KOHIMA/DIMAPUR, JUL 18 (NPN): In a dramatic turn of events following the High Court order, paving way for the floor test and the subsequent move by the BJP party, literally jumping the gun in support of T.R. Zeliang even as the issue of NPF leadership was still yet to be decided on the floor of the House on July 19, the NPF during its emergency meeting of the Central Executive Council, central office bearers, division presidents and frontal organisations on July 18 evening resolved to sever the 40 year old ties with the BJP party and also resolved to approach the President of India to recall the Governor immediately. NPF party lamented that since the BJP had “decided to foment instability in the State for its own selfish ends in the near future, the NPF has resolved to sever ties with the national party, BJP, with which it has been associated with since 1977.” Further, as per the resolution committee convenor Sebastian Zumvu and members-- Pusazo Luoruo, Lepshi Ao, Shingnyu Khiam and Zaku Tsukru, the party also observed the “undue haste and favour shown by Nagaland Governor towards the dissident legislators.” While questioning the neutrality and the apolitical stand of the Governor, NPF was of the opinion that the Governor “has misused, abused and tarnished Raj Bhavan to favour rebellion within the NPF party to enhance the politi-

Rs 131.90 cr aid for Arunachal, Nagaland NEW DELHI, JUL 18 (NPN): The central government on Tuesday approved Rs 131.90-crore assistance to the flood-hit Arunachal Pradesh and Nagaland. The government approved Rs 103.30 crore central assistance for Arunachal Pradesh and Rs 28.60 crore for Nagaland at a high-level meeting here, chaired by Union Home Minister Rajnath Singh. “The central assistance to the states of Arunachal Pradesh and Nagaland was approved in the wake of flash flood and landslides of 2016-17,” a Home Ministry statement said. In respect of Rs 103.30crore central assistance approved to Ar unachal Pradesh, Rs 81.69 crore will be given by the National Disaster Relief Fund (NDRF) and Rs 21.61 crore from the National Rural Drinking Water Programme (NRDWP). Of the Rs 28.60 crore approved for Nagaland, Rs 25.89 crore will be provided by the NDRF and Rs 2.71 crore from the NRDWP funds. The meeting was attended by Union Finance minister Arun Jaitley, Minister for Agriculture and Farmers’ Welfare Radha Mohan Singh, Home Secretary Rajiv Mehrishi and other senior officials.

According to the committee one of the factors that led to rebellion was the series of actions taken at the initiative of chief minister, Dr. Shürhozelie Liezietsu after he was sworn in. The party said within a short span of time Dr. Liezietsu put his foot down agasint corruption and malpractices in the state such as— back door appointments, deduction of funds by legislators, ensuring that administration and governance was transparent, attendance in office and other vital issues. On the basis of these, the party resolved to appeal to the people of Nagaland, who wanted positive changes, to come together and work for the betterment of the society in the days to come. Further, NPF said its members were alarmed that the 10th Schedule of the Constitution was being circumvented by unethical elements with active support of political powers that be in the country in order to enhance their political fortunes. In order to check these, NPF said it had to take legal recourse to ensure that the aims and objectives of anti-defection laws were upheld. NPF in particular resolved to appeal to the Speaker of NLA, to rise above political considerations and to remain as the embodiment of propriety and impartiality during the crisis.

Gov summons floor test today

In a major setback to Nagaland chief minister, Dr. Shürhozelie Liezietsu, the Kohima bench of Gauhati High Court in its verdict on Tuesday upheld the directive of Nagaland Governor, P.B. Acharya to hold the floor test, while vacating the earlier interim stay order issued by the court on July 14. Hours after the court verdict, Nagaland Governor, P.B. Acharya directed NLA Speaker to summon an emergent Special Session of the Nagaland Legislative Assembly on July 19, 2017 at 9:30 a.m. to test the majority support of the present cabinet led by chief minister, Dr. Shürhozelie Liezietsu. It may be recalled that, chief minister, Dr. Shürhozelie Liezietsu had approached the court citing various reasons such as-- the crisis was an internal party problem, which did not require to be taken to the Governor’s office, that the Governor can summon or prorogue and dissolve the house, only on the aid and advice of the Council of Ministers with the chief minister as the head. And not at his own.” The hearing was held on July 17 where the petitioner Dr. Shürhozelie was represented by senior counsel of Supreme Court, Meenakshi Arora while NLA Speaker was represented by senior advocate SS Dey (respondent No.1) and T.R. Zeliang represented by C.S. Vaidyanathan (respondent No. 2). Interestingly, in the original petition only the office of the Speaker was impleaded as respondent No.1. However, when the case came for hearing on July 17, objections were made by supporters of respondent No. 1 for non-impleadment of (Cont’d on p-7) T.R. Zeliang.

ACAUT flays harassment DIMAPUR, JUL 18 (NPN): ACAUT Nagaland has condemned the alleged harassment of the chairmen community comprising of over 100 colonies (Dimapur Urban Council Chairmen Federation (DUCCF) by one NPG functionary over taxation purpose. ACAUT through its media cell said that the “socalled SS Col. Tokugha” has been giving sleepless nights to the Chairmen federation members for almost two months- throwing his weight around threatening the federation members with arrest and confinement in Camp Khehoi.” Questioning the GPRN/NSCN whether the organisation and the “SS colonel” were in tune with ground reality, the ACAUT asked “Does the GPRN/ NSCN really think that all its public relation exercises cosying to various tribal hohos

and organisations will bear fruit when on the other hand it sanctions some people like Tokugha to harass the general public?” Further, ACAUT said the “SS Colonel” taking the name of Camp Khehoi in his every utterance to cow down the members of chairmen federation was most irritating. In this regard, ACAUT has challenged the “colonel” to arrest its members for confinement in Camp Khehoi if he had the guts instead of “strutting around the houses of federation members like a prized bull which he is not.” Pointing out that Dimapur Urban comprised of at least one lakh population, ACAUT said “if a mere SS colonel thinks that he can intimate the Chairmen community” it was gravely mistaken. “Those Khushikhushi days are long gone,” it added. DC Dmu directs VC/GBs not to collect NPG tax DIMAPUR, JUL 18 (NPN): Deputy Commissioner (DC) Dimapur in continuation to earlier order dated May 19, 2015 and circular dated May 19, 2015, has directed all the village council chairmen/GBs and urban ward authority/GBs not to collect any tax on behalf of Naga Political Group (NPG) from the residents/wards/colony or deduct any amount from government fund provided for village development as this was illegal and in total violation of government rules. In an order, DC Dimapur, Kesonyu Yhome, has cautioned that any local authority found violating the order would be penalised as per the provision of Village & Tribal Council Act 1978 and other relevant laws.

NPF party issues Whip, warns legislators of action

Following the directive of the Governor to summon an emergent special session of the NLA, the NPF Legislature Party Chief Whip, Kiyanilie Peseyie has issued a three-line Whip to all NPF legislators, to comply with its directive or face consequences under the 10th schedule of the Constitution of India. 1. If any motion of confidence is moved by Dr. Shürhozelie Liezietsu, all NPF Legislators shall and are hereby directed to vote in favour of the motion. If any motion is moved by anybody expressing no-confidence in the Council of Ministers headed by Dr. Shürhozelie Liezietsu, all NPF Party Legislators shall vote against the motion. 2. Notwithstanding dissenting opinions that maybe expressed by any member or members of the DAN Coalition belonging to Political Parties other than the NPF

Party, all NPF Party Legislators shall and are hereby directed to vote in favour of the motion if tabled by Dr. Shürhozelie Liezietsu expressing the confidence of the House in the Council of Ministers headed by him. 3. The directions issued in terms of 1 and 2 above are reaffirmed and reiterated and NPF Party Legislators shall and are hereby directed to vote in favour of the motion expressing confidence of the House in the Council of Ministers headed by Dr. Shürhozelie Liezietsu, and to vote against any motion expressing lack of confidence in the Council of Ministers headed by Dr. Shürhozelie Liezietsu. NPF Party Legislators disobeying the Whip/directions of the Party issued hereinabove shall be liable to be disqualified in terms of the Tenth Schedule of the Constitution of India. Motion: When MLAs go to the Assembly on Wednesday for the floor test, a

motion would have to be moved to be voted upon. The leader of the house seeks vote of confidence on his leadership by moving a motion. Opposition members can also move a motion expressing loss of confidence in the leader of the house. The question on Wednesday would be as to who would move the motion? The Speaker is expected to recognise the official whip for voting. However, if the Speaker recognises the Whip appointed by dissidents, then would be challenged but the voting would have taken place. Acharya, signed by state BJP unit president Visasolie Lhounghu and four MLAs-- Paiwang Konyak (minister), Dr. T.M Lotha (Advisor to CM), Imtilemba Sangtam (Advisor to CM), Mmhonlumo Kikon (MLA & Chief Whip) stated the BJP being a constituent of the Democratic Alliance of Nagaland (DAN) in Nagaland “continue to remain as a part of the arrangement till date.” “In the present political crisis in the state government, the BJP has decided to remain a constituent of the DAN group led by the DAN chairman, Visasolie Lhounghu along with four BJP legislators handing over T.R Zeliang,” the BJP stated. the letter of support to Governor, P.B. Minor held with drugs worth `3.39 cr in Mnp

IMPHAL, Jul 18: A combined team of Manipur police and troops of Assam Rifles has apprehended four persons including a 14year-old boy and two women with contraband items worth over Rs 3.39 crore in the international market. The seized contraband items included 127 grams of Brown Sugar, 509 gram of Heroin (No.4) Grade-I and 6970 WIY tablets. Police

said that the combined team intercepted the contraband items from the possession of the minor boy, who was accompanied by two women, during a checking along Imphal-Moreh section of NH-102 at Kwatha Lamkhai Monday afternoon. While terming the seizure as one of the biggest interception of such contraband items in the state in recent times, a senior police expressed concern over using of minor in smuggling

of drugs in the state. Police have detained the juvenile along with the woman who accompanied him identified as Liam Haokip (30) wife of Thinkhojim Gangte, a resident of Chikkim locality of Moreh town. The police source said that the woman along with the minor were smuggling the contraband item using jungle routes. The juvenile was carrying a backpack full of contrabands. In a follow up operation based on the disclosure made by the accused, the combined team of police and Assam Rifles apprehended two more persons, a woman and a man. The accused were identified as one Domjahat Haokip (35), wife of Thangkulun Haokip of Moreh town and Letkhothang Lhungdim (38), son of Jilhun Lhungdim, a resident of Lhangkichoi Veng of Moulhoi in Tengnoupal (Cont’d on p-7) district.

NEET/JEE: NSF on allocation of seats

DIMAPUR, JUL 18 (NPN): With NEET and JEE mains results declared, the Naga Students’ Federation (NSF) has reiterated its stand that the allocation of seats for MBBS, BDS, B. Tech, Agri and Allied courses through the NEET and JEE mains examinations be awarded only to indigenous inhabitants against the seats that were allotted to the Nagaland. In a press release, NSF secretary education, Muphatho Nyuthe, said the federation would closely monitor that the seats allotted to the State would not be given to any non-indigenous inhabitant applicants. Meanwhile, NSF has stated that all the selected students after the acceptance of their course to undertake would have to compulsorily verify their documents in person at NSF office, Naga Club building, Kohima.

Yitachu reiterates stand on no-confidence vote Not averse to peace or dialogue: NSCN (K) DIMAPUR, JUL 18 (NPN): Terming the statement of NPF legislature party of TR Zeliang camp as “a misrepresentation of facts and parliamentary practices”, the minister of school education and government spokesperson, Yitachu, on Tuesday reiterated his earlier stand that Zeliang cannot move no-confidence motion against chief minister Dr. Shürhozelie Liezietsu. In a press release, Yitachu said the convention and parliamentary practices were very clear and well established in India, adding that every political party having its elected member in the House elects a parliamentary leader According to government spokesperson, the job of the parliamentary leader was for the purpose of floor management in the House. He said that any majority grouping in the House when there was vacancy of the leader of the House i.e. the chief minister, normally the Legislature Party leader stakes a claim to form the government. In the present case, the spokesperson said the chief minister’s post was not vacant for the NPF party.

Therefore, he claimed that even if anybody was assigned the job of a Legislature Party Leader, he or she cannot claim the chief minister’s post outside the party forum. This being the law, Yitachu said members from the same party cannot move no-confidence motion. “That is why T.R. Zeliang cannot move a no-confidence motion,” he said. Explaining that there was a difference between the Leader of the House and Leader of the Legislature Party, Yitachu said the Leader of the House was the Chief Minister, and within its party set up, it was up to the party, whether to have another leader of the legislature party for floor management in the House. Even if the Legislature Party Leader was not elected for this purpose, he said the Leader of the House could always perform the role of the Leader of the Legislature Party, adding that there was no illegality or unconstitutionality about it. Meanwhile, Yitachu said he, as a party man, remained grateful to all his leadership in the party and in the

government. Yitachu said he had been a loyal party legislator to all the leaderships of the party government right from Neiphiu Rio to T.R. Zeliang and now to Dr. Shürhozelie. In the present crisis, Yitachu said he was a simple, humble party man elected by his Constituency, adding that it was his personal conviction and principled stand to remain a party man of NPF, a regional party which represents the Naga identity. Yitachu said he did not have any “hard feelings” towards any of his elected colleagues, and in the course of his political career just because of his loyalty to the party if any inconveniences was caused to anyone it was never on personal issues. Asserting that he still continued to maintain the total reconciliation policy opened by the party, Yitachu appealed to all party legislators not to take internal party matter outside the party forum and to resolve whatever issues within the party “for the sake of the people of the State and leave the future to almighty God.”

DIMAPUR, JUL 18 (NPN): NSCN (K) has stated that it was not averse to peace or dialogue, but maintained that it cannot be a party to the ongoing peace processes and dialogues between the government of India and various factions that have “clearly underlined the acceptance of Indian Constitution as the imminent condition for any settlement.” NSCN (K) vowed that under no circumstance it would be bullied to succumb to preconditions that stifled the sovereign status of the Nagas. In a press statement, MIP NSCN/ GPRN said it would also not exonerate any group or faction that betrayed the sovereign rights of the Nagas. NSCN (K) affirmed that it was very clear on the rights of the Nagas and the people’s aspiration to reclaim the lost Naga sovereign nationhood inclusive of all the ancestral Naga inhabited territories. It said that no settlement could be termed a “political

solution” without broad and transparent interactive participation and consent of the Naga people. MIP also said that any settlement must take into account the sacrifices of thousands of precious Naga lives and decades of sufferings that the Nagas have been made to endure in quest of sovereignty. It maintained that the “past disastrous agreements of 1960 and 1975 must not be experimented again upon the Nagas.” NSCN (K) said that the Nagas, having paid a very costly price, must be very cautious to commit to any process that did not consider transparency and accountability of the deliberated issues and contemplated settlement as paramount. Asserting that every Naga had every right to know the aspects of one’s fate that was being discussed and to be decided, the NSCN (K) said, “No amount of threat and intimidation can force the Nagas to blindly accept or endorse the

deal that remains shrouded in secrecy.” NSCN (K) said sensitivity of the issue could for particular stages of dialogue and certain contents require confidentiality. It, however, affirmed that “settlement hatched in closed doors” without people’s mandate cannot be enforced on the people. It said that the people have every right to reject any settlement that did not address the core issue of Naga sovereignty. NSCN (K) cautioned that it would not tolerate any elements or designs in the garb of political settlement that intended to infringe or impede the sovereign rights and struggle of the Nagas. Meanwhile, the NSCN (K) has pledged to carry on the fight until “our motherland is liberated from forceful subjection by illegal foreign powers”. DC Kma directive on landslides DIMAPUR, JUL 18 (NPN): Taking note of landslide and continuous erosions at Phesama and the bailey bridges at Kiruphema, Dzubza river and Lower Dzubza bridge, Tsiesema road, the Deputy Commissioner (DC) and District Disaster Management Authority (DDMA) Kohima chairman, Rajesh Soundararajan, has directed all the responsible departments including the enforcement agencies like the area administrative officers, PWD, NHIDCL, 15th BRTF, local panchayats etc., to immediately intervene and identify the hazardous areas. DC and DDMA Kohima chairman pointed out that putting the life of the general public and commuters in a situation of risk would cause inconvenience and hardship. In this regard, the DC has called for mitigation of the same to avert major disaster like the recent bridge collapse near Referral Hospital in Dimapur. DC said the directive comes into force with immediate effect for strict compliance and necessary action by all concerned. The responsible HoDs have been asked to submit the action taken report at the earliest to DC office Kohima.

ADC Tuli notifies on Milak Bridge

DIMAPUR: Additional De puty Commissioner (ADC) Tuli has notified that the Milakbridge on NH-2 (225 km) Tuli-Molungyinsen road has deteriorated and found to be un-safe for the passage of heavy loaded vehicle. In a notice dated on July 18, 2017, the ADC Tuli, in the interest of public safety and the safety of the bridge, has issued advisory, stating that maximum load was restricted to 5 MT/ Vehicle and there should be movement of only one vehicle at a time. ADC stated that the advisory should be strictly complied by all concerned till the restoration work, which has already been initiated by the concerned department, was completed. K

NVBDCP holds malaria awareness campaign

DIMAPUR: State National Vector Borne Disease Control Programme (NVBDCP) along with the state IEC Bureau, directorate of Health & Family Welfare undertook malaria awareness and prevention campaign in four districts in view of the transmission season for malaria in the month of June and July. The team conducted interpersonal communication and focus group discussions with the village councils, church lead-

ers and the community. The team also performed malaria infotainment, followed by health talks in 17 schools. Street play on malaria was also performed in various points. The team led by health education training officer, IEC bureau DH&FW, IEC consultant NVBDCP and IEC officials from the directorate and districts imparted health talks on environmental sanitation and personal hygiene, inter personal communication

on prevention and control of malaria, IPC on LLIN usage and also carried out cleanliness drive along with leaflets & poster campaign. The districts covered were Shamator block (Tuensang) covering 7 villages, Tamlu Block (Longleng) 6 villages, Mopung Block (Mon) 7 villages, Sitimi Block (Kiphire) 8 villages. The team would further proceed to Pughoboto block (Zunheboto) to carry out the activities.

Mass social work at Sechü Zubza, Peducha road

DIMAPUR: Sechüma Youth Organisation (SYO) has called for a mass social work on July 19 to repair the PWD road which connects Sechü Zubza and Peducha via Sechüma (Zapenuolieza point) and Kiruphema village. In a press note, SYO president, Petekhrietuo Nipu has informed that the mass social work was initiated as PWD road connecting Sechü Zubza and Peducha has deteriorated in due course of time. He, however, informed that the day’s work would be confined to the area which came under Sechüma and Sechü Zubza, the sub-divisional headquarters of the Western Angami region. Gayatri Projects Ltd would also be assisting the youth body by providing excavator(s) on the day, it informed. Condolences on demise of late A. Oditenba DIMAPUR: Nagaland L e g i s l a t ive A s s e m b ly (NLA) speaker, Dr. Imtiwapang Aier on behalf of the NLA and on his own behalf has expressed deep sorrow at the sudden demise of late A. Oditenba Phom, former member of Nagaland Legislative Assembly who had passed away on July 17. In a condolence message, the Speaker stated that late A. Oditenba prior to his entry into politics had worked as a teacher from 1958-1960 and served as area council member, 1962 and regional council member from 1964. He was elected as member of the second Nagaland Legislative Assembly from Tuensang constituency in 2969. The Speaker described late A. Oditenba as a devoted public leader who had dedicated his life for the welfare of the people.

It stated that he was a man of principle with strong determination and in his death, the state has lost a committed leader in general and for the Phom tribe in particular. Further, the Speaker prayed that the departed soul rest in peace. S. Pangnyu Phom, MLA: S. Pangnyu Phom, MLA, in a condolence message stated that during the lifetime of late A. Oditenba Phom, he had contributed all his time and service for the welfare of the Phom community and Nagas in general. Pangnyu stated that as a politician, late Oditenba was his mentor and guide. Pangnyu also stated that late Oditenba’s life was a life well lived for the future generations to emulate. He further extended condolence to the bereaved family and prayed that the departed soul rest in eternal peace. Ex-PAN: Ex-Parlia-

mentarian Association of Nagaland (EPAN) stated that late Oditenba was a dedicated leader who had tirelessly worked for the upliftment of his people. ExPAN president, T. DIMAPUR: Taking serious note of the demand made by the three student bodies regarding the collapse of bridge over Chathe River, Khaghaboto Area Students’ Union (KASU) has extended its unflinching support to the demands made by the student bodies. A press note by KASU president, X. Chopika Sumi and general secretary, Anatoli Zhimomi stated that the demand being genuine should have been considered and taken up on a priority basis. The union expressed dismay and shock to note that the concerned

de par tment has not yet taken any initiative to provide alternate arrangement for the aggrieved public except for the diversion to PatkaiSeithekima road which was in a deplorable condition. KASU has therefore appealed the PWD (R&B) to provide suspension bridge pliable for four- wheeler at the earliest, similar to the bridge at Shozukhu-Zukihe village under Khaghaboto area of Niuland subdivision, although it said the said bridge was built and maintained by the locals.

KASU also stated that villagers were not in a position to afford materials to build the bridge and therefore, it would be noteworthy on the part of the department to provide requisite materials and technical know-how following which the nearby villages would then provide manpower as and when needed. KASU has appealed the concerned department to immediately look into the matter and consider the plight of the thousands of villagers, facing untold troubles on a daily basis.

DIMAPUR, JUL18 (NPN): Excise Kohima personnel manning Peducha Excise check gate on July 17 seized 250 kgs of contraband ganja from a Nagaland Police registered Maruti Gypsy (NL 10-5679) and arrested one Nagaland police constable (driver) attached to PHQ Nagaland, Mozi Shupao (33). According to superin-

tendent of Excise Kohima, Vikikhe Aomi, acting on specific information about possible smuggling of ganja through police vehicle, the Excise check gate party was kept on high alert. Aomi said at around 12:45 p.m., a suspicious Police gypsy reached the check gate and when Excise personnel signalled it to stop, the driver, who was in full police uniform, ignored and speeded off towards Dimapur.

After a hot chase, Aomi said the Excise personnel managed to intercept the vehicle and on searching the vehicle recovered 24 packets of contraband ganja covered in black polythene, each weighting 10 kgs. During interrogation, Aomi said the accused confessed that he was transporting the ganja from Kohima to Dimapur for a lumsum of Rs. 13, 000 and that the contraband belonged to one female friend, Naomi Poumai. The driver also confessed of taking advantage of transporting the ganja in the absence of his officer who was on leave and out of station. He confessed that he wore the police uniform and drove the police gypsy to hoodwink the enforcement agencies for any suspicion. Excise Kohima said prima facie case has been registered against the accused for violation of NDPS Act 1985 and the seized ganja and vehicle submitted to court.

ARK Foundation flays ‘pathetic’ TB program in Tuensang dist DIMAPUR: Access to Rights and Knowledge (ARK) Foundation Nagaland while expressing concern over the “sorry state of affairs” on implementation of Tuberculosis (TB) Control program in Tuensang-a high TB burden district of Nagalandhas set three-point representation for implementation in a letter addressed health minister and the principal director of the health and family welfare department. In the letter, ARK Nagaland, president, Ketho Angami, said it was compelled to issue a public statement after the office of the State and National TB Control program failed to take corrective measures despite couple of official correspondences by the foundation. ARK said it had written to STO, RNTCP Nagaland about the continued absence of the district TB officer at Tuensang for months and that the “absconding officer” has been withdrawing monthly salary in spite of not attending to her duty except on World TB Day which falls on March 24 each year. The foundation alleged that in the absence of the officer, the staffs at the TB centre have been levying Rs. 10 per patient for “baseless reasons” such as stationary expenses that are incurred. According to the information received by ARK, this was taxed to the patients during the time of enrolment for sputum examination. The foundation claimed that it had notified State’s RNTCP on June 23, 2017 about the absence of the officer, money levied upon the patients and irregularity of the laboratory technician. However, it said RNTCP chose to “remain a mute spectator”.

ARK said the matter was also discussed during district level meeting on two occasions, September 20 and November 18, 2016 at CMO office, Tuesang. The foundation said it also wrote to Central TB division, Delhi on July 10, 2017. However both the office did not have the courtesy to reply to the communique nor took any remedial measures. During this whole process of the fiasco, ARK said TB drug shortage was reported on theJuly 14 at the centre and a patient who was admitted in the hospital has to buy anti tubercular (ATT) drugs from the private chemist as a result of drug shortage at the centre. ARK foundation president, said “this totally violates the claim of the TB program which says Directly Observed Treatment, Short Course (DOTS) are free”. In view of the above, ARK Foundation has submitted a three-point representation to health minister and the principal director of the health and family welfare department, which read: immediate termination of service of an erring district TB officer who was to be replaced with a “more responsible officer”; to develop a proper supply chain mechanism of drugs so that stock out issues are addressed and to provide details of the total amount levied upon the patients, since its inception and the manner in which the money were spent. ARK foundation has also urged the State TB officer (STO) to immediately install the CBNAAT machine meant for Tuensang district. ARK said the same was allocated since 2016 yet, the machine remained uninstalled due to various reasons best known to the concerned officers.

Doungel has informed that as per the government notification dated June 12, 2017, the rank pattern of inspectors of Nagaland police have been changed from the present red/blue ribbons in the epaulette with three stars to one star without ribbon in the epaulette. It has been informed that inspectors posted in armed branch of DEF and those in the unarmed branch should shoulder title as NP while inspectors in NAP battalions shall wear NAP. BJP members gherao Tripura CM’s, Ministers’ residences

Agartala, Jul 18 (IANS): The BJP on Tuesday gheraoed Tripura Chief Minister Manik Sarkar and other ministers’ residences demanding removal of road and rail blocks put up for over a week by a tribal party demanding a separate state, police said. Around 1,500 Bharatiya Janata Party (BJP) members put up barricades in six different places encircling the residences of Sarkar and four ministers, the police said. The ministers were Health Minister Badal Choudhury, Tribal Welfare Minister Aghore Debbarma, Jail Minister Manindra Reang and Education Minister Tapan Chakraborty. Sarkar and his ministerial colleagues were confined to their official residences since early morning of Tuesday. A large contingent of the Central Reserve Police Force (CRPF), Tripura State Rifles (TSR) and state police led by top police officials took position in and around the barricaded places and the gheraoed residences. A tense situation prevailed. Movement of traffic

was also largely affected. A weekly cabinet meeting scheduled at 11 a.m. at the Civil Secretariat could also not be held. “It could not be held as the Chief Minister and other ministers were unable to come to their offices in “Mahakaran” at the Capital Complex (seven km from here),” a top official of Chief Minister’s secretariat said. BJP leader Sunil Deodhar on Monday evening announced the launch of this agitation, including ‘gherao’ of the Chief Minister demanding withdrawal of indefinite road and rail blockade by the IPFT (Indigenous People’s Front of Tripura) demanding a separate tribal state. “We have launched the agitation for indefinite period as the Left Front government has failed to deal with the road blockade issue,” BJP General Secretary Pratima Bhowmik said demanding Sarkar’s resignation. Assam CM for PM’s Special Prog for flood, erosion control Guwahati, Jul 18 (PTI): Assam Chief Minister Sarbananda Sonowal Tuesday called on Prime Minister Narendra Modi and requested him to launch the ‘Prime Minister’s Special Programme for Flood and Erosion Control’ to develop road-cum-embankments stretching across 5,000 km in the state. The Chief Minister pointed out that most of the existing embankments in the state were constructed way back in 1950s and are vulnerable to breach due to perennial floods and river bank erosion, an official release said. He said the state lacks resources for developing road-cum-embankments and urged for an exclusive programme under the Prime Minister’s supervision to act as a deterrent to flood and erosion. Sonowal briefed the Prime Minister about the two waves of floods that has affected more than 25 lakh people across 29 districts prompting the state administration to set up 1,098 relief camps and distribution centres. He urged the Prime Minister for constitution of

a high level inter-ministerial team headed by a cabinet minister to study the impact of floods and erosion and suggest permanent measures for mitigating the problem. Sonowal submitted a memorandum to the Prime Minister requesting him to direct the Ministry of Water Resources for early release of funds amounting to Rs 1,138 crore for completion of schemes undertaken under the Flood Management Programme (FMP) during the 11th and 12th Five Year Plans. He requested for a New Industrial Policy to keep the investment momentum in the state going, the statement said. The Chief Minister urged for revival of HPC’s two paper units at Jagiroad in Morigaon district and Panchgram in Hailakandi district also requested the Prime Minister for repatriation of Assam cadre IAS officers, who are on central deputation, to the state. The Prime Minister assured the chief minister that the Centre will consider the demands of the state government, the statement added.

IMPHAL, Jul 18: A meeting of the business advisory committee of the Manipur Legislative Assembly convened on Tuesday decided to shorten the full budget session of the state Assembly. The full-budget session of the new BJP-led government will be commenced from July 20 next. Earlier, a meeting of the business advisory committee convened on July 10 decided to continue the session till August 20. However, the committee in its meeting today under the chair of the Speaker decided to shorten the session to August 16. The decision to shorten the session was taken considering the natural calamities due to incessant rain faced by the people of the state. The budget session will have only 13 sittings against earlier decision of having 18 sittings. In a quick reaction to the decision to shorten the budget session, Manipur Pradesh Congress Committee (MPCC) spokesperson, Kh Joykishan said that the ruling party intentionally decided to shorten the session in order to suppress the opposition from raising various issues.

minister’s son. Meetai has been awarded the jail term under section 304 (culpable homicide not amounting to murder) of the IPC for firing at Roger on March 20, 2011, and killing him. The incident had occurred after Roger had allegedly not allowed Meetai to overtake him in his SUV which had irked the chief minister’s son. At the outset, the bench queried why the state government has not filed appeal against the lesser sentence awarded to Meetai or the parents have filed the appeal in High Court at Imphal. It told the counsel for the Manipur government that security is not the responsiblity of state now and the court will direct the CRPF to provide security to the aggrieved. Mayawati met Rajya Sabha Chairman Hamid Ansari in the evening and handed over her resignation letter to him. “I met the Chairman to hand over my resignation letter. It is not good that I cannot speak in the House on issues close to me... When I got up to speak, the government did not allow me to complete. Their members stood up and interfered. It is not good,” she said. Sources in the Rajya Sabha Secretariat said the decision to accept her resignation lay with the Chairman. The format states that a resignation letter should be brief and should not mention the reasons. Earlier, Mayawati said in the House, “I will resign from the Rajya Sabha today.” when Deputy Chairman P.J. Kurien asked her to wrap up her speech as she had exceeded the three minutes given to her to make her submission. Speaking to reporters here on Tuesday, Apollo Hospital Group’s Founder Chairman Prathap C. Reddy said: “We have all the data. There

was no interference in the medical treatment given to her (Jayalalithaa).” He said Jayalalithaa was improving well but suddenly suffered cardiac arrest. Jayalalithaa was admitted to Apollo Hospital here on September 22, 2016 for fever and dehydration. She was in the hospital till she passed away on December 5, 2016.

There is nothing miraculous or mysterious about the things we can explain. We control what we are able to explain, consequently it is only natural to seek an explanation for everything. It is not natural to obey, yet it is not necessarily sinful to disobey. There can be no real disobedience, nor any moral virtue in obedience, unless a person recognizes the higher authority of the one giving the orders. If this recognition does not exist, even the one giving the orders may view the other person’s disobedience as freedom. If one rules another by saying, “You must do this,” and, “You will do that,” he breaks the human spirit, making it unfit for God. A person is simply a slave for obeying, unless behind his obedience is the recognition of a holy God. Many people begin coming to God once they stop being religious, because there is only one master of the human heart— Jesus Christ, not religion. But “Woe is me” if after seeing Him I stillwill not obey (Isaiah 6:5 , also see Isaiah 6:1). Jesus will never insist that I obey, but if I don’t,I have already begun to sign the death certificate of the Son of God in my soul. When I stand face to face with Jesus Christ and say, “I will not obey,” He will never insist. But when I do this, I am backing away from the recreating power of His redemption. It makes no difference to God’s grace what an abomination I am, if I will only come to the light. But “Woe is me” if I refuse the light (see John 3:19-21).

possible backlash against its soft pedalling on taking concrete action against cow vigilantism and punishing those who take not only the law but lives into their own hands ,has at last brought the BJP back to reality. When prime minister Narendra Modi issued a strong appeal on states to curb and take stringent action against those self-styled Gau Rakshaks (Cow protectors/vigilantes), it was a long delayed and over due response. Against the backdrop of mayhem perpetrated in the name of protecting the holy mother cow, there have been many consequences – both politically and socially. Politically, the BJP, which has been in denial mode over patronisation of fringe outfits, has belatedly realised that people are being lynched in barbaric manner like in the medieval times because beef issue. Socially, it has sent shock waves across even the majority community whose members have been the most vocal critics against the beef ban. The genesis of the court reversal came after the Madras high court’s similar action in May which stayed this ‘slaughter ban’ for four weeks and asked the Union environment ministry and the Tamil Nadu government to respond to a petition filed by a Madurai-based activist-lawyer and vegetarian S Selvagomathy. Close on its heels, the Supreme Court (SC) too ordered a three-month stay on the Centre’s rules banning the sale and purchase of cattle for slaughter. The Supreme Court had stayed the Central rules to regulate cow trade after observing that sections of the middle class are offended. Civil society protests like the “Not-In-My-Name” drive received wide support with international media adversely commenting on the emerging situation. This may have clearly moved Modi to do some damage control (Desh ki chhavi par bhi iska asar pad raha hai). India’s emerging image as a less tolerant, illiberal society is hardly an image that Modi would like the world to see it as especially when his government has been trying to woo foreign investments in a very significant way. A backlash may have necessitated a rethink of the BJP strategy. According to reports in the media, as many of 97 per cent of these attacks were reported after the 2014 Lok Sabha election in May and about half the cow-related violence, 32 of 63 cases, were from states governed by the BJP when the attacks were reported. Muslims were the target of 51 per cent of violence centered on bovine issues over nearly eight years (2010 to 2017) and comprised 86 per cent of 28 Indians killed in 63 incidents, according to an analysis of violence recorded until June 25, 2017 by IndiaSpend. Modi’s condemnation of cow-inspired mob violence is significant for its timing and purpose. He went beyond a customary briefing on the eve of a Parliament session to make a spirited speech, parts of which were tweeted for wider notice. The issue he addressed - cow vigilantism -was on the Opposition agenda. Apart from voicing a strong disapproval of activities of gau rakshaks he talked of corruption. The Opposition also plans to raise the issue of CBI raids on the Lalu Prasad family. Whatever was the driving factor behind the PM’s condemnation, it is hoped it was to rein in cow vigilantes and send a strong message across.

h dear, we have done it again. We are in the news for all the wrong reasons and the next few weeks we could be making history: We shall be in the front pages of all local and national media. I am reminded of a troll in the social media where a local youth from a certain Naga community whatsapped his contacts and asked them if they have seen the local papers. The fellow expressed his anguish that his picture which came out in the papers was not up to his expectation and went on and on to curse the photographer. When his friends checked up the papers, they found out that their friend’s picture had appeared in a story in connection with his arrest the previous day for vehicle lifting! Now that the Court has dismissed the writ petition filed by the Chief Minister, ironically, both camps are celebrating: One group says that their party has won since the floor test notified by the Governor to be held on or before July 15 was avoided the other group says the law is on their side and that swearing in of the new Chief Minister is imminent. Now, all eyes are on the offices of the Speaker and the Governor. The Supreme Court had, in its ruling on Kihoto Hollohon Vs Zachilhu (1992) ,noted that “The office of the Speaker is held in the highest respect and esteem in Parliamentary traditions. The evolution of the institution of Parliamentary democracy has as its pivot the institution of the Speaker. He is said to be the very embodiment of propriety and impartiality. He performs wide ranging functions including the performance of important functions of a judicial character. It would, indeed be

unfair to the high traditions of that great office to say that the investiture in it of this jurisdiction would be vitiated for violation of a basic feature of democracy. It is inappropriate to express distrust in the high office of the speaker, merely because some of the speakers are alleged, or even found, to have discharged their functions not in keeping with the great traditions of that high office. The Robes of the Speaker do change and elevate the man inside.” In the coming days, the focus of attention will be on Nagaland Speaker, and also the office of the Governor for that matter, because now they will play major roles in determining the outcome in the ongoing political crisis in Nagaland. No doubt, the Offices of the Governor and the Speaker are a-political, but throughout the years, we have seen that the Robes of these respected offices did not change the political persons who occupied these offices. In 1990, after a few months of the Assembly elections in Goa, Congress Speaker Luis Proto Barbosa himself defected to form the Goan People’s Party (GPP) and became the Chief Minister after aligning with another regional party, the MGP. His defection necessitated the appointment of a member, Kashinath G Jhalmi of the MGP, as Speaker under Para 6 (1) of the Anti-defection Act relating to defection of a Speaker. Jhalmi took over nine months to give his decision on the disqualification petition filed by the Congress against Barbosa, which coincided with the life of the Barbosa Government: He gave his verdict after his party, the MGP, the coalition partner of the GPP, decided to part ways with Barbosa. And during the nine

and half months of the GPP-MGP honeymoon, the Speaker, Jhalmi himself, was the Law Minister in the Barbosa Cabinet. In 1995, Cong ress member Tomazhinho Cardozo became the Speaker of Goa Legislative Assembly in a strange and peculiar manner. Voting was in secret ballot and the Legislature staff counted 20 votes for Surendra Sirsat and 19 votes for Cardozo, with one vote declared invalid. After some manipulation by pro-tem Speaker Zuwarkar, another Congress member, he declared one vote for Sirsat invalid and announced a tie. Thereafter, fresh elections were called, this time involving a show of hands. Cardozo was declared elected through a voice vote where the Opposition did not participate! Cardozo proved himself to be a man of action. During his term, Pratapsingh Rane filed a petition against Wilfred D’Souza and four others on July 27, 1998. Our man of action was also in a hurry because he gave his interim order, ex parte, the next day disqualifying the defectors, and his final order on July 28, within 48 hours! The simple principle of natural justice of giving to those charge reasonable opportunity to be heard before a judgment was violated in haste. If that is partisanship on the part of the Speaker, what would you say about Speaker Haroon Sheik Hassan who took more than two and half years, from January 4, 1992 till September 15, 1994, to dismiss a petition? Cabo Raj, as the Raj Bhawan at Dona Paula is fondly called by the elder citizens of the State, has also had its fair share of intrigue and gross improprieties. aziranga group of Ministers, MLAs and the Governor are not wrong when they say they have the numbers. However, they are right only as long as the crisis was a normal numerical struggle. What is wrong with them is their failure to remember and understand the recent public upheaval due to mishandling of the ULB elections leading to the unfortunate killing of three precious lives, injuring dozens, public inconvinience and burning down of properties besides chaos in various parts of the State that led to the change of guard from TR’s leadership to Dr. Shurhozelie. Former Chief Minister, Mr. TR Zeliang had to step down on moral ground and not for loss of faith of the MLAs in him therefore Mr. Zeliang’s coup attempt now by reclaiming the number of MLAs at this juncture when the graves have not yet settled, the tears of the bereaved families not dried and the ugly burnt offices still standing makes the move unreasonable. This attitude is simply a glaring exhibition of one who is hungry for power. The more questionable in the issue is that there isn’t even one among the more than 40 MLAs able to understand the issue and speak the truth and prevent such demeaning adventure. This matter is not just a misfortunate but a curse for the people of Nagaland. Observing the ongoing drama, the public may take it as an opportunity to conclude that this bunch of politicians have nothing to offer except chaos. The other option is despite

knowing it one may still vote for them to witness more chaos and zero or lip-stick development. In this rationale, the public must understand that these politicians have nothing to lose because there is no law or rule in Nagaland to catch and punish them, at least for now. It will not be surprising to say that in Nagaland, No Rule is the rule, No Law is the law and No System is the system and in all this the most unfortunate sufferers are the people. One of the glaring mindsets of these politicians has emerged and that is their dictatorial attitude and the example is the warning of punishment issued to the bureaucrats despite the existing legitimate Chief Minister, Dr. Shurhozelie. And the other is none of them has any programme for the people except their goals set on clinging on to power by hook or by crook. It is a blatant fact that event after more than fifty years of statehood no Chief Minister or Minister had any road map of development of the State. What we have had up till now is only piecemeal developmental activities, most of which are only on paper and statistics, based on the whims and fancy of the concern Minister. In this regard, I had said in my earlier writing that we have no ‘Minister for Nagaland’ except ‘of Nagaland’. At the most what we have is, as we tend to utter, a “Lotha Minister”, “Ao Minister”, “Sema Minister” or “Angami Minister”. Unfortunately this is also true because these

ministers see either only their constituency or District. It appears that there is no favorable future for the younger generations except collapse of everything; roads, bridges, buildings and the most serious of all the collapse of system and moral principles as we are witnessing now. The Naga populace is so gullible and their Ministers have no programme for them. What we are witnessing is a collapse of integrity and lack of healthy rationality from day one of the Statehood. The religion practiced by the people today is also mere “opium” as Karl Marx has rightly puts it and people at the helm are knowingly or unknowingly perpetuating that misconception. The only way out for us is for the youths to take a resolute stand to evaluate whom they are going to vote. Platform system of choosing the candidates must be enforced along with thorough screening of the candidates from all angles like authenticity and integrity of the person and this will not be a difficult task because everyone in Nagaland is an open book. One factor which must be ruled out is money possessed by the present politicians because what they have is all ill gotten money (people’s development money). The other is learning to speak the truth without fear or favor. Wilfred D’Souza as Chief Minister and swore in Ravi Naik even though the former had neither lost the support of the party nor the majority in the Assembly. The Governor’s action, of course, was considered as a grave impropriety and he was recalled. Naik remained Chief Minister for two whole days after which D’Souza returned. Coming back home, Nagaland also witnessed something of this sort took place in 2007 when a Noconfidence Motion was moved against Chief Minister Neiphiu Rio and was admitted to be taken up on December 13. In the afternoon session that fateful day, at no point of time did the Speaker make any announcement as to disqualification order passed against any Member of the House. So also, no bulletin was issued by the Speaker as required under the Disqualification Rules. When the motion of No-Confidence was taken up, 31 Members stood in favour of the NoConfidence Motion and 23 opposed the Motion. It was apparent that the ruling Government had lost its numbers and was reduced to minority. On persistent demand for headcount, the Speaker prevented 3 Independent MLAs from voting on grounds that they have been disqualified and he could not take into consideration the votes of these 3 Independent Members since they having recently been with the Government, could not be allowed to vote against the Government. The Opposition rushed with 31 MLAs contesting the claim of the Speaker and of the Government, clearly showing that 31 MLAs were together with them. In the meanwhile, the Speaker continued with the Business of the House and declared the Motion defeated

with an explanation that 3 Independent MLAs were barred from voting and the votes of 9 NPF MLAs who voted in favour of the NoConfidence Motion were not counted, thus declaring 23 against the Motion and 19 in favour of the Motion of No-Confidence; Report was sent to the Governor claiming that the Government had managed to defeat the No-Confidence Motion. But the then Governor, Mr Shakaranarayan, a “former” staunch Congressman, was convinced that the Speaker manipulated the affairs of the Assembly to support the ruling dispensation, withdrew his pleasure from the then Government and recommended President’s Rule. Reminiscent of how Governor Jamir overruled the Speaker’s manipulation of the proceedings of February 3, 2005, Goa Assembly Vote of Confidence moved by Chief Minister Mannohar Parrikar: After the break on that fateful day, in a manner of speaking, all hell broke loose! When the House reassembled at about 5 pm, the Speaker asked the Independent MLA Rodrigues to withdraw from the House for “misconduct”. The proceedings of the House were captured by cameras from various TV Channels and the pictures clearly showed the Independent member sitting quietly all through the day. But since the Independent member’s vote against the Chief Minister’s Motion would have proved disastrous to the incumbent Government, the Speaker considered the member’s quiet behavior to be disorderly! Anyway, pandemonium started when the Opposition members protested and the Speaker called in the Marshall to remove the Independent

member physically from the House. The Opposition members surrounded him and prevented the Marshall from removing the member. The Speaker then called in a posse of policemen who then removed him forcibly. In the ruckus that followed, the Honourable Speaker put the motion to vote and declared that it was carried out 16 against 6, in favour of the Government! Video recordings showed the Speaker leaning towards the Chief Minister who was heard to have given the number 18 repeatedly. It was therefore, not the verdict of the Speaker, but the verdict of the Chief Minister in favour of his own Government! Governor Jamir dismissed Parrikar Government and around 11 pm the same day, installed a Congress Government, which earned the dubious tag in the local media as the Midnight Government! In the aftermath of the Court verdict to dismiss the petition of the Chief Minister, a floor test is unavoidable. At the time of going to the press, it is learned that the Governor has called for a floor test tomorrow, July 19. Going by convention, the ruling dispensation would issue a party whip which would be binding on all NPF legislators. In 2015, the present Governor gave the TR Group more than 20 days to conduct the Vote of Confidence. He has also exposed himself to be a politician without any gratitude and humility by not only back stabbing but by all along criticizing Dr Shurhozelie. It seem he has no good words for the man who made him CM in the first place and later on stood by him through thick and thins for four years. TR Zeliang has still time to prove his mantle as a popular leader and he can still do it but the timing and the method he is

using this time is simply wrong and could damage his future political career. As for Dr Shurhozelie graceful exit notwithstanding the court order, is the best way out to save his image as a regional stalwart. Clinging to his chair without majority will set bad precedence and further damage his reputation. He is fighting a losing battle as the match seems to have already been fixed by BJP, RSS and the contenders. The timing of the coup with the visit of Ram Madhav the RSS think tank turned BJP general secretary is significant. I am afraid if this is the hidden agenda of RSS to saffronise Nagaland through a friendly Government. Having say that, at the present juncture it is better to have President’s rule and see whether politicians or bureaucrats are responsible for the ills of governance in the state. Silver remained firm on increased demand from industrial units and coin makers and advanced by Rs 320 to Rs 38,500 per kg. Traders attributed the rise in gold prices to a firm trend in global markets as the US dollar slipped against a basket of major currencies after recent soft US inflation raised demand for the precious metals as a safe haven. Besides, pick up in buying by local jewellers at the domestic spot market supported the upside in prices. Globally, gold rose 0.31 percent to USD 1,237.88 an ounce and silver by 0.53 percent to USD 16.20 an ounce in Singapore. In the national capital, gold of 99.9 percent and 99.5 percent purity went up by Rs 150 each to Rs 29,100 and Rs 28,950 per ten grams, respectively. The metal had lost Rs 100 yesterday. Sovereign, however, remained flat at Rs 24,400 per piece of eight grams. Silver ready rose further by Rs 320 to Rs 38,500 per kg and weekly-based delivery traded higher by Rs 280 to Rs 37,450 per kg.

New Delhi, Jul 18 (PTI): Hotels, including those with 5- star rating, will attract GST rate of 18 percent for room tariffs of less than Rs 7,500, the government clarified on Tuesday. As per the rate structure decided by the GST Council, hotels, guest houses and clubs having room tariff of Rs 1,000 and above but less than Rs 2,500 per room per day will attract 12 per cent tax rate. In cases where the room tariff is Rs 2,500 and above but less than Rs 7,500 per room per day, a 18 per cent GST would be charged. The ministry said in a statement that it has received reports wherein doubts have been expressed whether 5-star hotels are liable to pay GST at 28 per cent irrespective of the declared tariff of a unit of accommodation. “It is hereby clarified that accommodation in any hotel, including 5-star hotels, having a declared tariff of a unit of accommodation of less than Rs 7,500 per unit per day, will attract GST at 18 per cent. Star rating of hotels is, therefore, irrelevant for determining the applicable rate of GST,” the ministry said.

The Centre has asked states to chalk out relevant plans to achieve the goal of doubling farmers’ income by 2022, Parliament was informed today. The average monthly income per agricultural household from various sources is estimated to be Rs 6,426, according to the survey done by the National Sample Survey Office in 2013. Replying to queries raised on farmers’ income, Minister of State for Agriculture Parshottam Rupala said a roadmap has been outlined by the Niti Aayog for farm sector reforms and doubling farmers’ income by 2022. The roadmap presents quantitative framework and identifies seven areas for growth. They include increasing crop yields, livestock production, efficient use of agri- inputs, improving crop intensity, crop

New Delhi, Jul 18 (Agencies): Till now a large number of Indians were saving tax by parking their undisclosed income outside India and systematically avoiding to report it to Indian tax authorities by maintaining the status of non-resident (NR). However, they won’t be able to do so from now onwards. For, the Income Tax Department has recently introduced a new section in the tax return forms (ITR 1 & ITR 2), asking all non-resident individuals (including foreign nationals) to disclose details of their bank accounts outside India. “ T h i s c h a n ge h a s raised the eyebrows of many taxpayers as well as tax professionals as this is a surprising and sudden move. More so as this amendment in tax form is not having any precedent either in the tax laws or rules. Further, as per the existing tax laws, an NR is not required to pay any taxes on any income earned outside India nor is he required to report his foreign source assets in his tax return.

Ko l kata , J u l 1 8 (IANS): Union IT Minister Ravi Shankar Prasad on Tuesday said India’s digital economy is going to be $1 trillion in the next 5-7 years from the current size of $400 billion. “India’s digital economy is currently $400 billion and in the coming 5-7 years, it is going to become a $1-trillion economy,” the minister said at a session organised by the Indian Chamber of Commerce. According to him, the digital economy includes communication, IT and ITES, electronic manufacturing, cyber security, e-commerce and digital payments. He said that under the digital literacy programme, six crore families in India will be enabled in the coming three years to become digitally literate. Prasad also said that as many as 72 mobile manufacturing factories have come up in India in the last three years. The minister said that one lakh gram panchayats have been connected through optical fibre under the National Optic Fibre Programme which aimed to connect 2.5 lakh panchayats.

Dr. Zelhou Keyho at NBCC platinum hall Bayavü Kohima on Tuesday. The film tells about the community, love and forgiveness through the story of a family living in rural Nagaland and how the state elections eventually affects its character to make certain life changing decisions. The film’s casts include Zhokhoi Chuzho, Mengu Suokhrie, Watipongla Kichu, Ariensa Longchari, Bokavi Swu, Imnasenla Aier, Imkong Longchar and Chubatemjen, cinematography and editing was done by Mtakum Aier, music

Asked if he and his bandmates had a feeling during the recording process that “Images And Words” would turn out to be such an important album for them, Petrucci said: “Well, we had no idea that it would end up doing what it did for us — basically launch our touring and international career as a band. Gayle set for return after pay dispute ‘amnesty’

L o nd o n , J ul 1 8 (Agencies): Chris Gayle and other leading cricketers are set to return to the West Indies ODI team after agreeing a “temporary amnesty” with the board over a pay dispute. The players have been involved in a dispute for several years with Cricket West Indies (CWI), leading to the board selecting only players who play in the same format in domestic competitions. Many high-profile stars have been absent from the one-day side as they chose to take part in lucrative overseas Twenty20 leagues rather than the domestic 50 over tournament. Angel María Villar Llona was arrested on suspicion of embezzling funds, El Pais and Efe news agency reported. Mr Villar, a former Spain international footballer, has been president of the association since 1988. His son Gorka was among a number of other people also arrested during a number of raids early on Tuesday. Spain’s High Court told Reuters that one of its investigating magistrates and anti-corruption prosecutors were leading the probe. A top official of the National Crime Agency of the United Kingdom gave a testimony to the threemember anti-corruption tribunal in the spot-fixing case via a video link last week after which it was reported in the media that he had also mentioned the names of Sami and Umar among players whose names are cropping up in the case.
