SC deals blow to Parl Secys

NEW DELHI, JUL 26 (AGENCIES): In a big blow to states who have appointed legislators as parliamentary secretaries, the Supreme Court on Wednesday declared as unconstitutional the Assam Parliamentary Secretaries (Appointment, Salaries, Allowances and Miscellaneous Provisions) Act, 2004. A bench headed by Justice J Chelameswar allowed the plea challenging validity of the Assam Parliamentary Secretaries (Appointment, Salaries, Allowances and Miscellaneous Provisions) Act, 2004 on the ground that it violated the mandate under Article 164 (1A) which stipulates an upper limit of 15 per cent as the strength of the council of ministers. The question posed before the Court was whether Article 194(3) and Entry 39 of List II of the 7th Schedule authorized the State Legislature to make the impugned Act. Entry 39 indicates the field of legislation regarding the powers, privileges, and immunities of the house of legislatures. Article 194(3) authorizes the State legislature to prescribe by law, the powers, privileges and the

immunities of the members and the committees of a House of such Legislature. The Court ruled that Article 194 does not expressly authorize the State Legislature to create offices such as the one in question. It then made reference to Article 187 which makes stipulations with reference to the secretarial staff of the Legislature. On January 1, 2004, the Constitution 91st Amendment Bill, 2003 was passed by both the Houses of the Parliament and after the Presidents assent, it became an act with modifications made to articles 75 and 164 of the Constitution. Article 164(1A) of the Act stipulated that the size of the council of ministers in the state should not exceed 15 per cent of the total strength of the assembly. “We are of the opinion that the Legislature of Assam lacks the competence to make the impugned Act. In view of the above conclusion, we do not see it necessary to examine the various other issues identified by us earlier in this judgment. “The writ petition is allowed. The impugned Act is declared unconstitutional,”

the bench, also comprising justices RK Agrawal and AM Sapre, said. The bench noted in its judgement that at the time of the coming into force of 91st Constitutional Amendment Act, 2003, the strength of the council of ministers in Assam was at 36 out of a total 126 members which amounted to 28.57 per cent of the strength of the Legislative Assembly. It further noted that in view of the mandate contained in Article 164(1A), the strength of the council of ministers was to be brought down to 19 as per the 15 per cent ceiling. Thereafter, on May 30, 2005, eight parliamentary secretaries were appointed under the Act and they took oath of office, but were not assigned any ministry. The petitioners had challenged the validity of the Act contending that the state was not competent to enact it and it was intended to “over-reach the mandate of the Constitution Amendment Act”. Meanwhile on July 5 last, the Punjab and Haryana High Court quashed the appointment of four chief parliamentary secretaries in

the government of Haryana. The division bench of Justice S S Saron and Justice Darshan Singh pronounced the decision after hearing the PIL filed by advocate Jagmohan Singh Bhatti seeking quashing of their appointments. He has pleaded that there is no post of Parliamentary Secretary or Chief Parliamentary Secretary in the constitution. However, on request of Haryana Government, the court has stayed the decision for three weeks granting time to file appeal in the upper court. It may also be recalled that the Election Commission of India on June 24 refused to drop the ‘office of profit case’ against 21 Delhi AAP MLAs. EC concluded that the 21 AAP parliamentary secretaries, hence become accused in the “office of profit” case. The AAP MLAs are facing the threat of disqualification in the case. Since the AAP MLAs held de facto posts of Parliamentary Secretaries from March 13, 2015, to September 8, 2016, the proceedings on the question of their disqualification will continue, the EC said in its order.

Requisition post of JDAs to NPSC: PSAN

JCC decries TR Zeliang as CM

BJP Wokha unit refutes rumours

DIMAPUR, JUL 26 (NPN): To avoid unwanted confrontation, Public Service Aspirants of Nagaland (PSAN) through its media cell demanded that the nine posts of JDAs in the Directorate of Treasuries and Accounts should be immediately requisitioned to NPSC. PSAN said that the nine posts of JDAs were forwarded to the Finance Department by the Directorate of Treasuries and Accounts on April 28, 2017, but have not been requisitioned to NPSC till date. PSAN also questioned the Department of Tourism, why the two posts each of tourist officers and tourist assistant against Tuensang and Phek districts not requisitioned to NPSC, despite posts creation approved by the cabinet in the meeting held on May 23, 2016. The public aspirants also demanded that the deputation of one UDA from NPSC to the department of Rural Department as BDO/RDO should be recalled as it was in violation of the government’s deputation rules. It further, demanded that the resulted vacancy should be requisitioned to NPSC.

DIMAPUR, JUL 26 (NPN): Joint Coordination Committee (JCC) has once again resolved and reiterated its stand against T.R. Zeliang for occupying the chair of the chief minister before completion of the investigation Judicial Inquiry Committee (JIC). The resolution was among several points adopted during the meeting of the JCC held on July 26, stated JCC member Vecüto in a press note. During the meeting, held with the consent of all apex tribal bodies, JCC also came down heavily on all legislators for their conduct by putting their self interest first and neglecting the welfare of the people. The legislators who have been elected to serve the public have undermined the will of the people, JCC stated. The house resolved that the government revoke the November 24, 2016 NLA resolution (Nagaland

Municipal Act) before the expiry of two months time. The house also demanded that the JIC complete its enquiry and make public its report within a period of two months time. Further, the house expressed strong resentment over the formation of the so called new Dimapur Naga Youth Front (DNYF). The tribal bodies and Joint Coordination Committee asserted that “other than the original DNYF, formed under the banner of the tribal bodies and JCC, which was purchased by blood, shall not be allowed to be played around with.” While maintaining that it had no business to interfere on formations of groups, JCC cautioned that it will not entertain any formation, which has no link nor support of the tribal bodies and its youth organisations under the nomenclature of DNYF

PATNA, JUL 26 (AGENCIES): Bihar Chief Minister Nitish Kumar resigned today, citing irreconcilable differences with ally RJD Nitish Kumar over corruption charges against his deputy Tejashwi Yadav, snapping an uneasy coalition cobbled together in the aftermath of the 2014 Lok Sabha poll debacle. Hours after Nitish resigned, Senior BJP leader Sushil Modi has said the party has decided to support Nitish Kumar as Chief Minister of Bihar after he resigned from the position today. After the MLAs of the two party met at Nitish Kumar’s residence in Patna, it has been decided that Nitish Kumar will be taking oath as the CM of Bihar on Thursday at 5 p.m. Prime Minister Narendra Modi praised Kumar for “joining the fight against corruption”.

DIMAPUR, JUL 26 (NPN): BJP Wokha district unit has sharply reacted to the rumours spread on social media against BJP national secretary (I/c Nagaland) Ananda Narayan Mishra for anti-Christian statement. In a press note, BJP Wokha president, L. Meribemo Kinghen clarified that the statement “Jesus cannot bring development only BJP govt will bring development” was never made by Mishra and termed it as baseless and unfounded, created by vested interest trying to tarnish the good image of party. Meribemo said upon inquiry, it was found that the post was made by one Openthung Odyuo, who had later owned moral responsibility and apologized to the district party president. BJP has therefore appealed to public, particularly Churches not to be misled by such propagandas on social media.

Pillai case: DPP for independent probe DIMAPUR, JUL 26 (NPN): Democratic Progressive Party (DPP) on Wednesday demanded immediate institution of an independent inquiry and investigation on all antecedents of MKR Pillai. The party said it was seriously concerned about the expose of a huge scam and corruption network in the state police department, which was unearthed following Income Tax raids on Pillai. It demanded that the inquiry reveal all the corruption and the loot that has taken place, punishment to every person who has stolen public funds and restoration of all the losses to the state exchequer. DPP through its media and communication cell said this was resolved at a general body meeting of the party held on July 26, 2017 at Nousi Auditorium,

Niathu Resort, Chumukedima, Dimapur. The recently formed party maintained that unless an effective investigation was successfully concluded, faith and confidence in the system cannot be restored and mere removal of Pillai from his post was definitely not enough. T h e ge n e r a l b o dy meeting, which adopted five-point resolution, declared its support to the ongoing peace process and appealed to the negotiating parties of the Indo-Naga political dialogue, especially the Government of India, to expedite the political talks and bring about an early solution that was honourable, acceptable and wholesome. DPP also appealed to all sections of Naga National Political Groups to heed to the call of the Naga people and come together

under a spirit of unity, brotherhood and cooperation. Further, DPP congratulated Khango Konyak on being elected as NSCN (K) president and appealed to his organization to return to the negotiating table and the ceasefire. It stated that both the Government of India and the NSCN (K) must make every effort to listen to the voice of the people and sign a ceasefire agreement so all sections could collectively work towards realization of peace. The party also welcomed the initiative of the Church and civil society organisations in launching the clean election campaign. Extending support to the initiative, DPP reiterated its commitment to participate and contribute towards making the clean election movement successful. (Cont’d on p-7)

sources department Mon to reach out to the farmers and urged upon them to be sincere and work as a team. He said land resources department is the nodal depart-

R. Zeliang in his residence in Dimapur. Huskha said that as a consequence of conducting ULB election in February where two innocent lives were lost had compelled T. R. Zeliang took over the chief ministership through “backdoor”. He termed this as an insult to the people of Nagaland, regretting that the MLAs do not regard such important issues and added that all these “ugly things” took place under the patronage of the Governor of Nagaland, P.B.Acharya. Officials from Hqs. IGAR (N) pay homage to slain martyr Captain Neikezhakuo Kenguruse on Wednesday. (NP) Correspondent KOHIMA, JUL 26 (NPN): Headquarters Inspector General of Assam Rifles (IGAR) North on Wednesday commemorated the supreme sacrifice of all martyrs who laid down their life during Kargil War 1999 (OP VIJAY). In this connection, a memorial function was organised in memory of Captain Neikezhakuo Kenguruse, who laid down his life in the line of duty for the nation in Kargil war and for which he was awarded the mahavir chakra (posthumously), at his memorial at Pheza, near his native village Nerhema.

In his address, Maj. Gen. Sanjay Gupta from IGAR (N), reminded the gathering that “Vijay Diwas” was celebrated on July 26 every day in honour of Kargil war heroes. Dr. Neiphrezo Keditsu, MLA, thanked Assam Rifles for organising the grand programme and honouring Captain N. Kenguruse. He appealed the

Geoffrey Yaden, stressed on the need to be transformative and relevant to evolution taking place in education. He cited the paradigm shift that had taken place in education during the decades. Yaden said certificates and degrees have become useless in a skill-driven world. He also recalled a paper presented by him during 1999 at a seminar organised by

Naga Hoho. Yaden gave an insight about this paper presentation that was also used as a guideline for the recommendation of reforms in education by a panel to the government during 2002. He saidthe government talks about need for quality education and lamenting that 42% of its teachers were untrained. Yaden said

merely making teachers earn B.Ed degree cannot guarantee quality education. He said the bane of education in Nagaland is that it has become bureaucratised. Geoffrey said this is reflected even in backdoor appointment of teachers. Therefore, when education has become bureaucratised even teachers by and large, have less commit-

ment despite enjoying huge salary as compared to the performing teachers in private schools. Coming back to the present need for teachers to be transformative, Yaden said teachers have to gear up and get involved in nonclass room projects with students and also get themselves skilled in different fields. He said contemporary education has shifted away from conventional classroom lectures where teachers no longer giving monologue lectures but play a supportive and catalytic role. Later Geoffrey Yaden also visited the vocational training centre at AIDA where he interacted with around 50 trainees. Most of them were under matric and on knowing this, Yaden encouraged them not to feel any lesser but to be grateful they have an opportunity to pick up and improve skills. He said educational qualifications are not as relevant

in an ever expanding skilldriven world. Later at the second session, DBHSS principal Fr. Joshua Gangmei spoke on the types and major components of child abuse, child care principles: keep the interest of a child, be protector of a child ensure nondiscrimination and the different guidelines for school personnel in the highlight to abuses. He encouraged the teachers to completely stop implementing physical abuse towards children. Fr. Joshua further informed about the various programmes which has been scheduled to be held in the month of July and August. Earlier, Father (Dr) AJ Sebastian former Nagaland University (NU) Head of Department (HoD) shared his experience on how he motivated students to change. He encouraged the teachers to be counsellor. Altogether, 67 teachers attended the programme. K

Manipur finance minister’s statement irks govt employees

Correspondent

IMPHAL, Jul 26: Manipur deputy chief minister’s statement in the house of Manipur regarding government’s stand on 7th Pay Commission irked government employees. Strongly condemning the statement, Manipur Government Services’ Federation (MGSF) warned that “if the government fails to pay the 7th Central Pay recommended pay with effect from January 1, 2016, there would be a big uproar of different types of employees’ strike across the state.” Deputy chief minister Y Joykumar who is holding the charge of finance department on Tuesday informed the house of state Assembly that government was yet to consider implementation of recommendation of 7th Pay Commission to its employees. He had put the statement in response to a question raised by opposition Congress MLA K Ranjit Singh. The statement

Scrub Typhus kills 1 in Mnp, another tested positive Correspondent

IMPHAL, Jul 26: While officials of the state health department are busy combating menace of outbreak of dreaded diseases like Swine Flu, Japanese Encephalitis and Dengue, Scrub Typhus has claimed one life in Manipur. A four-year-old was also tested positive for scrub typhus barely two days after the disease had claimed a 21-year-old youth in Manipur Imphal West district on July 24. The four-year-old boy, currently treating at a private hospital, was tested positive for Scrub Typhus. The boy started suffering from fever of high temperature on July 21 and he was admitted to a private hospital at Sagolband in Imphal here for treatment. The serological test confirmed as scrub typhus case. The child is a resident of Pukhao village in Imphal but staying at his aunt’s residence at Thangmeiband in Imphal. It is believed the kid suffered the infection when he was playing at Cheiraoching in Thangmeiband about 10 days back. Following the confirmation of the child suffering from the disease, a team of medical officers of state health services rushed to the hospital and observed the condition of the child. According to the doctors attending him, the condition of the child was improving slowly and his life is out of risk. The disease can be cured if treated timely. There is no need for panicky by the people. The disease is curable though it was dangerous if delay in the treatment, the doctors opined. The killer Scrub Typhus, an acute fever-causing infectious illness caused by a bacterium called Orientia Tsutsugamush, has claimed life of youth who was staying at a flood camps at Sekmaijing Mamang Leikai in Imphal West district. The victim identified as H Bishwamitra Meitei (20) was suffering from fever from July 12, when he was in the flood relief camp at Sekmaijing. Common symptoms of scrub typhus include body aches, fever, headache and sometimes rash and occurs in rural areas of Southeast Asia, Indonesia, China, Japan, India, and northern Australia. The outbreak of the killer disease is at a time while the people of state are facing outbreak of other dreaded diseases like Swine Flu, Dengue and Japanese Encephalitis.

Y Joykumar of the finance minister is highly condemned and his statement should be withdrawn forthwith, the federation demanded. In a statement issued today, the federation said he (deputy chief minister) should understand that all the states in India have implemented the 7th Pay in their respective states. “This employees’ federation is not in an agitation mode as per understanding had with the chief secretary on July 13, 2017,” MGSF reminded. While criticizing the deputy chief minister, MGSF further reminded

BJP’s vision document published during the last Assembly electioneering and said that the deputy chief minister might have not been got through as he gave his version in a “half-baked manner.” “He (deputy chief minister) should take the most responsible charge of the same. His nature of dealing in the august house is highly condemnable. Political immaturity has been observed in respect of Shri Joykumar,” the statement observed. The federation further demanded that such a immature and incapable minister should be scrapped/ousted from the council of minister so as to find a clean governance in the state. In the statement, MGSF further warned that if the government fails to pay the 7th Central Pay recommended Pay with effect from January 1, 2016, the employees of the state government may resort to different type of strike across the state.

Commission to demarcate boundaries of new districts Correspondent

IMPHAL, Jul 26: Manipur revenue minister Karam Shyam Wednesday informed the house of Manipur Assembly that government was ready to constitute boundary commission to look into inter-district boundaries. “A boundary commission to be headed by a retired judge will be constituted after the ongoing session of the state Assembly,” the revenue minister said. He added that commission is to be formed to demarcate the boundaries of the newly created revenue districts in the state. Previous Congress government in Manipur had created seven new districts by curving out all the five hill districts and two valley districts despite the strong objection from the United Naga Council (UNC) in declaring Jiribam and Sadar Hills as full-fledged revenue districts of Manipur. The issue of creation of the new districts is still not resolved as UNC is engaging on a tripartite talk with state

Karam Shyam and Central government on the issue. The statement of the revenue minister came up while the next round of tripartite talk, this time at political level, is scheduled to come up by the first week of next month, August. The revenue minister asserted that the government will demarcate boundaries of the the revenue districts based on the finding reports of the proposed commission. The minister was replying to a starred question on whether the government has completed the demarcation process for the new revenue districts created last year raised by opposition Congress member RK Imo Singh.

Centre concedes privacy is a fundamental right

New Delhi, JUL 26 (AGENCIES): The Centre on Wednesday told the Supreme Court that privacy is a fundamental right, but a “wholly qualified” one. This led a nine-judge Constitution Bench led by Chief Justice of India J.S. Khehar on Wednesday to sum up Attorney General K.K. Venugopal’s submission as thus: “You are saying that right to privacy is a fundamental right. But not every aspect of it (privacy) is a fundamental right. It depends on a case-to-case basis.” Venugopal agreed to court’s interpretation of the government stand on privacy. The acknowledgment from the Centre’s side came after several hours of walking on the very brink of conceding that right to privacy is a fundamental right. Even senior advocate Kapil Sibal, appearing for some Congress-ruled States had submitted that privacy is not an “absolute right”. The court kept prodding Venugopal to make the government’s position clear. At one point, Chief Justice Khehar even said that the reference to the

The petitioners argued that right to privacy is part of Article 21. nine-judge Bench can be closed if the Centre agrees that privacy is a fundamental freedom. “Petitioners had argued that there is a fundamental right to privacy. You (Centre) had stalled them by saying that privacy is not a fundamental right. You quoted our eight and six judges’ benches’ judgments to claim privacy is not a fundamental right. So, the five-judge Bench hearing the Aadhaar petitions referred the question ‘whether privacy is a fundamental right or not’ to us. Now if you are saying that privacy is a fundamental right, shall we close this reference right now itself ?” Chief Justice Khehar asked Venugopal at one point.

Venugopal explained to the Bench that the government did not consider privacy a single, homogenous right but rather a “sub-species of the fundamental right to personal liberty and consists of diverse aspects. Not every aspect of privacy is a fundamental right”. Some aspects of privacy is expressly defined in the Constitution, while some not. Venugopal said there is a “fundamental right to privacy. But this right is a wholly qualified right.” To this, Venugopal argued that privacy is submissive to the fundamental right to life under Article 21. Aadhaar is a measure by the State to ensure the teeming millions of poor in the country are not reduced to lead an “animal existence”. Chief Justice Khehar intervened, saying “we (the nine judges) are here to decide whether there is at all a fundamental right to privacy... The question whether Aadhaar violates privacy will be decided later by the five judges. So now you (Centre) have said privacy is a fundamental right,” the Chief Justice told Venugopal.

national IRCTC to take over catering services in all trains New Delhi, JUL 26 (AGENCIES): Catering services in all trains with pantry cars will be handed over to IRCTC by the yearend in order to improve onboard food quality, according to Railways. Passengers in seven Rajdhani and six Shatabdi trains will have an option for e-catering facility. IRCTC will be given responsibility of managing catering services in all trains with pantry cars be December-end, railway board member (traffic) Mohd Jamshed said on Wednesday. Till now, the zonal railways were managing catering services in majority trains as per the catering policy 2010. There are about 350 trains including Rajdhani, Shatabdi and Duronto which are equipped with pantr y cars. With a view to improve catering services at rail premises, Railways will also conduct third party audit at pantry cars, base kitchens and food stalls to ensure best practice. “We have hired two reputed companies to do the third party audits at food stalls and pantr y cars,” Jamshed said.

Govt clarifies on ration allowance to jawans

New Delhi, JUL 26 (AGENCIES): In the wake of a controversial recommendation to scrap free rations for military personnel serving in peace stations, the Union government on Wednesday clarified that while those in forward areas will continue to receive free rations, those in peace stations will be paid in cash in place of rations. The clarification came a day after a serving army officer issued a legal notice against the move. “The 7th Pay Commission in its recommendations to the Government on Pay and Allowances of the Armed Forces, had recommended that the provision of free rations and the grant of Ration Money Allowance to officers of Defence Forces posted in peace areas should be withdrawn,” the government had pointed out. However, the Narendra Modi government took a different view, “given the important role of the Armed Forces”. Thus it was decided that “Ration Money Allowance should be continued,” the government said on Wednesday. “While those in forward stations, will continue to get their free ration withImage of the ration breakdown. out any change, officers It pointed out that this posted in peace stations will credited directly into the be provided this benefit in bank account of the offi- move will benefit 43,000 officers, while there is no cash. change in ration allowance for JCOs (Junior Commissioned Officer) and PBORs (Personnel Below Officer Rank) numbering more than 9 lakh. Under the new scheme, officers would get Rs 96 per day in place of free rations. The government also clarified that in the tribunal it will give the rationale behind the decision. The clarification came in the wake of reports of widespread anger among military personnel over the move. A serving army colonel had served a legal notice to the defence secretary over the issue. Colonel Mukul Dev, in his notice, said he joined the army after weighing in all the service terms, including free rations. “There was no mention of provision of cash in lieu of free rations in the notification,” his notice said. “The decision of yours has violated the basic terms and conditions of my service upon which I was employed and commissioned and that too without obtaining any written consent from me,” his legal notice states.

NEW DELHI, Jul 26 (Agencies): RJD chief Lalu Prasad on Wednesday unleashed an offensive against Nitish Kumar, shortly after the JD(U) leader tendered his resignation as Bihar chief minister. Stating that Nitish Kumar was charged in a murder case, defiant Lalu accused the JD(U) leader of colluding with the BJP. “Nitish Kumar knew that he is accused of section 302, one of India’s CM is main accused in murder and arms case,” Lalu said while addressing a press conference in Patna. Citing PM Modi’s tweet appreciating Nitish Kumar’s stand on corruption, Lalu accused the former of being hand in gloves with the BJP and the RSS. “The setting is done with the BJP and the RSS. Panaji, Jul 26 (IANS): Chief Minister Manohar Parrikar said on Wednesday that police would crack down within “three-four days” on those behind the desecration of graves in a Catholic cemetery in Madkai village of Goa. The new case, reported on Tuesday night, comes after the Goa Police claimed last week that the arrest of 50-year-old Francis Pereira would end the series of desecrations in the state. In the latest incident, nearly a dozen crosses were damaged at the cemetery near Fatima Chapel in Madkai, located 35 km from Panaji. Responding to comments by opposition MLAs during zero hour, Chief Minister Parrikar said: “Police have got definite clues. In three or four days they would solve the case and arrest the culprits.” Leader of Opposition Chandrakant Kavlekar raised the issue of mass des-

orruption in Nagaland has gone out of control and unfortunately people have show no resolve to destroy the cancer that has spread to the vital parts of the body. The people and voters are seem to have no inclination to make their elected representatives respond to mass hue and cry against so many monumental scams that have been exposed during the past few years. In the recent weeks, media reported on how funds meant for development of road communication have been siphoned off and further deteriorating the condition of potholed roads. A recent report, based on a PIL filed by two petitioners in Nagaland accused embezzlement of huge funds from the PWD(R&B) department. The two petitioners had cited the reply to their RTI from the Public Information Officer (PIO) on June 15 by the finance department which disclosed that 62 drawal authority letters were issued to the PWD (Roads & Bridges) department from May 6,2016 to March 31,2017 for an amount of Rs.342,22,08,000 or Rs.342 crore/22 lakhs and 8000. That means, in a year a total of Rs.171,11,04,000 was withdrawn for road repair or construction but the fact remains that no new roads were constructed during the ten-month period nor any major repairs done. So the question that remains is, where has the money gone and most importantly, who are those responsible for siphoning such a huge amount. In a month around Rs.35 crore was drawn under the department for works that were not carried out. The amazing thing about the scam has been going on for so long and it won’t be a surprise if similar scams exist in several other departments. If it has been going on for so long then it can only lead to the conclusion of a larger collusion among corrupt politicians, bureaucrats, department officials including armed factions. Earlier during February this year, this newspaper had highlighted details of another road scam where the finance department had issue drawal sanction for Rs.20 crore for the year ending March 2016 for roads under various divisions. The same amount was again sanction for roads under the same divisions for the year ending 2017. Besides the loot going, there are also many illegal and irregular decision with regard to appointments whether backdoor or contract or ad-hoc or deputation. All these are rampant because the people themselves feel it is the duty of their elected leaders to give them what they demand. It also does not matter whether it comes through looting or committing gross irregularity. This has led to the institutionalisation of corruption which has become deep rooted in the government. People themselves have become insensitive to such actions because they no longer care what happens. In fact, corruption is no longer considered a crime but most unfortunately, an achievement. Rather than treating the corrupt of society as pariah, people instead place them on a pedestal for the sake of monetary gain. On the issue of corruption and illegal decisions of the government, the silence of the church indicates that its leaders have grown close with politicians in power including bureaucrats and so have avoided taking on the issue headlong. If the church is being seen to be silent or ambivalent on corruption which has destroyed Nagaland and its people, the goal of ‘Clean Election’ is being seen as a diversionary tactic.

DailyDevotion The Way to Purity Those things which proceed out of the mouth come from the heart….For out of the heart proceed evil thoughts, murders, adulteries, fornications, thefts, false witness, blasphemies. These are the things which defile a man… —Matthew 15:18-20 Initially we trust in our ignorance, calling it innocence, and next we trust our innocence, calling it purity. Then when we hear these strong statements from our Lord, we shrink back, saying, “But I never felt any of those awful things in my heart.” We resent what He reveals. Either Jesus Christ is the supreme authority on the human heart, or He is not worth paying any attention to. Am I prepared to trust the penetration of His Word into my heart, or would I prefer to trust my own “innocent ignorance”? If I will take an honest look at myself, becoming fully aware of my so-called innocence and putting it to the test, I am very likely to have a rude awakening that what Jesus Christ said is true, and I will be appalled at the possibilities of the evil and the wrong within me. But as long as I remain under the false security of my own “innocence,” I am living in a fool’s paradise. If I have never been an openly rude and abusive person, the only reason is my own cowardice coupled with the sense of protection I receive from living a civilized life. But when I am open and completely exposed before God, I find that Jesus Christ is right in His diagnosis of me. The only thing that truly provides protection is the redemption of Jesus Christ. If I will simply hand myself over to Him, I will never have to experience the terrible possibilities that lie within my heart. Purity is something far too deep for me to arrive at naturally. But when the Holy Spirit comes into me, He brings into the center of my personal life the very Spirit that was exhibited in the life of Jesus Christ, namely, the Holy Spirit, which is absolute unblemished purity.

hen ter rorists attack from the front, it means that they are not afraid of consequences. The story of counterattack to kill seven pilgrims, returning from the Amarnath Yatra in Kashmir, is somewhat similar. Lashkar-e-Toiba did not hesitate to taking on the police or the army as if the terrorists knew that the counter challenge would fall short of their resolve to harm the security forces accompanying the yatra. Lashkar is a possibility, particularly when it has not claimed the responsibility yet. Even if they claim the responsibility, there is no certainty that they are doing so to cover up the homegrown terrorists. Even the J and K Police have pointed fingers at Lashkar. It is quite likely that Lashkar is the perpetrator. This is being battered so much in most countries in West Asia that it wants to resell itself. in expressing its horror because the yatris were on the pilgrimage of faith which they cherish. It had nothing to do with politics. Unfortunately the whole episode, as the days pass by, is being politicized. The BJP is to blame. It has not bothered that the party has a share in the state government and some of the blame would come to it. This is not the first time that attacks on yatris have taken place. In August 2000, the terrorists had opened fire on over 95 people, leading to a death toll of 89. The series of attacks, which began on the night of 1 August, were believed to be planned. The following year, too, terrorists opposed to the local outfit Hizbul Mujahideen’s ceasefire declaration, had attacked a pilgrim base camp at Pahalgam. A total of 32 people were killed in the base camp strike at Pahalgam, of which 21 were Amarnath yatris. Similarly, a militant hurled two grenades at a camp and later opened fire near the Amarnath shrine on the night of 20 July 2001, killing nearly 13 people, including

he record of the present tenure of the Members of the Nagaland Legislative Assembly will go down as unenviable, unstable and scandal related batch in the annals of Nagaland Legislative history. During their present tenure public leaders were busy changing leaders and forming new Governments rather than serving the people for whom they are elected. Much to the dislike of many, the famous Maxim…. ‘Politics is the last refuge for the scoundrels’ holds so true should the above maxim be applied to the present political scenario. We lately have elected representatives, crammed in a mixed bag, consisting of the good, the bad and the ugly. Whereas the good that are in smaller numbers says or act precious little, the bad and the ugly that constitutes the bulk of the bag runs the show in bringing the state to the present unenviable situation where we must have earned the little ‘uniqueness’ but for wrong reasons. We are presumably left with an uncertain future where the present ministry is more likely to be embroiled in managing to run the jumbo ministry itself instead of sorting out the various vexing issues such as backdoor appointments, financial abuse in various department, deplorable road conditions, a sense of hopelessness among people and a very uncertain future that is looming

There was no communal feeling at that time. Fundamentalists and the propaganda by Pakistan have destroyed what was so beautiful. But why should we throw in the towel? For 70 years we have been upholding India’s ethos, secularism and democracy. We have added the word secularism in the preamble of our constitution. Ironically, Mrs Indira Gandhi did this when she, as Prime Minister, had imposed the emergency. She detained one lakh people without trials and imposed censorship on the press. And she openly said that the press did not resist the restrictions she introduced. L.K. before us. There will always be problems when ministry is formed on grounds of rewards but rather on merits. It is indeed unfortunate that amidst intensive campaigns by the Church and the N.G.O’s for clean election, paradoxically the elected representatives for whom clean election is initiated, instead camped at Kazaringa holiday resort. What a tragedy. Is it an exhibition of fine leadership quality or an expression of unrestrained lust for power? Humanely speaking, one cannot expect a miracle during the next few months. Rather we will witness a period of intensive preparation for the next Assembly Election with election related tours, speeches and exhortations in Churches and public places. Churches also need not worry much for the expenditures during the coming Christmas feasts as hopefully public leaders will take care of most of the expenditure during the ensuing Christmas. It is time for every sensible Nagas to seriously introspect the kind and quality of leaders that we would be electing within few months. Let us pray and seek wisdom from above in all sincerity that only clean honest and capable leaders are elected to clean our State that is currently in shambles. It is a hard task ahead but we can do it if we have the will. Tali Longkumer IAS (Rtd)

The missing letter G in the equation

H

ere is a mere business man with regrets for having no knowledge to guide the youngster at this juncture. Nevertheless, I am comforted by the writings of so many great writers who are doing the job, thanking God for their write ups, fearlessly telling the truth and guiding us with their intellect taking their true Christian stand despite the situation been not in good turn, giving us a sense that God is still working on us, making us courageous with reasons and proud to have them. Hats off to you Dear writers! You are our real heroes may God continue to bless you, guide us to follow the right path to reach our goal “Nagaland for Christ” a reality. I have learned 26 letters alphabet at the very early age (some 60 years back), and vividly remember them well till today from A to Z without any mistake or confusion, the same arrangement still follows as that of chemical equation for water i.e. H2O, it always start with A not B or C . Of late, some learned people and so called leaders started to make things complicated making simple people like me confuse, compels me to even write this. With this, let me share with you a thought lingering in my mind to make things simpler by saying “Rearrangement of the present structure is the need of the hour”, more so with that of mind not necessarily the people. No new project or research is required for that only introspective and retrospective

studies will suffice. Perhaps, this is the present setting/equation; MONEY> POWER > POSITION (MP1P2). This believes and practice has inculcated into everyone’s brain and saying if you have money the other two ultimately follows or can be achieved. This very thought is invading every sphere and grinding down the whole system. I believe the reverse is true i.e. POSITION>POWER> MONEY (P2P1M). But wait! I guess we are missing the most important letter or perhaps, making it invisible, the letter G in the equation which stands for GOD and so, God intended equation I supposed is GP2P1M, the original equation. First seek His kingdom and the rest follows (Matt. 6:33) moreover so in Gal. 2:20 said, I no longer live but Christ lives in me. This makes the letter G an indispensable component in the equation. It is no easy task to achieve position (P2), everyone wants and should try for that as it has along with it the prestige. But in doing so when some people fail by fair means they started to play unfair to achieve the same, more easily so in Nagaland context. This has given birth to the former equation. On top of that, they can even give justification which makes many, fail to comprehend and end up in confusion. How can one start alphabet with B or C and give justification. Let me say it again confidently, “I don’t get confused in this”. Yes! Indeed, one can achieve so through the former

Politics of defection vide topple games

ere I just wanted to opine on some points of observation about the current political gambling of defection vide ministry topple competition in Nagaland state. That since the Naga politics of independence movement had made a huge lost to thousand lives of the Nagas right from the stage of submitted our petition for Naga sovereignty till up to date, by that many prominent Naga freedom fighters had lost their lives and now broken into handful pieces of underground factions. Those followers were made extortionists, demanders and collectors of money from the public compelled them to involve even in such risks of evil gambling for livelihood. That it has become a culture for the Naga youth at the moment. With the power of guns and uniforms procured out of funds collected or extorted from the innocent public they built their buildings, sent their children to the distant cities and universities for

Muslims have themselves to decide their faith in togetherness is being replaced by fundamentalism. I was recently in Srinagar and found to my horror that the youth, which has taken to the gun, want to convert the Valley into a sovereign, Islamic country. Leaders like Yashin Malik and Shabbir Shah have become irrelevant. Syed Shah Geelani and Mirwaiz have a following but that was because they talked about Pakistan and Islam at the same time. They even support the stone-pelters saying that the stones were being hurled in the name of Islam. It is a dangerous trend to emerge. New Delhi will have to think hard and come up with a solution which is acceptable to the people in the Valley and the ruling party at the centre. Home Minister Rajnath Singh has accepted the responsibility of arranging the yatra without any mishaps. The BJP should consult with other political parties and take necessary steps which have the consensus behind them.

their higher educations. Again, the Nagaland state politicians have been playing the same role of the politics of competitive defection from and toppled down ministries one after another. Those elected MLAs who are very smart enough in defection vide topple the ministry only for want of corrupting money power other than sense of mandated maturity towards developments for public welfare. Mandatory honour is deserved from a matured leadership rather than defecting smartness. Any defector/dissident MLA without the outcome of development is said to be cheaper than a student of expulsion from examination hall perhaps even equal to rapist on immoral ground. Any often defector or dissident is termed to be a rapist on immoral ground because he raped a gir/woman by breaking her moral value that it never different from a public mandated leader who is elected by public on having trustworth that he could determine stability as

representative of more or less public. However, without such determined stability he corrupted public funds and in continual process of corruption, defected from one another is that he has no sense of public concern. The roads of public buses ply like state highways and national highways are full of potholes, sinkings and roughed condition beside narrow roads, dummy, improper drainage systems, landslides and soil-erosion along the whole road sides were totally neglected by the motive of defection for saving and gaining money out of corrupted money. The roads even in Dimapur city of commercial hub with the gateway and Kohima town of the state capital of Nagaland along with the district headquarter and sub-divisional towns are absolutely looked like deserted township. Except Nagaland the whole other states in India are developed satisfactorily. But these MLAs may still think

about defecting farther more if their chief minister do not satisfy them without development in future. The electorate public, intellectuals, the churches and the NGOs must think for welfare of the generations and take a remedial measurement concern about the forthcoming general assembly election in 2018. Let the weak or unstable MLAs be rejected in the general election without bribery or buying money. Rather make agreement with any contesting candidate on binding implementing development of more or less any sort of development according to your agreeing convenience in order of letting him abide by public mandatory agreement. If prevailing situation of corruption goes on continually without checking out how can we run own our own independent government after we attend independence sooner or later by God’s grace. Zhozhupoyi Chakhesang, Dimapur Reader’s note: Articles or letters published in any of the columns do not reflect the view of this

(MP1P2) equation but that is not fair, there is not credit in it, which is cheap, something anyone can achieve without having any quality. Once we achieve so, through that mean we have to continue to hunt for money for maintenance because that status is not you but the MONEY, so the vicious cycle of corruption continues to operate in our systems. Everything is possible through Him (phil. 4:13) but we have replaced Him with Money. As our God is fair, He has given everyone a talent/ ability but not everything to one individual, even doctors have different abilities and we visit an Orthopedicians for a case fracture not a Dermatologist or Psychiatrist. To make my point clear, if you are interested in money don’t get involved in Politics. If you are interested in position and power don’t be interested in money. This is just the reverse of the present setting, right? In other words, “derangement of the present settings is the need of the hour”. So my simple advice to younger generation is that, don’t be disheartened, we have many in our meet who can be our mentor (I need not name them), learned to seek their advised and follow their path, they are tirelessly and sleeplessly working for you. The future is yours, be wise, fearful to God and fearless to problem, don’t be confuse or restless whatever may be the situation, the upright will stand tall in the end. Neiyieo Angami

Sir,

Accidents around National Highway

It is disheartening to see the unfortunate victims surrounded by commuters taking selfies in an around National Highway. I’ve witnessed such incident twice where people were busy accommodating the victims in their small-screen selfies instead of lending a helping hand. Disturbing image/videos of the victims are being circulated almost every day in the social medias like WhatsApp, Facebook and so on with no regard for victims and their families’ sentiment. In one of the incident, I heard a thunderous voice saying, “rasta charibe, khoi khoi, side kuribe” piercing himself towards the accident spot where a good number of Christians (Nagas) were already flocked. What he did next was unbelievable, almost like a magic he vanished from the sight having his share of selfie beside the dying victim. Moral and ethical teachings are basic principles to all religions. What makes Christianity unique is its alacrity to act in all given situations without stipulation when it comes to an opportunity to portray Christ towards needy. I am aware of the informational aspect involved in circulation of videos/photos of the accidents, however, there are decent ways of informing. For readers’ information, in both the incidents, we took the victims to the hospital besides fulfilling the required formalities. Mika K. PALANPUR/AHMEDABAD: Receding flood waters in Banaskantha revealed a massive tragedy in Khariya village of Kankrej taluka on Wednesday when bodies of 17 members of a family were recovered from the banks of Banas River. Villagers watched in disbelief as the bodies were recovered one after another from the muck. Sources said that more bodies of people swept away in the last three days are likely to surface as waters recede. The death toll in the weeklong monsoon fury in the state has touched 111. Two Army columns, three NDRF teams and one BSF team, aided by 10 Air Force choppers, are engaged in the rescue and relief operations in Banaskantha alone. NSF vows to strive for student welfare Correspondent KOHIMA, JUL 26 (NPN): Naga Students’ Federation (NSF) on Wednesday vowed to continue its effort for the welfare of the student community by taking up issues especially in the human resources departments like school education and higher education and technical education. Addressing media persons at NSF office here, the federation president, Kesosül Christopher Ltu, said the new team has decided to continue its effort in streamlining the education system. NSF president expressed concern over the poor results of government schools in examinations despite the best qualified teachers being recruited. He said that the team would physically verify the schools and the non performing school would be taken into account. Ltu disclosed that

the team along with the village student bodies and village education committees would also verify whether the CSS schemes, free text books, uniforms and midday meal were properly implemented. Further, the federation president stressed the need review marking system in higher education, saying it was found that there was no leniency in the marking system thus preventing Naga students from getting

into premier institutes for further education. In technical education, Ltu said seats must be given only to students who were Nagas by blood and not Nagas by adoption. NSF has also lamented over poor infrastructure of the lone central university, Nagaland University. It said the university was close to attaining 25 years of establishment, but there was a vast gap in terms of development as compared

to Tezpur University. He also informed that the federation would be checking polytechnic colleges and NIT Chumukedima. On timely declaration of results and other technical issues, NSF said it would take up the matter along with All Nagaland College Students Union (ANCSU). Also, expressing deep concern over the Inner Line Permit (ILP), the NSF

president said the state government has failed to properly implement the Eastern Bengal Regulation Act. He said that the matter would be taken up together with its federating units and district administration. Meanwhile, the federation has constituted education committee and public grievances cell comprising of three members to ensure that student welfare. For any issue, one could contact NSF educa-

tion committee convenor, Müphato Nyuthe, and NSF public grievance cell convener Boketo Kihoto at 8974172206/8729993559. On Naga political issue, NSF said it has reiterated its demand to the Interlocutor R.N Ravi during his visit to Kohima. NSF said Ravi was urged to expedite the ongoing Naga political talks for a logical, honourable and acceptable solution, which should be inclusive.

professionals including doctors, paramedics and health workers have fanned out across the district to survey the flood-hit areas and distribute chlorine tablets, ORS packets to ensure that there is no outbreak of any epidemic.

Trump bans transgender people from military service

Hassan Rouhani

BEIRUT, JUL 26 (AGENCIES): Iran will reciprocate if the United States imposes new sanctions on it, president Hassan Rouhani said on Wednesday according to state media, casting further doubt over the outlook for the 2015 Iran nuclear accord, reports Reuters. The U.S. House of Representatives voted on Tuesday to slap new sanctions on Iran, Russia and North Korea, although it was unclear how quickly the bill would make its way to the White House for President Donald Trump to sign into law or veto. State media quoted Rouhani as citing a verse from the Koran saying: “If the enemy puts part of their promises underfoot then we will also put part of it underfoot.

KANDAHAR, JUL 26 (AFP): At least 26 Afghan soldiers have been killed and 13 wounded in a Taliban attack on a military base in Kandahar province, the defence ministry said today, the latest blow to struggling security forces. The militants “attacked an army camp in Karzali area of Khakrez district of Kandahar last night,” MoD spokesman General Dawlat Waziri said. Afghan soldiers “bravely resisted”, he said, killing more than 80 insurgents. Residents in the area described an hours-long attack launched by a 30-strong convoy carrying “hundreds” of Taliban who assaulted the base from multiple directions. Air support was called in, several residents told AFP, though that was not

immediately confirmed by officials. The insurgents claimed the attack via their Twitter account. The resurgent Taliban have been ramping up their campaign against beleaguered government forces, underscoring rising insecurity in the war-torn country throughout the warmer weather fighting season. Afghan security forces, beset by killings, desertions and non-existent “ghost soldiers” on the payroll, have been struggling to beat back insurgents since US-led NATO troops ended their combat mission in December 2014. According to US watchdog SIGAR, casualties among Afghan security forces soared by 35 percent in 2016, with 6,800 soldiers and police killed.

Unhappy Trump won’t fire Sessions WASHINGTON, JUL 26 (PTI): US President Donald Trump has said that he is not planning to sack Attorney General Jeff Sessions, but reiterated his “disappointment” over the latter’s position on the probe into alleged Russian meddling in the 2016 presidential polls. “Well, I don’t think I am doing that. But I am disappointed in the attorney general,” Trump told reporters yesterday when asked whether he would be firing Sessions after he went against him on twitter. Trump was addressing a news conference at the White House with visiting Lebanese Prime Minister Saad Hariri. Earlier in the day, Trump accused Sessions of being “very weak” in the investigation into former secretary of state and the 2016 Democratic presidential candidate Hillary Clinton’s emails. “Attorney General Jeff Sessions has taken a VERY weak position on Hillary Clinton crimes (where are E-mails & DNC server) & Intel leakers!” he said in a tweet, expressing anger against the man who was the first US senator to endorse his candidacy. Over the last few days, Trump had gone public in expressing dissatisfaction over Sessions’ position on investigations related to Russian interference in the American presidential elections last year.

The maximum settlers in Kiphire Town are from these above villages and we have reasons to believe that some might have dual votes in both 59 A/C and 60 A/C. We have also come across that many prominent figures who have expired but their names are yet to be deleted from the electoral roll. So also there are many double entries of voters as indicated in Annexure B. On close scrutiny, we have observed that there are multiple electorates using fictitious name with the same photo as shown in Annexure C. Many electorates with the same identity and bio data are enrolled in 57, 59 and 60 A/Cs’ as shown in Annexure A. Some electorate’s photo does not match with their age as shown in Annexure D. We also found that some villages that are yet to be recognised but already have polling station. It is also to be mentioned that the names of the displaced Yimchungers of Kiphire Town in the electoral roll should be transferred to their respective polling stations because as of now not a single Yimchunger resides at Kiphire Town. In this regard, the Yimchunger community had submitted a representation earlier, however the request was denied at the Election Office, Kiphire (Copy enclosed). On close scrutiny of the electoral, it is found that photos of many non- Nagas are pasted under Naga names at Kiphire polling stations which are highly objectionable. It is understood that some could be adopted but this many numbers may not be genuine. The concerned Office may kindly re-check their legal adoption certificates. Many organisations including NBCC are on mission for clean election but as long as there is no clean electoral it cannot be implemented effectively. The Assistant Election Office and staff of Kiphire District are not doing justice as many genuine voters are not accepted during revision which is against the fundamental rights of an individual and a criminal offence. The officers and staffs giving wrong information should be punished as per the Office norms and its procedures. Therefore we the KTDSSU & PACSU would like to request your kind authority to immediately link Aadhaar with electoral exclusively under Kiphire District within a month failing which we have no option but to file PIL in higher court for its judgement. Tr u m p r e s c i n d e d t h e Obama administration’s guidance requiring public schools to allow transgender students to use the bathroom of their choice. The president lifted the guidance in February, despite saying during his campaign that transgender people should use “whatever bathroom they feel is appropriate”. His move on Wednesday comes a year after Pentagon officials lifted the ban on transgender service under Obama. In June of last year, then-defense secretary Ashton Carter announced that any transgender people already serving in the armed forced could serve openly

transgender people to serve on the combat readiness of the armed forces. Several outside studies had already found that reversing the ban was unlikely to have a negative impact. According to AP, the Pentagon has refused to release any data on the number of transgender troops currently serving. A RAND study found that there are between 2,500 and 7,000 transgender service members in the active duty military, and another 1,500 to 4,000 in the reserves. Transgender service members have been able to serve openly in the military since last year, when former Defense Secretary Ash Carter ended the ban. Since Oct. 1, transgender troops have been able to receive medical care and start formally changing their gender identifications in the Pentagon’s personnel system. But Carter also gave the services until July 1 to develop policies to allow people already identifying as transgender to newly join the military, if they meet physical, medical and other standards, and have been stable in their identified genders for 18 months.

T au r a n g a ( n e w Zealand), Jul 26 (PTI): India finished runners-up in pool C to qualify for the girls’ team event quarterfinal in the WSFWorld junior squash championship. India will play the Pool D winner Hong Kong in the quarterfinal Thursday. In its last pool league match, India defeated lower ranked France 2-1 to get the second place behind England. The margin could have been 3-0 but Akanksha Salunkhe, playing the French girl Fanny Segers in the inconsequential third match of the tie, had to retire midway with muscular pain in her legs. As Coach Surbi Misra said Akanksha had begun confidently and went two games up when suddenly she developed pain.

mier League (IPL)-styled T20 tournament for the women but left it for the BCCI to decide.

4TH DEATH ANNIVERSARY OF LATE MUGHAVITO V.YEPTHO

Mithali had earlier called for a women’s IPL to help the Indian girls cope up with high pressure situations, especially after the women-in-blue squandered a great start to narrowly lose Sunday’s World Cup final by nine runs against hosts England at the Lord’s. When the same question was put to the 34year-old right-hander after the team landed here on Wednesday, she said: “If something like this is started in India, it will help players get exposure but it’s up to the Board of

Control for Cricket in India (BCCI),” she said. Mithali, however believed that their performance in the World Cup is just the beginning of good times for women’s cricket in India. The Indian eves outclassed pre-tournament favourites Australia in the semi-final and before that thrashed New Zealand by 186 runs to reach the knock-outs. “It is just the beginning of good times for women’s cricket. The win over England in the first match was a big boost for the team,” she said.

Somdev to head Centre of Excellence at DLTA

NEW DELHI, Jul 26 (PTI): A Centre of Excellence, under the guidance of Somdev Devvarman, will soon be established at the DLTA to provide coaching to budding players but the development has cast a doubt over the future of the grassroots level program, which has been running there for four decades. Scouting has begun for coaches, sports psychologist and physios, who will work in tandem at the upcoming National Academy, which will have involvement of the Sports Ministry.

Somdev Devvarman

Under the supervision of India’s former number one singles player Somdev, who is also a government observer for the sport, a comprehensive plan has been submitted by the All

India Tennis Association (AITA) to the sports ministry for approval. It has been learnt that coaching in various age groups has been planned and a foreign coach will also be roped in. A sports science centre is also being planned at the Academy and qualified physios and sports psychologist will be hired for all round development of the players. The Academy will accommodate about 300 kids for coaching and at least 100 of them will be able to stay after relocating from their respective states.

Dhawan, Pujara tons take India to 399/3 King, Peaty, Masse smash

Galle, Jul 26 (IANS): Centuries from opener Shikhar Dhawan (190) and one-down Cheteshwar Pujara (144 not out) helped India reach 399/3 at stumps on the opening day of the first of the three-Test cricket series against Sri Lanka here on Wednesday. Electing to bat at the Galle International Stadium, India rode on a 253run second wicket effort between a blazing Dhawan and a steady Pujara to surpass the highest ever first day’s total of 351 runs in Sri Lanka. Later, Pujara, who notched his 12th Test century, and Ajinkya Rahane (39 not out) put on an unbeaten 113-run fourthwicket stand to take the visitors to their second ever highest opening day’s total -- the highest being 417/2 in the 2009-10 home series against Sri Lanka. Dhawan smashed the rather ordinary Sri Lankan bowling all around the ground, racing to 190 runs off 168 deliveries with 31 boundaries studding his hurricane innings. The 31-year-old Dhawan, who got into the 16member squad as Murali Vijay was injured, registered his fifth century in Test cricket -- a perfect way to send a message to the selectors. It was also his highest score in the five-day format.

Dhawan however, continued to display excellent form at the other end, finding the fence at regular intervals. Pujara soon settled his nerves and gave Dhawan excellent support at the other end as the former collected runs very quickly

and registered his century after the lunch break. Equally aggressive against the spinners, the Delhi batsman further dominated the Sri Lankan bowling after reaching the three-figure mark. Dhawan finally fell when he tried to smash a Pradeep delivery over mid-off but mistimed his shot and Angelo Mathews pulled off an easy catch in the first ball of the 55th over. New Delhi, Jul 26 (PTI): BCCI has adopted Lodha panel recommended reforms, barring the five contentious ones, at its Special General Meeting here on Wednesday. “The BCCI has adopted Lodha panel reforms except five,” said BCCI acting secretary Amitabh Choudhary after the meeting. It has been more than a year since the Supreme Court ordered the BCCI to implement the reforms recommended by the Justice R

His opening partner, Abhinav Mukund (12), who got into the playing XI due to Lokesh Rahul’s illness, however, couldn’t impress the selectors. Mukund struggled a bit, hitting only two boundaries off pacer Lahiru Kumara during his 26-ball stay in the middle. But the lefthander virtually gifted his wicket to Nuwan Pradeep when he decided to go after a ball which moved away slightly after pitching. Pujara joined Dha-

M Lodha-led panel. Earlier in the week, the Supreme Court barred former BCCI officials N Srinivasan and Niranjah Shah from attending any board meeting. They both are above 70 years of age and stand disqualified to be BCCI office-bearers as per Lodha reforms. The BCCI brass is happy that the Supreme Court is ready to hear some of the reforms that they have always found practically difficult to implement. The SC will be hearing the arguments on ‘One State One Vote’ and pruning of the national selection committee which the BCCI has always termed as unimplementable.

It was earlier reported that a lot of members were in favour that the general body shows enough intent by adopting the reforms partially which would also send a positive signal to the Committee of Administrators (COA) as well as the apex court. “Look, the Supreme Court has given us new hope when they stated that they will hear some of the contentious issues once again. They have directed the BCCI to adopt as many reforms as possible. “So, when the Supreme Court hears the case on August 18, at least they are aware that we have adopted a majority of the reforms,” a state unit member from west zone had earlier said.

Lon d on , J u l 2 6 (Agencies): Twelvetime Grand Slam champion Novak Djokovic will not play again in 2017 because of an elbow injury. Former world number one Djokovic, 30, retired injured during his Wimbledon quarter-final match against Tomas Berdych on 12 July. He said then he had suffered an elbow problem for over a year and a half. “Professionally this is not an easy decision for me, but I’m trying to look at the positive side,” said the Serb, who is currently world number four. Djokovic said he would spend the time building up his fitness and strength, as well as working on areas of his game he felt needed to be improved.

ute tea break, India suffered a big blow when captain Virat Kohli was caught by wicket-keeper Niroshan Dickwella, attempting to pull a bouncer from Pradeep, with India at 286/3. Pujara, who was batting on 77 then, was joined by Rahane and the pair played some sedate cricket. Pujara and Rahane took ones and twos as the Sri Lankans stepped up the pressure with their confidence boosted by Kohli’s wicket. Pujara broke the dry patch by despatching veteran left-arm spinner Rangana Herath for two fours in the 66th over. And in the fifth ball of the next over, a drive towards mid-on off Kumara gave him a two to complete his hundred in 173 deliveries. By that time, Rahane too had a grip on the conditions and he was looking good at 39 not out from 94 deliveries at the end of the day’s play, with Pujara unbeaten on 144 as India look strong for a huge total on the second day.

Lilly King

Adam Peaty

Kylie Masse

B u da p e s t, J u l 2 6 (Agencies): The world championships came alive on Tuesday as Lilly King of the United States won the women`s 100 metres breaststroke title in one of three world- record swims at the end of a breath-taking evening session. Adam Peaty of Britain continued his breaststroke trail-blazing with his second world mark of the day to reach the 50m final and Canada`s Kylie Masse produced a world-best time to win the women`s 100m backstroke gold medal. If the day belonged to Peaty, the evening will be long remembered by Olympic champion King, who posted one minute 4.13 seconds to overhaul the world-record mark set by Lithuania`s Ruta Meilutyte in 2013. King held off the threat of Russian rival Yuliya Efi-

mova, in a race billed as a grudge rematch of their acrimonious Olympic final, and the U.S. secured a memorable one-two as Katie Meili touched for silver in one minute 5.03 seconds. King, 20, has voiced her disapproval at Efimova being allowed to compete at global level after the Russian had twice been caught using banned substances. The spiky relationship continued in Budapest with King celebrating her world record wildly and failing to make eye contact with Efimova who had to settle for bronze. A disbelieving Peaty, the stand-out male swimmer of these championships, became the first man to dip below 26 seconds in the 50m breaststroke. By touching in 25.95 seconds, he lowered his record mark from the morning`s heats by a mas-

sive 0.15 seconds. “I was on such a massive high from this morning and it was so hard to ignore the fact that I did a world record in the morning and try to get myself emotionally ready,” Peaty told reporters. Masse produced an outstanding world-record swim of 58.10 seconds as Australia`s quiet world championships continued with Emily Seebohm failing to defend her title. Briton Gemma Spofforth`s mark of 58.12 seconds had been set at the 2009 world championships in the era of buoyancyenhancing body suits, which made Masse`s time all the more remarkable. Kathleen Baker of the United States, the Olympic silver medallist, had to settle for the same prize as she beat Seebohm by 0.01 seconds.

Maradona backs video assistant referee system M a d r i d, J u l 2 6 (IANS): Argentinean football icon Diego Maradona voiced his support for the video assistant referee system, while acknowledging that with this technology his infamous goal against England in the 1986 World Cup would not have counted. “Football can’t fall behind. Given the rate at which technology is advancing and the fact that every sport uses it, how can we not think about using it in football?” the former Barcelona and Napoli star told FIFA’s website on Tuesday. “People get annoyed when something that shouldn’t be given is given, or when you have a goal wrongly disallowed. Technology brings transparency

Diego Maradona scored the ‘Hand of God’ goal in 1986, but video referees would have disallowed it. and quality, and it provides a positive outcome for teams who decide to attack and take risks,” Maradona added. The VAR technology has been tested by FIFA at a number of its tourna-

ments, most recently at the FIFA Confederations Cup in Russia, reports Efe. Maradona acknowledged that not only his “Hand of God” goal against England in the

1986 FIFA World Cup quarter-final would not have been counted with this technology, but things could have taken a different turn in one of the 1990 World Cup matches.

Roelant Oltmans New Delhi, Jul 26 (Agencies): The future of Roelant Oltmans as India’s coach is in jeopardy following a dismal show at the World Hockey League semifinals earlier this month. Hockey India has formed a panel, which includes high performance director David John, to analyse the team’s performance in the last two years under the Dutchman. The process, which is already underway, is likely to take up to one month to reach a conclusion, after which Hockey India will decide Oltmans’ fate. The players, too, are under the scanner and might lose their place in the squad if they are found to be consistently under-performing or stagnating during the evaluation period. The performance of the women’s team, too,

is being analysed. However, the position of coach Marijne Sjoerd is safe as of now despite the team’s below-par performance in the World League semifinals. The women’s team finished eighth in a 10-team tournament and their hopes of qualifying for next year’s World Cup hang in balance. The men, meanwhile, finished sixth and do not have to worry about qualifying for the World Cup as they are a part of it by virtue of being hosts. Hockey India’s grouse with Oltmans is that there is an apparent lack of Plan B when faced with teams with a strong defence who sit in their own half. India has repeatedly stumbled against opponents with such strategies, most notably against Canada and Belgium at the Olympics last year and then against Canada and Malaysia in London at the World League this month. The federation had said it would conduct a thorough review of India’s dismal show at the World League. A source said the federation did not want to rush into a decision and hence directed John to look into the performance of each player and interview them individually, if needed.
