GUWAHATI/NEW DELHI, JUL 30 (AGENCIES): A massive Supreme Courtmonitored exercise to identify genuine Indian nationals living in Assam Monday excluded over 40 lakh people from the final draft list, triggering a political slugfest with the opposition alleging that it was the BJP’s “gameplan” to divide the people for electoral gains. The draft NRC was released in Guwahati on Monday by Registrar General of India Shailesh, and NRC State Coordinator Prateek Hajela. Shailesh said out of the 3,29,91,384 applicants, the names of 2,89,83,677 people had figured in the draft. The deficit was of 40,07,707. The NRC authority has not revealed the reason for rejection, citing protection of the individual’s privacy. It just mentioned two categories of people who could not make it to the complete draft as ‘on hold’ and ‘rejected’. PAC condemns multiple tax collection by NPGs DIMAPUR, JUL 30 (NPN): After deliberating on the multiple taxations imposed on the public by the Naga political groups, welfare unions/ societies and state government agencies, the Public Action Committee (PAC) under the aegis of Naga Council Dimapur (NCD) on July 26, 2018 has vehemently condemned the activities of Naga political groups serving demand notes and intimidating the business community within Dimapur. In a press release, PAC convenor, Vekhosayi Nyekha, and co-convenor, K Ghokheto Chophy, called upon the Naga political groups to stop all such activities immediately and maintain their commitment to refrain from various tax collections “with true spirit and not in words alone.” According to the PAC, the house also resolved that 19 Tribal Hohos, NCD, DUCCF, DCCI, NWHD and Senior Citizens Forum would conduct consultative meeting with their respective members/tribes and deliberate on how to streamline the burden of multiple taxation, syndicates, lease systems and various taxes by Naga political groups, unions/organizations etc. including the state government agencies, which added the burden on the public and affecting the economy. They said that the outcome reports would be submitted to PAC on or before August 18, 2018.

Opposition parties led by Congress on Monday asked the government to immediately convene an allparty meeting on the NRC issue and inform the opposition on the proposed steps to ensure that no Indian citizen is left out. Senior party spokesperson Anand Sharma said there should be no politics over the issue. “The government must immediately call a meeting of leaders of all parties and should inform about the steps it proposes to take,” he said, adding that it would be proper if the meeting is called tomorrow. NCD urges govt Torrential rains wreak havoc in Nagaland to enforce ILP in Dimapur KOHIMA, MON, TUENSANG, PHEK, KIPHIRE WORST AFFECTED DIMAPUR, JUL 30 (NPN): In the wake of the final draft publication of NRC in Assam, the Naga Council Dimapur (NCD) held an executive meeting on July 30, 2018 and resolved that the root cause of recurring number of criminal acts such as rape, looting, extortion, intimidation or rampant taxation and other anti-social activities in Dimapur by illegal migrants was the rampant. NCD has, therefore, urged the state government to immediately enforce inner line permit (ILP) in Dimapur besides installing “border passport control unit/ILP unit” at the earliest in various entry points such as Dimapur railway station, Nagaland gate (Golaghat road, Dillai gate), airport and anywhere deemed required. In a press release, NCD general secretary, Thsapongkyu Sangtam, said the council observed that such “control units” should be complete with all modern detection system/equipments and infrastructure manned by police so as to “protect and preserve Naga identity and not sell it for any other appeasement”.
Rio calls for self-reliant Nagaland Staff Reporter
DIMAPUR, JUL 30 (NPN): Nagaland chief minister Neiphiu Rio has called for a self-reliant Nagaland while lamenting that Nagaland was still solely depended on the Central government 55 years after achieving statehood. Addressing a programme on the occasion of free distribution of tractors provided by NITI Aayog at the Agri Expo, 4th Mile here on Monday, Rio said: “It is high time Nagaland became self-reliant and not a parasite.” Earlier, under the Special Assistance of NITI Aayog instituted on January 1, 2015, tractors with implements were distributed to all 60 Assembly constituencies by the chief minister under GIA/SFA to Local Rural Bodies, areas not included in Part IX and IX A of the constitution. Twelve best performing Village Development Boards (VDBs) were also awarded the Best VDB Award for 2017.

Addressing the gathering, Rio said the 60 tractors were distributed for free to one member from all 60 Assembly constituencies upon recommendation by their respective elected representatives. He said Rs 30 lakh had also been earmarked for identifying and recommending projects that would provide an impetus to developmental activities in rural areas. Pointing out that the 73rd Amendment did not apply to Nagaland, Meghalaya and Mizoram, besides hill areas of Manipur and Darjeeling hill district due to special status or existence of tribal councils, Rio explained that NITI Aayog realised how Tribal Sup Plan excluded States or areas where tribal communities comprised 90% to 100% of the population. He thanked the Central government for the Special Assistance under NITI Aayog and remarked that similar grants must reach all nook and corner of the State and that it was the responsibility of elected representatives to identify beneficiaries. Urging upon everyone to unite for economic development of Nagaland, he quipped, “While in politics there is a ruling party and opposition, there is no ruling party and opposition in economic development.”
Millions of unborn girls killed in womb, yet just 2735 cases till date NEW DELHI, JUL 30 (AGENCIES): India’s sex ratio at birth for children born in the last five years is 919 girls per 1000 boys against the “ideal” of 950. Yet, less than 3000 cases have been filed for sex selective abortions, show data available with the health ministry. This means millions of unborn girls have been killed since the Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act, 1994 came into force but law enforcement has dismally failed these babies. According to Medi Bulletin report, till March 2018, 2735 cases have been filed under the Act that penalises sex selective abortions with imprisonment and lays down stringent norms for medical equipment registration to prevent their misuse. Of these cases, maximum 679
have been filed in Rajasthan, followed by Maharashtra (580) and Haryana (265). Two states– Rajasthan and Haryana, ironically have some of the worst sex ratios at birth in the 0-5 years age group. In Rajasthan there are 887 girls aged 0-5 years for every 1000 boys and in Haryana there are 836 girls for every 1000 boys. Maharashtra though has a sex ratio at birth in the 0-5 years age group that, at 924, is higher than national average. The Act lays down that any medical geneticist, gynecologist, medical practitioner or any person who contravenes any of the provisions of the Act shall be punishable with imprisonment for a term which may extend to three years and with fine. According to the health ministry data, no cases have
been filed in the northeastern states of Sikkim, Arunachal Pradesh, Manipur, Meghalaya, Mizoram and Nagaland. Health ministry officials say that it is possible that the matriarchal societal setup in these states precludes female foeticide. Data from the National Family Health Survey 4 though say a different story. At 946 girls per 1000 boys, sex ratio in the 0-5 years age group in Mizoram is down from 1025 where it stood ten years ago. In Manipur it is down from 1014 in NFHS-3 to 962. In Nagaland it is down to 956 from 984 and in Sikkim it is down from 984 to 809. Only Meghalaya has shown an upward trend. Sex ratio at birth for children born in the last five years (females per 1,000 males) rose in 2015-16 to 1,009 from 907 a decade ago.

5 minors drown, 2 bodies recovered Staff Reporter
DIMAPUR, JUL 30 (NPN): Bodies of two of the five boys, who had gone missing since Sunday after they had reportedly gone for swimming at Tsutha river under Zunheboto district, have been recovered while the three other boys were still missing. On Monday, bodies of two boys identified as Hoshito and Obed, both class V students of Eden Boarding School, were recovered, SP Zunheboto told Nagaland Post. Assisted by villagers, district administration and police recovered the bodies around 7 to 10 km from the spot where they were suspected to have drowned. KOHIMA, JUL 30 (NPN): Several parts of Nagaland have been hit by devastating landslides and mudslides following heavy downpour for the last few days causing severe damage to roads, houses, and fields. In the state capital alone, seven to eight roads have been affected and several houses damaged by landslides and mudslides. With the state capital remaining virtually cut off due to landslides at several places caused by incessant rains for the past few days, chief secretary Temjen Toy directed all technical officials to be on the road to clear the blockages. Considering the emergency nature of the task at hand, all resources have been mobilised and all available manpower would be on the ground to ensure that traffic was not disturbed. Addressing media persons at CS conference hall here on Monday afternoon after a review meeting, the chief secretary admitted that there had been some lapse on the part of the agencies responsible for maintenance of the roads, even as he held irresponsible behaviour on the part of certain citizens that led to the current fiasco. Toy, however, assured the media that every step was being taken to ensure that adequate quantity of essential commodities and fuel reached Kohima, adding that educational institutions and government offices were not affected. He further said that the current situation was reviewed with school education department and it was found not necessary to suspend classes, even as he added that he expected all major affected roads in the State Capital to become functional soon. Asserting that all culverts and drainages would be cleared, the chief secretary also appealed to the public to refrain from littering to avoid blockages in drains and culverts, leading to subsidence and landslides. NSDMA issues weather alerts DIMAPUR, JUL 30 (NPN): Nagaland State Disaster Management Authority (NSDMA) Monday issued weather warning predicting moderate to heavy rainfall accompanied by thunderstorm and moderate lightning at many places in Phek, Tuensang (Noklak), Kiphire, Wokha (Bhandari), Kohima, Zunheboto, Mokokchung and Longleng on July 31, 2018. In the wake of extreme weather conditions, the public have been advised to refrain from going to vulnerable spots like landslide-prone areas and avoid movement and overnight stay beside river banks. Further, the public have been advised to be cautious during lightning and thunderstorms. Artificial dam: NSDMA has also cautioned that due to landslide on the upstream of Sidzu River above Chakabama-Pfutsero Bridge, an artificial dam has been formed and accumulating huge water body posing serious threat to safety of life and properties on the downstream. NSDMA secretary, Rovilato Mor, has written to the deputy commissioner & chairman District Disaster Management Authority of Kohima, Phek, Wokha, Mokokchung and Zunheboto, to issue high alert to residents of Sidzu/Doyang River and farmers, vehicular passengers to avoid the river banks on the downstream of Pfutsero-Chakabama road. In this regard, DCs and chairman of DDMAs have been directed to mobilize and deploy the State Disaster Response Force and other available resources for responding to the given situation as well as if there were any eventualities.

Kohima traffic advisory DIMAPUR, JUL 30 (NPN): Due to the sinking of road near Soul Harvest Church, Daklane and New Secretariat road near Sanuoru bridge, Kohima traffic police has issued traffic advisory. PRO Kohima police informed that one way traffic for light vehicles from NHAK Junction (Entry Point) to Census/ Pezielietsei (Tinpatti) Junction (Exit) will be enforced from 6 a.m. to 2 p.m. From 2 p.m. to 7 p.m., one way traffic for light vehicles from Census/Pezielietsei (Tinpatti) Junction (Entry Point) to NHAK Junction (Exit). Further, vehicles going towards New Secretariat have been advised to take Tinpatti–Don Bosco–Billy Graham road and those coming towards town areas are advised to take Secretariat– Billy Graham–Don Bosco via Kitsubozou.
