KOHIMA, JUL 30 (NPN): A day after the centre issued the nationwide Unlock 3 guidelines, the High Powered Committee (HPC) headed by the chief minister, decided to continue with the current lockdown measures in Nagaland, till August 31, 2020. The centre on Wednesday further extended the process of phased re-opening of activities in Unlock 3, which would come into effect from August 1, 2020. HPC deliberated on the existing lockdown measures and decided to continue with the measures. HPC also reiterated that respective district task force (DTF) on COVID-19 were empowered to take decisions on imposition of stricter or additional lockdown measures as per their assessment of the local conditions in their respective districts. activated to prevent further spreading of the infection. The tally as on July 30 stood at 1,566 cases-- 935 active, 625 recovered and 6 deaths. Out of 6 deaths the Health department said 4 died due to COVID, 1 death (positive) but not due to COVID and 1 death under investigation-- co-morbidities and positive case.

NEW DELHI, JULY 30 (PTI): COVID-19 cases in India crossed the 50,000 mark in a single day for the first time, pushing the virus tally to 15,83,792, while the recoveries went past 10 lakh on Thursday, according to the Union Health Ministry data. The country registered a record increase of 52,123 infections in a span of 24hours, while the death-toll climbed to 34,968 with 775 people succumbing to the disease in a day, the data updated at 8 am showed. There are 5,28,242 active cases of coronavirus infection in the country presently. T h e r e c ove r y r a t e among COVID-19 patients was recorded at 64.44 per cent, while the fatality rate was at 2.21 pc. The total number of confirmed cases also includes foreigners.

NEW DELHI, JUL 30 (PTI): The Supreme Court on Thursday sought response from the Centre on a plea challenging an order to resume the delimitation exercise in Nagaland based on a 2001 census. A bench comprising Chief Justice S A Bobde and Jusitces A S Bopanna and V Ramasubramanian tagged the plea with an earlier petition related to delimitation in neighbouring Assam. The petition sought quashing of the order passed by the centre on February 28, terming it “arbitrary and violative of Article 14 (equality) of the Constitution.” It sought a direction that the delimitation exercise to be conducted based on the 2021 census. The petition sought stay on the February 28 order passed by the Centre till the time matter is decided before the court. Earlier the delimitation exercise was deferred in the state by an order dated February 8, 2008. The petition said that the 2008 order was passed considering the law and order, disturbance to tribal equilibrium, ongoing peace talks etc.

KOHIMA, JUL 30 (NPN): At least ten(10) staff at the chief minister’s residential complex in Kohima tested positive for COVID-19 on Thursday. According to highly placed sources said the ten, that included security personnel and support staff, had tested positive for COVID. Sources informed that the security personnel are sent for sentry duty and were not from the CM’s inner security section. In a tweet, the CM’s Office said that chief minister Neiphiu Rio, as a safety precaution, was under home quarantine while strict adherence to Standard Operating Procedures (SOPs) have been put in place for primary and secondary contacts. Following the detection of positive cases, CMO said that the complex was sanitized and the residential office closed for 48 hours. However, CMO said the CM’s Office at Nagaland civil secretariat was functioning normally with all guidelines.

“The new order is arbitrary since the reasons continue to exist and there is no change in circumstances,” the petition, filed by Chakhesang Public Organisation (CPO) said. It further said that “the object of delimitation would best be served in case the last census i.e. 2011 census figures are made the basis for the delimitation exercise or the census of 2021 which is currently underway.” “State of Nagaland has a unique history of insurgency and is comprised of several tribes having their distinctive language, cultural and customs. It is because of these circumstances that the State of Nagaland enjoys special constitutional guarantee under Article 371A of the Constitution of India. “The impugned order seeking resumption of delimitation exercise based on 2001 census would certainly disturb the tribal equilibrium/demarcations and lead to abrogating their constitutional rights,” it said. COVID-19 review meeting in Wokha DIMAPUR: Wokha DTF held a review meeting at DC conference hall, Wokha on July 29, chaired by deputy commissioner & chairman of Wokha DTF for COVID19 Orenthung Lotha. According to DIPR report, Dr. C.W. Tungoe, CMO, Wokha gave a brief update of COVID-19 status in the district. Pathologist, Dr. Motsuo Memorial Hospital, Wokha suggested for a mobile sample collection van to reduce the chances of transmission. CMO Wokha has been entrusted with the responsibility of assigning a vehicle for the said purpose. Taking into account the surge in COVID19 positive cases in the district, entry of outsiders from other states including construction workers will be restricted for two months and in case of emergency services, they should produce COVID-19 free certificate from the competent authority at designated state entry points. Personnel and labourers of Anusha Project Pvt. Ltd and other companies undertaking developmental projects will be restricted entry into Wokha district for a period of two months. However, for any emergency situation, they may first undergo paid quarantine in Dimapur for 14 (fourteen) days and only upon testing negative for COVID-19 will they be allowed entry into Wokha district. During this initial stage, Atoka said the people of the village were in the process of purchasing fingerlings as in the coming years there is high scope of fish supply to the district markets etc. He also expressed that no financial assistance from the department was received yet, but in 2019 the Land Resources department (LRD) Kiphire distributed some fingerlings to fish farmers. For lack of assistance from Fishery department, he informed that fish famers connect water supply through traditional irrigation and rubber pipe for rearing fish. He also added that the fishery ponds were not protected, whereby otter and birds eat away maximum fishes leading to huge loss of the investment for fish farmers. According to DIPR report, the meeting discussed on alteration of days for passanger of Longleng bound vehicles at Watiyongphang, NagalandAssam gate. In this regard it was decided that the DC & chairman DTF Longleng to write to DC & chairman DTF, Mokokchung to direct stakeholders to alter the days for passage of Longleng bound vehicles at Watiyongphang, Nagaland-Assam Gate to Tuesdays and Fridays instead of the current arrangement Tuesday and Thursday. DTF also deliberated on entry of vehicles carrying commodities (construction commodities exempted) from Assam will be permitted entry to the district only on Fridays. Vehicles bringing essential commodities will however be exempted from this restriction. With regards to arrangement for permitting vehicles to bring commodities from Assam, the house entrusted

Flood situation improves further in Assam GUWAHATI, JUL 30 (PTI): The flood situation in Assam improved further on Thursday though one more person lost his life taking the toll to 108 in the calamity, an official bulletin said. The number of people affected by the deluge in Brahmaputra and its tributaries dropped to 12 lakh in 22 districts, it said. The figure on Wednesday was about 17 lakh in 21 districts, it said. Assam Governor Jagdish Mukhi visited the flood hit Barpeta and Baksa districts, where the overflowing rivers have rendered thousands of people homeless. According to the daily flood report of Assam State Disaster Management Authority (ASDMA) one person drowned in the flood water in Mikirbheta area of Morigaon district on Thursday taking the toll to 108. The toll in the landslides triggered by the flood stood at 26 taking the total number of deaths to 134, it said. Correspondent Shillong, Jul 30: A Meghalaya police constable on Thursday passed away at a quarantine centre in RiBhoi district, but heath authorities said that he didn’t die of COVID-19. “We conducted an antigen test immediately after he died and the test result was negative,” District Health Medical Officer of Ri- Bhoi, Dr. M. Mawrie said over the phone. 54-year-old constable Ajay Baidya from Meghalaya Police’s 1st Battalion passed away at the Mahatma Gandhi University quarantine centre in Khanapara after he complained of stomach ache, vomited blood and later fell unconscious. “The exact cause of his death will be known only after we receive the post mortem report,” the medical official said. Meghalaya Police spokesperson Gabriel Iangrai informed that Constable Baidya had undergone quarantine as he was among the secondary contacts of a positive patient.

Bamboo can be main pillar of medicinal, paper industries, says Jitendra Singh NEW DELHI, JUL 30 (PTI): Union Minister Jitendra Singh said on Thursday that bamboo can be the main pillar of ecological, medicinal, paper and building sectors in India and it can become one of the important components of the country’s post-COVID-19 economy. Chairing a review meeting of the Ministry of Development of North Eastern Region (DoNER), Singh urged the Cane and Bamboo Technology Centre (CBTC) to explore setting up of vocational training and skill development centres for the bamboo sector for its full exploitation, branding, packaging and marketing in India and abroad. The minister for DoNER said that CBTC, in coordination with National Bamboo Mission, will work in this direction to boost the bamboo economy in the northeastern region. Four Covid patients booked for spitting on doctor AGARTALA, JUL 30 (IANS): Four COVID-19 patients were booked after they allegedly abused and spat on a woman doctor at a health facility here, police said on Thursday. A police official said that the four accused, who have recovered from the disease, will be arrested after the completion of their seven-day institutional quarantine period. “Some coronavirus patients last week spat at and aggressively abused West Tripura District Health Surveillance Officer Sangita Chakraborty at a Covid care centre in Agartala when she had gone there on Friday to admit five women who had given birth to babies a day before,” the police officer said. Chakraborty also told the media: “One of the patients rinsed his mouth and spat on my head from the roof of the Covid care centre, forcing me to rush inside the centre.” She said they had reached the care centre with a health department team and police personnel

to admit the new patients when a group of people, men and women, obstructed and falsely claimed that there were no vacant beds in the centre. “When requested by the other doctors and nurses to return to their beds, some of them started agitating using filthy language, spat at me and threatened to touch me and infect me with coronavirus,” the health officer said. Tripura Health and Family Welfare Department Director Radha Debbarma said that the appropriate authority would take stern action against the accused persons. Correspondent IMPHAL, Jul 30: Manipur reported three more COVID-19 related fatality along with soaring number of fresh cases. With the three deaths on Thursday, the COVID-19 related fatality tally in the state rose to four. Three male adults aged 48, 47 and 60 respectively from Leimakhong of Kangpokpi district, Langol of Imphal West and Moijing of Thoubal districts died at RIMS and JNIMS hospitals today. “They expired due to comorbid health conditions and COVID-19,” a report of the COVID-19 Common Control Room on Thursday stated. One of the two COVID19 positive patients who died today at RIMS hospital was a patient under treatment for other chronic diseases and was found infected by COVID during random testing of patients of the hospital after 18 staff, including doctors and nurses, were contracted the virus. The 48-year-old man died around 2.40 am on Thursday. He underwent treatment at the Nephrology

ward of the hospital since June 8 last with chronic kidney disease and lung infections along with others. The other was shifted to the COVID care facility of the hospital after he tested positive for the virus as he was admitted at Shija hospital for medical treatment of his ailment. He was admitted at the Covid care facility on Wednesday and died around 10.30 am on Thursday, official sources said. The third fatality- a 60year-old patient from Thoubal’s Moijing village treating at JNIMS hospital was found infected by COVID19 while being treated in a ward of the hospital. The state reported the first COVID-19 related fatality when a 46-year-old man suffering from chronic disease and also tested positive for the virus during treatment at RIMS hospital died on Wednesday. Meanwhile, 47 new cases (37 males and 10 females) were detected during testing of 783 samples including 49 tested with rapid antigen kits in the last 24 hours (from 6.30 pm of July 29 till 6.30 pm of July 30),

an official report of the state health department said. With the new 47 cases, COVID-19 infection in the state tally rose to 2505 including 829 active cases. Including 19 persons discharged today after recovering from the disease, the recovered tally also rose to 1672. The recovery rate stood at 66.90 percent, a report of the COVID-19 Common Control Room said. Of the 47 positive cases detected today, 18 were security personnel and 15 (two from Thoubal district and 13 from Imphal West district) were suspected cases of local transmission. The remaining 14 positive persons were returnees from other states. The ongoing complete lockdown in Manipur reimposed after the spread of the pandemic in the local and cluster levels started has been extended for another week, that is, till August 6. W

ith seven patients tested COVID-19 positive who died of co-morbidities, while the state health & family welfare department recorded only five in its tally, there is need for serious review of adherence to SOP as well as the entire preparedness. As of July 30,2020 there are 1566 COVID-19 cases recorded in Nagaland. For too long have people believed that COVID-19 was restricted to those returnees and that it was confined within the quarantines. Confirmed COVID-19 cases reported in several colonies in various districts appear to conclusively prove that transmission has gone out of the quarantine facilities and now out there in the open. The vociferous public demand for extension of lockdown in Dimapur and Kohima is a mixture of both misplaced fear and ignorance.In Peren district, which can be considered far-flung like Mon, there had been fears that owing to the mishandling of returnees in quarantine facilities, the virus is gradually spreading rapidly and which has compounded the existing problems faced by the authorities. There have also been fears expressed, that unless there is immediate contact or rapid testing, the virus will spread through community transmission. In fact, the Peren as well as Tuensang episodes reveal how unprepared the state has been in dealing with such a critical challenge. According to a frontline worker, most transmissions within quarantine centres have taken place due to negligence and mishandling. This happened when all returnees were kept together in quarantine facilities before testing. There were some among the returnees who were already asymptomatic and through whom, the virus was transmitted to others. There was a video that went viral where some returnees caused a big scene in protesting against being kept together with some returnees who were reported to be asymptomatic. The other suspicion is that after being overwhelmed with several thousand returnees, those managing the quarantine centres were literally at their wit’s end. The testing was delayed even as swabs of several hundred returnees accumulated since they had to be sent outside the state. The first laboratory –BSL3 became operational only on May 21. Even so, it was still too little as thousands of returnees began arriving back from various states, and many from the ‘Red Zone’ districts where COVID-19 transmission assumed menacing proportions. Faced with restive and near-rebellion in some quarantine centres, authorities were in a way, quite relieved when the situation made them release hundreds of returnees, who had completed the mandatory 14-day quarantine period. This was reported in Peren when some who were asymptomatic were placed together with non-symptomatic and released after the mandatory period without conducting the second mandatory testing. Be that as it may there are over 14,000 who have been released from quarantine centres and how many have been conclusively tested is a matter of debate. Transmissions taking place at several colonies and market places in Nagaland need to be verified since in some cases, it was reported that there had been no travel history or even known source of contact. What is most worrying not only in Nagaland but in states where health sector is in shambles, is that COVID-19 could prove to be the nemesis.

The Office Memorandum was issued “ As per instructions”. The Note to the O.M dated 0707-2020 had defined “Family members shall consist of spouse, sons/daughters, sibling and parents of the Govt.Employee. Relative shall consist of anyone who is directly related to any of the family members of the Govt.employee”. The State Government had enacted The Nagaland Government Servants Conduct Rules, 1968. Rule 2(e), defines the member of the family. The wife or husband but does not include wife or husband separated by a decree or order of a competent court. The right to privacy finds recognition in various international conventions and specially Protection of Human Rights Act, 1993. The privacy of individual recognises an inviolable right to determine how freedom shall be exercised. The integrity of the body and the sanctity of mind can exist on the foundation that each individual possesses an inalienable ability and right

to preserve a private space in which the human personality can develop. Right to privacy is a postulate of human dignity itself. The right to privacy is more than merely a derivative constitutional right but it is the necessary and unavoidable logical entailment of rights guaranteed in the text of the Constitution. The right to privacy is not an absolute right. It is subjected to reasonable restrictions and limitations made by the State to protect legitimate State interests or public interest. The right to privacy must meet the threefold requirement of (i) legality, which postulates the existence of law;(ii) need, defined in terms of legitimate State aim; and (iii) proportionality which ensures a rational nexus between the objects and the mean to achieve them. The legitimate state interest which would permit abridgement of right to privacy by enactment of law. Impact of traditional shifting cultivation in Nagaland

nder the NAFCC (National Adaptation Fund on Climate Change) a project called “Gene pool conversation of indigenous rice varieties under traditional integrated rotational farming system (Jhum optimization) for promoting livelihood and food security as climate change adaptation strategy in Nagaland” is being implemented in five districts. BACKGROUND: The activities under this scheme are being implemented in a project on a convergence manner. An assessment of climate change dynamics related to agriculture suggests that three key features characterizes a climate- smart landscape: climatesmart practices at the field and farm scale; diversity of land user across the landscape to provide resilience; and management of land use interaction at landscape to achieve socioeconomic and ecological impacts. Therefore, for agricultural systems to achieve climate-smart objectives including, improved food security, rural livelihoods and climate change adaptation and mitigation, it is imperative to take up an integrated landscape management approach. The departments envisage taking up this challenges in its vision 2030 by outsourcing the role of soil and water conservation measures in climate smart highland agriculture in collaboration with agriculture and allied departments under the ageis of National Adaptation Fund in Climate Change (NAFFC) INTERVENTIONS: The work components in soil and water conservation interventions in this project are: contour bunding, contour trenching, loose boulder check dams, land levelling and bench terraces, plantation of area specific tree species, application of manure (FYM and green leaf), vermi composting, Jhum sanitation: construction of toilets in jhum areas, agro-forestry: regeneration of forest in fallow lands, farm ponds and water harvesting structures. IMPACT: Changing cropping pattern, erratic rainfall, raising temperature, natural calamities, remoteness, lack of health care facilities, lack of awareness, low income, difficulties in communication & transportation and undulant topography are the major constraints and impacts faced by the local farming communities with regards to risks under climate change. Moreover for centuries many have considered jhum cultivation as a primitive and unsustainable cultivation causing irreparable damage to the soil health. On-farm demonstration and capacity building help them to rely on themselves for livelihood and

economic issues and also adapting to climate change on the grassroot level. All the crops are grown and maintained organically, which yield fresh and high-grade organic produce, the future good of the planet but till the organic certification is made, the ideal economic returns will be laughing. The COVID-19 pandemic indeed is relentlessly precipitated leaving behind in its path a blazing trail of trauma, tremor and terrifying nightmares for many across the state, sounding an alarm that Nagaland is no exception for its invading army of pestilence. It also proved beyond doubt that Coronavirus is non-native to our state. Nonetheless, the abominable hydra monster reared its ugly head by late March 2020. The first case of Corona positive was detected on the test conducted on some returnees by train at Dimapur i.e. 23 march 2020. Thenceforth, the outbreak took an unabated upsurge in positive cases every passing day. Tests were delayed and eventually the quarantine centre became a hotspot for Corona Virus, thus giving birth to its virtual habitat for incubation. It would be costly if not forestalled promptly by strategic measures such as mentoring advocacy for social obligations and practice of pragmatic and proactive lifestyles with utmost restraint from any objectionable activities. An honest approach to defined health guidelines, SOP and other protocols will go a long way to mitigate or address this issue. Any or all updates should be considered beneficial in this respect. NEW DELHI, JUL 30 (PTI): India’s development cooperation with other nations does not come with any conditions and is not influenced by political or commercial considerations, Prime Minister Narendra Modi asserted on Thursday. He also said that India’s approach to development is mainly human-centric and it wants to work for the welfare of humanity. “Our development partnerships reflect the development priorities of our partner nations,” he said. The prime minister was addressing a virtual event of the inauguration of a new Supreme Court building of Mauritius. Modi and Mauritius Prime Minister Pravind Jugnauth jointly inaugurated the new Supreme Court building at Port Louis. The new building in Port Louis is a symbol of our cooperation and shared values, Modi said. “Both India and Mauritius respect our independent judiciaries as important pillars of our democratic systems,” the prime minister observed. Modi said history has taught us that in the name of development partnerships,

NEW DELHI, JUL 30 (PTI): A Delhi cour t Thursday awarded 4-year jail term to ex-Samata Party president Jaya Jaitley and two others for corruption in a 2000-01 case related to a purported defence deal, a lawyer said. Special CBI judge Virender Bhat also awarded a 4-year jail term to Jaitley’s former party colleague Gopal Pacherwal and Major General (rtd) S.P. Murgai in the case, Murgai’s advocate Vikram Panwar said. The court, in an in-camera proceeding, also imposed a fine of Rs 1 lakh each on all three convicts and directed them to surrender before it till 5 PM on Thursday itself. The three were held guilty of corruption and criminal conspiracy in the purported purchase of handheld thermal imagers. The case stemmed from ‘Operation Westend’ sting aired by news portal Tehelka in January 2001. While convicting the three accused, the court had held that they, along with Surender Kumar Surekha (who later turned approver), were party to a criminal conspiracy that took place between December 2000 and January 2001 at Delhi. Govt shifting blame to Raj Bhavan for July 7 memo procedural lapse: Shürhozelie DIMAPUR, JUL 30 (NPN): NPF president Dr Shürhozelie Liezietsu has termed the State government’s clarification on its July 7 directive by trying to shift the blame to governor’s June 24 letter while implementing its own decision as a very serious procedural lapse. Reacting to the government’s clarification on its July 7 memo that required all its employees to furnish information about their families and relatives in underground groups by giving self declaration, the former chief minister in a statement emphasised that the government alone was fully responsible for all its cabinet decisions. He said any government trying to shift blame to others for its own actions would be deemed irresponsible. And if a government became irresponsible, he pointed out that there were provisions for the constitutional head of a State to recommend the matter to the Central government for a decision, which implied he was suggesting President’s rule.

Mentioning that by trying to shift the blame to others for its own decision reflected the political decadence in the State, Liezietsu remarked that it was unfortunate that such action had gone into the record books of Nagaland’s parliamentary history. “This indeed is a clear departure from the normal track of a parliamentary system of governance,” he observed. He said it was very well understood that the government had received a reminder letter from the governor on June 24 regarding seeking details of family members and relatives of the employees in underground groups, which was then taken up by the State cabinet on July 3 under the chairmanship of chief minister and approved it. Thereafter, the chief Secretary had issued the official memo on July 7 in this regard. Following, the sharp reaction of NSCN (I-M) on July 22, the government issued a clarification that claimed that the decision was taken at the behest of Raj Bhavan.

Pointing out that cabinet memoranda were normally prepared based on any urgent matter requiring the decision of the government or prepared based on any proposal or suggestion on public importance given by others, the NPF president explained that when a cabinet meeting is convened, these memoranda are put up for a decision. Stating that all cabinet meetings were normally chaired by the chief minister, he further explained that any cabinet memorandum taken up required serious study of the subject matter by all cabinet ministers. After thorough deliberations, the cabinet gives its decision, which then becomes the government’s decision. Suggestions, proposals or memoranda could come from any quarter but the cabinet, which was the final authority, could either take up or reject them. If any of its decision did not fall in line with the wishes of certain sections of people, the cabinet still remained the final authority to either withdraw or revoke its own decision, he added.

Beijing, Jul 30 (PTI): China’s COVID-19 cases have crossed the 100-mark for the second consecutive day, belying the hopes that the country managed to contain the deadly contagion. The National Health Commission (NHC) on Thursday said that 105 new coronavirus cases, including 102 domestically transmitted ones, were registered in the country on Wednesday, mainly in the Muslim Uygur majority Xinjiang province which reported a sudden spike in cases. The change comes as Ministers were trying to avoid a resurgence of the virus, reports the BBC. U n t i l n ow, t h o s e showing key symptoms - a new continuous cough, a temperature or loss of taste or smell - have had to selfisolate for at least a week. The new advice is in line with World Health Organization guidance. The chief medical officers said the change is “particularly important to protect those who have

been shielding and in advance of the autumn and winter when we may see increased community transmission”. It comes after Prime Minister Boris Johnson warned of signs of a “second wave” of the pandemic in parts of Europe. Speaking to the BBC before the announcement, Health Secretary Matt Hancock said the government wanted to “take a precautionary approach” and “protect people from that wave reaching our shores”. “The government had passed an ordinance that would benefit the Indian spy in Pakistan’s custody,” said leader of Pakistan Peoples Party (PPP) Bilawal Bhutto Zardari. However, Pakistan Foreign Minister Shah Mahmood Qureshi maintained that the “ordinance was promulgated in line with the Inter national Court of Justice (ICJ) decision that required counselor access and right of appeal to the spy”. “India wants to drag us to the ICJ again but we have followed all the instructions of the international court to foil any attempt of India against Pakistan,” he said. But the opposition benches claim that the government is trying to give concession to Jadhav. Till now, Pakistan has offered consular access to India thrice. US failed to recognize COVID19 threat from Europe: CDC

Washington, Jul 30 (IANS): The US has failed to recognize the coronavirus threat from Europe in time, Robert Redfield, Director of the Centers for Disease Control and Prevention (CDC), has said. Since the country’s COVID-19 pandemic broke out, the US has reported over 4.4 million confirmed cases and over 150,000 deaths, reports Xinhua news agency. “The introduction from Europe happened before we realized what was happening,” Redfield said in an interview with ABC News. “By the time we realized (the) Europe threat and shut down travel to Europe, there was probably already two or three weeks of 60,000 people coming back every day from Europe,” he said.

HONG KONG, JUL 30 (AP): At least 12 Hong Kong pro-democracy nominees including prominent activist Joshua Wong were disqualified for September legislative elections, with authorities saying Thursday they failed to uphold the city’s mini-constitution and pledge allegiance to Hong Kong and Beijing. As per the petition, “Jadhav refused to file a petition against his sentence, while New Delhi is also reluctant to avail the facility under the ordinance.” The federation, through the Defence Secretary and the Judge Advocate General (JAG) branch of the General Headquarters (GHQ), has been named party in the petition filed by the Federal Minister of Law and Justice. The move comes after the federal government presented the International Court of Justice (Review and Reconsideration) Ordinance 2020, in relation to Jadhav getting the approval through the National Assembly of Pakistan (Lower House) and is geared up to present it in the Senate (Upper House). New Delhi, Jul 30 (PTI): The National Sports Awards ceremony this year is likely to be delayed by a month or two due to the COVID-19 pandemic but a final decision will be taken only after receiving guidance from the Rashtrapati Bhavan, a Sports Ministry official has said. The National Sports Awards include the Rajiv Gandhi Khel Ratna, the Arjuna, Dronacharya and Dhyanchand honours, conferred every year by the President of India at the Rashtrapati Bhavan on August 29. The ceremony coincides with the birth anniversary of hockey legend Major Dhyan Chand. But this year, it might be delayed due to the pandemic, although a final decision is still awaited. “We haven’t heard anything from the Rashtrapati Bhavan yet. Manchester, Jul 30 (Agencies): Manchester United are growing increasingly confident a deal can be done with Borussia Dortmund for the transfer of Jadon Sancho after cooling interest in Jack Grealish. Discussions for Sancho centre around the transfer fee and structure of payments. It is understood personal terms will not be an issue. Dortmund are holding out for €120m (£109m) for the 20-year-old England international winger but United are unwilling to go that high given the financial hit that they, and many others, have taken during the pandemic. The Ger man club also want in the region of €100m (£90.5m) as an immediate payment and for the deal to be resolved by the time their pre-season training camp in the Swiss spa town of Bad Ragaz begins on August 10.
