Free public discourse from violence: Pranab

NEW DELHI, JUL 24 (AGENCIES): President Pranab Mukherjee on Monday said the soul of India resides in pluralism and tolerance and the nation must free its public discourse from “all forms of violence, physical as well as verbal”. In his farewell address to the nation, the President - who will hand over charge of the nation’s highest office to Ram Nath Kovind on Tuesday -- said India derives its strength from tolerance. “There are divergent strands in public discourse. We may argue, we may agree or we may not agree. But we cannot deny the essential prevalence of multiplicity of opinion. Otherwise, a fundamental character of our thought process will wither away,” he said. But though compassion and empathy form India’s true foundation, “every day we see increased violence around us,” he said. “At the heart of this violence is darkness, fear and mistrust. We must free our public

BSNL employees calls for nationwide strike on July 27

NEW DELHI, JUL 24 (PTI): Employees of stateowned telecom firm BSNL have called a day-long nationwide strike on July 27 for not being given wage hike by the third pay revision committee. The committee recommends hike on the basis of performance of public sector firms. “BSNL became a loss making entity not because of the employees but because of the anti-BSNL policies and measures adopted by the government. BSNL was not allowed to procure equipments for its mobile network expansion from 2006 to 2012,” BSNL Employee Union convenor P Abhimanyu said in a statement said. The recommendation of the third Pay Revision Committee was approved by the Cabinet on July 19. As per the affordability clause of the recommendations, only those public sector undertakings (PSUs) which have earned profit during the last three financial years are eligible to give wage revision to their employees. “The unions and associations will be compelled to resort to more serious forms of struggles, if the government does not respond favourably to the demand of the employees,” he said.

discourse from all forms of violence, physical as well as verbal. Only a non-violent society can ensure the participation of all sections of the people, especially the marginalised and the dispossessed in the democratic process.” President Mukherjee has spoken out repeatedly, highlighting the importance of maintaining India’s pluralism. Even last month, he had expressed concern over instances of mob violence, saying people must remain vigilant against challenges to the basic tenets of India’s society.

On the eve of stepping down from office, the President also said he was “overwhelmed” by gratitude to the people for their trust in him. “I have received much more from the country than I have given. For that, I will remain ever indebted to the people of India.” The President extended a warm welcome to his successor Ram Nath Kovind, and wished him success and happiness in the years to come. Over the last week, the 82-year-old has attended a series of farewell ceremonies - the last one today was a lunch at the Supreme Court by the Chief Justice of India and the other judges. Yesterday evening, he attended a ceremony in Parliament’s Central Hall, where all the lawmakers and Prime Minister Narendra Modi gathered to meet him. The Prime Minister tweeted, “Under President Pranab Mukherjee, Rashtrapati Bhavan became a ‘Lok Bhavan”.

ASTD responds to ZOAN, ZBK DIMAPUR, JUL 24 (NPN): Reacting to the statements issued by Zeliang Officers Association Nagaland (ZOAN) and Zeliang Baudi Kohima (ZBK), the Ao Senso Telongjem Dimapur (ASTD) said the union was utterly shocked for misunderstanding the statement by its president, Supu Jamir. In a rejoinder, ASTD vice president, K. Meren and general secretary, C. Onen Walling urged upon the two unions to understand and respect the historic Naga movement (referring to the mass movements against holding of ULB polls with 33% women reservation) which had erupted in the state during the early part of 2017. ASTD reminded ZOAN/ZBK that the state government, despite signing the historic tripartite agreement on January 30, 2017, totally undermined the said agreement which resulted in the death of two Naga patriots-- Avizo and Bendangnungsang in the police firing on January 31 in front of the residence of T.R. Zelaing at 3rd Mile Dimapur, while also injuring several innocent Nagas. Since the Judicial Inquiry Commission (JIC), constituted to probe into the incident, was yet to complete

its investigation, and under the given circumstances, ASTD said it had issued the statement that “T.R. Zeliang should not hold the CM’s chair at this juncture so as to let the JIC conduct an impartial inquiry without any bias. Therefore, ASTD has appealed “to the highly respectable ZOAN/ ZBK not to be confused and jump to the conclusion without knowing the head and tail of the historic Naga movement.” It further made known that the statement made on July 20, 2017 by Supu Jamir was not his personal comment but the statement of the ASTD. ASTD made its stand clear that the union was not opposed to T.R. Zeliang because he was from the Zeliang community. The fact is that the ASTD “highly honor and respect the CM’s chair and the same should not be occupied by a person whose hands were smeared with blood”, the union stated. It also reminded ZOAN & ZBK that since time immemorial there has been no conflict and misunderstanding between Zeliang and Ao community. Therefore, ASTD has asked ZOAN/ ZBK “not to pollute the congenial relationship by invoking tribalism.”

36 MLAs say they have numbers to cause split

DIMAPUR, JUL 24 (NPN): Naga People’s Front (NPF) Legislature Party comprising of 36 legislators have come out to strongly condemn the “autocratic and dictatorial functioning” of NPF president, Dr. Shürhozelie. In a joint statement, the 36 legislators asserted that they have more than the requisite number to cause a split and merge with any other political party. The 36 MLAs, however, maintained that their intention was never to break away from the NPF party. This was one of the resolutions adopted at NPF Legislature Party meeting held at the State Banquet Hall on July 24, 2017 presided over by chief minister TR Zeliang. The signatories reminded that in the 2013 general election the NPF won 38 seats which constituted an absolute majority in the legislative assembly. They reiterated the mandate was to govern the affairs of the state for a term of five years. The 36 legislators

Acharya administered the oath of office and secrecy to Pangteang in the presence of cabinet ministers, MLAs and government officials. Meanwhile, BJP legislator, P. Paiwang Konyak has clarified that his non-inclusion as cabinet minister was done as per the directives of the BJP high command. Talking to media persons after the swearing-in ceremony, Paiwang said he was aware of the arrangements about the induction of two of his colleagues who had joined the BJP from NCP. Paiwang said he was not disappointed for dropping him from the T.R. Zeliang ministry since two others colleagues could be given the opportunity. DUCCF clears stand on allegation DIMAPUR, JUL 24 (NPN): Dimapur Urban Colony Chairmen Council (DUCCF) had its general emergency meeting on Monday at Lengrijan council hall, over the demand by GPRN/NSCN made on DUCCF president. Dimapur Urban Colony Chairmen Council media cell informed that the house resolved to reaffirm to stand by the October 31, 2013 Naga Public Resolution on “One Govt, One Tax” amidst different factions demanding payment of various taxes. DUCCF said the rationale behind its stand was to impress upon all factions to be one united national movement and was in no way opposed to the process of permanent solution to the Naga political issue. Rather, DUCCF supports any process that has the mandate of Nagas under which it has to function said media cell. DUCCF said the issue of tax collection was also reiterated

in an order issued by the district administration. Since DUCCF is a registered body, it has to comply with the administrative directives. Based on the order, DUCCF said the issue of collection of tax should be put at rest once and for all. Clarifying to the demand of GPRN/NSCN over the issue of payment of army ration tax, DUCCF said previous communications on the matter were cordial though the members bore the brunt of pressure to pay up. DUCCF said the July 16, 2017 meeting between one GPRN/NSCN official with president of DUCCF was cordial but it was changed after the GPRN/NSCN official openly demanded that those unwilling to pay up raise their hands to be taken to the camp to meet with GPRN/NSCN officials to plead their cases before the higher ups. In the midst of the situation, DUCCF said Indian security forces arrived and informed

DUCCF that a certain NPG personnel was present at their meeting and would like to meet him. Based on the above, Dimapur Urban Colony Chairmen Council has denied allegation that certain of its members acted as agents of the Indian army and therefore repudiated the allegations and urged upon all sides to maintain peace and social tranquillity. It may be recalled that on Sunday, GPRN/NSCN through its MIP claimed that the alleged harassment on members of DUCCF over taxation purpose was “meticulously pre-planned and perpetrated” by ACAUT and some members of DUCCF to tarnish the image of the GPRN/NSCN government. If not, MIP challenged ACAUT and DUCCF to issue press statement in black and white about “when, how and who” were those DUCCF members being threatened and harassed.

also said DAN coalition partners was made up of four BJP MLAs, 1 JDU, 1 NCP and eight independent MLAs and after the 8 Congress MLAs merged with NPF, they formed an “opposition-less government” under the leadership of T.R. Zeliang. They said Zeliang was forced to step down owing to public pressure and Dr. Shürhozelie installed as chief minister even though he was not an elected member. They said that even though Zeliang resigned as chief minister, he had not resigned as leader of DAN Legislature Party, as further reiterated by DAN MLAs on February 20, 2017 and leader of the NPF Legislature party as declared on May 17, 2017. Till date they said Zeliang has the support of 47 MLAs (NPF,BJP and Independents) in a house with an effective strength of 59 MLAs. Accordingly, they said the governor of Nagaland on July 19, 2017 administered the oath of office to TR Zeliang based on the provision of the Indian constitution.

CM urges public to remain calm

Affirming that the people of Nagaland had mandated the 47 NPF MLAs to govern the affairs of the state, they said Dr. Shürhozelie Liezietsu, does not enjoy such mandate of the people though he may be the president of NPF party. “The house therefore condemns the autocratic and dictatorial functioning of NPF president, Dr. Shürhozelie under whose direction 10 MLAs were suspended and 20 MLAs expelled,” they said. The signatories further pointed out that there was no warning or show cause notice served on those MLAs prior to the action take. They said the act was “purely arbitrary” and did not work in line with the constitution of the NPF party. The 36 MLAs have therefore cautioned that the “highly questionable acts” of Dr. Shürhozelie in suspending, revoking and expelling MLAs at his own whims and fancies, would not be tolerated anymore and appropriate action would be initiated against him as deemed fit.

DIMAPUR, JUL 24 (NPN): Nagaland chief minister, T.R. Zeliang has appealed to the public to remain calm during the transition period of forming the new government. In a statement, Zeliang said with the support of the people, they were able to come this far. “And as we prepare to enter a new era of peace, progress and all round development, I take this opportunity to assure you all, hope for a better tomorrow, where my government will work towards all round development with renewed vigor based on Christian ethos and principles,” he said. He also sought for forgiveness for any shortcoming on the part of the government. Zeliang also expressed deep appreciation on behalf of the government for the faith reposed on him and his government. He further sought the support, cooperation and prayers to move towards greater heights. He said the responsibility for good governance does not lie with the government alone but with all section of society including the Church, media, NGOs and most importantly the public. “The essence of good governance is trust and I appeal for it, my dear citizens,” he added.

NPF Central takes Whip issue to court DIMAPUR, JUL 24 (NPN): As reported on July 24, the Naga People’s Front (NPF) has taken to court the 37 NPF legislators, including the NLA Speaker on the issue of its MLAs defying the party’s chief whip during the July 21 floor test in the Assembly. The matter was placed before Gauhati High Court, Kohima bench on Monday by the petitioners NPF president, Dr. Shürhozelie Liezietsu & anrs (petitioner No. 1) Vs NLA Speaker, Dr. Imtiwapang Aier (respondent no. 2) & 36 others. The petitioner raised the issue as to whether, as per the Tenth Schedule of the Constitution, it is the political party which issues directions through any person or authority authorised by it as Chief Whip/Whip or whether party legislators can themselves appoint the Chief Whip/Whip for issuing directions.

In this regard, the petitioner pointed out that on July 21, the NLA Speaker while ignoring the Whip appointed by the original party, accepted the T.R. Zeliang as the whip of the NPF legislature party. While moving the case, the petitioners counsel also prayed for injuncting the Nagaland chief minister, from issuing any further appointment to public office. The counsels for the respondents however sought more time, stating that it required extensive hearing before deciding anything on the issue raised by the petitioners. After hearing the counsels of both the petitioners and the respondents, the court was of the considered view that notice should be issued to all the respondents. In this regard, the court has decided to give

the ruling on the matter on July 31, 2017. On Sunday, interacting with media persons, former NLA Speaker Chotisuh Sazo pointed out that as per Tenth Schedule Para 2, 1b of the constitution-- it mentions that a political party has to give direction to its legislators whether to vote in favour of or against or to abstain. This direction is issued by the Whip appointed by the party for its legislature. He therefore stated that the present Speaker was obligated to clarify the matter since NPF was a registered party and its constitution accepted by the ECI. Sazo went on to explain that as per the NPF constitution Article Chapter 5 and Section 10, the party president authorises promulgation of ordinance to all members including the legislature.

NPF clarifies on CMO’s vacation Sikkim stand-off notice to ex-CM Dr. Shürhozelie China hints at Doval-

DIMAPUR, JUL 24 (NPN): Drawing attention to reports that a notice was served to Dr. Shürhozelie Liezietsu to vacate the official residence of the chief minister, the Naga People’s Front (NPF) on Monday pointed out that the former chief minister Dr. Shürhozelie Liezietsu had already moved out of the CM’s residence on July 22, 2017 and there was a thanksgiving-cumhomecoming function at his private residence at Ruleizou on that day. NPF Central HQs Kohima through its Media & Press Bureau (M&PB) admitted that a letter was received by the former chief minister on July 24 morning. However, it said that before he could even open the envelope to read the contents of the letter, it was reported widely in the social media that Zeliang has already occupied the CM’s residence. Further, M&PB stated that in order to let the department

of works & housing check and ensure that government property was left intact with no damage or property missing, a “reliable person” remained at the residence to coordinate with the department. Meanwhile, the M&PB has also clarified that due to thanksgiving-cum-homecoming function, which continued till well after 2 pm on Saturday, it was not possible for the party president to attend the Common Platform organised by the Bayavu Area Panchayat which was scheduled at 2pm. It said Kuzholuzo Azo Nienu, MLA, was asked to represent him in the said meeting. M&PB further said that certain reports insinuating that he had wilfully avoided the Common Platform that day were “erroneous and regretted” since it could hurt the sentiments of the Bayavu Area Panchayat and residents of the area who took pains to organise such a Platform with the aim of having a Clean Election.

Yang bilateral meet

BEIJING, JUL 24 (PTI): China on Monday hinted that its top diplomat Yang Jiechi and Indian NSA Ajit Doval may hold a bilateral meeting this week on the sidelines of the BRICS NSA Summit even as it warned New Delhi to shed “illusory thinking” and immediately withdraw troops that Beijing says have crossed into Chinese territory. Chinese Defence Ministry spokesperson Wu Qian said the People’s Liberation Army (PLA) had “indomitable” will to defend China’s territorial sovereignty at “all costs”. “Shaking a mountain is easy but shaking the PLA is hard. We would like to remind the Indian side to have no illusion,” Wu told the media. He said the military deployment and training in Tibet would be stepped up. Wu said withdrawal of Indian troops was a precondition for any dialogue. The Foreign Ministry echoed a similar view but hinted that Jiechi and Doval could meet on the sidelines of this BRICS security summit this week. K Y M C

But commuters have been facing massive inconvenience as this section of the road was in dilapidated condition. Several residents have started to leave their own homes and are staying in rented house in Dimapur for the convenience of the children, who were studying in various schools in Dimapur. Taking serious note of this, Niuland Area Citizen Forum (NACF) has urged the state government to construct or repair the Patkai-Sietekhema-Shouba road without any further delay before the anger of the public explodes. Kakishe Sumi and general secretary Khuvishe Hollo said that the people residing beyond the bridge had to travel on the above mentioned road after the bridge collapsed. As per DC Dimapur order from the directive of R&B department, the road was supposed to be repaired immediately but till now the road is in worst condition. Instead of repairing the road, one JCB was deployed to fill the pot holes with mud, the forum said. It become worst with monsoon shower as vehicles plying in this section have to halt after every five six minutes to maneuver over the potholes and in some places mud has to dug for the vehicles to ply, the forum said. The road is also danger for vehicles especially in night and during day time there was heavy traffic. NACF therefore, said that the present status of road

condition was totally unacceptable, as untimely rain will again invite disheartening situation. Not only this, the forum claimed that many of the village roads were not constructed and even some existing roads were not maintained by the department. Despite, the presence of colleges and schools in these areas, the department has failed to address the problems faced by the citizens leaving the residents in distress. NACF also said that the district administration and R&B department assurance to take up the matter have all gone in vain. In view of the above, the forum cautioned that any damage caused to the local infrastructure and school children, the department and administration would be held responsible and that the citizen will not hesitate to for any action.

Mnp awaits Centre’s nod to set up HPF Correspondent

IMPHAL, Jul 24: Central government is yet to clear the desk for setting up Highway Protection Force (HPF), informed Manipur chief minister N Biren Singh in the house of Manipur Assembly on Monday. The setting up of force to protect the national highways that connects the landlock Manipur with other states of the country is a long pending proposal of Manipur government. The Centre had agreed in principle to set up four India Reserve Battalions (IRB) for deployment along the Imphal-Dimapur and Imphal-Jiribam highways to ensure free movement of trucks. Responding to a question, the chief minister said that the government was awaiting green signal from the Centre to set up the

Highway Protection Force. “It takes time as the setting up the force dedicated needs involvement of neighbouring states,” he said. Singh further added that there was the need of recruiting natives of neighbouring states in the proposed IRB battalions while setting up the force. Besides, the Centre has also asked the state government to complete all the pending process for IRB battalions which had already set up, he added. For the time being, mobile teams of state force are conducting regular patrolling at sensitive areas like Mao, Taphou and Karong, along the stretch of ImphalMao section of NH-2. The chief minister observed that the proposed Highway Protection Force is very much essential to protect and safeguard drivers and transporters plying

on highways connecting Manipur with other states. The proposal for setting up the Highway Protection Force was first raised by the then O Ibobi led Congress government before the Centre in 2008 in view of the frequent disruption of supply of essential commodities during bandhs and blockades on the state’s two supply lines. Hill-based organizations frequently call economic blockades along the Imphal-Dimapur (National Highway 2) and ImphalJiribam (National Highway 37) roads to press for their demands, disrupting supplies. Besides, any law and order related disturbances on the highways in neighbouring states like Nagaland and Assam also affect normal supply of essential commodities in the state. The first impact of such blockades is imme-

diately felt on fuel as disruption of supply triggers panic buying. Taking note of the much needed protection, the new BJP-led coalition in the state continued to insist the Centre to set up the dedicated force. Incumbent chief minister has also raised the same demand soon after he assumed office. In April last, he announced that Centre has given nod to raise four India Reserve Battalion (IRB) battalions for highway protection. The force will be deployed on the two vital routes of Manipur to ensure free passage of vehicle, Biren added. The chief minister has even assured to personally meet Nagaland and Assam chief ministers and take up the issue of frequent disruption faced by Manipur transporters.

Flood situation in Assam improves

Will abort SoO if militants violate ground rules, warns Manipur CM

Guwahati, Jul 24 (PTI): The overall flood situation in Assam improved considerably today with rivers Brahmaputra, Barak and their tributaries showing a receding trend. Around 29,242 people are bearing the brunt of floods in villages across 10 districts of the state, a report of the Assam State Disaster Management Authority said. The deluge-hit districts are Dhemaji, Lakhimpur, Barpeta, Morigaon, Nagaon, Karbi Anglong, Golaghat, Jorhat, Sivasagar and Karimganj. T h e f l o o d s h ave claimed 76 lives so far this year. 4,621 people are taking shelter in 23 relief camps in different districts, the agency said. The floods have marooned nearly 9,000 people in Golaghat. 6,798 people have been hit in Morigaon, it said. River Dhansiri is flowing above the danger level mark at Numaligarh in Golaghat district.

Aizawl, Jul 24 (PTI): The next round of peace talks between Mizoram government and the Manipur-based Hmar People’s Convention (Democratic), scheduled to be held this month, is likely to be deferred, a senior official said. “The talks have to be deferred as there are some matters to be cleared and approved of by some government departments. Some other matters are pending due to unavoidable circumstances,” Home department additional secretary Lalbiakzama said. Efforts were being made to resume the talks in August, he said. This round of talks, he said, was likely to be the last official level talks as there was a proposal to elevate the peace talks to the political level. Both the sides were

hopeful of the outcome of the talks which had commenced from August last in Aizawl, he said. The ongoing talks had revolved around deliberations on the autonomy and functions to be accorded to the Sinlung Hills Development Council (SHDC) which is most likely to be renamed as Sinlung Hills Council (SHC). The HPC (D) had earlier demanded a separate autonomous district council in Mizoram by carving out the areas in the north eastern part of the state, adjoining Manipur. The outfit had then not accepted the formation of Sinlung Hills Development Council, constituted following the agreement signed between the state government and the erstwhile underground Hmar People’s Convention in 1994.

Agartala, Jul 24 (PTI): The BJP will put up 98 percent new faces and 65 percent young candidates in next year’s assembly elections in Left-ruled Tripura, a top party leader has said. An 11-hour-long marathon meeting of Bharatiya Janata Party’s (BJP) Tripura Pradesh executive committee was held here on Sunday night to finalise the party’s strategies before the state assembly elections, due in February next year. “Tripura BJP President Biplab Kumar Deb told the meeting that the party would nominate 98 per cent new faces and 65 percent young candidates below 50 years of age in the assembly elections,” a party spokesman said on Monday. Q u o t i n g D e b, t h e spokesman said, “The ruling Left Front has become scared about the rise of the BJP and that’s why it unleashed terror tactics by using the administration

and police.” Political circles feel that with Deb’s declaration about fielding of candidates, the prospect of seven BJP-bound sitting legislators getting party tickets for the assembly polls has become uncertain. Rebel Congress legislator Ratan Lal Nath and six axed Trinamool Congress MLAs led by Sudip Roy Barman voted for Ram Nath Kovind, the Presidentelect who was NDA’s presidential nominee, in the July 17 presidential election. All the seven legislators are likely to formally join BJP either by the end of this month or early August, BJP sources said. Sunday’s meeting has decided to reach out to the masses with a message that a regime change in the upcoming assembly elections would improve the socioeconomic conditions of the people, who have remained backward during the Left Front’s 25-year rule.

AGARTALA, Jul 24 (Agencies): Around 300 contractual teachers from Sarva Shiksha Abhiyan (SSA) on Monday threatened to sit for hunger strike on August 9 if they are not made regular. The teachers from different parts of the state assembled and stirred in front of Education Department at Office Lane in Agartala today since morning and continued till noon. A delegation among them even submitted a memorandum to SSA director. “We are agitating for our regularization since many days. The authority didn’t pay heed to us. Even our pay scale is much lesser compared to other northeastern states like Assam, Nagaland, Manipur. We have given ultimatum to fulfill our demand by August 8, or else, from the next day, we would sit for hunger strike,” an agitator said. When contacted, joint director of Sarva Shiksha Abhiyan (SSA), A. Das said they would forward the demands of the SSA teachers to the Education Minister. The rest would depend on the government. “The teachers demanded to make them regular. We will draw the government’s attention towards their demands. Their demands would be examined and the government will take the final decision,” Das said. Sources claimed that another section of the SSA teachers would submit memorandum to Education Minister Tapan Chakraborty regarding their regularization likely on August 7.

since 2012 out of the allocated Rs 159.6 crore on research, development, training and quality assurance through use of waste plastics and jute in the construction of highways, Parliament was told on Monday. In the financial year 2015-16, the ministry spent highest amount of Rs 40.90 crore against allocated amount of Rs 68.2 crore, while the 2016-17 financial year saw an expenditure of Rs 16.79 crore against the allocated amount of Rs 83 crore, Minister of State for Road Transport and Highways and Shipping Mansukh L. Mandaviya said. In a written reply to a question in the Rajya Sabha, he said that in the financial year 2014-15, the ministry spent only Rs 4.65 crore against allocation of Rs seven crore while only Rs 47 lakh was spent in 2012-13 against the allocation of Rs one crore. Only the 2013-14 financial year saw an expenditure of Rs 14 lakh more than the allocated amount of Rs 4 lakh.

According to the government’s plan, use of waste plastic and jute in the construction of highways, especially in National Highways within 50 km periphery of urban areas with population of five lakh or more will he beneficial.

Rs 1 lakh cr of contracts given for NH upgrades

The government has awarded contracts worth over Rs 1.09 lakh crore for two- and four-laning of national highways in Madhya Pradesh, Rajasthan, Chhattisgarh, Maharashtra, Odisha and Jharkhand since 2014-15, Parliament was told on Monday. The contracts are for 297 projects amounting to Rs 1,09,043 crore, Minister of State for Road Transport and Highways Mansukh Lal Mandaviya told the Rajya Sabha in a written reply. He added that altogether, the projects would spread across a total length of 13,433 kilometres of national highways in the six states.

Not a flood situation in Bengal: Mamata Ko l kat a , J UL 2 4 (AGENCIES): Due to excessive rain over last 72 hours, situation is grim but “not out of control” said Chief Minister Mamata Banerjee. “I did a monitoring meeting today; we are carefully observing the developments and sent relief to affected areas especially tents and blankets,” said Banerjee before leaving for one-day trip to Delhi. She will attend the swearing in ceremony of Ram Nath Kovind and expected to meet Congress president Sonia Gandhi in Delhi. Heavy rain has submerged many parts of the State but it is “yet to be a flood situation,” the Chief Minister said. “There is water in certain low lying areas of Purulia, West Medinipur, Hooghly and Birbhum district,” she said. Labhpur in Birbhum, Arambagh in Hooghly, Ghatal in West Medinipur are some of the severely affected districts and many are displaced. Without naming any organisations, the Chief Minister said, “They have released water and it has created the situation.”

Still no new on Indians missing in Iraq Chandigarh, Jul 24 (IANS): Families of 39 Indians, mostly from Punjab, who went missing in Iraq’s Mosul town three years ago are still keeping their fingers crossed even after Iraqi Foreign Minister on Monday said that he was not sure if the missing Indians were alive or not. “We can only hope for the return of our loved ones. We have been going through this torture for the past over three years,” said Manjit Kaur, whose husband Dalwinder is among the missing men. “The minister (Sushma Swaraj) told us that things are settling in Iraq and the area, where the 39 men are said to be held hostage, could be cleared in the next 2-3 months,” said Kaur, who had met her in New Delhi last week along with families of the other missing men and been assured that all efforts were being made to trace the missing men. Visiting Iraqi Foreign Minister Ibrahim al-Jaafari, who met Sushma Swaraj in New Delhi on Monday, later said: “We’re not 100 per cent sure if they’re alive or not. We don’t know, but we’ll do our best.” Sushma Swaraj had, earlier this month, also as-

Ibrahim al-Jaafari and Sushma Swaraj sured Punjab Chief Minister Amarinder Singh that her ministry was making all-out efforts to trace and facilitate the return of the 39 Indians. Other affected families, who all are from poor backgrounds from different parts of Punjab, say that they have nothing but to pin hopes on the government’s and the minister’s assurances. “The families are in a bad shape with children and old parents to fend for. Their respective bread-winners, who had gone to Iraq to earn money are not safe. The families are hardly able to sustain themselves despite government help,” said Balbir Singh, friend of one of

the missing persons. Meanwhile, a Punjab government official said that they were in touch with the External Affairs Ministry “to ensure that all efforts are made to trace the missing Indians and to get them back home safely”. A man from Punjab, Harjit Masih, who escaped from the clutches of IS terrorist organisation in June 2014 had claimed that all 39 Indian nationals who were taken hostage on June 11, 2014 in Mosul town had been killed. However, the External Affairs Ministry had maintained that it had no information confirming that they were dead.

He also said that professors from different countries also join them. “Foreign professors as well as Indian professors will make these world class institutes really world class. We will be calling them the Indian Institutes of Eminence,” Javdekar said. He also opined that after ten years, these ‘20 world class institutions’ are supposed to get that world class status. “They will be acclaimed and ranked among the top 200 universities in the world,” he said.

Indian army rescue team officers bringing to safety residents at a flooded area in Gujarat. AHMEDABAD/JAIPUR, JUL 24 (AGENCIES): Military was on Monday called out to help in relief and rescue operations in some districts of Gujarat and Rajasthan after copious rains caused floods, leaving thousands of people marooned, officials said. A woman and her daughter were killed when the jeep they were travelling in was washed away by strong currents over a bridge across a canal in Kherwada police station limits in Udaipur in Rajasthan where downpour has resulted in inundation in Jalore, Pali and Sirohi districts. Army and Air Force contingents have been rushed in to assist in relief and rescue operations. Four MI-17V5 helicopters were conducting sorties from bases in Jamnagar, Jodhpur and Phalodi. Incessant rain has thrown normal life out of gear in several areas in the three districts of otherwise parched Rajasthan, hitting road and rail transport. Two trains were terminated in Jodhpur Railway Division following waterlogging on Bhiladi-Samdari section. Torrential rains pounding north Gujarat have caused flood in Banaskantha and Patan districts, prompting authorities to declare a state-wide “high alert” and call out Army, Air Force and NDRF teams for assistance. About 2,200 people have been shifted to safer places and 460

marooned people rescued, officials said. Chief Minister Vijay Rupani, who reviewed the situation with top officials, said the problem has been compounded by heavy rains in neighbouring Rajasthan which led to surge in water levels of rivers and dams in Gujarat. Video footages showed even large vehicles like trucks stuck in flood water which entered several homes in the two districts. Banaskantha and Patan districts are hugely affected due to heavy rains in north Gujarat and Rajasthan. Dantiwada and Sipu dams are overflowing, and due to the release of water from the dams, people living in low-lying areas have been shifted to safer places, he said. So far, 1,526 people in Banaskantha, about 500 in Patan, and over 200 in Kalol in Gandhinagar have been shifted. The administration is making arrangements for distributing food packets to those hit, Rupani said. As many as 462 people have been rescued in the affected areas and the state has been put on high alert due to the heavy rains, Rupani said. One column of the Army, roughly about 100 personnel, has been rushed to the flood-hit areas from Dhrangdhara to assist the National Disaster Response Force in evacuating people and reaching relief to them.

Striking a balance

P

ranab Mukherjee, the 13th President of India who was sworn-in on July 25, 2012, demits office after a crowning a political career of over five decades of exemplary service to the nation in Government as well as Parliament. Pranab served at different times as Foreign, Defence, Commerce and Finance Minister. He was elected to the Upper House of the Parliament (Rajya Sabha) five times from 1969 and twice to the Lower House of the Parliament (Lok Sabha) from 2004. He was not only a politician but also an economist, a writer and a thinker. His contributions are as numerous as his experience. During his tenure as finance minister etc during the period 2004-2012, Mukherjee was instrumental in spearheading critical decisions of the Government on a range of issues such as Administrative reforms, Right to Information, Right to Employment, Food Security, Energy Security, Information Technology and telecommunication, setting up of UIDAI, Metro Rail etc. through Chairmanship of over 95 Groups of Ministers constituted for the purpose. In seventies and eighties, he was instrumental in setting up the Regional Rural Banks (1975) and the EXIM Bank of India as well as National Bank for Agriculture and Rural Development (1981-82). Mukherjee was also author of a modified formula for resource sharing between the Centre and the States in 1991 which came to be known as the Gadgil - Mukherjee formula. A prolific reader, Mukherjee has authored several books on the Indian Economy and on Nation Building. The many awards and honours conferred on him include India’s second highest civilian award, Padma Vibhusan in 2008, the Best Parliamentarian Award in 1997 and Best Administrator in India Award in 2011. Pranab Mukherjee will be remembered for having missed the job of prime minister twice despite being the seniormost. Instead of choosing Mukherjee who was elected to the Lok Sabha, Sonia chose Dr Manmohan Singh over Pranab Mukherjee. Even after the 2008 Lok Sabha election, Sonia persisted with Manmohan whose stock was running low since he was again not a member of the Lok Sabha. By 2012 Pranab Mukherjee should have been made to take over as prime minister and Dr.Manmohan Singh sent to Rashtrapati Bhavan as pre-retirement bonus. However Sonia persisted and the Congress was left without a helmsman for the 2014 Lok Sabha election. As president Pranab Mukerjee was more than capable of understanding the nuances of national politics. He spoke his heart out on many issues even if they might have made the Modi government unhappy. In January 2015, President Pranab couldn’t have been more direct in his criticism of the government when he cautioned the government against bypassing Parliament and asked it to take the ordinance route only in “compelling circumstances”. President Pranab Mukherjee also had a message for the Opposition when he asked them to take the route of “debate, discussion and dissent” and not disruption. In an environment of majoritarianism, Pranab Mukherjee struck a balance. Though the president is a rubber stamp, yet it did not stop Mukherjee from calling a spade a spade. He had ensured the government was reminded time and again of its duties as enshrined in the constitution of India. Hopefully the next incumbent at Rasina Hill will take a leaf out of Mukherjee’s book.

DailyDevotion His Nature and Our Motives …unless your righteousness exceeds the righteousness of the scribes and Pharisees, you will by no means enter the kingdom of heaven. —Matthew 5:20 The characteristic of a disciple is not that he does good things, but that he is good in his motives, having been made good by the supernatural grace of God. The only thing that exceeds right-doing is right-being. Jesus Christ came to place within anyone who would let Him a new heredity that would have a righteousness exceeding that of the scribes and Pharisees. Jesus is saying, “If you are My disciple, you must be right not only in your actions, but also in your motives, your aspirations, and in the deep recesses of the thoughts of your mind.” Your motives must be so pure that God Almighty can see nothing to rebuke. Who can stand in the eternal light of God and have nothing for Him to rebuke? Only the Son of God, and Jesus Christ claims that through His redemption He can place within anyone His own nature and make that person as pure and as simple as a child. The purity that God demands is impossible unless I can be remade within, and that is exactly what Jesus has undertaken to do through His redemption. No one can make himself pure by obeying laws. Jesus Christ does not give us rules and regulations— He gives us His teachings which are truths that can only be interpreted by His nature which He places within us. The great wonder of Jesus Christ’s salvation is that He changes our heredity. He does not change human nature— He changes its source, and thereby its motives as well.

great deal of thought should go into what you eat when you are pregnant. After all, the food you eat will decide what allergies your child will have, the diseases it will be prone to, even its mental and physical abilities. Because your immune system is suppressed during pregnancy (which helps your body not attack your growing baby), you’re more susceptible to foodborne illnesses. Associations of nutritionists, and medical centres like the Mayo Clinic usually agree on what foods should be avoided during pregnancy: There is a great deal of research on why red meat should not be eaten during pregnancy. A study done by Harvard School of Public Health found that one additional daily serving of red meat in participants’ diets raised the risk of total mortality by 13% 20%. Another study has shown why it is important for pregnant women to reduce their red meat intake to benefit the health of both themselves and their growing babies. This study looked at the pregnancies of a large group of women between 1991 and 2001. The researchers found that women with the highest intake of animal protein had a much greater risk of developing gestational diabetes (GDM) than those with the lowest intake. Findings showed that substituting 5% of animal protein for vegetable protein could cut the risk of GDM in half. Precooked meats, like ham, sausages, luncheon meat, turkey, chicken, roast beef, prosciutto, hot dogs, bacon, salami, refrigerated

pâtés and meat spreads, smoked meat, and bologna, can be contaminated with the bacteria Listeria. Listeria has the ability to cross the placenta to infect the baby. Refrigerated, smoked seafood often labelled as lox, nova style, kippered or jerky should be avoided for the same reason. Listeria causes a condition called listeriosis. Most people don’t get sick when they eat food contaminated with listeria. But healthy pregnant women are more likely to become dangerously ill from it. You can pass listeriosis to your baby while you’re pregnant. This can cause miscarriage, still births, premature births, low birth weight, and life-threatening infections, like bacteria in the blood and meningitis. Toxoplasma is a parasite that causes toxoplasmosis. Most people don’t notice when they have it, but if you get infected during pregnancy, the infection can cause miscarriage, stillbirth or neurological damage. Salmonella bacteria are more likely to cause serious illness when you’re pregnant. In some cases, the high fever, vomiting, diarrhoea and dehydration could cause preterm labour or even a miscarriage. Poultry can be equally contaminated. The recommended daily protein requirement for pregnant women is around 71 grams per day. This can be averaged out over a week. Enough protein can easily be obtained by consuming legumes, beans, nuts, tofu. Mercury is released into the air by power plants, cement plants, chemical

Eating healthy and industrial manufacturers. It is used in thermometers, thermostats, fluorescent lights. When these items end up in a landfill, the mercury is released. When mercury settles into water, bacteria convert it into a form called methylmercury. Fish absorb methylmercury from the water they swim in and the organisms they eat. Methylmercury binds tightly to the proteins in fish muscle and remains there even after the fish is cooked. Your body easily absorbs methylmercury from fish – and when you’re pregnant, methylmercury crosses the placenta. Many studies have shown that exposure even to low doses of methylmercury during pregnancy can impair a baby’s growing brain and nervous system. The results can range from mild to severe. According to the Environmental Protection Agency (EPA), cognitive skills, like memory and attention, language, motor skills, and vision, may be affected. Women who are pregnant, thinking of becoming pregnant, or nursing, need to pay particular attention. While doctors abroad differentiate between fish that cannot be eaten - shark, swordfish, king mackerel, and tilefish, tuna, striped bass, bluefish, sea bass, golden snapper, marlin,

amberjack, mackerel, walleye – and that which can, I would recommend not touching fish at all because it is unlikely that one type of fish would ingest mercury at such high levels and another species not have it at all. Many water bodies in India, specially the major rivers, are contaminated with industrial pollutants. Avoid fish from contaminated lakes and rivers that may be exposed to high levels of polychlorinated biphenyls (PCBs). These are long lasting poisoners of the body and you expose your unborn child to major cancer risks. The majority of seafood-borne illness is caused by undercooked shellfish, which include oysters, clams, and mussels. Cooking helps prevent some types of infection, but it does not prevent algae-related infections. Raw shellfish and certainly, sushi, should be avoided altogether during pregnancy. Both, the Centers for Disease Control and the Food and Drug Administration, recommend that pregnant women only eat fish and shellfish that has been cooked to 145 degrees F. Raw or undercooked eggs, or any foods that contain raw eggs, should be avoided because of the potential exposure to

salmonella. In order to destroy the bacteria, eggs need to be cooked until the yolks and whites are firm. That means no soft-boiled, scrambled, poached, overeasy, or runny eggs. Caesar dressings, mayonnaise, homemade ice cream, custards, and Hollandaise sauces may be made with raw eggs. Do not eat any salads with eggs outside your home and make sure you don’t eat any food which has eggs in it which have been kept for over a day. Soft cheeses may contain listeria. Avoid soft cheeses, such as feta, Brie, Camembert, Roquefort, Gorgonzola and locally made cheeses, unless they clearly state that they are made from pasteurized milk. Unpasteurized milk may contain listeria. For the same reason do not buy or eat paneer outside the house, as it is likely not to have been pasteurized. 70% of India’s antibiotics are fed to animals grown for meat. In fact, most livestock in the world are treated with antibiotics. Only meat and poultry labelled organic or “no antibiotics added” come from livestock raised without these drugs. If you eat this meat you will pass on some antibiotics to your child. The main concern about eating antibiotic-laced meat, or poultry, is that it could contain antibiotic-resistant bacteria. The child will be vulnerable its entire life to bacteria that it cannot combat. What do the doctors recommend? At least five portions of fruits and vegetables, beans, peas, nuts, lentils, flaxseed oil,

whole grains, should be eaten daily; fatty, sugary foods, including crisps, fizzy drinks, biscuits and cakes, should only be eaten in small amounts or avoided altogether. Avoid caffeine during the first three months to reduce the likelihood of a miscarriage. Caffeine is a diuretic, which means it helps eliminate fluids from the body. This can result in water and calcium loss. Some research shows that large amounts of caffeine are associated with miscarriage, premature birth, low birth weight, and withdrawal symptoms in infants. There is no amount of alcohol that is known to be safe during pregnancy. Prenatal exposure to alcohol can interfere with the healthy development of the baby. I would recommend giving up milk during this period and while nursing. Studies done in Oxford show that the children of mothers who did not drink milk during their pregnancies had no allergies at all – as compared to the myriad allergies that children who had been exposed to prenatal cow/buffalo milk. All studies show a link between milk and cancer, reproductive disorders, early puberty, even acne. A pregnant woman is particularly vulnerable to hormonal changes caused by milk. I would replace milk with green vegetables. The world ahead is tough. Give your child a fighting chance by eating healthy while you have custody of them in your womb. Post-mortem

T

he political imbroglio that has been going on in our state does not speak ill of our political leaders alone but reveals the blunder of voters as a whole. We have elected leaders we deserve. None of us can deny that our leaders procured their leadership and thus these leaders do not regard the might of public franchise. Wherever and whenever a leader buys his way to leadership, the first and foremost priority to serve the public is lost and such system of leadership can only bring corruption that leads to class system of rich and poor. Leaders chosen from might of money and muscle power can never be a selfless leader, the office he or she holds will definitely be dragged into partiality, injustice etc and that is where we are today. Recently, in a Facebook post an MLA from Assam was photographed carrying a bag of rice on his back to help the flood victims! He is Rupjyoti Kumar, MLA of Mariani Assam. The post quipped, ‘Can Naga MLAs do like them ? ‘ I commented, “Never even in our dreams “. At the most what I can imagine of our hon’ble and most hon’ble MLAs in such a situation is; get down from a car worth Rs. 25 lakh and above, door will be opened by someone, walk under the shed of an umbrella held by someone probably a chamcha, dark glasses, will walk around few steps for a while, utter some measures to be taken and forget or distribute some articles with news flash in all dailies next day. Dimapur is under flood in many localities, bridges have collapsed, some on the verge, landslide here and there ! Have the local MLAs visited these affected places ? Have they convened meetings to discuss ways and means to tackle these situations? It’s the duty of concerned departments to extend help and support but it is the bounden duty of local MLAs to highlight the plight of localities. If MLAs can’t prioritise at such calamities he is not responsible enough to represent the area and the people. The lifeline of Dimapur, the Dhansiri bridge between Purana Bazar and Burma camp is not reliable. If you happen to stand or halt for a while when vehicles move you will feel the bridge shake ! I don’t think it is technology? Beware ! All the political instability

Quo vadis

that is going on in our state is a blessing in disguise. All these years public have been literally blind, dumb and numb but after the tamasha our very own MLAs have awakened us and we should be grateful to them for revealing their true colour. The recent tussle of MLAs must have reminded everyone our childhood days of siding and quarrelling to gain numbers, I have to thank them for bringing back memories of yore. Regards the episode of taking shelter in Kaziranga, this is the most foolish thing our MLAs have shown us in this century. If our MLAs think that Kaziranga is the right place to make decisions why not remain there and serve the people of Assam (but I doubt they need you). If they think that evading forceful confinement or avoiding pressure from one group was the reason, they are the cowards of this decade. Nobody can forcibly make you side a party if your conscience is clear and you stand by principle but if you know that you are fickle and accept the truth that you can be bought or coerced, you may run away and for that I pity you. But if I were an MLA I will still avoid Kaziranga and instead take shelter somewhere in the constituency where elected! In conclusion to Kaziranga episode you have created history and for information the resort where you spend your running days the very resort is well inside the Kaziranga National Park which is a world heritage site and is under pressure to be shut down. And Kaziranga holds 57% of the world water buffalos....avoid adding one and be a part of them ! Coming back to our state politics, the 12th NLA have become the most confusing and most students in future will struggle to answer GK questions and posterity will remember this batch of MLAs for all odds. This NLA MLAs have also also done the greatest injustice to Dr. Shürhozelie Liezetsu. We all know that this seasoned politician have partially retired from active politics and have not contested the last election. He had neither the ill intention to fragment the party (NPF) instead have saved twice the crisis of breakdown when tussle of leadership arose. As we all know he was not an elected member but to save the

What does DNYF stands for?

ministry from crumbling and to bring normalcy at that point of time accepted the request to hold the fort as CM. I don’t think he was overjoyed to accept the hot seat when the streets were burning and innocent bloodshed and the whole state was explosive! Yet he accepted the request to save the ministry and to save the situation. But the most unceremonious thing that happened was the very MLAs who mandated him to the chair backstabbed him after public upheaval subsided. No human is perfect and the veteran politician might have also committed mistakes but it is more shameful when the MLAs used his service when needed and discard him when they found greener pastures ! The opposing group have used high sounding terms of nepotism, autocratic way of functioning etc but have not made the public known the mistakes he has committed. To my laymen understanding the fear of accountability, probe into the infamous Pillai scam, SK oil, rice scam etc could be valid reasons for the backstab. The other reason is luring gullible MLAs with fat portfolios and greener pastures. However, one blunder our than CM committed was alleviating his son (ex MLA) to the post of Advisor to CM with cabinet rank and status. The ex MLA have also later refused the post but the damage was done. The very instance of a son becoming an advisor to the father finds no place in our Naga society nor tradition and this could be the igniting factor of the fall. Whoever have convinced the veteran politician to take this step have made a very costly blunder. But whatsoever, uncle Shürhozelie, I for one am so happy that you made those cowards run helter skelter like bitten dogs with contracted tails between the hind legs ! For now the game is numbers but come next election the public are a wiser lot. Let every Naga who have brains and don’t want to further suffer realize that choosing selfish, opportunistic leader is no one’s fault but our fault. It is time we call a spade a spade. Let us vote for change awake Naga youths ! Enough is enough. It is time for change, let us be the factor of change! Quo vadis? Vitho Zao, Kacharigaon Phevima

Reader’s Post Kohima town roads – an exception

Sir,

It is very disheartening to see and read about the pathetic road conditions all over Nagaland. But for the people living towards High School and Bible College side of town in Kohima, we are the fortunate few who have enjoyed good roads for the past few years. Hats off to the contractor and the concerned department for maintaining this stretch so well for all these years. Presently the concerned department is reconstructing the drainage system on this stretch. Our only request is that they carry out the construction properly and neatly, and not to fill the side of the drains with earth (or atleast plaster that portion after filling up) since it messes up and depreciates the dust-free road. Hopefully more roads of this quality will be constructed in Nagaland. Neilo Rengma, High School Area Kohima

Sir,

Traffic jam in Dimapur

Dimapur traffic has become a real menace with the blockage of road/bridges plus deplorable road condition. One may not understand unless you experience the bane of sitting in traffic gearing a snail race! Believe me I took 4 hours to drive the other day to reach home from Khermahal to 4th Mile, (30 Mints drive). The congestion of the road condition becomes highly threat to emergency services plus social events thank God School Children’s are in off these days (Summer break). I therefore request everyone to use PUBLIC TRANSPORTATION at this point humbly rather than tight up your car in traffic jam for Public Transportation is more cheaper and therefore it will make our traffic free flow. Yimtiyongdang, 4th Mile Dimapur

NEW DELHI, JUL 24 (AGENCIES): After a lower court refused to grant permission to a Chandigarh based 10-year old rape survivor to abort her 26-week fetus, the Supreme Court on Monday came to her rescue and decided to examine whether she could be allowed to terminate her unwanted pregnancy arising out of rape. A bench of Chief Justice J S Khehar and justice D Y Chandrachud directed medical examination of the girl and her foetus at PGI, Chandigarh, by a medical board on July 26. It directed Secretary of Legal Services Authority of the Union Territory to make all arrangements to bring the child to the hospital and submit the report in a sealed envelope before it on July 28 when it would a call on whether she could be allowed to undergo abortion. “Before the matter is taken up for hearing on July 28, the Member Secretary, after having followed the pro-

cedure and obtained due permission of at least one of the parents of the child, shall have the child examined at the PGI, Chandigarh, from a Board of Doctors on July 26, so as to affirm one way or the other, whether the health of the girl child concerned, who is stated to be of the age of 10 years, and also that of the fetus, would be adversely affected, if the pregnancy is continued for the full term,” the bench said. The Medical Termination of Pregnancy Act, 1971, permits abortion till the foetus is 20 weeks old. Three have been cases where rape victims approached the court to abort their unwanted pregnancies arising out of rape and the apex court has allowed their plea to terminate fetus beyond legally permissible period. Many rape victims and women, who discover serious problem with their pregnancy after crossing 20 weeks period, have been moving the apex court seeking permission to undergo abortion.

Activists, lawyers and politicians have challenged the government over the legal basis of the Aadhaar priogramme, while the apex court will decide if the system should be thrown out or modified. The monthly tariff will impact revenue market share of incumbents such as Bharti Airtel, but the older companies can also benefit through this as Jio’s moves can help raise data usage and average spending across the market. Despite this move, the agency retained its negative outlook on the sector, which has been impacted hugely by the entry of Jio. “Jio is likely to roll out other offers to increase its subscriber base over the next two years, and incumbents are likely to continue to respond with price cuts, discounts and promotions of their own,” the report said, adding Jio’s revenue market share is lower on aggressive pricing.

Jio handset is likely to quickly replace 2G handsets in rural areas, where smartphones had previously been out of reach for many potential customers, it said, adding the country’s Internetadoption rate is among lowest in Asia-Pacific on high prices and a lack of fixed-broadband networks in rural areas. The agency said the industry revenue declined 15.6 per cent on a yearon-year basis to USD 6.1 billion for the March 2017 quarter and added that the monthly tariff of Rs 153 is 50 per cent above the current average revenue per rural user which should help industry revenue. “Jio is likely to boost

New Delhi, Jul 24 (IANS): In the backdrop of the debate generated by the appeals on Aadhaar being currently heard by the Supreme Court on whether privacy is a fundamental right, Finance Minister Arun Jaitley on Monday said privacy cannot be touted as an excuse not to comply with one’s legal obligation on tax matters. “Taxes are the backbone of any economy. In India, the mindset of the people on taxes is gradually changing and they want that no one should be exempt from tax,” Jaitley told Income Tax (I-T) Department employees at an event here to mark Income Tax Day 2017. “Privacy cannot be made an excuse for noncompliance,” he said, exhorting the Department officials to expand the tax base in a non-intrusive manner. The I-T Department has made quoting the Aadhar Unique ID number mandatory in filing income tax return from July 1. The Supreme Court is considering whether privacy

It added: “While activity slowed following the currency exchange initiative, growth for 2016 -- at 7.1 per cent -- was higher than anticipated due to strong government spending and data revisions that show stronger momentum in the first part of the year.” According to the WEO update, inflation in advanced economies remains subdued and generally below target and has been declining in several emerging economies such as Brazil, India and Russia too. It further said economic activity in both advanced and emerging and developing economies is forecast to accelerate in 2017 to 2 per cent and 4.6 per cent, respectively, with global growth projected to be 3.5 per cent, unchanged from the April forecast.

New Delhi, Jul 24 (IANS): The Competition Commission of India (CCI) has given approval for the Vodafone-Idea merger. According to sources, the CCI has sent approval letters to both Idea Cellular and Vodafone India. Vodafone India and Aditya Birla Group-promoted Idea Cellular on March 20 announced their much-awaited amalgamation. Kumar Mangalam Birla, Chairman of the Aditya Birla Group, will be its Chairman. “Vodafone Group and Idea Cellular announced they have reached an agreement to combine their operations in India (excluding Vodafone’s 42 per cent stake in Indus Towers) to create India’s largest telecom operator,” a joint statement by the companies had earlier said. “The combined company would become the leading communications provider in India with almost 400 million customers, 35 per cent customer market share and 41 per cent revenue market share,” it added. The merger will create an entity with over Rs 80,000 crore revenue. “Vodafone will own 45.1 per cent of the combined company after transferring a stake of 4.9 per cent to the promoters of Idea and/or their affiliates for Rs 3,874 crore in cash concurrent with the completion of the amalgamation,” the statement said.

He demanded the Bill to be sent to a parliamentary committee. Jaitley responded that the objections raised by Roy had nothing to do with the introduction of the Bill. “The issues raised by him can be discussed when the Bill comes up for discussion,” the Minister said, after which it was introduced in the house. Last month, the RBI identified 12 large loan defaulters who account for 25 per cent of the total NPAs, or bad loans, in the banking sector. Action has already begun under the Insolvency and Bankr uptcy Code against some of these defaulters, including Essar Steel, Bhushan Steel and Bhushan Power and Steel.

New Delhi, Jul 24 (IANS): Union Finance Minister Arun Jaitley on Monday introduced in the Lok Sabha a bill which allows the Centre to authorise the Reserve Bank of India (RBI) to direct banks to initiate recovery proceedings against loan defaulters. Venezuela crisis: Protests continue against Maduro 48-hour national shutdown

Demonstrators clash with riot security forces in Caracas, Venezuela.

The Democratic Unity coalition has raised the stakes by calling a two-day national strike for Wednesday and Thursday, after millions participated in a 24hour shutdown last week. It says it will step up its tactics if Maduro does not concede. Young members of a self-styled “Resistance” movement said the moves outlined by the formal opposition were not tough enough, and have announced their own plan to blockade streets beginning on Monday. In various speeches on state TV over the weekend, Maduro said his government was “ready for any scenario” and blasted his foes as “terrorists” servile to Washington. “We’re not surrendering to anyone,” he said. The government says more than 230,000 soldiers will keep the peace next Sunday. Defense Minister Vladimir Padrino said election centers had been declared “zones of special protection” given “provocations” issued by some political parties. With U.S. President Donald Trump threatening economic sanctions on Venezuela, potentially aimed at the oil sector accounting for 95 percent of its export revenues, Maduro said he could count on “great friends” like China and India if needs be.

Kremlin warns against ‘harmful’ new US sanctions MOSCOW, JUL 24 (AFP): The Kremlin today warned that new US sanctions on Russia would hit the interests of both sides as Congress gears up to approved fresh punitive measures. “We consider such a continuation of the rhetoric of sanctions counter-productive and harmful to the interests of both countries,” Kremlin spokesman Dmitry Peskov said. In mid-June, the US Senate overwhelmingly passed tough sanctions, but the text stalled in the House of Representatives, until agreement was reached on Saturday. The House is now set to vote Tuesday on a bill that targets Russia -- for its alleged meddling in the 2016 presidential election and its annexation of Crimea from Ukraine in 2014 -- as well as Iran and North Korea, for its ballistic missile tests. Initially, US President Donald Trump resisted the legislation, which would prevent him from unilaterally easing penalties against Moscow in the future -- effectively placing him under Congress’s watch. But he seems to be left with little option but to sign off on the move as a political firestorm swirls over potential collusion between his campaign and Russia. Peskov said the Kremlin is still waiting and watching to see if Trump will approve the measures, after White House communications director Anthony Scaramucci said the US leader was weighing his decision.

C A R A C A S, J U L 2 4 (AGENCIES): Venezuela’s opposition planned to plaster election centers with banners and rally in honor of dead protesters on Monday in a final week-long push to force President Nicolas Maduro into aborting a controversial congress, reports Reuters. The unpopular leftist leader is pressing ahead with the planned vote for a Constitutional Assembly next Sunday despite the opposition of most Venezuelans, a crescendo of international criticism, and some dissent within his ruling Socialist Party. Critics say the assembly, whose election rules appear designed to ensure a majority for Maduro, is intended to institutionalize dictatorship in the South American OPEC nation. But Maduro, 54, whose term runs until early 2019,

insists it is the only way to empower the people and bring peace after four months of anti-government unrest that has killed more than 100 people and further pummeled an imploding economy. “This is a crucial week for the future of our country. Democracy, liberty and peace depend on us,” said lawmaker and protest leader Juan Andres Mejia, urging people onto the streets. The opposition, which has now won majority backing after years in the doldrums during the rule of Maduro’s predecessor Hugo Chavez, has asked supporters to demonstrate their rejection of the new congress by gathering on Monday morning at sites that will be used to conduct Sunday’s vote. That is to be followed by a rally in the afternoon on a Caracas street where a young protester died.

Okinawa sues Tokyo over US base relocation

20 dead, 30 injured in Pak blast

TOKYO, JUL 24 (IANS): Authorities in the southwestern Japanese prefecture of Okinawa on Monday filed a fresh court case against the central government seeking suspension of ongoing construction work related to the relocation of a US military base in the region. The fresh development in the long-running dispute between local and central authorities followed a December 2016 ruling by Japan’s Supreme Court which declared attempts by Okinawa Governor Takeshi Onaga to revoke his predecessor’s 2013 approval for relocation as “unlawful”, Efe news reported.

A policeman collects evidence from the crime scene after a suicide blast in Lahore, Pakistan July 24, 2017.

L A H O R E , J U LY 2 4 (PTI): A powerful suicide blast near residence-cumoffice of Punjab Chief Minister Shahbaz Sharif in Pakistan’s Lahore city today killed at least 20 people,

including policemen, and wounded 30 others. Lahore police chief Capt (R) Amin Wains said the “target of blast was police”. He also confirmed

that it was a suicide blast. According to Rescue 1122, at least 20 people including policemen have been killed in the blast. “Police and Lahore Development Authority officials were busy in removing encroachments outside the Arfa Karim Tower, located near the CM’s Model Town residence, when a powerful blast took place,” Rescue 1122 Deeba Shahnaz told PTI. Rescue teams shifted the injured to hospital. Emergency was declared in city hospitals. “The condition of several injures is stated to be critical” the official said. The chief minister was in a meeting at his Model Town office when the blast took place.

At least 26 killed in Kabul car bomb claimed by Taliban KABUL, JUL 24 (AFP): At least 26 people were killed and 41 wounded today after a Taliban-claimed car bomb struck a bus carrying government employees through a Shiite neighbourhood in Kabul, raising fears of sectarian violence in the Afghan capital. The assault came as a presidential spokesman said the Taliban also killed at least 35 civilians in an attack on a hospital in central Ghor province over the weekend. The deadly attacks underscore spiralling insecurity in Afghanistan as the resurgent Taliban ramp up their offensive across the country, while security forces str uggle to contain them. In today’s blast the bus was carrying employees of the ministry of mines, passing from western Kabul to the downtown ministry during rush hour, interior ministry spokesman Najib Danish told AFP. It was struck by the car bomb as it passed through a busy area of the capital that is home to many Shiite Hazaras, a persecuted ethnic minority. An AFP photographer at the scene saw multiple bodies and wounded people in the street, surrounded by shattered glass as security forces cordoned off the area. The bus’s charred remains were left smoking in the middle of the road as the wounded were rushed to hospitals in ambulances

as well as private cars and taxis. “It was a huge explosion, my house nearly collapsed,” a neighbourhood resident who gave his name as Mostafa told AFP, adding that the street was “filled with human f lesh and blood”. “It was horrible,” said shopkeeper Momin. “It is a crowded area -- many of my friends and other shopkeepers are either killed or wounded.” The Taliban claimed responsibility for the blast, which came just before 7 am. The group rarely claims attacks with high civilian casualties, but does frequently target government employees. Afghan presidential spokesman Shah Hussain Murtazawi put the toll at 26 dead and 41 wounded. At a press conference, Murtazawi also said at least 35 people were killed in the hospital attack over the

NATIONALIST CONGRESS PARTY (NCP) ORDER

COLOMBO, JUL 24 (AP): The Maldivian opposition said that the military locked down parliament today on the orders of the country’s president in a bid to prevent lawmakers from taking part in a vote to impeach the parliamentary speaker. The main opposition Maldivian Democratic Party said that on the orders of President Yameen Abdul Gayoom, the gates of the parliament were padlocked by members of the armed forces this morning and lawmakers “were forcibly prevented from entering the parliamentary compound.” In a statement, the opposition party called Yameen’s action “desperate, illegal and unconstitutional.” There was no immediate comment from the government. The government spokesmen could not be reached by telephone. A no-confidence motion against Speaker Abdulla Maseeh Mohamed was scheduled to be taken up today. The opposition says the motion has gained the support of 45 lawmakers in the 85-member house. However, an uncertainty arose when the election commission announced last week that the four members who supported the motion had lost their seats because they left the ruling party. The motion was considered a severe blow to Yameen, whose control over parliament was threatened by a new understanding between the Maldives’ former strongman and its first democratically elected president, Nasheed.

The Council members of S.M. Colony, Dimapur would like to express our profound gratitude to the Deputy Commissioner, Shri. Kesonyu Yhome and his esteemed office for providing financial assistance to the affected flood victims of our colony. May God bless you abundantly in your future endeavour.

weekend. All the victims were civilians, Murtazawi said, without specifying if they were patients or staff. “This is a cruel crime against humanity,” he added. He did not elaborate, and officials say phone lines are down in Taywara district, captured by the militants over the weekend. The Taliban have denied the claim and reports they torched the hospital, though a spokesman said parts of the building were damaged in fighting. Ghor is a poor, mountainous province that has been relatively safe in the past but shares a border with the Taliban-infested provinces of Helmand and Farah. Afghan forces control 59.7 per cent of the country, according to a US watchdog’s report issued in May after the winter lull in fighting, up slightly from the previous quarter.

Whole of Bollywood is fusion: Rahul Ram aim to bring together two diverse art forms- music and comedy. There will be live performances of “MusiCom” across six cities including Delhi, Mumbai, Chandigarh and Kolkata. Talking about the prevalence of folk music in today’s time, Ram says that nowadays many songs are being made on the folk music. “There is folk touch, tunes and elements all over and there is a lot more of different kinds of music getting amalgamated into the Bollywood,” he said. Ram also shared that genre of Indie-Pop is almost over now because

there is no market left for the artists for the big budget promotions. He considers social media as the means of reaching out to lot of people. “Earlier there was no way to reach people, we had no means of getting in touch with our fans, unless we directly had a concert but now we can directly do so with the help of social media,” he said. The band which has rendered music for films like Anurag Kashyap’s “Black Friday”, “Peepli Live” and “Masaan”, also plans to do a Russia tour before year end.

The film’s screenwriter Zak Penn revealed that Spielberg took help from Cameron to learn about the motion capture technology, which is the process of recording the movement of objects or people, for the movie. “Steven will correct me if I’m wrong, but I believe he trained with James Cameron while he was doing ‘Avatar’ and learned how to use (motion capture technology),” said Penn during the film’s ComicCon panel in San Diego. “The idea that Steven Spielberg is going out there and saying, ‘Oh, I’d better go learn something new from a different filmmaker’, is pretty amazing.” Penn explained that the motion capture technology gave Spielberg hundreds of angles to choose from when putting together his shots. The film features Tye Sheridan, Olivia Cooke, Ben Mendelsohn, Mark Rylance, Simon Pegg, and TJ Miller and will arrive in the US theatres on March 30, 2018.

1st DEATH ANNIVERSARY of our dearest father

The 25-year-old Brazilian superstar is at the centre of frenzied speculation linking him to a world record 222-million-euro ($256.8 million) transfer to Paris Saint-Germain. Barcelona manager Ernesto Valverde swatted down talk of Neymar departing to France on Friday, dismissing “rumors” while saying the squad wants him to stay for years to come. “This is a time of rumors. We understand it’s how it is,” Valverde said. “He is with us right now. One of us. It’s a player we love and we want. Not only football-wise, but also for the things he brings to the locker room.”

Prannoy clinches US Open title

US Open Grand Prix Gold winner HS Prannoy (R) and runner-up Parupalli Kashyap.

A na h e i m , J u l 2 4 (PTI): HS Prannoy notched up a thrilling three-game win over Commonwealth Games champion Parupalli Kashyap in an all-Indian final to clinch the USD 120,000 US Open Grand Prix Gold here. Prannoy, who lost a fair amount of his time to nagging injuries in his career, dished out a gritty performance to defeat Kashyap 21-15 20-22 21-12 in the summit clash which lasted an hour and five minutes. “It was a good match, pretty intense match, a

high quality match by both me and Kashyap. I think after losing the second game narrowly, I was calm and patient enough and it worked for me,” Prannoy told PTI. “In second game, Kashyap was playing better than the first game. He was putting a lot of pressure on net and he was also finishing the lifts that I was producing, that made the whole difference. “But in the third game, I changed my strategy a bit and I had a good lead. So yeah, overall happy with the tournament. Now I am

looking forward to New Zealand Open,” he added. The duo, who had a 1-1 head-to-head record having played each other at the 2014 German Open last time, engaged in fast-paced rallies and Prannoy more often sealed the rallies with his powerful smashes. In the first game, Kashyap moved to a 7-1 lead before entering the interval with a sizzling smash on the forehand of Prannoy, who slowly reduced the gap to 9-12 and then turned the tables with five straight points. Man City sign Mendy from Monaco Manchester, Jul 24 (IANS): Manchester City have strengthened their squad with the signing of young France left-back Benjamin Mendy from Monaco, the English football club announced on Monday. “The 23-year-old has signed a five-year deal with the club and will wear the number 22 shirt,” the club said in its website. Mendy was one of the key players who powered Monaco to clinch the Ligue 2016-17 title and also took the Principality outfit to UEFA Champions League. City have already acquired Portuguese winger Bernardo Silva from Monaco. In all, Mendy is City’s summer signing. According to British media reports, City will pay Monaco around $60 million for the player. Bendy will now join up with his new teammates in the US where Pep Guardiola and his squad are preparing for their second pre-season tour game against Real Madrid in Los Angelos, according to the website. “I am absolutely delighted to be joining Manchester City,” Mendy said in a statement. “They are

one of Europe’s leading clubs and in Pep Guardiola they have a manager committed to playing attacking football. I am sure that over the next few years we will be successful.” City’s Director of Football Txiki Begiristain said Mendy has “all the qualities” they are looking for in a full-back. “For

such a young player, he has a wealth of top-level experience,” Begiristain said. “He is undoubtedly one of the world’s best full-backs, our number one target in this position. We are all delighted to have him here at Manchester City. I’m sure he will prove a fantastic addition to the squad.”

to level par at 15-15 but Prannoy looked unstoppable as he reeled off six straight points to grab the first game with another cross-court smash. The second game had some intense moments as the duo fought fiercely for each points. The rallies were more aggressive with each having their share of moments. Kashyap lead 14-9 at one stage but Prannoy drew parity at 15-15. Kashyap continued to exert pressure on his younger colleague and had a 20-18 lead. Prannoy grabbed two points before Kashyap roared back into contest with another superb smash. In the decider, Prannoy changed his strategy. His deft touch in the lifts and better net strokes earned him points as he zoomed to a 13-7 lead. The 24year-old continued to move ahead and eventually seal the issue when Kashyap misjudged a shuttle at the baseline. Ever since bursting on to the scene with a silver medal at the 2010 Youth Olympics, Prannoy has been often left on the sidelines due to injuries, affecting his training and thereby his progress.

Isner wins ATP Newport title WASHINGTON, Jul 24 (Agencies): US top seed John Isner blasted 17 aces on Sunday in defeating Australian qualifier Matthew Ebden 6-3, 7-6 (7/4) to win the ATP Hall of Fame Open title. Isner won 37-of-41 first-serve points in the 74-minute triumph in capturing his 11th career ATP title and third on the grass at Newport, Rhode Island, after 2011 and 2012. Isner did not faced a break point in the week and the only set where he was pushed to a tie-breaker was the last, when he took three of the final four points for the victory. “I’m very happy with how I played all week. It was a perfect week,” Isner said. “I couldn’t ask for anything better.” It was the first title for Isner since Atlanta in 2015 and came in his first final since last November’s Paris Masters, where he lost to Britain’s top-ranked Andy Murray. “It has been two years since I won a tournament, so I had that weighing on my mind,” Isner said. “It’s hard to win a tournament. It’s no small feat to come out here and be the last man standing. I’m very happy about that,” he added.

SC bars ex-BCCI chief Srinivasan from BCCI SGM New Delhi, Jul 24 (IANS): The Supreme Court on Monday barred former BCCI President N. Srinivasan from attending the Special General Body Meeting (SGM) of the board, scheduled for July 26, as it directed that only the office-bearers of the state associations will be participating in the meeting. The bench, headed by Justice Dipak Misra, said that the SGM will also deliberate the implementation of the R.M. Lodha Committee’s recommendations as far as practicable. In an indication that it may revisit the recommendations of one-stateone-vote and grant of associate member status to Railways, Tri-Services and the Association of Indian Universities, the apex court also said that the question of state associations nominating the people who stand disqualified under the Lodha Committee recommendations to represent them in the General Body Meeting of the Board of Control for Cricket in India (BCCI) will also be deliberated.

Tour de France winner Chris Froome (C), second place Rigoberto Uran (L) and third place Romain Bardet celebrate on the podium.

Paris, Jul 24 (IANS): British cycling star Christopher Froome won his third straight and fourth Tour de France title as the 104th edition of the world’s most prestigious road cycling tournament concluded here. After the 21st and final stage that cannot impact

the overall standings, the Sky rider Froome on Sunday, without a single stage win this year, won on his consistency throughout to clock 86 hours, 20 minutes and 55 seconds during the 3540 kilometres ride in 23 days, reports Xinhua news agency. The British led Co-

lombian Rigoberto Uran by 54 seconds, and that was the smallest margin from the second-ranked rider in his four triumphs, also in 2013, 2015 and 2016. Before Sunday’s final, starting from Montgeron and stretching 103km en route to the ChampsElysees Avenue in Paris,

Man Utd down Real on penalties

Gareth Bale looks on as Eric Bailly of Manchester United makes an acrobatic clearance.

SANTA CLARA, Jul 24 (Agencies): Manchester United defeated Real Madrid in an ugly penalty shootout on Sunday with seven players failing to convert from the spot after their International Champions Cup match ended 1-1 in Northern California. United, who won the shootout 2-1, took the lead just before halftime when Anthony Martial slalomed into the box past three defenders to set up Jesse Lingard from close range. Both sides made a raft of changes at the break, which upset the rhythm of the game. The sweltering conditions were also a factor as players struggled

to get the tempo back up, while the 65,109 fans eagerly awaited the next goal. It came in the 69th minute after Victor Lindelof took Real’s Theo Hernandez down in the box and Brazilian Casemiro scored from the penalty spot. Casemiro would get another chance from the spot in the shootout but hit the crossbar with Real’s fifth kick to leave United the winners. The first four penalty takers all missed, prompting incredulous laughter from a crowd denied much of a game in the second half. Henrikh Mkhitaryan and Daley Blind found the net for United while Luis

Miguel Quezada was the only Real Madrid shooter to score. Jose Mourinho was pleased to get the win but emphasized it was nothing more than a training exercise. His only real concern from the game was midfielder Ander Herrera limping off just minutes after coming on as a substitute in the second half. The two sides are to meet again in the UEFA Super Cup on August 8 in Macedonia, which will be a much more competitive affair. European champions Madrid next play Manchester City while United face Barcelona on Wednesday.

Jamaica stun Mexico; book Gold Cup final with USA LOS ANGELES, Jul 24 (Agencies): Kemar Lawrence scored in the 88th minute to give Jamaica a shocking 1-0 upset of defending champion Mexico on Sunday in a CONCACAF Gold Cup semi-final match. The 24-year-old fullback for Major League Soccer’s New York Red Bulls expertly curled a leftfooted free kick around the Mexico wall and just under the crossbar to deliver Jamaica a stunner at the Rose Bowl. The Reggae Boyz advanced to face the host United States in Wednesday’s championship match at Santa Clara, California. The US squad beat Costa Rica 2-0 in a Saturday semi-final. Despite sending most of their best players to Russia for the Confederations Cup, the Mexicans saw the dismal result as a reason for soul-searching and self-examination, acting manager Luis Pompilio Paez said. It was only the thirdever victory for Jamaica over Mexico as the Reggae Boyz avenged a 3-1 loss to the Mexicans in the 2015 Gold Cup final after battling them to a goal-less draw earlier this month in

Chris Froome wins fourth Tour de France Froome effectively bagged away his fourth title. He just needed to finish safely in the French capital, as what he did on Sunday, chatting with Spanish veteran Alberto Contador during the ride. The 167 riders went past a few landmark sites in Paris such as Les Invalides and Arc de Triomphe. They also rode through the Grand Palais, a proposed venue for fencing and taekwondo by Paris for the 2024 Olympic Games. The Dutch Dylan Groenewegen managed to claim the eighth bunch sprint victory this year as he outclassed Andre Greipel and Edvald Boasson Hagen in the final several hundred meters. Tony Martin attacked from the bunch, before the peloton was reunited with 10km to go. With 300m remaining, Hagen launched the sprint but he fell short against Greipel,

who expected to finish a hat-trick after winning this prestigious stage in 2015 and 2016. However, Groenewegen stopped his quest to outsprint the German and take his first ever victory in the tournament. Local favorite Romain Bardet, last year’s runnerup, trailed Froome by two minutes and 20 seconds to sit third. Froome’s teammate Mikel Landa failed to make onto the podium with just one second adrift Bardet. Italian Fabio Aru, who wore the yellow jersey for two stages midway in the tournament, was subject to the fifth position, three minutes and five seconds behind Froome. The polka-dot jersey representing king of mountains belonged to Warren Barguil with 169 points, and the Frenchman also took away the combative award.

Jamaica’s Kemar Lawrence is congratulated by teammates after his goal against Mexico during the CONCACAF Gold Cup semifinal.

the group stage. “El Tri” trailed for the first time in the tournament when Lawrence chipped in the impressive shot from 25 meters out off a free kick set up by Hugo Ayala’s foul on Jamaican substitute Michael Binns. Mexico goalkeeper Jose Corona was planted too far left to make a play on the ball, tucked just under the crossbar near the far corner of the woodwork. The seven-time champions pressured Jamaica to the finish but could not net the equalizer. The Mexican squad

will now return its attention to World Cup qualifying, which resumes in September. Mexico leads the six-team CONCACAF qualifying table with four wins and two draws for 14 points. Jamaica goalkeeper Andre Blake was credited with five saves, among his most impressive a two-fisted stop in the 65th minute off a Mexico free kick by Jesus Gallardo. Time and again the Jamaica backline thwarted Mexico attacks. The Jamaicans became the first Caribbean

side to reach the North American regional tournament final when they upset the US squad 2-1 in the 2015 semi-finals and the rematch will give them a chance to make history as champions. But this US squad is unbeaten in 13 matches since Bruce Arena took over as coach last year from the fired Jurgen Klinsmann, his first of eight wins in the run coming in a 1-0 home friendly over Jamaica last February. The Americans seek a sixth Gold Cup title and their first since 2013.

The team’s other regular opener, Murali Vijay, too pulled out of the series at the last minute saying he had not fully recovered from a wrist injury. After making a solid 54 against
