very thing to which His Spirit has directed our mind’s attention. If we will surrender, submitting to His conviction of that particular sin, He will lead us down to where He can reveal the vast underlying nature of sin. That is the way God always deals with us when we are consciously aware of His presence. This experience of our attention being directed to our concentration of personal sin is true in everyone’s life, from the greatest of saints to the worst of sinners. When a person first begins climbing the ladder of experience, he might say, “I don’t know where I’ve gone wrong,” but the Spirit of God will point out some definite and specific thing to him. The effect of Isaiah’s vision of the holiness of the Lord was the directing of his attention to the fact that he was “a man of unclean lips.” “He touched my mouth with it, and said: ‘Behold, this has touched your lips; your iniquity is taken away, and your sin purged’ ” (Isaiah 6:7). The cleansing fire had to be applied where the sin had been concentrated.

Special Powers of Nagaland’s Governor
T
he letter written by the Governor of Nagaland, Shri. R.N. Ravi on June 16th to the Chief Minister of Nagaland explaining reasons as to why he proposed to invoke special powers as specified under the Article 371A (1, b) has gained currency in public debate on two main reasons. One is on whether the governor’s action is justified? And two, is on the collapse of law and order in the state. Let’s discuss this one by one. Is the governor’s action justified? The answer to this question primarily depends on the second question as to whether there is a collapse of law and order in the state. But as politics and governance is a complex subject, and since nothing is certain in politics, it gives the writer the benefit of doubt to assume that the governor’s action could be due to an advice from the center. This does not mean that the governor cannot invoke such special powers by himself. Many governors have come and gone, but certainly, the incumbent is exceptional in his own right. However, unlike the President who is elected by the people’s representatives, governors in India are directly appointed by the president ‘on the advice’ of the union council of ministers. Contrary to its connotation, the phrase ‘on the advice’ is not passive. This means the governors are directly appointed by

the union government, and therefore, acts as the representative and agent of the union government. There are instances in the past where the office of the governor has become a hotbed of political conflict and confusions. Power tussles among different political parties often take place under the watchful nose of the governor. Elected governments have been formed or dissolved lawfully or otherwise by the governor, often at the behest of the union government. However, irrespective of whether the governor acts for or against the interest of the state, the state government cannot literally do anything by its own, except to complain to the president. Under article 361, the symbolic head of the state enjoys special immunity and are not answerable to any court of law nor criminal proceedings could be initiated against them. However, in parliamentary democracy, unless stated otherwise, the real power vests with the government headed by the prime minister or the chief minister, because of the fact that the government draws its power directly from the people. This is the basic foundation upon which sovereign and democratic India came into being. Therefore, assuming special powers by the titular head of the state could also result in “the tyranny of the unelected” as late union minister Arun Jaitley once remarked. Whether it is by an

n Friday, 3rd of July 2020, the Nagaland State Government takes the decision to ban the commercial import, trading of dogs and dog markets including the sale of dog meat, both cooked and uncooked. This follows closely on the heels of an intense online campaign waged by several NGOs in support of animal welfare, spearheaded by Mrs. Maneka Gandhi. While I personally do not eat dog meat, I will not hesitate to say that the ban on the selling of dog meat is a step too far. The torture of dogs in the trading market has been cited as the reason for this step, and while it is completely understandable that the government takes appropriate steps to curb this practice, the move to ban its selling altogether leaves me baffled. For that matter, I find it difficult to understand why this particular market has been targeted for this purpose when several other meat markets such as pork and poultry operate in a manner not too distinctively different or humane. The only distinction my simplistic mind can see is one that gives the minority culture of the Nagas a lower precedence in comparison to other majority cultures. The Government has tactfully and if you ask me, rather pusillanimously avoided the use of the word ‘consumption’. I have only the most basic knowledge of Economics, but one could even do without that, and be just diminutively logical to understand that a product cannot be consumed unless it is sold. The truth is, the consumption of dog meat has been a part of many Naga cultures for generations. Whether we like it or not, that is the truth. A great many things are not, but it is inarguable that dietary habits are an individual’s sole choice and in my opinion, dog meat does not cross the line. Pigs, cows and goats among other animals are slaughtered for consumption every day, but dogs cannot

advice from center or an independent decision of the governor, the timing cannot be overlooked. Looking from the aspect of Naga peace talks, the governor’s decision also signals two outcomes, the logical conclusion or its collapse. In any of the outcomes, the governor assuming special powers makes total sense. With over two decades of political negotiations officially having ended on 31st October 2019, Nagas are however, anxious for a positive outcome. Therefore, if governor’s assuming special power is to consolidate his position, post solution, we hope it is for the good cause. However, if we observe the governor’s intentions from the context of article 371A, one is made to understand that Article 371A (1,b) has become redundant in as much as the article 371A(1, d) and 371A(2) relating to the administration of the erstwhile Tuensang district has also become redundant and obsolete after the abolishment of the Tuensang regional council. The insertion of article 371A in the constitution of India is more or less a replication of the 16-point agreement signed between the Naga people’s convention and the government of India on July 1960. In the 16th point agreement, point 3 (3), it reads “The Governor shall have special responsibility with regard to law and order during the transitional period and for so long as the law and

It does not take too much contemplation to realise that in all probability, this will take a similar path to prohibition. This special responsibility of the Governor will cease when normalcy returns.” If we read the above paragraph carefully, the special powers conferred upon the governor is meant during the transitional period. Special powers during the transitional period was necessitated because of the possible threat from the NNC who were not part of the agreement. And the last sentence categorically mentioned that these special powers “will cease when normalcy returns.”Even though this last sentence was not expressly mentioned in article 371A(1-b), the phrase “immediately before the formation of that State” implies the transitional period. The collapse of Law and Order. This is trickier than it sounds, because the “collapse of law and order” is not clearly defined and people may interpret it in different manner. Nevertheless, the issues that our hon’ble governor have raised including the prevalence of illegal taxation, extortions, kidnapping, encroachment of public land and properties, operation of illicit trade syndicates etc. are all true and are happening as I pen down this article.
The multiplicity of factions is largely responsible for this organized crime in the state. However, it is for this very reason that Naga people longed for peace and solution. Therefore, resolution of the Naga political issue is critical for numerous reasons. Experiences has shown the inability of the state machinery to prevent and control such crimes effectively. Military offensive could not yield the desired outcome as well. Rather, a public movement initiated by Against Corruption and Unabated Taxation (ACAUT) in the past has reduced illegal taxation activities in the state in a manner that is more significant than the combined efforts of the state and union government. Therefore, it is also not certain as to whether law and order situation in the state will be restored once the governor assumes this special power. The law and order situation in the state certainly needs improvement. However, the question is, does it warrant invoking special power by the governor? In many ways, Nagaland is peaceful and safer than some Indian states. Delhi has been tagged as the ‘rape capital’ by a national politician; does it mean a collapse of law and order? People get killed for transporting cows or eating beef, migrant labors die of hunger and exhaustion, is it not an indication of the breakdown of law and order? To someone belong-
ing to a minority group, not being able to profess their religion freely and openly is a law and order problem, so is racial discrimination. The fact that India has been ranked at the 80th position among 180 countries in the global Corruption Perception Index (CPI) 2020, shows that much has to be done to enforce the rule of law and provide transparent governance across the country. Earlier, through the 16-point agreement, the state of Nagaland was placed uniquely under the ministry of external affairs of the government of India, but later it was reverted to the home ministry. The agreement was thus dishonored. It may well be within the powers of the governor to invoke the special clause of the article 371A; but in comparison to the past, the law and order situation has improved tremendously, especially after the signing of the ceasefire agreement of 1997. Therefore, under the above circumstances, an attempt to wield special power by the governor could mean clipping the powers of the popularly elected government. This does not augur well for the parliamentary democracy nor for the state. There shouldn’t be any confusion as to who controls the affairs of the state, or else chaos and confusion may follow. 8 UP policemen shot dead in failed raid
KANPUR, JUL 3 (PTI): Eight police personnel, including a DSP, were gunned down in a village near the city by the henchmen of a criminal who lost two of them in a firefight later, officials said on Friday. Seven others, including a civilian, were injured in the attack from a rooftop on a police team after it entered Bikru village past Thursday midnight to arrest Vikas Dubey, a history-sheeter who has faced about 60 criminal cases. The attackers fled, snatching weapons from the dead and the wounded policemen. Police then sealed the entire area and began a combing operation, which led to another encounter with Dubey’s men in Nivada village. There, police killed Prem Prakash and Atul Dubey, and recovered a snatched pistol. They were looking for the other members of the gang and the rest of the weapons. The snatched weapons included an AK47 rifle, an INSAS rifle, a Glock pistol and two .9mm pistols, a police spokesman said. Since 2018, the Railways has notified 72,274 vacancies in safety category and 68,366 in non safety category, taking the total number of vacancies notified to 1,40,640. The letter to the general managers, approved by the Financial Commissioner, Railways said the freezing of new posts, review of posts created in last two years and surrendering of 50 per cent of existing vacancies was part of “an action plan for economic measure and rationalisation of expenditure.” The letter led to speculations that the Railways was geared up to downsize its staff. While Khati maintained that there would be
no job losses in the national transporter, in a letter dated June 19, the financial commissioner of the Railways had told the general managers of all the zones that the traffic earnings of the national transporter dropped by 58 per cent at the end of May, as compared to the corresponding period of the previous year and that there was a “need to explore new areas of expenditure control and enhancement of earnings”. The financial commissioner had also proposed a slew of austerity measures -- freeze in the creation of new posts, rationalisation of manpower at workshops, shifting outsourced work to CSR, moving ceremonial functions to digital platforms and cutting down on use of stationary by 50 per cent. In the letter, the financial commissioner had also advised the zones to control expenditure by reducing staff cost, rationalising staff and also by making them perform multiple tasks. It had also asked the zones to review contracts, reduce energy consumption and cut cost in administrative and other areas.
NPF dismayed with extension of AFSPA for a solution, NPF said the Centre has been repeatedly extending the “draconian Act” and whose imposition had no tangible contribution to the peace process except to create an environment of distrust and an overwhelming feeling of being oppressed in the minds of the Naga people. NPF said Naga people have been extending unstinted support to the “IndoNaga” peace process since the Ceasefire in 1997 and have also been appealing to the Government of India to repeal the AFSPA or at least lift it from Naga areas so as to create conducive atmosphere for peaceful negotiations. NPF said continued extension of AFSPA could be interpreted as “an attempt to exploit the longsuffering condition of the Naga people to impose a forced Accord on us, instead of a mutually agreed and negotiated settlement.” It therefore urged upon the BJP-led government to exhibit its sincerity and expedite a speedy conclusion to the vexed Naga political problem.

DIMAPUR, JUL 3 (NPN): NPF through its press bureau has expressed dismay at the extension of the Armed Forces (Special Powers) Act (AFSPA) in Nagaland for another six months and said it “clearly” exhibited the “callousness” with which the BJP-led government at the centre was dealing with the Naga people and their political problem. NPF said the extension of AFSPA came at a time when Naga people were expecting the final solution to the vexed Naga political problem. The main opposition said the move was “highly worrisome” when the Government of India signed a Framework Agreement with the NSCN (I-M) on August 3, 2015 and further strengthened the process by bringing the NNPGs to the negotiating table and when Nagas were hopeful of concluding the talks. It also pointed out that during election, the BJP had coined the slogan ‘election for solution’ to bring hope to the Naga people for solution to the decades-old Naga problem. Instead of exploring
NEW DELHI, JUL 3 (PTI): Two women and a 26-yearold man have been arrested from east Delhi’s Krishna Nagar area for allegedly honey-trapping a businessman to extort money from him, police said on Friday. The man has been identified as Afroz. All the three were residents of Delhi’s Rohtash Nagar, they said. On Thursday, a woman filed a rape case at Krishna Nagar police station where she alleged that she was sexually assaulted by a 52year-old man on the pretext of providing a job, a senior police officer said. Thereafter, the police apprehended the man. “The police found variations in the statement of the complainant. Later, it came to light that the complainant was demanding money from the man,” Deputy Commissioner of Police (Shahdara) Amit Sharma said. The complainant also told the police about another woman, whom she introduced as her elder sister. However, when the other woman was interrogated, it was found that she was not the complainant’s sister, police said.

NEW DELHI, JUL 3 (PTI): The Railways on Friday said certain job profiles of its employees might change in the coming days but asserted that there will be no job losses, a day after the national transporter issued a letter, asking its general managers to slash 50 per cent vacancies and freeze creation of new posts. In an online briefing, Director General (HR) Railway Board, Anand S Khati said the Railways will be “rightsizing and not downsizing”. He said due to technological interventions in the national transporter, certain job profiles might change, wherein the personnel will be re-skilled, but there will be no job losses. “We will be rightsizing and not downsizing. Let there be no doubt that the Indian Railways will remain the largest employer in the country. We will move from unskilled to more skilled jobs,” he said. He directed the state police chief to take stringent action against the culprits. The Opposition parties too condoled the deaths and targeted Adityanath over crime in the state.

HM reviews preparedness for floods
NEW DELHI, JUL 3 (PTI): Union Home Minister Amit Shah on Friday reviewed the preparedness for the monsoon and floods in the country, and directed officials to develop a wellplanned scheme to reduce damage and casualties. The Ministry of Home Affairs said, in a statement, that Shah also sought action on priority to provide permanent solutions to the perennial flood problems in Bihar, Uttar Pradesh and the northeastern states. The home minister emphasised on better coordination between different agencies to have a permanent system for forecasting floods and rise in water levels in major catchment zones and areas of the country. Shah held a high-level meeting to review preparedness of measures to deal with monsoon and flood situation in major flood-prone river basins in the country, the statement said. He directed the officials to develop a well-planned scheme to reduce flooding and minimise the loss to property and lives. The home minister also directed the Ministry of Jal Shakti and Central Water Commission (CWC) to review and assess data on real storage capacity of major dams with a view to ensure timely release of

Rapid tests begin outside containment zones in Delhi
NEW DELHI, JUL 3 (PTI): Authorities in Delhi on Friday started the process of conducting antigen tests outside the COVID-19 containment zones, a move that will ramp up testing in the national capital as its coronavirus tally reached 94,695. According to a health bulletin, 2,520 fresh cases were reported in the city on Friday, while with 59 fatalities the death toll reached 2,923. On June 23, the national capital had reported the highest single-day spike till date of 3,947 cases. However, in the last six days, the number of fresh cases has oscillated, not showing a particular trend in figures. The number of cases reported from June 28 to July 1 are -- 2,889 cases (on June 28); 2,084 (June 29); 2,199 (June 30); and 2,442 (July 1), with a steady rise in
death figures. The bulletin said 24,165 tests were conducted on a single day. Of these, 10,577 were done through RT-PCR while the rest were Rapid Antigen tests. The authorities started conducting rapid antigen tests outside the 445 containment zones of the national capital, the official said. The Delhi government has given the task to every district magistrate in the city to conduct 2,000 rapid antigen tests every day in their respective areas. On Friday, South Delhi, West Delhi, East Delhi and Shahdara were among the districts where the administration started the process of conducting antigen tests outside containment zones, an official said. The official said around 25 to 30 teams have been constituted in each district to conduct more antigen tests.

With 2,000 rapid antigen tests per day, the testing exercise will be scaled up significantly with 22,000 tests conducted every day across the 11 districts in Delhi. Delhi government had earlier said it has procured six lakh rapid antigen test kits for screening COVID-19 infected persons. The kits, called Standard Q COVID-19 Ag detection, have been developed by South Korean company S D Biosensor. The testing method involves looking for antibodies which are produced when the body is exposed to a pathogen. If a person has antibodies associated with novel coronavirus, it means the person is either COVID-19 positive or has recovered. According to the In-
dian Council of Medical Research, suspected individuals who test negative for COVID-19 in the rapidantigen test should undergo an RT-PCR test to rule out the infection. Positive test results should be considered as true positive and do not need reconfirmation by RT-PCR test, it said. In a related development, Chief Minister Arvind Kejriwal met the family members of Dr Aseem Gupta who died fighting COVID-19 and handed over a cheque of Rs 1 crore as exgratia to them. AKM calls for status quo on delimitation

NEW DELHI, JUL 3 (PTI): India’s services sector activity remained in deep downturn in June as the COVID-19 pandemic curtailed intakes of new work orders and disrupted business operations, a monthly survey said on Friday. The IHS Markit India Services Business Activity Index was at 33.7 in June, up from 12.6 recorded in May. Despite the rise, the Indian services sector activity contracted for a fourth successive month in June. A print above 50 means expansion and a score below that denotes contraction, as per the IHS Markit India Services Purchasing Managers’ Index (PMI). “India’s service sector continued to struggle in June as the country’s coronavirus crisis worsened,” said Joe Hayes, Economist at IHS Markit. Simply put, the country is gripped in an unprecedented economic downturn which is certainly going to spill over into the second half of this year unless the infection rate can be brought under control, Hayes added. NEW DELHI, JUL 3 (PTI): Coal production and dispatches of Coal India were hit on Friday as the strike by trade unions entered the second day, union leaders claimed. Coal India said that no untoward incident was reported at any of its arms due to restraint from all quarters. Five trade unions, including RSS-affiliated Bharatiya Mazdoor Sangh (BMS), of Coal India have gone on a three-day strike from Thursday to protest against the government’s decision to start commercial coal mining. “No untoward incidents were reported in any of the CIL’s coal companies as the harmony prevailed with restraint from all quarters,” Coal India said in a statement. “The 3 days all India strike of coal workers in CIL (Coal India) and SCCL (Singareni Collieries Company Ltd) commenced on July 2, 2020 continues today i.e. July 3, with same zeal disrupting total normal production and also affecting adversely dispatch of coal,” S Q Zama, the

‘COVID-19 affecting global peace & security’
UNITED NATIONS, JUL 3 (IANS): UN SecretaryGeneral Antonio Guterres reminded the Security Council of the multi-faceted implications of COVID-19 on international peace and security. “The COVID-19 pandemic continues to profoundly affect peace and security across the globe,” he told the Security Council on Thursday. “The risks are diverse.” The consequences can be seen even in a number of countries traditionally seen as stable. But the impacts are particularly apparent in countries already experiencing conflict or emerging from it -- and may soon engulf others, he said, Xinhua news agency reported. Tensions are rising as a result of the severe socioeconomic fallout of the crisis. Trust in public institutions is being eroded further in places where people perceive that authorities have not addressed the pandemic effectively or have not been transparent about its impact, said Guterres. As pre-existing grievances and vulnerabilities become more accentuated and entrenched, the potential for instability and violence only grows, he warned.

The pandemic is exacerbating gender inequalities, as women make up the vast majority of the sectors most affected. There has been an alarming spike in genderbased and domestic violence, and it is increasingly difficult for victims to report abuse, seek shelter and access justice, he said. In some countries, fragile peace processes could be derailed by the crisis, especially if the international community is distracted. In other places, conflict actors, including terrorist and violent extremist groups, see the uncertainty created by the pandemic as a tactical advantage, he said. Many countries have had to consider how to move ahead with elections slated for 2020 while trying to
manage the health crisis. In the Central African Republic, there are tensions due to attempts to use the pandemic as a pretext to postpone the holding of elections planned for the end of the year, he noted. Decisions on postponing or indeed proceeding with elections raise complex legal, political and public health challenges. Difficult as they are, such decisions are best made on the basis of broad consultations with all stakeholders, to avoid fueling political tensions or undermining legitimacy, said Guterres. COVID-19 has also made diplomacy more challenging. Mediation can be a very personal endeavor, an almost-tactile reading of a person or a room. With
movement restrictions limiting such contacts, and with online discussions often the only alternative, it can be harder to establish the trust and nurture the willingness to compromise that are at the heart of preventive diplomacy, he said. The pandemic also highlights the risks of bioterrorist attacks, and has already shown some of the ways in which preparedness might fall short if a disease were to be deliberately manipulated to be more virulent, or intentionally released in multiple places at once, he said. “So, as we consider how to improve our response to future disease threats, we should also devote serious attention to preventing the deliberate use of diseases as weapons.” He called for the universality and strengthening of the Biological Weapons Convention, which lacks an oversight institution and contains no verification provisions. “Given the speed at which pathogens spread in an interconnected world, we must ensure that all countries have resilient and appropriate capacities to respond quickly and robustly to any potential global and deliberate biological event,”
he said. Meanwhile, stigma and hate speech are on the rise. And an epidemic of misinformation online has run rampant, said Guterres. Another risk for the long term is the shifting of resources away from gender equality initiatives, education and other economic sectors. Indeed, this could have intergenerational impacts, including on women’s rights and participation in political and peace processes, he said. Humanitarian needs have surged. More than 1 billion children are out of school. More than 135 million people could be on the brink of starvation by the end of this year. Routine immunization services are being disrupted on an unprecedented scale, raising the likelihood of major outbreaks of diseases like measles and polio. The already acute vulnerability of refugees and internally displaced persons has grown more pronounced, particularly those living in confined and congested camps and detention facilities. And health care workers and humanitarian personnel have themselves been targeted for unconscionable attacks.
Jean Castex named as new French prime minister PARIS, JUL 3 (AP): French President Emmanuel Macron on Friday named Jean Castex, who coordinated France’s virus reopening strategy, as the country’s new prime minister. The relatively low-profile Castex replaces Edouard Philippe, who resigned earlier in the day. Macron is reshuffling the government to focus on restarting the economy after months of lockdown. Castex, 55, is a career public servant who has worked with multiple governments. France’s gradual reopening plan has been seen as generally successful so far. Many government members are expected to be replaced in the reshuffle. In an interview given to several local newspapers on Thursday, Macron, said he is seeking a “new path” to rebuild the country for the two remaining years of his term. at Chicago. Citing unnamed investigators, healthcare publication STAT News on Thursday reported that the trial has been delayed. Moderna in a statement said that it still hopes to begin the trial in July.

She was 71. Khan was diabetic and had complained of breathing problem last month, following which she was admitted to Mumbai’s Guru Nanak Hospital. Over the past few weeks, she had been experiencing multiple health issues, though she had tested negative for Covid-19. She breathed her last at around 1.30 a.m., family sources said. The last rites were performed at Malad burial ground. Few members of her family were allowed at the burial owing to social distancing norms. Khan won the National Award thrice in her lifetime. In 2003, she received the honour for the song “Dola re dola” in “Devdas”, picturised on Madhuri Dixit and Aishwarya Rai-Bachchan. In 2006, she was a recipient of the award for all the songs she choreographed in the Tamil film, “Sringaram”. In 2008, she won the award for the song “Yeh ishq haaye” filmed

UK’s 1st socially distanced music venue to open this summer

he UK’s first socially distanced music venue is set to open in Newcastle this summer. The Virgin Money Unity Arena, which is set to open at Newcastle Racecourse, will allow fans across the North East to enjoy music for the first time since the coronavirus pandemic began. The full line-up for the shows will be unveiled on Tuesday July 7, but organisers say that fans can expect a mixture of live music, DJ sets, family entertainment and comedy from a selection of household names. Headed up by the team behind the city’s This Is Tomorrow Festival and SSD Concerts, the venue will be mapped out with a series of individual viewing areas, which are safely located at least two metres apart from one another. Fans will also be able to pre-order food and drinks, while a one-way system will allow for the safe and full use of toilet facilities. Steve Davis, the managing director of SSD Con-
certs, said: “Since all of our scheduled concerts have been postponed to later in the year and all venues in the city closed, the staff at SSD had a willingness to continue. “We can’t be without music during these times so our only thought has been how can we bring music back to the British public safely and responsibly. “We have been hosting loads of live sessions and DJ sets across our social media, supporting local artists and raising money for the NHS. Now, we’re taking it one step further as the UK slowly comes out of Lockdown.

The ‘Welcome to the Jungle’ rockers’ guitarist has revealed he’s using his time amid the coronavirus pandemic to continue penning new material for the band’s long-awaited new album, and he’s also been jamming with his bandmates Axl Rose and Duff Mckagan, separately. He told Sweetwater’s Nick Bowcott: ‘’I’ve been pretty much a homebody, but I’ve been back and forth between my studio in the house and doing a lot of writing and recording on my own. ‘’I’ve been jamming with Duff [McKagan, Gun N’ Roses bassist] and I’ve been jamming with Axl [Rose, Gun N’ Roses singer], and I’ve been doing stuff like that, so we’ve been getting some work done that way. But I haven’t been doing much else. I haven’t been doing any collaborations with the odd artists and whatnot. The paper published jointly by the IOC, INTERPOL and the United Nations Office on Drugs and Crime stressed on the need to safeguard the integrity of sport during the pandemic. “As salaries of sports professionals may be impacted, through reductions or delays in payments, and the economic situation places pressure on sport, criminal groups and corruptors may seek to exploit this situation to gain influence,” the paper said. “It is recommended to the extent possible, to consider avoiding decreasing salaries of those most vulnerable and severely affected and if required to make these temporary whenever possible.” It said the temporary absence of sports events does not necessarily eliminate sports integrity issues, and the re-starting of

N e w Yo r k , J u l 3 (IANS): A total of 25 players have so far tested positive for novel coronavirus in the first eight days of testing, the NBA has announced. “In tests conducted of 344 NBA players between June 24-29, an additional nine players have tested positive for the coronavirus. 25 of 351 players have tested positive since testing began on June 23,” NBA said in a release. “In tests conducted of 884 team staff between June 23-29, 10 have tested positive for the coronavirus.” Any player, coach or team staff member who tested positive will remain in self-isolation until they satisfy public health protocols for discontinuing isolation and have been cleared by a physician, the American basketball league added. The 2019/20 season of the NBA is scheduled to restart on July 30, after four months of break caused due to the COVID-19 pandemic.

Fonseka said that the SIU will send the report on the investigation to the Secretary of the Ministry of Sports. A decision to end the investigation was drawn during a discussion with high ranking officials of the Special Investigation Unit held this morning, he said. The probe was sparked by former Sports Minister Aluthgamage claiming that the match, in which Sri Lanka lost to India at the Wankhede Stadium in Mumbai, was fixed. “The 2011 Cricket World Cup final was fixed.

C o l o m b o, J u l 3 (IANS): The probe into match-fixing allegations surrounding the 2011 ICC World Cup final launched by the Sri Lankan Sports Ministry’s Special Investigation Unit (SIU) has ended, said Chief of the SIU SSP Jagath Fonseka on Friday. Fonseka was quoted as saying by local media that the investigation, which included taking statements from Sri Lankan players involved in the match, produced no evidence to support the allegations. “The three statements recorded thus far shows that there are no evidence to prove the 14 allegations raised by former Parliamentarian Mahindananda Aluthgamage. The International Cricket Council too has not responded with regard to the allegations. It has also not even commenced any investigations,” Fonseca told Lankadeepa Newspaper. Among the cricketers who gave statements in this regard were then captain Kumar Sangakkara, Mahela Jayawardena, Upul Tharanga alongwith Aravinda De Silva, who was chairman of selectors before the 2011 tournament.

New Delhi, July 3 (IANS): The 2020 Indian Open golf tournament has been cancelled due to the COVID-19 pandemic, the Indian Golf Union (IGU) announced on Friday. The tournament, which was originally scheduled to be held in March, was initially postponed to later part of the year following the outbreak of novel coronavirus. The IGU said that the decision was made in consultation with the European Tour, sanctioning partner for the competition. “It was a very difficult decision but the right one under the present circumstances of the ongoing pandemic,” IGU Acting President and former vice-chief of Army staff, Lt. Gen. Devraj Anbu said in a statement. “With no likelihood of any respite in the foreseeable future, safeguarding the health and well being of all players, officials and spectators is of paramount importance.”

Sam Curran tests negative for COVID-19 Southampton, Jul 3 (IANS): England cricketer Sam Curran tested negative for COVID-19, the England and Wales Cricket Board (ECB) announced on Friday. Curran had put himself under self isolation in his room at the Ageas Bowl after falling ill on Wednesday night. The ECB, however, ended concerns that Curran may have contracted the virus as his initial result came out to be negative. “The Surrey all-rounder, who had a sickness bug has recovered and is currently missing the intra-group three-day match, which ends today, has been selfisolating in his room at the Ageas Bowl,” the ECB statement read. “He will now return to training over the next 24-48 hours and will be closely monitored by the team doctor. “Curran will receive a further COVID-19 test on Sunday with the rest of the playing and management group,” the statement added. Sports Ministry to launch TOPS for junior athletes soon New Delhi, Jul 3 (PTI): Sports Minister Kiren Rijiju on Friday said that his government will soon launch Target Olympic Podium Scheme (TOPS) for junior athletes in the country with an aim to produce Olympic champions by 2028. Rijiju announced the decision during the ‘Fit Hai To Hit Hai Fit India’ webinar which was also attended by HRD minister Dr Ramesh Pokhriyal, Olympic medallist shuttler PV Sindhu and India football captain Sunil Chhetri. “This is a dream of every Indian and I am just trying to translate it into a mission. Olympics is the biggest event on the planet and when India does not figure anywhere in the medals tally it really hurts,” the Sports Minister said. “We have worked hard to achieve our goals, we have made big base. The TOPS is currently there for senior athletes who are medal prospects in Olympics but we will soon launch the TOPS scheme for the juniors as well.” He said the government will identify 10 to 12year-old talents and adopt them. “We will take care of
