NE roads still stalled under Modi

Ne w D e l hi, J ul 24 (IANS): Even as poor road connectivity in India’s Northeast continues to stall the government’s ‘Act East Policy’, the state-run company mandated to improve this crucial infrastructure will barely manage 7.5 per cent of its target by 2019, official data shows. According to its updated work status, the National Highway Infrastructure Development Corp Ltd (NHIDCL), established in July 2014, will only be able to construct a little over 300 km of roads till 2019, against a target of 4,000 km it has been tasked with building in the coming years. The NHIDCL was set up by the Narendra Modi government in July 2014 to speed up road construction in the Northeast. However, the mandate of the PSU will remain far behind when the Modi government completes its five years. The company, specifically formed to replace the Border Roads Organization (BRO) following its failure to meet its targets, says it will be able to complete a total of 63.39 km of roads by 2017, 129.21 km by 2018 and 108.53 km by 2019. “Road construction is a time consuming task and it takes at least five years of time. We face severe hurdles during the planning as well as the execution of the road project. But whatever we

Naga Hoho seeks Sonowal’s support on Indo-Naga issue DIMAPUR, JUL 24 (NPN): Naga Hoho (NH) has sought the support of Assam chief minister, Sabarnanda Sonowal to bring out a settlement on the vexed Indo-Naga political issue at the earliest with a view to ushering in peace in the entire Northeast region. In a press statement, NH secretary (admn) Chitho Nyuso said, the delegation led by P.Chuba Ozukum which called on Sonowal at Brahmaputra State Guest House, Guwahati on July 22 “on a goodwill visit”, also briefed the chief minister on the ongoing peace process and political situation in Nagaland. While extending support to the Naga people living in Assam, the Naga Hoho urged Sonowal to be supportive by providing economic development, infrastructure, connectivity and human resource development in NC Hills and Rengma Hills. On the illegal immigrant issue and its mounting problem in the North-east, the Naga Hoho suggested better coordination and joint effort in checking and flushing out the illegal immigrants from the two states. Highlighting on the age long border dispute between Assam and Nagaland, the Naga Hoho reminded chief minister that this can be resolved only through political will of both the states. In this regard, the Hoho appraised Sonowal on the formation and objectives of Naga- Assam Coordination Forum, which could foster better relationship and understanding between the two neighboring states.

commit we do,” a senior authority of NHIDCL, who did not wished to be named, told IANS. Elaborating the difficulties faced by the NHIDCL authorities in the execution of the projects in the northeast, he said: “Land acquisition is a major issue. We have not been able to start the work in Meghalaya as we have not been able to get the land despite speaking to the higher authorities. Still we are trying to find out ways after meeting them over the issue.” Arunachal Pradesh will be most benefited state in the entire north east as majority of the roads to be completed by 2019 lie in the border and interior areas of the state. Most of the NHIDCL projects now are either at the preparation of DPR (Detailed Project Report) or location

identification stage, the official said. NHIDCL was tasked with constructing over 4,000 km of road in the hilly terrains of India, majority being in the north east region at an cost of Rs 45,164 crore (nearly $7 billion). According to the government, good quality roads in the north east can boost India’s trade with the entire Southeast Asian region, which has been marred by poor connectivity. Earlier, in an interview to IANS, Vietnam’s Ambassador to India Ton Sinh Thanh said that they did not wish to invest in the north eastern region of India because of poor road and air connectivity which posed a hindrance to developing tourism and other economic linkages. Citing other reasons be-

hind the difficulties faced by NHIDCL, the senior authority said that there were several cases where work would get stalled as the contractors used to go to court over several “petty” issues. “As of now we are not even giving chance to the contractors or the DPR developers to commit any mistake. We are either serving them notice or directly blacklisting the companies if found guilty of any malpractice during the road contract,” the senior authority told IANS. Among the projects given to NHIDCL in the initial months in 2014 include 11 projects in Manipur, nine in Meghalaya, three in Mizoram, four in Nagaland, 23 in Arunachal Pradesh and seven in Tripura. In several projects, Japanese infrastructure major Japan International Cooperation Agency (JICA) has also chipped in. The 100-km road project between Imphal, Manipur, and Moreh on the Indo-Myanmar border is being funded by the Asian Development Bank (ADB), as it is a link between India and Myanmar. Considering the good performance of NHIDCL, the Indian government has appointed the Public Sector Unit as a consultant for the construction of over 600 km of postal roads in the Terai region bordering Nepal.

Nepal PM quits ahead of no-trust vote Kathmandu, Jul 24 (IANS): Nepal Prime Minister K.P. Sharma Oli on Sunday resigned, plunging the Himalayan nation into a fresh bout of political uncertainty. He submitted his resignation to President Bidhya Devi Bhandari at the President’s Office here, hours before Parliament was to vote on a no-trust motion against his government, officials here said. “Before arriving here, I held a meeting with the President and put in my papers,” he told Parliament while replying to the no-trust motion. Oli was elected the 38th Prime Minister of Nepal in October 2015. Following Oli’s resignation, Communist Party of Nepal (Maoist Centre) Chairman Pushpa Kamal Dahal ‘Prachanda’ appeared all set to become the new Prime Minister of Nepal. The no-confidence motion against Oli was taken up on Friday after three bills related to the annual budget were rejected by a majority

vote in Parliament. The rejection of the budget-related bills came as a major blow to the Oli government, which had been reduced to a minority after key alliance partner CPN (Maoist-Centre) withdrew support earlier this month. The Maoist party also recalled all its ministers from the Oli Cabinet. After the government was reduced to a minority and Oli refused to resign, the Nepali Congress and the Maoist outfit jointly introduced the no-confidence motion against the government.

Prachanda’s party accused the Oli government of poor performance, failing to speed up reconstruction work after the 2015 earthquakes, and repeated failure to implement the new Constitution, including fulfilling the demands of Madhes-based political parties. The new alliance of the Nepali Congress, the Maoists and other fringe parties have over 360 votes in the 601-seat parliament -- sufficient to oust the Oli government. After his resignation, Oli addressed the House and defended his work as Prime Minister. Oli said the no-trust motion against his government was not natural and normal in terms of its timing, condition and nature, though it appeared democratic in its form. “The motion is democratic in form, but a conspiracy in essence,” Oli said. It is a “sudden attack” from the coalition partners themselves, the outgoing Prime Minister said, adding that it was “mysterious” as well.

Intelligence inputs warn of terror threat around Delhi NEW DELHI, Jul 24 (PTI): Central security agencies have alerted police establishments and their senior officials working in the national capital region to remain alert and step up vigil of their campuses and personal safety after recent intelligence inputs indicated probable terrorist strike threats against them. Official sources in the security establishment said an intelligence input has been received this week which advised headquarters of central police organisations like CRPF, BSF and ITBP, snoop agencies like the Intelligence Bureau (IB) and RAW and those belonging to Delhi Police to beef up security deployment and review the security of senior officials during their movement in and around Delhi. The agencies have asked police organisations in the national capital and adjoining areas like Noida, Ghaziabad and Gurgaon to take all “preventive and precautionary” measures to effectively thwart any such terrorist sponsored attacks. The security teams guarding such installations have been asked to step up “perimeter vigil and night patrolling” and ensure fool proof visitors entry drills and counter-sabotage checks to tackle any attempt that could be used to launch a hit against them. “All police and related establishments in the NCR region have been alerted in view of recent threat inputs. After getting a shot in the arm when all eight suspended Congress MLAs joined NPF, raising the tally to 48; the party suspended its three-time chief minister and current Lok Sabha MP Neiphiu Rio from the party while three others were also issued show cause notices. All these on grounds of ‘antiparty activities’ etc. Reconciliation appear to follow the condition: ‘ shape in or ship out’. Yitachu, Deo Nukhu with Prakash Javadekar.

DIMAPUR, JUL 24 (NPN): Naga Hoho (NH) has expressed shock at the untimely demise of Ahu Sakhrie on July 23, 2016. In a condolence note, NH president, P.Chuba Ozukum described late Sakhrie as one of the founding member of the Naga People’s Movement for Human Rights at a time when there was overall suppression from the Indian authority against the inalienable Rights and identity of the Nagas. The Hoho described late Sakhrie as bold having oratory skills and outspoken person especially on the political rights of the Naga people. “As a leader, he never had a negative attitude and his sole desire was for the betterment of the Naga society”, NH said. Leaving aside his profession as a State government employee, late Sakhrie actively contributed in Naga Hoho as the chairman of election commission in 2006. “He was a visionary and committed to the Naga cause. His role as a dedicated leader would be very rare to find among the contemporary Naga leaders”, Naga Hoho said.Further, Naga Hoho extended condolences to late Sakhrie’s wife Delli Rose Sakhrie, children and all the near and dear ones and prayed for the eternal rest of the departed soul.

Donald Trump & Hillary Clinton: two sides of a coin Cleveland (Ohio), Jul 24 (AGENCIES): The US presidential election, for starters, obviously isn’t democratic: that has been the opinion of a growing number of Americans. First, the president is elected by an electoral college of just 538 voters, none of whom have any choice as to whom they’re allowed to vote for. In such a world the winner of the popular vote can end up losing the election. In the 2008 election, vice president Al Gore won 48.4% votes to 48.4% for George Bush but lost the election. Republican Party nominee Donald Trump will face Democratic Party nominee Hillary Rodham Clinton in the November 4, 2016 US presidential election. Many rightfully wonder if Trump’s reckless language and unchecked machismo would lead to new wars, including nuclear ones. But Clinton’s declared foreign policies are perhaps more dangerous. Her sabre-rattling against Russia and for NATO expansion plans and aggressive interven-

administrations. Before engineering the bank bailout, Paulson made hundreds of millions off of the toxic home loans that left millions of people in the U.S. without livelihoods or homes. The DNC doesn’t allocate delegates by simply heeding the will of the voters. Instead they calculate their tallies from a combination of “pledged delegates,” which are earned from the actual votes of real people, and “unpledged delegates,” better known as “superdelegates.” Superdelegates consist of Democratic officeholders, as well as 21 “distinguished members,” a group made up of former presidents, vice presidents, DNC chairs, etc. Having spent her last quarter century in Washington, it should surprise no one that Secretary Clinton had been dominating Senator Sanders with superdelegates, 458 to 22. TRUMP: Trump embodies a whole class of sleazy landlords and developers, who buy favors and regulatory changes from politicians to make super-

profits at the expense of poor and working-class tenants. So the choice is between Trump, a billionaire who buys out politicians, and Clinton, a politician in the employ of billionaires. WIKILEAKS: Just as Hillary Clinton was to be officially named as the Democratic Party nominee to the White House, Wikileaks released 20,000 leaked emails that reveal how the Democratic Party primaries were rigged against Bernie Sanders and in favour of Clinton. In its recent leak of 20,000 Democratic National Convention(DNC) emails from January 2015 to May 2016, DNC staff discuss how to deal with Bernie Sanders’ popularity as a challenge to Clinton’s candidacy. Instead of treating Sanders as a viable candidate for the Democratic ticket, the DNC worked against him and his campaign to ensure Clinton received the nomination. Most of the emails released come from seven prominent DNC staff members . The release provides

further evidence the DNC broke its own charter violations by favoring Clinton as the Democratic presidential nominee, long before any votes were cast. Over the past several weeks, Guccifer 2.0 released several internal memos showing DNC staff strategizing to make Clinton the presidential nominee—as early as March 2015. In June 2016, Florida-based law firm, Beck & Lee, filed a class action lawsuit against Wasserman Schultz and the DNC based on the revelations from these leaked files. That’s the current state of American “democracy” in a nutshell: a pure sham, a rigged process dripping with corporate money to ensure the selection of an ultra-rich racist imperialist. Trump and Clinton each have higher unfavorable ratings than any presidential candidate in U.S. history. A recent tweet captured the sentiment of millions: “there must be a cheaper way to find the worst people in society.”

He further requested the union minister for timely release of funds for salaries of Hindi teachers. Meanwhile, Nukhu requested the union minister for setting up Engineering College and one Human Resource Development Training Centre for College Teachers in the State at the earliest. In reply, the union minister assured that the Centre would extend its full support and help in all the issue raised by Yitachu and Nukhu.

practice leads to SIM cards reaching the wrong hands and enabling insurgent groups to use these SIM cards for extortion and violence-related activities in the region, it alleged. The security forces have been able to maintain a stable security situation in the remote areas of Manipur after a concerted effort in which the police have also contributed considerably. However, the insurgent groups are trying to pressurize the villagers in such remote areas by forcing them to pay taxes. Getting access to unauthorized SIM cards will allow them to threaten village chiefs as well as villagers who do not cooperate with them and they will also be able to get advance information of any move of security forces through their

informers, it further said. Since their true identity would remain hidden even in the records of the telecom company, they would be able to carry out all illegal transactions through such mobile connections with impunity. The telecom companies need to realise the security implications of such malpractices and take all effective measures to ensure that SIM cards are only issued to bonafide persons who have valid identity and address proofs, it added. Want ‘emotional’ relationship with people of Kashmir: Rajnath

SRINAGAR, JUL 24 (PTI): Reaching out to the people in Kashmir, the Centre Sunday said it wanted to have “emotional” ties with them and not a need-based relationship and expressed the willingness to talk to whosoever needed once peace and normalcy is restored in the Valley. Winding up his two-day visit to Kashmir in the backdrop of widespread disturbances that has claimed 46 lives so far, Union Home Minister Rajnath Singh said security forces have been directed to refrain from using pellet guns against crowds as much as possible even as he awaits a report of a committee set up by him to look into the use of non-lethal weapons. During his stay in the Valley, Rajnath met 30 delegations including a government team led by Chief Minister Mehbooba Mufti and an opposition National Conference(NC) team headed by Omar Abdullah. The Congress stayed away from deliberations with the Home Minister. In a memorandum submitted to the Home Minister, the NC asked the Centre to initiate a sustained dialogue with Pakistan as well as separatists groups in Jammu and Kashmir for evolving a consensus for a mutually acceptable solution to the political issue. Sending a strong mes-

Rajnath Singh sage to Pakistan at a press conference at the end of his visit to Srinagar and Anantnag, Rajnath warned the neighbouring country not to interfere in India’s internal affairs and that it should change its attitude and approach towards Kashmir. “There is no need of any third force to improve situation in Kashmir. Pakistan’s role is not “paak” (pure) towards Kashmir.” “As far as Government of India is concerned, I want to make it clear that we don’t just want need-based ties, but to build an emotional relationship with Kashmir,” he said, reaching out to the people in the Valley while making a fervent appeal to them to help restore peace and normalcy in the state. Rajnath said the Centre will talk to whosoever needed once

peace and normalcy is restored in the state. To a question on whether there will be any talks with separatists, Singh said, “Let normalcy and peace be restored first. We will talk to the chief minister here and we will work only after taking her into confidence.” “Let us first ensure that normalcy returns. Then, we will talk to whoever we want.” He said the government would review the use of pellet guns and a committe has already been set up by him to look into the use of non-lethal weapons which will give its report in two months. “The difference of opinion can be resolved through talks as there can be no other solution,” Rajnath said, adding, problems cannot be solved in short of span of time. “Problems cannot be solved in 15 days or one month. It will take time. “If there are any differences or disapprovals, they can be resolved through talks mutually. Because, there cannot be any other solution. “I feel that if there is place of Kashmiriyat in democracy, it will only be of humanity,” he said, adding that the people of the entire country want that Kashmir should once again become “firdaus” (paradise),” he said.

BJP MLC held for sexually harassing girl in train; suspended from party PATNA/HAJIPUR, JUL 24 (PTI): In a major embarrassment for BJP in Bihar, a party MLC was Sunday arrested in Hajipur on the charge of sexually harassing a minor girl in a train, prompting the party to suspend him. BJP MLC Tunna Ji Pandey was arrested on the basis of a written complaint by the parents of the 12-year-old girl following the alleged incident on Howrah-Gorakhpur Poorvanchal Express, Superintendent of Railway Police (SRP), Muzaffarpur, BN Jha said. The parents alleged that Pandey kissed their daughter in an AC-2 tier coach at around 3 AM and asked her to come to the toilet with him when the train was near Sarai station close to Hajipur junction. The frightened girl raised an alarm following which the parents, who had their berths elsewhere in the compartment, rushed to her, Jha said. The MLC was caught by the escort party on board the train and he was handed over to GRP in Hajipur. He was booked under IPC 354 A (demand or request for

The legislator was later remanded to 14 days’ judicial custody by CJM Vaishali, Jairam Prasad. Pandey, however, denied the charge, saying the girl shouted when he switched on the light to remove his mobile phone charger from soket. Talking to reporters at the GRP police station, Pandey said he had told the girl’s parents that since he had to get down at Hajipur he was

removing his mobile charger from the plug and for that he switched on the light. Facing embarrassment five days before the Monsoon session of the Bihar Legislature begins, BJP suspended Pandey. “BJP has suspended party MLC Tunna Pandey,” senior BJP leader Sushil Kumar Modi said in a tweet. The victim family was travelling from Howrah to Gorakhpur in Uttar Pradesh, while Pandey, who is in liquor trade, had a ticket from Duragapur to Hajipur.

Expressing sympathy with those injured during the ongoing unrest in the Valley, Singh appealed to the youth to desist from indulging in stonepleting. “I appeal to the youth of Kashmir not to indulge in stonepelting and security forces should avoid use of pellet guns as far as possible,” he said. Rajnath said Prime Minister Narendra Modi is concerned about the situation in Kashmir and wanted the situation to improve as soon as possible. “I am very concerned at the situation in Kashmir and our Prime Minister is also very concerned over it. Along with expressing regret over what happened here, I offer my condolences to the families of all those who lost their lives. “The Prime Minister spoke to me last night and discussed the situation (in Kashmir). He also wants that the situation should improve,” he said. Rajnath expressed regret over the loss of life during the ongoing unrest in Kashmir, saying the Centre was open to any constructive suggestions for improving the situation in the Valley. “I appeal to all Kashmiris to come forward with constructive suggestions for improving the situation in Kashmir,” he added.

No clue of missing IAF AN32 plane; satellite imagery sought CHENNAI/VISHAKHAPATNAM, JUL 24 (PTI): As the arduous operation to trace the IAF’s missing AN32 aircraft with 29 people on board stretched into the third day today, the search and rescue team is now seeking satellite imagery to find any clue of the plane that lost contact over the Bay of Bengal. “There is no sign of the plane as yet,” a senior defence official said. At least 18 navy and coast guard ships including a submarine, and eight aircraft like P 81, C 130 and Dorniers are involved in the round the clock operation to search for the Port Blair-bound transport plane which went missing after it took off from the Tambaram air base near Chennai at 8.30 AM on July 22. Inclement weather was posing a major challenge in the operation. The authorities are now seeking satellite imagery of the area. “The search operation is continuing on a 24-hour basis and all resources at disposal are being used. “We have also sought satellite information,” Eastern Naval Command chief Vice Admiral HCS Bisht said in Vishakhapatnam. “The depth of water there is about 3,500 metres and in some place it is even more. As the depth increases, challenges also increase,” he said, adding that the weather was rough and

18 Cab ministers yet to adopt a village under phase II of SAGY NEW DELHI, JUL 24 (PTI): As many as 18 Cabinet ministers are yet to adopt a village in the second phase of ‘Sansad Adarsh Gram Yojana (SAGY)’, a scheme initiated by Prime Minister Narendra Modi. The scheme, which was announced by Modi in his first Independence Day speech, has now entered its second phase and the last date for selection of the village was January 31 this year. As per the official data, besides Modi, only 8 ministers have adopted a village in the second phase. Sushma Swaraj, Ramvilas Paswan, Jagat Prakash Nadda, Ashok Gajapathi Raju, Birender Singh, Thawar Chand Gehlot, Smriti Irani and Prakash Javadekar are the ministers who have adopted a village. The remaining 18 Cabinet ministers are yet to adopt a village, according to Rural Development Ministry’s data. Under the SAGY, MPS from all political parties need to adopt villages with an aim to transform them into model villages and take the responsibility of developing physical

and institutional infrastructure in these areas. All 795 MPs, including 543 from Lok Sabha and 252 from Rajya Sabha, are to develop 3 villages each by 2019. In the first phase, out of 795 MPs, 701 had adopted villages, while in second phase the response was poor with merely 102 MPs having selected a village for adoption. MPs have complained about lack of separate funding for the scheme. There is no separate budgetary allocation under SAGY, but MPs have been suggested to channelise money to their chosen villages through the convergence of 21 ongoing developmental schemes like Indira Awaas Yojana for rural housing, Pradhan Mantri Gramin Sadak Yojana and Beti Bachao Beti Padhao scheme. The objective of the SAGY is to substantially improve the standard of living and quality of life of all sections of the population in the selected villages. Besides infrastructure development, the scheme aims at inculcating values in the villagers so they become models for others to follow.

IAF lodges missing complaint with TN police

After 48 hours of frantic search involving assets drawn from Airforce, Navy and Coast Guard, IAF authorities have lodged a formal complaint with Tamil Nadu police over the missing AN-32 aircraft. “We have received a complaint that Air Force’s AN-32 transport aircraft has gone missing,” a senior police official said today. “The complaint was lodged last night with Selaiyur police,” he said. “The complaint says that 29 personnel on board AN-32 and the aircraft have gone missing. Among the missing personnel is one person from Tamil Nadu,” the official told PTI. Such a complaint has been lodged for legal purposes. A similar plaint was filed when Coast Guard’s Dornier aircraft went missing last year. The wreckage of the CG Dornier aircraft and bodies of its crew were later found off Cuddalore in Tamil Nadu. Meanwhile, the search operations for the AN-32 aircraft involving multiple agencies continued for the third consecutive day. AN-32, IAF’s Port Blair bound transport plane went missing after it took off from the Tambaram air base here by 8.30 AM on July 22.

CHIKMAGALURU (KARNATAKA), JUL 24 (PTI): Seven persons, including two Bajrang Dal activists, have been booked on charge of attacking a Dalit family in their house here recently for alleged cow slaughter, police said on Sunday. The alleged attack has come to light amid furore over the assault on Dalits in Gujarat’s Una for allegedly skinning a cow. Police registered the case against seven locals on a counter-complaint by three Dalits, who were on July 10 booked for allegedly slaughtering the cow in their house under Jayapura police station limits. The alleged attack on Dalits came to light yesterday after ‘Komu Souharda Vedike’, a forum for communal harmony, raised the issue. “Based on a complaint, we have booked seven persons, including two Bajrang Dal activists, for attacking three Dalits in their house,” Jayapura Sub-Inspector of Police Chandrashekhar told PTI. Acting on a complaint, police had initially filed a case against the Dalit family members. “The accused had gone to the house of the Dalits on July 10 to find out whether they had slaughtered the cow, without seeking permission,” the SI said.

Dalit rape victim dies; angry DCW lashes out at Delhi police NEW DELHI, JUL 24 (PTI): A 14-year-old Dalit rape victim who was repeatedly sexually assaulted and was forced to drink a corrosive substance, died at a hospital here on Sunday, prompting an anguished DCW chief to lash out at the Centre and Delhi police on the issue of women’s safety. “How many Nirbhayas does Delhi want? We all simply wait for next Nirbhaya to die,” the Delhi Commission for Women (DCW) Chairperson Swati Maliwal said on Twitter, adding she “never felt so helpless.” “The girl was fed a corrosive substance which completely destroyed her internal organs and she died a very painful death,” she said, adding that it was only after the Commission issued notice to the DCP (North), the accused who was roaming free was arrested. She asked the Centre to set up a high-level ministerial committee on women safety under the leadership of Home Minister Rajnath Singh. “With parents of 14year-old victim. V poor n

inconsolable. How many Nirbhayas does Delhi want? We all simply wait for next Nirbhaya to die. “To add insult to injury, Home Ministry scrapped Women Safety Sp Task Force in Delhi set up wen Nirbhaya died stating it’s mandate finished! “She is dead ! We the system is responsible. Never felt so helpless. Need to do something. Come on people ...(sic),” Maliwal said in a series of tweets. Maliwal was alluding to the Centre’s recent decision to disband the Special Task Force on women’s safety in Delhi. It was established in 2013 in the aftermath of the brutal Nirbhaya gangrape. On Friday, the DCW has issued a notice to DCP (North) questioning the handling of the case of the Dalit minor who was allegedly kidnapped by the accused just before a hearing in her rape case, subjected to sexual assault several times and forced to drink corrosive substance. In the notice, the Commission had directed DCP

(North) to provide security to the girl and her family and asked why the police had not arrested the accused till date. The Commission had also sought the details of action taken on the complaint of the victim’s parents regarding threat to their lives in an FIR filed on May 15 and asked the reasons for not registering offences under Section 3 of the SC and ST (Prevention of Atrocities) Act, 1989. Giving details of the case, the Commission in its notice had said, an FIR under sections 363, 376 IPC and 4/6 of POCSO Act was registered in Burari police station on December 2 last year against a main accused Shivshankar. According to the FIR in May, just before a hearing in the court, the girl was kidnapped from her house following which, on May 19, another FIR was registered. The DCW said the victim was recovered between May 26-27 and her parents were called to Burari police station to meet her where they found their daughter bleeding profusely from the head.

NEW DELHI, JUL 24 (PTI): The Supreme Court collegium is learnt to have recommended transfer of two judges from Rajasthan back to the Punjab and Haryana High Court after the Centre said it is not advisable to have several judges from the same high court in another high court. Justices Jaishree Thakur and Anupinder Singh Grewal were transferred to Rajasthan from the Punjab and Haryana High Court soon after they were elevated as judges from the bar. After their transfers, the number of judges from the Punjab and Haryana High Court posted at the Rajasthan High Court had risen to five. The other judges from the Punjab and Haryana High Court posted at the Rajasthan High Court are Justices Kanwaljit Singh Ahluwalia, Sabina and Nirmaljit Singh Kaur. Sources in the government said a few months back the Centre had told the SC collegium that it is not advisable to have so many judges from one court posted at another high court. When the collegium recommended elevating Justice Thakur and Justice Grewal from acting judge to permanent judge, it had informed the government that steps will be taken once the two are elevated. Now, it has recommended the transfer of the two judges back to the Punjab and Haryana High Court, the sources said. While the Punjab and Haryana High Court has an approved strength of 85 judges, it is functioning with 46 -- a shortage of 39 judges.

Fuelling insecurity

W

hen Britain exited from the EU, it was a clear sign that the people were more concerned about their existence against the backdrop of swarming immigrants. There is a similar apprehension in other countries such as Germany, Italy, Hungary, Austria etc among the so-called rightists about immigration. The exit of Britain from the European Union had unnerved and psychologically devastated major EU nations such as Germany and France. Despite the fact that all European as well as other Western countries are concerned with the issue of rising immigration, no practical solution has been attempted. As a result of the 1985 Schengen Agreement, there is free travel within Europe. Citizens of European Union member states and their families have the right to live and work anywhere within the EU because of EU citizenship but not citizens of non-EU or non-EEA states. The open border or one Europe has its positives and negatives sides but it seems, many are not quite sure if it will benefit the EU more than the individual nations. According to an official report, almost 200 million individuals, about 3 percent of the world’s population, live outside the country where they were born, according to United Nations estimates. The global number of migrants more than doubled between 1970 and 2002, and the number continues to rise. Over 100 million migrants live in the more developed regions of the world, including nine million in Northern Europe, 22 million in Western Europe and 38 million in the United States. Proportionally, 9 percent of residents in Northern Europe, 12 percent in Western Europe, and 13 percent in the United States are immigrants and if children born in these destinations (the so-called second generation) are taken into account, the figures would roughly double. The apprehension over unabated immigration stems from fears of distortion of indigenous identity, affect on indigenous rights; placing great challenge against preservation of national, cultural and religious identity. There are economic arguments that unabated influx would have negative consequences on the local populace. Also, among the strongest argument against immigration is built around the general belief that crime rates show upward rise and several horrific incidents where hundreds have been killed and many more maimed by terrorist who were mostly immigrants. In 2008 to 2016 alone there have been over 108 terror attacks across Europe and America and they point to a discomforting relation with impact of radicalisation of Islam on immigrants or geo-politics. The terror attacks during 2008-2016(108 major international incidents) are more than double that the worst period during 1980-1988(59 incidents). The killings are not only in the West but have also been carried out with horrific proportions even in Muslim countries. Even in the USA, shootings have been a feature of life and which have been committed by mentally deranged persons. The world today is under the grip of mindless violence and worse, there appears to be hardly any credible actionable strategy except to deploy security or set up CCTVs. There are certainly some countries which are exporting terrorist ideologies and strangely, many of them are strategic partners of the USA, the nation that had created the Taliban, ISIS and mujahedeen groups. This is where the mystery deepens.

DailyDevotion His Nature and Our Motives

…unless your righteousness exceeds the righteousness of the scribes and Pharisees, you will by no means enter the kingdom of heaven. —Matthew 5:20 The characteristic of a disciple is not that he does good things, but that he is good in his motives, having been made good by the supernatural grace of God. The only thing that exceeds right-doing is right-being. Jesus Christ came to place within anyone who would let Him a new heredity that would have a righteousness exceeding that of the scribes and Pharisees. Jesus is saying, “If you are My disciple, you must be right not only in your actions, but also in your motives, your aspirations, and in the deep recesses of the thoughts of your mind.” Your motives must be so pure that God Almighty can see nothing to rebuke. Who can stand in the eternal light of God and have nothing for Him to rebuke? Only the Son of God, and Jesus Christ claims that through His redemption He can place within anyone His own nature and make that person as pure and as simple as a child. The purity that God demands is impossible unless I can be remade within, and that is exactly what Jesus has undertaken to do through His redemption. No one can make himself pure by obeying laws. Jesus Christ does not give us rules and regulations— He gives us His teachings which are truths that can only be interpreted by His nature which He places within us. The great wonder of Jesus Christ’s salvation is that He changes our heredity. He does not change human nature— He changes its source, and thereby its motives as well.

CNG found carcinogenic; No fuel is clean

GT must learn from aviation, go for maintenance, not scrap 10 cr vehicles a year By Shivaji Sarkar Some of the regulators like the National Green Tribunal (NGT) are functioning more with enthusiasm ignoring the basic tenets of law and impact on the gradual wealth formation and economic growth. The NGT order to regional transport office (RTO) for deregistering 10-year-old vehicle is also unscientific. Its concern is more populist than practical. Throwing out say about 82496 (registered in 2015) diesel vehicles in Delhi, or about 5 lakh petrol vehicles every year, going by the 10year and 15-year scrapping orders, would impoverish the country but would not solve the problem of pollution. All over the country the numbers would swell to at least 10 crore a year. The NGT order ironically is in contradiction with the provisions of Motor Vehicles Act (MVA). A judicial or quasi judicial body is supposed to adhere to the law of the land. The magistracy does that more appropriately. “It is stated that vehicles are released by the

magistrates after imposing fine under the MVA and the vehicles surface again on the roads”, the NGT noted on July 19. There is nothing like a clean fuel. All fossil fuels – coal, petrol, diesel, kerosene and CNG – are “unclean”. Even electric vehicles’ batteries are pollutant. So should we ban any energy-producing substance? “Natural gas is supposed to be a clean fuel when used in internal combustion engines, right? But, I don’t think people realize that what you see (smoke) is perhaps better than what you don’t see (no smoke from CNG vehicles),” said Council of Scientific and Industrial Research (CSIR) director general MO Garg during his address at the Global Green Energy Conclave at Ahmedabad on August 6, 2015. “Imagine what will be its effect when all the commercial vehicles, such as buses, run on natural gas in Delhi. You can see smoke coming out from diesel engine and tell that it is dangerous. But, nanocarbon particles coming out from vehicles is something we need to look at,” Garg added. The compressed natural gas (CNG)-run buses are harmful for humans as they

its not so wise decisions. There is yet another aspect. Banning old vehicles add to pollution and problems of disposal of metallic and toxic substances. Cities across the country are facing severe garbage dumping problems. Abandoning running and efficient vehicles would only add to problems and chaos. It is also against the very concept of “swachh Bharat”. The quixotic ban orders sometimes of petrol vehicles, sometimes of 2000 cc diesel vehicles, at other of all diesel vehicles or levying of penal registration charges or utopian parking norms are hitting the automobile industry and users hard. India has made efforts to make it a global automobile production hub. It earns substantial foreign exchange from vehicle exports. On an average it is earning over $ 2 billion a year forex. Almost a similar sum is earned by export of automobile ancillaries and spare parts. The recent NGT and court decisions have caused uncertainty in the car industry. It hurts the transport and taxi industry and makes travel unnecessarily difficult and

costlier. Apart such Tughlaqi orders increase rent-seeking and harassment of common man, who find it difficult to eke out a living. So far it was only the police. The latest order has empowered the RTO people also to do it. To survive the common man, be a private or commercial vehicle owner, would like to pay “illegal rents” than face the deprivation of his hard-earned vehicle. Stringent impractical orders lead to a parallel economy and severe corruption. The NGT’s concern is not unreal but the solution is. Let the nation follow the standards of maintenance of vehicles. As per MVA, drafted with utmost care and practicability, vehicles are allowed to have registration even after 15 years if these are in suitable conditions. Let the NGT set those standards in consultation with the automobile industry. Let it learn from the aviation industry where four-decade-old aircraft are airworthy. Let no vehicle, unless not maintained properly, be ever scrapped. The NGT needs to revise its orders and contribute to the economy and ease of life and business.

G

lobal investment in green energy increased by almost 17 percent in 2014, according to the 2015 Global Trends in Renewable Energy Investment report by the United Nations Environment Programme (UNEP). The country investing most heavily in renewable energy was China, which made investments totaling more than $83 billion. Closely following were the United States and Japan. What was once a mere glimpse into the future has indeed now become a reality as developing countries around the world make significant investments in green technology. (For related reading, see article: Clean Or Green Technology Investing.) What’s Behind Green Technology Investing Green technology investing, also referred to as clean technology investing, typically involves the selection of investments in companies with sustainable and environmentally friendly practices and products/services. While some clean technologies offer improvements that increase resource productivity and efficiency, others decrease environmental impact. As green technology continues to emerge as a growing force, several strong industry clusters have emerged: water & waste water, energy, advanced materials, agriculture, transportation, energy efficiency, and manufacturing. (See article: Top 10 Green Industries.) Last year, global green energy investment surged, following two years of decline. Growth in green technology investment was largely driven by the solar boom taking place in Japan and China. Investments in renewables climbed to more than $270 billion, according to a report released by UNEP. The report indicated that solar power investments accounted for almost $150 billion, while wind power investments stood at $99.5 billion. (For related reading, see article: China Is Winning The Renewable

Energy Crown.) In the UK, the government has set aside £24.5 million in funding for the Energy Catalyst, established by the Department of Energy and Climate Change, the Engineering and Physical Sciences Research Council, and Innovate UK. During the first round of funding, 40 different technologies received a share of funding. The Energy Catalyst is open to researchers and businesses from any sector that are able to address energy challenges related to energy cost savings and reduction of carbon emissions. Among the projects funded by the Energy Catalyst is an engine that is capable of operating through the use of landfill emissions, windows that have the capacity to function as solar panels, and the largest battery in Europe. Not only are many of these projects the first of their kind in the UK, but many are also the first of their kinds in the world.

(For related reading, see article: China Is Winning The Renewable Energy Crown.) In the UK, the government has set aside £24.5 million in funding for the Energy Catalyst, established by the Department of Energy and Climate Change, the Engineering and Physical Sciences Research Council, and Innovate UK. Brett Relander

lthough businessman is aware of his social responsibilities even then we come across many cases of consumer exploitation. Naknyu Lüm (the festival of the ‘Chang’)

he Changs believe that the entire human race emerged from Changsang Mongko, considered as one of the oldest settlement for the Changs and many primeval stories of Changsang are unique in its essence. Of all the festival, Chang revere the Naknyu Lüm the most since it is believed that the whole world was engulfued in utter darkness for Three days and Three nights. The darkness was so intense that the people of Changsang were stranded in the field, some in the jungle, some at the journey and many were held up in their homes. Because of this, intense darkness, it was considered Nakshou Naknyu, or Mother of all darkness. At such a time, when the people were striving hard to overcome the darkness, a man named Namo Moyang happened to kill a double tailed Lion amidst the darkness. Therefore, he was renamed Namo Moyang (Molo signifies Lion). At that intense, the entire world suddenly burst into light. Since then, In order to celebrate the victory over darkness, the forefather at Changsang resolved to please the heavenly god by celebrating Naknyu festival signifying the conquest of darkness by light. Naknyu festival is celebrated every year in the 11th month of Chang calendar which falls in the last week of July between the dark moon and the new moon. The festival

is firstly pronounced by the elderly person from Oungh Clan and celebrated for three days. In this festival, people offer to the gods to invoke their blessings. Special prayers are also said that darkness does not rule over them again. Naknyu festival is marked by many rituals and restriction. For instance, if a guest happens to accidently visit the home, he/she is required to visit the following year to avert falling ill. On the first day of Naknyu, the women folk prepares flour from sticky rice and freshly harvested millet to make steamed biscuit. The selected animals especially Mithuns and Pigs are killed. On the remaining hours, the members of the whole village put NGOUNAM (Ezhehozea , a scented plant used in ritual) in the surrounding of the house, at the water well, inside the house and outside the house. It is believed to ward off evil spirits. At night after dinner and before sleep, three pieces each of wei (Saponaria, a wild nut which was used to shampoo the hair in ancient days) is placed at the front doorstep and the back door covered with hot ash and wait until it burst due to the heat. If the seed burst and split inside the house, it is considered as a bad omen and that the family would see famine and destruction but if the seed burst and split outside the house, the event means it will be a good year ahead.

The second day of the festival is filled with activities. It is a day of celebration, games competition, sharing and giving. In the morning, the woman folk offer rice beer to their brothers, cousins and relatives. The youngest in the family gets busy doing errands distributing steamed biscuits made of sticky rice and millets and cooked meat to relatives, neighbors and friends. The elderly people get bust making Yans (tops) and Kongkin (mouth organ made of bamboo) for all. The woman folk play Kongkin and the male play the Yan. Biscuits made of sticky rice and millets are hung high on a pole and the young and old alike compete to reach with their mouth with their hands folded behind their back. The competitors are rewarded with hoardes of rice cakes and many goodies. It is believed that the gods during Naknyu come down to collect the Yan and Wei. Hence, one piece of Wei is placed at the entrance of the house at night for the gods. The third day determines the faith of the villagers. On the third day young men beat the log drum from dawn till morning. It denotes The declaration of people coming out of darkness and ushering dawn of light. The old man too sits together in the Morung waiting in utter silence to listen to the chirping of the first bird of the morning. They wait in attention for the pronouncement by

the birds as it was believed that the kind of bird to chirp first would define the future. If it is in the Auminshou (small bird with blue spots) to chirp first, it is considered a good omen, since it signifies the harvest of the year will be plentiful and an abundant crop is predicted. If the bird is black with white spots, it confirms that there will be birth of many warriors in the village. But if the first bird to chirp is the Shopangshou, (a small bird with red spots) then it pronounces misfortune for the people and the village. On the dawn of the third day, a chicken is released by an elder of the Oungh Clan at the gate of the village to signify the conclusion of the festival. After day break, the first thing the villagers do is to clean up their respective drinking wells and ponds. And the rest of the day is spend clearing and constructing the roads to villages and fields. Despite the fun and merriment during the Naknyulüm , the festival is signified by the rituals and many Ghenna has to be observed. 1. Chang’s do not dance (folk dance) during this festival. 2. No visitors are allowed or entertained at home. If any guest visits the home, then it is expected of him/her to visit during Naknyulüm the following year as well. 3. All animals booked for this festival are not spared.

4. No marriages is planned during the month of Naknyulüm 5. If rain pours during Naknyulüm, it brings harvest and fills the granary. 6. No house or granary is built during this season. 7. People are restricted from even trimming ones hair. 8. It is believed that any mistake in observation of the rituals will cause famine and pestilence in the village. 9. It is assumed that on the last night of the Naknyulüm

festival, the soul of the man or woman who is destined to die the coming year leaves the person. 10. Weaving handicraft and knitting should not be left incomplete/half done during the season. 11. Cultivation of fields or farms should not be left incomplete/half done during the season. 12. Exchange of uncooked meat during this festival is restricted. Chang Tribal Council

Matters of educational degrees can be settled in Christian way Sir,

Wrong official records of educational degrees of certain senior leaders raised by some ones through court is moral and spiritual matter which can be settled by admitting “Yes” or “No” and nothing more than that. It is not to be prolonged for months or to be passed from court to court. Christ said, “Let your “Yes” be “Yes” and your “No” “No” anything beyond this comes from the evil one.” (Mat. 5:37). If there is any guilt as alleged committed, confess it and put it right. God will forgive it and the Church and the people will appreciate it for exemplary guidance of the people and beyond that nothing is to be pursued by anybody. Thus it can be settled outside of court. 2 AAP MLAs arrested in separate cases

mow her down after she visited his residence to raise the issue of power cuts while a Punjab Police team tonight arrested Naresh Yadav, who has been booked in connection with the alleged Malerkotla sacrilege incident on June 24. Both the arrests were made in Delhi. Khan, also the chairman of the Delhi Waqf board, was first detained for questioning and then arrested, a day after he alleged at a press conference the woman was “pressurised” by police into giving a false statement against him. “On July 22, the woman had recorded her statement before the magistrate under

Section 164 of CrPC. She had alleged while she was returning from the legislator’s residence, a vehicle tried mowing her down and Amanatullah was sitting in it,” said Joint Commissioner of Police, Southeast Range, R P Upadhyay. Prior to that, she had on July 19 filed a complaint with police alleging that at the AAP MLA’s residence in Jamia Nagar, a youth had on July 10 abused her and threatened that she would be killed if she did not stop politicising the matter. An FIR was subsequently registered in this regard. After her statement to the magistrate, Section 308 (attempt to commit culpable homicide) was added to the FIR, the officer said. “It is a non-bailable charge and we have arrested Khan,” Upadhyay said. Reacting to Khan’s arrest, Arvind Kejriwal tweeted, “Modi ji arrests one more AAP MLA.” Further, he tweeted in Hindi, “Anandiben in Gujarat sends Dalits and Patidars to jails in false cases, Modiji sends Delhiites to jails in false cases. Delhi and Gujarat will now fight together”. Punjab Police IG (Patiala Zone) Paramraj Singh Umra Nangal said in Chandigarh,

“We have arrested AAP MLA Naresh Yadav from his house in Delhi. He will be produced in the Malerkotla court tomorrow.” Earlier. he said that a team of Punjab police was despatched to Delhi to arrest Yadav. Umra Nangal said an arrest warrant was procured from a local court to arrest Yadav. Yadav was booked after one of the accused, Vijay Kumar, arrested in connection with the incident, claimed he had done it at the behest of the AAP MLA. He has been charged under IPC sections 109 (punishment for abetment if the act abetted is committed in consequence and where no express provision is made for its punishment), 153A (promoting enmity between different groups on grounds of religion, race, place of birth etc and doing acts prejudicial to maintenance of harmony), 295 (injury or defiling place of worship with an intent to insult the religion of any class). The Mehrauli MLA and his party have denied the charges and alleged it was a “political conspiracy” to malign the party’s image ahead of Assembly polls in Punjab.

Men with ISIS links brought to Kochi for probe KOCHI, JUL 24 (PTI): Two men, arrested from Mumbai for allegedly recruiting youths to ISIS, were brought here on Sunday as part of Kerala Police’s probe into a complaint that the duo radicalised youths from the state and forced them to join the terror outfit abroad. Arshi Qureshi and Rizwan Khan, arrested by Kerala Police in assistance with Maharashtra Police in two separate operations last week, were brought here by air and later taken to a destination under tight security for questioning, police said. While Qureshi, allegedly associated with controversial preacher Zakir Naik’s Islamic Research Foundation, was arrested on July 21, Khan was picked up from his residence at Kalyan in Thane district on Friday night. Both were produced in a local court, which sent them to transit remand till July 25. Kerala Police had traced Qureshi to Mumbai following a complaint lodged in Kochi by the brother of a young woman, who is suspected to have joined ISIS along with her husband.

Irreconcilable differences within NPF continue

(From p-1) getting NPF tickets for having stood by T.R.Zeliang and Dr Shurhozelie during the internal crisis. It is learnt many sitting NPF MLAs may not get party tickets and also those who had stood as party candidates in 2013. Part y veterans said that “implosion” within NPF cannot be ruled out and it was the reason why a number of MLAs and members have approached BJP to contest in 2018. The biggest gainer of the uncertainty appears to be the BJP whose officials exuded confidence that the part y would become a major player in 2018.

only museum in the country which is underground. This is an event based story telling museum, it is not a object based museum. “It reflects particular events of history which are connected with the Rashtrapati Bhavan. The story is told in digital format, through virtual reality and other digital interactive platform,” he said. Presenting history through various hi-tech mediums is the major highlight of the museum. One of the virtual reality experiences will take the visitors to 1931 and join Mahatma Gandhi as he comes out of the Viceregal House after signing the Gandhi–Irwin Pact. Replica of President’s study is also projected on the television which digitally gives the visitors a chance to feature with the Head of State.

Constable Mudasir Ahmad and a civilian, Sameer Ahmad Wani, who were injured in clashes that erupted in the Valley following killing of Hizbul Mujahideen commander Burhan Wani in an encounter on July 8, succumbed today. Mudasir is the second policeman to die in the violent clashes. On July 15, a mob pelted stones at police station Yaripora in Kulgam. During the stone pelting, suspected militants hurled a grenade at the police station, resulting in injuries to six personnel including Mudasir. Sameer Ahmad Wani, a resident of Khonmoh area of Pampore in south Kashmir’s Pulwama district, was injured during the violent clashes on July 10. He died during treatment at SKIMS Soura,

a police official said. Life in Kashmir has been paralysed since July 9, a day after Wani was killed in an encounter with security forces. Separatists have been spearheading the agitation and called for a march to Anantnag town tomorrow. The security grid has geared itself to ensure that the march does not take place, the police official said. He said police and CRPF personnel, who have already been deployed in strength at vulnerable spots across the Valley, have been directed to strictly implement the curfew and restriction. Over 5,000 civilians and security personnel have been injured in the violent clashes between protesters and security forces following Wani’s killing.

NEW DELHI, JUL 24 (PTI): Border guarding forces of India and Pakistan will hold their bi-annual DG-level talks on issues related to ceasefire violations, infiltration and digging of illegal tunnels along the International Border (IB) this week in Lahore. Officials said the meeting will take place on July 27-28 and senior officials from here, led by BSF Director General K K Sharma, will leave for Pakistan tomorrow. The other members of the 22-member Indian delegation will cross over from the Attari-Wagah land border at Amritsar. The last such meeting between the Border Security Force and Pakistan Rangers was held here in September last year. Officials said the IB has been “relatively less volatile” in nearly nine months since the last meeting between the two forces compared to the frequent ceasefire violations in Jammu and Kashmir in the early 2015. But infiltration and drugs smuggling continued to be a matter of concern.

A hop-on, hop-off tourist bus will also be flagged off by the President on the occasion of completing four years in office. Created in the area of 1, 30,000 square feet, the museum will be a new home to around 2000 artifacts that will tell the tale of the Rashtrapati Bhavan and the presidents of India, said science popularizer and museum maker Saroj Ghose. “This is the

official told journalists on Saturday. “The thing that would be very disruptive to confidence is if this becomes a highly confrontational process, he said. Other challenges threaten: a slowdown in the Chinese economy, as well as terrorist attacks and the failed coup in Turkey. Earlier this month, 84 people were killed in the French Riviera city of Nice when a Tunisian truck driver – suspected to be inspired by the Islamic State jihadist group – ploughed a 19-tonne vehicle through a holiday crowd. Last week a GermanIranian gunman -- believed not to be connected to the Islamic State group but “obsessed with mass killers -- shot dead nine people in the German city of Munich before killing himself. “We condemn, in the strongest possible terms, the recent terrorist attacks, the communique said. “We reaffirm our solidarity and resolve in the fight against terrorism in all its forms and wherever it occurs.

Philip Hammond -- who was seated in the front row of a group photo today – told reporters the subject had come up “a great deal. “The reality is there will be a measure of uncertainty continuing right up to the conclusion of our negotiations with the EU, he said. Before the meeting the International Monetary Fund (IMF) downgraded its forecasts for global growth this year and next by 0.1 percentage point, to 3.1 percent and 3.4 per cent respectively. “’Brexit’ marks the materialisation of an important downside risk to global growth, IMF staff said in a report ahead of the meeting, adding that as it was “still very much unfolding, more negative outcomes are a distinct possibility. Officials in Chengdu said protracted or acrimonious talks between the EU and Britain over the departure could heighten the dangers. “It won’t mean that they’ll get there in a week or a month. CHENGDU (CHINA), JUL 24 (AFP): Britain’s vote to leave the European Union heightens risks for the world economy, finance chiefs from the G20 group of leading countries said on Sunday. The outcome of last month’s referendum “adds to the uncertainty in the global economyâ€?, they said in a communiquĂŠ after a meeting in China. But they insisted that EU member countries were “well positioned to proactively address the potential economic and financial consequencesâ€? of the vote, adding: “In the future, we hope to see the UK as a close partner of the EU.â€? The G20 cited several other factors complicating the global economic environment, among them “geopolitical conflicts, terrorism, and refugee flowsâ€?. But participants said Brexit was at the forefront of concerns at the meeting in Chengdu, the last before the grouping’s annual summit in the Chinese city of Hangzhou in September. (APMC) Act requires farmers to sell their produce only to middlemen approved by the government in authorised Mandis. The Consumer Affairs Secretary has invited states’ attention towards the action plan adopted for this purpose at the states food ministers’ meeting held in May this year. “States have also been requested to consider a pricing policy for pulses and such other essential food items under Section 3(2) (c) of the Essential Commodities Act and to make it enforceable for all the stake-holders to cap the prices of essential commodities, the statement said. Hem Pande also asked the states to implement the Price Stabilisation Fund Scheme for market intervention to enhance availability and check prices of essentials. States have been asked to create a robust information management system of prices, production, availability, unscrupulous trading, hoarding, black marketing and to strengthen the price monitoring cells to have the ground zero information available on a daily basis.

that we are a services economy and services do contribute about 60 per cent of our national GDP, he further said. Speaking about the promotion of higher education by private sector, he said it was unimaginable 20-25 years ago. He said the population in India can become advantageous if they are trained and converted as human resources. “We have one of the largest population in the world. And one important change that is taking place is that population in most developed countries is contracting. They have an ageing problem. They do not have even have adequate number of people to manage their own systems. What do we do with this large population? Obviously education plays a very important role to create human resource. That human resource is not only useful to India but to the whole world, he said. According to him, as the country grows, the desire of people to get career outside the government increases as in a narrower economy everybody looks for a job in the government. “But 20-25 years ago I would not have imagined that such large credible educational institutions or private educational establishments (to come up). Institutions at school level can come up, but at higher educational level was never anticipated, he said.

NEW DELHI, JUL 24 (IANS): The Centre has urged states to remove all local taxes and consider capping the prices of pulses, edible oils and other essential commodities to help make these available at “reasonable prices. States have also been requested to keep a close watch on hoarding and black-marketing of essential commodities in view of the coming festival season, said a statement issued on Sunday by the Ministry of Consumer Affairs, Food and Public Distribution. “In a letter written to Chief Secretaries, Hem Pande, the Secretary of Department of Consumer Affairs, has asked the states to take up market intervention on a real time basis and to review APMC Acts on priority to delist pulses and other essential food items so that farmers can sell their produce at any place of their choice, said the statement. “It will ensure reasonable prices for consumers and also fetch better prices for farmers, it said. HYDERABAD, JUL 24 (PTI): Indian agriculture sector, which contributes about 16 per cent to the nation’s GDP is grossly “underemployed, Finance Minister Arun Jaitley on Sunday said. Speaking at the inaugural ceremony of Symbiosis International University campus at Kothur in Mahaboobnagar District, Jaitely said population in some of the developed countries is contracting and the trend may present opportunities to the Indian youth if they are trained well. “Agriculture in India barely gives to agriculturists subsistence. In fact, people are already underemployed there. We can’t afford to have 55 per cent of people in agriculture contributing 16 per cent to the national GDP. That creates inequalities. In terms of manufacturing, our aspiration is that it should be about 25 per cent of our economy. And therefore we lost the opportunity when the first industrial revolution came, we lost the opportunity when the second and third industrial revolution came... that is lowcost manufacturing, he said. According to the finance minister, China and other Asian economies benefited more than India. “Now it seems that fourth industrial revolution is there for India to catch up... hopefully we may... but we are not sure. “The hard reality is

People in agriculture underemployed, says Jaitley

While Jaitley has indicated his openness in scrapping the 1 per cent additional tax after a panel headed by Chief Economic Advisor Arvind Subramanian favoured it, the issue needs to be discussed with the manufacturing states. In order to mobilise support from regional parties for the long-pending indirect tax reform, Jaitley met Bihar Chief Minister and JD(U) leader Nitish Kumar and courted senior leadership of Andhra Pradesh and Telangana over the weekend. The government is counting on regional parties to push through the legislation in the Rajya Sabha. After meeting Jaitley last week, Bihar Chief Minister and JD(U) leader Nitish Kumar is backing the government’s move of not putting the tax cap in the Constitution amendment Bill. The TMC and the BJD have already extended their support.

On Friday, while listing out government business for the week beginning July 25, Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi told the Rajya Sabha that the GST Bill will come up for discussion next week. “(This is for) further consideration and passing of the Constitution 122nd Amendment Bill, 2014, as passed by the Lok Sabha and as reported by the Select Committee of the Rajya Sabha, he said in the Upper House. The Congress, which originally mooted GST in 2009 to replace all indirect taxes, has been demanding that the overall rate be capped at 18 per cent and scrapping of an additional 1 per cent tax designed to compensate manufacturing states that fear losing out on revenue. It also wants an independent mechanism to resolve disputes between states over revenue sharing.

NEW DELHI, JUL 24 (PTI): Government is likely to list the much-delayed GST Bill for discussion in the Rajya Sabha this week after Finance Minister Arun Jaitley meets state finance ministers on Tuesday. Jaitley, who has been engaged in back-channel negotiations with Congress leaders to get the main opposition party on board, will discuss proposed amendments to the GST legislation passed by the Lok Sabha at the meeting of the empowered committee of state finance ministers. The meeting may take up changes as demanded by the Congress in the constitutional amendment Bill, including one for scrapping of one per cent additional tax in hands of the states, official sources said. The Goods and Services Tax (GST) Bill will be listed for discussion in the Rajya Sabha after taking on board views of the states.

China rain dead toll crosses 250

Beijing, Jul 24 (PTI): Over 250 people have been killed or missing in heavy torrential rains and floods that have wreaked havoc in China with about 2.5 lakh people still trapped in the central Hubei Province. While the floods have claimed 114 lives with 111 missing in Hubei province during the past few days, 18 others have died with nine others listed missing in Anyang city, Henan Province. In the devastation caused by torrential rains, the death toll has gone up to 132 and of the number of those missing to 120. Last week’s rain in Henan brought floods and disrupted traffic, power and telecommunications. Anyang was among the worst-hit where 192,700 people were evacuated and 54,600 hectares of crops were damaged. More than 35,000 houses collapsed. The city government has allocated 360 million yuan (USD 54 million) for disaster relief. Relief supplies including bottled water, food, quilts and tents were airdropped to eight villages which have been cut off by road. More than 300,000 people have been involved in the rescue efforts. Over 6.8 lakh people have been affected and 10 townships swamped following continuous heavy rainfall from July 18 to 20, Tianmen city government in the Hubei Province said. Over 500 soldiers, 1,000

nomic losses of over 16 billion yuan (USD 2.4 billion). The worst-hit Daxian Village of Xingtai City was almost empty after a flash flood swamped it early Wednesday. At least 8 villagers were killed and one missing. “I heard people yelling ‘flood’ at about 2:30 AM. I woke up my wife and children and rushed out of door immediately. In no time the water level was above my waist,” said Zhang Erqiang, a local villager. “My wife and I panicked and we climbed to a tree, and

stayed there for several hours until rescuers arrived in the morning,” Zhang said. “But our daughter and son were washed away and their bodies were just found,” he said. The news of heavy casualties in Xingtai, just 400km south of Beijing, only began emerging over the past 24 hours when thousands of local residents took to the street to protest against the alleged belated disaster warning and ineffective rescue efforts, the Hong-Kong based South China Morning Post reported.

Pakistan daily slams PM for rhetoric remark

Trump hits out at Clinton and Kaine

Islamabad, Jul 24 (PTI): Describing Prime Minister Nawaz Sharif ’s rhetoric about accession of Kashmir to Pakistan as “wishful thinking”, a leading Pakistani daily today said statements like these will invite “more trouble” for the country as well as for the Kashmiri people. “It has become a norm for politicians to make unrealistic claims and repeat popular phrases for getting votes... Talking about Kashmir’s accession with Pakistan is easy but nobody knows how it will happen,” the Daily Times said in an editorial referring to Sharif ’s recent statement that Pakistan is waiting for the day when Kashmir becomes its part. Slamming the prime minister’s statement as mere “rhetoric”, it said that politicians utter these statements to win the masses’ support and the people continue to suffer due to this mentality. “Pakistan’s official stance on Kashmir is that it extends all-out moral support to Kashmiris’ struggle for freedom, and will continue to raise its voice for their right to self- determination at every platform. This stance is commendable but making statements about the accession of Kashmir without any clear policy seems inappropriate,” it said. By uttering these words, in fact, the prime minister is challenging the authority of India and inviting more trouble not only for Pakistan but Kashmiris also, it said.

Making an impressive debut on the campaign trail, Democratic vice presidential candidate Senator Tim Kaine today accused Republican presidential nominee Donald Trump of wrecking lives “wherever he goes” and asked Americans not to let it happen with them. Kaine, the junior Senator from Virginia, on Friday was selected by Democratic presidential candidate Hillary Clinton as her running mate. “From Atlantic City to his so-called university, he leaves a trail of broken promises and wrecked lives wherever he goes. We can’t afford to let him do the same thing to our country,” 58year-old Kaine told a cheering crowd in Miami, Florida in his maiden speech as Clinton’s running mate. The two would be formally accepting the nomination at the Democratic National Convention in Philadelphia this week. “We can’t afford to let him do the same thing to our country. And folks, we don’t have to – because Hillary Clinton is the direct opposite of Donald Trump,” Kaine said with Clinton standing by his side. The two leaders made a joint first appearance in Miami after Friday’s announcement. “Hillary Clinton, she doesn’t insult people, she listens to them. What a novel concept, right? She doesn’t trash our allies, she respects them. And she’ll always have our backs – that is something I am rocksolid sure of,” he said.

Washington, Jul 24 (PTI): Republican presidential candidate Donald Trump today hit out at his Democratic rival Hillary Clinton and her running mate Tim Kaine, saying they “do not look presidential” as he claimed that enemies like ISIS are “drooling” over their nomination. “Just saw crooked Hillary and Tim Kaine together. ISIS and our other enemies are drooling. They don’t look presidential to me!” Trump said on twitter as he posted a series of tweets wherein he described Kaine as a job killer. “Tim Kaine has been praising the Trans Pacific Partnership and has been pushing hard to get it approved. Job killer!” he said. The four-day Democratic National Convention is being held in Philadelphia from July 25. “Funny that the Democrats would have their convention in Pennsylvania where her

husband and she killed so many jobs. I will bring jobs back!” Trump said. “Crooked Hillary Clinton has destroyed jobs and manufacturing in Pennsylvania,” he tweeted. He alleged that “Kaine is, and always has been, owned’ by the banks”. “Bernie supporters are outraged, was their last choice. Bernie fought for nothing!” he said. “The Bernie Sanders supporters are furious with the choice of Tim Kaine, who represents the opposite of what Bernie stands for. Philly fight?” he said in another tweet. Trump alleged that Kaine that took hundreds of thousands of dollars in gifts while Governor of Virginia. Meanwhile, his campaign announced that Trump and his running mate Mike Pence would hit the election trail tomorrow with Town Halls in Virginia and Pennsylvania, and campaign rally in North Carolina.

Razak to strengthen ties with India Munich gunman ‘obsessed’ Ghani vows for revenge as Kabul mourns with mass killings: Officials

Munich, Jul 24 (AFP): The teenager who shot dead nine people in a gun rampage in Munich was “obsessed” with mass killers like Norwegian rightwing fanatic Anders Behring Breivik and had no links to the Islamic State group, police said. Europe reacted in shock to the third attack on the continent in just over a week, after 18-year-old David Ali Sonboly went on a shooting spree at a shopping centre on Friday in what appears to have been a premeditated attack, before turning the gun on himself. Officials said Sonboly, a German-Iranian student, had a history of mental illness. Interior Minister Thomas de Maiziere said the teenager had likely hacked a girl’s Facebook account and used it to lure victims to the McDonald’s outlet where he began his rampage. “There is absolutely no link to the Islamic State,” Munich police chief Hubertus Andrae said, with prosecutors describing the assault as a “classic act by a deranged person”. Investigators see an “obvious link” between Friday’s killings and Breivik’s massa-

cre of 77 people in Norway exactly five years earlier, Andrae added. Chancellor Angela Merkel said Munich had suffered a “night of horror”. Most of the victims in Friday’s attack were young people, with three aged just 14, police said. Munich prosecutor Thomas Steinkraus-Koch said Sonboly had suffered depression, but voiced caution over reports he may have undergone psychiatric treatment. The teenager had 300 rounds of ammunition in a rucksack when he targeted the busy Olympia shopping mall, just minutes away from the flat he shared with his family, according to authorities. Police are investigating how he managed to obtain his weapon, a 9mm Glock pistol with a defaced serial number. Germany’s bestselling Bild newspaper pointed out that a Glock pistol was also among the firearms used by Breivik. In the grieving city of Munich, residents laid roses and lit candles in memory of the victims, with one placard bearing the simple plea: “Why?”

Kuala Lumpur, Jul 24 (PTI): Malaysian Prime Minister Najib Razak has vowed to strengthen trade ties with India and pay “great attention” to helping the Indian diaspora in the multi-ethnic nation. “I believe in developing this country on an inclusive basis. I will pay great attention to helping the Indian community,” Najib said at the launch of the 1st World Kongu Tamilar Conference here last evening. Ethnic Indians form eight per cent of Malaysia’s 28 million people. He said the government’s continuous efforts had helped preserve and safeguard the

Tamil community’s language and culture in Malaysia. Students in Malaysia have the opportunity to learn Tamil right from pre-school level to tertiary level. Najib said the government had approved the establishment of six new Tamil primary schools, in addition to the 524 such existing schools in the country. “Tamil language and Tamil literature are also taught at secondary schools. Our national Tamil radio, Minnal FM has 24-hour broadcast in Tamil and there are at least six Tamil dailies,” he noted. The event was organised by the Malaysia Kongu Tamilar Association, which repre-

Lahore, Jul 24 (PTI): Five Taliban militants who were plotting to attack government installations and personnel of law enforcement agencies have been killed in an encounter by security forces in Pakistan’s Punjab province. Acting on a tip-off, a team of the Counter Terrorism Department (CTD) raided the terrorists’ location near Kurd Chowk in Rojhan tehsil of Rajanpur, some 400 km from Lahore, late last night, police said. “A CTD team accompanied by the Rajanpur police raided the terrorists’ hideout during which they opened fire and threw handgrenades at the team,” said a spokesperson of CTD, Punjab Police. “The raiding team returned fire and when guns fell silent, five of the attackers were found dead,” he added. He claimed the five terrorists were killed in firing by their accomplices. “Two to three suspects managed to escape taking advantage of darkness,” he said. The spokesman further said the terrorists were “planning to attack government installations and personnel of law enforcement agencies”.

“The dead terrorists have been identified and they belonged to the banned Tehreek-i-Taliban Pakistan and Lashkar-i-Jhangvi,” he said. In a separate raid, police arrested three suspected

terrorists today in township here. According to the CTD, police and CTD personnel raided the hideout after being alerted about the suspected terrorists and arrested

Ashra Ghani areas of Afghanistan. Ghani renamed the site of the attack as “Martyr’s Square”. It remained littered with scorched metal, charred flesh and forlorn personal items including shoes, ID cards and protest banners with messages such as “Don’t eliminate us”. Many protesters defiantly camped there overnight, holding candlelight vigils and reciting Koranic verses even though the government announced a 10-day ban on public gatherings on security grounds. The wounded overwhelmed city hospitals, with reports of blood shortages and urgent appeals for donors swirling on social media. IS, which controls territory across Syria and

Iraq, claimed the bombings in a statement carried by its affiliated Amaq news agency, calling it an attack on a “gathering of Shiites”. The devastating attack in the capital represents a major escalation for IS, which so far has largely been confined to the eastern province of Nangarhar where they are known for brutality including beheadings. The Afghan government is currently in the middle of an operation backed by NATO airstrikes against IS in Nangarhar, after Ghani earlier this year claimed that the group had been defeated. NAT O t h i s m o n t h claimed that the group’s influence was waning as it steadily lost territory, with their fighters largely confined to two or three districts in the province from around nine in January. “There is no doubt that IS is under intense pressure in Nangarhar, and they are desperate to reassert themselves with attacks such as the one in Kabul,” analyst Ahmad Saeedi told AFP. The Taliban, who are in the middle of their annual summer offensive and are more powerful than IS, strongly denied any involvement in Saturday’s attack.

Dhaka, Jul 24 (PTI): Bangladesh police today arrested four suspected women operatives of homegrown militant group Jamaatul Mujahideen Bangladesh (JMB) blamed for the country’s worst terror attack on a cafe here in which 22 people, mostly foreigners, were killed. “We arrested the four women workers of JMB raiding a den of the outfit,” a police officer told PTI. The four were arrested in northwestern Sirajganj district. Police also seized grenade manufacturing materials, six homemade bombs and several jihadi books from the hideout during the raid. Their arrest came days after police arrested a woman in connection the July 1 terrorist attack on the Holey Artisan Bakery here. Mass circulation Protom Alo newspaper quoting unidentified “sources” familiar with the investigation that she was previously known to at least one of the attackers. The woman was arrested after elite anti-crime Rapid Action Battalion (RAB) released a video footage of four suspected terrorists, including a woman, believed to be directly linked to the July 1 Islamist attack. The attack left 22 people, including 17 foreigners, dead.

Kabul, Jul 24 (AFP): Kabul was plunged into mourning today after the deadliest attack in 15 years killed 80 people and left hundreds maimed, reigniting concern that the Islamic State group was seeking to expand its foothold in Afghanistan. Tempers were frayed a day after the twin bombings that tore through crowds of Shia Hazara protesters, as many anxiously searched hospitals and morgues, looking among the mutilated bodies for missing relatives. The attack in the majority Sunni country highlighted the risk of sectarian disharmony in a nation that has largely avoided the bloody strife between Sunnis and Shias across much of the Muslim world. “I promise you that I will avenge the blood of our loved ones on the perpetrators of this crime, wherever they are,” President Ashraf Ghani said, declaring a national day of mourning. The bombings occurred as thousands of Hazara protesters had gathered to demand that a multi-million-dollar power line pass through their electricitystarved province of Bamiyan, one of the most deprived

From 2003 to 2015, trade increased by more than four-fold. Last year, India was Malaysia s tenth largest trading partner. Najib said thousands of jobs were created in local manufacturing projects with Indian participation.

And that describes this Diana,” Gadot said. The trailer’s official description said: “Before she was Wonder Woman, she was Diana, princess of the

Hamilton wins Hungarian MDBA selects 23 players for badminton c’ship Wrestler Narsingh fails dope Grand Prix to claim overall lead test, Rio Olympics in doubt

N ew D elhi , J u l 2 4 (Agencies): Rio-bound wrestler Narsingh Yadav has reportedly tested positive for a banned substance. Though NADA was initially dragging its feet over announcing the development officially, sources in the Wrestling Federation of India have confirmed the news. According to TOI, NADA, India’s anti-doping agency later confirmed the news. “Narsingh tested positive for a banned steroid,” NADA Director General Navin Agarwaltold news agencies. “His B sample was also found to be positive. Narsingh was personally present when his B sample was opened,” added the NADA chief. Narsingh had given blood samples for testing on July 5, before he left for Spain to take part in an invitation tournament — a warm-up event for the wrestlers ahead of the Olympics. The report of his ‘A’ sample test came out positive. Later, he was called for his ‘B’ sample test, which also returned positive. “He appeared before a disciplinary panel yesterday. The panel sought for more reports regarding the matter. We will proceed further and I am hoping that the panel will proceed quickly,” added the DG. On whether the 74-kg freestyle wrestler would now miss the Rio Olympics, NADA felt it was still a bit early to speculate. “It is too early to comment in that regard. We will try to com-

Narsingh Yadav plete the whole thing quickly. I cannot speculate on that.” Within the wrestling circles, there is disbelief. While chief coach Jagminder would not take calls all morning, a Wrestling Federation of India official confirmed the news on condition of anonymity. “I got the news last night that there is inconsistency in the sample given by Narsingh before he left for an invitational tournament in Spain earlier this month,” said an official. “Since it is a holiday today (Sunday) we are yet to receive any official intimation about it from NADA. That will happen tomorrow (Monday) and we are confident about Narsingh being clean and will retest him to make things clear.” But typically, the Indian Olympic Association was the last to know of the development. “We are yet to receive anything on Narsingh from NADA, WADA or even the WFI,” IOA secretary Rajeev

Mehta said. Mehta added that, “The Olympic organising committee is in touch with IOA to know about the development.” With the controversy surrounding Narsingh’s selection for Rio over double Olympic medalist Sushil Kumar, this current development has spun a few conspiracy theories and many in the wrestling federation doubt that the whole episode is a result of sabotage from “Sushil’s wellwishers”. “With the stakes so high, I doubt if Narsingh would have done something as stupid as using a banned substance,” said a coach. “One has to look at his history as well. He has been a clean wrestler in his 10-year international career. And the tournament in Spain is insignificant as far as performance is concerned. So why would he dope? This creates a lot of doubt.” The coach hinted that ever since the controversy and court fights surrounding the selection between Narsingh and Sushil erupted, things have been very hard for the Maharashtra wrestler. Police security was given to Narsingh and he was also under tremendous mental pressure. “This dope cloud will further weaken his resolve,” added the coach. “This will hopefully be cleared and Narsingh will get a clean chit before the team heads out for the final preparatory camp and then Rio. Retest will be done, of course.”

In true Formula One style, Hamilton sprays champagne over his mechanics following his comfortable victory in Hungary.

B U D A P E S T, J u l 2 4 (Agencies): Defending champion Lewis Hamilton produced a trademark triumph of pace and panache to win Sunday’s Hungarian Grand Prix ahead of his Mercedes team-mate Nico Rosberg and replace him as leader of this year’s world title race. Hamilton outpaced polesitter Rosberg at the start and then controlled the 70 laps with a mixture of speed and flawless judgement in sweltering heat at the Hungaroring circuit. His victory completed a hat-trick of successes in consecutive races, was his outright record fifth in Hungary, his fifth of the season and the 48th of his career. Rosberg came home se ond ahead of Daniel Ricciardo of Red Bull, fourtime champion Sebastian Vettel of Ferrari and Dutch teenager Max Verstappen in the second Red Bull. Kimi Raikkonen was sixth in the second Ferrari ahead of two-time champion Fernando Alonso of McLaren and Carlos Sainz of Toro Rosso,

Valtteri Bottas of Williams and Nico Hulkenberg who was 10th for Force India. Hamilton’s win increased his points total to 192, six more than Rosberg as Ricciardo moved up to third. “Awesome race Lewis, mega result,” said his Mercedes engineer on team radio. “Well done mate. Fantastic drive.” Hamilton responded generously. “As always, thank you guys, so much, for your had work all weekend. This is a great result for the team.” A f t e r t h e d e l u ge i n Saturday’s qualifying, the race began in searing heat with air temperatures of 32 degrees Celsius and a track temperature of 52 degrees. Hamilton made a flawless start to pull alongside Rosberg while Ricciardo surged forward on the outside in the run up to Turn One. As they tur ned in to the descending right-hander, Ricciardo attacked and briefly led before Hamilton responded as the front five squeezed through a sweeping trio of corners.

The running shoes are quite expensive, and I request the state government to provide a set of tracksuit and a pair of running shoes so that I could give my best performance,” Dutee said. “I feel sad when I ask for help from the government. I have brought laurels to the state and the country. Then why should I request for help? I feel like a beggar. The government should provide assistance on its own, but I have to beg before it,” she rued. It was a remarkable comeback for the young athlete who has battled adversity all her life. Hailing from a poor family of weavers from Gopalpur village in Jajpur district of Odisha, the athlete has defeated all obstacles to reach the pinnacle of her sport. Just two years back she was banned for an indefinite period under the guidelines of the International Association of Athletics Federations (IAAF) that debar athletes with hyperandrogenism -- excessive but naturally occurring testosterone -- in the women’s category. The then 18-year-old had won two gold medals at the Asian Junior Athletics Cham-

The decisions by the AFI and IAAF were widely criticised as an affront to Dutee’s privacy and human rights. To her credit, despite seeing the entire world crashing all around her, Dutee did not give up. She won the right to compete again only in July last year after a landmark legal battle at the Court of Arbitration for Sport (CAS). The saves were to prove crucial as India came out quicker in the second quarter, creating a flurry of chances in the opening exchanges. Ajay capitalised on some slack defending from Scotland to extend India’s lead to 2-0 heading into half-time. India won a stroke early in the third quarter and Varun Kumar made no mistake from the spot firing India into a three-goal lead. Desperate to reduce the scoreline, and the threat of a defeat imminent, Scotland started pushing forward in numbers and holding the ball in the midfield. India’s defence held strong though and the scoreline remained 3-0 heading into the final break. The trend continued in the final quarter. A couple of quick penalty corners were smartly denied by Suraj in India’s goal, before Varun scored his second of the match to put any hopes of a Scotland comeback on hold. With the game headed to the hooter, Gurjant added a fifth to India’s tally. But Dutee is the first Indian woman athlete to qualify since qualification standards were introduced at the 1988 Seoul Olympics. The gutsy athlete is now dreaming of competing with the best in the world in Rio and is busy rooting out the weak points in her armour. “I got qualified for the Rio Olympics after the fourth try. I realised that my weakness is the last 20 metres in the race. My muscles get tightened affecting the speed during running. I’m working on overcoming it,” she remarked. Dutee had wanted to undergo a training stint in the US which ultimately never happened due to government indifference and believes that her Olympic qualification would have come much earlier if the stint had materialised. “Now my focus is on the Rio Olympics. Since only a month is left for the Olympics, I don’t have any special training plan. I would continue the practice in Hyderabad. As the Olympics village would be opened 10 days before the main event, I will travel to Rio on July 30 to get acclimatised with the condition,” she said.

Ajay scored both of his goals inside the first 30 minutes as India went into the halftime with a 2-0 lead. Even though it has no effect on my career, it affected my training,” Dutee said. “I had to run from pillar to post during those turbulent times, and I had to go through mental agony. I am glad that I am back on track”. “Thankfully, I had people like my coach (N. Ramesh) and Payoshini Mitra (gender rights activist) to guide me all along. I would have never returned to the track had they not stood by me,” Dutee added. Dutee’s perseverance finally bore fruit earlier this month when she earned an Olympic berth in the heats at the XXVI International Meeting G Kosanov Memorial in Almaty, Kazakhstan. Not only did she beat the qualifying mark of 11.32 seconds, she also established a new national record with a time of 11.30 seconds. Indian hockey team leaves for Rio Olympics Bengaluru, Jul 24 (IANS): The Indian men’s hockey team departed for Madrid in the early hours of Sunday where they will play two friendly matches against Spain before heading for the Rio Olympics. “It’s heartening to see the kind of support we are getting ahead of the Olympics. This will only motivate us to do better,” said captain P.R. Sreejesh, who successfully led the Indian team to a historic Silver medal at the Champions Trophy. “We hope to gain some match practice in Madrid. We leave for Rio on July 29 from Madrid. The boys are upbeat, well prepared and eager to start the tournament.” he added. The Indian team underwent a grueling 10-day national camp here, where the focus was on getting the finer details right. “The team is eager and ready to challenge ourselves. In the lead-up to the Olympics, we have shown some really good performances. It shows the ability of this team against the top sides in the world. Now the idea is to

show and prove that it was not a one-off,” chief coach Roelant Oltmans stated ahead of the team’s departure. “We still have to show that we can repeat such a performance in every match at the Olympic Games. Our challenge is to do our best every day in Brazil. If we’re able to do so we stand a good chance of a medal,” he said On Saturday, the players were given a grand send off by Hockey India at the Lalit Hotel here. The lunch was hosted by Hockey India CEO Elena Norman along with Hockey Karnataka chief S.V.S. We can’t take anyone lightly. We have our strategy for each team. These are our wellguarded secrets, of course. But we have got a basic structure on the field. For every team and players, we will tackle that with our strategy.” Sreejesh said.

NEW DELHI, Jul 24 (IANS): Dutee Chand is sprinting hard and she has her aim set -- the coveted gold medal at the Rio Olympics where she would compete in the 100-metre event, the first Indian woman to do so in 36 years. Dutee has brought her chequered career back on track by clinching Olympic qualification earlier this month with a national record. This 20-yearold from Odisha is now aiming to do what no Indian athlete has managed so far -- win a gold medal at ‘the greatest show on earth’. “I will compete with the best sprinters in the world. So, I am taking rigorous training and devoting all my time towards better performance and clinch the gold medal at the Olympics,” Dutee said in an interview. “Even though it is not very easy to win a medal at the Olympics, I will put in my heart and soul and ensure that I give my best,” she added. However, the ace sprinter is unhappy with the lack of support from the government and asserted that more should be done to encourage Indian athletes. “Odisha Chief Minister (Naveen Patnaik) wished me for the Olympics. Chopra 1st Indian to set Mumbai 5’s crowned champions of Premier Futsal world record in athletics

Neeraj Chopra, who has set a world record, also won gold at 2016 South Asian Games.

BENGALURU, Jul 24 (Agencies): Neeraj Chopra, javelin thrower, set a new junior world record en route to winning the gold medal at the IAAF World Under-20 Athletics Championship at Bydgoszcz, Poland, on Saturday. His effort of 86.48m is the first world record ever by an Indian in athletics. The earlier record was held by Latvian Zigismunds Sirmais. This is also the first time an Indian has won a gold at any World Athletics Championships.

“I would like to improve by performance. If I had qualified for Olympics, my joy would have been more,” Chopra told NDTV. “When the spear left my hand on that second throw, I had a feeling that this was a special throw. I don’t think I expected it to go over 86 meters but since the last couple of months, I have worked hard on my fitness, my technique and it all paid off today,” Chopra said after his world record performance.

Neeraj, who hails from Panipat, Haryana, began the event strongly, logging a throw of 79.66 meters in his first attempt which put him in lead, albeit provisionally. South Africa’s Grobler’s attempt of 80.59 meters took away the lead from Neeraj, but it was all too brief. Neeraj roared back with a massive throw of 86.48 meters, one that allowed him to retake the lead in comfortable fashion. Neeraj had earlier made the cut for the finals of the event with a best effort of 78.20 meters in the qualification round. Chopra’s throw is the eighth best among all javelin throwers this year. He is also ahead of defending Olympic gold medalist Keshorn Walcott of Trinidad and Tobago, whose best in 2016 is 86.35m. Anju Bobby George, long jumper, is the only Indian to have won a medal in the senior World Championship, a bronze medal in 2003. West Indies reach 76/2 against India

India’s wicketkeeper Wriddhiman Saha, second from left, unsuccessfully appeals for the wicket of West Indies’ Marlon Samuels, left, during day four of their first cricket Test match, Sunday. (AP/PTI) Antigua, Jul 24 (IANS): The West Indies continued their battle in the first cricket Test against India as they reached 76/2 in their second innings during the rain-shortened morning session of the fourth day here on Sunday. Opening batsman Ra-

jendra Chandrika (22 not out) and veteran Marlon Samuels (39 not out) forged an undefeated 55-run stand following the dismissal of Darren Bravo (10) early in the morning. The match was halted due to rain half an hour before the end of the first session,

forcing an early lunch, as the West Indies, who were on Saturday bowled out for 243 in their first essay, were battling to avert an innings defeat -- still trailing by 247 runs. Resuming the day at 21/1, the West Indies received a big blow in the first over of

the day when left-handed overnight batsman Bravo edged an away-moving delivery from pacer Umesh Yadav to wide third slip fielder Ajinky Rahane, who dived low to his left to pluck a brilliant catch. It was just the start the Virat Kohli-led visitors wanted and the wicket further boosted their confidence. However, the home batting duo of Chandrika and Samuels came out with strong resistance to deny India any more wickets at the Sir Vivian Richards stadium. While Chandrika was all about doggedness and determination as he played 84 deliveries for 22 not out, Samuels, 35, showed the way for the West Indies with attacking intent. Samuels took the attack to the opposition and hit nine fours among the 51 deliveries he faced so far. Indian pacer Ishant Sharma tested him early with rising deliveries but he fended them with determination -twice spanking them through the covers for fours. Indian bowlers also made the fault of bowling much outside the off stump as Samuels and Chandrika found them comfortable.

Mumbai 5’s were on Sunday crowned inaugural Premier Futsal champions.

in the quarter, it was brilliant co-ordination between Chaguinha and Moraes which helped them score the first goal of the game to take the lead in the 8th minute. Mumbai too had their chances, but missed them narrowly on occasions, especially one by Ryan Giggs. Chaguuinha evaded the Mumbai defence and sent a pass to Moraes who netted the ball. In the second quarter, Kochi got another free kick but failed to convert it. The highlight of the quarter was Kochi’s strong defence, which stood like a wall between the oppo-

nents and the goal and ensured that their lead remained. In the third quarter, a desperate Mumbai 5’s, with Giggs back in action, looked more aggressive. On an occasion, Giggs failed to score with only the keeper to beat. Kochi had some counterattacks but were unable to extend their lead. It was again Kochi goalkeeper who saved some direct hits by Mumbai players. Mumbai got a free kick but it yielded no result. Some of their shots were too wide as the score board remained at 1-0. In the fourth and decisive

quarter, Mumbai again missed a free kick. Though they were much more aggressive in a bid to score, Kochi’s keeper continued to do what he did the best, save hits. Mumbai changed their strategy and were near

Kochi goal post. The strategy worked as Angellot scored the equaliser which eventually played a key role in his team’s win. Giggs lifted the trophy as his team-mates erupted in joy.

Russia escapes total Rio ban London, Jul 24 (Agencies): Russia will not receive a blanket ban from Rio 2016 following the country’s doping scandal. The International Olympic Committee (IOC) will leave it up to individual sports’ governing bodies to decide if Russian competitors are clean and should be allowed to take part. The decision follows a report in which Canadian law professor Richard McLaren said Russia operated a statesponsored doping programme from 2011 to 2015. Wo r l d A n t i D o p i n g Agency (Wada) president Sir Craig Reedie said previously his organisation, which commissioned the McLaren report, wanted the IOC to “decline entries for Rio 2016 of all athletes” submitted by the Russian Olympic and Paralympic committees. December 2014: A German TV documentary alleges as many as 99% of Russian athletes are guilty

of doping. Wada announces an independent commission to investigate the allegations. November 9, 2015: Russia should be banned from athletics completion and were guilty of state-sponsored, systemic doping practices, says Wada’s independent commission. November 13, 2015: IAAF provisionally suspends Russia’s athletics federation from international competition. June 27, 2016: 67 Russian athletes appeal against their bans from this summer’s Rio Olympics to the Court of Arbitration for Sport (Cas). July 18, 2016: Wada’s McLaren report claims Russia operated a state-sponsored doping programme for four years across the “vast majority” of summer and winter Olympic sports. July 21, 2016: Cas rejects the appeal of Russian athletes who attempted to overturn their suspension from this summer’s Olympics.
