India can’t be refugee capital: Govt

Heroin worth `600 cr seized in Delhi NEW DELHI, JUL 19 (AGENCIES): Five persons, including two Afghan nationals, were arrested and heroin worth about Rs. 600 crore in the international market was seized from them, police said Friday. The accused were identified as Shinwari Rehmat Gul, 30, Akhtar Mohammad Shinwari, 31, Vakeel Ahmed, 36, Raees Khan, 43, and Dheeraj, 21, they said. Gul, who had an experience in working in a drug industry in Afghanistan, was sent to India by the syndicate to handhold the operations of a newlyestablished unit at Delhi’s Zakir Nagar, while Shinwari was assisting Gul in setting up the unit, they said.
of both the governments for deliberation on July 23 on the issue of proposed sample survey. “Please extend the deadline for publication of final Assam NRC from July 31 to a future date. There is a growing perception that many exclusions and many more inclusions have been made wrongly,” the solicitor general said. “India cannot be the refugee capital of the world,” he said, adding there was a need to re-look the draft NRC list through sample verification. Mehta further said that due to the involvement of local officers lakhs of people were wrongly included in the NRC in districts bordering Bangladesh.
Both the governments moved the apex court on July 17 seeking a direction for 20 percent sample re-verification of names included in the final NRC draft in the districts of Assam bordering Bangladesh and 10 percent sample re-verification of names included in the final draft in the remaining districts. The Centre’s plea has also sought to suitably modify the timeline fixed for publication of the final list of NRC from July 31 to a future date. It has also sought direction that such re-verification exercise to be conducted by Class I officers of the state government from other districts who have knowledge and experience of handling

NEW DELHI, JUL 19 (PTI): Alleging wrongful inclusions and exclusions in the National Register of Citizens (NRC), the Centre and the Assam government Friday sought from the Supreme Court extension of the July 31 deadline for finalisation of the NRC and said India could not be the refugee capital of the world. A bench comprising Chief Justice Ranjan Gogoi and Justice R F Nariman took note of the submission of Solicitor General Tushar Mehta, appearing for the Centre and the state government, that they be allowed to undertake verification of 20 per cent random samples of citizens for wrongful inclusions or exclusions in the NRC. The court, which had fixed July 31 as the deadline for publication of the final list of the NRC, has now fixed the applications

the process of enquiry/investigation. The pleas have also sought a direction to fix the venue of the sample reverification at a place which was not in the vicinity of the initial NRC verification to rule out possibility of local influences, bias and threat. It claimed that names of Indian citizens were excluded and illegal Bangladeshi migrants were included in the draft. It also referred to the apex court’s 2018 order by which it had said it could consider a reverification of 10 percent of the people who were included in the draft NRC. The top cour t had termed the issue as “human problem with great magnitude” and asked the state NRC coordinator to submit a report in a sealed cover on the ramification of allowing the claimants to file new sets of legacy documents. The first draft of the NRC for Assam was published on the intervening night of December 31, 2017 and January 1, 2018 in accordance with the top court’s direction. Names of 1.9 crore people out of the 3.29 crore applicants were incorporated then.

MIRZAPUR (UP), JUL 19 (IANS/PTI): Congress General Secretary Priyanka Gandhi Vadra was detained during her visit to the kins of 10 people killed in the Sonbhadra firing massacre that took place on Wednesday. Soon after the detainment, Rahul Gandhi attacked BJP directly and termed the whole incident as ‘disturbing’. “The illegal arrest of Priyanka in Sonbhadra, UP, is disturbing. This arbitrary application of power, to prevent her from meeting families of the 10 Adivasi farmers brutally gunned down for refusing to vacate their own land, reveals the BJP Govt’s increasing insecurity in UP,” said Rahul Gandhi on Twitter. Congress General Secretary Priyanka Gandhi Vadra, who was on way to Sonbhadra to meet families of those killed in firing over a land dispute, was on Friday detained near Uttar Pradesh’s Mirzapur. Priyanka Gandhi was sitting on road with the protesters but was soon taken into the preventive custody by the police officials in the area. Speaking to media, Priyanka said, “Just want to go and meet the families of
K’taka crisis: more drama no vote B E N G A L U RU / N E W DELHI, JUL 19 (PTI): Tottering on the brink collapse, the JD(S)-Congress coalition government in Karnataka on Friday ignored the Governor’s deadline twice for proving the majority on the floor of the state Assembly, setting off a constitutional crisis and a fresh legal battle. As the assembly failed to take up the voting on the confidence motion to decide the fate of the 14month-old government, the unending political drama sparked by the resignation of 15 MLAs of the ruling coalition a fortnight ago is set to spill over to next week with Speaker K R Ramesh Kumar adjourning the House till Monday. All eyes were now on Governor Vajubhai Vala on his next course of action. Before adjourning the house towards the fag end of the day, the Speaker made it clear that a finality
would be put to the motion of confidence moved by Chief Minister H D Kumaraswamy on Monday and the matter would not be prolonged further under any circumstances, to which the government agreed. Kumaraswamy and the Congress moved the Supreme Court accusing the governor of interfering with the Assembly proceedings when the debate on the trust vote was underway and sought clarification on its July 17 order causing hindrance in issuing whip to the legislators. The court had held that the MLAs cannot be compelled to participate in the Assembly proceedings. Kumaraswamy told the apex court that the governor cannot dictate the House on the manner in which the debate of confidence motion has to take place As many as 16 MLAs -- 13 from the Congress and

Don’t make NHM a political agenda: NEAN DIMAPUR, JUL 19 (NPN): National Health Mission Employees Association Nagaland (NEAN) has urged the responsible authority not to make the National Health Mission (NHM) programme a political agenda/platform. In a press release, NEAN vice president Dr. Avika P Jimo and general secretary Kewetso Kenye maintained that NHM, being implemented on a mission mode, was the “heart” of the health & family welfare department. They pointed out that each activity and programme under National Health Mission was target based and had a timeline, which invites disincentives from the centre if not implemented and completed on time (monthly, quarterly & yearly). They stated that frequent and untimely transfer and deployment hampered

had become an important public health issue. He also expounded Alcohol Use Disorder (AUD), saying it was a chronic relapsing disease characterised by uncontrolled drinking and pre-occupation with alcohol. It was alcoholism in which the individual was unable to control consumption due to both physical and emotional dependence on alcohol. Speaking about NEAN NLTP initiative on the occasion, campaign in-charge Toshiba Jamir claimed that NLTP Act introduced in 1989 had achieved its purpose. He admitted that there were issues related to alcoholism that required systematic intervention, besides policies in strengthening implementation of the Act. “The ever increase in the number of alcoholics in the State was an indication of the low level of public awareness and understanding of NLTP Act. And the inflow of spurious liquor in the

Earlier in the day, Uttar Pradesh Chief Minister Yogi Adityanath blamed the previous Congress governments for the land dispute. (More on p-5)
State posed a grave threat as it endangered many lives,” he pointed out. According to Jamir, there were three approaches to address substance addiction – harm reduction, demand reduction and supply reduction. As supply reduction hardly gave positive outcome in many areas as NLTP Act primarily aimed at supply reduction, he said there was a need to focus on both demand reduction and harm reduction. This, he added, would lead to understanding of the ground realities more deeply with facts and figures, leading to a healthier discussion. Mentioning that NEAN was initiating community-based awareness intervention activities on alcoholism, Jamir said the organisation put main focus on NLTP Act under its slogan “Take the first step for alcohol recovery” with the theme “Taking the lead towards deeper understanding”. the programme intricately. In addition, NEAN said that delay of all round implementation was “quite vivid” due to such situation. It cited an example of delay in release of funds even the basic employees’ salary (three months i.e. April –June 2019). NEAN has, therefore, appealed to the authority to take note of such complications and hardships being brought into the programme due to such hasty political decision. It also appealed to the authority to resolve the issue at the earliest for the smooth functioning of the programme. National Health Mission Employees Association Nagaland underlined that the concerns raised were purely based on the interest and welfare of the programme and did not have any personal vested interest, whatsoever.
LPO disassociates from Lotha Hoho DIMAPUR, JUL 19 (NPN): Lotha Public Organisation (LPO) has resolved to disassociate from Lotha Hoho (LH) till the new team of LH was formed. In a press release, LPO chairman Sulanthung Humtsoe and General Secretary Zaremo Kikon said the resolution was taken at a “brainstorming meeting” held on July 18, 2019 at Town Hall Baghty. The signatories reminded LH that LPO was not formed on individual interest but it was “formed with the interest of 94 displeasure villages.” They said that the “prime design” of LPO formation was to express dissatisfaction and resentment against the incumbent LH team members, “who preoccupied their post without following certain guidelines (Stage Manage)”. Further, the signatories reminded LH that LPO was just a temporary interim organisation/pressure group to rectify and reconstruct their new team following the guidelines on specific time frame.
