Lockdowns in Kohima and Dimapur July 25-31 in Kohima (total), July 26 to AugUST 2 in Dimapur (partial)

KOHIMA/DIMAPUR, JUL 23 (NPN): The District Task Forces (DTFs) of Kohima and Dimapur on Thursday decided to impose total lockdown and partial lockdown respectively in the two districts. During an emergency meeting of DTF Kohima, it was decided to impose a seven-day total lockdown under Kohima municipal areas (19 wards) from July 2531. However, in Dimapur, the DTF during its meeting decided to impose partial lockdown from July 26 till August 2, with stringent measures in place. The lockdowns were being imposed in order to enhance active surveillance by the respective district medical teams and to ensure more comprehensive contact tracing, early detection of suspected cases and isolation measures so as to slow down the chain of transmission process and to further contain the spread of COVID-19 infection. Accordingly both the deputy commissioners-Gregory Thejawelie (Ko-

hima) and Anoop Khinchi (Dimapur) have issued lockdown measures to be strictly followed by all. “Unless each and everyone comes forward and act accordingly, other measures we may adopt, but that is not the solution, when the general public have certain changes in behaviour that can really be a good approach in fighting against COVID-19,” DC Kohima said. He said the district administration was concerned about COVID-19 cases being detected from outside the quarantine centres.

Lockdown measures for Kohima town areas

1. All public movement is prohibited, except on rare Medical Emergencies. 2. All categories of Shops are to strictly remain closed during the total lockdown period, except for Pharmacies outside the sealed area. 3. All religious places should remain closed. Religious services and congregation is strictly prohibited. 4. Movement of all

commercial and private vehicles are prohibited, except for unavoidable Medical Emergencies. 5. Gathering of people at public places within the residential areas in Ward/ Colonies/villages is prohibited. 6. Marriages are not allowed during this total lockdown period. 7. Funeral/last rites related gatherings shall ensure social distancing and the maximum number of people allowed shall not exceed more than 20 people. 8. Inter State, Inter-district and inter village movement is restricted. However, movement of medical emergency cases and essential goods and services with proper safety measures in place will be allowed. Exemptions: District administration, police, paramilitary/army, medical, chief minister’s office, Raj Bhavan staffs, Treasury, Prisons, Kohima Municipal Council, PHED, Power, NIC, DIPR, NSDMA, Fire & Emergency Services, HG &CD, Food & Civil Sup-

ply, Social Welfare, IT&C, AIR, Doordarshan, Medias, Medical Hospitals, Clinics & Nursing Homes, BSNL & Private Telecom services, Internet service providers, Banks with minimal staffs & ATMs, petroleum outlets & LPGs, Quarantine centres, Bethel Kitchen, persons/ patients with medical emergencies and those person/ individual involved in authorized Covid-19 related duties are exempted from the purview of the total Lockdown measures. In view of the Sixth Session of the 13th Nagaland Legislative Assembly to be held on July 30, all members of NLA, AHoDs/ HoDs, Assembly officials and others involved/detailed for the session are also exempted.

Public are directed to buy essential commodities from their respective colonies/village shops. 6. As the lockdown is enforced in the State, movement of all public are restricted except those coming out to avail essential services. 7. 43 Armed forces personnel positive 37 Power company employees DIMAPUR, JUL 23 (NPN): Nagaland on Thursday recorded the highest single-day spike of 90 COVID-19 cases taking the total number of people infected with the contagion to 1174 cases-- 644 active and 530 recovered.

Kohima district accounted the maximum number of fresh cases on Thursday at 61, while Dimapur recorded 26 cases, 2 in Peren and 1 in Phek district. According to state Health & Family Welfare

department, out of 90 cases, 43 were from the armed forces, 42 from among the returnees at quarantine centres out of which 37 were from a Power company, 1 frontline worker and 4 traced contacts. Active sur veillance and contact tracing was in progress to prevent further spreading of the infection, principal secretary Home Abhijit Sinha said in his daily briefing. As per the severity of symptoms, 640 active cases were asymptomatic, 2 mild, 1 with moderate symptoms and 1 admitted to ICU on ventilator. Till July 23, a total of 20,126 samples had been sent for testing through RT-PCR. Results of 18,968 samples were received out of which 11,793 were tested at the BSL-3 lab (NHAK) and 654 samples tested positive. In addition, a total of 13,497 samples were also sent for testing on Truenat. 12,766 samples tested negative and 428 positive, which have again been sent for confirmation by RT-PCR. Meanwhile, a total of 2,821 persons were presently under Facility Quarantine.

DIMAPUR, JUL 23 (NPN): In order to take effective measures to prevent the spread of COVID-19, deputy commissioner (DC) Dimapur and chairman District Disaster Management Authority (DDMA), Anoop Khinchi, has ordered the sealing of the office of the General Manager of Nagaland State Transport (NST) Dimapur with immediate effect till further order. KOHIMA, JUL 23 (NPN): In view of the spike in COVID-19 cases, authorities of Nagaland Legislative Assembly (NLA) are leaving no stone unturned to ensure that the forthcoming daylong Assembly session scheduled on July 30 passes off smoothly. As part of the precautionary measures and taking into consideration the standard operating procedure (SOP) and other COVID protocols in place, special seating arrangements are being made, especially considering the fact that 43 of the 60 legislators are in the age group of 50 to 86, considered vulnerable. NEW DELHI, JUL 23 (PTI): With the highest-ever single-day spike of 45,720 cases, India’s COVID-19 tally crossed the 12-lakh mark on Thursday, while

the death-toll mounted to 29,861 with a record 1,129 fatalities in a day, according to the Union Health Ministry data. The country crossed

the 12-lakh mark just three days after it crossed the 11lakh milestone. The coronavirus caseload in the country surged to 12,38,635, while 7,82,606 people have recovered so far in the country, the data updated at 8 am showed. There are 4,26,167 active cases of coronavirus infection presently in the country. Thus 63.18 per cent people have recovered so far. The total number of confirmed cases includes foreigners. Meanwhile, as many as 29,557 COVID-19 patients have recuperated in a 24-hour span till Thursday morning, the highest recorded in a day so far, taking the recovery rate to 63.18 per cent, the Union Health Ministry said. The number of tests for detection of COVID-19 also crossed the 15-million mark as the number of cases surged to 12,38,635 on Thursday.

DIMAPUR, JUL 23 (NPN): Two more railway staff, of the parcel section, tested positive for COVID-19 here on Thursday, taking the total number of railway employees affected with the virus to four now. All the four COVID-19 patients have been shifted to Circuit House here, which has been converted into a COVID Care Centre (CCC). Railway colony council members informed Nagaland Post that swabs were collected from six persons of the railway colony, of which two came out positive through TrueNat machine. And following the detection of the two more cases from the area, the railway colony adjacent to the rail station has been barricaded and restrictions have been imposed on movement of people and vehicles, the council members stated. The COVID patients had reportedly visited a railway doctor after they showed symptoms.

NMA writes to CM over various issues DIMAPUR, JUL 23 (NPN): Naga Mothers’ Association (NMA) has written to the state chief minister drawing his attention to various issues including extension of the Disturbed Area Act (DAA) and Armed Forces Special Powers Act in Nagaland, ban of sale of dog meat, government’s self declaration order to employees etc. and sought his intervention. In a representation addressed to the state chief minister, NMA president Abeiu Meru and secretary Lochumbeni Humtose strongly protested the extension of DAA and AFSPA amidst the ongoing peace process. Stating that they have witnessed decades of armed violence, militarization, killings and human rights violations, NMA has, therefore, urged the government to protect the right to peace and security without such draconian laws. NMA also sought repealing of AFSPA for a fruitful and peaceful conclusion of the Naga political issue in an atmosphere of respect and mutual understanding. On the issue of ban of sale of dog meat, NMA stated that dog meat was a traditional delicacy among many tribes in the state. NSF flays govt’s self-declaration order to employees

DIMAPUR, JUL 23 (NPN): Naga Students’ Federation (NSF) has condemned and described as “malicious exercise” the state government’s office memorandum dated July 7, 2020 directing all administrative heads and heads of departments to obtain information from all employees in a ‘self-declaration’ form, whether any of the employees have their family members and relatives in the underground organizations. NSF president Ninoto Awomi and general secretary Liremo R Kikon denounced the usage of the term ‘undergrounds’ to refer to “Naga national workers” by the state government. DIMAPUR: Thahekhu Village Council (TVC) has informed that in view of COVID-19 outbreak and in an attempt to contain its spread, the village held a meeting on July 22 and resolved to enforce “certain restrictions” within the village. In a press release, TVC chairman I Khekuto Yeptho and secretary, Mughavi Chishi informed that the council has resolved to prohibit entry of “unknown people” within the village jurisdiction for “morning walks, jogging

and other sport activities”, with effect from July 24. The village council has also strictly prohibited “non-essential movements” within the village jurisdiction after 2 p.m. as per the government SOP and guidelines. It has also asked residents to compulsorily wear face mask and adhere social distancing norms. TVC has warned that anyone caught violating the restrictions shall be penalised as per the National Disaster Management Act 2005.

DIMAPUR: Peren District Planning and Development Board (DPDB) meeting for the month of July was held on July 23 at DC’s conference hall, Peren, under the chairmanship of advisor Water Resources, Namri Nchang who is also the chairman of DPDB Peren. According to DIPR report, district planning officer (DPO) Peren, Likao Kikon briefed the LADP schemes for 6 A/C Tening and 7 A/C Peren constituencies which was approved by the board. DPDB members also approved the verification committees constituted for implementation of LADP schemes under 6 A/C Tening and 7 A/C Peren. For 6 A/C Tening ADC Tening

During the meeting, district evaluation officer (DEO), Erangnimbe Thou presented the activities that were undertaken by the Evaluation department while district surveillance officer (DSO), Dr. Dungkiabe also highlighted about the COVID-19 current status of Peren district. Namri Nchang while addressing the meeting extended warmest appreciation to all for their efforts during these difficult times and also for executing various modes of works and duties shouldering all the

hardship. While speaking, he also thanked the DTF, Medical team and all the departments for their cooperation and giving a good fight against COVID-19. In case of any complain regarding irregularities of the concern Head it will be dealt with appropriate action on serious note, therefore he apprised the HODs to be in station and work without any delay. Advisor also asked everyone to continue working collectively for the welfare of Peren people. He also said that the inadvertent act committed by the two doctors was deeply regretted and therefore he earnestly requested all concerned to be cautious that no such errors be repeated.

Keziekie containment zone lifted DIMAPUR: Deputy commissioner Kohima Gregory Thejawelie informed that in view of the detection of COVID-19 positive person at Keziekie Colony Kohima, Municipal Ward No. 3 was declared/demarcated as a containment zone on July 8, and kept under strict and active Medical surveillance and movement within the zone was restricted to the public. According to DIPR report, contact tracing of the COVID-19 positive person was carried out by the CMO co-ordination team and all the primary and secondary contacts were identified and tested for COVID-19 and found to be COVID negative. In total, 232 households were visited and 216 contacts were traced, out of which 5 were high risk contacts and 211 were low risk contacts. Since all contact tracing has been completed and tested, the containment zone has been lifted and declared that all normal activities at Keziekie Colony Kohima, Municipal Ward No. 3 is allowed to resume as per various SOPs of the government which is still enforced.

DIMAPUR: Six-day Skill Training of Rural Youth (STRY) training programme on “piggery rearing and management” was organised by Indian Council of Agricultural Research (ICAR) Krishi Vigyan Kendra (KVK) Longleng from July 13-18 at KVK office, Longleng. According to a press statement by KVK Longleng, the course director, Dr Lily Ngullie (ACTO) informed that skill training on piggery rearing and

management was imparted to 15 rural youths from five different villages of Longleng district. The resource persons for the training programme were DFS, NSRLM Longleng, Lemjan Phom; assistant professor, Konchem (department of economics) Yingli College Longleng; senior scientist & head, Dr. K.L.Meena; Dr. Lily Ngullie (ACTO) Animal Science and A Namei (KVK Longleng). The main objective of

the training programme was to impart skill in the area of piggery farming in order to encourage the rural youths to take up piggery farming for sustainable income generation. The training pro gramme sponsored by National Institute of Agricultural Extension Management (MANAGE) Hyderabad concluded with assessment on the participants and distribution of completion certificate.

Advisory for non-COVID patients coming to Nagaland for treatment DIMAPUR: Department of Health & Family Welfare has issued the advisory on patients coming to Nagaland for treatment of Non-COVID illnesses in the interest of public health. According to DIPR report, all patients coming to Nagaland for treatment of Non-COVID health problems shall mandatorily observe the following parameters: To produce the following documents at the point of entry as well as at the hospital: (a) Negative COVID-19 test report done by Real Time rt-PCR (Gold Test) of the patient as well as attendant(s). (b) Acceptance letter from the referring-in hospital i.e. the hospital where patient will be treated; Only one

attendant per patient at a time will be allowed inside the ward during hospitalization; In the course of hospitalization, COVID-19 Testing by Rapid Antigen Test or by Truenat will be conducted in the following situations: (a) Patient & their attendant(s) will be tested between 5th to 10thday of arrival. (b) Pre-op investigation for patients undergoing aerosol generating surgical/ non-surgical interventions. NB: The cost of such tests will be paid by the patient fixed by the department from time to time; If any patient or their attendants(s) develops any sign/symptoms of ILI, SARI or COVID-19, the hospital shall immediately

report to the district surveillance unit and such cases will be immediately kept in isolation till the lab result is available. If tested positive of COVID-19, all such cases will be transferred to COVID Care Centre or COVID-19 Hospital, as the case may be; All patients and their attendant(s) shall wear face mask at all time and shall strictly adhere to all preventive measures. The hospital shall maintain a record on details of all patients and their attendant(s) from outside the state, which will be submitted weekly to the chief medical officer; To call State Toll Free Health Helpline at 1800-345-0019 for any queries.

In another order the DC has notified that to facilitate contact tracing of persons affected with COVID-19 in the near future, the concerned family/ organizers should mandatorily maintain a register with records of visitors/ guests attending any kind of gathering such as marriages, funerals, prayer meetings, baby christening functions etc within Mon district. It said register should contain date wise information with name, address & contact number of all visitors/ guests adding that prior information for such gathering should be given to the

respective ward task forces/ village task forces. DC also informed that prior permission of the district administration should be sought for any such gathering and after the event the register should be submitted to the DC/ADC/SDO (C)/EAC office. The respective ward task forces/village task forces must ensure strict enforcement of the order and will be responsible for its monitoring and implementation and said any person violating the measures will be liable to be proceeded as per the provisions of Section 51 to 60 of the Disaster Management Act, 2005 besides legal action under Section 188 of the IPC and other legal provisions as applicable. DC, Mon has also advised that N-95 masks with valved respirator not be used except when specified for use. It has been found that the use of valved respirator N-95 masks is detrimental to the measures adapted for preventing the spread of coronavirus as it does not prevent the virus from escaping out of the masks.

DIMAPUR: Land Owners Union (LOU), Doyang Hydro-Electric Plant, requested Doyang HydroElectric Plant (DHEP), NEEPCO Ltd., for immediate release of relief package to meet the urgent need of combating the pandemic, as well as for protection of means of survival for the 17 affected villages. LTD., the union stated that the 17 land affected villages of the DHEP was severely affected, putting survival in jeopardy due to the COVID-19 pandemic forced lockdown. It stated that affected villages were facing livelihood crisis and sustenance, whereby the union requested the corporation to immediately announce relief package to meet urgent need of combating the pandemic, as well as for protection of means of survival for the affected people.

COVID-19: Assam to release 376 prisoners to decongest jails Guwahati, Jul 22 (PTI): The Assam government will release 376 prisoners in the next few days to decongest jails across the state after 535 inmates tested positive for COVID-19, an official said on Thursday. Of the 376 prisoners to be released, 111 are presently lodged in Guwahati Central Jail, he said. The rest of the prisoners are now lodged in the district jails of Nalbari, Dhubri, Karimganj, North Lakhimpur, Golaghat, Diphu and Udalguri, he added. Assam Inspector General of Prisons Dasarath Das told PTI that 535 prisoners in 10 jails across the state have been affected by the pandemic. The highest number of 435 are from Guwahati. Das said the authorities were releasing prisoners at regular intervals according to the direction of the Supreme Court to decongest the jails and another set of inmates will be released soon. “The High Powered Committee formed after the SC set the guidelines met yesterday. We have sent a proposal to release 376 prisoners from eight overcrowded jails. This includes 111 inmates from

Guwahati Central Jail,” he said. “So far, we have released a total of 6,801 prisoners since March to decongest the jails. This includes 6,671 undertrials, who were released on bail and personal bonds. Out of these, 2,000 undertrials were released at one go in the initial period,” Das said. Another 115, who are convicts, were allowed to go home on annual leave, while 15 more were released on parole, he added. Every eligible convict gets 30 days of annual leave for emergency purposes according to the rule. “Since March we have been taking various measures proactively to make our jails coronavirus free and we succeeded to a large extent. But after the first case on June 4, the inmates got infected, mostly in Guwahati,” the IG, Prisons said. Das said a 200-bedded Covid Care Centre (CCC) has been set up inside Guwahati Central Jail to treat asymptomatic prisoners and the authorities are creating a second such facility at Nagaon Special Jail. Das said that the 31 jails and six detention centres currently house around

8,800 inmates against the sanctioned capacity of 8,938 after more than 300 inmates were released from the detention centres as well. “We are at a comfortable level now and implementing social distancing inside the jails. Though we have released a huge number of prisoners, new inmates are coming in on a regular basis. That is why the total number is not going down drastically,” he explained. Asked about creating CCC inside two jails, Das said that the decision was taken after three prisoners of the Guwahati Central Jail escaped from Sonapur civil hospital. One of them has been re-arrested already. He said 54 prisoners have tested positive at the Nagaon special jail. The CCC there, a joint initiative of the district administration, health officials and jail authorities with be ready within a few days, the IG said. The worst affected Guwahati Central Jail currently has 984 inmates against its capacity to house 1,000 prisoners, he added. The state has six central jails, 22 district jails, one open air jail, one special jail and one sub-jail, besides six detention centres.

A Port of Call is a place where a ship stops during a voyage to enable the loading and unloading of cargo. Dredging of inland waterway routes is ongoing under a pact signed by the two countries on development of fairway in selected stretches of Bangladesh waterways, with the Government of India bearing 80 per cent of the project expenditure and the balance being borne by the neighbouring country, it said. Cruise services have also commenced between the two countries, promoting tourism and people-topeople contacts, it said.

Meghalaya to conduct random tests Jolted by series of quakes; many to prevent community transmission Mizos spending nights in tents Correspondent Shillong, Jul 23: The Meghalaya Government has decided to conduct random antigen testing throughout the State in 71 clusters to prevent community transmission of COVID-19. “After seeing the situation as of today and considering the inputs furnished by the Health and Family Welfare department, we have decided to immediately undertake random testing in 71 clusters,” Deputy Chief Minister Prestone Tynsong said. Earlier, health and family welfare minister Alexander Laloo Hek anticipated a surge of COVID-19 cases in the days ahead in the State. “The situation in the State is alarming. We expect a surge of COVID-19 cases in the days ahead. The government is ready

to deal with the spike in cases and we have to face it,” Hek said, even as he appealed to citizens to avoid venturing out of their homes unnecessarily. The Health minister was however optimistic that spike of cases would climb down the steep side of the COVID-19 graph. Tynsong said that there are about 7000 COVID-19 community management teams, which will assist the health officials during the testing. “If the test through antigen kit comes out positive, the individual would be quarantined and then RT-PCR test would be conducted to confirm COVID19,” Tynsong said. Random testing has already begun in some clusters of the State like Umpling, Nongmynsong, Mapwpat, Khanapara and others which would be extended across the State.

“Over 40,000 rapid antigen kits are already available and over 1.5 lakh test kits will be reaching the State,” he said. “We want to prevent community spread that is why this random testing. We have done this in Khanapara and Umpling areas. Therefore, we have decided to aggressively take up random testing across the state to ensure there is no community spread,” Tynsong said. Meanwhile, the Deputy Chief Minister warned against stigmatization of medical professionals and residents of containment areas when it comes to medical treatment as there were reports of people being denied medical care and facilities. He said that such actions should be reported to the authorities immediately and action will be taken up as per the law.

Aizawl, Jul 23 (PTI): Many people in Mizoram’s Champhai district bordering Myanmar are spending nights outside their homes in makeshift tents after a series of earthquakes hit the northeastern state in a month, an official said. So far, at least 22 earthquakes have rocked four districts - Champhai, Saitual, Siaha and Serchhip since June 18. The tremors ranged from 4.2 to 5.5 in magnitude. Champhai was the hardest-hit district. Champhai district Deputy Commissioner Maria C T Zuali told PTI that makeshift tents were set up at several villages by people and the district administration provided tarpaulins, water barrels, solar lamps and first-aid kits to them. She said that biscuits and sorazo (food supplements) were also provided to old people. According to the deputy commissioner, at

least 20 earthquakes have hit Champhai district in a month. She said that more than 16 villages have been affected by the earthquakes and over 170 houses, including churches and community halls were damaged. At Dungtlang, one of the worst-hit villages in Champhai district, at least five makeshift camps have been set up, Dungltang Young Mizo Association (YMA) Assistant Secretary John Zothanmawia Fanai said. On Monday, the government sent three teams of doctors that consisted of psychiatrists, clinical psychologists and medical specialists to the quake-hit areas to assist the people, who developed mental trauma following the quakes. The teams are currently touring affected villages in Champhai district. Dr C Lalhrekima, a psychiatrist in a government

hospital, leading one of the teams, told PTI that many people have anxiety due to frequent earthquakes. “We are giving counselling to the panic-stricken people apart from giving medical care,” he said.

Govt issues order for permanent commission of women in Army

NEW DELHI, JUL 23 (PTI): The Ministry of Defence has issued an order for grant of Permanent Commission to women officers in the Army. In a landmark judgement, the apex court in February had directed that all serving women officers recruited under the Short Service Commission (SSC) scheme will have to be considered for Permanent Commission. Army Spokesperson Col Aman Anand said the government order paved the way for empowering of women officers to shoulder “larger roles” in the Army. “The order specifies grant of permanent commission to Short Service Commissioned (SSC) women officers in all 10 streams of the Indian Army,” he said. Col Anand said the 10 streams where permanent commission of women officers are being made available include army air defence, signals, engineers, army aviation, electronics and mechanical engineers, army service corps and intelligence corps. At present, the Army offers permanent commission to women officers in two branches -- judge advocate general (JAG) and education. “Their selection board

Rs 1L penalty for violating COVID rules in Jharkhand RANCHI, JUL 23 (AGENCIES): Jharkhand Cabinet on Wednesday approved the Jharkhand Contagious Disease Ordinance under which penalty up to Rs 1 lakh and a jail term of up to two years can be imposed against violators of measures in place to prevent the spread of COVID-19. Anyone not wearing masks in public places and spitting in public can be booked under the new law. The state has reported 6,485 coronavirus cases including 3,397 cases and 64 deaths. With the highest single-day spike of 45,720 cases, India’s coronavirus count crossed 12 lakh mark on Thursday. The Union Ministry of Health and Family Welfare informed that 1,129 deaths were recorded in the last 24 hours. The total number of coronavirus cases stand at 12,38,635 including 4,26,167 active cases, 7,82,606 cured/discharged/ migrated. The cumulative toll has reached 29,861 deaths.

Last year, the defence ministry had taken an inprinciple decision to allow permanent commissioning of women in streams like signals, engineering, army aviation, army air defence and electronics and mechanical.

It was decided that the SSC women officers will be considered for grant of permanent commission based on the availability of vacancies and subject to willingness, suitability, performance, medical fitness and competitive merit of the aspirants. The three services have allowed permanent recruitment of women in select streams including medical, education, legal, signals, logistics and engineering. The women officers recruited through the SSC in the IAF have the option of seeking permanent commission in all streams except the flying branch. The Navy has allowed permanent commission of women in a host of departments such as logistics, naval designing, air traffic control, engineering and legal.

Covaxin: Human clinical trials of India to boost Rafale capabilities with Covid vaccine begin in Chennai HAMMER missiles under emergency order

C H E N NA I , J U L 2 3 (AGENCIES): The Phase-1 human clinical trials for Covaxin, a vaccine candidate for Covid-19 developed by Hyderabadbased Bharat Biotech, have begun in Chennai’s SRM Medical College Hospital and Research Centre. According to a news report in The News Minute, the first phase of the trials for the vaccine began at SRM hospital on Thursday. Phase I of the trial will be done on healthy people, aged between 18 and 55 years, having no co-morbid conditions. Women with no pregnancy will also be selected for the trial in the first phase. During the first phase, the volunteers will be given a controlled dose to see if the vaccine is safe and how much of the dose can be administered. “Every week, the volunteers who have been administered the vaccine will come for a checkup here. We will test them and review their responses. This will go on for about six months. We will keep sending the results and observations to the Indian Council of Medical Research,” Dr A Sundaram, Dean (Medical Research) of SRM Medical College Hospital and Research told The News Minute. Chennai is among the 12 hospitals selected by the Indian Centre for Medical Research for the human trials of Covaxin, Covid-19 vaccine candidate developed by Bharat Biotech in collaboration with ICMR and NIV, Pune. In phase I, the vaccine would be tested on 375 volunteers. The second phase would include around 750 volunteers from all 12 sites. In the second phase, 750 people will be recruited and they will be between 12 and 65 years of age. The process for conducting the clinical trials for Covaxin has also been started at Delhi’s All India Insitute of Medical Sciences, Rohtak’s Post-Graduate Institute of Medical Sciences and Hyderabad’s Nizams Institute of Medical Sciences.

NEW DELHI, JUL 23 (AGENCIES): With the Rafales arriving in the country in the middle of a dispute with China, the Indian Air Force is further boosting the capabilities of the combat aircraft by equipping it with the HAMMER missiles from France, reported ANI. The order for the HAMMER standoff missiles with the capability to take out any types of targets at the range of around 6070 kms is being processed under the emergency powers for acquisition given to the armed forces by the Narendra Modi government. “The order for the HAMMER missiles is being processed and the French authorities have agreed to supply them to us at a short notice for our Rafale combat aircraft,” government sources told ANI. In view of the urgent requirement for these missiles by the Air Force, the French authorities would be delivering the systems to India from the existing stock meant for some other customer, they said. HAMMER (Highly Agile Modular Munition Extended Range) is a medium-range air-to-ground weapon designed and manufactured for the French Air Force and Navy initially. The HAMMERs would give India the capa-

bility to take out any bunkers or hardened shelters in any type of terrain including the mountainous locations such as Eastern Ladakh, the sources said. When asked to comment, an IAF spokesperson refused to confirm or deny the developments related to the new acquisition. Five Rafale would be arriving in India from France on July 29 and their advanced weaponry including the long-range SCALP and Meteor missiles would have reached India before their touchdown. The first five Rafale fighter aircraft would start arriving in India by July 29 flown by pilots of the 17 Golden Arrows. The delivery of the aircraft was earlier supposed to have been done by May end but this was postponed by two months in view of the Covid-19 situation in both India and France. series in honour of the Air Force Chief RKS Bhadauria who played a pivotal role in finalising India’s largest-ever defence deal for 36 Rafale combat aircraft. The aircraft on their way from France to India would be refuelled by a French Air Force tanker aircraft in the air around Israel or Greece before they make a stopover in the Middle East. India had signed a deal worth over Rs 60,000 crore with France in September 2016 for 36 Rafales to meet the emergency requirements of the Indian Air Force. Air Chief Marshal Bhadauria was the deputy Chief of Air Staff at that time and headed the Indian negotiation team for the deal which is the biggest ever in monetary terms in India. Armed with the long-range Meteor air to air missiles and SCALP, the Rafales would give India an edge over both Pakistan and China in terms of air strike capability.

(Reuters) NEW DELHI, JUL 23 (AGENCIES): Days after Indian and Chinese military leaders agreed on a mutual phased de-escalation along the Line of Actual Control (LAC) in eastern Ladakh, China has refused to pull back from the strategically significant Pangong Tso lake area and the Gogra Post. The sources said there is a total stalemate at heights in the Pangong Tso area and that Chinese pullback has also been stalled at Gogra Post. It is learnt that China

has now revived its claims over these areas. Meanwhile, China has signalled a pullback in the Hot Springs area. The pullback will resume today. India and China have been embroiled in a massive standoff at various points along the Line of Actual Control in eatern Ladakh since early May. The two sides have had several rounds of military and diplomatic talks but the standoff continues. Tensions between the two sides peaked on June 15

when 20 Indian soldiers, including a Colonel -rank officer, were killed in a violent faceoff with Chinese troops in Galwan Valley. While China also suffered casulaties, it is yet to disclose its details. While standoffs between India and China along the LAC have occcured in the past, the most significant being the one in Dokhlam three years ago, but this was the first time in over four decades that the two sides were involved in bloodshed along the LAC.

Babri trial: Joshi deposes before court, pleads innocence LU C K N OW, J U L 2 3 (PTI): Veteran BJP leader Murli Manohar Joshi on Thursday asserted before a special CBI court holding the 1992 Babri mosque trial that he was innocent and implicated in the case by the then Congress government at the Centre. The 86-year-old leader pleaded innocence while making his statement under section 313 of the CrPC through video conference to the court of Special Judge S K Yadav. Former Deputy prime minister L K Advani, 92, too is slated to depose before the court through video conference on Friday. In his deposition to the court, Joshi blamed the then central government for “falsely” implicating him due to “political vendetta”. He also refuted the prosecution evidence saying they were “false and inspired by political reasons”. The court is presently at the stage of recording the evidence of various accused, totalling 32, in the Babri mosque demolition

The mosque in Ayodhya was demolished on December 6, 1992, by ‘kar sevaks’ who claimed that an ancient Ram temple existed at the same site. Advani and Joshi were among the BJP leaders, spearheading the Ram janmabhoomi temple move-

ment at that time. The court is conducting a day-to-day hearing in the case to complete its trial by August 31 as directed by the Supreme Court. BJP leader and former Madhya Pradesh Chief Minister Uma Bharti had appeared in person earlier this month before the court to make her deposition in the case. In her testimony, she too had accused the then Congress government at the Centre of implicating her in the case due to political vendetta. Another senior BJP leader and former Uttar Pradesh chief minister Kalyan Singh too in his deposition to the court on July 13 had accused the then Congress government at the Centre of levelling “false and baseless allegations” against him in the Babri mosque demolition case. Singh, during whose tenure as UP CM the mosque in Ayodhya was demolished, had said that he was falsely implicated in the case.

Admission criteria for NITs relaxed NEW DELHI, JUL 23 (PTI): The HRD Ministry on Thursday announced a relaxation in the admission criteria for NITs and centrally funded technical institutions in view of the COVID-19 pandemic, doing away with the requirement of minimum 75% marks in Class 12 board exams. “Due to prevailing circumstances, Central Seat Allocation Board (CSAB) has decided to relax the eligibility criterion for admissions to NITs and other centrally funded technical institutions,” Union HRD Minister Ramesh Pokhriyal ‘Nishank’ tweeted. “JEE Main 2020 qualified candidates will now only need to obtain a passing certificate in class XII examination irrespective of the marks obtained,” he further said. For admissions in NITs and other centrally funded technical institutions, apart from qualifying the JEE-Main, the eligibility was to secure a minimum of 75 per cent marks in Class 12 board exams or rank among the top 20 percentile in their qualifying examinations.

Delhi-based Dr Dangs selected as central lab for Covaxin human clinical trials

NEW DELHI, JUL 23 (PTI): A Delhi-based private laboratory has claimed that it has been selected as the central lab for human clinical trials of Covaxin, India’s indigenous COVID19 vaccine candidate. The vaccine is being developed and manufactured by Bharat Biotech in collaboration with the Indian Council of Medical Research and the National Institute of Virology. Dr. Dangs Lab said on Wednesday that it has partnered with Bharat Biotech for conducting the trials. “We are extremely privileged to announce that Dr. Dangs Lab, New Delhi has been provided the opportunity to serve the nation by being selected as the central lab for the Human Clinical trials of Covaxin; India’s indigenous COVID-19 vaccine being developed and manufactured by Bharat Biotech in collaboration with the Indian Council of Medical Research (ICMR) - National Institute of Virology (NIV),” it said in a statement. This

s delimitation exercises appears on the horizon, there is already heated discussions in Nagaland especially after the suspended delimitation exercise was deferred in 2008. It may be recalled that the delimitation of four north-eastern states was deferred due to security risks, by four separate presidential orders, all issued on February 8, 2008, for Assam, Arunachal Pradesh, Nagaland and Manipur. The order regarding the four states was rescinded on February 28, 2020 by cancelling the order of February 8, 2008. The government of India has reconstituted the Delimitation Commission for these four states as well as the union territory of Jammu and Kashmir on March 6, 2020, under the chairpersonship of former Supreme Court judge Ranjana Prakash Desai. Even if security concerns will no longer prove to be the hurdle; what is of interest is on the census figure that would have to serve as the basis. The present delimitation of constituencies has been done on the basis of 2001 census under the provisions of Delimitation Act, 2002. However, the Constitution of India was specifically amended in 2002 not to have delimitation of constituencies till the first census after 2026. The census of 2001 has been a contentious issue which has led to a debate among some districts. Some believe that a constituency should be based on the number of electorate and in which case, it could mean some districts losing one or more seats and some districts gaining one or more seats. Since the exercise was to be re-adjustments within a district, it appears that the debate over increase or decrease has jumped the gun. Nevertheless, there is no running away from the demand for fair and proportionate representation of seats based on population. The main contention remains the 2001 census which acts against accurate readjustment. The census figure for 2001 was 19,88,636 while the voter’s list was 11,92,084. The figure was “revised” by 2011 to 19,80,602 lakh while the voter’s list was 11,63,388. Currently, Nagaland’s population has climed to around 20,73,000 and the voter’s list climbing to 12,13,777. However, the delimitation exercise has met its first hurdle after a former legal advisor to the Election Commission (EC) has red-flagged the Centre’s order setting up a Delimitation Commission for Arunachal Pradesh, Manipur, Assam and Nagaland, calling it “unconstitutional” and “illegal”. S K Mendiratta, who served with the EC for over 50 years, wrote a letter to the three election commissioners last month, pointing out that the Law Ministry’s notification of March 6 violates the Representation of the People Act 1950. Mendiratta pointed out that Section 8A of the RP Act 1950, introduced by Parliament in 2008, states that delimitation in the four North Eastern states, when held, would fall within the EC’s remit. Hence, any delimitation exercise in the four states by the new Delimitation Commission would be “declared void by the courts” and, subsequently, result in “wastage of huge precious public funds” he said. At the home front, not only the 2001 census but also the voter’s list appears to be under cloud. Over two lakh names of bogus voters have been deleted from the Nagaland voters list since 2011, according to the state election department. Thus, over and above Mendiratta’s stand, delimitation in Nagaland will have to address the census and voter list and these will not be easy.

The most wonderful secret of living a holy life does not lie in imitating Jesus, but in letting the perfect qualities of Jesus exhibit themselves in my human flesh. Sanctification is “Christ in you…” (Colossians 1:27). It is His wonderful life that is imparted to me in sanctification— imparted by faith as a sovereign gift of God’s grace. Am I willing for God to make sanctification as real in me as it is in His Word? Sanctification means the impartation of the holy qualities of Jesus Christ to me. It is the gift of His patience, love, holiness, faith, purity, and godliness that is exhibited in and through every sanctified soul. Sanctification is not drawing from Jesus the power to be holy— it is drawing from Jesus the very holiness that was exhibited in Him, and that He now exhibits in me. Chain reaction as COVID-19 hits

n the last four months the most affected of COVID-19 are undoubtedly the poor and the vulnerable. They account for the highest percent amongst others in terms of death, infected, job losses, susceptibility, and host of others. Within this bracket those who come under— communities and sectors of diverse contributors to the economy in the fields of judiciary—lawyers, education—teachers, and— domestic helpers, but they do face the brunt of coronavirus in unprecedented ways. It has altered drastically their livelihood to alarming proportions. Those who represent and fall into these segments have been contributing immensely to the society such as GDP and others as well. As we live in a world of volatility— there have been number of twists and turns due to COVID-19 and in that huge number of lawyers live by taking cases as each day unfolds and take up cases of those who live in vulnerable segments. In this segment around 20 lakh advocates who are mostly dependent on open court adjudication of

disputes and so advocates are asking when physical hearing of cases in courts will start. Lawyers known for charging on hourly basis lakhs of rupees—representing big businesses, corporations, governments and those having powerful connection have no problems. But young, not so famous and moderately successful lawyers whose earnings plummeted due to the lockdown as the trial courts, high courts and Supreme Court have switched over to virtual hearings. As of now they have started hearing limited cases through video conferencing leaving most lawyers in the lurch. Even their clients find the present mode more cumbersome. However, it should be recollected that in Bengaluru and other parts this segment enabled many migrants to travel back as they are in horrifying situation and so not knowing what to do. The concerned lawyers helped them to set their travel plans. As their jobs have been hit so badly to tide over the situation they have taken up petty jobs and many others live

in desperate conditions. This segment is also so vulnerable like others. Lockdown has triggered chain reactions on all the vulnerable sections—legal, teaching and house helping professions. Moving to education sector, a series of reactions such as students dropped out, schools have gone on sale, and teachers now do odds jobs. Following job losses, closure of small businesses and migration, many parents across the country have withdrawn children from schools. A report by Save the Children estimated that school closures have impacted 247 million children enrolled in elementary and secondary education, and 28 million children attending pre-school in anganwadi centres. This has escalated the education sector into an unprecedented cascading crisis. With no fees, budget schools—where nearly half the country’s children study are either shutting down or face closure in the near future, putting teachers and allied staff, including helpers, drivers and others, out of jobs. India has nearly 4, 00,000

unaided private schools, with more than 7.9 crore students enrolled. Since the migrants have gone back as part of reverse migration this problem is looming more acute. The children, who were studying in private schools, are now out of school or are seeking admission in government schools. According to platforms that help in buying and selling of schools, the number of schools on sale in Karnataka is on the rise. Till the end of June it had received 534 preschools trying to sell their ventures. With schools closing, teachers have been pushed to survive. Telangana Private Teachers Forum President Shabbir Ali says that of the 2.5 lakh teachers in the state, 40 per cent have not received any salaries since March, while 60 per cent have been paid partial amounts and so many teachers are forced to sell tea, fruits and do manual labor to feed their families. More such stories emerge. One such moving story is in Mysuru, 12 teachers were forced to go door-to-door selling noodles. The school failed

COVID-19: Nursing countries to better health

wo years ago, the WHO chose 2020 as the Year of the Nurse, because it marks the birth bicentenary of Florence Nightingale, the globally celebrated figure associated with nursing. Her birthday (May 12) is observed every year as the World Nursing Day. But for the COVID-19 epidemic, these would have drawn attention to the critical importance of the nursing profession in ensuring a strong health system response to the varied health needs of the population. Ironic, since nurses are of even higher value to societies challenged by public health emergencies such as COVID-19. Globally, the role of the nursing profession has been redefined over the years but varies widely across countries. The nursing profession, like the medical profession, has different sub-components performing different roles. They range from auxiliary nurse midwives and public health nurses who perform many public health functions to several categories of basic and specialised clinical nursing. There are midwives who specialise in obstetric care at child birth. Across the continuum of life, from birth to death, a nurse is the constant figure who provides compassionate care. A surgeon feels helpless without a competent operation theatre nurse and an intensive care unit will collapse without skilled nurses. Despite this, nursing has not received the respect and support it deserves in many nations like India. Our aggregate national numbers are low, with respect to nurse to population ratio and nurse to doctor ratio. Salaries are low and the respect accorded to them, in hospitals or the community, falls far short of the dedicated service they provide. Nurses are not entitled to managerial positions in health systems; their teaching role is not adequately recognised. Medical interns learn many skills, from giving injections to dressing a wound from the ward nurse. Yet,

we have doctors formally teaching nursing students in classrooms but never the other way around. Nursing education needs reform. More than half of nursing colleges are in the southern states. Other regions too need to invest, with the new nursing colleges attached to district hospitals. Competencybased curriculum must be devised, with emphasis on practical skills. The strange separation of nursing college faculty from clinical responsibilities in hospitals must end. Wherever possible, nursing, medical and allied health professional training must be co-located to promote interprofessional learning and team-based training. Midwifery must be promoted as a specialised discipline, without subsuming it under general nursing. Nurse Practitioner training programmes must be scaled up. Specialist nurse training programmes must be strengthened, as many areas from critical care to cardiac surgery need specific skills and knowledge-based training. Nurse anaesthetists, nurse radiographers and nurse obstetricians are now active in some countries. Mental health, geriatric nursing and palliative care will be important areas for future growth of nursing. Gender balance needs to be promoted in nursing education—we need male nurses too! Nurses at the front lines must be given formal public health training and become technology-enabled. Chronic continuous care of diabetes, hypertension and coronary heart disease is eminently feasible in primary care settings, through the medium of technology-enabled nurses, as well demonstrated in many countries including India. Administrative and managerial positions should also open up for mid-career nurses. Sponsored education in public health-related degree and diploma programmes would prepare them for managing public health programmes at block and district level, with further opportunities

ahead for state or national level leadership in policy and programme development, implementation and evaluation. Similarly, formal education in hospital management will open pathways for playing a leadership role in hospital administration. Human resource management too needs special training, as well-defined nursing cadres emerge and demand efficient and empathetic management. Lest it be forgotten, Florence Nightingale was a highly respected statistician, apart from being an inspirational leader of the nursing profession. She published statistical analyses of mortality data from the Crimean war. Her ‘coxcomb’ and ‘bat’s wing’ diagrams, plotting data from the front lines, educated the public and shook the British army brass. She even laid the ground for future development of statistics faculty at Oxford. Nurses in India too have to be trained and supported to design and conduct research, whether in clinical or public health settings. In many high income countries, well-trained nurses are actively engaged in research, not only as clinical trial managers but also as lead investigators in important projects. They win research grants and publish in prestigious scientific journals. It is time for the experiential wisdom and intellectual curiosity of nurses to traverse the path of productive research. In the Year of the Nurse, let us acknowledge the silent but stellar role played by nurses even in standing up to COVID-19. Endless work hours away from families, sometimes braving stigma from neighbours and strangers, have not given them the public appreciation they deserve. As we rebuild our health systems, let us ensure that the nursing profession attains the scale, skills, salaries and social status that will translate into greater strength and success of our health system. Given the severity and intensity of COVID-19 positive cases and deaths Bangaloreans by and large have terminated the services of the domestic helps not to report for work as they feared the risk of infection would spread/ contaminate. About 3 lakh domestic helps across the state are now suffering without jobs and steady incomes. Sanjaynagarbased Maheshwari, 45 was in tears after one of her employers asked her not to come until the situation got better. It’s the fourth house that terminated her

services. From the month of March to the present she works in just one residence Her monthly income has plunged from Rs. 15,000 to Rs. 3000. She has to pay Rs. 4000 rent every month and also feed a family of four. She is perplexed and says, “I don’t know how long this will continue and how I can manage.” A CITU report says about 1.5 lakh domestic helps lost their jobs in Bengaluru and in the state of Karnataka it is about 3 lakh whereas the Karnataka Welfare Board projects that the State of Karnataka has around 6 lakh domestic helps including 2 lakh in Bengaluru.. The State has failed to look into the problems of lawyers, teachers and domestic helpers and taken them for granted. All these sectoral-level occupations are important which the agencies of the respective governments take for granted. If anything goes wrong in one sector it automatically spills over to others resulting in chain reactions. The scenario is bleak and at the same time warrants attention. Dr. John Mohan Razu

An open appeal to Governor of Nagaland Dear Sir, With all due respect and honour, I would like to bring to your attention the fact that the Dimapur District Hospital has issued a notice that henceforth, tests for the Coronavirus will no longer be free, and that a sum of Rs.1500 will be charged for each test. Given the fact that each person suspected of being infected requires at least 3 tests to be cleared of suspicion of infection, leave alone the periodic tests required by those actually infected; it is tantamount to requiring each person exposed to the Coronavirus to pay a minimum of Rs.4,500. This, to my knowledge, is illegal. Testing for a disease comes under providing a service; and a person pays for a service if, and only if, he requests for the service. A service cannot be made compulsory, then charged for. For when it comes to contact tracing for the virus, all those who come into contact with an infected person must undergo mandatory testing for the virus. Charging money for these mandatory services is illegal, since the tests were not requested for by the people who came into voluntary or involuntary contact with the infected person. Payment for testing for the Coronavirus would not be a big issue if transparency, regarding the more than Rs.1,000 Crores that the Government of India has released to the Government of Nagaland, to date, had been maintained. But far from maintaining

transparency about the Central Funds, the Government is levying a Covid Cess on petroleum and diesel, the purpose for which remains shrouded in mystery. It seems that the Government of Nagaland, not satisfied with the central Funds, has decided to squeeze every penny possible from the pockets of the people of Nagaland by means of charging us extra for fuel and virus tests. It is my firm belief that the Government of Nagaland is preying on the ignorance of the people of Nagaland; and that once the people are made aware of their right to refuse to pay; the Cabinet will try to pass an ordinance or a bill in the State Assembly, making payment for Coronavirus tests compulsory. In the event that the Government does make such a move, I, on behalf of the common people of Nagaland, seek the protection of your Office and request you to kindly refuse your assent to such an ordinance or bill. People of Nagaland, as elsewhere in India, and indeed the globe, are suffering from the effects of the pandemic; mentally, physically and economically. In the event that such an ordinance or bill is contemplated by the Government of Nagaland, the refusal of your assent will be an immense relief to the mental and financial well being of the people of Nagaland. Raj HC to pass orders on plea of MLAs: SC says Directions subject to outcome of Rajasthan Assembly Speaker’s appeal

NEW DELHI, JUL 23 (PTI): The Supreme Court Thursday refused to restrain the Rajasthan High Court from passing order on a plea of sacked deputy Chief Minister Sachin Pilot and 18 other dissident Congress MLAs challenging the disqualification notice against them and said it would be subject to the outcome of petition before the apex court. Observing that “voice of dissent” in a democracy cannot be shut down, the apex court refused to accept the request of Rajasthan Assembly Speaker C P Joshi to either stay the matter pending before the high court or transfer it to the apex court. A bench headed by Justice Arun Mishra was hearing an appeal filed by Joshi against the high court’s direction asking him to defer the disqualification proceedings till July 24. The high court is scheduled to pass its order on Friday on the plea filed by the 19 dissident Congress MLAs. The apex court, which

heard the matter through video-conferencing, said that issue raised in the plea filed by the Speaker required “prolonged hearing” as it involved “larger question” related to the democracy and how it will survive. “As the high court has already heard the matter after prolonged arguments and reserved the order, we are not staying the passing of the order, however, whatever order is passed, shall be ultimately subject to the outcome of this petition,” the bench, also comprising Justices B R Gavai and Krishna Murari, said and fixed the matter for hearing on July 27. “The case requires prolonged hearing so as to decide the question of jurisdiction. However, prayer is made that the high court should not pass an order on which it has heard the matter and reserved the order,” the bench said in its order. Senior advocate Kapil Sibal, appearing for the Speaker, raised questions over jurisdiction of the high

court in entertaining the plea filed by the MLAs and said that the court can only intervene after the Speaker takes a decision on either suspension or disqualification of a member of the House. Referring to the high court’s July 21 order asking the Speaker to defer the disqualification proceedings till Friday, Sibal said, “How can the high court direct the Speaker to extend the time? This is not the jurisdiction of the court”. He referred to a famous top court verdict rendered in the 1992 Kihoto Hollohan case, in which it was held that courts can’t intervene

in the disqualification proceedings undertaken by the Speaker under Tenth Schedule to the Constitution. Sibal said that Speaker has not decided anything and he has just issued notice to these MLAs and they should respond to it. He referred to the grounds for the disqualification proceedings and said not attending party meeting, conspiracy to destabilise their own government, going to Haryana and staying in hotel incommunicado, giving statements on TV and demanding floor test against their own government amounts to “voluntarily giving up membership

of the party” under paragraph 2(1)(a) of the Tenth Schedule. The bench then asked whether these MLAs have been either expelled from the party or have they resigned. When Sibal said “No”, the bench observed, “We are trying to find out whether the process resorted to is permissible or not”. To this, Sibal said, “Whether it is permissible or not, the court can’t go into in at this stage”. The bench observed, “Voice of dissent in democracy cannot be shut down like this”. “This is not a simple matter. This is a matter where persons are elected by the public. They are peoples’ representative,” the bench said, adding that the Speaker has the right to decide on the disqualification issue but there has to be reasons also. Sibal said these MLAs can voice their dissent in the party meeting and as the Speaker has given them chance to respond to the disqualification petition,

they can explain all these aspects. He said reasons have to come in disqualification proceedings and the high court’s direction to defer it is like a “protection” to these MLAs. Senior advocate Harish Salve, appearing for some of the dissident MLAs, said counsel for the Speaker had appeared and argued at length before the high court and now they can’t ask for a stay of the proceedings there. Senior advocate Mukul Rohatgi, appearing for some of these MLAs, said that when the Speaker had extended the time twice when matter was heard there, then what is the problem if the high court says so. During the hearing, the bench asked Sibal, “If somebody is not attending it (party meeting) then will it be taken as that he is against the party?”. To this, Sibal said, “Who says they will be disqualified on this ground? The speaker will decide the issue”.

Probe against Shekhawat in credit society scam: Court JAIPUR, JUL 23 (IANS): Four days after the Special Operation Group (SOG) sent a notice to Union minister Gajendra Singh Shekhawat in connection with the purported audio clips indicating his alleged involvement in horse trading of MLAs in Rajasthan, a city court has directed the Rajasthan police to probe a complaint alleging Shekhawat’s role in a credit society scam worth Rs 840 crore. The additional district judge Pawan Kumar, on Tuesday, directed the additional chief judicial magistrate’s court to send the complaint against Shekhawat to the SOG. Shekhawat, his wife and other partners have been named in the complaint in the Sanjivani Credit Cooperative Society scam in which around 50,000 investors allegedly lost about Rs 840 crore. The Jaipur unit of the SOG has been probing the scam since last year after an FIR was registered on August 23, 2019. N ow, Ja i p u r A D J Court-8 ordered a fresh inquiry in the case against

Gajendra Singh accepting the revised application filed by Lagu Singh and Guman Singh and said that “this is a serious matter and hence SOG should investigate this”. Both the applicants had invested a huge amount in Sanjivani credit cooperative society. It is alleged in the complaint that a multi-storey building has been built with the money instead of a theatre which was proposed earlier and many properties were also bought in Ethiopia with the money. An SOG investigation also reveals that a large amount of money has been deposited into accounts of Shekhawat and his wife at different time spans, said sources. Earlier, Shekhawat was not mentioned in the chargesheet filed by the SOG in connection with the case. Later, a magistrate’s court also rejected the application to include him in the chargesheet. The applicants then approached the additional district judge’s court with a revised application.

Launching a tree plantation campaign (Vriksharopan Abhiyan) of the Ministry of Coal, he said the Indian culture has emphasised that one must not exploit nature but instead must support it. Shah also inaugurated and laid the foundation stone of six eco-parks and tourism sites, according to a home ministry statement. The tree plantation campaign was conducted at more than 130 locations spread in 38 districts of 10 coal and lignite-bearing states across India through video conference. Climate change has impacted the world and only greenery is the solution to this crisis, he said. “The focal mantra of Indian heritage has been that we should harness natural resources and not exploit them. We ignored this principle at our own peril, leading to depletion of the ozone layer and forming ozone holes, which in turn resulted in global warming and climate change,” he said. The home minister said the coal sector today is not only ready to fulfil the growing demand for coal but is equally sensitive towards environmental stability. Under the leadership of Prime Minister Narendra Modi, the government is promoting reclamation and afforestation in the various coal-bed regions, he said. The prime minister has set up a district mineral fund with a corpus of Rs 39,000 crore for the development of the mining areas, and 35,000 minor projects have

been completed, Shah said. He emphasised that the coal sector is an important pillar of India’s economy and will continue to retain its significance in the times to come. Several initiatives have been undertaken by the Ministry of Coal towards ‘Ease of doing Business’ and ‘Aatmanirbhar Bharat’ under the leadership of the prime minister, Shah said. In pursuit of the prime minister’s Aatmanirbhar campaign, India is moving towards bringing coal imports down to zero. The government has set an ambitious target of producing one billion tonnes of coal annually by 2023-24. “Coal PSUs and captive miners have also launched steps to enhance production, while an investment of Rs 1,25,000 crore is envisaged under the Infrastructure Investment Scheme during the period 2020-24 for which 534 projects have been identified,” Shah said.

NEW DELHI, JUL 23 (PTI): The Delhi High Court Thursday directed the Delhi University to take immediate steps to draw up the protocol for issuing degree certificates, mark sheets and transcripts online with digital signatures and security features. The high court remarked that it is clear that degree certificates are taking time to be issued due to delay in convocation, delay in sending of data and degree certificates for several years have not been given to the students by the Delhi University (DU). Justice Prathiba M Singh, who was holding the hearing through video conferencing, issued notice to National Academic Depository (NAD), which is a digital database of academic awards provided by the Central government, and asked a senior official to join the proceedings on the next date to update the court about the agreement entered between NAD and DU. The high court asked the NAD to also apprise it about the status of the data to be received by the DU. Since the NAD is a unique feature and to act as a national depository for academic records to make it easily accessible to the students, the same should be utilised effectively by the DU and immediate steps be taken by the DU for transferring all the existing data relating to the

students to the NAD, the judge said. The high court also directed the varsity to immediately take steps to draw up the protocol for issuance of degree certificates and other documents including mark sheets and transcripts along with digital signatures and security features. The high court passed the order while hearing a petition by five doctors who graduated their MBBS course from Lady Hardinge Medical College, which is a part of Faculty of Medical Sciences, DU. The reason for them to approach the high court is that they graduated in 2018 but have not received their degree certificate till date. The petitioners, represented through advocate Sarthak Maggon, submitted that they wish to apply for their residency pro-

grammes in the United States and to sit in the the United States Medical Licensing Examination (USMLE). They said August 15 is the last date by which the degree certificates would have to be uploaded for processing to the My ECFMG’ mobile application. The high court was informed by Joint Director of DU Computer Centre Sanjeev Singh that he will be able to place the protocol on record within five days. It said that in the process of preparing a protocol for issuance digital degree certificates, mark sheets and transcripts, if the university requires any technical assistance, it is permitted to contact officers of the IT Department of Delhi High Court. Students, especially doctors providing their services during the COVID-19 pandemic, ought not to have been forced to approach this Court for seeking their degree-certificates, especially when they graduated two years ago. Representation is stated to have been made by 25 students to the Dean of Examinations of DU but there has been no response, it had said. The high court had added that most institutions have made alternative arrangements during the lockdown period for issuance of digital certificates, digital mark sheets and digital transcripts online, along with the digital signatures and security features. It had said most of DU is under lockdown and there is very minimal physical interface between students and the administration. There is no reason as to why DU should not be adopting technically advanced methods to ensure that the students are not inconvenienced.

MUMBAI, Jul 23 (PTI): Former RBI Governor Raghuram Rajan on Thursday said the central bank has been expanding its balance sheet and buying government debt on the back of excess liquidity amid the economic slowdown but cautioned that this comes at a cost and cannot be a lasting solution. He said central banks in many emerging markets are resorting to such strategies and disagreed with votaries of the “modern monetary theory” who support this, making it clear that there are no free lunches. “The RBI has been expanding its balance sheet and it has been buying government debt. But effectively, in that process, what it is doing is borrowing from the banks at the reverse repo rate and lending on to the government,” Rajan said speaking at a conference organised by Singaporean lender DBS Bank. Beijing, Jul 23 (PTI): China successfully launched its first Mars probe on Thursday, aiming to complete orbiting, landing and roving in a single mission, taking an ambitious step towards planetary exploration of the solar system. A Long March-5 rocket, China’s largest and most powerful launch vehicle, carrying the spacecraft with a mass of about five tonnes, soared into the sky from the Wenchang Spacecraft Launch Site on the coast of southern China’s island province of Hainan, the official Xinhua news agency reported. About 36 minutes after the launch, the spacecraft, including an orbiter and a rover, was sent into the Earth-Mars transfer orbit, embarking on an almost seven-month journey to the red planet, according to the China National Space Administration (CNSA). The Chinese Mars probe named Tianwen 1 or Quest for Heavenly Truth 1, will fulfil three scientific objectives: orbiting the red planet for comprehensive observation, landing on Martian soil and sending a rover to roam the landing site.

It should arrive in orbit around the red planet in February. The Long March 5 rocket will transport the robotic probe to the EarthMars transfer trajectory before the spacecraft begins its self-propelled flight toward Mars’ gravity field. According to China Aerospace Science and Technology Corp, a Stateowned space conglomerate, the probe will travel for about seven months before it reaches Mars, which at the farthest point of its

orbit is about 400 million kilometres from Earth and 55 million kilometres at the nearest point. It said the probe consists of three parts - the orbiter, the lander and the rover -and they will separate in Mars orbit. The orbiter will remain in the orbit for scientific operations and to relay signals while the lander-rover combination makes an autonomous descent and landing. The rover has six wheels and four solar panels and carries six scientific instruments. It weighs over 200 kilogrammes and will work for about three months on the planet, the designers said.

The Olympics were due to begin on Friday with an extravagant opening ceremony in the National Stadium but the Games have instead been delayed until July 23, 2021 because of the global COVID-19 pandemic.
