NEW DELHI, JUL 21 (PTI): India recorded 37,148 COVID-19 cases in the last 24 hours, pushing its tally to 11,55,191 , while the total number of recoveries increased to 7,24,577, according to Union health ministry data on Tuesday. The death toll due to the disease rose to 28,084 with 587 fatalities reported in a day, the data updated at 8 am showed. There are 4,02,529 active cases of the coronavirus infection currently in the country, while 7,24,577 people have recovered till now. Thus, 62.72 per cent people have recovered so far, it said. The total number of confirmed cases includes foreigners. This is the sixth consecutive day when COVID-19 cases increased by more than 30,000. The Health Ministry stressed that more than 70 per cent of the deaths occurred due to comorbidities.

MP Governor Lalji Tandon dies at 85 LUCKNOW, JUL 21 (PTI): Madhya Pradesh Governor Lalji Tandon, a veteran political leader from Uttar Pradesh where he had served as a cabinet minister, died at a hospital here early Tuesday. The 85-year-old leader was admitted to the hospital on June 11 with breathing problems, fever and difficulty in urination. According to Medanta Hospital Director Dr Rakesh Kapoor, Tandon died following a cardiac arrest. Condoling the demise of Lalji Tandon, Prime Minister Narendra Modi said he will be remembered for his untiring efforts to serve society. AKIDA to temporarily resume services Sets 7-day deadline for action against miscreants
DIMAPUR, JUL 21 (NPN): While giving a seven-day respite to LPG customers suffering due to its indefinite stir since July 13, All Kohima Indane Distributors’ Association (AKIDA) has also set a one-week deadline for the State government to act on its demand to take action against the miscreants who assaulted two drivers of LPG vehicles. Following appeals from Association of Kohima Municipal Wards Panchayat (AKMWP) and Angamimiapfü Mechü Krotho (AMK) during a joint meeting held at Kohima on Monday to discuss the situation arising out of the strike, AKIDA agreed to temporary withdraw its indefinite strike. However, it set a rider that the government should take action against the perpetrators within these seven days. AKIDA announced it would resume its services from Wednesday, but warned of resuming its indefinite strike once again after expiry of seven days if the government fails to come up with an acceptable solution. NPGs slam govt’s self-declaration order DIMAPUR, JUL 21 (NPN): Naga political groups (NPGs) including NSCN (I-M) and WC, NNPGs have slammed Nagaland government’s Office Memorandum (OM) dated July 7, 2020 directing all administrative heads and heads of departments to obtain information from all employees in a ‘selfdeclaration’ form, whether any of the employees have their family members and relatives in the underground organizations. NSCN (I-M) through its MIP said the directive was considered to be “one retrograde step worked out insidiously” to cripple the Naga political movement and forcefully bring the Naga political issue under the purview of ‘law and order’ issue. Denouncing the directives, NSCN (I-M) said it was nothing but desperate attempt to “browbeat Naga freedom fighters into submission.” It stated that such

NH urges govt to review dog meat ban decision
DIMAPUR, JUL 21 (NPN): Describing as “undoubtedly ridiculous” the July 3, 2020 decision of the state cabinet banning dog meat, commercial import and trading of dogs in the markets and also sale of both cooked and uncooked, the Naga Hoho (NH) has appealed to the state government to review such order as “Naga people are not going to stop eating dog meat and thereby the law itself would become a mockery.” NH through its communication department maintained that Nagaland was never a part of Indian princely states and the history of migration, their customs and tradition and food habit and social life of the Nagas cannot be compared with the people in mainland India. this face cover. The colour of the fabric does not matter but one must ensure that the fabric is washed well in boiling water for five minutes and dried well before making the face cover. Adding salt to this water is recommended, it said. It also listed the procedures of making such homemade masks, asking to ensure it fits the face well and there are no gaps on the sides. It urges people to wash hands thoroughly before wearing the face cover, switching to another fresh one as the face cover becomes damp or humid, and never reusing it after single use without cleaning it. “Never share the face cover with anyone. Every member in a family should have separate face cover,” the advisory stated.

A press release by ARK Foundation president Ketho Angami stated that, with support from the department of Social Welfare, programme was held on July 18 with the leaders and members of ACYA through a virtual connection. During the programme moderated by Ketho Angami on the topic, he shared the history of addiction in the state, which started almost four decades back. He defined the definition of substance use as “any substance when taken in turn modifies the person’s well being”. He shared the various types of drugs such as depressant, sedative and hallucinogens, termed as “gateway drugs” such as sniffing of dendrites, use of tobacco and nicotine products, and other inhalant substance.

Highlighting on the introduction of the drug called Yaba (WY- World is yours), Ketho informed that its consumption has been reported in Kohima, Dimapur, Mon and Tuensang. Expressing that few cases among college going students were also reported, he said that this was a cause of great concern as this drug is very lethal even in itself. He also said that another concern was also the rampant use of pharmaceutical drugs in the form of cough syrup. On the management and prevention perspective, he mentioned that primary prevention was the “key” where people should be made aware of the harmful effects of drug use and not to ever get introduced into substance use, and treatment through rehabilitation for those who are already in the addictive stage. He concluded the presentation by mentioning some signs that can be observed in a person who was starting or into repeated drug use, and some tips to prevent the youngsters to keeping away from being introduced. KMC notifies dog/pet owners: Kohima Muncipal Council (KMC) administrator Kovi Meyase has reminded the citizens that all dog/pet owners under KMC jurisdiction should be kept vaccinated, registered and confined in their own premises at all times. KMC informed that transmission of COVID-19 from human to pets has been reported in several parts of the world and therefore dog/pet owners should compulsorily take extra care of their pets and keep them confined in line with similar lockdown recommendations for humans. The notifcation is issued in the interst of animal health and public safety especially when the state is facing the current pandemic. ATKK general meeting: Aqahuto Tokukuzho Kukami Kuqhakulu (ATKK) has convened a general meeting on July 25, 10 a.m at Pimla village council hall to discuss issues regarding inter-district boundary. NSUI Nagaland to launch online campaign DIMAPUR: National Students’ Union of India (NSUI) has called for promoting final year students of Under Graduate (UG), Post Graduate (PG) and other allied courses under Nagaland University without conducting exams. In a statement, the state unit of the student body said it would be launching the first phase of an online campaign on July 26 to draw the attention of the State Government in this regard. Referring to NU’s decision in line with the guidelines of UGC to conduct final year exams, NSUI termed the state government’s silent on this as extremely dismaying when 10 other States and UTs had already decided to cancel the final year exams. The union said they had written to chief minister and Higher & Technical education minister on June 24, but have not received any response till date. Besides hostels being shut, it said the students would have to undergo 14day institutional quarantine and another 14-day home quarantine. All this, according to the union, would cause immense mental trauma, anxiety and stress on the students, and thus adversely affect them in their exams.
NEISSR online survey on internet accessibility DIMAPUR: Students Council of North East Institute of Social Sciences and Research (NEISSR) conducted a weeklong online survey in July to assess the extent of internet accessibility across 11 districts in Nagaland when online education became the only means of continuing education in Higher Education Institutions (HEIs) under lockdown. The survey established that internet access and also associated power supply were serious issues as it was wanting in managing the present crisis and also in the development process of the state in IT enabled world environment. Within Nagaland, only 29% respondents reported accessing regular internet services across the state. Out of the 11 districts, only two, Kohima, the state capital and Dimapur, the commercial hub, topped the list for best access with only 47% and 48% respondents reporting regular access, respectively. 80% of the respondents were dissatisfied with the
quality and/or strength of the internet services. Private parties such as Reliance telecom, Airtel and Vodafone were the major service providers in the state. Performance of the Power supply, which is closely associated service technological environment, was also reportedly regular by only 36% of the respondents. The survey was designed to collect data from a sample size of 400 (apprx.) respondents across the 11 districts. An online questionnaire set was widely shared to collect data from as many as can be reached out through large social media networks of current and past students of NEISSR and Eastern Christian College (ECC) and youth bodies throughout the state.
DC Mon informs on contact tracing DIMAPUR: Deputy commissioner Mon, Thavaseelan K has notified that in order to facilitate contact tracing of persons affected with COVID-19 in the near future, the concerned family/ organisers should mandatorily maintain a register with records of visitors/ guests attending any kinds of gathering such as marriages, funerals, prayer meetings, baby christening functions, etc within Mon district. According to DIPR report, register should contain date wise information with name, address & contact number of the visitors/guests; Prior permission of the district administration should be sought for any such gathering. After the events, the register should be submitted to the DC/ADC/ SDO (civil)/EAC office; Prior information for such gathering should be given to the respective ward task forces/village task forces; The respective ward task forces/village task forces must ensure strict enforcement of the order and will be responsible for its monitoring & implementation. Any person violating the measures will be liable to be proceeded as per provisions of the section 51 to 60 of the Disaster Management Act, 2005, besides legal action under section 188 of the IPC and other legal provisions as applicable.

on “cultivation practices of groundnut with sweet corn”. Assam flood scene still grim 87 dead, over 24 lakh marooned

(PTI) GU W A H A T I / SHILLONG, JULY 21 (IANS): Amid rising COVID-19 cases, the flood situation in Assam remained grim on Tuesday while two more persons died in Nagaon and Morigaon districts, raising the death toll in the monsoon deluge to 87, while around 24.20 lakh people in 24 of the 33 districts continue to be marooned. Besides Assam, at least five people were killed in floods in Meghalaya’s West Garo Hills district where the deluge has affected about one lakh people during the past few days. Meanwhile, heavy monsoon rains affected normal life in most other northeastern states. The rainwater has inundated vast human habitations and
low lying areas of Tripura, Meghalaya and Mizoram. In the ongoing annual monsoon flood, western Assam is the worst affected. According to the officials, of the 24.30 lakh people currently affected in Assam, around 16 lakh are in five districts -- Goalpara (458,020), Barpeta (352,587), Morigaon (314,955), Dhubri (277,612), and South Sakmara (179,700) districts, all in western Assam. Forest Depar tment and Assam State Disaster Management Authority (ASDMA) officials said that at least 116 animals have been killed in floods and 143 animals rescued even as 90 per cent of the world famous Kaziranga National Park, home to more than 2,200
one-horned Indian rhinoceros, remained flooded. The officials said that the floods -- which have inundated the state for over a month now -- had resulted in 87 deaths so far in Kamrup (Metro), Baksa, South Salmara, Darrang, Sonitpur, Biswanath, Tinsukia, Lakhimpur, Bongaigaon, Kamrup, Golaghat, Sivasagar, Morigaon, Dhubri, Nagaon, Nalbari, Barpeta, Dhemaji, Udalguri, Goalpara and Dibrugarh districts, while 26 others were killed in separate landslides since May 22. The ASDMA officials said that as many as eight rivers -- Siang, Dhansiri, Jia Bharali, Kopili, Beki, Gaurang, Kushiyara, Sankish -- besides the mighty

The officials said that over 2,323 villages and 110,323 hectares of crop area in 24 districts have been flooded. The district administrations has set up 397 relief camps and distribution centres in 24 districts, where around 45,000 men, women and children have taken shelter. Of the 24 districts across Assam, 15 districts -- Dhubri, Goalpara, Barpeta, Morigaon, South Sakmara, Dhemaji, Lakhimpur, Darrang, Nalbari, Kamrup (Metro), Kamrup (Rural), Nagaon, Golaghat, Majuli, Bongaigaon -- are the worst-hit. Besides erosion of river banks at a large number of places, roads, embankments, bridges, culverts and other infrastructure were damaged at many locations in the 24 districts, the officials said, adding that hundred of houses were fully or partially damaged due to the floods. Around 14 lakh domesticated animals and over 8 lakh poultry birds were affected due to floodwaters. Besides Kaziranga National Park, located on the edge of the eastern Himalayan biodiversity hotspots of Golaghat and Nagaon districts, the Manas and R.G. Orang national parks, the Pabitora and Tinsukia wildlife sanctuaries were also affected.

Shillong, Jul 21 (PTI): Five persons have died in floods in western Garo Hills region of Meghalaya and 1.52 lakh people have been affected, Chief Minister Conrad K Sangma said on Tuesday. He also announced Rs 4 lakh ex gratia to the next of kin of the deceased. The deceased include a woman and four children. “Saddened to see 5 lives lost because of the floods in #GaroHills. Government has released an ex gratia amount of Rs 4 Lakhs each to the next of kin of the deceased. We are doing everything to ensure the safety of our citizens during this time. Our condolences to the bereaved families,” Sangma said in his social media posts. According to district officials in West Garo Hills, floods have ravaged the low lying areas in at least three
development blocks. Over 1.5 lakh people have been affected by the flood caused by the backflow of the Brahmaputra river, causing its tributary, Jinjiram river, to swell up. Meanwhile, Union Home Minister Amit Shah spoke to the chief minister and assured all support in dealing with the flood situation in the state. Shah also condoled the death of people due to floods in West Garo hills of the state. “Loss of lives due to the floods in West Garo Hills, Meghalaya is very disturbing. I have spoken to the Chief Minister, Shri @SangmaConrad and assured him all possible help from the Central government. Nation stands resolutely with the people of Meghalaya in these trying times,” Shah said in a tweet.
AGARTALA, JUL 21 (PTI): Tripura Chief Minister Biplab Kumar Deb on Tuesday apologised for his statements comparing Punjabis and Jats with Bengalis, and said he did not intend to hurt sentiments. Deb had stirred a controversy by saying Punjabis and Jats are physically strong but less brainy while Bengalis are known to be very intelligent. In a series of tweets in Hindi on Tuesday morning, the chief minister sought forgiveness for his remarks and said many of his friends were Punjabis and Jats, and he is proud of people hailing from the two communities. “I always salute the contributions of the Punjabi and Jat communities in the freedom struggle of the country. And I can never imagine raising questions on the role played by these two communities in advancing India,” Deb tweeted. “I had expressed the views some people have about them. I am proud of Punjabi and Jat communities. I have lived among them for quite some time... If my statement has hurt anyone’s feelings, I apologise for that,” the chief minister said on Twitter. Addressing a programme at the Agartala Press Club on Sunday, Deb had said every community in India is known for its certain type and character. A video clip of the chief minister’s statement had gone viral on social media. “For Bengal or Bengalis, it is said that one should not challenge them when it is regarding intelligence. Bengalis are known as very intelligent and it is their identity,” Deb was heard saying in the clip. Punjabis and Jats are known for their physical strength, the BJP leader had said. “When we talk about the people of Punjab, we say he’s a Punjabi, a Sardar. They may have less intelligence but are very strong. One can’t win them over by strength but with love and affection. A large number of Jats live in Haryana. So what do people say about Jats? Shillong, Jul 21: The Khasi Students’ Union (KSU) in Meghalaya has expressed its concern over the decision taken by the University Grant Commission (UGC) on July 6 last to direct the Universities to conduct examination by the end of September in offline (pen and paper)/ online/ blended (online and offline) mode amidst the rise of COVID -19 cases throughout the nation. “The Union is mindful of the fact that the academic session and careers of the students has been halted due to this pandemic but appropriate steps and initiatives must to be taken in regards to ensure that the health of the citizens of the State is not at risk and peril because at this point of time it is of utmost importance that priority must be given in bending the curve of COVID – 19,” the KSU wrote to Union Minister of Human Resource Develop-
ment, Ramesh Pokhriyal and outlined its opposition to the UGC decision on several grounds. Po i n t i n g o u t t h a t Shillong is known as an educational hub and students from various North East states as well from other states pursue their academic careers here, the KSU said in North Eastern Hill University (NEHU) itself, the number of final year students is 787, out of which only 200 are students from the State and 587 are from outside, adding that there are various other private universities and colleges, in which the number of students from other states is “quite high”. “Thus, if examinations of the students are to be conducted, then it is expected to see a huge number of students migrating to the State from all around the nation. This will pose a serious threat to the safety and security in regards
to the health concerns of people as it is seen that the rise of COVID – 19 cases in Meghalaya is largely due to returnees from other parts of the nation,” the KSU highlighted. “The Union also realizes that if all these students migrate to the State, it is going to be a Herculean task for the State, universities, colleges and local authorities to keep a check on them so that they follow the mandatory quarantine period. Also, there is a huge number of students from the State who are pursuing their studies in different parts of the nation and if examinations are to be conducted, then they are ought to travel again which may pose a risk to them,” the Union expressed concern. IMPHAL, Jul 21: Four BJP ministers who went to Delhi to meet party national leaders on July 17 returned to Imphal on Tuesday but refused to respond to media’s queries. The four ministers ; works minister Th Biswajit, education minister Th Radheshyam, social welfare minister Nemcha Kipgen and agriculture minister V Hangkhanlian –landed at Imphal Airport around 11 am. They left the airport around 1 pm after their samples for COVID-19 tested negative. Though it was mandatory for all returnees and visitors to stay at COVID19 quarantine centres for 14 days, the ministers directly proceeded to their respective homes and quarters in Imphal. The same was also the case when state chief minister N Biren Singh returned to the state upon returning from Delhi in the first week
of this month. While coming out of the arrival lounge of the airport, none of the ministers were ready to respond to queries from reporters. The ministers had reportedly left Imphal for Delhi on July 17 to lobby with party national leaders to remove N Biren Singh as chief minister of the state though they denied the same. While leaving for Delhi from Imphal, they said the purpose of the visit was to meet national leaders of BJP and Union ministers for the sanction of funds for developmental works and to strengthen the present government. The situation in Thoubal district was grim even as more persons with no history of travel outside the district and the state tested positive for the pandemic during rapid antigen tests. An order of the district magistrate N Bandana promulgating the restriction today declared prohibitory orders under sub-section 2 of section 144 of CrPC 1973 in the entire district with immediate effect and until further orders. The latest update on COVID-19 situation of the state health department reported 25 new cases including four persons with local contact histories while the remaining 21 were returnees from other states. With these 25 new infections, the tally of COVID-
19 infections in Thoubal district rose to 150 including 16 with no recent travel histories in the last two days. Locally transmitted cases included four members of a family and contacts of a gram panchayat pradhan who had a history of contacting returnees lodged at a community quarantine centre. Thoubal is the second district after Jiribam district where locally transmitted have been reported in the state. The first report of local transmission as from Jiribam, a district bordering Assam, after mass infection of over 50 police personnel and their family members was reported in the first week of July. Consequently, Jiribam came under complete lockdown to check further spread of the disease. However, fresh cases continued to be detected in the district as 17 persons from the district were tested positive for the virus on Tuesday. On the other hand, Manipur reported the
highest single-day spike in the COVID-19 infections with 90 positive cases in the last 24 hours (from 6.30 pm of July 20 to 6.30 pm of July 21). Except the four nonreturnees from Thoubal district with local contact histories, the rest were returnees from other states, a report of the state health department said. During the same period, a total of 64 persons were discharged upon revocery, the report added. The COVID-19 infections tally rose to 2015 comprising 631 active cases and 1384 recoveries. The recovery rate was 68.68 percent, the report added. JAIPUR/ NEW DELHI, JUL 21 (PTI): The Rajasthan High Court on Tuesday requested the Legislative Assembly Speaker to defer action on disqualification notices till Friday as it will pass appropriate orders on the writ petition filed by Sachin Pilot and 18 dissident legislators on that day, the speaker’s counsel said. Arguments were heard and completed on Tuesday. All the parties have been asked to file their written arguments by Friday. “The court will now pass appropriate orders on July 24. The speaker was also requested to defer action on the notices till Friday,” the counsel for the Speaker said. The also court allowed the application of two other parties to be included as respondents as heard them on Tuesday. “It will become clear on July 24 whether the court pronounces the final order or interim order,” the counsel said. Earlier, counsels had told reporters that the order
sought action against Pilot and the other dissidents under paragraph 2 (1) (a) of the 10th Schedule of the Constitution. The provision disqualifies MLAs if they ‘voluntarily’ give up the member-
ship of the party which they represent in the House. Pilot was sacked as deputy chief minister and the president of the state unit of the party after he rebelled against Chief Minister Ashok Gehlot.

NEW DELHI, JUL 21 (AGENCIES): Only one in four Delhi residents have contracted COVID-19 in six months of the outbreak of the virus. A National Centre for Disease Control surveillance of the Delhi population has shown that 23.48 per cent of the people have developed antibodies to the disease showing their past history of COVID-19 infection. The NCDC conducted sero surveillance between June 27 and July 10. Blood samples were collected from 21,387 people and the ICMR developed ELISA tests were also done to detect antibodies for the disease. Antibodies were found in only 23.48 per cent people. “Nearly six months into the epidemic, only 23.48 per cent of the people are affected in Delhi, which has several pockets of dense population. This can be attributed to the proactive efforts taken by the government to prevent the spread of the infection

The former diplomat makes these remarks in his new book “The India Way: Strategies for an Uncertain World”, which is scheduled for release on September 7. With the period from the 2008 global financial crisis to the 2020 coronavirus pandemic seeing a real transformation of the world order, Jaishankar analyses the challenges India faces and spells out possible policy responses. As India rises in the world order, it should not only visualise its interests with great clarity but also communicate them effectively, he writes in the book. Jaishankar says India’s foreign policy carries three major burdens from its past. “One is the 1947 Partition, which reduced the nation both demographically and politically. An unintended consequence was

Jammu, Jul 21 (AGENCIES): There would be no Amarnath pilgrimage of any duration this year because of the high concerns about the steep hike in the coronavirus cases across the Union Territory of J&K. Shri Amarnathji Shrine Board on Tuesday decided that it is not advisable to hold and conduct this year’s pilgrimage and expressed its regret to announce the cancellation of the Yatra. The UT administration was averse to taking risks at this stage when the coronavirus is taking its toll on humans in J&K -- more than 260 have died and nearly 14,000 have tested positive. A meeting presided over by Lieutenant-Governor Girish Chandra Murmu, who is chairman of Shri Amarnathji Shrine Board (SASB), was held through video conference to discuss the conduct of the Yatra. The meeting was attended by members of the board. The Board deliberated the considered views of the government. The government made reasoned observations supported by facts which suggested that it would not be advisable to conduct Amarnath Yatra and it would be advisable to cancel it this year in larger
public interest. This would enable the health, civil and police administrations to focus on the immediate challenges facing them rather than diverting resources, manpower and attention to the conduct of the Yatra. A release by the SASB said, “The Board is aware of and respects the sentiments of millions of devotees and to keep the religious sentiments alive, the Board shall continue the live telecast and virtual darshan of the morning and evening ‘Aarti’. Further, the traditional rituals shall be carried out as per past practice.” The shrine is located at a height of 13,500 ft above sea level. An ice stalagmite, symbolic of Lord Shiva, is the main attraction of the pilgrims. Glimpses of the stalagmite, better known as “Shivlingam” to the pilgrims were visible when Lieutenant-Governor G C Murmu and Home minister Rajnath Singh visited the shrine on July 4 and 18. The “Aarti” is also telecast live from the shrine on a daily basis. The holy mace of Lord Shiva, known as “Charri Mubarak” would be taken to the shrine on August 3 when the yatra was to conclude coinciding with the Raksha Bandhan festival.

ince July 13,2020 LPG consumers in Kohima under the municipal areas have been deprived of refills after LPG distributors under the aegis of All Kohima Indane Distributors’ Association (AKIDA) closed down services in protest against two incidents of assaults on employees of distributors and demanding legal action against one miscreant arrested in the extortion case. For the record, no business enterprise (such as LPG distributors) would like to shut down business on frivolous grounds. AKIDA has been pushed to the brink by the unending and unabated multiple taxations and not to speak of the ‘threats, harassments’ that package the demand. AKIDA has said it would not have compelled it to shut down due to such but when it came to physical assault on employees, it was literally the last straw. As with every individual or associations in Nagaland, the only option is to go to the police and expect that the law will take its own course (thought not its own sweet time) to provide justice. For business persons and firms in Nagaland, their brush with extortionists has become a regular hazard. As with too many instances in Dimapur, which have been narrated and reported especially in the local media; extortion may be a thriving cottage industry but it is not merely about illegal transaction but how it inflicts deep mental trauma and sometimes even leading to fatal consequences. AKIDA has demanded that the culprit who was caught by some of the employees on July 4,2020 and later handed over to police, should be dealt with as per stringent sections of the law. The AKIDA case comes at a time when ‘Letter-gate’ (letter to chief minister from the Governor) continues to be a subject of intense public discourse. The crux of the ‘Letter-gate’ revolved around the ineffectual response of the state government in general and the police in particular, against forcible collections of ‘tax’. The issue raised by AKIDA- unabated and rampant taxation on business community- is scripted by the ‘taxation’ menace plaguing Nagaland. If the police is accused of soft-pedalling; it is because the state government has no practical solution; rather than sabre rattling. The message down the line and across the broad law and order apparatus is not unclear. Thus, the restrain that can also be interpreted as unwillingness to bell the cat, has left the law struggling to find a foothold. It is therefore, of little comfort that AKIDA and perhaps other business men or women are experiencing is un-enforcement. There have been many allegations made by several organisations in the past which reveal, that out of court or out of law settlement is a refrain. It is time that the state government treats crime as such instead of condoning it under specious pleas. NPF president Dr. Shürhozelie had in one of his statements, clearly amplified the need to differentiate between political from criminal. Unpunished crime only adds to insecurity of the law abiding citizens. It robs the coming generation of their future. Those who hold responsible positions need to clear their muddled thinking about what is and what is not condonable. Business enterprises continue to face the same problem as AKIDA. If Jesus Christ is only a teacher, then all He can do is frustrate me by setting a standard before me I cannot attain. What is the point of presenting me with such a lofty ideal if I cannot possibly come close to reaching it? I would be happier if I never knew it. What good is there in telling me to be what I can never be— to be “pure in heart” (Matthew 5:8), to do more than my duty, or to be completely devoted to God? I must know Jesus Christ as my Savior before His teaching has any meaning for me other than that of a lofty ideal which only leads to despair. But when I am born again by the Spirit of God, I know that Jesus Christ did not come only to teach— He came to make me what He teaches I should be. The redemption means that Jesus Christ can place within anyone the same nature that ruled His own life, and all the standards God gives us are based on that nature. The teaching of the Sermon on the Mount produces a sense of despair in the natural man— exactly what Jesus means for it to do. As long as we have some self-righteous idea that we can carry out our Lord’s teaching, God will allow us to continue until we expose our own ignorance by stumbling over some obstacle in our way. Only then are we willing to come to Him as paupers and receive from Him. “Blessed are the poor in spirit….” This is the first principle in the kingdom of God. The underlying foundation of Jesus Christ’s kingdom is poverty, not possessions; not making decisions for Jesus, but having such a sense of absolute futility that we finally admit, “Lord, I cannot even begin to do it.” Then Jesus says, “Blessed are you…” (Matthew 5:11). This is the doorway to the kingdom, and yet it takes us so long to believe that we are actually poor! The knowledge of our own poverty is what brings us to the proper place where Jesus Christ accomplishes His work.

This is unprecedented, ominous and requires a second look. From the time when the British first appeared on the landscape of Naga homeland in early 19th century to WW I till preindependent India, the Nagas rendered great service to the British crown as Labour Corp 1916-18, thousands of Nagas fought for the British and participated in WW II. Nagas held important jobs under British occupied Naga homeland based on merit; their fierce battle acumen, diplomatic skills in intra village, clan feuds and exemplary loyalty as allies and friends. Post independent India when Nagas were denied the right to self determine their future in consonance with their distinct historical and political identity, conflict began. Over the decades, thousands of blood relatives of Naga revolutionaries have held Indian government jobs yet they never ceased to contribute intellectually, emotionally and economically to the Naga cause. Although meshed in Indian fabric, their loyalty and blood always belonged
to Nagaland. It was never a blood allegiance to India. God bless these past patriots and their offsprings! Today there are thousands of Nagas who holds distinguished responsibilities in India and abroad as diplomats, scientists, peacekeepers, administrators, police and military officers, having cleared prestigious Indian competitive exams like IAS, IPS, IFS, IRS, IMA, CDS, NPSC etc., by dint of faith, hard work, efficiency and perseverance in their respective fields. There is no denying each of these efficient men and women have blood relations in the Naga cause. The state government’s order is a slap on the face of every elite servant! The government of the day has proved yet again that it is a remorseless gang of political lunatics and buffoons, at the mercy of dirty number game, bereft of reasoning or conscience to cling to power. They are converged and clamouring only to pick cherries, even willing to uproot the very tree which grew amidst the pain and sufferings of Naga people. What ungrateful creatures! Currently there could be more than a lakh government employees in Nagaland. Every single one from HoD down to grade IV employee has blood relative standing for the Naga national cause. Are there no
men of guts and intellect to grasp the social and historical implications to advice the CM on such intricate emotional issue? The political negotiations between GOI and WC, NNPGs is not like their pathetic musical chair game. Why profile and segregate Nagas like Jews during WW II? During general elections 2018, the daily campaign talking point was resolving Indo-Naga issue at the earliest. The manifesto of the ruling parties clearly says all sections of Nagas have involved, suffered, given blood and tears, calling for early acceptable and honorable solution. Where has this narrative vanished and why the segregation if all sections of people have contributed and suffered equally? Perhaps the time has come to identify those who have always talked of solution but worked hard to sabotage genuine Naga solution. It is also a defining moment for many to truthfully say that they have no connection to Naga cause then or now, that theirs is just an electoral politics to stay in power, that their parents, grandparents had always stayed away from Naga movement and no contribution made to the cause. There is no shame in spilling the truth. WC, NNPGs asserts that as per the order of the Nagaland Chief Secretary,
the first form must be filled up by Nagaland state cabinet, legislators and all heads of departments since all comes under the purview of the same order. The truth is 98% employees have political, emotional, spiritual affinity and blood connection with the cause. Indo-Naga political settlement that is enduring, inclusive peaceful coexistence with due regard to contemporary political realities, is what GOI and WC, NNPGs, as two entities, have worked upon. By this, GOI will accommodate Nagas politically giving sufficient space for Nagas to exercise our sovereign rights over land and resources, cultural identity, acknowledging political and historical right, safeguarded and entrenched through constitutional mechanism. The same rights and privileges will be extended to Naga inhabited area and our people in Manipur and Arunachal Pradesh through Regional Territorial Councils in while an administrative arrangement with a degree of autonomy for Nagas in Assam has been agreed on, without altering any state boundary. The status paper has been shared with the state government, Tribal Hohos, GBs, Civil Societies and Nagas at large. It is also true that from the early days of Naga struggle, there were many opportunists and parasitical Nagas who became double agents and started passing vital information to enemies, leading to death and destruction of lives and properties. Many traitors were deservingly punished. Nevertheless, overcoming treacheries and betrayals, Naga villages and town dwellers heroically shouldered the responsibility, feeding the freedom fighters to this day. Each era breeds a small section of anti-national minds yet these do not deter the millions of Nagas desiring a political solution that respects and honours Naga history and identity. If there is an embezzlement of public wealth, why identify and stigmatise National workers and their relatives serving in the state government? The chief secretary could easily identify the cash cows from small home sparrows in all ministries and departments. Where does corruption begin? From recruitments, supply works, contract tender fee demands, percentage cuts on all government
works. The firms and dividuals are forced to deduct substantial amount for ruling party, concerned minister, department heads, division heads and subordinate officials etc. This is just one area of corruption that is crippling Nagas. The art of stealing public money is best taught and practiced by Nagaland government. Whom do they hand over the public money to? The real national workers and their relatives are being victimised. This is unforgivable. Those in power must understand that the chairs on which they seat today are sourced from Naga freedom struggle. The pillars of Nagaland state rests on the sacrifices of thousand lives. Today the Naga sentiment and pride is hurt to the core. To the Naga brethren employed in state government, WC, NNPGs believes it is a time, be proud of the fact that your grandparents, fathers, mothers, brothers, sisters, sons, daughters, nephews, nieces and other blood relatives past or present served and continue to serve our motherland. NEW DELHI, JUL 21 ( AG E N C I E S ) : N ava l MiG-29K supersonic fighters and Poseidon-8I longrange patrol aircraft may primarily have a maritime role but they are also being used over land amid the ongoing military confrontation with China in eastern Ladakh. Sources said the USorigin P-8I aircraft, which are packed with radars and electro-optic sensors to hunt enemy warships and submarines, are being regularly deployed to keep track of movements and build-ups of the People’s Liberation Army along the Line of Actual Control. “Satellites and drones, of course, are also being used for surveillance,” said a source. The Russian-origin MiG-29Ks, in turn, have replaced IAF fighters at an airbase in north-western India. IAF has forward deployed a lot of its fighters like Sukhoi-30MKIs, Mirage-2000s and MiG29s as well as Apache attack and Chinook heavylift helicopters along the LAC, especially in eastern Ladakh. IAF has also positioned around 10 Jaguar maritime strike fighters, armed with anti-ship Har-
poon missiles, at the Andaman and Nicobar archipelago, which dominates China’s critical sea trade lanes passing through the Malacca Strait, as was first reported by TOI on Tuesday. Incidentally, India had deployed the P-8I aircraft, which are also armed with missiles and other weapons, to keep tabs on Chinese troops even during the 73-day troop face-off at Doklam near the SikkimBhutan-Tibet tri-junction in 2017. Chief of defence staff General Bipin Rawat, who was then the Army chief, had earlier said he was surprised to find out about the naval aircraft’s robust reconnaissance capabilities during the Doklam crisis. The Navy currently has eight P-8Is, acquired under a $2.1 billion deal
of January 2009, while another four are slated for delivery next year under another $1.1 billion contract inked in July 2016. The force, in turn, had procured 45 MiG-29Ks from Russia for $2 billion to operate from the 44,570tonne aircraft carrier INS Vikramaditya, which usually carries 18-20 of the fighters and some helicopters at a time. The Navy, of course, has also deployed several warships and submarines on the eastern seaboard to maintain high operational readiness. On Monday, in a strong strategic signal to China, four frontline Indian warships had conducted a “cooperative exercise” with the US carrier strike group led by aircraft carrier USS Nimitz in the southern Bay of Bengal, as was reported by TOI.

The arrested persons have been identified as Mehraj ud-din Kumar, Tahir Kumar (both residents of Pakherpora) and Sahil Hurra, a resident of Tilsarah. The police said incriminating materials, arms and ammunition, including 20 live rounds of AK-47, two detonators and 15 posters of Hizbul Mujahideen had been recovered from them. “All the recovered materials have been taken into the case records to investigate their role and complicity in terror activities,” the police said and added, they were active in the area for the last few months. “As per the police records, they were involved in providing logistic support and shelter to terrorists of proscribed terror outfit Hizbul Mujahideen operating in the area,” the police said. An FIR has been registered and investigation into the case initiated.

BENGALURU, JUL 21 (IANS): Bengaluru police have seized a software engineer’s 1,000cc superbike after a video of him riding at nearly 300 km per hour (kmph) on a city flyover went viral on social media, said an official on Tuesday. “Going at a dangerous speed of almost 300 kmph at Electronic city flyover, putting his own and others life at risk...,” said Joint Commissioner of Police Sandeep Patil. Patil said the Central Crime Branch (CCB) has seized the bike and handed it over to the traffic police department for further action. In the video, which is more than a minute long, 29-year-old Muniyappa, is seen zooming on his blue motorcycle. Beginning near Madiwala, the 13 km long flyover terminates at Electronic City where several IT offices are located. “Muniyappa was
speeding on the flyover because the lockdown is offering him the option of empty roads. The traffic is very less so he could manage that way,” told CCB Deputy Commissioner of Police (DCP) Kuldeep Jain to IANS. Though the police could not figure out the exact day he pulled off the stunt, Jain said it could have happened in the past week itself as the city was under lockdown. “He was just trying to show off. He thought its bravery and fascinating to ride his 1,000 cc motorcycle at that mind-blowing speed,” told Jain disapprovingly. The rider shot the video from what looked like a helmet-mounted camera and began recording when his motorcycle was speeding around 90 kmph. He started negotiating the traffic and increasingly hit the throttle, crossing a city bus, some autorickshaws, trucks, cars and
other two-wheelers, as he zigzagged from left to right before getting onto the flyover. Muniyappa got onto the flyover at a speed of 140 kmph to only accelerate much higher and immediately reached a speed of 200 km and above. With no traffic over a long stretch, he reached speeds ranging between 290-299 kmph for a good amount of time to only slow down after seeing a Toyota Etios, Innova and a two-wheeler. Decelerating to just above 100 kmph, he quickly overtook the three vehicles to again race back to speeds ranging above 200 kmph as the video culminated. It was not difficult to trace the violator as Muniyappa gave himself up by uploading the video on social media. “He had uploaded the video on social media. We were able to get his Instagram handle. Based on his Instagram handle we used our cyber experts to procure his phone number and other details and we could get him,” said Jain. Her legal adviser said a representation has been given to authorities to shift her to Chennai Puzhal prison considering her safety. Nalini’s threat to end her life came after a co-prisoner, who was in a nearby cell, complained against her to authorities.

Following the complaint, jail authorities questioned Nalini and changed the cell of the complainant. “Nalini, during questioning started a quarrel with the jailor. She said the complaint of the co-prisoner was false and that she did not harass
her. Nalini said she will commit suicide if the cell of the co-prisoner was changed,” the official told PTI. “It was like blackmail. EPFO records 3.18 lakh new enrolments in May
New Delhi, Jul 21 (Agencies): Net new enrolments with the EPFO (Employees’ Provident Fund Organisation) rose to 3.18 lakh in May from 1 lakh during April, the official data by the retirement fund body suggests. The latest data provides a glimpse into employment situation in the formal sector amid the COVID-19 crisis. The body has also revised the official employment data for April to 1,00,825. The provisional employment data released by the Employees’ Provident Fund Organisation last month showed the net new enrolments at around 1.33 lakh in April. Amid the coronavi-
rus pandemic, the net new enrolments with the Employees’ Provident Fund Organisation (EPFO) had dropped to 5.72 lakh in March 2020 from 10.21 lakh in February. The Employees’ Provident Fund Organisation has added 1.39 crore new subscribers in the previous two financial years. The net addition to the subscriber base surged from 61.12 lakh added in FY19 to 78.58 lakh in FY20, a 28 per cent growth. The EPFO has been releasing the payroll data of new subscribers since April 2018, covering the period starting from September 2017. The data also showed that during September 2017-

Passenger vehicle sales dip 38 per cent in June: FADA New Delhi, Jul 21 (Agencies): Passenger vehicle retail sales in June fell 38.34 per cent to 1,26,417units as compared to the same month last year as Covid-19 continued to impact the sentiment of buyers, automobile dealers’ body FADA said on Tuesday. According to Federation of Automobile Dealers Associations (FADA), which collected vehicle registration data from 1,230 out of the 1,440 regional transport offices (RTOs), passenger vehicle sales stood at 2,05,011 units in June 2019. Two-wheeler sales declined 40.92 per cent to7,90,118 units last month as compared with 13,37,462 units in June 2019. Commercial vehicle sales plunged 83.83 per cent to 10,509 units as against 64,976 units in the year-ago period. Earlier this month, the Union Cabinet approved capital infusion of Rs 12,450 crore into three state-run insurance companies -- the Oriental Insurance Company, the National Insurance Company and the United India Insurance Company. The approved amount also includes Rs 2,500 crore infused in FY 2019-20. In the last Budget on February 1, the government had set aside Rs 6,950 crore for recapitalisation of the three public sector general insurance companies. Fur ther, the talks of stake sale in banks, interestingly, comes just over couple of months after the merger of 10 public sector banks came into effect on April 1. With the merger coming into effect, India currently has 12 public sector banks, down from 27 in the year 2017. N EW D ELHI , J UL 2 1 (IANS): The Centre is planning to expand its disinvestment plans and considering to bring two key sectors -- banking and insurance -- into the ambit of its new disinvestment policy, official sources said. A new disinvestment or privatisation policy is in the making and people in the know of things said that a draft cabinet note is being prepared for the same. The Prime Minister’s Office (PMO), the Finance Ministry and the Niti Aayog have already discussed the inclusion of insurance sector for strategic disinvestment and the banking sector is likely to be discussed upon later. Among the insurance companies, the Life Insurance Corporation of India will not be part of this disinvestment process. There are a total of eight state-run insurers, including six general insurance companies and one reinsurance company. Of late, the government had to infuse capital into the

With no known vaccine for COVID-19, KVC reminded the chief minister that the State also lacked proper infrastructure and adequate facilities to manage the cases. KVC also said public also did not follow simple yet effective general preventive measures like -wearing masks, maintaining social distancing, sanitization, etc. It said all these factors made the condition ripe for a disastrous community transmission in Kohima. Under the circumstances, KVC urged the government to immediately impose total lockdown for two weeks to prevent spread of the virus so as to break the chain of infection. KVC also thanked the government for responding favourably to its earlier representation and consequently evolving a pragmatic Standard Operating Procedure (SOP) for the entire State , which had decongested the oversaturated quarantine centres both in Kohima and Dimapur. KVC said the revised SOP had also brought great relief to overburdened frontline workers and significantly mitigated the risk of infection and community spread to the residents of Kohima. Further, KVC expressed solidarity and appreciation to the frontline workers for risking their personal safety for the common welfare of the community. It also resolved to stand by the government in combating the challenges of this pandemic in the difficult days ahead.

London, Jul 21 (PTI): China has hit back with a warning that Britain must “bear the consequences” if it continues what it believes is interference in its internal affairs after the UK suspended its extradition treaty with Hong Kong. UK Foreign Secretary Dominic Raab told the House of Commons on Monday that China’s new National Security Law had significantly changed key assumptions underpinning the arrangements with former British colony of Hong Kong and therefore the treaty would remain suspended “indefinitely”. “The United Kingdom is watching. And the whole world is watching,” Raab said, in a warning to China. But much of the “highly sensitive” detail will not be published due to fears Russia could use the evidence to threaten the UK. Warner Bros. have removed “Tenet” from their release calendar, indicating an indefinite delay, reports variety.com. “Tenet” was originally scheduled to release on July 17, but it was pushed back to July 31 and then August 12. It is unclear when the film will open now, but the studio expects to announce a new release date “imminently”. “We will share a new 2020 release date imminently for ‘Tenet’, Christopher Nolan’s wholly original and mind-blowing feature,” said the chairman of the studio, Toby Emmerich. “Our goals throughout this process have been to ensure the highest odds of success for our films while also being ready to support
our theatre partners with new content as soon as they could safely reopen,” Emmerich added. It is being believed that the film might release overseas before it opens in the US. No new positive cases in NBA New York, Jul 21 (IANS): The National Basketball Association (NBA) has said that no new positive COVID-19 cases have been uncovered in the latest rounds of testing. “Of the 346 players tested for COVID-19 on the NBA campus since test results were last announced on July 13, zero have returned confirmed positive tests,” NBA said. “In the event that a player on the NBA campus returns a confirmed positive test in the future, he will be isolated until he is cleared for leaving isolation under the rules established by the NBA and the Players Association,” it added. In a previous update, it had said two of the 322 players who had arrived at the campus since July 7 had tested positive. It was a decision made with the safety and well-being of fans, players, officials and staff in mind,” Nick Hockley, the interim chief executive of Cricket Australia and chief executive of the T20 World Cup 2020, said in a statement. The ICC, having dillydallied over the last couple of months, on Monday finally announced that the 2020 edition of the T20 World Cup to be held in Australia from October 18 to November 15 has been postponed. “The COVID19 pandemic is impacting sporting tournaments across the globe and cricket is not immune,” said Hockley. “The complexities and risks around hosting a 16team international event in October in the current environment ultimately proved sufficient for the ICC to postpone the event.” Australia and India remain hosts of the next two events, but which country hosts which year is still to be determined in order to allow the ICC to continue to assess
