Report indicts BJP leaders, Delhi govt NEW DELHI, JUL 16 (PTI/AGENCIES): A factfinding committee set up by the Delhi Minorities Commission to look into the 2020 Northeast Delhi riots has accused Delhi Police of being complicit in and abetting the violence. Police’s failure to register FIRs naming the accused, the panel has said in a report, “raises serious doubts regarding the credibility of the entire investigation process”.

Bodies of NSCN (I-M) cadres handed over

DIMAPUR, JUL 16 (NPN): The dead bodies of four out of six NSCN (I-M) cadres killed in a joint operation carried out by Indian Army, Assam Rifles and Arunachal Police on July 11 near Nginu in Longding district of Arunachal Pradesh were brought to Dimapur on Thursday. According to sources, the bodies were brought in ambulances from Arunachal Pradesh. After getting clearance from the authorities, two bodies were buried in Dimapur while the other two were taken by road to Ukhrul, Manipur. State police forces escorted the body till the Nagaland-Manipur border. Sources also said that the other two bodies-- one of them a native of Arunachal Pradesh, was buried there while the other body was taken to his home town, NC Hills. (Staff Reporter)

KGKK bans tax collection

DIMAPUR, JUL 16 (NPN): Kuhuboto Ghakhu Kukami Kuqhakulu (KGKK) under Kuhuboto sub-division, Dimapur district has resolved that no GBs (kukami) would impose or collect tax in the name of any Naga political groups in Kuhuboto area.

According to PTI, the report also pointed fingers at BJP leaders for allegedly “inciting” people through speeches during the Assembly elections. Rubbishing the report, Delhi BJP spokesperson Harish Khurana accused the panel of levelling baseless allegations against the saffron party. “This is a political report. Does it mention councillor Tahir Hussain who is in jail in connection with the riots?” Khurana said. The 130-page report, already submitted to Lt Governor Anil Baijal and chief minister Arvind Kejriwal, in its findings alleged “inaction”

on the part of Delhi Police. Delhi Police Additional PRO Anil Mittal said, “We have not received any report from the Delhi Minorities Commission so far”. In the report, the committee also indicted Delhi government for allegedly failing to rehabilitate victims properly even four months after the violence. The report was submitted to the Delhi government last week. The report was released at the DMC office here by chairman of the Commission, Zafarul Islam Khan, and MR Shamshad who headed the 10-member fact finding committee. The key find-

ings of the report noted “repeated incitement” to violence. “Throughout the Delhi Assembly elections campaign from December 2019 to February 2020, there were a number of speeches by Delhi BJP leaders inciting people to violence against anti-CAA protesters,” a DMC statement said. “Violence broke out in different pockets in North East Delhi almost immediately after instigating speech of Kapil Mishra on February 23 at Maujpur, in which he openly called for forcefully removing the (anti-CAA) protesters at Jafarabad,” it said. Mishra, a BJP leader from North East Delhi’s Karawal Nagar could not be contacted for his comment. The report stated that testimonies of affected people revealed that the violence was not spontaneous like a “riot”, it was “planned, organised and targeted”. “In several areas of North East Delhi, properties owned by Muslims were looted, burnt and completely destroyed. Armed mobs chanting slogans selectively attacked Muslim individuals, houses, shops, vehicles, mosques and other properties,” it said.

DIMAPUR, JUL 16 (NPN): The formal meeting between Government of India Representative and Interlocutor to Naga Peace Talks, R.N. Ravi and NSCN (I-M) leaders, which was scheduled to be held on July 17, has been postponed to next week. Highly placed NSCN (I-M) sources informed Nagaland Post that meeting was scheduled to be held at the Commissioner’s Guest House, Dimapur. However, due to health issues of NSCN (I-M) ato kilonser and chief negotiator, Th. Muivah the meeting was been postponed to next week. It may be mentioned that Ravi and Working Committee, NNPGs led by N. Kitovi Zhimomi met on July 14 at Dimapur and “agreed to finalise the draft agreement” for early settlement to Naga issue. Sources had informed that Ravi and the 10-member WC, NNPGs chalked out the “action plan” for the impending final agreement, adding ‘final agreement’ would be (Cont’d on p-7) signed “anytime soon”.

NEW DELHI, JUL 16 (PTI): India’s COVID-19 count on Thursday crossed two grim milestones of 10 lakh cases and 25,000 deaths, according to official data from states, even as the Centre said active cases now constituted one-third of the total infections. The total coronavirus caseload stood at 10,00,202 while there were 25,553 deaths from the disease, according to a PTI tally at 9.30 pm based on reports from states and union territories. India is ranked third in the global COVID-19 tally after the US and Brazil. According to the Union Health Ministry, India has 3,31,146 active COVID19 cases, which is around a third of the country’s infection tally. It credited targeted measures for the steady decline in the active caseload. The ministry data updated at 8 am on Thursday showed the country’s COVID-19 tally rose to 9,68,876 with a record single-day spike of 32,695 cases while the death toll climbed to 24,915 with 606 new fatalities.

It was for the fifth consecutive day that COVID19 cases have increased by more than 28,000. The huge surge in cases has led several states to reimpose lockdown for varying periods. India’s first COVID-19 case was detected on January 30 in Kerala. “Of the total COVID19 cases, 63.25 per cent have recovered so far. Simultaneously, there has been a steady dip in the number of active cases, from around

45 per cent in mid-June to around 34.18 per cent as of now,” the health ministry said. A total of 20,783 people have recuperated in the past 24 hours, the highest number of recoveries in a day, taking the total number of recovered cases to 6,12,814. “Focus on early identification and clinical management is aiding recoveries in COVID-19 patients. Now, the recoveries exceed active cases by 2,81,669,” the ministry said.

10L Covid testing per day soon: Vardhan IANS Adds: Union Health Minister Harsh Vardhan said, here on Thursday, the Covid-19 testing capacity would be enhanced to 10 lakh a day in 12 weeks. He said this while inaugurating the new Rajkumari Amrit Kaur (RAK) OPD block of the All India Institute of Medical Sciences (AIIMS), here. “The capacity will be enhanced to 10 lakh tests a day in the coming 12 weeks,” the Minister said. “Gradually, we are moving in the direction to win the battle against the pandemic” which had infected 9,68,876 people across the country, he said. He said less than 2 per cent of the Covid-19 patients were admitted in intensive care units (ICUs) and the lab network had been strengthened from 1 in January to 1,234 now. As on date, more than 3.26 samples were being tested per day, he added. The measures taken as part of the graded, pre-emptive and proactive approach under the ‘Whole of Government’ strategy were showing results, he said.

DIMAPUR, JUL 16 (NPN): With 14 fresh COVID-19 positive cases and 43 recovery reported on July 16, the state’s total tally stood at 916 cases-- 525 active and 391 recovered. In a tweet, state health minister S. Pangnyu Phom said that out of 286 samples tested, 12 positive cases were reported from Dimapur and 2 from Kohima. symptoms. Pangnyu further informed 43 COVID-19 patient from Peren district had recovered on Thursday. He, however, said that the recovered patients will be kept under strict surveillance. Meanwhile, out of the 12 positive cases detected in Dimapur, 10 belonged to the paramilitary forces. Sources said that at least a hundred from the paramilitary forces had tested positive so far for COVID-19.

Drones deployed to deliver medical kits in Kohima Correspondent

KOHIMA, JUL 16 (NPN): In a first, the Geographical Information System (GIS) Nagaland has begun drone (Cont’d on p-8) delivery of medical kits including PPE suits, face masks and disinfectant liquids to Hospital and Quarantine Centre in Kohima with zero human contact. The project has been initiated by Nagaland State Disaster Management Authority (NSDMA) in collaboration with Nagaland GIS and Remote Sensing under Planning and Coordination Department. GIS Nagaland engineer, Kethorietuo Kesiezie, told Nagaland Post that after much research and trials, the first package of PPE suit “We’re not at all involved along with facemask was in their infighting. “We don’t have to go to the centres but sit in the comfort of the office and send the drone to deliver the package,” he said, adding that around 30-40 trips could be made in a day depending on the distance and time. The engineer further informed that the drones delivered PPE suits and

disinfectant liquids weighing about 10 kg per trip to the Quarantine centres and COVID hospitals in Kohima district. Informing that the currently the project had been started in Kohima district only, the engineer, however, expressed hope that it could be made available to all the districts of the state if the government was favourable. Citing an example of Zipline, a US-based company operating in Rwanda (Africa) that delivers lifesaving drugs to remote villages using drones, he said the initiative has resulted in saving countless of lives. He maintained that same technology could also be applied in Nagaland. He said that it could take drones around 50 minutes to deliver lifesaving drugs from Kohima to Mon.

MLAs undergo quarantine The three legislators, who arrived by chopper from Guwahati, were under institutional quarantine. The legislators were taken by an ambulance to the designated institutional quarantine centre. On arrival, the legislators underwent thermal screening and filled up the necessary details. Though they had tested negative through TrueNat in Delhi, the legislators will undergo another test within a few days time, DIPR stated.

DIMAPUR, JUL 16 (NPN): Planning & Coordination, Land Revenue and Parliamentary Affairs minister Neiba Kronu, who had accompanied chief minister Neiphiu Rio and Agriculture minister G Kaito Aye to Delhi, has clarified that they did not meet deputy chief minister Y Patton and four other BJP legislators who were also in Delhi. Kronu said they had left on a chartered flight on Sunday and stayed at the chief minister’s residence in Delhi and returned on Thursday after meeting Union Home Minister Amit Shah, Union Defence Minister Rajnath Singh and BJP’s national president JP Nadda. Allaying people’s doubt that the three of them, including Rio, were together with Patton and four other BJP MLAs, Kronu said they did not meet each other as the purposes of their visits

DIMAPUR, JUL 16 (NPN): A pharmacist from Chümoukedima area tested positive for COVID-19 on July 15 and has been shifted to the designated COVID-19 Care Centre. According to official sources, the pharmacist’s first sample was collected on July 13 that came out positive on July 15, while a second test would be conducted on him after 14 days. The family members have been kept in isolation and their samples collected for RT-PCR tests, and results were awaited. Following this, sources further said that the Health department, as per protocol, has also activated contact tracing.

(NPN): Tenyimi Peoples’ Organisation (TPO) has described as “alarming development” the government of Nagaland, through an Office Memorandum (OM), directing all administrative heads and heads of departments to obtain information from all employees in a ‘selfdeclaration’ form, whether any of the employees have their family members and relatives in the underground organizations. In a press release, TPO president Timikha Koza and general secretary Vipopal Kintso expressed surprise as to why such directive was being issued after more two decades of cease-fire and political dialogue. “It is learnt from reliable source that this is also ensued owing to the insistence of the office of the Governor,”

DPDB meetings held in Kohima, Zunheboto

DIMAPUR: District planning and board (DPDB) meeting for the month of July was held at Kohima and Zunheboto respectively on July 16, attended by advisors and departmental heads of the districts. DPDB Kohima: Kohima DPDB meeting was held at DPDB's conference hall on July 16, under its new DPDB chairman, advisor of Youth Resource and Sports, Er. Zale Neikha. According to DIPR report, advisor for Urban Development and Municipal Affairs, Dr. Neikiesalie Nicky Kire also attended the meeting. Er. Zale expressed that coming together from various departments and serving as a team was a big privilege and everyone should all work for further development of the district. Deputy commissioner Kohima, Gregory Thejawelie welcomed the new chairman, Er. Zale and Dr. Nicky including the members present in the meeting. Considering the inability to complete the

action plans of the Village Adoption Committees (VACs) due to the COVID pandemic in the district, Zale informed that it has been suggested to let the present VACs formed in 2019-2020 to continue for 2020-2021 with the same adopted villages and wards to enable them to complete their plans. The house also agreed and approved the matter and informed the VACs to implement their plans successfully and submit their report for two years. In regard to LADP for 2020-2021, DC informed that 50% of the allocation for the year has been sanctioned and the remaining LADP was presented in details as per constituencies wise, which was approved by the house. germplasm of livestock rearing with special reference to piggery, poultry and rabbit. Participants were addressed in detail about housing and feeding management and importance of deworming and vaccination in livestock rearing. livelihood even during the pandemic. Earlier for demonstration, a total of 500 day old chicks (Vanaraja poultry birds), 14 crossbred piglets, 20 rabbits and animal feeds and medicines were distributed among 42 beneficiary farmers of Jalukie, Ngwalwa, Deukwaram Nkwareu and Mhainamshi villages of Peren district, Nagaland.

NDPP Peren region on transfer and posting of officers DIMAPUR: Peren region NDPP has re-affirmed to steadfastly adhere by the resolutions adopted on July 8 by the executives of NDPP Peren region, during a meeting held with representatives from both the 7th Peren and 6th Tening A/C, youth and women organisations at Jalukie, Peren on July 15. A press release by NDPP Peren region media cell stated that, as per earlier resolutions adopted, the party has come out clear and had discussed at length on matters pertaining to the transfer and posting of the officers. DIMAPUR: Various battalions of Assam Rifles conducted civic action programmes across Nagaland for the welfare of the public. Zunheboto Battalion: Zunheboto Battalion constructed ex-servicemen hall at Kidding Bazaar, Tuensang, which was inaugurated on July 11, following a handing over ceremony. According to PRO HQ IGAR (N), DIG, HQ 7 Sector Assam Rifles, inaugurated the hall and dedicated the infrastructure to ex-servicemen as welfare measure to be used for facilitating wider interest. DIMAPUR: Deputy commissioner of Peren-cum-DTF chairman, Sentiwapang Aier convened Peren District Task Force (DTF) on COVID-19 meeting at DC’s chamber to discuss on matters related to COVID-19 in the district on July 16. According to DIPR report, the DTF members acknowledged the public and the various civil society organisations of Peren District for their selfless service rendered to the DTF during COVID crisis. Assam flood situation remains grim death toll at 71, around 40 lakh affected in 27 districts

Guwahati, July 16 (IANS) : Amid the rising COVID-19 cases, the flood situation in Assam remained grim on Thursday, as five more deaths were reported from four districts, taking the death toll due to the deluge to 71, while around 40 lakh people across 27 of the state’s 33 districts have been affected. According to officials of forest department and Assam State Disaster Management Authority (ASDMA), at least 76 animals were killed, while 121 animals were rescued as 95 per cent of the world-famous Kaziranga national park, home to more than 2,200 one-horned Indian rhinoceros, was inundated. An ASDMA official said that over the past more than a month, 71 deaths due to the floods were reported from Sonitpur, Biswanath, T i n s u k i a , L a k h i m p u r, Bongaigaon, Kamrup, Golaghat, Sivasagar, Morigaon, Tinsukia, Dhubri, Nagaon, Nalbari, Barpeta, Dhemaji, Udalguri, Goalpara and

Besides erosion of river banks at a large number

of places, roads, embankments, bridges, culverts and other infrastructure have been damaged at many locations in 27 districts, the ASDMA officials said, adding that several hundred houses were fully or partially damaged due to the flood. Around 22 lakh domesticated animals and over 14 lakh poultry birds were affected due to floodwater. Apart from Kaziranga national park, located on the edge of the Eastern Himalayan biodiversity hotspots of Golaghat and Nagaon districts, the Manas and R.G. Orang national parks, the Pabitora wildlife and the Tinsukia wildlife sanctuaries were also affected. The National Disaster Response Force, and State Disaster Response Force personnel, along with the local administration, are continuously working to rescue the affected people and render relief services, including distribution of necessary material to the marooned villagers.

Assam to launch mega campaign for plasma donation return flight tickets, accommodation for donors from outside state Guwahati, Jul 16 (PTI): The Assam government on Thursday announced that it will launch a mega drive to boost its plasma bank reserves wherein those recovered COVID-19 patients from outside desirous of donating the blood component will be accorded state guest status and provided return flight tickets and accommodation. Minister for Health and Family Welfare Himanta Biswa Sarma said recovered symptomatic patients from other states can come to Assam and donate plasma for the treatment of coronavirus positive patients here. “We will launch a nationwide publicity campaign and those from other states desiring to donate plasma will be accorded state guest status, along with to and fro flight tickets and accommodation facilities,” he said. In Assam, there were

few COVID-19 cases during the initial stages and as such the number of plasma donors is less now. But with the increase in positive cases there will be more donors from the next month, Sarma said. “We have decided to strengthen our plasma bank drive and appeal to all symptomatic recovered patients to join us in this movement,” he said. The recovered patients will be provided with a plasma donation card at the time of discharge from hospital and after 28 days they can contact the authorities for donation. But they have to do so within three months of their discharge, he said. A person can donate 400 gm of plasma which can be used for treating two COVID-19 patients, Sarma added. A plasma bank has already been operationalised at the Gauhati Medical College Hospital. The drive has been intensified with the first donor being a doctor. Two other doctors donated on Thursday and two others

are scheduled to do so on Friday, he said. “Doctors from our state have displayed their exemplary dedication towards humanity by not only treating patients for endless hours in PPE kits, getting infected by the disease and now they are donating plasma to cure more patients,” he said. Five recovered patients have already donated their plasma, while three positive patients have received plasma treatment, he added. Sarma said those recovered patients from the state who donate plasma can use their donor certificates for preferential treatment under various government schemes. Besides GMCH, plasma banks will become operational immediately at the four medical colleges of Silchar, Dibrugarh, Jorhat and Tezpur while Barpeta and Diphu will have them after 15 days, he said. These plasma banks will be linked online and will be coordinated by a National Health Mission team, he added.

Akhil Gogoi gets bail in 3 cases lodged by Assam Police world war-2 bombs discovered in Manipur Guwahati, Jul 16 (PTI): Peasant leader Akhil Gogoi was on Thursday granted bail by the Gauhati High Court in three cases lodged by the Assam Police in connection with the violent anti-Citizenship (Amendment) Act protests in December last year. However, he will remain in jail for the cases being probed by the National Investigation Agency (NIA). Hearing the bail applications in the three cases registered at Chabua police station in Dibrugarh district, Justice Manash Ranjan Pathak granted bail to the Krishak Mukti Sangram Samiti (KMSS) leader. Gogoi’s advocate Santanu Borthakur said: “Now he has got bail in all cases, except the two NIA cases. The hearing in one of these two cases will start in the next few days. We hope the court will grant bail to him.” The three cases, for which Gogoi was arrested on May 29 while he was

M’laya CM calls for ‘micro lockdowns’ Correspondent Shillong, Jul 16: Meghalaya Chief Minister Conrad K Sangma on Thursday called for management of the COVID-19 situation at a micro level through ‘micro lockdowns’ instead of going for total lock-down of the state or in Shillong. Meghalaya has so far registered 377 COVID-19 cases that include 326 active cases, two deaths and 49 recovered from the viral infection. “It is very important to understand that COVID19 is here to stay for some time and we cannot expect that we will continue to run away from it or block or lockdown every time something happens. We need to adjust, adapt and learn how to live with this virus,” he told reporters after a high-level meeting convened by Speaker Metbah Lyngdoh. The meeting was also attended by ministers, opposition members and senior government officials. “The government is continuously working on how we could micro-manage different situations. When a case comes up or suddenly a cluster comes up, should the whole state or whole city be locked down? Should all economic activities be stopped? Most probably not,” the Chief Minister observed. “We need to find out K Y M C

how we could have micro lock-down strategies, individual lock-downs. How an individual’s actions and behaviours could make a vast difference. So we have started the step by involving now the Rangbah Shnongs, headmen and Nokmas by sharing not just information on the positive patients, but also information about the high risk contacts,” Sangma said. The Chief Minister also emphasized on the cooperation of the society at large in the micro-management of ‘micro lockdowns’ at different levels by containing the infection and also called upon people not to stigmatize those who have been exposed to the virus and have been infected and added that the elected representatives could play important role in sensitizing the society in this aspect. Earlier, at the highlevel review meeting, Chief Secretary M.S. Rao said the spurt of COVID-19 cases from July can be largely attributed to the rise in cases related to BSF, cases in NEIGRIHMS and the Greenwood wedding party. “As of July 15, there are 297 active cases of which 222 (75%) were that of BSF and Armed forces. The number of cases was under control till June 30 when the active cases stood at 8,” he informed. The Chief Secretary also informed that the BSF and armed

force personnel schedule to return to the State after their leave have been asked to stay back, but those in transit are to follow State protocol. In order to handle the cases in the BSF and armed forces, Rao said 1,567 tests were conducted in the BSF cluster of which 223 have turned out to be positive. “The BSF’s Umpling campus has been declared a containment zone and supply of essential commodities to the campus is being coordinated by the district administration,” he informed. Apart from this, 601 random RT-PCR samples were tested across the State and the results were negative. Out of this 259 tests were conducted for contact tracing relating to the wedding cluster, 60 were for the NEIGRIHMS and 110 for the Khanapara cluster. On the total test conducted across the State till July 15, Rao said 24,900 tests were conducted. Testing infrastructure is now available in 9 out of the 11 districts of the State which can test more than 1000 samples per day. Speaker Lyngdoh and opposition legislator HM Shangpliang of the Congress expressed satisfaction over the government’s actions, even as the latter called for strict stoppage of inter-state movement of people.

KMSS leader Bittu Sonowal, who was arrested by NIA along with Gogoi, was granted bail by a special NIA court on Wednesday. On Monday, another KMSS leader Manash Konwar got bail by the special NIA court here and he was released from the jail on Tuesday. The fourth associate, Dhaijya Konwar, has not yet received bail. More FIRs against marriage attendees in Meghalaya Correspondent Shillong, Jul 16: District authorities in East Khasi Hills will file an additional FIR against remaining six persons who attended a wedding party at Greenwood Resort in Assam allegedly for violating the COVID-19 protocols. On Monday, East Khasi Hills District Magistrate, Matsiewdor War Nongbri had filed FIR against 35 persons who had attended a wedding feast at Khanapara in Assam. “We have received the additional report on the six persons from the Health and Family Welfare department who had attended the wedding party and we will be filing the FIR,” Nongbri said. The wedding feast took place at Greenwood Resort, Guwahati on June 27 and another reception was held in Shillong on July 2, following which two of the attendees were tested positive for COVID-19. Meanwhile, East Khasi Hills Superintendent of Police, Sylvester Nongtnger said that the police have already registered a case against the 35 persons named in the FIR who had attended the wedding party. “We have identified those people (who attended the wedding party), their places of stay and once they complete the quarantine period we will start recording their statements and continue with our investigation,” Nongtnger said.

Correspondent IMPHAL, Jul 16: A huge number of unexploded bombs suspected to be of World War II were discovered in Manipur’s Moreh town on Thursday. Twe n t y - s eve n l ive bombs along with 43 empty cases of bombs and 15 empty boxes were discovered during digging of earth for construction of a house at Moreh ward no. 9 (Lhangnom Veng) using an excavator today, around 12.30 pm, the police said here. The plot where the bombs were discovered belonged to Kampu Doungel (35) wife of Nemjalhing Dungel.

The 27 live bombs unearthed in Moreh. On being informed of the finding by the owner of the plot, a team of Moreh police who rushed to the spot and collected the bombs

and other items and kept them at the police station, the source said. Thursday’s discovery of the old bombs was barely a day after six unexploded bombs suspected to be of the World War II era were recovered from Imphal’s Hatta near the Indian Army War Cemetery on Wednesday. The bombs which were unearthed during digging of ground for construction of a house by one Ayub Khan were later disposed of by the police at a safe place in Imphal East district.

Disengagement process in Ladakh intricate: Army Says requires constant verification

NEW DELHI, JUL 16 (PTI): China and India are committed to “complete disengagement” of troops, and the process is “intricate” that requires “constant verification”, the Indian Army said on Thursday after the fourth round of marathon military talks on de-escalation of the situation in eastern Ladakh. The army said senior commanders of the Indian and Chinese military reviewed the progress on implementation of the first phase of disengagement and discussed further steps for “complete disengagment”. The Corps commanders held 15-hour-long negotiations in Chushul on the Indian side of the Line of Actual Control(LAC) from 11 AM on Tuesday to 2 AM on Wednesday, covering various aspects of the complex disengagement process including withdrawal of thousands of troops from the rear bases within a specific time frame. “The senior commanders reviewed the progress on implementation of the first phase of disengagement and discussed further steps to

This process is intricate and requires constant verification. They are taking it forward through regular meetings at diplomatic and military level,” he added. The formal process of disengagement of troops began on July 6, a day after a nearly two-hour telephonic conversation between National Security Advisor Ajit Doval and Chinese Foreign Minister Wang Yi on ways to bring down tension in the

area. Doval and Wang are designated special representatives for boundary talks. On the fourth round of Corps commander-level talks, Col Anand said the engagement was consistent with the consensus reached between the special representatives of India and China on July 5 to discuss complete disengagement. The Indian delegation was led by Lt Gen Harinder Singh, the Commander of the Leh-based 14 Corps, while the Chinese side was headed by Major General Liu Lin, Commander of the South Xinjiang military region. “Rebuilding mutual

trust after the June 15 incident will take time. Therefore, speedy disengagement may be difficult to achieve. More talks at military level would be needed to achieve complete disengagement,” a senior official familiar with the details of the negotiations told PTI. The tension in eastern Ladakh escalated manifold after the violent clashes in Galwan Valley on June 15 in which 20 Indian Army personnel were killed. The Chinese side also suffered casualties but it is yet to give out the details. According to an American intelligence report, the number of casualties on the Chinese side

was 35. Earlier, government sources said the Indian side conveyed a “very clear” message to the Chinese army during the marathon talks in Chushul that status quo ante must be restored in eastern Ladakh and it will have to follow all mutually agreed protocols for border management to bring back peace and tranquillity. They said the two sides agreed on certain modalities for rolling out the next phase of disengagement and are expected to get in touch with each other soon. A fifth round of Lt General-level talks may take place in the next few days on the next phase of the disengagement process, the sources said. The phase two of the disengagement will focus largely on further withdrawal of troops from Pangong Tso, they added. China’s People’s Liberation Army (PLA) has already completed pulling back troops from Galwan Valley, Gogra and Hot Springs and significantly thinned down its presence in the ridgeline of Finger Four in the Pangong Tso area in the last one week as demanded by India. Government sources said India is keeping a hawk eye vigil on all areas along the LAC in Ladakh and

will maintain a high-level of alertness to deal with any eventualities. Defence Minister Rajnath Singh will visit Ladakh on Friday to take stock of India’s military preparedness and review the overall situation. Singh will be accompanied by Chief of Army Staff Gen MM Naravane and it will be his first visit to Ladakh after the standoff between the armies of India and China on the LAC began on May 5. His trip comes days after Prime Minister Narendra Modi’s surprise visit to Ladakh on July 3 during which he also addressed troops and signalled the country’s firmness in dealing with the India-China border row. The sources said Singh will carry out a comprehensive review of the security situation in the region with Gen Naravane, Northern Army Commander Lt Gen Yogesh Kumar Joshi, Commander of the 14 Corps Lt Gen Harinder Singh and other senior Army officials. On Wednesday, NSA Doval, External Affairs Minister S Jaishankar, Gen Naravane and several other senior officials reviewed the situation in eastern Ladakh.

NEW DELHI, JUL 16 (PTI): India has established individual bilateral bubbles with France and the US that will allow airlines of each country in the pact to operate international flights, Civil Aviation Minister Hardeep Singh Puri on Thursday said, adding that similar arrangement with Germany and the UK will soon be permitted. Air France will be operating 28 flights between Delhi, Mumbai, Bengaluru and Paris from July 18 to August 1, the minister said at a press conference. American carrier United Airlines will be flying 18 flights between India and the US from July 17 to July 31, he added. “They (United) are flying a daily flight between Delhi and Newark and a thrice-a-week flight between Delhi and San Francisco,” Puri noted. The minister said India is planning to establish a bubble with the UK soon under which there would be two flights per day between Delhi and London. “We have got a request from Germans also. I think the arrangement with Lufthansa is almost done...We are processing that request,” Puri said.

“Now we have many demands for air bubbles, but we need to be careful. We should permit that many only that we can handle,” the minister noted. From India, Air India will be operating flights to France and the US under these bubbles. An air bubble is a bilateral arrangement with a set of regulations and restrictions in which the carriers of the two countries can operate international flights. Scheduled international passenger flights have been suspended in India since March 23 due to the coronavirus pandemic. After nearly two months of suspension to combat the coronavirus outbreak, the government resumed scheduled domestic passenger flights on May 25. However, it had then allowed the airlines to operate maximum 33 per cent of their pre-COVID domestic flights. The Ministry of Civil Aviation (MOCA) increased the limits on June 26 from 33 per cent to 45 per cent. “We are assuming that by the time Diwali comes this year, we would have 5560 per cent of pre-COVID domestic flights operating in India,” Puri said at the press conference.

Some special cells of the immune system may still offer protection against the disease, the scientists said as questions swirl on whether people who have recovered from COVID-19 can get it again -- even those whose antibodies dwindle progres-

sively as the days and weeks pass. It is too soon to say whether people with lowered levels of novel coronavirus-blocking antibody levels (nAbs) after recovery are at risk of contracting the COVID-19 disease on re-exposure to the virus, Vineeta Bal, an immunologist from the Indian Institute of Science, Education and Research in Pune, told PTI. “This pandemic is only six-seven months old, and reports of people testing positive for the virus for a second time, post-recovery, are mostly only from those who were first infected in

January,” Bal said in a video interview. uch has been made of the recent ban announced by the government of Nagaland on July 3 on commercial import and trading of dogs including dog markets and sale of dog meat, both cooked and uncooked. Dog meat is considered a traditional delicacy not only in Nagaland but also among many tribes across India. Some even believe that dog meat has health benefits. The ban was preceded by outrage especially from the animal rights lobbyists who raised Cain about the cruelty involved. The sight of man’s best friend being helplessly hauled in trucks for transportation and later put on leash in wet markets to be sold, was probably not a very pleasant sight. Ultimately the voices of animal lovers prevailed even though the majority didn’t see much logic in it, since there is more barbarity involved in the slaughter of other animal species sold in the markets. Dog meat is a popular menu in many other south east Asian countries. Consumption of dog meat is not restricted to Nagaland, Manipur, Arunachal Pradesh or Mizoram. These days, dog meat is consumed even by many people from communities where the meat was beyond the menu. From a man’s best friend to a man’s best meal, the issue has unfairly attracted unwanted attention on Nagas. The state cabinet’s ban on dog meat is like a knee-jerk reaction to the uproar among animal rights lobbyists. Nagas in general, are proud of their food culture as much as they are about social tradition etc. However, there is also a growing number of Nagas who either do not eat or who have given up eating dog mean for whatever reasons. The objective of the ban on dog meat may be to prevent cruelty to animals but the national outrage was limited only to the dogs, irrespective of the fact that all live animals sold in open markets across India suffer similar conditions. There are also some communities in India who consume and relish snakes, rats, bats even worms etc. Even among the ‘civilised’ westerners, eating of various animal species is no longer rare. The ban may also be compared with the manner in which alcohol was criminalised in 1989 but which has not stopped people from drinking alcohol and neither has it promoted social and domestic harmony. Instead, this has led to a thriving black market in the sale and distribution of alcohol. Such bans only compartmentalize the general public into those who support and those who oppose such bans. Ban on sale and consumption of protected species or drugs may have a ground but the dichotomy of ban on consumptions, is that it becomes an offence in some states while it is not in states where such bans don’t exist. There is need to develop effective strategies to deal with various social issues. Seen in the light of the failure of prohibition, it would not be incorrect to assume that those who consume the banned meat will give it up though they will have to pay a higher price to whet the craving of their palates. From a behaviour change perspective, the most significant consequence of such bans is that they absolve the individual of the responsibility of taking accountability of the indulgence and instead hands over that responsibility to law enforcement agencies.

Six heavily armed, well-trained and obviously alert Nagas entrenched in their base camp brutally shot dead in an ‘encounter’ with a combined force of Assam Rifles and Arunachal Pradesh Police in which an AR personnel was claimed to have been injured! The NSCN (IM) is in a ceasefire and political negotiation with the GoI and, by implication, an independent and politically equal entity with virtual recognition by the GoI. Its leaders, cadres and activists come from all over the contiguous Naga areas and hence, they have the right to be anywhere within their own lands. The IM has neither attacked nor killed any member of the Indian entity anywhere in the world after the declaration of Ceasefire followed by political negotiations (without pre-conditions !) more than two decades back. However, the Indian armed forces is apparently vested with the power to slaughter Nagas as if they (we) are rabid, stray dogs to be cut down at sight (allusion to the Hema Choudhary episode not unintended !). In a period spanning seventy odd years and particularly during the fifties and early six-

ties of the preceding century, the avowed policy of successive Indian governments had (has) been ‘extermination of the Nagas’. The Naga movement of fighting for restoration of its political independence was started by genuine, self-denying and universally respected Naga patriots and even today, the members of the Naga Underground, UG (literally all over but figuratively still underground !) are our own blood and we cannot disown them notwithstanding two issues that has created bad blood i.e, extortion under various guises and selfannihilation (internecine warfare and fratricide ), hoping that they will come round sooner or later and rectify things if they need the trust and confidence of the ordinary Nagas as in the days of yore. The then Naga Hills and present Nagaland has been the killing field and an earmarked area for Indian military exercises. Yet the spirit of nationalism refuses to yield and today’s Naga UG leaders and cadres, inspite of instances of omissions and commissions that burdens and angers the public, nurture and share with all Nagas the vision of being worthy Nagas in a worthwhile Naga country to live with honour some day. Thus, GoI may know that an atrocity committed against any

member of the Naga UG, irrespective of factions, is deemed as atrocity against the Nagas in general which aggravates the Naga alienation from India. The machiavellian policy of restricted and partial ceasefire (!) has perfectly served GoI’s purpose of leashing the equal entity within the confines of Nagaland state and unleashing its armed forces to hunt them (UG) for slaughter elsewhere. Conceded that the mighty Indian armed forces with attack or defence capabilities that is second to none and which even China is wary of, can crush the Naga UG physically in a wink, but nothing can extinguish the fire of Naga nationalism and even a tiny left-over ember surely will ignite an amazonian wildfire later causing immense casualty on both sides. It is a fact that the Nagas in general has a warm feeling of fraternity with the fellow citizens of Mahatma Gandhi’s India and even the Naga UG factions have been saying time and again that they are ready not to be rigid but amenable to settle for a giveand-take solution. This is my personal opinion and an appeal to the department concerned, in regard to the recent grievances put forward by UTNA against the open competition for recruitment of staff nurses, which was published on 11th July, 2020. While acknowledging the fact that open competition is the standard procedure for recruitment in any posts under the State Government, the abrupt change in the recruitment policy by the Health and Family Welfare seems unfair, given the unprecedented pandemic and also the plight of 1000+ trained staff nurses who have been patiently waiting for a regular position for years. And as the H&FW department is already maintaining a batch wise cum merit seniority, it only seems fair to continue the same process of recruitment until a better recruitment policy is drafted, keeping the best in mind for all parties involved. I believe that this issue must be dealt with utmost concern and respect for those 1000+ nurses who have been working at minimum wages in private health sectors for 16-18 years. M. KO L K ATA , J U L 1 6 (PTI): Calcutta High Court Chief Justice TBN Radhakrishnan has said that he would want to be addressed as 'Sir' by all judiciary officers in Bengal and Andaman instead of 'My Lord' or 'Lordship', as was the practice so far. In a letter to the district judges and chief judges of lower courts in the state and the Andaman and Nicobar Islands, High Court Registrar General Rai Chattopadhyay conveyed the message of the chief justice, an official said on Thursday. The chief justice has expressed the desire that "henceforth officers of district judiciary, including members of Registry of the Hon'ble High Court would address the Hon'ble Chief Justice as 'Sir' instead of 'My Lord' or 'Lordship', in conformity with the applicable judicial and administrative precedents", the letter said.

PATNA, JUL 16 (AGENCIES): A portion of a new bridge connecting Gopalganj and East Champaran in Bihar collapsed on Wednesday after heavy rainfall in the region, just 29 days after it was inaugurated by chief minister Nitish Kumar. No injuries have been reported so far. The 1.4km Sattarghat Mahasetu bridge on Gandak River was thrown open to commuters on June 16, eight years after work on it started in April 2012. It was built by the Bihar Rajya Pul Nirman Nigam Ltd at a cost of Rs 264 crore. But the culvert connecting the approach road to the bridge was unable to withstand the pressure caused by the rising levels of the river and was washed away after water was released from Valmiki Nagar, officials said. The culvert had already been eroding after rains in the region over the last couple of days that has caused the river to swell.

NEW DELHI, JUL 16 (PTI): The University Grants Commission (UGC) Thursday said over 450 universities have either conducted their final examinations or are planning to do so in offline or online mode. The status update by the higher education regulator came amid opposition by several states to conducting examinations in universities in view of the spike in COVID-19 cases. The commission had asked universities for a status report on the conduct of examination. It received responses from 640 universities including 120 deemed ones, 229 private universities, 40 central universities and 251 state universities. “Out of the 640 universities, 454 universities have either conducted the

examination or are planning to conduct,” the UGC said in a statement. “While 182 universities have already conducted examination either online or offline, 234 are planning to conduct examination in August or September and 38 are planning to conduct examination as per the directions of the relevant Statutory Council,” it added. A total of 177 universities are yet to decide on the conduct of examination. “In case of 27 private universities, which were established during 2019-20 to till date, the first batch is yet to become eligible for final examination,” the UGC said. Earlier this month, the University Grants Commission (UGC) in its revised guidelines directed the higher education institutions that final year examinations would be conducted in the

month of September 2020, instead of July 2020, as per its guidelines announced in April. Punjab, Maharashtra, Odisha, Tamil Nadu, West Bengal and Delhi have expressed reservations against the examination plan, citing the COVID-19 situation. According to the HRD Ministry, the guidelines issued by the UGC have to be followed mandatorily as academic evaluation of students is crucial to ensure credibility and career opportunities. The UGC guidelines of April and the revised guidelines of July changed the examination window from July to September. However, it directed all higher education institutions to conduct the terminal semester or final year examinations either offline, online or in blended mode.

Areas like Bandra and Mahalaxmi in the city received 201 mm and 129 mm rainfall, respectively, between 8.30 am on Wednesday and 6.30 am on Thursday, IMD Mumbais Deputy Director General K S Hosalikar said. P-notes investment climbs to Rs 62,138 cr New Delhi, Jul 16 (Agencies): Investments through participatory notes (P-notes) in the domestic capital market surged to Rs 62,138 crore till June-end, making it the third consecutive monthly rise. P-notes are issued by registered foreign portfolio investors (FPIs) to overseas investors, who wish to be part of the Indian stock market without registering themselves directly. They, however, need to go through a due diligence process. According to Sebi data, the value of P-note investments in Indian markets -- equity, debt, hybrid securities and derivatives - stood at Rs 62,138 crore until June, while the same was at Rs 60,027 crore at the end of May. In a press release, NPCC president, K Therie, said that Congress working president had clarified the position of the state and nation and the process of Constitution amendments. Therie said that former chief minister and former governor, Dr. SC Jamir, the lone living signatory of the 16 Point Agreement, had also made it clear that as long as the Article was not amended by Parliament, the provisions were alive. “Excepting for NDPP, it is understood by all that resolution by the State Assembly cannot repeal the provisions made in the Constitution,” Therie said. Stating that in democracy, silence was considered as agreeing, Therie said “if we do so, others will assume Nagaland State people are ignorant of Constitution-

al procedures.” Therefore, he said that the Congress leaders, for the voiceless, have clarified the actual positions. Stating that NDPP appeared to be “having sleepless nights” over the governor’s letter, NPCC president said that the governor instead of assuming special responsibility with respect to law and order should have dismissed the government “for abdicating its constitutional responsibilities and for unabated extortion and corruptions.” Claiming that the state chief minister was in the “most difficult situation”, Therie alleged that chief minister was under the jaws of BJP. “He is also at gun point. New Delhi, Jul 16 (Agencies): Rating agency ICRA sharply revised to -9.5%, its forecast for India’s growth in the ongoing fiscal on account of the localised lockdowns announced by various state governments and rising cases of Covid-19, in a report on Thursday. Stating that the developments arrested the nascent recovery that had set in during May-June 2020, the latest estimate took the agency to the lower end of the spectrum of growth expectations for the economy. “The economy had started to recover from the troughs experienced in April 2020, and many sectors seemed to be adjusting to a new normal. However, the unabated rise in Covid-19 infections in the unlock phase and re-imposition of localised lockdowns in several states, appear to have interrupted this recovery,” said Aditi Nayar, principal economist at ICRA.

Decision on TikTok within weeks: White House

Washington, Jul 16 (PTI): The US has indicated that it may take a decision on banning Chinese mobile applications, including TikTok, within weeks after a campaign to bar them gained momentum in the country following India’s decision. India last month banned 59 Chinese apps, including TikTok and UC Browser, saying they were prejudicial to the sovereignty, integrity and security of the country. “I do not think there is any self-imposed deadline for action, but I think we are looking at weeks, not months,” White House Chief of Staff Mark Meadows told reporters on Wednesday aboard Air Force One, flying with President Donald Trump from Atlanta. “There are a number of administration officials who are looking at the national security risk as it relates to TikTok, WeChat and other apps that have the potential for national security exposure, specifically as it relates to the gathering of information on American citizens

Pakistan provides consular access to Kulbhushan Jadhav Islamabad, Jul 16 (PTI): Pakistan on Thursday provided consular access to Indian prisoner on death row Kulbhushan Jadhav, days after Islamabad claimed that he has refused to file an appeal in a court here against his conviction by a military court. This was the second consular access to Jadhav. The first consular access was provided by Pakistan on September 2, 2019, the Pakistan Foreign Office said in a statement. Jadhav, the 50-yearold retired Indian Navy officer, was sentenced to death by a Pakistani military court on charges of “espionage and terrorism” in April 2017. Weeks later, India approached the ICJ against Pakistan for denial of consular access to Jadhav and challenging the death sentence. The Hague-based ICJ ruled in July last year that Pakistan must undertake an “effective review and reconsideration” of the conviction and sentence of Jadhav and

649,000 UK workers lost their jobs between March-June Lo n d o n, J u l 1 6 (IANS): The number of UK workers on payrolls fell by 649,000 between March and June, data by the Office of National Statistics (ONS) revealed on Thursday. Additional 74,000 jobs were claimed by the coronavirus crisis last month, the Metro newspaper quoted the ONS data as saying. There were also signs of economic inactivity rising, with people out of work not currently looking for new jobs, the Office said. The number of hours

worked has also continued to fall, reaching record lows both on the year and on the quarter, the report showed. In May, there were around half a million people away from work because of the pandemic and receiving no pay. However, despite the weakening employment rates, which impacted both self-employed and parttime workers, unemployment is not rising because the increase is in numbers of people “out of work, but not currently looking for work”.

The singer has been in a legal battle with Veronica Morales, the owner of events planning firm Blue Ivy Company, since 2017. At the time, Beyoncé filed legal papers that sought to protect the commercial rights to ‘Blue Ivy Carter’ – her daughter with husband Jay-Z. Contesting the claim, Morales said the trademark would be too similar to her own company and called on U.S. Patent and Trademark

B h u b a n e s wa r / New Delhi, Jul 16 (PTI): The Odisha government on Thursday revealed that it has provided financial assistance of Rs 4.09 crore to Dutee Chand since 2015, a claim that the star sprinter contested on the ground that it included Rs 3 crore prize money for winning Asian Games medals. The state gover nment’s statement came a day after Dutee tried to douse the controversy that erupted when she put her BMW car on sale. She had said she was selling her luxury car not to fund her training but because the vehicle’s maintenance cost is beyond her after reports to the contrary. “The total financial support provided to Dutee Chand from State government/OMC is Rs 4.09 crore (after 2015),” a statement from the Department of Sports and Youth Services, Government of Odisha, said. “Rs 3 crore as financial incentive for medals won at Asian Games 2018;

Rs 30 lakh for training and financial support during 2015-19; Rs 50 lakh for training support for Tokyo Olympics released in two instalments,” the statement added. Dutee, when contacted by PTI on the government statement, said, “I am indebted to the Odisha government for supporting me all these years, but this Rs 4 crore does not show the correct picture. Everybody will start thinking that Dutee has spent so much money.” “The Rs 3 crore is the prize money the Odisha government had given me for winning two silver medals in 2018 Asian Games. It is just like what a P V Sindhu or any other medal winner gets from the state governments like Haryana or Punjab. I am an employee (of OMC) and I have to get my salary. I have to find out.” The gover nment’s statement said the 24-yearold drew a gross salary of Rs 84,604 per month from OMC in contradiction to her claim on Wednesday that she gets Rs 60,000. Dutee, on her part, said that she was not “sitting idle at home” and was bringing medals for the country and making her employers proud. “When I won medals, I think I was doing something for my employers also. I am making them proud. I was not sitting idle at home, it is not that I have stopped winning medals. Instead of using pen and paper at the office, I was toiling at the training ground and stadia.”

Doha, Jul 16 (Agencies): Qatar, which will host the 2022 World Cup, will be the regional hub for West Asia in this year’s Asian Champions League matches, the continent’s governing body said on Thursday. Asia’s elite club competition was suspended in early March, and will resume in Qatar on September 14. The Asian Football Confederation said last week that group matches will be played in full in a roundrobin format as originally planned while the knockouts will be single matches rather than the usual twolegged format. Playing matches in the West Asia venue will be Qatar, the United Arab Emirates, Saudi Arabia, Iraq, Iran and Uzbekistan. G e n e va , J u l 1 6 (IANS): Inter national Olympic Committee (IOC) President Thomas Bach on Friday reiterated their desire to hold Tokyo Olympics with spectators in the stands and not behind closed doors. The multi-national event was initially set to be hosted in July this year but due to the COVID-19 pandemic, it will now take place from July 23 till August 8 in 2021. Professional sports around the world are getting back on their feet as matches are being held behind closed doors. However, Bach ruled out the idea of doing same with Olympics next year. “(Our planning) includes all different countermeasures, but no, an Olympic Games behind closed doors is clearly something we do not want,” Bach told

reporters via videoconference. “So we are working for a solution which on the one hand is safeguarding the health of all the participants and on the other hand is also reflecting the Olympic spirit.” Bach had earlier conceded that Tokyo Games will have to be entirely scrapped if it cannot be held next year. Japan Prime Minister Shinzo Abe had initially raised such concerns and Bach accepted the same. “You cannot forever employ 3,000 to 5,000 people in an organising committee,” Bach had told BBC Sport. “You cannot have the athletes being in uncertainty.” “There is no blueprint for it so we have to reinvent the wheel day by day. It’s very challenging and at the same time fascinating.”

La Liga chief launches attack on Man City M ad r i d, J u l 1 6 (IANS): La Liga President Javier Tebas has continued to be critical of Manchester City and Court of Arbitration in Sport (CAS) after the Premier League giants saw their European ban overturned recently. Their initial fine of 30 million euros was also brought down to 10 million euros. European governing body UEFA had banned C i t y i n Fe b r u a r y f o r breaching their Financial Fair Play (FFP) regulations between 2012 to 2016. City couldn’t have taken part in Champions League or the Europa league for two years if CAS hadn’t ruled in their favour. “We all know what City do,” Tebas told ESPN. “When they were punished (by UEFA originally), there was no surprise among the majority of us involved in European football. I don’t want to say (people were) happy, but at last there was a sense of justice against

these big state-owned clubs, the other being Paris Saint-Germain (PSG),” he added.
