NRC: Govt issues guidelines to states in NE Spl. Correspondent
NEW DELHI, JUL 25 (NPN): Ministry of Home Affairs (MHA) Wednesday asked the Assam State Government and neighbouring States to ensure maintenance of law & order in the run up to and post-publication of Draft National Register of Citizens (NRC). Assam government has been advised to set up a State-level coordination committee under the chairmanship of chief secretary to ensure coordination among state agencies, NRC authorities and Central agencies. Round-the-clock control rooms at the state capital and district headquarters are to be activated to receive complaints and coordinate prompt response. Registrar General of India (RGI) has been asked to use all means of communication including websites, toll-free numbers, SMS etc, to provide information to public about the Draft NRC. Further, MHA has advised the Assam government that no action should be initiated by the administration or the police based on the Draft NRC. There is no question of referring the persons whose names do not figure in the Draft NRC to the Foreigners’ Tribunal as people are entitled to file claims & objections and due opportunity has to be given to them before final publication. The question of referring any person to a detention centre based on NRC exercise also does not arise.
State government has been asked to issue clear instructions in this regard to all administrative and police functionaries. The part draft of the NRC was published on the intervening night of December 31 and January 1, wherein the names of 1.9 crore of the 3.29 crore applicants were incorporated. Union Home Minister Rajnath Singh had in a statement earlier assured that every individual will get justice and will be treated in a humane manner.
22000 CAPF rushed to Assam
Centre has sent over 22,000 central paramilitary troops in order to beef up security in Assam and adjoining states in view of the publication of the draft NRC. MHA has directed these units to be deployed immediately in the vulnerable areas of the state, officials said. “A total of 220 companies of the central armed police forces (CAPFs) are being sent to the state in view of the NRC,” a senior official said. The largest contingent among the forces is from the CRPF (53 companies) followed by Sashastra Seema Bal (41), BSF (40), ITBP (27), CISF (20) and Railway Protection Force (5). A total of 34 companies of the special auxiliary police are also being sent, they said. About 105 CAPF companies are being rotated and utilised for law and order duties from within the state, they said. One company of paramilitary comprises 100 personnel.
Nagaland prepares for preemptive action
DIMAPUR, JUL 5 (NPN): Ahead of the publication of the draft National Register of Citizens (NRC) in Assam on July 30, 2018, Nagaland government is set to take all preventive measures against influx of illegal immigrants from Assam. According to DIPR, Nagaland police will be deploying additional forces to the border areas to check and prevent influx of the illegal immigrants. Besides, additional IRB units are being deployed and flying squads are to be sent. State government is also writing to the village councils to be vigilant and not to allow the illegal immigrants to enter their jurisdictions or to employ them in any manner. DCs have also been directed to take appropriate measures in this respect and to issue necessary advisories to house owners in the towns to verify the identity of the tenants from the concerned authorities and not to let out their premises to doubtful and suspicious people. This was decided at a meeting of the Home and police departments under the chairmanship of chief secretary Nagaland, Temjen Toy. Toy stated that the state government was contemplating carrying out exercise on enrolment under NRC.
NSF demands strict mechanism: Naga Students Federation (NSF) has urged the state government to place strict mechanism to monitor the entry and exit of migrants/immigrants, saying the federation would also conduct spot verification to the entry and exit points in the State. In a press release, NSF president, Kesosal Christopher Ltu, and general secretary, Imtiyapang Imsong, stated that if the state government failed to take necessary measures to monitor the flow of illegal immigrants, massive alarming migration of illegal immigrants was bound to happen. According to NSF, the NRC, exercise to get rid of immigrants ,was posing the biggest demographic threat to the neighboring states of Assam and Nagaland in particular. Further, NSF informed the general public, indigenous and non-indigenous not to entertain or make effort to create passage for illegal immigrants and initiate strict and befitting action against the defaulters. Federation also impressed upon all the federating units and sub-ordinate bodies to be vigilant and monitor in their respective jurisdiction.

Later, a meeting was also held between officials from both the side and the local MLA of Amguri constituency also visited the spot. Meanwhile, the alleged firing incident, as reported in the Assam media, supposedly took place near Seleng tea estate in Jorhat district.
DIMAPUR, JUL 25 (NPN): To commemorate the 100 years of Naga Club, the Naga Students’ Federation (NSF) has constituted a committee through the executive council of NSF to oversee the occasion. The committee would be headed by Neingulo Krome as convenor with 12 other members namely Vipopal Kintso, Dr. Dietho-o Yhoshu, Neivor Rutsa, Supongmeren Jamir, Elias T. Lotha, Kuputo Kits, K. Elu Ndang, Daniel Tep, Imchatoba Imchen, Sienotho, president NSF and general secretary NSF. In a press release, NSF general secretary, Imtiyapang Imsong, said that the coming together of Naga elders to form the Naga Club was “epoch-making for the Nagas to realization of identity and to social and political consciousness.” Naga Club started the Naga journey of collectively responding to the changes of time and envisioning a shared future, said the federation. In this regard, the NSF maintained that Naga people should celebrate the glorious legacy and take time to retrospect and introspect and find inspirations to continue “our journey with renewed vigor towards finding our rightful place in the world.”
DIMAPUR, JUL 25 (NPN): Lone Lok Sabha member from Nagaland, Tokheho Yepthomi, raised the Naga political solution issue in the Parliament on Tuesday. According to an official bulletin, MP reminded the house of the negotiation that has been going on for the last 21 years. He expressed apprehension that there could be law and order problem in Nagaland in particular and northeast states in general if the negotiation takes longer time. Drawing the attention of the house, the MP pointed out that during the period of negotiation, there had been successive governments (NDA government 19992003 and UPA government 2004-2014) and the current government. The MP, therefore, urged upon the House to expedite and resolve the issue at the earliest possible time.

ISLAMABAD, JUL 25 (PTI): Pakistan’s flamboyant cricketer-turned-politician Imran Khan’s Pakistan Tehreek-e-Insaf (PTI) was leading in 96 parliamentary seats while its main rival Nawaz Shariff ’s Pakistan Muslim League-Nawaz (PML-N) was ahead in 66 seats in the initial round of counting today in an election marred by a deadly suicide attack and allegations of manipulations by the powerful military. The Pakistan Peoples Party (PPP) of former president Asif Ali Zardari was leading in 37 seats, a sign indicating that he could play a ‘kingmaker’ in case of a hung parliament, accord-
ing to media reports. According to trends available, Independents/others were ahead in 59 seats including Muttahida Majlis-e-Amal (MMA)- an alliance of traditional religious parties leading in 11 national assembly seats. Pakistan’s National Assembly comprises a total of 342 members, of which 272 are directly elected whereas the rest - 60 seats reserved for women and 10 for religious minorities - are selected later through proportional representation among parties with more than five per cent of the vote. A party can only form the government if it manages to clinch 172 seats in
total. PML-N chief Shahbaz Sharif, who is hoping to become the next prime minister, was leading with 4,230 votes in NA-249 (Karachi West-II), according to trends. PPP Chairman Bilawal Bhutto Zardari was leading with 5,218 votes in NA-200 (Larkana I). According to the Election Commission, 3,459 candidates are in the race for 272 general seats of the National Assembly, while 8,396 candidates are running for 577 general seats of the four provincial assemblies Punjab, Sindh, Balochistan and Khyber-Pakhtunkhwa. More than 30 political parties have fielded their candidates for the elections.
WC NNPGs react to statements DIMAPUR, JUL 25 (NPN): Working Committee (WC) of the NNPGs on Wednesday said it was pained to come across the recent statements issued in the name of NNC (Parent Body). In a press note, WC NNPGs media cell said when the political talks started between government of India and WC in October 2017, the president of NNC (Parent Body) Z Royim Yimchunger and CCM colleagues endorsed V Nagi, general secretary to represent the group. Subsequently, it said Nagi was made one of the five co-conveners of WC, representing NNGPGs, in the ongoing political dialogue with the Centre. “A l m i g h t y G o d touched and used each leader to respect, inspire and accept the other. This spirit of comradeship will guide all the leaders even in
future,” WC stated. With the involvement of so many committed and senior national leaders, having his own ideology and political orientation, so also human follies and weaknesses, WC said while coming together for a common political vision, personality and ego clashes become inevitable. However, WC said “while all the leaders admirably maintained their composure and temperament in a dignified manner even in the most difficult moments such as at WC leaders’ meetings and negotiating table, unfortunately on many occasions V Nagi’s aggressive tone and volatile temperament broke the chain and began to effect the morale of Naga delegation.” It said the political dialogue too became stretched, tense and damp with little progress and negative energy slowly seeping in de-
spite the agreed position signed between GoI and the Nagas. In this regard, WC NNPGs said since the great hope and responsibility bestowed by the Naga people upon the WC was being tested, a decision had to be taken to maintain the tempo of the political dialogue. DIMAPUR, JUL 25 (NPN): Government High School Longchem, said to be the oldest in Japukong Range and which will be celebrating golden jubilee has no proper wall or floor since it was established. This was disclosed in a press statement by Longchem Ad hoc Town Committee (LATC) vice chairman, A Panger Longchar,in an open letter addressed to principal director school education. According to LATC, the high school has remained neglected by the department for so long but despite all these, the school has managed to excel in HSLC examinations. LATC pointed out during the past fifty years there were ups and downs in exam results but the school achieved 100% pass in 2016-17 and 2017-18 HSLC exams with some students securing distinctions in English and Social Science subjects. As compared with other schools, LATC said the school also lacked adequate teaching staff as the only Mathematics teacher was transferred in December 2017 with no replacement yet. The committee has, therefore, appealed to the principal director of school education to look into matters raised and take necessary actions.

DIMAPUR, JUL 25 (NPN): Old Riphyim Village Council (ORVC) has urged the State government to provide compensation to farmers for damage caused to their farmlands by wild elephants, besides weaning away the pachyderms from human habitations. In a press communiqué, village council (VC) chairman Nyanbemo Patton pointed out that majority of the people were cultivators and were solely dependent on their farm produce for livelihood. And as the harvest season was approaching, he said there was growing apprehensions in the minds of the farmers of wild pachyderms raiding their farmlands, unless the government initiated necessary remedial measures in time. Patton claimed that even on July 23, a herd of wild elephants numbering about 20 was seen by villagers in Tchukhum area, near the old quarry site
NEW DELHI, JUL 25 (AGENCIES): In a shocking turn of event, a body of a newborn baby was found on an AirAsia flight to Delhi from Imphal via Guwahati on Wednesday. As mentioned in NDTV reports, the baby has been delivered on board in the toilet and had toilet paper stuffed in its mouth. Meanwhile, police have registered a case of death and are investigating if the baby was stillborn. A doctor from the airport’s medical team confirmed that the baby was delivered on board the flight that had arrived from Guwahati. A suspect has been detained. The “premature dead foetus” was discovered when the aircraft was preparing to land at Indira Gandhi International Airport in New Delhi. The crew alerted the police, who detained the woman after questioning all the female passengers on board the flight, the airline said. AirAsia said the matter has been reported to the Directorate General of Civil Aviation. “We will be assisting in the investigation and cooperating with all agencies concerned. AirAsia India would like to apologise to all guests experiencing disruptions in their flight schedule,” the air carrier’s (Cont’d on p-7) statement said.
