DIMAPUR/KOHIMA, JUL 1 (NPN): Peren district faces serious threat of COVID-19 community transmission unless immediate preventive steps are taken by authorities over reports that some of the returnees may have contracted the virus while being quarantined with the 31 tested positive. On Wednesday, 31 of the returnees were tested positive: 29 were among the 96 from Haryana and 2 from Chennai. However, the threat of community transmission arose when returnees from Haryana were segregated from Chennai returnees in quarantine facilities before they were released to their respective community quarantine centres. It was feared that at least one or some of those tested negative may have gone for home quarantine, thus opening the door to community transmission of COVID-19. Approve NSSB within stipulated period: NSF to govt DIMAPUR, JUL 1 (NPN): Naga Students’ Federation (NSF) has appealed to the state government to approve the Nagaland staff selection board (NSSB) “in letter and spirit” within the stipulated period of one month. In a press release, NSF president Ninoto Awomi and general secretary Liremo R. Kikon said that the state government led by chief secretary Wednesday held a consultative meeting with NSF and ENSF officials in the secretariat conference hall to discuss NSSB issue. NSF said the members after deliberating on the modalities of NSSB as presented by the state government agreed that the modalities at hand would be subjected to necessary rectification if any. Meanwhile, NSF has appreciated the state government led by chief minister Neiphiu Rio and ministers for their sincerity and concern towards the welfare of the student community. The federation said that NSSB has been a long cherished dream of the student community and the youth of the state, which it maintained would bring about equal job opportunity and meritocracy in the process of selection.

In his letter, Zeliang said that the “alarmingly high number” of COVID-19 positive cases detected from among the 96 Haryana returnees (54 males and 42 females), who were now settled in their respective villages under Peren district, portrayed “a perilous future for all of us.” Zeliang disclosed that the returnees were brought to Peren district from quarantine centres at New DC Complex, Chümoukedima and Livingstone Higher Secondary School, Dimapur. On arrival, he said the returnees were then sent to their respective villages without completing 14-day quarantine and ascertaining their COVID-19 status at the district level. Zeliang claimed that only after reaching their respective villages, were test samples collected and sent to Bio Safety Level-3 (BSL-3) laboratory at Naga Hospital Authority Kohima.
He said out of the total samples, many have tested positive while more results were awaited. Zeliang, while expressing serious concern over the prevailing COVID-19 situation, said “community transmission may unfortunately become a reality very soon”. Therefore, Zeliang in his letter to the chief minister sought priority attention since Peren has “become among the worsthit district by the COVID19 pandemic.” Zeliang also recalled that on June 3, COVID-19 positive patient from Peren district was sent along with 16 other returnees who had tested negative for COVID19, to Peren district from Dimapur and which exposed the entire district to immense risk. Subsequently, he said the Joint Action Committee (JAC) on COVID-19 Peren district submitted a representation requesting the chief minister to initiate action against erring personnel responsible for the disaster. DIMAPUR, JUL 1 (NPN): COVID-19 cases in Nagaland crossed the 500-mark after 36 fresh cases were reported on Wednesday while 14 patients also recovered from the infection. Allow all doctors to prescribe COVID tests: Centre to states
NEW DELHI, JUL 1 (PTI): Citing under-utilisation of COVID lab facilities, the Centre has advised states and UTs to enable all qualified medical practitioners, including private practitioners, to prescribe coronavirus test to any individual fulfilling the criteria for testing as per the ICMR guidelines which will prevent any delay. In a letter jointly written by Union Health Secretary Preeti Sudan and ICMR Director General Dr Balram Bhargava, it was pointed out that in some states and UTs, the capacity utilization of the testing labs, particularly the ones in private sector, is “grossly sub-optimal”. It urged them to take all possible steps to ensure full capacity utilization of all COVID-19 testing laboratories. They also pointed out that it has been observed that some states and UTs have mandated the need of a prescription from a government doctor for making an individual eligible to undergo COVID19 test. “In view of the increased load on government healthcare facilities, this mandatory requirement may at times pose an impediment for an individual to get tested and lead to unnecessary delays.
“At this juncture, it is absolutely necessary to facilitate testing at the earliest by enabling all qualified medical practitioners including private practitioners to prescribe COVID test to any individual fulfilling the criteria for testing as per ICMR guidelines,” they said in the letter. ICMR has strongly recommended that laboratories should be free to test any individual in accordance to the ICMR guidelines and state authorities must not restrict an individual from getting tested, as early testing will help in containing the virus and saving lives. “While morbidity and mortality have been relatively low in most parts of the country, as compared to many other countries in the world, the virus has been spreading to newer areas,” Sudan and Bhargava said in the letter underlining the importance of maintaining strict vigil and continuing all possible efforts to minimize the damage that can be caused by COVID-19 pandemic. (APC), Y Kikheto Sema, who is also the in-charge of Dimapur district COVID19 activities, at a meeting of nodal officers of all the districts of Nagaland including the convenors of accommodations, transport and food committee of Team Dimapur at Hotel Saramati Dimapur on July 1, 2020. and suggestions from all the district nodal officers in order to continue to work together with a holistic approach in the fight against COVID-19 pandemic. At the meeting, some nodal officers informed about problems faced by some of their returnees, who were not being allowed to stay in some colonies in Dimapur after completing their quarantine period in Dimapur as their parents stay in other districts. In this regard, it was decided that after quarantine period was over and officially released by the quarantine centre (QC) with a certificate, it would be the responsibility of the parents/relatives to take care of them. Clarifying that the hoho had earlier condemned the actions of chief minister Neiphiu Rio, BJP State president Temjen Imna Along and BJP national general secretary Ram Madhav, LYOD in a press release asked DAYO to understand that a State’s leader represented Naga people and not just a particular tribe or community. Reiterating its support for the proposed delimitation, the Lotha youth body criticised DAYO for maligning LYOD’s image, along with that of LH, in accusing them of resorting to (Cont’d on p-8) tribalism. The release stated that political suppression and discrimination had resulted in both political and socioeconomic imbalance among various tribes in Nagaland. According to LYOD, as DAYO being a Dimapurbased body, it should be
more proactive in implementing the delimitation as that would greatly benefit the citizens of Dimapur with increase in number of Assembly seats, instead of accusing and pointing accusing fingers at a respectable apex body of the Lothas. LYOD also accused DAYO of trying to disturb peaceful coexistence among all Naga tribes and advised the latter to keep away from such “nefarious” activities. LYOD also asked DAYO to have a clear mindset in building a better platform for the citizens of Dimapur in particular and Nagaland in general, instead of indulging in false propaganda and taking the Nagas for a ride. DIMAPUR: Calling upon the citizens of Mokokchung to remain calm at the first confirmed COVID-19 case in the district, the Mokokchung Town Lanur Telongjem (MTLT) appealed for following proper guidelines as issued by government. A press release from MTLT convener Merang Longkumer and member secretary, Longrangty Longchar urged people not to stigmatize or discriminate the COVID-19 patients, the suspected cases or their immediate family members or community. According to DIPR report, the under-mentioned army/paramilitary units/sectors/HQs are hereby directed to ensure that compulsory testing of all the returnee personnel are carried out as per standard medical advisory/procedure: The 3rd Assam Rifle, Kohima; The Central Reserve Police Force (CRPF), Chedema Kohima; The 14th Assam Rifle, Chieswema Kohima; The 5th Assam Rifle Sector, Chieswema Kohima; The Border Security Force (BSF), Chedema Kohima; The Border Roads Organization (BRO), Sechu Zubza Kohima. The army/paramilitary units/sectors/HQs are to co-ordinate with the chief medical officer, Kohima to train their respective medical officer(s) inorder to expedite the process of testing. G u wa h at i , J u l 1 (PTI): Seven more people were killed in floods and related incidents across Assam, where around 15 lakh people have been affected by the deluge with embankments, roads, bridges, and many other infrastructure damaged at various places, a government report said on Wednesday. Thirty three people have lost their lives in the floods and 24 in landslides this season. Three persons were killed in Barpeta district, while one person each died in Dhubri, Nagaon, Nalbari in flood related incidents, while a landslide claimed the life of a 50-year-old person in Cachar district, the Assam State Disaster Management Authority (ASDMA) said in the re-
port.
The water level of river Brahmaputra was above the danger level at Guwahati, Nimatighat in Jorhat, Tezpur in Sonitpur, Goalpara town in Goalpara and Dhubri town in Dhubri districts. The number of affected people on Tuesday was around 14.94 lakh across 23 of the 33 districts in the state while the figure on Wednesday was more than 14.95 lakh in 21 districts. Floodwaters receded from Majuli and West Karbi Anglong districts, but vast areas of Dhemaji, Lakhimpur, Biswanath, Chirang, Darrang, Nalbari, Barpeta, Bongaigaon, Dhubri, South Salmara, Goalpara, Kamrup, Morigaon, Hojai, Nagaon, Golaghat, Jorhat, Sivasagar, Dibrugarh and Tinsukia are
still submerged. Barpeta is the worst hit with nearly 5.95 lakh people suffering, followed by 1.95 lakh in South Salmara and 94,000 in Goalpara, the ASDMA said. District administrations and local people have evacuated 4,221 people since Wednesday in the three districts. At present, 2,197 villages are under water and 87,018.17 hectares of crop areas have been damaged in the state, ASDMA said. It said the authorities are running 254 relief camps and distribution centres across 15 districts, where 15,289 people have taken shelter. The water levels of Brahmaputra river’s tributaries Dhansiri at Numaligarh in Golaghat, Jia Bharali at NT Road Crossing in Sonitpur and Kopili at Kampur in Nagaon were above the danger marks. Embankments, roads, bridges, culverts and many other infrastructure have been damaged at various places in Dibrugarh, Baksa, Nagaon, Barpeta, Darrang, Nalbari, Goalpara, Bongaigaon, Dhubri, Morigaon, Majuli, Sivasagar and Kokrajhar districts.

Recently, public meetings have been held in the villages to discuss our course of action, given the fact that the government is not serious enough to build the road for us. Correspondent IMPHAL, Jul 1: Vendors of Ima Keithel, the iconic all-women run market in Imphal on Wednesday set a five-day deadline to the Manipur government to reopen the all women-run markets. The three all-women run markets, believed to be the largest all-women-run market in Asia and possibly in the world, remained closed well ahead of the nationwide lockdown to stop COVID-19 spread in the country. The markets remained closed since March 21 last as a part of Manipur government’s precautionary measures to check outbreak of the deadly pandemic in the state. The recent directive of the state government to extend the lockdown till July 15 has further prohibited opening of all three markets of Ima Keithel along with retail shops in the adjoining Ngari Gali.
Alleging that the state government has failed to provide any relief measures for them, the vendors have been pressing concerned authorities of the state to allow them to reopen their business since the last few weeks. Stating that the state government has failed to address their demand to reopening markets, vendors today set a five-day deadline, that is, till July 5. Representing a group of vendors, Th Pishakmacha told reporters, “If the government fails to give a positive response within the set deadline, we will start running our business by framing our own COVID-19 guidelines from the next day.” Pishakmacha lamented that even as their source of livelihoods have been cut for more than three months, the state government has done nothing to address the hardships they are facing. She alleged that except
closure of the markets, the government has not taken up any step like framing of guidelines to allow them to resume their business. The vendors demanded gover nment frames guideline conformity with the COVID-19 protocol which would be strictly followed by the vendors while running their business. If the state government fails to come up with a guideline, they will frame their own norms in line with the COVID-19 protocol to resume the business. Any consequences arising out when they start running the business will be the sole responsibility of the government, Pishakmacha added. It may be mentioned here that the state government while starting unlocking the COVID-19 lockdown in the state had already allowed opening of all other markets across the state except the three iconic all-women run markets. An official source justified further closure of the markets saying that the stalls in these markets are very congested to maintain the social distancing. As such, there was a high risk of spreading COVID-19. The demand for reopening of the markets was amid rising cases of COVID-19 among the returnees though no locally transmitted case was de-

Out of the 140 new cases, 122 are from Guwahati city, which is under complete lockdown for 14 days since June 28. The state now has 2,885 active cases. While 5,647 patients have recovered and discharged from hospitals, 12 died and three migrated to other states. Assam registered the highest single-day spike of 613 cases on Tuesday and 382 of them were from Guwahati. Since June 24, 1,362 people have tested
positive for COVID-19 in the city. The state government imposed a 14-day complete lockdown in Kamrup (Metro) district, of which Guwahati is a part, from June 28. The move followed the detection of 762 positive cases in the city in a week since June 15. Of them, 677 people do not have travel history though many had come in contact with returnees. Sar ma said Union Home Minister Amit Shah called him up after the Indian Council of Medical Research (ICMR) expressed apprehension that Guwahati is assuming an “alarming situation on the lines of Mumbai and Delhi”.

Aizawl, Jul 1 (PTI): More than 1,900 people who have returned to Mizoram from different parts of the country, have lost their jobs due to the outbreak of COVID-19 pandemic, an official of the Mizoram Youth Commission (MYC), said. More than 1,900 returnees have lost their jobs and have registered their names with the MYC, a state government agency for Youth Development, the official said on Tuesday. “A total of 1,903 youths, who lost jobs due to the global pandemic, have registered their name with the youth commission till Monday,” he told PTI. Chief Minister Zoramthanga has told the commission to assist the youths who lost their jobs, he said. The official said that the youth commission on Monday held a meeting with some departments, including employment skill development and entrepreneurship, tourism, planning and programme implementation, to find employment opportunities for those people, who have lost jobs. According to the official, MYC chairman Dr Vanlaltanpuia told the meeting that the commission will help the youths to hone their skills which will help them to earn a livelihood.
AG A RTA L A , J U L 1 (IANS): In an effort to curb the spread of coronavirus, the Tripura government will soon start free distribution of Vitamin-C enriched juice and fruits among people in urban areas to increase their immunity, a minister said here on Wednesday. Tripura’s Law and Education Minister Ratan Lal Nath said the state government will spend Rs one crore to implement the “Programme for boosting public immunity in the urban areas in COVID-19”. Nath, who is also the spokesman of the Tripura government, said the state cabinet finalised the programme on Tuesday, to be implemented by the Urban Development and Rural Development departments. “Involving the SHGs (Self-Help Groups), the urban local bodies including municipal corporations and municipal councils, the Vitamin-C enriched juice and fruits would be distributed free among the people in a bid to increase their immunity to prevent the coronavirus infection. “While the scheme would increase the people’s immunity, the farmers would be able to sell their fruits including pineapples and lemons at reasonable prices,” the minister said. Tripura Chief Minister Biplab Kumar Deb in a tweet said that a healthy society is the foundation for the socio-economic development of any state.

India-China army hold nearly 12-hour talks stressed on expeditious and phased de-escalation as priority
NEW DELHI, JUL 1 (PTI): Indian and Chinese armies have emphasised the need for an “expeditious, phased and step wise” de-escalation as a “priority” to end the seven-week bitter standoff in eastern Ladakh, during a nearly 12-hour corps commander-level meeting on Tuesday, government sources said. This, the sources said, is in sync with the agreement between External Affairs Ministers S Jaishankar and his Chinese counterpart Wang Yi in their telephonic talks on June 17 that the overall situation would be handled in a responsible manner. They said the process of disengagement along the Line of Actual Control (LAC) is “complex”, and in such a context, speculative and unsubstantiated reports need to be avoided. The sources said the discussions reflected the commitment of the two sides to reduce tensions along the LAC and more meetings are expected, both at military and diplomatic
levels, to arrive at a “mutually agreeable solution”. At Tuesday’s dialogue, the two sides also resolved to sincerely implement the disengagement understanding reached in the first corps commander-level talks on June 6, they said. The talks took place on the Indian side of the LAC in Chushul sector in eastern Ladakh. The meeting began at 11 AM and continued for nearly 12 hours, the sources said. The Indian delegation at the meeting was headed by 14 Corps Commander Lt Gen Harinder Singh while the Chinese side was led by the Commander of the Tibet Military District Major General Liu Lin.
“Both sides have emphasised the need for an expeditious, phased and step wise de-escalation as a priority,” said a source. It was the third senior military commander level engagement to discuss issues related to disengagement at the faceoff sites along the LAC and de-escalation from the border areas. “The meeting on Tuesday was long and held in a businesslike manner keeping in view the COVID-19 protocols. The discussions reflected the commitment of both sides to reduce the tensions along the LAC,” the source said. It further said: “More meetings are expected both
at the military and at the diplomatic level, in future, to arrive at mutually agreeable solution and to ensure peace and tranquility along the LAC as per bilateral agreements and protocols.” In the previous two rounds of talks, the Indian side demanded immediate withdrawal of Chinese troops from various areas in the region. The Indian and Chinese armies are locked in a bitter standoff in multiple locations in eastern Ladakh for the last seven weeks, and the tension escalated manifold after 20 Indian soldiers were killed in a violent clash in Galwan Valley on June 15. The Chinese side also suffered casualties but it is yet to give out the details. In the talks on June 22, the two sides arrived at a “mutual consensus” to “disengage” from all the friction points in eastern Ladakh. Following the Galwan Valley incident, the government has given the armed forces “full freedom” to give a “befitting” response to any
Chinese misadventure along the LAC, the 3,500-km defacto border. The Army has sent thousands of additional troops to forward locations along the border in the last two weeks. The IAF has also moved air defence systems as well as a sizeable number of its frontline combat jets and attack helicopters to several key air bases. The first round of the Lt General talks were held on June 6 during which both sides finalised an agreement to disengage gradually from all the standoff points beginning with Galwan Valley. However, the situation deteriorated following the Galwan Valley clashes as the two sides significantly bolstered their deployments in most areas along the LAC. The situation in eastern Ladakh deteriorated after around 250 Chinese and Indian soldiers were engaged in a violent face-off on May 5 and 6. The incident in Pangong Tso was followed by a similar incident in north Sikkim on May 9.

NEW DELHI, JUL 1 (IANS): Congress leader Rahul Gandhi on Wednesday interacted with four nurses, three of them also Indian-origin but stationed across the globe, to discuss their experiences as frontline warriors against novel coronavirus and described them as a “non-violent army”. During the conversation, Vipin Krishnan, who works in Delhi’s All India Institute of Medical Sciences (AIIMS) said: “Nurses don’t come under the risk allowance category of the central government. Both nurses and doctors. As healthcare workers, we are fighting this Covid-19 in the frontline like the army. It’s like, we can compare it to a biowar. It is not a biowar, but a virus, a small microscopic organism that is challenging the whole world and the country. So, we are fighting like the army or the air force. I’m not comparing this with our forces. But at least I think you will agree with that we are fighting as an army.” In response, Rahul Gandhi said: “Yes, you are

a non-violent army.” Narendra Singh, a resident of Rajasthan’s Sikar, who now works in Australia’s New South Wales, said that everyone initially thought Covid-19 as a simple flu and did not take it seriously. “But when it started rolling over, and we saw news in Italy that the death toll is rising higher and higher, then we thought that this is not a flu, that this is serious,” Singh said. Another Indian-origin nurse, Anu Ragnat, who works in New Zealand, said that the tough policies adopted by Prime Minister Jacinda Arden helped flat-

So, when I saw a patient come in with no Covid-19 symptoms, but with only diarrhoea and vomiting and abdominal pain, I requested for an abdominal X-ray and a chest X-ray. And chest X-ray reported within minutes a typical severe Covid-19. So that made us all -- I wouldn’t say paranoid -- but very cautious,” she said. She said that looking at the risk to her family, she had to move out of her home for six weeks. “Two weeks ago I went back home, and it’s because the numbers are coming down.”
Patanjali can sell its drug but not Six killed in NLC India’s boiler explosion in Tamil Nadu as ‘cure’ to COVID-19: AYUSH NEYVELI (TN), JUL 1 (PTI): A boiler exploded at NLC India’s thermal plant here killing six people and leaving 17 others injured on Wednesday and it has been shut for safety audit, the company said. An official has been suspended and a high level inquiry and an internal probe has been ordered, the company, a ‘navratna’ public enterprise, said. Home Minister Amit Shah, expressing anguish over the loss of lives, spoke to Chief Minister K Palaniswami and assured him of all possible help. Governor Banwarilal Purhoit and Chief Minister K Palaniswami condoled the deaths and wished the injured a speedy recovery. The six deceased men were aged between 25 and 42, and at least seven injured men have sustained over 50 per cent burns according to an initial assessment, an official told PTI. Palaniswami announced a solatium of Rs 3 lakh to the families of each
of the six workers who were killed and an assistance of Rs one lakh and Rs 50,000 to those who suffered serious and mild injuries respectively. The mishap occurred at the fifth unit of the thermal power station-II when workers were in the process of resuming operations which includes maintenance work following a shutdown, the official said. A fire broke out in the boiler area subsequent to the explosion resulting in injuries to a maintenance team, comprising an executive, two supervisors, three nonexecutive employees and 17 contract workers, NLC India, formerly Neyveli Lignite Corporation Limited, said in a statement. Of the 23 men who were on the spot, six contract workers died on the spot, 16 were rushed to a hospital in Chennai for “further higher specialty treatment” and a man with minor injuries was being treated in the NLC hospital, the company said.

The Union ministry confirmed that Patanjali can sell the product but not as a cure for COVID-19. “AYUSH Ministry has only given permission to sell this particular formulation as immunity booster and not as a medicinal cure for COVID-19,” it said. At a press conference in Haridwar, Ramdev claimed the ministry has said that Patanjali did an “an appropriate job for COVID-19 management”. “I want to tell people who want to try these medicines that there is no restriction on their sale now and they will be available in a kit everywhere in the country

It said the AYUSH Ministry has “categorically agreed” that Patanjali had “appropriately worked on COVID-19 management”. “Now there is no difference of opinion between AYUSH Ministry and Patanjali,” it added. “As per the ministry, Patanjali is allowed to manufacture and distribute its Diva Coronil tablet, Divya Swasari Vati and Divya Anu Talia across India, as per the manufacturing licences granted by State Licensing Authority, Ayurvedic and Unani Services, Govt of Uttarakhand,” it said. The Uttarakhand department was among the agencies which had questioned Patanjali’s claim to have developed a drug to cure COVID-19. It said the company had only been given a licence to manufacture an immunity booster.

SRINAGAR, JUL 1 (PTI): Terrorists hiding inside a mosque opened fire at a CRPF patrol team in Jammu and Kashmir’s Sopore town on Wednesday, killing a jawan and a civilian whose three-year-old grandson narrowly escaped the hail of bullets and was rescued by security forces, officials said. The incident in north Kashmir’s apple town, about 50 km from here, took place a little after 8 am. Three Central Reserve Police Force troopers were injured in the attack, which led to panic in the area. The CRPF personnel, on routine patrol duty, returned the fire but the terrorists managed to flee from the area, the officials said. It is not clear how many terror-
ists were holed up inside the mosque. As people scurried for cover, 60-year-old Bashir Khan who was travelling with his grandson in his car abandoned the vehicle and made an unsuccessful attempt to run for safety but was killed, officials said, narrating the sequence of events. When CRPF personnel saw the toddler crying next to his grandfather’s body, some of them made a dash to rescue him as their colleagues opened fire to cover them. The incident triggered intense debate with Khan’s son alleging that his father was pulled out from the car and killed by security forces, a charge denied by the CRPF. Images of the weeping child near his grandfather’s
body were circulated widely on social media, intensifying the debate. “The civilian was killed by terrorists and all the noise on social media is being orchestrated from across the border,” Additional Director General of CRPF Zulfikar Hasan told reporters in Sopore. CRPF and other security forces have the utmost regard for places or worship and no one could even think that terrorists would use the mosque as a hideout, he said, and complimented the jawans for their patience and presence of mind during the encounter. Later in the day, police officials went inside the mosque along with prominent citizens of the area and saw the bloodstains in one part of the mosque building.
CRPF head constable Deep Chand Verma, who was injured in the attack along with three of his colleagues, was declared brought dead to the hospital. “One needs to wonder how a man sitting 50 km away from the site of encounter come to this conclusion that such a thing had happened,” an official said, responding to allegations by Khan’s son who lives in Mustafabad locality in Srinagar’s HMT area. The son said his father left for Sopore along with his grandson at 6 am for some personal work. “Militants hiding in the attic of a nearby mosque started firing indiscriminately on the troops resulting in injuries to four CRPF personnel,” it said. “A civilian vehicle which was coming from Sopore and going towards Kupwara was caught in the firing range of terrorists. An old man who was driving the vehicle stopped the car and got down from vehicle to move away for safe spot but got killed by terrorists firing,” it added. Later, a young boy was rescued by security forces personnel who had taken positions nearby. J&K Police later shared a picture of the child being carried by a security officer on its official Twitter handle, saying it “rescued a threeyear-old boy from getting hit by bullets during terrorist attack in Sopore”.

NEW DELHI, JUL 1 (PTI): The government on Wednesday asked Congress leader Priyanka Gandhi Vadra to vacate her bungalow in Lutyens’ Delhi within a month following withdrawal of her SPG protection. According to an order issued by the Union Housing and Urban Affairs Ministry, Gandhi was asked to vacate her bungalow on or before August 1 failing which “it will attract damage charges/penal rent as per rules”. The government had in November last year replaced the Special Protection Group (SPG) cover of Congress president Sonia Gandhi and her children Rahul Gandhi and Priyanka Gandhi Vadra, with Z-plus security by the CRPF. The Z-plus security does not entail such a facility and she has to vacate 35 Lodhi Estate bungalow, officials said.
NEW DELHI, JUL 1 (IANS): The Union Public Service Commission (UPSC) has decided to allow candidates for Civil Services (preliminary) examination, 2020 scheduled to be held on October 4 to change their exam centres in view of coronavirus pandemic. The opportunity to change the centres will also be applicable to Indian Forest Service (preliminary) examination, 2020 which will also be held along with the Civil Services examination all over India on the same date as per the revised schedule. Keeping in view the large number of candidates and requests received for change of exam centres, the Commission said it was decided to give them an op-

portunity to submit revised choice of centres. “The option to change the centres for Civil Services (Main) Examination, 2020 and Indian Forest Service (Main) Examination, 2020 is also being made available to the candidates,” the Commission said. The requests for change in exam centers will be considered against an additional or enhanced capacity intimated by the respective centres for accommodating additional candidates. The time window for submitting revised choices of centres will be operational in two phases -- July 7-13 (till 6 pm) and July 20-24 (till 6 pm) on the Commission’s website https://upsconline. nic.in. The candidates are advised to visit the website
and submit their choices of centres for the above examinations, if required. The UPSC also clarified that requests for change of centres will be considered based on the principle of “first-apply-first allot” basis and once the capacity of a particular centre is met with, the same will be frozen. The candidates who cannot get centres of their choice due to the ceiling will be required to choose centres from the remaining ones, it said. All the conditions and eligibility mentioned in the examination notice issued on February 12 of the Civil Services (Preliminary) Examination, 2020 and the Indian Forest Service Examination, 2020 will remain unchanged.

s COVID-19 cases surge across India and vaccines and as other treatment strategies are being devised, the current scenario has left the government without any option. For one, there is no immediate cure or prevention plan for coronavirus while on the other, asymptomatic cases are on the rise, and most importantly, affecting everyone differently.With the central government keen on stepping into the ‘new normal’ vis-a-vis COVID-19, many virologists including the ICMR were constrained to conclude that by September 2020, the total COVID -19 cases in India could be around 20 to 30 lakh. Since most patients of Covid-19, the disease caused by novel coronavirus, are either asymptomatic or have mild illness, health economy strategists have been of the view that herd immunity combined with targeted medical care of serious patients is the best way to deal with coronavirus pandemic. India has had the most stringent coronavirus lockdown. This is not to suggest that lockdowns have been ineffective. Without lockdown, the the International Institute for Population Sciences (IIPS) study said the number would have been 1.71 crore. Still, the cases have just flown northward during all editions of Covid-19 lockdown. On March 24, when nationwide lockdown was announced - most states were already in lockdown India had less than 600 positive cases of coronavirus infection. Today,in July there are nearly 6,00,000 COVID-19 cases in the country. One of India’s most renowned epidemiologists, Jayaprakash Muliyil has said that ultimately 50% of the country’s population (670 million) will be infected by the coronavirus. He said this is not worrying but to be expected and added that the sooner the virus spreads and reaches this number, the better, because only then will the country be able to turn its back on COVID-19. He also agreed with a forecast made by Ramanan Laxminarayan, the director of the Washington-based Center for Disease Dynamics, that India could have 200 million cases by September,2020. The spike in COVID-19 cases has also reinforced claims that COVID-19 has taken on a community transmission in India even as health care facilities are near breaking point. This seems to have prompted the government for subtle change in Covid19 strategy. The health ministry has now relaxed the norms for the discharge of Covid-19 patients from hospitals if they have mild or moderate symptoms. Such patients need not be tested for discharge from hospital. Earlier, a coronavirus patient needed to test negative for two consecutive samples taken 24-hour apart to earn a disharge slip. This decision is also linked with shortage of testing kits in the country. For severe cases - not requiring ICU or oxygen support - the patients could be discharged after one negative test for coronavirus. These patients can now be discharged after 10 days from the onset of Covid-19 symptoms - not from the date of hospitalization - if there has been no fever for three days. Earlier, no one was to be discharged until doctors were convinced based on test of samples that the patient has recovered from Covid-19. Discharged patients - under modified norms - are required to follow a 7-day home quarantine/isolation. Earlier, patients were to be in quarantine/isolation for 14 days. This opens up the risk that some of the Covid-19 patients discharged from hospitals may spread the virus to new persons. The biggest of all indications that the government may be preparing the country for herd immunity against novel coronavirus came from more relaxations on travel by air, land and railways and opening of shopping places.

Reinventing the engine of development
T
he Covid-19 has taken the world by surprise claiming over half a million human fatalities and abysmally plummeting the glonacal (global, national, local) economies. The vicious virus continues to devastate the world evoking the human species to recraft and redesign a new paradigm for a sustainable future. In the new paradigm shift, a kaleidoscope of ideas gravitating around rebuilding the system, not just recovery alone, but redesigning a new future is permeating and resonating well with the masses of the people. Developing concrete policy strategies to set the stage for a new paradigm could be more complex and esoteric than generally understood. While there could be a wide potential array of developmental tools for reshaping the future, perhaps one of the most important apparatuses to reinvent the new paradigm is by transforming the higher education system, which is regarded as the engine of development, as it has enormous potential in contributing to societal development. The human capital derives its power principally through institutions of higher learning. However, the new paradigm that we yearn for cannot thrive on a shrunken engine. It will demand a conducive and congenial atmosphere for the new paradigm to take root and grow rich. To trail-blaze such a shift that will eventually attract exceptionally skilled and highly trained talents to contribute to the rebuilding process, the status quo must be challenged and

redesigned to absorb the best minds and reverse the brain drain. Therefore, to effectuate such reforms in the higher education system, and to spur growth for a foreseeable future, first of all, we must have a strong and committed political will to push this agenda. Sadly the public is frustrated with the languid government and its inaction exhibited in every facet of development. Therefore, exerting a strong and committed political will in effecting constructive reforms is pivotal to engender a new paradigm. For instance, it is worth noting that in the 2015-16 budget, the central govt. had announced to establish two new Indian Institute of Science Education and Research (IISER), one in Nagaland and another in Odisha. The IISER in Odisha started functioning from the 2016-17 academic year. However, the proposed IISER in Nagaland never materialized because the govt. had no interest in setting up IISER in Nagaland. Instead, it had asked for setting up of School of Planning and Architecture vide letter no. CMN/86/ HE/2015 dated 16th December 2015 addressed to the MHRD, citing that it has no regional institute except CIHSR. Had the govt. accepted the central govt. proposal, today Nagaland IISER would be functioning benefiting particularly the state and the region to a great extent. The lack of political will coupled with the lack of public demand impeded the setting up of such a premiere public Institute. Another inherent component for economic progress is the
establishment of institutional infrastructure which is intrinsically woven to the development process. Currently, there are 155 Institute of National Importance in the country such as IITs, IIMs, NITs, IISERs, and the likes. Nagaland has only one such institute (NIT), one central university, no CSIR labs, no ICMR centres, and the list goes on. The creation of both central and state institutional infrastructure is integral to enhancing the quality of education, promoting economic growth, and increasing human capital. The post-Covid-19 development policies should emphasize on building infrastructures for the institution of higher learning, which can serve as a power source for new advancement by providing skills, knowledge, and credentials to individuals. Furthermore, colleges offering degrees and masters programs must reform their curriculum and catch up with the fast-paced world by evolving from the obsolete traditional based education system to skill and practical based education system. Colleges should start introducing applied sciences and other courses that are relevant and demanded by industry and the labour market. Inculcating the right sets of practical skills to students will improve their employability and productivity. In the words of Albert Einstein “Insanity is doing the same thing over and over again and expecting a different result”. Therefore, if we desire a paradigm change, a reform that will create a highly skilled and competitive workforce leading to socio-economic develop-

emperature soars as feelings run high in this summer of discontent over implementation of delimitation in the state. The battle lines are drawn and there are no fence sitters to take the heat out of the conflict. Those who are for its implementation, the aggrieved party, are driven by an overwhelming sense of loss for close to fifty years and are determined to reclaim lost ground (or Assembly seats). Those that are against it, the advantaged, on the other hand, go into overdrive in fighting back the process with fire and brimstone. Both the parties are uncompromising and tenacious in holding on to their positions. At stake are peace, unity and justice, fragile and vulnerable in this epic clash. The aggrieved parties hold that they have been shortchanged in the last delimitation of 1972, implemented in 1975, when Assembly seats were distributed disproportionately to their disadvantage. They have in their possession historical data and information about the events leading to the distribution of Assembly seats. Over the years, naturally, demographic changes, too, have taken place. As delimitation 2002 was not implemented, the spread of the Assembly seats in the state is now all the more uneven. The aggrieved think that the advantaged are piling on the agony by overlooking the injustice of the actions and events that transpired during the delimitation of 1972. The advantaged, on the other hand, stick to their guns that delimitation cannot be implemented because the census of 2001 on which it is to be based is flawed. Still another stand is that there should be no talk about delimitation when the Indo-Naga talks are now in their final stages of arriving at a solution. Even though the two arguments don’t seem to hang very happily together, nevertheless, each argument on its own merit deserves attention. It is also understandable how hard it will be for the advantaged to give up the extra Assembly seats, which they have been enjoying as added bonuses. The extra seats have been theirs for a long time and conceding them will be like giving
away a part of themselves. The feeling is mutual and requires tact and diplomacy to come to some understanding. Against this backdrop, the Cabinet, it has been learnt, has decided to ask the Centre to withhold implementation of the delimitation. The state BJP unit has also conveyed its opinion on withholding it to their National General Secretary. The ball is now in the court of the Centre, the final arbiter. Pending action by the Delimitation Commission or the Centre, two possible solutions may be brought forward. First, the stand that delimitation cannot be implemented in the state because the 2001 census is faulty should be given a fair hearing. This argument implies that delimitation can be implemented if it is based on some error-free census other than that of 2001. Making allowance for the question on veracity of the claim that 2001 census is inaccurate, Census 2011 comes to mind immediately. If the conflicting parties explore the possibilities of implementing the delimitation basing on the 2011 census, there just might be a way out. Political imperatives, we assume, should override the constitutionality and legalities that come in the way. Second, the call for IndoNaga solution before delimitation must receive its due appreciation. The issue, indeed, is a part of the Naga DNA. It is the desire of every Naga that a solution should arrive soon and a new chapter of history, governance and development emerge. If the much-awaited solution comes sooner than delimitation is needed, the question of delimitation will be rendered irrelevant. Against the background of present law and order (or political) situation such as unabated extortions (or taxes), solution to the Naga issue is all the more pressing. It will also resolve the present conflict. The question unasked until now is will the next Assembly elections be held if solution is delayed and the months tick away and creep up on the year 2023? Will it be the antidelimitation parties who will be having the last laugh? If elections are held before solution or without having implemented
ment, we must be willing to recalibrate the faulty system and take corrective measures for a desirable outcome. This includes reforms in the faculty recruitment process in govt. colleges/institutes. In an information age, recruiting teaching faculties by adopting the obsolete memory-based exam is more flawed than ever. Unlike the generic civil services, academic and research positions required highly specialized and skilled individuals whose calibre must be measured and evaluated by their highest qualification, comprehensive learning skills, knowledge, and exceptional track record and not limited to acompacted three hours memory-based exam. If the memory-based exam is the norm for academic and research positions, the purpose of obtaining higher doctoral and postdoctoral degrees by investing years of research work becomes irrelevant, which in academia is absurd. Besides,learning the latest scientific skills, obtaining a patent, publishing in peerreviewed journals, having research/teaching experiences, writing books, and winning awards, etc. are all defeated in the recruitment process. This gives a lopsided edge to the memory-based test by devaluing higher research degrees. Recruitment of faculties in state govt. colleges/ institutes must be based on the scoring criteria laid down by UGC or similar to what premier central institutes have adopted in the screening process. Furthermore, faculty recruitment in the state govt. colleges/institutes must not be limited

History begs the question as to why delimitation was forced back in 2008 in the name of the peace process and in the same breath Assembly election was held without so much as a puny protest. This represents a volte-face in viewing one constitutional process from another. Shouldn’t both the constitutional process have the same bearing on the solution? Two more Assembly elections have been held since then without any clamour or reservation for the peace process. It will now take some raw effort to trust unreservedly that history will not come full circle. The show of concern that delimitation would fracture the delicate fabric of Naga society and divide the Naga people on tribal lines is unpersuasive to the aggrieved parties. They think the intention is suspect. It is more like sophistry and artful manoeuvring to halt the delimitation exercise for their continued benefit. Back in the 60’s and 70’s, when the state was at its teething stage, being cunning was perhaps the smartest thing to be. There are unmistakable traces of that legacy that have survived the test of time and have become a permanent part of Naga culture and governance, so they think. Nagas are already divided by the earlier unjust divisions of the Assembly constituencies; that present peace is superficial. Beneath the calm surface, there is an undercurrent of discontent, suspicion and lack of trust among the people. A call for unity in the absence of truth and justice is appalling. So we take this axiom and run it into the ground for the nth time: there can be no peace or unity without justice. There must be some meeting point if the contending parties come together, exhibit unquestionable sincerity and maturity and relax their hold on their respective stands, and be willing to concede some of their treasured points. The epic question will be “Should there be elections before delimitation or solution?” The answer to this question will resolve the conflict, or prove to be the deal breaker. Ekyimo Shitirie, Kohima

As long as resources are concentrated in the hands of the few elites, who are creating social imbalances, societies cannot remain stable. Therefore if we desire a stable and prosperous society, we must revisit the foundation, realign our steps, and set our priorities in the right place. Similar to the creation of Task Force for Music and Arts to promote music and arts, the same govt. must consider setting up a task force for promoting Science, and Technology Innovation in the state.Govt. must take proactive steps in reviewing the existing flaws and redesign and reform the higher education system, establish infrastructures, introduce policies that will reinvent the obsolete system, and promote science and technology innovation. The public also must demand for the establishment of the institute of National importance and other National labs, centres, and institutes in the state. Only then, a scintilla of new hope will reappear on the horizon. am certain that I am not the only student in the state or the country to have abruptly awoken in the past few days. As much as I would like to say that I have spent this quarantine period learning how to cook, reading books or indulging in other such productive undertakings, I belong to the category of pupils who have spent ruefully large and satisfying periods of this time snoozing, with most updates of the awfully happening world coming in the form of snippets of conversation over the dinner table (I find myself sound asleep when my parents have breakfast). So, I suppose it is natural that when The CISCE (Council for Indian School Certificate Examinations), after dangling the prospect of exams over our heads for four months, brusquely declared that the remaining exams would be cancelled and results declared by the 15th of July, I was rather scandalized by the short notice. One could say that my heartbeat spiked, much like the Coronavirus chart of our country’s miserably failed lockdown. In any case, whatever the outcome be, the results are not in my hands anymore, so there’s little point in prattling on about it. The realisation that dawns with it, however, holds a lot to ponder upon. In a matter of days, my school life will effectively be done and dusted with. The phrase, I believe, is that it will be time to face the musicthe big, bad world. Consequently, I like to fashionably call myself a man of 18. My father scoffs at it, and is firmly of the opinion that I’m only a boy, blissfully ignorant of
worldly matters. Ignorant as I may be, I beg to differ. Were we to think back approximately a century, say to 1919; I would likely find myself in the French trenches of the Somme or the Verdun, fighting a war I had nothing to do with, simply to serve my colonial masters. As a matter of fact, I believe my great-grandfather was not too much older than I am now when he served as a member of the WWI Labour Corps in France. Or if I were a daughter, dear father may even have a grandchild (Note: The year is 1919, and girls forced into womanhood far too early only find themselves in the fields, the kitchen or in the bedroom, nursing one of many children). Surprisingly, a great many people’s minds still seem to be living in 1919. Unfortunately for them, rationality urges us to flash-forward to 2020. And in 2020, I am part of a youth that is tasked with planning their future in the midst of a global pandemic; the youth of one of the worst hit countries, no less. So here I am, all of 18. Half of my school life nurtured by my home state, and the other half completed in another, at boarding school. The values instilled in me by the two, while equally indispensible, could not be more juxtaposed in nature. Perhaps the answer is prematurely sought, but where do I find my calling? In order to prevent the spread of COVID-19, the government issued orders prohibiting spitting in public places and the Indian Council of Medical Research (ICMR) also appealed to the public to refrain from consuming tobacco or chewing gutkha products and spitting in public places, however, many in Dimapur are still seen openly spitting in public places. Even though the violators are punishable under the provisions of IPC and the CrPC, nothing has been done so far. China is also said to have used thermal imaging drones to trace the Indian Army soldiers scattered on the treacherous terrain before brutally attacking them.
New Delhi, Jul 1 (PTI): Union Home Minister Amit Shah on Wednesday declared nine individuals linked to separatist Khalistani organisations, including four based in Pakistan, as designated terrorists under provisions of the UAPA Act. According to a Home Ministry statement, the individuals include Wadhawa Singh Babbar, chief of Babbar Khalsa International (BKI); Lakhbir Singh, who heads International Sikh Youth Federation; Ranjeet Singh, chief of Khalistan Zindabad Force (KZB) and Paramjit Singh, who leads Khalistan Commando Force. All these four are Pakistan-based terrorist organisations. The others are: Germany-based key members of terrorist organisation KZB Bhupinder Singh Bhinda and Gurmeet Singh Bagga; Gurpatwant Singh Pan-

NEW DELHI, JUL 1 (IANS): Even as Indian and Chinese militaries talk to deescalate and disengage at the borders in eastern Ladakh, Indian intelligence agencies said on Wednesday that Chinese People’s Liberation Army has brought in troops of two more divisions along the Line of Actual Control near the disputed areas. The PLA troops have been deployed on the Chinese side of the LAC. India to ban Chinese cos from highway projects
NEW DELHI, JUL 1 (PTI): India will not allow Chinese companies to participate in highway projects, including those through joint ventures, Union Minister Nitin Gadkari said on Wednesday amid border standoff with China. Gadakri also said the government will ensure that Chinese investors are not entertained in various sectors like Micro, Small and Medium Enterprises (MSMEs). The senior minister’s assertions assume significance against the backdrop of border standoff between India and China in Ladakh that also saw the death of 20 Indian Army personnel last month. Amid escalating tensions, the government on Monday banned 59 apps, mostly having Chinese links, citing threats to national security. “We will not give permission to joint ventures that have Chinese partners for road construction. We have taken a firm stand that if they (Chinese companies) come via joint venture in our country, we will not allow it,” Gadkari told PTI in an interview.

The Road Transport, Highways and MSME minister said a policy will be out soon banning Chinese firms and relaxing norms for Indian companies to expand their eligibility criteria for participation in highway projects. Currently only a few projects which were undertaken much earlier involve some Chinese partners. When asked about this, the Minister said that the new decision will be implemented in current and future tenders. With respect to existing tenders and future bids, Gadkari said rebidding would be done if there are any Chinese joint ventures. “We have taken a decision to relax norms for our companies to ensure that they qualify in bidding

I have directed the Highways Secretary (Giridhar Aramane) and NHAI Chairman (SS Sandhu) to hold a meeting for relaxing technical and financial norms so that our companies can qualify to work,” he said. Elaborating on the decision, Gadkari said if a contractor can qualify for a small project, he can also qualify for a large project. “Construction norms are not good so I have asked to change it. We are changing it so that we can encourage Indian companies,” he added. According to him, qualification norms for projects are being rationalised to ensure Indian companies do not require to enter into pacts with foreign partners to grab projects. “Even if we have to go for foreign joint venture in the areas of technology, consultancy or design, we will not allow Chinese,” the Minister said. About the MSME sector, Gadkari said the effort is to enhance the capacity of local production but at the same time foreign investment is being promoted. However, he made it
clear that despite decision to encourage foreign investment, Chinese investors would not be allowed. “For upgradation of technology, research, consultancy and other works, we will encourage foreign investment and joint ventures in MSMEs but in case of Chinese we will not entertain them,” he said. On stopping of consignments from China at Indian ports, the minister said there is “no arbitrary stopping of goods” at Indian ports and the government is initiating path-breaking reforms to help MSMEs and businesses in a bid to make the country self-reliant. “It is a good step. The imports from China will be discouraged and the country will take large strides towards self-reliance,” the Minister said and added that he is among the strongest proponents of ‘Atmanirbhar Bharat’. Gadkari said that he had urged departments concerned to expedite clearance of consignments which were booked two to three months in advance before the situation took its present shape. After a representation from a farmers and trad-
ers’ body that imported agriculture equipment consignments were delayed at ports, Gadkari in a letter to Finance Minister Nirmala Sitharaman and Commerce and Industries Minister Piyush Goyal had sought early clearance of the said consignments. There are reports that customs authorities at Chennai and Vishakhapatnam ports are conducting extra scrutiny of consignments from China. Gadkari, as per the information, did not mention the name of the country from where these equipment were imported. “Indian business has the strength and skills to grow further and power our journey towards selfreliance. Under strong leadership of PM Narendra Modi, the Government of India is proactive and initiating path-breaking reforms that will help businesses and MSMEs,” he said. Most of these equipment, as per the information, pertain to spraying devices for pesticide control as the same had been diverted to urban areas during the COVID-19 pandemic outbreak.

GST collection in June at Rs 90,917 cr, Q1 mop up dips 59 pc due to lockdown NEW DELHI, JUL 1 (PTI): GST revenue collection in June stood at Rs 90,917 crore, up from Rs 62,009 crore mopped up in May and Rs 32,294 crore in April. The goods and Services Tax (GST) mop up was 9% lower on a year-on-year basis in June, while it was 62% down in May and fell 28% in April. GST collections for the first quarter (April-June) of this fiscal declined 59%, when compared to the same quarter last year as lockdown imposed to contain spread of COVID-19 pandemic severely impacted economic activity. “The revenues during the financial year has been impacted due to COVID-19, firstly due to the economic impact of the pandemic and secondly due to the relaxations given by the government in filing of returns and payment of taxes due to the pandemic. However, figures of past three months show recovery in GST revenues,” the finance ministry said in a statement. States like Punjab, Chhattisgarh, Madhya Pradesh, Bihar, Assam,

2020, which is 91 % of the collections in June 2019,” Office of Finance Minister Nirmala Sitharaman said in a tweet. During the month, the revenues from import of goods were 71% and the revenues from domestic transaction were 97% of the collections from these sources during the same month last year. The government has settled Rs 13,325 crore to Central GST and Rs 11,117 crore to State GST from Integrated GST as regular settlement. T h e t o t a l r eve nu e earned by central government and state governments after regular settlement in June, stood at Rs 32,305 crore for Central GST and Rs 35,087 crore for the State GST. The government had allowed a relaxed time schedule for filing of GST returns and returns for the month of April, March as well as February got filed during June 2020. Some returns of May 2020, which would have otherwise got filed in June 2020, will get filed during first few days of July 2020, the Ministry added.

BSNL cancels 4G tender after DoT directs it not to use Chinese telecom gear New Delhi, Jul 1 (PTI): State-owned BSNL on Wednesday cancelled a multi-crore tender for 4G telecom network upgrade after the government asked the firm not to use any Chinese equipment. The move comes against the backdrop of a growing clamour against Chinese goods and services after the violent clash at border with China. Bharat Sanchar Nigam Ltd (BSNL) on Wednesday issued a notice for cancellation of the 4G tender. A source privy to the development told PTI that a new tender will be floated which will have emphasis on preference to Make in India. Tehran, Jul 1 (AP): An explosion from a gas leak in a medical clinic in northern Tehran has killed 13 people and injured six, Iranian state TV has reported. Tehran prosecutor Ali Alqasimehr said 10 men and three women were killed in the explosion on Tuesday, which led to fire. Firefighters were still battling the blaze late into the evening. Alqasimehr also said six people were injured and they were transferred to Tajrish hospital for medical treatment. Video posted online appeared to show more than one explosion and thick black smoke rising from the flames. Hamidreza Goudarzi, deputy Tehran governor, told state TV a leak from medical gas tanks in the building was the cause of the explosion and fire. People in nearby Tajrish Bazaar rushed to the site, impeding a rescue operation, authorities said. Videos on social media show people gathered outside of the building. At last, 10 ambulances were deployed to the site and a nearby hospital went on alert to receive additional injured if necessary. Police blocked off all roads to the site.

he organization that awards the Oscars said on Tuesday it had invited 819 new members to join its ranks and exceeded a goal set four years ago to diversify the group’s membership by 2020. In February, “Parasite” became the first foreign-language movie to win best picture. Los Angeles Police Department confirmed to Page Six that the musician was charged with a wilful infliction of “a traumatic injury on a spouse or cohabitant”, which is a felony charge in California. Madden, 41, resides in Los Angeles and is not married, and the identity of the alleged victim is not yet clear. The bassist’s bail was reportedly posted at US$50,000 and he was released the same afternoon. He is scheduled to appear in court on September 29.

Haryana Police’s Drone Application and Research Centre (DARC), which was set up recently in Panchkula, took the help of shotgun ace Sodhi to tackle the menace of drones. According to a media release sent by the ICC, Deputy Chairman Imran Khwaja will take over as interim chairman till the election process is set in motion. “ICC Chairman Shashank Manohar has stepped down after two, two-year tenures at its helm. The ICC Board met today and agreed that Deputy Chairman Imran Khwaja will assume the responsibilities of the Chairperson until a successor is elected,” ICC stated in a release. Manohar, as per ICC rules, could have stayed for another two-year term as a maximum of three terms are allowed. The process for the election of the next chairperson is expected to be approved by the ICC Board within the next week.
