Party insiders disclosed that the current problem has been kept on fire mainly due to the fact that though BJP is a pre-poll ally of NDPP, yet there are overtures from erstwhile ally, NPF. Human trial of India’s first COVID vaccine begins CHANDIGARH, JUL 17 (PTI): Human trial of Bharat Biotech’s anti-COVID-19 vaccine Covaxin began at Rohtak’s Post-Graduate Institute of Medical Sciences Friday, Haryana Health Minister Anil Vij said. Vij said the vaccine has been administered to three persons who have shown no adverse effect to it. “Three subjects were enrolled today. All have tolerated the vaccine very well. There were no adverse effects,” Vij said in his tweet. He later told reporters in Ambala that “more vaccine candidates will be enrolled for the trial in coming days”. Doctors at the Rohtak PGIMS, meanwhile, told reporters that three volunteers were administered the vaccine as part of the first phase of the clinical trial. They said the process might take six months, but over the next two-three months, the effect of the vaccine would be assessed from the antibodies generated and any adverse reaction caused, if any. The volunteers are in the age group of 30 to 40 years. In the second phase, more vaccine candidates will be enrolled and the vaccine dosage would also be increased, they said.

However, this plea apparently did not hold water with the Central leadership as was evident from the outcome of the recent meeting in New Delhi. More impor tantly, with two by-elections to be announced (Southern Angami-I held by NDPP and Pungro-Kiphire held by NPF), BJP would also demand its seat share. If seven rebel NPF legislators are eventually disqualified, it could result in a total of nine by elections. This is where BJP would want to increase its tally and not rest content with playing second fiddle. Against the backdrop of crisis in the State BJP, party state president Temjen Imna Along clarified that it was not his prerogative to decide whether to remain in the post as it was for the central leadership and that he would abide by such decision. Speaking to Nagaland Post, Along mentioned that he was appointed as the BJP State president when he was

The party faced a major crisis after 10 of its district presidents demanded replacement of the State president, insisting on one man, one post formula. Soon after arriving from Delhi on July 16, Y. KOHIMA, JUL 17 (NPN): A team of Nagaland police personnel, assisted by Maharashtra police, Friday arrested Hema Choudhary, an animal rights activist, who allegedly made objectionable remark against Nagas and people from the North East on social media. Sources informed Nagaland Post that the team led by one lady officer in the rank of Dy.SP, one in-

spector and a lady constable was sent to Mumbai and accordingly they arrested Hema Choudhary from her Mumbai residence in Oshiwara locality. Sources said that a case was already registered against her in Nagaland under section 153A, 153B and 505 of IPC and also under ST and SC Act. It was learnt that the state police has sought “transit remand” and was awaiting the court’s order. Once the remand is granted, Choudhary will be brought to Nagaland for further interrogation, sources said. “On Friday, a Nagaland police team informed us about the case and then went to Choudhary’s residence and arrested her. She will be taken to Nagaland for further probe,” said senior inspector Dayanand Bangar of Oshiwara police station told PTI.

Earthquake jolts Mizoram, yet again AIZAWL, JUL 17 (AGENCIES): Another tremor of medium intensity hit the Champai district of Mizoram on July 17. The earthquake measuring 4.2 on the Richter Scale, jolted the state at around 3:56 p.m. this evening. The depth of the quake was reported to be 10km. The damage caused to assets and the villages is yet to be assessed and further details are awaited. Earlier, chief minister Zoramthanga had forwarded a letter to Union Minister for Coal and Mines Pralhad Joshi, stating that the Champai district in the eastern part of the state has witnessed tremors measuring 4.2 to 5.5 manifold since June 21. The state of Mizoram has so far recorded a total of nine earthquakes since June 2020.

India records singleday surge of nearly 35k COVID cases NEW DELHI, JUL 17 (PTI): With a record singleday surge of 34,956 cases, India’s COVID-19 tally zoomed past ten lakh on Friday, just three days after it crossed the nine-lakh mark, according to the Union Health Ministry data. The total coronavirus caseload in the country surged to 10,03,832, while death toll mounted to 25,602 with the highest number of 687 fatalities recorded in a day, the data updated at 8 am on Friday showed. A total of 22,942 people recuperated in the past 24 hours, the highest number of recoveries in a day, taking the total number of recovered cases to 6,35,756, while there are 3,42,473 active COVID-19 cases presently. “Thus, around 63.33 per cent of patients have recovered so far,” an official said. It took 110 days for the COVID-19 cases in the country to reach one lakh and just 59 days more to go past the nine-lakh mark. This is the sixth consecutive day when the cases increased by more than 28,000.

551 active & 405 recovered cases DIMAPUR, JUL 17 (NPN): Nagaland on Friday registered 40 more COVID19 positive cases while 14 persons also recovered from across the state, taking the total cases to 956-- 551 active and 405 recovered. According to state health minister, S. Pangnyu Phom 39 cases were reported from Dimapur and 1 from Peren. He also said that 14 COVID-19 patient from Peren had recovered on Friday. However, the re-

Fresh crisis in Manipur: 4 BJP ministers rush to Delhi to meet central leaders

IMPHAL, JUL 17: Amid reports of fresh campaign within BJP to replace N Biren Singh as chief minister of Manipur, all four cabinet ministers of the ruling party dashed to New Delhi on Friday. Before leaving Imphal for the national capital Friday afternoon, the four ministers called on governor Dr Najma Heptulla. However, no details could be ascertained about the meeting of the ministers with governor before leaving for Delhi. However, their meeting with the governor comes amid reports of as many as 10 MLAs of the party having resolved during a meeting held on Thursday evening to press party’s national leaders to replace Biren as chief minister of Manipur. The four ministers and

six MLAs of the party took part in the meeting that further resolved to meet party’s national president JP Nadda and general secretary BL Santosh and press them to replace the chief minister by submitting an application that would be signed by the MLAs. The ministers who left Imphal for Delhi by a flight were works minister Th Biswajit, education minister Th Radheshyam, social welfare minister Nemcha Kipgen and agriculture minister V Hangkhanlian. They would convey to central leaders the disenchantment among BJP legislators over continuation of Biren as the chief minister over him giving weightage to Congress defectors above his own party MLAs and allegation of the chief minister’s family members interfering in the administration. urge the party’s national leaders to visit the State and resolve the issue at the earliest, some media reports stated. Another report in some media said Biren is likely to make a reshuffle in his ministry. He has a plan to replace two of the four BJP ministers with new faces and the same is likely to take place by Monday, a local daily reported. BJP has five members in the council of ministers, including the chief minister. The reports were denied by two of the ministers who talked to reporters at the airport here before leaving for New Delhi. District veterinary hospital, Dimapur in-charge, Dr. KN Zubemo Humtsoe, told Nagaland Post over phone that out of 12 pigs, eight were found dead and another one died at the district veterinary hospital. Each pig weighed around 70-80 kg. Dr. Humtsoe said post mortem report showed classical swine fever as the cause of death. Dr. Humtsoe said that the remaining live pigs have been kept in seven-day quarantine for observation.

He said that serum samples of the live pigs would also be collected and sent to laboratory in Kohima and Guwahati for classical swine fever and African swine fever testing respectively. Dr. Humtsoe said four persons have been arrested in connection with the case and further investigation was on. It may be motioned that the state government on July 6, 2020 reiterated that there would be ban on import of pigs from other States into Nagaland in view of the outbreak of “African Swine Fever” in the neighbouring states. The government had directed all deputy commissioners/CP Dimapur/ superintendents of police/ chief veterinary officers to ensure strict compliance of the order.

New Market, Hazi Park market DIMAPUR, JUL 17 (NPN): Hindu Seva Samiti (HSS) and Muslim Council Dimapur (MCD) have appealed to the Dimapur district administration to allow opening of New Market and Hazi Park Market in order to alleviate the plight of the traders in the two markets who were mostly from the Hindu and Muslim communities. This was contained in a letter addressed to the deputy commissioner (DC) Dimapur by HSS president Gopal Sharma and MCD working president Ahidur Rahman. Both HSS and MCH in the letter pointed out that closure of the two markets for over 120 days has affected more than 15000 family members of shopkeepers. They said the continued closure of

markets has also made it “almost impossible” for the shopkeepers to meet their day to day expenses. They also said that DMC administrator had already submitted the plan and guideline to open the two markets and therefore to allow opening of the two markets at the earliest in the light of DMC guidelines. The signatories also said that businesses in other parts of the county have opened with certain guidelines and maintained that the two markets could be also allowed to open with strict guidelines as deemed fit by the administration. At the BSL-2 lab (CIHSR, Dimapur), a total of 2,451 samples were processed and out of which 240 samples tested positive. In addition, a total of 11,727 samples were sent for testing through TrueNat out of which 10,880 tested negative and 349 positive, which have been sent for confirmation by RT-PCR.

DC orders sealing in Chumou area DIMAPUR, JUL 17 (NPN): Following the detection of a positive case in Chumoukedima area and to prevent spread of COVID-19, deputy commissioner (DC) Dimapur, Anoop Khinchi has ordered sealing of a medical store and laboratories in the area. In an order dated July 17, the DC ordered sealing of “Shanti Medical (Chumukedima Town), Star Laboratory (Chumukedima Town), Curewell Laboratory (Chumukedima Town) and the residence of the positive patient located at Ward-I, Chumukedima” with immediate effect till further order. DC warned that any person violating the containment measures will be liable to be proceeded as per the provisions of Sec. 51 to 60 of the Disaster management Act. 2005, besides legal action under Section-188 of the Indian Penal Code (IPC).

DIMAPUR: The GPRN/ NSCN has expressed grief over the untimely demise of “Lt. Col” Sating Lainung, son of late Mon Lainung of Ponui village, Lainung region, who passed away after prolong illness on July 14. In a condolence message, GPRN/NSCN through its MIP stated that late Sating Lainung, who enrolled into the Naga Army in February 1994 was one of the most valiant and dedicated soldier with elegant integrity who have selflessly served and sacrificed for the cause of the Naga nation till his last breath. “His service toward the nation will be ever cherished and remembered in the history of the Naga people”, it stated. Prof. K. Lasuh, the Executive Director of Kuzhami Baptist Churches Association on July 14 after battling cancer. In a condolence message, Executive Secretary CBCC, Rev. Khrotso Mero and president CBCC, Rev. Kevengoi Sakha has said that late Rev. Lasuh was among the first Biblical scholars and was the first to confer professorship from among the Chakhesang community. “With much passions and commitment, he devoted his entire life into teaching ministry beginning at Eastern Theological College (ETC), Jorhat and then later in the CBCC ministry serving as lecturer and Principal of the Baptist Theological College, Pfütsero for

many years”, it stated. He was also passionately engaged in the Bible translation works of Kuzhale Chakhesang Bible under Bible Society of India as one of the Bible Translation Committee members until his death. In his death, the church has lost a seasoned Biblical scholar, a most loving, humble and faithful servant of God. The indefinite strike has been called since July 13 in protest against the assault on LPG workers on July 4 and July 9 while on duty. Speaking to Nagaland Post, AKIDA general secretary Tseibou Dzüichü said the indefinite closure of LPG services in Kohima would continue as there had been no positive outcome even though an FIR had been filed at the police station. “The culprits are still traceless.

Dimapur: The Network of Nagaland Drugs and AIDS Organisation (NNagaDAO) has informed all its constituent partners that the network has initiated a non-cooperation movement against YR Gaitonde Centre for AIDS Research and Education (YRG Care), Chennai. In a press release, general secretary, NNagaDAO, Ketho Angami stated that the movement was necessitated as a result of the issue about the “need to understand the roles and responsibilities of YRG care, Johns Hopkins University, and the NGOs, as claimed by YRG Care as their contracted partner(s).” However, YRG Care

has not provided any clarity on the subject matter despite repeated effort by the network to seek clarity from YRG Care through series of communication, stated the general secretary. It has, therefore, become apparent that YRG Care has no interest in addressing the concern of the network, and resolving the matter, stated Ketho. Humtsoe-Nienu in a condolence note has described late Rev. Prof. K. Lasuh as a Christian minister who served God in different capacities. He spent his most and best ministry years at BTC, Pfutsero and made invaluable contributions to its progress. Lasuh first joined BTC in 1975 when it was called Chakhesang Bible School and the medium of instruction was in Tenyidie. He was the headmaster from then till 1979. In 1976, during his headship, English was introduced as a medium of instruction and the institution was renamed Chakhesang Bible Institute. In 1979 he joined ETC, Jorhat, as a ‘Promotional Secretary’ and from 1980-81 as a faculty. After two years of study leave for Masters of Theology in Old Testament, he returned to ETC to continue teaching. He was ordained by CBCC on May 3, 1987. In 1992, he returned to BTC and joined its faculty and later took charge as the

DDMA Kohima holds meeting on monsoon preparedness

DIMAPUR: Kohima District Disaster Management Authority (DDMA) held a meeting on monsoon preparedness at DPDB’s Conference Hall on July 16 chaired by Deputy Commissioner & Chairman of DDMA, Kohima, Gregory Thejawelie. According to DIPR report, reviewing the last meeting minutes, DC said the monsoon season has set in where maximum problems related to disaster occurs and called upon all the line departments to be prepared as to cater the unfortunate problems that may occur. On issues highlighted by the National Highways in the last meeting pertaining to widening of National Highways, DC informed that NHIDCL has engaged some firms for repair and restoration of works. In regard to forest sector, several requests for cutting down of trees have been received which are posing dangers to property and lives, therefore, DC informed that the department issues permission however, the clearance activities does not falls under the preview of the SDRF as per the guidelines issued by the NSDMA. 5 more dead in Assam floods; 36 lakh affected

GUWAHATI, JUL 17 (PTI): Five more people died in flood-related incidents in Assam and 35.76 lakh people across 28 of the 33 districts in the state are now affected, an official bulletin said on Friday. One person each died in Dhubri, Darrang, Bongaigaon, Goalpara and Kamrup districts, the Assam State Disaster Management Authority (ASDMA) said in its bulletin. Though the number of districts affected by the deluge increased by one since Thursday, that of the flood victims decreased by around 4 lakh. The total number of people losing their lives in this year’s flood and landslides in the state has gone up to 102. While 76 people died in flood-related incidents, 26 were killed in landslides, the bulletin said. Dhubri is the worst-hit district with over 8.92 lakh people affected, followed by 4.43 lakh in Goalpara and 4.30 lakh in Barpeta, it said. Personnel of the State Disaster Response Force and district administrations and local people have rescued 2,389 people during the last 24 hours. At present, 3,014 villages are under water and

Embankments, roads, bridges, culverts and other infrastructure have been damaged at various places in Udalguri, Lakhimpur, Chirang, Darrang, Barpeta, Morigaon, Kamrup, Majuli, Nagaon and Bongaigaon districts. No loss of life and property has been reported yet, they said. The earthquake occurred at 3.56 pm and the epicentre was 33 km south-southwest of Champhai, according to the National Centre for Seismology. The depth of the earthquake was 10 km, it said.

As per reports, random tests are carried out on a daily basis While four new cases were reported on Wednesday, seven cases were reported from the district on Thursday. This was informed by KAAC chief Tuliram Ronghang through social media. He however did not specify names of the patients. Karbi Anglong now has 243 cases of which 187 have recovered while 58 are active. Victims of COVID include doctors, their family members and medical staff too.

Rangia/Guwahati, Jul 17 (PTI): Around a hundred patients broke out of a COVID Care Centre in Assam’s Kamrup district and blocked National Highway 31, alleging that they were not being provided with proper food and water, officials said. Kamrup Deputy Commissioner Kailash Kartik along with police rushed to the facility in Changsari on Thursday and asked the patients to clear the highway and return to the centre so that the matter could be resolved through discussions, they said. Tension prevailed in the area, however, after

assurance the patients returned to the centre, an officer said. The patients alleged that they were not being provided with food and water and the condition of the beds was also not up to the mark as 10-12 of them were being kept in a single room. The deputy commissioner assured them that their allegations will be looked into and efforts made to address them, the officer said. Health and Family Welfare Minister Himanta Biswa Sarma said if the patients are not happy at the COVID care facility,

they can opt for home quarantine. “We have brought them to the facility so that they can be cured and they do not infect others. If they are not happy there, they can sign the undertaking and go under home quarantine,” he said at a press conference. The health workers are on duty day and night and there may have been some delay as they are overburdened, he said. “In other states, even the testing is conducted on payment but in Assam, the entire expenditure -- from testing to their stay and food -- are borne by the state government,” Sarma added.

Of the new cases, 42 were reported in the Capital Complex region, seven in East Siang district and three in Upper Subansiri, State Surveillance Officer Dr L Jampa said. “The detection of 52 patients is the secondhighest single-day spike of COVID-19 cases in Arunachal Pradesh as 75 people had tested positive for the disease on July 15,” he said. Seven Indo Tibetan Border Police (ITBP) personnel, deployed at the Advance Landing Ground (ALG) at Pasighat, the East Siang district headquarters, were diagnosed with COVID-19, he said. SHILLONG, JUL 17: New COVID-19 cases in Meghalaya continued to rise on Friday, even as health authorities feared community transmission in the State’s Ri Bhoi district adjoining Assam’s Kamrup district. As on Friday evening, 26 more persons, including 19 troopers of the Border Security Force (BSF) and two health workers stationed at the entry checkpoint in Byrnihat under Ri Bhoi district have tested positive for COVID-19. Director of Health Services (MI), Dr Aman War said of the 26 positive cases detected in the state till 4 pm on Friday, 19 were in East Khasi Hills, including 13 BSF troopers and the wife of one BSF trooper, besides five civilians, which included returnees to the state. Leh/New Delhi, Jul 17 (IANS): India wants peace but there is no guarantee of the final outcome of talks with China, said Union Defence Minister Rajnath Singh on Friday in eastern Ladakh region as he reviewed the ground situation of troops in the hostile border areas. India and China are engaged in military and diplomatic deliberations to de-escalate the tense situation at the border areas on the LAC. The two countries are locked in a 10-week-long standoff at multiple points, hitherto unprecedented, along the Line of Actual Control. Singh, while addressing troops in Lukung close to Pangong lake, said, “Talks are on for a resolution. But I can’t give a guarantee to what extent it can be resolved. India never eyes the land of another country. We want peace, that’s been our character. The minister, who is on a two-day visit to Jammu & Kashmir and Ladakh, flew from Delhi to Leh early Friday morning. Accompanied by Chief of Defence Staff General Bipin Rawat and Army Chief General Manoj Mukund Naravane, he reached Leh at around 8 am. After reviewing the ground situation and interacting with the soldiers, Singh visits Srinagar in the late afternoon. Since the worst confrontation with China over the border issue, Singh had been ensuring that Indian armed forces are equipped with all the latest arms and equipment and are logistically approachable at the borders. He has been meeting all the stakeholders to ensure the forces are ready for any confrontation. Singh had earlier on July 3 planned to visit Leh, however, he had to drop it as Prime Minister Narendra Modi decided to visit the forward locations in eastern Ladakh.

COVID: 31.6 lakh people in quarantine across India; UP has the highest number New Delhi, Jul 17 (PTI): A whopping 31.6 lakh people are currently in quarantine across the country as authorities made concerted efforts to check the spread of the novel coronavirus which has infected over 10 lakh people so far, officials said on Friday. Uttar Pradesh has the highest number of people in quarantine among states, followed by Maharashtra, they said. According to the latest available official estimate, more than 11 lakh people are in quarantine in Uttar Pradesh, 7.27 lakh in Maharashtra, 3.25 lakh in Gujarat and 2.4 lakh in Odisha. A total of 31.6 lakh people are currently in institutional and home quarantine across India, a Union Home Ministry official told PTI. Suspected COVID19 patients, asymptomatic and mild positive cases, and high-risk contacts of infected people are being kept in quarantine to curb the virus spread, officials said. Some states such as Uttar Pradesh and Assam don’t

allow home quarantine. In Delhi, mild and asymptomatic COVID-19 patients are allowed home quarantine and they are being constantly monitored by experts through telephone or video calls. As many as 49,907 people are in quarantine in Haryana, 46,969 in Tamil Nadu, 41,0621 in Chhattisgarh and 25,307 in Punjab. According to the estimate, 24,497 people are quarantined in Jharkhand, 17,858 in Karnataka, 14,596 in Delhi and 8,799 in Assam. The Home Ministry officials said states and union territories which are showing positive trends in terms of controlling the spread of the novel virus are Delhi, Kerala, Rajasthan and Madhya Pradesh. The states where worrying trends continue are Uttar Pradesh, Maharashtra, Tamil Nadu, West Bengal and Karnataka, another official said. The total coronavirus cases in the country surged to 10,03,832, while death toll mounted to 25,602 as

New Delhi, Jul 17 (PTI): Districts in Madhya Pradesh may be the most vulnerable to the effects of the COVID-19 pandemic, followed by those in Bihar and Telangana, according to a study in The Lancet journal which assessed several key indicators like housing, hygiene, and the health system in these states. According to scientists, including Rajib Acharya from the Population Council, New Delhi, vulnerability in the research means the risk of consequences of infection, including spread, morbidity, mortality, and social and economic effects of the pandemic. The study noted that nine of 30 large states -- Madhya Pradesh, Bihar and Telangana, Jharkhand, Uttar Pradesh, Maharashtra, West Bengal, Odisha, and Gujarat -- have high vulnerability to be impacted by the COVID-19 pandemic. It rated the vulnerabilities of the states to the pandemic on a scale from zero to one, measured using 15 indicators across five domains -- socioeconomic, demographic, housing and hygiene, epidemiological, and health system. “Our index aims to help planners and policy makers effectively prioritise regions for resource allocation and adopt risk mitigation strategies for better preparedness and responses to the COVID-19 epidemic,” the scientists, including Rajib Acharya from Population Council, New Delhi, noted in the study. They identified a number of vulnerable dis-

tricts in India, which currently do not have large numbers of COVID-19 cases but could be strongly impacted by the pandemic. They said a number of districts in the nine large states -- Bihar, Madhya Pradesh, Telangana, Jharkhand, Uttar Pradesh, Maharashtra, West Bengal, Odisha, and Gujarat -- located in every region of the country except the northeast, had high overall vulnerability. According to the researchers, these states also had high vulnerability with respect to most of the five domains. Madhya Pradesh had an overall vulnerability score of one, with Sikkim on the other end with a score of zero, making it the least vulnerable. Arunachal Pradesh and Himachal Pradesh were two other states on the lower overall vulnerability end of the scale. “Although our intention was not to predict the risk of infection for a district or a state, we observed similarities between vulnerability and the current concentration of COVID-19 cases at the state level,” they wrote in the study. However, the researchers said this relationship was not clear for districts, adding that better data collection at this regional level can help make more refined evaluations of vulnerability in their respective states. They also added that data used in the study are two to five years old and might not have captured vulnerability well in districts in which rapid changes have occurred up to the present day.

New Delhi, Jul 17 (IANS): As many as 61 newly elected Rajya Sabha members from 20 states will take oath on July 22. The oath-taking ceremony will be held in the chamber of the House. Members who are unable to take oath on this day will do so during the upcoming Monsoon session. Bharatiya Janata Party leader Jyotiraditya Scindia, Congress leaders Digvijaya Singh and Mallikarjun Kharge, Jharkhand Mukti Morcha (JMM) leader Shibu Soren are among the 61 Rajya Sabha MPs. Between March and June, RS elections were held for 61 seats, of which 42 members were elected unopposed in March. Elections were also held on June 19 for some of the seats. Rajya Sabha elections were held for vacant seats in Madhya Pradesh, Jharkhand, Gujarat, Rajasthan, Karnataka, Arunachal Pradesh and Manipur among others. Forty three of the 61 RS members, comprising 72 per cent, have been elected to the Upper House for the first time.

He said China chose this time to intrude in our land as India’s foreign policy, economy and relationship with neighbouring countries are disrupted. fter fleeing to a safe haven in BJP-ruled Haryana and provided with state police protection there, Congress rebel Sachin Pilot and 18 other rebel MLAs have moved the Rajasthan High Court Friday to dismiss the disqualification notices served on him and his loyalists by the Speaker of the Rajasthan legislative assembly. Pilot and his team were served a notice of disqualification from the membership of the assembly and asked to respond by Friday. Pilot was sacked from both the positions after he and his followers refused to attend two legislative party meetings held over two days to discuss alleged horse-trading charges and the differences between the two rival factions. The delay in the hearing Friday to 1 p.m. was caused due to decision by Pilot’s legal team to amend the petition to challenge the Rajasthan Assembly Member (Disqualification on the grounds of changing party) Rules, 1989, instead of the notices of disqualification. In the petition’s earlier form, Sachin Pilot had argued that missing two meetings of Congress Legislative Party did not amount to defection. In the amended version, the petition argues that the “expression of dissatisfaction or even disillusionment against the party leadership” cannot be treated as conduct that could be covered under the anti-defection law. Both Gehlot and Pilot have one thing in common- the last three letters of their surnames- ‘LOT’. The legal arguments by Pilot’s legal team to seek the court’s intervention is based on the premise that there are no grounds for disqualification. They have argued that not attending the party legislature meetings did not constitute sufficient grounds for disqualification. Pilot’s legal team could also argue that since the rebels had not made any move nor intended to quit the Congress to join the BJP, the disqualification proceedings would tantamount to groundless presumption. On the other hand the Congress chief minister Ashok Gehlot may point to voice tape in which some of the rebels were in touch with BJP leaders about their intention to join the BJP. There are also allegations of mention of huge sum of money.The question of Speaker’s powers to disqualify members and the extent to which courts can interfere with it have been a legal minefield, with contrasting judgements delivered in High Courts and Supreme Court. In a landmark judgement in the Kilhoto Hollohon vs Zachillhu and others case in 1992, the Supreme Court held that the Constitution prohibits judicial intervention to protect the legislator from the Speaker’s action before the petition is decided. This means that the court cannot issue an interim order protecting the MLA or the MP from disqualification proceedings. What the law does not prohibit is the court enforcing disqualification proceedings, which are quasi-judicial in character, when they are unnecessarily delayed. The arguments are legalistic and these will seek to drag the issue on while the Speaker may be compelled to postpone any disqualification proceedings. The fact is that Pilot and his loyalists have revolted against their party chief minister and his government. Further, by not agreeing to iron out their differences at appropriate party forum such as the party legislature, the rebels have only confirmed that they have gone against their party directives. If these simple acts can be condoned then perhaps it will only be fitting if the Anti-Defection Law is either thrown to the dustbin or totally rewritten.

The preacher is there as the representative of God— “…as though God were pleading through us…” (2 Corinthians 5:20). He is there to present the gospel of God. If it is only because of my preaching that people desire to be better, they will never get close to Jesus Christ. he COVID-19 pandemic outbreak has dealt a severe blow to the global socio-economic and political landscape and will have far-reaching repercussions and ramifications for quite a long time in the future. With almost twelve million cases and over five hundred and forty four thousand deaths, the pandemic has virtually brought the world to a grinding halt. The world economy has been so badly damaged that its full recovery is likely going to take so many years. Globally, hundreds of millions have lost jobs that will consequently affect the mental, physical, social and spiritual health of hundreds and thousands of millions all across the surface of the planet. Another spectacular achievement of the pandemic has been that of severely straining the economic and political relationship between the two global superpowers -- the US and China, who blame each other for the outbreak. The United States has accused China of being responsible for the outbreak with its president Donald Trump even going to the extent of terming COVID-19 as China virus. The entire West has almost unanimously laid the blame for the outbreak on China. Many of the economic superpowers have hinted their inclination to economically boycott China. India too has begun taking adverse economic actions against China, especially in the wake of Chinese

incursion into Balwan Valley in Ladakh, which has coincided the outbreak. The pandemic looks poised to have a crippling economic impact on China, in particular, which has been rapidly rising as the second strongest economic and military superpower. The pandemic, of course, has not spared the rest of the world too. The longlasting effects of the presently ongoing protracted national lockdowns all across the globe are yet to be fully felt or experienced in the coming so many days. We may briefly discuss the appropriateness of terming COVID-19 as China Virus and holding China as solely responsible for the outbreak. There’s no denying the fact that the epicentre of the pandemic outbreak was Wuhan in China; so the pandemic, in fact, did originate from China. Secondly, the US strongly accuses China of having withheld or concealed the information about the outbreak for a sufficiently long time, during which the viral infection had already gone far beyond China and had spread all across Europe, America, and the world over and become a pandemic. There are also so many questions, speculations and conspiracy theories about the possibility of the virus being a labcreation, or in other words, bio-weapon developed by China. Viral videos have been there on the Facebook and internet in which

powerful claims were made about the COVID-19 being bio-weapon developed in advanced research labs in Wuhan, China. A US senator Tom Cotton was the first to appear on Fox News and make the claim that the virus had originated from a lab in Wuhan. However, the conspiracy theories have not yet been adequately substantiated or corroborated and many scientists and experts are now of the view that the virus is not a lab product but evolved naturally. Yet, notwithstanding all that have so far been churned up, it will remain a controversial subject that will require more thorough investigations to find out the truth. One serious accusation made against China by the US and its allies is that China intentionally delayed in providing proper information about the nature of the virus and the manner in which it spreads and that China covered up the whistle blowers of the viral outbreak. The US and its western allies appear to be mulling over imposing economic sanctions against China and make it pay compensations for the outbreak of the pandemic. In fact, Trump administration has already begun imposing economic sanctions against China, starting with its multinational technology company Huawei. The US and its allies seem to be contemplating imposition of even more stringent economic sanctions against China that will have crip-

pling and lasting effect on the economy that has been touted to soon overtake that of the US and become number one in the world. The idea of making China pay compensation for the pandemic outbreak may never be materialised, but one thing is getting increasingly clear that serious damage has been done to the cooperative and cordial economic relationship that had earlier existed between China and nations of the world, including India. The pandemic has undoubtedly changed the way things operate in the so-called globalised world, where there had been free movements among the nations of the world for economic, education, tourism and other purposes. Now, we can only wonder when normal business travellings can resume. Can it happen in some months time provided the much sought after antivaccine is developed soon! Nevertheless, the fear of the possibility of another similar outbreak will linger for a long time to come especially because of how the present pandemic broke out suddenly and engulfed the whole world like wild fire within no time. The pandemic is like once-in-acentury event and so its fear effect is likely to remain for the remaining part of the century. At this point, we still cannot properly visualise how things will be transpiring. What we, however, witness in the midst of the pandemic terror is the

evolving fierce power tussle between global power blocs that will almost tantamount to a 3rd World War magnitude, or at the best, 2nd Cold War. The fire of competitive aspiration to take full control of global affairs seems to be soaring high. Besides this, fierce pursuit of personal political interests, or in other words, the attempt to take political mileage out of the crisis by concerned leaders also cannot be ruled out. Great political leaders of different countries are being affected by the pandemic in different ways; some are fighting for the survival of their leadership in the face of rising oppositions that are intensely attempting to topple them on the pretext of mishandling of the pandemic crisis. In this way, the pandemic is generating enormous amount of death, hate, conflicts, hardship, confusion etc and making the world a messy place to live. No one really knows how much longer human beings will continue to live in fear and isolation. The virus has completely destroyed the spirit of sports, festivities, entertainment and other social interactions, which are inalienable features of human nature bereft of which human beings become badly affected mentally, physically, emotionally and even spiritually. We only survive with the hope that a remedy to the pandemic will soon be found in the form of vaccines or other curative drugs and medicines. The

ho would have thought these dark days would dawn upon us? We had hoped that we would find a cure and our lives would return to how it used to be at the earliest. But sadly, it didn’t turn out too well and now; we are fighting a battle, Covid-19 which would go down in history. As most of us sit in the comfort of our homes, we don’t know how it feels to be a doctor or a nurse working in the frontline fighting for millions of lives.What would it feel like to be a patient who never knows when he/she will breathe his/her last? We don’t know what it’s like to be isolated or what it’s like to be apart from our family while we battle the disease. Just imagine the poverty-stricken homes struggling to survive during this pandemic. While we’re home looking for ways to

kill time and escape boredom, there are people out there who would give anything to be in our place. A man in UP committing suicide after being unable to feed his family of five due to the lockdown in May was heartbreaking. As I came across that incident on the news, I took a moment to look at my own life and I felt nothing except gratefulness. You see, we get so used to all the things we have in our lives that we take things for granted. While we are tired of seeing the same faces every day, there are people who want to see their family for the last time. While we breathe air for free, there is someone who pays to get air into his lungs. While we grumble about how boring this new normal is, there is someone who has no time to complain. We cannot ignore the fact that the world is fight-

ing battles other than the virus. There’s the “Black Lives Matter” protests going on in the US, there’s the border issue between India and China, there’s racism, killings and endless crimes taking place in the world. And here we are away from all the dramas. I know life is definitely not easy for us. There will be wars raging in our head and we will be fighting our own battles during this period. It’s not easy being at home with nothing to keep ourselves entertained. At the start, I wished the ‘new normal’ would end soon and I would get on with my life. I don’t want to waste time any longer. As a student, all I wanted was to finish my studies as quickly as possible and achieve my dream. And this virus was definitely not what I wanted at the moment. That was all I ever thought of. But eventually, I realized I was missing out

so much on life. Apart from being a student, who am I, really? Who am I devoid of all the knowledge I gained from books?I was fortunate to have gone home in the village in time and I got to be with my family. It’s funny how I spent 18 years of my life in the village and yet, I never truly tasted the perks of living in the village. I got to reconnect with the people as I opened up myself more. I understood what was lacking in the village and how badly they need help. Not everyone lives a fairytale, you know. There was only so much I could do. I also reconnected with my passion - Writing. I have always been an enthusiastic writer, though not a professional. I love poetry especially. In March, I opened my own page in Instagram @ Writes_CB where I post my writings. My late grandpa

was a keen reader and so, I took a look at his old bookshelf and discovered many great books he used to read. I take great pleasure in taking long walks in the evening while listening to music and nature has always been my greatest therapist. I decided to take a look at the bigger picture for once. mean and tricky virus has left human beings stunned and benumbed, sometimes making them unable to react in normal human ways. How often we have seen corpses left unattended for hours and eventually disposed without proper final rites and rituals. We seem to be going through strange times, yet we try to pretend everything’s fine. We should not forget the fact that the virus even in the most medically advanced countries has slain hundreds of thousands. The question of whether there is the slightest possibility of the virus to have been developed in a biological research lab keeps on lingering in the mind. If that happens to be the case and is found out, what will happen? Will there inevitably be 3rd world war? Who will be fighting against whom? We have been hearing allegations and accusations of the virus being a bio weapon created in a lab in Wuhan, which accidentally leaked out. We can only hope and pray that the virus is of natural origin and only a product of human gluttony and none else. For the world to make further progress perhaps there have to be mutual forgiveness and cooperation and maximum restraint of human greed for excessive wealth and lust for power, especially in this terrible time of pandemic outbreak. he DNSU recently appealed to the authorities of the institutions (schools and colleges) in and around Dimapur to consider exemption of fees, particularly for the less fortunate students. This was followed a few days later by the NSF requesting the institutional authorities to waive fees for the weaker sections. The Private Schools Association agreed to give concessions, which is really laudable. In some of the local papers of16thJuly 2020, an appeal was made to the Government of Nagaland (GoN) by the Private Colleges’ Association for support during the Covid-19 pandemic. The coronavirus has wrecked havoc with the world’s economy. The situation is equally grim in Nagaland. However, education has to be salvaged, and for which priority has to be accorded. This therefore, requires the undivided atten-

tion of the GoN, parents and guardians, and students. It is unfortunately a fact that most teachers and staff of private institutions now do not get full salaries due to dwindling financial resources. Though the situation is very grim, teachers are somehow in contact with their students; education in the form of online teaching and assessment is ongoing. If present conditions continue, many institutions may be forced to close down due to inability to pay salaries of teachers and staff. Even now, with drastic reduction in salaries in institutions, many teachers and staff may be eyeing other options; survival is the priority. The GoN has to come to the aid of the private institutions, considering the tens of thousands of student’s careers that are at stake. The private colleges alone cater to the education of about 23,600 students.

The private schools have a larger number. Without the private institutions our state is doomed. There are pleas for help and suggestions by the private institutions. The GoN may devise more viable methods if available, but help, it should. The parents and guardians have a vital role to play in the prevailing circumstances. Those who can afford must ensure that school fees are paid regularly, and in full. Definitely most parents/guardians can afford, being government-salaried or well off. The really needy section is very small. The positive response on the part of those who can will enable the authorities of the private institutions to pay their teachers and staff full salaries in time. These teachers and staff have dedicated themselves to educating and supporting our children and in the

process, uplifting society. They deserve our goodwill and financial support. By this simple act of paying all fees in time we also contribute to the education of children from less privileged homes. Most college and university students are in receipt of scholarships granted by the government to support their studies. There is no reason why they should not pay their institutional fees, though there is a lockdown. If everybody stops paying fees citing lack of classroom activity, the teachers and staff will be left without salaries. This will lead to closure of institutions, the consequences of which will be extremely serious. It will be very difficult for society to recover if this happens. Occupational hazard

It has been few days since the dreadful electrification of a power line worker. Many who saw it via different mediums, including me, were left utterly aghast. It is indeed a miracle that he has survived and recuperating. This happening, unfortunately, is not a one-off incident but quite a regular occurrence. And this begs many questions—have we normalised such happenings? Why was the man not equipped with basic protective gears? What protective gears do such workers have access to? Or was it a mere non-adherence to protocols laid down? Our constitution ensures the right to life and stipulates “humane” conditions at work. Furthermore, the 2009 National Policy establishes preventive safety & health culture in the work environment across all sectors. As a concerned citizen, i urge the relevant authorities thereof to take due cognisance of the incident, and enforce the already mandated directives in letter & spirit before another similar incident takes place; or worse, loss of preventable life happens. We owe it to ourselves & our collective moral conscience to ensure the complete safety of all our workers. Dubey tried to escape, UP government tells SC

New Delhi, Jul 17 (PTI): The police party escorting gangster Vikas Dubey from Ujjain in Madhya Pradesh to Kanpur had to “fire back in self-defence” as he tried to escape and was killed, the Uttar Pradesh government has said in an affidavit filed in the Supreme Court. The UP government has constituted a 3-member SIT, headed by UP additional chief secretary Sanjay Bhoosreddy on July 11, to look into the crimes committed by the dreaded gangster and the alleged collusion between Dubey, police and politicians, the affidavit said. Dubey was killed in the encounter on July 10. “The only option available to the escort party, under the circumstances was to fire back in selfdefence,”Uttar Pradesh Director General of Police Hitesh Chandra Awasthy, in the affidavit filed on behalf of the state, on a plea seeking a court-monitored probe by the CBI or the NIA into the encounter killing. The top police officer denied that Dubey had surrendered at Ujjain and said that the accused who was on the run was identified at the Mahakaal Temple by the

The DGP also dealt with the question as to why Dubey was not handcuffed and said, “There were 15 police personnel and 3 vehicles to escort the accused directly to the court at Kanpur. The affidavit said: “These facts are explained in detail only with one objective of satisfying this court that deceased Vikas Dubey not only had a strong reason and motive to flee away

from police custody (as he attempted to do on July 10) but had the capacity, potential and experience of attacking the police personnel and killing them which in fact happened on July 10, when he tried to escape and fire at the police party when prevented.” On July 14, the top court had said it may consider appointing a committee headed by a former judge to inquire into the encounters of Dubey and his associates as well as the killing of eight policemen in Uttar Pradesh like it did in the case of Hyderabad encounter in gang rape and murder case of last year.

“The government has directed the SIT to submit its inquiry report to the government before July 31, 2020, after vising the scene of crime and other related places...,” it said. Awasthy said the state authorities have acted strictly in accordance with the law and the guidelines laid down by the top court in its 2014 verdict in PUCL case and intimated NHRC and SHRC within 24 hours of the incident which clearly shows complete lack of mala fides on the part of police. He said the government has taken serious cognizance of all events and constituted a commission of enquiry headed by a former Allahabad High Court Judge. “The government of Uttar Pradesh holds the incident of the night of July 2 and July 10 linked to Vikas Dubey and his associates, and all the encounters between the given dates as issues of public importance and hence the state government has appointed a judicial panel of Justice (retd) Shashi Kant Agarwal as a single member commission of Inquiry,” the affidavit said, adding that commission is required to complete

the probe within two month from July 12. Dubey on July 2 had massacred eight policemen on duty and had brutally cut the circle officer’s leg after shooting him dead, Awasthy said. “This clearly demonstrate that a dreaded gangster, who massacred and brutally mutilated bodies of eight policemen to escape while being on parole, had all the reasons, motive, object and capacity to escape taking advantage of an accident which took place en route,” he said. He said the facts of the present case are completely and diametrically different from the facts emerging in last year’s Hyderabad encounter of four accused in gang rape and murder case of a veterinary doctor as Dubey was a hardened criminal with 64 cases against him. He highlighted several differences between the two encounters. “It is relevant to point out that for over 30 years, Vikas Dubey and his “Bullet Gang” had created a notorious lair of crime and terror in the State of Uttar Pradesh. He was a gang leader of registered Gang D-124”, the affidavit said.

On the July 2, incident it said: “There were about 80-90 criminals and gang members of gangster Vikas Dubey who were stationed on several housetops at strategic locations and who started indiscriminate firing at the police party which was ambushed in a pre-meditated manner by placing a JCB machine with an open hatch to block the road and force the police party to disembark and become easy targets.” The DGP further stated that the motive of Dubey was not only to flee (as he was on parole) but also to kill the policemen to create terror in the minds of the people as well as the police. “It will be shocking to note that the DSP was shot five times, out of which three bullets passed through his body. One bullet hit his head, one in the chest, one ankle joint and two in the stomach. “Apart from this, deceased Vikas Dubey and his gang members had also brutally cut the Circle Officers (late) Devender Mishra’s leg after shooting him dead. All the bullets were fired on the police party from pointblack range,” the affidavit said.

(PTI) New Delhi, Jul 17 (PTI): Delhi recorded 1,462 fresh coronavirus cases on Friday, taking the tally in the city to over 1.2 lakh, while the death toll from the disease mounted to 3,571, authorities said. Twenty-six fatalities have been recorded in the last 24 hours, according to the Delhi health department bulletin. This is the seventh consecutive day when fresh cases have been reported in the range of 1,000-2,000. However, the number of fresh cases reported on

Friday was less than the figures on Thursday (1,652). The number of active cases on Friday stood at 17,235, down from 17,407 the previous day. On June 23, the national capital had reported the highest single-day spike of 3,947 cases, till date. The death toll from COVID-19 in Delhi stood at 3,545 on Thursday. The bulletin on Friday said the death toll from coronavirus infection has risen to 3,571 and the total number of cases has mounted to 1,20,107.

Pilot gets 4-day breather: Speaker’s Cong flays BJP for ‘conspiring’ 3 JeM terrorists killed in Kashmir encounter action on hold till Tuesday evening to topple Gehlot goverment

Sachin Pilot lenged the notices based on a Congress complaint that the MLAs should be disqualified from the Rajasthan Assembly for defying a party whip. The bench of Chief Justice Indrajit Mahanty and Justice Prakash Gupta also asked Congress chief whip Mahesh Joshi, who had filed the complaint before the Speaker, to respond to the dissidents’ petition by Saturday. Joshi was impleaded in the petition today. The Pilot camp has argued that a party whip applies only when the assembly is in session. In its complaint to the Speaker, the Congress had sought action against Pilot and the other dissidents under paragraph 2 (1) (a) of the Tenth Schedule of the Constitution. The provision disqualifies MLAs if they “voluntarily” give up the membership of the party which they represent in the House. The Congress claims that this is the inference that can be drawn from the MLAs’ conduct. But the dissident camp says

In the writ petition, the petitioners said that they have been elected on Congress ticket and have allegiance to the party and not seeking to defect to any other party. “By way of the instant notice, the voice of the petitioners seeking a leadership change within the party, expressed in the most democratic manner, is sought to be stifled and the petitioners are threatened with abdication of their right to express their reservations about the functioning of such leadership,” the petition states. “The undue haste and swiftness exhibited by the authority concerned in taking cognisance of the said complaint leaves no doubt in the minds of the petitioners that the move is aimed at arriving at a foregone conclusion leading to the disqualification of the petitioners,” it added. The petitioners said any grievances regarding the functioning of the government were not tolerated by the chief minister. The dissidents said that sensing a brewing discontent, the chief minister had called a legislature party meeting on July 13 without providing any specific agenda and levelled certain baseless allegations against them. Subsequently, they were issued notices by chief whip Mahesh Joshi for not attending the meeting, said the petition.

New Delhi, Jul 17 (IANS): As the last word is yet to be said on the political crisis faced by the Ashok Gehlot government in Rajasthan, the Congress on Friday flayed the BJP for “hatching a conspiracy” to bring down the party’s government in the desert state. The Congress claim was made in the wake of release of three audio clips in which Union Minister Gajendra Singh Shekhawat is allegedly talking with Congress MLA Bhanwarlal Sharma and BJP leader Sanjay Jain of Jaipur on the issue of toppling the Gehlot government. The SOG in Rajasthan has since booked the three in the case. Congress spokesperson Jaiveer Shergill told IANS: “These audio tapes prove that even during the lockdown, the BJP was hatching a conspiracy to bring down the Congress government in the state, instead of focusing on how to tackle the coronavirus in the country.” “The BJP central leadership is the main accused in this entire episode as the design, infrastructure and money power have been provided from the BJP warehouse built to lure and stock opposition MLAs,” Shergill remarked. He said that with the release of the audio tapes, two things are clear -- as far as BJP is concerned, old habits die hard; and secondly, its leaders cannot

give up their addiction to undertake ‘Operation Kamal’ every year in some or the other state. The Cong ress has claimed that the audio tapes are the direct proof of the BJP’s “now-failed sinister plan” and their involvement in the bid to hijack the Congress government. Shergill asserted that the Congress government led by Gehlot is “as solid as the Rock of Gibraltar” and that the BJP along with rebel MLAs in Rajasthan have been caught red- handed while attempting to “murder democracy and insult the popular mandate”. The FIR against Shekhawat and two others was filed on the basis of a complaint by Congress whip Mahesh Joshi soon after the three audio clips with alleged conversations on toppling of the Gehlot government were released by the ruling party. Earlier in the morning, Congress leader Randeep Singh Surjewala had called a presser and accused the BJP of trying to topple the state government by indulging in horse- trading. Surjewala said that “this is a black day in democracy and it’s now proven that the BJP indulged in dislodging of an elected government”. Shekhawat has denied the voice on any of the tapes is his while a BJP leader claimed the audio clips were doctored.

Jaipur, Jul 17 (PTI): Sachin Pilot and 18 other Congress dissident MLAs on Friday got a four-day reprieve from any action by the assembly Speaker on the disqualification notices served on them, after the Rajasthan High Court extended its hearing on the issue to next week. The division bench of the court, hearing the dissident MLAs’ petition against the Speaker’s notices, adjourned Friday evening. It fixed the next hearing for 10 am on Monday. The counsel for the Speaker assured the court that no order shall be passed on the notice till 5.30 pm on Tuesday. Earlier, Speaker C P Joshi had written to the court that the notices would not be acted upon till 5 pm on Friday. The counsel agreed to extend this to 5.30 pm on Tuesday as the court is yet to give an order on the petition. Harish Salve and Mukul Rohatgi argued for the petitioners via video conference. Abhishek Manu Singhvi was among those who argued on behalf of the Speaker. “It was argued that Speaker’s powers are autonomous and he has issued show-cause notices. With a 17 paise hike in diesel price in New Delhi on Friday while petrol prices remaining steady, the gap between the two auto fuels has further widened in the national capital. Last month, diesel prices overtook that of petrol in the national capital,

Mumbai, Jul 17 (PTI): The country’s foreign exchange reserves swelled by USD 3.108 billion to a record high of USD 516.362 billion in the week to July 10, RBI data showed. In the previous week ended July 3, the reserves had increased by USD 6.416 billion to USD 513.54 billion. The reserves had crossed the half-a-trillion mark for the first time in the week ended June 5, after it had risen by USD 8.223 billion to reach USD 501.703 billion. In the week ended July 10, the forex kitty increased mainly due to a jump in foreign currency assets (FCA), which is a major component of the overall reserves. FCA was up by USD 2.372 billion to USD 475.635 billion in the reporting week, the Reserve Bank data showed. The country’s reserve position with the IMF also increased by USD 19 million to USD 4.545 billion during the reporting week.

In a joint statement, NH and NMA said the act of Assam Rifles was “a blot on the sincerity and accountability of India to peace” and demonstrated how it has not understood and recognised the political basis of the peace talks with the Naga groups. The two bodies said that the existence of Ceasefire in the Naga areas has “lost its relevance if the Indian Armies continues to perpetuate violence and killings.” They urged the Government of India to “come out with clarity pertaining to the coverage of Ceasefire without further procrastination.” While mourning the “lives of our young Naga Heroes,” the NH and NMA expressed appreciation to

Islamabad, Jul 17 (PTI): A day after India termed the second consular access to Kulbhushan Jadhav as “neither meaningful nor credible,” Pakistan Foreign Minister Shah Mahmood Qureshi has said that Islamabad is willing to provide a third meeting with the Indian death row prisoner, according to the Pakistani media. Pakistan on Thursday provided a second consular access to Jadhav, a 50-yearold retired Indian Navy officer, who was sentenced to death by a Pakistani military court on charges of espionage and terrorism in April 2017. The Indian government said the second access was “neither meaningful nor credible,” and Jadhav appeared visibly under stress. “The Consular Officers were not given unimpeded, unhindered and unconditional access” to Jadhav, External Affairs Ministry spokesperson Anurag Srivastava said in New Delhi on Thursday. India approached the International Court of Justice against Pakistan for denial of consular access to Jadhav and challenging the death sentence. The Hague-based ICJ ruled in July last year that

Pakistan must undertake an “effective review and reconsideration” of the conviction and sentence of Jadhav and also to grant consular access to India without further delay. The first consular access under the Vienna Convention on Consular Relations 1963 was earlier provided by Pakistan on September 2 last year. Though Pakistan Foreign ministry had assured India that the consular access on Thursday would be unimpeded, unhindered and unconditional, it turned out that the arrangements of the meeting were not in accordance with the assurances made by Islamabad, External Affairs Ministry Spokesperson Srivastava said. Pakistan claims that its security forces arrested Jadhav from the Balochistan province on March 3, 2016 after he reportedly entered from Iran. India maintains that Jadhav was kidnapped from Iran where he had business interests after retiring from the Navy.

Germany rejects US sanctions threat Berlin, Jul 17 (IANS): German Foreign Minister Heiko Maas has rejected the US’ latest threat to impose sanctions over the Nord Stream 2 gas pipeline between Moscow and Berlin, saying “European energy policy is made in Europe”. “By announcing measures that will also sanction European companies, the US government is disregarding the right and sovereignty of Europe to decide where and how we source our energy,” Xinhua news agency quoted Maas as saying in a statement on Thursday. “European energy policy is made in Europe and not in Washington. We clearly reject extraterritorial sanctions,” Maas added. Mass said that the German govern-

ment had held numerous talks with the US in recent weeks as Washington was planning to tighten a sanctions law against Nord Stream 2. The law - U.S. Protecting Europe’s Energy Security Act (PEESA) - was enacted in December 2019. On Wednesday, US Secretary of State Mike Pompeo sent fresh warnings of possible sanctions to companies involved in Nord Stream 2 and the second line of the TurkStream pipeline stretching from Russia to Turkey. Pompeo claimed that the projects were not commercial but serve as Moscow’s tools to exploit European dependence on Russia’s energy supplies.

C o l o m b o, J u l 1 7 (IANS): Sri Lankan Prime Minister Mahinda Rajapaksa on Friday said that the island country will not face a lockdown nor curfew following the detection of a new COVID-19 cluster at a rehab centre. Speaking to heads of media institutions and senior editors, Rajapaksa said the patients detected recently were not from the society but all from quarantine camps or were the associates of camp employees or inmates from the Kandakadu Drug Rehabilitation Centre, reports Xinhua news agency. “This is not a second wave. All these contacts have been traced and quarantined,” Rajapaksa said, adding that all steps were being taken to prevent any social transmission of the virus. Shavendra Silva said more than 4,000 PCR tests had been performed for the contacts of Kandakadu in recent days, but so far all indications were that there was no local transmission of the virus at large. The search and rescue operation for the victims of the natural disaster was hampered by poor access to the scene, with the possibilities of more flash floods. “Eleven bodies were retrieved by the rescuers on Thursday, putting the total to 32. The rescuers have been on alert for the possibility of more flash floods as the weather is cloudy,” he said. Mud and logs on the roads slowed the mobility of 359 rescue personnel to reach the affected areas. The natural disaster has impacted nearly 5,000 people as their houses were hit by the flash floods. As many as 10 houses were swept away by the current waters and 213 others were buried by sand and mud.

UN blacklists Pakistan Taliban terror group’s leader Uni t e d Nat i o ns, Jul 17 (PTI): The Tehrike-Taliban Pakistan (TTP) terror group’s leader Noor Wali Mehsud has been designated as a global terrorist by the UN for participating in the financing, planning and perpetrating acts on behalf of and in support of entities associated with al-Qaida. The UN Security Council’s 1267 ISIL and Al-Qaida Sanctions Committee added Mehsud, 42, to the ISIL (Da’esh) and Al-Qaida Sanctions List on Thursday, subjecting the Pakistani national to an assets freeze, travel ban and arms embargo. The Sanctions Committee said that Mehsud was listed for “participating in the financing, planning, facilitating, or perpetrating of acts or activities by, in conjunction with, under the name of, on behalf of, or in support of ” entities associated with al-Qaida. In June 2018, Mehsud was named the leader of Tehrik-e-Taliban Pakistan,

The reasons for the blocks were unknown, but the move also comes after remarks by U.S. Secretary of State Mike Pompeo that the United States is “certainly looking at” banning Chinese social media apps, including TikTok. South Korea’s communications regulator on Wednesday fined TikTok Pte Ltd, the publisher of the app, 186 million won ($154,320) for collecting personal information of children under 14 years of age without consent from guardians and failing to disclose or notify when sending personal information overseas. TikTok was required to submit voluntary preventative measures within 30 days, and the regulator planned to continue discussions with TikTok on information security issues, an official with the Korea Communications Commission said. L ondon , J u l 1 7 (Agencies): Injured during training at the tailend of a breakthrough season, Arsenal’s young Brazilian forward Gabriel Martinelli will target a return to full training by the end of the year following knee surgery, the Premier League club said. The 19-year-old Brazilian picked up the injury in training on June 21 and underwent an arthroscopic procedure to repair a lesion in the cartilage of the left knee. 11 UAE keeping itself ready for IPL Dubai, Jul 17 (PTI): Amid speculation that the currently-suspended IPL could be held in the UAE due to the rising COVID-19 cases in India, Dubai Sports City’s Head of Cricket and Events Salman Hanif has said they are keeping the facilities ready for such an eventuality. The IPL is aiming to secure the SeptemberOctober window, which it might just grab as there is immense uncertainty surrounding the fate of the October 18 to November 15 T20 World Cup in Australia. Speaking to ‘Gulf News’, Hanif said the Dubai Sports City, which includes the Dubai International Stadium and the ICC Academy, is ready as a potential venue for the glitzy T20 league. “The stadium has nine wickets on the top in case a large number of matches have to be accommodated within a smaller time-frame. We will not be scheduling any matches there to keep the wickets fresh,” said Hanif. Rearranged Tokyo Olympics schedule announced TOKYO, Jul 17 (Agencies): Next year’s Tokyo Olympics will follow an almost identical competition schedule as the one planned for this year before the event was postponed due to the novel coronavirus pandemic, organisers said on Friday. The International Olympic Committee (IOC) and Japanese government decided in March to postpone the Games until 2021 and organisers have been working to rearrange an event almost a decade in the making. The new date for the opening ceremony at the newly-built National Stadium — July 23, 2021 — had

already been announced but the full schedule was pending final approval until Friday when the Tokyo 2020 organising committee made a presentation to the IOC Session in Lausanne. The Games had been set to begin on July 24 this year. The new schedule means women’s softball will kick off competition at 9 a.m. (0000 GMT) in Fukushima on July 21, two days before the Games officially open, with all events taking place a day earlier than the 2020 schedule. There have also been some minor changes to session times. The Games are set to

be the biggest ever in terms of events, with a record 339 medals available, before the closing ceremony on August 8. One of the biggest hurdles for organisers was securing the 42 venues needed for the Games as many had already been booked for 2021. However, Tokyo 2020 Executive Director of Operations Satoshi Yamashita said this week all venues had been “secured verbally”. The marathon and race walking events will remain in the northern city of Sapporo after being controversially moved out of Tokyo because of the anticipated scorching summer heat.
