says BJP tried to poach Guj MLAs NPCC urges Gov to uphold SC ruling Cong for `1500 crore, threatened families Wants appointments of Parl. Secys and Advisors nullified

DIMAPUR, JUL 30 (NPN): After the July 26, 2017 landmark judgment by the Supreme Court which struck down the power of the Assam legislative assembly to enact its own law for appointment of parliamentary secretaries, Nagaland Pradesh Congress Committee (NPCC) has demanded that the Governor nullify the appointments of all 26 parliamentary secretaries (in the rank of ministers of state) and nine advisors (cabinet rank). The apex court on July 26, ruled as “unconstitutional” the enactment of the Assam Parliamentary Secretaries (Appointment, Salaries, Allowances and Miscellaneous Provisions) Act 2004 on a PIL filed by a BJP member in 2005. The three-judge bench comprising Justices J Chelameswar, RK Agarwal and Abhay Manohar Sapre while giving out the ruling pointed out that Article 194 of the Constitution does not

authorise the State Legislatures to create such offices of parliamentary secretaries. NPCC president K.Therie had submitted a memorandum to the Governor at Raj Bhavan Kohima on July 28 demanding that appointments of parliamentary secretaries and advisors be nullified as “unconstitutional and without any legal sanction” in taking cognizance of the judgement by the apex court . NPCC pointed out that the Supreme Court judgement was binding all over India and therefore, urged upon the Governor to act upon it. The judgment by the Supreme Court has become a talking point in various states and especially in Nagaland. All states in the North East have parliamentary secretaries except Assam and Tripura. After the 91st Amendment in 2003, in addition to the Anti Defec-

tion Law, Article 164(1A) was introduced to restrict the size of the council of ministers. In assemblies having a maximum of 70 seats, the number of council of ministers is restricted to 20 % of the total strength of the house while in rest, the number is restricted to 15% of the total strength of the house. In the current political scenario in Nagaland, the ruling NPF has been fractured between the party organisation headed by party president Dr. Shürhozelie Liezietsü dismissed as chief minister on July 19 by Governor P.B. Acharya for not taking the floor test to prove he enjoyed majority support. The Governor’s decision as well as another controversy involving the Speaker in recognizing the claim of chief minister T.R. Zeliang as chief whip of NPF legislature on July 21, is being challenged by 11 legislators (10 NPF and 1 Independent) loyal to Dr. Shürhozelie. It may be recalled that earlier, the Governor directed then chief minister Dr. Shürhozelie to face a floor test on July 19 but he and his loyalists did not turn up( they claimed that till that day the did not receive the

Kma among 29 most quake-prone cities NEW DELHI, JUL 30 (PTI): Twentynine Indian cities and towns, including Delhi and capitals of nine states, fall under “severe” to “very severe” seismic zones, according to the National Centre for Seismology (NCS). A majority of these places are in the Himalayas, one of the most seismically active regions in the world. Delhi, Patna (Bihar), Srinagar (Jammu and Kashmir), Kohima (Nagaland), Puducherry, Guwahati (Assam), Gangtok (Sikkim), Shimla (Himachal Pradesh), Dehradun (Uttarakhand), Imphal (Manipur) and Chandigarh fall under seismic zones IV and V. These cities have a combined population of over 30 million. The Bureau of Indian Standards (BIS) has classified different regions in the country into zones II to V, taking into consideration earthquake records, tectonic activities and damage caused, the director of the NCS, Vineet Gauhlat, said. The NCS, which records earthquakes and carries out studies pertaining to micro-zonation of cities, comes under the India Meteorological Department (IMD). Seismic micro-zonation is the process of subdividing a region into smaller areas having different potential for hazardous earthquake effects.

Zone II is considered the least seismically active, while Zone V is the most active. Zone IV and V fall under “severe” to “very severe” categories respectively. Zone V includes the entire Northeastern region, parts of Jammu and Kashmir, Himachal Pradesh, Uttarakhand, the Rann of Kutch in Gujarat, parts of north Bihar and the Andaman and Nicobar archipelago. Parts of Jammu and Kashmir, Delhi, Sikkim, northern Uttar Pradesh, West Bengal, Gujarat and a small part of Maharashtra fall under Zone IV. Kusala Rajendran, a professor at the Indian Institute of Science, Bengaluru, and an expert on paleoseismology, earthquake recurrence and active tectonics, said most of the cities in the list have a high population density and fall in the Indo-Gangetic plains. “The Himalayan arc, stretching from upper Assam region to J&K, is known to be a high seismic zone and these cities in the Indo-Gangetic belt fall within reasonable limits of the Himalayas. So repercussions are bound to be felt there,” she observed. Ministry of Earth Sciences secretary, M Rajeevan said 31 new earthquake observatories will come up in the country by March next year.

DIMAPUR, JUL 30 (NPN): As the 15-day deadline set to expire on August 1, 2017 and with no positive response from the state government, the landowners of six villages affected by the railway project have decided to impose “indefinite” ban on the ongoing work with effect from August 1, 2017. GBs of Pimla, Dhansiripar, Razaphe Basa, Khemnok, Zutovi and Sokhuvi village, said that the ban will continue till the discrepancy on the rate of compensation of the land is settled. Therefore, GBs have urged the contractors to stop the work accordingly. Earlier, GBs of the six villages alleged that rate of compensation of Rs. 28.75 per square feet against Rs. 60 per square feet in Chumukedima area was discriminatory when major portion of the land acquired were paddy fields. They claimed that the cabinet decision to give Rs. 60 per square feet in Chumukedima area up to 18.400 km covers the lands of the six villages.

BENGALURU, JUL 30 (AGENCIES): Congress MLAs holed up in a resort in Bengaluru claimed on Sunday they went to Karnataka of their own accord, as the BJP was using the state machinery in Gujarat to threaten them ahead of the Rajya Sabha elections. In a press conference, the 44 MLAs presented a united stand and said BJP had tried to buy off 22 MLAs and had even offered to pay Rs 1,500 crore, but they have not succumbed. “BJP is trying to poach our MLAs for 1500cr rupees, but we resisted them. Our families are being threatened,” Congress leader Shaktisinh Gohil said. Congress had on late Friday night moved 44 of its Gujarat MLAs to a resort in Bengaluru to guard them against “poaching” by the BJP ahead of the August 8 Rajya Sabha polls in the state. BJP has denied reports of horse-trading and said the Congress’ actions has exposed its desperation. Gohil said they only need 45 votes to send Sonia Gandhi’s political adviser Ahmed Patel to the Rajya

Sabha and they are confident of victory even after the string of resignations. “We only need 45 votes out of the 60 that we command. The MLAs had held a meeting on July 25 in Gujarat, where 53 had promised their support,” he said. He claimed that even the six MLAs who had resigned in the last few days and joined the BJP were reconsidering their decision. “Their conscience is awakening. I request them to not fall for people’s tricky ways and stick to loyalties,” the Congress leader said. He also rubbished reports of a divided house and said there had been no disagreements among the

legislators. “We are like a family, if we would have been individuals we would have got separated,” he said, assuring there would be no cross voting in the Rajya Sabha polls. “We were being threatened by BJP in Gujarat. The BJP has used the CBI, ED and other institutions to target our MLAs. We came to Karnataka since Congress is in power here,” added the Congress leader. “There’s no need for us to stay here for even a minute if they say they won’t threaten us. As soon as this crisis is resolved, we will all be back in our constituency working for our people,” Gohil said.

During the second floor test on July 21, the Speaker had recognized chief minister T.R. Zeliang as chief whip on the strength of his election to the post on July 4. KOHIMA, JUL 30 (NPN): Gorkha community of Nagaland under the aegis of Nagaland Gorkha Association (NGA) joined the “Global Gorkhaland Unity March” which was carried out in over 150 cities and towns across the globe on Sunday in a first of its kind event. In Nagaland, over 10,000 Gorkhas from Ko-

hima, Tseminyu, Zubza, Lalmati, Medziphema and other surrounding villages took part in silent procession organized by NGA in collaboration with Gorkha Public Panchayat Kohima and sister Gorkha NGOs. The rally started from Gorkha Public Panchayat complex, Chandmari Kohima and concluded at Raj Bhavan, where a memorandum was submitted to

the Prime Minister through Nagaland Governor, in support of creation for a separate Gorkhaland state to be carved out of West Bengal. In his address, NGA general secretary P.K. Thapa said that the unity march was to show to the Government of India and West Bengal that the people of Darjeeling were not isolated but the Gorkhas living across the globe are with

them. Thapa lamented that Gorkhas despite being Indian citizens for centuries, have been faced with identity crisis. This has hurt the sentiments of the Indian Gorkhas and for which the Gorkhas demand that they be treated on the basis of equality and trust just like any other citizens of this country, he added. In the memorandum signed by NGA president Nobin Pradhan and general secretary Prem Kumar Thapa, stated that Indian Gorkhas had been permanently settled in various parts of India, which accounts for about 1.5 crores in population. Darjeeling district and adjoining Dooars under Jalpaiguri district West Bengal, is the home of about 35 lakhs Gorkhas with an approximate area of 6,450 sq. km, NGA stated. Joint council of 4 villages under Kiphire ZSUN asks govt. to for ‘trial-run’ of population census address public grievances DIMAPUR: Joint Council of Seyochung Village, Singrep Village, Phelungre Village and Yangzitong Village Suro Pumji under Kiphire district have reiterated its demand to the government to expedite the process to put into effect January 23, 2014 order for carrying out “trail-run of population census for enumeration of only proper residents of Sumis of Kiphire district so as not to be misused by the Sumis of other districts.” In a press release, joint council chairman, Thsipise and secretary, Daniel Sechopi, informed that the decision was taken in a joint consultative meeting of the four village councils on July 29 at Kiphire town. The joint council informed that the meeting was held with regard to the joint representation of Kiphire Tuensang District Sumi Students’ Union (KTDSSU) and Pungro Area College Students’ Union (PACSU) for linking Aadhaar with the electoral-roll of the entire

Kiphire district electorate. While welcoming the concern shown by KTDSSU and PACSU to establish and strengthen the democratic processes by linking Aadhaar with electoral roll for a clean election, the joint council stated that a thorough understanding of the present status of the Aadhaar in the district needs to be taken into account for the same. The joint council informed that the estimated number of persons who are in possession of Aadhaar card was very few compared to the total population and claimed that the “Aadhaar capturing agency” in Kiphire district was not in operation for more than a year. The joint council also alleged “many anomalies and irregularity” found in the census figure 2011 of Seyochung Village, Singrep Village, Phelungre Village and Yangzitong Village Suro Pumji, wherein the total number of enumerated people in respect of each

village recorded a negative decadal growth rate by a huge percentage. It said the negative growth rate was attributed to many factors which were enforced during conduct of census enumeration. The joint council stated the direction to exclude students who were pursuing studies in towns/cities, people who are out of village for different purposes were also not enumerated and also alleged random deletion of households was carried out as detected from the abridged household listings. The joint council stated that since the electoral roll is a continuous process necessary modification /deletion/ inclusion is a welcome procedure taking into account the status of the electorate. However, it added that to delete a chunk percentage of village electorate based on 2011 NPR data was irrelevant after irregularities and anomalies have been identified.

Govt official booked for abuse of Tripura artist

NEW DELHI, Jul 30 (Agencies): Delhi Police has registered an FIR against a senior manager of a prominent government cultural institution for sexually harassing an artist from Tripura. The woman had approached the northeast cell of Delhi Police in June this year with a complaint against the manager after which a probe was initiated against him. Police say that the manager would be asked to join the probe. In her complaint, the woman had told police that on May 19, the official had allegedly sent indecent messages and pictures to the woman on Facebook, following which she blocked him immediately. The next day, she wrote to the institute secretary and chairman. The case was taken up at Tilak Marg police station and an internal enquiry was

also initiated by the institute. The complaint stated that the harassment started in March, when she came to Delhi to attend the National Conclave of Northeast and Tribal Arts. “During a workshop, he tried to push me and touch me, but I kept quiet. Now, I think I should have raised the issue at that time itself.,” the woman wrote in her complaint. She said that the man showed her gestures with intention of sexual intimidation. He also tried to attack her modesty and touch her inappropriately. The 57-year-old accused has been given a show-cause notice to explain his alleged conduct. The official, however, claimed that he was framed. The woman was asked to appear for recording her statement under section 164 CrPC.

Other-state lottery ban: Kerala rejects Mizoram govt’s letter T H I RU VA NA N THAPURAM, Jul 30 (Agencies): The state government has rejected a letter from the Mizoram Government on the sale of its lotteries in the state. The state will also write to the Centre for banning Mizoram Lotteries citing gross violations of the Lotteries Regulation Act. The state received the official letter on Saturday, a day after advertisements of the lottery appeared in some newspapers. Addressing media persons here on Saturday, Finance Minister Thomas Isaac said the letter talked only about distribution arrangements, whereas it should have had details of all aspects including sales, printing etc. “Mizoram is also obliged to provide other details as requested by the state. Agents brought crores of tickets to the state without completing the formalities. This is illegal and the police have arrested some persons in Palakkad for possessing the tickets,” Isaac said. The Lotteries Department has warned of sacking its agents who sell

Tourists having a look at the city from Shillong Peak. Shillong, Jul 30 (PTI): Tourists inflow to Meghalaya has doubled in the past 10-years and the number is increasing at a rapid rate, officials said. The primary reason for this increase was the improved internal security within the state and the free publicity of the exotic and pristine spots on social networks and in the public domain, they said.

Tourist inflow, both domestic and international, has increased from 4.04 lakh in 2006 to 8.39 lakh till last year, according to statistics from the Tourism department. In 2006, a little over 4 lakh domestic tourists visited the state while in 2016, there were 8.3 lakh domestic footfalls whereas during the same period, the foreign tourist visits has

increased from a little over four thousand to nearly 8500 footfalls till December last year. There was a steady increase of about 50,000 more footfalls every year and going by the current rate, the number of tourists visiting the state will double in the next 7–8 years. The state government has also increased investment under the Tourism

other-state lotteries. Special preferences will be given to the media which reject advertisements of other-state lotteries. Isaac said the state would write to the Centre to ban Mizoram lottery. The letter included a copy of the agreement between Mizoram Government and Teesta Distributors on the basis of ‘minimum guaranteed revenue.’ This is against the Lotteries Regulation Act and the comptroller and auditor general (CAG) had earlier criticised the Mizoram Lotteries Department for entering into such an agreement. The CAG’s performance audit of Mizoram State Lotteries between 2010-11 and 2014-15 accused the latter of violating Lotteries Regulation rules by entering into an agreement with four distributors to conduct lotteries (both paper and online) on realisation of minimum guaranteed Revenue (MGR) per draw instead of ensuring the whole sales proceeds calculated on the face value of tickets were deposited in the consolidated fund of the state.

India’s longest bridge transforming local economy Guwahati, Jul 30 ( Ag encies ) : G u wa hati businessman Bibek Patowary took his family during this summer vacation on a 550 km road trip to see Bhupen Hazarika Setu, India’s longest bridge inaugurated by Prime Minister Narendra Modi in May. He was not alone. Located in the easternmost point of the state, an area ravaged by annual floods, the strategically important bridge connecting Assam and Arunachal Pradesh has become a tourist hotspot. “We visited on a weekday but were sur prised to find hundreds like us who had reached Dhola in Tinsukia district to see the bridge, ride across to the other side, click photos and more,” Patowary said. The 9.15 km long bridge over Lohit, which will make it easier to transport military logistics close to the border with China, has literally transformed both places located on the northern and southern banks. The media hype surrounding its inauguration by Modi on May 26 and the bridge’s entry into the record books has led to a heavy influx of tourists from across Assam, northeast and other

Tourist inflow to Meghalaya has doubled in last 10-years mission and implemented several schemes, which include construction of tourist lodges, guest houses, roadside amenities and restaurants to promote tourism, according to Chief Minister Mukul Sangma With the inflow increasing, management experts warned that it could cause serious damage on fragile ecological spots like the double-decked root bridges in Sohra (erstwhile Cherrapunji), the sacred groves at Mawphlang (both in East Khasi Hills) or the limestone caves in East Jaintia Hills. Sanjib Kakoty who teaches at the IIM-Shillong, said while inflow of tourists is good, preference should be given to attract quality tourists and not just quantity or the bulk visitors who could cause serious damage to the ecology of the area. “The double-decked bridge or the sacred groves cannot take in certain number of people at a given time. Proper regulation of visitors by the concerned authorities is a must given the present conditions,” he said. In fact recently, there were massive traffic jams

for over 30 km along the Guwahati - Shillong – Sohra highway. This is particular witnessed during weekends when thousands of cars from neighbouring Assam flock the state. Cautioning the 100 per cent increase of tourists inflow into the state, founding chairman of the Meghalaya Tourism Development For um and a former minister, R G Lyngdoh said, “Many things could go wrong if we depend management of tourism on the government. The public at large should take ownership and should look for solutions for itself.” “Village durbars should ensure proper management of a particular area and to also take stock of the ecology and to ensure that culture and local habits are intact,” he said. The tourist inflow has also witnessed an increase of beds even in far flung villages. The state government has identified over 40 tourist spots and East Khasi Hills district, in which Sohra, the wettest place on earth is located, attracts the bulk of tourists, a senior government official said.

The sudden rush to the area, where very few ventured earlier, has led to tea-stalls, eateries, ‘paan’ shops mushrooming to cater to the tourists. Locally produced organic vegetables, crafts and clothes have also found a new market enabling locals in the area both in Assam and Arunachal Pradesh see a surge in their earnings. Sensing a business opportunity, Aghi Mihu, a local Idu-Mishmi youth from Roing in Arunachal Pradesh has started a venture allowing tourists to get photos clicked wearing the

traditional attire of the subtribe of the Mishmis. But the sudden surge of tourists and hundreds of vehicles to the area is creating administrative problems that never existed before the bridge became operational. “There is chaos on the bridge and nearby areas especially on weekends. We have deployed more personnel to manage and set up check gates,” said Sanjay Kumar Sain, superintendant of police of Lower Dibang Valley district in Arunachal Pradesh. Since outsiders visiting Arunachal Pradesh need to procure an inner line permit, the administration has set up a check point along the road, which is creating further

traffic snarls. Earlier this month, Arunachal Pradesh police seized 8000 kgs of illegally procured explosives from a truck on way from Meghalaya during a routine check-up of vehicles. The explosives were meant for road construction, but officials say there could be the possibility of such contraband landing in the hands of terror outfits which operate in the area. “The bridge has benefitted local economy due to surge of tourists but has created management problems for us. We are planning to create no-parking zones in some areas,” Oinam S Singh, deputy commissioner Tinsukia district in Assam told HT.

PAC asks defence ministry to share all missing Bofors files New Delhi, Jul 30 (PTI): The Public Accounts Committee (PAC) has asked the Defence Ministry to trace and share with it all missing files related to the Bofors scandal, according to its two members. The six-member subcommittee on defence, headed by BJD MP Bhartruhari Mahtab, is looking into the long-pending non- compliance of certain aspects of the CAG report on the Bofors guns deal. The PAC strongly objected to the ministry’s suggestion that certain paragraphs of the CAG report may be dropped as some files related to it are missing, according to the minutes of the parliamentary panel’s meeting, a copy of which is with PTI. The meeting was held earlier this month. During the meeting, both PAC chairman Mahtab and BJP MP Nishikant Dubey stressed on the need for top ministry officials to trace and share missing files and notings related to the deal. When contacted, two MPs who are members of the committee confirmed that the ministr y has agreed to share the details with them.

His relatives said Kalam was a leader to all Indians and no one should seek to politicise the episode. The engraved wooden copy of Bhagavad Gita sculpted along with the statue had drawn opposition from various quarters. An MDMK spokesperson said party founder Vaiko had already questioned the need for a Bhagavad Gita there, when Kalam had, even in international fora, referred only from the Thirukkural. A PMK leader, who did not wish to be named, also questioned the presence of the holy book, saying Kalam was common to all citizens of India. The `15 crore memorial was inaugurated on July 27

by Prime Minister Narendra Modi at Peikarambu here, Kalam’s native village, on the ‘Missile Man’s’ second death anniversary. It was constructed by the Defence Research and Development Organisation with which Kalam was associated, and other central government departments. It has on display replica of rockets and missiles on which the late scientist had worked. The Prime Minister had unveiled a wooden statue of Kalam playing the musical instrument ‘veena’ during its inauguration. The memorial also has about 900 paintings and 200 rare photographs of the late scientist, who held the office of president from 2002 to 2007.

Modi for ‘Quit India’ movement against communalism, terrorism

New Delhi, Jul 30 (IANS): Prime Minister Narendra Modi on Sunday asked people to rally around another “Quit India” movement - 75 years after Mahatma Gandhis campaign against British rule - to rid the country of filth, poverty, corruption, terrorism, casteism and communalism by 2022. In his monthly radio talk Mann ki Baat, Modi said the next five years could be as decisive as was the time from 1942 - when Gandhi made the “Quit India” call - and 1947 - when India got freedom. He asked the people to make a pledge and contribute towards building a “new India”. “Just as the five years from 1942 to 1947 were decisive for the country’s independence, these five years from 2017 to 2022 can and must play a decisive role for the future of India. Five years from now, we will celebrate 75 years of India’s independence. “We must make 2017 our Year of Resolve. There is no mismatch in my poll expense figures. I am prepared to face any probe. If the allegations are found true, I will step down as a minister,” he said. Oram accused the BJD of trying to mislead people after discrepancies were found in their own poll expenditure statements. The Union tribal affairs minister said Chief Minister Naveen Patnaik should resign first on moral grounds as preliminary inquiry showed mismatch in

O r a m ’s c o m m e n t s came a day after the BJD demanded his resignation accusing him of submitting false affidavit on poll expenditure before the Election Commission. The MP from Sundergarh constituency has already denied the charge put up by BJD MPs Pinaki Mishra and P K Deb at a press meet yesterday. The allegation against the union minister come at a time when the BJP is demanding Patnaik’s resignation, charging him of discrepancies in his election expenditure.

ism - Quit India; Casteism - Quit India; Communalism - Quit India,” Modi said in his Hindi speech. An English translation of the speech was made available by the government. Modi said Gandhi had given a “Do or Die” call but it was time to “live by and strive for this resolve (and) launch a mega campaign ‘Sankalp se Siddhi’ - Attainment through Resolve” from August 9 - the 75th anniversary of “Quit India” movement. Modi said he could see that the next five years would be a new time segment to “certainly transform that resolve into ‘siddhi’ or attainment”. The Prime Minister also hailed the GST, launched on the midnight of June 30, as “more than just a tax reform” and said

He said he had received letters from the countrymen and felt “very happy and satisfied when a poor person writes to say how because of GST prices of various items essential for him have come down, and commodities have become cheaper”. “GST is a fine example of the collective strength of the people of India. This is a historic achievement. And this is not just a tax reform, it is a new economic order that will strengthen a new culture of honesty.” Modi also spoke about Indian women’s cricket team for reaching the final of the World Cup, saying “our daughters are bringing laurels to the country in all the fields - be it education, economic activities, social spheres or in sports”. “Our daughters performed brilliantly in the Women’s Cricket World Cup. arious high courts have in the recent past, struck down the appointment of parliamentary secretaries in various states but not much attention was given. However when the Supreme Court on July 26, held as unconstitutional, a law enacted by Assam government in 2004 that allowed appointment of parliamentary secretaries enjoying the rank of minister of state; it struck like a bolt of lightning. Many high courts having jurisdiction over states like Delhi, Telangana, West Bengal, Punjab & Haryana, Goa, Himachal Pradesh, Gujarat and Rajasthan etc had also struck down the appointments but some had preferred to seek vacation of the order from the Supreme Court. The apex court Bench comprising of Justice J Chelameswar, Justice RK Agrawal and Justice A.M. Sapre, in their July 26 judgment held that the legislature of Assam lacked the competence to create the post of parliamentary secretaries. The ruling will not have any bearing on Assam since the state presently has no parliamentary secretary. The case pertained to the period during the rule of the Congress party under Tarun Gogoi in 2005. However, the tremor caused by the Supreme Court ruling will certainly affect all states that have parliamentary secretaries. In the north east, Arunachal Pradesh(31), Meghalaya(17), Mizoram(7), Manipur(12) and Nagaland(26) have parliamentary secretaries appointed by the respective chief ministers. As in the case with Assam, the appointments were made under the Acts passed by the respective states. It may be recalled that Parliament in 2003 passed the 91st Amendment (Anti Defection Law) where Article 164(1A)was introduced to restrict the size of the council of ministers. While the size of the council of ministers was restricted to 15% of the total strength of the house ; hill states like Nagaland were allowed to have a maximum of 20% of the total strength of the house. Parliamentary secretaries are ruling party members appointed to assist ministers. They are regarded for all practical purposes at par with the PS to ministers having access to all official files and documents. Today in some states parliamentary secretaries have status as ministers of state, while in some states, ‘Chief Parliamentary Secretaries have cabinet status. The present T.R.Zeliang ministry in Nagaland has a total of 47 members comprising of 36 NPF, 4 BJP and 7 Independent MLAs. There are 12 ministers(including one chief minister), 26 parliamentary secretaries and nine Advisors of cabinet rank. If the Speaker is included, every member of the T.R.Zeliang coalition holds office. There are also around have a dozen PSUs whose chairmen used to be elected members. The Supreme Court in its judgment had clearly explained that the constitution does not empower an assembly to enact such an Act to override Parliament and therefore, no chief minister has the power to appoint any parliamentary secretary. The issue of parliamentary secretaries in Nagaland has attracted sharp attention as it comes at a time when the rift between the NPF party led by Dr.Shürhozelie and rebel legislature majority led by chief minister T.R.Zeliang hinges over constitutional interpretation to political decisions. If the Supreme Court ruling has to be applied to all states, then the fate of the 26 parliamentary secretaries would be in peril. The issue will create an impossible scenario on government formation over the question- how to accommodate so many aspirants ?

DailyDevotion The Teaching of Disillusionment Jesus did not commit Himself to them…, for He knew what was in man. —John 2:24-25 Disillusionment means having no more misconceptions, false impressions, and false judgments in life; it means being free from these deceptions. However, though no longer deceived, our experience of disillusionment may actually leave us cynical and overly critical in our judgment of others. But the disillusionment that comes from God brings us to the point where we see people as they really are, yet without any cynicism or any stinging and bitter criticism. Many of the things in life that inflict the greatest injury, grief, or pain, stem from the fact that we suffer from illusions. We are not true to one another as facts, seeing each other as we really are; we are only true to our misconceived ideas of one another. According to our thinking, everything is either delightful and good, or it is evil, malicious, and cowardly. Refusing to be disillusioned is the cause of much of the suffering of human life. And this is how that suffering happens— if we love someone, but do not love God, we demand total perfection and righteousness from that person, and when we do not get it we become cruel and vindictive; yet we are demanding of a human being something which he or she cannot possibly give. There is only one Being who can completely satisfy to the absolute depth of the hurting human heart, and that is the Lord Jesus Christ. Our Lord is so obviously uncompromising with regard to every human relationship because He knows that every relationship that is not based on faithfulness to Himself will end in disaster. Our Lord trusted no one, and never placed His faith in people, yet He was never suspicious or bitter. Our Lord’s confidence in God, and in what God’s grace could do for anyone, was so perfect that He never despaired, never giving up hope for any person. If our trust is placed in human beings, we will end up despairing of everyone.

Boom-bust: Record stocks upsurge

he stock market is booming. It is said to be a global trend despite not so boom in the world economy. Why and how is it happening? Is it real or an indication of a global crash? Whatever goes up comes down, is the stock market dictum. The Indian stock market is on an upswing. It touched the record (it goes on setting such records) 32074 at the Mumbai sensex indicator on July 17, 2017. Though, next day, it fell by 363 points, the highest in seven months. Two days later again it fell by 50 points to close at 31,904. It jumped by 124 points on July 21. The Nifty of the NSE is also in a similar surge-fall cycle. Is it good time for investors? It is difficult to say. Speculative investors put their money during such “boom”, the real investors wait for good time – the bearish phase. Market experts are awaiting a correction, the euphemism for finding the realistic level, or a fall in the trading. The last week’s fall was led by GST Council’s decision to impose cess on cigarettes and the largest tobacco company’s stocks

led the fall. The stock market can be affected if some more shots are fired on the IndoPak border or if Doklam stand-off between India and China aggravates. But Doklam as of now may not be the reason. However, there are stock specific concerns as many shares are trading at high valuations. Some are priced so high that these may lead to stagnation. The Indian economy’s high growth rate is touted as the major reason behind the major rally. The belief is that high economic growth should lead to higher earnings and this leads to support of higher prices. But the market also says that nothing can be infinite and prices have a limit to their rise. The global markets are in a bull run. That means some people are putting in large sums in the capital market. Does this mean that falling bank interests and inflation lead to improvement in the health of the capital market? If it is so, it is a danger for the economy. It is an indicator that bank deposits are being utilized to buy shares and do speculative

trading. Interest rates are low and so are the commodity prices. It means while the common bank depositors are gasping as their interest hedging is coming down, equity market speculators’ earning is going up. In other words as the poor suffer, the rich are gaining. This is a danger both for the economic and sociological factors. Some large companies have Shivaji come out with results of huge profit in the April-June quarter. It is said that some more may be doing it. While announcing profits, many of these companies carefully conceal their debt in the balance sheet. In other words, the performance of these groups may further be affecting the health of the banking sector. It may be recalled that two of the worst stock scams – Harshad Mehta and ketan Parekh - were funded by the public sector banks. The UTI and LIC scams were of similar nature. Public money was lost and the public institutions bore the brunt. The lurking question is whether the better performing equity market would increase bank

NPAs. That the fears are not unfounded is supported by the Comptroller and Auditor General’s (CAG) latest report that found that major telecom companies – Bharti Airtel, Vodafone, Idea, Reliance Communications and Aircel - revealed “total understatement of adjusted gross revenues (AGR) of Rs 60,064.5 crore” between 2010-11 to Sarkar 2014-15. The CAG says it is for saving taxes. But such understatements are not uncommon. The Satyam had also grossly inflated its statements. The CAG said that the understatement of AGR was linked to promotional schemes, which included free talk time, discounts as well as non-inclusion of profit from sale of investment. The recent boom in prices is significantly linked to the announcement of many such free schemes by one of the biggest operators. The government in 2014 had issued show-cause notices to some of the top telecom firms for underreporting revenues. So the fear of bank

money being utilized for speculative investments may be real. It means there are larger threats to Indian economy than being perceived. An interesting aspect is that mid-cap and small-cap stocks have seen greater increase in their prices based on “future” earnings growth. If it fails to keep up with expectations, a sharp fall in their prices would be the only possibility. The risk factor is serious as many of these companies lack a strong track record of sustainable earnings. India’s own macros and micro environmental factors are stable and in a much better shape than it was a few years back, it is often said. A strong leadership, political stability and a pro business attitude of government has set a solid ground for future growth. If all goes well we could be at the beginning of mother of all bull runs. But a lot depends on how demand picks up locally and globally from here in coming years and how fast corporate can translate them into their quarterly results. Presently, if the CAG report is to be believed much of it is window dressing de-

spite the rules having been made more stringent by SEBI and other government agencies. There are, however, a few positive factors. India is doing better than slow moving Europe and the US, which cannot grow more than 1-2 percent a year. Indian growth is to hover around 7 percent. The second aspect is that global and domestic liquidity is stated to be high. While the west is awash with cash, in India large amounts of money are flowing into stocks with bank money. Another factor is helping the stock market. It is the underperformance of other assets like gold, real estate and even debt. In short term, the revival of these assets is not foreseen. So the money flows in to the stocks. The mutual funds are also playing big. They have invested Rs 2,21,033 crore between May 2014 and June 2017. During the past three months itself they invested Rs 26,503 crore. So would not the market fall? A market crash is inevitable. But when will it occur? Nobody can say. If it happens there can be a mayhem.

Post-mortem

The globe is in your fist

“If you don’t start in the right spot, you are going to lose the game before you even get started.” Mike O’Neil The internet has been a boon for its massive role to bring people together.Social networks, such as Facebook, Instagram, LinkedIn, Weibo and Tweeter etc. were created for the sole purpose of helping individuals for communication. Social media is indeed a mirror, on which one can reflects his/her all type of interests and ideas. A sufferer has been given a platform that previously had none. For example a stranger also had moved to tears by the image of a drowned Syrian toddler who had been washed away on the shore of Turkey. Even the Nirbhaya episode was completely sized over by the Social Medias to reach every home around the world. It was just because of social Medias, which spread like a bush fire within no timeand the world seemed so small. One can upload audiovisual post regarding any kind of abnormality found in the society or in the government machinery so that it reaches to the mass. It has also amplified the existing personality characteristics of persons who were earlier not known by many. It has removed all the communication barriers. Now one can communicate his/her opinion and thoughts over a variety of topics. Another positive impact of this huge platform of social networking sites is to unite people for the achievement of some specific objective. Someone said, “Social networks are not about the exploitation of technology but service to community.” The increasing popularity of social networks has gained attention as the most viable communication choice for the bloggers, article writers, content creators and advertisers. It has connected people from the different parts of the globe allowing them to communicate in real time. Whether I’m in India or in America, it hardly matters, only a click away from all of my friends staying in different time zones. Not only these networks allow communication between friends, but also allow meeting new people and thus one can expand one’s social circle. There are many situations that the social networks are preferable by many than to use of telephones. Social sites have been a foremost venue for businesspeople to promote their products and services not only locally, nationally but even on a

global level such as Amzon, Flipkart, Snapdeal, Myntra, Jabong, Naaptol and many more. The more we have learned about its behaviour, it becomes more apparent and thus this very viable mirror has now been distorted. We are all now information creators, through these platforms and not remained like simple TV viewers or radio listeners. These rising social networks and websites are on the verge of replacing our traditional interactions. This is high time to realize its effects particularly in communication, self- expression, intimidation, isolation, friendships, and even our very own sense of humanity. The technology for sharing information has been increased rapidly from the day of the inception of Facebook, YouTube and Twitter etc. Billions of people are the instant users of social networks around the world every day to post videos, share images, and send out messages. There are millions of million smartphone/ computer users today. Everyone is using this or that social networks as per one’s convenience. These social networks allow an individual to have thousands of friends. We invite friends abruptly without knowing about that individual fully. However, these friends are no more than strangers and allow them on to our page without any haste and hesitation. Why do we create connections with people who we don’t know, or even care a lot about them? We spend more time with these people chatting online, and discard spending time with our real life friends who are known for years. These tools can change our very sense of reality. It cannot be our main form of communication with whom we passed our cherished life once. Most of us are using Facebook and Twitter as our primary news sources, but there is a big question of its legitimacy. Social media has also unlocked new avenues for unusual violence, conflict and cruelty. Uploading inflammatory speeches, videos in YouTubeby the terror groups have achieved an extra mileage of their premeditated plan. Social media has been weaponized for spreading well-orchestrated fear-mongering propaganda. It has been a gateway toextremists’through which they share operational and tactical information to the youths. Most of the radical groups are using social me-

dia to start engaging people around the world, hoping to gain sympathy by brain washing who in turn act on their behalf. Hot blooded youngsters get attracted easily. Accidents ranging from minor to the life-threatening happen due to the use of smartphones while driving. This act is considered to be distracted driving which covers texting, surfing the web, video chats and taking selfies. Streaming live on Facebook by the youngsters has been a matter of alarming concernwhile theyare on a long drive. An involuntary sneeze is a sort of excusable distraction. However, if you willfully look down at screen of a phone, reading or punching letters for a reply while your other hand is at the steering and meet with an accident is not at all excusable. Social sites divert the focus and attention from a particular task as its users gets addicted by spending countless hours on it. It drops the motivational level of the people, especially of the youngsters and students. Students mainly rely on the internet instead of learning the practical knowledge. Kids live in the 24/7 digital playground today with no parental supervision which affects virtually in every aspect of their lives. Social media that contains shared photos, immoral material, violence and sex, can damage the behavior of kids and teenagers, who may leads them to indulge with crime related activities. Thus, it has a negative impact on a progressive society. Pe r h a p s, t h e m o s t intriguing part is that we feel less loneliness at home connecting people all over online. Observing one’s action, navigating interaction, knowing a person and developing a relationship becomes the new reality these days. Those happy moments like watching shows together, spent some time talking each other, engaging in active activity were the habit of past. Now, every one of us is lost in our own world of screen stimulation and that is what, every one of us now feeling disconnected and dissatisfied without really knowing why. The globe has become too small todayto be fitted in a fist owing to the great invention of social sites. Users are to decide of its judicial use for the benefit of mankind. A needed approach

ith the world growing rapidly in every field, we cannot choose to remain mere spectator and amaze at the marvels of their wonders. If we have the thinking capacity like the rest of the civilized people, then it is rest assured that nothing can stop us from progressing as well. As the Declaration of Rights of Man and Citizen, made in 1789, after the Bastille revolution; “Men are born free and remain equal in rights”, it remains the basis of French laws today. In a state plagued with corruption like ours’, and as a journalist of Reuters Foundation (Global news and information provider) wrote about Nagaland, on an article titled “Can Development Recover and Restore a Community”, which appeared in the local dailies in the month of May, 2017, this would be helpful. “Begin” —In recent times, consciences are being stirred, ethics are being taught, and intense discussions are being generated around the urgent need for infrastructural development in Nagaland state. “The powers that be” continue to be a silent and indifferent, while the continuing violence to the Naga way of life, and the natural environment is being challenged in ways beyond our imagination. The primary needs are efforts to continue to demilitarize our communities, address root political causes of conflict, utilize resources to meet basic human needs, human development and take ownership and responsibility of our future. This untenable situation greatly distorts our reality causing an ongoing struggle between truth, trust and mistrust.

Martin Lings metaphorically describes this situation as: “If it can be said that man collectively shrinks back more and more from the Truth, it can also be said that on all sides the Truth is closing in more and more upon man. It might almost be said that, in order to receive a touch of It [Truth], which in the past required a lifetime of effort, all that is asked of him now is not to shrink back.” The dilemmas around tr uth are fur ther compounded by the structures that are meant to develop and govern. Paul Hawken provides a point of view by suggesting that logic of production is neither the logic of life nor that of society. It is a small and subservient part of the two. Therefore, unless the logic of production is addressed, the instability will continue. Thus, transformation and development cannot find a place in structures and procedures where decisions are allowed to wind their leisurely way up and down the hierarchy – this demands the end of bureaucracy. Rigid structures and hierarchies become self-defeating because it slows responsiveness and stability. Naga people have been blocked from evolving their own indigenous ways and methods of doing things that are derived from their own values and are responsive to meeting their needs. Indigenous culture and ethos that are consistent with humanitarian law, democratic principles and natural justice are absolutely essential for ensuring sustainable development. Development needs peoples’ participation where they learn by doing together and reflect on their actions.

In this way people will identify their own problems, critically analyze the root causes, and develop strategies to effect positive changes. People will expand their capacity and ability to own and lead the process and realizing it. A cohesive movement that combines resistance and constructive proactive steps against unjust structures and domination can address this situation. The movement will transition from the dominant and pervasive culture of force to a culture of nonviolent action, creative peace and renewal. Achieving sustainable community economic development revolves around meaningful local livelihoods connected to local and regional market demand management. Sustainable employment involves turning waste into renewable resources, redefining efficiency, supporting community selfreliance and sustainable management of natural resources. Through these efforts a significant shift will take place that leads to reducing social dependence on economic growth. Ultimately, the development process is at the core of people’s politics, and at the heart of this process is community empowerment and recovery.—“End “ Thus in order to progress, the people need to be assured of the “natural justice” [court concept (the verdict announced in a court of law)], to try to Catch Up with modernization, in a true Secular and Democratic nature, where personal belief and philosophy would remain personal choice and everyone would be ensured of equal rights. Reader’s Post Sir,

A blessing indeed

T. R. Zeliang is back as chief minister of Nagaland for the second time in a span of five years to the 12 Nagaland Legislative Assembly (NLA). During the past decades since 1964, NLA used to accommodate just one Lotha cabinet minister inspite of the fact that Lotha tribe too is one of the major tribe in Nagaland. By the grace of God, this time the chief minister has appointed two Lotha cabinet ministers, Y. Patton of 37 Tiyi A/C and Mmhonlumo Kikon from 40 Bhandari A/C. Considering the vastness of Wokha district and particularly the 40 Bhandari constituency, the chief minister has made a very wise decision. Therefore, both the Lotha ministers need to work cohesively with the chief minister in order to bring development in Wokha district for the Lothas. Mathew 5:16 tells us, let your light so shine before men, that they may see your good works and glorify your father in Heaven. I appeal the Lotha public also to pray and thank God so that our leaders would be filled with good health and wisdom to work for the welfare of the general public, irrespective of range and clan. For this too is a blessing indeed from God. Rikhyo Kikon Lotha, Octogenarian, Social Worker, Wokha.

Govt to be consistent for larger national interests

The state’s traders pointed out to their government that people would buy goods from Punjab where it would be cheaper than their own state due to the absence of input credit if they are not part of GST regime. Jaitley also said that within the GST Council there was cooperative federalism whereas outside people opposed the tax reform, but due to the people’s support for GST, the opponents had to backtrack. On the ease of getting the input credit, Jaitley said those who file their GST returns honestly will get it automatically and there will not be a need

RJD to move court in a week on new Bihar govt

Pa t n a , J u l 30(Agencies): The RJD on Sunday said it will move court “within a week” against Bihar governor’s invitation to the JD(U)-NDA coalition to form government in the State, and hit out at Chief Minister Nitish Kumar for “robbery of the mandate”. “We will knock at the court’s door, and go to the people’s court (‘janata ki adalat’) as well to tell the masses about the kind of politics being played by the two parties — JD(U) and BJP,” RJD spokesperson Manoj Jha said. The senior RJD leader also challenged Kumar to address a meeting in an area dominated by people from Dalit, Mahadalit and other backward castes, saying “He (Kumar) will

face of the wrath of the people.” “Every mandate has a character and in Bihar it was the Dalits, the minorities and some progressive sections of the upper caste (which had voted for the previous government). Now, with JD (U) breaking the Grand Alliance, the character of that mandate has been dropped,” he said. “People of Bihar, including the youth, are feeling cheated about this robbery of the mandate they had given for an inclusive Bihar,” Jha said on the on the sidelines of an event here. The governor’s decision to invite Kumar to form the government with the BJP, he said, was a “blatant violation” of the Supreme Court judgement in the Bommai case.

(From p-1) by numerous rulers, administrators, agency as well as dictators, they added. However, till today no authority appeared to have given due attention on the logistic development of region vis-à-vis ethnic people on the principle of democratic welfare state, NGA added. Highlighting the history of Gorkhas, NGA recalled that in 1907, the Hillmen’s Association of Darjeeling had demanded a separate state for the Gorkhas to the British India Authority to preserve its distinct identity. However, the demand was suppressed and even after Indian States Reorganization Act 1956, the land of Gorkhas under Darjeeling district and Dooars along with its inhabitants was merged with the state of West Bengal without the consent and will of the local diligence, they said. It also maintained that the language, customs and ethnicity of Gorkhas were also completely different from those in West Bengal. In his message, read out by Buddha Lama, NPMHR secretary general, Neingulo

Krome acknowledged that the “Global Gorkhaland Unity March” was a significant initiative as it had brought every Gorkha together cutting across all barriers regardless of geographical boundaries for the first time in the 110 years of struggle and perseverance. Nagaland Tribes Council member, Joshua Newmai in his address called upon Government of India to take up the genuine movement for Gorkhaland on priority, saying prolonging the issue would only result in further crisis and problems. Angami Students’ Union president Visako Rino, who also addressed the rally, extended full support to NGA’s demand. T. Khel council Kohima village representative also addressed the gathering. E a r l i e r, t h e p r o gramme was led by Jenny Lamechane Chhetri and Probhu Gurung. A twominute silent prayer was also observed as a mark of respect to the martyrs while vote of thanks was proposed by organizing secretary GGUMK & president Gorkha Public Panchayat Kohima.

Jammu, JUL 30 (AGENCIES): The National Investigation Agency (NIA) on Sunday conducted raids at two places belonging to a close aide of hardline separatist leader Syed Ali Shah Geelani in Jammu in connection with its probe in the terror funding case in the Kashmir Valley, officials said. In a related development, the NIA also issued summon to Naseem, the second son of Geelani, who heads separatist conglomerate Tehreek-e-Hurriyat, to appear before the agency on Wednesday. His elder son Nayeem has been summoned at the NIA headquarters on July 31. The NIA raided the office and residence of a lawyer on July 30 morning amid allegations about his close proximity with Geelani, said officials, who are familiar with the developments. with the case of terror funding. Earlier, the agency had raided a businessman. Earlier, the NIA had issued summons to Geelani’s elder son Nayeem, asking him to appear before it for questioning on July 31 in connection with its probe in the terror funding case which names Pakistan-based chief of Jamaatul-Dawah, the front of another proscribed outfit Lashker-e-Taiba (LeT), Hafiz Saeed, as an accused. The NIA has also named separatist organisations such as the Hurriyat Conference (factions led byGeelani and Mirwaiz Farooq), Hizbul Mujahideen

(HM) and all-woman outfit Dukhtaran-e-Millat in its FIR. A surgeon by profession, Nayeem had returned from Pakistan in 2010 after spending 11 years there. He is tipped as the natural successor to the Geelani-led Tehrek-e-Hurriyat, a separatist conglomerate comprising hardline groups. Geelani’s son-in-law Altaf Ahmed Shah alias Altaf Fantoosh has already been arrested by the NIA and is being interrogated in the same case, they said. Besides him, Geelani’s close aides Ayaz Akbar, who is also the spokesman of Tehreek-e-Hurriyat, and Peer Saifullah were arrested by the NIA from the Valley last week. Shahid-ul-Islam, spokesman of the moderate Hurriyat Conference led by Mirwaiz Umer Farooq, Mehrajuddin Kalwal, Nayeem Khan (of the Hurriyat’s Geelani faction) and Farooq Ahmed Dar alias ‘Bitta Karate’ have also been arrested. All of them have been remanded to 10 days of NIA custody.

Maneka suggests legalising marijuana for medical purposes New Delhi, Jul 30 (PTI): Women and Child Development Minister Maneka Gandhi has suggested legalising marijuana, a psychoactive drug, in India for medical purposes on the lines of the practice adopted by some developed countries like the US to curb drug abuse. The suggestion was made by Gandhi at a meeting of a group of ministers (GOM), which examined

the draft cabinet note National Drug Demand Reduction Policy, according to the minutes of the second meeting, a copy of which is with PTI. The GoM approved the draft national policy with minor modifications suggested in the meeting. Gandhi informed that in “some of the developed countries like the US, marijuana has been legalised which ultimately results in

less drug abuse”. She said that “the possibility of the same maybe explored in India”, as per the document. When asked to elaborate, Gandhi told PTI that “marijuana should be legalised for medical purposes, especially as it serves a purpose in cancer”. During the meeting of the GoM, which was chaired by Home Minister Rajnath Singh, Gandhi

also stressed on the need for regulating the sale and availability of pharmaceutical drugs such as codeine cough syrups and inhalants among others which are being abused. Prime Minister Narendra Modi has directed the GoM to examine the draft policy for drug demand reduction which seeks to address the problem of drug and substance abuse in the country.

Referring to the national sur vey on dr ug abuse, conducted by the Ministry of Social Justice in collaboration with AIIMS, which covers students, transgenders and sex workers among others, Gandhi said children especially those living in and around major railway stations should also be covered. She also suggested exploring the possibility

of setting up de-addiction centres near these railway stations. On the issue of legalising drugs in the country, the Social Justice and Empowerment Secretary G Latha Krishna Rao said “it may not be appropriate to legalise such drugs” in view of the large population and low level of literacy in the country and added that the possibility could be explored in future.

to interact with any tax official. As to the existence of multiple tax rates, he said it was to prevent inflationary pressure. “We kept the tax rates on food items at nil or in the lower slabs,” Jaitley added. Jaitley also said the next generation would be horrified to note the kind of indirect taxation -multiple taxes across the states - that the country had prior to GST. He said interface with a tax official will lead to corruption and many businessmen thought it is better to be outside the tax bracket and the net result was that India became a tax non-compliant nation. According to him, following the GST regime, the tax base would increase while the weighted average tax rate would come down. Jaitley said Prime Minister Narendra Modi has forced major changes during the last three years, creating an environment that is business-friendly.

Addressing a GST Conclave here, he also said that the GST was not an easy tax reform to implement and there are people who wanted to stall reforms. “If reform is of national interest, then do not blink. There are people who would trip you and will never allow reforms,” Jaitley said. Stressing that GST regime will make the economy more efficient, he said that the industries that are opposing the tax reform are doing it to avoid paying income tax. C i t i n g Ja m m u & Kashmir that also agreed to implement GST seven days after others joined. Jaitley said it was the power of economic integration that forced the state to join GST.

Echoing similar views, Indian Bank Managing Director Kishor Kharat said there is an expectation that there could be 0.25 per cent rate cut by RBI this time. The RBI may not touch Cash Reserve Ratio or Statutory Liquidity Ratio as there is adequate liquidity in the market, Kharat added. The six-member monetary policy committee (MPC) of the RBI headed by RBI Governor Urjit Patel will announce the outcome of the meeting on August 2 afternoon. NEW DELHI, Jul 30 (PTI): With retail inflation receding to record low levels, the Reserve Bank is likely to cut the benchmark lending rate by at least 0.25 per cent in its third bi-monthly monetary policy review on Wednesday, say experts and bankers. Encouraged by significant price improvement, bankers expect RBI, which has kept rates on hold at 6.25 per cent for the fourth straight time citing risk to inflation, to change its monetary stance and may even go for an aggressive rate cut. “The expectation is of rate cut of a minimum 25 basis points as inflation has eased and also as industrial growth continues to remain weak. In future, if the PPP model does not work out, we may consider viability gap funding as well,” he said. Why can’t we have all types of operators--be it the state-run buses or private or stage/contract carriages be all under the same roof ? Why we should segregate them when they serve the same purpose, Gadkari wondered and said such integration of the system can increase its efficiency and usefulness to people. The first busports have come up in Nagpur and Vadodara, he added.

Beijing, Jul 30 (PTI): Chinese President Xi Jinping on Sunday said the People’s Liberation Army (PLA) has the confidence and capability to defeat all invading enemies as he inspected a massive military parade at the country’s largest military base to mark the 90th founding anniversary of the 2.3-million strong army. Xi also said the PLA should strictly follow the absolute leadership of the Communist Party of China (CPC) and “march to wherever the Party points to.” “I firmly believe that our gallant military has both confidence and ability to defeat all invading enemies,” said Xi, who heads the Central Military Commission, which holds the overall command of the PLA - the world’s largest army. While there was no reference in his speech to over a month-long IndiaChina military standoff at Doklam in Sikkim section, his remarks came in the midst of shrill official media campaign and assertions by the Foreign and Defence Ministries here accusing Indian troops of trespassing into Chinese territory at Doklam. Clad in camouflage military suit, 64-yearold Xi said the Chinese mili-

tary has the confidence and ability to safeguard, national sovereignty, security and development interests. “Our military has the confidence and ability to write a new chapter in building of strong military and make new contributions to towards realisation of the China dream of great rejuvenation of the Chinese nation and safeguarding world peace,” Xi said in his about 10-minute address - an event carried live on state television and radio. Earlier, Xi inspected the military parade at China’s largest military base in Zhurihe in Inner Mongolia - the biggest parade since 2015 in which army and air force displayed some of the most modern weapons including a new tank which reportedly held exercises in the high-altitude along the Indian border. The other weapons included long range

nuclear and conventional missiles, the new J-15 - the new aircraft based carrier. In his address, Xi asked the military to further improve its combativeness and modernise the national defence and armed forces. The Chinese military has the world’s second largest defence budget of USD 152 billion next to the US military. The PLA was founded on August 1, 1927 when the ruling CPC under the leadership of Mao Zedong carried on with his national liberation movement. It is one of the rare national armies which still continues to function under the leadership of the CPC and not the Chinese government. “Officers and soldiers, you must unswervingly stick to the fundamental principle and system of the Party’s absolute leadership over the army, always listen to and follow the Party’s orders, and march to wherever the Party points to,” said Xi, the general secretary of the CPC Central Committee. PLA officers and soldiers should firmly adhere to the fundamental goal of serving the people wholeheartedly, and always stand together with the people, Xi said.

Pakistan to elect new PM on Tuesday Islamabad, Jul 30 (Agencies): Pakistan`s parliament will meet on Tuesday to elect a new Prime Minister after the Supreme Court disqualified Nawaz Sharif following an investigation into corr uption allegations against his family. The ruling party named Sharif`s younger brother Shahbaz Sharif as his successor over the weekend, but he must first enter parliament by contesting the seat left vacant by Sharif. In the meantime the Pakistan Muslim LeagueNawaz (PML-N), which enjoys a majority in parliament, has nominated ex-oil minister Shahid Khaqan Abbasi as interim Prime Minister. The top court ousted Sharif Friday after an investigation into corruption allegations against him and his family, bringing his historic third term in power to an unceremonious end. “The nomination papers --- shall be delivered to the Secretary, National Assembly by 2.00 pm, on Monday,” said a notification by the National Assembly Secretariat and seen by AFP. It said the assembly would meet at 3:00 pm Tuesday for the “election of the Prime Minister”.

4 arrested for terror plot in Australia Melbourne, Jul 30 (PTI): Australian authorities have foiled an alleged Islamist-inspired “terrorist plot” to bring down an aeroplane with an improvised explosive and arrested four people in a series of anti-terror raids in Sydney. Australian Prime Minister Malcolm Turnbull said security has been beefed up at all major domestic and international airports following the arrest of four men. “I can report last night that there has been a major joint counter-terrorism operation to disrupt a terrorist plot to bring down an airplane,” he said. “We face a range of terrorist threats. Some of them are lone actors, who activate very quickly with very little warning. On other occasions you get quite elaborate conspiracies — this appears to be in that category,” he added. Earlier, four men were arrested during anti-terror raids carried out by federal police, New South Wales police and ASIO at five properties in Sydney yesterday. Police said that they found the material and items that could be used to make a homemade bomb, when they raided the house at Surry Hills yesterday. Police alleged that the arrested men were planning to use an “improvised device” to carry out an at-

Mayor, 7 others killed in Philippine drug raid

Philippine police fatally shot a city mayor who was among the politicians linked to illegal drugs.

Manila, Jul 30 (IANS): The Mayor of a southern Philippine city and seven others were killed in an anti-drug operation on Sunday, authorities said. Several weapons and a large volume of crystal meth were seized following the operation against Ozamis Mayor Reynaldo Parojinog, Xinhua news agency reported. An official said Parojinog’s daughter Nova Princess, the city’s Vice Mayor, was arrested at the family’s estate in San Roque Lawis village. Parojinog’s wife Susan and Octavio Parojinog Jr, a member of the provincial

legislative board, were among those killed. The Parojinogs were among powerful warlord clans whom President Rodrigo Duterte has named as biggest narco-politicians in violence-plagued Philippines. Duterte had publicly named and threatened the family for their alleged involvement in drugs trade, kidnapping and other crimes. The family was also tagged as the founder of Kuratong Baleleng, a gang of former military men who were into kidnapping and bank robberies in the 1980s.

A vehicle loaded with explosives blew up in the middle of Maka Al Mukarama road, a police officer told Xinhua news agency. The victims were largely civilians who were using the road. Pictures from the scene showed the blown up vehicle engulfed in fire. “The explosion was so huge... You can see the smoke covering the whole place. Several people have died and others injured,” Muhidin Farah, a witness, told Xinhua. The explosion came as security forces have in the last few months intensified traffic checks and operations in Mogadishu. It is the first explosion in the city in more than a month since the deadly Ramadan month attack at two restaurants which claimed 30 lives. No group had yet claimed responsibility for the attack.

The International Committee of the Red Cross has expected the suspected cases of cholera in Yemen to reach 600,000 by the end of 2017. Jamie McGoldrick, the UN humanitarian coordinator for Yemen, said the cholera outbreak is “entirely man-made and is as a result

of the conflict”. More than two years into war, Yemen is facing a total collapse, where two thirds of the total population, around 19 million, need humanitarian aid. About 10.3 million people are at risk of famine and 14.5 million lack access

to safe drinking water. Fewer than 45 per cent of the country’s hospitals are operational, but even the operational ones are coping with huge challenges, especially the lack of medications, medical equipment and staff, according to WHO estimates.

tack to bring down an aircraft but no details on a particular target, location, time or date were uncovered. Australian Federal Police Commissioner Andrew Colvin said they had no reason to believe airport security had been “compromised” but a heightened state of security has been implemented. “We do believe it is Islamic-inspired terrorism. Exactly what is behind this is something that we will need to investigate fully,” Colvin said. “We are investigating information indicating the aviation industry was po-

tentially a target of that attack,” he added. Prime Minister Turnbull said those with plans to travel should do so with confidence, but allow extra time for security screening because of the threat. Some of the measures will be obvious to the public, some will not be — those travelling should go about their business with confidence, he said. “Travellers should arrive at terminals at least two hours before flights to allow ample time for screening. They should limit the amount of carryon and checked baggage, as this will help to ensure that

security screening is efficient,” he said. “Every day, every hour, we are focused on ensuring that our defences against terrorism are stronger than ever,” Turnbull said. “That our co-operation is tighter than ever. That our co-ordination is swifter than ever before. Now, we have strong transport, security systems in place in Australia, to prevent acts of terrorism,” he said. Reports said that authorities had received an information on the alleged plot on Wednesday and beefed up security at Sydney Airport on Thursday.

JOINT COUNCIL OF SEYOCHUNG VILLAGE, SINGREP VILLAGE, PHELUNGRE VILLAGE & YANGZITONG VILLAGE SURO PUMJI

At the joint consultative meeting of the four Village Councils Viz. Seyochung Village Council, Singrep Village Council, Phelungre Village Council & Yangzitong Village Suro Pumji, was held on 29th July 2017 at Kiphire Town, with regard to the joint representation of Kiphire Tuensang District Sumi Students’ Union (KTDSSU) & Pungro Area College Students’ Union ( PACSU) for linking Aadhaar with the Electorall Roll of the entire Kiphire district electorate. The Joint councils welcome the concern shown to establish and strengthen the democratic processes by linking Aadhaar with Electorall Roll for a clean election, however a thorough understanding of the present status of the Aadhaar in the district needs also to be taken into account. The estimated number of persons who are in possession of Aadhaar card is very few compared to the total population. Moreover, the Aadhaar capturing agency in Kiphire district has not been in operation for more than a year. That there were many anomalies and irregularity found in the census figure 2011 of the above mentioned Villages, wherein the total number of enumerated people in respect of each village recorded a negative decadal growth rate by a huge percentage. This negative growth rate is attributed to many factors which were enforced during conduct of census enumeration. The direction to exclude students who were pursuing studies in towns/cities, people who are out of village for different purposes were also not enumerated. Moreover, there was also a random deletion of households carried out as detected from the abridged household listings. It is to be accounted that since electoral roll is a continuous process necessary modification / deletion / inclusion are a welcome procedure taking into account the status of the electorate. However, to delete a chunk percentage of village electorate based on 2011 NPR data is irrelevant after irregularities and anomalies identified as cited above. The Joint councils has also in the meeting reiterated that the government expedite the process to put into effect the order No. CN/CON/RVJ/2011/2310, dated Kohima, the 23rd January 2014, for carrying out the Trail-Run of population census for enumeration of only proper residents of Sumis of Kiphire district so as not to be misused by the Sumis of other districts. t seems like Judd Apatow is in awe of Jim Carrey’s comedic genius. According to the sources, Director Judd Apatow praised star Jim Carrey on Friday while presenting the actor with the Generation Award at the Just For Laughs festival in Montreal. He said, “He would go on stage every night and improvise his entire set. His goal was not to repeat one line from any other night. It was the funniest thing I’ve ever seen in my life.” The director also revealed that Carrey asked a young Apatow, then a relative unknown and often between gigs, to co-write comedy sketches, and gave him 5000 USD for the

work he did. “That paid my rent for about a year,” noted Apatow. For his part, Carrey, when accepting his award, recalled first meeting a young ‘fresh-faced’ Apatow as he introduced himself backstage at The Improv. “He said to me, ‘Hi Mr Carrey, I’m a young comedian. My name is Judd Apatow,” Carrey remembered. With his unique style, Carrey responded by saying, “F*** off narc!” “So I said, okay. And I made him do heroin with me. I’m not into drugs, but I had to make sure I knew who I was dealing with,” shared the threetime Golden Globe-winning actor.

ctor Robert Pattinson was threatened that he would be fired if he didn’t smile in the movie ‘Twilight’, and he was forced to read through the novels and highlight his character’s expressions to help him keep his job. “If you’re going into a relationship with someone, the way to make it really intense is if you can barely talk to each other, you can barely touch each other, it’s incredibly serious all the time,” Pattinson told DJ Howard Stern on Sirius XM radio show, reports femalefirst.co.uk. He added: “That’s what teenage relationships are. But everyone kind of wanted it to be, like, ‘No, they should just be, like, happy and having fun. That’s what people want.’ I thought I was pretty safe. They (his agents) flew up and were like, ‘You have to do the opposite of what you’re doing now or you’re going to get fired today.’”

ames Bond will battle a blind super-villain in Croatia in the upcoming 25th instalment, tentatively titled “Shatterhand”, reports say. The next film in the long-running franchise, which will see actor Daniel Craig fighting a blind antagonist, is based on the 1999 thriller “Never Dream Of Dying” by author Raymond Benson, who also wrote B o n d b o o k s “ To morrow Never Dies, Die Another Day” and “The World is Not Enough”, reports mirror. co.uk. The novel opens with a police raid on a French movie studio that goes badly wrong, while an actress with a sordid past leads Bond to his final target. “Bond scriptwriters feel it could be the perfect follow-up to ‘Spectre’. They are hoping to film in Croatia next year,” said a source. The source added that the producers were furious when a local mayor revealed that they had been

scouting for locations in the coastal tourist hotspot of Dubrovnik. Craig, who has been playing the famous spy since the 2006 film “Casino Royale”, has not yet been announced as being back as the British Secret Service agent. But there are reports that the 49-year-old star is set to return for his fifth stint in the series despite declaring he would rather “slash his wrists than play the secret agent again”. The 25th James Bond film will hit cinemas in November 2019.

inger Elton John has expressed his emotions on the loss of musicians Chester Bennington and Chris Cornell, saying they were “two lovely guys”. He says it was awful to see “someone to be so depressed that they commit suicide, especially when they have families”. The Linkin Park star Bennington hanged himself this month on the birthday of star Chris Cornell, who committed suicide two months earlier. Bennington was godfather to Cornell’s son. In his Beats 1 Radio show, John, whose bass

player Bob Birch also committed suicide in 2012, said they were “incredibly talented, nice men”, reports mirror.co.uk. “To their families and their children, my love. Remember music is a joyous thing and these guys left us a whole legacy of music to enjoy. They have just gone too soon,” he added. John said: “It has been a sad few weeks. Manchester City beat Tottenham 3-0 in Nashville

Manchester City players congratulate John Stones after his diving header gave them the lead over Tottenham.

WASHINGTON, Jul 30 (Agencies): Manchester City posted a convincing 3-0 win over English Premiership rivals Tottenham on Saturday in an International Champions Cup friendly in Nashville, Tennessee. John Stones, Raheem Sterling and Brahim Diaz scored for Manchester City, who were coming off a 4-1 win over Spain and European champions Real Madrid in the exhibi-

tion tournament in North America. Jones opened the scoring at Nissan Stadium, home of the NFL’s Tennessee Titans, with a glancing header in the 10th minute. City had plenty of chances to increase their lead before Sterling made it 2-0 in the 72nd minute, and Diaz came off the bench to complete the scoring in injury time. Tottenham had the first real chance in the third

minute, but Dele Alli’s attempt was smothered by goalkeeper Ederson. Fr o m t h e r e M a n chester City inexorably took control. They were rewarded in the 10th, when Kevin De Bruyne’s free kick from the right found Stones, who stooped to head the ball past Spurs keeper Hugo Lloris. Spurs had a chance to equalize late in the first half when Harry Kane appeared to have a clean

Classy Garcia outpoints Broner in Brooklyn

Mikey Garcia posses after defeating Adrien Broner at the Barclays Center in Brooklyn.

Brooklyn, Jul 30 (Agencies): Mikey Garcia produced a classy points victory over Adrien Broner in their super-lightweight showdown at the Barclays Center. The 29-year-old supremely dictated proceedings from early on and systematically broke down Broner as he extended his unbeaten record to 37-0, winning by scores of 117111 and 116-112 twice. Broner made a customary flamboyant ring-walk, but that was effectively the last moment of ostentatious behaviour from ‘The Problem’ who failed to match Garcia throughout, falling to the third defeat of his professional career. Both fighters eased into the super-lightweight showdown as neither let their hands go in a close and tentative opener.

Garcia started to find his rhythm in the second though and established control of the fight, working behind a stiff jab to outland Broner, closing the distance, landing a heavy right hook to the body. The Californian continued his patient yet efficient approach in the next, walking forward and landing a left hand flush, a punch that was quickly shrugged off by Broner. Going up against Garcia’s tactics, the Cincinnati native struggled to get a foothold in the contest, circling on the back foot but failing to land any significant power punches to put a dent in his onrushing opponent. Despite some muchneeded effective work from Broner in the fifth, an impressive 30-second salvo from Garcia would be

enough for the Californian to continue his dominance on the scorecards. The unbeaten threeweight world champion started to work away at the body of Broner as the fight reached its mid-rounds, seemingly at ultimate ease as he walked down ‘The Problem.’ After boos echoed around the arena, targeted at Broner’s inactivity in the eighth round, the normally always supremely vibrant and animated Broner looked disconsolate as he made his way back to his corner. Sensing the need for urgency and after a frank talking to from his trainer, Broner upped his work-rate in the ninth and started to let his hands go, landing a telling left hook, but Garcia remained resolute. Broner did have some good moments in the final few rounds, but ultimately it was too little too late as Garcia, still looking fresh and fit, marched to a decision victory. Speaking after the fight, Garcia said, “That was one of my best performances, I controlled things from early on.” “Broner is a tough, great fighter, I was just the better fighter tonight. I have very good timing, it is underestimated, when you get in with me you find out my timing is a step ahead.”

look at goal against a hardcharging Ederson, but he fired over the crossbar. Meanwhile, Manchester City kept the pressure on Lloris. Gabriel Jesus missed a chance to double the score on the stroke of halftime, somehow firing wide from short range after a charging De Bruyne delivered a pinpoint pass to him in front of the goal. Sergio Aguero came on for Manchester City in the 60th and proved dangerous, forcing Tottenham keeper Michel Vorm into a save before twice hitting the woodwork. Pep Guardiola’s men finally got their second goal when Samir Nasri split the flagging Spurs defence and Sterling finished. Spurs threatened late, but Christian Eriksen was denied by substitute keeper Ariganet Muric and City had the last word in injury time as Diaz finished from short range after a goalmouth scramble. City play their last pre-season friendly against West Ham United in Reykjavik next week while Tottenham take on Juventus at Wembley Stadium on August 5.

Aditya, Suhaani win bronze at Asian Chess Competition Mumbai, Jul 30 (PTI): Aditya Patil and Suhaani Lohia from the city clinched bronze medals at the Asian Schools Chess Competition, held in China. Aditya, a student of Dhirubhai Ambani International School, won the bronze medal in the Under-7 rapid championship held in Panjin, China. The championship concluded yesterday. There were a total of 26 players from 10 countries who took part in the competition, of which the eighth-seeded seven-yearold Aditya scored 5/7, and finished at the third spot, a media release issued here said. En route to the bronze, Aditya beat fellow Indian and the top seeded Kiaan Agarwal, who has a FIDE rating of 1328. Kiaan won the bronze medal in the classical format.

SYDNEY, Jul 30 (Agencies): Former captain Michael Clarke said on Sunday a bitter pay dispute between players and Cricket Australia was “horrible” for the game and their relationship was likely to be in tatters even after a resolution. After months of negotiations, the players and CA have failed to reach K Y M C

agreement on a new pay deal, leaving 230 cricketers unemployed since the end of June when their contracts expired. CA chief executive James Sutherland said last week that unless intensive negotiations over a revenuesharing deal produced a compromise by early this week, his organisation would seek the intervention

of an industrial umpire to resolve the impasse. Clarke feared things would not be the same between the governing body and the players if and when the disagreement was finally resolved. “I think it’s been horrible for the game, to be honest,” Clarke said told commercial broadcaster Channel Nine. “There is no doubt what has happened will affect the relationship even more than it already was affected between players and Cricket Australia. The problem we have got now is that it is not just the Australian players that are affected”, he added, saying the fans and the public were also involved in “the number one story in Australian sport”. Negotiations between the two warring parties continued over the weekend,

Jonty Rhodes to mentor TNPL team

Jonty Rhodes

CHENNAI, Jul 30 (PTI): Legendary South Africa cricketer Jonty Rhodes will be joining Tamil Nadu Premier League (TNPL) team Ruby Trichy Warriors as mentor. This was revealed by the team on its Twitter feed. “It’s a Bird...It’s a Plane...It’s @JontyRhodes8! ???? Welcoming our mentor & brand ambassador for @TNPremierLeague 2.0! #DoubleTheGethu,” the franchise said. Tinu Yohannan, head coach of Trichy Warriors, said “the mere presence of a legendary player like Rhodes can motivate the players. I am excited to welcome him to the team.” “It will be a privilege to have him in our midst. His presence in the dressing room and during the practice sessions can be invaluable. He can pass on a lot of knowledge to the young players,” Yohannan, a former India Test cricketer, said adding Rhodes will be linking up with the squad on 7 August.

Sanchez not for sale, insists Wenger LONDON, Jul 30 (Agencies): Arsene Wenger has reiterated his determination to hold onto Alexis Sanchez and slammed claims the unsettled Arsenal star’s dose of the flu was part of his plan to engineer a transfer. Sanchez has just one year left on his Arsenal contract after refusing to sign the club’s offer of a new deal and it is believed the Chile forward wants to move to a team in the Champions League. Manchester City, Paris Saint-Germain, Bayern Munich and Juventus are all interested in the 28-year-old, who has yet to return to preseason training with Arsenal as he recovers after playing for Chile at the Confederations Cup. Sanchez was due back at Arsenal on Sunday,

Kuala Lumpur, Jul 30 (IANS): Head coach Maymol Rocky stressed on the word “discipline” as the Indian women’s team gears up to take on Malaysia in an international football friendly at the M.P. Selayang Stadium here on Monday. “We have introduced fines in this camp. Whenever someone commits any

The players were paid from gross revenue for the past two decades, but CA now wants payments to come from a set pool, with players to share only in surplus revenue. Clarke said he could understand the arguments of both parties but added, “Whatever has been going on, it should have been done in private.” The Test squad is due to go into camp on August 11 ahead of a Test tour of Bangladesh, which is in danger of being scrapped following the boycott of Australia A’s tour to South Africa earlier this month. The long-running dispute also threatens Australia’s one-day tour to India in September and October ahead of the showpiece home Ashes series, beginning in November.

his side’s 5-2 thrashing of Benfica in the Emirates Cup on Saturday, made it clear Sanchez will not be sold. “No development, always the same, He is staying, of course,” Wenger said. Asked how he read Sanchez’s delayed arrival, Wenger refused to criticise his player. “He has flu. He texted me to say he will come back as soon as possible. We are in touch with him and his doctor,” he said. “Your job is to be suspicious, your job is built on mistrust and mine is built on trust, that is why I prefer my side. There is no basic problem. He would have come back tomorrow but he will be here on Tuesday. He is flying back as soon as he is in a position to.”

Nasri Man City future up to him: Guardiola Nashville, Jul 30 (Agencies): Pep Guardiola has paid tribute to Manchester City winger Samir Nasri but says his future at the club is up to him and his representatives. Nasri spent last season on loan in Spain with Sevilla, making 23 appearances in a 2016/17 campaign that was disrupted by injury and an anti-doping investigation he is still awaiting the results of. But the France international is with City on their summer trip to the United States and came off the bench for the last 30 minutes of their 3-0 win over Tottenham on Saturday night in Nashville. Afterwards Guardiola praised Nasri’s pre-season efforts but hinted he would find it tough to secure a regular role in City’s Premier League line-up, a

situation that also applies to defender Eliaquim Mangala, and said it was down to him and his team to decide what he wants to do next. “He knows the situation,” Guardiola said. “We have a lot of midfield players, so we’re going to see. It is like [Eliaquim] Mangala. That’s a decision

Former U-19 skipper and defender Dalima Chhibber praised her coach’s strict focus on discipline, asserting that it has helped the players

to combine better as a team. “It unites us. The team bonding becomes better. It makes you more disciplined. It’s fun, but at the same time, it pinches your pocket. It’s up to us to avoid the fines,” she said. Maymol however, cautioned her wards not to take the hosts lightly, asserting that the Malaysians can be difficult to beat at their home ground.

Barca edge Real Madrid in El Clasico

Lionel Messi opened the scoring for Barcelona after four minutes when his shot was deflected past Keylor Navas.

Miami, Jul 30 (Agencies): Gerard Pique’s second-half strike proved to be the difference as Barcelona beat rivals Real Madrid 3-2 in the International Champions Cup in Miami. In front of 66,014 fans at the Hard Rock Stadium, Barca raced into a two-goal lead thanks to goals from Lionel Messi (3) and Ivan Rakitic (6) before Real hit back through Mateo Kovacic (14) and Marco Asensio (36). But Pique (50) proved to be the match-winner early in the second half, handing new Barca boss Ernesto Valverde victory in his first taste of El Clasico.

Barcelona, who included Neymar alongside Luis Suarez and Messi in their starting line-up, flew out of the traps, taking the lead in the third minute after Messi’s shot deflected up off Raphael Varane and over Keylor Navas. Despite the speculation surrounding his future, Neymar looked up for the battle in Miami and played a key role in helping Barca extend their lead further three minutes later, squaring the ball for Suarez, who let the ball run on for Ivan Rakitic, and the Croatian midfielder powered a shot into the bottom corner from the edge of the pen-

alty area. In what was a frantic opening, Real pulled a goal back completely against the run of play when Kovacic’s strike beat the dive of Jasper Cillessen and found the bottom corner from 20 yards. Neymar was back to doing what he does best in the 30th minute, running at Dani Carvajal before firing a shot inches wide of the far post. Barca threatened again moments later with Andres Iniesta picking out Messi on the edge of the penalty area, but for once the Argentina international’s finishing let him down,

Shiva, Manoj win gold at Czech boxing tourney NE W D EL H I , J u l 30 (PTI): Indian boxers packed quite a heavy punch at the 48th Grand Prix Usti Nad Labem, clinching five gold, two silver and one bronze medal at the event in the Czech Republic. World Championships bronze-medalist Shiva Thapa (60kg), former Commonwealth Games gold-medalist Manoj Kumar (69kg), Amit Phangal (52kg), Gaurav Bidhuri (56kg) and Satish Kumar (+91kg) claimed gold medals after winning their respective summit clashes on Saturday night. Kavinder Bisht (52kg) a n d M a n i s h Pa n wa r (81kg), on the other hand, settled for silver medals. Earlier, Sumit Sangwan (91kg) had claimed a bronze after going down in the semi-finals. Amit and Kavinder opened the proceedings for the country in an allIndian final. Of the two, Amit is a light flyweight (49kg) boxer but competed in the flyweight division in this event. He defeated Kavinder 3-2 to claim the

top position. Next up was Gaurav against Poland’s Iwanow Jaroslaw and the Indian had no trouble notching up a 5-0 win. Shiva, who recently won a silver medal at the Asian Championships, also clinched a dominant 5-0 victory over Slovakia’s Filip Meszaros to record another morale-boosting triumph ahead of next month’s World Championships in Hamburg, Germany. Another Hamburgbound boxer, Manoj, too claimed a 5-0 verdict against local favourite David Kotrc. However, Satish Kumar had to stave off a stiff challenge from German Max Keller for his gold.

Manish, on the other hand, lost to Germany’s Ibragim Bazuev to settle for a silver medal. The tournament marked the end of a fortnight-long training-cumcompetition trip for the Indian boxers ahead of the world showpiece scheduled from August 25 to September 2. Of the boxers competing in this tournament, Amit, Kavinder, Gaurav, Shiva, Manoj, Sumit and Satish will be competing in the World Championships. The eighth Indian boxer in the fray at Hamburg will be Vikas Krishan (75kg) but he did not accompany the team on this trip, preferring to train in Pune.

firing the ball high over the crossbar. The miss proved to be costly as Real were back on level terms in the 36th minute after a superb counter-attack. Asensio started the move, bursting into the Barca half before producing a cool finish after being played in by Kovacic. However, Barca restored their lead five minutes into the second-half as Pique ran off the back of substitute Nacho, who replaced Sergio Ramos, to volley Neymar’s free-kick into the back of the net. On what was a quiet evening for Gareth Bale, the Welshman finally showed a glimpse of his talent, bursting past substitute Nelson Semedo but his low shot was blocked by Cillessen. Changes by both sides disrupted the flow of the second half but Real continued to push forward in search of a late equaliser. And they almost found one. Valverde’s side needed Cillessen at his best to keep out Isco’s goal-bound shot, while Dani Ceballos connected with a powerful first-time strike in the closing stages only to see the ball flash agonisingly wide of the goal. That proved to be their final chance as Barcelona held on to pick up the early bragging rights before the two sides meet again over two legs in the Spanish Super Cup on August 13 and August 16.

Doors open for Ibrahimovic: LA Galaxy Los Angeles, Jul 30 (Agencies): LA Galaxy president Chris Klein says the club’s “doors are open” for Zlatan Ibrahimovic, but has conceded the forward wants to stay in Europe. Ibrahimovic is a free agent following his release from Manchester United at the end of last season and is currently working his way back to fitness after suffering a cruciate knee ligament injury in April. United manager Jose Mourinho said earlier this month that the 35-year-old could be given the chance to resume his career at Old Trafford, even following the arrival of Romelu Lukaku at the club. And despite still being keen on a deal for Ibrahimovic, Klein admitted a move to bring the former Sweden international to the MLS this summer could be at an end. “We have an incredible relationship with Zlatan and his agent,” Klein said.

Isner, Harrison enter Atlanta Open final AT LAN T A , J u l 3 0 (Agencies): Secondseeded John Isner beat thirdseeded Gilles Muller of Luxembourg 6-4, 6-2 on Saturday to reach the BB&T Atlanta Open final for the fifth straight year and the seventh time in eight years. Isner lost to Nick Kyrgios last year at Atlantic Station after winning the hardcourt event three straight years. The 6-foot-10 former University of Georgia star will face fourth-seeded Ryan Harrison in an all-American final. “It was a very good match. Absolutely nothing to complain about today,” Isner said. “On and off the court in pretty quick fashion and I certainly will be ready to go tomorrow. I feel great physically, maybe the best I have felt in quite some time. More importantly than that, I am pretty confident as well.” The 32-year-old Isner won the Hall of Fame Open last week in Newport, Rhode Island, for his 11th career title - all at the ATP World Tour 250 level. He has won seven consecutive tour matches and held for 69 straight service games. Harrison beat fifthseeded Kyle Edmund of England 6-7 (5), 6-3, 6-4. Harrison won the Memphis Open in February for his first career title. Edmund beat top-seeded Jack Sock on Friday night.

Vettel wins Hungary GP; extends lead

Vettel celebrates victory along with Raikkonen, Ferrari engineer Jock Clear and third placed driver Valtteri Bottas.

B u da p e s t, J u l 3 0 (Agencies): Ferrari's Sebastian Vettel overcame steering difficulties to win a tense Hungarian Grand Prix and extend his championship lead over rival Lewis Hamilton to 14 points heading into the summer break. The four-time Formula One champion made a decent start from pole position, crucially holding off teammate Kimi Raikkonen on the long straight into turn one. On a Hungaroring track where overtaking is notoriously hard, there were limited chances to catch him after that. But Vettel was hampered by a steering issue for more than half the race, allowing the Mercedes cars to close the gap on him and Raikkonen - who in turn was being slowed down by Vettel. "I'm over the moon. It was a really difficult race.

I had my hands full," Vettel said. Vettel held on for his 46th career win, while Raikkonen expertly defended his position for a Ferrari 1-2. "Grazie! Forza Ferrari!" a jubilant Vettel shouted on the team radio after crossing the line for his fourth win of the season. This one owed much to Raikkonen's cagey driving, and Vettel in turn owes his Finnish teammate a favour after this. He patted Raikkonen on the arm in appreciation as they prepared to mount the podium. Raikkonen used all of his experience to fend off Hamilton, who eventually finished fourth behind Mercedes teammate Valtteri Bottas. Earlier, Bottas had let Hamilton past in order to attack the Ferraris. Hamilton then sportingly gave

him third place back right at the end. Red Bull's Max Verstappen was fifth after knocking Australian teammate Daniel Ricciardo out of the race on the first lap. Ricciardo's race was over after the contact on turn two, bringing the safety car out for a few laps as his car was towed off the track. Verstappen was the perpetrator - swerving into his teammate when going wide on the exit from a turn. It was a big blow for Ricciardo, who had secured five podium finishes in the previous six races. In a stellar drive for McLaren, Fernando Alonso finished sixth with teammate Stoffel Vandoorne in tenth. Carlos Sainz in his Toro Rosso was seventh with the Force India's of Sergio Perez and Eseteban Ocon eighth and ninth.

Denmark stun Germany; enter women’s Euro semis Rotterdam, Jul 30 (Agencies): Secondhalf headers by Nadia Nadim and Theresa Nielsen stunned holders Germany who bow out of the women’s Euro after a 2-1 quarter-finals loss to Denmark in Rotterdam on Sunday. Germany, who have won the Euro six times in a row and eight times overall, dominated the eventful game postponed from Saturday because of heavy rain, but Denmark’s counter-attacking was eventually too much for them. Germany was out of the blocks fast with Isabel Kerschowski drawing first blood on three minutes with massive help from Danish keeper Stina Petersen who palmed her shot from just outside the box into the goal. But Nadim put Denmark level three minutes after the break with a bullet header from a cross by Stine Larsen and Nielsen then headed home a cross from substitute Frederikke Thoegersen with seven minutes left. “I’m so happy that we beat Germany. It’s amaz-

ing,” Nielsen beamed after the game. “Everybody dreams about scoring, but doing it is another thing. Why not today? It’s a good day.” Denmark coach Nils Nielsen said the win was deserved as winger Katrine Veje hit the woodwork after

a Nadim pass flicked on by Harder with half an hour to go, while Petersen regained self-confidence with several brilliant saves. “It was fairly equal in term of the chances. Germany didn’t put on under big pressure.” German coach Steffi

Jones bemoaned a lack of will to win on the German side. “There’s a lot of disappointment. We weren’t aggressive enough,” she said. In the semi-final on August 3, Denmark will take on either Austria or Spain.

Alves on target as PSG win Champions Trophy

PSG team celebrate their win over rivals Monaco after their 2-1 victory in Tangiers in the Champions’ Trophy.

TANGIERS, Jul 30 (Agencies): New Brazilian recruit Dani Alves powered Paris Saint-Germain to their first title of the season beating Monaco 2-1 in the Champions Trophy final on Saturday. It was a fifth straight

trophy for the Parisians in the traditional curtainraiser to the French season to put them level with Lyon’s record of seven titles. The match was touted as a revenge mission for both sides with PSG

losing their Ligue 1 title to Monaco, with the Principality side crushed 4-1 by the Parisians in the League Cup final. Against a backdrop of intense transfer speculation linking Brazilian superstar Neymar from

Barcelona to PSG and Monaco’s French teen striker Kylian Mbappe to a world record move to Real Madrid, the match was played on front of a capacity 45,000 crowd in Tangiers. Every move of 18year-old Mbappe drove the Monaco game forward to the excitement of the crowd with the loudspeaker even attributing Djibril Sidibe’s 30 minute opener to the teenager. But it was Alves who stole the show as he equalised with a free kick after 51 minutes and then set up a decisive pass for Adrien Rabiot’s 63rd-minute winner. Alves was unveiled as the club’s second signing of the close season after joining PSG in a two-year deal on a free transfer following his exit from Juventus. Mbappe may still be a Monaco player but the

departure of players such as Bernardo Silva, Tiemoue Bakayoko, Benjamin Mendy and Valere Germain has weakened the side. “Theoretically we’re more fragile but I believe the youth that is coming into the club now will help us,” said coach Leonardo Jardim. And it was Youri Tielemans, who joined from Anderlect in May, who set up Sidibe’s opener, and new left-wing Terence Kongolo did good defensive work faced with the tandem of Thomas Meunier and Dani Alves, before being overpowered by the PSG pair. The sides will next meet in Ligue 1 in Monaco’s Louis-II stadium on November 26. The French season kicks off next weekend with Monaco hosting Toulouse on Friday and PSG at home against Amiens.

Tsuknungakum Jamir lifted 170 kg to claim the ‘Squat Challenge’ title in heavyweight category. The event was hosted by Flex Appeal Gym and powered by Ciekhan Society. Moameren T. Longkumer won the title in the light weight category by lifting 120kg.

Fabio Fognini wins Swiss Open Gstaad

G s t a a d, J u l 3 0 (Agencies): Fabio Fognini captured his first title of the 2017 season and fifth ATP crown overall with victory at the Swiss Open Gstaad. Italian Fognini defeated qualifier Yannick Hanfmann 6-4, 7-5 Sunday to claim the trophy and top prize of €85,945. All five of Fognini’s titles

have come on clay. “It’s always a good feeling when you win,” Fognini told the ATP Tour’s official website. “Our job is winning matches and of course I’m happy with this. “It was a really tough week for me. I remember my first match was really difficult. I couldn’t play. I lost the first set 6-1 in 20 minutes, but in the end I

won the match. “I said to my team that if I continue playing like that, I’ll go home. That’s the sport. Every day I was feeling better and now I’m here with the title.” There was a special significance to this victory too, with Fognini adding: “This is the first title as a father, so it’s something different and special.”
