Zeliang sworn in as CM; expelled from NPF Correspondent

KOHIMA, JUL 19 (NPN): Five months after he was forced to step down as Nagaland chief minister due to public pressure, TR Zeliang on Wednesday returned as 19th chief minister of Nagaland, just hours after Nagaland Governor, P.B. Acharya dismissed the government headed by chief minister, Dr. Shürhozelie Liezietsu after the latter failed to turn up in the Assembly to face the floor test. Zeliang was administered the oath of office and secrecy by Governor on Wednesday afternoon at the Darbar Hall of the Raj Bhavan. Later, the Governor asked Zeliang to prove his majority on the floor of the house on or before July 22. Zeliang was accompanied by 36 NPF MLAs, four BJP and 7 Independent legislators. Senior government officials and others also attended the swearing in ceremony. Talking to media persons after the swearing in ceremony, T.R. Zeliang said he has proposed to prove his majority in the floor of the house on July 21. Thereafter, the induction of ministers,

Benjamin Newmai informed through a communiqué. All MLAs, AHoDs, HoDs, media persons and officials have been requested to take note that car and official gallery passes will not be issued. parliamentary secretaries and advisors will be carried out, he added. When asked about his expulsion, Zeliang, who was not aware at that time, said: “Law says whether suspended or expelled, you still belong as the party MLA till the tenure is over.” “Whatever it may be, it does not affect the membership inside the house and there will not be any problem,” he added. Zeliang however maintained that he along with other members will still remain as NPF members and not join any other party. He was

optimistic to “settle the party matters after completion of all formalities at government level.” Zeliang further said “reconciliation after staking claim was not possible. But if anything is to be reconciled, it will be discussed at the party level and done after government formation.” On the issue of Dr. Liezietsu approaching higher court, Zeliang said “it depends on them, and that law will take its own course and justice will prevail.” Reiterating that everything would come to a conclusion, Zeliang claimed that their group was “demo-

cratically, politically and legally on the right side and that nothing would go wrong and everything will settle down.” Zeliang said with the support of twothird majority, there was no reason why there cannot be a stable government. When asked whether the public would accept his return, following the death of two youths in connection with the ULB poll issue, Zeliang said he “will not confront the public but will convince them, will discuss with tribal hohos and will do what was best for the people.”

Gov justifies stand on dismissing Dr. Shürhozelie-led DAN ministry

Zeliang expelled

Correspondent

Based on the recommendation of the party’s Disciplinary Action Committee Wednesday, NPF Central resolved to expel T.R. Zeliang, MLA from the party for a period of six years with effect from July 19, 2017. The order issued by NPF working presidents-Huskha Ye pthomi and Apong Pongener, explained, that despite NPF having revoked the suspension order of Zeliang on July 13, he continued to defy the party reconciliation call and chose to “destabilize and instigate the leadership of NPF led DAN government” and also demanded the resignation of party CM and party president while staking claim to form his government. NPF said Zeliang was adamant and had already planned to dismantle the NPF party. In this regard, the NPF legislature party and CEC resolved to expel Zeliang while the decision of NPF president was the same, that Zeliang’s expulsion was “inevitable to keep peace in the party, so that the noble aim and objective of NPF is carried out in the interest of the people and the state”.

KOHIMA, JUL 19 (NPN): Nagaland Governor P.B. Acharya on Wednesday justified that his decision to dismiss Dr. Shürhozelie Liezietsu led-DAN ministry was done Constitutionally. Taking to media persons after the swearing-in of T.R. Zeliang, Acharya said he had given ample time to Dr. Shürhozelie to prove his majority. However, Dr. Shürhozelie denied all opportunity by abstaining from the emergent special session, said Acharya. He said Dr. Shürhozelie was asked to move for confidence motion since there was no opposition to move for a ‘no confidence motion’. “But, for the first time in the parliamentary history of India, the resolution mover was absent and the house had to be adjourned, which was not acceptable,” the Governor said. Based on the report received by the NLA Speaker, the Governor said Dr. Shürhozelie failed to attend the emergent Assembly session for the purpose of testing majority of cabinet led by him (Dr. Liezietsu). As

per report of the Speaker, 48 MLAs including the Speaker was present in the Assembly. However, Dr. Shürhozelie and 11 others were not present, the report stated. “Therefore it is clear that Dr. Shürhozelie has failed to obtain Vote of Confidence despite repeated opportunities given for the same... I hereby withdraw my pleasure from chief minister Nagaland and the ministry headed by Dr. Shürhozelie is hereby dismissed with immediate effect,” Acharya stated in his letter to Dr. Shürhozelie Acharya also wished away the claim that the crisis was purely an NPF’s internal matter, since seven Independent MLAs and four BJP members were in support of Zeliang. “Had it been party affairs, I will not protect,” he said. Acharya was annoyed with Dr. Shürhozelie for sacking BJP legislator Paiwang Konyak from the cabinet even before the floor test was held. “How can this be party affair and what right has he got to remove the minister if it was a party affair,” Acharya questioned Dr. Shürhozelie

He further maintained that in the Assembly only an elected member could become the legislature party leader. To this, he said Zeliang was in the capacity as both legislature party leader and DAN chairman, while Dr. Shürhozelie was not an elected member and had taken charge temporarily. On Zeliang’s expulsion from the NPF, Acharya said “for me it’s nothing, it is okay”. He said “it was time for government, civil society and Nagas to come together in this crucial ‘blue moon’ period. State cannot afford to have a government which totters and has differences.” Governor also lamented that the NPF Youth wings carried out protests against its elected members contradicting the reconciliation process. When asked why was the NLA session called hurriedly, Acharya said the decision was “absolutely correct” since all the members were in Kohima and there was no reason to delay. On issue of NPF severing ties with BJP, Acharya said “the matter lies with them to work out.” (Cont’d on p-8)

NPF flays Gov’s ‘partisan role’ ASTD rejects T.R. Zeliang as CM MLAs demand Dr. Shürho’s DIMAPUR, JUL 19 (NPN): Naga People’s Front (NPF) on Wednesday vehemently condemned what it has described as “the partisan role played by the Nagaland Governor in installing a government through backdoor” without following the due process of parliamentary norms. NPF Central Headquarters through its Media & Press Bureau (M&PB) stated that the haste with which the governor has acted time favouring the “RSS-friendly dispensation” should be a wake-up call to the Naga people that there were elements fiercely and furiously doing the utmost “to pierce the Trishul into the heart-land of Christ.” M&PB said that the presence of RSS functionaries in large number in Nagaland in the last few days should also open the eyes of the Naga people as to what exactly was the ulterior

motive behind the present political drama. It alleged that the governor, a decorated RSS pracharak, was sent to the land of Christians with a single agenda, but “could not effectively fulfil his mission so long as the BJP was riding piggy-back on the NPF.” M&PB said that the NPF, by aligning with the BJP all these years and playing host to the saffron party, was successful in containing the agenda of the BJP in Nagaland. As coalition partner, the NPF said it managed to keep the BJP in alive but ensuring that it was barely alive. Recalling the “electoral history” in the state, the M&PB said BJP won 7 seats in 2003 but later they merged with the NPF (one out of 7 died while in office before the merger).

says public sentiments should be respected Staff Reporter

DIMAPUR, JUL 19 (NPN): Hours after T.R. Zeliang was sworn-in as Nagaland chief minister, the Ao Senso Telongjem Dimapur (ASTD) held an emergency meeting at Dimapur where it unanimously resolved not to accept T.R. Zeliang back as chief minister. Addressing media persons here, ASTD president, Supu Jamir said that the union had no objection to any other legislator becoming chief minister but not T.R. Zeliang as he had “betrayed the Naga people”. T.R. Zeliang was forced to step down as chief minster under public pressure, following the killing of two youths in the police firing on January 31, 2017. The two youths were part of the (Cont’d on p-8) mass movement opposed to

holding of the Urban Local Bodies poll. Supu also clarified that ASTD stand did not mean support for Dr. Shürhozelie Liezietsu as “anybody was acceptable as chief minister but not T.R.Zeliang”. He said if T.R. Zeliang wanted to return as chief minister, he should seek “fresh mandate” by wining an election. While asking T.R. Zeliang to respect sentiments of the Naga public, Supu blamed “T.R. Zeliang and his cronies” for being responsible for the deaths of the two the youths during the public agitation. Supu said the Judicial Inquiry Committee (JIC), constituted by the state government to probe the January 31 firing incidents in Dimapur and Longleng, was yet to submit its report. He said the JIC re-

port could be influenced if T.R.Zeliang was allowed to be chief minister and that the public will not accept him at this juncture for having betrayed the Naga people. When asked why JCC has remained silent on the issue, Supu, who is also its convenor, said it was because JCC being comprised of apex tribes from all districts, can only issue a statement after consultations. Asked why ASTD was against T.R. Zeliang when all the 11 Ao legislators support him, Supu clarified that it was not about Ao legislators , but the Naga public who do not want him return as chief minister due to the January 31 incident. “Since, we have pulled him down on moral ground, he should respect the sentiments of the Naga public”, said Supu.

ouster as NPF president

DIMAPUR, JUL 19 (NPN): Thirty seven NPF legislators led by chief minister, T.R. Zeliang have unanimously demanded the immediate resignation of Dr. Shürhozelie Liezietsu as NPF party president, stated spokesperson of NPF legislature party, Tokheho Yepthomi, MLA. The decision was made during the legislature party meeting held at Hotel Vivor on July 19, said Tokheho. He said the MLAs at the meeting “unanimously condemned” NPF president, Dr. Shürhozelie Liezietsu for his “dictatorial and autocratic leadership” in expelling chief minister T.R. Zeliang from both active and primary membership of the NPF party. Tokheho said the legislature party resolved not to take cognizance of whatever actions Dr. Shürhozelie may

take in the future. Tokheho also said while the meeting took note of actions by Dr. Shürhozelie and senior central party officials, the legislators accused Dr. Shürhozelie of “repeatedly violating the NPF party constitution on a number of occasions without any reason, directly negating the laid down procedures in the party constitution.” Meanwhile, the NPF legislature party congratulated chief minister, T.R. Zeliang on his “skill and level headed leadership exhibited during the last fortnight, keeping the best interest of the NPF party and the people in general”. The members also expressed “profound gratitude to the Almighty for leading them thus far” and expressed extreme gratitude to Nagaland Governor for (Cont’d on p-8)

Incessant rains lash Dimapur; water logging in many areas; 1 dead Staff Reporter

DIMAPUR, JUL 19 (NPN): Incessant downpour that battered Dimapur on Wednesday morning caused water logging in several areas of the city leaving the affected residents in helpless situation. Several roads around Dimapur were inundated due to overflowing of water from drainages. It is observed that every monsoon, many areas in the city especially low lying areas are flooded due to lack of proper drainage system and total absence of drainages in some places. Among the areas that were badly affected include Nagar jan, Supermarket area, Walford, Burma camp, Metha Colony, Nagagaon, Dhobinalla, Khermahal (Tata parking), NST colony, Holy Cross School area. In some places, water level reached up to about six

feet while in colonies like Metha and Dhobinalla even electric transformers were partially submerged posing a grave danger to unwary residents. One man identified as Deepak (40), a businessman, was reportedly electrocuted while attempting to pull out the plug of power inverter inside his flooded room at Zeliangrong village. He was rushed to the hospital but was declared brought dead. Talking to Nagaland Post, the Deputy Commissioner (DC) Dimapur, Kesonyü Yhome, said the situation of flood in Dimapur was due to clogged drainages caused by improper disposal of garbage in addition to heavy monsoon rain. He said the district administration and Dimapur Municipal Council (DMC) have set up five teams to observe different locations mostly in the worst affected

areas. As per the reports from the teams, DC said heavy water logging in and around Walford colony was caused due clogged drainages in the colony. He warned that if the rain continued for the next twenty four hours, flood-like situation could arise. DC also said the district administration was not in any particular position to assess the current situation since the extent of the flood was very huge. He, however, said that the administration was looking out for the best possible ways to tackle the situation. Yhome said that if the precipitation continued at this rate, the administration would be left helpless as there was no way to directly address the situation except to inform the vulnerable areas for evacuation. DIMAPUR: NPF Kohima division while endorsing the five-point resolution adopted by NPF Central leaders along with all the division presidents and other central wings leaders on July 18, has re-affirmed its support to NPF president, Dr. Shürhozelie Liezietsu’s leadership. In a press note, NPF Kohima division, media cell, appreciated the central decision to severed ties with BJP saying, “God’s granting understanding and discerning wisdom to our NPF leaders to break away with the old ties and relationship with the ungodly BJP party.” The division has also questioned the commitment and sincerity of NPF legislators who, today, are against Dr. Shürhozelie and favour-

ing “BJP RSS backed rubber stamp governor and T.R. Zeliang hereka”. It has also strongly condemned the actions of governor, P.B. Acharya for “misusing, abusing and tarnishing” the highest office of the state which the division claimed was visibly exposed through his one-sided version and inclination towards T.R. Zeliang’s group. NPF Kohima division said it would not tolerate nor compromise with the BJP-RSS ideology and its principles which it termed as “anti-Christian” and anti-people. The division said it would not acknowledge the “gubernatorial post” as long the highest office was held by man who has miserably failed to uphold the Constitution.

GUWAHATI, JUL 19 (AGENCIES): As a sequel to the meeting with Prime Minister Narendra Modi, Assam Chief Minister Sarbananda Sonowal today met Union Finance Minister Arun Jaitley at Parliament House and requested him to help the State by all possible means to tackle the unprecedented and unusually long wave of floods this year. In this context, Sonowal sought the intervention of the Finance Minister for releasing Central share of Rs 1138 crore under the Flood Management Programme (FMP) during the 11th and 12th Five Year Plans. The State has already released its share against 141 schemes under FMP. Expressing his deep gratitude to the Finance Minister for extending support during GST implementation in Assam, Sonowal urged Jaitley not to restrict the refund of CGST/IGST incentives to industries to 58 per cent but to continue with the earlier policy of 100 per cent duties/taxes during the last three years of the 14th Finance Com-

the figure may go up. Besides claiming life of at least 19 people, 15 people were injured by the flood and landslides that also damages nearly 85000 hectares of agriculture land, 16,968 hectares of fish farms, 19095 houses, and 421 government infrastructures including 128 schools, 43 bridges and 35 market sheds were destroyed. A total of 7085 cows, 199 buffaloes, 529 goats and 2939 pigs, and 17501 poultry were also killed by the flood and landslides, according to the assessment report. Loss of substantial portion of land caused by landslides was 665.45 hectares. Horticultural crops to the

extent of 3528.25 hectares and 85226.12 hectares of agricultural land were lost due to de-silting. While putting the total loss at Rs 213.71 crore, the state relief and disaster management has requested the concern authority of the Central government to sanction the loss amount so that the state can provide relief to the victims of the flood and landslides across the state. Meanwhile, vice chairperson of the State Disaster Management Authority Adim Pamei in an exclusive interaction with Nagaland Post today said that 80% percent of the total area of Manipur was affected by

Assam Chief Minister Sarbananda Sonowal. mission Award and under the North East Industrial and Investment Promotion Policy (NEIIPP), 2007. “We are in the third year of the 14th FC Award and 100 per cent refund has been given in the past three years. Thus restricting the refund to the industries to 58 per cent is not appropriate,” he added. Sonowal sought Jaitley’s intervention for formulation of a New Industrial Policy on the lines

of NEIIPP, 2007 which is expiring soon, to keep the flow of investment in Assam and the North East as a whole. Lauding the Finance Minister for resolving the oil royalty issue by paving the way for clearance of the first installment amounting to Rs.948 crores in 2016-17, Sonowal requested Jaitley for immediate release of Rs. 2,844 crore oil royalty arrear from the Ministry of Petroleum and Natural

M’laya keeps on hold the railway project Shillong, Jul 19: The Meghalaya government on Wednesday kept on hold the railway project from Tetelia in Assam’s Kamrup district to Byrnihat in State’s Ri-Bhoi district till the comprehensive mechanism to check illegal immigration and influx are in place. “We will indicate to the railways that until the operational part of the comprehensive is put in place, works should be put on hold, and resume as soon as the operational part of the comprehensive mechanism is in place,” he said. In fact, the construction works of the railway line in Ronghona village under Byrnihat police outpost in Ri Bhoi District has been stopped completely following the violent protest by the KSU on May 27. Sangma was speaking to journalists after chairing a meeting held at the main secretariat with as many as 13 organisations, on the need to implement comprehensive mechanisms to tackle influx problem in the

state

“Wherever there are railway stations, including Mendipathar railway station in North Garo Hills, the construction of facilitation centre shall be provided within the premises of the railway station,” the Chief Minister said. Sangma said creating such a facility at the railway station would enable the government to have a filtering mechanism and also ensure safety of travellers. “The government will ensure that these measures (facilitation centre) are completed on time. We will put this in much more faster track notwithstanding the hurdles and challenges,” the Chief Minister assured. Meanwhile, Sangma said that some of the comprehensive mechanisms like the implementation of the Meghalaya Residents Safety and Security Act, 2016 would be notified and announced its implementation on August 15(Independence Day) after the rule related to this Act is in place.

“This particular rule we want to notify and announce it on the day of Independence. As of now, we are still working out with the rule on Meghalaya Residents Safety and Security Act, 2016,” he said. Before notifying the rule, Sangma said the government may have one more round of discussion with the groups and share the draft rule so that if the rule is not good enough, we can look at it further. “Once we are satisfied, we will take the rules to the state cabinet for approval, and this exercise should happen before the day of Independence,” Sangma said. The Chief Minister said that implementation of the Meghalaya Residents Safety and Security Act, 2016 required involvement of stakeholders of the state like local authorities as well as police. “Therefore we need to sensitize our stakeholders about this law and the rule related to its implementation,” he said.

Gas as per the agreement with the Government of Assam during the current financial year. The Chief Minister also urged the Finance Minister to prevail upon NABARD to enhance the normative allocation to Assam under RIDF to Rs.1500 crore during the current financial year. NABARD has indicated an allocation of Rs.800 crore only. “I earnestly request you to advise NABARD to give priority to Assam as we are confronted with serious rural connectivity challenges,” he added. The Chief Minister briefed the Finance Minister how his Government had laid great emphasis on ensuring utilization of RIDF funds to the tune of Rs.850 crore in 2016-17, which have had never crossed more than Rs.450 crore annually till 2015-16. Sonowal requested Jaitley to persuade NABARD to enter into a special MoU with the Government of Assam to fund various infrastructure projects with low interest rates apart from RIDF.

African white rhino Mohan dies in Assam zoo Guwahati, Jul 19 (IANS): The lone African rhino at the Assam State Zoo here has died of old age, officials said on Wednesday. African white rhino Mohan, who died on Tuesday night, was brought here for Rs 50,000 from the US in 1974. “He died of old age around 11.30 p.m. last night (Tuesday). The male rhino was around 47 years old. The normal lifespan of rhinos is 45 to 50 years,” Divisional Forest Officer of the Zoo, T. Mariswamy, told the media here. According to sources in the Zoo, Mohan was one of the big crowd pullers in the Assam State Zoo. White rhinos are not actually white but normally light grey to dark yellow in colour and have two horns -- the front one being longer and often attaining a length of 150 cm. Experts say the name “white rhino” came from the African word “wijt” (sounding like “white”) meaning wide, in a reference to its mouth.

Itanagar, Jul 19 (IANS): Arunachal Pradesh Chief Minister Pema Khandu on Wednesday said the state capital complex (Itanagar-Naharlagun) would soon have specific Wi-Fi zones where citizens will get free access. Khandu, who launched the Wi-Fi Local Area Network (LAN) at the State Civil Secretariat, advised the Information and Technology Department to coordinate with departments like Power, Home and others to select specific zones in and around the capital that can be turned into free Wi-Fi zones. “Our gover nment, from day one, has focused on digitalising all its offices with the sole motto of rooting out corruption,” he said. “Paperless working system, once in place, will ensure transparency and accountability and will leave no space for corruption. For this to happen, the government needs the cooperation of its officers as well as citizens,” Khandu said.

Students storming Raj Bhavan in Imphal demanding law prohibiting nonlocals from contesting elections on Wednesday. Correspondent

IMPHAL, Jul 19: A group of students Wednesday stormed Imphal Raj Bhavan raising slogans demanding enactment of a law that would prohibit non-locals from contest elections in Manipur. Timely intervention by the police has able the students from resorting to any violent activities. Police officers who rushed to the spot convinced the students and allowed to meet their representatives with the Governor and submit a memorandum. The students under the auspices of Kangleipak Students’ Association marched towards the Raj Bhavan from Keishampat side to draw the attention of the Governor Dr Najma Heptulla for enlisting illegal immigrants in the electoral rolls of the Assembly constituencies of Manipur. The students further demanded enactment of a law prohibiting non-Manipuris from contesting elections in Manipur. They further demanded passing of a bill in this regard in the budget session of the state Assembly due to commence from tomorrow (July 20). The students demand is at a time

while civil society organizations (Non-governmental organizations) are demanding introduction of Inner Line Permit System (ILPS) to restrict entry and settling of people from outside the state in Manipur while expressing concern over the ever increasing population of non-locals in the state. Inner Line Permit System (ILPS) is a regulation currently enforcing in Nagaland, Mizoram and Arunachal Pradesh that restrict entry of outsiders into the state. President of the Kangleipak Students’ Association (KSA)Moirangthem Laxman who took part in the protest expressed fear of extinction of the indigenous people of the land if no legal protection is put in place before it was too late. “If no legally or political protected, the indigenous people of the state will be one day dominated by the people from outside the state. As there is no law to protect the indigenous people, our future is at dark,” he said. He added that non-local voters have outnumber the local populace in some of the Assembly constituencies like Bishnupur, Jiribam, Kangpokpi, Sagolband, Uripok, Sugnu, Thangmeiband, Wangkhei etc.

Right to privacy is inherent in Constitution, SC told

New Delhi, Jul 19 (IANS): A nine-judge Supreme Court bench examining the right to privacy was told on Wednesday that it is a pre-existing natural right which is inherent in the Constitution though not explicitly mentioned, and also that Finance Minister Arun Jaitley has described it as a fundamental right. However, Justice D.Y. Chandrachud said that the right to privacy was an amorphous right which was not absolute. “Privacy is a part of personhood and is therefore a natural right. This is why natural right is not conferred but only recognised by the Constitution,” senior counsel Gopal Subramanium told the ninejudge constitution bench. He said that privacy as a right need not be carved out, it is there embedded in the right to liberty and dignity. Subramanium, who led the arguments on behalf of the petitioners, told the bench headed by Chief Justice Jagdish Singh Khehar, “The right to privacy is recognised as a fundamental right under Article 21 of the Constitution. The concept of privacy is embedded in liberty as well as honour of a person.” Besides Justice Khehar, other judges on the bench are Justice J. Chelameswar, Justice S.A. Bobde, Justice R.K. Agrawal, Justice Rohinton Fali Nariman, Justice Abhay Manohar Sapre, Justice D.Y. Chandrachud, Justice Sanjay Kishan Kaul and Justice S. Abdul Nazeer. The nine-judge bench is examining the nature

SP leader’s comment forces adjournments in RS

Naresh Arawal New Delhi, JUL (PTI): A controversial remark by a Samajwadi Party (SP) leader against Hindu Gods on Wednesday triggered uproar in the Rajya Sabha, forcing its two adjournments before he expressed regret. SP leader Naresh Agrawal made the comment while participating in a short duration debate on rising incidents of lynching and atrocities on minorities and Dalits across the country. The comment triggered uproar as the ruling party members said he had hurt religious feelings of the majority of people and this also was “lynching”. They insisted that he should apologise. After two adjournments, when the House re-assembled, Agrawal said he did not intend to hurt sentiments of anyone. Earlier, while taking strong objection to the usage of words by Agrawal, Leader of the House and Finance Minister Arun Jaitley said: “He (Agrawal) has linked up each of the Hindu Gods with brands of alcohol. If he had said this outside, he would have been liable to prosecution. “You have not realised the gravity of what you have said. Do you have the audacity to say about other Gods?” Seeking apology, Parliamentary Affairs Minister Ananth Kumar said, “He cannot hurt the sentiments of the majority people who are Hindus. He cannot hold the House to ransom.”

Supreme Court of India of privacy as a right and also the correctness of two judgments of 1954 and in 1962 which had held that right to privacy was not a fundamental right. Petitioners include former Karnataka High Court judge Justice K.S. Puttaswamy, first Chairperson of the National Commission for Protection of Child Rights and Magsaysay award recipient Shanta Sinha, feminist researcher Kalyani Sen Menon and others who have challenged the validity of the Aadhaar scheme on grounds of it being violative of the right to privacy. The first day of the hearing saw the bench asking the lawyers appearing for the petitioners as to what was privacy, its contours, and limitations. “It is all well and good to argue about privacy in abstract but what are (its) contours and limitations? What is this right to privacy? What does it entail and in what aspects is it applicable and what are its limitations?” the court asked the senior counsel at the fag end of the hearing

on Wednesday, which will continue on Thursday. The bench asked the counsel for the petitioners to address it on the question that “If privacy is a fundamental right what are the contours of challenging it. On what grounds can it be challenged and what would be its ambit”. Telling the petitioner lawyers that even if privacy was read into Article 21 of the Constitution - guaranteeing right to life and liberty - it would form a very small part of it. Citizens don’t surrender their privacy when they put themselves in public dominion as part of technology in digital age, Justice Chandrachud said, pointing out that there was no social media in 1954 and 1962 when the top court had said that right to privacy was not a fundamental right. Subramanium said that “The right to privacy is recognised as a fundamental right under Article 21 of the Constitution. The concept of privacy is embedded in liberty as well as honour of a person.”

Farmers warn govt of nationwide stir New Delhi, Jul 19 (IANS): After holding a two-week-long protest march from Mandsaur to Delhi, protesting farmers on Wednesday warned government of large-scale, nationwide agitation if their demands are not met. The All India Kisan Sangarsh Coordination Committee concluded the protest march at Jantar Mantar but said that several such protest marches would be held in the future. Yogendra Yadav of Swaraj Abhiyan said that the Mandsaur-Delhi Kisan Mukti Yatra was just “a trailer”. “Farmers are suffering due to anti-farmer policies of the government. There will be widespread protests across the country if the government does not take steps to ensure adequate price for agriculture produce and waive off crop loans,” he said. Swabhimani Shetkari Sanghtana leader and MP Raju Shetty said the Bharatiya Janata Party (BJP) had come to power because of farmers’ support. Shetty also raised the farmers’ issues in Parliament on Wednesday where he said: “You (BJP government) are in power because farmers supported you. If they decide, you will be sitting in the Opposition in 2019.” Without taking Prime Minister Narendra Modi’s name, he said: “We have given you a chance to speak from Lal Quila (Red Fort). If you fail to to work for farmers, then you must forget 2019.” Referring to Mandsaur, he told the protesting farmers that it was for the first time in the history of independent India that shots were fired at farmers. The protesting farmers were predominantly from Maharashtra, Uttar Pradesh, Haryana, Punjab and Tamil Nadu.

Oppn attacks govt over mob lynching New Delhi, JUL 19 (AGENCIES): The issue of killings in the name of cow protection reverberated in the Rajya Sabha on Wednesday with the Opposition creating noisy scenes after government said the states have all the powers to deal with such incidents and there was no need to change the existing law. Samajwadi Party members came into the Well and raised slogans expressing dissatisfaction over the government’s reply to questions regarding the steps taken by the Centre to stop such lynchings. This led to brief adjournment of the House for 10 minutes during Question Hour, after Chairman Hamid Ansari urged members to allow other members to raise their questions. Minister of State for Home affairs Hansraj Gangaram Ahir said the states have the power to act against those behind such incidents while outrightly rejecting charges by SP member Naresh Agrawal that BJP men were behind such lynchings. The Minister said the Union Home Ministry has already issued an advisory to all states for immediately registering FIRs in such cases and asked them to take action and arrest the culprits involved in such violent incidents. He also said the Prime Minister has already spoken against such killings in the name of cow protection which will not be tolerated. “I don’t think there is a need to bring changes in the law,” he said

The House was adjourned for 10 minutes during Question Hour. when asked by Congress member Digvijaya Singh if the government intended to bring changes in the existing law to curb such violence. Ahir said 24 states and five union territories in the country have banned cow slaughter and only states of Arunachal Pradesh, Kerala, Meghalaya, Mizoram and Nagaland, besides UT of Lakshwadeep have not imposed any such ban. The Minister informed that the National Crime Records Bureau (NCRB) does not maintain separate data on cases of lynchings as only cases related to communal and religious tensions are recorded. “For the first time, NCRB has started recording lynching incidents since 2014. In 2014, more such cases happened in states like Kerala, Karnataka, Rajasthan, Maharash-

tra and Uttar Pradesh, while in 2015 there were more incidents in states of Uttar Pradesh, Telangana, Andhra Pradesh, Karnataka and Tamil Nadu. Agrawal, however, said it was a matter of privilege as the Minister had provided wrong information that the NCRB does not maintain data on lynchings in name of cow vigilantism. Majid Memon (NCP) said India’s image internationally was being affected and said people abroad think that India is a country without the rule of law and because of communal disharmony and religious hatred is created. He asked what the government was doing to stop these incidents as the Prime Minister’s words have not stopped them and mere registration of FIR was not enough.

and examined more than 1,000 witnesses. “Out of the re-opened cases, charge-sheet has been filed in four cases, 51 cases have been closed after conducting further investigation and further investigation in five cases is under progress. The SIT has examined more than 1,000 witnesses in different states in the country,” Ahir said, adding that investigators had to track down the cases to various agencies. “As the records are very

opinion/EDITORIAL

Nagaland Post

F

or nearly two weeks, from July 7 Nagaland witnessed another leadership crisis, the fifth within the Naga People’s Front (NPF), which was “solved” after the High Court vacated its stay and left the matter with the state Governor. The floor test was not held since the chief minister Dr.Shürhozelie Liezietsü did not turn up. The chief minister was to seek a vote of confidence in his leadership and his council of ministers from the house. It may be pertinent to mention that the leadership crisis within NPF was supposed to be an internal matter of the NPF so needed to be sorted out within the folds of the party and legislature. The NPF has had five serious internal crisis since 2003 but the four after 2014 were played within a year of each other. The first began in May 2014 when majority of MLAs refused to accept a nominee of outgoing chief minister Neiphiu Rio. However after a few weeks of sojourn in Kaziranga resort, the issue was resolved after Rio gracefully accepted T.R.Zeliang as his successor. However, by December 2014 –January 2015 , another rebellion took place when MLAs opposed to T.R.Zeliang cobbled up majority of MLAs (22 as against 16 for chief minister T.R.Zeliang). The rebels were Rio loyalists and wanted to replace T.R.Zeliang for alleged ineffectiveness or lack of quality or whatever convenient excuse against an incumbent in only his eighth month. As in May 2014 party president Dr.Shürhozelie Liezietsü stood faithfully behind his embattled chief minister in December 2014-January 2015 and eventually managed to overcome the worst crisis. The second rebellion was an internal party affair but for over a month, the entire government machinery was crippled. It took the prime minister and BJP national president Amit Shah’s intervention to compel the state Governor to summon the house for a trial of strength. After the vote of confidence in February 2015 where the entire house voted for the motion, the house by November 2015 became “opposition-less” after the eight Congress MLAs merged with the NPF.In January-February 2017, then chief minister T.R.Zeliang, who came out victorious twice against a redoubtable political rival, was forced out by agitating public over his decision to hasten the holding of elections to the Urban Local Bodies(ULBs) with 33% women reservation. Zeliang had his reasons but all reasons that sound good are not necessarily good sound reasons . He had to resign but fled to Delhi to consult with higher ups in the BJP national in Delhi. He and Rio were asked to sort out a deal among themselves. However, when many felt it was going to be a comeback for Rio, other plans were being hatched. In this plan, instead Zeliang agreed to hand over reins to Dr.Shürhozelie Liezietsü, the reluctant candidate. Anyway, after barely three months, when Dr.Shürhozelie appeared to be getting comfortable, Zeliang in partnership with Rio engineered a rebellion and ousted his senior mentor. In the post July 19, 2017 scenario, politics will definitely not be the same again. Today people of Nagaland are angry with their MLAs and rightly so and rightly want leaders who are trustworthy and of good reputation. However, good people in politics alone cannot bring changes. People must be willing to change so as to be the catalysts for change.

DailyDevotion The Submission of the Believer You call Me Teacher and Lord, and you say well, for so I am. —John 13:13 Our Lord never insists on having authority over us. He never says, “You will submit to me.” No, He leaves us perfectly free to choose— so free, in fact, that we can spit in His face or we can put Him to death, as others have done; and yet He will never say a word. But once His life has been created in me through His redemption, I instantly recognize His right to absolute authority over me. It is a complete and effective domination, in which I acknowledge that “You areworthy, O Lord…” (Revelation 4:11). It is simply the unworthiness within me that refuses to bow down or to submit to one who is worthy. When I meet someone who is more holy than myself, and I don’t recognize his worthiness, nor obey his instructions for me, it is a sign of my own unworthiness being revealed. God teaches us by using these people who are a little better than we are; not better intellectually, but more holy. And He continues to do so until we willingly submit. Then the whole attitude of our life is one of obedience to Him. If our Lord insisted on our obedience, He would simply become a taskmaster and cease to have any real authority. He never insists on obedience, but when we truly see Him we will instantly obey Him. Then He is easily Lord of our life, and we live in adoration of Him from morning till night. The level of my growth in grace is revealed by the way I look at obedience. We should have a much higher view of the word obedience, rescuing it from the mire of the world. Obedience is only possible between people who are equals in their relationship to each other; like the relationship between father and son, not that between master and servant. Jesus showed this relationship by saying, “I and My Father are one” (John 10:30). “…though He was a Son, yet He learned obedience by the things which He suffered” (Hebrews 5:8). The Son was obedient as our Redeemer, because He was the Son, not in order to become God’s Son.

Wasteful cockfights

Nagaland Post, Dimapur

Brazen politicians of Nagaland

he Pre-Monsoon Showers this year turned into earnest heavy Monsoon Rains that drowned not only the whole of Manipur and Assam Plains, but also caused the mountainsides in the whole of the Northeast Hills to slide down and caused severe disruptions of Highways, destruction of Houses, Properties and even loss of Human lives. At least one proud Iron Bridge over Chathe River in Dimapur collapsed causing death to several very unlucky innocent Passengers in the Vehicle that unbelievably happened to be on the bridge at the time of its collapse. Some good Citizens, in the local News Papers casually and customarily called for the resignation of the Road Minister who seemed to have neither heard the proposal nor felt the civilized Moral Ethics to resign, the collapsed bridge remain unrepaired! This year 2017, it rained and rained day and night for more than 40 days and 40 nights that the daily processes life and the maintenance of normal qualities of life has become even difficult. Letters and Magazines that came from the Post Office were drenched fragile, the pages stuck to one another so tightly that sepa-

rating them without tearing the thin pages became an expert job. The simple processes of opening the Car door and sliding out into the open rain, and then into the Roadside Shop in the Market could not be done without wetting the shoe or the bare head inviting fear of catching influenza. The increasing number of Potholes in the Road, their sizes increase and their depths also grow day and night. Riding the Vehicle on the city Roads has become like riding a cantering Horse. Sitting inside the conveyance -Seat Belt on or not- simply became decidedly uncomfortable. One morning, on way to a Thinuo Meeting early in the Village, an active Youth already reached outside of the meeting Hall and seeing me enquired: “Uncle, I hope all is well with you”. I thought for a brief moment and replied: “Had there not been this incessant Rain and our Politicians this year Life would have been much pleasanter”. He laughed louder than normal in approval and in agreement we entered the meeting Hall laughing! The Politicians in our State are more concerned for their own single minded Self-Interests than ‘Pub-

lic Interests’, so much so that they seem to feel no embarrassment at the Political Tamasha they have created. Readers may please inform this Writer what English Word fits the description of these Politicians! I find no words in the URA Academy vocabulary except -‘Umekeso’ (Dry Mouth -Appalling!) Does the Hindi word ‘tamasha’ describe their public actions aptly? I feel like Jeremiah the ancient Prophet of Anathod look at them and say: “You (the politicians) have the brazen look of a Prostitute; you refuse to blush with shame”. (Jer. 3: 3) If some Readers do not know what the exact definition the English Word ‘brazen’ means, let me save the trouble of his/her searching the heavy Dictionary: This is what I found: Brazen is: ‘acting or done in a very open and shocking way Without shame or embarrassment’. What should the Public do to such politicians? Condemning them in the News Media means nothing to them; Angamis say: Dry bones have covered their forehead. Condemning them in the Papers may be only a waste of Time. The

only remedy available to us from such People is not to elect them to represent us. If we really mean Clean Election, we should also mean: 1. No vote to Candidates who change Parties or Group more than once. Politicians often migrate from one Party to another, from one Group to another within the same Party simply, in search of greener Pastures or richer Milk for his own Personal benefits, such selfish behaviors completely shred the precious Political Principles and Systems of Stability very necessary for the progressive development of the Society. No Party should welcome such migratory Gypsies and No one of us should Vote for such apparently good Persons. 2. No vote to Candidates of former ‘Underground’. Formerly, some National Workers left the voluntary Naga National Service in the hope of permanent better personal Employment. We can not fully condemn such persons, but they should not again enter the Political Arena. 3. No vote to the Candidate who had more than 3 Office terms. In every People, in every Race, Universally

–Power Corrupts Man and Absolute Power Corrupts Man Absolutely. No person in Political Jobs needs to be in Power for more than 10 years that is 2 Terms of Office. We have seen very reasonable nice normally good gentleman turn into blind unthinkable Person capable of unspeakable wrongdoings in Politics, in Government Services, in the Armed Soldiers, in highly committed Nationalists, in Corporations and unbelievably in the Church even, can you believe? People never though capable of doing harm to a small Child become senseless with Power. The Nuremburg Trials of War Crimes and Genocide after the World War II reveal ordinary people like you and I, well educated, in advanced civilized Nation of Germany perpetrated unspeakable horror on helpless, emaciated man, woman and children. Nagas armed Patriots or highly learned Churchman in Power go wrong. We have seen them in our own Church, in the Church of our Friends and in our National Movement. No ONE should be allowed to hold Seats of Political Power more than 10 Years. 4. No Vote to any Candidate richer by 5lakhs times (5Crore, 75laks and 25thousands times) the

Minimum Wage of a Daily Labor (115/- per day) in Nagaland. Like political POWER, Wealth Corrupts. It buys Churchman, it corrupts the Church, Organizations, and it buys Privileges, Opportunities and Selfish Interests by those who have a lots of it. GDP has divided Man’s Societies into Rich and Poor Nations: Not only Communism but Capitalism also can become agents of great evil in Man. For this one young generation, no one with 25 Lakhs times richer than `115/-, the GoN current Minimum Wage of a Daily Labor need be voted into Power. 5. Only One Candidate from One Family. It is good voluntarily a whole Family may work for the Society they live in, but with remuneration no more than one from one family may hold political Post of Power. 6. No ‘Turn-Coats’ of the Kingdom of Heaven for the Kingdom of Mammon. (The Issue is in the realms of Faith and therefore the Writer would like to hold this Issue in personal my Domain for detail) Thepfulhouvi Solo. IFS Retd (RR-68), Retd Principal Secretary, Nagaland.

Participation of Church in clean election Murder of truth & transparency

I

n history, the church has participated in governance and is still influencing decision making and policy making in many states/countries, eg. Prohibition in Nagaland and anti-abortion move in the U.S.A the Bible says when the righteous rule, the people rejoice. The church is the light, check and balancing instrument for good governance; member of every church group need to infiltrate the political terrain to bring sanity into the governing system. In a short time, Nagaland will face a by-election and the state assembly election. This time, it appears the cry of the Naga people is Clean Election lead by the NBCC. Today the people of Nagaland have come to realise that because of dirty and unfair election in the past, the fate of the state and its people is completely submerged in the cesspool of unhealthy and poor governance beset with corruption, nepotism, bribery, backdoor appointments, financial scam and more, which are all sins before God, committed by the state manned by Christians. Eventually Nagaland has become in biblical term, a Mount of Dry Bones. At this junction, who will call upon the Lord to endow the dry bones with fresh bones and flesh and bring the dry bones to life? It is my belief that the Church/NBCC has the right to call upon the Lord and plead before God to breathe the breath of life into the dry bones. Dry bones mean all the Nagas from a mere voter to the highest office holder in the state. A voter might have turned himself into a skeleton by selling his birth right of political power for a small sum of money just like Esau selling his birth right for a plate of food. Nagas in high offices of power and glory have their own nemesis of dry bones in the cupboards of their homes for their acts of omission and commission. God certainly punishes those overseers whom he appoints to deliver equity and justice to the people when they betray Him and his people. When God abandons the overseers, Satan enters their lives and rules over them with all the evil designs to destroy their lives and families. Some are seduced to have more than one wife, mistress and concubines thereby creating the problems of maintaining polygamy, everyday quarrels and wrangles bereft of peace of mind and solace. Some face unexpected deaths in the family; children become alcoholic, victims of drugs, AIDS or depression. In some families, disabled children are born; some meet with unexpected accidents/incidents making their life disable or paralyzed. It is a statement of fact which I myself know it. With all pomp and show outwardly, these people might be feeling themselves as dry bones in their heart of hearts. The Church/NBCC is the body/institution of Christ on earth who taught black is black and white is white while preaching the gospel of salvation and righteousness. So, the Church/NBCC should also propagate Christ’s commands boldly. Jesus said, “All authority in Heaven and on earth has been given to me. Go therefore and make disciples of all nations baptizing them in the name of the father, the son and the Holy Spirit teaching them to observe all I have commanded you. And behold. I am with you always to the end of age” Mathew 28:18-20. In Nagaland context, Jesus is telling the church/NBCC; Christ’s institution,

not only to make disciples of all tribes of Nagas, baptizing them in the name of the father, the son and the holy spirit but to teach the Nagas to observe all that Jesus commanded including to do away with sins of corruption, nepotism, bribery, backdoor appointments, financial scams etc. Pastor John Hagee’s declaration to the American people through his Church, T.V. and Media, when the Congress passed the Abortion/family planning bill and the Gay Marriage bill and approved by the President of the USA; ‘God’s law is above the law of the President. I will obey God’s laws. America uphold God’s law’. With the change of the Presidency in the USA, the new President has started taking steps to redress these acts which may adversely affect even the family planning programme in Nagaland; the aid mainly sourced from the WHO where USA is a main donor. Can any Pastor/Church in Nagaland be able to challenge at any time boldly the Chief Minister/his colleagues who destroy the fabric of the development and progress of Naga society to step down for their acts of omission and commission or make a call to the people of Nagaland to pull down a discredited government through democratic public demonstration and bandhs? At this juncture, the statement of the general secretary, NBCC is angel to be highly welcome: “Clean election campaign should not make us a mute angel to accept whatever comes in our way, namely, political ideologies with vested interest to entice us to compromise over Christian faith and belief. This may be construed as a political statement of the NBCC but we must underline that the Church must always stand against any element that seeks to infringe on our faith with religious ideologies in the name of politics or political party. Thumps up to NBCC. Now put the challenge into action. God will provide the power of word, knowledge and wisdom to the NBCC to courageously help implement the process of holding a clean election in Nagaland. Here are some suggestions of rules that the Church/NBCC can play: 1. Ensure every voter that as a Christian, the most important day of your life is when you trusted and accepted Christ as your Saviour and the second most important day of your life is the day you go to the polls and cast your precious vote; that’s the exercise of your political right and power which are empowered by Christ to you to select your representative as your man, not as your ruler, in the governance of the state. 2. Ensure that the leaders who are elected satisfies 1 Timothy 3:1-3 statement, “If anyone aspire to the office of overseer, he desires a noble task. Therefore, an overseer must be above reproach, the husband of one wife, sober minded, self-controlled, respectable, hospitable not violent but gentle, not quarrelsome, not a money-lover”. 3. Church/NBCC need to develop strategic plan to encourage the youth for cleanelection through faith base approach that is called ‘Devine Intimation Strategy’. (To be concluded...) S. Lima Temjen, former MLA.

he NTAC and JCC managed to bring in a big change early this year, in part for the good of Nagaland. The resultant Chief Minister, Dr. Shurhozelie began the process of unearthing the massive scams in the state. Alas, this was not to be allowed to be taken to its logical conclusion. Thank you Sir, at least you tried. The few persons involved in the crimes against the people of Nagaland, and humanity, would not tolerate the same. It really is a matter of freedom or the rest of their lives behind where they belong. Scammer Pillai too is assured of a comfortable retired life now, that is, if he is not brought back to continue the crimes together with his friends. These unscrupulous individuals have looted Nagaland’s development funds completely. Result: third rate education, very poor or non-existent health services, no roads, very poor electricity, not enough drinking water, etc. The common man is left high and dry to fend for himself in an environment fraught with danger (landslides, floods, collapsing structures, etc). On the other

hand those who have perpetuated these crimes have invested their ill-gotten gains in various parts of the world. They and their generations will live lavishly for many decades, while the common man struggles in a very hostile environment; even the air we breathe will be taxed very soon. The Governor was in a tearing hurry to ensure a change of guard, for reasons best known to him (and most of us commoners). This deliberate action has ensured that Nagaland will never see a CBI or any other enquiry, as those involved in the various crimes will run the affairs of the state and continue the exploitation of whatever resources are remaining, with impunity. Cheers to everyone around! We have elected them, or permitted guns to select them, or sold our votes to them, to stamp all over us and loot us again, and again, and again. It is indeed a very sad day for Nagaland. Truth and Transparency have been murdered and buried forever. Will Nagaland ever rise and shine? Prof. G.T. Thong, Nagaland University.

A tribute to the founder of Holy Cross School

L

ate Father Felix, would never have thought that the small school he had established in the late 60’s at Church Road (now N.L.Road),would convert to one of the Premier Educational Institution of Nagaland with Alumanis spreading across the Globe. Now the School is shifted to its present site and has also upgraded to Higher Secondary School with over 3000 students. On 15 the July 2017, father Felix left for his heavenly abode silently after a prolonged illness at the age of about 90 years at the Holy Redeemer in Chumukdiema, Dimapur. In 2016 when Holy Cross Higher Secondary School was celebrating its golden jubilee, father Felix on a wheel

chair was brought to the Jublie Function direct from his hospital bed and the lucky crossians both present n past had a glimpse of this great man. Today, I on behalf of the Crossians across the Globe take the privilege to extend our heartfelt condolences for the loss of this great soul and also regret and offer our apology as we might have not done enough on our part to give him his due respect when he was alive. But father your legacy would definitely continue till the end of the world and many like us would continue to get the benefit of your sacrifice. Sorry Father,. “Rest in Peace” with the heavenly Father. Ahidur Rahman, 1982 Batch Crossaian.

Sir,

Appeal to minister R&B for hassle free movement of vehicles

I, on behalf of the general public of Saptiqa area would like to request your divine intervention for hassle free movement of vehicles from Saptiqa to Zunheboto via Langki river. That sir, due to heavy landslide at Nunumi-Shoipu road and Mukali village all vehicles, both commercial and private, are travelling by this road to reach Zunheboto. It has come to our knowledge that the bridge, which was built at Langki river by your department, runs right through the only sustenance field of a farmer rendering the particular plot un-cultivable. Thus, a written assurance with the concerned landowner was made to provide alternative source of livelihood in the form of a certain service post in your department. But the particular file with all requisite documents has been lying in your esteemed office for long. Hence, the landowner, running out of all options, has decided to block the said road to start cultivation but with fervent appeals from the surrounding inhabitants, he has allowed free passage of all vehicles for time being. Therefore, it is our sincere appeal to your kind authority to take up the matter urgently on merits to make our lifeline-road open for all seasons. Inakha Achumi, GB Shena New, president Saptiqa Area GBs Association, 8413833874.

It said the governor should also not gloat over his act of dismissing the NPF-led DAN government and installing and expelled legislator “because this has shown the vindictiveness he harbours: The day after the NPF severed ties with the BJP, the Governor dismissed the NPF-led Gover nment! New Delhi, Jul 19 (Agencies): Gold prices edged up by Rs 10 to Rs 29,110 per ten gram at the bullion market Wednesday in tandem with a firm trend overseas and sustained buying by local jewellers. Silver also rose by Rs 50 to Rs 38,550 per kg backed by increased offtake by industrial units and coin makers. Marketmen said besides a firming global trend where gold rallied as the dollar weakened, boosting demand for the precious metals as safe haven, increased buying by local jewellers at the domestic spot market kept gold prices higher. Globally, gold rose 0.67 percent to USD 1,242 an ounce and silver by 1.12 percent to USD 16.26 an ounce in New York in yesterday’s trade. In the national capital, gold of 99.9 percent and 99.5 percent purity inched up by Rs 10 each to Rs 29,110 and Rs 28,960 per ten gram, respectively. The metal had gained Rs 150 yesterday.

However, it said that after the BJP victory at the Centre in 2014, three NCP MLAs merged with the BJP, which was contested by the NPF in the Courts “thereby earning the ire of the Lok Sabha MP and former Chief Minister which is in public knowledge.” M&PB said it would seem that the BJP, buoyed by the Assam and Manipur victories, plans to repeat another Arunachal experiment in Nagaland. However, it said the BJP has another thinking coming because its culture and mentality were alien to the Naga people. Without the NPF to cloak it, M&PB said BJP would stand “fully exposed and its nakedness shall never appeal to the Naga psyche.” Further, M&PB said that if the governor has any sense of decency

Under GST, rolled out on July 1, businesses have to ensure various compliances as the new rules have to be followed strictly. Sarna said the twitter account set up to answer queries by industry has been getting 13,000 queries per day. Admitting that GST implementation has not been glitch free, Sarna said the CBEC will come out with second round of FAQs to clarify the issues related to GST. CBEC had constituted 18 sectoral groups to look into various issues faced by different sections of industry. Of these, three groups have submitted their report. The law committee is examining the reports, Sarna said.

New Delhi, JUL 19 (PTI): Revenue authorities will go slow in undertaking enforcement actions under GST for the first six months as they want industry to settle down into the new indirect tax regime. Central Board of Excise and Customs (CBEC) Chairperson Vanaja Sarna said there will be genuine errors due to lack of understanding in the initial days. “CBEC has enforcement authorities and I have specifically said that the first three to six months are a go-slow.... I don’t want small cases to be made,” Sarna said at a CII event here. She said people will take time to fall in line and CBEC has to encourage them to come into the fold. “With the kind of input tax credit (ITC) being offered, assessee base will widen. I’m definitely not looking at any hard line attitude to start with, we would want it to settle down,” Sarna said. She said CBEC has

On July 18, NSCN (K) had stated that it was not averse to peace or dialogue, but maintained that it cannot be a party to the ongoing peace processes and dialogues between the government of India and various factions that have “clearly underlined the acceptance of Indian Constitution as the imminent condition for any settlement.” Talking to media persons on the sidelines of the swearing-in ceremony of chief minister T.R. Poland put on notice as Brussels calls for halt to judicial shake-up

FILE - In this July 14, 2017 file photo, French Army Chief of Staff, General Pierre de Villiers, arrives to attend the annual Bastille Day military parade on the Champs Elysees avenue in Paris.

PARIS, JUL 19 (AGENCIES): France’s armed forces chief resigned on Wednesday in a dispute with Emmanuel Macron over defense budget cuts, an early test of the newly elected president’s mettle and the tough presidential style he is cultivating, reports Reuters. In a statement, 60 year-old Pierre de Villiers said he had tried to keep the armed forces fit for an ever more difficult task

within the financial constraints imposed on it, but was no longer able to sustain that. “In the current circumstances I see myself as no longer able to guarantee the robust defense force I believe is necessary to guarantee the protection of France and the French people, today and tomorrow, and to sustain the aims of our country,” he said. The 39-year-old Macron moved quickly to replace de Villiers, appoint-

and traded across the jihadists’ self-proclaimed “caliphate” in Syria and Iraq. Around 3,000 are believed to remain in captivity, including one of Heza’s sisters. “When the Yazidi genocide happened, Daesh snatched up the women and girls. I was one of them,” Heza recounts, using the Arabic acronym for IS. The United Nations has qualified the massacres IS carried out against the Yazidis during the Sinjar attack as genocide. IS separated Yazidi females from the men in Sinjar, bringing the women and girls into Raqa. SDF officials told AFP that their forces had already rescued several female Yazidi captives, including a 10year-old girl, since they entered Raqa city in June.

Benjamin Netanyahu

“It’s time to have a reassessment in Europe about the relationship with Israel.” Netanyahu made the remarks after holding talks with leaders from the socalled Visegrad Four group -- Hungary, Poland, Slovakia and the Czech Republic -- whose nationalist antiimmigration stances have also put them increasingly

at odds with Brussels. The Israeli premier praised the Visegrad nations for supporting Israel “on several occasions” at European Union meetings. Observers say Israel is seeking closer ties to nations that can help defend its interests in international forums. “With their backing, it will be harder for the EU to pass resolutions critical of Israel,” Middle East expert Peter Lintl told Austrian newspaper Kurier. Netanyahu is the first Israeli leader to visit Budapest since the fall of communism in 1989. His Hungarian counterpart Viktor Orban, a virulent opponent of Muslim immigration, has hailed Netanyahu as a “patriot”.

The EU has repeatedly condemned Israel’s building of Jewish settlements in the occupied West Bank and crackdown on civil society groups critical of the government. “There is an anomaly, we are often criticised by western Europe, often more than any other place in the world. Israel is a bastion of European and western values in the heart of a very dark place,” the premier said in Budapest on the second of a three-day visit to Hungary.

RAQA (SYRIA), JUL 19 (AGENCIES): She was trafficked into Raqa as a sex slave by the Islamic State group but managed to escape. Now Yazidi fighter Heza is back to avenge the horrors she and thousands of others suffered. Her hair tucked under a tightly wrapped forest green shawl embroidered with flowers, Heza says battling IS in its Syrian bastion has helped relieve some of her trauma. “When I started fighting, I lifted some of the worries from my heart,” she says, surrounded by fellow Yazidi militia women in Raqa’s eastern Al-Meshleb district. “But it will be full of revenge until all the women are freed.” She and her two sisters were among thousands of women and girls from the Kurdish-speaking Yazidi minority taken hostage by IS as it swept into Iraq’s Sinjar region in August 2014. The women were sold

ing General Francois Lecointre, 55, to fill the role. As well as being an early test for Macron, the departure of France’s most senior soldier highlights the stresses of a major military power as it battles Islamist insurgencies in Africa, partners allies in Middle East conflicts, and patrols its own streets after a series of home-grown jihadist attacks. De Villiers’ resignation followed a fierce row last week between the two men just as France prepared for the military pomp of a July 14 Bastille Day parade where Macron’s U.S. counterpart Donald Trump was the guest of honor. At a closed-door hearing of parliamentarians, de Villiers had used strong language to protest a 850 million euro ($980 million) defense budget cut - part of Macron’s efforts to rein in state spending and get the public deficit under the EU target of 3 percent of national output.

BEIJING, JUL 19 (IANS): China has moved tens of thousands of tonnes of military vehicles and equipment into Tibet amid a continuing stand-off between Chinese and Indian troops in Doklam in the Sikkim sector of the border. The hardware was moved simultaneously by road and rail from across the entire region in late June, a report in the PLA Daily run by the Chinese Army said. The report comes as the Chinese Army held a live-fire drill last week in Tibet, which borders India. According to the Chinese media report, the drill was conducted not far from Doklam, which is at the trijunction of India, China and Bhutan. The PLA report did not say if the military supply was linked to the drill in Tibet. “The vast haul was transported to a region south of the Kunlun Mountains in northern Tibet by the Western Theatre Command, which oversees the restive regions of Xinjiang and Tibet, and handles border issues with India,” the South China Morning Post quoted the PLA Daily as saying.

TEHRAN, JUL 19 (IANS): Iranian President Hassan Rouhani on Wednesday denounced the new sanctions imposed by the US on Tehran as incompatible with the logic and spirit of the nuclear agreement signed with six major powers in July 2015. At a government meeting, Rouhani criticised Washington saying Iran is fulfilling the terms of the nuclear deal, while the US administration is imposing sanctions under different pretexts, Efe news reported. Iranian Foreign Minister Mohammad Javad Zarif said the new sanctions were damaging already frayed Tehran-Washington ties. “It violates the spirit of the deal. We will see whether it violates the letter of the deal, and we will act accordingly,” said Zarif.

The Supreme Court bill follows a law passed last week which ends the terms of current members of the National Council of the Judiciary (KRS), one of the main judicial bodies, and gives parliament powers to choose 15 of its 25 members. Poland’s parliament building had been cordoned off with barriers and guards since Sunday, when thousands protested against the Supreme Court legislation in Warsaw and other cities. The tensions have echoes of a standoff in December, when opposition leaders blocked the podium of the debating chamber for a month ahead of a budget vote, after objecting to PiS plans to curb media access to parliament.

BRUSSELS/WARSAW, Jul 19 (AGENCIES): Poland could face punishment by the European Union if Warsaw does not halt judicial reforms which the bloc’s executive said on Wednesday would put its courts under government control, reports Reuters. “These laws considerably increase the systemic threats to the rule of law,” the European Commission’s First Vice-President Frans Timmermans told a briefing in Brussels after several thousand people protested against the reforms in Warsaw. Since winning an election in 2015, the nationalist Law and Justice (PiS) party has sought to increase government influence over courts and prosecutors as well as state media, prompting the EU to review the rule of law in one of its newest members. Dolly Parton to join Kenny Rogers at final concert

D

olly Parton will join Kenny Rogers in a final tribute concert this October. As the country star prepares to hang up his microphone, Rogers, 78, will be joined by special guests including Idina Menzel, Alison Krauss and the Flaming Lips for the farewell concert in Nashville on 25 October. But the biggest draw of all will be Dolly. It’s 12 years since the pair last performed their smash hit duet Islands in the Stream in front of a live audience. Performing with Ken-

ny for the last time ever on Oct. 25 is going to be emotional for both of us, but it’s also going to be very special. Even though Kenny may be retiring, as he fades from the stage, our love for each other will never fade away.” The forthcoming concert will mark only the third time Kenny and Dolly have sung together in 27 years and both have agreed it will be the last. “We do love it when we get a chance to be together,” said Kenny. “She’s everything that everybody thinks she is - and more.

I’m so excited about her being there.” This will be our last time on stage - forever. It will be worthwhile to come and see that,” said Kenny Rogers. Kenny, who is currently on a farewell tour of the US, has been in the music industry for more than 60 years and sold more than 100 million records. He famously played the legends slot at Glastonbury in 2013 (above). He told Billboard he was “uncomfortable” about the tribute concert but promised “a fun night”. “It strikes me as something for me to get together with a lot of the people I have met over the years, and say goodbye legitimately.” He also persuaded Dolly to head to the Pyramid stage herself the following year for a performance generally regarded as one of the festival’s best.

They turned up the music and just did what they had to do, and it helped them get through something that would have been naturally pretty difficult to do. But now we’re getting to a place where the band has been around for twenty years. We’re very blessed and lucky to still have a career and have fans out there that care about us. And we wanna be smart as well. And, by the way, I’m not that young, angry kid that I used to be once. I’m a lot older now, I have a daughter of my own, I’m in a good place in my life. 100th episode is on its way. A new teaser photo from season eight of The Walking Dead has been released. The photo, shared by Entertainment Weekly, captures an intimate moment between Andrew Lincoln’s Rick and Lauren Cohan’s Maggie. The hit AMC zombie show will return to screens in October, with the new season set to debut in the US with the show’s 100th episode on October 16. A UK date, while not confirmed, is projected for October 29, where it’ll air on FOX. Another teaser photo for season eight was shared last week. This picture shows popular characters Carol (played by Melissa McBride) and Daryl (Norman Reedus) in conversation, with Daryl resting on his customary motorbike. Carol, meanwhile, is pictured wearing the body armour that’s typically associated with the survivors from The Kingdom. Speculation about season eight continues – with some fans putting forward the case that the series’ current villain, Negan, won’t be a regular fixture in the forthcoming episodes as the antagonist’s actor, Jeffrey Dean Morgan, hasn’t been spotted on set recently. New ISL club Jamshedpur FC to rely on its young talent

Kolkata, Jul 19 (IANS): New Indian Super League (ISL) club Jamshedpur FC are promising to dish out an attractive brand of football in their debut season where they will get to test their youthful talent developed at the Tata Football Academy (TFA). Promoted by Tata Steel, the club management say that, despite odds, it was confident of being ready for the big league well ahead of time. It was only last month that the promoters successfully bid for the Jamshedpur franchise of the high-profile ISL. According to assistant coach Ishfaq

Ahmed, the club’s focus will be on building assets for the future and nurturing young talent, in sync with TFA’s philosophy. “We have grassroot plans in a big way. An academy is already in place and the Tatas have been doing this for 30 years. Most of the Indian national players for the last 30 years are coming from TFA.” Admitting it won’t be smooth sailing in the first season itself, Ishfaq -- who played a key role in bringing Steve Coppell from Kerala Blasters where the two worked together -- said his boys would play an attractive brand of football.

Alex Iwobi scores from the spot before Martinez’s second save in the shootout gave Arsene Wenger’s men the win.

another chance as Alexandre Lacazette was put through by Ozil but had his shot saved by Starke. James Rodriguez, who joined the German Bundesliga giants on loan from Real Madrid this month, came close at the injury time of the first half when he pounced on a pass from Frank Ribery near the goal-line, only to see Arsenal defender Grant Xhaka clear the ball before he could strike. The Columbian international had another

scoring chance denied three minutes after interval when his shot was parried by Arsenal goalkeeper Petr Cech. Arsenal, who lost to Bayern Munich 10-2 over two legs of the final 16 matchup at last season’s Champions League, weathered the German side’s attack and found the net through Iwobi in a fast counter-attack. The 21-year-old midfielder jumped to meet a cross from Aaron Ramsey and headed it into the goal.

Shanghai, Jul 19 (IANS): Arsenal beat Bayern Munich 4-3 in a shootout to win a pre-season warm-up tie on a sweaty night here on Wednesday. Arsenal substitute goalkeeper Emiliano Martinez blocked two penalty kicks to become an unlikely hero after the match ended 1-1 in regulation time, reports Xinhua news agency. Alex Iwobi headed in a last-gasp equaliser for the Londoners after Robert Lewandowski put Bayern Munich ahead in the eighth

minute. The Polish striker scored from the spot after his teammate Juan Bernat was brought down in Arsenal’s area. Three minutes later, the English Premier League side nearly pulled it off when Mesut Ozil raced down the middle to a deft pass from Danny Welbeck with only Bayern goalkeeper Tom Starke to beat. The Arsenal striker sent the ball straight to Starke. In the 32nd minute, two minutes after the water break, Arsenal squandered

India would hope to book their place in the final by getting the better off Australia in the semi-finals.

Derby, Jul 19 (IANS): Bolstered by the mammoth 186-run win against New Zealand in their final Group game, a confident India, aiming to reach their second Women’s World Cup final, have a daunting task when they face World Champions Australia in the second semifinal at the County Ground here on Thursday. Going by statistics, Australia hold the upper hand winning three of the

four One-day Internationals (ODI) against India, since the last World Cup in 2013, with the eight-wicket win in the group stages of this edition in Bristol, being the latest. In the group stages of this edition, Australia won six of their seven games while India won five. While England narrowly edged past South Africa in the first semi-final on Tuesday, the second semi-final promises to be

an exciting contest as both India and Australia are expected to leave no holes in the make-or-break tie. Going into Thursday’s tie, India will once again hope for their skipper Mithali Raj to continue her purple patch along side the likes of Punam Raut, Harmanpreet Kaur, Veda Krishnamurthy and Deepti Sharma, who have been amongst the runs throughout the tournament.

London, Jul 19 (Agencies): Usain Bolt has confirmed he will run the 100m and 4x100m relay at the World Championships in London in August, his final event before retiring. Bolt, an eight-time Olympic gold medallist and an icon of world sport, has led one of the most illustrious careers in the history of athletics. “My aim is to win in London. I want to retire on a winning note,” the Jamaican 30-year-old said on Wednesday. The World Championships take place from 4-13 August. The men’s 100m final is due to place on Saturday, 5 August, while the men’s 4x100m relay race - which will mark the end of Bolt’s career - takes place on the following Saturday. Bolt has won the 100m, 200m and 4x100m gold at the past three Olympic Games - Beijing 2008, London 2012 and Rio 2016. However, his unprecedented ‘triple triple’ of nine gold medals was downgraded to eight after Jamaican teammate Nesta Carter, who was part of the quartet that won the 4x100m in Beijing, tested positive for a banned substance. Carter has appealed against the decision.

Shastri wants Tendulkar as consultant

Ravi Shastri and Sachin Tendulkar

NEW DELHI, Jul 19 (PTI): India head coach Ravi Shastri now wants batting great Sachin Tendulkar to work with the national team as a consultant, provided it is not a case of conflict of interest. Shastri expressed the desire to have Tendulkar on board during Tuesday’s meeting with the BCCI special committee comprising acting president CK Khanna, CEO Rahul Johri, acting secretary Amitabh Choudhary and Committee of Administrators member Diana Edulji. Tendulkar is part of the Cricket Advisory Committee (CAC) which picked Shastri as the coach. The special committee made it clear that any role with the national team, be it full-time or as a consultant,

has to be clear of conflict of interest. “Ravi put forward the idea of having Sachin on board as a consultant for a very short period. But the committee promptly reminded him about the conflict of interest clause,” a member of the committee, who did not wish to be identified as the information is not meant to be public, told PTI. If Tendulkar does accept the role, it would mean that he would have to let go of his various other commitments including the IPL. “And expecting someone to be around for an extremely short period and leave his other professional commitments is asking for a bit too much,” said the member. Similar is the case with Zaheer, who wants be around with the team

for about 25 days in a year and continue with his other engagements including the IPL. “I doubt for 25 days in a year, you would want to forgo all your other commitments,” reckoned the member. While Shastri’s support staff was announced on Tuesday, there is still lack of clarity over the consulting role of Zaheer and Dravid, who is already coaching the India junior teams. Bharat Arun, who is back as bowling coach, can no longer be part of IPL franchise RCB and TNPL side VB Thiruvallur Veeran due to conflict of interest. The other members of the staff are assistant coach Sanjay Bangar and fielding coach R Sridhar, who have been retained till the 2019 World Cup.
