GUWAHATI/NEW DELHI, JUL 30 (AGENCIES): A massive Supreme Courtmonitored exercise to identify genuine Indian nationals living in Assam Monday excluded over 40 lakh people from the final draft list, triggering a political slugfest with the opposition alleging that it was the BJP’s “gameplan” to divide the people for electoral gains. The draft NRC was released in Guwahati on Monday by Registrar General of India Shailesh, and NRC State Coordinator Prateek Hajela. Shailesh said out of the 3,29,91,384 applicants, the names of 2,89,83,677 people had figured in the draft. The deficit was of 40,07,707. The NRC authority has not revealed the reason for rejection, citing protection of the individual’s privacy. It just mentioned two categories of people who could not make it to the complete draft as ‘on hold’ and ‘rejected’. The part draft, published on December 31 last year, had the names of 1.9 crore people. Later, the cases of 1.5 lakh people, whose names had figured in it, were kept in abeyance. PAC condemns multiple tax collection by NPGs DIMAPUR, JUL 30 (NPN): After deliberating on the multiple taxations imposed on the public by the Naga political groups, welfare unions/ societies and state government agencies, the Public Action Committee (PAC) under the aegis of Naga Council Dimapur (NCD) on July 26, 2018 has vehemently condemned the activities of Naga political groups serving demand notes and intimidating the business community within Dimapur. In a press release, PAC convenor, Vekhosayi Nyekha, and co-convenor, K Ghokheto Chophy, called upon the Naga political groups to stop all such activities immediately and maintain their commitment to refrain from various tax collections “with true spirit and not in words alone.” According to the PAC, the house also resolved that 19 Tribal Hohos, NCD, DUCCF, DCCI, NWHD and Senior Citizens Forum would conduct consultative meeting with their respective members/tribes and deliberate on how to streamline the burden of multiple taxation, syndicates, lease systems and various taxes by Naga political groups, unions/organizations etc. including the state government agencies, which added the burden on the public and affecting the economy. Senior party spokesperson Anand Sharma said there should be no politics over the issue. “The government must immediately call a meeting of leaders of all parties and should inform about the steps it proposes to take,” he said, adding that it would be proper if the meeting is called tomorrow. NCD urges govt Torrential rains wreak havoc in Nagaland to enforce ILP in Dimapur KOHIMA, MON, TUENSANG, PHEK, KIPHIRE WORST AFFECTED DIMAPUR, JUL 30 (NPN): In the wake of the final draft publication of NRC in Assam, the Naga Council Dimapur (NCD) held an executive meeting on July 30, 2018 and resolved that the root cause of recurring number of criminal acts such as rape, looting, extortion, intimidation or rampant taxation and other anti-social activities in Dimapur by illegal migrants was the rampant. NCD has, therefore, urged the state government to immediately enforce inner line permit (ILP) in Dimapur besides installing “border passport control unit/ILP unit” at the earliest in various entry points such as Dimapur railway station, Nagaland gate (Golaghat road, Dillai gate), airport and anywhere deemed required. In a press release, NCD general secretary, Thsapongkyu Sangtam, said the council observed that such “control units” should be complete with all modern detection system/equipments and infrastructure manned by police so as to “protect and preserve Naga identity and not sell it for any other appeasement”.

Rio calls for self-reliant Nagaland Staff Reporter

DIMAPUR, JUL 30 (NPN): Nagaland chief minister Neiphiu Rio has called for a self-reliant Nagaland while lamenting that Nagaland was still solely depended on the Central government 55 years after achieving statehood. Addressing a programme on the occasion of free distribution of tractors provided by NITI Aayog at the Agri Expo, 4th Mile here on Monday, Rio said: “It is high time Nagaland became self-reliant and not a parasite.” Earlier, under the Special Assistance of NITI Aayog instituted on January 1, 2015, tractors with implements were distributed to all 60 Assembly constituencies by the chief minister under GIA/SFA to Local Rural Bodies, areas not included in Part IX and IX A of the constitution. Twelve best performing Village Development Boards (VDBs) were also awarded the Best VDB Award for 2017.

He thanked the Central government for the Special Assistance under NITI Aayog and remarked that similar grants must reach all nook and corner of the State and that it was the responsibility of elected representatives to identify beneficiaries. Urging upon everyone to unite for economic development of Nagaland, he quipped, “While in politics there is a ruling party and opposition, there is no ruling party and opposition in economic development.”

Millions of unborn girls killed in womb, yet just 2735 cases till date NEW DELHI, JUL 30 (AGENCIES): India’s sex ratio at birth for children born in the last five years is 919 girls per 1000 boys against the “ideal” of 950. Yet, less than 3000 cases have been filed for sex selective abortions, show data available with the health ministry. This means millions of unborn girls have been killed since the Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act, 1994 came into force but law enforcement has dismally failed these babies. According to Medi Bulletin report, till March 2018, 2735 cases have been filed under the Act that penalises sex selective abortions with imprisonment and lays down stringent norms for medical equipment registration to prevent their misuse. Of these cases, maximum 679

have been filed in Rajasthan, followed by Maharashtra (580) and Haryana (265). Two states– Rajasthan and Haryana, ironically have some of the worst sex ratios at birth in the 0-5 years age group. In Rajasthan there are 887 girls aged 0-5 years for every 1000 boys and in Haryana there are 836 girls for every 1000 boys. Maharashtra though has a sex ratio at birth in the 0-5 years age group that, at 924, is higher than national average. The Act lays down that any medical geneticist, gynecologist, medical practitioner or any person who contravenes any of the provisions of the Act shall be punishable with imprisonment for a term which may extend to three years and with fine. According to the health ministry data, no cases have

been filed in the northeastern states of Sikkim, Arunachal Pradesh, Manipur, Meghalaya, Mizoram and Nagaland. Health ministry officials say that it is possible that the matriarchal societal setup in these states precludes female foeticide. Data from the National Family Health Survey 4 though say a different story. At 946 girls per 1000 boys, sex ratio in the 0-5 years age group in Mizoram is down from 1025 where it stood ten years ago. In Manipur it is down from 1014 in NFHS-3 to 962. In Nagaland it is down to 956 from 984 and in Sikkim it is down from 984 to 809. Only Meghalaya has shown an upward trend. Sex ratio at birth for children born in the last five years (females per 1,000 males) rose in 2015-16 to 1,009 from 907 a decade ago.

5 minors drown, 2 bodies recovered Staff Reporter

DIMAPUR, JUL 30 (NPN): Bodies of two of the five boys, who had gone missing since Sunday after they had reportedly gone for swimming at Tsutha river under Zunheboto district, have been recovered while the three other boys were still missing. On Monday, bodies of two boys identified as Hoshito and Obed, both class V students of Eden Boarding School, were recovered, SP Zunheboto told Nagaland Post. Assisted by villagers, district administration and police recovered the bodies around 7 to 10 km from the spot where they were suspected to have drowned. KOHIMA, JUL 30 (NPN): Several parts of Nagaland have been hit by devastating landslides and mudslides following heavy downpour for the last few days causing severe damage to roads, houses, and fields. In the state capital alone, seven to eight roads have been affected and several houses damaged by landslides and mudslides. With the state capital remaining virtually cut off due to landslides at several places caused by incessant rains for the past few days, chief secretary Temjen Toy directed all technical officials to be on the road to clear the blockages. Considering the emergency nature of the task at hand, all resources have been mobilised and all available manpower would be on the ground to ensure that traffic was not disturbed. Addressing media persons at CS conference hall here on Monday afternoon after a review meeting, the chief secretary admitted that there had been some lapse on the part of the agencies responsible for maintenance of the roads, even as he held irresponsible behaviour on the part of certain citizens that led to the current fiasco. Toy, however, assured the media that every step was being taken to ensure that adequate quantity of essential commodities and fuel reached Kohima, adding that educational institutions and government offices were not affected. He further said that the current situation was reviewed with school education department and it was found not necessary to suspend classes, even as he added that he expected all major affected roads in the State Capital to become functional soon. Asserting that all culverts and drainages would be cleared, the chief secretary also appealed to the public to refrain from littering to avoid blockages in drains and culverts, leading to subsidence and landslides. NSDMA issues weather alerts DIMAPUR, JUL 30 (NPN): Nagaland State Disaster Management Authority (NSDMA) Monday issued weather warning predicting moderate to heavy rainfall accompanied by thunderstorm and moderate lightning at many places in Phek, Tuensang (Noklak), Kiphire, Wokha (Bhandari), Kohima, Zunheboto, Mokokchung and Longleng on July 31, 2018. In the wake of extreme weather conditions, the public have been advised to refrain from going to vulnerable spots like landslide-prone areas and avoid movement and overnight stay beside river banks. Further, the public have been advised to be cautious during lightning and thunderstorms. Artificial dam: NSDMA has also cautioned that due to landslide on the upstream of Sidzu River above Chakabama-Pfutsero Bridge, an artificial dam has been formed and accumulating huge water body posing serious threat to safety of life and properties on the downstream. NSDMA secretary, Rovilato Mor, has written to the deputy commissioner & chairman District Disaster Management Authority of Kohima, Phek, Wokha, Mokokchung and Zunheboto, to issue high alert to residents of Sidzu/Doyang River and farmers, vehicular passengers to avoid the river banks on the downstream of Pfutsero-Chakabama road. Kohima traffic advisory DIMAPUR, JUL 30 (NPN): Due to the sinking of road near Soul Harvest Church, Daklane and New Secretariat road near Sanuoru bridge, Kohima traffic police has issued traffic advisory. PRO Kohima police informed that one way traffic for light vehicles from NHAK Junction (Entry Point) to Census/ Pezielietsei (Tinpatti) Junction (Exit) will be enforced from 6 a.m. to 2 p.m. From 2 p.m. to 7 p.m., one way traffic for light vehicles from Census/Pezielietsei (Tinpatti) Junction (Entry Point) to NHAK Junction (Exit). Further, vehicles going towards New Secretariat have been advised to take Tinpatti–Don Bosco–Billy Graham road and those coming towards town areas are advised to take Secretariat– Billy Graham–Don Bosco via Kitsubozou. TSUD appeals for buses in Dimapur DIMAPUR: Tenyimi Students’ Union Dimapur (TSUD), on July 30, submitted an application to district transport officer (DTO) asking that the introduction of buses in Dimapur district be expedited. TSUD in a press release by president, Azo Wetsah and information & publicity secretary, Asin Rengma stated that in the appeal to DTO Dimapur, the union pointed out the escalation of auto fares due to hike in petrol/diesel causing untold misery to students and the public alike. TSUD also stated that ETA Regional Transport Authority gave the assurance that all legalities and project framework have been worked out and as soon as the buses were available they would implement the service.

Assam Rifles denies raid reports, NTC appeals DIMAPUR: Reacting to the condemnations of an alleged Assam Rifles raid published in local dailies recently, the Assam Rifles has “categorically” denied these reports. A press release from PRO HQ IGAR (N), Maj. L. Vincent Patton stated that on July 26, specific information was received about the presence of suspected UG cadres in Phek town. The release further stated that there was also indication of this group moving to Kohima to carry out a spectacular attack against security forces. Based on this information, a column moved from Phek Battalion of Assam Rifles to the intended area. However, on final confirmation prior to launch of operations, it was

established that the input received was not reliable and was likely to be false. Accordingly, the column thereafter returned without any search/entry to any house/premises, the release claimed. Assam Rifles reiterated that its personnel did not enter the house of T.H Rhakho, ‘SS C-in-C’ of Naga Army. The PRO further said that the allegations leveled in the condemnation published on July 30 were malicious and a deliberate attempt to tarnish the image of Assam Rifles. “Assam Rifles abides by the spirit of Ceasefire and upholds Human Rights” it stated. Meanwhile, the Nagaland Tribes Council (NTC) has, once again, appealed to all concerned to give due importance to the ongoing political process and avoid any provocative action under any circumstances which may jeopardize the peaceful atmosphere for smooth conduct of peaceful talk. According to the report, On July 17, Dimapur police apprehended one Atoka Awomi (18 yrs) “pvt” NSCN (I-M), S/O- Khutovi Awomi, P/Add- Thilixu Village, Dimapur, while collecting tax from truck drivers at Singrijan road, Selouphe Junction Bazar. Rs 2000 cash was seized from his possession. Dimapur Police also apprehended one Khanito (28 yrs) member of NSCN (I-M) on July 20, from Army Supply Road Dimapur for extorting money. Rs. 7880 cash was seized from his possession. On July 21, at around 2:30 a.m, Dimapur Police apprehended one Khekivi Aye (31 yrs), sectional officer of FGN R/O- Niuland, Dimapur, while demanding money from Nagaland Sofa Centre located at Church Road Dimapur. Again on July 23, Dimapur Police apprehended one Shikavi Yepthomi (32 yrs), V/O- Khehokhu, PO/ PS- DPR, Dist- Dimapur, while demanding money from truck drivers in the name of NNC (N/A). Dimapur Police, on July 24, apprehended two persons, Izheto Achumi (34 yrs) khapur of NSCN (I-M),V/O- Nihokhu Village, PS- Niuland, Dimapur; and Vinoka Achumi (27 yrs) V/O- Hovukhu Village, PSNiuland, Dimapur, while demanding money from shops at Blue Hill Area, Dimapur. A .22 pistol along with magazine and four live rounds, eight SP capsules and Rs 650 cash were seized from their possession. On July 25, Dimapur Police apprehended two persons -- Lovika Ayemi, a.k.a Kito (27 yrs) V/o.

Also, one Tovika (20 yrs), P/Add- Signal Angami Dimapur, was arrested for illegal gambling in public place at Blue Hill Station Area Dimapur on July 19. On July 16, two persons -- namely, Abdul Nur (28 yrs) S/O Lt. Kuhor Ali, V/O Lahorighat, Dist. Nagaon, Assam; and Manoj Kumar (28 yrs), S/O Ghuran Yadav, V/O Basupati, PO/PS Madhupani, P/Add Thakurbari Colony Dimapur -- were arrested by Dimapur Police while trying to sell one autorickshaw without the knowledge of the owner. On July 17, one Mahindra Scorpio vehicle, silver colour, bearing Reg No. NL031276 was apprehended with 1440 bottles of various brands of IMFL. Two persons -- Neikhoto (28 Yrs) and Malo (22 Yrs) -- were arrested in this connection. With the above mentioned NLPT related arrest, a total of 55 cases has been registered under NLTP Act by the Dimapur Law Enforcement Agency for the period January to July. A total of 96,289 bottles of various brands of IMFL were recovered where six females and 72 males were arrested and forwarded to judicial custody. Cases have been registered for all of the above arrests, under the respective police stations, under relevant sections of the law.

WSKH president, S. Vihuto Yeptho, in a press release, appealed to the concerned authority to let the ban on import of fish continue so that people would be benefited even in the days ahead. It also stated that that all the pisciculture/fishery farms under its jurisdiction belongs to individual local farmers.

Quoting researchers

and other sources, he said: “The perpetrators or offenders in many cases of child abuse are members of the same family or relatives or close friends and neighbours. Authorities should take this issue very seriously.” Gupta, who was the first Chief Justice of Tripura High Court before he was transferred to Chhattisgarh High Court, and later elevated to Supreme Court, said child abuse cases must be dealt with the help of computerisation and the e-court system.

Diphu, Jul 30: Amid the hubbub of the NRC across the state a weird political development is taking shape in Karbi Anglong autonomous district with cases being filed against three Members of Autonomous Council (MAC) of Karbi Anglong Autonomous Council (KAAC). A civil case has been filed against Madhurja Dhekial Phukan an elected MAC from Bokajan constituency by Pranjan Kro in the court of Chief Judicial Magistrate, Diphu challenging the legality of him contesting the election in Karbi Anglong Autonomous Council being a non sixth scheduled person. Similarly one Chandra Teron has filed a case against Mukut Mahanta, another elected MAC from Deopani constituency. On the other hand, D. Dera has filed a Public Interest Litigation (PIL) against Pawan Kumar, yet another elected MAC from Kapali constituency in Guwahati High Court on comparable ground challenging his legitimacy of contesting election in Karbi Anglong autonomous district being a non sixth scheduled person.

It may be mentioned here that the MAC seats of the Karbi Anglong Autonomous Council are not reserved unlike the MLA or the MP seats and several non sixth scheduled persons were elected to the Karbi Anglong Autonomous Council since 1952 from communities like Assamese, the Tea Tribe, Hindi speaking community, Bodos etc. The whole issue which is inviting annoyance from the bulk of the non sixth scheduled population of the district is been fuelled by another issue -- the demand of excluding the names of non tribal people, by a conglomeration of 24 plus organizations, from the voters list of Karbi Anglong autonomous Council who settled in the district after 1952. The organizations put forth their demand last year just before the Karbi Anglong Autonomous Council elections. They also demanded that the electoral list and several rules and acts of the council should be primed by the council authority and necessary amendment of the council’s constitution must be made by the council authority to accommodate their various stipulations.

In all, there were 52 cases of fake encounter killings but the number came down to 41 as there was some duplication. The CBI SIT has completed probe only in 7 cases so far. The CBI Director told the Bench that investigation into 20 more cases will be completed by the end of December. The Supreme Court had in July 2017 directed a CBI probe into alleged extra-judicial killings by Army, Assam Rifles and Manipur Police in the insurgency-hit State. It had asked the CBI Director to appoint an SIT to conduct the probe into the alleged killings. The order had come on a PIL seeking probe and compensation in the alleged 1,528 extra-judicial killings in Manipur between 2000 and 2012 by security forces. On behalf of the PIL petitioner, senior advocate Colin Gonsalves had on the last date requested the court to disband the CBI SIT as it was not doing its duty. He wanted the Bench to appoint an SIT of its own to take over the probe into all the cases of extra-judicial killings in Manipur.

Guwahati, Jul 30 (PTI): Assam Chief Minister Sarbananda Sonowal said today that no one should spread misinformation on the publication of the final draft of the National Register of Citizens (NRC). The much-anticipated second and final draft of the NRC with 2.89 crore names out of the total 3.29 crore applicants was published around 10 am. “No one should spread misinformation. No one should also give any importance to misinformation,” Sonowal said, when asked about his West Bengal counterpart Mamata Banerjee’s concern over the exclusion of around 40.07 lakh applicants from the NRC. “A government is there in Assam to look after people’s interest. You have seen all are living here with unity and honour,” he added. The process of publishing the final draft was carried out in cooperation with the Registrar General of India, along with the central and the state government officials, under the direct supervision of the Supreme Court, the chief minister said. “Assam is a very peaceful state. New Delhi, Jul 30 (Agencies): CBI Director Alok Kumar Verma on Monday told the Supreme Court that the agency had filed two charge sheets against 15 security personnel in connection with fake encounter killings and 14 of them had been charged with murder, criminal conspiracy and destruction of evidence, The Tribune reported. Verma, who was summoned by the top court to explain the delay in implementing the court’s order, told a bench headed by Justice Madan B Lokur that five more charge sheets/ final reports would be filed by the end of August. The bench-which also included Justice UU Lalitgrilled him on various aspects of CBI Manual that provides for almost seven layers of scrutiny before a charge sheet was filed in a case. The agency had maintained that it was simply following its Manual and that was one of the major reasons of the delay. IMPHAL, Jul 30: Manipur government has intensified patrolling in the inter-state border and all entry check-posts, particularly in Jiribam district bordering Assam, in view of the publication of final draft of the National Register of Citizens (NRC). Informing that appropriate security measures were being taken up to check influx of illegal migrants, chief minister N Biren Singh said patrolling along the inter-state border in Jiribam has been intensified for the last few days. In an interview to a local TV network on Monday, he said there was possibility of people entering into the state who were not listed in the final NRC draft. Additional state force has been deployed to assist the police in the district, he said. RM Singh likely to be next DGP of M’laya Guwahati, Jul 30 (Agencies): Rajeev Mohan Singh, a 1984batch IPS officer of the Assam-Meghalaya cadre is likely to be appointed as the next Director-General of Police (DGP) of Meghalaya, Northeast Now reported. Official sources said Singh, who is at present posted as the Special DGP (Border) in Assam Police, will replace SB Singh, who tendered his resignation following appointment of Kulbir Krishan as the Security Adviser to the Chief Minister. Despite being the senior-most IPS officer in Assam Police, Singh was not selected as the DGP after retirement of Mukesh Sahay. The BJP-led government in Assam decided to appoint Kuladhar Saikia, an officer one batch junior to Singh as the DGP.

He viewed that even while Arunachal Pradesh has no connection with the NRC exercise being done in the neighboring state, the state should remain prepared for any eventuality.

Getting it right

t is not a consolation for Nagaland to be bracketed with both Manipur and Meghalaya as being the last among best governed states but looking at it more closely, Meghalaya should be holding the highest position followed by Manipur then Nagaland. It is based on 10 themes, 30 focus subjects and 100 indicators, relying solely upon government data. The Index covers wide range of themes such as support to human development, social protection, essential infrastructure, women and children, crime, law and order, delivery of justice, transparency and accountability, environmental, fiscal management and economic freedom. The small states notably like Nagaland, Manipur, Mizoram, Meghalaya, Arunachal Pradesh, Tripura and Sikkim are considered economically weak. It can also mean that the poor governance in absolute terms could also reflect low levels of development. There is definitely a co-relation between economic growth and governance and the latter plays an overall important role. Some states which have very little natural assets , recognised as potentially advantageous, can still overcome the natural deficits through good governance. This is exemplified by Mizoram, a land-locked state which has overcome various constraints through good governance. The recent ranking has also indicated that other factors that are advantageous for economic prosperity may not reflect in the growth such as Nagaland, Manipur and Meghalaya( which are at the bottom of the PAI. Thus Mizoram is ranked higher than either Meghalaya or Manipur including Nagaland mainly because it has been more successful in providing all the ingredients needed to fulfil the criteria of better governed then the above named states. Even among the least governed among small states- Meghalaya is much better than Nagaland or Manipur in terms of economic growth and government services provided to its citizens. In fact, it may be added, that corruption in Meghalaya is the least among the three states and far below that of Manipur and Nagaland. In a way, the index of corruption should be considered as a crucial factor to grade governance. If one were to look at the investments in the region, after Assam, it is Meghalaya that has been successful in attracting investors from outside. When law and order as well as transparency and accountability act like blinkers within the system, it promotes investor confidence. It would be interesting to also note ,that states like Kerala top the list as best governed state ,according to Public Affairs Index (PAI) 2018. This is followed by Tamil Nadu in second place .Kerala has topped PAI as the best-governed state for the third consecutive year since 2016 among large states. Himachal Pradesh topped the list followed by Goa, Mizoram, Sikkim and Tripura. 2018 PAI also included separate index on children of India, giving measure of how child-friendly each of the states are. In this category of providing better living conditions for all children, Kerala, Himachal Pradesh and Mizoram top the index. Whether it is transparency and accountability, issues of life expectancy, poverty reduction, health, nutrition etc., the empirical fact is that despite so many schemes funded by the Centre, Nagaland has failed to deliver on the basics for its citizens. Good governance depends on political governance and this impacts economic governance. Governance is not about grabbing power but a definite vision to empower the citizens with guarantee that they get what they deserve.

The forest department refused to help saying there was no law to confiscate foreign monkeys or arrest the owners. These smugglers will continue to display these severely endangered monkeys till I find a way to shut them down. Last month a “pet fair” took place in Pune. It displayed exotic birds, fish and pedigreed dogs. It had no permissions and yet the police and the forest department took no action. Why? Because they claim there is no law that protects foreign species in India. The smugglers who ran the fair looked on smugly as animal activists cried themselves hoarse. The new Chairman of the Animal Welfare Board had given them permission – which has never been given before – to hold the “exhibition”. As long as they did not sell foreign animals they could display them. So they secretly sold the animals in black. Three months ago a person’s house was raided in Bangalore. He was found with three ball pythons. The forest department refused to register a case saying there was no law which covered foreign snakes. The man absconded with the snakes and released them in the open, while the inspectors were still arguing. So, now you have exotic snakes in the wilds in Bangalore. In Uttar Pradesh a man recently died of snake bite – from an African pit viper brought illegally into this country as a pet and then released when the owner

got bored. Go to a normal illegal petshop – illegal because no shops in this country are licensed to sell animals. You will find dozens of exotic species. From macaws to snakes and snails and spiders. Look at the Net – hundreds of exotic fish, birds, animals, are for sale. Macaws from Bolivia, Argentina and Mexico, fish and turtles from all over the world, fox squirrels, ferrets, frogs, snakes, sharks, monkeys, lizards and iguanas. One businessman in Chennai was found with two chimpanzees in his garage. How did these get into India? There is a direct nexus between smugglers and our Indian customs departments. They come in containers from Singapore and pass easily through customs at the ports, specially Kolkata, Mumbai and Chennai. The smaller animals come even through airports. Bangalore is notorious for its customs officers. One woman officer from the Northeast was caught running an illegal smuggling ring herself, in which her partner would go to Thailand, pick up animals and bring them in, on the days she was on duty. After I complained, she was removed from there but still holds her job somewhere and is probably doing the same thing. All these exotic species, that are smuggled into India, are endangered species of which there are only a few thousand left. They are banned for capture in their own countries and are on the

prohibited list of CITES. The International Union for Conservation of Nature ( IUCN) lists all of them as endangered species. The Military Macaw is found only in a few miles of forest between Argentina and Mexico. Even the Lovebirds are little parrots brought in from Australia. They die en route in the thousands. The rest last less than a year, as they cannot take any temperature variations and no form of cold. Yet you continue to buy them. Australia has put them on the endangered species list and no one in that country can buy them. But China and India are swallowing them wholesale. Some buy to keep them for a few months till they die . Others buy out of pity and “release” them. Thousands of miles away from home, they die in foreign skies. According to a correspondent who posed as a buyer in 2013 : In Mumbai, Mausam Patel’s Baba Aquarium proudly sells soft-shelled turtles. “This is imported from China. We can ship them to any part of India” he said. This turtle pair costs Rs. 4,000. When asked about legalities of importing these turtles, he said, “Importing requires permission. That we have ways to deal with. Once they reach India, There’s no

problem.” S.Siva, has posted more than 40 different types of macaws on his website for sale. Some of them include Yellow Collar macaw, Scarlet Blue Gold and Blue Gold macaws. “Each pair of macaws costs 2 lakh. While openly advertised, the trade is entirely in black.” A reporter from The Sunday Guardian recently contacted an online seller who openly displayed pictures of exotic wild animals - iguanas, chameleons, snakes, monitor lizards, spiders - and guaranteed home delivery after half payment. In fact, if you joined his club, you would get one exotic wild animal every month. The price of an iguana is about Rs 18,000, while a Tarantula costs Rs 16,000. Chameleons are sold at a price of Rs 12,000. The Zoological Survey of India, the Central Zoo Authority, the wildlife department of each state, the Wildlife Crime Control Bureau, sit by and watch silently. No action is taken on this massive criminal activity because the Ministry for Environment and Forests will not make rules. In Delhi, the Capital of India where all the lawmakers live, you can get anything easily. We have one Chief Wildlife Warden whose entire office consists of two inspectors and none of them will stir out of their offices no matter what the crisis. I can pick up any exotic species I want – from Tarantula spiders, black squirrels, rattlesnakes from the American desert, any kind of wild cat, turtle or emu. The NSCN does not wish to interfere in the internal matter of the Zeliangrong community. The then warring Zeliangrong United front (ZUF) factions in May, 2018 held a meeting in the presence of ZB (AMN) & AZSU (AMN) for reconciliation of the two groups that led to the signing of a cease fire between the two ZUF factions and to oppose the Framework Agreement in their own wisdom. After some few

days, they elected Mr. Raitu Chawang, the former ZB (AMN) President as the new Chairman of the ZUF. The ZUF & the ZB (AMN), ZYF (AMN) & AZSU (AMN) who work in collusion with one another are very apprehensive & therefore, hell bent on maligning the image of the NSCN & sabotage the Indo-Naga peace process. The Nagas are left to wonder how the ZB (AMN) could be so concern about the welfare of Zeliangrong people in the event of Indo-Naga solution by submitting a memorandum to the most Hon’ble Ato Kilonser on May 16, 2018 & at the same time propagate a unified Zeliangrong homeland with the ZUF. The ZUF declared on May 3, 2018 demanding a separate homeland for Zeliangrong people & the ZB (AMN) on June 29, 2018 resolved to demand a Zeliangrong homeland again, as released to the media. The ZUF & ZB (AMN) are the two sides of the same coin. Therefore, after thorough deliberation, the august house of the Joint Council of the Steering Committee, Kilonsers & Heads of the Departments unanimously derecognized the following three Zeliangrong organizations with immediate effect basing on the following

reasons: 1. For challenging the Yaruiwo’s Order of 2011 2. For demanding separate homeland of the Zeliangrong people in collaboration with the Zeliangrong United Front (ZUF) 3. And the allegation of threat on the life of the leaders of these three organizations & attempt to break up the unity of the Zeliangrong community leveled by the ZB (AMN) at the Ministry of Home Affair’s office, Government of India & to the media is totally baseless, unwarranted & devoid of any truth. How effective is our vigil against Illegal immigrants (ILP under BEFRA 1873)

W

e the Nagas, including me, seem to be very conscious of the risk of getting over flooded with outsiders and especially the Illegal Bangladeshi Immigrants (IBIs). Of course, the various social organizations, the Students Bodies and the general Naga public are quite confident that the Nagaland Police (who are mostly Nagas themselves) are keeping vigil on the immigrants entering Nagaland. We also have the state government which is run by Nagas themselves, the elected MLAs and bureaucrats, mostly Nagas, meant to take care of our security and to ensure that we are not polluted with outsiders. But even after 55 years of statehood, the Nagas have not bothered to have a written guideline for enforcing the ILP, under BEFRA. We only sit confidently that our policemen are keeping watch at the check gates. But I am given the first hand evidence that our policemen cannot be trusted and we cannot sit confidently that we have the BEFRA to protect us. I have a first hand episode, to narrate to support my claim. The episode runs like this: one Md Adibur Rahman, from Basamimolu, PS Farnipan under Sonitpur district of

Assam, was helping me in my farm on monthly salary. But his wife got a new daughter and the Assam state govt was also very diligently checking the identity of each citizen, for eligibility to be registered under the NRC. So we decided that he may go home and remain there till his daughter is at least six months and in the meantime to complete the NRC process for his family. So he went away to his native village Basamimolu; but left some of his belongings. However I found another person to replace him. So I brought his belongings, from the farm, to my house at Wokha town and informed him through phone that I would deliver his belongings to him at Dimapur when I go to Dimapur. His ILP also had expired and I did not bother to renew it since it is no longer needed. But to my surprise, he came to Wokha on the 16th July 2018, afternoon, to pick up his belongings. I asked him as to how he could come without Permit (TMP). He told me “permit na lake, ek sho tuka thakile hoishe (permit is not required, if you have one hundred Rupees)”. “Aru kinuka japo (how will you go back)?”, I asked him. He told me “japo le to sapo le pi nohoi (for

going back no checking)”. This is a true first hand evidential episode and I believe is the usual practice at our check gates. If those responsible, want to confirm, I have the copy of his PRC as well as his mobile number and the said Md Adibur Rahman can be produced for personal testimony. So can the Nagas sit confidently that there is the BEFRA to check immigrants? Just recently the Nagaland state govt has directed all the District Administrative machinery, village, town and municipal bodies to be extra vigilant against entry of illegal immigrants; from Assam. But the checking, if done like in the case of Adibur Rahman, is not going to help check any illegal immigrant! Will those at the check gates, policemen or others, be more sensible and responsible in discharging their duties, to be more sincere and committed? Will the Nagaland state government bring out a specific written guideline to help in enforcing the ILP? arrest him on the grounds that all these were exotic. “This trade in wild animals, their articles, trophies cured/uncured etc., is in complete violation of national and international guidelines such as CITES and legislations such as the Wildlife Protection Act, 1972 and Prevention of Cruelty to Animals Act, 1960 etc. None of the dealers have any licences, permits - and they don’t need them because all the authorities look the other way using the loophole in the Wildlife Act 1972. We have signed the CITES treaty but we still don’t have an office 40 years later and the Customs people, who are raking in the money, refuse to learn or apply it. The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) makes the trade of foreign birds and animals illegal, but the forest departments and Customs are blasé about it. Their attitude is that India signs treaties because it looks good. Honouring them is irrelevant as the world is happy simply when the treaty is signed. We need rules on exotic species and we need them NOW. We need a strong CITES division. We need to catch and sack corrupt customs officers. We need to strengthen the Wildlife Crime Control Bureau. There are three nations that are destroying all the species of the world by encouraging and allowing foreign species to come into their countries: America, China and India. Are we prepared for the worst?

(From previous issue) The media also reported that the Nagaland Chief Secretary admitted “his office has received correspondence on the matter from the Assam state Government, it has been referred to the Home department”. Now that Assam is ready to take off with final NRC, the Naga citizens deserve to know from the Government of Nagaland whether those were illegally issued by the Government employees for want of few hundred bucks or a case of forgery. NRC is a list of Indian citizens documented across the country in 1951 but it was said to be based on the census of that year only and no revision done thereafter. For inclusion in NRC, the Assam Government stated eligibility that those persons whose names were in the 1951 NRC or in any of the electoral rolls up to the midnight of March 24, 1971 and should be their descendants. If the individual’s name is not in any of these lists, a person can produce any of the documents dated up to March 24, 1971 such as land records, citizenship certificate, refugee registration certificate, birth certificate and educational certificate (March 25, 1971 was when Bangladesh Liberation War started). The Nagaland Government has “cautioned its citizens not to let their premises to doubtful and suspicious people” and directed the house owners “to verify from the authorities the identity of their tenants” (published by media July 25, 2018). In this connection, can our Government kindly suggest the building owners specifically on what documents to insist? The NRC exercise of Assam is a long term goal and manifesto declared during the state assembly election by Sonowal Government in 2016. Sadly, no political parties in Nagaland ever bothered to take illegal migrants issue on board in the recently concluded Feb 2018 State Assembly Election. Upon the success of NRC in Assam, this will be the most exciting achievement of present ruling Government. As Assam celebrates victory over illegal settlement, should we welcome the exodus and remain challenged? How sophisticated is our Government to face any eventuality? Request to Airtel telecom networking in-charge Nagaland Sir,

I am constrained to apprise the networking head of Airtel Nagaland against the inactive airtel tower of Kongan village (Mon) apparently affected/fluctuating by the end of April 2017 till date. Even after dozen times of contact with the sales manager and cluster incharge (Mon) with an ultimatum served to airtel office Mon on Nov 2017 the condition of poor network still remains the same with no heed and measures taken thus far. It is rather disheartening to perceive how a responsible individual and authority of airtel telecom remains blind and deaf to the hue and cry of the public for years. I am rather bewildered why the tower was installed if an error or technical problem cannot be checked or solved even after several reminders. Jammu/Pathankot, Jul 30 (PTI): The eightyear-old girl from Kathua, who was gang-raped and killed, was overdosed with a cocktail of sedatives through her captivity,”rendering her incapacitated” to resist sexual assault and murder, states the supplementary charge sheet filed by Jammu and Kashmir’s Crime Branch today. The charge sheet filed in the Pathankot sessions court sums up the investigation of the Jammu and Kashmir Police’s Crime

Branch team and also gives details of the analyses of calls and bank accounts that led it to the eight accused of the brutal crime in January this year. The supplementary charge sheet was submitted by a Crime Branch team -- led by Senior Superintendent of Police R K Jalla and special public prosecutors J K Chopra and Santokh Singh Basra, Bhopinder Singh and Harminder Singh -- before Pathankot District and Sessions Judge Tejwinder Singh.

“We have submitted the supplementary charge sheet, giving details of call analyses, bank details and medical reports,” special public prosecutor Chopra told PTI. The charge sheet lists in chilling detail the sedatives, including cannabis, forcefully given to the child from a minority nomadic community, who was abducted on January 10 and allegedly kept in captivity for three days. She was killed on January 14 and her body was found in a forested area near Kathua on January 17, officials said. During the course of the investigation, “it has been established that the victim was administered sedatives by accused during her captivity”, the charge sheet states. She was given ‘mannar’ (believed to be local cannabis) as well as Epitril 0.5 mg on an empty stomach, it says. “She was forcefully administered five tablets of Clonazepam of 0.5 mg each on January 11, 2018 which is higher than the safe therapeutic dose. Subsequently

more tablets were given... The signs and symptoms of an overdose may include drowsiness, confusion, impaired coordination, slow reflexes, slowed or stopped breathing, coma (loss of consciousness) and death,” according to the medical expert’s report submitted along with the charge sheet. The peak concentration of Clonazepam is achieved in the blood after “one hour to 1.5 hours” of oral administration and its absorption is complete “irrespective of (whether it is) administered with or without food”, states the report. It says the tablets given to the eight-year-old could have pushed her into a state of shock or coma. The Crime Branch has arrested Sanji Ram, custodian of a temple where the child was allegedly confined, his son Vishal and his juvenile nephew, two special police officers Deepak Khajuria alias ‘Dipu’ and Surender Verma and friend Parvesh Kumar alias Mannu. All of them were named in the first charge sheet on April 9.

New Delhi, Jul 30 (PTI): Women and Child Development Minister Maneka Gandhi today apologised for using the term “the other ones” for transgenders in Lok Sabha, saying she did not “snigger but was embarrassed by her own lack of knowledge”. Talking about the inclusion of information on prevention of human trafficking in school textbooks, Maneka Gandhi, on Thursday, called transgenders “the other ones” in Lok Sabha. The minister drew flak from the transgender community for using the word, with Meera Sanghamitra, a member of the National Alliance for People’s Movements and a trans woman, saying that Maneka Gandhi and all the MPs who “thumped and laughed must apologise”. The minister today apologised for using the term during the debate, saying she did not “snigger”.

Kashmiri, Pashto, Dari languages to be taught to NDA cadets: officials Pune, Jul 30 (PTI): The National Defence Academy here has included Kashmiri, Pashto and Dari languages in its curriculum from this academic year, a move that will help young officers during their posting in Jammu and Kashmir. The course started this month and these languages will be compulsorily taught to cadets in their last year (of the three-year course) at the academy, a National Defence Academy (NDA) official told PTI. “Young leaders are invariably required to serve on the Line of Control (LoC) in Jammu and Kashmir, where Pashto and Dari languages are frequently used by the adversary. “Kashmiri is our language and we have a large number of men from the state,” the official said. Dari and Pashto are lan-

guages spoken in Afghanistan. Asked if there was a specific requirement from the service headquarters for initiating a study of these languages, the official said there was no specific demand. “It has been felt that the same (introduction of these languages) is the need of the hour in view of the normal service requirements of young officers,” the official said. The study of modern languages has been a mandate at the NDA since its inception. Hindi is already in the curriculum and is taught to cadets. Foreign languages are taught in the second, third and fourth semesters as a compulsory component of the academic curriculum of the premier defence education and training institute. “ C h i n e s e, A r a b i c,

French and Russian are the other foreign languages currently being taught at the tri-service academy,” the official said. The NDA’s syllabus and curriculum are periodically reviewed by headquarters of the three defence services and its implementation is reviewed by a joint training committee along with the institute. An iconic institute located at Khadakwasla on the city’s outskirts, NDA is the joint services academy of the armed forces where cadets receive training together before they go to their respective service academies for further pre-commissioning training. The academy is recognised by the Jahwaharlal Nehru University (JNU), New Delhi, and offers BA, B.Sc and B.Tech degree courses to cadets.

Ranchi, Jul 30 (IANS): Seven members of a family committed suicide here, police said on Monday. Deepak Kumar Jha, working with a leading private company, committed suicide along with his parents, brother, wife and two children, a police officer said. Police found the bodies of the two brothers hanging from the ceiling fan in their rented accommodation. According to A. Mishra, the house owner, Deepak Jha, 40, wanted to set up his own business but was in debt. His younger brother, Rupesh Jha, 30, was unemployed. The five other family members were found dead on the bed. The children included a son and a daughter. The incident took place in Ranchi’s Boria area. “Primarily, it seems a case of suicide. New Delhi, Jul 30 (Agencies): The filing of income tax returns (ITR) for last financial year had been reportedly doubled to nearly 3 crore. According to a report in the Times of India, the number of refund cases cleared so far has gone up by over 81 per cent to 65 lakh. The publication citing sources said, the refund amount cleared up to Thursday was almost 35 per cent higher at around Rs 77,700 crore compared to the corresponding period last year when they added up to Rs 57,551 crore. The sources further told that around 60 per cent have been electronically filed this year have already been processed. To common man’s relief, the income tax department earlier had extended the last date for filing tax returns by one month. The deadline for income tax return filing has been pushed to August 31, the Central Board of Direct Taxes (CBDT) said on Thursday. “Upon consideration of the matter, the Central Board of Direct Taxes (CBDT) extends the ‘Due Date’ for the filing of Income Tax Returns from 31st July 2018 to 31st August 2018 in respect of the said categories of taxpayers,” the Ministry of Finance tweeted.

Standard gold (99.5 per cent purity) rose by Rs 45 to close at Rs 29,770 per 10 grams from last Friday’s closing level of Rs 29,725. Plane’s controls deliberately manipulated, says MH370 report Kuala Lumpur, Jul 30 (Agencies): Investigators released a report on missing Malaysia Airlines flight MH370 on Monday, saying the Boeing 777’s controls were likely deliberately manipulated to take it off course but they were not able to determine who was responsible, Reuters reported. The 495-page report draws no conclusion about what happened aboard the plane that vanished with 239 people on board en route to Beijing from Kuala Lumpur on March 8, 2014, leaving one of the world’s greatest aviation mysteries unsolved. “The answer can only be conclusive if the wreckage is found,” Kok Soo Chon, head of the MH370 safety investigation team, told reporters. On May 29, Malaysia called off a three-month search by U.S. firm Ocean Infinity, which spanned 112,000 sq km (43,243 sq miles) in the southern Indian Ocean and ended with no significant findings.

‘IS seizes women and children’ in Syria LONDON, JUL 30 (AGENCIES): Islamic State (IS) militants are holding more than 30 women and children hostage in south-western Syria, a monitor and local media say. They are believed to have been seized in last week’s IS attacks that targeted an area dominated by the Druze ethnic minority in the Suweida region. At least 215 people died in a series of suicide bombings. The Syrian government controls most of the region, but IS militants hold a small track of territory there. Syria’s army, backed by Russia, has recently launched a campaign to retake the remaining jihadist- and rebel-held areas. The abductions were

reported by the Syrian Observatory for Human Rights (SOHR), a UK-based monitoring group, and the Suwayda24 website. The SOHR said that at least 36 women and children had been seized by IS. The IHC will take up Sharifs’ petitions on Tuesday in the graft case in which the three-time Premier was sentenced to 10 years in prison, his daugher Maryam Nawaz got seven years jail while his son-in-law Captain (retd) Muhammad Safdar Awan received one year in prison. The trial against the Sharif family had commenced on September 14, 2017 after the country’s anticorruption body filed cases relating to the Avenfield, Al-Azizia Steel Mills and Hill Metal Establishment, and offshore companies, including Flagship Investment Limited on the Supreme Court’s directives in the landmark Panamagate verdict last year.

Detoxification camp underway in Mon

Organizers, resource persons and attendees of the one month detoxification camp. (DIPR) DIMAPUR: A one month detoxification camp started at Yuching Village under Mon district on July 28. DIPR, in a report, stated that N. Neangba Konyak, director De-addiction and Rehab Centre, Mon asked the campers to be humble and avoid taking intoxicants after the

NDPP youth organisation ridicules Zeliang’s suggestions on checking influx DIMAPUR: Nationalist Democratic Progressive Party (NDPP) Youth Organisation has ridiculed leader of opposition TR Zeliang’s suggestions on checking influx of illegal immigrants into the State that appeared in local dailies on the eve of the publication of the final draft of the National Register of Citizens (NRC) in neighbouring Assam. Re f e r r i n g t o h i s comments on Inner Line Permit (ILP), the ruling party’s youth wing remarked that the leader of opposition was speaking as though the ILP had suddenly come into existence. Inner Line Permit, an offshoot of the Bengal Eastern Frontier Regulation Act, 1873, was in existence even before the State came into being, it added. The Youth Wing Organisation further said that if Zeliang was indeed concerned, he should have taken necessary steps while he was the chief minister, which he obviously, it said, did not. Appreciating the measures taken by the People’s Democratic Alliance (PDA) government to avert the influx of illegal immigrants from the neighbouring states into Nagaland, the organisation remarked that it was unbecoming on the part of a former chief minister

Body of missing girl recovered

DIMAPUR: In an update to the report of a mother and daughter being carried away by the Dzuchru river on Sunday, it was reported that the body of the missing daughter has been retrieved. New Delhi, Jul 30 (PTI): A crucial bill seeking to provide death penalty to those convicted of raping girls below the age of 12 years and making the law against such sexual offences more stringent, was passed by the Lok Sabha today. The bill replaces the Criminal Law (Amendment) Ordinance promulgated on April 21, following an outcry over the rape and murder of a minor girl in Kathua in Jammu and Kashmir and the rape of another woman at Unnao in Uttar Pradesh. Although the Criminal Law (Amendment) Bill 2018 was supported by most members across the political spectrum and passed by a voice vote, some in the Opposition

The Minister agreed to it. The bill stipulates stringent punishment for perpetrators of rape, particularly of girls below 12 years. Death sentence has been provided for rapists of girls under 12 years. The minimum punishment in cases of rape of women has been increased from rigorous imprisonment of seven years to 10 years, extendable to life imprisonment, Rijiju said. According to the bill, in case of rape of a girl under 16 years, the minimum punishment has been increased from 10 to 20 years, extendable to imprisonment for rest of life, which means jail term till the convict’s “natural

The deadline for the completion of trial in all rape cases will be two months. A six-month time limit for the disposal of appeals in rape cases has also been prescribed, the bill says, adding that there will also be no provision for anticipatory bail for a person accused of rape or gangrape of a girl under 16 years. It has also been prescribed that a court has to give notice of 15 days to a public prosecutor and the representative of the victim before deciding on bail applications in case of rape of a girl under 16 years of age.

New Delhi, Jul 30 (IANS): The government on Monday finally approved the implementation of guidelines for the defence Strategic Partnership model that incentivises domestic private as well as foreign firms in military manufacturing in the country. And the first project to kick off the long-delayed Strategic Partnership policy will be 111 utility twin-engine helicopters worth an estimated Rs 21,000 crore for the Indian Navy. The decision to implement the policy was taken at a meeting of the Defence Acquisition Council -- the highest decision-making body on procurement. Defence Minister Nirmala Sitharaman led the meeting. “In continuation of its efforts to boost indigenous defence industry and to reduce time-

lines so as to ensure timely delivery of equipment to the Armed Forces, the DAC discussed and approved implementation guidelines for the Strategic Partnership Model,” a defence ministry spokesperson said. The model promulgated in May 2017 seeks to identify Indian private firms to be designated as Strategic Partners. Apart from allowing private manufacturers, it also keeps the door open for defence PSUs and the Ordnance Factory Board to tie up with foreign original equipment manufacturers to make big-ticket military hardware. In the initial phase, the selection of such partners would be confined to four segments: Fighter aircraft, helicopters, submarines, armoured fighting vehicles and main battle tanks. In each segment, only one partner would generally be selected, according to the policy. The model aims to revitalize the defence industrial ecosystem and progressively build indigenous capabilities in the private sector to design, develop and manufacture complex weapon systems for the future needs of the Armed Forces.

Greece wildfire death toll rises to 91 Athens, Jul 30 (IANS): The death toll from last week’s wildfire near the Greek capital city Athens reached 91 on Monday, according to the Fire Department. The blaze which broke out on Monday was the deadliest in Europe since 1900. Eighty-seven bodies were found in the seaside town of Mati and another four people later died in hospital, Efe news reported. he 3rd edition of Baptist College Kohima Literature Fest was held on July 28, the college premises Kohima. This is an annual literary event organised by the Department of English of the college. The one-day Fest had various activities in the form of workshops, reading and writing competitions, open mic, one–act play, music, book fair, book exchange, food stalls and art & craft stalls. The programme began at 9.30 AM with a prayer by Baptist College Kohima principal, N. Delhu Khate. While BCK, English HoD Dr. Sentinaro Tsuren gave a brief introduction and main objective of the event. Stating that for the prescribed time for college curriculum and schedule makes it almost impossible for students to venture into other areas besides their academic duties and assignments. It was therefore with this in mind that the event was started in 2016. The main vision of the event is to let the students hone their creative spirit and imagination,Dr Tsuren added. She further emphasized that the purpose of the Fest was not entertainment but to celebrate the importance of literature beyond the classroom. On November 9 last year, Sehwag was included in the six-member panel along with Justice RV Easwar (head), advocate Vibha Datta Makhija, former Delhi captain Vinay Lamba, Dr Naveen Dang and Dr Harsh Mahajan. ADAP is the highest body where an athlete can appeal against the sanctions imposed by the AntiDoping Disciplinary Panel (ADDP). Sehwag, however, has not attended a single hearing of ADAP since the new panel was formed. “Virender Sehwag has not resigned from the ADAP Panel. He is very much a part of the panel. But yes, he has excused himself from the panel hearings till date,” said source on condition of anonymity. Incidentally, all the other members of the

Neeraj threw 85.69m in the event held at Lapinlahti, Finland. Cheng managed 82.52m to take the second place. 23-year-old Cheng is the only Asian to have thrown the javelin beyond 90m. He threw 91.36m during the World University Games in Taipei last year to shatter the previous Asian record of 89.15m set by Zhao Qinggang of China. But this season, his best so far has been a 84.60m effort, made earlier this month in Sweden.
