India awakes to GST NEW DELHI, JUN 30 (AGENCIES): At the stroke of the gong, current tax rates were replaced by Goods & Services Tax (GST) rates. It was the fourth time since Independence that an event was held at midnight. The last three celebrated India’s Independence and that is among the reasons that the Congress has listed for boycotting the GST launch. Several other opposition parties too stayed away. GST, which replaces a slew of indirect taxes with a unified tax, is set to dramatically reshape the country’s 2 trillion dollar economy. In his speech President Pranab Kumar Mukherjee recalled that the launch began its journey 14 years ago. He said GST was first mooted 2006-07 but since it involved a lot of reforms and involvement of states, it was assigned to Empowered committee of state finance ministers. He said introduction of GST is a momentous because personally he had introduced constitutional amendments bill in 2011 and involved in design and implement of empowered committee of finance ministers. Prime Minister Narendra Modi in his speech said
PAN-Aadhaar linking valid till further notice
NEW DELHI, JUN 30 (AGENCIES): The income tax department has said permanent account numbers that are not linked to Aadhaar by July 1 will not be cancelled, stepping in to calm the panic caused by a notification issued on Wednesday. “There is no need for any panic. PAN will not become invalid after June 30,” Sushil Chandra, chairman of Central Board of Direct Taxes (CBDT) told ET. The board will notify a date later on when PAN without Aadhaar will not be valid, he said. “Every person who has been allotted permanent account number as on the 1st day of July, 2017 and who in accordance with the provisions of sub-section (2) of section 139AA is required to intimate his Aadhaar number, shall intimate his Aadhaar number to the Principal Director General of Income-tax (Systems) or Director-General of Income-tax (Systems) or the person authorised by the said authorities,” a government notification earlier this week said. People rushed to link their Aadhaar with PAN believing that June 30 was that last date. The department will provide a date by which this linking has to be completed failing which unlinked PANs will be declared invalid.

it was a “coincidence that even Gita has 18 chapters and after 18 meetings of the GST Council, the tax reform is becoming a reality.” PM Modi said, “The launch of GST sets path for India’s future journey.” “At the midnight hour, we are all set to decide the future journey of this country. In some time from now, the country will start a new journey. The 1.25 billion people of this country are witness to this historic event. The process of coming up with GST is not about economics alone, the entire process is testimony to our belief of cooperative federalism. I am thankful to everyone for coming here to witness this event,” PM Modi said in the Central Hall of the Parliament. In his speech, union fi-
nance minister Arun Jaitley said a 15-year journey bears fruit today. Citing cooperative federalism, Jaitley pointed out that there was no need to have a vote on any decision at the 18 GST Council meetings. “There were 24 regulations made. Without any dissent, each commodity tax was decided. There were two principles behind it. Revenue should be neutral and that the poor should not be burdened,” he said. Arun Jailtey said consensus at Council showed India can rise above petty politics. Jaitley praised the efforts to reach consensus in the GST Council. “The consensus-based work on GST Council that India can rise above petty politics,” Jaitley said.

All eyes for VP polls: BJP may PSAN to stage protest against pick nominee from NE/South illegal appointments on Jul 3
NEW DELHI, JUN 30 (AGENCIES): With the Election for the Vice President scheduled to be held on August 5, the names of probables being floated are all in the realm of speculation, some BJP leaders said that the party may zero-in on a leader from the North East or South India. Choosing a prominent leader from any of the Northeast states will help BJP send across a message to the region and help in improving its political footprint in the region. Unlike the South-where selecting a leader from one state may not have much resonance in the other three states-- the whole of NorthEast will be influenced if the next vice-president is from the region, some senior party leaders maintain. However, getting a true blue saffron politician from the NorthEast may be an issue for the BJP despite some Sangh organisations being very active for decades in the region. Earlier, the names like present Odisha Governor and former Nagaland chief minister, Dr. S.C Jamir was doing the rounds in the RSS circle of the North East. “There is a list of can-
didates for the post of vice president [with the government] but we are supporting the candidature of former Nagaland chief minister S.C. Jamir,” an RSS pracharak told The Wire from Shillong earlier. I have had discussions with the central leadership of RSS on this issue and we have their support.” Besides being a five-time chief minister of Nagaland and veteran Congressman, 87-year-old Jamir, “is suited for the post as he is a patriot, never supported the separation of the Naga people from Bharat,” said the pracharak. On the other hand, BJP leaders feel if Modi and Shah were to choose a leader from the South for the V-P post, then C Vidyasagar Rao, Governor of Maharashtra who has additional charge of Tamil Nadu, stands a good chance. A lawyer-politician, Rao has served as minister of state in the Atal Bihari Vajpayee government. With a Dalit leader set to become President and Prime Minister Modi belonging to the backward caste, it is likely that the V-P will not be from these two sections.

KOHIMA, JUN 30 (NPN): Consequent upon the failure of the state government to respond to the ultimatum served on five departments on June 1 last, the Public Service Aspirant Nagaland (PSAN) has decided to stage a ‘sit-in protest’ on July 3 at the Nagaland Civil Secretariat main gate Kohima, from 10 a.m. against all illegal appointments in government departments. Addressing media persons here at Hotel Ariel, PSAN members appealed to all right thinking citizens and Naga elite and intellectuals to join the sit-in protest. PASN members highlighted the charter of demands, submitted to the Governor, chief minister and chief secretary, demanding immediate revocation of the P& AR office memorandum No.Ar-5/ASSO/98 dated August 11, 2016 (point no 3), wherein it was stated that all government employees appointed on contract/ adhoc basis shall be taken up for regularization on completion of three years of continuous service.
PSAN demanded that government should not regularize all those posts which fell under the purview of NPSC and that the government strictly adhere and implement P&AR OM.AR-5/ ASSO/98 dated June 6, 2016 which banned all contractual appointments. PASN demanded immediate termination of all backdoor/contractual appointments that came under purview of NPSC and immediate requisition of all posts with a grade pay of Rs. 2800 and above to NPSC for direct recruitment. PSAN demanded immediate end to rampant deputation on political grounds and for free, fair and open competition for entry into offices under the state government in accordance with article 16 of the Indian constitution. PSAN convenor Nitoka lamented that the number of posts advertised under NPSC was decreasing each year and government itself failing to follow its own office memorandums. PSAN member Ngukato K. Tsuidu pointed out that members were sup-
posed to be at study but they were compelled to come out because the system has reached such a stage. Tsuidu said while filing RTI, departments were elusive and tried to avoid providing information. PSAN members also took affront to the behaviour of some PIOs and administrative heads who asked personal detailed of members.
Detects anomalies
Meanwhile, PSAN on Friday, revealed various anomalies in five departments as per replies to RTI queries in– Rural Development department, Treasuries & Accounts, Art & Culture, Home department and Labour Employment department. PSAN showed documents obtained through RTI, which showed that 11 posts of DO/RDO/APO(Class-I Posts) were filled on contract basis while 11 posts of BDO/RDO/APO(Class-I) posts were held by those under deputation. PSAN pointed out that as per P&AR memorandum issued on August 30,2011, (Cont’d on p-7)
NLA committee meet
DIMAPUR, JUN 30 (NPN): Neiba Kronu, MLA and chairman Committee on Subordinate Legislation (CSL) has called for the first meeting of the committee on July 7 at 11 a.m. in the committee room of the Nagaland Legislative Assembly (NLA) secretariat. In this regard, all members of the Committee on Subordinate Legislation have been requested to attend the scheduled meeting positively.
Corrigendum
DIMAPUR, JUN 30 (NPN): Apropos the news item published on June 30 “19,727 duplicate names detected in e-roll: SEC”, it should be read as office of the Chief Electoral Officer Nagaland reportedly detected 19,727 duplicate names/ multiple entries in the electoral roll. It was also stated that CCTV cameras would be installed only at the critical/sensitive polling stations and not as published.
NPF attacks NPCC’s statement DIMAPUR, JUN 30 (NPN): Hitting back at the NPCC for criticizing chief minister Dr. Shürhozelie Liezietsu, the NPF central media & press bureau said that the Congress party was “hell bend for leather to show the discerning public its fantastic ignorance of the Indian parliamentary norms and procedure by calling the chief minister as “unmandated” when the 60-member House has endorsed his leadership.” NPF reminded NPCC of the Constitution, which provides that an unelected member can head the House/ Parliament provided he/she gets elected within a period of six months. It said the same had happened before in Nagaland in 1987 when Hokishe Sema was sworn-in replacing SC Jamir, and in 1990 when Vamuzo was sworn-in when they both were not being members of the Assembly. NPF further
took a dig at the Congress for conveniently forgetting the cases of Congress Prime Ministers PV Narasimha Rao (1991) and Dr Manmohan Singh (2004), who were not members of either Lok Sabha or Rajya Sabha at the time they were sworn in. NPF said the way in which NPCC was looking at the appointment of Khriehu Liezietsu as advisor to CM from the jaundiced eyes, seemed to have permanently afflicted them with the disease, saying: “It would appear to the party (Congress) as if it is an act of “nepotism in the state to greater heights” surpassed only by the Mother-Son duo of its High Command surrounded by a coterie of sycophants grovelling and falling over each other in their mad rush to please the Mother-Son duo.” NPF categorically stated that the fact of the matter behind the Khriehu’s ap-
pointment, with Cabinet status, was due to the demand of the party functionaries who felt that the sacrifice of vacating his seat in the larger interest of the NPF-led DAN government should not go unappreciated. NPF said there was a clamour of demands to reward him for making the supreme political sacrifice at the CEC meeting on June 14 last, and accordingly, the appointment was made. Therefore, NPF said this political, co-terminus appointment should not be equated in any way with exempting one’s son-in-law, a wheeler-dealer in real estates, from security frisking in all the Airports in the country when the UPA was in power at the Centre. NPF said the Congress party, which is on the verge of falling into political oblivion with no allies or helping hand insight, seemed to (Cont’d on p-7) K Y M C

SATSU-MTSWU standoff leaves passengers in lurch
Passengers walking with child and luggage between Khuzama and Mao gate on June 29. Correspondent
KOHIMA, JUN 30 (NPN): Passengers travelling between Khuzama village (south point terminus) and Mao gate had a harrowing time on Thursday as there was no passenger vehicle plying between Khuzama and Mao gate due to unresolved standoff between Southern Angami Tata sumo union (SATSU), which is affiliated to All Nagaland Taxi Association (ANTA) and Mao Tata Sumo Welfare
Union (MTSWU) affiliated to Senapati District Taxi Welfare Union (SDTWU). With no taxis, the commuters including children and women were compelled to walk 2 ½ km with their luggage. A man told Nagaland Post that his family members were compelled to walk with three bags for more than 2 km. He said they were unaware of such situation and learnt only on reaching the taxi stand. The aggrieved commuter appealed to both the parties
(tax unions) to sort out the problem so as to avoid such inconveniences caused to passengers. Lamenting that thousands of passengers were facing hardship daily due to the current impasse, the passenger appealed to the responsible authority to take up the matter at the earliest and resolve it. When contacted, MTSWU president, Kosiihrii Kenneth, admitted that the union had stopped all the vehicles ferrying passengers between Khuzama and Mao gate from June 26 in protest against SATSU volunteers disallowing the national permit vehicles of Senapati district to ply between Mao-Kohima and Senapati-Dimapur. He alleged that SATSU volunteers stopped all the zonal taxis (even with valid permit) to ply since May 8. Kenneth said the volunteers even stopped national permit vehicle from June 6. On other hand, SATSU president, Nozosal, told informed this correspondent that the inconvenience
caused to passengers coming from Manipur and Kohima were due to MTSWU restriction otherwise the Khuzama south point terminus is for both MTSWU and SATSU. On asking why Zonal taxis of Senapati district with valid permit from RTO Kohima were restricted, SATSU president said the members should ply in their respective areas.

government, he said that the government has done a lot of good work and was committed to achieve milestones of success in the coming years. The BJP national leader further stated that the present government would be remembered forever by the people of the state for its outstanding performance in such a short period of time. Stating that education was the key to the progress and development of a society, he said that Manipur should strive to achieve 100 percent literacy rate under the new government.
He further said that just in 100 days, the government has constructed more than 60 school buildings in the state. Complementing that the state government is focusing on providing good educational infrastructure to the people, he opined that the state would also produce teachers with dedication and vision. Sharing the achievements of the state government’s first 100 days, chief minister N Biren Singh urged the people to grasp the benefits from the newly launched welfare schemes or programmes. Highlighting that the government is fully committed to work 24X7 for the progress of the state, he said that the government will not lose its momentum towards achieving growth and development of the State. “Implementation is the most crucial part of various schemes,” the chief minister said while urging the concerned officials of different departments to monitor and review the progress and implementation of the schemes or programmes.
NE govts should create scope for investment: US envoy
GUWAHATI, JUN 30 (AGENCIES): US Consul General in Kolkata Craig L Hall said that sectors like agriculture, tourism, infrastructure, power, etc, in Assam and other north-eastern states provided ample scope for investment and it was for the governments in the region to create the required atmosphere for prospective US investors. Hall added that the region’s proximity with the South Asian nations was another big plus that could open up exciting vistas if some thought was given to it. “The North-east’s strategic location accruing from its proximity to several South Asian countries is replete with possibilities. It can well emerge as the gateway to South Asia if the governments can get their act together. The US can also do its bit here, as it wants to extend its influence to South East Asia through the North-east,” Hall told The Assam Tribune. The US envoy felt that connectivity in terms of road, rail and air in the North-east was not up to the level of rest of India and said that it warranted government intervention. “I understand that connectiv-

ity is a key issue here, and the governments need to address it,” he said. Asserting that US-India ties had been on an upswing for quite some time and the recent Modi-Trump meeting gave it a further impetus, especially in matters of security and fight against terror, Hall said that education and economic ties, too, had been the focal points in Indo-US bilateral cooperation. “Educational and economic ties have been central to IndoUS relations for decades. This is born out by the huge presence of Indian students across our educational campuses. The number of Indian students in the US has seen a record rise to 1,66,000 as of now”.

Itanagar, Jun 30: In a digital step that would make hassle free entry possible for domestic visitors into Arunachal Pradesh, hief minister Pema Khandu on Friday launched the e-Inner Line Permit (eILP). Inner Line Permit is an official travel document issued by the central government to allow inward travel of an Indian citizen into a protected/restricted area for a limited period. The permit system, which is still in force in Nagaland as well as Mizoram and Arunachal Pradesh, derives from the Bengal Eastern Frontier Regulations, 1873. It is obligatory for Indian citizens not residents of those states to obtain permit for entering into the restricted areas. Congratulating the department for the ‘historic’ initiative, Khandu expressed optimism that with the hassle-free and paperless system there would be a significant increase in number of visitors to the state as they will now avail ILPs from their homes without having to go to the

Consuming and expecting
A
recent newspaper report says Prime Minister Narendra Modi wants to take the core message of the Goods and Services Tax (GST) to every part of the country even as the government begins to implement the new tax from July 1. Political windfall of GST is one of the factors for which the government has been aggressively pushing for the July 1 deadline among others. After nearly one and half year, prime minister Modi began pitching for GST sometime in the middle of last year. This is because pitching the GST would benefit the vast populations of the poorer Indian states in particular where more than 60% of BJP’s Lok Sabha seats come from very poor, consuming states which will greatly benefit from the new tax. UP will probably be the biggest beneficiary of this consumption-based tax and will probably see a major increase in revenue collections in the years to come. This is bound to help the party spend more on welfare and infrastructure in UP. So it makes sense for the government to aggressively pitch the GST as something which will generally benefit the states with the largest concentration of the country’s poor. The GST is a good idea which was introduced by the UPA in 2011 but could not make it through since the then government did not have the numbers in parliament and because the BJP had totally opposed it. By and large, the fallout of the GST on the north east is expected to be beneficial to some extent since the north eastern region that has little or no economic foundation and continues to grapple with rising expenditure and dwindling revenue incomes. It is in this context, that states like Nagaland, need to do some serious rethink on their respective welfare oriented programmes that bring a lot of central funds. Merely expecting some temporary benefit from GST cannot be the source for sustenance of a state that has become a consuming state with rising deficit and stagnating economy. The north east states are dependent upon the quantum of funds which are allocated by the NITI Aayog. The financial problems of the north eastern states differ in magnitude with regard to the respective crisis. States like Nagaland, where financial management has been like a game of playing with figures to hide the uncontrolled expenditure and diversion of funds, have no money to put up as their share for central fund for projects etc. Borrowed money used for non-economic projects such as construction of grand government buildings have to be restrained to the barest minimum necessity. Nagaland has yet to create a stable economy owing to the peculiar nature of government policies that are essentially loaded in favour of welfare and infrastructure development. If these basic infrastructures remain under achieved even after so many decades and so much money spent, then there is little that can be expected of being able to lay the foundation for economic development. Lack of economic foundation is a primary need as it provides a level playing field for every enterprising citizen, be it youth, mature or old. The first major change of financial governance is knocking at the door. A consuming state needs to also cut its cloth according to its size otherwise it will be in for a grave financial and political fallout.
DailyDevotion Do It Now!
Agree with your adversary quickly… —Matthew 5:25 In this verse, Jesus Christ laid down a very important principle by saying, “Do what you know you must do— now. Do it quickly. If you don’t, an inevitable process will begin to work ‘till you have paid the last penny’ (Matthew 5:26) in pain, agony, and distress.” God’s laws are unchangeable and there is no escape from them. The teachings of Jesus always penetrate right to the heart of our being. Wanting to make sure that my adversary gives me all my rights is a natural thing. But Jesus says that it is a matter of inescapable and eternal importance to me that I pay my adversary what I owe him. From our Lord’s standpoint it doesn’t matter whether I am cheated or not, but what does matter is that I don’t cheat someone else. Am I insisting on having my own rights, or am I paying what I owe from Jesus Christ’s standpoint? Do it quickly— bring yourself to judgment now. In moral and spiritual matters, you must act immediately. If you don’t, the inevitable, relentless process will begin to work. God is determined to have His child as pure, clean, and white as driven snow, and as long as there is disobedience in any point of His teaching, He will allow His Spirit to use whatever process it may take to bring us to obedience. The fact that we insist on proving that we are right is almost always a clear indication that we have some point of disobedience. No wonder the Spirit of God so strongly urges us to stay steadfastly in the light! (see John 3:19-21). “Agree with your adversary quickly….” Have you suddenly reached a certain place in your relationship with someone, only to find that you have anger in your heart? Confess it quickly— make it right before God. Be reconciled to that person— do it now!

Post-mortem
Men Vs Women: A Challenges & blessings M any spouses present gifts to each other on Father’s Day and Mother’s Day respectively and fight the next day with regard to the nature of the gifts. This is the other side of the story of men and women who rub their shoulders against each other. Getting along with one’s spouse is a challenge and blessing. The ability to live together as wife and husband sharing joys and sorrows of life brings greater happiness to the family. In this journey, over assertion of one’s right as husband or wife will only lead to sour and bitter family life. There are many women who strongly assert their rights and privileges in the society but fail to be good wives or mothers inside their homes. Men and women are known to be ‘complementary sex’ but they possess vast opposite nature. Therefore, when the opposite nature overwhelms either of the partners, there is misunderstanding in the family. When such incidents become habitual, the spouses begin to live their own life away from each other in the form of separation or divorce. There are many victims of this diversified life. This type of life has not spared our Naga society. It is well noticed in many society that many divorced women become social activists. The frustration of life is sometimes
“
A pessimist sees the difficulty in every opportunity; an optimist sees the opportunity in every difficulty.” — Winston Churchill One who thinks positive he will not shackle by the glitches towards the path of success. Confidence, determination, perseverance, and hard work derive from the positive attitudes which ultimately nod the roadways to success or leads you a suitable answer. Positive attitude manifests constructive as well as creative thinking. It helps to regain energy, and finally accomplishes the coveted goal. Positive thinking is a practice of optimism, hope and belief. One would feel cozier to cope up more easily with the daily affairs of life. It makes easier to avoid worries and negative thinking. Positive attitude canbe developed. A child who watches his parents’ hard work may develop more or less a similar attitude. Parents have a greater role to play in front of their offspring. They must display confidence, self-belief and hope, especially in difficult situation, so that the children imitate these qualities. They must be taught
unbearable. Such women become hyper active in the society to substitute their brokenness. The shattered family life that haunts them day and night give a driving force to their works. Therefore, they either turn workaholic or misandrists instead of mending and healing themselves. Those at the front of social life are often a failure in family life. When the complementary substance of men and women give way to opposite element, they contradict each other in nature more than being together. To get along with self-righteous women is harder than sitting inside the refrigerator. Men are tough and strong, but when women choose the other side of life without men, they can move mountains by their words and deeds. They can crush men under their feet and still find some satisfaction in their personal life. A sharp double tongue women can bring down fire and smoke even on rainy days in their work place. Likewise, many men easily swallow the words of their spouse because they are used to such life. But to move about in one’s workplace like tigress will only invite darker image of oneself. The past thorny life is re-activated by the present behaviour. In the present scenario of Nagaland, women are given much importance. The role of forming
the family and society in the cultural and religious perspective is beyond the comprehension of men. This is less done by men. I am sure no man is totally against woman or vice-versa. Living a balanced life; a life fitting to be human beings before you are man or woman is necessary. In the strong assertion of one’s rights, we fail to be adaptable human beings. Failure in this aspect hampers our growth and relationship in the social and religious functioning. No right is bought or given neither it is sold or exchanged. It is only discovered and enhanced by the individual person. Therefore, searching for one’s right outside as though it is locked beyond the village gate is ridiculous. We live in a society where men and women exist. Therefore, it is our responsibility to shower equal rights and privileges as per the needs and abilities of the person. The male species need not victimize the female class for their own advantage. Likewise, the female group need not hate men in their search for better identity. The society provides equal space for all to grow. Respect for each other will pave the path for better realization of rights and privileges. Therefore, let us not miss the opportunity of growing together as children of God. Rev. Fr. G. L. Khing, Kohima, (tisislawkhing@gmail.com)
of my life. I felt God had something better in mind for me.As I was listening him forall the years, who used to say “stay positive, relax, and just go with the flow at the end all the dots will connect each other”. He knew about our financial status at that very critical juncture. We were broke and also no quarter left to borrow. Survival was the prime aspect in front of us and the rest were secondary. So I kept my coolduring this transition period and also thought of a small business to meet with our day today expenditures. As per my father’s advice I communicated a saw mill owner and did a mutual agreement with him to sell fire woodsin our locality. The condition was to sell and pay his dues. I did it happily from our home and somehow I could mitigate our financial crunch. My father was a skilled artisan. He made a lot of beautiful handicrafts out of wastages. As per his wish I didn’t mind to provide with his required materials whatever he needed. Thus he got a sense of satisfaction & accomplishment. He spent not only a few months as we expected but also for five long years he couldhold
his breathrather hepresided over us from his 4X6 bed as a head of our family. He was an undaunted fighter and also a source of inspiration. He tried not to let his physical and mental conditions run by the poignant life. That was possible only because of his adherence of positivity. I was fortunate enough to learn some integral lessons of my life with the flow of ups and downs.I gained more than I lost. To develop positive attitude, just refuse to look at them when negative thoughts knock at your mind. Just push them out with your happy thoughts; otherwise it would be a dustbin of negativity. It’s a matter of choice. Choose to be optimistic. Search for good reason to smile very often. Have faith in yourself and try to associate with good people to walk with. “The way you sow so you reap”. One needs to adopt the attitude of positive and rational thinking in everything one do. I would like put forward a classic example of looking at a glass, and thinking of it as either half full or half empty. It is neither right nor wrong to justify, however, the sensible way to look at

s per the above mentioned column, it was par ticularly mentioned that T.N. Manen IAS (Retd) and his group has -done the eviction drive. Where as it was jointly done by the land owners’ action committee. In this regard on 14/6/17 a notice was served by the land owners to remove all construction and developmental works illegally carried out by the most illusive person Agustin Kramsa and his clients. However even after serving that eviction notice they did not comply to the order. Therefore on 23/6/17 the land owners had done the action against fictitious individual /Agustin’s clients by burning down the temporary houses that has been illegally constructed by the self style G.B of unrecongnized “AK Model Village” under Nahorjan Village jurisdiction, meanwhile during enquiry it has known from reliable source that Agustin Kramsa had branded T.N. Manen and his group as the main accuse. Besides it has learned that Agustin and his client had forcefully made the area G.B.s to put their signature in support of his clients. Therefore, out of fear to Agustin’s group and for the safety of their families, finally they were compelled to sign on the paper he has written inspite of the fact that agreement was made between Agustin and

the importance of being positive. There is no better education for a child than watching his/her parents come out of a tough situation by means of their hard work.Likewise, the role of teachers in building the confidence of students and telling them about the importance of positive thinking is also vital. Students are encouraged by teachers for their hard work by appreciating, patting, guiding and rewarding those who make it and rebuke or warn those who are not serious in their studies to improve their score line. Here’s a true story I would like to put forward as to how I came out of my mental commotion because of the positive state of mind I inculcated. I haveundergonea lot of difficulties while my father was almost confined to his room due his chronic kidney disease. My life came to a pause all of a sudden. We nearly lost hope of his survival after a tiresome marathon treatment and kept treating him as our guest for a couple of months. I had to be with him like a shadow all the time due to which I could not sit for the class X final exam and also lost two consecutive academic years
ith the enactment of the Food Safety and Standards Act 2006, all food items produced in the country are required to meet a certain level of quality standards in terms of hygiene prescribed. The main slaughter house in Wokha with respect to infrastructure, hygiene and meat inspection is apparently absent and the risk of airborne diseases remains high. Further compounding to the already sorry state of affairs, the authorities in charge of looking after the hygiene of the said slaughterhouse dumping the entire waste of the town some few feet away from the slaughterhouse paints a picture of irresponsibility in the highest regard . Piles of littered waste and heaps of smouldering plastics being burned adds to the already unbearable stench caused by the discrete disposal of intestinal excreta and rotting meat

carcasses lying in and around the slaughterhouse. Forget about residues in meat derived from environmental pollutants, veterinary drugs, growth-promoting agents and illegal preservatives. The main slaughter house which is more than 50 years old is still without adequate basic amenities such as proper flooring and clean water supply etc. Ideally the floor of the slaughterhouse should be hard concrete and impervious, to reduce dirt in the slaughterhouse and allow drainage and ease of cleaning etc and etc... In short, here are some few suggestions which can be taken into account for raising the standard of the said slaughterhouse : •The district authority should look into the current practice of dumping and burning of wastes by the town council in close proximity of the slaughterhouse
•The disposal of effluents (from the slaughterhouse) into the Mahando river should not be allowed as it contaminates the river as well as the surrounding areas . •Meat contamination during skinning and eviscerating usually can be kept minimal if simple equipment for carcass suspension is available, such as wall hooks or racks with hooks or gambrels attached to an overhead rail. •An abundant supply of potable water as well as adequate facilities for treatment and disposal of intestinal waste and carcasses is important. •The slaughterhouse should be situated away from residential areas. •The land acquired for the proposed slaughterhouse should be sufficient to permit future expansion as overcrowding of facilities ultimately give rise to all of the above mentioned problems. the village community. Upon this Agustin has declared and pledged to vacate the land which he had illegally encroached by making fake land patta. In this regard, Agustin was summoned by the court four times however he had appeared, only the first court hearing. Thereafter, he did not comply to the court order and continued to sell out the land to Nagas who does not have any knowledge about the-case of Agustin. Therefore, the bonafide land owners had told the innocent clients about the ground reality of Agustin’s fictitious act on the other hand, Agustin had accused T.N. Manen and his group only as the main culprits. Therefore if any unwanted situation or action is occurred upon T.N. Manen, Agustin shall be fully responsible. Besides, if any land owner face the same incident he and his loyalist shall be responsible in this regard Agustin is appealed to meet the land owners on or before 3rd July 2017 along with his fake documents in case of failure to comply to this notice Agustin shall be held responsible for any eventualities. Besides the bonafide land owners shall not leave any stone unturn and shall take appropriate legal action against Agustin at any cost. Tali Ao and Marba, Landowners
the glass as half full naturally makes you feel happy instead of expressing it as half empty. How a negative thinking makes someone underprivileged? - In answer to this I would like to share an experience faced by my brother in law:- He applied for a HR Executive post in a private limited company. A few days preceding to his interview he started believing that the other applicants were better and more competent than him. He didn’t believe that he would get it, since his selfesteem was low and he considered himself as a failure. He had housed with hell lot of negative thoughts and became halfhearted to face the interview. On the very of day of the interview, he got up late, and also dismayed by discovering that the shirt he planned to wear that day was dirty, and the pant needed ironing. So, he had proceeded wearing wrinkled shirt and also became very late to reach at the interview venue. See, how his negative thinking dominated the whole interview episode right from the beginning. Therefore, during the interview he was tense, hungry and much worried about his shirt
which made him difficult to focus on the interview. The result was well predictable as you all know. On the other hand, had he been positive his approach would have been different. He would have been desperate to grab the opportunity anyhow. Everything would have gone in right direction and could have visualized his success well before. No one can be sure of success without putting required amount of efforts. One needs to make a proper assessment of a premeditated action plan for achieving a better result. Applying wrong methods even with positive thinking will result into the failure. Hope is the secondary sense of efforts. Therefore, the very essence of positive thinking means to be hopeful for a better result. A determined and dedicated person finds his way out in all complexities and he keeps on finding solution to every problem and one day he achieves his cherished goal. Where there is a will, there is a way. A confident person strikes out the word ‘impossible’ from his dictionary. Rabin Prasad Kalita, Azara, Guwahati, (rabin1966@gmail.com)
Reader’s Post Sir,
Passenger plight
Through your esteemed daily, I wish to highlight some of the difficulties faced by the Senapati-Mao to Kohima-Dimapur passengers in the hope that some well meaning individuals, Civil Society Organisations or institutions come up to address the issue towards an amicable end. As an occasional passenger coming from this side (Manipur), whenever I go to Kohima or Dimapur, it is with deep disquiet that I force myself to come to term with the fact that the ongoing stalemate over the Taxi Parking Site between the Southern Angami Tata Sumo Union and the Senapati District Taxi Welfare Union is still not over even after nearly two months of meetings and negotiations. Again, with tighter clamp downs in the movement of local taxis between Mao Gate and Khuzama, the hapless passengers have no option but to take the walk under the unpredictable summer sun and rain of some 3 km stretch to reach their destinations. Imagine the plight of a lone woman passenger like me carrying more than one heavy baggage or a helpless woman carrying her child with their baggage alongside the slippery muddy road under such weather! It is so frustrating because the two Taxi Unions or Brothers fighting for their respective rights seem to have turned totally deaf to the repeated requests of the travel fatigued passengers and their woeful plight. Like me, it is true that most passengers are the poor common people who have no vehicles of their own and are dependent on taxis. Won’t somebody please intervene? Mrs. Kaini Mary (passenger)

RK Pachnanda is new Indo GST roll out won’t affect Tibetan Border Police chief school supplies: Javadekar
NEW DELHI, Jun 30 (Agencies): School supplies like pencils and books are unlikely to get costlier under the GST regime, HRD Minister Prakash Javadekar said today. In fact, most consumer goods will not become expensive from tomorrow because GST rate for 81 per cent of the items have been kept below 18 per cent tax category, he said at the Aaj Tak GST Conclave. People have different views about the GST and their concerns are genuine, but they will gradually understand its benefits and accept the “new change and the new tax” in the days to come, he said, adding that more awareness will be created among all stakeholders. “In last 5-10 years, prices of some of the items (of school supplies) have fallen and risen depending on the supply-demand. But in our regime, we have controlled price rise and I don’t think prices (of school supplies) will increase with GST,” Javadekar said.
Prakash Javadekar
Prices of most items will not rise because India’s GST policy is “unique” unlike other countries, he said. “We have four slabs -- zero, 5 per cent, 12 per cent and 18 per cent. Keeping in view the country’s economic situation, we have kept 81 per cent of the items below 18 per cent. This will benefit consumers,” he said. According to the HRD Minister, the GST will also help generate more revenue to the government that will be used for implementation of various welfare programmes. This will also boost the
economic growth. Asked if there is sufficient infrastructure to switch to GST, the minister said, “Don’t expect everything will be perfect on the first day. There will be teething problems, but that will be resolved...People are against accepting the change. When computers were introduced in banks, there was protest and resistance. But now, the picture is different.” People need to be given more time and the government will sensitise them and awareness camps will be set up at block levels, he said. On the need to launch GST at midnight in Parliament, Javadekar said a reform like this requires celebration and there is nothing wrong in doing so. No one stopped the previous government from celebrating, he added. Javadekar also hoped that the opposition Congress, which has said it will boycott the launch ceremony, and others will participate in the celebrations as the GST is being implemented with their full support.
NEW DELH, jun 30 (Agencies): The Indo Tibetan Border Police (ITBP) on Friday got a new chief - 1983 batch IPS officer RK Pachnanda. His appointment comes at a time when Indian security forces are having regular run-ins with the Chinese troops at the 3488-kilometre long IndiaChina border. Pachnanda, who is succeeding Krishna Chaudhary, is the only IPS officer who has served in all the central forces and agencies - BSF, CRPF, CISF, SPG, NDRF, CBI and now the ITBP. The West Bengal cadre officer, who has authored the 2001 bestseller “Terrorism and Response to Terrorist Threat”, has a herculean task of handling the 90,000men-strong border guarding force, which serves in the harshest terrains and weather, and resolving the disputes with China’s People’s Liberation Army (PLA). Son of an army officer, Pachnanada will also have to address the concerns related to the promotion of officers/jawans in the force and their welfare. He takes charge of the ITBP in the backdrop of a face-off between Indian and Chinese troops over a disputed area along the Sino-
PSAN to stage protest against illegal appointments on Jul 3 (From p-1) all posts in the Pay Band of Rs. 5200-20200 with grade pay of Rs. 2800 and above were to be requisitioned to NPSC for direct recruitment. However the RD department had violated this order Further, it said as per P&AR office memorandum August 21, 2004, deputation to a particular post shall be done if the department requires an officer with specific qualification for a specialized job or personnel and such vacancy shall be advertised though newspaper and official circulars. However, PSAN said in gross violation of rules, the RD department had allowed primary teachers, graduate teachers and sub-inspectors etc (class-III gazetted) to be deputed

as BDOs/RDOs/APOs (class-I). Home Department: Under Home department, only two posts of DySPs were requisitioned to NPSC whereas, as many as 9 officers in the rank of assistant commandants got promotions in May 2017, ten DySps retired in 2017 and at least eight deputy commandants retired in 2017. PSAN demanded that all candidates appointed illegally in the rank of subinspector be terminated and requisitioned to NPSC for resultant vacancies for free and fair selection. PSAN also warned that it will scrutinise other departments who violated government standing rules on appointments. T&A deptt: Under Directorate T & A, two
posts of Sub Treasury Officer (STO) and four posts of Divisional Accounts Officer/Junior Accounts Officer (DAO/JAO) were forwarded to the secretariat in 2016 for requisition to NPSC but the posts were still kept in abeyance till now. Social welfare: Under SW Department, PSAN pointed out that 81 posts of supervisors (class-III non gazetted in the P.B of 520020200, GP of 2800) were filled through backdoor appointments from 2006-16 despite the posts coming under purview of NPSC. PSAN said not a single CDPO post has been requisitioned to NPSC since 2012 on the pretext of amending the department’s service rule. Ar t and Culture:
Under A&C department, PSAN said one Archivist (class-II gazetted) was currently on deputation while another post of Assistant Archivist (NPSC post) was filled through contract. Though the post of AA was requisitioned to NPSC in 2017 it was again being put under the process of withdrawal. PSAN vowed not to allow the withdrawal of the post from being requisitioned by NPSC for vested interests. PSAN also said there were three posts Research Assistant (Class-III gazetted) form, Zeliang and Yimchunger tribes requisitioned in 2017 but the same post belonging to Chakhesang, Angami, Chang and general quota which was on contract basis and not requisitioned to NPSC.
Indian border in Sikkim. The paramilitary force, however, is not present in this area as the Army is deployed there. Soon after Pachnanda took over charge at the force headquarters in New Delhi, senior ITBP officials briefed him about the status of its current deployment along the border and other theatres. The ITBP is also witnessing a major enhancement and development of its border posts and frontier roads along the Sino-Indian border, a number of which are in the Himalayan ranges. Apart from its primary task of guarding the 3,488km border, where ITBP troops are deployed at freezing heights of up to 18,700 feet, the paramilitary force is tasked with rendering a variety of duties in the internal security domain including undertaking anti-Maoist operations in Chhattisgarh. Prior to his appointment as Director General ITBP, Pachnanda has served in various capacities as DCP South (Kolkata Police), SP CBI, Assistant Director, SPG, IG BSF, ADG CISF, ADG (Operations) CRPF, ADG SCRB West Bengal, Commissioner of Police, Kolkata and DG NDRF.
Ex-AMU VC flays lynching incidents Aligarh, Jun 30 (PTI): Former AMU Vice Chancellor Zameer Uddin Shah today voiced anguish over lynching incidents and warned that the situation will spill out of control if “men of reason do not stick out their necks” and speak out against them. Hailing Hindus who broke their silence and participated in the ‘Not in My Name’ march, Lt Gen (retd) Shah said these are the people of courage who will save the country from narrow-minded “self righteous criminals”. “Till now I was silent because I was in government service but today I can pour my heart out before the rest of my countrymen on this issue”, Shah, a war veteran and a decorated officer, told PTI.
NPF attacks NPCC statement (From p-1) have developed a nasty allergy to political parties flush with allies like the NPF, which has no shortage of politically like-minded parties determined to edge out the Congress from the political scene in the region and country. It also reminded Congress, that when the country slowly limped back to normalcy from the dark era of Emergency imposed by the Congress, the forerunner of the NPF realised the danger posed by INC and formed alliance with non-Congress national parties in 1977. “Since then, there has been no looking back and with the emergence of BJP to take on the might of the Indian National Congress which had been looting the nation like the ancient marauders, the NPF has realised that the BJP is its natural ally,” NPF stated. It said a regional party like the NPF, to ensure the security, rights and interests of the people, must align itself with national political parties, whether they in power or not, to stop recurrence of the dark years the country went through the Emergency period in the 1970s brought about by the Congress, or the blatant embezzlement of national
funds like the country had witnessed under Congress rule for which prominent Congress leaders were still languishing in Jail for their misdeeds. Rather pointing out the issue of “freezing” of the NPF party symbol in the aftermath of the Naga people’s call for solution and not election, which was heeded to by the NPF and other political parties in the State except the Congress party, NPF said it would be more relevant in the Naga context if the fact that the Congress party sold out the wishes and aspirations of the Naga people to solve the Naga political problem and went against the clarion call issued by the Naga people as a whole. It alleged that the Congress party did not want to solve the Naga problem and kept it pending all those years when it was in power in State and at the Centre. NPF also pointed how the present NPCC president, K. Theire was sacked unceremoniously from the Congress ministry in 2002. When Therei came to power in 2003, NPF said he went on to use un-parliamentary words in the Assembly against his former leader which had to be expunged from the records. T h e r i e wa s a g a i n
dropped unceremoniously from DAN I after a short period “when his ambition got the better of him and went back to his former leader in abject humility much against his arrogant nature, adding, NPF said, adding, “he more than ate his humble pie: he swallowed back his vomit.” However, the Congress leaders after realizing the need to come together for an early solution to the protracted Naga political problem, came together to join the DAN III in mid 2015, NPF stated. In this regard, NPF said the Congress was compelled to change its leadership and the “present leadership was para-dropped from nowhere.” NPF alleged that Therie started to take revenge on his perceived foes in the shape of his former colleagues and expelled them all from the party, saying he was “now a general without Soldiers.” With elections just round the corner, NPF said the Congress party, as expected, was making noises just for the sake of being heard. “But howling alone won’t get the Congress party its mates, for the party is yet to go through an acid test of achieving victory in electoral battle under the leadership of K. Therie,” it added.
Govt likely to lower GST on fertilizers from 12% New Delhi, Jun 30 (AGENCIES): The government is likely to reduce the GST rate on fertilizers from 12% to ensure that their prices do not rise and farmers’ interests are protected. At present, taxes on fertilisers are in the range of 0-6% in different states, but from July 1, a uniform 12% will be effective. With the proposed GST rate, retail prices could go up by `30 to `120 per bag (50kg) on urea, di—ammonium phosphate (DAP) and potash, in states like Punjab, Har yana, Andhra Pradesh, where there is nil tax on soil nutrients. The industry has made several representations to the fertilizer ministry for revision in the GST in the interest of farmers
A farmer busy in the field at Jaisingh Pur village, Nuh, Mewat in Haryana. In the new GST regime, the tax on fertilisers has been increased to 12% and same impact is on Tractors and farming equipment.
arguing that such high rate would upset farmers as it would only increase their cost of production. According to sources, the fertiliser ministry has taken up the issue with the finance ministry, which has further put the proposal before the GST Council. Sources said that the issue is under the active consideration of the Coun-
cil as it would impact the farm community at a time when the government is aiming to double farmers’ income by 2022. Retail price of urea, which is fixed by the government, is at `5,360 per tonne now. The prices of DAP and potash, fixed by private companies, are at `22,000 and `11,000 per tonne respectively.

helped social sector schemes in agriculture, poverty alleviation and education. Sources said the frontloading of expenditure had widened the fiscal deficit in the first two months to 69 per cent of the Rs 5.46 lakh crore Budget Estimate for 2017-18, against 43 per cent in the same period a year ago. The fiscal deficit, the difference between the government’s revenue and expenditure, rose to Rs 3.8 lakh crore in April-May from Rs 2.3 lakh crore in April-May 2016. Total receipts touched Rs 78,000 crore against Rs 69,900 crore in the comparable period a year ago. Madan Sabnavis, chief economist at Care Ratings, said the higher spending would provide a buffer to the economy after a slowdown in the third and the fourth quarters of 2016-17 brought on by demonetisation. “In addition, the goods and services tax will be a major disruption in the forthcoming quarter as many companies slowed down production in June,” he said.

The Budget for 2017-18 was advanced by a month to February 1 and annual spending plans and tax proposals were approved by Parliament before the beginning of the fiscal year on April 1. Capital expenditure that essentially goes into infrastructure creation and other assets rose 63 per cent in April-May to Rs 54,000 crore from Rs 33,000 crore in the same two months a year ago. Till last year expenditure approval used to coincide with the onset of the monsoon, leading to back-loading of programmes, which remained inactive in productive premonsoon months. “We want the budgetary exercise to be over and the Finance Bill to be passed and implemented by April 1 rather than by June because then the monsoon sets in and, effectively, expenditures start in October,” Finance Minister Arun Jaitley had said earlier. Mumbai, Jun 30 (Agencies): The BSE Sensex edged lower on Friday as caution ahead of the launch of a unified goods and services tax (GST) hit auto makers, with benchmark indexes heading for their first monthly loss this year. The revised tax structure will kick in from midnight Friday, marking India`s biggest tax reform since independence, unifying its $2 trillion economy and 1.3 billion people into a common market. Weakness in Asian peers following losses on Wall Street overnight also hurt sentiment. The MSCI`s broadest index of AsiaPacific shares outside Japan was down 0.7 percent. “There is some kind of profit-booking and sideways consolidation in the market, so most sectors are volatile,” said Siddharth Sedani, head and vice president, equity advisory at Anand Rathi. The broader NSE Nifty was down 0.12 percent at 9,492.35 as of 0702 GMT, on track to post its third week of losses. The index
New Delhi, Jun 30 (Agencies): Government spending rose 55 per cent in April-May over the same period a year ago. This visible effect of advancing the date of the Budget this year — on February 1 instead of the usually end of the month — could provide a jumpstart to the economy. The completion of legislative approval for annual spending by mid-March helped ministries and departments plan their expenditure from April 1 instead of later in the year. “There is a substantial increase in expenditure in the first two months of the fiscal year,” Finance Secretary Ashok Lavasa told Business Standard. Government spending grew by 13 per cent, year on year, in April-May 2016. Expenditure during the two months touched Rs 4.6 lakh crore, which is 21.3 per cent of the Budget Estimate for 2017-18, against Rs 2.9 lakh crore in April-May 2016, which was 15 per cent of that year’s Budget Estimate. Official data on the govern-
nual budget, increase in GDP and lower tax rates. “Till now, we increased tax burden on those who paid their taxes honestly. Now (after GST) more people would come under the tax net and tax rates would come down,” he said. The GST regime touted as the single most significant

New Delhi, Jun 30 (IANS): Union Transport Minister Nitin Gadkari on Friday said the GST (Goods and Services Tax) would increase the revenue of states by up to 25 per cent and the central government may never have to compensate them. “We said that we would compensate states if their revenue decreases due to GST. But I believe that situation would never arise,” Gadkari said at the Aaj Tak GST Conclave. “In fact, revenue of the states would increase by 15 (to) 20 (to) 25 per cent,” he added. The Modi government, which has tightened the rules for NGOs, has already cancelled registration of more than 10,000 nongovernmental organisations in the last three years for alleged non-filing of annual returns as mandated in the FCRA. In addition, renewals of more than 1,300 NGOs have been denied or closed in recent past for allegedly violating various provisions of the FCRA. Recently, the home ministry has also asked nearly 6,000 NGOs to open their accounts in banks having core banking facilities and furnish details for real-time access to security agencies in case of any discrepancy.

NEW DELHI, Jun 30 (PTI): As many as 3,768 NGOs across the country have been directed by the Home Ministry to validate their foreign contribution designated accounts with banks, failure of which will invite penalty. In a circular, the ministry said all NGOs which were registered under the Foreign Contribution Regulation Act (FCRA) should receive donations from abroad in a single designated bank account. However, it is seen that a number of such organisations have not validated their foreign contribution designated accounts, causing problems for the banks to comply with the FCRA provisions that they (banks) report to the Central government within 48 hours of such receipt or utilisation of foreign contribution. These associations are required to validate their foreign designated accounts and also the utilisation accounts immediately and

Tension escalates along Indo-China border K.K. Venugopal appointed new AG Border face-off: China and India each deploy 3,000 troops NEW DELHI, JUN 30 (AGENCIES): The ongoing troop face-off between India and China+ on the Sikkim-Bhutan-Tibet trijunction has emerged as the biggest such confrontation in the region in decades, with both sides continuing to pump in reinforcements to the remote border region. Even as Army chief General Bipin Rawat reviewed the ground situation by visiting the headquarters of the 17 Mountain Division in Gangtok and 27 Mountain Division in Kalimpong on Thursday, sources said the two rival armies had strengthened their positions at the tri-junction by deploying around 3,000 troops each in a virtually eyeball-toeyeball confrontation. The Indian Army, on its part, refused to say anything. But sources said though there had been other troop standoffs at the trijunction over the years, the latest one at the Doka La general area was clearly the most serious. “Both sides are as yet not willing to budge from their positions. Flag meetings and other talks between the rival commanders have not worked till now,” a source said. During his visit, Gen-
eral Rawat especially concentrated on the deployments of the 17 Division, which is responsible for the defence of eastern Sikkim with four brigades (each with over 3,000 soldiers) under its command. Undeterred by Beijing’s aggressive posturing, India has made it clear that it will not allow China to construct a motorable road till the trijunction through the Bhutanese territory of Doklam plateau, as earlier reported by TOI. Bhutan, too, has issued a demarche to China over the construction of the road towards its army camp at Zomplri in the Doklam plateau, asking Beijing to restore status quo by stopping work immediately. Interestingly, the People’s Liberation Army declared in Beijing on Thursday that it had conducted trials of a new 35-tonne tank in the plains of Tibet, though it added that “it was not targeted against any country”. The Indian defence establishment is concerned at the “creeping territorial aggression” by China, which aims to progressively swallow the 269 sq km Doklam plateau to add “strategic width” to its adjoining but narrow Chumbi Valley, which juts in between Sik-
Bihar set to declare two districts ODF soon Patna, Jun 30 (IANS): Bihar is likely to declare Sitamarhi and Rohtas as the first two open defecation free (ODF) districts in July 2017, followed by one or two districts by the end of this year, officials said on Friday. “Sitamarhi and Rohtas are on the verge of becoming ODF and the state government is likely to officially declare both districts ODF by next month,” Pravin More, WASH (Water, Sanitation and Hygiene) Specialist, Bihar Field Office, Unicef, said at a media interaction on the theme of “Building of a people’s movement for ODF Bihar”. More said thanks to Sitamarhi District Magistrate Rajeev Roshan, 200 of 273 gram panchayats of the district had been declared ODF and work was on in full swing to declare the remaining gram panchayats ODF in next two to three weeks. In Rohtas also more than 160 of 245 gram panchayats have been
declared ODF and work is on to declare the remaining gram panchayats ODF soon. “To date, over 550 gram panchayats have been declared ODF in Bihar, including those in Sitamarhi and Rohtas districts, followed by 35 gram panchayats in Khagaria district, more than two dozen in Buxar and Darbhanga districts. Besides, 20 blocks and one sub-division have been declared ODF,” an official said. Rohtas District Magist r a t e A n i m e s h Ku m a r Parashar and Sitamarhi DM Roshan have confirmed that they are working in the direction to declare their respective districts ODF. “It is difficult to say which district will become first between the two. There is a virtual competition to become the first and second ODF in Bihar,” More said. In both districts, more than three lakh toilets have been constructed in the last one year.
kim and Bhutan. China has also been pushing Bhutan hard for the last two decades to go in for a “package deal”. Under it, Beijing wants Thimphu to cede control over Doklam plateau, while it surrenders claims to the 495 sq km of territory in Jakurlung and Pasamlung valleys in northern Bhutan. But India is militarily “very sensitive” about the Doklam plateau, especially the Zomplri Ridge area because it overlooks the strategically-vulnerable Siliguri corridor or the ‘Chicken’s Neck’ area.
Learn from historical lessons, China warns India
The People’s Liberation Army (PLA) of China warned Army chief General Bipin Rawat to “stop clamouring for war”, dismissing as “extremely irresponsible” his recent remarks that India was ready for a “two-and-a-half front war”. Alluding to the 1962 Sino-Indian war, PLA spokesperson Col Wu Qian told reporters: “We hope that the particular person in the Indian Army could learn from historical lessons and stop such clamouring for war.” Meanwhile, Bhutan’s Ministry of
Parliament cannot be used for selfadvertisement: Cong New Delhi, Jun 30 (IANS): Senior Congress leader Anand Sharma on Friday said there was no reason to celebrate the Goods and Services Tax (GST) roll-out as the country was not yet ready for the new tax regime and termed the midnight Parliament session as self-advertisement by the government. “The programme organised by the government does not have a base. They have to understand if everyone is actually ready for it? It is a serious issue, that on so many occasions reforms have come in the past but there was no such midnight session to celebrate it. Parliament cannot be used for advertisement,” said Sharma. Speaking to reporters outside the Congress party office, Sharma said that in the past there were many important occasions but midnight sessions of the Parliament were never organised.
Foreign Affairs said: “Bhutan has conveyed to the Chinese side, both on the ground and through the diplomatic channel, that the construction of the road inside Bhutanese territory is a direct violation of the agreements and affects the process of demarcating the boundary between our two countries. Bhutan hopes that the status quo in the Doklam area will be maintained as before 16 June 2017.” In a statement, Thimphu said that on June 16, “the Chinese Army started constructing a motorable road from Dokola in the Doklam area towards the Bhutan Army camp at Zompelri”. It said boundary talks are ongoing between Bhutan and China and “we have written agreements of 1988 and 1998 stating that the two sides agree to maintain peace and tranquillity in their border areas pending a final settlement on the boundary question, and to maintain status quo on the boundary as before March 1959.
Arun Jaitley said on Friday, a day after China asked New Delhi to learn from its 1962 military debacle. “If they are trying to remind us, the situation in 1962 was different, the India of today is different,” Jaitley said at India Today’s Midnight Conclave in response to the reported remark by the PLA spokesperson. Jaitley said that Bhutan government had made it clear that China was trying to claim Bhutanese land and said this was “absolutely wrong”. “After the statement of the government of Bhutan, I think the situation is absolutely clear. It is Bhutan’s land, close to the Indian border, and Bhutan and India have an arrangement to provide security. “Bhutan itself clarified ... China is trying to alter the present status-quo. After this, I think the issue is absolutely clear. To say we will come there and grab the land of some other country is what China is doing and it is absolutely wrong,” the minister said. Bengaluru, Jun 30 (IANS): The textiles sector in Karnataka on Friday observed a total shutdown across the state to press for a rollback of levying the Goods and Services Tax (GST) on its products and bringing the trade under the new tax regime. “As textiles were considered essential goods, they were exempted from any tax till now. But under the GST, we have to pay 5 per cent tax for goods up to Rs 1,000 in value and 12 per cent for goods above Rs 1,000 in value and file documents online to the GST network on purchase of raw materials, their processing and packaging,” Karnataka Weavers’ Federation President T.V. Maruthi told reporters here. Hundreds of textile weavers, twisters, traders, wholesalers and retailers took out protest rallies and staged demonstrations in towns and cities across the state against the central and state governments for im-

all the candidates appearing for the examination (11 marks for incorrect questions in Paper II and 7 marks for incorrect questions in Paper I) irrespective of whether or not those candidates even attempted to answer the said questions is clearly arbitrary and violative of the rights of the candidates who successfully solved the said questions,” the petition said. Around 1.7 lakh students had registered for the JEE-Advanced examination in 2017 and 1.6 lakh appeared for the test. 50,455 students were declared to have qualified and they are vying for 11,032 seats across 23 IITs. that awarding bonus marks to all the candidates, irrespective of whether they attempted the questions or not, was arbitrary and violative of their fundamental rights. They told the bench that the decision to grant bonus mark to all was in violation of earlier order of apex court which had held that bonus mark could be given only those examinees who attempted the question. Suri told the bench
K.K. Venugopal eral’s office the experience of 50 years’ practice in the Supreme Court. Apart from being involved in many important cases before constitutional benches of the apex court, Venugopal acted as amicus curiae in the infamous 2G spectrum scam case relating to irregular allotment of bandwidth to telecom operators during the tenure of the UPA-I government. He assisted the Supreme Court in monitoring investigations by the CBI and the Enforcement Directorate. He had appeared for the Madhya Pradesh government opposing the challenge to the National Judicial Appointments Commission (NJAC) and L.K. Advani and other senior BJP leaders in the Babri Masjid demolition conspiracy case. Venugopal had cautioned the top court against sentencing Justice C.S. Kar-
nan to six months imprisonment for contempt. Appearing for the Madras High Court, he had tried to caution the bench that it would suffer the blemish of putting a sitting judge in prison. Venugopal, one of the main advocates of judicial reforms in India, is against the creation of regional benches of the Supreme Court. Instead he favours Courts of Appeal to be established in four regions of the country to finally decide on appeals from High Court judgements in all cases, other than cases of national importance which affect the whole country, disputes between states and the Centre and substantial question of law relating to interpretation of the Constitution. This, he feels, will relieve the burden on the Supreme Court. His son Krishnan Venugopal is a senior lawyer in the Supreme Court.
Shutdown by Karnataka textiles sector for GST rollback
IIT decision to award bonus marks under SC scanner NEW DELHI: The Supreme Court on Friday agreed to hear a plea challenging IIT decision to award bonus marks to all students for wrong questions in Joint Entrance Examination (Advanced) but refused to stay the counselling process for admission in 23 IITs. A vacation bench of Justices Abhay Manohar Sapre and Sanjay Kishan Kaul issued notice to Centre and IIT Madras, which conducted the examination, and directed them to file response within a week on why 18 bonus marks given to all students should not be scrapped. The court passed the order on petitions filed by two students who sought court’s direction to IIT to revise the merit list of successful students without giving them bonus marks. T h e p e t i t i o n e r s, w h o cracked the exam, alleged that their ranking in merit list was adversely affected by bonus marks given to all and they would not be able to get admission in colleges of their choice. New Delhi, June 30 (IANS):Senior Supreme Court lawyer K.K. Venugopal, an eminent constitutional lawyer who has five decades of practice in the apex court, was on Friday appointed the new Attorney General of India. President Pranab Mukherjee signed the order of his appointment on Friday within 20 days of the resignation of Mukul Rohatgi, who was given an extension of tenure but declined it. Venugopal, 86, is a veteran constitutional expert who was once an Additional Solicitor General appointed during the Morarji Desai regime after the Emergency. Kottayan Katankot Venugopal is the son of a well-known barrister the late M.K. Nambiyar, who was a doyen of the Madras bar and who had practiced in the Supreme Court too. Venugopal, who started appearing in the Supreme Court in the early 60s while based in Madras, was designated as a senior advocate by the apex court in 1972. Five years later, after the end of Emergency, he was appointed an Additional Solicitor General that necessitated his shift to Delhi. Venugopal, who has often been called to be the amicus curiae to the Supreme Court for handling difficult cases, brings to the Attorney Gen-
posing a huge tax and administrative burden on them and sought a roll back of the 5 per cent tax on textiles. “As about 70 per cent of the textile business is still in the unorganised sector, we will not be able to sustain the additional burden as margins are less in the volume-driven sales. It (GST) benefits only large producers and exporters not us,” said Maruthi. With the majority of textiles traders, dealers, suppliers and retailers having small businesses, levying tax on them is not justified in a competitive market, which is saturated with impor t of readymade goods, including global brands. “As cloth is an essential commodity, levying GST on it is unjustified and irrational as it will add to operational cost and push up its price at every stage of the supply chain,” said textiles trade representative Vimal Kante.
Textile traders and powerloom weavers in Surat observing a complete shut-down on Thursday to press for their demand for exemption from the Goods and Services Tax. “Those doing interstate business will be the worst affected as they cannot sell or buy without GSTN even if their turnover is below the Rs 20 lakh ceiling. “There are about 80,000 textile shops across the state, including 10,000 in Bengaluru which are run by single proprietors or dealers. They are not com-
puter literate to file returns 33 times a year, as required under the GST regime,” pointed out Kante. Like any other business, the textiles business is also done mostly on credit. Wholesalers and retailers do business offline with manual billing. Even if they register with GSTN, they will have to hire IT-savvy
accountants or auditors to file e-returns. “We hope the central and state tax offices will set up kiosks for wholesalers and retailers to ease filing of returns at a cost than investing in computers and hiring operators,” said Karnataka Cloth Merchant Association President S.K. Sanghvi.

Sikkim transporters on indefinite strike ance of providing security to Sikkim vehicles, so that no vehicle is attacked. “There are few trucks that have plied to Siliguri due to lack of information or delay in availing information so we appeal the West Bengal authorities to make proper arrangements for their safe passage to Sikkim from Siliguri. He also informed that they had submitted a memorandum to the Sikkim chief secretary, home secretary, transport secretary, DGP, requesting them to take appropriate step and speak to their counterparts in West Bengal in smooth operation of the highway. We also appeal the Government of India to look into the matter seriously as Sikkim is a border state and NH10 is the only lifeline of the state. “Arrangements must be met to keep the highway
open. We also demand the West Bengal police arrest the culprits who attacked the truck driver on June 28 at the earliest and take stringent action so that no such act is repeated in near future”, he said. Sikkim’s ruling party the SDF on June 20 extended its support to the “democratic demand” for a separate Gorkhaland. The SDF had also appealed to the Centre, the West Bengal government, the people of Darjeeling and the political parties in the hills to ensure that the National Highway which connects Siliguri-toGangtok) and which passes through the Darjeeling and Kalimpong districts was left open as it was the “lifeline” of land-locked Sikkim. The Sikkim Assembly had, on March 29, 2011, passed a resolution in favour of Gorkhaland.

Gangtok, Jun 30 (PTI): Transporters in Sikkim are on an indefinite strike after miscreants vandalised and looted Sikkim bound trucks near Siliguri in West Bengal. Sikkim Truck Drivers Association president, Mingma Sherpa said “Our trucks plying to Siliguri in West Bengal to ferry goods are being attacked and the drivers’ life is at threat.” He said the association decided to go for indefinite strike from yesterday after members of the association reviewed the June 28 incident of Siliguri when the driver of a truck was beaten up, his truck vandalised and looted by a mob. “After proper fact finding we took the decision to go for indefinite strike,” Sherpa stated. Banwarilal Purohit Shillong, June 30 (PTI): Meghalaya Governor BL Purohit today said hills people will have to adapt to the fast changing climatic condition as the impact of climate change will be felt immediately. “The impact of climate change is going to be felt immediately and more acutely in the hilly areas than in the plains. So people of the hills have to struggle a lot to adapt to the fast changing climatic conditions,” the governor said while addressing at the valedictory function of a three day workshop on climate change here. He said climate-dependent sectors like agriculture, animal husbandry and water resources are going to be impacted due to climate change, and the people will
be stressed even more. Stating that hilly states like Meghalaya with more than 70 per cent people dependent on agriculture and allied sectors, the Governor said the impact of climate change is going to be felt immediately and more acutely in the hilly areas than in the plains. Purohit also warned that climate sensitive floriculture, horticulture and tea cultivation will be impacted if the impact of climate change is not controlled which could result in affecting the economy and livelihoods of the state itself. Pointing out that there has been a considerable deterioration in the quality of the environment during the past one decades, the governor said these were due to population pressure, conversion of forest land into agricultural fields, deforestation, urbanization, mining and industrialization. Acknowledging the contribution made by the rural communities towards preserving and protecting forests, Purohit said most preservation has been taken up by the rural communities and not necessarily by the state.

Mizoram celebrates 31st anniversary of peace accord Aizawl, Jun 30 (IANS): The 31st anniversary of the signing of the historic “Mizoram Peace Accord” between the central government and the erstwhile underground Mizo National Front (MNF) was celebrated on Friday in Mizoram. All government and semi-government offices and educational institutions remained closed as the day was declared a public holiday. Though no official function was organised by the government, the MNF, now in the opposition, held gatherings and interactive events across the state. On the occasion, Governor Lt. Gen. The mountainous northeastern state, bordering Myanmar and Bangladesh, is a corridor of drug smuggling and a large section of youths is victim of the drug menace. SHILLONG, Jun 30 (Agencies): The High Court of Meghalaya has ordered a judicial inquiry into the alleged ‘fake encounter’ of Sengbath Ch. Marak on March 4, 2015 in West Garo Hills. The allegation was that he was shot dead from close range by police personnel engaged in counter insurgency operation in the morning. During a hearing on a writ petition filed by Abal M. Sangma, the father of the victim and the Nokma of the area, the Court was of the view that there is only one way out and that is further enquiry by a Judicial Officer. The District Judge, Tura was entrusted with the job to conduct a thorough enquiry and to submit the report before the Court within five months. Earlier, the counsel of the petitioner M F Qureshi while alleging that it was a fake encounter submitted that as per the enquiry report submitted by the Additional District Magistrate, West Garo Hills, maximum number of bullets were pumped inside the body of the victim and so Government may be directed to grant adequate compensation. On the other hand, Additional State counsel, S. Sen Gupta said that the Government is unable to accept the enquiry report filed by the Additional District Magistrate, West Garo Hills. The matter will come up for hearing as and when the report is submitted by the District Judge, Tura for further order. It was on March 4, 2015 at around 3 am, when a team of Meghalaya Police personnel while carrying out the operation against GNLA militants came near the house of the petitioner’s son. They first threw a stone on the roof and fired in the air calling those inside the house to come out and since the petitioner’s son was inside his own house he came out of the house to extend cooperation to the police but unfortunately on seeing him, a police man by the name of Mingran T.Sangma shot at his leg and thereafter, he was forced to run and while doing so the petitioner’s son was shot by the police personnel who sprayed bullets onto his body. The writ petition added that the incident was witnessed by some of the people who were present on the spot, adding that some of the witnesses who came to the spot were also harassed by the police.

APCC condemns Mizoram BJP urges gov to dissolve CADC Jun 30 (PTI): BJP Mizoram unit has subDGC incident Aizawl, mitted a memorandum to state Governor Lt Gen (Retd) Itanagar, Jun 30 (PTI): The Ar unachal Pradesh Congress Committee (APCC) today condemned the recent incident at a plush Delhi club where a woman was asked to leave the dining room for wearing a traditional Khasi outfit. “The incident clearly indicates racism against the Khasi woman. Such attacks are alienating people from the Northeast instead of taking them along,” the APCC said in a statement. “The diversity of the country cannot be dismissed by calling someone’s attire as that of a maid, especially when the country is ruled by a party that swears by the teaching of Swami Vivekananda,” the party added. The Meghalaya woman, Tailin Lyngdoh, was asked to leave the dining room of Delhi Golf Club because the club’s staffers believed her traditional outfit looked like a “maid’s uniform.” Tailin Lyngdoh, who was wearing a jainsem, traditionally worn by Khasi women, was invited with the employer, Dr Nivedita Barthakur Sondhi, to a lunch hosted by a member of The Delhi Golf Club in the heart of the capital on June 25.

Xi sees ‘challenges’ in Hong Kong first trip as president to the financial hub ahead of Saturday’s anniversary. The PLA said it was the largest military parade in the city since the 1997 handover, though it was similar in style and tone to the one given by his predecessor, Hu Jintao, in 2012.
Low-key presence of PLA
these issues.” Without giving specifics, Xi said these needed to be corrected and not handled with an “emotional attitude”. But in a stark and surprising announcement, the Chinese Foreign Ministry said the 1984 Sino-British Joint Declaration on Hong Kong, which laid the blueprint over how the city would be ruled after 1997, no longer had any practical significance. British Foreign Minister Boris Johnson on Thursday had said Britain’s commitment to Hong Kong,
enshrined in the “treaty”, was “just as strong today” as it was 20 years ago. “Now Hong Kong has returned to the motherland’s embrace for 20 years, the Sino-British Joint Declaration, as a historical document, no longer has any practical significance, and it is not at all binding for the central government’s management over Hong Kong,” ministry spokesman Lu Kang said. “The UK has no sovereignty, no power to rule and no power to supervise Hong Kong after the handover.” It wasn’t immediately clear if Lu was attacking just
the idea of continued British involvement in Hong Kong, or the principles in the document itself. Some lawyers said China’s disregard for the bilateral treaty was worrying. “It is a really grave matter for the Chinese to now say the effect of the Joint Declaration was spent. So the carpet, so to speak, has been pulled from under Hong Kongers’ feet,” said barrister and former democratic lawmaker Alan Leong. Iraqi troops in mop-up operations in Mosul MOSUL, JUN 30 (AGENCIES): Iraqi troops were clearing up a key neighborhood in Mosul on Friday, commanders said, a day after making significant gains against Islamic State militants in the city and after the country’s prime minister declared an end to the extremist group’s selfproclaimed caliphate. Lt. Gen. Abdul Wahab al-Saadi and Lt. Col. Salam Hussein told The Associated Press that their forces were continuing to clear territory in the Old City after capturing the hugely symbolic al-Nuri Mosque on Thursday, following a dawn push into the Mosul neighborhood. Al-Saadi said his forces were also continuing to push forward from the Old City and on Friday reached within 700 meters (766 yards) of the Tigris River, which divides Mosul roughly into an eastern and western half. The mosque and its famed 12th century minaret were blown up by IS last week — an indication, the Iraqi government said, of the militants’ imminent loss of Mosul, Iraq’s second-largest city. Later Thursday, Prime

Minister Haider al-Abadi announced that the full liberation of the city is near and that Iraq’s “brave forces will bring victory.” The operation to retake Mosul, closely backed by the U.S.-led coalition, was launched in October, with the Iraqi government initially pledging the city would be liberated in 2016. But instead, it has been a long and deadly fight — eight months on, IS holds less than two square kilometers (0.8 square miles) of the city. Clashes have displaced more than 850,000 people, according to the International Organization for Migration.
Pak cautions against US’ expansion of N-capabilities ISLAMABAD, JUN 30 (PTI): In a veiled criticism of the US, Pakistan has said the declared plans by one of the P-5 nations to expand its nuclear capabilities would renew an arms race and seriously retard global disarmament efforts. Pakistan’s Ambassador to the UN Maleeha Lodhi said this during a UN Security Council debate on ‘Global efforts to prevent the proliferation of weapons of mass destruction by non-state actors’, the Dawn reported. Lodhi criticised “one of the P-5 nations” that had vowed to “greatly strengthen and expand nuclear capabilities by outmatching and outlasting potential competitors”. “This would renew a nuclear arms race,” she warned. She was apparently alluding to US President Donald Trump’s statement in which he had an-
nounced increasing the US defence budget recently, the daily said. Lodhi argued that disarmament and non-proliferation were organically linked and criticised those nuclear-weapon states that were neither willing to give up their large inventories of nuclear weapons nor their modernisation programmes, even as they pursued non-proliferation with messianic zeal. She pointed out that grant of discriminatory waivers to some and making exceptions out of power or profit considerations was a key challenge to non-proliferation norms and rules. These “special arrangements”, she warned, carried obvious proliferation risks and opened up the possibility of diversion of the material intended for peaceful uses to military purposes, in addition to undermining regional strategic stability.
The Old City, with its tightly packed houses and narrow alleys, has seen some of the most difficult urban combat. Damaged and destroyed houses dot the areas retaken by Iraqi forces and the stench of rotting bodies rises from beneath collapsed buildings. While the Islamic State group has not confirmed any Mosul losses, its media arm, the Aamaq news agency, carried reports of fierce fighting Friday on the city’s outskirts and in the neighborhoods of Bab Jadid, al-Mashahda and Bab al-Beidh, claiming IS fighters killed more than 50 Iraqi soldiers there. Regd. No : 1606/2017
Though IS claims are often exaggerated, the fact that the reports made no mention of the Old City was significant and could be interpreted as indirect confirmation of losses there. Another IS media outlet, the weekly al-Nabaa, on Thursday cited an unnamed commander of the militants as saying that the battle for Mosul is a fight “either to achieve victory or die as a martyr.” Some 300 IS fighters are thought to remain holed up inside the last Mosul districts, along with an estimated 50,000 civilians, according to the United Nations. Iranian President Hassan Rouhani tweeted on Friday his congratulations to the city’s residents and all the Iraqi people on the “breeze of freedom in Mosul after three years of occupation, violence and killing.” The al-Nuri Mosque, taken Thursday, was a symbolic win — the site is where IS leader Abu Bakr al-Baghdadi made his only public appearance in July 2014, declaring the self-styled Islamic “caliphate” encompassing territories then-held by IS in Syria and Iraq.

G E N E VA , J U N 3 0 (AGENCIES): The United Nations on Friday criticized President Nicolas Maduro’s government for curtailing the powers of the chief state prosecutor and called on it to uphold the rule of law and freedom of assembly in Venezuela amid a clampdown on protesters. Critics of Maduro have taken to the streets almost daily for three months to protest against what they call the creation of a dictatorship. The protests, which have left nearly 80 dead, frequently culminate in violent clashes with security forces. Ruling Socialist Party officials have launched a series of attacks against chief state prosecutor Luisa Ortega, from accusations of insanity to promoting violence, after her high-profile break with the government. “The decision by the Venezuelan Supreme Court on 28 June to begin removal proceedings against the Attorney General, freeze her assets and ban her from leaving the country is deeply worrying, as is the ongoing violence in the country,” U.N. human rights spokesman Rupert Colville told a Geneva

It also transferred some of her functions to the ombudsperson. “Since March, the Attorney General has taken important steps to defend human rights, documenting deaths during the wave of demonstrations, insisting on the need for due process and the importance of the separation of powers, and calling for people who have been arbitrarily detained to be immediately released,” Colville said.

Maduro says the demonstrations are an attempt to overthrow him with the support of Washington.
US travel ban takes effect, with lawyers on hand just in case
Israel responds to spillover fire
WASHINGTON, JUN 30 (AFP): Lawyers and rights activists took up positions at major US airports as a weakened version of President Donald Trump’s travel ban went into effect. But there were no signs of the chaos that erupted when the first version of the restriction, derided as discriminatory against Muslims, was abruptly imposed back in January. Attorneys working pro-bono set up makeshift, just-in-case legal aid stations -- some with signs in Arabic -- at airports serving New York, Los Angeles, San Francisco, Chicago, Washington and other cities, news reports said. Protesters angry over Trump’s immigration policies also turned out, with some in Los Angeles holding black-and-white placards denouncing Trump as a fascist. But the first hours
of the new version of the ban, as allowed by the Supreme Court, appeared to unfold calmly. Gone were the dramatic scenes of some people arriving from seven mainly Muslim countries being detained and questioned for hours, with some even deported on short order to where they came from. “We’re not really expecting any issues at the airport. But we’re here just in case, to monitor, to tell people what’s going on, and to report back what we’re seeing,” Camille Mackler, director of legal initiatives at the New York Immigration Coalition, told The Daily Beast. She was among volunteers at JFK Airport in New York awaiting flights from London, Istanbul, Doha and Abu Dhabi. “We think we’re going

to see it abroad, because it’s really for people applying for visas,” Mackler added. The Trump administration says the temporary ban is necessary to keep terrorists out of the country, but immigrant advocates charge that it illegally singles out Muslims. Under a Supreme Court ruling this week that allowed part of the ban to take effect -- and ended, for now, five months of skirmishes in lower courts -- the 90-day ban on visitors from Iran, Libya, Somalia, Sudan, Syria and Yemen, and a 120-day ban on refugees, will allow exceptions for people with “close family relationships” in the United States. Activists said the government has defined that too narrowly, excluding relationships with grandparents and grandchildren, aunts and uncles and others.
JERUSALEM, JUN 30 (AGENCIES): Israel’s military says aircraft struck a Syrian military post that earlier fired a mortar into the Israeli-controlled side of the Golan Heights. It said the Syrian shell caused no injuries Friday, the latest in several such incidents of this week. The fire was spillover from battles in the Syrian civil war raging next door, it said. Israel has tried to stay out of the six-year war in Syria. It has carried out airstrikes on suspected weapons convoys to Hezbollah, the Iran-backed Lebanese militant group that is fighting alongside President Bashar Assad’s forces in Syria. It occasionally responds to spillover fire. Israel captured the Golan Heights from Syria in the 1967 Mideast war. It later annexed the strategic plateau overlooking northern Israel, in a move not internationally recognized.

Chinese President Xi Jinping inspects the People’s Liberation Army of the Hong Kong Garrison at the Shek Kong Barracks in Hong Kong, Friday, June 30, 2017. (AP/PTI)
Xi praised the Hong Kong government under Beijing-backed leader Leung Chun-ying, saying it had “effectively tackled Hong Kong independence forces and maintained social stability”. The presence of the PLA in the city has long been one of the most sensitive parts of the city’s reversion to Chinese rule, but the garrison, thought to number between 8,000 and 10,000, has kept a noticeably lowkey presence. Security has been tight ahead of the July 1 anniversary, with some 9,000 police reportedly deployed to maintain order. Protesters have been kept well away from Xi and his entourage, his hotel, and the venue for Saturday’s ceremony. Banners critical of China have been largely absent from the streets, though a rally on Saturday could draw tens of thousands of people in an annual demand for full democracy.

HONG KONG, JUN 30 (AGENCIES): Chinese President Xi Jinping, visiting Hong Kong for the 20th anniversary of its return to Chinese rule, said on Friday the city’s “one country, two systems” formula faces “new challenges” as prodemocracy campaigners ramped up their protests. Xi’s visit comes amid heightened tension between China and the former British colony, where many are concerned at increasing interference by Beijing in the city’s affairs, despite the promise of wide-ranging autonomy under the “two systems” agreement. The battle for full democracy, vividly illustrated by 79 days of “Occupy” street protests in 2014, has been a defining issue for the city of 7.3 million. It has sown distrust, polarized politics and hampered governance. “In the 20 years since Hong Kong was returned to the motherland, the success of ‘one country, two systems’ is recognized by the whole world,” Xi said in a speech. “Of course, during the implementation, we’ve met some new situations, new issues and new challenges. On these issues, they need to be regarded correctly and analyzed rationally... Issues are not scary. The key is to think of ways to solve

ning,” Trump said. Earlier on Thursday, Moon lobbied US leaders to back his policy of engagement with North Korea, as the Trump administration vowed to increase pressure on Pyongyang over its nuclear program. The Trump administration has been trying to isolate the North Korean regime following a series of missile tests, including by persuading China -- Pyongyang’s main diplomatic ally -- to help bring Kim Jong-Un into line. But speaking on board his flight to the United States Wednesday, Moon said Seoul and Washington should offer concessions to Pyongyang if it complies with their demands, accord-
ing to multiple South Korean reports. “Without rewarding North Korea for its bad actions, South Korea and the United States should closely consult what they may give the North in return for a nuclear freeze,” he said. “A nuclear freeze is a gate to dialogue and the exit of the dialogue is a complete nuclear dismantlement,” he added. The visit is the first since Moon’s resounding election victory just a few weeks ago. The day commenced yesterday with Moon being received by congressional leaders. Moon met with House Speaker Paul Ryan and top House Democrat
Nancy Pelosi in an ornate room in the US Capitol, with Ryan hailing “strong” bilateral ties but only briefly addressing security issues on the Korean peninsula before reporters were ushered out. “We have shared concerns such as the threats posed to both of our nations from North Korea,” Ryan told Moon. The South Korean president responded by saying that when it comes to humanitarian issues, “we must cross boundaries and all party lines and all try to unite together as one.” Moon also met with US senators including Majority Leader Mitch McConnell, Senate Armed Services Committee chairman John McCain and Senate Foreign Relations Committee chairman Bob Corker. Trump and Moon were to continue their talks – likely again dominated by North Korea -- at the White House on Friday. Washington, South Korea’s security guarantor, has more than 28,000 troops in the country to defend it from its communist neighbor, which has been intensifying missile tests -- including five since Moon’s inauguration.
China ‘outraged’ by planned US arms sales to Taiwan BEIJING, JUN 30 (AGENCIES): China urged the United States to revoke immediately its “wrong decision” to sell Taiwan $1.42 billion worth of arms, saying it contradicted a “consensus” President Xi Jinping reached with his counterpart, Donald Trump, in talks in April in Florida. The sales would send a very wrong message to “Taiwan independence” forces, China’s embassy in Washington said in a statement. A U.S. State Depar tment s p o k e swo m a n s a i d o n Thursday the administration had told Congress of seven proposed sales to Taiwan, the first under the Trump administration.. “The Chinese government and Chinese people have every right to be outraged,” the embassy said. China regards selfruled Taiwan as a wayward province and has never renounced the use of force to bring it under its control. China’s Nationalists fled to the island after losing the civil war with China’s Communists in 1949. The United States is the sole arms supplier to Taiwan. “The wrong move of the U.S. side runs counter to the consensus reached by the two presidents in and the positive development momentum of the China-U.S. relationship,” the embassy said.

authorities to find stolen cars believed to have been transported to Thailand has led to the seizure of 122
vehicles imported by Thai dealerships. Of those, 15 were found to be stolen in the U.K. Thai customs officials say they are investigating about 300 other vehicles suspected to have been illegally imported. Customs officials displayed a Mercedes GLE 350 and a Nissan GTR at a news briefing Friday, part of the batch sought by Britain. The customs bureau said the cars were seized when their Thai importer attempted to ship them out of Thailand to evade officials. Kulit Sombatsiri, director-general of Thai customs, said the vehicles that British authorities are seeking were partially paid for in monthly installments by U.K. buyers before being
sold on the black market. “The buyers only paid around 5 or 10 percent of the car’s cost and they would then sell it,” he said. “In the United Kingdom, they classify these cars as stolen.” Police raids on May 18 and 22 resulted in the seizure of 122 cars that included luxury brands such as Lamborghini, Rolls Royce, McClaren and Lotus. Of the 122 cars seized, 31 Lamborghinis and a Lexus were declared to Thai customs as cheaper models than they actually were, which amounted to around 650 million baht ($19 million) worth of losses in tax collection, police said.
Barack Obama visits ACKNOWLEDGEMENT childhood home Jakarta
Former US president Barack Obama (L) walks next to Indonesian President Joko Widodo (R) in Bogor on June 30
BOGOR (INDONESIA), JUN 30 (AGENCIES): Former US president Barack Obama arrived Friday in his former childhood home Jakarta, where he met Indonesia’s president at the end of a ten-day family holiday. Indonesia’s President Joko Widodo met with Obama at the presidential palace on the outskirts of Jakarta, with Obama delighting local media by greeting Widodo with “apa kabar” -- how are you in Indonesian. The former first family arrived a week ago on the resort island of Bali and then visited the historic Yogyakarta city in central Java before coming to the capital. President Widodo took Obama to a cafe in the botanical garden next to the palace, where he sampled traditional snacks and ate a bowl of meatball soup. Jakarta after his mother married an Indonesian man, following the end of her marriage to his Kenyan father. Many Indonesians feel a strong bond with Obama because of his early exposure to Indonesian culture, and a two-metre (six-foot) bronze statue has been placed in his former school. The statue of “Little Barry” -- as Obama was known to his Indonesian school friends -- depicts a young Obama dressed in shorts and a T-shirt with a butterfly perched on his hand. Obama is travelling with his wife and their two teenage daughters. Prior to Jakarta, they toured a Hindu temple wearing traditional sarongs, walked through terraced rice paddy fields and white water rafted in Bali. They also visited ancient Buddhist and Hindu temples on Yogyakarta.

They were married in the year 1944 and he served the church as a “mapangsur” for many years. They moved to Mokokchung in 1970, and was bless with a job as a carpenter with the PWD to provide for his family. Obu and Otsu’s love was what legends were made of. Otsu was quick with words and action while Obu was a man of few words with a refreshing sense of humor. Growing up we could see how God intended marriage and family to be, in their relationship with each other and in taking care of their family. Through Obu’s life, we could get a glimpse of who our Heavenly Father is. He was loving, patient, kind, gentle, always ready to forgive, calm, a rock that anchored us. He did not often preach God’s word to us but he lived it. And just as he lived, he left for his Heavenly abode peacefully on June 16, 2017. His earthly remains were laid next to his beloved wife at the village where their lives started. He leaves behind four children, 11 grandchildren and two great-grandchildren. New conflicts threaten Syria after IS defeat
RAQQA, SYRIA/WASHINGTON, JUN 30 (AGENCIES): Sheen Ibrahim’s track record fighting ultrahardline militants explains U.S. President Donald Trump’s policy of arming Syrian Kurds like her as he seeks to eradicate Islamic State. It also highlights the risks. Taught by her brother to fire an AK-47 at 15 and encouraged by her mother to fight for Syrian Kurdish autonomy, she says she has killed 50 people since she took up arms in Syria’s sixyear-old civil war, fighting first al Qaeda, then crossing into Iraq to help Kurds there against Islamic State. Now 26, she leads a 15-woman unit hunting down the hardline group in its global headquarters Raqqa, speeding through streets once controlled by the militants in a pick-up truck as fellow fighters comb through ruined buildings for booby traps. The U.S.backed Syrian Democratic Forces (SDF), spearheaded by the Syrian Kurdish YPG militia, have taken several parts of the northern Syrian town since their assault began this month. This week U.S. Defense Secretar y James Mattis said Washington may arm the SDF for future battles against Islamic State while taking back weapons it no longer needs. The plan is the “headline” of a still-unfinished

stabilization plan for Syria by the Trump administration, said a U.S. official, speaking on condition of anonymity. The risk is that it causes new instability in a war in which outside powers are playing ever larger roles. The U.S.-YPG relationship has infuriated Syria’s northern neighbor Turkey, a NATO ally which says the YPG is an extension of the Kurdish Workers Party, or PKK, designated terrorist by both Ankara and Washington for its insurgency against the Turkish state. Turkey has sent troops into Syria, partly to attack Islamic State, but also to keep the YPG, which controls Kurdish-populated areas of northern Syria, from moving into an Arab and Turkmen area that would give it control of the whole frontier. On Wednesday
Ankara said its artillery had destroyed YPG targets after local Turkish-backed forces came under attack. Turkey has recently sent reinforcements into Syria, according to the rebel groups it backs, prompting SDF concern it plans to attack Kurdish YPG forces. The SDF warned on Thursday of a “big possibility of open, fierce confrontation”. Syrian Kurdish leaders say they want autonomy in Syria, like that enjoyed by Kurds in Iraq, rather than independence or to interfere in neighboring states. They say Turkish warnings that YPG weapons could end up in PKK hands are unjustified. “We were the victims of the nation state model and we have no desire to reproduce this model,” said Khaled Eissa, European representative of the PYD, the YPG’s political affiliate.

Trump, S Korean prez hold talks on North Korea policy
WASHINGTON, JUN 30 (AFP): US President Donald Trump and his South Korean counterpart held talks on how to halt North Korea’s nuclear drive, but remained at odds over whether to isolate or engage the Pyongyang regime. Trump welcomed the newly-elected South Korean President Moon Jae-In to the White House for a formal dinner that preceded the heavier lifting that was to come later in the evening during talks on what to do about their ongoing standoff with the North. “We’re going to have tremendous discussions tonight,” Trump said at the dinner, flanked by his wife Melania and by Moon, on his right. Seated next to Moon at the elegant, flower bedecked table was his wife, First Lady Kim Jung-soon. Members of Trump’s cabinet and Korean delegation were also seated at the elegant dinner table, which ran the length of the room. “I know you’ve been discussing with our people some of the complexities of North Korea and trade and other things, and we’ll be discussing them all as we progress -- and it could be very well late into the eve-

Wonder Woman’s Gal Gadot responds pay issues

onder Woman‘s Gal Gadot has addressed reports that she was paid considerably less than Man Of Steel star Henry Cavill for her first solo outing. Unverified figures initially claimed that Gadot had received payment of $300,000 as compared to Cavill’s $14 million fee for Man of Steel – but the figures have since been rubbished. Instead, Vanity Fair claims that the $300k repre-
sents an initial ‘base salary’, while dismissing the reports of Cavill’s wage as ‘insane’ – reporting that the mammoth fee, if accurate, would not be received from one film alone. A source said: “If you do an apples to apples comparison, she was paid at least as much as he was.” When asked if she supported calls for her fee to be higher, she simply responded: “I’m grateful and happy.” Her clarification of the situation comes after Wonder Woman became the highest grossing film ever directed by a woman. spirit of the festival, all the stalls were brightly decorated with glittering lights and a set up like a mini village. Day-one performers included Alobo Naga and the Band, Gearman Dudes, Polar Lights besides some other performers. The second day of the festival will begin Saturday at 5:30 p.m. and will feature some of the renowned bands including Lords of Rock besides some other bands. Dimapur Music Festival is a much needed event especially for the youths in
the city since all the major events gets staked up only towards the end of the year leaving the early part of the year blank and dull. And although there has been a rise in the number of musicians lately, they have very few places to showcase their talent which is a huge loss as that also leads to discouragement and dejection. With more of such events, hopefully the state in general and Dimapur in particular, would have a more colourful calendar. (Staff Reporter)

Being one of the most ambitious directors in Bollywood, Anurag has announced yet another project which is a biopic on the legendary playback singercum-actor-cum-producer-cum-music composer Kishore Kumar. While Anurag Basu plans to start working on the biopic, the filmmaker reveals that he will have to resolve some legal issues before he starts shooting the film. When asked about the biopic at a recent event, Anurag said, “ That is one film which I am really looking forward to. But it’s quite difficult to make a biopic on Kishore Kumar. There are lots of legal things also when you’re doing a biopic. So we are going through all those things, trying to resolve. Ranbir is also looking forward to the film. “

Critics warm to new Spider-Man’s web slinging Summer Crash Course
R
eviews are in for the new Spider-Man film, and they’re mostly positive. The Mail calls SpiderMan: Homecoming “the blockbuster of the summer”, while The Guardian calls it a “light, snappy and frequently hilarious crowdpleaser”. According to Screen Daily reviewer Tim Grierson, British actor Tom Holland - a former star of the Billy Elliot musical who turned 21 this month - “makes for a believably underage Peter Parker”. The Hollywood Reporter, though, says “a charming new lead only goes so far”. Jon Watts’ film, writes critic John DeFore, is “often frustrating” and “represents a creative mis-step”
for the Marvel Studios. Largely set in New York, Spider-Man: Homecoming follows on from Holland’s introduction to the “MCU” - Marvel Cinematic Universe - in Captain America: Civil War. That 2016 film saw Spider-Man - a teenage crime-fighter who can spin
webs and swing between tall buildings - participate in a battle between Captain America, Iron Man and other superheroes. The new film sees Spider-Man’s alter ego Peter Parker juggling his high school responsibilities with his secret life as a masked vigilante.
New Song Premiere: Mr. Big’s ‘Forever And Back’ scenes look at the making of the new album. The album will also be made available on vinyl in the coming months. “Defying Gravity” deftly showcases that patented Mr. Big blend of crunch and melody, from the freight-train ride of opening cut “Open Your Eyes” to the harmony-laden wonderment of “Damn I’m in Love Again” to the grateful/ wistful nostalgia of “1992” (recalling the days when the band was flying high atop the singles charts with their international No. 1 smash “To Be With You”) to the barnburning slide-blues closer, “Be Kind”. Overall, “Defying Gravity” is prime

evidence that the only thing MR. BIG remains tethered to is their ongoing pursuit of achieving creative excellence. Original members Eric Martin (lead vocals), Paul Gilbert (guitars), Billy Sheehan (bass) and Pat Torpey (drums) reunited with producer Kevin Elson (who was behind the boards for the band’s 1989 self-titled debut, 1991’s “Lean Into It” and 1993’s “Bump Ahead”) for an intensive six-day recording session in Los Angeles. While Torpey was unable to perform some of the songs on “Defying Gravity” due to a recent diagnosis of Parkinson’s disease, Matt Starr has been filling in for him on a majority of the album. Starr also been touring with the band for the past couple of years, with Torpey able to play a couple of songs at each stop.
It is not long before he encounters Adrian Toomes, a villainous arms dealer who has his own alter-ego in the form of wing-sporting marauder Vulture. Previous versions of the Spider-Man franchise featured Tobey Maguire and Andrew Garfield in the title role. According to Digital Spy, “Spider-Man: Homecoming’s biggest achievement is that it makes you forget it’s the third different Spider-Man - and second reboot - in less than 20 years.” “There’s a spontaneous charge to the film, a euphoric innocence, that makes it a much-needed antidote to stale franchise formula,” raves Rolling Stone’s Peter Travers.

A catwalk show with real people instead of models
F
Nise Meruno along with Toshimeren Jamir performed at the fashion event, ‘Celebrating North East’, held at Taj Vivanta, Guwahati, Friday. The show was curated by fashion entrepreneur Vikram Rai Medhi.
our-day-old James is carried along the catwalk to meet the world for the first time. Ninety-nine-year-old Mickie, who drove army trucks during World War Two, makes her way up the runway with a walking stick. Stefan, the bearded The Big Issue North seller from Manchester Victoria station, slowly twirls and waves as he goes. Helen, who’s had cancer and a drink problem, pauses at the end, tilting her head to look to the sky. This is no ordinary catwalk, and these aren’t ordinary models. They’re real people who are walking a catwalk in the middle of Manchester to create a live “self-portrait of the city” - an idea dreamed up by artist Jeremy Deller. It’s a simple idea. A platform that normally celebrates superficial appearance is instead used to celebrate the everyday brilliance
and resilience of the people of the city. And it’s more beautiful than any fashion show. Beautiful, heartwarming and life-affirming. About 150 people walk the 100m yellow runway while the gathered crowds maybe a couple of thousand - read snippets about their life stories on the screens. There’s Chris, who’s been in Strangeways prison. He’s beaming with a fist in the air like a rock star.
There’s Kate, who was christened Andrew; trainee doctor Sermed; Wajid, who’s had a kidney transplant; Vincenzo, who cleans the town hall; Jehona, who saw 19 members of her family killed in Kosovo and was herself left for dead. There are two taxi drivers who turned their meters off to give stranded Ariana Grande fans free lifts home on the night of the Manchester Arena attack.

Confed Cup: Germany crush Mexico 4-1 to enter final
Germany players celebrate scoring a goal against Mexico during the Confederations Cup semi-final.
Sochi, Jun 30 (IANS): Germany outclassed Mexico 4-1 to enter the final of the Confederations Cup football tournament here. Leon Goretzka (6th, 8th minutes) struck in quick succession to give the Germans the upper hand in the early stages of Thursday evening’s semifinal, reports Sputnik news agency. Timo Werner (59th) and Amin Younes (90th) rounded off the tally for Germany. Marco Fabian scored the only goal for Mexico in the 89th minute. G e r m a n y ’s h e a d coach Joachim Loew was happy with his team’s performance. “It was a really intense match, because Mexico are technically very strong as well,” he was quoted as saying by FIFA after the match. “But we did exactly what we had planned to do.”
“The Mexicans always want to impose their game on their opponents and that’s what we wanted to prevent from the start. We wanted to dominate early on and attack them,” he added. Germany will meet reigning Copa America champions Chile in Sunday’s final. Chile had defeated European champions Portugal on penalties in the other semi-final on Wednesday evening. Before the kick-off, huge screens at Fisht Stadium played recorded video messages of German and Mexican teams’ captains, Julian Draxler and Rafa Marquez respectively, who called on everyone to avoid any sort of discrimination and racism in football. The Germans took the lead when midfielder Goretzka received a flawless assist from the right wing and cannoned the ball into the Mexican net from inside the penalty box.
Less than two minutes later it was 22-year-old Goretzka again who scored from close range to Germany’s advantage. The Mexicans, who had staged comebacks on several earlier occasions in this tournament, maintained their aggressive style in the second half in an attempt to create yet another come from behind win. But they were caught on the counter when an unmarked Timo Werner scored Germany’s third goal. Mexico kept up the tempo even in the closing minutes of the match and they finally found a consolation goal when Marco Fabian powered a long range free-kick past the German goalkeeper. However, about a minute later, Germany delivered another strike with young midfielder Amin Younes scoring their fourth goal.

sports Dravid to continue as India A and U-19 coach New Delhi, Jun 30 (PTI): The BCCI Friday announced that former India captain Rahul Dravid will continue as coach of India A and U-19 teams for the next two years. Dravid was first appointed as the coach for the two teams in 2015 and under his leadership the youngsters have achieved outstanding results, at home and away. BCCI acting secretary, Amitabh Choudhary said that Dravid was instrumental in grooming the youngsters in the last two years. “ R a h u l D r av i d i s known for the discipline and commitment he brings to the table. Wozniacki enter Eastbourne final L o n d o n, J u n 3 0 (Agencies): Heather Watson’s fine run at the Aegon International in Eastbourne came to an end when she was beaten 6-2 3-6 7-5 by Caroline Wozniacki in the semi-finals. The Briton, ranked 126 after a disappointing year, had her serve broken three three times by the world number six in a nervous first set.
Watson, 25, fought back well to take the Dane to a third set. But Wozniacki, the 2009 champion, won the key points in a tight decider to secure her place in Saturday’s final. Wozniacki, 26, will play third seed Karolina Pliskova for the title after the Czech had a walkover victory over Johanna Konta.
6th penalty shootout tournament
The Guernsey player last won a tournament in March 2016 and appeared nervous in the first set. However, she played more aggressively in the second, breaking former world number one Wozniacki to lead 4-2. Wozniacki called for the trainer because of an abdominal strain after the next game - but Watson kept her focus to level the
match. The British number three maintained her positive approach to break Wozniacki’s serve early in the third set but the Dane, who seemed unaffected by her injury, broke back straight away. Wozniacki kept plugging away and had two match points in the 12th game, taking the second after Watson hit a forehand into the net.
