India-China border standoff continues India pushes more troops to Doka La

NEW DELHI, JUL 2 (AGENCIES): A tense environment is reeling round the Sikkim border where Indian and Chinese troops are locked in a standoff. While Beijing jumped into the matter and demanded the withdrawal of Indian troops from the Sikkim sector as a precondition for “meaningful dialogue” to resolve the situation, India expressed its deep concern over China constructing a road in the disputed Doklam area near Sikkim. India has pushed in more troops in a “non-combative mode” to strengthen its position in an area near Sikkim, where its soldiers have been locked in a standoff with Chinese troops for almost a month now in what has been the longest such impasse between the two armies since 1962. India brought in more troops after the destruction of two of its bunkers and “aggressive tactics” adopted by the Chinese People’s Liberation Army (PLA), sourc-

2 earthquakes hit NE states Correspondent/Agencies

SHILLONG, JUL 2: Two mild earthquakes measuring 3.1 and 4.9 on the Richter scale shook the North Eastern region of the country on Sunday morning at 10.14 am and 10.57 respectively. Sources from the Indian Meteorological Department informed that the first quake with its epicentre in Kokrajhar, Assam was felt at 10.14 on Sunday morning and was swiftly followed by another 4.9 magnitude quake with its epicentre in the MyanmarIndia border region at 10.57 am. It may be mentioned that a 5.0 magnitude quake shook the region on Saturday with its epicentre of the quake at Myanmar-India border region at 12.31 p.m. Assam, Meghalaya, Mizoram, Tripura, Nagaland, Arunachal Pradesh and Manipur-- are considered by seismologists as lying in the sixth major earthquakeprone belt in the world.

Clarification

DIMAPUR, JUL 2 (NPN): A propos the news item ‘Brick Rates revised from July 1’ published on July 2, the rates for broken bricks should be read as Rs 3,300 to Rs 3,350 per truck load (at brick kiln) and not as rendered.

es said. In a “non-combative mode”, the nozzle of a gun is placed downwards. Giving details for the first time about the events that preceded the face-off between the two armies, sources said the PLA on June 1 asked the Indian Army to remove the two bunkers set up in 2012 at Lalten in Doka La, which falls in the vicinity of Chumbi Valley at the corner of IndiaBhutan-Tibet tri-junction. The Indian Ar my, which had been patrolling this area for many years, decided in 2012 that two bunkers would be positioned there as a backup option, besides providing security to the Bhutan-China border.

The Indian Army forward positions informed Sukna-based 33 Cor ps Headquarter in North Bengal about the Chinese warnings on the bunkers, the sources said. However, during the night of June 6, two Chinese bulldozers destroyed the bunkers, claiming that the area belonged to China and that India or Bhutan had no right over it, the sources said. Indian troops on the ground prevented the Chinese men and machines from doing any further damage or transgressing into the area, they said. Additional forces from nearby brigade headquar-

ters, located 20 km from the face off point, were moved in on June 8 during which a scuffle led to soldiers on both sides suffering minor injuries. PLA troops were rushed in from its 141 division located in the area, prompting the Indian Army to also strengthen its position. This is the longest stand-off between the two armies since 1962. “Our position to uphold our territorial sovereignty is unwavering. We hope the Indian side can work with China in the same direction and immediately withdraw the personnel who have overstepped and trespassed into Chinese border,” Chinese foreign ministry spokesperson Lu Kang had told the media in Beijing last week. PLA spokesman Col Wu Qian also spoke a tough language while making a reference to the 1962 SinoIndia conflict, saying that New Delhi should “learn historical lessons”. Qian described Indian Army Chief General Bipin Rawat’s remarks that India was ready for a “two-and-ahalf front war” as “extremely irresponsible” and asked

him to “stop clamouring for war”. Meanwhile, China has released a map to back its claim that Indian troops “transgressed” into the Doklam area of the Sikkim sector, which it claims as part of its territory. In the map, released by the Chinese Foreign Ministry, a blue arrow with markings in Chinese points Indian troops alleged transgression into the area to prevent the PLA troops from building a strategic road. The map is in addition to the photographs released on Thursday purportedly showing Indian troops on the Chinese side of the border. China calls off annual media trip: China has called off the annual media trip that it organises for journalists to travel to Tibet. Following the recent border stand-off between Chinese and Indian troops, the tour of five Indian and as many Nepalese journalists has been cancelled. No official reason was given by the embassy officials to the journalists. The trip was to commence from July 8 and end on July 15.

Centre may consider setting up NE police body Bhattacharya told ET, “In the lines of Interpol which is facilitating international police cooperation, we are launching NEPOL for greater cooperation among states of the region. West Bengal and Sikkim will be members of it besides seven states of the region.” Lt. Gen. Shokin Chauhan, Director General of Assam Rifles offered training for NEPOL at the Assam Rifles Training Centre in Dimapur. The Multi-Agency Centre (MAC), comprising as many as 26 agencies involved with counter-terrorism and counter-insurgency, meets in Delhi every day, while the state-level Subsidiary Multi-Agency Centre (SMAC) meets at least once a week to exchange inputs so that immediate action can be taken. Efforts are now on to take such mechanism right up to the district level

for further improvement in coordination among different agencies working on the ground level. Another major issue discussed in the two-day meeting was the importance of forensic science laboratories in investigation of crime. It has been found that in most states of the region, forensic science facilities are far from adequate to deal with the situation and there is urgent need for upgrading the labs. Forensic experts from other parts of the country were also brought to exchange ideas with the police personnel of the North Eastern states and the state governments of the region have been requested to formulate detailed plans to augment the forensic test facilities not only for investigation of crimes but also to deal with the problems of insurgents using the cyber space.

ST status demand: 12-hr Assam bandh

G U WA H AT I , J U L 2 (AGENCIES): Government of India will actively consider the proposal for setting up of North East Police Organisation (NEPOL) on the lines of INTERPOL to ensure better coordination among the police forces of the North Eastern states to prevent crimes, sources said. Meanwhile, the poor infrastructure of forensic science laboratories in the Northeast has become a matter of serious concern and the state governments have been requested to chalk out plans for their improvement and submit reports to the Centre. Security sources told The Assam Tribune that the proposal for creation of the NEPOL was mooted by the Assam Police in the conference of the heads of police forces of the NE states held in Guwahati. The matter would receive

DIMAPUR, JUL 2 (NPN): In a continuing tirade with NPF, the Nagaland Pradesh Congress Committee (NPCC) renewed its attack on NPF for justifying the appointment of Khriehu Liezietsu as advisor to CM with cabinet status “as reward for his supreme sacrifice” . NPCC media cell said use of the work “supreme sacrifice” liberally has now become the “facade for all illegal activities of NPF”. NPCC said it was for the “first time in any political history, we are hearing about the son making supreme sacrifice so that his father continues to be chief minister and the father rewarding his son to be his advisor after performing rites of so called supreme sacrifice at NPF,CEC meeting.” While reiterating that it has no issues in the fatherson combine running the affairs of the NPF as their

“active consideration” of the Centre, they added. Though the coordination of state police forces of the region improved considerably over the years, there is scope for further improvement. There are some crimes like vehicle theft, human trafficking, etc., in which inter-state gangs are involved and only real-time sharing of inputs can help in checking such crimes. The idea of the Northeast Police Organisation is to improve coordination at all levels in the police forces and better connectivity, possibly up to the police station level. Sources said there are national- and state-level intelligence sharing coordination committees, but they mostly deal with terrorism and insurgency. Assam Additional Director General of police (Special Branch) Pallab

personal fiefdom, NPCC however said the affairs of the government was a separate issue. NPCC alleged that “there can be no greater case of nepotism than Dr. Shürhozelie appointing his unmandated son, who had recently resigned as legislator to pave way for him.” Rather than taking pains to explain about parliamentary norms and procedures on the ascension of Dr Shürhozelie as chief minister, NPCC said that the NPF should instead be ashamed that there was no suitable or capable legislator among the 48 party legislators to take over as the chief minister. “This shows the depth of leadership crisis in NPF that had to fall back on an unmandated leader to give them some breathing space,” it added. On the issue of NPFBJP alliance, NPCC said, despite NPF saying that both NPF and BJP were

natural allies and recalling their relationship back to 1977, it said the alliance was based more on convenience of petty politics. NPCC said the opportunism of BJP was evident despite NPF humiliating them in May 2009 when two BJP legislators were forced to resign and merge with NPF after Congress led UPA retained power at the centre and for which, NPF had offered unconditional support. NPCC said that the most amusing spectacle was of BJP calling “NPF 200% corrupt” and NPF labelling “BJP as anti-Christian party” in recent times while cohabiting with each other. It further pointed out that the tirade against NPCC president K. Therie was a payback of ungratefulness. NPCC said it was Therie “who single handedly revived the dying Cock party and propelled it to power in (Cont’d on p-7) 2003.”

CNTC slams R&B minster, deptt for deplorable roads DIMAPUR, JUL 2 (NPN): Taking serious note of the deplorable road conditions in the state, while supporting the demand of the Western Sumi Students Union (WSSU) for immediate repair of roads, the Central Nagaland Tribes Council (CNTC) has lambasted the Roads & Bridges (R&B) minister and the department. Asserting that the roads were worsening each passing day, CNTC through its media cell demanded that the minister “wake up from his slumber and owe full responsibility.” CNTC said “never has the state come under such appalling and awful conditions of the roads as now and the R&B minister instead of shifting the blame on his engineers or contractors, should own full responsibility.” CNTC said it was his duty to ensure that works are carried out properly and sincerely with good workmanship and quality works. However, CNTC lamented that most of the roads were in dilapidated conditions with water-logging, huge potholes and crater like holes in every nook and corner of the state.

Despite the fact that the road conditions were worsening every day, CNTC said there has been “no tangible effort or any responsible action with any serious concern shown by the department and the R&B minister.” It also pointed out that commuters have been facing undue hardship and lives were being endangered, while some have lost their lives. There is not a single person who is not dismayed by the road conditions, it added. Pointing out that adequate funds were already sanctioned by the Centre, CNTC said the minister along with the department should be embarrassed by the pathetic roads rather than justifying feeble excuses like no funds time and again in the media. It urged upon the department to “pull up its socks and roll up its sleeves and start working giving good quality roads to the people.” CNTC further demanded that the R&B minister and the department “show its accountability and prove its worth by properly repairing and maintaining whatever remains of the socalled roads now.”

G U WA H AT I , J U L 2 (AGENCIES): Due to non fulfilment of assurances given by the Assam government in awarding Scheduled Tribe status to six communities-- Koch Rajbongshi, Moran, Motok, Tai Ahom, Chutia and Tea Tribes of Assam, a 12 hour Assam bandh has been called by the apex body of the six communities on July 3 starting from 5 am. It is speculated that bandh is likely to affect the districts of Sivasagar, Jorhat and Golaghat, bordering districts with Nagaland. PLA, MNPF own up IED attack on AR Correspondent

IMPHAL, Jul 2: The People Liberation Army (PLA) and Manipur Naga People’s Front (MNPF) has owned up the IED attack that killed a jawan of the Assam Rifles and injured to two others on June 30. A joint statement of Revolutionary People’s Front, the political wing of PLA and MNPF said that the attack was carried out as part of outfits’ campaign for regaining the sovereignty of Manipur from ‘Indian colonial rule’. The two outfits have joined hands to free the people of the state from the clutch of Indian colonial rule, the joint statement said while alleging India government of creating enmity among the different ethnic groups of the region by its divide and r ule policy. It reminded that Manipur was annexed by India on October 15, 1949 and since then Indian security forces were subjugating the people of the state in both hills and valley by enacting various draconian laws in the name of countering revolutionary groups. The joint statement alleged that Indian security forces were taking active role in applying divide and rule policy of its master (India government) by spewing communal venoms among the ethnic communities.

Ag artala , J u l 2 (IANS): Six Trinamool Congress (TMC) legislators in Tripura are likely to cast votes in favour of NDA nominee Ram Nath Kovind in the July 17 presidential poll, a party leader said on Sunday. “We have held a meeting here on Saturday night and decided not to cast our votes in favour of Congressled opposition-backed presidential candidate Meira Kumar since she is also supported by the CPI-M,” Tripura TMC President Ashish Saha told IANS here. “Since there is no candidate other than Ram Nath Kovind and Meira Kumar, we might support the BJP (Bharatiya Janata Party) led NDA (National Democratic Alliance) candidate. The picture would be clear within the next few days,” he said. Saha, one of the six TMC legislators, said that “it is final that all the six party legislators in Tripura would not cast their votes in favour of CPI-M (Communist Party of India-Marxist) supported nominee”. The TMC, led by West Bengal Chief Minister Mamata Banerjee, is officially suppor ting oppositionbacked contender Meira Kumar, the former Lok Sabha Speaker. There are media reports

that BJP General Secretary Ram Madhav and Assam’s powerful BJP minister Himanta Biswa Sarma, who is also the convenor of North East Democratic Alliance (NEDA), have urged the TMC legislators in Trip-ura to vote for Kovind. According to media reports, all the six TMC legislators are likely to join the BJP this month. Saha said, “It was not yet decided that the TMC MLAs would join BJP. We want a united fight in the next year’s assembly elections in Tripura to oust the CPI-M led Left Front government from power.” “We might do any sacrifice to vote out the Left parties in the next assembly polls,” he added. Last week, BJP’s Tripura unit President Biplab Kumar Deb said that the party’s doors are shut for the nine TMC and Congress legislators. Deb had told reporters: “In consultation with the party’s central leaders, we had earlier announced a deadline of May 31 for the entry of the nine TMC and Congress MLAs into BJP. That deadline being over, the doors are also accordingly shut for them.” “It is, however, open for other leaders and workers of the TMC, Congress and other parties but not for

People hopeful, retailers confused with GST

‘Can’t accept apology from Delhi Golf Club’

GU WA H AT I , J u l 2 (Agencies): With GST coming into play from Saturday, people seem to be in a generally happy mood though most are not aware what it is exactly all about. Though most customers expressed hope, retailers and sellers are still confused what GST has in store for them. Anamika Baruah, a shopper at the city’s Big Bazaar, said, “I’m yet to learn many points of the new tax system but whatever I can sense seems to be positive. I think the common people like us are going to gain from this. With the implementation of GST, the price of many items which we use daily will come down.” Jayanta Deka, a retailer of electrical goods at Ulubari, said, “The price of some items has gone down to a huge extent. This will be beneficial for the customers but we are worried for retailers like us. It will take some time before we can say something.” On Friday evening, there was rush in shopping malls across the city for pre-GST clearance sales.

S hill o n g, J u l 2 (IANS): Tailin Lyngdoh, the tribal Khasi woman, who was subjected to discrimination at the Delhi Golf Club for wearing her traditional dress, on Saturday said that the she cannot reconcile with those who broke her heart. “I will never accept any apology as I was deeply hurt by the manner in which I was insulted and discriminated against. I would also never set foot in the Club ever again,” Lyngdoh told journalists. “If you try and fix a broken glass, you won’t be able to hide the cracks of the glass. Therefore, it will be difficult for me to accept any apology from them now,” she stated. On June 25, Lyngdoh, a governess, had gone to the Club, along with her employer Nivedita Barthakur, after they were invited for lunch by a Club member. Some 15-20 minutes into the lunch, two Club officials asked Lyngdoh to leave the table and the Club, saying her dress was a “maid’s uniform” and also allegedly hurled racial abuses.

the nine sitting MLAs,” he added. Six Congress MLAs, led by Sudip Roy Barman, resigned from the party last year and have joined the TMC in protest against the Congress’ electoral alliance with the Left parties in the West Bengal assembly elections. Another Congress legislator, Jitendra Sarkar, resigned from the Tripura assembly and re-joined the ruling CPI-M, reducing the Congress’ strength in the state assembly to three. Sarkar joined BJP last month. The TMC’s Tripura unit former President and former Minister and also the former President of the Tripura Pradesh Congress Committee, Surajit Datta, party’s Tripura unit coordination committee chief Ratan Chakraborty, TMC’s Tripura unit’s founder-chairman and incumbent VicePresident Arun Chandra Bhowmik and many other state committee members had joined the BJP in the past few months. Besides, several thousand workers from the Congress, TMC and CPI-M also walked over to the BJP, making it (BJP) the main opposition party in Tripura. The state goes to elect a new assembly in about eight months.

Northeast

Lyngdoh, who finally reached Shillong, the state capital of M e g h a l aya , S a t u r d ay afternoon, met and shared with the members of Meghalaya State Women’s Commission and women’s rights activists on the unfortunate incident at the elitist golf club for wearing a Jainsem. “I felt hurt and insulted when I was discriminated against at the Club, which is in my own homeland. I have been to many clubs and restaurants abroad but no has ever insulted me,” Lyngdoh, who with her employer Nivedita Barthakur, said. “I want the Meghalaya gover nment and civil society groups and my fellow tribesmen to come forward in taking up the incident which happened at the Club, so that no such discrimination is meted out to anyone in the future,” she said. Meanwhile, Barthakur appealed to the people across the northeastern states to come out in support of Lyngdoh. “This is not the first time that such an incident has happened. These things

keep happening. Therefore, I am appealing to the people of the Northeast to stand up together. Here is a lady who was humiliated for her profession, for the way she looks and for the way she dressed. Let us not just make it into Tailin’s voice alone. It should be the voice of everyone. Enough is enough,” Barthakur said. On her meeting with the women’s commission Chairperson, she said: “I am convinced that they are with us and will take proactive action. We are going back with hope.” Chief Minister Mukul Sangma, who had raised the issue with Minister of State for Home Kiren Rijiju, said such discrimination needs to be condemned by one and all. He had also urged the central government to direct Delhi Police to file a suo motu case against the Delhi Golf Club for the racial abuse. “All legal options ava i l a b l e a s p e r t h e Scheduled Tribe Prevention of Atrocities Act 1989 and more will be taken advantage of, so that such behaviour is not repeated,” Sangma said.

‘Assam will get Rs 300 cr a year in terms of GST compensation’

Sarbananda Sonowal GU WA H AT I , J u l 2 (Agencies): Assam Chief Minister Sarbananda Sonowal cautioned that there may be some shortfall in the revenue during the initial years of GST till the situation stabilizes. However, the state will get Rs. 300 crore per year in terms of GST compensation for five years, he said. Taking part as the chief guest in Chartered Accountants Day celebration programme organised by Institute of Chartered Accountants of India (ICAI), Sonowal said GST will mark the beginning of a new era of equal economic development in the country. “It is a matter of pride for Assam to be the first State in the country in ratifying the 122nd Constitution Amendment Bill, now known as Constitution (101st Amendment) Act, 2016, Sonowal cautioned that there may be some shortfall in the revenue during the initial years of GST till the situation stabilizes.”

He added, “To address the revenue concerns of the State during the transition period, the GST Council has approved a fixed growth rate of 14% for the purpose of paying GST compensation on the revenue and Assam was instrumental in getting this growth rate of 14% approved in the GST Council”. He added as a result of this Assam would be able to gain Rs. 300 crore per year in terms of GST compensation for five years with annual growth rate of 14%, Sonowal informed that the state will even start getting SGST on import of all goods and services which were earlier outside the ambit of state taxation which would be massive in terms of ushering in rapid development in all spheres. Minister of State f o r E x t e r n a l A f f a i r s, M.J.Akbar, who was also present on the occasion, said that GST was the rare occasion when various political parties came together to make it happen and it would be able to eliminate poverty at a faster pace as Prime Minister has envisaged. “GST has proved that India has come of age to use technology at mass level and it will abolish the toll gates in states like Assam to transfer the single taxation benefits directly to the consumers.”

Diphu, Jul 2: With regard to news article published in a vernacular daily in connection with a case charging him of sexual harassment, Chief Executive Member of Karbi Anglong Autonomous Council Tuliram Ronghang Sunday said the issue was politically motivated and targeted to malign his political likeness. CBI questions Tripura CPI(M) leader

Agartala, Jul 2 (PTI): The CBI quizzed Tripura’s ruling CPI(M) leader Gautam Das last month on the Rose Valley chit fund scam involving duping of investors. In a statement issued last evening, Das, while denying media reports that he was interrogated twice last month by the CBI, said he was quizzed only once. Das, a central committee member of the party, said the questioning was held on June 16 in the office of party mouthpiece ‘Daily Desherkatha’. In his statement, Das said “an inspector of CBI’s Kolkata office contacted me over mobile phone on June 15 last and said he was keen to speak to me about the Rose Valley group court case at any convenient place. “I told him to come to Daily Desher-

katha office on June 16. The officer got my e-mail address and sent me a notice under 160 CrPC as witness.” Das said an Additional SP and an inspector met him in the office and asked him some questions in the presence of an advocate. “They spoke to me for about one hour and then issued me a written certificate that I have fully cooperated with them. I want to clearly state that I have no connection with the Rose Valley or any chit fund group,” he said. Das said he did not tell anyone about the matter and the report in the newspaper was defamatory and “aimed at maligning me and my party.” CBI officials had earlier interrogated Tripura’s Social Welfare Minister Bijita Nath in connection with the Rose Valley chit fund scam here on June 29 last.

remained inundated owing to continuous downpour across the valley area. The flood situation worsened with the breach

of banks of major rivers like Iril, Imphal and Kongba. A portion of the Imphal riverbank collapsed at Kongba Irong village, inundating thousands of houses and paddy fields. Many fled their homes to seek refuge at voluntary relief camps and government provided temporary relief camps. Iril river also breached at two places at Heibongkhong and Top Khongnangkhong submerging hundreds of houses and thousands of acre of paddy fields and fish farms in parts of Imphal East district. Meanwhile, hundreds of houses still under water in Imphal city and its outskirts as floods have been accentuated by improper drainage system. On the other hand, the heavy downpour also caused numerous landslides along Imphal-Dimapur section of NH-2 affecting normal movement of all types of vehicles.

Landslide between Mongpijang village and N Songlung village has completely blocked the highway with huge stone and debris. Similar landslide also occurred near Bimparao along the same national highways which caused tremendous hardships to the commuters and passage for vehicles along ImphalDimapur road. The quick response of district administration and concerned department with the assistance of security personnel and locals helped stranded passengers and vehicles while clearing the highway for smooth passage of vehicles. Minor landslides were also reported along the highway at various locations between Motbung and Kangpokpi. Landslides triggered by heavy downpours were also reported from Ukhrul, Tamenlgong and interior Churachandpur districts.

BJP of misleading the people

Correspondent

IMPHAL, Jul 2: Opposition Congress in Manipur Sunday alleged the BJP-led coalition government of misleading the people of the state. The state Congress was referring to the launching of various projects and schemes during the recently concluded weeklong celebration of 100 days completion of the new government. Addressing a news conference, state Congress spokesperson and MLA Kh Joykishan alleged that the N Biren-led coalition government was taking credit of the previous Congress government. He alleged that most of the programmes and schemes launched during the weeklong celebration of 100 days completion of the BJP-led coalition government were renamed

versions of programmes and schemes implemented by the previous Congress government. “We are indeed thankful to the new government when it comes to its effort to speed up development pace. But, we cannot accept its (new government’s) attempt to take credit of works implemented by previous government,” he said. The former saffron leader who shifted his loyalty to Congress in the run up to March Assembly election claimed that the new BJP-led government was promoting the development initiatives of the previous government. Almost all the prog rammes and projects claimed to have been initiated by the new government were launched during the 15 years regime of the Congress government in the state. By re-launching the

schemes and projects with grand functions, BJP has created confusion among the people of the state. “We found that the new government was inaugurating projects completed by the previous Congress government,” Joykishan added. Congress MLA N Loken Singh who also attended the news conference held in Imphal’s Congress Bhavan claimed that the 10th phase of the Pradhan Mantri Gram Sadak Yojana (PMGSY) had already completed during the tenure of Congress government. With the completion of the phase, the then government had also submitted proposal for the 11th phase of PMGSY. Despite knowing this, the BJP-led new government was taking the credit of the flagship programme, he alleged.

Disclose data of officers Complaint over Amit Shah’s Govt to soon come out with facing corruption charges: CIC ‘illegal’ meeting at Goa airport norms for disability pension Panaji, Jul 2 (IANS): A day after BJP President Amit Shah addressed a party meeting at Goa’s Dabolim International Airport premises, a lawyer has filed a complaint alleging misuse of an airport controlled by the Indian Navy for political purposes. In a complaint addressed to Secretary of Civil Aviation and Goa Chief Secretary and Director General of Police, lawyer-activist Aires Rodrigues has alleged that holding a party meeting, which was attended by over 2,000 people, was a violation of Section 141 (Unlawful assembly) of the Indian Penal Code and put passengers at the airport to inconvenience. “People who were arriving or departing from the airport were restrained by the blockage due to the public meeting, as also the airport being considered a security installation, no public meeting could have been held and that it also amounted to a violation of the other enactments covering vital installations like airports,” the complaint reads.

Lalu Prasad and Nithish Kumar Patna, Jul 2 (PTI): Scotching rumour that Bihar Chief Minister Nitish Kumar will not attend RJD’s proposed rally in Patna next month, the JD(U) today said its national president would attend the rally if he got an invitation. “We will definitely participate in the rally if RJD extends its invitation to our leader Nitish Kumar,” Bihar JD(U) chief spokesman Sanjay Singh told reporters here. Singh was addressing the media at the end of a day-long state executive meeting of the party. A section in the media had reported that the JD(U) would not participate in the RJD’s “BJP hatao, desh bachao” rally, scheduled to be held on August 27 in Patna. The JD)U) and the RJD along with the Congress are the partners in the ruling grand alliance in the state. The differences be-

tween the two major partners of the alliance surfaced ever since the JD(U) unilaterally announced its support to former Bihar Governor Ram Nath Kovind, NDA’s presidential nominee, without waiting for the united candidate of the Opposition. Singh asserted, “When we (JD-U) were par t of NDA, we had supported UPA nominee Pranab Mukherjee. Now we have supported Ram Nath Kovind as an individual and not extended its (JDU’s) support to BJP... We had also supported demonetisation. We are moving on our own agenda. We are not ‘Pichhlaggu’ (riding piggyback).” Singh, who was accompanied by par ty’s spokesmen Ajay Alok, Rajiv Ranjan, Niraj Kumar, said he did not want to go into what senior Congress leader Ghulam Nabi Azad had spoken about his leader.

cordingly pensions will be determined. “It will be a robust system and will address long-pending grievances of the armed forces,” a senior official said. Explaining the new system, he said, “Any person with 50 per cent disability will get half of the total pension being given to a person with 100 per cent disability under existing mechanism.” The government had started giving disability pension with effect from January 1, 2006 to those who had taken pre-mature retirement due to injuries sustained in line of duty. The changes being introduced to calculate disability pension are based on recommendation of a committee headed by former Adjutant General of the Army, Lt Gen (retd) Mukesh Sabharwal. The mandate of the committee was to suggest remedial measures to reduce litigations and disputes in various courts relating to disability pension.

Several militants also joined the funeral procession and fired in the air from their weapons as a mark of respect to the slain commander. The security forces did not disrupt the funeral nor did they stop mourners from reaching the village where Lashkari was buried. The LeT commander, who carried a reward of Rs 10 lakh on his head, was killed in a gunfight with security forces on Saturday along with his Pakistani associate Abu Maaz in Brenthi village in Anantnag district. The killing of the commander was a major success

for the security forces in their anti-militancy campaign as Lashkari had masterminded and carried out the gruesome killing of six policemen, including an officer, in Achabal area last month. Two civilians were also killed on Saturday in Brenthi village. While the police said the civilians were killed in a cross-fire between the security forces and the militants, locals said they died due to firing by security forces. A mob had engaged the security forces in Brenthi village when the operation against the holed up militants was on.

New Delhi, Jul 2 (PTI): The government has decided to remove existing “anomalies” and come out with a specific percentage-based system for granting disability pensions to Army, Navy and Air Force personnel sustaining injuries in the line of duty. The decision has been taken in view of the longstanding demand of the armed forces that the current system of determining disability pension needs an overhaul. Official sources said the government has finalised a new slab-based system which is aimed at addressing most of the concerns of the armed forces that is expected to reduce litigation against the government. Under the existing mechanism, 30 per cent of the last salary minus the dearness allowance is given as disability pension to those sustaining 100 per cent disability. Mooing about protection

O

n June 28,2017 thousands of Indians across the nation gathered in several cities to express deep anguish, pain and anger at the rising violent and often fatal attacks on fellow citizens who were suspected of beef eating or cattle smuggling. Carrying placards saying “Not in my name,” the protesters decried the silence of the BJP government in response to public lynching and attacks on at least a dozen Muslim men and boys since it took power in 2014.In New Delhi, thousands of people, including the elderly and parents with young children, sang songs and lit candles. In Mumbai, hundreds, including some Bollywood actors, gathered under umbrellas in pouring rain. These violent acts and lynching are carried out by some groups who have taken upon themselves the duty to protect the holy mother cow. However the horror that has been unleashed in the name of cow vigilantism is unmistakably due to the communal politics being played out. Also it is undeniable that victims of cow vigilantism have been Indian muslims. Over the last two years, vigilante groups, who call themselves cow protectors, have become active in small towns and cities across India. Even lowercaste Hindus who carry out undesirable tasks such as skinning dead cattle have faced mob violence. The recent horrific lynching of a young man, Junaid Khan, in a train near Ballabgarh on the outskirts of Delhi is another instance of a growing trend of mob violence against members of the Muslim community in India. As per media estimates at least 32 cases of attacks by mobs or vigilante groups on Muslims have taken place since May 2014. In these attacks, 23 people were killed, including women and children. This is a conservative estimate because many attacks may not have been covered in national media. In most cases, the issue of cows has been the proximate cause - allegations of cow slaughter, smuggling, eating or even possessing beef. In some cases, rumours and false suspicions of ‘child lifting’ were fuelling the mob frenzy, like in Jharkhand and West Bengal. And in some, the pretext of cows was used for committing heinous crimes, as in the gang rape of two young women and murder of their two relatives in Mewat, Haryana. The spread of these cow terrorism cases - 12 states in all - is chilling as is the fact that the number is escalating. The cow vigilante groups or cow talibans have unmistakably been inspired, patronised and even led by members of RSS/BJP. It is unacceptable that the kind of hype over cow slaughter and issues related to it have found expression in vigilantism at the hands of criminal elements. President Pranab Muherjee on June 1, raised the matter of the spate in violent lynching across the country. He was speaking at the launch of publication National Herald’s commemorative edition and new website. The president has asked all right thinking Indians if they are vigilant enough to protect the nation’s basic tenets of justice and freedom against vigilantism? The cow mania has been criticised by personalities across the nation who feel that cow protection has overtaken serious concerns over women protection. Prime Minister Narendra Modi has to do more than condemn vigilantism. He must ask the law to book and punish those taking the lives of citizens over cow protection.

DailyDevotion The Conditions of Discipleship If anyone comes to Me and does not hate his father and mother, wife and children, brothers and sisters, yes, and his own life also….And whoever does not bear his cross and come after Me….So likewise, whoever of you does not forsake all that he has cannot be My disciple. —Luke 14:26-27, 33 If the closest relationships of a disciple’s life conflict with the claims of Jesus Christ, then our Lord requires instant obedience to Himself. Discipleship means personal, passionate devotion to a Person— our Lord Jesus Christ. There is a vast difference between devotion to a person and devotion to principles or to a cause. Our Lord never proclaimed a cause— He proclaimed personal devotion to Himself. To be a disciple is to be a devoted bondservant motivated by love for the Lord Jesus. Many of us who call ourselves Christians are not truly devoted to Jesus Christ. No one on earth has this passionate love for the Lord Jesus unless the Holy Spirit has given it to him. We may admire, respect, and revere Him, but we cannot love Him on our own. The only One who truly loves the Lord Jesus is the Holy Spirit, and it is He who has “poured out in our hearts” the very “love of God” (Romans 5:5). Whenever the Holy Spirit sees an opportunity to glorify Jesus through you, He will take your entire being and set you ablaze with glowing devotion to Jesus Christ. The Christian life is a life characterized by true and spontaneous creativity. Consequently, a disciple is subject to the same charge that was leveled against Jesus Christ, namely, the charge of inconsistency. But Jesus Christ was always consistent in His relationship to God, and a Christian must be consistent in his relationship to the life of the Son of God in him, not consistent to strict, unyielding doctrines. People pour themselves into their own doctrines, and God has to blast them out of their preconceived ideas before they can become devoted to Jesus Christ

Let great GST roll out begin the end of barriers “I ndia’s internal trade GDP ratio at about 54 percent is comparable to that in other large countries. India for nearly 70 years has affirmed and reaffirmed political “idea of India’, is de facto and de jure one economic India”, observed Economic Survey 2016-17. “The inter-sate trade is 1.7 times larger than the country’s international trade of 32 percent of GDP”. India’s trade profile is thus more similar to that of China at 1.6 times its international trade but less than the US whose internal trade is 2.5 times its international. The observation is significant on the eve of the ceremonial launch of Goods and Services Tax (GST) from the Central Hall of Parliament House. It means Indians have ingenuity and passion in integrating the country. Language or the political regionalism is not a barrier in internal trade expansion. Despite many hurdles more bureaucratic or rule-based the integration is amazing, the Survey notes. It has come down heavily on impediments on truck movements on state borders “with their drivers haggling for official clearances or subject to extortion”. The

GST possibly is not addressing these issues as of now. It may gradually pave the way for smoother movement. But the new GST – one national tax with four different components or taxes – is ignoring it. Ideally, it should have done away with highway and other tolls (municipal etc) despite multiplicity of road, parking and fuel cess on transport movement. “The consequent damages to trade and economic activity too have been extensively catalogued”, the Survey notes. This is despite the fact the Indian society is extremely mobile, a dream of father of the Constitution, Dr B R Ambedkar, for conveying a change. But the costs of movement are about twice as great. The Survey attributes it to the current indirect taxes. It, however, does not refer to the inter-distirct police barriers and jumbling of vehicles at inter-city borders due to tolls levied by local bodies. The GST presently is not addressing the issue apparently. The Survey hopes that the GST “by ironing out oddities may normalize inter-state trade”. According to a recent report published by Transport Corporation of India (TCI) and IIM-K, such de-

lays impose transaction costs of over Rs I lakh crore ($21 billion) annually on India’s businesses. In addition, it increases average transit times and makes supply chains inefficient. Enabling seamless m o ve m e n t Shivaji of goods across India is, in fact, is considered to be one of the most important aspects of GST-related reforms. The rules of transportrelated documentation and administrative procedures for checking and inspection of trucks, though usually unnecessary and often severe duplication, so far has not received attention. The National Highway Authority of India says that it is digitalizing the toll gates. It conceals the fact that the tolls are additional and unnecessary tax as already several kind of road taxes are levied on truck, bus and other transport movement. It is an additional cost. Each toll gates, despite supposed electronic control, adds to travel time and creates barriers. With one GST, check posts at state borders need to be completely eliminated. Presently, a plethora of forms are needed to be filled up to satisfy the state road

transport authorities and also pay an additional road tax, in some cases even with a national permit. The system of inspectorate – that thrives of what the Survey notes as extortion – has to be done away with. Apart Sarkar police and RTO posts levy “taxes” amounting to about Rs 28,000 crore a year The GST Network (GSTN) that has already come out with an IT architecture has to broaden it to include the goods movement. Instead of each time demanding a hardcopies of invoice and forms, it should create an automatic ID to end the discretion of inspecting officials. A system of trust has to be built. The official system is based on the concept of mistrust. The human element is missing in it. The distrust apparently is the creation of the not so honest officials so that extortions can go on. Even the GST has to be widened beyond taxes to creating a system of having seamless movement across states. The GST bill has provisions for substantive powers for stoppage and seizure of vehicles, which can be

potentially abused. The nation has witnessed how the local police abuses these provisions leading to lakhs of vehicles being turned into the junks at police stations often just for the reason that someone has not paid the slush money. This is a severe penalty and soar business costs, causes uncertainty and hampers trade. Such clauses should gradually be out the law books so that the business and trade can thrive, jobs are created and the happiness that India aspires for may become real. Yes, that would boom national and state GDP. There is no rationale for holding goods at police posts for non-payment of a small amount of tax. This can be sorted out in ways other than punitive. President of Global Trucks Anuj Kathuria at the recent zonal conference told media he hoped that tolls and restriction on movement is set to go with GST and goods could move with ease. Such ease of rules has larger benefits. It not only makes movement easier, it also increases demand and boosts manufacturing at all levels including automobiles.

Removal of barriers can help the laggards. The Survey says the so called laggards like UP and Haryana are the manufacturing powerhouses not just Tamilnadu and Gujarat. Uttar Pradesh is a net exporter, and hence competitive in manufacturing. There is a strong correlation between a state’s manufacturing share of state’s GDP (GSDP) and its trade volumes (as percent of GSDP).The manufacturing prowess of states is associated with higher inter-state trade. The fundamentals of India’s provincial trade compare with the best in the world – Canada, European Union and the US. These are governed by the four freedoms – allowing unfettered movement of goods, services, capital and people. India’s internal trade data is understated as it does not include agricultural products. So the road to progress in India is enormous provided the man-made barriers are eliminated. The GST in its present form is not the end. It would be a beginning of the real future reforms. One hopes the dream of one economic India would succeed with it.

Post-mortem

A

Indian political scenario

t present we the Nagas are living under the occupation of India. The Indian systems and cultures have already penetrated into the lives of the Nagas. As such, what is happening in India, whether good or bad, is impacting on the lives of the Nagas. Therefore, it may not be wrong to say something about the political situations in India. The Indian National Congress had ruled India for decades together, only short stints by other parties. In recent times, the UPA led by congress and NDA led by BJP have been in competitive mood. But in 2017 general elections in five states, viz. Punjab, Uttarakhand, Goa, Uttar Pradesh and Manipur had change the political landscape of India. There might be many factors, the main factors were1. The Congress leadership and 2.The difference between Malayam Singh Yadav and son Akhilesh Yadav, the father and son duo. Every Indian understands that U.P is the most populous and most powerful state in India. But why, in the first place, Malayam left U.P. under the care of his son Akhilesh Yadav , after winning the previous election? Instead of holding the state /govt Under his firm grip, he left the fate of his party in particular and India in general into the hands of politically inexperienced and untried person like Akhilish Yadav. Malayam constructed a big bungalow in UP and went to Delhi to built a royal palace. But in his absence the UP bungalow of his was blown away by a strong cyclone. Now, who is Akhilish Yadav ? Akhilesh Yadav is the son of Malayam Singh Yadav who has been one of the tallest figures in UP and in India. Malayam as a father had brought up Akhilesh in the best ways possible. He groomed him to be his successor. He wanted his son to be great. But as per the incidents between the father and the son during the last state general election, we found that Akhilesh had scant respect for his father. He slapped his father on one cheek by not rejecting his main advisors and guides whom his father rejected. And he slapped his father on the other side of the cheek by rejecting the list of candidates prepared by his father as per his readings and experiences. Finally Akhilesh Yadav kicked out his father from the national president of Swamachwati party and he himself occupied the post. It was the most humiliating kick against his father and shameful in modern history of Indian politics. After facing decimation of his party in the last state general election, Akhilesh was talking laughingly to the people as if he felt nothing. He tried to hide shame and remorse in his laughing. He could not understand his experienced father’s suggestion.

He could not understand that in 2014 parliament election the people of UP slipped out of his grip and voted for the BJP candidates which party captured the most of the MP seats in U.P. in which he was the Chief Minister. The other point of consideration is the congress covertly or overtly projecting Rahul Gandhi as Prime Ministerial candidate. Rahul Gandhi as a young person may have many good qualities and capabilities and brave. But it seems he is not a Prime Ministerial material for many of the Indians opposition leaders. The congress leaders have been shouting in support of Rahul Gandhi for the post of Prime Minister of India. But it clearly seems that they have reservations and also the leaders of other alliance partners are sceptics as for Indians age also matters much. There are many senior, veteran and competent leaders in the congress party to be Prime Minister. Why not projecting one of them? Or if they want victory and maintain Federalism and Secularism in India, the congress can project any competent members of the alliance partners just as Lalu Prasad Yadav had done in Bihar who gave a chance to Nitish kumar though his party won more seats than the Nitish’s . But for the BJP it has won the waterloo of Indian politics from the UP in the last election. Now it will be difficult to defeat the BJP easily. Anyway, if the BJP led NDA adopts many drastic policies and strategies antagonising the other political parties and different sections of the Indian society .That may not go well with Indian federalism. If the BJP led NDA wins the 2019 parliament election, who knows India may be broken into pieces. Because, India is not a nation but is British made country. The recent unpleasant remarks against Mahatma Gandhi by Amit Shah, the national president of BJP was very unfortunate. Perhaps Amit Shah was extremely buffed up because of some electoral successor under his leadership. But even if Amit shah lives hundred years or more, he may not be able to attend the stature of Mahatma Gandhi, because Mahatma Gandhi was a humanist. And an Angel of peace. He is internationally recognised and respected figure. Physically Indian may not be so strong, yet many Indians are intellectual giants outwitting many of their country parts around the world. But it is very difficult to teach the Indian common people. Many were dead thousands upon thousands suffered and are suffering because of Prime Minister Modi’s policy of demonetisation. It was said that demonetisation is to check corruption and money hoardings.

But instead the common people suffer and loss in many ways. If a milllioniare losses ten millions but saves two millions he has still opportunities to rise up, but if a poor man losses a few hundreds or thousands he is undone. Likewise, there is no difficulty for the big and rich, but the common people suffer greatly. Many people in Indian and aboard thought that the BJP would be defeated in the last elections because of the demonetisation policy. But on the contrary Indian common people supported the BJP overwhelmingly. India is a land of the Hindus. So whether good or bad, live or dead if the agenda is for Hindus, most of the Indian people go for it. It is a dangerous trend. In Assam Sarbanada Sonowal, a tribal, became the Assam BJP Chief Minister. Many thought that Sonowal, being a tribal, would be good for the tribals and minorities in Assam, but surprisingly Sonowal adopted two child policy, the aim and objective of which maybe to bar the Christians and Muslims from the political field. Because, the Christians, Muslims and tribals generally takes more children. The flip flop position of Bihar Chief Minister, Nitish kumar and some of smaller parties outside the NDA, supporting the BJP led NDA are another points of consideration. They support not in the interest of the Indians as a whole, but they are doing so in their personal and party interests. Again, there are many Prime Minister aspirants in India, like LK Advani, M.M. Joshi, Malayam Singh Yadav, Mayawati, Nitish kumar, Farook Abdullah, Sharad Pawar, Lalu Prasad Yadev etc., Who may not want to allow others to take the chance and that is another hurdle on the way. Banning directly or indirectly, the cattle business and eating of beef is extremely provocative and divisive policy of NDA Hindus. If the people of other religions ban the most important items of food or articles the Hindus used, what they would think and react? There are more than 120 Christian majority countries in the world and there are about 50 Muslim majority countries. But there are only 3 Hindu majority countries in the world, viz India, Nepal, and Mauritius. The Christian and Muslim population accounts for (33% +24%) = 57% of the world population whereas the Hindus consists of only 15% of the world population. So, if serious confrontations arise on the religious lines, how can there be peace in the world?? The Hindus of India must think seriously and the BJP led NDA should respect the sentiments of other religions instead of killing people on the issue of cows and beefs. A. Z. Jami, Naga Nationalist

NSCN/ GPRN (Reformation) recognition Azha of Tikhir region

T

he NSCN/ GPRN ( REFORMATION) has issued a recognition Azha of Tikhir region, stating that, one time popular Tisari region comprising of Sangtam, Yimchungrus, Mukury, Pochury and Tikhir had been gradually dis-integrated caused by various tribes. Even after bifurcation of Sangtam region and Yimchungru region, the said region remained functional on the collective strength of Pochury, Mukury and Tikhir assisted by some small sub- tribes. However, another blow to further dis-integrate one time un- noticeable mighty region after 2015 March NSCN (K) split. Unfortunately, the large part of Mukury fell within the Eastern Nagaland (Myanmar). Now only two smaller tribes, Pochury and Tikhir left to be functioned as Tisari region. But unfortunately in recent time, the former have officially created separate region leaving Tikhir tribe alone in helpless condition. The Naga National Movement started mainly to

safeguard the identity of the Nagas and as such the movement continues thus far. And hence, there is no reason why NSCN/ GPRN (REFORMATION) should not allow Tikhir tribe to function as independent region. The NSCN/ GPRNREFORMATION reposes the tireless approaches of Tikhir people to approve /recognize separate region by acknowledging their difficulties in accommodating in other region (s). However, the NSCN/ GPRN (REFORMATION has no role to determine the jurisdiction coverage of the said region as it has to be functioned in accordance with the history through mutual understanding with neighboring Eastern Naga tribes. It further appeal toTikhir tribe and other neighboring Eastern Naga tribes to refrain from mis- understanding the concept and avoid any form of attitude that may infringe peaceful atmosphere in Eastern Nagaland. ‘Consuming and expecting’

Sir,

This refers to your editorial “Consuming and expecting” (NPJuly 1). GST is the most significant tax reform since independence for what is now Asia’s third largest economy. It is also a potential game-changer as the burden of taxation moves from the state of manufacture to the state of consumption of goods and services. On GST, our PM has rightly said that this is becoming a reality after years of effort, ahead of the roll out of the landmark tax reform measure from July 1. GST is a comprehensive indirect tax levy on manufacture, sale and consumption of goods as well as services at the national level and it will replace all indirect taxes levied on goods and services by the Indian Central and State governments. It will now unify all the indirect taxes under an umbrella and will create a smooth national market. The introduction of Goods and Services Tax (GST) is one of the biggest tax reforms for India. GST is quite different from the existing indirect taxation system in the country. Our PM Modi has rightly said that “GST’s implementation is a “complex” task and suggested that it could be the subject of future case-studies.”Due to dissilient environment of Indian economy, it was the demand of time to implement GST. Goods and Services Tax (GST) is an indirect tax reform which will now remove tax barriers between states and create a single market. Government deserves praise for launching massive media campaign to create awareness, with telephone help lines opened to address public concerns. Consumption and productions of goods and services is undoubtedly increasing and because of multiplicity of taxes in current tax regime administration complexities and compliance cost is also accelerating. Now with the implementation of GST, it will be more simplifier, user -friendly and transparent tax system. No doubt, success of such a major change always depends on its effective implementation and there will be challenges in way of GST implementation the authorities will need more analytical research to resolve the battling issues for a cardinal reform of tax structure in India. BJP, Cong wrangle over mobs lynching people over beef Panaji/New Delhi, Jul 2 (PTI): Under attack over mobs killing those suspected of cow slaughter or eating beef, BJP chief Amit Shah has termed such incidents as “serious”, but claimed more of these happened under the previous governments than the three years of NDA rule. The BJP’s president’s claim provoked a sharp counter offensive from the Congress whose spokesman Randeep Surjewala accused the Modi government of “overtly” supporting the “lynching movement”. Shah also insisted there was “no apprehension or fear” anywhere in the country in the aftermath of such incidents. “I do not want to compare and undermine the current incidents of lynching. I am also serious about it. But there have been more lynching incidents in 2011, 2012 and 2013,” Shah told a gathering of professionals in Goa last evening. “There have been more lynchings each year in the past, compared to the total lynching incidents that have happened during our three-year-long tenure,” the BJP leader said, without elaborating. “Do you know of any such incident where

Randeep Singh Surjewala

arrests have not been made? I do not have any answer to apprehensions. There is no apprehension anywhere in the country,” he said, responding to a question about whether an environment of fear prevailed after mobs beat up people over alleged cow slaughter or beef consumption, often leading to their death. Reacting sharply to Shah’s accusation, the Congress party whose government preceded Modi’s, alleged these incidents had “tacit protection and support” of the BJP dispensation. Surjewala said despite President Pranab Mukherjee showing the “mirror of truth” to the BJP government on incidents of “mob frenzy that have become

irrational and uncontrollable” Shah has chosen to ignore it. “Instead of listening to the conscience keeper of the nation Shah has most shamelessly chosen to ignore the reality of a bizzare yet concerted lynching movement which the government has overtly supported and encouraged in the last few months,” Surjewala said in a statement. “Will Amit Shahji respond to 52 mob violence/ lynchings in past 3 years of BJP Govt?what action was taken?” he said in a tweet. “Mob frenzy & lynching has become the rule under BJP Govt’s watch. Corrective action, not falsification is the way Amit Shahji,” he said in another tweet. Mukherjee has yesterday asked people to be vigilant against the rising trend of mob lynchings which needed to be checked. “We will have to pause and ponder over, and reflect, when we read in newspapers that an individual is being lynched because of some alleged violation of law or not. When mob frenzy becomes so hard and irrational, uncontrollable, we are to pause and reflect ‘are you vigilant enough’?” Mukherjee had said.

Textbook sparks row over mosque depicted as noise pollutant New Delhi, Jul 2 (PTI): An image in a class VI textbook taught in ICSE schools showing a “mosque” as a source of noise pollution has sparked outrage on social media, prompting an apology from the publisher and the promise that the picture would be removed in subsequent editions. The science textbook, published by Selina Publishers, has a chapter on the causes of noise pollution.

The picture, shared widely on social media, shows a train, car, plane and a mosque, all with symbols depicting loud sound, next to a man grimacing and shutting his ears. Netizens have now launched an online petition demanding the book be withdrawn. While ICSE board officials were not available for comment, the publisher has apologised for the im-

age. “This is to inform all concerned that we will be changing the picture in subsequent editions of the book,” publisher Hemant Gupta said on social media sites. Gupta said the diagram on page 202 of its publication, Integrated Science, consisted of “a structure resembling a portion of a fort and other noise producing objects in a noisy city”. “We do apologise if it has hurt the sentiments of anyone,” he said.

Donts-- PSAN has asked participants not to indulge in violence, stating that the protest is purely based peaceful and non-violent methods, not to make abusive and aggressive comments, not to attend the agitation in an inebriated state or consume intoxicants during the programme, not to harass or boo the officers and staffs passing by, not to roam around, to the farthest possible, not to block passersby, footpath, road and traffic passage and not to block the normal functioning of offices.

NPCC renews ‘nepotism’ charge...

(From p-1) NPCC said the dropping of Therie from the cabinet, despite being the main architect of NPF-DAN coming to power in 2003, was the handiwork of some ungrateful people and power mongers in the NPF. It said these elements felt threatened by his popularity, political principles and unwavering commitment on a host of issues concerning the people of Nagaland. In the light of the above, NPCC advised NPF to remember that resorting to attacks on a leader who was solely responsible for giving NPF-DAN a political breakthrough will not have any takers other than exposing their petty mindedness and ungrateful heart.

Designer fluorescent jackets, T-shirts for rail staff New Delhi, Jul 2 (PTI): Customer-facing staff of railways will be sporting designer uniforms complete with fluorescent jackets and black and yellow T-shirts from this festive season in October. About five lakh railway employees comprising on-board staff, TTEs, station masters, guards, drivers and catering personnel will be in new uniforms designed by fashion designer Ritu Beri for the railways. With the Indian Railway logo embossed, half and full sleeve T-shirts in black and yellow combinations have been designed for the front office staff. Another set of T-shirts in white with black border has been created for the catering staff deployed in trains.

Panaji, Jul 1 (PTI): Goa’s lone Rajya Sabha MP Shantaram Naik today said India needs a “full time” defence minister considering the threat perception to the nation from the neighbouring countries. “The threats given by China and the killings of our soldiers on the border with Pakistan demand that India should have a full time defence minister,” the Congress leader said. “Chinese threat is looming large along the Sino-India border. Indians have been denied permission to visit the Kailash M a n s a r ova r ( t h r o u g h Nathu La). China is re-

minding us of the 1962 war,” he said in an e-mail to Prime Minister Narendra Modi. Finance Minister Arun Jaitley took additional charge of the Defence Ministry in March

after incumbent defence minister Manohar Parrikar stepped down to go back to Goa as Chief Minister. “The absence of a full time defence minister, with one bureaucrat, Ajit Doval (the National Security Advisor), running the defence ministry, has further encouraged the Chinese to believe that India cannot do anything beyond empty rhetoric,” he alleged. Naik also criticised the GST rollout celebrations saying, “Your (the Centre’s) focus in celebrating the GST regime and fooling the people, just as the government did during demonetisation, will not help the nation.”

Musicians protest in Darjeeling Hills Darjeeling (WB), Jul 2 (PTI): Bands and solo singers are crooning in support of their demand for a separate Gorkhaland in the streets of Darjeeling. The most renowned band of the hills, Mantra, is one of the bands that is composing songs supporting the Gorkhaland movement. “ We h a v e c o m posed a song in favour of Gorkhaland movement. We feel that song is a powerful weapon both to reach out to the masses and make yourself heard,” Briju Chowdhury, drummer of Mantra, said. “Through these songs we will reach out to the people across the country and create public opinion about Gorkhaland,” Chowdhury told PTI. Mantra was formed in 1999 when six young sing-

Anti-Gorkhaland suppoters take out rally at Sivmandir near Siliguri on Sunday. (PTI)

ers decided to make music their career. “It is injustice if someone beats you up and brands you as a terrorist when you are fighting for your rightful demand in a democratic way. No one has given this right to the state government to treat us like refugees,” he said. “You cannot stop a struggle by using batons and tear gas shells. History

says you can’t just wipe out a movement by using brute force,” another member of the band said. Like Mantra, several small music bands of Darjeeling and Sikkim have also composed songs in favour of Gorkhaland. “We have composed songs but are unable to upload it on social media due to Internet ban. So we are organising small street cor-

ner performances in favour of the separate state and our identity,” said Pranay Chetri, lead vocalist of a band in Kurseong. Solo singers too are doing the same to present their songs supporting the movement as a “fight for the identity of the Gorkhas”. “We respect every religion and community. But others also need to respect ours. I hope these songs will help to strengthen the morale of the foot soldiers of this Gorkhaland movement,” said a singer of Darjeeling. The hills have been on boil since June 8 following the agitation spearheaded by the Gorkha Janmukti Morcha (GJM) demanding Gorkhaland. The agitation has also lead to widespread violence claiming two lives.

No other country accounted for a double-digit percentage share, while others in the top-ten included West Indies, France, Bahamas, Germany, Guernsey, Jersey, Hong Kong and Luxembourg. Indians’ share not even one-hundredth of the total money. India is now ranked 88th with 676 million Swiss francs (about Rs 4,500 crore) -- a record low after falling for three consecutive years amid a continuing clampdown on the suspected black money stashed behind their famed secrecy walls. The share of Indians’ money in the total foreign funds of Swiss banks also fell to 0.04 per cent (from 0.08 per cent in 2015). Pakistan continued to remain placed higher than India at 71st place (although down from 69th in 2015) with about CHF 1.4 billion -- though down to below 0.1 per cent of total foreign money parked with Swiss banks.

SNB’s official figures also do not include the money that Indians, NRIs or others might have in Swiss banks in the names of entities from different countries. There is a view that the Indians alleged to have parked their illicit money in Swiss banks in the past may have shifted the funds to other locations after a global clampdown began on the mighty banking secrecy practices in Switzerland. Swiss banks have also said Indians have “few deposits” in Swiss banks compared to other global financial hubs like Singapore and Hong Kong amid stepped-up efforts to check the black money menace. The total money held in Swiss banks by foreign clients from across the world, incidentally rose by a small margin from 1.41 trillion Swiss francs (CHF) to CHF 1.42 trillion during 2016. In terms of individual countries, the UK accounted for the largest chunk at

It constitutes more than 60 per cent of the total fibre industry”. “After the agricultural industry, the Indian textile industry gives direct employment to millions... In India, 30 million farmers are involved in the production of natural fibres,” he said. Focussing on an urgent need to increase the productivity of cotton with the introduction of high yielding plants, best agronomic practice and innovative technologies, Singh said cotton alone contributed for 50 per cent of apparel use in the 1990s.

Zurich/New Delhi, Jul 2 (PTI): India has slipped to 88th place in terms of money parked by its citizens with Swiss banks, while the UK remains on the top. Also, the money officially held by Indians with banks in Switzerland now accounts for a meagre 0.04 per cent of the total funds kept by all foreign clients in the Swiss banking system, as per an analysis of the latest figures compiled by the SNB (Swiss National Bank) as on 2016-end. India was placed at 75th position in 2015 and at 61st in the year before that, though it used to be among top-50 countries in terms of holdings in Swiss banks till 2007. The country was ranked highest at 37th place in the year 2004. The latest data from Zurich-based SNB comes ahead of a new framework for automatic exchange of information between Switzerland and India to help check the black money menace. The funds, described by SNB as ‘liabilities’ of Swiss banks or ‘amounts due to’ their clients, are the official figures disclosed by the Swiss authorities and do

Presently, PNB’s card base stands at around 5.65 crore. “However, we have excluded those customers who are not using these Maestro debit cards at all with not even a single transaction in a year as making of cards involves cost as well as time,” the official said. As per RBI advisory, existing magnetic stripe only cards need to be replaced with EMV chip and pin based cards by December 31, 2018, irrespective of the validity period of the cards. And from January 31, 2016 onwards, banks are directed to issue only EMV based debit and credit cards. Card re placement is important, keeping in mind digital drive of the government that has led to a drastic rise in debit card usage. “Now, people are taking interest in using debit cards. Young generation definitely use it, but people over 40 years of age are also using it and taking help from children to learn card usage,” the official said.

(It) has linkages to both agriculture and industry. It contributes 10 per cent to India’s manufacturing production,” Naidu said. Union Road Minister Gadkari said a new way of using geo-textile fabrics in road construction was very important and the government and engineering institutions were always ready to encourage and sponsor the amendment in this area. “Geo-textile fabric is a new area, which can help reduce the cost of road construction,” Gadkari said, addressing a session on “Exploring growth potential of

Bhasin also asked bankers not to fear any of the three Cs--CVC, CBI and CAG (Comptroller and Auditor General)-and effectively use all legal means available to them for expeditious recovery of non-performing assets (NPAs). “Banks have various legal means available to them for recovering their overdues from NPA accounts. Kathmandu, Jul 2 (PTI): An earthquake measuring 5.1 on the Richter scale jolted parts of eastern Nepal on Sunday, officials said. According to the National Seismological Centre (NSC), the epicentre was at Bitijor Bagaincha of south-eastern Nepal in Okhaldhunga district. The seismic event was recorded at 7:43 AM. The NSC recorded a significant aftershock of the 2015 Gorkha earthquake, The Himalayan Times reported. The tremor was also felt in adjoining districts and in the Kathmandu Valley. Nepal was hit by a massive 7.8 magnitude earthquake in 2015 that left nearly, 9,000 people dead and as many as 22,000 injured. A mild earthquake measuring 4.7 on the Richter scale was also felt today in northeastern Sylhet region of Bangladesh. However, there was no immediate report of any damage or casualty. Mexico police kill 19 gunmen Mexico City, Jul 2 (IANS): Police in Mexico said they have killed 19 gunmen in a shootout. Five police officers were also injured in the confrontation. Cristobal Castaneda, undersecretary for public security, told the media on Saturday that the police-gunmen clash started on Friday evening, Xinhua news agency reported. Beijing, Jul 2 (IANS): The Chinese state-run media on Sunday urged India to get over its “China anxiety” and said that New Delhi and Beijing, instead of being rivals, “could become cooperative partners”. “Concerns over a rising China have, to some extent, spiralled into a kind of ‘strategic anxiety’ regarding the country among some Indian politicians,” Xinhua news agency said in a commentary. It said the “misleading, unfounded ‘Chinaphobia’ might lead to strategic myopia and hurt India’s own interests”. The commentary said while the Indian decision to boycott the China-proposed Belt and Road Initia-

tive may be understandable, “staying away is not the best choice New Delhi could have made”. “It could have voiced its concerns and opinions on public occasions or in official statements as China is always willing to discuss all problems and possibilities with India on the basis of mutual benefits.” The commentary insisted that though proposed by China, the Belt and Road was not a “Chinese project”. “As many experts and analysts have pointed out, the Belt and Road provides a monumental opportunity for the win-win cooperation between India and China, which are quite complementary economically.”

Dhaka, Jul 2 (PTI): In a setback to former Bangladesh prime minister Khaleda Zia, the Supreme Court today upheld a High Court judgement rejecting her plea for a re-investigation into a graft case against her. With the apex court’s order, all the obstacles have been removed to continue a trial in a lower court against Zia, 71, the chairperson of the opposition Bangladesh Nationalist Party (BNP), which does not have representation in Parliament after boycotting the 2014 general elections. Chief Justice Surendra Kumar Sinha-led fourmember bench of the Appellate Division upheld the High Court’s order rejecting the petition filed by the two-time former prime minister, The Daily Star reported. Zia, through her lawyer AJ Mohammad Ali -- a former attorney general -had sought the Supreme Court’s order for a re-investigation into a portion of the Zia Orphanage graft case against her, the report said. Addis Ababa, Jul 2 (IANS): The African Union (AU) has called upon African countries to speak with one voice as an impetus in the continent’s aspiration to get more representation at the UN Security Council. The call by AU Commission Deputy Chairperson Thomas Kwesi Quartey came as African leaders were expected to adopt proposals for the continent to get two permanent seats at the expanded UN Security Council during their meeting on Monday and Tuesday at the 29th AU summit in Ethiopia’s capital Addis Ababa. “We have noticed that people are beginning to take Africa seriously because of the AU,” Quartey was quoted as saying. “The more Africa is able to put its acts together and the more the continent is able to speak coherently with one voice, the more likely it is that people will be less able to ignore us,” he added. In 2005, Africa established a united position on UN reform, calling for the inclusion of two permanent and five non-permanent seats for African countries on the reformed UNSC and extension of veto powers (should they remain) to new permanent members.

Fisheries Convention is an important moment as we take back control of our fishing policy. It means for the first time in more than 50 years we will be able to decide who can access our waters,” Gove said. He heralded the move as “an historic first step towards building a new domestic fishing policy as we leave the European Union -- one which leads to a more competitive, profitable and sustainable industry for the whole of the UK.” The National Federation of Fishermen’s Organisation in the UK welcomed Gove’s announcement and signalled it would financially benefit the country’s fishing sector, which in 2015 was given an estimated value of 775 million pounds ($1.02 billion). According to official figures, in 2015 the five LFC signatory nations caught around 10,000 tonnes of fish in UK waters, valued at 17 million pounds.

London, Jul 2 (IANS): As part of its withdrawal from the European Union, the British government announced on Sunday that it is to withdraw from a convention that since 1964 has allowed five other countries to fish in its waters. Environment Secretary Michael Gove confirmed his government’s plan to quit the London Fisheries Convention (LFC), a reciprocal arrangement that for the past 53 years has permitted French, Belgian, German, Irish and Dutch fishing fleets access to British waters within six to 12 nautical miles off the UK coast. The driver of the third blew himself up while being pursued, it said, “killing a number of civilians, injuring others, and causing material damage to public and private properties.” An AFP correspondent at Tahrir Square saw extensive damage to nearby buildings. Two bombed-out cars were visible to one side of the square, which was strewn with debris. A woman was crying in an apartment near the site of the attack. Her balcony had collapsed and the living room was a mess of broken glass and shattered masonry, with pictures and

tles that have devastated other major Syrian cities during the country’s sixyear civil war. But dozens of people have been killed in bombings, particularly on the outskirts of the capital. In mid-March, bomb attacks on a courthouse and restaurant in central Damascus killed 32 people. That rare assault in the heart of the city, which remains under government control, was claimed by the Islamic State group. That came days after two explosions that left 74 dead in the capital’s Old City and were claimed by the Tahrir al-Sham coalition led by the jihadist Fateh al-Sham Front. Battlefronts around Damascus have calmed since a May deal that saw opposition fighters withdraw from several neighbourhoods, along with a separate agreement on “de- escalation” zones - including one in a rebel stronghold just outside the capital. Syria’s conflict broke out with anti-government protests in 2011, but has since evolved into a multifront war that has killed more than 320,000 people.

18 killed in Damascus car bombing

BEIRUT/DAMASCUS, Jul 2 (Agencies): A suicide car bomber pursued by security forces blew himself up in eastern Damascus today, with a monitor reporting 18 killed in the deadliest attack to hit the Syrian capital in months. Syrian state media and the Syrian Observatory for Human Rights monitoring group said security forces intercepted three car bombers on their way into the city early on Sunday morning. State television said two of the vehicles were blown up on the outskirts of the city. A third managed to reach the eastern Tahrir Square district, where he was surrounded but able to detonate a bomb. The Observatory, a Britain-based monitor, said 18 people were killed in the bombing, including at least seven members of pro-regime security forces and two civilians. It had not identified the remaining victims. Syrian state news agency SANA quoted an interior ministry statement as saying two of the vehicles had been “destroyed” at a roundabout on the road

Hasaranga bags debut hattrick as SL crush Zimbabwe

Wanidu Hasaranga became only the fifth Sri Lankan bowler to claim an ODI hat-trick.

Sri Lanka bowled out Zimbabwe for 155 and then reached 158-3 in 30.1 overs. Upul Tharanga ended unbeaten on 75. The win relieved pressure on Sri Lanka captain Angelo Mathews after the squad was accused of being unfit by the country’s sports minister. “I wouldn’t call it a clinical performance,” he said. “We still dropped catches.” But Mathews said Sri Lanka’s “attitude

and intensity was superb. We just need to regroup, and it was great effort from the boys.” The captain hailed Sandakan and Hasaranga, two of the three changes made after Zimbabwe tore apart the Sri Lanka bowlers in their six wicket win on Friday. Nineteen-yearold all-rounder Hasaranga bowled only 16 balls but tore through Zimbabwe’s tail. Malcolm Waller hit

Australian players to boycott ‘A’ tour of SA SYDNEY, Jul 2 (Agencies): Australia’s players will boycott an ‘A’ team tour of South Africa later this month unless a new pay deal is struck with Cricket Australia beforehand, the Australian Cricketers’ Association (ACA) said on Sunday. An emergency meeting of players in a Sydney hotel on Sunday decided that those selected for the Australia ‘A’ tour of South Africa would gather in Brisbane on Monday but only travel if a new Memorandum of Understanding (MOU)

was agreed. The previous MOU expired at midnight on Friday, leaving around 230 leading cricketers uncontracted and the fate of future tours in limbo. “They don’t intend to tour but the reality is they don’t fly out of the country until Friday,” ACA chief executive Alistair Nicholson told a news conference after the meeting. “So the players are going to go into camp as planned and hopefully we can make some progress with regards to the MOU. There would need to be a

Besides Ganguly, the committee also has Indian batting legends Sachin Tendulkar and V.V.S Laxman. Virender Sehwag, Tom Moody, Lalchand Rajput, Richard Pybus, Dodda Ganesh, Ravi Shastri and Venkatesh Prasad have applied for the post vacated by Anil Kumble last month.

Mo s c o w, J u l 2 (IANS): Former World Boxing Association (WBA) heavyweight champion Alexander Povetkin of Russia defeated Ukraine’s Andriy Rudenko by a 12round unanimous decision and seized the WBO International and WBA Continental heavyweight titles. The judges awarded the victory to 37-year-old Alexander Povetkin 120109, 120-108, 120-108 at the Luzhniki Stadium here on Saturday night, reports Tass news agency. The bout was nearly stopped in the first round after Andriy Rudenko began complaining of a neck injury. He eventually agreed to box on following consultations with his doctors and the organisers. significant breakthrough on the key issue of the revenue sharing model.” At the heart of the acrimonious dispute is Cricket Australia’s insistence that the two-decadeold model, under which players get a fixed percentage of revenue, should be jettisoned. CA believes the revenue-share model is unfit for modern times and is starving grass-roots cricket of funding, while players say it has underpinned the game’s growth and prosperity over the past 20 years.

Mathews won the toss and put Zimbabwe into bat. Hasaranga replaced Lahiru Madushanka with fast bowler Dushmantha Chameera and Sandakan coming in for Amila Aponso and Akila Dananjaya. Zim ba bwe l oo ke d rocky from the start. Solomon Mire, who scored his maiden one-day century in Friday’s win, was out for zero after facing just five balls. Hamilton Masakadza scored a patient 41 and Waller hit out for his late 38. But Zimbabwe never got to grips with Sri Lanka’s spinners. Zimbabwe could have worries over bowler Tendai Chatara before the third of the five internationals on Thursday in Hambantota. Charata walked off with a suspected knee injury. The two sides will also play a Test during Zimbabwe’s tour.

First cricket coaching centre opened in Dimapur

NCA general secretary Abu Metha, Hokaito Zhimomi, NCA officials and students. (NP)

Staff Reporter

DIMAPUR, JUL 2 (NPN): In a good news for all the cricket lovers in the state, the first ever cricket coaching centre has been opened at Neingulie Memorial High School, Dimapur. The centre was opened by Hokaito Zhimomi, India’s first ever cricketer from the state of Nagaland, christened as “Hokaito Zhimomi Cricket Coaching Centre” with the support from Nagaland Cricket Association (NCA).

The centre was inaugurated by NCA general secretary Abu Metha on Sunday. The centre has also received positive response on the first day as 25 students have enrolled for the coaching. More students are expected to join which will be operational on three days a week (Friday, Saturday and Sunday). Hokaito, who is also the only cricketer from Nagaland to play first-class cricket and currently playing for Assam Cricket team in Ranji Trophy, told media persons that the camp

was for below under-19. He said that coaching will commence after schools hours. He also said that the coaching camp was opened with an objective to groom the young talents. After inaugurating the centre, Abu Metha congratulated Hokaito for his sacrifice for the youngsters in providing opportunity to exhibit their talent. H e r e c a l l e d h ow Hokiato struggled during his early cricketing years with no proper infrastructure but with his hard work and determination,

Chelsea sign Willy Caballero move to Stoke City in May. The Argentine spent three seasons in Manchester after joining from Spanish side Malaga but spent most of his time as number two goalkeeper to first Joe Hart and then last season, to Claudio Bravo. However, Caballero did spend stints between the sticks as first choice as the above mentioned duo suffered from loss of form and were dropped from the starting XI for periods. He faces a tough challenge to usurp Thibaut Courtois as Antonio Conte’s number one and instead has been signed to provide a high level of cover should the Belgian suffer an injury or loss of form. “I am very happy to join the champions of England,” he said. “I am looking forward to meeting the guys and helping the club achieve more success.”

could achieved this far. “If Hokaito with no infrastructure and facilities except with the support of his family, why not Nagas can achieve”, Metha said. He was hopeful that the upcoming cricketers in the state have the calibre to represent the nation team, if moulded and groomed in the right direction. The NCA general secretary therefore, urged upon the parents and all stakeholders to come forward and extend their support. On the other hand, Metha challenged the upcoming cricketers to take the game seriously as it has become a multi-dollar industry, so that they can also become part of it. He said sports was no longer considered as extracurriculum but has become a mainstream in providing employment. However, to achieve in sports, Metha cautioned the youngsters that there was no backdoor but only through “front door” where hard work and determination would be the criteria. The inaugural programme was chaired by NCA joint secretary A Rahman.

Women’s WC: India beat Pakistan by 95 runs Derby, Jul 2 (PTI): Leftarm spinner Ekta Bisht came to the fore with a stellar show as India crushed archrivals Pakistan by 95 runs in a low-scoring encounter to record their third successive victory in the ICC Women’s World Cup here Sunday. India now have six points from three games and are at the top of the table. What looked like a sub-par score turned out to be a challenging one for Pakistani batters, who have never successfully chased more than 134 in a 50-over World Cup game. They were all at sea against Ekta’s arm balls. She removed Ayesha Zafar (1), Sidra Nawaz (0) and Iram Javed (0) in her first four overs to wreak havoc. Pakistan never recovered from that setback. Horn stuns Pacquiao to win WBO welterweight title

Neeraj finishes 5th in Diamond League

London, Jul 2 (Agencies): Former Manchester City goalkeeper Willy Caballero has signed for Premier League champions Chelsea on a free transfer. The 35-year-old was

released from the Etihad Stadium at the end of his contract last month and will replace second choice goalkeeper Asmir Begovic at Stamford Bridge after the Bosnian agreed a deal to

Jeff Horn inflicted the seventh defeat on Manny Pacquiao’s career.

B R I S B A N E , J ul 2 (Agencies): Former schoolteacher Jeff Horn stunned world champion Manny Pacquiao to win the World Boxing Organisation welterweight crown with a unanimous points decision in Brisbane on Sunday. Given no chance by most observers, the 29year-old Horn’s ultra-aggressive style proved too much for Pacquiao, with the three judges scoring the fight 117-111, 115-113 and 115-113 to the Australian after 12 rounds. Pacquiao, 38, is an eight-weight world champion considered one of the greatest fighters of his gen-

eration. His camp had predicted a “short and sweet” win over Horn, a 2012 Australian Olympian. But Horn showed no signs of being overawed by the occasion, taking the fight to the Filipino great from the opening bell. He moved forward relentlessly, not allowing Pacquiao time to find any rhythm. “I feel like he couldn’t get a hold of my gap. I was feinting a lot, trying to upset his rhythm and I think that was working throughout the majority of that fight,” said Horn, who stands three-and-a-half inches (9cm) taller than Pacquiao.

Pacquiao did manage to land some left jabs in the opening rounds to take the early points, but Horn refused to back away and his brawling tactics paid dividends through the middle stages. “He was quick when he put combinations together but I felt controlling the gap made it easier to see the punches coming,” Horn said. “The size difference helped too.” Pacquiao, bleeding profusely from cuts high above both eyes caused by accidental head clashes, launched a savage counterattack in the ninth round and appeared to have Horn

Portugal claim third place in Confederations Cup

NEW DELHI, Jul 2 (PTI): Indian Super League (ISL) side Delhi Dynamos has announced former Real Madrid midfielder Miguel Angel Portugal Vicario as their new coach to succeed Gianluca Zambrotta, who left the club midway his contract. Dynamos have reached an agreement with the Spaniard Miguel to be at the helm of affairs for the forthcoming season in the vacant place left by Zambrotta. “The lion has just walked in! Please #WelcomeCoach @maportugal55 Miguel Angel Portugal to the den. We wish him all the luck!,” the Dynamos said in their official twitter handle with a picture of him and his brief profile. 61-year-old Miguel is a hugely experienced man as a player and as a coach. He earned 27 caps for Real Madrid between 1979 to 1983, winning the La Liga and Spanish Cup in 197980 and the Spanish Cup in 1981-82. He has managed La Liga outfits Racing de Santander and Real Valladolid. Miguel started managing in the mid-90s, returning to Real Madrid to be in charge of its C and B sides. In 1999, he started in the second division with CD Toledo, but was fired after only a couple of months.

Dimapur, Jul 2 (NPN): The Tuluni Open Angling Competition was held on July 1 at Musu Angling Club, Hoito village. Apong of Kohima emerged as the winner of the competition. He received a cash prize of Rs. 50,000. Jongpong, who finished second received Rs. 30,000 while Sujit pocketed Rs. 10,000 by finishing in the third spot. Wati and Bapani Haldar of Kolkata received Rs. 5000 each for finishing fourth and fifth respectively. In other categories with a cash prize of Rs. 5000 each, Hinato got the biggest Catla; Taliakum got the biggest Rohu; Hopson got the biggest Catfish and Alem Aier got the biggest Grass Carp. in trouble with some massive blows that left the Australian staggering. “The ref came over (at the end of the round) and said ‘show me something or I’ll stop the fight’,” Horn said. “I thought, ‘hang on, hold your horses, I’m not that bad, I can keep going for sure’.” Horn recovered and came out strongly in the 10th. “That was just my heart that kept me going,” he said. “He got me with a couple of good shots and I did go backwards more in that round than in any other round in the fight, but I still felt good. But I came back in the 10th 11th and 12th.” Both fighters began to tire in the final stages of a contest fought at a relentless pace, but Horn’s early lead proved too much to peg back as he claimed the biggest win of his career. Pacquiao had been hoping to set up a second big-money showdown with Floyd Mayweather, but it was Horn who called for a fight with the unbeaten American immediately after his win. Pacquiao did not talk to the media after the fight, claiming he needed treatment on his head wounds.

Neeraj Chopra

PARIS, Jul 2 (PTI): Indian javelin thrower Neeraj Chopra finished at a respectable fifth position in a 10-man elite field after producing a best effort of 84.67m at the prestigious Diamond League here on Sunday. The 19-year-old Neeraj, who has a personal best of 86.48m, managed a distance of 84.67m in his third attempt after starting with 79.54m in his first attempt. He threw 81.32m in the second attempt. T h e wo r l d j u n i o r champion, however, managed 78.69m and 79.52m in the next two attemps to settle for a fifth position. Germany’s Johannes Vetter managed a distance of 88.74m to clinch the gold medal, Czech Republic’s Jakub Vadlejch bagged the silver with a persoanl best throw of 88.02m, while Olympic champion Thomas Rohler of Germany finished third with a best effort of 87.23m.

Portugal team celebrate coming third in the FIFA Confederations Cup.

Moscow, Jul 2 (Agencies): Portugal claimed third place in the Confederations Cup with a fiery 2-1 extra-time victory over Mexico in Moscow. The European champions were within seconds of losing in normal time after central defender Luis Neto had put through his own goal after 54 minutes. But Pepe equalised after the clock had ticked past 90 minutes, before Adrien Silva converted from the penalty spot at the end of the first period of extra time. Both sides were reduced to 10 men in the final stages as Portugal defender Nelson Semedo and Mexico substitute Raul Jimenez were dismissed for two bookable offences. Portugal were without their talisman after Cristiano Ronaldo had

been excused duty to see his new twins. And Ronaldo’s presence was sorely missed as Portugal passed up a raft of chances, including missing yet another penalty following their spot-kick misery during the semi-final defeat to Chile. Andre Silva was bundled over by Rafael Marquez’s rash 15th-minute challenge, but the spot kick was only awarded after the Video Assistant Referee (VAR) system showed that contact had been clearly made. Portugal had failed to score in the shoot-out defeat to Chile and a fourth consecutive penalty was missed when Andre Silva’s kick was brilliantly turned aside by Guillermo Ochoa. Mexico’s goal continued to lead a charmed life as stand-in skipper Nani,

Pizzi, Semedo and Gelson Martins all went close to breaking the deadlock. Rui Patricio produced a brilliant one-handed stop to prevent Javier Hernandez from giving Mexico the lead against the run of play after 31 minutes. But Mexico did go ahead in the second half when Neto, making his first appearance in the competition, turned Hernandez’s cross into his own net from six yards out. Carlos Vela should have doubled the lead and secured Mexico’s first-ever win over Portugal in five attempts. It was a costly miss as Pepe swept home Ricardo Quaresma’s cross in the dying seconds and Adrien Silva’s 104th-minute penalty settled the contest after Miguel Layun had handled.

(1/12 in 5 overs) and young Mansi Joshi (2/9 in 6.1 overs) were also on target. Deepti Sharma (1/21) and Harmanpreet Kaur (1/6) were economical as all the batswomen struggled to get going. Opener Nahida Khan (23 off 62 balls) and skipper Sana Mir (29) were the only ones to reach double figures for Pakistan.

Earlier, Indian batters had a disappointing day as they could only manage a paltry 169 for 9 after electing to bat. The Indian innings never gained momentum in their innings once in-form Smriti Mandhana (2) was dismissed cheaply. Worse, skipper Raj (8) and her deputy Harmanpreet Kaur (10) could not also

score too many runs, making it difficult for the other players to accelerate. It was keeper Sushma Verma (33 off 35 balls), who used the long handle to get the team near 170-run mark. Brief scores: India 169-9 (Punam Raut 47, Sushma Verma 33) beat Pakistan 74 (Nahida Khan 23, Sana Mir 15) by 95 runs.

Murray fit for Wimbledon title defence L o nd o n , J ul 2 (Agencies): Andy Murray has confirmed he will defend his men’s singles title after declaring himself fit for Wimbledon. Murray has been battling a hip injury which had raised a question mark over his participation in the tournament. The world No 1 pulled out of two warm-up matches earlier in the week in an attempt to step up his efforts to reach peak fitness. He came through a practice session at Wimbledon on Friday and on Sunday dismissed fears he may have to pull out. “I’ll be fine to play the event and play seven matches,” he said. “Obviously no matches are easy. The last few days have been very good, practice each day has been slightly stopstart preparations but each day I’ve felt better.” “But a little bit like the French Open where maybe I didn’t come in as well-prepared [as I would have liked], I still found a way with each match to feel a bit better and built confidence each day. So I’m hoping that’s the case here.” Two-time Wimbledon winner Murray allayed fears about the potential long-term impact of the

injury, insisting he has been managing the troublesome hip problem throughout his career. “I’ve had hip problems since I was very young,” he said. “It’s not something new to me. “It’s just been very sore the last few weeks and was giving me quite a lot of trouble, moving to certain shots and getting to certain positions. That was why I had to take the break to try to give it a chance to settle down, calm down a bit.” “I spent a lot of time with my physio, doing some extra exercises in my

warm-up, strengthening exercises, a lot of stuff to try to loosen off that area and it’s felt a lot better in the last few days.” Mur ray also confirmed reports he and wife Kim are expecting their second child. Kim gave birth to the couple’s daughter, Sophia, in February last year. “We’re both obviously very happy and looking forward to it,” he added. Murray faces Kazakhstan’s Alexander Bublik at 1pm on Monday, in the opening match on Centre Court.
