Govt to review contract appts: CS

Correspondent

KOHIMA, JUL 3 (NPN): State chief secretar y, Pankaj Kumar, on Monday assured the agitating members of Public Service Aspirant of Nagaland (PSAN) in written that the state government would review all appointments made on contract basis after June 6, 2016 for termination and the posts that come within the purview of NPSC would be requisitioned to NPSC. It may be mentioned that following allegations of backdoor and unauthorized appointments in various departments, the state government (Personnel & Administrative Reforms department) in an office memorandum (OM) dated June 6, 2016 had banned all ad-hoc/casual/temporary/work-charged appointments. The chief secretary made the assurance after hundreds of youths braving heavy downpour staged a protest against backdoor appointments at the Civil Secretariat junction here on Monday. Kumar also assured that the P&AR Office

CAN-N demands roll back of GST on disability aids DIMAPUR, JUL 3 (NPN): Connect Ability Network Nagaland (CAN-Nagaland) has demanded roll back of GST on aids and appliances used by the person with disabilities by making them available and affordable. According to CAN-N executive director Diethono Nakhro, the decision of the GST council was a blatant violation on the provisions of the recently enacted Rights of Persons with Disabilities (RPWD) Act 2016. She asserted that the assistive appliances and other aids were not a luxury but essential and necessity for people with disabilities. Therefore, she said imposition of 5-18% taxes under GST would make the aids and appliances more expensive, as they are currently exempted from all taxes. Further, Nakhro said that the GST council on May 18, 2017 had approved 18% tax on Braille typewriters and cars for the physically disabled, 12% on Braille paper, 5% on carriages for the disabled, wheelchairs and assistive devices, and 12% on hearing aids. In this regard, she questioned the wisdom of the government in taxing the disabled by making their lives more difficult.

Memorandum dated August 11, 2016 regarding regularization of government employees appointed on ad hoc and contract basis prior to OM dated June 6, 2016 would be taken up for review by P&AR department. He also informed that deputation in various departments within the purview of NPSC would be reviewed for necessary corrective action. The chief secretary, therefore, sought all required details of specific cases of appointments/deputations to facilitate the review of the cases.

Earlier, young aspirants welcomed the MLAs, secretariat and various directorate officers and bureaucrats with placards and shouting slogans “No more backdoor appointment”, “Nagaland politicians chor chor, corrupted” etc. Some of the placards read: “Government jobs are not market commodities for sale”, “It’s high time to stop the non-stop backdoor appointments”, “Dear politicians, our future is not a game for you to play”, etc. Naga Students’ Federation (NSF), All Nagaland College Students’ Union

(ANCSU), ACAUT, Eastern Naga Students’ Union Kohima (ENSUK) representing ENSF, NLSF, Tenyimia Students’ Union Dimapur and individuals joined the protest. The demand of PSAN was that irrespective of posts, all posts that fall within a grade pay of Rs. 2800 and above should be requisitioned to NPSC. PSAN also demanded that the state government institute State Service Commission (SSC) in line with Staff Selection Commission (SSC) as it has lost confidence in the departmental (Cont’d on p-7) exams.

CAGBA dismayed over MGNRGEA fund deduction

Prolonged Naga issue has stalled development: Dr. Shürhozelie

DIMAPUR, JUL 3 (NPN): Chumukedima Area GBs’ Association (CAGBA) has expressed dismay over the alleged deduction of 80% fund from the MGNREGA by the rural development department, Chumukedima block under “convergence fund.” In a press release, CAGBA president, Tokishe Achumi, vice president, L.P.Theirie, and vice president, Yashimeren Lkr, said MGNREGA was a centrally sponsored scheme to provide employment for the village job card holders. They said that deduction of such a huge amount (80%) by the department and giving the remaining 20% to the village was beyond any reasoning and cannot be justified in any manner. According to the signatories, on enquiry from several sources, it was learned that only Chumukedima block has made the deduction. “If it is so, why only Chumukedima Block and why not other blocks as well?” they ques(Cont’d on p-7) tioned.

KOHIMA, JUL 3 (NPN): Nagaland chief minister, Dr. Shürhozelie Liezietsu on Monday lamented that due to the prolonged Naga political problem many developmental activities have been retarded. Dr. Liezietsu was however optimistic that very soon the Naga issue will arrive at an acceptable settlement which will lead to progress and development of our state. Dr. Liezietsu said this while interacting with the visiting team of 20 IPS probationers and two faculty members from Sardar Vallabhbhai Patel National Police Academy, Hyderabad as part of Bharat Dharshan who called on him at his office chambers at Civil Secretariat, CMO media cell stated. Even though Nagaland attained statehood 50 years back, he said that the state was unable to progress in many ways. However, Naga issue is a genuine national problem, for which the Prime Minister is doing his best to bring a solution, he said. “We are talking to the outfits in a hard and truthful

way in order to move towards a solution”, the chief minister said. On Tourism sector, the chief minister said that the state government, taking note of the huge potential in tourism, was doing its best to improve the infrastructures. The chief minister told the probationers that he takes pride in the uniformed personnel who are capable of tackling any problem today. “You’ll reach the top rung in your service one day, you have a huge responsibility for our Country,” he exhorted the probationers. “All our neighbors are not good and although we need to advocate non-vi-

JCC, NTAC caution govt; No LPG connection in 6 NE states till May submit reminder to CM DIMAPUR, JUL 3 (NPN): Joint Coordination Committee (JCC) and Nagaland Tribes Action Committee (NTAC) both formed at different stages of the state in protests against imposition of 33% women reservation by the government, have asked the chief minister to respond to their latest reminder dated July 3, 2017 so as to avoid aggravating the situation. NTAC Media Cell reminded the state government of its demand for revocation of the November 24, 2016 resolution by the Nagaland Legislative Assembly which gave the nod to hold elections to Urban Local Bodies (ULBs) with 33% women reservation. JCC and NTAC have demanded that revocation be made with suitable amendment to the Nagaland Municipal Act 2001 by safeguarding the rights conferred under Article 371A of the constitution of India.

NTCA media cell pointed out that the two committees had submitted the first representation on March 18, 2017 and a reminder on May 18, 2017 including a co-ordination meeting with the Cabinet Sub Committee (CSC) with JCC and NTAC at Hotel Saramati on April 22, 2017. The CSC was also appraised to take up the matter with all seriousness with the state government at the earliest, they said. However, NTAC said despite all these, the state government has remained silent and left the matter unattended. Therefore, in the light of the consequent concern and resentment, both JCC and NTAC have cautioned the state government against aggravating the situation and also not to take their considerate reasoning and patience as a sign of weakness.

New Delhi, Jul 3 (IANS): In six out of eight North Eastern states, the Narendra Modi government failed to provide even a single LPG connection under its flagship scheme Pradhan Mantri Ujjwala Yojana (PMUY). The Yojana is an initiative on whose success the Bharatiya Janata Party (BJP) rode to power in Uttar Pradesh, having provided over 4.3 million connections in the state to BPL families. The information was received from Indian Oil Corporation Limited (IOCL) through an RTI application by IANS in May. According to the RTI reply, till May 8, 2017, not a single family benefitted from the Pradhan Mantri Ujjwala Yojana (PMUY) in states like Arunchal Pradesh, Meghalaya, Mizoram, Nagaland, Tripura and Sikkim. Just the two BJP-ruled states in northeast India -- Assam and Manipur -- saw five and 27 LPG connections, respectively. In Assam, Baksa district received one connection, Darrang got one, Dhemaji district one and Dibrugarh got two.

In Manipur, Kakching district received highest number of connections with 15, followed by eight in Thoubal, two in Imphal West and one each in Jiribam and Churachandpur. The RTI reply also says that till May 8, 2017, a total of 75 districts in Uttar Pradesh have released 4,337,706 connections under the PMUY. The scheme was launched by Prime Minister Narendra Modi on May 1, 2016, in Ballia, Uttar Pradesh in the run up to the assembly elections in the state, which was held from February 11 to March 8 this year in seven phases. The BJP swept through the assembly elections in Uttar Pardesh, bagging 325 seats out of 403 seats and dislodging the Samajwadi Party government, which along with the Congress could manage only 54 seats. It is believed that women in UP were pleased with the central government’s initiative and voted for the BJP. The RTI reply also said that till May 8, 2017, a total of 21.933 million connections had

been released in the whole country under PMUY. However, to a question as to how much the government had spent under the scheme in Uttar Pradesh and in the whole country, the reply came that the information was not available with IOCL. Meanwhile, on the website of PMUY under the ministry of petroleum and natural gas, it is mentioned that till July 1, 704 districts had been covered and 24.4 million BPL LPG connections had been released. The BJP came to power also in Assam last year (2016) and Manipur early this year, uprooting the Congress governments On May 1, 2016, Prime Minister Narendra Modi launched the Pradhan Mantri Ujjwala Yojna (PMUY). The scheme intends to provide 50 million LPG connections to women from Below Poverty Line (BPL) families. It has been a roaring success so far. 20 million LPG connections have been issued in 2016-17 against a target of 15 million. These numbers suggest a revolution in cooking methods for the poor.

flood situation in the state as ‘severe nature’. Considering the urgency of the affected people, a 24x7 State Disaster Control Room with telephone number 0385-2443441 has been opened with immediate effect to attend to the distress calls from the public and to co-ordinate with the DCs and concerned departments. A flood-like situation prevailed in State capital

Imphal too where the rising water of river Nambul inundated several localities. Landslides in the hill districts of Ukhrul and Kangpokpi affected the movement of vehicular traffic. Assam: In Assam, floods and landslides claimed two lives on Monday-- both victims being minor girls – while the overall flood situation in the state continued to remain grim. Officials said that

around 3.55 lakh people have been affected in over 450 villages across eight districts. The affected districts were Barpeta, Jorhat, Lakhimpur, Karimganj, Cachar, Dhemaji, Karbi Anglong and Biswanath. The authorities set up 269 relief camps in Karimganj, Cachar, Dhemaji and Biswanath districts where 5,670 inmates were taking shelter. Arunachal Pradesh: Heavy rains lashed several parts of Arunachal Pradesh, including the capital, causing landslides and flood-like situation in many areas across the state. attacks on ‘nepotism’

DIMAPUR, JUL 3 (NPN): Press and Media Bureau (P&MB) of NPF Central has reacted to the NPCC counter rejoinder through a vitriolic attack at the Congress and particularly its party chief K. Therie for criticizing the appointment of Khriehu Liezietsu as Advisor to the chief minister Dr. Shürhozelie Liezietsu. NPF dismissed the NPCC attack of “nepotism” over the appointment of the son (Khriehu) as advisor to the father (CM) after the former resigned from the house to pave way for by election of his father. NPF dismissed the NPCC criticism as “inducing humour” that was as “hilarious as the political party which has become a joke”. NPF made fun of NPCC’s claim that it was Therie who “single handedly revived the dying

Cock party and propelled it to power in 2003.” That would be like a trying to believe that “we are blessed with a political Samson in our midst capable of “achieving the impossible” or a Delilah as the party which he (Therie) presently heads” , said NPF. Slamming NPCC for saying that the tirades against its leader (Therie) was a payback of “ungratefulness”, NPF pointed out that to be “brutally frank”, Therie, “the once blue-eyed boy of Mr Jamir”, after being sacked from the Congress ministry in 2002 was again dropped from DAN-I by “some ungrateful people and power mongers” (as per NPCC) mainly because “this leader” tried to regain power by hook and by crook “with unscrupulous elements” by trying to

olence just as the Father of our Nation had advocated, we cannot remain unprepared,” he said. He also cited the example of advanced Japanese people who had denounced war after their defeat in the World War II and concentrated on economic development. Dr. Liezietsu also encouraged the visiting IPS officers that India, being a vast conflict country, the Army, Navy and the police were the backbone of the country and hoped that they would do justice to their uniform. The chief minster also responded to several queries braised by the officers. The delegation consisted of Bhutan and Maldivian Police trainee officers.

NESO demands strict action against Delhi Golf Club

Nagaland Post, Dimapur Tuesday, july 4, 2017

12-hour bandh hits normal life in Assam G u wahati , J ul 3 (Agencies): Normal life was affected in several places across Assam since early Monday morning due to a 12-hour strike called by six communities demanding scheduled tribe (ST) status. Organisations belonging to the Koch-Rajbongshi, Moran, Motok, Chutia, Tai Ahom and Adivasi tea garden workers communities have called the strike protesting the failure of the state and central governments to fulfil promise of granting tribal status to them. Members of these communities blocked highways in several districts in upper and lower Assam by burning tyres, preventing movement of vehicles and closing down shops and business establishments since 5am. Prior to the 2014 Lok Sabha elections, Prime Minister Narendra Modi promised ST status to these communities once the Bharatiya Janata Party to came to power. It was reiterated by the BJP before assembly

On June 25, Lyngdoh had gone to the Club along with her employer Nivedita Barthakur after they were invited for lunch by a Club member. Some 15-20 minutes into the lunch, two Club officials asked Lyngdoh to leave the table and the club saying her dress was a “maid’s uniform” and also allegedly hurled racial abuses. Terming the incident as “primitive” and “cruel act” and an “offence to the entire Khasi race”, NESO said, “This also reflects the mindset and attitude that they have towards the people of the North Eastern region and this can also be termed as ‘ignorance at its worst.” “It is also of concern that an institution which supposedly receives some sort of funding from the government can so blatantly practice discriminatory rules and regulations,” the

student’s body stated Noting that Lyngdoh being an invited guest was discriminated because of her attire and her looks despite being protected under the laws governing Schedules Caste and Scheduled Tribes of India, sated NESO. “The Golf Club management has arrogated the right to insult domestic workers as well as people who its officers and employees deem in their wisdom to look like domestic workers,” the organisation stated. Moreover, the letter pointed out that despite Constitution of India guaranteeing equal rights to every citizen of India, a person can be denied her fundamental rights and discriminated against based on her physical appearance, ethnicity, or profession; “… there are still preserved enclaves in this country which can deny citizens in the garb of private club

rules and regulations, their basic rights as citizens and as human beings,” the letter added. While reminding the commission for scheduled tribes that incident at the Delhi golf club was not an isolated incident, the organisation said, “People from the northeastern states have been facing insults, harassments, intimidations, assaults in different parts of mainland India which often proved to be fatal even resulting in death just because we dress, look, eat, talk differently.” Traditional chiefs petitioned the NCST urging for an investigation into the issue, while the Meghalaya State Commission for Women and women organisations jointly wrote to Minister of State for Home Kiren Rijju urging him that the erring management of the elitist club should be taken to task for the affront.

formation of the human logo by voters in the age group 18 to 19 years was the first time in the country Earlier this year, more than 6,000 voters took their photos collectively with voter cards in their hands at one place at Ludhiana in Punjab and entered into India Book of Records. He said as part of the Mission Unite, a campaign has been rolled out to enrol 69,000 young voters. The state will go to Assembly poll early next year. “We have enrolled 74,000 young voters in the age group 18 to 19 years and another 69,000 young voters in the age group 18 to 21 years would be enrolled,” Kharkongor said. polls last year. But with nothing happening, despite the saffron party coming to power in New Delhi and in the state, the communities under the banner of Soi Jonogusthi Oikyo Manch has been organising strikes since last year. According to the tribal affairs ministry, it follows the process, which involves getting an approval from the ST commission and the Registrar General of India, before getting a sanction of Parliament. Sources, however, said there is no denying the role of political parties in pushing for certain communities. Granting ST status to these communities will render Assam a tribal majority state and would entitle it to special safeguards, which under present circumstances, might be the only way out to resolve the state’s problems arising out of reported large-scale immigration from nearby Bangladesh which has already hit Assam’s demography.

Transporters strike hit petroleum supplies to Tripura

AGARTALA, Jul 3 (Agencies): Fuel crisis looms large in Tripura over past three days, as Tanker Association has been agitating over the demand of 30 per cent hike of transportation cost following introduction of daily pricing policy of petroleum products. According to Civil Supplies officials here, Tripura has only a limited storage of petrol and diesel at present because the stock has been affected due to irregular supply of petroleum products for the past week from Indian Oil Corporation (IOC). The fuelling stations across the state were witnessed long queue of bikers and transporters. At least 6 to 7 fuel tankers are reaching at Agartala, which was not sufficient to cater the demand. At present IOC doesn’t have any oil depot in Agartala and as a result, most of the supplies have been coming from Silchar and stored at Dharmanagar Depot, officials said, adding that IOC depot is constructing a depot at Bishalgarh at a cost of Rs 120 crore, which will come up in next three years.

Indeed, no country instils or inspires so much awe than the United States of America because it led from the front and fought for moral principles and for the poor and downtrodden. America joined two famous world wars where its existence or security was not under threat. Yet American joined both world wars in defence of security and freedom of other nations against external invasions to defeat forces inimical to institutionalised democracies. Millions of Americans died in various wars in far away lands across the corners of the earth. Even today, America spearheads the fight against the most terrible warfare against terror outfits across the globe. It entered the Word War I in April 1917 to prevent Germany from overcoming countries like Britain France etc. By entering World War I, the US help tip the scales in favour of its traditional allies. Again the United States entered World War 2 only after the Japanese bombed the American fleet in Pearl Harbor, Hawaii, on December 7, 1941. American involvement in the Second World War again helped stem the tide of rapid advances made by the axis forces of Nazi Germany and Imperial Japan. Otherwise, Americans were unwilling to get involved other than provide the bulk of war material for its traditional European allies. Today America is unchallenged as the number one military super power after the collapse of the erstwhile USSR.. America is also the melting pot of the world comprising of immigrants from almost every corner of the world and today, having all religions practiced with absolute freedom. Americans celebrate the Fourth of July with fireworks, parades, barbecues, carnivals, fairs, picnics, concerts, baseball games, political speeches and ceremonies, and various other public and private events celebrating the history, government, and traditions of the United States. The color of America has undergone drastic change with non-whites today making up a very significant portion of the population. United States It has become what is today- the country having the best because it was the opportunities it provided to immigrants. American values that were considered as the epitome of civilisation have all but changed like its demography. Today America has become more than a melting pot of races and cultures; it has become the melting pot of degenerate alternative lifestyles and where morality is no longer considered a good word. The power of Hollywood displays movies filled with sex, drugs and violence, leading to very little doubts that this is America. Even supposedly harmless video games are terribly violent and vulgar. It is sad but true, that even the US courts today do not feel obligated to interpret and protect the true American values of Godliness, truth and justice. The US courts have forbidden prayers in schools and also left it to choice on which of the gods can be invoked for taking oaths. In its 241th independence day, America’s dilemma is unenviable as it grapples with division within itself , rising problems from immigrants and challenges of making things work again.

DailyDevotion The Concentration of Personal Sin

Woe is me, for I am undone! Because I am a man of unclean lips… —Isaiah 6:5 When I come into the very presence of God, I do not realize that I am a sinner in an indefinite sense, but I suddenly realize and the focus of my attention is directed toward the concentration of sin in a particular area of my life. A person will easily say, “Oh yes, I know I am a sinner,” but when he comes into the presence of God he cannot get away with such a broad and indefinite statement. Our conviction is focused on our specific sin, and we realize, as Isaiah did, what we really are. This is always the sign that a person is in the presence of God. There is never any vague sense of sin, but a focusing on the concentration of sin in some specific, personal area of life. God begins by convicting us of the very thing to which His Spirit has directed our mind’s attention. If we will surrender, submitting to His conviction of that particular sin, He will lead us down to where He can reveal the vast underlying nature of sin. That is the way God always deals with us when we are consciously aware of His presence. This experience of our attention being directed to our concentration of personal sin is true in everyone’s life, from the greatest of saints to the worst of sinners. When a person first begins climbing the ladder of experience, he might say, “I don’t know where I’ve gone wrong,” but the Spirit of God will point out some definite and specific thing to him. The effect of Isaiah’s vision of the holiness of the Lord was the directing of his attention to the fact that he was “a man of unclean lips.” “He touched my mouth with it, and said: ‘Behold, this has touched your lips; your iniquity is taken away, and your sin purged’ ” (Isaiah 6:7). The cleansing fire had to be applied where the sin had been concentrated.

lants and animals are so interdependent that many plants change themselves, and even where they grow, in order to accommodate insects. For instance, the Bee Orchid of the Mediterranean has adapted its colour, shape and texture to make itself look like a female bee. It also releases scents (pheromones) to attract male bees. In their haste to get inside the plant the males cover themselves with pollen which they transfer to the next bee orchid. The hammer orchid of Australia looks and smells like a female wasp, to lure males to both deposit and pick up pollen. The Fly Orchid secretes sex pheromones that attract male digger wasps who attempt to mate with the flowers. Once spent, the wasps fly off covered in the flowers’ pollen, helping it to reproduce. The passion flower vine doesn’t want butterflies laying eggs on its leaves as, once they hatch into caterpillars, they eat the vine. So it has developed little yellow spots on its leaves that look like Heliconious butterfly eggs. This convinces female butterflies to look elsewhere so that their offspring don’t have to compete with other caterpillars when they hatch.

The Venus flytrap produces smells that mimic food, luring in flies which it then eats. Scientists have just found a new and bizarre form of mimicry: a plant, Ceratocaryum argenteum of South Africa, which imitates in shape, size and smell animal faeces of a local small antelope called Bontebok. What does the plant gain from this mimicry? It fools dung beetles, who mistake the seeds for antelope dung and roll the dung balls away and bury them. By fooling the beetles, the plant gets them to disperse the seeds but hide them from seed predators and destructive fires, giving them a head start in germination. The habitat of C. argenteum is swept regularly by fire, and, unlike many plants, this species doesn’t re-sprout after being burnt. So the ability to get its seeds away from the flames is obviously thought out. If plants try and look like animals to survive, many animals try and look like plants so that they can survive and capture prey. Instead of spinning a web, the crab spider, with a pink body and legs, sits on the petals of a pink flower. Butterflies, hover flies, and bees come to feed on the flower and fall prey to the

What a wonderful world waiting crab spider. Some crab spiders change their colour from yellow to white depending on the kind of flowers in the garden. Flower mantises use the same method. The Orchid Mantis is white and soft pink with flat, heart-shaped lobes on its legs that look like flower petals . Mantises can change colour in a few days to match their environment. They stay in white or pink flowers to avoid being eaten by birds and to catch pollinating insects who settle on them thinking they are flowers. Some mantises are green to match green petals. Leaf insects are so adept that they even mimic leaves that have been partially eaten by caterpillars. The stick insect, has a brown twig like appearance and sways back and forth to seem like branches swaying in the breeze. The wings of the Kallima butterfly of Sumatra match the colour, shape and

structure of dead leaves. Many specimens even have markings mimicking patches of mould. Chlorophyll is the green pigment in plant cells. The sea slug Elysia chlorotica, that lives in seaweed, takes chlorophyll from algae and turns itself green, looking like a leaf that crawls. South America’s freshwater leaf fish hangs limply in the water looking like another dead leaf floating by. When a fish drifts by, the floating “leaf ” suddenly lunges out and seizes its prey in a deadly grasp. In addition to their bursts of speed, leaf fish possess very large jaws that allow them to take on prey larger than themselves. To catch birds, the African vine snake wraps its tail around a tree branch and holds its body out rigidly to look like a twig. It then sticks out its orange tongue, which resembles an insect, to attract birds The Peppered Moth caterpillar of Great Britain

imitates flat twigs, varying in colour between green and brown. The adult moth develops a colouring that looks like the lichen on trees, which is where it hides during the day. In the 1950s, coal smoke darkened England’s trees, so that light pepper moths, which once blended nicely against bark, now stood out against the smudgy background. So they changed their colouring to look like the darkened bark. In the late 1900s,Britain cleaned up its air and tree barks went from dark to light. Strangely, the moths went back to being light coloured again. Walking stick insects ofCalifornia, Timema cristinae, have two colour patterns - Some are solid green, others have white stripes running up their bodies. Walking sticks don’t have wings, so they live mostly on a single bush their whole life. A new generation of walking sticks will disperse to a different bush. One species of bush, that the insects live on, has thick green leaves. A solid green walking stick blends right in with that foliage. Another species of bush grows needle-like leaves. The white stripes on some walking sticks divides into green strips, making them look like thin leaves. This allows them to survive their

bird predators. Stick insects, or phasmids, who are also the world’s longest insects, resemble sticks and leaves . Some have cylindrical, stick-like bodies, while others have flattened, leaflike shapes. The body is often further modified to resemble vegetation, with ridges resembling leaf veins, bark-like nodules. A few species, are even able to change their pigmentation to match their surroundings. The bodies of some species (such as Pseudodiacantha macklottiand Bactrododema centaurum) are covered in mossy outgrowths. Remaining absolutely stationary for a long time enhances their disguise, as does swaying from side to side like leaves or twigs Bark Praying Mantises of the Amazon are camouflaged with flattened, mottled bodies that look like lichen, moss, dead leaves or bark. And when danger threatens, since they fly poorly, they leap to the forest floor, fluttering to the ground like so many dead leaves. Plants that resemble animals, animals that resemble plants. Has Act East been encircled?

he United States Defense Department published a report titled “Energy Futures in Asia” in early 2000s calling for strategic shift from Atlantic to eastern part of the globe. The strategic shift gives birth to “Pivot to Asia” engaging with eastern Asian nations. To align New Delhi’s interest with 21st Century geopolitical play of the United States, the Modi government tread a step further in rechristening a lukewarm ‘Look East’ to a more fanciful ‘Act East’. The shift, at least in thinking, is masqueraded as a mere commercial expansion to India’s strategic partners positioned to the South of China. However, the latent propelling force behind New Delhi’s assertive adventure is comparable to Washington’s Pivot to Asia whose subject of interest is to rebalance Beijing’s influence in resource-rich South China Sea and Indian Ocean. With the exception of tiny Bhutan, all of India’s neighbours in the subcontinent including Pakistan, Nepal, Myanmar, Bangladesh and Sri Lanka have consented to be the parties to ambitious Belt & Road Initiative (BRI) of China. This Initiative circumvents India on two fronts – Economic belt (land) and Maritime road (sea). The economic belt (landroute) connects mainland China with eastern Europe via central Asia, terming as high-speed transport corridor across Eurasia. On the maritime front, starting from Far East China, the route passes through Indian Ocean connecting Bangladesh, Sri Lanka, Maldives and exits at Tanzania (Africa). Beijing asserted that the BRI project is peaceful and commercial in nature considering its overcapacity production and accumulated capitals in recent decades where prospective markets are required to invest. The project, however, is specifically designed as a geopolitical construction in response to America’s military “re-balancing” of Asia. In the show of might by two military powers, New Delhi is placed in a situation “a move doubles the other”; a locus where aligning with either will reverse relative balance. Excepting vital military installations in its assisted-developing (or logistically shared) ports around the Indian Ocean, Beijing’s String of Pearls strategy is but an additional concern for New Delhi. The String linking Sittwe (Myanmar), Chittagong (Bangladesh), Hambantota (Sri Lanka), Gwadar (Pakistan) and Maroa (Maldives) poses a security threat to India forming a security triangle against India. In the event of escalation of tension between the two Asian

giants, Beijing could turn the ports it has assisted in development into its favour since Beijing’s approach to the projects is aggressive making sure that it gets its share. New Delhi’s strained relationship with Islamabad was further burdened by groundprogress of China-Pakistan Economic Corridor (CPEC). A subsidiary of BRI, the CPEC’s main agenda is to lay pipelines and develop Express Ways while New Delhi accused it of disregarding India’s territorial integrity. The progress of the corridor will inhibit New Delhi’s access to Central Asia, especially Afghanistan which India stakes high claim as is testified by its recent entry into Shanghai Cooperation Organisation (SCO). Notwithstanding the above strategic concerns around its surroundings, New Delhi’s style of dealing with its neighbours is infructuous. Nepal has seen drifting towards Red Giant in recent developments largely because of New Delhi’s preferential treatment to Nepal’s Medhesis (geographically closer to India) leaving a room for the Hill-based elites to turn to Beijing. Political developments in Nepal construe that government runs with Beijing backed political leaders. To lose an ancient ally in a most needed exigency only exemplifies incongruent foreign policy by Delhi-based elites. Sino-Myanmar relation has witnessed a new leap in what could strategically be interpreted as a blow to Act East policy. United Wa State Army (UWSA) has assumed an aggressive approach in Myanmar’s 21st Century Panglong Peace Union Conference explicitly with the blessing of Beijing. China then covertly fuel conflict in this troubled nation and has now effectively backed Naypyidaw’s initiated talks on possible United States of Myanmar using the puppet UWSA. On the other extreme, there is no active participation from Myanmar’s western neighbour. Moving southward, end of president Rajapaksa era coincidentally marked the unstable relationship between Beijing and Colombo. The locals having registered discontentment against the development of a port (Hambantota) giving leeway to Chinese demands, India has been presented with a golden opportunity to reign in over the political crevice its extreme southern neighbour has projected. However, New Delhi still struggles to capitalise it. Tension seems mounting between Beijing and New Delhi at the tri-junction of SikkimChina-Bhutan, especially at the Doklam plateau. Beijing accused New Delhi of provoca-

tive renovation and construction of new bunkers while the later accused former of expansion of ‘strategic width’ for the present standoff. Successful mission in safeguarding China’s interest in Doklam plateau would squeeze India’s strategic Siliguri Corridor, also aptly known as ‘Chicken’s Neck’, a narrow passage connecting mainland India with its restive Northeast region and Southeast Asia. At domestic front, the situation depicts nothing better. Promoting nationalism at the cost of national interest along with misinterpretation of voices of anti-government as antinationalism in a clandestine move to silence rationalism has held constructive federation to a ransom. Dissent is sedition and liberalism challenged. Centre’s muscular intervention in conflict-torn Kashmir and movement for separate Gorkhaland has only accelerated confrontationist ideology, indicating a slow shift from our valued ideal of traditional conflict resolution modelled on negotiation, concession and trust. Violence has become a preferred instrument of our state craft today. India was once projected as a brotherly figure by the surrounding nations, assuming dynamic regional leadership by rendering democratically seasoned direction to the infant democracies or even junta-ruled nations around her rims. Albeit largely incomplete, India formerly portrayed a receptive image commanding respect from its regional countries. The political scenario today is completely diametrical to its avowed principles. Politics of cow slaughter, gau rakshaks, anti-Romeo squads, suppression of dissent, state-regulated food habit, weakening federative spirit etcetera have dominated international news columns. India’s successful circumvention of China’s aggressive approach lies in building trust at home front while reaching out to her rim-nations who are skeptical and equally unreceptive to Beijing’s BRI program. America under Trump having had re-oriented its direction to ‘America First’ policy – evidenced by its soft stance in South China Sea upon which Act East strategically premised – for the time being, New Delhi should no longer hope to fundamentally derive its source of power from perceived world powers. It will continue to run from pillar to post with no allies that India can rely on. Creation of not Hindu state nor strictures in personal liberty but nurturing diversified talents to deploy at various fronts is the need of the hour. Nukhosa Chüzho, Kohima, (khozch@gmail.com)

Major challenges to socio-economy of Nagaland

hese are some of the major socio-economic problems faced by our state due to our ignorance as per my observation. 1) Nagaland has been pretending to be a dry state since time immemorial. Since the passing of the Nagaland Liquor Total Prohibition (NLTP) Act 1989 alcohol trade has been carried out only in ‘Open Black Markets’. The efforts of policemen to bust Alchohol trade is thoroughly limited to creating an imge in media once a while. When selling of alcohol is as rampant as any other state which permits alcohol trade and every policemen knows where to find the best bottle of whisky or rum in their locality. Implementation of this Fake Act has only led to massive decline in the Naga Economy and Worsened the Social conditions of Naga families and Societies as the price of the prouducts are tripled due to the Act though its trade is rampant in every nook and corner of the state. 2) Illegal Taxation by numbers of factions and extortion by NGOs is another major Socio-economic problem faced. It have long blocked development opportunities in the state and killed the growth of private sector. Imposition of heavy taxes on our own private business establishments and also demanding of taxes by NGOs to Non-Locals (especially major investors) has forced away investors and limited the growth of entrepreneurs from the state. Thus has led to inflation to a certain leven in the state where commodities are unreasonably costly and cheap labour is absent. With which Nagaland will never grow even after centuries. 3). “Nagas are Modernised but Uncivilized”. We are rightfully placed amongst the backward quotas in the Indian State. Ignorance of Nagas have led to terrible corruption in the state government. We don’t seem to care about concrete social evils but are too engrossed in our own selfish business. There is no stepping out of out Comfort Zones. Competition in education, growth of market is thoroughly limited to the state itself.

Ineffeciency in the Government have led to rise in Organizations to remind the government of its basic duties and check corruption. There is no unity of citizens and there is no fighting for rights. Nagas have long forgotten that together we can do anything and everything. Good roads, fair employment and improvement in public sector only if we unite. 4). Lack of concrete opportunities for the youth. Due to the limited resources and opportunities the talented and hardworking youths have gone to waste. Even the most talented people who seemed to have succeeded have only succeeded to a limited extend because of lack of concrete opportunities. With the growth of competition and skills all across the globe Nagas are in no position to stand are chance, not due to lack of talent but due to lack of resourceful opportunities. Therefore as always the Government Sector remains to be the wealthiest, most assuring, most secure, and the ones who get employed in government sector are still considered as the most fortunate and wealthiest ones in society. 5). Education system in state is fair to middling or simply average and thus success stories within state are easily countable. Beyond the fact of not having medical or engineering colleges the present educational institutions and curriculum mostly are subpar or substandard which is the very reason why students in need of quality education are compelled to go abroad so as to get an upper hand in this competitive society. Hence students studying abroad are rightfully considered by society to be more intelligent, smart and are likely to be given more respect by the community and opportunities even in the government sector. Sure critics don’t change the world but with hope that public awareness might I with much observation brought out these major points currently a threat to the current Socio Economy of Nagaland. Sir,

Personal opinion on advisors

I, as a former councillor of the Dimapur Municipal Council having concern for well being and smooth functioning of the office of the civic body would like to share my personal view on the appointment of advisors to the DMC. For the first time in the history, the office of Dimapur Municipal Council, since the time of Dimapur Town Committee was raided by the vigilance, bringing bad image to the reputation of the office. The raid was conducted during the time when the office was functioning under a team advisors, which itself is glaring example of how the office had become corrupt under the advicors. On the other hand, people of Dimapur have evidently seen tremendous improvement in the function of the DMC as well as developmental activities taking place in the town even without a single advisor, when DMC has functioned under the Chief Executive Officer. Therefore, I urge the concerned department in-charge of municipal affairs not to appoint advisors to the DMC but to let the office run under the CEO for greater interest and all round development of Dimapur till election for the urban local body is held. Hejeto Chishi, former member (Ward No. 9) Dimapur Municipal Council

New Delhi, Jul 3 (IANS): Prime Minister Narendra Modi on Monday advised young IAS officers to avoid a mindset which resists change and to fill India’s administrative system with the energy of ‘New India’. Addressing the IAS Officers of the 2015 batch at the inaugural session of Assistant Secretaries, Modi commented on India’s progress which, he said, had lagged behind others since independence. According to an official statement, PM said “countries that achieved independence after India and faced greater resource constraints than India have touched new heights of development”. He said “boldness is required to drive change” and that “fragmented administrative arrangement does not allow the collective capabilities of officers to deliver to the optimum level”.

He said in 2015 NPSC advertised 113 posts, 73 posts in 2016 and 63 posts in 2017. He also pointed out that PSAN had filed RTI in 59 departments, where it was revealed that 243 class I and II Gazetted posts were appointed through backdoor, 37 on deputation out of which seven were absorbed by the various departments. Further, PSAN was hopeful that the chief minister would uphold his

(From p-1) CAGBA alleged that the modus operandi of the department was to first put money (in terms of several lakhs of rupees in case of small villages and up to Rs.5-6 crore for bigger villages) into the account of each village VDB under several work programmes. The association said the VDB secretaries were then asked to draw the money after signing the receipt of the money and hand over the 80% of the amount to the BDO’s office. And with the remaining meager 20% the VDBs were expected to execute the works, CAGBA said. The association reminded that MGNREGA fund did not belong to the department, but every single rupee belonged to the people and it should reach people. It also said that MGNREGA was an Act of Parliament and the job car holders had every right to demand for employment under the Act in case no employment opportunity was given to them. “Therefore this kind of looting the public money can never be condoned in any manner, and the association will go to any extent to see that the public money looted by the department is reimbursed to the villages,” the signatories cautioned. CAGBA demanded that the responsible officer make a public clarification as to what was “convergence fund” and why such a huge amount meant for village developments were diverted. The association has affirmed to even go to the extent of filing applications under RTI to unearth the exact amount sanctioned by the central government. In this regard, the CAGBA has asked the RD department to be prepared to give a clear account of every single rupee sanctioned under the MGNREGA scheme. Meanwhile, the association has warned it would not remain silent till every amount due to the villagers was reimbursed to the rightful beneficiaries.

NPF was concerned, in 1990 sitting MLA K.G. Kenye vacated his Chizami seat for Vamuzo. Again taking on NPCC over use of the word “unmandated” NPF pointed out that former prime ministers P.V. Narasimha Rao and Dr. Manmohan Singh were never considered “unmandated” even if they were sworn-in without being members of parliament. In this regard, NPF said whether Congress functionaries at that time had smeared faces with ash or hung their heads in shame when no elected member was found suitable to become prime minister. NPF concluded that it was only expected that a party like Congress suffered from selective amnesia because it has been taking people of the country for a ride and believing that people were enjoying the ride.

NPF said vacating one’s seat did not exist in the Congress a party that strictly adheres to the High Command. It pointed out that when Congress leader Mani Shankar Aiyar visited Congress Bhavan Kohima in early 2000, the then working president got up to offer a seat in deference. Aiyar reportedly admonished the functionary by saying that in politics one should never vacate one’s seat for another person. However, as far as

Watal said NITI Aayog’s analysis based on a comprehensive analysis of “digital payments growth drivers” showed that in terms of value, the increase was over 24 per cent. “These figures are truly reflective of the fact that India today stands at the cusp of a digital payments revolution,” he said while unveiling the booklet on digital payments prepared by the government’s premier

NEW DELHI, JUL 3 (AGENCIES): Petrol and diesel prices were hiked in the four major cities by up to 12 paise a litre Monday. After Monday’s revision, a litre of petrol was being sold at Rs 63.13, Rs 66.18, Rs 74.35 and Rs 65.51 in New Delhi, Kolkata, Mumbai and Chennai, while diesel was retailing at Rs 53.47, Rs 55.77, Rs 58.79 and Rs 56.29 respectively, according to Indian Oil Corporation’s website. State-run oil marketing companies - with IOC being the largest - switched to daily price revisions on June 16. Under the daily revision system, in a shift from fortnightly revisions earlier, prices are aligned with global crude oil and foreign exchange rates on a daily basis. Before July 3, the petrol and diesel rates had started the month on a declining note. International oil prices edged up on Monday lifted by the first fall in US drilling activity in months. New Delhi, Jul 3 (IANS): The number of digital payments shot up by around 55 per cent in 2016-17 fuelled by demonetisation, NITI Aayog said on Monday. This steep rise in a single year is in sharp contrast to the 28 per cent increase over a five-year period ending 2015-16, NITI Aayog’s Principal Advisor Ratan P. Watal said during a seminar on ‘Digital Payments - Trends, Issues and Challenges’ organised by FICCI. “Demonetisation helped to push the graph of digital mode of transactions upwards. As per 7th Pay Commission, the new entry level pay at this level is Rs 18,000 per month against which the new HRA for a Class X city would be Rs 5,400 per month, that is 157 percent more than the existing level. Similarly, at the highest level of the pay scale, the Cabinet Secretary and officers of the same rank have a basic pay of Rs 90,000, which means they are entitled to current HRA of Rs 27,000 in Class X towns. After the revised pay scale, the new basic pay is Rs 2.5 lakh, for which the HRA would be Rs 60,000, meaning a hike of 122 percent. As far as other allowances are concerned, the Union Cabinet has decided not to abolish 12 of the 53 allowances which were recommended to be abolished by the 7th CPC.

NEW DELHI, Jul 3 (PTI): Automaker Ford India has decided to reduce vehicle prices by up to 4.5 per cent with immediate effect to pass on the GST benefit to the customers. While the reduction in prices will vary from state to state, the highest cut will be in Mumbai with the company’s flagship SUV Endeavour becoming cheaper by up to Rs 3 lakh. “We will pass on the benefits in the range of up to 4.5 per cent across the range,” a Ford India spokesperson told PTI. In Delhi, price of hatchback Figo has been cut by Rs 2,000, that of compact SUV Ecosport by up to Rs 8,000. Price of premium SUV Endeavour has been reduced by up to Rs 1.5 lakh. In Mumbai, the prices will go down in the range of Rs 28,000 on Figo to Rs 3 lakh on Endeavour. The company sells a range of vehicles starting from hatchback Figo to premium SUV Endeavour, that were priced between Rs 4.75 lakh to Rs 31.5 lakh (exshowroom).

Keeping in view the current inflation trends, the Government has decided that these rates will be revised upwards when DA crosses 25% and 50% respectively. This will benefit all employees who do not reside in government accommodation and get HRA,” it said. As the Cabinet has accepted the recommendations of A K Mathur-led 7th Pay Commission on allowances so the HRA component of central government employees will increase ranging between 122 percent and 157 percent. Take, for instance, a central government employee at the very bottom of the pay scale, where the basic pay (pay of pay band + grade pay) is now Rs 7,000,

Pak tanker explosion toll reaches 206 ISLAMABAD, JUL 3 (IANS): The number of deaths caused in an explosion of a tanker loaded with petrol in Pakistan a week ago has climbed to 206, officials said. Out of 206 bodies, 125 remain unidentified due to the serious burns following the June 25 explosion, according to the latest data released on Monday by authorities of Victoria Hospital in Bahawalpur in Punjab province, Efe news reported. Another 65 people remain hospitalised, many of whom are in a serious condition.

He added that joint cross-border infrastructure projects such as the building of an international transport corridor and the North Polar sea-route would help promote interconnectivity to inject new vigour into the cooperation. According to a Kremlin statement, the two leaders will ink a number of bilateral agreements following the talks. The Chinese President also said that the Syrian crisis can only have “a po-

litical solution”. “China’s position on the Syrian issue has been consistent,” said Xi. “Syria’s sovereignty and territorial integrity should be protected and respected, and its future decided by its own people.” Xi also stressed the grave threat a U.S. antimissile system in South Korea poses to both Chinese and Russian interests. China has repeatedly stated its opposition to the U.S. Terminal High Altitude Area Defense (THAAD) anti-missile system and has called for its deployment to stopped, and the missiles already installed to be removed.

Cyprus peace talks enter tough second week NICOSIA (CYPRUS), JUL 3 (AGENCIES): Rival negotiators in peace talks to reunify the Mediterranean island nation of Cyprus are poring over documents outlining each side’s stances on a raft of issues, including the thorny issue of security. As a second week of talks began Monday at a Swiss resort, officials are trying to crack the issues that have blocked an accord since Cyprus was divided in 1974 when Turkey invaded after a coup mounted by supporters of union with Greece. As well as trying to come up with a set of proposals to address the security arrangements for a reunified Cyprus, officials have a host of other issues to discuss including how power will be shared between the Greek Cypriots and the Turkish Cypriots and how much territory each side will administer. Greek Cypriot President Nicos Anastasiades and Mustafa Akinci, the leader of the breakaway Turkish Cypriots, are joined at Crans-Montana by top diplomats from Cyprus’ ‘guarantors’ — Greece, Turkey and Britain — whose input is pivotal to any agreement. Greek Foreign Minister Nikos Kotzias said all sides are aware of their responsibilities to strike a deal that would allow Cyprus to become what U.N. Secretary-General Antonio Guterres referred to as a “normal state.”

Arab states extend deadline on Qatar by 48 hrs

DOHA/WASHINGTON, JUL 3 (AFP): Arab nations extended a deadline early today for Qatar to respond to their list of demands in a diplomatic crisis roiling the Gulf, saying Kuwait’s emir requested the delay as part of his efforts to mediate the dispute. Saudi Arabia, the United Arab Emirates, Egypt and Bahrain cut off ties with 2022 FIFA World Cup host Qatar on June 5, restricting access to their airspace and ports and sealing Qatar’s only land border, which it shares with Saudi Arabia. They issued a 13-point list of demands to end the standoff June 22 and gave the natural gas-rich country 10 days to comply. The joint statement by the Arab nations said they expected Qatar to respond to their demands today. The new deadline would expire l a t e Tu e s d ay o r e a r ly Wednesday. “The response of the four states will then be sent following the study of the Qatari government’s response and assessment of its response to the whole demands,” the statement said. The four nations cut ties to Qatar over allegations it supports extremists and over worries it maintains too-close ties to Shiite power Iran. Qatar long has denied sponsoring militants and maintains ties to Iran as it shares a massive offshore natural gas field with the country. “Qatar is not an easy country to be swal-

I hope that we don’t come to a stage where, you know, a military intervention is made,” Qatari Defense Minister Khalid bin Mohammed al-Attiyah told Sky News. It eventually recovered some of its losses later in the trading session to close d ow n 2 . 3 p e r c e n t a t 8,822.15. Qatari supermarkets saw panic buying when the four countries initially cut ties. But the capital, Doha, was largely calm Sunday as residents waited to see how the crisis would play out.

Abdelaziz al-Yafaei, a Qatari out for an evening walk along the city’s bayside, said he was reassured that things would be fine, regardless of what happens over the course of the next days. “We have a government, thank God, that is wise and knows how to provide for all of our needs, how to maintain security,” he said. “We have enough funds in the country, on the economic side. All of the affairs are headed for the better.” Qatar’s foreign minister, Sheikh Mohammed bin Abdulrahman Al Thani, showed no signs of backing down in during a press briefing in Rome on Saturday, saying they were never meant to be accepted and that his country “is prepared to face whatever consequences.”

Trump appeals for unity

US President Donald Trump has spoken separately with several leaders of nations in the Persian Gulf region and addressed ongoing disputes between Qatar and some of its Arab neighbours. The White House says Trump urged unity and reiterated the importance of stopping terrorist financing and discrediting extremist ideology. Trump spoke yesterday night with King Salman bin Abdulaziz Al Saud of Saudi Arabia, Crown Prince Mohamed bin Zayed Al Nahyan of Abu Dhabi, and Emir Tamin bin Hamad Al Thani of Qatar. The White House says Trump underscored that unity in the region is critical to accomplishing the Riyadh Summit’s goals of defeating terrorism and promoting regional stability.

merican celebrities like actress Mia Farrow and singer John Legend are not impressed with US President Donald Trump’s CNN body slam video. Trump caused controversy on July 2 when he shared a video on Twitter of himself physically attacking someone meant to represent CNN. The video shows Trump taking down and punching a man with the cable news channel’s logo superimposed over his face. Trump accompanied the video with a caption, simply saying, “Fraud News Network” and “#FNN.” While the president has defended his social media etiquette, celebrities remain critical, reports variety.com. Director Ava DuVernay took the opportunity to highlight what she perceives as hypocrisy between how Trump and former President

Barack Obama are treated. “White supremacy is such that it allows a clearly diminished man to post this and proceed, but blocked the dignity of Obama at every turn,” she wrote. Other famous Twitter users like talk show host Andy Cohen, Farrow, and actor-producer Kal Penn simply couldn’t believe what the president had tweeted. Musicians like Zendaya, Legend and Lauren Jauregui from Fifth Harmony didn’t even try to hide their disdain for the president. CNN responded to

s Wonder Woman, Gal Gadot can do anything - apart from getting people to pronounce her name correctly. You’ve probably been calling her Gal Gah-dote or Gal Gah-doh all this time. Or maybe you’re not at all sure and have been mumbling her surname, hoping no one will notice. But the Israeli actress recently cleared up the confusion by telling Jimmy Kimmel it’s actually pronounced Gal Gad-dott. She’s not the only one who’s struggled with name issues. Here are a few other famous faces whose name you may have been saying wrong. JK Rowling: Twenty years ago, no one had heard of Harry Potter author JK Rowling. But with great fame comes great name mispronunciation.

How is that? Well, it’s pretty much the way everyone pronounces it: Streizand. “She pronounces my name wrong,” the singer told NPR. “Streisand with a soft S, like sand on the beach.” So that’s Strei-sand to you and me. Shia LaBeouf: Shia LaBeouf famously wore a paper bag on his head at the Berlin Film Festival in 2014, saying he wasn’t famous anymore. But in talking about the incident, people were forced to say his name - which was a little tricky for some. He’s Shy-a La-Buf, not Shee-ya La Boof. Charlize Theron: The South African actress has had a rough time getting people to say her surname right. It’s not Ther-on or Ther-own (rhymes with Throne) - she goes by Therin. To make things even more confusing, that’s not even her actual name either. In Afrikaans, it’s pronounced Shar-leeze Thrawn, but she’s opted for Ther-in as she thinks it’s easier to say. Here she is telling Piers Morgan how to say it properly. Matt Groening: Simpsons creator Matt Groening has one of those names whose spelling instantly flummoxes you.

Du Plessis out of Lord’s Test London, Jul 3 (Agencies): South Africa captain Faf du Plessis will miss this week’s first Investec Test against England at Lord’ starting on July 6, live on Sky Sports. Du Plessis returned home for the birth of his first child and will not be back in time to lead his country on Thursday, with fellow batsman Dean Elgar taking over the captaincy. South Africa team manager Dr Mohammed Moosajee said: “Faf ’s wife gave birth to their first child last week, but the difficult nature of the delivery has delayed his return to the UK.” Du Plessis will therefore miss the start of the four-match series, although indications are that he is expected to be available by the time it moves on to Trent Bridge for the second Test, which is scheduled to begin on July 14. Moosajee added: “The mother and baby have settled at home, but (Faf) will be unable to make it back in time to take part in the first Test match. “He will link up with the squad in the UK later this week.” Elgar, who led South Africa in their drawn warm-up fixture against England Lions which finished in Worcester on Saturday, will be taking charge in a Test match for the first time. Germany beat Chile to win Confed Cup St. Mary HSS, Mt. Hermon HSS

Germany players celebrate after winning the Confederations Cup against Chile in St. Petersburg, Russia.

St. Petersburg, Jul 3 (Agencies): Germany survived a whirlwind assault by Chile and capitalised on an awful mistake by the South Americans to claim a 1-0 victory in a pulsating, bad-tempered Confederations Cup final on Sunday. Germany won the title for the first time after Lars Stindl scored the only goal in the 20th minute when Chile midfielder Marcelo Diaz gave the ball away on the edge of his own area.

Chile, playing with their trademark high octane style and driven forward by another relentless display by Arturo Vidal, dominated the match but were let down by poor finishing. A dramatic game featured missed chances, defensive howlers, scuffles and two video reviews, one producing a highly controversial outcome in the second half. Chile defender Gonzalo Jara elbowed Timo Werner by the touchline

and Serbian referee Milorad Mazic, alerted by the video assistants, let him off with a yellow card instead of a red. Shortly afterwards, Mazic turned down Chilean appeals for a penalty, stood by his original decision after another review incident and booked Eduardo Vargas for drawing an imaginary television screen. It was a remarkable achievement for Germany to lift the trophy with a

young, experimental squad, although it could also be a bad omen as no team has ever won the World Cup after winning the Confederations Cup the year before. “The fact that these young players have won this tournament makes it an historic achievement, it’s unique in Germany’s history, it’s outstanding,” said Germany coach Joachim Loew. Chile flew into the game in their inimitable style and Alexis Sanchez

Shastri formally applies for India head coach job Open penalty NEW DELHI, Jul 3 (PTI): Ravi Shastri on Monday formally applied for the position of Indian cricket team’s head coach, making him a front-runner for the high-profile job. A senior BCCI official confirmed to PTI that Shastri has submitted his application ahead of the July 9 deadline. The interviews will be conducted the following day by the Cricket Advisory Committee (CAC) comprising Sourav Ganguly, VVS Laxman and Sachin Tendulkar. Another notable application was that of former West Indies opener Phil Simmons, who has also coached the Caribbean team apart from

Ravi Shastri

Ireland and Afghanistan (as a consultant). “Yes, Ravi has applied and so has Phil Simmons,” a BCCI official confirmed the development to PTI. The others who have thrown their hat into the ring are Virender Sehwag, Tom Moody, Venkatesh Prasad, Richard Pybus, Dodda Ganesh and Lalchand Rajput. Shastri, who has served as

Indian team director from August 2014 to June 2016, shares a healthy rapport with the players including captain Virat Kohli. It remains to be seen how the CAC will consider Shastri’s case considering Ganguly backed Kumble over the former India allrounder when the coach was picked last year. Irrespective of who gets the job, it will be big shoes to fill in considering the team did well under Kumble, winning the Test series against the West Indies, Australia, England, New Zealand and Bangladesh before reaching the Champions Trophy final last month.

WI beat India by 11 runs in 4th ODI

A n t i g ua , J u l 3 (Agencies): Captain Jason Holder produced a superb spell of bowling as the West Indies defended a paltry total to beat India by 11 runs in a low-scoring Antigua one-day international. Holder returned fine figures of 5-29 as India were bowled out for 178, their defeat keeping the series alive as the hosts now trail 2-1 going into the final match in Kingston on Thursday. Batting proved tough all day at the Sir Vivian Richards Stadium, al-

though the West Indies innings started brightly with Evin Lewis and Kyle Hope putting on 57 before Hope (35) became one of three victims for Hardik Pandya (3-40). Lewis also fell for 35 while Hope’s brother Shai made 25 and Roston Chase added 24, but they would prove to be the top four scorers for the West Indies as wickets tumbled with regularity, Kuldeep Yadav contributing the key wickets of Lewis and Chase. Umesh Yadav came back into the attack to run through the middle order,

dismissing Jason Mohammed (20), Holder (11) and Rovman Powell (2), with their score of 189-9 looking well below-par at halftime. India’s quest to seal the series started poorly with Shikhar Dhawan making only five before Alzarri Joseph struck, and it was only the free-scoring Ajinkya Rahane who showed any fluency early on. H o l d e r h a d Vi r a t Kohli (3) caught behind, with Dinesh Karthik falling in similar manner for only two, Joseph’s second wicket leaving the tourists

in trouble on 47-3. Rahane and MS Dhoni saw India past 100 but one run after that the opener was dismissed, edging spinner Devendra Bishoo through to wicketkeeper Shai Hope for 60. Dhoni attempted to anchor the innings but he saw partners Kedar Jadhav (10), Pandya (20) and Ravindra Jadeja (11) depart while he eked out the odd run at the other end. Pandya’s dismissal at the start of the 46th over saw panic start to set in, especially with Dhoni struggling so badly to score quick runs. He would eventually become the eighth wicket to fall with the final ball of Kesrick Williams’ 49th over, his turgid knock of 54 having come off 114 balls and including just one boundary. And it was Holder, who had dismissed both Pandya and Jadeja, who accounted for Umesh Yadav and Mohammed Shami in the final over to secure a vital victory for an inexperienced West Indies line-up. Brief scores: West Indies: 189/9 in 50 overs (Evin Lewis 35, Kyle Hope 35; Umesh Yadav 3/36, Hardik Pandya 3/40) beat India: 178/10 in 49.4 overs (Ajinkya Rahane 60, Mahendra Singh Dhoni 54; Jason Holder 5/27) by 11 runs.

should have put them in front, but shot wide from close range after keeper Marc-Andre ter Stegen parried Vidal’s shot. Germany’s Loew delighted with progress of his young team Germany struck almost immediately as Diaz lost the ball on the edge of his penalty area to Timo Werner who slipped it through for Stindl to score into an open goal. Chile kept missing their chances, continued to look vulnerable on the break and nearly gifted Germany another goal before halftime when Jara gave the ball away in defence, but this time Claudio Bravo saved Leon Goretzka’s shot. Germany were happy to contain Chile and play on their mistakes in the second half, although they were living dangerously at times. Substitute Angelo Sagal scooped the ball over the bar from close range and Ter Stegen pushed away an Alexis Sanchez free kick in almost the last action of the game. “We put our ideas into practise,” said Chile coach Juan Antonio Pizzi. “We took the initiative, we took control and created chances.... but because of one of those things, those accidents, that happen in football, it was our turn to lose.”

Naveen, Ankit enter medal rounds of Asian Youth boxing

Murray starts title defence with easy win Lo n d o n, J u l 3 (Agencies): Defending champion and world No 1 Andy Murray put injury concerns aside to open the defence of his Wimbledon title with victory over Alexander Bublik on Monday. Murray’s preparations have been far from ideal, losing his opening match at Queen’s Club before having to miss training and pull out of two planned Wimbledon warm-up matches last week due to a right hip problem. He opened proceedings on Centre Court and following early signs of a lack of mobility with a pronounced limp between points, the Scot put his problems behind him to dispatch Kazakhstan’s lucky loser Bublik 6-1 6-4 6-2. Murray will continue his quest for a third Wimbledon title against Dustin Brown after the German completed a 3-6 7-6 (7-5) 6-4 6-4 victory over Joao Sousa. Bublik, the world No 134, was making his grasscourt debut, and made it into the main draw despite losing 12-10 in the final set to Daniel Brands of Germany in qualifying.

BANGKOK, Jul 3 (PTI): Naveen Boora (69kg) and Ankit (60kg) assured themselves of medals by advancing to the semi-finals on a mixed day for India at the Asian Youth Boxing Championships on Monday. Naveen defeated China’s Huang Rui in a unanimous verdict while Ankit got the better of Kyrgyzstan Adilet Egenberdi Uulu in his quarterfinal bout. Ankit will face Sakda Ruamtham, who beat Mongolia’s Byambatsogt Tuguldur in a split decision. Naveen on the other hand, will take on Thailand’s Peerapat Yeasungnoen, who sailed past Iran’s Mohammed Asgari. However, there was disappointment as well with Sudeep Kumar (52kg) and Ashish (81kg) losing their bouts. While Ashish went down to Ryutaro Nagagaki of Japan in a unanimous decision, Ashish was outwitted by Uzbekistan’s Ergashev Timur. India thus have three semifinalists in the event as Harshpreet Sahrawat (+91 Kg) has got a direct entry into the semifinals due to the small size of the draw.
