In his address to the nation, the prime minister also observed that rules were followed very strictly during the nationwide lockdown imposed on March 25, adding there is a need to be alert and more careful during the ‘Unlock’ phase. “But we have also seen that since ‘Unlock-1’, there is increasing negligence in personal and social behaviour. Earlier, we were very careful with respect to wearing of masks, social distancing and washing of hands for 20 seconds. But today, when we need to be more careful, increasing negligence is a cause of worry,” he said.
RSZ, RSU back delimitation exercise DIMAPUR, JUN 30 (NPN): Rengma Selo Zi (RSZ) and Rengma Students’ Union (RSU) have declared that any attempt to derail the proposed delimitation exercise by the State government or any entity would be deemed as a direct suppression of the Rengmas’ aspirations and an attempt to further marginalise the already marginalised people of Nagaland. In a release, Kenneth Kath and Heiko Kent, presidents of RSZ and RSU respectively, alleged that the 1973 delimitation exercise was a fraud committed on the Rengmas and other tribes and said the Delimitation Act, 2002 was an answer to “our long-felt desire”. RSZ and RSU affirmed unflinching support of to Joint Action Committee (JAC) of tribal hohos on delimitation and all tribal organisations representing Wokha, Longleng, Peren, Kiphire, Rengmas of Kohima district, Chakhro Angami and Western Sumi people of Dimapur district. He said that over Rs 90,000 crore will be spent on the programme’s extension, and if the last three months expenditure on account of the free ration scheme is added then the total budget will be about Rs 1.5 lakh crore. The scheme was rolled out for three months from April soon after the nationwide lockdown was announced to combat the COVID-19. Modi noted that July marks the beginning of the festive season when people’s needs as well as expenditure increase. “Keeping all these things in mind, it has been decided to extend Pradhan Mantri Garib Kalyan Anna Yojana up to Diwali and Chhath Puja till the November end,” Modi said. The sample was then sent for confirmation to the BSL-3 Lab Kohima on June 28 and turned out positive on Tuesday morning.
Nagaland to experience heavy rains DIMAPUR, JUN 30 (NPN): Nagaland would experience heavy rains and strong winds with the possibility of flash floods as well as landslides from July 1-12, 2020, the Nagaland State Disaster Management Authority (NSDMA) has predicted and said that second half of this period was expected to get more intense than the former. During this period, NSDMA said thundershowers and lighting accompanied with heavy rains was expected in the districts of Mon, Mokokchung, Longleng, Tuensang, Peren, Phek, Kiphire and Zunheboto. It said that state capital Kohima was likely to have moderate to heavy rains from July 7-10. NSDMA has advised taking necessary precautionary measures as most rivers of the state were NorthSouth flow and could overflow because of intense rains in catchment areas. Further, NSDMA has urged the public to be vigilant and not to shelter under large trees and near the river banks to prevent unnecessary risk to life from lightning and flash flood.

India is now the fourth worst-affected country in terms of cases after the US, Brazil and Russia. The death toll rose to 16,893 on Tuesday after 418 new fatalities. It was the seventh day in a row that over 15,000 cases have been reported in the country. The number of active cases stands at 2,15,125, while 3,34,821 people have recovered, and one patient has migrated, according to the updated data at 8 AM. “Thus, around 59.07% of patients have recovered so far,” an official said.
NEW DELHI, JUN 30 (PTI): The Centre on Tuesday declared the entire Nagaland as “disturbed area” (DA) for a further period of six months till Decemberend. In a notification, the Home Ministry said the central government is of the opinion that the area comprising the whole Nagaland is in such a disturbed and dangerous condition that the use of armed forces in aid of the civil power is necessary. “Now, therefore, in exercise of the powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958 (No. 28 of 1958) the central government hereby declares that whole of the said State to be a ‘disturbed area’ for a period of six months with effect from 30th June, 2020 for the purpose of that Act,” the home ministry said.

DIMAPUR, JUN 30 (NPN): With no fresh returnees, 23 institutional quarantine centres in Dimapur district have been emptied. Confirming this at a press conference at commissioner guest house here on Tuesday, agriculture production commissioner (APC)
Y Kikheto Sema, who is also in-charge of COVID19 for Dimapur district, said currently there were 27 institutional quarantine centres and 27 paid hotels, accommodating nearly 2,000 inmates, of which 1500 have been accommodated at institutional quarantine centres and 500 at paid quarantine hotels. Initially, Dimapur had 77 quaran-
tine centres, including the paid hotel, he added. Sema said initially the quarantine centres had accommodated around 6,000 inmates, of which 3,300 were from Dimapur and the remaining from other districts, mostly Mon and Peren. And, so far 4,000 returnees had been released from the centres, he informed newsmen. The APC also expressed his happiness in confirming that so far no community spread had been reported from any community or colony even after the release of the returnees. Regarding availability of TrueNat machine, he maintained that at one point of time, the figures of returnees who had completed 14 days at the quarantine centres were high as authorities were unable to release them due to less number of testing facility. But with the availability of more testing
facility, he claimed that the number had decreased and now stood at 330. He hoped that with the availability of TrueNat and BSL-2 lab, the number would fall further, adding that Dimapur currently had five TrueNat machines – two each at Dimapur COVID Hospital and COVID care unit, Chümoükedima and one at Ganesh Nagar quarantine centre – and BSL-2 lab at Christian Institute Of Health Sciences & Research (CIHSR). Kikheto also briefed the media about the coordination meeting held at commissioner guest house on Monday to discuss issues related to isolation of returnees from Ganesh Nagar quarantine centre due to the detection of 19 positive cases at the centre, which included 18 returnees from Kerala and one from Delhi.

Blood sample analysis of workers in the swine industry indicated that nearly 10.4% (35/338) of them were positive for the G4 flu virus. Participants between 18 and 35 years of age had about 20% positive rates of the virus in their blood, according to the study, indicating that the predominant G4 strain has acquired increased human infectivity. “Such infectivity greatly enhances the opportunity for virus adaptation in humans and raises concerns for the possible generation of pandemic viruses,” the scientists wrote in the study. According to Bergstrom, the G4 virus may have to undergo some evolutionary change to spread readily in people, “and it may never do that.”

BEIJING, JUN 30 (PTI): A flu virus strain, identified among pigs in China, is jumping species to infect swine industry workers, according to a study which says the pathogen has “all the essential hallmarks of a candidate pandemic virus,” however experts say there is no imminent threat of another global outbreak. The study, published in the journal PNAS, is based on a surveillance of pigs in China from 2011 to 2018, and found that the influenza virus strain, with genetic material termed as G4 genotype, has become predominant in swine populations since 2016. According to the scientists, including those from the Chinese Center for Disease Control and Prevention, these G4 viruses bind to receptor molecules in human cells, and can replicate in the outer layer of the respiratory system. Eric Feigl-Ding, an epidemiologist at Harvard University in the US, who is unrelated to the study, tweeted that the virus is just in pigs for now. “Only two cases. They also asked for details of NIT and work orders awarded to contractors for infrastructural development, renovation, construction of health facilities under WBaided funds. The applicants also sought details of total amount credited into the accounts of the Village Health Committees for Community Action for Health and Nutrition from the year 2016 till June 2020 under the NHP aided by the World Bank.

DIMAPUR: In a significant move towards Goods and Services Tax (GST) taxpayers’ facilitation, Commissioner of GST Dimapur Commissionerate has informed that taxpayer’s can avail the facility of SMS filing of NIL statement of FORM GSTR-1 and GSTR-3B. In a press release, CGST Dimapur PRO informed that at present, taxpayers have to log into their account on the common GST portal and then file their returns every month or each quarter. PRO said with this facility through SMS from registered mobiles would substantially improve ease of GST compliance for over 12 lakh taxpayers across the country. On GST day, CGST has urged taxpayers of Nagaland to take advantage of these new measures and help improve compliance in filing of their GST returns. DIMAPUR: A short programme to felicitate Urban Primary Health Centre (UPHC) Seikhazou for being awarded the National Quality Assurance Standard (NQAS) was held at the office chamber of minister, Health & Family Welfare Pangnyu Phom at civil secretariat Kohima on June 30. According to DIPR report, Pangnyu Phom lauded the department for their efforts in delivering quality healthcare services to the state, especially in the time of COVID-19 pandemic. said that such achievements bring laurel not only to the department but to the entire state. Minister stated the need to create more of such healthcare facilities in the remote areas of the state, and emphasized that UPHCs should be set up, at least in all the district headquarters of the state. UPHC Seikhazou team briefed the minister about the ongoing activities being carried out in the centre, the difficulties faced in
delivering services to the people, and in this regard, informed the minister that adequate inflow of fund was the need of the hour, to keep the UPHC going. This would ensure proper supply of drugs, medical equipments and sufficient human resources, which would encourage the centre to perform better. There are five criteria for NQAS certification, namely, aggregate score of health facility is 70 %, aggregate score in each area of concern is 60%, score standard A2, B3 and F4 is 60%, individual standard wise score is 50 % and patient satisfaction score is 60% or 3.0 of Likert scale. To qualify for the NQAS certification, UPHC Seikhazou had to undergo three levels of assessment – internal assessment, peer assessment and external assessment. First external assessment of UPHC Seikhazou was conducted from January 15 to 16, 2019 with overall score of 76.5%. Thereafter, state internal assessment was conducted from June 13, 2019 with overall score of 89.8% followed by external assessment on August 1 and 2, 2019 with overall score of 83.9%. Official certification from the Ministry of Health & Family Welfare was on October 19, 2019.

NVBDCP Dimapur: Dimapur NVBDCP unit obser ved anti-malaria month 2020 in the month of June 2020 in all the blocks under Dimapur district, where interpersonal communication in the form of focus group discussion (FGD) was held in 15 selected villages. Man granted divorce after wife refused sindoor
Guwahati, Jun 30 (IANS): The Gauhati High Court has granted divorce to a man whose wife refused to abide by Hindu culture prevalent in eastern part of the country, that of smearing vermilion on her head and wearing conch shell bangle. In an observation of a kind, the top court in Assam said that the reluctance to wear ‘shankha’ (conch shell bangle) and ‘sindoor’ (vermillion) as have been the tradition and custom among the Hindu married woman, the petitioner wife’s action amounted to a kind of rejection to accept the marriage. A division bench comprising Chief Justice Ajai Lamba and Justice Soumitra Saikia observed “under the custom of Hindu marriage, a lady who has entered into marriage according to Hindu rituals and customs, and which has not been denied by the respondent (woman) in her evidence, her refusal to wear shankha and sindoor’ would project her to be unmarried and/or signify her refusal to accept the marriage with the appellant (man).

Mnp to allow inter-district bus service Correspondent IMPHAL, JUN 30: Manipur will be under night curfew, from 6pm to 5am, till July 15, an order of the state home department stated, announcing extension of the COVID-19 lockdown. A few days ago, state chief minister N Biren Singh had announced extension of the ongoing lockdown in the entire state till July 15. Inter-district bus and minibus will be allowed to ply from July 1 but with 50% capacity and while maintaining social distance. Other services like autorickshaw and taxis will not be allowed during the extended lockdown period Inter-state bus service however will resume from July 15 considering grievances being faced by people due to the prolonged suspension of the service, the chief minister said. Accordingly, the state home department on Tuesday issued an order along with guidelines to be followed during the lockdown period. “There shall be complete curfew in the entire state from 6pm to 5am until further order or till 15/7/2020 whichever is
earlier,” the order issued by state chief secretary Dr J Suresh Babu who is also the chairperson of the State Executive Committee of the State Disaster Management Authority, stated. The order in exercise of the powers conferred on him under section 20(2)(a) of the Disaster Management Act, 2005 further stated that there will be complete lockdown and curfew in all containment zones as notified by the concerned deputy commissioner till July 15. The exemptions are subjected to observance of National Directive for COVID-19 Management, it added. The rapid increase in the number of infected persons and sizeable number of persons returning by flights from cities with high risk of infection do not allow lifting of the lockdown in force, the order observed. As per guidelines of the lockdown, activities prohibited from July 1 to July 15 throughout the state include among others all inter-state bus service except those permitted by the state home department. Like in the previous phases of lockdown,
schools, colleges, educational institutions, training institutions and coaching centres will remain closed. Other prohibited activities include; opening of hotels, restaurants and hospitality services, cinema halls, shopping malls, gymnasiums, swimming pools, entertainment parks, theatres, auditoriums, assembly halls and similar places. All religious places, places of worship will also remain closed for public, religious congregations are strictly prohibited, the guidelines said and added that banning of all social, political, sports, entertainment, academic, cultural, religious functions and other gatherings and large congregations will also continue in the entire state. All saloons and spas, all three markets in Ima Keithel (all-women run markets) and retail shops in Ngarigali (adjoining to Ima Keithel) will also continue to closed till July 15, as per the latest lockdown guidelines. However, all activities related to essential services and health related activities will be relaxed from the purview of the lockdown, it stated.

The woman subsequently had lodged several complaints with the police against her husband and his family members accusing them of torturing her, but the claim was not sustained by the court. The Family Court completely ignored the fact that the woman compelled and prevented her husband from performing his statutory duties towards his aged mother under the provisions of the Maintenance and Welfare of Parents and Senior Citizens Act, 2007, the High Court judges said. “Such evidence is sufficient to be construed as an act of cruelty,” the High Court said.
SBI manager dodges screening; tests COVID positive in Meghalaya Correspondent Shillong, Jun 30: The manager of a branch of the State Bank of India (SBI), who apparently dodged being medically screened at the Byrnihat check-point during his entry to Meghalaya, has subsequently tested positive for COVID-19. The latest COVID19 positive patient is the branch manager of the SBI at Khliehriat, the district headquarters of East Jaintia Hills. He tested positive on Tuesday and had violated the travelling protocol. The senior bank official is the 52nd COVID-19 positive patient to have been registered in Meghalaya. Health and Family Welfare Minister, Alexander Laloo Hek said that the bank officer was transferred from Assam to Khliehriat in the East Jaintia Hills district of Meghalaya. Truck driver found dead in Bokajan
B O K A J AN, J UN 3 0 (AGENCIES): In a sensational development, Bokajan police have recovered the body of a driver who was found dead inside the cabin of his truck early Tuesday morning. The truck was parked in a private Weigh Bridge alongside NH 39 in the
Phulbari area of Bokajan. As per reports gathered from locals and other truck drivers present there, both the driver and helper were drunk the previous night and were heard quarrelling. Later, the dispute turned violent and the helper stabbed the driver dead under the influence of liquor.
The deceased driver has been identified as Krishna Chauhan Chetry, a resident of Barpathar Hatighuli Village in Golaghat district. Police have arrested the helper Meghraj Chetry and are investigating the involvement of any co-accused in the incident.
Guwahati, Jun 30 (PTI): Assam Chief Minister Sarbananda Sonowal on Tuesday said Rs 933 crore have been provided as assistance to 28,000 MSME units in the state under the Rs 3,00,000 crore package announced for the sector by Prime Minister Narendra Modi. Sonowal also said that his BJP-led government has launched a special scheme for providing free houses to the labourers of Assam’s tea industry. “We have already disbursed Rs 933 crore to 28,000 MSME units across the state,” he told PTI. Sonowal said the special scheme, announced by the prime minister to assist the MSME sector, badly hit by the coronavirus pandemic, will cover all the 66,000 MSME units in Assam. The chief minister said he took the initiative of holding the state level bankers’ meeting for seamless disbursement of the funds to the distressed MSME sector so that the entrepreneurs get relief after the losses they suffered due to the COVID19 pandemic. lakh crore package for the MSME sector, part of the Rs 20,00,000 crore economic package announced by the prime minister last month, offers collateral-free loans for small businesses. Referring to the free housing scheme launched for the tea garden labourers of Assam, Sonowal said the initial 2,000 houses will be constructed for the labourers of the Assam Tea Corporation (ATC) at a cost of Rs 24 crore. “This is for the first time since independence, the government is going to provide free housing facility for the tea garden labourers with modern amenities like LED bulbs, running water and toilets,” he said. The chief minister said the second phase of the free housing scheme for the tea garden labourers will be launched by November for construction of another 2,000 houses. The ATC is a public sector undertaking established in 1972. It comprises 14 tea estates spread over 13,000 hectares of prime land scattered over six districts of Assam.

‘Tripura not thinking of extend lockdown’ Agartala, Jun 30 (PTI): Tripura is not thinking of extending the coronavirus lockdown as the situation in the state is “stable” and the frontline workers are doing a commendable job, Education Minister Ratan Lal Nath said on Tuesday. “Even though the lockdown has been extended in three northeast states -- Assam, Manipur and Meghalaya -- we are not thinking on that line now. Our condition is stable and our frontline workers are doing a commendable job,” he said. Talking to the reporters at the civil secretariat here, Nath, also the cabinet spokesperson, said the recovery rate in the state has climbed to 80.25 per cent. Meanwhile, 34 more people have tested positive for COVID-19 in Tripura, taking the tally in the state to 1,386. The number of active cases stands at 301. “Out of 996 samples tested for COVID19, 34 people found positive in Tripura today. District wise count includes Gomati: 23, West: 5, Khowai: 2, Unokoti: 2, South: 1, Sepahijala: 1,” Chief Minister Biplab Kumar Deb said in a tweet late on Monday.

Jitendra Singh New Delhi, Jun 30 (PTI): Union minister Jitendra Singh on Tuesday said the bamboo sector will propel the ‘Atmanirbhar Bharat Abhiyan’ in the north-eastern region and is going to be an important vehicle of trade for India as well as the entire subcontinent. Singh, the union minister for the ministry of development of north-eastern region (DoNER), also said that the ministry is probably the first central government organisation to implement 100 per cent e-office functioning much before the coronavirus pandemic hit India. “Bamboo sector will propel the Atmanirbhar Bharat Abhiyan (Self-Reliant India Campaign ) in the northeastern region and is going to be an important vehicle of trade

Tripura govt not standing by newspapers, raiding offices illegally, says media body Agartala, Jun 30 (PTI): Newspaper owners of Tripura on Tuesday alleged that the state government is not supporting them when the industry is going through a crisis due to coronavirus and lockdown, and instead, is raiding their offices “illegally”. The Tripura Newspapers’ Society (TNS), the sole organisation of newspaper proprietors in the BJP-ruled state, said its representatives called on Chief Minister Biplab Kumar Deb on May 27, seeking a financial package for survival of the industry. “Claiming to be a believer of the freedom of the press, the chief minister assured the delegation to consider the matter sympathetically, but no response was received from the government even after a month,” the TNS said in a statement. The circulation of newspapers has dropped throughout the world due to the coronavirus pandemic and the newspaper industry in Tripura is also suffering losses, said the statement issued after the TNS held a meeting on Sunday.

Guwahati, Jun 30 (PTI): A quinquagenarian brought dead to a hospital here has tested positive for COVID-19, raising the death toll in Assam to 12, while 41 new cases pushed the total tally to 7,835 on Tuesday, Health Minister Himanta Biswa Sarma said. The city resident was brought dead to Guwahati Medical College Hospital on June 22. His samples were sent for examination and it was found that he had contracted the viral disease, the minister said. “I am sad to inform that 50-yr-old of Fatasil Ambari, Guwahati was brought dead to GMCH on June 22. Subsequently, he was tested positive for #COVID19.

Didn’t promote COVID cure, just shared trial results: Patanjali DEHRADUN, JUN 30 (PTI): Replying to a notice sent by the Uttarakhand government, yoga guru Ramdev’s firm claimed that it has not promoted any “kit” to treat COVID-19 but only shared with the media the “successful trial” of a medicine. Patanjali Ayurved last week launched a drug called “Coronil”, claiming that it had cured within a week all COVID-19 patients who took part in a trial conducted at the privately-run National Institute of Medical Sciences in Jaipur. The claim triggered a row with the Union AYUSH ministry telling the herbal products firm not to sell the drug till it has examined the issue. Uttarakhand’s Ayurveda department said the firm had only applied for a licence to manufacture an immunity booster, and not a cure for COVID-19. In its reply on Monday to the department’s notice, the Haridwar-based company appeared to backtrack from its claim of finding a cure against COVID-19. The company said it has not sold any product called “Corona Kit”, nor has it publicised it as a treatment against coronavirus. But it added, “We have only promoted the success-
ful trial of the medicine before the media.” The company said it had only packed medicines named Divya Swasari Vati, Divya Coronil tablet and Divya Anu Tel in a carton for “shipping purposes”. It claimed that it has not violated any law and the question of action against it does not arise. Apparently focusing on the term used in the Uttarakhand notice, the firm said it has not produced any medicine called “Corona Kit”. It said the notice it got was the result of “misrepresentation of facts” by the media. The Uttarakhand Ayurvedic department on Tuesday said it is studying the reply sent by Divya Pharmacy, a wing of Patanjali Ayurved Ltd. A drug inspector was sent for physical verification to the Haridwarbased company after the reply was received on Monday and no coronavirus kit was found on the premises, Uttarakhand’s Ayurvedic department licensing officer Y S Rawat told PTI. When asked whether he was satisfied with the reply, Rawat said, “Everyone has seen the yoga guru claiming the product as a cure for corona and the reply needs to be examined further.”

The state government has written to the Centre, asking that incoming flights from eight cities be stopped for two weeks, starting July 6. The list includes Delhi, Mumbai, Pune, Nagpur, Chennai, Indore, Ahmedabad, and Surat, sources said. The state also asked for an overall cut-down on the number of flights, suggesting that only one flight each airline be allowed per week from July 6 to 31. The curbs, it said, should be applicable in all three airports of the state -- Kolkata, Andal and Bagdogra. “West Bengal is also witnessing a steep rise in cases. NEW DELHI, JUN 30 (IANS): In a big relief to train passengers, the Indian Railways has resumed bookings of Tatkal tickets for all 230 special trains from June 29, a service that was stopped in the wake of the novel coronavirus pandemic. The Railways had suspended passenger, mail and express trains during the nationwide lockdown from March 25. A senior Railway Ministry official said here that the public was made aware on May 31 that the Tatkal quota facility could be availed in all special trains from June 29 onwards. “Tatkal bookings were done on Monday for trains commencing from Tuesday,” he said. Bookings under Tatkal quota are done a day before the train journey post 10 am for AC seats, and post 11 am for sleeper class seats.

Last month, before running the 200 pairs of special trains, the Railways had resumed 30-day advance bookings at railway station reservation counters. The Railways had also said that reservation against cancellation (RAC) tickets and waiting-list tickets will be issued in these trains but waitlisted passengers will not be allowed to board the trains. The Railways is currently operating 230 special trains across the country
and these would be the only trains operating after July 1 as in an earlier announcement the Railways had cancelled all regular trains scheduled between July 1 and August 12. A Ministry spokesperson had earlier said that the advance reservation period for the 30 Special Rajdhani and 200 special mail and express trains had been increased from 30 days to 120 days, giving passengers more time to plan their journeys.

MUMBAI, JUN 30 (AGENCIES): In an interim relief to Republic TV editorin-chief Arnab Goswami, the Bombay High Court on Tuesday suspended First Information Reports (FIRs) against him for allegedly making provocative and inflammatory statements in relation with Palghar lynching and Bandra (West) migrants gathering incidents. The court said that no coercive steps be taken against him until further orders and ‘prima facie there is no case made out’ and no offences disclosed against Goswami. The court observed that there was nothing to show that Goswami tried to cause public disharmony. The court admitted the petition and said that interim protection from coercive steps will be continued until further orders. A division bench of
Justice Ujjal Bhuyan and Justice Riyaz Chagla heard through videoconferencing a criminal writ plea filed by Goswami seeking various reliefs, including quashing of two FIRs filed against him on April 22 and May 2. Goswami has been booked in connection with a TV show on April 29, regarding his comments on migrants gathering outside Bandra railway station on April 14. Apart from this, multiple FIRs have been filed against him over a TV show on April 21, in which he questioned Congress president Sonia Gandhi over the lynching of two sadhus and their driver in Palghar. nder the plea of enforcement of the lockdown in Tamil Nadu , the police took into custody a father and son on July 19 night on the ground of violating curfew in Tuticorin city but later both died of fatal injuries while in custody. The Tuticorin city police then cooked up a story in the FIR. The FIR alleged that policemen found a crowd outside the shop and after police arrived, the crowd dispersed. The FIR also stated that the father allegedly picked up an argument and also threatened police. However, the saying ‘ the camera never lies’ came to play when CCTV footages showed that there was no crowd and neither had the father picked up any argument with police even while being taken in a vehicle to the police station. The son, Beniks was also seen following the police vehicle in which his father Jayraja was being transported. At the police station, when Jayraja was being beaten, his son Beniks tried to intervene to stop the assault but one Sub Inspector incited the other policemen asking how they could remain mute spectators when their colleague was being shouted at? . Thereupon the police ganged up and mercilessly beat up the duo. Even the law did not offer protection when the advocate later claimed that the judicial magistrate who remanded both to a 14-day judicial custody at the sub-jail, did not even bother to look at the condition of the duo who had physical injuries. Both father and son died in hospital of grievous and unspeakable injuries inflicted on their bodies. It was also reported that the police had even forced iron bars inside their anus that led to massive bleeding. This shocking incident that has been playing out in the national media, only serves to corroborate the view that not infrequently, Indian policemen, when they turn rogue, become dangerous criminals and murderers in uniform who torture the meek and bully the powerless with impunity. Of course, there are good and bad cops but when things go wrong, what the police hierarchy does matters. The two Sub Inspectors were later suspended after much hue and cry over the horrendous custodial deaths. Of the two Sub-Inspectors, one is a Dalit and the other is from a backward caste, whereas the victims belong to the economically and socially dominant (though OBC) Nadar Christian community. The AIADMK government has attracted flak for mishandling, either knowingly or unknowingly. Apart from police brutality, what turns the Jayaraj-Benicks murder case into a cause for national outrage is the role of the judiciary in sending the battered men to jail and their subsequent death. The Madras High Court had taken suo-moto cognisance and ordered a probe. Why the policemen turned into vicious murderers in this case, is yet to be ascertained, unless there is an underlying religious sub-plot directed against a religious minority. This is a reflection of institutionalised brutality of a police state, which got aggravated during the lockdown that made cops power-drunk. The injustice here is against the entire nation and the law should unearth all aspects and allow no one even the higher ups to escape accountability.

No wonder the Spirit of God so strongly urges us to stay steadfastly in the light! agaland Gover nor and Interlocutor R.N. Ravi is not the most consistent when judged by the following actions. Much before he was appointed Interlocutor, Mr. Ravi almost ridiculed the Indo-Naga ‘peace talks’ as a mere ‘game’ in one of his articles published in The Hindu newspaper. However, when he got the opportunity, Interlocutor Ravi, went on to make history by signing the ‘Framework Agreement’ with the NSCN (IM), the same group he chastised in his writings. Surprisingly, Mr. Ravi lends support to this peace agreement and the other, signed with the NNPGs, after initially stating that the Naga peace talks were an ‘anatomy of hoax’. Later, Mr. Ravi questioned his predecessors—K. Padmanabhaiah and R.S. Pandey— for perpetuating the ‘status quo’. While Mr. Padmanabhaiah served as the longest Interlocutor so far, Mr. Pandey served for three years but both did not have the luxury of being Governors. Mr. Ravi will complete 6 years as Interlocutor this coming August but his allegation of previous Interlocutors having “entrenched vested interests in the status quo” actually holds no water because he could well become the longest serving Interlocutor who doubles up as a Governor.
Now, the Interlocutor is again doing a flip over by ridiculing Naga political groups and conveniently blaming them of ‘brazenly running their respective so called Governments’. The Naga public may, therefore, want to know as to what Interlocutor Ravi has been doing in his talks with ‘armed gangs’ and what kind of solution should people expect from such an ‘anatomy of hoax’ under his watch as the Interlocutor. fire ground rules under the watch of the Union Ministry of Home Affairs. Hence, the intricacy of the ground realities in Nagaland cannot be solved simply by resorting to the Governor’s special responsibility under Article 371 A. In a four-page letter to the Chief Minister dated June 16, 2020, Governor Ravi observed how “day to day unrestrained depredations by over half a dozen organized armed gangs, brazenly running their respective so called ‘Government’, challenging the legitimacy of the state government without any resistance from the state law and order machinery has created a crisis of confidence in the system.” Arguing that the ‘scenario in the State is grim’ and ‘law and order has collapsed’, Mr. Ravi proposed to invoke a provision of Article 371 A. The Naga Rising would like to state that the relevance of the said clause in the statute book needs to be relooked in the changed political context. Citing what could be at best considered a relic from the past, the Governor assumes that his office has special responsibility with respect to law and order in Nagaland. The reference to ‘internal disturbances’ (as mentioned in Article 371 A) has lost its meaning since the
Government of India entered into a ceasefire with the Naga groups and rolled out a peace process. Moreover, the reference to internal disturbances in the Naga Hills Tuensang Area ‘immediately before the formation of that State’ do not exist anymore. Now therefore, the conditions of today that the Governor refers to—large scale systemic corruption and extortion, parallel governments etc.— are different from the ‘internal disturbances’ occurring prior to statehood. Today, the Naga people have invested their time and effort towards the political process to resolve the political issue peacefully and, therefore, the question of hostility does not arise. If there is ‘internal disturbance’, it is largely the sum of post-1997 architecture for which the GoI is equally accountable. Interlocutor Ravi should know that the GoI is equally answerable for the present state of ‘armed gangs’ roaming and operating under the watchful eyes of the ceasefire regime. Mr. Ravi may also answer who authorized the setting up of designated camps of the ‘armed gangs’ and whether they are the same groups he has been talking to and engaging with as the Interlocutor. A Relic from the Past Although Article 371 A (1) (b) remains in the statute

The Naga Rising will continue to oppose such policy and action through peaceful and democratic means. Though Article 371 A (1) (b) is a dead letter, there is no guarantee that this relic will not be invoked again in future and, therefore, The Naga Rising is of the strong view that the said clause should be deleted from the statute book. The Naga Rising upholds the Naga people’s stand that we as a society would never allow our rights to be trampled nor will it support the corruption of its democratic institutions, which has gone on for too long under successive elected governments since statehood. Benevolence versus malevolence
T
he letter vide D.O. No. G-02/1-00/REB dated June 16, 2020 of the Honorable Governor of Nagaland addressed to the Honorable Chief Minister of Nagaland which is in the public domain now is the biggest eyeopener during the decade. The letter is the epitome of benevolence and the existing governance in Nagaland is the very malevolence. Today’s governance in Nagaland is the malevolent in letter and spirit. The two nouns are the two sides of a coin and yet are completely contrary to each other. Such a bold letter should not have become necessarily an eyeopener for the fact that most of what the Honorable Governor has highlighted about the mis-governance are the common items of the food that the citizens of Nagaland in particular do consume it everyday and yet we have become immune to the wrong system which we have accepted as our culture and our skin has grown much thicker losing its sensitivity lest someone gives the pinprick. Whereas, it does mean that there were no misuse of public funds and other corrupt activities in Nagaland during the 70s and 80s. There were corruptions but not to the extent of dismantling the system of governance. Whereas, some 17 years ago, the elected authority began to allow itself to be diluted whereby the system of governance was transformed into degeneration and under which the people of Nagaland have accepted the haywire as a way of life. The law of the land was rendered to blindness, to toothless and mute. Thus, the law failed to see and identify what is right and what is wrong. The toothless law could not bite the wrong doers. The Rules of Executive Business, the Service Rules and the Anti-Corruption laws were arrested and imprisoned. Under such a system it became futile for any altruist to make noise against what has been going seriously wrong. Under such situation there has been competition amongst the exploiters, both the politicians and bureaucrats alike barring countable God fearing few, in taking undue advantage of the lawlessness. There have been corporate trends of exploitation and corruption. In the complete absence of reprisal against the corrupt, there had been certain DDO who went to the extent
of depositing the development funds for his/ her Department against his/her personal Account No. in the Bank, and yet there was no law against such practice. The flouting of rules and broad daylight robberies are considered normal and acceptable. Ultimately, Nagaland has become the safest haven in India for the corrupt people. Look at the deterioration of ground situation as these few latest instances are indicative of how the civil administrative authorities of today have placed the welfare of the public in shambles. Firstly, the Town Council of a town, fixed the rate of pork at Rs.270/- per kg. Meanwhile, the Town Council members noticed that certain butcher sold the pork flouting the fixed rate by charging higher rate taking the advantage of the ongoing lockdown. Eventually the Council members brought it to the notice of the very responsible administrative head asking for disciplinary action against the violator of the rule. To the surprise of the Council members, the officer helplessly said that he cannot prevail saying if the buyer of the meat can dole out Rs.300/- or Rs.1000/- per kg as the buyer wants to eat it. Secondly, a Sub-divisional head reportedly damaged some of his own chamber furniture and thrown away his files in his spirited zeal exhibiting that he is free to do anything in his office being the boss. Thirdly, the land and water source disputes were amicably settled between two neighbor Villages in a District several years ago. Of late, certain miscreants from a Village violated the agreement to which the other party retaliated. The authority of the Village to which the culprits belonged to, urged the District administration to book the culprits since they acted on their own without the knowledge of the Village. The District administrative authority remains totally indifferent and insensitive. Now, the aggrieved party has snapped power supply to the culprits’ Village and the road between them is blocked. The District administration most possibly desires to witness bloodshed. Fourthly, though rectified already under compulsion, the service regularization of the 27 contingency medical Doctors by the
HFW Department was a stark evidence of how the State of Nagaland is run today. That very decision of the Govt. was a brazen violation of the standing directive of the Court that such practice of recruitment was discontinued except through formal recruitment system in Nagaland. One can go on. The above instances are the specimen of how the field officers are dispensing their duties today in Nagaland. Barring those who dedicatedly sacrifice their best for the welfare of the people, the rest in every sphere are for the individual self at the cost of the State. Their philosophy is to be served and not to serve. The honest few are totally demoralized as they are all considered as obsolete. The rest consider the common man in Nagaland to be the lesser human being and therefore their welfares are immaterial. Those who possess this mentality remain namesake wherever they are posted and they are the virus licking Nagaland dry and lockdown the developments. Despite, only such people are calling shots and reckoned upon. In the letter of the Hon’ble Governor, nothing was exaggerated and probably that was the tip of the iceberg. The moral of the letter is that the PDA has virtually failed to rule the State of Nagaland though legitimately mandated. The letter, whether one likes or does not like it, has deeply dented the credibility of the ministry. It is indeed a bitter pill which is the right tablet so prescribed for Nagaland to swallow. Now, when PDA fails to rule under the weight of corruption, will there be a better alternative by which the welfare of the citizens of Nagaland can be salvaged? To me I do not see any better alternative which is trustworthy. We are now therefore sandwiched between the devil and the deep sea. However, I believe God has the answers. Nevertheless, pointing finger at one or the other alone will never be the answer to the question of how we bring about replenishment to the governance in the State of Nagaland. The need of the hour is reformation of Nagaland. Nagaland is desperately in need of overhauling. Under any circumstance, we have to rebuild the beautiful Nagaland. And rebuilding Nagaland

is neither anti-national nor anti-party nor antitribal. Rebuilding Nagaland is not the element of prejudice or malice. Rather rebuilding Nagaland is for our own interest and for our posterity irrespective of belonging to different political parties, to different tribes and to different regions. Rebuilding Nagaland has to be collective with transparency, with accountability and with confidence in one accord. Of all, in the fear of the Living God Nagaland can be repaired. Nagaland cannot afford to remain hesitant to repair the broken walls. Yet, in repairing the fallen walls of Nagaland there will be no dearth of challenges and opposition as it will be a direct confrontation between the benevolence versus malevolence. The formidable anti-change will be from the malevolent Samballat, Tobiah and Geshem who may like to retain the status quo, and yet, we cannot afford to consider such to be a deterrent. In fact, the change we are talking about is in the interest of those anti-change people too. Today, the opportunity for rebuilding Nagaland has come. I heartily congratulate the Hon’ble Governor of Nagaland for setting aside his personal comfort as secondary and taking that much trouble with the intent to bring about reformative measures into Nagaland for the sake of justice and equality for the people of Nagaland. The intervention is momentous and exemplary. I fully trust in the integrity of the Hon’ble Governor, and I believe he is passionate about redressal for the sufferings common man in Nagaland. If at all we mean by what we have been talking about change and reformation in the State of Nagaland at home, in Church and in political and social platforms, there cannot be greater opportunity than now. The fact is that what matters is the leadership, when the captain of the ship is capable, he will stir the ship to land at the next port safely. In the event of the citizens of Nagaland failing to appreciate and lend the requisite cooperation to the benevolent Governor, we will be the looser and not the Governor. Believers! According to India’s first Prime Minister Jawaharlal Nehru, who was instrumental in the creation of Nagaland, the special powers given to the Governor are to be ‘temporary’ i.e., they would become irrelevant as the situation normalizes. Official papers also indicate that the Naga delegates who were signatories to the 16-Point Agreement had wished that the special responsibility of the Governor would cease when normalcy returns were ‘recorded’. During the discussion in Parliament on the Thirteenth Amendment Bill and State of Nagaland Bill in August 1962, Nehru clarified to members about some of the doubts and concerns related to the 16Point Agreement and Article 371 A. Nehru himself said during one of the discussions that “some of the criticisms made were about the Governor’s powers”. According to Nehru: “It is a full-fledged State with certain temporary restrictions. NEW DELHI, JUN 30 (PTI): Indian and Chinese militaries on Tuesday held another round of Lt General-level talks with a focus on finalising modalities for disengagement of troops from several friction points in eastern Ladakh, government sources said. The talks took place at a meeting point in Chushul sector on the Indian side of the Line of Actual Control (LAC) in eastern Ladakh, they said. In the previous two rounds of talks, the Indian side pitched for restoration of status quo ante and immediate withdrawal of Chinese troops from Galwan Valley, Pangong Tso and a number of other areas. The Indian and Chinese armies are locked in a bitter standoff in multiple locations in eastern Ladakh for the last seven weeks, and the tension escalated manifold after 20 Indian soldiers were killed in a violent clash in Galwan Valley on June 15. The Chinese side also suffered casualties but it is yet to give out the details. In the talks on June 22,
the two sides arrived at a “mutual consensus” to “disengage” from all the friction points in eastern Ladakh. The Indian delegation at the meeting is headed by 14 Corps Commander Lt Gen Harinder Singh, while the Chinese side was to be led by the Commander of the Tibet Military District Major General Liu Lin. NEW DELHI, JUN 30 (PTI): The recovery rate of COVID-19 patients in the country is fast approaching 60 per cent, with the Union Health Ministry attributing it to collective and focussed efforts of the Centre and states for containment and management of the pandemic. As on date, there are 1,19,696 more recovered patients than COVID-19 active cases. The number of active COVID-19 cases stands at 2,15,125, while 3,34,821 patients have been cured/discharged. A total of 13,099 COVID-19 patients have recovered in the last 24 hours, the ministry said. “This has resulted in the recovery rate amongst COVID-19 patients further improving to 59.07 per cent,” it said on Tuesday. The number of diagnostic labs is continuously increasing and India now has 1,049 labs dedicated to COVID-19. These include 761 labs in the government sector and 288 private labs. According to the ICMR, a cumulative total of 86,08,654 samples have been tested up to June 29 with 2,10,292 samples tested on Monday.
NEW DELHI, JUN 30 (IANS): The Delhi High Court on Tuesday, while partly allowing the petition filed by environmentalist Vikrant Tongad, extended till August 11 time for giving suggestions and objections to draft Environment Impact Assessment 2020. A bench of Chief Justice D.N. Patel and Justice Prateek Jalan passed the orders while hearing Tongad’s petition which had sought extension of the timeline granted to the public to give suggestions regarding the EIA 2020, ending on June 30, to September 30 or till the time the Covid-19 lockdown subsists. The bench extended the time after the Environment Ministry failed to address the query of the court regarding “ambiguity” in its decision extending time till June 30 for giving objections and suggestions to its draft EIA 2020. Earlier, the High Court had observed that there is ambiguity in the notification concerned and had asked the Central government how it will be resolved. In the last hearing, the court had issued notice to the Centre to file its re-
sponse on the matter. On March 23, this year, the Ministry of Environment, Forest and Climate Change (MoEF& CC) published a draft notification on Environmental Impact Assessment and sought objections or suggestions from members of the public. However, due to the COVID-19 pandemic, the government extended the notice period until June 30 hoping that the lockdown would end, the plea said. “However, even this time is woefully inadequate, since cases of COVID-19 are on the rise, and there are still several restrictions of people’s movements and access to technology and resources. The extension notification itself is contradictory and unclear as to the exact duration of extension of notice period,” the plea said. The

New Delhi, JUN 30 (AGENCIES): A prisoner in Delhi’s Tihar jail stabbed another inmate to death allegedly to avenge the rape of his sister six years ago, police said on Tuesday. On Monday, 21-yearold Zakir stabbed Mohammad Mehtab (27), a resident of Nizamuddin, inside Tihar jail number 8/9. Mehtab was stabbed multiple times, including on his stomach and neck, by a sharp metal object by Zakir at around 6 am, police said. Zakir, a resident of Delhi’s Dakshinpuri,
was recently shifted to jail 8 from jail 5. The wounds on Mehtab’s neck were deep and he was given first-aid in the jail dispensary. He was then taken to Deen Dayal Upadhyay Hospital where doctors pronounced him dead on arrival. “During investigation, it was found that Mehtab was an accused in the rape case of Zakir’s minor sister in 2014. The girl reportedly died by suicide later,” Deputy Commissioner of Police (west) Deepak Purohit said. Zakir was recently
transferred to ward number 4 of jail number 8. Mehatab was already lodged in same ward on the first floor, police said. This transfer was done on the request of the accused as he had a fight with other inmates in his previous ward. He looking for an opportunity to take revenge from Mehtab, they said. When other inmates came out for morning prayers on Monday at around 6 am, the accused went upstairs and stabbed Mehtab with a knifelike object, the Deputy Commissioner of Police said.
Benzene gas leak at pharma plant in Vizag leaves 2 dead
V I S A K H A PA T N A M (AP), JUN 30 (PTI): Two people were killed and four others taken ill after benzene gas leaked at a pharmaceutical company at Parawada near here early on Tuesday morning, but officials said the situation was under control while the plant was temporarily shut. The incident occurred in Sainor Life Sciences unit at Pharma City but the situation was under control as the leak was restricted to one reactor unit, official sources said. The leak occurred when benzene gas was being pumped into the
reactor, they said. Chief Minister YS Jaganmohan Reddy enquired about the incident with District Collector V Vinay Chand and directed him to ensure better medicare to those undergoing treatment. The deceased persons were senior employees of the company, the sources said. However, the new officers replacing the two — S Murugan as South Zone IG and S Jeyakumar as SP — are tainted as well. A sexual harassment case against IG Murugan was one of the prominent controversies that the Opposition had used against the AIADMK gover nment. The alleged victim was a gazetted-rank woman officer who worked under Murugan.

He said there was no need for any panic and the leak was confined to only one unit. The shift in-charge and the chemist were the first to fall victim and it took a while before the other workers found them gasping for breath. They died on the way to the hospital. Four other workers working in the reactor unit inhaled the gas and fell sick. They are now undergoing treatment and are said to be stable. Vinay Chand constituted a four-member team of officials, led by the Joint Collector, to investigate the cause of the mishap. Chief Minister Reddy enquired about the incident with Vinay Chand, according to a release from the CMO. The Collector briefed him about the incident and the latter directed that better medicare be provided to the sick workers admitted to hospital.

At the time, Murugan was serving as the joint director of the Directorate of Vigilance and AntiCorruption (DVAC), a powerful position handling some of the high-profile corruption charges against senior ruling party leaders, including top ministers. Even though the state government had first opposed the move of transferring the case to another state, a division bench had issued the transfer order in August 2019. The alleged victim had approached the court after the department did not act on her complaint.

NEW DELHI, JUN 30 (PTI): Congress leader Rahul Gandhi on Tuesday took a swipe at the BJP over the rising imports from China and said the ruling party says ‘Make in India’, but buys from China. “Facts don’t lie. BJP does: Buy from China,” he said in a tweet along with a graph showing comparative volumes of imports from China during the Congressled United Progressive Alliance (UPA) regime and the BJP-led National Democratic Alliance (NDA) government, showing a rise under the current dispensation. Gandhi has been attacking Prime Minister Narendra Modi and his government over the India-China border standoff in eastern Ladakh, that led to the death of 20 Indian soldiers in a violent clash between the troops of the two countries. The former Congress president has also been attacking the government on the ‘Make in India’ initiative, alleging that it has “failed” to yield results.

Speaking to reporters in the border district of Poonch in Jammu, Singh said security forces have led many anti-terror operations in which a number of terrorists and their commanders were eliminated. Giving details, he said 128 terrorists have been killed during this year so far. Of these, 48 terrorists were killed in the month of June alone. “Out of 128 terrorists killed during this year, 70 belonged to the Hizbul Mujahideen, 20 each were from the Lashkare-Taiba (LeT) and the Jaishe-Mohammed (JeM), the rest were from other terrorist outfits,” he said. He said the two terrorists killed in an encounter with the security forces in Kashmir on Saturday were involved in the killing of a five-year-old child and a CRPF jawan last week. He said the terrorist launch pads were active in Pakistan and attempts were being made to infiltrate terrorists into India.

While revealing Government of India’s (GoI) arrogance, insincerity and unwillingness to settle the Naga political issue, NSF through its media cell alleged that the letter indicated that the governor planned to overthrow a democratically-elected government. While representing the aspirations of Naga students and youth spread across four States and two countries, NSF declared that it would not remain blind and mute to attempts by individuals to belittle and disregard the “internationallyrecognised movement”. The federation denounced and condemned the “disrespectful attitude” of Ravi towards Naga freedom fighters, adding use of terms like gangsters, extortionists, etc,

They recalled that Tseminyu (in 1948), Wokha (1945), Zunheboto (1947) and Peren (1949) were the four bench court headquarters, and all these had already been upgraded to district headquarters barring Tseminyu. New Delhi, Jun 30 (IANS): The government is going all out to ensure that liquidity concerns of the MSME sector are addressed on priority under its Emergency Credit Line Guarantee Scheme (ECLGS). As of June 26, 2020, public sector and private banks have sanctioned loans worth over Rs 1 lakh crore under the scheme, of which more than Rs 45,000 crore has already been disbursed. There has been a big jump in sanctions in just over a weeks time as the amount was Rs 40,416 crore is of June 18, with disbursement of Rs 21,028.55 crore. In a tweet, the Finance Ministry highlighted the achievement under the scheme that has been given with combined efforts of both private and public sector banks. "Loans worth more than Rs 1 lakh cr sanctioned in 37 days. 30 lakh+ borrowers under 100% Emergency Credit Line Guarantee Scheme(#ECLGS). Enabling #MSMEs to meet operational liabilities & restart their businesses," the tweet said. The ECLGS scheme is the biggest fiscal component of the Rs 20-lakh crore Self-Reliant India Mission package announced by Finance Minister Nirmala Sitharaman last month. To ensure that the scheme achieve its objective of providing adequate liquidity to the MSME segment during the current difficult period, the Finance Ministry has regularly held meetings with the banks. A Finance Ministry statement said that banks from both public and private sector have contributed to the success of the ECLGS. Of the over Rs 1 lakh crore sanctions, PSBs have sanctioned loans of Rs 57,525.47 crore whereas Private Sector Banks have sanctioned loans of Rs 44,335.52 crore. under ECLGS.

New Delhi, Jun 30 (PTI): The fiscal deficit during the first two months of the current financial year widened to Rs 4.66 lakh crore or 58.6 per cent of the budget estimates (BE) mainly on account of poor tax collection due to the lockdown to check the spread of coronavirus. Hong Kong, Jun 30 (IANS): Veteran Hong Kong opposition activists on Tuesday announced plans to defy a police ban on the annual July 1 pro-democracy rally and organise a march to protest against China’s national security law, which is expected to take effect the same day. The announcement came just hours after Beijing’s top legislative body passed the controversial law, which targets acts of secession, subversion, terrorism and collusion with foreign forces to endanger national security, reports the South China Morning Post (SCMP) newspaper. For the first time since the 1997 handover, the police on June 27 rejected an application by the Civil Human Rights Front to hold the march protesting the anniversary of Hong Kong’s return to Chinese sovereignty. The force cited public health risks related to the coronavirus pandemic and violence at earlier rallies organised by the Front. As of Tuesday, COVID19 cases traced to a major church in Seoul’s southwestern ward of Gwanak reached 31, while those tied to a church in Anyang rose to 23, reports Yonhap News Agency. Eight people related to a church in Suwon, which has more than 9,000 congregants, tested positive for COVID-19. Moreover, at least 14 cases linked to Gwangleug Temple in Gwangju were reported. They are the first coronavirus infections stemming from a Buddhist institution amid the nationwide outbreak in South Korea.

In a message issued late Monday evening, the BLA said the purpose of the attack was to simultaneously target Pakistan’s economy and China because of its involvement in Balochistan. Dhaka, Jun 30 (IANS): The death toll from a boat capsize in Bangladesh’s Buriganga river has increased to 33 after another body was recovered on Tuesday, authorities said, adding many other passengers were feared missing. The body was recovered when the sunken vessel was being pulled out of water, The Daily Star newspaper quoted Anisur Rahman, duty officer of Fire Service and Civil Defence, as saying. The boat, Morning Bird, which was en route to Dhaka from Munshiganj, capsized on Monday morning after it was hit by another vessel, Moyur-2 near Sadarghat launch terminal. It was reportedly carrying over 100 passengers, according to local police. The police said that a novice was allegedly at the helm of Moyur-2 when it slammed into the boat causing it to capsize. Seven people have sued on charge of negligence. The highly polluted Buriganga river forms a part of the main waterway connecting Dhaka with other parts of the country, Efe news said in a report.

The report, by China scholar Adrian Zenz, was based on a combination of official regional data, policy documents and interviews with ethnic minority women in Xinjiang, the BBC reported on Tuesday.

Karachi, Jun 30 (PTI): The purpose of the attack on the Pakistan Stock Exchange was to simultaneously target the country’s economy and China because of its involvement in Balochistan, the banned separatist group Balochistan Liberation Army has said while claiming the responsibility for the terror strike. Four heavily armed militants on Monday made a brazen attempt to take over the Pakistan Stock Exchange (PSX) building here, killing three security guards and a police officer before being shot dead by security forces. The militants, who arrived in a car around 10 am, opened indiscriminate fire and lobbed grenades at the main gate of the multi-storey building situated in the city’s high-security commercial hub as they tried to storm it. Armed with automatic machine guns, grenades and explosives, they tried to enter into the compound leading to the PSX building through a parking lot but security forces foiled their attack within the compound itself. After the attack, the BLA in emails to media outlets confirmed that its Majeed Brigade had carried out the strike. It also posted pictures of the four militants.

BEIJING, JUN 30 (PTI): A day after India banned 59 apps with Chinese links for engaging in activities which are “prejudicial to sovereignty and integrity” of the country, China on Tuesday voiced strong concern over the move, and said the Indian government has the responsibility to uphold the “legitimate and legal rights” of international investors. ‘IPL should cut ties with China’
New Delhi, Jun 30 (PTI): Kings XI Punjab coowner Ness Wadia on Tuesday called for a gradual end to Chinese sponsorship in the Indian Premier League amid escalating tensions between the two countries owing to the violent clash in eastern Ladakh earlier this month. Calls for boycotting Chinese products have intensified after 20 Indian soldiers were killed in the Galwan Valley clash on June 15. The Chinese have so far refused to share details of the casualties they suffered. The incident prompted the BCCI to call a meeting of the IPL Governing Council to review Chinese sponsorships but that meeting is yet to take place. On Monday, India banned 59
Chinese apps. “We should do it (sever ties with Chinese sponsors in IPL) for the sake of the nation. Country comes first, money is secondary. And it is the Indian Premier League, not the Chinese Premier League. It should lead by example and show the way,” Wadia told PTI on Tuesday. “Yes it would be difficult to find sponsors initially but I am sure there are enough Indian sponsors who can replace them. We must have all the respect for the nation and our government and most importantly for the soldiers who risk their lives for us,” said the known Indian businessman. 6 Pak players test negative for COVID-19 Lahore, Jun 30 (PTI): Six Pakistani cricketers, who were found to be COVID-19 positive ahead of the team’s departure for England last week, have now tested negative for the second time in three days making them eligible to join the squad in the UK. Fakhar Zaman, Mohammad Hasnain, Mohammad Hafeez, Mohammad Rizwan, Shadab Khan and Wahab Riaz have been found negative in the latest round of testing conducted by the Pakistan Cricket Board. “The players were retested on Monday, 29 June, following a first negative test on 26 June,” the PCB said in a statement on Tuesday. Of these, Hafeez caused quite a stir when he got himself tested at a private facility, which found him negative just a day after the first PCB test put him in the infected list. Kashif Bhatti, Haris Rauf and Imran Khan and Haider Ali still remain in quarantine. In all, 10 Pakistani players were found coronaviruspositive before the team left for England on Saturday.

The two European elites conducted lengthy negotiations over the deal which will see Juventus pay Barca up to 82 million euros for Arthur, while Pjanic moves in the opposite direction for a 60 million euro fee, plus five millon euros in variables, reports Xinhua news agency. “FC Barcelona and Juventus FC have reached an agreement for the transfer of player Arthur Melo. The Italian club will pay 72 million euros, plus 10 million euros in variables,” read a Barcelona statement. The Spanish club then announced Pjanic’s arrival later on Monday. The 30year-old will sign a four-year contract until the end of the 2023-24 season, with a buyout clause of 400 million euros. New Delhi, Jun 30 (PTI): Sports Minister Kiren Rijiju on Tuesday unveiled National AntiDoping Agency’s first mobile app to provide information about prohibited substances and their inadvertent use, calling the initiative an important step towards dope-free sports. The app aims to create a bridge between athletes and the NADA by providing easily accessible information on various aspects of sport, and most
importantly about prohibited substances and their inadvertent use which may affect the career of athletes. “It is a very important step for Indian sport because we are working towards clean sports and the first step in that direction is to create awareness and provide relevant, accessible information to athletes so that they know which medication or substances are not to be used by them,” Rijiju said during an online
launch of the app. “With this app, athletes can check for themselves the list of prohibited substances and don’t have to depend on anyone else for assistance,” he added. The app also has exhaustive information about whether a specific commonly-prescribed medicine contains any substance that is prohibited by NADA, therefore helping athletes and coaches to decide which medicines athletes can consume in case they are unwell. To ensure a smoother, quicker process of dope test for athletes, the app allows doping control officer to record their availability to conduct a test through this app, a release said. The NADA India App is available in Google store for all athletes and coaches to download. The launch was also attended by Sports Secretary Ravi Mittal and Director General of NADA Navin Agarwal.

Champions Half of Tokyo residents opposed to Olympics League still on, Tokyo, Jun 30 (Agencies): A new survey has found that more than half of Tokyo residents do not want the postponed Olympic and Paralympic Games to be held next year. Tokyo 2020 has been moved back to 2021 due to the coronavirus pandemic, but doubts remain about the Games going ahead. The survey, carried out over the phone by Kyodo News and the Tokyo MX television channel, was taken by 1,030 people. It found that 51.7 per cent want the Games to be postponed again or cancelled, with 46.3 per cent wanting the re-arranged Tokyo 2020 to take place. Out of those who are opposed to next year, 24 per cent said they would favour a second postponement. This option has been repeatedly rejected by Tokyo 2020 and International Olympic Committee officials, however. Complete cancellation was backed by 27.7 per cent. Zurich, Jun 30 (Agencies): UEFA currently sees no need for a plan B for the Champions League final tournament due to be held in Lisbon, despite several suburbs of the Portuguese capital preparing to go back into lockdown as coronavirus cases surge again. “UEFA is in permanent contact with the Portuguese Football Association and the local authorities,” the governing body told French sports daily L’Equipe. “We hope that everything will go well and that it will be possible to organise the tournament in Portugal.
