Oxford COVID vaccine trials safe
LONDON, JUL 20 (PTI): A coronavirus vaccine developed by the University of Oxford appears safe and induces a strong immune response within the body, scientists announced on Monday after the first phase of “promising” human trials against the deadly disease that has infected over 1.45 crore people and claimed more than six lakh lives across the world. Doses of the vaccine were given to 1,077 healthy adults aged between 18 and 55 in five UK hospitals in April and May as part of the phase one clinical trial and results, published in the ‘Lancet’ medical journal. The results show they induced strong antibody and T-cell immune responses for up to 56 days after they were given. T-cells are crucial for maintaining protection against the virus for years. The findings are seen as promising, but experts feel it is too soon to know if this is enough to offer protection as larger trials get underway. “There is still much work to be done before we can confirm if our vaccine will help manage the Covid-19 pandemic, but these early results hold promise,” said

Tetseo has directed the district police force to ensure strict compliance of lockdown measures in place in Dimapur district. CP said that many shops/business establishments were open even after 2 p.m., violating the government standing order. CP also noted that there has been an increase in movement of non-essential traffic after 2 p.m. In this regard, CP, in an order, directed all ACPs division/OCs PS to ensure that no shops/business establishments remain open after 2 p.m. in their respective jurisdictions. Further, all ACPs division/ACP (Trf)-I & II, OCs PS- Traffic-I & II have been directed to regulate/restrict all non-essential traffic movement after 2 p.m. Police personnel have also been asked to setup traffic barricades at major traffic intersections after 2p.m. DCP Traffic/DCP Zone-I & II will monitor and ensure strict compliance, in coordination with the District Magistrate having jurisdiction, CP Dimapur stated.

The University of Oxford is working with the UKbased global biopharmaceutical company AstraZeneca for the further development, large-scale manufacture and potential distribution of the Covid-19 vaccine, with plans for clinical development and production of the Oxford vaccine progressing globally. “We are encouraged by the Phase I/II interim data showing AZD1222 was capable of generating a rapid antibody and T-cell response
against SARS-CoV-2,” said Mene Pangalos, Executive Vice President of BioPharmaceuticals Research and Development at AstraZeneca. “While there is more work to be done, today’s data increases our confidence that the vaccine will work and allows us to continue our plans to manufacture the vaccine at scale for broad and equitable access around the world,” Pangalos said. Oxford and AstraZeneca are collaborating with clinical partners around the world as part of a global clinical programme to trial the Oxford vaccine. The global programme is made up of a Phase III trial in the US enrolling 30,000 patients, a paediatric study, as well as Phase III trials in low-to-middle income countries including Brazil and South Africa which are already underway. A UK Phase 1 and 2 trial began in April testing the Oxford coronavirus vaccine named ChAdOx1 nCoV-19. The next step in studying the vaccine is to confirm that it can effectively protect against Covid-19 infection.
India’s COVID19 case tally crosses 11L NEW DELHI, JUL 20 (PTI): India’s COVID-19 case tally crossed the 11-lakh mark on Monday, while the total number of recovered patients increased to over seven lakh, according to Union health ministry data. The death toll due to the disease rose to 27,497 with 681 fatalities reported in one day. The data updated at 8 am on Monday showed that a record single-day jump of 40,425 COVID-19 cases had taken the total number of cases to 11,18,043. I n d i a ’s C OV I D - 1 9 tally crossed the 11-lakh mark, just three days after it crossed the 10-lakh mark. This is also the first time that the single-day spike in cases has crossed the 40,000-mark. There are 3,90,459 active cases in the country, while 7,00,086 people have recovered and one person has migrated. The recovery rate stands at 62.62 per cent. As many as 22,664 COVID patients recovered from disease in the last 24 hours. The number of recovered COVID-19 patients exceeds India’s active caseload by 3,09,627, as on Monday.

KOHIMA, JUL 20 (NPN): Animal rights activists Hema Chowdhary, who allegedly made objectionable remark against Nagas and people from the North East on social media, was brought to Kohima on Monday night around 8.30 p.m. Hema was brought to Nagaland (Kohima) from Mumbai via Delhi and Imphal by flight. DIMAPUR, JUL 20 (NPN): Nagaland’s COVID-19 tally crossed the 1000-mark after 33 fresh cases were reported from across the state on Monday. In a tweet, State Health & Family Welfare minister, S. Pangnyu Phom said the fresh cases were detected out of 454 samples that were tested. He said 16 cases were reported from Dimapur, 12 from Mon and 5 from Kohima. With
this the state’s tally rose to 1021-- 537 active and 484 recovered cases. According to state Health department’s bulletin, one of the patient was in critical condition and admitted to ICU with ventilator while 533 cases were asymptomatic, 2 with mild symptoms and 1 with moderate symptom. Speaker, alleges NPF
DIMAPUR, JUL 20 (NPN): Opposition NPF has alleged that in view of “discrimination” meted out to the party by Speaker of Nagaland Legislative Assembly (NLA) Sharingain Longkumer, it was constrained to issue a statement for the “general awareness” on the how the present government (PDA) was making a “mockery of democratic practices in the state”. Stating this in a communiqué NPF through its two legislators-- Dr. Chotisuh Sazo and Amenba Yaden, narrated the events that took place on July 20 at the Business Advisory Committee(BAC) of the NLA held at the Committee Room to finalise the provisional programme for the 6th session of the 13th NLA. At the meeting, the two said NPF requested the Speaker (chairman of BAC) to accommodate the proposal for discussions under issue of public importance, such as- Naga political issue, COVID-19 and SARFAESI Act,2002 during the one-day session. However, they said, the request was turned down for reasons best known to the Speaker and the ruling coalition. The NPF legislators said since the Naga political issue has reached a “crucial stage” it has to be deliberated more than before since “we cannot afford to speak in different voices” after 23 years of political dialogue. NPF reminded that the issue had been deliberated for two consecutive days on July 23 and 24,2015 and opined that it was more significant that the issue found a room for discussion (Cont’d on p-8) on the floor of the house.

Kohima, Jul 20 (NPN): LPG distributors in Kohima municipality under the banner of All Kohima Indane Distributors’ Association (AKIDA) will continue with their indefinite suspension of all LPG services, which began since July 13. When asked if AKIDA has agreed to re-open LPG services as stated by AKMWP, AKIDA president Kuolachalie Seyie clarified that, since the demands of the distributors remain unfulfilled, the issue of re-opening of LPG services did not arise. AKIDA, as per a representation addressed to chief secretary, commissioner and DGP on July 18 demanded legal action against miscreants involved in the assaults on LPG drivers on July 4 and 9,2020 and protection of the lives and security of LPG distributors (AKIDA) and business community in the state in general. Asked about the discernible lack of trust with the law enforcement, the AKIDA president said that the miscreant involved was caught by employees and later handed to police. He said even after so many days, police have not been able to ascertain as to which particular faction the accused was from. The AKIDA president also expressed apprehension that the accused will also be ultimately released on bail as with all such cases.
AKMWP, AMK appeal AKIDA to restart services
Association of Kohima Municipal Wards Panchayat (AKMWP) and Angamimiapfü Mechü Krotho (AMK), while expressing solidarity with the demands of the striking All Kohima Indane Distributors’ Association (AKIDA), have in separate statements, urged upon authorities to redress grievances of AKIDA and also requested the latter (AKIDA) to resume supply of LPG services to public. According to AKMWP president Neibulie Kiewhuo and general secretary Thejao Sekhose, a joint meeting was held Monday among AKMWP , AKIDA and AMK to discuss the ongoing total and indefinite closure of LPG showrooms in Kohima since July 13, in protest against extortion and assault on employees of LPG dealers. AKMWP said according to AKIDA despite trying its best to serve LPG consumers in and
around Kohima municipality, where despite hurdles for delivering cylinders to consumers, dealers were subjected to extortions at national highways and assaults on their employees. Further, AKMWP said AKIDA also informed that despite several complaints, the enforcement authority had taken no concrete steps till date. After being appraised by AKIDA on its predicament, AKMWP urged upon the government enforcement agencies to speed up investigation on the matter and redress the grievances at the earliest. AKMWP also urged upon the enforcement agencies to act promptly to built confidence of AKIDA. It also acknowledged the hardship faced by AKIDA as well as consumers and therefore appealed to the latter to resume delivery of LPG adding that AKIDA “agreed” to the (Cont’d on p-8) request.

According to sources, Chowdhary is likely to be kept at Thizama 4th NAP camp where the interrogation will be held. It was learnt that Hema allegedly tried to jump-off while in the lock-up in Mumbai and sprained her ankle and injured her wrist. This was the reason why she was brought in a wheelchair. DIMAPUR, JUL 20 (NPN): Out of 12 smuggled pigs confiscated on July 17 by police, eight were found dead and the remaining four were kept on seven-day quarantine for observation. Out of the four, one pig died on July 18 and then two more died on July 19. District veterinary hospital, Dimapur in-charge, Dr. KN Zubemo Humtsoe, Monday told Nagaland Post that as per ELISA test results all the four pigs were tested positive for classical swine fever (CSF), also known as ‘hog cholera’. Dr. Humtsoe said that one live pig was still being kept under observation. Informing that sometimes there could be a coinfection between African Swine Fever (ASF) and CSF, Dr. Humtsoe said that the tissue and body fluid samples of four pigs have, therefore, been sent to North Eastern Regional Disease Diagnostic Laboratory, Guwahati for ASF confirmatory diagnosis. He said the test result would take a week’s time. On the confusion concerning Swine flu, CSF and ASF, Dr. Humtsoe clarified that swine flu was a highly contagious viral infection of pigs while African swine fever (ASF) was caused by a large DNA virus of the Asfarviridae family. Whereas, Dr.Humtose said CSF was a contagious viral disease of domestic and wild pigs caused by a virus of the genus Pestivirus of the family Flaviviridae.
COVID-19 positive staff in the office of the executive engineer, PHED (Urban), Kohima, the District Task Force (DTF) Kohima at an emergency meeting held on July 19, 2020 decided to seal the office with effect from July 20, 2020. In an order, the deputy commissioner (DC) Kohima, Gregory Thejawelie, notified that EE office has been temporarily closed/shut for 48 hours. DC said fumigation of the premises was being initiated besides following all health safety measures and SOPs of the government. The sealed area has been mapped and cordoned off and the public have been advised to follow all safety precautions of wearing masks all the time, frequently washing hands and maintain social/physical distances to ensure public hygiene and personal safety within the proximity of the sealed area.

NFR chief public relations officer Subhanan Chanda said that services of the train was earlier cancelled with effect from June 29, 2020 in view of the imposition of complete lock-down in Kamrup Metropolitan district.

Assam Rifles apprehend NSCN-K (YA) cadre DIMAPUR: In continuation with crackdown operations by security forces on insurgent groups, the 32 Assam Rifles apprehended one active cadre of NSCN-K (YA) from general area of Alahuto Colony, Zunheboto on July 17. According to PRO HQ IGAR (N), based on specific intelligence regarding presence of a UG cadre in general area Alahuto Colony, Zunheboto, the security forces launched an operation and apprehended ‘self styled corporal’ Aputo Awomi of NSCN (K-YA). The cadre had infiltrated into Indian territory from Myanmar along with four accomplice in May 2020, one of whom was apprehended earlier in May. Recoveries included one 9 mm pistol with two live rounds. The apprehended individual along with recoveries was handed over to Police Station, Zunheboto for further investigation.

thanked all individuals involved in making bridge inspite of the many problems faced during the lockdown. Member of Aokong Council, in his speech expressed gratitude to MLA for constructing the much needed bridge, and said that today might be the happiest day for people of Aokong, Mon Bosti and Lengrijan as this bridge was the lifeline for the people of these colonies. Chairman of Lengrijan, further reiterated that the bridge was always on their developmental agenda as it benefited residents living on both sides, but he cautioned that one should be vigilant against movement of social evils traversing the bridge. DIMAPUR: Department of Fisheries & Aquatic Resources (DF&AR) in collaboration with ICARDirectorate of Cold Water Fisheries Research (ICARDCFR), Bhimtal, Uttarakhand under the project “Socio economic development through scientific fish farming under Tribal Sub Plan Scheme (TSP)” distributed aquaculture inputs such as fish seeds, fish feeds and enclosure nets to 30 fish farmers of Kohima village under Kohima district on July 3. DIMAPUR: Ministry of Health & Family Welfare has enacted the Food Safety & Standards Act 2006 and the Food Safety & Standards (Food Products standards and Food Addictives) Regulation 2011, to regulate the safety of food articles safe for human consumption. According to DIPR report, in consonance with the provision of the Food Safety & Standards Act and regulation, the commercial import and trading of dogs and dog markets and commercial sale of dog meat in markets and dine in restaurants are banned with immediate effect. Any person found violating this order shall be liable to be punished under section 428 and 429 of the Indian Penal Code 1860 and section 11 of the prevention of cruelty to Animals Act, 1960.

According to DIPR report, deputy director Z. Amenba Ao in-charge of NEC scheme explained that the project work was badly affected due to the
collapse of Sechu-Zubza bridge and occurrence of landslides in the 4 lane road construction during the monsoon season of 2019 and followed by the COVID-19 pandemic lockdown. The project was supposed to be completed during March 2020. At the time of inspection, the construction works were going on smoothly in full swing and expected to be completed by the end of current
year. Joint secretary has encouraged all the officials involved to sincerely monitor and supervise the on-going works till its completion. He added that the STL once completed, will be the asset of the department and particularly Nagaland as a whole. The STL will cater as data banks to the farmers and all the land user departments inside and outside the state.

Modi govt reaching out to remotest parts of NE: Jitendra New Delhi, Jul 20 (PTI): Union Minister Jitendra Singh said on Monday that the Modi government is reaching out to the remotest areas of the Northeast and doing its best to fulfil the aspirations of the region. Inaugurating a mega food park in Mizoram through video conference, Singh said Prime Minister Narendra Modi has accorded highest priority to the Northeastern region in the last six years. The Union Minister for the Development of North Eastern Region (DoNER) said that soon after the Modi government took over in 2014, the prime minister had stated that every effort would be made to bring the Northeastern at par with more developed regions of the country. The Modi government is reaching out to the remotest areas of the Northeast and doing its best to fulfil the needs and aspirations of the region, he said. As for Mizoram, even though it is one of the smallest states of India, Singh
2 arrested in Mnp with drugs Imphal, Jul 20 (PTI): Two persons were arrested with drugs worth lakhs of rupees in Manipur’s Thoubal district, police said on Monday. A vehicle and a weapon were also seized in two separate operations to nab them on Sunday, they said. Acting on a tip-off, police along with members of All Lilong Anti-Drugs Association raided the house of Md Aslam Khan in Lilong Haoreibi Sambrukhong and arrested him with 542 Yaba tablets, Superintendent of Police Soibam Ibomcha Singh said. The seized drugs are worth over Rs 5 lakhs in the international market, officials said. A car used was also seized. In another raid, police arrested Md Wahidur Rahaman from his house in Lilong Haoreibi Awang Leikai. Six grams of heroin and a 12 bore double barrel gun were seized, officials said.
Jitendra Singh recalled that the prime minister paid a visit to Aizwal to dedicate a 60-MW Tuirial hydropower project in December 2017, thus making Mizoram the third power-surplus state in the Northeast after Sikkim and Tripura. He said the “intent, commitment and sincerity of the Modi government for the holistic development of the Northeast is quite obvious and the DoNER Ministry is carrying forward this mandate and the agenda”. He said there is a need to bring rest of India closer to the Northeast as “the tiny states offer so much to learn” from their
rich and diverse cultural experiences. Hailing the inauguration of the Zoram mega food park, Singh said it will help in doubling the income of farmers in the area by doing away with the middlemen. Referring to nearly 40 per cent wastage of fruits in the absence of any processing unit, the minister said the rich and high variety of fruits could also be sold as pure packaged juice in major metropolitan cities in India. The food park, located near National Highway 54, will help in overcoming the transportation constraints and will soon become a major milestone for the storage and processing of high variety of foods, spices, fruits and vegetables grown in the region, he said. The minister expressed the hope that the Northeast will take a lead for India to emerge as an economic power with the support of its huge natural and human skill resources in the postCOVID era.

ILP to come into effect Badal inaugurates Mizoram food park on July 21 in Manipur Correspondent IMPHAL, Jul 20: Manipur government will resume the implementation of Inner Line Permit System (ILP) with effect from July 21 at all the designated and police stations. The ILP came into effect in Manipur from January 1, 2020, making it the fourth north-eastern state after Nagaland, Mizoram and Arunachal Pradesh, to come under the ILP regime. However, the state government suspended the issue of the permit with effect from March 18 as part of precautionary measures to check the spread of COVID-19 in the state. A notification of the state home department said that the resumption of the issue of the permit was due to demand of the CSOs to deport non-Manipuris, particularly migrant workers who entered into the state during the suspension period. While pressing the state government to deport them, the Joint Committee on Inner Line Permit
System (JCILPS) alleged that as many as 23 migrant workers have entered the state recently. The body also demanded booking of all persons involved in flouting norms to bring in the migrant workers into the state. The resumption of issue of the permit was also amid rising cases of the pandemic in the state despite the lockdown to check spread of the disease. With 14 new cases detected in the last 24 hours, the tally of COVID-19 infections in Manipur rose to 1952 on Monday, according to a report of the state health department. Of the total cases, 605 were active cases and the recovery tally rose to 1320 after 85 persons were discharged on Monday. The recover y rate stood at 68.57 percent, the report said and added that the recovery rate in Noney, Pherzawl and Tengnoupal have reached 100 per cent. Of the 14 new cases detected in the last 24 hours, nine were males and five females.
New Delhi, Jul 20 (PTI): Food Processing Minister Harsimrat Kaur Badal on Monday inaugurated a mega food park in Mizoram that has been set up at a cost of Rs 75 crore and will benefit 25,000 farmers as well as generate 5,000 job opportunities. The 55-acre food park, located at village-Khamrang in Kolasib District, Mizoram, is promoted by Zoram Mega Food Park Pvt Ltd. This is the first mega food park operationalized in the state. The project is likely to attract a further investment of Rs 250 crore from about 30 processing units which will be set up in this park. Speaking at the function, Badal emphasised that food processing sector has a potential to generate huge job opportunities for youth, boost farmers income and reduce food wastage in the country. She rued that the processing level in India was still only 10 per cent currently as against 80-90 per cent in many countries including smaller ones. With the setting up of this new mega food park in Mizoram, Badal said
the farmers of this north eastern state, which has abundance of fruits and vegetables, would benefit immensely. Zoram Mega Food Park will provide direct and indirect employment to 5,000 persons and benefit about 25,000 farmers in the CPC (Core Processing Centre) and PPC (primary processing Centre) catchment areas. Badal said the Park will leverage an additional investment of about Rs 250 crore in about 30 food processing units in the park and would eventually lead to a turnover of about Rs 450-500 crore annually. Badal virtually inaugurated park in the presence of Rameswar Teli, Minister of State for Food Processing Industries and Jitendra Singh, Minister of State for Development of North Eastern Region. Badal said the modern infrastructure for food processing will benefit the farmers, growers, processors and consumers of Mizoram and adjoining areas immensely. It will give a big boost to the growth of the food processing sector in the state. Badal shared that, so far, a total of 88 ministry-supported projects have been sanctioned in the North Eastern Region and 41 have been implemented. She said the projects worth Rs 1,000 crore approximately have been sanctioned with a subsidy support of over Rs 520 crore. Badal said that 88 projects when fully completed, would create processing and preservation capacity for 8.66 lakh tonnes to handle agro produce worth Rs 2,166 crore. Under the Mega Food Park Scheme, the government provides financial assistance up to Rs 50 crore per Mega Food Park project. Presently, 18 mega food park projects are under implementation in various states and 19 parks have already become functional in states.

Itanagar, Jul 20 (PTI): Arunachal Pradesh on Monday recorded its biggest single-day jump of 90 COVID-19 cases, taking the state’s tally to 740, a senior Health Department official said. Capital Complex reported the maximum number of the new cases at 56, followed by 14 in Papum Pare district. Seven cases were reported in Upper Siang, five in Namsai, three each in East Siang and West Siang, one each in Leparada and Lower Dibang Valley districts, State Surveillance Officer L Jampa said. Capital Complex, comprising of Itanagar, Naharlagun, Nirjuli and Banderdewa, is under total lockdown at present. Seven of the new cases in the region were detected in a quarantine centre and the rest were found in
various areas during rapid antigen tests, he said. The new cases in Papum Pare, Upper Siang, Namsai and Lower Dibang Valley were found among those who returned to the state from other parts of the country and are under quarantine at present. Two cases each in East Siang and West Siang districts were also detected among those quarantined. The person who tested positive in Leparada district is a health care worker, Jampa said. Only six of the new patients have symptoms, he added. Eight people -- four from Changlang, and two each from Namsai and West Kameng districts -- were discharged from hospitals on Sunday after recovery, Jampa said. They were advised two-week home quaran-
tine and self-monitoring, he added. At present, Arunachal Pradesh has 455 active cases. While 282 people have recovered from the disease, three died. Capital Complex has recorded most of the cases at 272, followed by 33 in Changlang, 30 in Namsai, 24 in East Siang, 22 in Papum Pare, and 14 each in Lower Subansiri and Lower Siang. A total of 39,288 samples have been tested in the state so far, according to Jampa. The state has witnessed a surge in COVID19 cases since July 1, with 549 cases reported in the last 20 days. The northeastern state remained virus-free till May 23. It witnessed a spurt in COVID-19 cases after residents started returning from other parts of the country.
Shillong, Jul 20: Union Minister for Textiles Smriti Zubin Irani on Monday underscored the need of systematic approach to make handlooms a better business opportunity particularly the north-eastern states. “For far too long, I think the handloom legacy of our country has been romanticised with the element of poverty, and I think from the marketing perspective, we need to reposition ourselves and look at the larger consumption market,” Irani said addressing an e-symposium on Handloom Sector under an e-Symposia Series on Emergent North East India: Strategic and Developmental Imperatives, hosted by the Dr. APJ Abdul Kalam Centre for Policy Research & Analysis under the aegis of IIM Shillong. Stating that sustainability has become the

craft through use of available design technology so as to reduce the challenges that the weaving community face. “The government at the ministry level is encouraging a lot of people to come together as producer companies,” said the minister. Enlightening the government initiatives towards credit facilities such as Mudra Yojana, wherein post access to the scheme, a weaver’s income increases by at least 50 to 60 per cent, Irani called for more and more research which can build credibility to such outreach programmes. Expressing his thoughts on handloom sector, Director of IIM Shillong, Prof D P Goyal said, “Sincere thanks goes to the nameless weavers of North East India who have not only been the ambassadors of the culture and heritage of the region but also its true custodian, who for hundreds of years
have carried the knowledge of handloom by practicing and passing it on to the next generation.” In the technical session on ‘Handloom Sector: Energizing the potential catalyst for growth and development’, Prof Keya Sengupta, Centre Coordinator, said, “We hope the policies that shall be drafted for the handloom sector will help us to achieve the policy goal of Act East envisioned by our Prime Minister Narendra Modi, and make the sector commercially viable.” Member of the Board of Governors, Atul Kulkarni while moderating the session opined, “the handloom sector is one which is caught between subjective perception and objective reality. It is an activity which is in deep crises with low productivity, low wages, low literacy level, with firmly entrenched middlemen system and very little formal finance arrangements.”

Over hundred BSF personnel test positive in Tripura Agartala, Jul 20 (PTI): Tripura has detected 223 new cases of COVID19, taking the state’s tally to 2,892, Chief Minister Biplab Kumar Deb said. Of the new cases, 101 were detected among BSF personnel, he said. There are 1,114 active cases in the state at present, while 1,759 people have recovered. Five people have so far died and 14 patients have migrated to other states.
Among the new cases are six people who returned to the state on flights, Deb said on Sunday night. Thirty of them tested positive after coming in contact with COVID-19 patients and 179 were found positive in antigen tests, he said. Only eight of the new patients have symptoms, he added. The chief minister said to tackle the pandemic the government is focusing on
testing, tracing and treatment. “We are conducting the maximum number of tests to ensure safety of everyone, we have adequate medical infrastructure to tackle the pandemic. Requesting everyone to co-operate & not to panic,” he tweeted. The BSF said all the newly-infected personnel are being treated at the COVID Hospital set up at its state headquarters in Salbagan here.
“Our hospital is quite equipped to treat such patients. We have all facilities. Salbagan was also declared a containment zone,” a BSF spokesperson said. “BSF personnel go home on leave and come back and many personnel are also transferred from outside. So, there is a risk of infection,” he said. The BSF guards the 856-km-long border between India and Bangladesh that falls in Tripura.

Shillong, Jul 20: The Meghalaya Board of School Education on Monday declared the mostawaited Class 10 results (Secondary School Leaving Certificate), in which a total of 50.31 per cent students passed the examination. The overall pass percentage this year was the lowest in five years compared to the previous years, which recorded the overall pass percentage was 55.72 per cent in 2019, 56.76 per cent in 2018 and 54 per cent in 2017. Chetna Bose of Sherwood School in Tura topped the list with 568 marks out of 600. Sainava Modak of St. Thomas Higher Secondary School,
Shillong secured second position with 565 marks and the third position was grabbed by Ainamdaphisha P Byrsat of Little Flower School, Shillong securing 561 marks. Of 50,081 students who had appeared for the SSLC examinations, 25,195 students, including 16,035 regular students and 4,910 private candidates successfully cleared the Board exams West Jaintia Hills topped among districts with pass percentage of 69.96 per cent. The worst performing district is South Garo Hills with pass percentage of 26.57. East Khasi Hills district which is considered the major hub of educational centre recorded 68.94 pass percentage.

JAIPUR, JUL 20 (PTI): Rajasthan Chief Minister Ashok Gehlot on Monday called Sachin Pilot “useless”, using the Hindi word “nikamma” in a no-holdsbarred attack on his former deputy with whom he is locked in a power tussle. First five Rafale jets likely to be inducted by July-end: IAF New Delhi, Jul 20 (PTI): The first batch of five Rafale fighter jets is likely to be inducted into the Indian Air Force (IAF) on July 29, according to an official statement. It said the final induction ceremony will take place in second half of August. “The first batch of five Indian Air Force Rafale is likely to arrive in India by end of July. The aircraft will be inducted at Air Force Station Ambala on July 29 subject to weather,” the IAF said. “ I A F a i r c r ew a n d ground crew have undergone comprehensive training on the aircraft, including its highly advanced weapons systems and are fully operational now. Post arrival, efforts will focus on operationalisation of the aircraft at the earliest,” the IAF said. Official sources said the Rafale jets are likely to be deployed in the Ladakh sector as part of the IAF’s efforts to enhance its operational capabilities along the Line of Actual Control with China in view of the border row with the country. In a separate statement, the IAF said the top commanders of the force will take stock of the current operational scenario and
deployments at a three-day conference here beginning Wednesday. “The plan of action for operational capability enhancement of the IAF in the next decade will also be discussed,” it said. Officials said arrival of the Rafale jets will further strengthen the IAF’s combat capabilities. India had signed an inter-governmental agreement with France in September 2016 for procurement of 36 Rafale fighter jets at a cost of around Rs 58,000 crore. The aircraft is capable of carrying a range of potent weapons. European missile maker MBDA’s Meteor beyond visual range air-toair missile and Scalp cruise missile will be the mainstay of the weapons package of the Rafale jets.
Meteor is the next generation of BVR air-to-air missile (BVRAAM) designed to revolutionise airto-air combat. The weapon has been developed by MBDA to combat common threats facing the UK, Germany, Italy, France, Spain and Sweden. It is powered by a unique rocket-ramjet motor that gives it far more engine power for much longer than any other missile, said an official. Besides the missile systems, the Rafale jets will come with various Indiaspecific modifications, including Israeli helmetmounted displays, radar warning receivers, low-band jammers, 10-hour flight data recording, infra-red search and tracking systems among others.

Rajasthan plunged into a political crisis after Chief Minister Ashok Gehlot’s deputy Sachin Pilot rebelled against him. The Congress later removed Pilot as the deputy chief minister and also as the party’s state unit head.
Pune, Jul 20 (IANS): In a shocking case, three brothers died of Covid-19 in the past nine days, stunning their families and the people of Pimprigaon village near Pune, official sources said here on Monday. The three brothers - Diliprao Kalapure, 61, Dnyaneshwar Kalapure, 63 and Popatrao Kalapure, 66 - were admitted to the same hospital in PimpriChinchwad - where they succumbed in quick succession on July 10, July 15 and July 17, respectively. The Kalapure family got the first shock on July 5 when one boy in the clan tested Covid-19 positive. Later, another 17 members of the family also tested positive and they were all admitted together at a private hospital. Within the next nine days, the three brothers succumbed while under treatment.

Covaxin is developed by the Bharat Biotech International limited in Collaboration with Indian Council of Medical Research (ICMR) and National Institute of Virology (NIV), Pune. NEW DELHI, JUL 20 (PTI): Union minister Gajendra Singh Shekhawat on Monday questioned the authenticity of the audio clips, cited by the Congress to allege his involvement in a purported bid to topple the Rajasthan government, after the state police served him a notice to give his voice sample and record his statement. In a statement, Shekhawat, a senior BJP leader from Rajasthan, sought to know the source of the audio clips and how the state police got them. His office received the notice served by the Rajasthan Police SOG (special operations group), which is probing the case, on Saturday, he said. Shekhawat said, “They (police) should first clarify about authenticity of these tapes. Who recorded it and

Investigation should be carried out to find out if these tapes are genuine or not.” His remarks indicate that he is unlikely to join the probe amid a raging political controversy over the audio clips. The top court asked Solicitor General Tushar Mehta, who was appearing for Uttar Pradesh, to look into the aspect if the Chief Minister and Deputy Chief Minister of the state have made certain statements and then something has followed. “You as a state have to uphold the rule of law. It is your duty to do so,” the top court said while hearing a batch of pleas seeking court-
monitored probe into the encounters of Dubey and his alleged associates. The bench also sought a report on the court orders which were passed in cases related to Dubey. The bench said it cannot spare a sitting top court judge to become a part of the inquiry committee. The bench suggested changes in the inquiry panel and sought a draft resolution from the state government by July 22. The Uttar Pradesh government, in an affidavit filed in the apex court in the matter, has said that it has appointed a judicial panel of Justice (retd) Shashi Kant Agarwal, a former high court judge, as a single member commission of inquiry to probe into the encounters of Dubey and his alleged associates. During the hearing on Monday, Mehta told the apex court that he will produce a draft notification with regard to the changes suggested in the inquiry panel by July 22.
Mehta said law has been set in motion in the matter and the inquiry has started. Referring to the records, he said Dubey was on parole and he was facing cases in 65 FIRs. Eight policemen, including DSP Devendra Mishra, were ambushed in Bikru village in Chaubeypur area of Kanpur when they were going to arrest Dubey and fell to bullets fired from rooftops shortly after midnight on July 3. Dubey was killed in an encounter in the morning of July 10 when a police vehicle carrying him from Ujjain to Kanpur met with an accident and he tried to escape from the spot in Bhauti area, the police had said. Prior to Dubey’s encounter, five of his alleged associated were killed in separate encounters. During the arguments, Mehta said that eight policemen were killed and their body mutilated when they had gone to raid Dubey’s place. The bench observed that there was big difference
between the last year’s Telangana case, in which four accused in gang rape and murder case of a veterinary doctor were killed in an encounter, and the incident involving Dubey. “You have to be very careful and you have to follow the law,” the bench said, and asked Uttar Pradesh to add a former apex court judge and a retired police officer to the inquiry committee. “We don’t want people to go to Allahabad and conduct an inquiry there in pandemic times,” the bench said, while observing that locally available former judge could be a part of the inquiry panel. One of the petitioners in the matter requested the bench not to allow Uttar Pradesh government to choose the members of the inquiry committee. In an affidavit filed in the apex court, the state government has said that police party escorting Dubey from Ujjain in Madhya Pradesh to Kanpur had to “fire back in self-defence” as he had tried to escape and was killed. Slain gangster Vikas Dubey’s post-mortem report, which was put in the public domain on Monday, confirmed that he had died of excessive blood loss. The autopsy findings confirmed that the dreaded gangster had received three bullet injuries. Dubey succumbed to the injuries sustained in a police encounter in the Sachendi area on the outskirts of Kanpur on July 10. The post-mortem was performed by a panel of three senior doctors -- AK Awasthi, SK Mishra and V Chaturvedi -- and the entire process was videographed by Arvind Trivedi. According to the postmortem report, there were a total of 10 wounds on Dubey’s body, said an official on the condition of anonymity. “Six were entry and exit wounds of bullets, while the four other wounds were on the right side of the body,” he said. These wounds on the head, elbow, ribs and abdomen were due to falling on the ground after Dubey was shot thrice, the official added. The first bullet pierced through the right shoulder, while the other two went through the left side of his chest, he said.

or every citizen of India, Delhi holds a place of pride because it is the national capital as well as having a rich culture and history and a symbol diversity where major communities exist. There have been dark pages in Delhi’s past history but they are less remembered than the ghastly 1984 anti-Sikh riots when, officially, some 3000 Sikh men, women and children were killed. Another dark chapter, though of less ferocity was the February 23,2020 riots over the Citizenship Amendment Act at several parts of north east Delhi where over 50 were killed. A combination of political and communal mix is believed to have led to the riots. The anti-Sikh pogrom in 1984 following the assassination of then prime minister Indira Gandhi continues to rekindle deep hurt and bitterness as the wheels of justice appear to be slower than a tortoise. After volumes have been written in various reports on the 1984 riots, it seems no lesson has been learnt. A fact-finding committee appointed by the Delhi Minority Commission on the February Delhi riots has held the Delhi Police “complicit” in the violence. The report accused Delhi Police of inaction during the peak of the violence and carrying out a biased investigation. The report also did not spare the AAP government which has been indicted for allegedly failing to rehabilitate victims properly even four months after the violence. The committee has squarely laid the blame for the riots on Delhi Police, which is under the control of the ministry of home affairs and not the Delhi government. In its report, the committee, said Delhi Police had encouraged or even participated in the February 23 riots in several parts of north east Delhi. Though the sin of omission or commission by the Delhi Police may be subject to an impartial and high-level inquiry; yet there is no doubt that such reports in the past have failed to bring changes. What is clear in the committee report is that Delhi Police failed to nip trouble in the bud. According to the committee, violence erupted in parts of North East Delhi on February 23,2020 soon after BJP leader Kapil Mishra made a short speech calling for forcefully removing anti-Citizenship Amendment Act protesters at Jafrabad, a “Report of the Fact-Finding Committee on the North-East Delhi Riots of February 2020” has noted. No police action was taken despite his speech being widely telecast on national media for days. Mishra was earlier a minister under the AAP government but was sacked on allegations of corruption. He was disqualified as MLA and later joined BJP. In January 2020, he stirred up a controversy when he likened the 2020 Delhi Legislative Assembly election to an India versus Pakistan contest. On February 26,2020 the Delhi High court had ordered FIRs against BJP leaders- Kapil Mishra , MoS finance Anurag Thakur and Parvesh Verma MP. The Delhi Minority Commission’s report, released five months said that the violence “was seemingly planned and directed to teach a lesson to a certain community which dared to protest against a discriminatory law.” However, in a twist to the riots, a group of “intellectuals and academicians” submitted another report on March 11,2020 in which they had squarely blamed the riots as the handiwork of an “urban-Naxal-Jihadi’ network. In this case, it is not reports alone but an absolutely fair, impartial and high level probe that can unearth the facts.

To “walk and not faint” is the highest stretch possible as a measure of strength. The word walk is used in the Bible to express the character of a person— “…John…looking at Jesus as He walked…said, ‘Behold the Lamb of God!’ ” (John 1:35-36). There is nothing abstract or obscure in the Bible; everything is vivid and real. God does not say, “Be spiritual,” but He says, “Walk before Me…” (Genesis 17:1). When we are in an unhealthy condition either physically or emotionally, we always look for thrills in life. In our physical life this leads to our efforts to counterfeit the work of the Holy Spirit; in our emotional life it leads to obsessions and to the destruction of our morality; and in our spiritual life, if we insist on pursuing only thrills, on mounting up “with wings like eagles” (Isaiah 40:31), it will result in the destruction of our spirituality. Having the reality of God’s presence is not dependent on our being in a particular circumstance or place, but is only dependent on our determination to keep the Lord before us continually. Our problems arise when we refuse to place our trust in the reality of His presence. The experience the psalmist speaks of— “We will not fear, even though…” (Psalm 46:2)— will be ours once we are grounded on the truth of the reality of God’s presence, not just a simple awareness of it, but an understanding of the reality of it. Then we will exclaim, “He has been here all the time!” At critical moments in our lives it is necessary to ask God for guidance, but it should be unnecessary to be constantly saying, “Oh, Lord, direct me in this, and in that.” Of course He will, and in fact, He is doing it already! If our everyday decisions are not according to His will, He will press through them, bringing restraint to our spirit. Then we must be quiet and wait for the direction of His presence.

Ordinances to transform agriculture sector
F
or a very long time, reforms in agriculture marketing have been debated, but no decisive action had been taken. It required leadership and political will to unshackle the farmers from the vicelike grip of intermediaries who take away a large slice of farmers’ income by resorting to cartelisation and unfair arbitrage. Two landmark ordinances were recently promulgated by the President of India, which have the potential to fundamentally transform the agriculture sector and facilitate more holistic development of agriculture markets, from farm to fork, furthering the government’s vision of doubling farmer income by 2022. The aim is to help the farmer become an entrepreneur rather than being subservient to unholy nexus of regulated markets and intermediaries. The first of these Ordinances, The Farmers’ Produce Trade and Commerce (Promotion & Facilitation) Ordinance 2020, provides freedom to farmers to sell when they want, where they want and in whichever market they want, which was restricted by stringent (and variable) APMC regulations. There were previously four key restrictions for farmers - location of market (restricted to the nearest geographic market), number of buyers (limited to licenced traders leading to cartelization, restricting competition and reducing farmer price realization), infrastructure availability (due to lack of private investment outside the mandi) and price transparency (limited visibility of inter-state prices, potential for intermediaries to gain through arbitrage at the cost of farmers).
In addition to these restrictions, farmers face multiple operational challenges including prohibitive transportation costs to the nearest market, long queues at market and delays in auction, local mafia raj, etc. Further, the choice of APMC mandi and procurement at MSP, will continue uninterrupted. Finally, in order to protect the interest of farmers, the government has mandated an expedient and simple dispute resolution process. With the new Ordinance in place, a vibrant ecosystem will be created for farmers and traders creating an unrestricted market with 3 key benefits First, choice of market, allowing a farmer to sell in any state or national market that offers the best prices. This will limit the high dependence on local traders and enable farmers to realise the best prices for their produce, without having to pay commissions and fees to middlemen. A competitive marketplace will be created with large number of buyers leading to higher price realisation for farmers. Second, choice of place, allowing farmer to sell from any location including farmgate, storage points like warehouses or silos, private mandis or the APMC markets. With the option to sell at farmgate or warehouse, farmers can reduce transportation overheads and improve net realisation in addition to sidestepping the challenges faced in current markets. Third, choice of timing, allowing farmer to store produce and sell post price discovery. Previously, farmers would have to transport their produce to the mandi, incurring significant transportation
costs. This would result in a need to sell irrespective of prices, in order to avoid incurring a reverse transportation cost. Under the new Ordinance, a farmer can store and sell, due to choice to market and place. While historically there has been limited investment in infrastructure along the value chain, in order to support smooth implementation of the Ordinance the government of India has announced an Agri Infra Fund of Rs 1 lakh crore. The fund will catalyse otherwise stagnant investment from cooperatives, FPOs and private sector to facilitate creation of physical infrastructure like assaying and grading facilities, cold chain etc, allowing farmers to store and sell, and reduce wastage or distress sales. While the first Ordinance facilitates better price realisation post-harvest, the second Ordinance, The Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Ordinance 2020, enables market linkages at the sowing stage, thereby limiting both production risk and price risk. The lack of a legal framework for contracting between farmer and buyer in India has historically led to limited private sector participation in production. This Ordinance provides a uniform framework for private investment in markets, without challenging a farmer’s ownership rights or right to cultivation - which will provide farmers three benefits. First, risk mitigation and greater predictability of income. Farmers will have the option to enter into agreements with buyers before sowing, securing
the price for their sale. Further, they may be able to enter into agreements that protect them from harvest losses as well, thereby insuring against output risk. This provides greater certainty for farmers in scenarios where either the crop output or market prices are highly variable, but enables them to grow risky crops and benefit from the upside. Second, access to market intelligence and hence higher value per acreage. With limited forward linkages, farmers don’t have access to consumer demand trends and hence, are not able to optimize crop and varietal mix. This Ordinance will enable stronger linkage with both domestic and export markets. Third, access to better technology and knowhow for farm management and hence, higher yield. As private sector will now have framework to better integrate with farming practices, they can channel expertise to farmers as well as make direct technology investments (e.g. geo monitoring setups, IoT, etc) driving higher yield and promoting sustainable agriculture over long term. Beyond the benefits, this ordinance also safeguards farmers by providing clear guidance and support to enter into fair trade practices, a stringent dispute resolution mechanism, penalties for misconduct by buyers, etc. Collectively, these reforms will herald a new dawn for agriculture in India, transforming farmers into vibrant producers, integrated with the national and global economy, who have freedom, choice, higher price realization for their produce and security of livelihood. Hopefully, one day, when we can reduce the number and harmful influence of these notorious ‘political tourists’, the state of Nagaland may have a more stable government and prosper with less corrupt ministers and officers, and, will not have the political leaders who can win elections only, but, also, the statesmen of high integrity and honesty, and, then, we may begin to see a new era of developments in every field like any other progressive states in India. This was then followed by the NPF staging a “beef party” where the honourable governor was also invited! These sequence of incidents, deeply touched upon religious and social sentiments setting precedents that had never been done in Nagaland. As far as the Congress is concerned, its president, a former expelled congressman himself, seems to be barking up the wrong tree without fully understanding the facts. Likewise the former chief minister Dr. S. C. Jamir, is also apparently unaware of the present realities. In so far as responsibilities regarding transfer and postings of officers are concerned, this decision was based in a resolution adopted by the Nagaland Legislative Assembly during the 12th House of the NLA. The resolution was based on legal opinion submitted by legal luminaries and constitutional experts. The assembly proceedings and legal submissions are an open book. Moreover, as seasoned politicians, these leaders should understand the fact that Nagaland cannot be unequal to any other State of the country. Rather Nagaland, as the 16th state of the Indian union, is a special political state and is amongst the senior members of the world’s largest democracies. These leaders should understand the redundancy of the outdated rules and stand up for the principles of democracy instead of trying to take the state back to the 1950s and 1960s. Simple thoughts (From previous issue) Nevertheless sometimes many of them often talk unitedly against the ‘outsiders’, meaning the non-Nagas, who appear to be very different from them in many ways. But they are not able to take any collective action against them because of the tribal divisions. It seems most of them have not yet developed any other world view different from the traditional tribal insular mindset despite exposure to modern civilisation. They are still very suspicious and afraid to openly embrace the concept of the Indian nationalism lest they lose their typical identity as a ‘distinct people’ in the sea of humanity. These fears and apprehensions appear to be genuine and valid and they always draw a huge sympathetic crowd and warm response readily from the indigenous people. They don’t want to lose their political and cultural identity completely by merging with whom they consider as foreigners. This cautious approach to the ultra-nationalism from mainland is highly justifiable because it directly threatens their very identity without pretension. Notwithstanding their sharp differences, broadly speaking, almost all the Nagas in Nagaland do feel the threat to their cultural and political identities and economic interests by the presence of overwhelming alien population and culture and their activities which may one day obliterate them completely from the place of their birth. This feeling of existential threat and suspicion is being
exacerbated by the enormous demographic changes that have taken place in Dimapur and the continuing and unabated invasion by the non-Nagas into all important places and towns elsewhere in Nagaland, in varying degrees, cannot be easily ignored. Nor the monopoly and domination of the commercial activities and their syndicates unjustly organised by the outsiders in the state to the detriment of the indigenous businessmen be tolerated. Thus, only a strong political ideology based on preservation and protection of the identity of the indigenous people can instil confidence and security in their minds and allay the fear of being swamped by the outsiders. In this way, a very strong regional political party is indispensable for the people of Nagaland and the integrity of India. It can mitigate and even remove the fear psychosis that always exists in the minds of many indigenous people and restore peaceful social order and harmony in the state. The ordinary simpleminded Nagas have developed their political ideology based on being separate from the others for over a 100 (hundred) years (since 1918) and it won’t be easy for them to give it up without concrete physical and psychological assurances from the majority community and government of India. They need a regional political party which represents their special interests and aspirations, and, also protects and acts as a buttress against the unwanted influence, intrusion and
interference from outsiders. They must have a political platform that can peacefully, freely, articulately and convincingly express and exchange their views and opinions on any contentious issue honourably to and with the people of India. Accordingly, in order to maintain a politically healthy balance between the existing virulent centripetal and centrifugal elements in the state, there must be 2 (two) strong political parties in Nagaland for the good of the citizens, namely, national political party and regional political party. Their principles and objectives must be clearly and distinctively defined as per the desires, needs and political and social aspirations of the indigenous people so that they can easily identify with any one of them without any problem. Once the politicians identify themselves with either of them, namely, national and regional, none of them should change colours without compelling reasons. Winston Churchill said, “Some men change their party for the sake of their principles; others their principles for the sake of the party”. We wouldn’t really know who is for which. But the frequent change of party allegiance is a menace and it has been causing havoc to the stability of the state governments everywhere in India. Since the anti-defection law has failed miserably and become ineffective to prevent the political defections, it must be made socially very costly, embarrassing, disgraceful and difficult by the 2 (two)
political parties in the state with diametrically opposite and irreconcilable political ideologies, one representing the nation, and, the other, the region, for the potential politician to defect at will. Perhaps, in this way, by social control, hopefully, we may develop politicians with better integrity, honesty and morality. A very veteran Naga politician calls the professional political defectors as ‘political tourists’ with reasons. They are definitely psychotic, emotionally unstable and politically diseased people. They carry the germs of political instability with them whichever party they join and infect their friends and contacts. I would like to bring to your notice several concerns related to NPSC results. Firstly, I would like to assert that it is high time prelims results are declared. It has been observed that for the past few years NPSC results were given out 1 month prior to the mains which has time and again proven to be inconvenient among the aspirants. If the results are declared well ahead before the mains, roughly 3-4 months ahead, the level of mental alertness, and study timetable for mains and other central exams could be organised systematically. All this would make the aspirants life less stressful. There is also this factor NPSC has never declared the date of examination whenever advertisements are issued. This method is also not friendly for aspirants. Lastly, NPSC should make sure that that the prelims exams are conducted only after interview results are given out. Lanu, Dimapur

NEW DELHI, JUL 20 (PTI): In a sharper attack on Prime Minister Narendra Modi, Congress leader Rahul Gandhi on Monday said the LAC standoff in Ladakh is not simply a border dispute but a design by China to attack his image as a “56-inch strongman”. BJP president J P Nadda hit back at Gandhi, accusing him of indulging in “mudslinging” and describing his attack as another ‘failed” edition of ‘Project RG Relaunch’. He also accused “one dynasty” of trying to weaken India and strengthen China. Gandhi said the Chinese are trying to put pressure on PM Modi to act in a way they want him to, else they will destroy his strongman image, and so far he has been seen as one succumbing to it. Attacking the Prime Minister for saying that China is not occupying any of Indian territory in Ladakh, the Congress leader said, Modi is defending his image by saying so. “It is not simply a border issue. It is a border issue designed to put pressure on the Prime Minister of India. And they are thinking of putting pressure in a very particular way. And what they are doing, is that they

IMD warns of heavy rains at isolated places in Delhi New Delhi, Jul 20 (PTI): The national capital is likely to witness heavy rains at isolated places over the next two days, the India Meteorological Department said on Monday. Widespread moderate rains are predicted for the rest of Delhi and neighbouring areas, it said. “Fairly widespread to widespread rainfall with isolated heavy to very heavy showers very likely over Delhi, Himachal Pradesh, Uttarakhand, Punjab, Haryana Chandigarh, Uttar Pradesh during the next two days,” it said in a weather forecast. “The rainfall intensity and distribution are very likely to decrease significantly thereafter,” the IMD said. The convergence of moist easterly winds from the Bay of Bengal and southwesterly winds from the Arabian Sea is likely to continue over northwest India for another two-three days, weather experts said. The monsoon though is also running through the region. These two factors together can lead to moderate to heavy rains in Delhi-NCR in the next 24 hours, they said. The IMD’s regional forecasting centre predicted moderate rains along with winds gusting up to 40 kilometers per hour towards Monday night.

NEW DELHI, JUL 20 (AGENCIES): Bengal will go into complete lockdown two days of the week to fight the spurt in coronavirus cases. State Home Secretary Alapan Bandyopadhyay, making the announcement, said there were pockets of community transmission across the state. This week, the state will be under lockdown on Thursday and Saturday. The next week, it will be on Wednesday. Future dates for August will be announced in the coming days. The containment zone-based restrictions will continue to be in place. “Bengal is making an effort to break the chain of transmission. The strategy now is is to intensify the effort to break the chain. A lockdown
for 2 to 3 days a week will act as a brake. It will have a good effect,” home secretary Alapan Bandyopadhyay said. “There is a perception of community transmission in some pockets,” the Home Secretary said. Congress MP Adhir Ranjan Chowdhury reacted strongly to what he called was an ad hoc decision by Bengal. “The state had four and a half months to prepare for this situation but all we saw was half boiled and half baked decisions which has left the people in the state in the dark about what to do and where to go if they get infected,” he said. Citing the turnaround in New Delhi, Mr Chowdhury said the state should look to the capital where the recovery
rate is over 80 per cent while in Bengal it is going down.” His remarks did not go down well with Dr Shantanu Sen, Trinamool MP and former President of the state’s medical association. “This whole situation is the result of the centres callous handling of the migrant issue among other things. And all that they are doing is, writing letters to the state sometimes from the health secretary sometimes from the home,” Dr Shantanu Sen said. He also accused Mr Chowdhury of playing political games. NEW DELHI, JUL 20 (PTI): The Supreme Court Monday made it clear it will not hear “even for a second” the arguments on reassessment or re-calculation of the Adjusted Gross Revenue (AGR) related dues of telecom companies which run into about Rs 1.6 lakh crore. The apex court also said it was not a reasonable proposal that a period of 15 to 20 years be given to the telecom companies to pay AGR dues. A bench of Justices Ar un Mishra, S Abdul Nazeer and M R Shah reserved the verdict on the issue of timeline for staggered payment of AGR-related dues by telecom companies. The top court, which on June 18 had asked the telecom companies including Bharti Airtel, Vodafone to file their books of accounts for last ten year and give a reasonable time frame for paying the AGR dues, got miffed when some senior lawyers started disputing the dues being calculated by the Department of Telecommunications (DoT). “We will not hear arguments for re-assessment (of AGR related dues) even for a second,” the bench said and cautioned the companies that there should not be any attempt to reopen the issue of assessment of the dues once the AGR has been defined by it in the judgement. Vodafone, said that the company did not want any reassessment of AGR dues, but wanted to say that a period of 15 to 20 years be given to pay AGR dues. The top court said it was not saying that the telecom companies should be paying the entire AGR dues “right now and then shut down”, but they should be giving reasonable timeline for paying them. It said that the period of 15-20 years sought by some of the telecom companies is not reasonable and asked the Centre as to how it would secure the payment. It also referred to the fact that some of the companies have gone into liquidation. “How you (Centre) will secure the payment. Can we pass an order that there will be no proceedings under the IBC,” the bench said, adding that this cannot be allowed to happen. During the hearing, Bharti Airtel and Vodafone suggested 15 years’ time period for clearing the dues and Tata Teleservices said
that a 7-10 years’ timeline may be given. The top court then took note of the submission of Solicitor General Tushar Mehta, appearing for the Centre, there were “moratorium” in place with regard to some companies like RCom and Videocon as insolvency proceedings against them have started. The bench sought details within seven days from the Centre with regard to the pendency of proceedings against some firms under the Insolvency and Bankruptcy Code (IBC) and said that it would like to ensure whether IBC was being misused to “escape liabilities”. It further said that it would examine bona fides of some telecom companies going into insolvency. The Centre had earlier urged the top court that up to 20 years be given to telecom companies for the payment of dues in a staggered manner. On June 18, the top court was informed by the Centre that the DoT has
decided to withdraw 96 per cent of the Rs 4 lakh crore demand for AGR related dues raised against nontelecom PSUs like GAIL. The court had however asked the private telecom companies including Bharti Airtel, Vodafone Idea to come out with a “reasonable payment plan”, make some payment to “show their bona fide” and file their books of accounts for the last 10 years. During the hearing on Monday, when a counsel appearing for one of the telecom companies disputed the DoT’s calculation of AGR related dues and said that the figures have to be checked, the bench shot back: “Everybody is disputing the dues. Tell us only the instal-
ment part and the time (for payment of dues). What is happening in this country. We will not permit this to happen in this country. “We have decided the definition of AGR and based on that, demands have been raised by the DoT and we are not going to reopen this”. The top court has posted the matter for further hearing on August 10 on the issue related to some telecom firms going into insolvency. The apex court had in October 2019 delivered the verdict on the AGR issue for calculating government dues of telecom companies such as licence fee and spectrum usage charges.

DIMAPUR, JUL 20 (NPN): Expressing dismay over the University Grants Commission (UGS)’s revised guidelines to conduct end semester examinations for all courses throughout India by the end of September 2020, the All Nagaland College Students’ Union (ANCSU) has urged the state government to request the UGC and Ministry of Human Resource Development to consider the case of Nagaland and allow the Nagaland University to take relevant decision in the interest of the student community. In a representation addressed to the chief secretary, ANCSU president Vimeyiekho Vitso and general secretary Imnameren N Jamir asserted that holding online exams was not feasible due to poor internet connectivity in Nagaland. ANCSU also said that many students continued to struggle without required gadgets to go

Further, the union said that conducting physical mode of examination, considering the current situation of the state, was “no less than putting the entire state at risk.” ANCSU, therefore, asserted that the Nagaland University should immediately withdraw the exam routines for all courses published on July 16, 2020. New Delhi, Jul 20 (IANS): Raising concern over the proposed decriminalisation of bouncing of cheques, the Confederation of All India Traders (CAIT) has advised Finance Minister Nirmala Sitharaman against it. In a letter to the Finance Minister, the CAIT urged the government not to decriminalise Section 138 of the Negotiable Instruments Act, 1881 under any circumstances, and said such a move would nullify the sanctity of cheques and the banking

Gold, silver price declines
New Delhi, Jul 20 (PTI): Gold prices fell by Rs 31 to Rs 49,916 per 10 gram in the national capital on Monday owing to a weak global trend, according to HDFC Securities. In the previous trade, the precious metal had closed at Rs 49,947 per 10 gram. Silver also declined by Rs 51 to Rs 53,948 per kg from Rs 53,999 per kg in the previous trade. In the international market, gold was trading marginally lower at USD 1,809 per ounce, while silver was quoting flat at USD 19.32 per ounce.

New Delhi, Jul 20 (IANS): With the re-imposition of lockdown restrictions in many parts of the country, the pan India electricity demand is likely to decline by 5 per cent to 6 per cent in FY2021 over FY2020, rating agency ICRA said in its latest report on power sector. ICRA in April had estimated 1 per cent de-growth in electricity demand in the current year. The revised energy demand de-growth estimate assumes demand decline of 3.5 per cent to 4 per cent in Q2 and Q3 FY2021 and a marginal recovery of about 1 per cent in Q4 FY2021, given the slower pace of recovery expected in industrial and commercial activities in the country. This in turn is expected to suppress the thermal PLF on an all-India level to about 50 per cent to 51 per cent in FY2021 against the rating agency’s earlier estimate of 54 per cent and from 56 per cent in FY2020. PARIS, JUL 20 (AGENCIES): Investigators have begun work on the flight recorders from the Ukrainian jet accidentally shot down by Iran in January, France’s BEA accident investigation bureau said on Monday. Iranian forces say they downed the Ukraine International Airlines (UIA) jet, a Boeing 737, on Jan. 8 after mistaking it for a missile at a time of high tensions with the United States. All 176 people aboard Flight PS752 were killed. Lab work to extract data from the black boxes got underway after a preliminary meeting with Iranian and other officials present at BEA headquarters outside Paris, a spokesman said. The cockpit voice recorder will be accessed first, with the flight data recorder to follow, he said,

The data extraction is also being observed by Canadian, U.S., Swedish and British air accident investigators as well as representatives from UIA, Boeing and engine maker Safran. Strife-torn Afghanistan topped the char t among the South Asian countries with 4.5 children per couple, according to the 2020 World Population Data Sheet released recently by the US Population Reference Bureau. With 1.4 billion people, India has the second largest population in the world but has reduced its fertility rate to 2.2, it said in a recent report. At Pakistan’s growth rate — 3.6 — a population doubles in 19.4 years. A country needs to bring its growth rate down to 2 per cent a year to reduce its population. The replacement fertility rate is 2.1,

LONDON, JUL 20 (PTI): The UK government on Monday suspended its extradition treaty with Hong Kong immediately and indefinitely, weeks after China imposed a controversial national security law on the former British colony that gave Beijing sweeping new powers over the Asian business hub. Foreign Secretar y Dominic Raab told the House of Commons that the new National Security Law had significantly changed key assumptions underpinning the extradition treaty arrangements with Hong Kong. He said the UK was particularly concerned about Articles 55 to 59 of the new security law, which gives mainland Chinese authorities the ability to assume jurisdiction over certain cases and try those cases in mainland Chinese courts. Raab also confirmed the government would extend its arms embargo - which has been in place with China since 1989 - to Hong Kong, stopping the UK exporting equipment, such as firearms, smoke grenades and shackles to the region. The controversial national security legislation, imposed by Beijing on

Leader Kim Jong Un ordered the Pyongyang General Hospital to be built by the 75th anniversary of the founding of the ruling Workers’ Party in October, calling it a “top priority” in improving public health in the face of the novel coronavirus. But during his latest visit to the site, Kim fired a group of project managers, called the construction coordination commission, for failing to allocate a proper budget and supplying equipment and materials from ordinary citizens. “He severely rebuked them for burdening the people by encouraging all kinds of ‘assistance’,” the KCNA state news agency reported, calling the incident a “serious digression” from party policy. DUBAI, JUL 20 (PTI): Emiratis brimmed with joy and pride as the UAE made history on Monday by successfully launching its spacecraft “Al Amal” towards Mars from a Japanese launch centre, marking the Arab world’s first interplanetary mission. Al Amal, or Hope Probe, weighing 1.3 tonnes was launched from the H-2A rocket from Japan’s remote Tanegashima spaceport at 1.58 am local time. The ground control room in Dubai erupted with joy after the successful lift off. Hundreds of scientists, space enthusiasts and the UAE’s leadership cheered as the upper stage containing the probe separated from the launch rocket, the protective shields and its solar panels were deployed with clockwork precision. In an interview with Times of India, he said that the government is planning to resume training camps to prepare Olympic-bound athletes despite covid-19. “The camps are being resumed in phases as per the situation in the states. The boxers are already in Patiala but are going through an extended quarantine. Once the quarantine is over, they will resume training as per the SOP laid down. The shooting facility has been opened up and all Olympic-bound shooters are free to resume their training.” “The other camps will surely start but the training of athletes bound for Tokyo is our priority at this juncture,” Rijiju told TOI when asked about government’s plans for the wrestling, boxing and cycling camps. 2020 T20 World Cup postponed New Delhi, Jul 20 (IANS): Having dilly-dallied over the last couple of months, the International Cricket Council (ICC) on Monday finally announced that the 2020 edition of the T20 World Cup to be held in Australia has been postponed due to the coronavirus pandemic. The ICC in a release confirmed the ICC Men’s T20 World Cup in Australia 2020 has been postponed due to the ongoing COVID-19 pandemic. “At today’s meeting of the IBC Board (the commercial subsidiary of the ICC), windows for the next three ICC men’s events were also agreed to bring clarity to the calendar and give the sport the best possible opportunity over the next three years to recover from the disruption caused by COVID-19. “The windows for the Men’s events are: ICC Men’s T20 World Cup 2021 will be held October – November 2021 with the final on 14 November 2021. ICC Men’s T20 World Cup 2022 will be held October – November 2022 with the final on 13 November 2022. ICC Men’s Cricket World Cup 2023 will be held in India October – November 2023 with the final on 26 November 2023. “The IBC Board agreed to continue to moni-

Tokyo, Jul 20 (Agencies): Just one in four people in Japan want to see the coronavirus-delayed Tokyo Games held next year, with most backing either further delay or a cancellation, a new poll shows. Only 23.9 per cent of respondents in the threeday nationwide poll published Sunday said they wanted to see the 2020 Games held next year. The survey carried out by Kyodo news agency found 36.4 per cent of respondents back a further delay of the Games, while 33.7 think the flagship event should be cancelled altogether. Most of those backing a delay or cancellation said they simply didn’t believe the pandemic could be contained in time for the Games, now scheduled to open on July 23, 2021. A separate survey carried out over the weekend by the Asahi Shimbun newspaper found 33 per cent of respondents backed holding the Games next year, with 61 per cent supporting another postponement or cancellation.
