Pranab’s last speech as President of India
NEW DELHI, JUL 23 (AGENCIES): Outgoing President Pranab Mukherjee on Sunday said the governments should avoid taking the Ordinance route to promulgate a law it wants, and stressed that this option should be used only in “compelling circumstances”. In his farewell address as the President to members of Parliament in the Central Hall of Parliament here, Mukherjee said: “I am firm in my opinion that the Ordinance route should be used only in compelling circumstances and there should be no recourse to Ordinance in monetary matters.” The President, who demits office on July 25, underlined that the Ordinance route should also not be taken in matters which have been introduced in Parliament or are being considered by a house committee. “If a matter is deemed urgent, the committee concerned should be made aware of the situation and mandated to present its report within the stipulated
CMO secy issues notice to Dr. Shürho

time,” he said. An Ordinance remains in effect for six months from the date of its promulgation, after which it lapses. The government has to either bring in a law to replace it or re-promulgate the Ordinance. The Narendra Modi government promulgated the Enemy Property Ordinance at least five times as the opposition was against some provisions of the law. While he praised the institution of parliament, Mukherjee expressed concerns over the declining
“time devoted to legislation”. “When parliament fails to discharge its lawmaking roles, I feel it breaches the trust of the ordinary people,” he said, adding that “dissent and disruption hurt the opposition more than the government”. “If I claim I am the creation of this Parliament, perhaps it will not be treated as immodesty,” Mukherjee said. “As President, I’ve tried to protect, preserve, defend the Constitution, not just in letter but in spirit as well.” (Cont’d on p-5)

KOHIMA, JUL 23 (NPN): In another U-turn on Sunday evening, chief minister, T.R. Zeliang decided to include EE Pangteang as a cabinet minister. Pangteang would be sworn-in as the 11th minister on Monday, 9 a.m. at the Durbar Hall, Raj Bhavan Kohima. This was also confirmed by EE Pangteang. It may be recalled that on Saturday’s swearing-in programme, Pangteang’s name was listed at serial no. 7 as per the Raj Bhavan order. However, in a last minute glitch, Pangteang’s name was removed by the CMO. It was later made known that Noke was to be accommodated. After learning that Noke was disappointed with both T.R. Zeliang and Neiphiu Rio, Pangteang was given an option whether he would want to be a simple minister or opt for the post of advisor with plump portfolio. Since Pangteang opted for the advisor’s post, Noke’s name was cleared for cabinet, sources said. However, things took a sudden turn and Pangteang was called in by the chief minster on Sunday evening to inform him that his name has been finalized to be sworn in on July 24. Meanwhile, sources said that Noke is likely to be made the DAN chairman.
Kohima, Jul 23 (NPN): After Speaker of the NLA Dr. Imtiwapang Aier twice (July 18 and July 20) did not respond to the demands made by 11 legislators as to on what ground he appointed chief minister T.R.Zeliang as the NPF legislature Whip and if he had done so by withdrawing recognition of Kiyanilie Peseyie as official Whip, the 11 legislators (10 NPF and 1 independent) are all set to take the matter to court. Disclosing this to media persons during an interaction at the CM’s residence Kohima Sunday evening, former Speaker Chotisuh Sazo MLA reiterated that the present Speaker was obligated to clarify the matter since NPF is a registered party and its constitution accepted by the ECI. Sazo went on to explain that as per the NPF constitution Article Chapter 5 and Section 10, the party president authorises promulgation of ordinance to all members including the legislature. He further cited Tenth Schedule Para 2, 1b of the constitution wherein it mentions that a political party has to give direction to its legislators whether to vote in favour of or against or to abstain. This direction is issued by the Whip appointed by the party for its legislature. Sazo pointed out that in the case with T.R. Zeliang, he appointed himself as leader of NPF legislature and also as the Chief Whip of the party when he was already expelled from the NPF. He said the appointment of Kiyanilie as Whip was not revoked
nor withdrawn and therefore, appointing T.R.Zeliang as the whip of NPF will be challenged in court. When the matter goes to court on who is the whip of the NPF, Sazo said if the ruling favoured NPF party then all the 37 NPF legislators who voted against the whip will be disqualified unless the NPF party condones it within 15 days. Sazo said the Speaker is supposed to be neutral since he no longer belongs to any political party while holding the chair. He said since the Tenth Schedule does not cover the Speaker that the latter could rejoin NPF after resignation but subject to approval of the party. On T.R. Zeliang’s contention that appointment of whip was not mentioned in the NPF constitution, Sazo pointed out that the party constitution authorises the party president to promulgate ordinance(s) to any of the party members including legislators. Therefore, he said the word ‘whip’ need not be mentioned in this context as the directive was clear. He claimed that most of the members in the other camp were “misguided” about theses issues. Sazo said appointments of party whips as that of Kiyanilie and other states and union territories are forwarded for record with ECI. He said in the state assembly, there is record of the whip of NPF party but no record of any entity as ‘NPF legislature party.’ DAN Chairman Kuzholuzo (Azo) Neinu, MLA said if the legislators are disqualified, the first
timers especially will not be entitled pension or other benefits since they cannot be deemed as ‘ex-MLA’. On his appointment as DAN Chairman Azo said the post does not belong to anyone but decided by NPF, BJP, JDU and NCP. After NPF cut off links with BJP, he said of JDU and NCP still support NPF but if both withdraw support, then he will cease to be DAN chairman. On his appointment as NPF legislature party leader, Azo said the MLAs and party president endorsed his name but that the NLA did not accept. He accepted it since to be legislature party leader he must have support of one half majority of members. However, Azo argued that after 20 MLAs were expelled and ten suspended from T.R. Zeliang’s group, he has fulfilled the criteria of having one half majority of NPF legislators and so the Speaker has not option but to accept his appointment as legislature party leader. He said Zeliang was expelled for six years from the party while others for an indefinite period but the latter cases could be reconsidered by the party. Yitachu, MLA renewed his attack on the Governor by terming his recent actions as “arbitrary and unconstitutional”. He also asked under which letter head did T.R.Zeliang write to Governor to stake claim for forming government and sworn-in? Yitachu said even on this issue, they will go to court as such an unconstitutional manner cannot be allowed to have sway in Nagaland at least in the 21st century.
Arunachal Naga students body seek GPRN/NSCN responds to ACAUT Gorkhas to organize unity march on July 30 in Kohima surrender and rehabilitation policy
ITANAGAR/NEW DELHI, Jul 23 (IANS): A Naga students body in Arunachal Pradesh has urged chief minister, Pema Khandu to come up with a surrender and rehabilitation policy for the youths who joined the outlawed forces, to enable them to return to mainstream. With over 500 Naga yo u t h s i n A r u n a c h a l Pradesh having joined the outlawed forces, the Arunachal Naga Student’s Federation (ANSF) said the policy can be used by the cadres as a platform to return to civilian life. ANSF, a powerful Naga youth outfit in Arunachal Pradesh, has also sought a paramedical college to be set up in one of the Naga inhabited districts like Tirap, Changlang and Longding, so that the youngsters can be engaged in professional
courses and stay away from outlawed forces. ANSF has been demanding a surrender and rehabilitation policy on the lines of the one that exists in Assam since 1998. The main objective was to wean away the youths who have strayed into militancy and now find themselves trapped. The scheme should also ensure that the militants who have surrendered do not stray back into insurgent groups, the ANSF said. “Tirap, Changlang and Longding are all development deprived districts of Arunachal Pradesh. Youths, mostly out of frustration, join outlawed groups and find themselves trapped. This needs to be ended,” said ANSF President Nokchai Boham. “We want the state government to come up with a surrender and
rehabilitation policy so that they can come back to civilian life,” Boham said. The ANSF leaders have said they would meet Defence Minister Arun Jaitley and Union Home Minister Rajnath Singh to press for their demands. The organisation, which has also revived the demand for autonomous council for the three districts, has sought a Sainik school for the region so that teenagers from early age are motivated to join the Indian defence forces. Alleging that the Arunachal government was denying Nagas their genuine demands, the community said they have waited for too long to see development in the districts where they reside, and felt the area could develop only under an autonomous council.
DIMAPUR, JUL 23 (NPN): GPRN/NSCN through its MIP has claimed that the alleged harassment on members of Dimapur Urban Council Chairmen Federation (DUCCF) over taxation purpose has been “meticulously pre-planned and perpetrated” by ACAUT and some members of DUCCF to tarnish the image of the GPRN/NSCN government. If not, MIP challenged ACAUT and DUCCF to give press statement in black and white about “when, how and who” were those DUCCF members being threatened and harassed by Col. Tokugha. MIP also expressed surprise how could ACAUT, an anti-Naga movement questioned the government affairs of the GPRN/NSCN, when DUCCF president had reaffirmed that Col. Tokugha has not threatened or harassed any DUCCF members. Therefore, to avoid eventuality, MIP asked DUCCF asked to clarify, or else GPRN/NSCN will be compelled to take its own course of action against the perpetrators. MIP has also asked ACAUT to refrain from misleading the people through their nefarious antiNaga activities as it was well known that ACAUT’s relentless efforts and the motive behind the “mirage of one tax, one government” was against the Naga nation. Further, MIP reminded ACAUT that so long as Naga national movement for self determination is on, the 1951 Naga people’s voluntary plebiscite will remain valid. It therefore, advised ACAUT to restraint from anti-Naga movement.

The rally will be held under the aegis of Nagaland Gorkha Association in collaboration with Gorkha public Panchayat Kohima and Gorkha NGOs informed NGA president and co-ordinator Nobin Pradhan at a press conference held at Gorkha Public panchayat Chandmari Kohima on Sunday. Members of NGA will gather at Gorkha Public Panchayat Kohima at 1pm from there they will march to Raj Bhavan and submit the memorandum to Nagaland governor. He said that the unity march has received world wide support and Gorkhas of Nagaland being the part of the community will be joining global march in -Kohima, Mokokchung, Wokha
and Kiphire. He expects more people from the remaining districts in the rally. The rally will be addressed by Angami Public organization, Nagaland Tribes council, Naga people’s Movement for Human Rights, T. Khel union and others, Pradhan said. Pradhan said that by taking part in rally, Gorkhas of Nagaland will be lending their voices to the brothers and sisters in Darjeeling “for our identity, our language, our culture and our birthright in India”. He said that the mission was to unite and connect the entire Gorkha diaspora scattered across the world. The rally is also open to friends and supporters from outside Gorkha community, who believe that they have a moral responsibility to speak out against any threat to justice, equality and human rights, Pradhan said. RSS flourished in state under NPF says NPCC Mon district BJP expresses dismay DIMAPUR, JUL 23 (NPN): NPCC has once again hit out at the NPF saying that the spurt of RSS activities in the state had flourished under the patronage of NPF, “who had deliberately turned a blind eye for the love of power and money.” However, NPCC media cell stated that “the sudden discovery by NPF that BJP is communal party, Governor PB Acharya is RSS Pracharak and chief minister TR Zeliang is Heraka boy is a belated but welcome sign that vindicates the assertion of the NPCC all through the years.” NPCC said NPF cannot absolve itself for being the comfort party of BJP, its springboard and to put it in their own words- ‘natural ally.’ It said NPF’s argument about the sinister agenda of the BJPRSS has rather exposed its own double standards arising out of being kicked badly by its natural ally BJP. Instead, BJP has lot to thank the NPF
for allowing it to take roots and nurturing its growth, NPCC added. Since BJP came to power in May 2014, the communal temperatures in the country has been heated up by the BJP-RSS to consolidate its holding on power and the nation remains divided more than ever, NPCC stated. When other states were vociferously protesting against BJP-RSS divisive politics over Good Governance Day, Digital India Day, beef ban etc., NPCC said the deadly silence of NPF and its stout defending of the BJP-RSS agenda cannot be easily forgotten by the people. Ridiculing NPF for its ignorance that BJP was its ally since 1977, when the party was only formed on April 6, 1980, NPCC said NPF, realizing after 37 years the true colors of the BJP-RSS, “will not undo the damage caused to the state and its people by allowing communal forces to take root.”
In this regard, NPCC has appealed to all secular minded people to come together and save the state from impending dangers of communal forces. It said NPCC has been and will always continue to be the voice of the people in defending their rights and will go an extra mile to defeat the communal forces whose polarizing agenda spells doom for the people. In the next assembly polls, NPCC said that the people would have a choice to either vote for secular front or communal forces. “Unless the communal forces are defeated, posterity will never forgive us for succumbing to the lure of instant gains that will destroy our identity and our way of life forever,” it added. Therie mocks at new govt: NPCC president, K. Therie mocked at the new government saying “it cannot expect glamour to return from multiple divorcees” after hav-
ing the fourth marriage in just five years. Therie said, with too many cooks around, “the fourth divorce appears to be in the offing in the midst of oath taking, wishing for the fifth marriage.” He further said adulterating with RSS-BJP salt was a little too much since it had insulted the 55 MLAs and the people of Nagaland, creating an uneven representation. Encouraging corruption and defection should have been avoided and moral authority should have been respected, he added. “I don’t know how to name the new government now, but one thing I am certain is that they are not the alternative for Nagaland. The State cannot expect change from the old tattered minds,” Therie stated. He said “in Nagaland we put our faith in God, not in idols or mother cow neither do we put our faith in corrupt government.”
MON, JUL 23 (NPN): Mon district BJP unit has expressed strong resentment for non-inclusion of Paiwang Konyak as cabinet minister. In a press note, BJP Mon district unit president, Nyawang Konyak reminded that Paiwang, elected from 41 Tizit A/C, was the only official BJP leader who had won under the BJP party ticket in the last Assembly election. The other three MLAs joined later from another party, he said. While acknowledging that two BJP MLAs were inducted in the cabinet, the Mon BJP unit however pointed out that the original son of the party, who was earlier a cabinet member, was deprived of the same and replaced by newcomers. This was a big blow and has impacted the entire party unit, particularly at a time when BJP Mon has been gearing up to fill the maximum number of candidates in the forthcoming elections, the unit stated. Mon BJP unit said since they were given the impression that the removal of the original party MLA by new comers came from the Central office, the unit has demanded the party to rectify the gross anomaly. Despite being one of the most active BJP bastion in the state, such
action by the party has only let down the morale of its workers, the unit stated. Mon BJP further said that the removal of Paiwang has sent across a wrong signal to the electorate of the state. The unit therefore urged its party to look into the serious anomaly and not abandon its workers and legislators in the face any changes or upheavals in the state. 41 A/C BJP: BJP 41A/C Tizit has also expressed shocked and dismay for non-inclusion of its MLA, P. Paiwang Konyak in the cabinet. In a press note, the 41 A/C BJP unit president Nokleam Konyak and press secretary Tingnon Konyak BJP Unit 41A/C condemned the present government led by TR Zeliang for not inducting the “lone original BJP MLA” into the cabinet. While pointing out that Paiwang was the lone BJP candidate elected to the 12th NLA in the state, it questioned “how could anyone avoid the original and include the new comers/adopted ones.” Expressing strong resentment with TR Zeliang and the Central BJP leadership, the unit said “no amount of reasoning and justification would satisfy the party workers and electors of 41A/C Tizit.” K Y M C

LKMCECC clean election campaign phase-I ends
People pledging to uphold the principle of one person, one vote and support the clean election campaign in Merangkong village during LKMCECC organised meeting on July 21. DIMAPUR: Langpangkong Kaketshir Mongdang Clean Election Campaign Committee (LKMCECC) undertook a weeklong tour programme on clean election from July 18 to 21. The tour aimed to reach out to grass roots people and educate them about their electoral rights and benefit of securing fair and free election. LKMCECC during its first phase of grass roots tour programme visited Tzüdikong, Kangtsüng, Kangtsüngyimsen, Anaki, Anaki ‘C’, Wameken, Asangma, Kelingmen, Merangkong and Nukshiyim villages. Local action committee in each and every village and town was formed for implementation of clean election principles. LKMCECC in a press statement stated that during the interaction with the people in respective villages, they have expressed their deep anguish against the
present state of affair-- pathetic conditions of roads, poor health care services, education, power and unemployment problem amongst the youth. “I am now 46 years old and I was never allowed to cast my vote. I’ve not seen ballot paper and Electronic Voting machine in my life. I don’t have experience of voting in my life due to violence and corrupt practices during past elections,” one church leader said during discussion hour on clean election, informed LKMCECC. In the tour, LKMCECC members asked people as to whether it was dignified to walk on muddy, dusty road, defaulting to pay their children’s tuition fees in private schools and being compelled to go outside the state for medical care. It also questioned whether it was right on the part of the government to let the youths suffer at the hands of employers in cities
of India as whether it was morally right on the part of the government as well as parents to let the youth suffer and humiliate at the hands of their employers in different cities of India as employment opportunities are lacking for them in the state. LKMCECC also reminded people that as the government elected by people was the government deserved, instead of keeping on playing blame games, people in general must also take its own share of blame in matters ruining the future of the young generation. LKMCECC also appealed the people to pray for God fearing, morally strong, cultured, patriotic man of understanding to be their candidate to restore and secure the future. The second phase of LKMCECC clean election tour to remaining villages has been scheduled for last part of August 2017.

DIMAPUR: Department of Sociology, Sazolie College, Jotsoma, organised a talk on the topic, “Relevance of Naga (Homeland) Politics and Identity in the Present Neoliberal Context: A Critical Sociological Understanding” on July 21 with professor Kedilezo Kikhi from department of Sociology and chair of Ambedkar Studies Centre, Tezpur University, Assam, as the speaker. A press note by the college stated that professor Kikhi critically analysed the issue of Naga identity in the context of Neoliberalism, wherein the state was needed by the elites to accumulate and protect their wealth, which ultimately results in the rich getting richer and the poor becoming poorer. Professor Kikhi expressed concern as to what would happen when “our parasitic government” and “parasitic society” stopped receiving the so-called “economic packages” or “pacifying packages” from the central government. He stated that the

movement for Naga identity started with a good intention, but it has become bait today thereby intensifying the parasitic system and giving growth to the nexus among the
elites, which included the politicians, bureaucrats and groups claiming to fight for the Nagas. Therefore, professor Kikhi stressed on the need for the Nagas to realise the importance of self-reliance and proposed various areas which could be developed and improved upon to achieve the goal of selfsustenance like indigenous handicrafts, pottery, forest resources, agro/forestbased industries etc. The programme was chaired by Sazolie College, Jotsoma HoD sociology, Thepfusalie Theunuo and vote of thanks was delivered by assistant professor, Nukhrülü.

BRO seeks land for tunnels to shorten road to China border in Arunachal
Itanagar, Jul 23 (Agencies): The Border Roads Organisation (BRO) has sought land for two-lane tunnels bypassing Sela – a mountain pass at 13,700 ft – to shorten by almost 7km the road to Tawang in Arunachal Pradesh, bordering China. This is in keeping with India’s bid for faster access to the Tibet frontier through the tough terrain of the state in the Eastern Himalayas. RS Rao, the commander of the 42 Border Road Task Force under BRO’s Project Vartak, handed over a copy of the approved alignment plan to West Kameng deputy commissioner Sonal Swaroop on July 20. “We have also submitted to the DC a request for initiating land acquisition proceedings so that construction of the tunnels can be taken up on priority,” Rao said. The tunnels, a BRO spokesperson said, would help shave 6.5 km off the 496 km road from Guwahati to Tawang via Bhalukpong on the AssamArunachal Pradesh border. This translates into saving travel time by close to an hour since the present sin-
42 BRTF commander RS Rao handing over request for land acquisition for tunnels to West Kameng deputy commissioner Sonal Swaroop. gle-lane road has a number of hairpin bends. Vehicles can move faster when the road widening work under way is done, he added. There’s a shorter but less used road along the Bhutan border via Orang in Assam and Kalaktang in Arunachal Pradesh. “The new alignment of the road to Tawang involves 12.37 km and the construction of two tunnels – one 475m and the other 1.79 km long – to bypass Sela and a number of hairpin bends. The altitude of the new alignment will vary between 11,000 and 12,000 ft,” Swaroop told HT from district headquarters Bomdila.
The survey for land acquisition will start after the monsoon, she said. Much of the land in Arunachal Pradesh is community-owned, which complicates the process of acquiring land for government projects. The Sela area is sparsely populated. Officials do not envisage challenges, particularly after 152 families of Senge, Nyukmadung and Lish villages – all located between Bomdila and Sela – in West Kameng district were given Rs 42 lakh each in April as compensation for land acquired by the army after the 1962 Chinese attack. “The villagers had to wait 50 years to get compensation, but as they say,
it is better late than never,” state chief minister Pema Khandu had said while handing over the chequee to the villagers. Villagers of West Kameng and Tawang districts will be entitled for the compensation for the tunnels. Sela is the boundary between the two districts. Armed forces and district officials did not specify if the existing road – more picturesque from the tourist point of view despite the backbreaking journey – will continue to be used by civilians after the tunnels are made. “First, let the Sela bypass and the tunnels be completed, which is a long time away,” a district officer said. Also in the realm of probability is the train to Tawang after minister of state for railways Manoj Sinha commenced the final location survey for the 378km Bhalukpong-TengaTawang railway in April. The project, if undertaken, could cost the Indian Railways more than Rs 70,000 crore. A broad gauge line exists till Bhalukpong, considered the gateway to Tawang about 290 km away.

The smugglers cut fencing wires or used unfenced areas to smuggle cattle, the statement said. Many parts of the international border are still unfenced in Meghalaya. In its coordination meeting with the Border Guards of Bangladesh, the BSF has identified and plugged almost all the vulnerable patches of the border by increasing troop strength and employing technical support, the statement said.

PPFA bats for 1951 as cut-off year for immigrant deportation Dimapur, Jul 23 (NPN): The Patriotic People’s Front Assam (PPFA) Sunday reiterated its stand to detect all immigrants from the then East Pakistan and later Bangladesh with the national cut-off year (1951). The forum also urged the Union government to think about offering work permits (without voting rights) if deportation becomes impossible due to humanitarian and international crisis. The forum in a statement also appealed to Sarbananda Sonowal led government to support 1951 as cut-off year for detection of foreigners in the Supreme Court of India, as the case is presently in its jurisdiction. Considering the spirit of Assam Movement (1979 to 1985) to deport all foreigners with 1951 base year, for which over 850 martyrs sacrificed their lives, the PPFA found reasons to support the same. The forum pointed out that the immigrants who entered India after 1951 till 16 December 1971 should be treated as East Pakistani nationals, as Bangladesh emerged as a sovereign nation only after 16 December (not 25 March 1971 as often reported in Indian media outlets) following the surrender of Pakistani forces under the
leadership of AAK Niazi to the Muktijoddhas (forces of Bangladesh freedom struggle). While demanding that immigrants who came from Bangladesh after December 16, 1971 be deported, the forum urged the Union government to start diplomatic exercises with the Bangladesh government in Dhaka. It also expressed hope that a friendly regime in Dhaka would respond to New Delhi’s worries positively and timely. In another aspect, the for um commented that once the citizenship amendment bills are duly passed in the Parliament, all the Hindu, Buddhist, Sikh, Christian refugees should be rehabilitated with equal distribution across the country. Among them, those who prefer to stay legally in Assam should adopt the Assamese language as their medium of instructions, asserted the statement. “Adopting Assamese language as the medium of instruction by those settlers would help in promoting Assamese culture and thus contribute to a stronger and safer India. It will also help remove the linguistic threat perception to the indigenous populace of the State,” opined the statement issued by PPFA.

60% shortfall of Central funds to Controversy in Mnp over MPCC prez photo on BJP billboard Assam for flood management: CAG Correspondent
Guwahati, Jul 23 (PTI): A Comptroller and Auditor General (CAG) report has observed that there has been a 60 per cent shortfall in release of central funds to Assam for implementing flood management programme. The re por t comes at a time when the state is grappling with flood situation in 13 districts in which 75 people have died. Till July 19, five lakh people were affected in the latest wave of floods. In its report tabled in Parliament Saturday, the CAG noted that the Centre was to share Rs 2043.19 crore with Assam for implementing 141 projects in the state between 2007— 08 and 2015—16. Of this, it released Rs 812.22 crore, a shortfall of Rs 1230.97 crore or 60 per cent. “There was a shortfall in release of central assistance by 60
per cent. Fur ther, the state government also did not release 84 per cent of the allocated budget provision. Insufficient flow of funds adversely affected the implementation of schemes,” the report said. The CAG also recommended the Union Water Resources Ministry to release adequate funds in a timely manner as per flood management programme (FMP) guidelines and impress upon state governments to release funds to executing agencies in a time-bound manner. The ministry may also maintain a strict vigilance on utilisation of funds by the state government and executing agencies so as to avoid parking and diversion of funds. “The ministry may release/reimburse the funds to the state governments only after ensuring
receipt of statements of expenditure, utilisation cer tificates and other requisite documents,” the report said. According to the FMP guidelines, the proportion of central and state share of funds for flood forecasting projects approved up to July 2013 was 75 per cent to 25 per cent. For the projects sanctioned after July 2013, the proportion of central and state share of funds was to be 50 per cent each. In the case of special categor y states (nor th eastern states, Himachal P r a d e s h , Ja m mu a n d Kashmir) the proportion of central and state share was to be 90 per cent and 10 per cent respectively. For the projects approved after July 2013, the central and state share was 70 per cent and 30 per cent respectively in case of special category states.

13-year-old girl shot dead in Manipur
Correspondent
IMPHAL, Jul 23: A 13-year-old girl was shot dead by a KNA cadre in Manipur’s border town of Moreh Sunday morning at around 5:00 am. The culprit identified as Seikhosat Haokip @ Sasat Haokip (22) intruded into the girl’s room and killed her by shooting on the head at point-blank. The victim identified as Nengneingah Khongsai was a class XI student of Mt Moreh High School, Moreh. The victim girl was staying with her younger sister in her room while her mother and her elder brother
were still sleeping in their respective rooms at the time of the incident. Reports said that, the militant entered to her room early in the morning on the pretext of fetching water and shot her with a small gun (9mm pistol) on her head at point-blank. Family members alleged that Seikhosat (the culprit) whipped out a small gun and pointed at Nengneingah. He also threatened the younger sister when she tried to alarm her mother who was sleeping in another room. The culprit instantly shot her on her forehead and fled from the scene. Victim’s mother and
brother were woken by the gunshot and found their daughter (Nengneingah) laying dead in pool of blood. The culprit, a cadre of KNA is said to be deputed as a personal bodyguard of a KNA leader living in the town. M e a n w h i l e, K NA swiftly took action in overpowering its “rouge” cadre and handed over to the police at Moreh town. The culprit is currently in the custody of Moreh police station. When the news of handing over the culprit spread across the town, enraged residents of the border town rushed to the police station and demanded the
police to hand over the culprit to them. Due to rising tension, police tried to evacuate the culprit to Imphal. However, the mob prevented the police from taking away the culprit, said reports. Residents while pressing befitting punishment to the culprit also demanded that the culprit should not be taken to Imphal. Meanwhile, Khongsai Innpi, an apex body of Khongsai tribe in the border town, while supporting the residents in awarding befitting punishment to the culprit has convened a public meeting to consider future course of action.
Don’t forget 1971, Venkaiah Naidu warns Pakistan
NEW DELHI, JUL 23 (AGENCIES): The NDA’s vice presidential nominee Venkaiah Naidu on Sunday delivered a warning to Pakistan: “Recall what happened in 1971”. The former Union minister wants Pakistan to remember India’s victory over it in the Bangladesh Liberation War of 1971 so that it realises what may happen if it continues to pursue terrorism as a “state policy”, reported ANI news agency. “Our neighbour should understand that aiding and abetting terror will not help them, they should recall what happened in 1971... Terrorism is the enemy of humanity, it has no religion. Pakistan is mixing terrorism with religion. It has unfortunately become Pakistan’s state policy,” said Naidu in an address at the ‘Kargil Parakram Parade’ in the Capital. The annual parade honours the martyrs of the Kargil conflict of 1999. His comments come amid the increasing number of ceasefire violations and infiltration attempts along the Line of Control (LoC) by Pakistan in recent months. Eleven persons, including nine soldiers, were killed, and 18 people
Venkaiah Naidu injured, in as many as 18 ceasefire violations by Pakistan this month, said PTI. And this year, the Army foiled a total of 22 infiltration bids along the LoC in Jammu and Kashmir. It also killed 38 armed intruders in these operations. One such infiltration bid was foiled on Sunday in the Machil sector of north Kashmir’s Kupwara district. On the occasion of the ‘Kargil Parakram Parade’, Naidu also hit out at Pakistan for not just meddling in Kashmir but also actively supporting terror in the state. He recalled the bravery and sacrifice of solders who got back from Pakistan Kashmir’s Kargil district in the fierce conflict of May-June 1999. “Ours is a peace loving country. We never want war. But when this highly coveted
peace is denied to us, our brave soldiers respond in a befitting manner...We are too strong to lose our focus on the country’s development and betterment of the country,” Naidu said. Naidu’s warning also comes amid growing weariness worldwide at Islamabad’s continued inaction on terrorist safe havens+ and terror acts perpetrated allegedly by its proxies in India and in Afghanistan. Just two days ago, the Trump administration in the US said it was blocking $350 million in coalition support funds to Pakistan as it had not taken “sufficient actions” against the dreaded Haqqani terror network. And on Wednesday, the US listed Pakistan among the nations providing “safe havens” to terrorists, saying terror groups like the LeT and JeM continued to operate, train, organise and fund-raise inside the country. In its annual ‘Country Report on Terrorism’, the US state department said the 2008 Mumbai attacks’ mastermind and UN-designated terrorist Hafiz Saeed continued to address large rallies, although in February 2017 Pakistan proscribed him under its Anti-Terrorism Act.

Birth certificate not needed to get a passport now: Govt NEW DELHI, JUL 23 (AGENCIES): You no longer need to show your birth certificate to get a passport. Continuing the process of simplifying passports for Indian citizens, the government informed parliament this week that Aadhaar or PAN card among a host of documents could be used to establish proof of birth. According to the Passport Rules, 1980, all applicants born on or after 26/01/1989, had to submit a birth certificate, a mandatory provision. Now they can submit any one of these — transfer/school leaving/ Matriculation Certificate issued by the school last attended/recognised educational board containing the DOB of the applicant; PAN Card; Aadhaar Card/EAadhaar; driving license, Voter ID cards, even LIC policy bonds. Government servants can give extracts of service record, pension records, etc. The aim, said VK Singh, answering a question in parliament is to make passports easily available to millions more. As has been reported earlier by TOI, neither divorce decrees, nor adoption certificates need to be submitted any longer to get a passport. Orphaned children only need a document from their orphanage to confirm date of birth.
Cong suspends rape accused Kerala MLA M Vincent
T H I RU VA NA N THAPURAM, JUL 23 (AGENCIES): The Congress in Kerala today suspended its MLA M Vincent from the party post after he was arrested for allegedly raping and stalking a woman, though it defended him saying “the case and his arrest is politically motivated.” “Though the rape charges and the arrest was part of a political conspiracy, considering the complaint of the woman, the Congress has decided to suspend Vincent from the party secretary post, Kerala Pradesh Congress Committee president MM Hassan told reporters here. He would stand divested of the party post till his innocence in the case is proved, Hassan said,
adding, Vincent has told the party that he was confident that he would be able to prove his innocence in the court. The Congress rejected the demand of the ruling CPM-led LDF for the resignation of Vincent and said there was no need for it now. “Party will take a call on that after he is declared guilty by the court,” he said. Terming the arrest as an unusual step, Hassan wanted the police to probe the conspiracy angle to the whole episode. “The charges against the MLA were converted into rape following political pressure exerted by local CPM MLA K Ansalan and some of its local leaders,” Hassan alleged. Hassan also mentioned about media reports on
Kerala Congress MLA M Vincent statement of the victim’s sister that “it is a case of political conspiracy and the victim is suffering from mental problem.” Stating that the case and further steps against Vincent was taken in a haste, Hassan said CPM-led LDF government had not taken any action against its worker
in Vadakancherry and NCP MLA A K Saseendhran who were facing sexual harassment complaint by women. Meanwhile, the CPM rubbished the Congress charges that political conspiracy was behind the arrest of Vincent and said the government initiated steps as per the law.
Pranab’s last speech as President of India (From-p1) Mukherjee, a Congress veteran before he was elected President in 2012, said it was in Parliament that he understood the “real value of debate and discussion”. Pranab Mukherjee also remembered his “mentor”, former Prime Minister Indira Gandhi as a “towering personality” in his last speech. “My career was mentored by Mrs Indira Gandhi who was a towering personality. She had the courage to call a spade a spade,” Mukherjee said as he related an interesting incident
that happened in London after the Congress’ defeat post Emergency. “After the Congress’ and her own defeat post Emergency, she went to London in 1978. A battery of media persons, in a fairly aggressive mood were waiting to ask questions. “The first question was: ‘What had been your gains from Emergency?’. Looking directly into the eyes of media persons, in a level voice she replied: ‘In those 21 months we comprehensively managed to alienate all sections of people’,” Mukherjee recalled. After a few seconds of silence, there was laughter, he said.
“Nobody after that asked a question about Emergency and the media persons melted away,” he said In the closing parts of his speech, he praised Prime Minister Modi and said: “I’ll carry with me fond memories of association with PM Narendra Modi and remember his warm behaviour towards me”. “It will be with a tinge of sadness and a rainbow of memories that i will be leaving this building today... I leave with a sense of fulfilment and happiness of having served the country,” he said, before finishing his speech with “Jai Hind”.
Sushma Swaraj to hold Prez not in favour of two executive authorities: Ansari Tharoor anxious to know the talks on abducted Indians truth about his wife’s death
Sushma Swaraj New Delhi, JUL 23 (AGENCIES): External affairs minister Sushma Swaraj will hold talks with her Iraqi counterpart Ibrahim al-Jaafari on Monday, with focus expected to be on the issue of 39 Indians abducted by the Islamic State three years back from Mosul. Al-Jaafari’s visit from July 24 to July 28 to India comes two weeks after Iraqi Prime Minister Haider alAbadi announced liberation of Mosul, the second biggest city in his country, from the IS, which marked a major milestone for the Iraqi security forces. In their talks, the two sides will to take stock of bilateral relations and explore ways to enhance cooperation in areas of energy and trade. Iraq has been one of the major suppliers of crude oil to India.
On the visit by al-Jaafari, the external affairs ministry has said the two sides will discuss the entire gamut of bilateral ties as well as regional and international issues of mutual interest. “The visit is expected to add further impetus to our mutually beneficial bilateral engagement,” the MEA had said on Friday. As liberation of Mosul brightened chances of information about the kidnapped Indians, Swaraj, in a meeting with their relatives last week, had said that they might be languishing in a jail in Badush in northwest of Mosul where fighting was going on. However, a re por t published in Hindustan Times from Badush on Saturday said the jail now is an abandoned structure and has been unoccupied for weeks. Minister of state for external affairs VK Singh was sent to Iraq days after the Iraqi PM announced victory in the fight to liberate Mosul. Swaraj had told the family members that an Iraqi official quoting intelligence sources had told Singh that the kidnapped Indians were deployed at a hospital construction site and then shifted to a farm before they were put in a jail in Badush.
New Delhi, Jul 23 (IANS): Vice President Hamid Ansari on Sunday said outgoing President Pranab Mukherjee had last week told Governors and Lt Governors that their role is “mainly confined to giving advice to Chief Minister” as “there cannot be two functional executive authorities in a state”. Ansari cited Mukherjee’s remarks in his speech at the farewell ceremony for Mukherjee in the Central Hall of parliament. He also said Mukherjee had noted that the Governor has no discretion but to accept the verdict of floor test
Hamid Ansari in certain situations. “In a farewell dinner for Governors and Lt Governors last week, President Mukher jee spoke about the constitutional design by which ‘there cannot be
two functional executive authorities in a state’ and the governors role, therefore, is ‘mainly confined to giving advice to chief minister’,” Ansari said. “He (Mukherjee) added that in certain situation the Governor has no discretion but to accept the verdict of the floor test. He advised the Governors to implement diligently their constitutional responsibility in regard to the Scheduled Tribe areas in the states,” he added. Mukherjee’s remarks assume significance in the wake of present spat between Puducherry Chief Minister V. Narayanasamy
and Lt. Governor Kiran Bedi. There was a tussle earlier between Delhi between Chief Minister Arvind Kejriwal and then Lt. Governor Najeeb Jung and there have been instances in the past of differences between Chief Ministers and Governors. Ansari also lauded Mukherjee for adorning the highest office in the land with great distinction and dignity. “His contribution in enrishing our national life, parliamentary institutions, and political discourse are highly regarded along with his unshakable believe in the idea of India,” he added.
CAG: 60% telemetry stations non-operational
NEW DELHI, JUL 23 (AGENCIES): Nearly 60 per cent of the 375 telemetry stations set up between 1997 and 2016 are non-operational which “defeats” the purpose of investing in modernisation of flood forecast network, a CAG report has said. The Comptroller and Auditor General (CAG) report tabled in Parliament on Friday said the Central Water Commission (CWC) has to depend on manual collection of data for flood forecast as the telemetry stations are non-operational. It said the stations were nonfunctional due to various reasons such as equipment theft, dismantling due to inadequate security and non-installation of radar sensors/bubbler. Telemetry stations collect data at remote or inaccessible points and
transmit them to receiving equipment for monitoring. “Scrutiny of records at the Ministry of Water Resources revealed that out of 375 telemetry stations for which information was made available by the ministry, 222 telemetry stations were non-operational,” the CAG said. As a result, real time data was not available, it said. The stations were non-operational during different periods, stretching from June 2007 to March 2016. The affected divisions included: Upper Yamuna, Himalayan Ganga-II (Luknow), Middle Ganga (Varanasi), Middle Ganga-IV and V (Patna), Middle Brahmaputra (Guwahati), Lower Brahmaputra (Jalpaiguri), Krishna and Coordination Circle (Hyderabad), CWC (Chennai) and Tapi (Surat). The CAG noted data was used in
formulation of flood forecast only after comparing the telemetry data with manually observed information. “In case of mismatch of information between the two sets of data, the manual data was adopted,” the auditor general added. Thus, the CWC did not depend on telemetry data even after investing in modernisation of telemetry station network for nearly 20 years, it said. “This defeated the purpose of establishment of the equipment for meeting the requirement of real time data collection, its transmission and flood forecast formulation,” the CAG said. It said the ministry has told the CAG that efforts are being made to make telemetry stations functional at the earliest.
Odisha puts six districts on flood alert
Bhubaneswar, Jul 23 (IANS): The Odisha government on Sunday issued a flood alert in six districts after the IMD forecast heavy rainfall in the next two days. The fishermen have also been advised to be cautious while venturing into the sea. The Revenue and Disaster Management Department alerted the District Collectors of Keonjhar, Jajpur, Bhadrak,
Balasore, Mayurbhanj and Sundargarh “in view of the Indian Meteorological Department forecast of extremely heavy rainfall in the next 48 hours”, which may trigger floods in the Baitarani, Subarnarekha, Budhabalanga and Brahmani rivers. According to IMD, heavy to very heavy rainfall is also expected in few places of other districts like Bhadrak, Angul, Deogarh, Sambalpur, Jharsu-
Bengaluru, JUL 23 (AGENCIES): Congress MP Shashi Tharoor said on Sunday he was more anxious than anyone else to know the truth behind his wife Sunanda Pushkar’s death. He also said he would cooperate only with the probe agencies in investigation of the case and not with publicity seekers. “No one in this country can be more anxious than me to know the truth and to see a constructive and clear conclusion to this prolonged investigation,” Tharoor told reporters in Bengaluru. “My responsibility is to cooperate with the authorities and not with obstreperous, self-interested, publicity-seeking people ... I’m not going to cooperate with such people,” the former Union minister said. Tharoor was speaking
on the sidelines of a threeday international conference on Dr BR Ambedkar in Bengaluru. Tharoor’s stepson Shiv Menon had on Saturday moved the Delhi high court opposing BJP leader Subramanian Swamy’s plea for a court-monitored CBI-led SIT probe into the death of Sunanda Pushkar. The counsel for Menon, late Pushkar’s son from her earlier marriage, has filed an application on his behalf in a pending plea filed by Swamy seeking probe in the death of Sunanda, on the ground that the BJP leader has no locus standi in the issue. Swamy, in his plea file through advocate Ishkaran Singh Bhandari, has alleged “inordinate delay” in the investigation, claiming that many of the evidence in the case have been destroyed.

guda, Dhenkanal, Bargarh and Sonepur. The District Collectors have been asked to remain in full preparedness to face any eventuality and ensure that field officials are in their respective position, said an official of Special Relief Commissioner’s office. Many parts of Odisha are likely to experience heavy to very heavy rainfall under the influence of upper air cyclonic circulation over Gangetic West Bengal. Under its influence, a low-pressure area is likely to develop during next 24 hours, IMD said. Fishermen have been advised to be cautious while venturing into the sea along and off the Odisha coast as sea condition is likely to prevail moderate to rough due to Southwesterly wind flow with speed reaching 4045 kmph gusting 55 kmph along and off Odisha coast, said IMD.

Nagaland Post Vol. XXVII NO. 228 Dimapur, monday, JuLy 24, 2017
P
Jumbo jumble
erhaps reflecting the political mess and the despondent mood around, Saturday’s swearing-in ceremony for ten cabinet posts conducted at the Raj Bhavan turned out to be a scrappy and confusing affair. There were also many aspirants who genuinely believed that each of them deserved to be included in the cabinet. As a result, there was an air of apprehension, resentment and even anger by those who were disappointed for various reasons. The gathering was much below expectation as several legislators of the group including civic servants did not turn up either. There used to be disappointments or anger during cabinet formation but the magnitude on Saturday appeared to be unusually quite expressive. It was also unusual since the legislators who were sworn-in did not reflect the balance of tribe and district. Of course there is no such law which stipulates how a cabinet can be composed but generally, it is taken for granted that a balance is maintained, taking into account experience and district representation. As per the 91st Amendment Act 2003, hill states like Nagaland can have 12 ministers including the chief minister comprising of 20% of the number of the house. The downsizing has had a very adverse impact on the ambitions of elected members. In the past, there used to be as 20-25 cabinet ministers and it was possible to accommodate as many. The anger and disappointment during Saturday’s swearing-in programme is quite understandable. It only points to the fact that politicians feel that they must be in positions of power and so the periods of political crisis is the outcome of single-minded pursuit for loaves and fishes of office. The other unusual spectre of the present politics is that the chief minister including all his 12 cabinet have been expelled from the NPF. The total number of NPF legislators expelled from the party from T.R.Zeliang’s group is 20 and ten others placed under suspension. In a house with present strength of 59, this is a big number. Perhaps, expulsion and suspension is the only weapon left with dismissed chief minister Dr.Shürhozelie Liezietsü. He has used it with vengeance against those who voted against the party whip in the July 21 floor test. Of the 59 legislators in the house, 47 are NPF, 8 are independents and 4 are BJP. There is no opposition in the house and the government is deemed to be an “all-party government”. The present mess had invited much focus on the decisions of the Speaker over the issue of whip. While as per conventions and rules, a political party appoints its whip in the assembly or parliament to ensure members vote according to the diktat of the party government. On receipt of the appointment, the assembly secretariat duly issues a notification to accord official confirmation. On this basis, the Speaker’s recognition on the appointment of T.R.Zeliang as the party whip by the legislators is not tenable. The formation of ministry and appointments of parliamentary secretaries, Advisors etc at the present juncture will only drive the issue to the courts again. This is all because elected members choose to ignore that they are to govern to serve and not dominate to rule. The problem will continue so long as personal ambitions over ride public concerns and this is the tragedy.
DailyDevotion Sanctification (2) But of Him you are in Christ Jesus, who became for us…sanctification… —1 Corinthians 1:30 The Life Side. The mystery of sanctification is that the perfect qualities of Jesus Christ are imparted as a gift to me, not gradually, but instantly once I enter by faith into the realization that He “became for [me]… sanctification….” Sanctification means nothing less than the holiness of Jesus becoming mine and being exhibited in my life. The most wonderful secret of living a holy life does not lie in imitating Jesus, but in letting the perfect qualities of Jesus exhibit themselves in my human flesh. Sanctification is “Christ in you…” (Colossians 1:27). It is His wonderful life that is imparted to me in sanctification— imparted by faith as a sovereign gift of God’s grace. Am I willing for God to make sanctification as real in me as it is in His Word? Sanctification means the impartation of the holy qualities of Jesus Christ to me. It is the gift of His patience, love, holiness, faith, purity, and godliness that is exhibited in and through every sanctified soul. Sanctification is not drawing from Jesus the power to be holy— it is drawing from Jesus the very holiness that was exhibited in Him, and that He now exhibits in me. Sanctification is an impartation, not an imitation. Imitation is something altogether different. The perfection of everything is in Jesus Christ, and the mystery of sanctification is that all the perfect qualities of Jesus are at my disposal. Consequently, I slowly but surely begin to live a life of inexpressible order, soundness, and holiness— “…kept by the power of God…” (1 Peter 1:5).

Nation awaits all-round happiness
ndia keenly awaits demand and production boosting central budget for all-round happiness. It is a wait for new tax policies, public and private investment in industry and agriculture, growth and how the government takes a stride with the new currency. There would be aspirations as to how the Narendra Modi government breaks from the past and steers the country through a low-price, low inflationary high paced path. The corporate are also dreaming of a budget that would increase production by raising demands. They also want a mix of cash and other modes of transaction for resuscitating the economy. The budget has also to relook at GDP data. Chief global strategist of Morgan Stanley Ruchir Sharma says the figures are overstated and wants the budget to correct it. Referring to the black money scenario, the RBI Financial Stability Report (FSR) released on December 29, 2016 says the best way to contain this menace is to improve governance, quality of services, avoid excessive regulations and have a compatible tax structure.
S
Nagaland Post, Dimapur
Many in the country have the misconception that once black money is removed, somehow India will be magically transformed into El Dorado. The money comes back to the same government system that is the source of embezzlement. The RBI has set a tall order particularly as it also lowered growth projections by .05 percent. The budget has to take care of each of these moves. It has to present a soft budget. Modi has to consider RBI prescription. He has shown that he could take independent path by initiating the process of having floor bank deposit interest rate at 8 percent for the senior citizens. Later it may happen to all deposits. The cut in interest rates for housing upto Rs 12 lakh is likely to give a boost to the housing sector and demand for construction workers. The country has accepted tough demonetization for two reasons – it will be the end of Manmohanomics and also usher in the low tax regime, a promise the BJP manifesto made in 2014. The people have high expectations. They want an end to personal income
tax, highway tolls, end to raid raj, simplification of indirect taxes and ease of business. It is true that Indian economy was earning kudos from IMF, World Bank and other international obser vers. IMF chief Christiane Lagarde said on March 16, 2015, “India is the bright spot in the global econShivaji omy at the moment”. On March 12, 2016, hailing the Modi government’s Make in and Digital India campaign she said, “India’s star shines bright with the promise of more reforms in coming days”. Niti Ayog deputy chairman Aravind Panagariya has written to the prime minister to end the income tax raids as it stifles growth. Chief executive of largest $ 10 billion IT company, Infosys, Vishal Sikka has warned its employees of challenging times of the company. Chairman of the third largest software services, Wipro, Azim Premji told his employees that events in 2016 had raised questions and obstacles that could not be ignored. The Nikkei/market Services Purchasing Managers’ Index (PMI) shows
the numbers in November at 46.7 and in December at 46.8. A reading above 50 indicates expansion and a figure below that indicates contraction. “Indian service economy ended 2016 on a grim note, with the average PMI activity index for October-December the lowest since early-2014,” said Pollyanna De Lima, economist Sarkar a t I H S Markit and author of the report. Overall industrial index figures too were not bright. It registered a growth of (-0 1.9 percent in October 2016 with manufacturing at (-) 2.4 percent; mining at and electricity at (-) 1.1 percent. The cumulative IIP registered a growth of (-) 0.3 percent during April to October 2016. It indicates stagnation in industrial growth and consequent fall in jobs. The banks face a new problem. Flush with deposits of Rs 14.96 lakh crore deposits (in the wake of Rs 15.44 lakh crore demonetized) since Nov 8, the banks face significantly high interest payouts. They face poor loan demand meaning they have sit idle on the huge pile. Meanwhile bad loans of banks have shot up to
9.1 percent in September from 7.8 percent in March 2016, according to the FSR of RBI. The RBI says the NPAs of public sector banks may soar to 12.5 percent as asset quality of large borrowers deteriorated significantly. The total NPAs may cross Rs 12 lakh crore – meaning that much of depositors’ money is at stake. The security agencies have told the government that e-push is fine but cops do not have skills to thwart fraud. Larger fiscal deficit is possible as it has already touched 86 percent of the estimated Rs 5.33 lakh crore during AprilNovember. The problem is how soft it could be on taxes though it is imperative for future growth and a favourable political climate. It should raise income tax ceiling ideally to Rs 25 lakh by 2018 and immediately to Rs 10 lakh to give a high push to the demand and growth. It is, however, possibly be limited to around Rs 4 lakh income, that is unlikely to pep up the market. Another thing that it can do is to give up inflationary unpopular moves like the dynamic train freight/fare, which
is increasing rail losses as people are either opting for air for long distances or road travel for short distances apart projecting the government as greedy. Similarly, it needs to cut highway tolls or at least abolish it for private and farmers’ vehicles to encourage movement. The government has to stress agricultural investment. Farmers need storage, warehouses and cold chains. Big houses have not invested. Past governments have talked about it but not much has been done. The government can promote big farmers to invest. It can provide them soft loans so that farmers do not have to sell their produce in distress. Agri-biz also needs to be given a boost through value addition and the cluster-village mode. The gover nment can assist farmers have funds through easy loans. Farmers should also be incentivised – may be given the most despised subsidy - to invest. The moves would increase rural investment, raise demand, jobs and bolster rural economy. The tack has to change from urban-industry orientation. That can be panacea for overall development the budget pines for.
Post-mortem Coincidence after coincidence in Nagaland
ome says, where there is coincidence, it’s either good days are coming or with bad (worst) moments taking its shape. These few months, especially the month of July 2017 our state Nagaland has been witnessing lots of unwanted developments which can be considered as a surprise for many of us. Nagaland being a Christian State, our religious leaders and denominations were busy preaching about Clean Elections in public places, where as coincidently RSS agents in Nagaland were busy working tirelessly day and night to built their bases in Nagaland through various political banner. Another coincidence one can witnessed is when mother nature was affected with incessant rains with worst floods cases in Kaziranga where our Nagaland legislators were camped few weeks back. With their returned to Nagaland, without delay one could witness worst floods scenarios in various parts of Nagaland, in some places like Kushiabil areas famous Dhansiri river of Dimapur got overflooded upto 1km stretch beyond its existing flowing directions. Coincidently public could witness bridge collapse at 4th mile, Dimapur, not forgetting another bridge got damaged at Nagarjan, Dimapur, These two bridges are considered the lifeline of many villages and colonies but coincidently got cut off in same July month of 2017. Frequent accidents occurring around are not giving any sign to stop, and our pothole (large ones) in the middle of National Highways are becoming worst nightmares for travellers not guaranteeing us, when and how at any moment travellers becoming another victims of road accidents. What’s really going on in Nagaland, I fear end days are not near, but on a clearer note, it is not that end days are near, but I believe, God is sending a strong message to the people of Nagaland to
wake up and stand against injustices in our own land before it’s too late. Past few developments in Nagaland can also be guaranteed that, through mother nature, God is sending a clear “Warning “ message to all our 60 elected legislators (irrespective of different Party), including HoD’s, AHoD’s, and officers of various govt departments in Nagaland to be sincere and honest in their works without any excuses letting common public to suffer because of their wrong doings, in the process of holding their chairs. Nagaland is surrounded with mountains, and news of frequent landslides occurring unexpectedly can be taken as a sign of warning, especially to all our 60 elected legislators that no amount of security can guarantee our lives in front of mother nature. H ave h e a r d f r o m some preachers that death, accidents, sickness are not an act of God but devil’s work, but let’s not forget that God is also not happy by seeing the daily sufferings of countless number of Naga public because of the ill works of Nagaland MLAs, ministers, parliamentary secretaries, head of departments including corrupted officers. Here the main focus of my write up, our respected 60 elected representatives of NLA should have a heart of repentance before it’s too late, because somewhere or the other, public has started praying for God’s intervention to save Nagaland and its people from all the sufferings that are taking place. Being a Christian, most of our believers go for fast in different Prayer Centers (Houses), and its undeniable fact that when we have not repented for our ill works, prophetic people gives a prophesy to us, warning us that if we don’t repent soon death, accidents, or sickness are approaching in our lives. This same thing is also applicable to all our leaders who are making the common people suf-
fer because of their ill works. And in this genuine cases, we don’t need a prophesy from prophetic people to prophesise on our elected legislators of the dangers coming ahead in their lives because of their selfish works. Some may counter this write up that we (public) has sold our rights during elections, where all the elected candidates had spend crores of rupees, with some upto 100 crores or more, but that doesn’t mean they have to take away public money of upto 500 crores or 4 digits in this 5 years term, Yes its agreeable that they had invested, and return in any business is expected but not upto the tune which is excess. Let’s not make excuses with the tag “Vote bikai shei, chup chaap bohiebhi “(vote was sold, so just shut up), arooo appni laga baba, amma, kukai, didi, khandan para - aapni khan lagaa vote bikhai shei, chup chaap bohiebhi (Your dad, mom, brother, sister, relative sold all your votes, so just shut up). To this I wanted to reply to my fellow friends, yes they might have sold their votes but not all the persons in Nagaland has sold their votes, so why should all suffer because of few who had sold their votes. Atleast we need good roads, good electricity, good medical facilities and infrastructures in government hospitals, proper drainage facilities to avoid floods in various colonies, and lists goes on. Ponder on this:1) Why let our Govt teachers like SSA, RMSA, Hindi teachers stay in hunger without getting their salaries for 6-10 months delayed. 2) Why let the long distance travellers including senior citizens face back pains, body pains spending thousands of Rupees every month for their medical checkups, for taking worst journey frequently in those pathetic roads, not forgetting our pregnant women experiencing untold hardships.
3) Why is our young youths becoming victims of road accidents because of bad roads, these youths were once by their church pastor ,schools teachers, loved ones considered the Pillars of our Naga Society, But it’s a sad that they are no more. We are pained at heart grieving at those lost souls. Since time immemorial, Naga people were not considered as beggars as we were hard working where people were not left of hunger, but in today’s scenario our people especially the youths are left with hunger because there is no sufficient job opportunities to accommodate all, with less effort from Govt part to chalk out ways to satisfy our Hungered Society. A day is not far where many problems will arise witnessing state disorders. Quick measures should be taken on board with proper planning and strategies. Scams after scams are coming up, opening up the eyebrows of public, sowing the seeds of anger and frustrations in the hearts of public towards our elected legislators including those corrupted unholy officers of various govt departments of Nagaland, and this should serve and sent a strong warning message to our legislators and corrupted officers to open their minds realizing their mistakes, making space for themselves to repent soon, before the Public makes a thundering voices where no human inventions can put a hold on it, things has to change. Endless to write but will put a hold ,before I conclude my write up would like to request to the concern authority and all the 60 legislators (Not mentioning the Govt - because We are not sure who holds the Govt), Sir while you all are busy fighting for political supremacy and the NPF ownership, on behalf of your affected public would like to once again request you all, Sir, to work out means to look into the present sufferings of the common public especially in a district
like Dimapur which is considered as the gateway and life center of all the other remaining Districts of Nagaland. While you all are busy in Kohima our public out here are facing untold miseries because of all your past mistakes. A few public demands to your attention like: 1) Repairing of all the pothole roads in the National Highways from Nagaland Gate (Dimapur) till upto Medziphema Highway Areas (Dimapur), where these places are the nerve centres of frequent road accidents due to potholes, not forgetting engines of our vehicles getting damaged . 2) To immediately start constructing a Hanging bridge where light vehicles can cross at 4 affected locations :* 4th mile river Bridge collapsed Area, Dimapur. * Nagarjan Bridge damaged Area, Dimapur. * Immediate repair of Seithiekhama Hanging Bridge connecting 6th Mile Dimapur as it got damaged recently due to floods days back. * Immediate reconstruction of Henivi Hanging Bridge located at Henivi Village, Dimapur which connects Padamphukri village via Toluvi Village where Home Guard Training Headquar ter
is Stationed, this bridge built by village authority got washed away by days flood on 19 July 2017, around 4 pm , totally cutting off the lifelines of over 25 rural villages . *Immediate completion of Bridge at supermarket that connects National Highway 29 through Purana Bazaar as this is the need of hour, sensing the weak bridge of Dhansiri Bridge, Dimapur. *immediate repair of pillars of flyovers nearby Dimapur Railway Station and Burma Camp Flyovers as its not strong enough for heavy vehicles to ply on. * Immediate repair of bridge at Patkai, Dimapur as cracks are visible. With thousands of vehicles both heavy and light vehicles crossing it, chances are high for getting collapse. As a common man, in a state like Nagaland, people like us won’t get an opportunity to have an appointment with our respected ministers and MLAs to share our thoughts and sufferings, so the best way a common man like me can do is by using social networking site and print medias to pass on the sufferings of common public to the concerned government and authority. On TET and primary teachers recruitment Sir,
As a qualified candidate for the Nagaland-Teacher Eligibility Test, its been a wait for almost 4 years without any sign of advertisement for recruitment of Primary teachers. Given the fact that the TET certificate is valid for only 5 years it is a wait that is almost going in vain. However with the cabinet decision to lift the ‘ban’ on primary teachers’ recruitment I hope the department will initiate the process for recruitment soon which will not only be wise but also a justice done to a lot of TET certificate holders. Mumbai, Jul 23 (PTI): Tata Housing is planning to add 8-10 projects to its portfolio in 2017-18 involving an investment of up to Rs 800 crore, a top company official said. They will be a combination of greenfield and brownfield projects, Tata Housing Managing Director and CEO Brotin Banerjee told PTI here. The implementation of Real Estate (Regulation and Development) Act (RERA) and GST is likely to spur consolidation in the sector, which presents an opportunity for Tata Housing to expand its portfolio, he added. “There is already a slowdown in the sector and now with the addition of new regulations of RERA and GST, those with access to very large land banks or projects and not in a position to sustain in future are looking at consolidating”.
NEW DELHI, Jul 23 (PTI): In a major move aimed at bringing domain expertise to policy making, the government has decided to open its doors for private sector specialists in select departments, a senior personnel ministry official said. A proposal is being worked out to induct 50 such specialists from the private sector in government departments at the level of director and joint secretary, he said. Many of these posts are manned by civil service officials. A presentation giving details of the proposal was shown to Prime Minister Narendra Modi recently by the personnel ministry, the official said. Private sector talent can be brought in on fixedterm contracts to supplement the government’s effort of providing good and effective governance, he said. About 48 lakh employees work in various central government departments. Over 4.2 lakh posts

were vacant as on March 1, 2015, according to latest data. The move to induct private sector specialists comes following a suggestion from the government’s policy think tank Niti Aayog. “Today, rising complexity of the economy has meant that policy making is a specialised activity. Therefore, it is essential that specialists be inducted into the system through lateral entry. “Such entry will also have the beneficial side effect of bringing competition to the established career bureaucracy,” a draft agenda report on civil services reform by the Aayog had said. In areas requiring specialised knowledge, it is important to develop expertise among internal staff and induct lateral entry, the report said. “This specialisation by the internal staff needs to be complemented by lateral entry of highly specialised staff on fixed-term
contracts. Specialists could be brought on three to five year contracts. Such a system will bring top talent and energy into the government and will lend new dynamism to the ministries,” it said. The government has already been appointing private persons in some departments. Last month, an ayurveda physician, ‘Vaidya’ Rajesh Kotecha, was appointed as special secretary in Ayush Ministry. Usually a senior bureaucrat, preferably an IAS officer, is appointed to such a post. Last year, for mer IAS officer and renowned sanitation specialist Parameswaran Iyer was appointed secretary, Ministry of Drinking Water and Sanitation. Iyer, who had taken voluntary retirement from Indian Administrative Service (IAS), was appointed on contract basis for two years.

denomination straight after Rs 500 denomination. Moreover, an ATM machine typically holds 10,000 bills and if these were to comprise say only notes of Rs 100, the number and cost of replenishment goes up significantly. “Herein lies the paradox. Notes of Rs 2,000 denomination in ATMs may find few takers because of missing middle/Rs 200 note,” the report said. The Reserve Bank is reportedly expected to introduce Rs 200 notes in the coming months to ease pressure on lower- denomination currencies that are in short supply. The new notes of Rs 200 should be out before the end of 2017 and will greatly help in narrowing the demand and supply gap in smaller-denomination currency bills.

The report added that Reserve Bank of India has recently “put orders” for it. “The cash in hand with banks has been higher compared to the last year, because of demonetisation and the subsequent limits placed on withdrawals for some time. However, now the percentage is showing a decline and reaching pre- demonetisation levels,” it added. The report noted that though there has been a significant move towards relocating distribution of currency towards smaller denominations post demonetisation, there is a mismatch caused by the presence of Rs 2,000

NEW DELHI, Jul 23 (PTI): Introduction of Rs 200 note will fill in the “missing middle” even as the new currency in circulation (CIC) has already reached 84 per cent of the pre demonetisationlevel, says a report. Cash with banks, a CIC component, has however witnessed a decline over November 2016 level, said the State Bank of IndiaBSE -0.10 % Ecowrap report. The data for June 23, 2017 shows cash in hand with banks declining to 5.4 per cent of the currency in circulation from a high of 23.19 per cent for the fortnight ended November 25 2016, it said. Going by historical trends, cash in hand with banks is roughly 3.8 per cent of CIC and is currently at 5.4 per cent. This means at least an
NEW DELHI, Jul 23 (PTI): At least 26 chartered accountantshave come under the scanner of the ICAI for allegedly helping shell companies, a senior official said. The Institute of Chartered Accountants of India (ICAI) is the regulator for accountancy professionals and can initiate disciplinary action against erring members. “The role of (around) 26 chartered accountants with respect to their alleged links with shell companies are being looked into by the institute,” ICAI President Nilesh Shivji Vikamsey told PTI. As the government continues its clamp down on shell companies in efforts to deal with the black money menace, many entities have come under the lens of various agencies, including the Serious Fraud Investigation Office (SFIO). Vikamsey said reference about the 26 chartered accountants came from the SFIO and details about them are being collected.

nies. “This has almost become standard operating procedure. This was not only used by people in businesses, it was used to round-trip corruption money by politicians, civil servants and others,” Jaitley said. “I think not only the detection of this, but the decision to invoke the benami property law in acquiring these assets by the state is going to be a big deterrent,” he added. The FM said the gover nment was “actively working” on the electoral bond mechanism, but no party had come forward with a suggestion to make political funding transparent. “For the last 70 years, India’s democracy has been completely funded by invisible money, and elected representatives, governments, political parties, Parliaments, and, I must say, even the Election Cmmission completely failed in checking it,” he added. The FM said the solution doesn’t lie in finding fault with every solution that is suggested.
NEW DELHI, Jul 23 (Agencies): The impact of the demonetisation drive and the rollout of the goods and services tax (GST) will make it tough to deal in cash, leading to greater compliance, digitisation and widening of the tax base, Union finance minister Arun Jaitley said on Saturday. “Net impact of the demonetisation exercise coupled with the GST exercise... will certainly lead to greater compliances, greater digitisation. The first signs of greater digitisation, expansion of the base of direct and indirect taxes are already visible,” Jaitley said in his opening address at Delhi Economics Conclave, a gathering of top economists and policymakers. Detailing the rationale behind taking tough measures, Jaitley said there was a very large amount of tax non-compliance, huge amounts of transactions outside the system, and almost a helplessness in trying to deal with the situation.

problems initially because even if the country is small, when an entirely new system is instituted, it takes time for people to learn. “The vastness of the country makes it more complicated and you are dealing with 29 different states and different levels of income, different capacities to implement in different states,” he said. “I think things should settle down in a relatively short period. I would say on the whole, we should see within a year’s time positive results should be coming out and in the longer run, it should enhance efficiency,” he said on GST’s impact going forward. At an interactive multistakeholder panel hosted at the UN by India’s Permanent Mission to the UN, the NITI Aayog and think-tank Research and Information System for Developing Countries last week, Panagariya had said that India’s GDP could rise to about USD 8 trillion over the next 15 years if by a conservative assumption, the country registers an economic growth of 8 per cent annually.

Data tabled by ministry of finance in the Lok Sabha on Friday shows just 25% of PAN card holders had linked it with Aadhaar as on July 17. There were 32.41 crore PAN cards in the country as on July 17, the ministry said in a reply to a unstarred question in the Lower House. Of this, only 8.19 crore were linked with authenticated Aadhaar. In reply to another question, it said 11.46 lakh PAN cards were weeded out of the system after it was found that multiple numbers had been allotted to one person.

He noted that China, which is the major exporter of all these products, is experiencing very high wages and is already quitting some of the space in these labour intensive sectors. “It is a good time for India to move into those sectors,” he said. With the Indian government implementing the big ticket reform of the Goods and Services Tax, Panagariya said while there could be some teething troubles as the country embraces the ambitious financial reform, he does not see it significantly impacting economic growth going forward. “On some sort of an immediate negative impact (of the GST on economic growth), personally I don’t think there will be a kind of negative impact that you will be able to actually measure separately,” he said, adding that there will undoubtedly be teething

There is a big need for good jobs at the lower, semiskilled level. There we have got a big challenge,” he said. Panagariya said he does not agree with the classification in some sections of the media that India’s economic growth is a jobless growth. “I personally don’t believe that is true. We cannot be growing at 7.5 per cent and then you say that jobs are not growing, investments are not growing at a satisfactory pace. All of that growth could not have come from productivity alone,” he said. New York, Jul 23 (PTI): India is likely to clock a 7.5 per cent economic growth in the current fiscal, NITI Aayog Vice Chairman Arvind Panagariya has said, even as he acknowledged that creation of “good jobs” in the country remains a big challenge. “For the current fiscal year of 2017-18, I expect that we will be back to at least 7.5 per cent and as you get towards the last quarter of the year probably we will begin to touch eight per cent. But the average for the year would be about 7.5 per cent,” Panagariya told PTI in an interview here. Panagariya, who had presented India’s ‘Voluntary National Review Report on Implementation of Sustainable Development Goals’ at the UN High Level Political Forum on Sustainable Development 2017 last week, however, said that job creation in the country, especially at the lower, semiskilled level, “truly is the biggest challenge, probably bigger than growing at eight per cent.” He said it is unfortunate that India’s better performing sectors such as

B RU S S E L S, J ul 2 3 (Agencies): The European Union sounded an alarm on Saturday about moves in the US Congress to step up US sanctions on Russia, urging Washington to keep coordinating with its G7 partners and warning of unintended consequences. In a statement by a spokeswoman after Republicans and Democrats in the US Congress reached a deal that could see new legislation pass, the European Commission warned of possibly “wide and indiscriminate” “unintended consequences”, notably on the EU’s efforts to diversify energy sources away from Russia. Germany has already warned of possible retaliation if the United States moves to sanction German firms involved with building a new Baltic pipeline for Russian gas. EU diplomats are concerned that a GermanUS row over the Nord Stream 2 pipeline being built by Russia’s stateowned Gazprom could complicate efforts in Brussels to forge an EU consen-
sus on negotiating with Russia over the project. “We highly value the unity that is prevailing among international partners in our approach towards Russia’s action in Ukraine and the subsequent sanctions. This unity is the guarantee of the efficiency and credibility of our measures,” the Commission said in its statement. “We understand that the Russia/Iran sanctions bill is driven primarily by domestic considerations,” it went on, referring to a bill passed in the US Senate last month and to which lawmakers said on Saturday they had unblocked further obstacles. “As we have said repeatedly, it is important that any possible new measures are coordinated between international partners to maintain unity among partners on the sanctions that has been underpinning the efforts for full implementation of the Minsk Agreements,” the Commission said, referring to an accord struck with Moscow to try to end the conflicts in Ukraine.
Spanish scientists discover potential anti-Zika drug
No one gains from prolonging Gulf crisis, says Erdogan
M ur c i a , J ul 2 3 (IANS): Researchers from a southeastern Spanish university announced the discovery of a molecule that could be used as a potential drug to fight the effects of a Zika virus infection. In a statement on Saturday, the San Antonio Catholic University of Murcia (UCAM) said that scientists belonging to its prestigious Bioinformatics and High-Performance Computing research group had found that a compound previously used as an antibiotic countered the symptoms of the mosquito-borne disease, Efe news reported. “It’s a drug that had been withdrawn from the market because it had lost its potency as an antibiotic, but we know it can be administered to humans,” said José Pedro Cerón, a member of the research team. The molecular structure of the proteins involved in the Zika virus’ replication process was first described only a year ago. Researchers focused on an antibiotic that had been previously prescribed to fend off “nosocomial” infections (those acquired inside a hospital). The teams of both universities have now patented the molecule as an anti-Zika treatment.
Recep Tayyip Erdogan
Is ta n bul , J ul 2 3 (Agencies): Prolonging the crisis in the Gulf sparked by the isolation of Qatar is not in the interest of anyone, Turkish President Recep Tayyip Erdogan said Sunday as he embarked on a key visit to the region. “No-one has any interest in prolonging this crisis any more,” said Erdogan before leaving Istanbul airport on the two-day trip that will take him to Saudi Arabia, Kuwait and then Qatar. He accused “enemies” of seeking to “fire up tensions between brothers” in the region. On June 5, Saudi Arabia, Bahrain, the United Arab Emirates and Egypt cut ties with Qatar accusing it of backing terrorism and fostering ties with their Shiite rival Iran. Doha denies the claim and has been strongly backed by Ankara throughout the standoff.
“We are concerned the measures discussed in the US Congress could have unintended consequences, not only when it comes to Transatlantic/ G7 unity, but also on EU economic and energy security interests. This impact could be potentially wide and indiscriminate, including when it comes to energy sources diversification efforts. “Sanctions are at their most effective when they are coordinated. Currently our sanctions regimes are coordinated. As a result their impact on the ground is increased and through coordination we are able to avoid surprises, manage potential impact on our own economic operators and address collectively efforts to circumvent such measures. Unilateral measures would undermine this,” the Commission said. “We therefore call on the US Congress/authorities to engage with the partners, including the EU, to ensure coordination and to avoid any unintended consequences of the measures discussed.”
The crisis with Qatar has put Turkey in a delicate position and Erdogan has repeatedly said he wants to see the end of the dispute as soon as possible. Over the last years, Qatar has emerged as Turkey’s number one ally in the Middle East, with Ankara and Doha closely coordinating their positions on a number of issues including the Syria conflict where both are staunch foes of President Bashar al-Assad. Crucially, Turkey is in the throes of setting up a military base in Qatar, its only such outpost in the region. It has sped up the process since the crisis began and reportedly now has 150 troops at the base. “From the first moments of the Qatar crisis, we have been on the side of peace, stability, solidarity and dialogue,” said Erdogan. But Turkey, which is also going through a turbulent time with the European Union and the United States, also does not want to wreck its own relations with regional kingpin Saudi Arabia. “As the elder statesman in the Gulf region, Saudi Arabia has a big role to play in solving the crisis,” said Erdogan, with explicitly criticising the kingdom.
Iran rejects Trump’s demand for release of imprisoned Americans Te h ra n , J ul 2 3 (IANS): Iran has rejected US President Trump’s demand for release of detained Americans, describing it as an “interference and unacceptable stand”, local media reported on Sunday. “The meddlesome and threatening statements by the US would not affect the Iranian Judiciary’s determination to prosecute and punish the violators of Iran’s law and national security,” Foreign Ministry spokesman Bahram Qasemi was quoted as saying by Tasnim news agency. Qasemi stressed the independence of Iranian Judiciary, adding that it is responsible to deal with the actions and moves that threaten the national security. He also said that the US administration is pursu-

ing an incorrect and illegal approach of threatening other countries and interfering in their internal affairs. The spokesman asked Washington to immediately release the Iranian nationals who have been jailed in the US on “false” charges. On Friday, Tr ump warned Iran of “new and serious consequences” if Iran did not release the imprisoned Americans.
“President Trump is prepared to impose new and serious consequences on Iran unless all unjustly imprisoned American citizens are released and returned,” said the White House in a statement. The US statement followed earlier remarks by an Iranian Judiciary official that an Iranian court has sentenced a US national to 10 years in prison over spying charges. The person who holds dual nationality of the US and another country had snooped into Iran to gather documents and intelligence, Gholamhossein Mohseni Ejeie, spokesman for Iranian Judiciary, told the reporters. Iran has sentenced several such nationals, some of them hold US citizenship, over spying charges in the past few years.
21 insurgents, 4 policemen killed in Afghanistan
Netanyahu faces pressure over holy site after violence
Kabul, Jul 23 (IANS): Twenty-one insurgents and four police personnel were killed and 20 insurgents injured in two clashes in the Afghan province of Kandahar, a police official said on Sunday. In one clash, 15 militants and four policemen were killed and 20 militants injured after armed Taliban attacked security checkpoints in Nesh district late on Saturday night, police spokesman Zia Durrani told Xinhua news agency. Durrani said the police personnel fought back the attackers and six policemen were also injured during exchange of fire in the remote district. In the neighbouring Maywand district, Afghan Special Forces targeted a Taliban’s hideout, killing six militants, including a Taliban shadow district governor named Maiwand Khan, the police spokesman added. A militants’ local commander was arrested after the raid and three vehicles, two motorcycles, weapons and ammunition were seized by security forces. Taliban are yet to make any comment.
JERUSALEM, Jul 23 (Agencies): Israeli Prime Minister Benjamin Netanyahu faced mounting pressure on Sunday over new security measures at a sensitive Jerusalem holy site after a weekend of violence left eight people dead, with fears more unrest could follow. Israeli officials signalled they may be open to changing the measures at the Haram al-Sharif mosque compound, known to Jews as the Temple Mount, after the installation of metal detectors at entrances following an attack that killed two policemen stoked Palestinian anger. The metal detectors remained in place today morning, though cameras had also been mounted near at least one entrance to the compound in Jerusalem’s Old City -- a possible indication of an alternative to the detectors. Netanyahu was also holding a cabinet meeting and was due to meet with his security cabinet later in the day. “Since the start of the events, I have held a series of assessments with security elements including those in the field,” he said at the start of the meeting. “We are receiving from them an up-to-date picture
ing in place unless police provide a satisfactory alternative. The crisis has resonated internationally. The UN Security Council will hold closeddoor talks Monday about the spiralling violence after Egypt, France and Sweden sought a meeting to “urgently discuss how calls for de-escalation in Jerusalem can be supported”. Arab League chief Ahmed Abul Gheit today accused Israel of “playing with fire” with the new security measures. Tensions have risen throughout the past week
over the metal detectors at the compound, which includes the revered Al-Aqsa mosque and the Dome of the Rock, following the July 14 attack that killed two policemen. Palestinians reject the metal detectors because they view the move as Israel asserting further control over the site. They have refused to enter the compound in protest and have prayed in the streets outside. Israeli authorities say the July 14 attackers smuggled guns into the holy site and emerged from it to shoot the policemen.

47,000 Sudanese expats to return from Saudi Arabia
Islamabad, Jul 23 (PTI): Pakistan’s embattled Prime Minister Nawaz Sharif has admitted before the Supreme Court, hearing a money laundering case against him, that he had obtained a permit to work in a company in the UAE while rejecting the allegation that he had concealed his employment. In a written reply submitted in the apex court yesterday through his counsels -- Khawaja Haris, Amjad Pervaiz and Saad Hashmi -- Sharif said his employment with the Capital FZE and obtaining of work permit for it had been mentioned in his nomination papers submitted to the Election Commission of Pakistan (ECP) during the 2013 general election. A Joint Investigation Team (JIT) constituted by the apex court to probe the offshore business dealings of the Sharif family in 1990s in its report said that the prime minister was the chairman of Capital FZE and he had also obtained a work permit from the UAE government for the purpose. The prime minister’s lawyers had initially denied that Sharif was the chairman of any offshore company.

Khartoum, Jul 23 (IANS): Around 47,000 Sudanese expatriates are expected to return home from Saudi Arabia within coming days, Sudanese Expatriates Organ has said. “Around 33,000 Sudanese will return from Riyadh and 14,000 from Jeddah, 60 per cent of them workers and craftsmen, maximally by Monday,” said Karar AlTuhami, Secretary General of the Sudanese Expatriates Organ, at a press conference on Saturday, Xinhua news agency reported. Al-Tuhami added that the returnees would hold right to go back to Saudi Arabia in case they adjusted their status. “We are working to avoid any economic impact for the return of this great number, where all the state’s bodies and institutions are working harmoniously to reintegrate the returnees in the society,” he said. He further noted that Sudan’s Embassy in Saudi Arabia has completed all procedures for the Sudanese returnees, saying that some of them will leave Khartoum for other states of Sudan. Last March, the Saudi authorities launched a “Nation without Violator” campaign, availing illegal expatriates three months to adjust their status or leave the country if they fail to pay penalties.

Ben Affleck denies Linkin Park music streams, sales soar after death of Chester Batman exit rumours A ccording to Billboard.com, LINKIN PARK’s music was streamed more than seven times more in the U.S. on the day of singer Chester Bennington’s death as compared to the day before he committed suicide. In total, there were 12.6 million on-demand audio streams of the band’s catalog of songs on July 20, versus 1.5 million a day earlier. Among the most streamed tracks on July 20 were “In The End” (923,000 streams, up from 107,000

en Affleck has scotched rumours he is quitting as the caped crusader after his upcoming role in Justice League. He’d been due to star in and direct another standalone film - The Batman - but pulled out of directing duties in January. After Affleck’s script was also ditched by incoming director Matt Reeves, it looked like he was going to jump ship. But he denied he was leaving the franchise, saying: “Batman is the coolest part in any universe.” “Let me be very clear - I am the luckiest guy in the world. I’m so thrilled to do it,” the star told fans at Comic-Con on Saturday. “There’s a misconception that because I wasn’t
directing it, I wasn’t enthusiastic about it, but it’s amazing.” Affleck also addressed reports that Warner Bros was working on plans to “usher out” his Batman gracefully as he is getting too old. “I still can’t believe that after two films [Warner Bros bosses] Kevin Tsujihara, Sue Kroll and Toby Emmerich have said, ‘We want you to be our Batman’ - and I believe them.” Regarding War for the Planet of the Apes director Reeves taking over his directing role and starting afresh with scripting, Affleck said: “I would be an ape on the ground for Matt Reeves, never mind Batman. “It’s a great time in the DC universe, so you can see
why I am so excited to be Batman.” The Warner Bros panel also featured a new Justice League trailer and confirmed that Gal Gadot’s Wonder Woman would be getting a sequel. It’s unsurprising as Patty Jenkins’ film is the biggest of the summer, taking $386m (£297m) so far in the US and $771m (£593m) around the world. It’s also the third highest-grossing Warner Bros movie ever, behind The Dark Knight and The Dark Knight Rises - and the highest-grossing live action film by a female director. Warner Bros also confirmed it intends to make a standalone Batgirl film and a new Green Lantern movie.

Never sought Thapa’s removal Roddick, Clijsters among Tennis Hall of Fame inductees from TOP scheme: Mary Kom
NEW DELHI, Jul 23 (PTI): Olympic bronzemedallist and five-time world champion MC Mary Kom on Sunday denied reports that she had sought top men’s boxer Shiva Thapa’s ouster from the Target Olympic Podium (TOP) scheme during a meeting of the national observers here. Reacting to a report that she had sought Thapa’s removal from the TOP scheme, Mary Kom issued a statement to deny having made any such remark at the meeting which took place on Friday.

“The article states that I have termed Shiva Thapa’s career as over and he would do nothing at the 2020 Tokyo Olympics. This is completely fabricated and it borders on being defamatory,” Mary Kom said in
her statement. “Let me put this on record, I have never said anything like Shiva’s career being over and he should be dropped from the TOP scheme,” she added. “Playing with the reputation of a hardworking boxer using falsehood is not acceptable to me.” The 23-year-old Thapa is currently preparing for the World Championships, where he won a bronze medal in 2015, at a training trip in France. He recently won a silver medal at the Asian Championships in Tashkent.

Mourinho rules out de Gea exit
David de Gea
Santa Clara, Jul 23 (Agencies): David de Gea will not be leaving Manchester United despite reports of renewed interest from Real Madrid this summer, manager Jose Mourinho has confirmed. De Gea has been a long-term target for the Champions League and La Liga winners, and came close to joining them two years ago, but Mourinho believes the Spain number one has moved on and is happy at Old Trafford. Speaking in Santa Clara Califor nia ahead United’s next pre-season friendly game against Real, Mourinho said: “I can guarantee that he’s not going this season, and it is my feeling it will be very difficult for him to go. “He is a very honest boy, very straight. He was contacted for a long time. The club was closed, then we opened because I always have this feeling that, when a player has a desire to go, I don’t like to stop them because, in the end, you don’t get what you expect from them.” “So we open it and then we decide to close and I think the feeling from him is very good. So I am happy and 100% he stays with us.” Mourinho has also insisted he is very happy with his current group of players and how they are progressing ahead of the new Premier League season, but he is still hoping to add at least one more player within a difficult transfer market. Kashyap to play Prannoy in US Open Grand Prix
Parupalli Kashyap
HS Prannoy
ANAHEIM, Jul 23 (PTI): The Indian juggernaut in men’s badminton continued to roll with former Commonwealth Games goldmedallist Parupalli Kashyap setting up a title clash with HS Prannoy at the $120,000 US Open Grand Prix Gold here. After limping out of the court with a calf injury in October 2015, it was the first final for Kashyap in 21 months, while Prannoy, who has always been plagued by injuries, also reached his first summit clash after clinching the Swiss Open last year. Kashyap eked out a hard-fought 15-21 21-15 2116 win over Korean Kwang Hee Heo in the second semifinal which lasted an hour and six minutes. Prannoy notched up a 21-14 21-19 win over Vietnam’s Tien Minh Nguyen
in the first semi-final. It will be the second time this season that two Indians will fight it out for the title at international badminton. In April, K Srikanth and B Sai Praneeth had played in the finals of Singapore Open with the latter claiming his maiden Super Series title. Shrubsole rendered those errors immaterial, however, with a stunning spell of bowling as she ripped through the India tail, including when she ran out Shikha Pandey from point. Gunn spilled Poonam at mid-off from the third ball of the penultimate over but Shrubsole cleaned up Rajeshwari Gayakwad next delivery to cap a staggering display. Ferrer ends near two-year wait for title B a s ta d , J u l 2 3 (Agencies): Spaniard David Ferrer claimed his first ATP Tour title in almost two years by seeing off Alexandr Dolgopolov to win the clay-court tournament in Bastad for the third time on Sunday. The 35-year-old Ferrer came through 6-4, 6-4 to seal the 27th title of his career, but first since October 2015 when he won in Vienna. The former French Open finalist, now ranked 46th in the world, was cruising to victory with a 5-1 lead in the second set, but needed seven match points to eventually get over the line. “I’m moved. This is my first tournament win in two years. It has been a tough period without victories,” Ferrer said. Ferrer’s victory means that eight of the last 13 stagings of the event have been won by Spanish players, with Rafael Nadal, Tommy Robredo, Nicolas Almagro and last year’s champion Albert Ramos-Vinolas all successful since 2005.
