Manipur to protect its territory Correspondent

IMPHAL, JUL 23: Manipur Assembly on Monday passed a resolution reaffirming its earlier resolution to uphold and protect the territorial integrity of the state. The resolution was made following a motion moved by Manipur chief minister, N Biren Singh in the floor of the house reaffirming the December 2017 resolution. On December 22, the state Assembly passed a resolution to protect Manipur’s territorial integrity at any cost and demanded disclosure of the contents of 2015 Framework Agreement signed between the Centre and the NSCN (I-M). Giving his statement at the floor of the house, Singh reminded that since 1997, the Assembly had been unanimously adopting this resolution in the interest of the state. However, he said there was still a need to adopt or reaffirm the resolution since people were apprehensive of the final outcome without making known the contents of the agreement. Fuel prices slashed NEW DELHI, JUL 23 (AGENCIES): Petrol and diesel prices were slashed across four metro cities with effect from 6 am on Monday, according to Indian Oil Corporation. Delhi’s petrol rates were cut for the fifth consecutive day on Monday while for the rest of the metro cities, it was the fourth day of relief in petrol prices. Diesel rates were cut for the fifth consecutive day across the four metro cities. A litre of petrol was being sold for Rs. 76.30 in New Delhi, Rs. 79.15 in Kolkata, Rs. 83.75 in Mumbai and Rs. 79.25 in Chennai. Diesel was being sold in Delhi at the rate of Rs. 67.89 per litre, Rs. 70.56 in Kolkata, Rs. 72.07 in Mumbai, and Rs. 71.70 in Chennai.

NCD ultimatum on Airtel DIMAPUR, JUL 23 (NPN): Naga Council Dimapur (NCD) has served a sevenday ultimatum to Airtel to shift/remove the company’s transformer at NCD road development site at Mhalie park. In a notice to the general manager of Airtel company Dimapur, the NCD president, T Bangerloba, cautioned that failure to remove it within the stipulated time would compel the council to dismantle the transformer and all dismantling expenditure would be borne by the company.

Interlocutor for Naga talks, R.N. Ravi, where the latter had assured the state delegation that the agreement does not in any way infringe upon the territorial integrity of Manipur. Biren Singh said even though Centre had been giving its assurances on the issue, there was a need to consult the stakeholders of the three states-- Manipur, Assam and Ar unachal Pradesh before signing of the final agreement. The chief minister vowed that Manipur government will not allow any kind of administrative arrangement like autonomous council or special status for a particular community or

group outside the purview of the state administration. He said, “Time has come for members of the house to unite for safeguarding the territorial integrity of the state.” Later, after comments and observations from members of ruling and opposition benches were made, the house reaffirmed the stand of the house to safeguard the territorial integrity of Manipur and to oppose to any kind of arrangement which would hurt the territorial integrity of the state in future. Meanwhile, the house also passed The Manipur People Bill 2018 to protect the indigenous people, while also agreeing

to withdraw two controversial bills- The Manipur Land Revenue and Land Reforms (7th Amendment) Bill, 2015 and The Manipur Shops and Establishments (Second Amendment) Bill, 2015. It may be recalled that Manipur chief minister on July 16 said that his government will resign if the territorial integrity of the state was compromised to resolve the Naga issue. Emphasising that a consensus has to be reached before taking a final decision on the Naga issue, Singh in an exclusive interview told ANI said: “If our voice is not heard, if the consent of the state assembly or of the people is not taken and changes are made, then we (government) will be nowhere. We will have to leave our posts automatically”. The Parliamentar y Standing Committee on Home Affairs headed by former Home Minister, P Chidambaram cautioned the Centre that delay in concluding talks on the Naga Accord sas making the Naga groups “restless” and it could “harm whatever progress” achieved so far in this direction.

Dimapur among 4 airports end hand baggage tags

NEW DELHI, JUL 23 (AGENCIES): Five more airports including Dimapur, have done away with the practice of stamping and tagging passengers’ hand baggages, a senior CISF official said on Monday. With this, 42 airports in the country, out of the total 60 under the CISF security cover, are now tag-free. The airports at Dimapur (Nagaland), Khajuraho (Madhya Pradesh), Raipur (Chhattisgarh), Jorhat (Assam) and Shillong (Meghalaya) have recently been included under the hand baggage tags-free security regime that was initiated by the CISF last year, the official said. The new travel regime for air passengers was launched in April last year by the federal civil airports guarding force in consultation with the Civil Aviation Ministry and the Bureau of Civil Aviation Security (BCAS). In order to create this new system, security arrangements are upgraded with the deployment of smart cameras and re-positioning of security paraphernalia in the (Cont’d on p-7) airport terminal area.

July 26 set for final hearing on NNC ‘Parent Body’ reacts backdoor appointment issue to NNPGs WC statement Staff Reporter

DIMAPUR, JUL 23 (NPN): The final hearing of the Public Interest Litigation (PIL) filed by ACAUT along with Public Service Aspirants Nagaland (PSAN), in the Gauhati High Court, Kohima Bench, against backdoor appointments in 35 different departments is scheduled to be held on July 26, 2018. According to sources in the ACAUT, the case was set to be heard on July 19 but was deferred to July 26 for final hearing. ACAUT and PSAN alleged that over 700 backdoor appointments were made by 35 different departments. In this regard, the PIL pleaded the Court to “quash and set aside the appointment of 51 backdoor appointees appointed against NPSC posts; and since the appointments were made after the court had banned backdoor appointments- 6th

June 2016 judgment, to treat such appointments as contempt of court.” It also pleaded to quash the Office Memorandums of 4/8/2008 and 11/8/2016, which confers powers upon the government to regularize all backdoor appointments after 3 years of service, which it said was in total contravention of the SC judgment as passed in Uma Devi case, 2006. The PIL further seeks from the court to “terminate the services of all 655 backdoor appointments made against NPSC posts, that is, appointed between the Umadevi judgment of 2006 and Gauhati HC order, Kohima, dated 6/6/16 Or requisition all the 706 (655+51) posts to the NPSC for general recruitment through open competitive examination and to submit the detailed status report of the 705 backdoor appointees before the court.”

DIMAPUR, JUL 23 (NPN): Reacting to the recent press statement issued by the Working Committee (WC) of Naga National Political Groups (NNPGs), the Naga National Counicl (NNC) ‘Parent Body’ (Z. Royim and V. Nagi) Monday asserted that one Toshi (Yibang) Walling, whose name was mentioned as coconvener without the knowledge and approval of the NNC office and central executive council body, was a complete violation of the ‘Deed of Commitment’ signed on August 8, 2017 by the six NNPGs. NNC (Parent Body), in a press statement issued through its information & publicity wing I/c, YC Lotha, stated that it was “an insult and a clear conspiracy to create further misunderstanding and division after victimization of our officially recognized leader V. Nagi the General Secretary of NNC Parent Body and Co-Convener of Working Committee (WC) NNPGs.” NNC Parent Body stated that so far the group had been keeping quiet and restraining itself from writing political statements, for the betterment of the people and the political negotiation in particular at this sensitive stage. DIMAPUR, JUL 23 (NPN): Gover nor PB Acharya has observed that despite growing best agricultural produce farmers in Nagaland did not get their due as these were mostly sold at throwaway prices to traders from Assam and other parts of the country. He made this observation while attending a conference on “Start-ups and MSMEs in Food Processing” at Indian Council of Agricultural Research, National Research Centre on Mithun (ICAR-NRCM) at Medziphema on Monday as a chief guest. The conference was jointly organised by Associated Chamber of Commerce and Industry of India (ASSOCHAM) and Union Ministry of Food processing Industries in partnership with ICARNRC on Mithun, industries & commerce department, Small Industries Development Bank of India (SIDBI) and National Bank for Agriculture and Rural Development (NABARAD). “Despite lack of good

roads, proper facilities and power, farmers in Mon district grew cardamom of good quality and ginger the size of a fist,” Acharya said, but lamented that cardamom that cost over a thousand rupees per kilo was sold for about 200 to 240 rupees. Mincing no words, he categorically pointed out that there was “barely any cooperative movement in the State, the work culture is depressing and that everyone seems to be hungry for money.” With increasing number of educated and talented workforce entering the market every year, Acharya stressed entrepreneurship as the only way out for

Nagaland’s progress. He called for a paradigm shift in mindset and appealed to youth of the State to think beyond seeking a job and impact society at the grassroots level. The gover nor also pulled up universities for producing graduates who merely sought to earn a living and lacked an entrepreneurial bent of mind and nationalised banks for failing to penetrate into far flung areas of the State, citing Eastern Nagaland as an example. Nationalised banks and government agencies should focus on assisting and supporting an entrepreneur every month, he stressed. He suggested educational institutions to dedicate at least last six months in any course to learning skills that would help them become independent. “The success of a university is not determined by how many students graduated each year or got gold medals, but if the graduates could become job-givers instead of being job-seekers,” he added. ACAUT Nagaland warns of impersonators DIMAPUR, JUL 23 (NPN): ACAUT on Monday claimed that a certain person of “dubious character” was impersonating a core member/lawyer of the body and had been lying and bragging, frequenting government departments, offices and institutions. In this regard, ACAUT clarified that its only officially designated legal advisor and advocate was K Savi, a core ACAUT member. Besides Savi, it said advocate/ lawyers including CT Jamir, Zhekheli and

NM Jamir were representing ACAUT in specific cases. ACAUT, therefore, cautioned departments and the public that other than its official lawyer, anyone posing or claiming to be an advocate for ACAUT was a fraudster and needed to be exposed. Further, clarifying that it had not authorized any lawyer or core-member to issue threats to departments, ACAUT cautioned the departments against such fraudsters maligning ACAUT’s reputation.

Food safety officials continue inspection drive

DIMAPUR, JUL 23 (NPN): As part of the ongoing inspection of confectioneries and food joints, food safety teams under the Health and Family Welfare department Monday inspected bakeries, restaurant kitchens and icecream manufacturing units in Dimapur and Kohima. Food safety commissioner, I Himato Zhimomi, Monday took to twitter to inform the public that chief medical officer (CMO) Dimapur, Dr. K. Vikato Kinimi, and a food safety

team, inspected Breeze bakery and Popsicle Ice-cream factory and the proprietors were directed to improve hygiene. Himato tweeted that subsequent to notice served, Plaza bakery in Dimapur was already conducting a massive improvement and cleanliness drive. He also stated that food safety officers inspected Popular Bakery and Paradise restaurant in Kohima on Monday. The commissioner stated that notices for improvement were served.

In Kohima, the food safety team under CMO Kohima, in coordination with state officials on Monday undertook an exercise in Kohima in compliance with the notification issued by the commissioner of food safety. In a press note, CMO Kohima, Dr. Ritu Thurr, stated that Popular Bakery was inspected by the officials “after a notification was served prior to 40 days.” The CMO said it was found that the bakery still needed

proper hygienic storage and baking practices. District food safety inspector, Kezhangulie Yimchüngüri, “notified the bakery with suspension” till further notice. The inspection drive was also carried out at Paradise restaurant adjacent to Popular Bakery. The CMO said storage of food items and processing compartments lacked hygiene. Therefore, the restaurant was served with an order to improve their food units. K Y M C
